he country’s elite police crime busters, the Department of Special Investigation (DSI), have been instructed by the government that enough is enough as regards tourist scams in Phuket and Pattaya.

The news comes after Ministry of Tourism reports that tourism, particularly from Russia and China, is booming with 13 million visitors to Thailand already counted at airports and border posts in the first six months of 2013. Almost half of the arrivals were from the 10-country ASEAN block and from China. Chinese arrivals alone are expected to hit 4.2 million this year compared with 2.27 million in 2012.

News Chinese scammer turns off mobile Eleven Chinese nationals are up in arms after the promise of staying in a luxury hotel in Pattaya went very sour as they ended up in a desolate and shabby place in North Pattaya. Tour leader A-Ping allegedly told the tourists that they would have a luxurious time in Pattaya, but they found out the accommodation provided was of a disgraceful standard with very few facilities. Pattaya Tourist Police tried to contact A-Ping but he had turned off his mobile phone. A decision was then taken by the police to move the group to a luxury hotel which led to smiling faces all round. The search for A-Ping continues.

Motorbike thieves rob Swiss woman

Mystery gun found in nightclub

A woman carrying 7,000 baht, a mobile phone, a credit card and a passport was attacked as she was driving along Soi Buakhao on her motorbike. Milica Ceh, age 48, apparently was followed by two men on a motorbike who bumped into her bike causing it to crash. In the confusion, the 48-year-old woman lost her shoulder bag containing the valuables. She was taken to hospital. Police assigned a special detective to look into the case. The assaulted woman was unable to give a detailed description of her attackers but said they were men wearing black T-shirts.

Police raided a nightclub on Third Road and asked the merrymakers to pass urine in plastic cups, all of which proved negative for banned substances. However, the raid did reveal a loaded handgun in the club’s office. Nobody came forward to claim ownership of the weapon and the police confiscated as evidence. The next day a big shot turned up at Pattaya police station and reported the name and address of the gun’s owner.

A police spokesman said the gun had not yet been checked to determine if it was properly registered.

Sexual services were not provided Amorn Chaivongfhun, a 26-year-old Thai women, reported at the Pattaya police station that she had been cheated of a valuable iPhone. She claimed to have met a man in a shop on Walking Street who said he could provide an excellent time in bed. After accepting his offer and going to his room, Amorn stepped into the shower and the man stepped out of the room with her 20,000-baht mobile phone. Police later caught 46-year-old Chalermporn Saeung who admitted to the theft and offered to return the iPhone to avoid going to jail. He was released after giving back the telephone and paying a 2,000 baht fine.

Plastic bag suicide in Naklua

A Swedish man who called his country’s embassy with a suicide threat apparently delivered on his intention. Police found the body of David Cavallin, 43, lying on his bed with a suffocating plastic bag over his head. There was no sign of a struggle or third-party presence; the mobile phone he used was next to the body.

Neighbors said Cavallin was a cheerful character who did not appear to have any problems and loved to exercise in his bare feet. The Swedish embassy, which told the police of the fateful phone call, said officials would cooperate in the investigation.

Stressed coconut boss found dead Responding to the sound of a gun shot, workers at a coconut factory in Nonplalai, near Pattaya, found the dead body of their boss in his bedroom. It appeared that Wanchai Suksawat, aged 67, had killed himself as there was a shotgun near the body as well as a suicide note and a photo of his late wife. Police said they were satisfied that Wanchai was demoralized in view of his constant illnesses and the fact that his new wife allegedly neglected him, leaving him alone for long periods of time. Unable to find a way to release his stress, Wanchai decided took his own life.

Pattaya Mayor Itthiphol Kunplome and officials of the business and tourist industry formally opened the Pattaya Grand Sale at a ceremony at Central Festival Pattaya Beach. Many stores, restaurants and sporting organizations are offering discounts of up to 50 percent in order to boost business in the slow season.

Russians get a helping hand At last, Russia’s huge and growing Pattaya population is to have a long-promised information and advice centre staffed by Russian speakers ready to help with police, legal, health and general tourist enquiries. The centre is located at 380/31-2 Jomtien Second Road and is open from 10 a.m. to 6 p.m. weekdays. Banglamung district chief Sakchai Taengho said the new centre would build confidence amongst the Russian tourist and expat population and help investors to have easier business communications.

Snooker legend plays in Pattaya Snooker legend Ken Doherty will play a series of exhibition matches here in Pattaya, starting at The Kilkenny Bar on Soi LK Metro on Sunday, Sept. 8.

Russian signs are everywhere in Pattaya.

However, tourism leaders are concerned that regular reports of tourist rip-offs in coastal resorts are escalating.

A Hong Kong-based tour operator told Pattaya Today, “At present mainland Chinese tourists are shielded to some extent as they tend to go round in large groups and don’t speak English or Thai.”

However, he warned about zero-sum tours where a comprehensive package is bought in advance, but individuals nonetheless are charged all manner of compulsory extras for shopping and entertainment.

DSI chiefs say that their first priority will be foreign mafia organizations operating in Phuket and Pattaya. For example, there are said to be Russian gangs picking up visitors at airports

and forcing them to use their illegal taxi services, stay at their hotels, eat at “preferred” restaurants and shop at their souvenir shops. Some tour companies are operated by foreign bosses using Thai proxies, contrary to immigration law. The scams also allegedly include overcharging for beach chairs, jet skis, charter flights and massage parlours.

Lawful Thai travel agencies said they believe that constant complaints by foreign embassies about rip-offs and the publicity given to some highprofile cases are at last having an effect.

“You can expect a lot of police action against illegally-operated businesses in Pattaya over the next few months,” said a spokesman for the local tour and travel

Angry factory worker stabs colleague A woman confessed to stabbing to death a fellow factory worker suspected of having burgled her room.

The incident took place at the RT Transport Company in Banglamung.

Nuanchawee Boonphrom, age 34, told police that she had murdered Kaesorn Sukpee, 44, in cold blood after a furious argument about thefts. The dead woman was found with knife wounds amid pools of blood, but her bankbook and mobile phone had not been stolen. Police found no evidence that the dead woman had stolen Nuanchawee’s property. Investigations continue.

It’s generally agreed that Pattaya police have a better track-record in handling media-sensitive crime against individuals, including murder and guncrime, than in dealing with organized tourist abuse by unscrupulous operators.

The government is believed to be highlighting foreign-based mafias partly because those outfits do not benefit the country by contributing revenue or paying taxes. But the acid test will be how many illegal operators actually have their assets seized, their visas revoked and their deportation arranged.

Teens fight for gang territory

The Sawangboriboon rescue service was summoned to the KanEng shop on Third Road where two enemy gang groups had been using knives and sticks on each other. Three youths were taken to Memorial Hospital with serious injuries and loss of blood. One of the injured group said the main culprit was 19-year-old Oak who had run away after initiating the bloody mayhem. Three shots were also heard coming from a parked car. Police later arrested Oak after a tip-off. Further inquiries were being made at press time.

100 sharks released into the sea The Ministry of Fisheries and Agriculture released a large number of brown-banded bamboo-sharks into the ocean at Sattahip as part of the ongoing struggle to preserve and protect the environment. A spokesman for the ministry said that there were 63 species of sharks in Thai waters but they were being hunted to extinction because of their popularity in making certain soups. He added that Sattahip was a good place to release the sharks as the area is controlled by the Thai Navy, which means that the valuable marine creatures have a better chance of survival.

Sexual violation a dire problem Deputy mayor Weerawut Kharkai hosted a conference on sexual abuse and human trafficking with guest speakers from the Ministry of Justice. Speakers at Pattaya School Number 7 explained that many Thai boys and girls are na誰ve and easily tricked into sexual exploitation and disgrace which is a problem for all society. Attorney-at-law Kreangsak Sintaveepermpoon said that an

increasing number of girls under the age of consent are becoming pregnant and seeking abortions. Both boys and girls are being led into selling drugs, offering prostitution and recording obscene video clips which can end up on the internet. The attorney concluded that a massive education program was urgently needed in local schools to offset the tide of scandal and cynicism.

News POLI CE Not only Pattaya If you are mugged or robbed in our fair city, be assured that it could happen anywhere. Certainly in Paris at any rate. The government in France is worried that street crime is tarnishing the reputation of the capital and keeping cash-rich tourists away. Chanel and Dior, top luxury industry giants, are worrying that the ultra-wealthy might stop buying expensive presents lest they are stolen in an incident whilst customers are in the superstore lift. The Chinese embassy in Paris has joined in the chorus to report an increase in the number of scams and thefts inflicted on their nationals. Where have we heard that before?

Immigration law needs change Thai police continue to arrest large numbers of Cambodians and Burmese accused of working illegally here in the hospitality and construction industries. In a recent case there was even a big argument between the authorities and the factory management about what exactly the required documentation is. The reality is that Thailand lacks enough manual workers and the situation can only become worse and worse every year. What’s needed is a thorough re-think on the work regulations for nationals of neighbouring countries. Time is pressing, as the ASEAN Economic Community is only two and a half years away.

Weighty sex charges Police have arrested the alleged ringleader of a sex home-delivery service specializing in women weighing from 100 kg to 150 kg. The service was apparently aimed at men who like “explosive boobs and bums” because “larger women are more popular with customers.” Maybe in Japan, but the trend is not at all clear if you venture into the pole-dancing palaces of Walking Street here in Pattaya. There you have to be skinny to make a copper or two.

