Russians face mounting debts
T
here is growing evidence that the two million Russians who visit Thailand annually are not always the rich guys and gals of popular myth. “We are now seeing evidence that Russian loan-sharks are charging their fellow-countrymen extortionate rates of interest to make emergency cash handouts,” says Police Region Two Commissioner Winai Tongsong. Earlier this month, Russian national Ayrat Khabiryanov was arrested after advertizing an unauthorized loan service posted in the Russian language outside his home. He and his associates had allegedly kept passports as collateral and were charging interest of two percent daily. Nearly 300 Russians were said to have used the illegal service and local police are still sifting through a mound of complaints made by disenchanted Moscow and Vladivostock-based visitors. Additionally, a growing number of Russians in the resort are regularly arrested for attempted stealing, especially from malls and beachfront stores. “We are seeing a lot of evidence of hopeless naivety,” a senior security officer told Pattaya Today. “Some Russian customers who try to steal seem unaware of the existence of security cameras and other in-house precautions.” By contrast, wealthy Russians have invested heavily in the Pattaya property market, notably condominiums, and are now considered indispensable for continued Continued on page 4

News Lucky German recovers jewelry An attempted theft by a ladyboy on the beach near Tipp Plaza had a fortunate outcome when the thief failed to put the stolen diamond pendant in her shoe as she had planned. German tourist Martin Freidl, 42, told police that he received the unwelcome attentions of the ladyboy who offered a seasonal discount in return for sex. As the German retreated, the transvestite snatched the expensive item from around the tourist’s neck but, in the struggle, misjudged putting it in her shoe—losing it on the sand. The pendant lay on the beach for about half an hour before a search returned it to the lawful owner. Freidl did not press charges as his property had been returned.
Legal ignorance is no excuse
An American sailboat teacher from Phuket was been charged with illegal sexually activity with two underage prostitutes. A police stake-out at the man’s house in Jomtien led to the arrest of Scott Thomas Glery, 47. He told investigators he had no idea he was breaking the law by inviting the girls, aged 15 and 16, to his house several times and paying them each 1,000 baht on every occasion. It was stated that the youngsters had run away from home and that their parents had been unaware of their whereabouts for more than three months.
Tour driver throttled by bus
In what police describe as a freak accident, the body of tourgroup driver Metee Kantapayao of Lucky Tours Limited was found by a hotel employee caught between the hydraulic-operated doors of a his minibus. His neck had been broken by the impact of the closing doors. A security guard, Boonjuer Kenchaiphoom, discovered the body as he was making his rounds. He said he shouted in the direction of the dangling man who made no sound. An autopsy will be conducted.
Illegal lottery dealer gets tough
Two sisters running a food stall were attacked by a gang of teenage thugs. One of the sisters, Pratom Jirawatsunthorn, 43, said she had borrowed the cash to pay for a lottery ticket and still owed 1,300 baht to the dealer known as Wichai. She said failure to pay led to the incident in which she was struck with a blow and threatened with a gun. By the time police arrived there was no sign of the thugs or their lottery-dealing ring leader.
Porn clips taken in toilet A man was arrested after a women in the ladies room on Soi Diamond suspected that somebody was watching her. Theerasak Tiempol, 19, was taken into custody by locals as he left the building. Police later discovered he was in possession of a mobile phone with several indecent shots of women taken in public places. He explained that this was his first offence and he was unlikely to repeat it as he was easily caught lurking in the air vent of the toilet in question.
Child falls to her death A five-year-old girl fell to her death as she was playing by herself on the roof of an apartment building on Pattaya Third Road. The mother, Patcharin Mhoosod, 32, received the distressing news whilst she was at a meeting elsewhere in the city. Police said they found a broken roof tile which may have caused the girl to lose her balance and slip as she was touching a water tank.

The Tourism Authority of Thailand (TAT) points out that Russia and Thailand signed a no-visa pact in 2007, which means that nationals can visit each other’s country for one month without any prior bureaucracy. Uniquely, Russian tourists obtain 30 days-on-arrival when they enter Thailand through a land border, in stark contrast to Americans and Western Eu-
ropeans who receive just 15 days. Ease of travel to Thailand has boosted the number of Russian arrivals especially on charter flights at U Tapao airport near Rayong. “Russians tend to spend longer periods of time here than do tourists of other nationalities,” said a TAT spokesperson, adding, “this is leading to a minority ending up in financial trouble. We are also receiving reports from local hospitals that some Russians are unable to pay their bills.” Meanwhile a Walking Street bar owner commented, “Many Russians are not big spenders except at their local 24-hour convenience store.”

Store staff heard the sound of falling inventory only to find two Russian tourists trying to steal items from the stock room of a Second Road mall. On investigation it was revealed that the man and woman were attempting to steal four hats and two pairs of pants worth 1,500 baht. Rinat Musin, 25, and Ekaterina Zhakova, 22, were allowed to pay a fine before being released to enjoy the remainder of their holiday.

The FTPA assist with carrying out the functions of the Tourist Police including assistance to tourists and local community members, helping to resolve misunderstandings and disputes, offering general advice to tourists and providing services for international events from time to time. Pattaya Colosseum opens in July With an investment of more than 400 million baht, the 16-rai Pattaya Colosseum will open on Tepprasit Road next month. News POLI CE Beach copulation a worry So many tourists have been caught having sex on Pattaya’s beaches that there are actually public-spirited people going around in the early hours warning the addicts that it’s illegal and that they are courting arrest by the police. You might say this a Good Samaritan service. In the recent example of a Russian couple found in a naked and intimate pose near the water’s edge, a British farang was first on the scene with his verbal warning to move along please. But what was he intending to do with the 15 or so photos he took with his mobile before shouting out? Fake police or not? There are persistent stories that foreigners are being stopped by Thais, usually in a car or pickup, claiming to be police and demanding to search them or take a urine test. In one case a tourist claimed she had been advised to pay the men money or face an arrest. Sad to say, there are fake police around sometimes in uniform too. The police authorities in Chonburi province have promised to crack down on this problem, but it still persists.

Case not over yet A Bangkok criminal court has now ruled that Italian journalist Fabio Polenghi was killed by a bullet fired by security forces during the May 2010 dispersal of red-shirt protestors. But that is not the end of the matter. Army chief Prayuth Chan-ocha says the military will defend itself vigorously later as the matter is currently only at the inquest level. He says the army has its own evidence, hitherto undisclosed. Matters like these will be contentious issues for years to come in Thailand. A saucy tale indeed A Thai man got into a big argument with a Pattaya noodle-shop owner after the chicken and rice dish arrived with too little hot chili sauce. The customer demanded more in an uncompromising tone and the owner stuck to his guns that the correct portion had been served up. Although the customer left in a huff, he later drove past the shop house in his car and shot at the owner. Police said the victim was only grazed. The alleged perpetrator was later arrested. Ladyboy sex safer? On reflection, a foreign tourist must be considering himself lucky after police returned his shoes, mobile phone and cash following his bedtime escapade with a transvestite prostitute. The point is that the ladyboy was only 15 and, no doubt, he will be processed according to law. The other point is that if the pickup had not been a transvestite, but a typically-attired boy, the tourist could well be facing arrest for underage sex. Naïve criminal A US tourist who robbed a bank in Thailand made just about every mistake in the book to avoid detection. He handed a hold-up note to the cashier in his own handwriting, the cash was found in bank wrappers in his apartment and clothes just like those on the CCTV video were found in his trash can. Maybe he just wanted to be number one only for the day and didn’t care if he was caught. But then again … only maybe. High-interest puss Apparently nobody told Russian national Ayrat Khabiryanov that foreigners can’t lend money at higher rates of interest than allowed by the Bank of Thailand’s regulations. Not to mention the problem of working without a permit. At least ten fellow Russians are thought to have borrowed cash. He advertised his loan business in Russian by posting a notice at the front of his house and, according to one report, sticking one on the back of his cat. Mee-oow! Jammed doors assisted escape The escape and subsequent recapture of a German convict has prompted a detailed look at security arrangements at Suvarnabhumi airport. Carlo Konstantin Kohl was on the loose for two weeks after evading his escort whilst in transit at Bangkok’s main airport. He had asked his guards for time-out to take a shower and had succeeded in disconnecting the electricity to a fire exit alarm before fleeing. It then came to light that the airport’s security cameras work separately, not as a relaying unit, thus making it more difficult to track down quickly anyone in the airport buildings who should be under guard. Another problem is that some exit doors at the airport are jammed open with wads of paper to prevent them from closing. This carelessness potentially allowed unauthorized people to pass through exit points without challenge. The airport authority says there are more than 900 entrance and exit points at the airport and that better monitoring certainly needs to be introduced. You can say that again. New Tourist Police Center opens soon Police commanders and tourist association officials attended a meeting to check progress on the refurbishing of the new police and information center on Beach Road, near Walking Street. The new sub-station of the Tourist Police will open soon. City Hall has agreed to a budget of 226,000 baht for repainting, cleaning and new signage. The Pattaya Harbor Department and the police speedboat service will be based at the same location, providing a one-stop facility for the public.
Recruits from the Defence Mobilization Department as well as the Thai army, navy and airforce attended training week at the Grand Jomtien Palace Hotel. The National Security Council seminars instructed recruits on dealing with the dangers from wars, terrorists and natural disasters.

