• Replace aging infrastructure and provide safe and efficient multi-modal waterfront access from the city consistent with the existing 2011 Master Plan, and future development plans for Central Philadelphia, including Penn’s Landing. • Promote long-term economic development within the central I-95 corridor, which includes Penn’s Landing.

• Connections: Remove multiple barriers and create new connections between Philadelphia neighborhoods and the Delaware River
• Public Green Space: Create a new signature public green space for Philadelphia and the region
• Maintenance: Develop facilities and spaces that can be maintained within expected resources and capabilities
• Flexibility: Establish flexibility for future multimodal improvements for I-95 and Columbus Boulevard

PennDOT has decades of experience and lessons learned with I-95 through Philadelphia.
• Listened to community and City concerns about ongoing construction impacts
• Documented concerns to support expenditures for mitigation methods and security measures
• Implemented phased construction approach to mitigate construction impacts to adjacent neighbors
• Columbus Boulevard full closures will occur overnight to minimize traffic impacts
• Front Street closures have a limited duration (approx. 60 days) to mitigate impacts. Contractor will coordinate property access for sanitation and other services.
• Pedestrian and bike access will be maintained on the Delaware River Trail during construction, but is subject to overnight Columbus Boulevard detours
• Local businesses will be accessible throughout construction
• Goal is to ensure construction noise and vibration does not exceed regulated levels
• Contractor will install vibration monitors at locations along the project area
• Dust control measures are included in the construction contract
• Major construction operations limited to nighttime work will include bridge demolition and placement of beams over I-95 and Columbus Boulevard
• Regional vs. Local
• Regional Detours are focused on trucks using the interstate system and longer thru trips
• Local Detours use local City street to help vehicles navigating around the closures
• Timing
• Overnight (11PM - 5AM) detours will occur during the week, not on weekends or during special events
• Front Street detours are continuous but will be implemented in sections with limited durations to minimize impacts