Buddhist Lent celebrated

There was a candle decoration march on Beach Road to observe Buddhist Lent and to spread the wise teachings of Buddha. It was attended by many schools and community groups in the city.

The colorful displays of candles delighted many tourists. Pattaya Mayor Itthiphol Kunplome presented awards to the schools with the best pageantry.

City formally opens passport office

City Hall hosted a public awareness event at Pattaya school number 11 to pinpoint the various threats to the health and well-being of today’s youngsters. Topics included poverty, aggression, family conflicts, alcohol and substance abuse, and physical disability. Lecturer Pongsak Tungkana said that education in school should supplement parental advice about the social problems affecting many children.

Underage sex charges The latest arrest is alleged pedophile Robert Tschopp, 67, a long-time Pattaya resident who is claimed to have paid young boys under the age of consent for sex. An arrest warrant was issued and the raid apparently produced the usual haul of pornographic pictures and videos of young males. He is alleged to have told his underage visitors to keep their mouths closed when they went home. It’s surprising that Pattaya pedophiles in general don’t take heed of the warnings they are now getting weekly in the local media.

Safes are not safe An Oxford-born Brit was accosted in Pattaya’s Soi Buakhao area by two men and forced to return home at gunpoint where he was coerced to open his wall safe, losing 60,000 baht and a smart phone in the process.

One of the problems with house safes is that they attract the attention of villains who see, or are told, of their existence--usually in a bedroom.

There’s a growing trend in burglaries for thieves to force householders to open their safes rather than rely on safe-cracking techniques when everyone is out.

Ladyboy scam international We reported recently the tale of a small group of women who took customers to a flat in a remote area of Pattaya in order to enjoy a horizontal leisure pursuit in exchange for a monetary reward. However, whilst the client’s trousers were down, a ladyboy hidden under the bed used her manual dexterity to steal anything of value in the man’s pockets. The story must be exceptional – it was reported in the British press and on TV over there.

Embarrassment at Makro A two-year-old baby was left in a car whilst the mother went shopping.

She left the engine running to ensure the air-con continued to work, but unluckily the baby switched off the engine, which both removed the stream of cool air as well as locking all four doors. Eventually, a fire extinguisher was used to break one of the windows to release the child who was not on the point of losing consciousness. You can’t be too careful, eh?

Although the Thai passport office at The Avenue mall on Second Road has been operational for a month, City Hall held a special ceremony last week, cutting the red ribbon at the front of the building. Ronakit Ekasingh, deputy mayor, said that 150 people per day were currently using the new facility, which serves all Chonburi and Rayong. In the high season, he said, double that number of Thais were expected to apply for first-time or renewal passports. The passport office is currently open Monday through Friday from 8:30 a.m. to 4:30 p.m., and there are plans to remain open on weekends.

Oil spill threatens local beaches

Songkiet Jongjidaporn, general manager of Tiffany Show Pattaya, welcomed its international fan club Academy Fantasia on a special visit. Tiffany’s was the first cabaret show in Thailand and is still highly popular.

Eastern Seaboard beaches are under threat from an oil spill stemming from a pipe leak in an offshore platform near Rayong.

Using ships and helicopters, the Thai Navy and several agencies are working around the clock to contain the spread of the crude oil. The leak itself has been blocked, but not before more than 70 tons of oil had spilled into the Gulf of Thailand over an area of about 1.5 nautical miles. The primary objective of workers now is preventing the oil slick from reaching beaches, thereby threatening tourism and wild life.

The offshore platform is operated by PTT Global Chemical, a subsidiary of national petroleum company PTT. Prasert Bunsumpun, company chairman, acknowledged that a crude transport pipe had begun leaking at a single-point mooring in Rayong Province.

Barriers have been placed around the spill and an oil skimmer is collecting surface oil as quickly as possible, before the oil slick created an environmental catastrophe.

Autopsy or not An American recently got into an argument with the Pattaya police when he objected to an autopsy on his father who had died at home here after a heart attack. Autopsies in Thailand are at police discretion. All foreigners will have one, usually at the forensics unit of the Royal Thai Police in Bangkok, unless they die in hospital and have a clear record of treatment prior to their demise. Relatives of the deceased have no right of veto.

Too many cigarettes One of the best reasons to give up smoking is what can happen to you at Bangkok’s main international airport. An incoming tourist was recently stopped and found to be in possession of 1,000 cigarettes which, he said, he had bought at a Manchester airport booth that did not display any warning notice. Excuses won’t save you here. He was subjected to a grueling three-hour interview and waiting period in a police station near the airport and fined more than 70,000 baht with automatic confiscation of the cancer sticks.

More deaths, fewer arrests The 2013 annual report British Behaviour Abroad, published by the Foreign and Commonwealth Office (FCO), is a bit of a disappointment.

For example, gone are the humorous examples of what the British on vacation ask their local officials.

In the past we have heard about the woman who rang up the honorary consul in the middle of the night to ask him if he happened to know the recipe for Princess Diana’s wedding cake. Or the visitor to Angkor Wat who asked the British embassy in Phnom Penh to translate into English some ancient writing he had happened to photograph on a wall during a visit. Or the backpacker who could not pay his laundry bill after he had accidentally left a huge pile at a dry cleaning company by mistake. No, the 2013 report isn’t a patch on its predecessors.

Nonetheless there are new trends. The number of Britons arrested in Thailand has dropped while deaths and hospitalisations have increased. Thailand has seen a significant increase in hospitalisations (31 percent) and deaths (also 31percent) which we trust does not mean that anyone going into a medical unit in this country automatically ends up on the mortuary slab. Apparently the rise in these particular statistics in Thailand is against the worldwide trend.

The report attributes the increase partly to road accidents, many involving young people on mopeds, and an ageing expat population who are dropping off their perches regularly as their health declines, and the zooming costs of medical care mean they are left without proper cover. Apparently, the United Arab Emirates, Portugal, Australia and India have also seen an increase in British stretcher cases.

Overall, arrests of Brits abroad for drug offences fell to their lowest level for four years, with a decrease of over a third since 2009. General arrests and detentions showed a drop of one-fifth in the same period.

This is also true of Thailand where the number of arrests followed by prosecution has declined. Whether this means that Brits abroad are better behaved, or whether it means that police have decided to have an easier year, remains to be seen.

The top-notch Pattaya Exhibition and Convention Hall will again host the popular Pattaya Food and Hoteliers Expo 2013, the resort’s largest hospitality event, from August 8 to 10. The showcase event is far and away the most popular event of its kind and annually attracts hundreds of exhibitors and sponsors at the distinguished Royal Cliff complex.

Chelsea football and a good tread

Local youngsters will be invited to learn a few tricks of the football trade by joining the coaching staff of Chelsea football club. Nitto, the well-known Japanese tyre company, is sponsoring the football clinic project. The clinic will be held in every country that Chelsea visits in the 2013 Asia Tour.

The dilemmas of insurance The Foreign Office lays a lot of emphasis on having proper travel and medical insurance before you sally forth to foreign lands. It’s fine advice but not always easy to follow. No insurance company in the world, we think, is going to insure a young British guy driving around in Pattaya on a motorbike, probably with an engine capacity much bigger than available in UK. Certainly Thai insurance companies won’t commit themselves or, if they do, the amounts payable will be derisory.

The plain lesson is that if you are going to indulge in motorbike driving, parasailing, or jet skiing, you will be on your own if any problems arise.

As regards elderly Brits, medical insurance is problematical. The average annual policy for a 70-year-old expat will likely be several thousand pounds and much more unless you have been with the same company for years. Sooner or later, British pensioners overseas have to become their own insurer which often means they have to empty their bank accounts to pay for an operation. Those who can’t will be made comfortable as they die. There is no free medical treatment for foreigners in this country, and neither the British embassy nor the government at home will bail you out. You can only hope a rich relative will chip in from his or her pot of gold.

The Thai government is currently examining the possibility of requiring all foreigners, tourists and expats, to show valid insurance. As usual the devil will be in the detail. If insurance means covering your luggage or safeguarding against air delays and accidents, absolutely no problem. But if it means covering foreigners for hospitalisation and major surgery, forget it. No medical insurer is even going to look at a comprehensive scheme, especially for the ever-increasing legions of the elderly. More likely, in the future, elderly expats without full medical insurance will need to show a lot more cash in the bank than they do now or submit themselves to a medical examination to check if they are healthy. But nothing is certain in Thailand. We will have to wait and see. Maybe for years.

Drunk Russian couldn’t resist mobile

Nittima Nuntaphrom complained to police that a Russian man she had met in a bar had stolen her mobile phone while she was buying items for him at a 7-Eleven convenience store. The 30-year-old woman, an employee at a bar in South Pattaya, said the Russian had become drunk in her bar and began stumbling around. He asked her to buy him some chocolate and tobacco at the nearby 7-Eleven. When she returned, her mobile phone was missing. The Russian refused the police officers’ request to search him, and was unable to remember his name. Police escorted him to the main headquarters for an interrogation.

Clever elephants parade in style

Thirty highly intelligent elephants arrived at Nong Nooch Tropical Garden after a long cultural march from the Isan region. The march was to demonstrate the importance of Thai Lent in the Buddhist calendar and tradition. Nine temples were visited en route, and at Nong Nooch, the final destination, the animals put on a special show of feats and achievements involving balls, candles, balloons and imitation weapons.

Disabled ride in Fun Day at Horseshoe Point Pattaya Able the Disabled riders started their ride around Horseshoe Point carrying coloured flags and collecting matching discs, or answering questions. The fastest times for each game won a trophy.