Pattaya -- the new Maldives? Pattaya’s tourist boom in the last two years has led to many optimistic claims about the future. City Hall has suggested that Pattaya will become the Thai Riviera, to rival the French version, whilst investors have predicted the resort will be the filmmaking capital of Southeast Asia or an entertainment centre to put Disney World in Florida into the shade. Prime Minister Yingluck Shinawatra recently stated that she was impressed with the approach to tourism by the government of the Maldives which attracts a million high-spending tourists a year to the Indian Ocean archipelago. The prime minister said that the Maldives has a beautiful seascape and coral reefs and maintains a good quality of environmental cleanliness. The Tourism Authority of Thailand is now investigating how to turn Thailand into the “new” Maldives. One idea is to invest heavily in Koh Chang (Elephant Island) which is part of Thailand’s Eastern Seaboard and is the second biggest island in the country. Koh Chang is famous for its waterfalls, coral reefs, rainforests and colorful wild-animal life. Somsak Purisrisak, tourist minister, said, “We will be coordinating with each province and with islands in the Gulf of Thailand to promote eco-tourism.” The aim of attracting 25 million tourists to Thailand
in 2013 would include at least two million high-spending upper-class Indians, Europeans, Russians and Chinese, he added. Critics say that Koh Chang is far from ready to receive a large number of high-earners. The island has no airport and the nearest facility at Trat is currently only available for domestic flights. The road network is patchy, with many steep hills which are hazardous to traffic. At present Koh Chang services mainly backpackers rather than discerning and rich visitors who are more accustomed to five-star luxury surrounding them. Pattaya is also part of the hopedfor boom in high-class and ecotourism. There are sweeping plans to have a major beach reclamation project, to buy hi-tech equipment to make refuse disposal more efficient, radically to improve public transport, and to make neighboring Koh Larn a green-friendly zone. But the
major funding necessary for these and other projects is still at the drawing-board stage with no guarantee of government mega-cash. Many Pattaya businessmen believe that the city must put its own house in order first. There are still too many examples of tourists being cheated by overcharging or robbed or subject to historical scams such as the ongoing Jet-Ski menace. The Chinese government recently objected to “zero dollar tours” which appear to be all-inclusive holidays paid in advance but contain many hidden and compulsory extras. Asked about the suggestion for Thailand becoming a new Maldives, a leading travel agent in Pattaya said, “Let’s not forget that the Maldives is Asia’s smallest country by size and population and is very expensive to visit by air. It’s also the planet’s lowest country and only about 1.5 meters above sea level in some places. You can’t replicate the Maldives here.”

Holocaust revisionism Rewriting gruesome history is catching on. Now some Cambodian academics are saying that the Khmer Rouge did not really murder millions of people: the museums at Toul Sleng prison in Phnom Penh and at the nearby “killing fields” contain mostly fake items. Prime Minister Hun Sen, who himself fought for the Khmer Rouge as a young man, wants holocaust denial made illegal as it is in parts of Europe in a different context. Bangkok pips London The City of Angels has narrowly beaten London as the world’s top tourism destination in terms of visitor arrivals, according to MasterCard researchers. Apparently, Thailand wins because of the many natural and man-made tourism spots in and near Bangkok which cause travellers to come back again and again. We are tempted to ask if the famous Cascading Waterfalls of Central Pattaya are part of the overall fascination. Not many world tourists Did you know that only 3.6 percent of the world’s population has ever taken a foreign holiday, according to new figures from the United Nations? That number is expected to grow to 7.2 percent by the end of this decade. Another sobering figure is that almost half of the world’s population has never made or received a phone call. The world is not as sophisticated as we like to believe. Cutting costs with the police Pattaya police are being asked not to work inside their stations on Fridays so that electricity costs can be reduced. Instead they will work outside with members of the public or liaise with community leaders. In other words, if you need to obtain a police report for any reason, the queues are likely to be even longer on a Friday. Soaring hotel problems One of the downsides of Thailand’s current popularity as a tourism destination – the aim for 2015, by the way, is 30 million foreigners with 2 trillion baht to spend – is that it’s getting harder to get good quality staff. A Pattaya hotel front-office manager told Around Town that he is a university graduate and entitled to a starting salary of 15,000 baht a month. In fact, he was given the minimum wage, 300 baht a day, and advised to make up the difference with tips. He has since left the industry. Tap water woes Amazingly, 50,000 litres of bottled water are sold in Pattaya alone every day. Yet the Thai water authorities are currently running a campaign arguing that tap water is fine and passes all sorts of purification tests. Sure, but the problem lies elsewhere doesn’t it? People decline to drink tap water because it has passed through an underground system of decrepit piping. Where is the implemented policy of maintaining and replacing a system which, in many cases, is 40 years old? Get practising then! According to the Thai tourism website, the 2013 Pattaya Marathon will be on Sunday July 21 starting as ever at 4.30 in the morning. This is just about the most popular annual sporting event in the Pattaya calendar and attracts hundreds of foreign competitors as well as Thais. There’s the full-length marathon, but also quarter and half-lengths as well as wheelchair races. Now is the time to get into the swing as you cut down on the beer and chips.

Dengue fever threatens to infect 100,000 With the rapid rise of dengue fever having already infected an estimated 40,000 women, men and children in Thailand—killing at least 44 victims, the Public Health Ministry finally is planning a nationwide awareness campaign. Dengue, also called hemorrhagic fever, is transmitted by the Aedes mosquitoes which thrive in urban centres and semi-urban areas. The health ministry predicts at least 100,000 dengue cases this year and more than 100 deaths, a three-fold increase from last year and a recordhigh for Thailand. There is no drug to prevent or cure dengue fever. Pattaya residents are urged to eliminate all standing water, including that in receptacles such as pots, bottles and cans, inasmuch as the Aedes mosquito breeds in such environments. It also is advisable to wear protective clothing—long sleeved shirts, long pants—and to apply
and reapply Deet-based repellants throughout the day. Unlike other mosquitoes, the Aedes is a daytime feeder; its peak biting period is from early morning to dusk. The female bites multiple people during each feeding period. Aedes mosquitoes are identified by black and white stripes on their bodies. Everyone should frequently check and remove stagnant water in and around their homes. Thus far, government action has been limited to sending an official letter asking the Education Ministry to instruct 23,000 schools across the country to eliminate mosquito-breeding sources at least once a week. Calling the situation “very critical,” Dr Narong Sahamethaphat, the Public Health Minister’s permanent secretary, reported that about 50 percent of the dengue patients were children under-15, but all age groups are susceptible. He wants to “beef up our measures to get rid of mosquito-
breeding places within 90 days.” Narong said strong cooperation from local authorities is needed. He also instructed medical workers at the ministry’s hospitals to stand by around the clock to provide timely treatments for dengue fever patients. Urging those infected to seek medical treatment immediately, he advised against taking painkillers, ibuprofen, aspirin and steroids to relieve symptoms, lest symptoms develop into a more severe condition. While severe dengue fever is often difficult to diagnose, standard criteria of the World Health Organization describes symptoms such as high fever, easy bleeding (positive tourniquet test, bruises, nose-bleed, gum bleeding, etc.), abdominal pain at the right costal margin because of the enlargement of the liver, shock, decreased platelets, and hemoconcentration. Serological and/or virological investigations may be performed to confirm the diagnosis.
Turtle hospital underway The Sea Turtle Conservation Center at Sattahip reported that a mother and baby sea turtle fell ill and required treatment for liver malfunction and eye disease, respectively. A hospital is being built in honour of Her Majesty the Queen where the 1,500 turtles can be monitored prior to being released back into the sea in the annual environmental project of the Royal Thai Navy.

