Penarth View Summer in Penarth Art Competition Winner Congratulations to Johnny Robinson of Fairfield Primary School who was the winner of the Penarth View ‘Summer in Penarth Art Competition’. As his prize, Johnny’s painting is the cover of Issue 04 of Penarth View in which 10,000 copies have been printed and distributed throughout Penarth. As well as being chosen as the winner, Johnny will have his portrait painted by local artist Sheridan Ward. Fairfield Primary School, in which Johnny is a pupil, received £100 in vouchers to spend on educational resources at The Learning Partnership. The Learning Partnership is a company that provides educational training and resources to schools on a national and international basis.

Penarth Town Council’s Summer Festival Penarth Summer Festival and Carnival Day is almost here! As well as Carnival Day on 9th July, the Festival, from 7th to 17th July, has a wide variety of activities and entertainment for everyone. Full details on the events during the week including the Carnival Parade, the Downhill Derby and Festival Fireworks can be found on pages 20 and 21.
Penarth Pier Pavilion Grant Thanks to a £1.68m grant from the Heritage Lottery Fund (HLF), Penarth Pier Pavilion is set to be reopened to the public. The Grade II-listed Art Deco seafront Pavilion, on one of only seven pleasure piers in Wales, has been closed to visitors since the 1990s, but thanks to a five-year community-led campaign, Penarth Arts and Crafts Ltd (PACL) has secured the grant to fund major repair and restoration works to the Pavilion, both inside and out. Full details on pages 14 and 15.

Challenge Wales The aim of the Challenge Wales charity, which is run entirely by volunteers, is to teach personal and social skills to young people between 12 and 25 through sailing. They learn about team work, communication skills, planning, respect for others, responsibility and self-esteem. Full details can be found on page 28.

It began with one Zumba class in August 2010 and now I have four great classes in Penarth.” To ensure her clients get the most from their Zumba sessions Samantha has attended further Zumba training courses. She recently undertook Zumba B2 which adds flavour and the correct techniques of flamenco, tango, samba and belly-dancing to her teaching. “I have also done Zumba Toning. Although I don’t have plans to set up a Toning class at the moment it has allowed me to include the core/lower limb Zumba Toning technique into my regular classes,” says Samantha.

The Pavilion is safe! Successful HLF bid brings £1.68 million to Penarth Pier Pavilion project Something big is happening in Penarth. Late last month the Heritage Lottery Fund (HLF) approved Penarth Arts & Crafts Ltd’s (PACL) grant application for £1.68 million for the renovation of the Penarth Pier Pavilion. This is a watershed event and marks the culmination of several years of project development. Five years ago the concept of Pavilion refurbishment was taken up by PACL, a local charitable trust, as an exciting venture to further its mission, to ‘preserve for the benefit of the people the historical and architectural heritage found in Penarth and the Vale of Glamorgan.’ Working under the banner “Let’s Make it Happen,” Maggie Knight, Project Director, and a team of experts plus volunteers, steadily progressed the project from PACL’s offices in the Washington Buildings on Stanwell Road. With HLF funding in place, as well as firm commitments from the Vale Council and other funding bodies, the project is now underway. Construction is projected to begin later in the year with a grand opening in the spring of 2013.
A Pavilion for everyone The fully restored Pavilion will be a state-of-the-art, flexible facility for everyone. It will host a range of activities such as school sessions, and will have a dedicated exhibition area focusing on the area’s maritime heritage. The first floor balcony will be redesigned to create an auditorium for lectures, conferences, and film screenings and a café will overlook the seafront. The Pavilion will benefit from PACL’s partnerships with a number of groups, including the volunteer organisation

‘Coastwatch’, wildlife sanctuaries and the RSPB. A new observation post will give people the chance to watch birds and other wildlife, with live images linked from cameras located in the Bristol Channel. Local teacher and mum, Jo Laity said, “ [the Pavilion] is a facility that will certainly benefit the whole community…I plan to be visiting and supporting a variety of environmental and historical projects on offer at the Pavilion with my students but also with my three children.” Besides families, the Pavilion’s appeal reaches to many other stakeholder groups, including the elderly, youth, and local businesses. Many of Penarth’s senior citizens spent time at the Marina Ballroom, housed in the Pavilion in the 1940s and 1950s. Judy Mancuso owner of local spa, EnerChi said, “the renovated Pavilion will provide tremendous benefits for Penarth. The seafront has been a disgrace for far too long. The Pavilion will encourage visitors and therefore provide opportunities for other businesses and additional employment. It will also give Penarth residents and business owners back a sense of pride - we should have a seafront to be proud of.”
029 2071 2100 Partnering with the Community The local community has played, and continues to play, a pivotal role in the Pavilion project, a key criterion for HLF in its decision to fund the project. Dan Clayton Jones, Chair of Heritage Lottery Fund Committee for Wales, said, “The project has been led by the community from the start and it’s fantastic to see so many local people continuing to pledge their time and support…to make it a success.” Community support for the project has ranged from organising fundraising events to registering support via petition. So far, over 10,000 people have signed a petition to save the Pavilion, and as a result of the HLF grant, up to 230 people including staff, volunteers and students will be offered training opportunities. Jobs will also be created through the project, including positions for an Education and Learning Officer and Pavilion Manager and it is expected that many community members will get involved as volunteers, taking on roles such as heritage visitor guides. Rhodri Traherne, Cabinet Member for Economic Development and Regeneration, Vale Council, said, “The Pavilion project is a superb example
of community-led regeneration which we in the Vale Council are delighted to support. I have no doubt it will make a significant contribution to the economic prosperity of Penarth.” Vaughan Gething, Assembly member for Cardiff South and Penarth said, “The pier is the jewel in the crown of our seafront. The re-opening will make a huge difference to Penarth and I hope it will kick start further investment on the seafront.”