Art in Paradise opens Pattaya

Built last year at a cost of more than 50 million baht by Korean investor Shin Jae Yeoul and associates, Art in Paradise is the world’s first and largest interactive and illusion 3D art museum.

Koh Kood

The small but stunningly beautiful Koh Kood is the southernmost and second-largest island in the Koh Chang archipelago, and the closest to Cambodia. Home to an array of wonderful beaches with crystal clear water and lush tropical jungle inland, Koh Kood is a real slice of paradise.

Although the landscape of Koh Kood is flat, the inner area of the island features lush rainforest and is home to numerous mangroves, waterfalls and coconut and rubber tree plantations. About 70 percent of Koh Kood is covered by tropical rainforest. Development is scarce and mostly around coastal areas, but much of the island is generally free of people.

There are several ways to get to the island. Speedboats leave from Koh Chang at Bang Bao pier and from the mainland piers at Laem Ngop and Navarre (Laem Sok). The boat trip takes about one to one and a half hours. Boat schedules vary depending on each operator and the season, so it’s best to first check with the resort you’re staying at before travelling.

WHAT TO DO Koh Kood is the largest island in the area after Koh Chang, and is well known for its pristine beaches and crystal clear sea. The island is a popular destination for honeymooners seeking an idyllic isolated setting. Koh Man Nok is famous amongst the Thais for its Maldives-like beach and clean water.

Even better, it can be reached in just three hours from Bangkok. The sea is awash with tropical fish and is so clear that finding Nemo is never a problem here! Koh Kood also has many other beautiful beaches including Ta Pho Beach, Klong Chao Beach, Takian Beach and Phrao Beach, all of which are generally uncrowded and hassle-free.

For those seeking to learn more about island life on Koh Kood, Ao Salad and Ao Yai are the major fishing villages here and well worth visiting. For trekking enthusiasts, the Khao Paenthee is the highest point

on the island and has only recently been discovered to be a superb view point across the sparkling islanddotted seas. Walkers are also encouraged to visit Khlongchao or Tan Sanuk Waterfall; when King Rama VI visited in 1911, he named the waterfall Anamkok in memory of Ong Chian Sue. WHERE TO SHOP Located in the northeast of Koh Kood, Ao Salad is the largest fishing village in Koh Kood and a great place to buy freshly caught seafood.

Among the other stores in Koh Kood are Trat’s Fresh Market for fresh produce, a trendy store that sells mostly clothes and shoes called Mueng Gu Mun, and even a shopping mall, Robinson’s Department Store. If you are a certified diver, you can get all your diving equipment in PADI Dive Center. There is tiny snack shop next to the beach that sells papaya salad with crab, deep friend green peppers, chicken balls and chili pork.

For souvenirs, there is a gift shop tucked away in the Koh Kood Away Resort.

WHERE TO EAT There are plenty of excellent bars and restaurants in and around the Koh Kood cruise port. Jay’s Bar, on the river, is illuminated by Christmas lights. When the lights are on, the bar is open. Koh Kood Restaurant serves excellent Thai cuisine in addition to international dishes. Shantaa Beach Bar offers snacks, drinks and smoothies. Shantaa Restaurant offers an excellent view of Ao Tapao and

fresh sea breezes, in addition to its gourmet dishes and drinks prepared by local chefs. Escape is a restaurant in Away Resort that serves Asian fusion dishes and international cuisine.

TOP 3 THINGS IN KOH KOOD 1. Visit the lighthouse Climb the steps to the top of the large lighthouse on the southern point of the island, and enjoy amazing views of both Thailand and Cambodia. However there are no roads in the area, so you will need some walking boots and a machete!

2. Go on a diving and snorkeling trip Koh Kood Beach Resort recently opened its own dive shop together with Paradise Divers. They offer the cheapest diving courses on the island, in addition to one-day snorkeling and diving trips around the island, where divers can explore the beautiful marine life and different coral around Koh Kood.

Tapao Bay is home to shallow-water reefs, and is ideal for snorkeling and swimming amongst the coral.

La Taverna A neighbourhood nugget La dolce vita has arrived in Bang Saray! Yes, that’s right – this once sleepy fishing village now boasts an authentic Italian restaurant. Its charismatic architecture radiates with Mediterranean appeal with its timber façade and big welcoming terrace, while its prominent location on the village’s main street ensures an abundance of customers.

Proprietor Craig is at the helm, meeting, greeting, managing and forever devising interesting weekly special promotions, while the cuisine is in the accomplished hands of chef Corrado hailing from the Pescara region of Italy.

The menu, which has recently been augmented, covers the length and breadth of Italy’s 20 regions with traditional dishes rubbing shoulders with chef’s creative recipes. The patriotic wine list also showcases the country’s plethora of leading wineries with an eye not only to value-formoney bottles (from B.800) but also many splurge labels for those on celebratory occasions. Mick and I sipped on a glass of the house white wine (Gran Sasso Pinot Grigio at B.140) while we explored the menu. First impressions were the exceedingly reasonable prices with most appetizers under B.200. I decided

to start with a dish of “acquapazza, cozze e vongole” and on its arrival almost fell off my chair! Come hungry to La Taverna because the portions are huge. Oceans of mussels and clams in white wine, parsley and garlic liquor were generously heaped onto a whopping platter escorted by a duo of grilled breads for luscious dunking. It was a wonderful dish and at B.190 one that shellfish lovers shouldn’t leave without ordering. Mick chose sliced beef with rocket salad and Grana Padano cheese, and again the enormity of the portion was eye boggling. A garden of rocket leaves garnished the 7-denier thin beef slivers and was topped with a more than generous portion of crumbled Italian cheese. Quantity had certainly not been surrendered for quality in this dish; it was an excellent model of Carpaccio at its best.

Other starters include prosciutto from the mountains, prawns served with cherry tomatoes and tender seasonal salad, a mixed antipasti of cheeses, salamis, Parma ham and pickled vegetables, bruschetta, caprese or a trio of home-made soups including the famous bean soup with bacon and tomatoes. The “primi” or first dishes feature the restaurant’s signature dish of spaghetti allo Scoglio. Uniquely presented with

spaghetti cascading from a cavernous wine glass over its selection of fresh seafood consisting of prawns, clams, crabs, mussels and squid, it is a superb signature dish from chef Corrado. I have enjoyed this spaghetti on a previous visit and can heartily recommend it. Tagliatelle, ravioli, lasagna, penne, and pappardelle all would put a smile on any Italian mama’s face, and with prices from only B.180, your purse will be smiling too.

Our main courses then arrived at our table. Pork and beef meat balls in a tomato and basil sauce for Mick and fillet of sea bass sautéed in a cherry tomato and mushroom sauce for yours truly. Priced at B.220 and B.240, respectively, our eyes rolled in our heads when we saw (again) the vastness of the portions. The sea bass was splendid, falling in snow white shards under my knife into the tomato/mushroom sauce, while Mick’s giant-sized meat balls, in their tomato/ basil sauce, were equally as good.

Both dishes were served with crisply sautéed potatoes and a vibrant carrot and lettuce salad.

Roast lamb in a rosemary and white wine sauce, sliced pork with Mediterranean seasoning, chicken in a cherry tomato and sweet chilli sauce, fried lamb with an egg and Pecorino Romano cheese sauce, beef roll filled with ham and omelette and accompanied by a wine sauce are some of the other main courses we spotted from this surprising menu.

Pizza is another specialty here and Saturday’s Pizza Happy Hour offers a 50 percent discount if you order between 5 and 7 p.m. From Margherita (B.170) through quattro formaggi, Hawaiian, Neapolitan to the famous calzone, they are all here,

and with 22 optional toppings, your personal creation is only restricted by your own imagination.

Now for Craig’s ingenious weekly specials: Tuesday is risotto night, Wednesday is 50/50 night when a coin is flipped and if you call it correctly your appetizer will be on the house, Thursday you can choose one of the selected bottles of wine and receive a 25 percent discount, Friday is BBQ night, 1st and 3rd Fridays of the month feature lamb, Italian sausage and roast pork, while 2nd and 4th Fridays offer a special seafood selection. Saturday, as aforementioned, with all desserts on Sundays priced at only B.50, and that includes their much celebrated tiramisu.

La Taverna is a neighbourhood nugget. It offers authentic Italian cuisine in a friendly and laid-back atmosphere at uninflated prices.

Pasit and Noi’s Thai Eatery

“Mighty oaks from little acorns grow” - signifying that great things may come from small beginnings.

This came to mind recently when Mick and I visited a new bijou restaurant called “Hot Chilli” which is the inaugural culinary venture of two talented and ambitious young people. Housed in View Talay Building 2B (see the exact location below), it is the first time that manager, Pasit Foobunma and his long-time school friend, Noi, have dipped their toes into the precarious world of catering.

Allan Riddell, director of the South African-Thai Chamber of Commerce and energetic promoter of his homeland, with particular interest and involvement in its exciting wine industry, recently alerted us to this small eatery. Pasit is also a board member of the Chamber of Commerce, plus he owns a family-operated goat dairy north of Lopburi. Specialising in hand crafted artisan cheese, he supplies gourmet emporiums and restaurants in Bangkok and here in Pattaya and Jomtien.

Stop the press: For all you lovers of this specialty cheese, a quantity of fresh goats cheese is delivered to Hot Chilli on Mondays and is available for sale at B.220 per 150 grams.