A ‘De Vine’ taste of South Africa The Royal Cliff Hotel Group’s De Vine Wine Club held a South African wine tasting for club members and wine lovers. Activities: Ubon Ratchathani Candle Festival is the traditional well-known festival in I-san and the largest religious ceremony in Ubon Ratchathani, which held on Asalha Bucha Day and Khao Phansa Day every year. This day marks as the beginning of the rainy season retreat for Buddhist monks. During the cerebration, the huge candles are prepared by people from temples throughout the province a couple of days before the procession, and then paraded through the city on floats with a beautiful lady representing an angel for each candle, each representing a local temple, district or other institution. The procession moves from in front of Wat Si Ubon Rattanaram along the road to Thung Si Muang. There are also the dancers and the musicians in traditional dresses joy in the parade. Navy League Siam hosted a chili cook-off at the Pattaya Marriott Resort & Spa for four teams, two Royal Thai Navy and two US Navy. The Americans are here for CARAT 2013. They joined the cooking competition at Benihana, the Japanese Steakhouse, laid on by the Pattaya Marriott Resort & Spa. The teams worked hard and it was difficult for the jury to determine the winners of the close competition; all competitors were only a few points apart. The USS Tortuga Team was declared the winner. The runnersup were the team from the HMS Taksin, Royal Thai Navy. Second place went to the Curtis Wilbur DDG54, and the third place was awarded to the second Thai team. Everyone received certificates, food vouchers and souvenirs. A charming French villa restaurant The newest French restaurant to arrive on the Pattaya/Jomtien dining scene is this hidden gem tucked away in a residential development off Thappraya Road. With a passionate French native chef in the kitchen, charming gardenthemed décor and prices that will not drain your wallet, Le Saint Regis will be welcomed with open arms by the area’s foodiegentsia.
Le Chef: Hailing from Toulouse, the titular chef radiates with passion for his chosen profession and the cuisine of his native France. The food is modern but classically driven and when asked his rationale for his food he quickly responded “cuisine de grandmere” (and not only his grandmother – his mother too!) Le Décor: Set in a delightful villa with open terraces overlooking the pool, al fresco dining has never been more appealing. The interior room is flatteringly lit with warm earth tones reflected in the linen napery and burnish of Thai antique furniture resonating with the feel of dining “en famille”. Le Menu: Admirably short and concise, the menu changes monthly to reflect the seasonable ingredients favoured by the kitchen. Prices are extraordinarily reasonable with the sextuplet of hors d’oeuvres starting at only B.150. Traditional French main courses offer boldly seasoned dishes such as their signature 7-hour lamb with desserts
and cheeses echoing the culinary history of chef Regis. Mick and I were invited to dinner recently and were enchanted by this new villa restaurant. We chose to dine in the air-conditioned room but with big picture windows and an unobstructed view of the garden it lent an al fresco feel to the room. We were joined by the charming Ella, wife of Regis, who enthusiastically recounted their tireless search for the perfect location and the three months of hard labour to complete the decoration and kitchen areas. Complimentary Le Saint Regis cocktails are served to commence the evening and quickly followed by another complimentary (generous) serving of a quartet of pre-appetisers. Serrano ham rolled around pineapple, various meat and fish terrines on miniature toasts set the scene for our meal to come. From the starters that evening we chose scallops in saffron sauce and a terrine of poison et crevettes (fish and prawns) for a very evenhanded
B.190. Other choices were cold rosy gazpacho of zucchinis, a warm goat cheese salad, prawns flambéed in rum de Antilles and chef’s signature rabbit terrine. Creamy and velvety with that unmistakable flavour of saffron the scallops didn’t languish for very long in their silky sauce. I loved my fishy terrine; delicate in flavour and texture, it made the perfect first course which we enjoyed with a glass of the excellent French house white wine (B.100 by the glass or B.500 for ½ litre
carafe). An interesting wine list offers a selection of bottles to suit all pockets. It was now time to choose a main course out of the five options which included the melt-in-the-mouth 7-hour lamb, paupiette de volaille of chicken with Champagne sauce, filet of perche with savoury traditional butter sauce, pork filet mignon with Normandy cider or duck with sauce au poive vert. (Prices from B.280). I plumped for the duck while Mick satisfied his penchant for pork. Both were cooked to exactness the duck with its crisp, luscious skin and perfect pinkness inside while the roasted pork was tender, moist and juicy. Both dishes were served with stuffed mashed potato towers and broccoli. Regis is a dessert divo! He loves his French patisserie so we couldn’t leave without trying at least one. With the aid of two spoons and an order of hot chocolate cake with crème Anglaise we were soon ‘mmming’ and ‘oohing’ over the its decadent lusciousness. Lemon cake with raspberry sauce is another delicacy or that time-honoured French classic dessert, crème brulee served at Le Saint Regis with honey and vanilla. Before we left chef had prepared another dessert for us to try. This time it was his rum fruit flambé served with a mango and raspberry compote. What a combo, the sweetness of the mango offset by the tartness of the raspberry was sensational and when drizzled over the rum flambéed fruit it was a dream.

Chef Roy’s Blackened Florida Catfish with Corn Salsa and Yuzu & Turmeric Remoulade For t he Blackene d cat fi sh: I was just away cooking in Gulf Shore Alabama, a beautiful beach community just west of the Florida Pan handle during the Hang Out Music Fest 2013 and was assigned the Main stage artist lounge where a few amazing artists like Stevie Wonder, Tom Petty and the Kings of Leon performed. Aside from feeding the main acts, we had to cook for 400 of their friends, family and crews for the whole weekend. Catfish was one of the proteins we had to work with and it inspired me to make this dish, as soon as I got back home. Of course, I gave it an Asiatic touch with a few distinct ingredients that makes it oh so much yummier! The remoulade is so versatile, you won’t have to worry about leftovers (I doubt there would be any!) since they would be great as a sauce for anything else you would want to fry up! Happy Cooking!
2 fillets of catfish, cleaned and patted dry
For the remoulade, mix all ingredients thoroughly in a bowl, season with salt and pepper to taste. Place in the fridge until ready to use. For the relish, heat up a medium sauté pan with a little bit of oil and sauté the garlic and onion, season with salt and pepper then add the corn. Let it cook for about a minute, while mixing then add the rest of the ingredients starting with the hardest ones like the carrots and with the soft ones like the tomatoes last. Re-season for final taste For the fish, preheat a cast iron to medium to high with oil. Mix all the dry ingredients for the spices. Brush the fish with the melted butter and season it heavily with the spice mixture. Cook on one side for 4 minutes and turn to cook for another 4 minutes on the other side. Remove from pan to a paper towel. To serve, spoon some of the remoulade on the plate. Layer the fish and the corn relish and garnish with some of the relish on the top or some scallions cut on a bias.

One of the biggest things that can affect a teenager both emotionally and socially during their high school years is the problem of acne, and if you have ever been in that situation, you know full well what I’m talking about. Then you have all of the adults in your life, or other individuals who have no idea what it’s like, telling you what you need to do, or what you need to cut out of your diet in order to get rid of it. Things like “you’re eating too much junk food”, or “you need to wash your face more”, or “quit eating so much chocolate”, which can all really start to grate on your nerves after a while. The fact of the matter is that it’s likely that the majority of what you thought to be true about acne both as a teenager, and as an adult, is likely all a myth. The focus of this article is going to be on dispelling 10 of those acne myths that everybody has been promoting for so long, for which they have no scientific evidence to back them up. 1. This is likely one of the most common myths that people have developed over the years as a way to steer kids away from eating too much chocolate or other sweets, but there is absolutely no evidence to back it up. Chocolate never has, nor will it ever play a role in whether or not an individual suffers from an acne breakout. This myth is easily dispelled when an individual knows what actually causes acne. Acne is created from a presence of sebum, which is created within the endocrine system, and has absolutely nothing to do with an individual’s digestive tract. So the next time somebody tries to tell you that eating too much chocolate is what’s giving you the bad acne, take another bite and say, you don’t know what you’re talking about. 2. Eating specific foods can lead to a breakout of acne. There hasn’t ever been a study that has positively linked any sort of dietary habit directly with the presence of acne. On the other hand, there has been some speculation from individuals who claim that eating a diet consisting of lean meats, which are a source of high-protein, and a selection of different whole grains, can reduce the chances that individual will suffer from acne. When it comes to the scientific studies, it is been established over and over again that neither eating foods that are high in fat content, nor the eating of candies and chocolate plays any role whatsoever in someone getting acne. One of the most obvious ways to test that is to remove those foods and sweets from an individual’s diet, and without fail, nothing ever changes with the acne sufferers. Therefore, the idea that foods of any variety can lead to an acne outbreak is completely mythical in nature.

3. Washing your face more often is going to get rid of your acne. The only way that this could hold any validity at all, is if an individual never washes their face at all. If however, you’re not a slob, and actively wash your face at least two times a day, then we can feel safe in saying that this is not an issue. There have been studies that have been completed that have shown that washing your face too often can result in your skin drying out, rather than benefiting or helping the actual acne problem, so try not to ever wash your face more than a couple times a day. Additionally, if you’re using any special type of face cleaners, it’s important to note that these are only going to stay on your face for a couple of minutes after you’re done washing, so you’ll be better off making use of retinoid creams and other leave on acne medications since they are significantly more efficacious.

There are several products on the market that effectively conceal acne, and also contain some of the nonprescription medications that are commonly effective like resorcinol, salicylic acid, and benzyl peroxide. You can also find other acne treatment products that provide tinting for the skin if that is something that you’re interested in. 7. An effective treatment for getting rid of acne is steam. This myth is absolutely false, and that is proved out through several studies, one of which was done in India where it gets really hot, and all of the individuals who took part in it claimed that whenever they got too hot, or started sweating, it made their acne significantly worse. So in essence, if you are suffering from acne, stay out of the sauna, stay out of the heat, and try not to sweat to profusely if at all possible. It’s important to try and keep your skin as cool as you possibly can. 8. You can clear up your acne by tanning. This is another myth that is completely false, and in fact is a case where can actually make your acne significantly worse. There have been some studies that have shown that specific types of light can help to treat acne, but this is not the light that is common within any of the tanning beds. Ultraviolet light is a known cause for premature aging, as well one of the causes for skin cancer, so not only will it make your acne worse, but it will also lead to other significant health risks. If you are suffering from a really bad case of acne, then your best bet will be going to see your dermatologist to see what they can do for you. One of the processes that a dermatologist can use is what is known as a chemical peel. This process actually works at opening up all of your blocked pores, without causing any harm to your skin. 9. Putting on sunscreen is going to make your acne hurt more. There is some truth to this myth, in that there are some types of sunscreens that are made with chemicals that can cause aggravation to the skin. One such brand is called Helioplex, which makes use of a chemical reaction in order to dissipate the UV light when it comes in contact with your skin. One of the side effects of this is heat bumps, so it wouldn’t be a good idea to use that product on skin that is suffering from acne. With that said, you just need to find a sunscreen that doesn’t use any of those chemical reactions. Such products are going to most often make use of zinc oxide as the protective agent, so try to find brands with that in it. 10. Putting toothpaste on your acne can cure it. This is another one of those acne myths that are absolutely false, and don’t provide any benefit whatsoever. This one typically arises from an individual running out of their acne medication, and who then goes on to Google to seek out any type of “natural acne remedy” that they can find in an effort to provide themselves with some relief. The fact is, you’re not going to get any relief from using toothpaste on your acne, so stick with washing your face with soap and water and let your body take care of the acne. Toothpaste is made for your teeth, not for your skin, so just leave it that way.
4. Stress causes acne. This is one the acne myths that might hold a little bit of weight due to the fact that whenever an individual suffers from stress, it causes the release of specific hormones which in turn leads to a greater production of oil on the skin. Another issue that stress causes in an individual is that it has a tendency to weaken a person’s immune system. And due to the fact that acne is caused by bacteria, when you have a weakened immune system, your immune system is going to be less likely to destroy all of that bad bacteria, which could very likely give way to a breakout.

