São Paulo, a metropolis of over 20 million people, is known as the financial capital of South America, a city of skyscrapers, and a cultural hub. The city is also infamous for its record traffic jams, flooding, and social inequality. The public sector, academia, private business, and civil society have met at this crossroads of opportunities and challenges to find innovative solutions to reenvision the city's future trajectory. The creation of a new innovation district in São Paulo is just one way to incite this innovation. Working with São Paulo Urbanismo and the University of São Paulo, we set out to design an innovation district in the Mooca-Vila Carioca Urban Operations Consortium. The city of São Paulo has identified Mooca-Vila Carioca, an ageing industrial area near downtown, as a key site for redevelopment. It is a site that is rife with all of the difficulties and complications of São Paulo, but also replete with all of its biggest strengths and opportunities. Our project began with an examination of what makes an innovation district, including case studies of innovation districts around the world. We combined these takeaways with our analysis of social, economic, and environmental aspects of Brazil, São Paulo, and Mooca-Vila Carioca in order to create potential visions for an innovation district. For each vision we developed 5 different "What If?" thought experiments in order to identify specific measures to implement in the district. Combining these elements, we formulated our final plan. The plan consists of three different innovation nodes, each with its own identity and catalyst. These are all linked by site-wide infrastructure investments, as well as implementation policies, that form one cohesive innovation district. The order of the book is structured to reflect this work flow. It begins with chapters on innovation district case studies and background information about the site and the context surrounding it. Then we discuss our "What If?" analysis, followed by an overview of our master plan. Each node of the overall district will be examined in detail, before concluding with our phasing and implementation approach. Innovation is about creating something that is more than the sum of its parts. Taken all together, this plan aims to create an innovation hotbed in one of the oldest cities in the Americas.