Residents of the condo understandably are their core customers, and the footfall is brisk during the day with the take-away

side keeping Noi busy from early morning till evening. However, visitors are becoming aware of the good, honest fare and the bargain prices–the word is definitely spreading. Mick and I joined Allan and Pasit recently to sample the dishes that leave this kitchen.

Seating is only for about 16, with some seats on the balcony, making

the atmosphere informal and friendly with conversation and banter spilling across the tables.

Eager to try Pasit’s goat cheese, we started our meal with a portion of deep fried goat’s cheese at a reasonable B.130. It arrived crisp coated and sizzling from the pan.

The gooey, hot cheese had been wrapped in ham before frying making for an interesting textural interplay. Shrimp tempura (again only B.100) were juicy, fleshy and delicious, while the spring rolls with vegetables or shrimp are also recommended.

Breakfast is an all-day affair from 9:30 a.m. with mixed western sets and Asian rice soups from B.100.

Main dishes on the Thai menu range in price from B.70 to B.100.

We ordered red curry with chicken, sour soup made of tamarind paste with shrimp and vegetables and morning glory with minced pork, while Pasit and Allan plumped for tom yam gai and chicken soup with coconut. All was well cooked and perfectly spiced, and we happily tucked into all dishes. Wine is available by the glass at B.100, plus there are some interesting bottles in the wine cooler for your consideration.

There is a separate Isan-style menu with dishes such as fresh shrimp with spicy seafood sauce, spicy pork with peppermint, spicy pork salad and, naturally for this much-loved provincial cuisine,there are three different papaya salads with peanuts, pickled fish or salted eggs. From the western plates we spotted spaghetti with Bolognese or carbonara, chicken cordon bleu, pork or fish steaks, beef, chicken or pork hamburgers.

This is Noi and Pasit’s first venture into the restaurant business and in our opinion a great start for what is undoubtedly going to be a successful partnership for the future. We wish them well. A neighbourhood eatery serving home-style food at exceedingly reasonable prices is exactly what is needed for residents of View Talay 2B and informed visitors alike.

Heat the oil in a pan. Season the prawns with salt and pepper. Carefully place the prawns into the hot pan and cook on all sides till nicely coloured and cooked through.

Deep fry the wontons until crisp and drain on a wire rack.

Put the diced tuna into a bowl with the ginger, lime juice, sweet chili sauce, spring onion, oil and avocado. Season with salt and pepper. Mix gently to combine and bring together. Check for seasoning.

Shaun Venter, Horizon’s executive sous-chef, himself a native of South Africa, presented his first SAFA Weekend highlighting the sun soaked tastes and flavours of his homeland. The two-day affair featured events to showcase premium wines from the Graham Beck winery and to put on show the culinary expertise of chef Shaun’s South African gastronomic repertoire.

Mick and I had been invited to attend the wine dinner, so it was that we found ourselves at the Hilton Pattaya soaring to the 34th floor to meet the charming

T omato D ressing 3 pieces Tomato, peeled 1 tablespoon Balsamic vinegar 1 teaspoon Dijon mustard ½ cup Extra virgin olive oil Salt and pepper Put the tomato and balsamic into a blender and blend for about 1½ to 2 minutes. Strain into a bowl, add the mustard and slowly whisk in the oil till emulsified.

Season with salt and pepper to taste.

Finely crafted with its charming silver-pink blush and classic fizz with flair, it was the ideal first pour of the evening and enjoyed against the backdrop of Pattaya’s sparkling skyline; it was the perfect opener for this stellar venue.

It was now time to move into the Horizon restaurant where chef Shaun and his tribal-costumed staff were waiting to receive us. The dining room is sleek, chic and captivating, also offering the luxury of three floor-to-ceiling glass private rooms, which is where we were seated to experience our South African culinary safari. First served was our welcome amuse-bouche. Resting atop an intense pumpkin puree and scallion vinaigrette was one plumptious scallop with a surprising chilli kick. Escorted by another glass of that elegant bubbly rose, it was a sensational pre-appetiser. The starter then made a dramatic appearance. Snow Fish ceviche with caramelized butternut, blackened corn, jalapeno and roasted avocado was as much an eye pleaser as a brilliant palate teaser. Served with a glass of The Game Reserve, Chenin Blanc 2011, it was one of our favourite courses.

Wafer thin slices of melt-in-the-mouth Snow Fish languished on a puddle of a concentrated butternut emulsion.

The dish was further enlivened with blackened corn and zesty jalapeno with the addition of creamy roasted avocado plus a small glass jar with its surprise treat of a luscious, briny oyster which we slurped with relish. We loved the Chenin Blanc with its delightful aromas of sweet, juicy melon, and with its long, clean finish, it proved the ideal companion for this

B asil O il Makes 1/3 cup 3 cups Basil leaves ¾ cup Olive oil Bring a large pot of salted water to a boil. Use about ¼ cup of salt for every quart of water. Place the herbs in a strainer and dip them in water for 15 seconds, keeping the water at a strong boil. Remove the strainer and plunge herbs straight into an ice water bath to chill.

Drain the cold herbs and squeeze as dry as possible. Cut the herbs with scissors into smaller pieces.

Place half of the herbs in the blender and cover with the oil. Turn on the blender to medium speed and allow herbs to blend for a minute to begin to process. If the herbs aren’t moving freely, add slightly more oil so they will. Turn the speed to high and continue to blend for another 2 minutes. Add the remaining herbs and blend for a further 2 minutes. Remove the oil to a container and leave to infuse for at least 1 day. The puree will keep for a week. Once strained, it will discolor after about 2 days.

Strain the oil through cheesecloth, it will go slow and could take almost an hour. Pour into a small plastic squeeze bottle and refrigerate.

S er v e Put a small mix of tuna on the plate and top with a wonton crisp. Add another spoon of tuna mix over the wonton then add another wonton crisp creating a stack. Place another tuna mix and then another wonton. Finish with some more mix. (You should have a stack of 3 wonton crisps).

Drizzle some basil oil and tomato dressing on the plate and then neatly arrange the prawns around. Finish with some micro greens.

Next to hit the table was the seafood main course, sensationally presented, it comprised of West Coast crayfish risotto with saffron mussels.

Served in a Lilliputian cast iron casserole set into a beach of sea salt with hot stones, it made for a charming picture.

Top off revealed a tranche of rainbow trout crowning the shell fish risotto with its chunks of this sweet crayfish and intense bisque essence making for yet another sensational course. Accompanied by a light-bodied but zesty Waterside Chardonnay, it made good company with the richness of the shellfish.

The big guns were now being poured.

The Game Reserve Cabernet Sauvignon 2010 followed shortly by The Ridge, Syrah 2009, were the luscious reds of the evening and the pride of the Graham Beck portfolio. Paired with a charcoal grilled Australian beef tenderloin, slow braised tomato ragout, Parmesan paps and boerewors, it was received with lively enthusiasm. Great complexity of blackberry fruit and dark chocolate on the nose from the Cabernet Sauvignon, but it has to be said votes at our table were directed towards the excellent Syrah with its peppery spice, plumy entry and elegant silky tannins. As expected, the beef tenderloin was a seriously-delicious cut of meat, but mention must be made to chef Shaun’s South African specialty boerewors. These are a type of sausage, the name coming from the Afrikaans word “boer” (farmer) and wors (“sausage”).

They were dinky affairs but the flavours of beef and pork seasoned with coriander

seed, black pepper, nutmeg, cloves, and allspice were big and we just loved these South African bangers.

The sweetest ending was provided by the Malva pudding accompanied by toasted marshmallows, Amarula ice cream and brandy snaps. This sweet caramelised sponge of Cape Dutch origin is a staple dessert of South African restaurants. Together with the speared marshmallows and sumptuous ice cream flavoured with the cream liqueur that is the spirit of South Africa (and the fruit of the Marula tree) it made for a superb finale. Incidentally, elephants enjoy eating the fruit of the Marula tree, and because of this association, the distiller has made them its symbol and fully supports elephant conservation efforts.

This latest wine dinner from the kitchen of executive sous-chef Shaun Venter and the premium vintages from the distinguished Graham Beck winery made for a South African dinner to remember. Sunshine and expertise shone through the wines and chef’s culinary devotion for the cuisine of his homeland sang through the gourmet courses. A bibulous gourmet safari indeed.

The skin. What an amazing organ it is, and it’s no wonder that so many people are concerned about properly taking care of theirs. It goes without saying that it’s the largest organ of the body, and the one that contains every other portion of your being, but besides that, as everybody can see it, in the interest of vanity at the very least, it’s of dire importance to keep it looking its best.

It’s not only about vanity however, because keeping your skin healthy will prevent the chances of developing any unwanted issues or diseases which can often be quite painful.

As with anything else out there today, however, it’s difficult to find the correct information on how to keep your skin healthy, and what to do in order to keep it looking young. With that said however, we have put together a list of what we deem to be the 10 best ways to get better skin.

1. Take in Plenty of Vitamin C and Vitamin E Be sure to eat plenty of foods that offer sufficient amounts of vitamins and minerals, but especially foods that are high in both vitamin C and vitamin E. The reason for this is because vitamin C works really well to help protect your skin from the rays of the sun, and vitamin E is one of those essential vitamins that helps to repair the skin.

A really great food that is high in both of these vitamins is spinach, so if that is something you enjoy, try to include plenty of it into your daily diet.

2. Wash Your Face a Couple of Times a Day This might seem like one of the most obvious things you can do to keep your skin young and healthy, but I’m sure not everybody does it.