Melasma -- Darkening of the skin Melasma is the brown splotchiness on the forehead, cheeks, upper lip, or jaw line that is triggered by hormones and light. Hormones stimulate the growth of cells that make brown pigment (melanocytes), by Dr. Natnicha and natural light Loichuen stimulates the production of even more brown pigment (melanin). Overachieving melanocytes are to blame. These pigment-producing cells become stimulated to produce extra unwanted melanin resulting in patchy discoloration. Mostly, it is common in women above the age of 20, when a woman’s hormones change, whether through pregnancy, oral contraceptives, or hormone replacement therapy after menopause. While women of color are more prone to melasma-and it is a significant problem for many, people of any skin type can get melasma. Causes of Melasma The cause of melasma remains unknown. It is believed to be due to an increase in the production of cells which release the pigment melanin, which is responsible for the dark color of the skin. The cause of the increased production of melanin is not known but some triggers include: • Hereditary factors and hormone fluctuation/production; the rash is most common in pregnant females • Prolonged sun exposure • Use of birth control pills • Certain medications like tetracycline and anti-malarial drugs.
Melasma is not related to any medical disorder and by itself is a harmless skin condition despite the cosmetic concern associated with its appearance on facial skin. Melasma is not difficult to diagnose as it can be readily observed on the surface of the skin. Melasma Treatment Over the years, various treatments have been developed to treat melasma. These include: • Chemical peels. This method involves the use of acidic elements to eliminate the intensity of melanin pigment on the surface of the skin. Different types of acids are used to accomplish an efficient result. These peels also remove a few layers of dead skin, help to clean out pores, and ideally are done in series. • Microdermabrasion. It is a method of superficial exfoliation that removes dead or damaged skin cells, refines the texture and color of the skin, helps minimize fine lines, cleans out pores to improve acne, helps with melasma and some small scars. Depending on how much pigment you have and how sensitive your skin is, approximately five microdermabrasions are done two to four weeks apart, followed by a maintenance treatment about every four to eight weeks. • Skin lightening agents with Ultradeep Vitamin treatment. Ultrasonic waves enhance the absorption of skin-lightening agents in the stratum corneum. The use of ultrasound radiation together with the skin-lightening gel can significantly reduce facial hyperpigmented spots compared with both no treatment and skin-lightening gel alone after 4 weeks. • MesoRoller. It is a micro needle
therapy system used to increase effective delivery of active ingredients in skin lightening and vitamin products. The dermatologist will deliver an antioxidant agent and nutritious active ingredients directly into the pigmented areas to revive skin cells from within. Dark spots will noticeably fade after consecutive treatment sessions. • Laser skin rejuvenation. Resurfacing laser treatments penetrate deep into the skin with columns of microscopic light to eliminate the cells that cause melasma. The YAG laser delivers short, intense pulses of light targeted to the melanin in the cells affected by melasma. The laser has no effect on the surrounding skin. The laser treatments are given monthly for a three- to four-month period, along with topical lightening treatments that are used for a few weeks prior to the laser treatments and continue after laser treatments have been completed. • Sunscreens. No matter the level and amount of treatment applied, melasma will not be permanently removed if the skin dermis is always exposed to direct sunlight. The skin surface areas should be protected from excessive sunlight by the use of sunblock to protect the skin against harmful effects of sunrays. The effectiveness of each will vary from patient to patient. Some treatments may have to be continually performed to sustain results, such as applying a skin lightening agent on a regular basis, combined with effective sunscreen usage and sun exposure avoidance.

How sexy is Pattaya? The chunky paperback Thai Lottery and Other Stories from Pattaya is Matt Carrell’s first book, according to his comments on Twitter, and is a work of fiction. It’s the latest in a long line of novels, or noveldocumentaries, which have sought to profit (literally and figuratively) from Pattaya’s sordid reputation for sexual excess and its resulting disappointments. Thai Lottery, which takes its name from the author’s observing of the underground Thai lottery, which is several times bigger than the state-sponsored one, is one of the best of its kind. That’s because the author not only understands the farang mind – let’s go to Pattaya to get our rocks off – but also analyzes the Thai female perspective – let me make as much money as possible in double-quick time. One big spender in the book, Charles by name, has developed the theory of the Five Stages of Man. The first occurs in the teenage years when many opportunities are missed as boys are nervous and don’t realize girls are equally eager to find a mate. But not many sex tourists in Pattaya are under 20 even though the objects of desire often are. The golden years follow in your 20s and 30s when you have the best choice of hitting it off with the lady of your choice. The marginal years start in the early 40s when you are still in with a chance, but only just. When you hit 50, the final stage is “Invisibility,” when attractive women don’t give you a second look. The only thing to look forward to then is the crematorium. Most punters in the Pattaya bars these days are in “Invisibility” category – balding, paunchy and fond of booze. They know it and the go-go girls know it. It’s simply a case of cash for sex. Those who expect more are in for a bitter disappointment, possibly a very expensive one. If you like reading about points-of-view in the sex industry this is certainly the book for you. Many of the encounters in Thai Lottery are hilarious. Contradictory perspectives are everywhere. When a Thai girl tells a customer she will “love you for a long time,” that sounds like a lifetime commitment or wedding bells to the western mind. But what she is really saying is that she will stay with him till the following morning for a second boom-boom if he pays an extra 1,500 baht. Then she will shower, get dressed and head for the door if the money has dried up. The book ends with a helpful list of Thai phrases for the lazy farang. The useful list includes bhakwan (bullshit), peeshua (butterfly), teelak (darling) and ting tong (crazy). You get the general impression anyway. The 13 stories in this volume readily accept that there are people who don’t come to Thailand for sex, but they do tend to be thin on the ground in Thai Lottery. As the Tourist Police captain judiciously puts it, “Few visitors are in Pattaya to see the waterfalls”. Thai Lottery is an enjoyable read, but I was left wondering if it really describes Pattaya today. Hasn’t Pattaya changed in recent years? Isn’t it now more of a family resort with excellent sports and recreational facilities? What of City Hall’s aim to turn the Eastern Seaboard city into the Thai Riviera by the end of the decade? There is none of this in Thai Lottery. There is a brief mention of golf courses but only as a cover for males wanting an excuse to visit Sin City. The up-market shopping malls get one of two references but usually as places where pickups occur. It’s sex, sex and more sex. Well maybe, but many people would doubt that the mega-rich international investors in Pattaya’s five star hotels and state-of-the-art condominiums which now litter the resort are relying on customers whose range of vision stretches no further than Walking Street and the next bottle of beer. As Pattaya has expanded, the prostitution districts have either been bulldozed or left as they were. Walking Street, Sexy Soi 6 and Boyztown (the last of which is for gays and does not merit mention in this book) are still there, but they aren’t getting any bigger. Pattaya is surely diversifying as the sex districts, relative to size, shrink. They can be expected to shrink further as fewer Europeans, Americans and Australians visit Pattaya and the numbers are more than compensated by more sober Chinese and Indian tourists. Pattaya’s future lies in Asia and best not to assume otherwise. Thai Lottery describes a world that is actually disappearing, admittedly bit by bit. CBRE predicts future of Bangkok property market On the occasion of CBRE’s 25th anniversary as the first international property consultancy company to open in Thailand, senior management reflects on changes seen in the past and expected in the future. Bangkok Residential Market CBD: The Bangkok condominium market has grown significantly from having less than 10,000 condominium units in 1988 to over 350,000 units today. With continuous supply coming on to the market, the condominium market will become even more complicated and competitive. The downtown CBD market offers a wide range of units with higher prices per square meter compared to the midtown market which is almost exclusively made up of one-bedroom units. Within the prime downtown locations such as areas surrounding Lumpini Park including Rajdamri, Ploenchit, Wireless Road, Langsuan and major main roads on Sukhumvit, there will be fewer new freehold projects as there is limited freehold land available. The high land price above 1.5 million baht per sq.wah, which is set to continue to rise further, will also affect the feasibility of condominium projects. In secondary locations within the CBD and sub-sois, developers need to be

more cautious in terms of launching new projects as higher land prices and construction costs will drive up prices over the market affordability. The prime downtown areas have drawn continued interest from foreign buyers, particularly Asian buyers from Hong Kong/China, Singapore, Taiwan and Japan. They consider Bangkok both attractive and affordable for second residences. We expect the downtown market to be a healthy, low-volume and highvalue market with the clearance of built, unsold inventory and a limited number of new launches. Market prices have dramatically shifted over the past two decades from 35,000 baht per sq.m. at Somkid Gardens, one of Bangkok’s first condominium developments, to prices in excess of 250,000 baht per sq.m. today. Whilst each price barrier at 100,000, 200,000 and 300,000 baht per sq.m. seemed impossible to achieve at the time, these barriers have all been broken. In the next decade, prices will continue to rise on
the back of limited freehold supply and increased buyers’ affluence demand for prime CBD locations. The Sukhumvit area has shown the highest price appreciation in recent years and no one would have predicted prices of 200,000 baht per sq.m. 18 months ago. With continued redevelopment, the sky train and new major retail and office developments, Sukhuvmit is becoming the prime location, albeit at a discount to Central Lumpini prices. Midtown The midtown market has the biggest challenge in terms of supply volume and distortions in the percentage of one-bedroom and studio properties, yet it remains the only purchase opportunity closest to the CBD
for young, middle-level executives and white-collar employees. Developers in this segment should be cautious about the potential for saturated demand in certain locations, particularly for first-time developers. In our view, there is an imbalance in the midtown market that will need to be corrected. CBRE believes that the Bangkok condominium market is set to grow further and will encroach on the suburbs. The midtown market will face a situation where a small condominium unit with

