Grand Keeper of Records and Seal

Retired U.S. Army Lieutenant Colonel (LTC) Sherman Louis Charles currently serves as the Grand Keeper of Records and Seal for the Omega Psi Phi Fraternity, Incorporated. Brother Charles is financially active in Lambda Gamma Gamma Chapter, Fort Meade, Maryland, 2nd District. He was born and raised in Houston, Texas, on August 12, 1959, and graduated from James Madison Senior High School on June 1, 1977. As a student at James Madison Senior High School, he participated in the marching, jazz, and symphonic bands, playing the alto, tenor saxophones, and bassoon. Retired U.S. Army Lieutenant Colonel (LTC) Sherman L. Charles attended Prairie View A&M University, where he was a member of the Pi Mu Epsilon Mathematics Honor Society, Advanced Reserve Officer Training Corps (ROTC), the Scabbard & Blade Military Honor Society, the Pan Hellenic Council, and the yearbook committee. He received a Bachelor of Science in Electrical Engineering, was a Distinguished Military Graduate, and was commissioned a Second Lieutenant in the US Army Signal Corps on December 12, 1981. He is also a Master Mason, Royal Arch Mason, Knights Templar, Noble, Frater in the Consistory, and a 33rd-degree Grand Inspector General. Retired U.S. Army Lieutenant Colonel (LTC) Sherman L. Charles received a Master of Science in Acquisition Management from the Florida Institute of Technology on August 24, 1995. He entered the US Army Acquisition Corp in 1992 and is level III certified in Program Management, Systems Planning Research Development & Engineering, and Information Technology. Retired U.S. Army Lieutenant Colonel (LTC) Sherman L. Charles retired honorably as a Regular Army Officer with 23 years of active service on January 31, 2005.

Upon retirement, Retired U.S. Army Lieutenant Colonel (LTC) Sherman L. Charles was selected as a Department of the Army Civilian as a Supervisory Computer Scientist (GS15), where he served as Division Chief, Product & License Management Division, Software Engineering Center Belvoir (SEC-B), at Fort Belvoir, Virginia. After serving 7 years as an Army Civilian, Mr. Sherman L. Charles was selected as a Supervisory Electronics Engineer (GS15) for the Defense Information Systems Agency (DISA), where he served as Division Chief for End-to-End Systems Engineering in the Enterprise Engineering Directorate. He supervised more than 56 civilians and contractors. Mr. Sherman L. Charles also served as the Department of Defense IT Standards & Information Support Assessment Chief within the DISA Development and Business Center (DBC), Innovation, Systems Engineering, and Architecture Office. Mr. Charles led the IT Standards development process for DISA and supervised eleven civilians and two contracts with over ten personnel. His organization interacted with over 30 Agencies with support from the DoD CIO, the Intelligence Community, the Joint Staff, components, and several other organizations. Mr. Sherman L. Charles has served over 39 years in the Department of Defense as a US Army.

On Friday evening, November 17, 1911, three Howard University undergraduate students – Edgar A. Love, Oscar J. Cooper and Frank Coleman – with the assistance of their faculty adviser – Dr. Ernest E. Just – gave birth to the Omega Psi Phi Fraternity. Our Founding Fathers paved the way for the Fraternity to thrive and give spirit and life to our cardinal principles – Manhood, Scholarship, Perseverance and Uplift. Community service will always be the bedrock of our Fraternity. With a membership of over 100,000, the Fraternity has more than 750 undergraduate and graduate chapters in the United States, China, Canada, Africa, Korea, Japan, Germany, the Virgin Islands and the Bahamas. There are very few Americans whose lives have not been touched by a member of the Omega Psi Phi Fraternity, Inc.

In the Greater Prince William County, the spirit of Omega lives through the Pi Lambda Lambda Chapter which was chartered on January 24, 2004. Since that time, PLL has become an award winning Chapter at all levels of the Fraternity. In 2006, 2007, 2008, 2010, 2011, 2012, 2014, 2017, & 2019, the Third District recognized PLL as its Social Action Chapter of the Year. In July of 2016, the Chapter was honored for the third time as the Fraternity's International Chapter of the Year at the Conclave held in Las Vegas, Nevada. Additionally, this calendar year marks the third time the chapter received the first place award for the Third District's best Youth Mentorship Program- a singularly significant achievement.

The Prince William County Branch of the NAACP honored the chapter on several occasions with its “Giving Back Flame Award” for its stellar community service work. The Pi Lambda Lambda Chapter will continue the proud tradition of Manhood, Scholarship, Perseverance, & Uplift and – true to the enduring spirit of Omega – will continue to serve the Prince William County and the surrounding area for years to come.