Make sure that you actively clean your face at least a couple of times a day. These couple of times should be more than just your face cleaning that you do in your shower in the morning, as you need to make use of a nice facial cleaner rather than just your normal body wash or soap.

3. Avoid Popping Your Pimples with Your Fingers This can be one of the more annoying things, and even one of the most difficult things to not do, but if you do get any pimples, it’s important for you not to pop them.

The reason is because they can easily become reinfected, which can often develop into more serious problems, and even some issues that are permanent, so try to keep yourself from doing it. It’s always best to let your body go through the process of getting rid of pimples on its own.

4. Drink a Sufficient Amount of Water Drinking a lot of water is an integral part of keeping your skin healthy.

One of the biggest reasons for that is because our bodies are made up of between 50 and 60% water, and if you don’t keep it properly hydrated, your skin is going to be the first part that suffers from it.

Hence, it’s important that you consume at least 8 to 10 glasses of water every day in order to make sure that your body remains properly hydrated.

5. Use Moisturizer on Your Skin Regularly Regardless of whether or not your skin feels like it’s drying out, it’s important to make sure that you apply moisturizer to your skin on a regular basis, so don’t wait until you start experiencing dry spots, or any itchy rashes.

It’s important to make sure that you moisturize your skin at least a couple of times a day, and especially on the areas that are exposed to the sun in order to keep it healthy.

6. Always Wear Sunscreen Spending time out in the sun can be one of the most damaging things you can do to your skin.

The sun has a tendency to suck the moisture out of your skin, and while you might not see it so drastically when you’re young, when you get older it will definitely show through.

Individuals who spend a lot of time in the sun will without fail show their age worse than those who don’t, so make sure that whenever you go out into the sun, you wear at least a SPF 30 sunscreen in order to provide yourself with plenty of protection.

7. Try Not to Wear Tons of Makeup If you absolutely have to put on makeup every day, try to use as little of it as possible. Whenever you put a bunch of heavy makeup on your face, it has an effect on how your skin actually works.

If you absolutely have to put on a bunch of makeup however, make sure that you spend the extra money and get makeup that is either hypoallergenic, or is safe for skin that is sensitive.

8. Make Exfoliation a Regular Part of Your Skin Care Regimen Skin is one of those living organisms that has a tendency to keep renewing itself, so in order to remove and keep all of those old dead skin cells cleared away, it’s important to exfoliate your skin at least a couple of times a week.

This is going to prevent any of those dead skin cells from building up, and will keep any excess oil from accumulating as well, which often leads to spots on the skin.

9. Choose a Good Antibacterial Cleanser For those individuals who have a propensity towards acne, making use of a good antibacterial cleanser is especially important.

There are a lot of different brands of antibacterial cleansers on the market, which you can buy over-thecounter, but if your acne problem is severe, it might be a better idea to go to your doctor and have them prescribe you one.

10. Try to Avoid Stress The last thing you can do to truly benefit your skin is to avoid stress in your life. Stress can affect people in a plethora of different ways, and for some people it comes out in their skin, so avoiding it can help to get rid of acne and keep your skin healthy.

Life is really too short to be stressed out about things anyway, so while it’s obvious that you need to work and go about your business, try to not take things so seriously and enjoy life. This is going to not only benefit your skin, but it will make you a more pleasant person to be around.

No biting!

If biting your nails is your worst habit, take heart. It’s not as unhealthy as smoking and it’s not as gross as picking your nose in public. It’s also a habit that is easier to break.

Nails chewed ragged are not only a gross turnoff; they also are unhealthy— and regarded by others as indicative of poor hygiene.

Our fingers are rife with germs that do not belong in our mouths and bodies. Beyond which, bite your nails badly enough and you can permanently damage not only your nails but also your teeth and gums.

So if you are ready to break that unsightly habit, here are a few tips to help.

Apply nail polish that tastes absolutely awful. Some varieties are made specifically to help stop nail biting, or you can make your own by mixing nail polish with offensive spices or other edible ingredients that you detest. (We used chili powder in the old country, but that fiery seasoning might simply encourage nail biting in Thailand.)

As an option, ask your dentist to make you an inexpensive tooth guard for either your lower or upper teeth. It’s hardly noticeable, readily removable, and 100 percent effective in preventing you from biting your nails (but only if you use it).

Because anxiety is a leading cause of gnawing your nails, do what you can to relieve stress. Meditate, take a yoga class, and try biofeedback.

Let your teeth chew on something else constantly, like sugarless chewing gum, healthy snacks, mints or your favorite candy.

Go for a manicure and have the manicurist apply acrylic nails. They won’t be as tasty to chew and you probably won’t want to nibble on your expensive accessories.

Whatever method or combination of methods you try, don’t allow the challenge to increase your stress levels. Remember that you can resume nail biting anytime you choose, then try again at a later date.

Raimon Land has awarded the construction contract for Unixx South Pattaya to Pre-Built Public Company Limited, marking the second collaboration between the two companies. Pre-Built also built Zire Wongamat, a high-rise luxury development on North Pattaya beach.

Now with more than 600 buyers in its sales roster, construction of the main Unixx building will begin immediately. What is the difference between a contested and uncontested divorce in Thailand?

Uncontested divorce is the termination of marriage by mutual consent. Contested divorce is when one or both spouses do not agree with the terms of the separation or have broken the marriage agreement.

While a couple may agree to divorce, things could become complicated and can be contested when it comes to some important conjugal matters such as child custody and sharing of properties.

The procedure is typically faster and cheaper as there is no need for a representation in court while preserving both parties' privacy. There is less emotional stress involved to both parties, as well as to their children and respective families as it enables the couple to end their marriage in a civilized manner. You lose control of the divorce process once the matter is turned over to a judge to decide. The judge may come up with an arrangement that neither of you will be comfortable with. He may also come up with a property settlement where you lose things that were more valuable to you.

How do we file an uncontested divorce in Thailand?

Uncontested divorce is possible only if the couple has no disagreements over children or property. Filing for uncontested divorce is as simple as registering your marriage and the process can be completed in one day at the local district office. There is no need to have a ground for divorce. The couple’s mutual decision to end the marriage is enough. This must be made in writing with at least two witnesses. Relevant documents shall be presented, proper forms must be completed, and important questions must be answered, then a divorce certificate will be issued by the registrar office.

This type of divorce only applies if the couple are married in Thailand. Marriages outside the Thai jurisdiction who wish to

divorce registration.

What must our divorce agreement contain?

A settlement or divorce agreement contains provisions regarding the terms of sharing of assets, child custody and support, alimony, and other important matters.

It is recommended that you decide these matters beforehand and formalize them in a divorce contract. This will guarantee that there are no disagreements before you go to the registration office. The details of the divorce conditions shall be specified in the

In case of uncontested divorce, can my lawyer appear on my behalf?

No. Each party must be physically present before the officer to make a personal declaration of their intention to divorce.

Who shall determine the concerns regarding maintenance of children upon divorce?

In the case of divorce by mutual consent, an arrangement shall be made and contained in the agreement of divorce as to who--both or either spouse--will contribute to the maintenance of the children and the amount of such contribution.

In the case of divorce by judgment of the court or in case the agreement of divorce contains no provisions concerning the maintenance of the children, the determination shall be made by the court.

How will marital property and debts be shared between the parties?

Marital property is anything acquired during the course of marriage by way of gift, purchase, or inheritance. Personal property is anything acquired before the marriage. When a couple divorces in Thailand, all marital property is divided equally, and personal property remains that of each individual. If both parties agree to the terms then the proceedings are not complicated.

However, if the couple cannot agreeably settle the property distribution issues, the court will have to resolve the issues based on Thai laws. Common debts incurred shall be of equal liability between the couple upon termination of the marriage.

When does a contested and uncontested divorce case take effect?

In a case where a marriage has been registered according to law, divorce by mutual consent takes effect from the time of registration. If all documentation is in order, the divorce can be completed and registered in one day.

Divorce by judgment of the court takes effect on and from the time when the judgment becomes final, however, such judgment may not be set up to the prejudice to the rights of third persons acting in good faith unless the divorce has been registered.

Is it possible to change from a contested to uncontested divorce?

Yes. The filing party or both parties may withdraw the contested divorce case anytime and file an uncontested divorce instead.

Shelter from the inevitable economic cycles Very few ever seem to learn from the enormous amount of historical evidence surrounding the economic cycles of both markets and the macro (national) economics of individual countries.

We are now witnessing the slowing of the so-called ‘world engine’ of China with levels of growth down to their stated minimum requirement of around the 7 to 7.5 percent per annum necessary to sustain a colossal population’s demand for jobs and thus avoid potential social unrest.

China’s average wage increased last year by almost 50 percent and the currency continues to strengthen; that coupled with often a 120-day lead time from order to delivery of goods in Europe, for example, is taking the icing off the cake.

This same ‘pricing themselves out of the market’ has happened over centuries as the prosperity increases in particular economies, the unit-labour costs increase, and the once-cheap haven for manufacturers becomes much less competitive. If you couple that with the current trend in the US, the UK and parts of continental Europe to bring manufacturing home, where possible, you have the beginnings of a shift. With the habitual inequalities in this world there will, seemingly, always be somewhere the economic powerhouses can have their products manufactured at rock bottom labour rates and, business being what it is, multinationals will have no compunction in moving operations to the latest cheap hotspot, whilst also using favourable tax regimes as bases, a fact that has resulted in much publicised criticism of many global players in recent months.