proximity to a mass transit station will be more expensive than a townhouse in the same general area and growing competition for midtown and emerging suburban locations with lower prices. This conflict will be resolved with sizing and market pricing and will require in-depth market study to ensure feasibility. Office Market With more than 8 million sq.m. of office accommodation in Bangkok today, compared to less than 1 million sq.m. 25 years ago, the office stock in Bangkok is significant and 25 percent more than that of Singapore. The quality of standards of the best buildings are now also on par with the world’s leading cities, where new buildings are designed around the tenant’s needs to offer features such as flexible floor plates and high-speed, zoned lifts. The growing eco-trend is also reflected in the increasing number of LEED certified buildings with energy-saving features. The office market is moving into a period of robust health, and for the first time in 20 years, the market is becoming a landlord’s market, and the first time in five years where take-up has exceeded 100,000 sq.m. per annum, with further growth expected. At present, the market record monthly rent is 980 baht per sq.m. at Park Ventures on Wireless Road, the highest level of rent achieved in the past 25 years, even higher than the previous peak in 1992-1993 at 820 baht per sq.m. at Diethelm Towers, Wireless Road. Office rents in Thai baht terms will continue to appreciate, but still offer extremely good value regionally. In many respects, Bangkok is a natural regional base, particularly with the opening up of Myanmar. If a regional office package incorporating work permits and visas, the transfer of technology and tax benefits was
improved by the government to attract companies such as in Hong Kong and Singapore, the service sector could grow significantly. Bangkok can offer regional companies a base for operators at a third of the cost of Singapore. The footprint of the Bangkok office market is also evolving. It is no longer just one CBD market, but a number of viable Secondary Business Districts (SBDs) has emerged. For example, with the extension of mass transit connections and retail in the north of Bangkok, the Ratchada area is becoming the predominant choice for office locations compared to Vibhavadee, which was once a popular area before the mass transit system was completed. Land & Investment Bangkok has lagged behind Hong Kong and Singapore in terms of transactions of high quality, tenanted, income-generating investment property such as offices, retail centres and hotels, with only one to two transactions complete per year. With the advent of REITs, property funds and a higher profile of the Bangkok market within the region, we predict this will change. For example, CBRE completed the transaction of Liberty Square, a 40,000 sq.m, 23-storey office building adjacent to Silom BTS earlier this year. However, with the office market on its rising cycle, most landlords of Grade-A offices will hold onto their properties to capitalise on
the high returns. Buying opportunities may exist for older properties in a good location, but will require renovation or refurbishment to enhance long-term appreciation. Competition for key land sites will always be fierce, as evidenced by the tender of Crown Property Bureau’s Suan Lum site. Within the land map of Bangkok’s prime locations, there are clearly extremely valuable sites with huge development potential such as Makkasan and sites owned by government organisations such as the state railway land, the port, and the tobacco monopoly, which are mostly available on leasehold. Current Thai law permits a maximum registered lease term of 30 years. In our view, in the modern property economy, 30-year leaseholds will become increasingly unviable as it would not be financially feasible for quality, large-scale investments. The government and developers would benefit from the extension of the 30-year lease to a maximum of 99 years. The market would be healthier and perform better for both freeholders and leaseholders and would encourage large-scale income producing projects and transactions. It will offer the ability for investors to purchase long-term interests and allow for at least one redevelopment cycle, following the patterns adopted in other markets such as Europe. The extension of the leasehold term would also simplify the 30+30+30 leasehold tenure and be of significant benefit to the residential sector.
Challenges & Opportunities A challenge the property market must tackle is professional property management. All too often, high quality developments fail to appreciate on completion and deteriorate rapidly due to the lack of expertise and insufficient budgets to maintain their values over the longterm. Without good property management, properties which should become an appreciating asset can become a depreciating consumer durable which is illiquid. The whole industry needs to revisit its approach to property management and take a more professional and more pragmatic approach. Co-owners must also realise the necessity of raising CAM fees in cases where the budget is insufficient to manage and maintain a property effectively to a high standard. It is vital to the property market to ensure longterm appreciation where quality is sustained. For example, selected quality buildings in Bangkok age significantly within less than 10 years, whereas 100-year-old properties in Manhattan and London continue to appreciate and remain prime investments. Another challenging area is property taxation. The tax system is complex and does not support constructive growth in the market, both in its approach on tax on rental revenue and upon property disposal. The current taxation system neither benefits the investors nor the government. In many circumstances investors are double taxed with the property tax on rental income and personal income tax. Amongst the challenges, the market also offers plenty of opportunities for the years to come. With the integration of the ASEAN
economies through AEC, Thailand appears to be one of the most highlighted markets. Given its strategic location as a regional hub and proximity to borders of emerging economies such as Myanmar and Laos, its property market stands to benefit in various sectors from offices, serviced apartments and residential leasing to hotels. The opening of Myanmar has been particularly highlighted, where Thailand is expected to be the principal beneficiary. At present, there is an extreme shortage of serviced apartments, hotels and office space in Myanmar. However, there is no clear market understanding by foreign developers, nor land laws at present. There is significant potential for property development and investment in the Myanmar market; however, there are huge risks. The risks equal the rewards. CBRE Thailand is advising a number of international parties for projects in these areas. The market will always present challenges and opportunities. The key to succeeding in any market condition is the ability to adapt to the changing trends and the need for quality personnel and a strong team. CBRE Thailand’s strength in the past 25 years lies in continuity of our people and services. To capitalise on growth opportunities, the market also needs to overcome challenges presented by the imperfections of our laws and regulations and recognise the need for change. Thailand needs to embrace the changes required to develop the market into a truly global property market which attracts large-scale developers and investors, and no longer remain inwardly focused.

The Asia Pacific Hotel Investment Conference saw 300 delegates representing over 100 hospitality companies in attendance.
Thailand was voted the most popular hospitality investment market in Asia by industry and investment executives at last week’s Asia Pacific Hotel Investment Conference here. Runners up were Cambodia, Myanmar, Indonesia ,Vietnam and the Philippines. "Without a doubt, the travel and tourism industry is growing throughout Asia, with more and more travelers from the region and elsewhere moving around than ever,” said key-

Thailand Work Permit by Magna Carta Law Office
What is the importance of obtaining a Work Permit? If you are a foreigner intending to work in Thailand, you are subject to the Alien Employment Act, which requires you to have a work permit issued by the Ministry of Labour except for approved temporary and urgent work for a period not exceeding 15 days. In accordance with the format and procedures prescribed under the Ministerial Regulations, a Work Permit defines the locality you are permitted to work, length of time permitted to work, category or nature of work and the employer for whom you will be working. Failure to comply with Thailand’s employment regulations shall be punishable by fines and/or imprisonment. What are the typical jobs in Thailand that are open to foreigners? Any work may be performed by foreigners provided that it is a job that will not in any way compromise national security or career opportunities of Thai people, and if the demand for foreign labour is necessary for national development. Here are some of the jobs that foreigners are likely to perform: -Teaching English and Translation -Computer and Information Technology -Engineering -Writing and Editorial -Sales Professionals -Hotel Management and Culinary -Music and Entertainment -Specialized Skills -Opening Your Own Business What type of visa I must secure prior to work permit application? Any foreigner who intends to work in Thailand must have a residence in Thailand or must be authorized to enter Thailand temporarily in accordance with the Immigration Law. The first step in the work permit application process is to obtain the correct visa. In most cases, the applicant will be required to apply for a Non-Immigrant Type “B” Visa which can be obtained in your home country or any neighbouring countries of Thailand. This allows the applicant to stay in Thailand for the initial 90 days which shall give
ample time for the application of a work permit to take place. What are the important points to consider in order to be granted a work permit? -It is important to consider the registered capital of the company that you will be working for. One foreigner can be hired by a company for every 2,000,000 baht registered paid-up capital, but shall only be allowed up to a maximum of 10 work permits per company. However, certain considerations apply in certain situations. -There are compulsory requirements for a minimum number of Thai employees per foreign employee depending on the status of the company. The standard ratio is 4 Thai employees to 1 foreign employee. Who has the right to keep the work permit booklet, the employer or the employee? You, as the work permit recipient, have the right to keep your work permit, but it shall be your responsibility to make it available at all times, especially during working hours. However, for security purposes, this can also be kept at your workplace so as to be made available any time a competent official or registrar demands proof of employment authorization. Should your employer demand to secure your permit in the company premises, you may request its release whenever needed. What is the standard validity of a work permit? A work permit is issued for a period of one-year and may be renewed every year thereafter which shall then be valid only as long as your visa allows you to remain in Thailand. If the duration of employment of a foreigner is less than one year, a work permit will be granted for not longer than the period requested. Can I work anywhere in Thailand other than the location specified in my work permit if the job is in the same field? Any intention to change or increase the category of work, employer, working locality or conditions shall be effective only upon the approval of the registrar in accordance with the rules and procedures prescribed under the Ministerial Regulations.