Not only will it provide significant educational opportunities with hands on learning, but the massive multi-purpose central area will be available for school productions, concerts, and demonstrations.

The way forward There is still a lot to be done in order to keep the project moving forward. A community fundraising drive is well underway with a target of £50,000. In April the higher rate threshold (where a 40% tax on earnings is applied) was reduced to £35,000 of taxable income, from the original level of £37,400. A recently published forecast by HM Revenue & Customs has shown that a 20% rise in the number of higher rate tax payers from 3.1 million to 3.7 million is predicted this year.

It will, however, affect high earners with a long service history who are members of a defined benefit (final salary) scheme, or anyone wishing to use an inheritance or lottery win to boost their retirement fund. There is also a change to the way that contributions to ‘defined benefit’ pension schemes are compared with the annual allowance; the ‘factor’ used is changing from ten times to sixteen times. This will have the effect of making a relatively smaller increase in benefits reach the annual allowance more quickly. Again, those likely to be affected should ask for individual advice.

Penarth Summer Festival 2011 Penarth Summer Festival and Carnival Day is almost here! As well as Carnival Day on 9th July, the Festival, from 7th to 17th July, has a wide variety of activities and entertainment for everyone. Carnival Day diary Carnival Day returns to the Esplanade on 9th July, from 1pm. There are so many activities, from the wonderfully colourful Pirate Parade including classic cars, walking bands, uniformed organisations and Penarth’s most exuberant characters to water skiing and Spitfire displays and, of course, the famous donkey rides, Downhill Derby and funfair. The Parade, led by the Town Crier, will leave West House (home to the Town Council) at 12.45pm and travel along Stanwell Road, Bradenham Place, Hickman Road, Windsor Road, through the Town Centre, Windsor Terrace to Beach Hill and on to the Esplanade, where the Town Mayor will open the Carnival Day celebrations. From 1pm Bro Radio will host the Summer Festival Radio Roadshow from the stage in front of the Italian Gardens. The Samba Band, Copthorne Singers and Seren will delight the crowds with their showtime songs. Later in the day some fantastic local and hugely popular bands, Motive, Funhouse and The Woods, will play into the evening up to the fireworks from the Pier.
Children’s rides and funfair From 1pm. No celebration would be complete without funfair rides, trampolines, stalls and sweets for the children. Vale Amusements, who have supported the Summer Festival for many years, will provide the entertainment throughout the afternoon and evening.
Donkey rides Calling all children … from 1pm the clifftop will host the ever popular donkey rides that have long been a favourite of the Summer Festival, along with a police dog display. After the Parade the Classic Cars will park on the grass verge by the cliff path for inspection from 1.45pm. Get your cameras ready!
Come and see these historic aircraft at the Esplanade from 1.30pm (during the Spitfire and Lancaster displays the Pier will need to be evacuated). A SAR Sea-King helicopter, of the kind piloted by HRH the Duke of Cambridge, will also be on show with our own RNLI lifeboat team to entertain the crowds on the esplanade.
Punch and Judy Punch and Judy shows will take place on the Pier from 2pm. There will be three shows each 25minutes long so make sure you check the times of the shows on the Pier.
Take to the air Spectacular aircraft displays are lined up for Carnival Day. There will be a display from the RAF Battle of Britain Memorial Flight including the breathtaking Spitfire and the spectacular Lancaster Bomber PA474, of which there are only two left in the world. The Spitfire is one of the most recognisable and famous aircraft in the world and remained in RAF front-line service up to 1954.