With the rear end of the financial crisis still flexing its muscles in the markets, the lessons we can take from this ballet that has been played out since time immemorial is that there is always a ‘rise and fall’ in national economies, from the British Empire to the American version and now the Chinese rocket. No one is writing China off economically; however, the never-ending meteoric growth of individual countries is unsustainable. The fact is that in China’s case, there may be a new burgeoning middle class; nonetheless, they still have well over one billion people in poverty. As is often the case in economically developing countries, only a relatively small percentage of the overall population sees significant benefit from the country’s success at a macro level, certainly in the earlier stages of development.

The cyclical nature of specific countries’ economies brings knock-on effects in their markets, which, in turn, has similar effects on other global markets and so we go on. The recent glaring example of this has been the immense volatility in equities over recent years, following the crisis starting in 2006, which was in full swing by 2008.

These wildly swinging fortunes should lead us to Economics 101, ‘supply and demand’. When I first studied economics at my grammar school, they gave me a ‘Hanson’ textbook and on near enough the first page ‘demand and supply’ was covered. Why have we forgotten this basic truism?

We have studied the available options for investors over many years and there are, in fact, more than a few examples of funds whose sphere of activity is based in a sector where demand far exceeds supply and--surprise, surprise--they have been able to maintain consistently decent results throughout the whole financial malaise of the last five to seven years and can attribute more than a little of their success to Mr. Hanson’s first lesson.

However, I have to acknowledge that with the arrival of some excellent leasehold properties, the Thai property industry has recognized that a wellappointed and managed leasehold property can out price, outperform, and be preferred by buyers to freehold condominiums. Leasehold can also be a better investment, if it offers better management and/or income returns,” according to David Simister, chairman of CBRE Thailand.

“Just to confirm my terminology,” Simister explains, “a condominium is a strata title property within a juristic development where the owner, foreign or Thai, has a perpetual freehold title. The communal property of the condominium is run through the juristic management committee and subject in Thailand to the Thai Condominium Act. A leasehold property does not offer perpetual ownership; the longest initial term (registered in Thailand) is 30 years, and a developer may offer a series of extensions. The ultimate ownership of the property and its control is in the hands of the lessor, an independent individual or corporation, who grants the lessee(s) a lease. Leasehold is considered a depreciating asset, because as time passes the value of the remaining term of years decreases. It is fair to say a condominium of equal quality with an equal certainty of a continuation of good quality management is a better and more valuable investment than any leasehold property; however, in Thailand, leasehold property has evolved and similarly-located freehold condominiums are not always more valuable than leasehold”.

In a statement, CBRE notes that the evolution of the quality leasehold has arisen due to the leaseholder’s decision making ability and the

superior attitude to maintenance standards. The leaseholder has the ability as the sole freehold owner to make decisions. He can appoint and enter into a long-term contract with top quality managers including branded hotel groups such as St. Regis or Amari. A top-level hotel operator, particularly where a property is a resort, can maximize income returns, compared to a typical juristic condominium.

Only the single condominium leaseholder can give a quality hotel operator sufficient confidence to enter into a long-term contract for the professional and high-quality operation of the property, the statement continues. Only with a long-term contractual commitment will hotel operators invest the necessary time and resources to create an investment vehicle capable of regularly securing the maximum achievable returns.

In 1990, CBRE Thailand marketed off-plan Laguna Phuket, a concept of an integrated resort in a private, wellmaintained and managed beachfront area along Bang Tao and Layan beaches. The residential properties were to be operated by several hotel groups: the Sheraton, Allamanda, and Banyan Tree. The management resources devoted to those properties would provide five-star hotel quality (Sheraton) and five-star plus (Banyan Tree).

The hotel-branded residences provided quality services and, in the case of the Sheraton, double digit income returns to buyers. Twenty years ago, hoteliers were prepared to operate both freehold and leasehold projects, says CBRE, adding, “Sadly today, most if not all major international hotel brands will not contemplate offering hotel management services to a multi-owned condominium. Largely, this is because of legal disputes in the U.S.A. and the worry that a single disruptive or litigious owner can pull down the house to the detriment of his co-owners and the manager.

Condominium management relies on a concept of majority votes and democracy. This is fair in principle but in practice can create disputes over services, budgets, and result in a lack of clear leadership and consistent management. Most importantly, a juristic body where the governing committee can change annually cannot effectively enter into long-term service contracts. By comparison, the single lessor who does not require any vote or approval can enter into a long-term contract with a hotel group and can more directly and effectively ensure continuity in the operation and management of the property.”

In Bangkok today, CBRE Thailand sees “first-class leasehold properties with strong sales performance and occupational demand in Rajadamri competing head to head with freehold condominium projects. If one looks at three projects: 185 Rajadamri, a top-quality freehold condominium, St. Regis, leasehold units, part of the St. Regis hotel building a leasehold property, and Magnolias Ratchadamri Boulevard, who is bringing the Waldorf Astoria to Bangkok, one sees three very different offerings in the market.

Prices span a range of THB 250,000 – 350,000 per sq.m. and buyers are making purchase decisions on preferences and the market is buying both 30-year leases (St. Regis and Magnolia) and freehold condominium title (185 Rajadamri). This is not a question of a bad condominium versus a good leasehold, but a very good condominium versus a top quality and branded leasehold operations.

Purchase decisions vary and it should be stressed that purchasers of St. Regis are largely purchasing for their own use. Purchasers of 185 Rajadamri are both investors and end users.”

In comparing leasehold versus freehold, CBRE Thailand says it never has an exactly like-for-like situation, but it is clear that the well-appointed quality luxury leasehold has a clear market demand.

In Phuket, leasehold is also outperforming freehold sales where the total package of property and services is more attractive than ownership of freehold title. “One of the most successful leasehold projects this year has been Amari Residences Phuket on a site overlooking Patong Bay,” CBRE states. “Amari Residence Phuket has been achieving prices in excess several West Coast condominiums with freehold title. Much more interestingly, this has been one of the first projects in Phuket to show a strong level of demand from Thai Bangkok investors.

“Why specifically is Amari Residences Phuket better than many of the West Coast freehold condominiums? The answer is simple: the quality, unbeatable views, the continuity of management, and sustainable regular income that comes only from good hotel management.

“Many other projects that promise high returns have failed to secure the right operators. Many small and medium Phuket developers have not been able to deliver in terms of capital to complete to the original specification or to provide rental management programmes.

“Amari also brings its experience from Amari Residences Hua Hin in terms of finishes and consistency of the package. Offering 6 percent guarantee returns, it is the ideal balance of an investment and a resort property

with owner’s use for his family. The quality of management and the ability to make single-minded management decisions, is proving leasehold is now capable of out-performing freehold condominium.

“This does not mean that every condominium is now an inferior product to every leasehold property, but it does throw into the highlight the need for condominiums to develop good and consistent management levels. In Phuket where a variety of ownership structures have been employed, CBRE Thailand has found a broad commitment amongst owners to manage up to a quality standard, not down to a budget.

“Sadly, in Bangkok many condominiums are not able to manage up to luxury standards commensurate to the built quality of the condominium. Ultimately, for long-term value preservation of any property asset, good management is essential. Condominium owners need to pay more attention and collectively be more constructively demanding of their building and juristic managers to ensure that they enjoy the price appreciation that freehold property in a prime location should merit.

“For the time being, there will be more instances where well-managed and professionally-run leaseholds will outperform condominiums in terms of operational standards and ability to generate income.”

Scams, Facelifts and Russians Burst!

I knew with a headline like that you would just have to read at least a little, but make sure you read until Russia bursts!

Most often I choose a single topic I wish to write about and I dedicate the entire page to that subject, but several interesting topics concerning our real estate sector have come to my attention lately, those being real estate scams, quality of construction (facelifts) and the continuing growth of the Russian tourist and resident here on the Eastern Seaboard.

As for real estate scams, recently the very popular Web forum ThaiVisa.com posted a comment from a local expat asking the following question: I hope to buy a small block of land sometime soon in my Thai wife’s name with a 30-year lease in my name. I hear so many stories about real estate scams or Thai lawyers scamming people while dealing with real estate. How do they scam people and how can we protect ourselves?

Well, the very first comment that came up was: ‘Retain your own lawyer from a reputable firm’; wiser words could not have been written!

I might add to that statement that in avoiding being scammed by those presenting themselves as ‘legal support’, that you find a reputable company with expat clients who speak highly of them instead of a local ‘lawyer want to be’ who speaks highly of himself.

There are a couple of very well-known characters in real estate here who present themselves as being connected all the way to the King, parliament and a throng of high-ranking Thai military officials, but it wouldn’t take very much effort to meet or hear about the throngs of ripped off and angry clients they have behind them.

Keep in mind also that it is more likely that you will be cheated in real estate by a fellow expat than a local Thai.

Remember, a lie is much easier to believe when delivered by a native speaker.

Now let’s talk facelifts. How many facelifts will be needed for the condominium buildings we are watching being built right now in Pattaya?

First, let’s go a little farther to Bangkok, New York and London in recalling a recent property report published by Bangkok’s CBRE in which they discussed quality building management and its effect on the appearance of buildings as well as their smooth-running day to day management experience.

CBRE (Bangkok) Challenges & Opportunities: A challenge the property market must tackle is professional property management. All too often, high-quality developments fail to appreciate on completion and deteriorate rapidly due to the lack of expertise and insufficient budgets to maintain their values over the long term. Without good property management, properties which should become an appreciating asset can become a depreciating consumer durable which is illiquid.