Unless you are in receipt of an index-linked two-thirds final salary scheme from, for example, the civil service and/ or have accumulated millions of dollars/pounds etc, then budgeting on a more modest pension, combined with savings that are subject to historically-low interest rates from bank deposits, can be a challenge. Investment alternatives such as the worlds’ stock markets have lurched around at almost unprecedented volatility levels in the last 5 or 6 years. The media has made much of ‘record highs’ in recent weeks and months. However, the fact remains that most major markets have only recently returned and slightly surpassed 2007 levels! In fact, as we speak, very recent corrections have caused markets to tumble yet again. We have come across many traditional portfolios in recent times that would have been fine in more stable times but over the last few years have caused angst and financial loss because that has not taken into account the almost unique financial position the world has found itself in. So can reasonable yields be achieved without undue risk? There has been consistent growth achieved from sectors of growing importance where demand significantly exceeds supply. Such funds are non-correlated, meaning they are not connected to the stock markets. A number of sectors can boast extremely consistent results throughout the turmoil of the last 5 or 6 years and, in many cases, much longer than that. These are not insignificant achievements, particularly in today’s financial climate. To produce secure, worthwhile returns on a consistent basis is something many fund managers would envy. The Financial Times wrote a piece recently noting the growing standing of the student accommodation sector, for example, and it should be noted that the fund price for the sector’s prime funds have never dropped. We are of the view that specific sector funds will continue to expand, as they genuinely offer an alternative to the non-event of cash deposit accounts, or the volatility of the equity markets. Booming and Busting at the Same Time!

Just a few years ago everything that hit the real estate media in print and on TV was luxury this and luxury that, and then the scales began to tip with the entrance of affordable luxury. Today the new buzzwords that replacing those top-class superlatives are words like ‘reduced,’ ‘bargain’ and ‘competitive pricing.’ Remember a few years ago when Unseen Thailand was the brand of the day? Soon after ‘unseen’ was being applied to so many marketing campaigns that it became silly and just plain ridiculous-- including a real estate agency that adopted the name Unseen Properties, which I could never figure out.
Well, the way things have been developing we are going to be seeing the ‘Incredible Unseen Prices’ campaign any day now as the word ‘oversupply’ already is being replaced by the word ‘overstocked’ with more and more product on the way. Yes, we are seeing more and more vacant properties coming on the market and prices are still going higher, especially in Bangkok. We have a housing market that is still growing because the banks are still expecting to loan more money to purchasers than last year. Yet those same bankers know that personal, non-performing loans are also going to rise higher than last year! About a month ago I brought

up a report made last February by John Le Fevre regarding non-performing loans at the SME Bank, a Thailand financial institution specializing in small and medium company financing, having reached 40 per cent of all loans, while those at Islamic Bank, Thailand’s only Sharia-compliant bank, were at about 30 per cent of all loans! I was a bit reluctant about publishing and passing on such incredibly insane statistics, but I had a source and it was John Le Fevre, but just as soon as it was published and the article hit the streets I had severe second thoughts about just how credible those statistics really were. It was Thailand’s favorite English language newspaper, the Bangkok Post, which on February 27, 2013 headlined an article: Bad loans: SME Bank 40%, Islamic Bank 30%. You cannot find a more credible source in this country. We are in a very precarious property market environment as the international press let it be known less than two months ago (Reuters April 19, 2013) that Thailand's booming banks were warily watching for signs of a credit bubble, even as they rake up record profits on robust loan growth on the back of a strong economy. It really is a jungle out there as the Thailand property market looks like it is booming and busting all at the same time. Yes, huge numbers of bad loans and yes Thailand’s Government Housing Bank’s Real Estate Information Center recently reported a huge oversupply (more than 70,000 units!) in the provinces and more than half of those in Chonburi. Yet at the very same time Thailand is climbing up the ladder monthly as one of the top three places for foreigners to consider purchasing property. Just last month for overseas property searches on one of the United Kingdom’s leading online property portals, Thailand was the third most popular property destination in the world! The MoveChannel.com in the United Kingdom has what they call their monthly Top of the Props data, and although Thailand shot up placing as one of the top three countries – third, its highest ever ranking it shared that position in the top spot with number one the United States and number two Spain retaining their rankings. It was reported online that while the main two contenders (United States and Spain) stayed the same, the status quo was disrupted by Thailand, which leapt 14 places to take the number three slot.

Bangkok Hospital Pattaya still growing in excellence Juthaporn Huyakorn is at the heart of progress by Barry Kenyon
Asked to name the best known hospital in Pattaya, virtually everyone would agree it’s the Bangkok Hospital Pattaya (BHP) with its imposing buildings out there on the northbound Sukhumvit Road. Probably no institution in the city better illustrates the ever-changing nature of Pattaya and its population over the past 20 years or so.

ounded in 1990, with 100 beds and a predominantly British clientele, BHP has grown to 400 beds with over 100 full-time medical specialists currently active and a huge number of ancillary staff and facilities. Over the years the area has expanded from 5 to 9 acres (20,800 square meters to 36,800 square meters). Moreover, it’s just one of 30 locations nationally run by Bangkok Dusit Medical Services with a further two hospitals in Phnom Penh and Siem Reap. BHP is the main referral hospital for the entire Thai eastern seaboard.

Meanwhile, the oncology centre will be providing radiotherapy in the near future whilst there is a brand-new intensive-care unit for newborns (Neonatal Intensive Care – NICU) with the opening of the paediatric ICU for children aged from one
month to 15 years. “The investment in the special clinics costs hundreds of millions of baht annually but is essential for BHP to maintain its leadership position in the latest medical care technologies,” points out Juthaporn. But there is more to excellence than advanced treatments. Customer care has always been, and remains, central in the BHP success story. As the patient profile has evolved – there are increasing numbers of Russians and Arab speaking customers both as in-patients and out-patients – the hospital is increasing the number of multi-lingual staff who between them cover 22 languages. The patients generally are divided into three distinct groups: long-stay expats, fly-in visitors and those coming specifically as medical tourists. “The contemporary trend in customer care is certainly value for money,” asserts
Juthaporn. “We can cater for the high-end expats and tourists who expect five star care analogous to the very best hotels as well as to the locals. With so many nationalities we need constantly to train staff to be sensitive to diverse cultural norms.” It’s likely that one of the secrets of BHP is its realization that “one size certainly does not fit all” when it comes to treating patients professionally who come from well over 100 countries and varying religious and social attitudes and beliefs. Increasing numbers of patients are introducing themselves by phoning the Call Centre help-line 1719. The staff here is already multi-lingual and more Russian speakers are currently being recruited. Callers can receive introductory advice about their stated medical concern or problem and appointments made with the appropriate specialist. Mention should also
be made of the mobile intensive care and coronary care ambulances, a frequent sight on Pattaya’s highways, which are equipped to the same standard as the main-site facilities. One of the very latest innovations is the provision of remote medical care via Robo-doctors equipped with an audiovisual system. Still under development, the system will eventually allow on-line consultations between doctors and patients who are thousands of miles distant. In fact, the BHP and two other partner hospitals in the Dusit Group pioneered the Robo-doctor concept in the whole of ASEAN. The first groups given this sort of treatment were paralyzed patients, although the potential value worldwide is still in its infancy. Juthaporn concluded the interview by reminding us of the mission statement of BHP. “We are committed to being the leader in providing an international standard, efficient and ethical high quality care through a dedicated healthcare team, effective leadership and state-of-the-art technology. We are also committed to maintaining our standards through continuous quality monitoring to provide the highest possible satisfaction for our patients and customers.” Of course, it’s a tall order but Juthaporn is the right choice to deliver the goods.

An ABAC poll late last month illustrated that the conflict between the Pheu Thai-led government and its opponents is becoming more serious. Street clashes between opposing political colours, disputes between the constitutional court and the elected government over the “turf” they can control, and even the possibility of a military coup are all of deep concern to the electorate. Recently an anti-Thaksin Facebook campaign which uses the image of a Guy Fawkes mask – the guy who tried to blow up the English parliament over 400 years ago and was executed for his trouble – went viral. “The people’s army has risen and will root out the Thaksin regime from the country,” bluntly stated one of the messages. Naturally the government was not best-pleased and threatened legal action using the draconian powers of the computer crime law. The Facebook onslaught comes shortly after the hacking and defacing of the website of the office of the prime minister. Asked about the Facebook claim that the government is a parliamentary dictatorship disguised as a democracy, a Pheu Thai spokesman said the online campaign was “psychologically disturbed”. There is no doubt that the political climate is heating up, the central issue being the possible decriminalization of former Prime Minister Thaksin and the return of his confiscated 46 billion baht. Many commentators argue that the opposition to Thaksin is weaker than in the heady days of 2008 when the yellow shirts occupied the international airport but have since become disunited. Some say the yellow movement is apathetic, quoting the fact that it backed away from supporting any major party in the 2011 general election. On the other hand, there was a larger-than-expected demonstration by an anti-Thaksin group several months ago which produced a turn-out of 20,000 protestors in Bangkok even though it was abruptly called off by the organizers after several hours to avoid a potential loss of life. If the political temperature continues to climb, there is no telling how many anti-government protestors may take to the streets. A coup remains unlikely but cannot entirely be ruled out. It was thought in 1992 that the age of coups was over, but there was another 14 years later. Although a coup these days would not be entertained without serious civil disorder because it would likely be resisted, the fact that opposition is on the rise is something the government should not ignore. The Facebook campaign is merely the latest portent. True, it’s possible to exaggerate the danger of a putsch occurring. After all, Guy Fawkes was a failure and is remembered mostly as an excuse for an annual fireworks celebration in UK rather than as a libertarian which he certainly was not. Those who believe that recent activity against the government is reminiscent of the Arab Spring revolts are surely wrong in placing contemporary Thailand in the same political mould. The biggest danger to political stability in Thailand is not doubtful historical analogies but a failure to realize that the country today is still badly split. National reconciliation is a worthy aim but an impossible dream at the present time. One has only to look at the numerous examples of politically-inspired litigation before the courts to see that politicians are more interested in revenge than in healing the national divide. Meanwhile domestic inflation is on the rise, the single biggest public concern according to some polls. The ruling coalition, led by Pheu Thai, has a commanding majority in the House. But democracy means much more than ramming through controversial legislation come-what-may. There are too many warning signs out there to risk ignoring all the possible consequences of charging ahead and hoping for the best.