Penarth Water Ski Club will again wow the crowds with their unique and exciting display routines at 2.30pm. What will they have up their wetsuit sleeves this year?
The Clifftop Artists, who have been part of the Summer Festival for more than 36 years, will again display their paintings along the clifftop path from 7th to 17th July, throughout the whole Festival period.
L8R is back, with marquees, bands, food and drink in the grounds of the Kymin, Beach Road, Penarth, 6pm to 10.30pm. Everything is free, including entry. Dance to the music, get involved, relax in the grounds and enjoy.

NB: Admission is for ages 13 to 18.
Look out for the two FREE buses (vintage and open top) throughout the day on Carnival Day. The buses will pick up passengers on a ‘hail and ride’ basis, where it is safe to stop. Eats and drinks All the day’s food and refreshments will be provided by local traders, so you can choose a cone of chips on the pier, barbecue food from Mediterraneo, delicious treats from The Fig Tree or one of the food stalls on the promenade.
Carnival Day ends with the wonderful fireworks display off the end of the Pier. The Fireworks will start at 10pm and are best viewed from the Esplanade.

SET SAIL WITH CHALLENGE WALES Vicky Williams is a volunteer with the Welsh sail training vessel Challenge Wales, which is based in Penarth Marina. Here she explains to Penarth View what it’s about and how the whole community can get involved with this exciting project. Challenge Wales, a 72-foot yacht, raced around the world twice in one of the world’s toughest yacht races before beginning a more sedate life here in Penarth.
Wales at a time: 10 young people, two group leaders or teachers and up to six Challenge Wales crew. For those who are aged under 26 a Challenge Wales bursary fund is available if eligible.
The aim of the Challenge Wales charity, which is run entirely by volunteers, is to teach personal and social skills to young people between 12 and 25 through sailing. They learn about team work, communication skills, planning, respect for others, responsibility and self-esteem.
Adults can also get involved in sailing Challenge Wales by joining the boat for a big boat sailing day or a weekend away to Lundy Island. There are opportunities to race (such as in the famous Round the Island Race in the Solent) and to gain a sailing qualification through the Challenge Wales Training Centre.
The young people who sail on Challenge Wales may be working towards their Duke of Edinburgh’s Award or a sailing qualification; most will either be in school or on an alternative curriculum programme while others are simply looking for a new challenge. Challenge Wales puts everyone on to a level playing field. It gives young people a new and often challenging experience but at the same time it is often rewarding as there is a sense of achievement at the end of the trip when you know that everyone on board has played their part in getting the yacht home. For the fear of Flying or just getting anxious at the whole process of travel, then make sure you take Emergency Essence. Five drops in a little water 3 times a day starting a few days before you travel. Keep the essence with you on the day of travel. Mosquitos and other bugs hate citronella essential oil. Add a few drops to your usual body cream and apply liberally, or just carry some on a tissue or cotton pad. Prickly heat can be very irritating but by apply cooling aloe vera gel may help. NORTH MEETS SOUTH With echoes of South Africa as its theme, North Meets South café continues to thrive at the top of the picturesque Windsor Arcade. The African influence is still going strong at North Meets South under chefs/owners Tony and Anna Slater, who are coming up for their second anniversary at the busy café. “As well as the African memorabilia decorating the walls, all the dishes are named after places there, and flavours from the region are sprinkled throughout the menu,” says Anna. “One of our most popular dishes is a Moroccaninfluenced chicken with fresh coriander – delicious.” Open from 8am to 5pm Monday to Saturday, North Meets South has built a reputation for its excellent takeaway sandwiches, but Tony and Anna are keen to spread the word about what else they do. “We do so much more,” says Anna. “We’ve extended the menu to include breakfasts and proper lunches – North Meets South has a licence for beer and wine – and a fantastic selection of French patisserie made for us by a local patissier.”

Since taking over the business two years ago the couple, who have three children themselves, have invested in a new kitchen and renovated the toilets and baby changing room to make it more comfortable for customers. Tricky Manoeuvres is an independent, friendly, reliable and professional driving school that puts the needs of its pupils first. “You must pass the theory test before applying to sit your practical test,” says Richard. “If English is not your first language you can sit the theory test with a voiceover in another language or with a translator. Richard is an Approved Driving Instructor registered with the Driving Standards Agency (DSA). His teaching car is a 2010 Vauxhall Corsa 1.3 Diesel eco-flex and is fitted with ‘He-Man’ dual controls for additional safety.
“The theory then takes concrete form during the lessons with me when I will reinforce what the learner has absorbed. A frequent question I hear is ‘when am I ready to take my practical driving test?’,” says Richard.
Learning to drive takes three steps: applying for a provisional licence, taking and passing a theory test and then of course the practical driving test.
“You need to be able to show the tester a safe and competent level of driving at all times. When I am certain that you can confidently and consistently deal with all road and traffic conditions and complete each of the set piece manoeuvres such as the famous three-point turn and reversing into a parking space first time, you are ready to take the driving test.
You can apply for your provisional licence, on line or by obtaining a D1 application form from the Post Office, three months before your 17th birthday, although you need to wait for your 17th birthday before you can sit the theory test. “You sit a two part theory test at a DSA test centre, and you can practise the multiple choice part on line,” Richard explains, “but the hazard perception test where you identify potential hazards in video clips can be practised as a passenger, observing and anticipating the actions of other road users.