That CBRE property report went on to say: For example, selected quality buildings in Bangkok age significantly within less than 10 years, whereas 100year-old properties in Manhattan and London continue to appreciate and remain prime investments.

Now that’s Bangkok. It only makes you wonder what might be the fate of many Pattaya area condominium buildings.

How long will it take before they need a genuine structural facelift in the very near future?

There are some great examples in our area of condominiums that do have strong management companies and that do take great care of their buildings' internal and external needs.

Take the Royal Cliff Garden Suites Condominium, which in just the past few years has resurfaced the roofs of all four buildings, repainted the exterior of all four buildings and recently completely renovated--to a very nice, modern design motif--all four buildings’ lobby entrances.

its co-owners taking very good care of their asset, and you would be very surprised to know that the Royal Cliff Garden Suites still only charges 27 baht per square meter for monthly management fees.

I am also very impressed with incoming Bangkok real estate management firms such as Jones Lang LaSalle, CBRE, Savills, Knight Frank, Property Plus, etc., just to name a few.

These are top Bangkok property management firms that are coming into Pattaya and picking up property management contracts with many of the new condominium buildings under construction, and this is a very good sign for our area.

Having said that, what about the many other condominiums being built that are still following the past tendencies of ‘selfmanagement’ or ‘local management’?

How many years did it take for many of the older condominium buildings in Pattaya to break away from the strangle hold that insufficient and negligent management had on so many of our area’s condominium buildings in order to establish good coowner self-management with proper management companies subcontracted for their buildings?

Well, you made it through the scams and past the facelifts and it’s time we cover the ‘Bursting Russians’…well, it’s not really bursting Russians but a very interesting thing has happened just recently on the world stage and that is that Russia has burst into the top five strongest economies and recently displaced Germany as the fifth largest economy in terms of equivalent purchasing power, according to the World Bank ranking that evaluates 214 economies based on their 2012 GDP performance.

Founded more than 30 years ago, Sophon Cable has a subscriber database of more than 50,000 members, Thai and farang, in the greater Pattaya area. “Our

Also we have media partners in a total of 37 provinces and are looking to expand still further.” He adds that investors in the local media will see excellent returns on their money in years to come. “This is a sure-fire development,” he predicts.

Chanyut, who recently celebrated his 60th birthday party in great style, was born in Phichit province and gained a bachelor’s degree in economics at Ramkhamhaeng University, Bangkok, and a master’s degree in public administration at Burapha University, Chonburi. His list of public offices held sounds like an entry in the international Who’s Who. Amongst many others, he has been chairman of Chonburi Provincial Administrative Council, a member of parliament representing a Chonburi zone, a president of the Mass Media Club of Pattaya and an advisor or secretary to several government ministries.

Good in English, Chanyut is currently an advisor to the deputy minister of the Interior, the key government department which supervises all the citizens from the cradle to the grave. “I was recently involved in the tracking down and arrest of a Russian mafia figure who was illegally loaning money at the fantastic interest rate of two percent a day, which is an astonishing sixty percent a month,” he explains. “It is a government priority to crack down on organized criminal gangs in Pattaya and we are experiencing a lot of success now in conjunction with the local police.”

Another area of interior ministry work he is involved in is disaster management.

“For example floods, terrorism, major transport crashes and landslides all come within my purview and not only in Chonburi province,” he adds that if there ever was a plane crash in the Pattaya area, heaven forbid, he’d be one of the first officials on the scene. It’s doubtless true.

I didn’t know that Chanyut also runs a free legal advice centre, staffed by lawyers, with four branches in the Pattaya and Banglamung area ready to discuss both criminal and civil matters. “It’s meant to be a service to the poor who find themselves with a legal problem on which they need assistance. Recently we have been dealing with a Naklua woman who was having trouble with a former husband. Family disputes and marital problems are just one area of concern, but we also see clients who have been involved in traffic accidents or have been served a court paper they don’t fully understand. Or whatever.”

On the future of Pattaya, Chanyut is as confident as you’d expect him to be. He is sure the proposed hi-speed train proposal to link Bangkok and Rayong through a new Pattaya railway station in Nongprue district will be finished on time by the end of the current decade. He is also conversant with plans, already approved, to modernize U-tapao airport by extending and renovating the passenger terminal, the runway and all the facilities. U-tapao, if properly used, could offset the overcrowding at Bangkok’s two major air termini.

It is also the repair and maintenance depot for Thai Airlines as well as being an important military facility.

“There’s also the beach reclamation projects for Pattaya and Jomtien and plans to improve the water supply problems throughout the area,” says Chanyut. But he knows only too well the current environmental problems of Pattaya brought about by its phenomenal success in attracting both domestic and international visitors. “We have got to tackle the problem of waste and rubbish collection in the resort as a whole. Some of our streets are in a disgusting state; I admit.” One has the strong impression that if anyone can sort out that particular ongoing problem, Chanyut Hengtrakul is the man for the job. “Drop by for a coffee anytime you are passing,” is his farewell greeting. Yes, he’s a man of the people for sure.

Today's Editorial Snap Judgment Our popular city has many things going for it: excellent restaurants and hotels, ever-improving sports facilities, family entertainment options, widespread use of English and Russian being amongst them. City Hall in the last few years has successfully marketed Pattaya, particularly overseas, which is now the preferred venue for a host of internationally-sponsored sporting competitions and music festivals. Subject to government funding being available, much-needed infrastructure improvements are in the pipeline.

Unfortunately, Pattaya’s major problem is not being addressed properly. Tourist scams remain the single most disastrous area in both Pattaya and Phuket. A high-level diplomatic meeting was held in Phuket some weeks ago to protest the scams in front of the governor and the police. A similar meeting is rumoured to be on the cards for Pattaya. There would be little or no point unless the underlying issues are addressed properly.

Much of the action against tourist scams and violence frankly is propaganda. Slogans such as “Your Safety Is Our First Priority” on behalf of the authorities are no doubt meant well, but don’t translate into action if tourists are still being threatened by greedy jet ski operators, ripped off by shady gem shops or assaulted by taxi drivers. Earlier this year there was a great fanfare when police observation towers were introduced along Beach Road to be manned by eagle-eyed cops with binoculars. Apart from the first time, the edifice at the start of Walking Street has been unused for the whole period.

Of course, we can’t expect miracle solutions. Tourists must take some responsibility for their own actions. Thus wearing expensive jewelry whilst walking around at night is silly in any country in the world, let alone in Pattaya which is increasingly attracting high-end visitors and expats. It’s also true that foreign tourists can’t wait months on end for a case to be heard at the criminal court even when the alleged offender is identified. The tourism ministry said two months ago that special fast-action courts would be established to deal with these matters. Since then nothing has been heard. Was this notion just propaganda once again?

The reality is that in some quarters tourists are looked on as prey rather than as guests. Wherever tourists show up in force, with lots of money to spend, confidence tricksters and villains will be on hand to greet them.

Tourists are out to enjoy themselves and tend to forget about personal security. Sadly there are video clips on the internet which frankly show visitors being ripped off in jet ski set-ups and other notorious scams. In the vast majority of cases, nothing happens to the perpetrators whilst the complaining tourist might receive a brief police report on the incident – period.

Perhaps it is true that European, American and Australian visitors are relatively wise about these matters. They have had the advantage of countless TV documentaries, embassy warnings and social media messaging to put them on their guard. But the increasing number of Russian, Indian and Chinese tourists may not be so savvy. Not yet anyway. The Thai tourist ministry urgently requires an action plan dealing with the realities on the ground. Simply putting out reassuring press releases is no longer enough. After all, Pattaya’s future is at stake.

Recent Rumors and MotoGp Race Update FORMULA 1: Fernando Alonso's manager has rubbished speculation the Spaniard might soon tire of Ferrari's failure to win a title as, “Nonsense” and his teammate under-pressure Felipe Massa has again received unequivocal support from Ferrari president Luca Di Montezemolo.

Red Bulls Mark Webber is leaving F1 and Red Bull team boss Christian Horner has repeated that the only candidates to replace Mark Webber next year are the two current Toro Rosso drivers. However; Kimi Raikkonen, the 2007 world champion who drives for Lotus, is also rumored as a frontrunner for the Red Bull seat, but he has other choices, so time will tell.

INDYCAR: With their F1 careers seemingly consigned to history, Bruno Senna formerly will Williams F1 in 2012 and Narain Karthikeyan who was left stranded by the implosion of HRT at the end of 2012 are both thinking of moving to the US for their next challenges, with IndyCar a likely destination.

NASCAR: NASCAR announced a 10-year deal on July 23rd with NBC for the broadcasting rights to the final 20 Sprint Cup and final 19 nationwide races each season starting in 2015.

The deal is worth $4.4 billion. NBC last aired NASCAR races in 2006. Fox already extended its pact with NASCAR in the fall for the first half of the NASCAR season for $2.4 billion over eight years. Total to NASCAR $6.8 billion for TV rights.

Thakkar's Day With a course in as near as perfect condition as you could wish for, the scoring was pretty poor. Nothing to do with bad golf?

We had a nice turnout but all suffered poor scores. Our winner was predictable under the circumstances. When the scoring is so low then it is usually the lower handicapper who plays consistently that prevails.

And so it was. Mukesh Thakkar returned a score of only 34 points to win the day with even worse scores to claim the

other places; 31 points by Arthur Barrett came second, and 30 points by John Clift came third. Doesn't say a lot for the rest of us does it?