Khao Kheow (Stableford) The question when we got back was ’Did it rain?’ and the answer was yes it absolutely poured it down, and we got soaked. You tend to forget that it does chuck it down here at times after months of hot weather, and you hope it will not be you, but we suspected it might be when we booked in and were told that there were no carts allowed off the path as it had rained for days on end at the course. However, we are always optimistic. So after booking in, off we went on the test for the day, the A & C nines. I suspected that was what we would play as the B nine is dug up. There is, however, a lot of progress and B9 looks close to completion. Back to the golf and the A nine was soaked but we splashed on, but it soon became obvious that the storm clouds were gathering. As we started A6 it started to rain and we had to make a dash for the rest stop, which was packed. It rained really hard for quite a while, but as soon as we were able we were able we got underway. The course by this time was soaked, but we had played the green fee so we battled on. It soon got hot and humid and underfoot was a bit, well a lot, sloshy, but we did not have to rush as we found ourselves behind a few five balls. Still the course was playable and the greens not too
bad, and as it was lift clean and place, we could at least play with a clean ball!! It was a long round, and we finished wet. A few were a bit upset at the slow pace, still, a great day out. So into the changing rooms and a good shower put us right for a bite to eat in the restaurant. The food is pretty good here and the view is fine. Then into cars and back to Bert’s for the presentation. In the A flight, 0 to 19, the winner was Max Scott with 38 points ahead of Derek Brook in second with 37 points. In third was Brian Parish with 36 points. In the B flight we saw the difference a difficult day on the course can have and how it can affect the results. The scores in the B flight were not as good but you only have to beat the rest to win. The winner of the B flight was Daryl Evans with 32 points on countback over Geoff Bracegirdle. In third was Mick Coglan with 30 points ahead of Max Bracegirdle and Paul Alford. Of course a day on the golf course deserves to be rounded of with a few ‘cold ones’, so we did. Near Pin Paul Sharples Max Scott Mashi Brian Parish 0792 Flight Winners Treasure Hill (Stableford) A small group gathered to go to the course. This being low season I am never
surprised how many turn up; it ranges from overfull when players wake up, to a few when they stop in bed! One of the good things about a relatively small group is that it is easy for the organiser to run things. Also there seems to be a lighter atmosphere; give me 3 or 4 groups anytime to 6 or 7 groups. We arrived to find that the course was not packed out. So a quick change and onto the first tee. The course is in good condition and has had a lot of work done on it over the last few months. Several trees are where they did not use to be and make a difficult course much harder. However the greens were not particularly fast on the day. Round over. After a shower, it was into the restaurant. A reasonable restaurant without reaching the heights of most places, it still produces good food at a good price. Then it was back to Bert’s. With a lesser number, we were soon into the presentation and realised the course had won. The winner with 35 points was Brian Parish ahead of Henry O’Brien in second with 32 points. Phoenix G.C. (Mountain & Lakes courses) Medal Dark clouds were gathering as we left Pattaya on the short drive to the Phoenix course, but fortunately we appeared to have chosen the right direction as the clouds were heading the opposite way, and we arrived at the course in bright sunshine. Thunder could be heard in the distance during the round, but no rain came our way and conditions remained pleasant throughout the day. There’s a lot of cosmetic work being done around the course before the new owners take over in August, but the fairways and greens are generally in good condition. The only complaint was that the greens on the recently reopened Lakes nine had not completely recovered from recent coring and were considerably slower than those on the Mountain nine. Barry (never accused of being “Mr. Consistency”) Murnin had one of his more spectacular rounds, with four birdies and two nines on his card, but still came home the winner with a nett 69, four shots clear of second place Reg Smart. (A and C courses) Stableford It wasn’t a day for the fainthearted as grey skies and persistent rain hung over Pattaya in the morning, and predictably a number of fair weather regulars failed to show up at The Ranch. However there’s always a small group of determined golfers who will set off in any weather in the knowledge that here in Thailand conditions can be totally different just a
few kilometers away. As we drove up Route 7 optimism began to fade when we passed though a heavy shower, but once again the golfing gods were smiling on us, and we arrived at Khaow Kheow to find the course dry and the car park almost empty. We set off with no other golfers in sight in almost perfect conditions (definitely the coolest day of the year so far) and the course and greens were in great shape. Geoff Parker and Barry Murnin had a tough battle all day, with Geoff fighting off a late rally from Barry over the closing holes to hang on to the winner’s place. There wasn’t a drop of rain all day. After the round all the golfers who turned up agreed it had been a great day’s golf on a great course, and well worth taking the risk of setting off in miserable conditions. Results: 1st Geoff Parker (hcp. 15) 33 points 2nd Barry Murnin (hcp. 13) 30 points No near pins competition due to the small field. Crystal Bay G.C. (B and C courses) Stableford A delayed start as we were forced to wait 30 minutes before teeing off behind another local society. As expected, it turned out to be a long day playing behind a large group, and most players were relieved to eventually get back to the clubhouse after a round which took the best part of five hours. The course was generally in good shape and the weather was fine, so it was reasonable to expect that someone would shoot a high score, but in the event the scoring was very tight. Barry Murnin, Geoff Parker and Tony Robbins were all playing in the same group and had a dingdong battle all day, eventually arriving on the 18th tee with all three players level on 35 points. Standing on the green, each player had a putt for par
but Tony and Geoff both cracked under pressure, Tony managing to three-putt from 15 feet, and Geoff missing a threefoot putt for par! Barry Murnin also failed to make par but still took the honours, winning on the count-back ahead of Geoff. Following the presentation back at The Ranch there was much discussion over Barry’s newly-found good form, which he attributes to slowing down his swing, the purchase of a new driver, and chipping tips from Bernhard Langer on the Golf Channel! Barry was generous enough to keep the beer flowing as the discussion became more animated. Yours truly is heading out to buy a new driver this weekend in order to try and end the American dominance - but I think I’ll give the Golf Channel tips a miss ! Results: 1st Barry Murnin (hcp. 13) 37 points 2nd Geoff Parker (hcp. 15) 37 points 3rd Tony Robbins (hcp. 14) 36 points Only three near pins were hit, all claimed by Barry Murnin, who narrowly missed out on the chance of becoming only the third player in Bunker Boy’s history to claim all four near pins in a single round. QUICK TIP
If you’re getting ready to do some painting around the house but find that your paint brushes have hardened, don’t despair. Simply simmer the brushes in full-strength white vinegar. When the caked paint softens, comb through the bristles using a wire brush to remove the grunge. After cleaning your paint brushes, a few drops of oil worked into the bristles will leave the brush soft and ready to use.
Irregular Flow The water flow from my shower has been uneven for a few months, Andy, and seems to be getting worse. In fact, it no longer has as much force as it used to. I’ve also noticed a similar problem with the water coming out of the bathroom sink. Any idea what it is or what to do about it? Larry Sure, Larry. Rust from water pipes, dirt and sand, lime and calcium--all build up in your showerhead and faucets which can reduce pressure, clog the strains, and generally make water flow slow and uneven. To fix that, unscrew the heads on the shower and faucet, and then soak them for a few hours in a decalcifier or in clear vinegar. Finally, scrub them thoroughly with a toothbrush and reattach. Foam It Out Dear Andy, I have a seldomused utility sink that for some reason has a mildew smell coming out of it. How can I get rid of it? Molly
Pour a few tablespoons of baking soda into the drain, Molly, and then top it off with half a cup of hot white vinegar. The mixture will foam, cleaning the drain and removing the mildew odor. If you use the sink more often it might help avoid the odor. Noisy Floor In one of your columns a while ago, Andy, you provided some advice to a reader who complained about his bamboo floor making squeaking noises whenever anyone walked on it. I don’t recall what you said, but I don’t have the same problem anyway. I have a plain wood floor which makes creaking sounds when people walk on it. Is there an easy and cheap way to eliminate—or at least reduce—the annoying creaks? William There is one fast, easy and very inexpensive method that may (or may not) work to make your wood floor more quiet, William. Try sprinkling baby powder on the wood floor and let the talcum work its way in between the strips of wood flooring. As the powder
fills the cracks, it tends to buffer noises that would otherwise be created by the wood planks rubbing against one another.