The winning design and designer will be chosen by the 2012 Eisteddfod organising committee this coming September.

The town centre of Pontypridd is undergoing a major restoration and Lewis Carpentry & Joinery is playing a vital role in bringing back the original features of the streetscape. The improvements will stretch the length of Taff Street, Market Street, Mill Street and Church Street. “We have also restored parts of an historic four-storey house in Caerleon which had links with Oliver Cromwell! We can literally start with four walls and restore the property to its former glory, or we can fit doors, windows and architraves as part of projects which are already underway,” says Andy. “For many years we have produced an extensive variety of Gothic and arched windows for barn conversions and stately homes, using our experience to enhance landmark and unique buildings.
A recent project was a 16th Century oak Gothic-style door and frame for a home in Bristol, which looks fantastic.” The manufacture and fitting of box sash windows in older style homes is a speciality of the company. Popular since Victorian times, they are currently enjoying a revival and make up a large part of Andy and his team’s work. “There is no compromise with our box sash windows. ROTARY CLUB OF PENARTH More than 300 children from twelve schools in Penarth, Llandough, Sully and Dinas Powys took part in the Annual Schools Concert organised by the Rotary Club of Penarth. Held in the theatre of Stanwell School, the concert was promoted by the Rotary Club to give children from the local schools the opportunity of displaying their quite impressive musical talents in front of an audience and, in the process, raise funds to help other children in our community. It was the eighteenth running of the event. A capacity audience was treated to a programme of vocal and instrumental music, which was performed with great skill and enthusiasm by all of the contributors. A choir from Ysgol Pen-yGarth started the evening off with songs beautifully sung in Welsh. Choirs from Cogan, Fairfield, Llandough, Victoria, St. Andrews Major and St. Joseph’s Primary Schools followed later in the programme. Again, the musical offerings were delightfully sung reflecting what must have been hours of careful rehearsal. In between, there were instrumental performances by guitar groups from Evenlode and Sully Primary Schools, an orchestra from Fairfield Primary School and a steelband from Albert Road Primary School. A beautifully executed dance routine by Sully Primary

School and instrumental and vocal soloists from St. Cyres Senior School added variety to the proceedings. The evening was rounded off by the hosts, Stanwell School, with two rousing instrumental pieces. All of the performances were very entertaining and greatly appreciated by the audience. The evening showed the wealth of musical talent that there is amongst the young people of the Penarth area. The quality of the performances was a credit to the application of the children and the encouragement and dedication of their teachers. The evening raised over £1,100, which will be shared equally between The Noah’s Ark Appeal and Vale of Glamorgan Young Carers.
CHILDREN SINGING FOR CHILDREN The Noah’s Ark Appeal is aimed at raising funds for the development of Phase Two of the Children’s Hospital in Cardiff. Not so long ago, Wales was the only country in Europe that did not have a hospital that was purpose-built solely for the treatment of sick children. That was put right when Phase One of the Children’s Hospital was built and now Phase Two is needed to complete the job. The Vale of Glamorgan Young Carers is a project to help and support children that have the very arduous task of caring for parents, who are not able to look after themselves and for arranging fun days for them during the year to offer them some relief from their cares. The beneficiaries of this years concert were chosen in accordance with Penarth Rotary’s policy of applying funds raised by children to the benefit of children. At the end of the evening, President Rob Waite thanked all the performers and the staff of the schools, Stanwell School for the use of the theatre, Roatrian Austen Meredith, who was the main organiser of this concert and all of the preceding seventeen and Rotarian Brian Williams for very ably compering the evening. The Annual School Concert is one of many projects of community service undertaken by the Rotary Club of Penarth, both in the local community of Penarth and South Wales and internationally. Membership of the Rotary Club is open to all men and women, who are interested in helping those in need and at the same time meeting with like minded people. The Rotary Club of Penarth is one of 32,000 clubs in Rotary International, which is a worldwide association dedicated to the development of acquaintance of like minded men and women as an opportunity of service both to their local communities and internationally. Rotary International was founded in February 1905 by Paul Harris and four friends in Chicago and has now spread to some 200 countries throughout the world with more than 1.2 million members. Rotary came to Penarth relatively early in its history with the Rotary Club being formed here in June 1937. It will celebrate its 75th birthday next year.