Rub each piece thoroughly with the red sauce, and let stand for five minutes or so. Then, using hot water, rinse off the catsup and dry each piece to an incredible shine. Beans and Rice As a coffee lover, I like to buy whole coffee beans and grind them as needed each day to ensure maximum freshness and flavor. But now, after about five years, my coffee grinder is discolored and it seems that the blades are not as sharp as they once were. Youth Focus Competition in primary physical education by Amy Chapman It has been proposed that the new English curriculum for primary schools will prescribe that primary aged children should be involved in more competitive sport. This has fed a mass of debates across primary school teachers delivering P.E all over the world. The stimulus for this change has reportedly come from the 2012 Olympics. One of the slogans was ‘Inspire a Generation’. David Cameron said he wanted to end an "all must have prizes" culture and push pupils to think about beating their personal bests. It has also been suggested that as teachers it is our duty to educate and prepare children for the competitive life they will endure. Arguments towards competitive sports at such a young age suggest that the power of a team, pushing yourself, and learning that life involves losing sometimes as well as winning are all valuable skills for any child’s future. In 2009-10, the Department of Education collected data relating to the percentage of pupils involved in regular competitive sport, within and between schools; they found the following statistics:
a drive towards competitive sport in primary schools is a positive path for the new national curriculum, however, valid worries have arisen about increasing the disconnection of those pupils who are already disengaged with P.E., forcing them to compete competitively in an area of education which they already feel under confident. We have all known those children within our school life that have dreaded physical education lessons and found days such as sports days or inter-school competitions to be mortifying, however, most have also had experiences in their lives where they have had to compete to obtain the things they desire: higher education, university, jobs, etc. Generally, most things in life that we desire for ourselves and for our children are things that in a variety of ways involve the possibility of losing. Taking both of these points into consideration, it is essential that competition in school sports be innovative and inclusive of pupils who are not as attracted by the physical aspects of sport but enjoy the

The school links could be greatly reinforced, encouraging the utilization of specialized sports knowledge, sports facilities and equipment, and encouraging the pupils within the schools to socialize with those outside
their own school communities. This could lead to further benefits across the curriculum. Each international school within the Pattaya area has its own set of specialties, and sharing these amongst each other is a great way to prepare the children for the various competitions life will inevitably throw at them.

Garden International School held its biggestever IB Graduation Evening at the Holiday Inn, Pattaya. Nineteen students finished their examinations as part of GIS’s International Baccalaureate Diploma Programme (IBDP), the world's premier pre-university course of study.
Once the students' last examination was over, they headed to the Holiday Inn to celebrate. The evening highlighted some of the talent and friendships that exist at GIS. Several students took to the stage to demonstrate their outstanding musical skills while parents enjoyed their meals.

Pattaya Sports Club meets Kate’s Project Trust by William Macey Nongprue covers a much larger area than Pattaya with many more residential areas and, as a consequence, has more families living in very poor conditions with very little to call their own. In 2006 Kate’s Project was founded. The aim of the trust is to assist the poorest families with particular attention to helping children receive an education which includes providing uniforms, books and transport. Although there is help from the government in this respect, it is nowhere near sufficient, and a substantial contribution must be made, by the family, for every child. There are other areas of concern. Living in shacks made of any material that is lying around, the families live a very basic existence; living conditions are very challenging to say the least. With no air conditioning, the temperature in the huts soars to well over 40 degrees, and having to cope with tropical storms and no running water, these families, particularly the children, face many difficulties. Clean drinking water is taken for granted by almost everyone in the developed world, but this is not always possible for these families without a mains water supply. Water is delivered on a regular basis, but each truck-load accounts for 250 baht of their hard-earned money. Noi of Kate’s Project contacted Pattaya Sports Club for help. We responded immediately and visited some of the 45 families under Noi’s care, highlighting the areas where we can be of assistance. To help purify the water, we supplied simple water filters to many of the families so they may, at least, be able to use clean drinking water for their everyday cooking and drinking needs. We were also introduced to a family that had been evicted from their home and were fortunate enough to have access to a small
area next to a family member, but with no walls or facilities. Open planned toilets and just a pot on which to cook needed looking at as did protection against flooding. Supplies were purchased and a home evolved as did a more private toilet facility. It was a pleasure to meet Noi and to experience the amount of effort she puts into helping these families, but she herself needs help either financially or to be able to distribute clothing where most needed. Chang-Everton Football Academy

More than 500 boys and girls converge on the ThaiBev Football Academy in Bangkok for free soccer coaching sessions each weekend. The youngsters--of all ages and from all sectors of Bangkok society--are coached by the experienced staff of the ThaiBev, owners of Beer Chang. The brewing company sponsors the UK Premiership team Everton FC and several Thai Premier League teams. The free training sessions have been available to kids for the past nine years, during which time more than 20,000 have registered for the program. Several have gone on to play professionally in the Thai Premier League. The founding of the academy, also known as the ChangEverton Football Academy, was one of the obligations of the Everton FC sponsorship deal with Chang Beer. Each year Everton FC send officials and coaching staff to the academy. Local coaches have worked with the Everton FC staff to incorporate the best and most up to date training techniques. Boys from the poorest slum areas of Bangkok arrive on foot to play alongside those who are delivered in the latest model Mercedes. But once on the pitch there are no social divides, everyone is expected to work hard, listen to the coaches, and play as a team. Players are expected to be on time, be serious about taking part, show respect to the coaches and also do well in their studies.
The soccer team from the Father Ray Children’s Home was recently invited to take part in a training session. Leaving Pattaya before the sun came up, it took a while to find the academy, but once there the boys were impressed with the facility, which includes several full-size soccer pitches. After several hours of non-stop coaching the boys were exhausted, but happy in the knowledge they had gained new skills which they will put to good use the next time they have a competitive match. Everton FC said that they would like to be the first English Premiership team to have a professional Thai player. Who knows, that first player may just come from the Father Ray Children’s Home. You & Your Pets Top Five Dog Grooming Basics by Thonglor Pet Hospital Dog grooming is one of your dog's basic needs and an important part of dog ownership. Just like people, dogs need physical maintenance to look and feel their best. Fortunately, dogs do not need to bathe as often as people, but you do need to learn how much grooming your dog actually needs and keep it on a schedule. Generally, a dog’s grooming needs depend on the breed and hair type. If your dog has a skin, ear or nail condition, follow your veterinarian’s instructions regarding grooming. It is also important to use the appropriate grooming tools.
Here are some grooming basics: 1. Hair Brushing Most dogs enjoy being brushed, and sessions will strengthen the bond with your dog while maintaining a healthy coat. A dog’s minimum brushing needs depend on hair type. Choose the right tools and follow these guidelines. • Long-haired dogs usually require daily brushing to prevent matting and tangling of hair. • Medium-haired dogs may be prone to matting and tangles and should be brushed at least weekly. • Short-haired dogs can typically go up to a month in-between brushing. Regardless of hair type, you can brush your dog daily -- especially if he enjoys it. More frequent brushing during shedding season can help prevent hair buildup and excess shedding. Consider products like the FURminatordeShedding tool or the Bamboo Shedding Blade. 2. Nail Trimming Nail trims are often detested by dogs and owners alike. Most dogs dislike even having their paws handled and know how much it hurts when nails are cut too short. Dog owners are often uncomfortable with the process for fear of hurting their dogs. Dogs will develop an aversion
to nail trimming once they experience the pain. The best way to avoid this is to learn how to trim nails correctly and exercise caution. Ideally, a veterinary technician, vet, or groomer should teach you how to trim your dog's nails. Most dogs need monthly nail trims, but your dog may need more or less depending on the rate of growth. An alternative to nail trimming is the use of a rotary tool to file down nails. Consider the Peticure Grooming Tool for this task. 3. Bathing Bath time does not mean fun to most dogs and owners. It may bring forth an image of a wet dog running from the tub, dripping all over the house. Bathing does not have to be this way if your dog can get used to it. He may not like the bath, but he’ll be easier to manage. Learn how to bathe your dog properly and make the experience as positive as you can for you and your dog. Most dogs should be bathed monthly, but bathing as often as once a week is not considered harmful. Always use a soap-free shampoo that is intended for dogs. Depending on the condition of your dog’s skin and coat, your veterinarian may recommend a specific shampoo. In this case, be sure to follow your veterinarian’s instructions about bathing. 4. Ear Care Your dog's ears can be a haven for bacteria and yeast if not kept clean. Some dogs can go their whole lives without ear problems, and the only routine ear cleaning needed is during the monthly bath. Other dogs have chronic ear disease and require multiple daily cleanings. Ear problems can often be traced to genetics. Dogs with floppy ears or long hair tend to be predisposed to ear problems because the ear canal simply does not have as much air exposure. Many ear problems are a sign of allergies. If your dog has excess debris or foul odor in his ears, your veterinarian will likely prescribe special ear cleaners and medications. If your dog's ears are relatively healthy, you can help keep them that way with proper ear care. 5. Haircuts Dogs with continuously growing hair, such as the Poodle or Shih Tzu, typically need their hair cut every 2 to 4 weeks depending on the breed of the dog and the style of the cut. This task is often best left to professional groomers, though many dog owners are able to learn some basic maintenance haircuts. This tiny 2 day old, distressed baby was found in a garden and covered in ants. A kind neighbor took it to a local vet who removed the ants and called us to see if we could help. Hopefully this little fellow will be ready for rehoming in a couple of months’ time.

Tigger is the last of four kittens that we had here as a family. We saw her being born and she has turned into the most beautiful lady you’d ever hope to meet. She’s friendly and playful and will make an ideal pet.
BB The Rescued Puppy
BB was rescued last November from Big Buddha Hill and underwent major surgery. He is now recovered and has been neutered and vaccinated. At 9 months old he is a lively big pup who just loves to play fetch. He loves the cats but has now grown too big and is a bit rough with them. He is currently at the Mabprachan Animal Shelter.