Never mind. There is always near-pin prizes and the lucky draw. The sole near-pin went to Mukesh Thakkar. This meant that three prizes went into the lucky draw along with the other lucky draw prizes donated by our hosts, The Relax Bar at Ban Amphur.

Recipients of the lucky draw were Mike Gerrard, John Clift and Peter Harris. Mike Gerrard won a massage and guess who won the free drink, Joris Goetschalckx.

Scribes Scramble Yes, folks, you know when it is getting near football season again. You cannot keep that name Gerrard out of the news.

Not that Steven Gerrard is a relative (Mind you there are not many Gerrard's in the U.K. Maybe my great, great grand dad had a bike?).

The scribe managed to collect a tally

of 37 points, mainly helped by an eagle 3 at the Mountain 2 Par 5 hole; 6 iron from about 160 yards straight in the hole.

Not bad for a pensioner. (Nothing in the record books for that but as good as a hole in one). Never mind, had that last year.

In second place with 36 points was Stuart Gordon, and in joint third place were John Bartley and John Clift both with 34 points with identical back nine scores.

The near-pins were won by Tim (chippy) Mason, Heinz (57) Roembell, Mike (69) Gerrard and Stuart (88) Gordon.

The lucky draw winner of prizes donated by our hosts, The Relax Bar, went to Peter Harris, John McCarthy and David Lusha.

Next week we play for the Trattoria Italiana restaurant voucher donated by our good friend Giorgio Baccioli.

Suffice to say the course is in magnificent shape and with much work being carried out on the ocean course it looks like being a great high season at Phoenix with the members of Golf Society.

Wayco wins his second mug!

by Peter Blackburn Eastern Star – stroke – Monthly Mug Due to the two-day public holidays last week, our only outing for the week was very well supported with 29 golfers. We assembled at the Growling Swan in readiness for the journey to the Eastern Star Golf Course where the 14th Monthly Mug was to be contested.

As there invariably is for this monthly event, there was a fine representation from the Growling Swan Delinquents.

We welcomed Mark Stapleton and Vince Romero from Melbourne, Victoria but sadly said farewell to Warwick “Kiwi” Anderson, Neil Herd and Mike Quill, who are returning to Geraldton in Western Australia, and very occasional golfer Jeff Melon, who is going back to Melbourne after several months in Pattaya. Also, veteran Kevin Dinan was bade a fond farewell as he is returning to Ireland for a month or so. Departing the GS right 8:30 a.m., we headed south in three mini vans. After encountering much drizzling rain during the 45-minute journey, it ceased on cue as we arrived at the golf course. It was very quiet, so we relaxed with a few practice putts and a hit on the driving range for some and sent our first four-ball away 10 minutes ahead of schedule. The rain had stopped and the sun was out as we commenced and the course was looking really good with well kept fairways and greens. With no one ahead of us we proceeded in timely fashion and, even though it was a stroke round, we managed to complete the whole round in four hours and 15 minutes. It was an enjoyable round with very good company on a very good golf course.

In addition to the Monthly Mug award we were able to have two grades with A grade being for handicaps 0 to 20 and B Grade for handicaps of 21 and over with four prizes in each grade. There were also rewards for nearest the pins all the par threes and longest first putts on the

9th and 18th greens.

For the second time in three months it was Kevin “Wayco” Waycott (net 38 back nine and net 28 on the last six holes) who took out the Monthly Mug in a count-back with a steady net 72. Losing the count-back but winning the A grade section was Martin “Toddy” Todd (net 38 back nine and net 29 on the last six holes), also scoring a net 72). Another count-back was required to determine second and third places with two golfers on net 74; Mike Allidi (net 36 back nine) just beat Bent Agerbo (net 40 back nine). In fourth place came Alain “Inspector Clouseau” Taddei with a net 79. The B grade was won by Gary Monley with a net 77, one better than Mark Stapleton in second place. In third spot came Fred Dineley with a net 79 and Geri Crilly (net 40 back nine) was fourth in a count-back with a net 81 from Graham “Grunter” Buckingham (net 44 back nine).

Presentations were of course back at the bar on this occasion. We thanked Peter Grey for his continued sponsorship of this monthly event and for providing the delicious dinner. Toddy then did his usual fines session and paraded Deefa the Dog who collected many donations for the needy in Pattaya from our very generous Growling Swan crew. It was another very successful day and many of us stayed at the bar afterwards enjoying the excellent facilities.

Test the Water Dear Andy, I think my toilet tank is leaking water into the bowl but I can’t be certain. There seems to be a constant (though subtle) ripple in the water and I can’t think of any other reason for it. How can I be sure that it is, in fact, leaking?

Donna To test your toilet for leaks, Donna, put about a dozen drops of red food coloring into the tank. After 30 minutes or so, check the bowl to see if the water has turned red. If so, mark the water level on the inside of the tank and turn off the shut off valve for incoming water. Wait another 30 minutes, then check the water level in the tank. If the level has dropped below the mark, you probably have a leak at the seal between the tank and the bowl.

Salt Shaker My wife has a thing for artificial flowers, Andy. They are all over our house. They pose no problem except that they are dust collectors and my wife seems to be unable or unwilling to clean them. Some flowers got so dirty that I even tried cleaning them, but getting between those

fragile petals was tedious and difficult. Is there an easy way to attack the problem before I attack my wife?

Your solution begins with a paper bag (plastic also works).

Pour a good amount of salt into the bag, then add the flowers.

Shake the bag as vigorously as the delicate contents allow (no fair intentionally breaking them all and then telling your wife it was my fault). As you shake the bag, the salt will absorb the dust and dirt and leave your wife’s imitation blossoms looking like new.

Karl As part of your regular washer maintenance program, Karl, you should periodically close and reopen the tap that supplies water to the washer. Get into the habit of turning it on and off every month or so, especially if you have hard water. Adrian One problem with using flat paint on interior walls is that-while it can be washed-- it doesn't take kindly to scrubbing. If you scrub it with a damp cloth, you'll remove the dirt or smudges, but exposed pigment particles actually become burnished or polished--which ruins the

We were married about three months ago in what I can only describe as a shot-gun wedding which I entered into without enough forethought, or foreplay come to that. Grout Bout We had our bathroom remodeled about a year ago, Andy, and the grouting began to loosen and crumble after about three months. I tried regrouting using powder grout the first time and more recently I tried tileand-grout ready-mixed cement, each time thoroughly removing the old grout. But it’s become a constant battle because again, three months later, the grout cracked and started lifting and I don’t know why. Can you come up with a solution?

Michael Grout might crack because there is excessive water in the grout mixture, the tiles have absorbed water from the grout stopping the hydration (curing) needed for strength and reduces the mass of the grout, or the substrate has flexed. You are right in not applying more grout on top of the cracked grout, which can cause uneven coloration. You can avoid grout problems by making sure to let your adhesive set properly before applying grout and to begin with a surface that is clean, dry, and free of dust and oils. Also, choose the appropriate type of grout for your project. If using cementbased grout, for example, use the sanded version for joints wider than 4mm. The sand helps to

about my wife’s father who apparently lives in the back of beyond near the border with Myanmar. If grouting joints less than 4mm, use only non-sanded, otherwise the joints will be filled with sand, not cement. When mixing grout, be sure to mix the water and dry mixture thoroughly. Do not use a mechanical mixer as it may create air bubbles/pinholes that lead to weakened grout. After mixing grout, allow it to slake (i.e. rest) for 10-15 minutes. Most grouts have a limited shelf life, so be sure that your grout is not old. It also is advisable to seal the tiles; however, be sure to use the appropriate sealant. Use of a latex-modified grout is also helpful in this circumstance. If there is excess water in the grout and small cracks are forming during grouting, rub dry grout into the joints to absorb the excess water. Do not grout in direct sunlight. Allow the grout to dry naturally, that is, do not use artificial means (such as a hairdryer) to speed drying time.

It is best to grout in a cool, dry atmosphere. When cleaning, avoid using harsh chemicals on dried grout, as this may cause the grout to become powdery and to disintegrate.

You might also consider applying a sealer about two or three days after the grout work is done. It soaks into the grout and dries, creating a protective barrier against water and dirt. It can help extend the life of your grout and make it easier to clean.

A sporting weekend

As many tourists and residents of Pattaya were preparing to participate in the annual King’s Cup Pattaya Marathon, a smaller sporting competition was taking place at a school just off Sukhumvit Road.

Each July the students from the Redemptorist Vocational School for People with Disabilities hold a two-day sporting event where four teams compete in a variety of sports, including athletics, swimming, wheelchair basketball, sitdown volleyball, wheelchair tennis, boccia and petanque.

All students are expected to take part in at least one sport; for many new

students it may be the very first time they have ever participated in a sporting event or even entered a swimming pool. They nevertheless learn to swim for the good of their team. Other female students learn to use a wheelchair to ensure there are enough players in the wheelchair basketball team competition.

Friendships are put on hold as pals compete with each other to gain as many points as they can for their team, and each team wants to win the trophy for having the loudest supporters.

The school has a long tradition of sport, and at the London Paralympics 2012 eight out of the 50 Thai athletes

who took part were former students at the Pattaya school. One came home with a gold medal from the boccia competition, while a former teacher won a silver medal in the 4x100m wheelchair race, bringing his total Paralympic medal tally to nine after winning four gold, three silver and a bronze at the Sydney 2000, Athens 2004 and the Beijing 2008 Games.

Students regularly take part in local, national and international sporting competitions.

The experience gives them much more than a chance to win a medal. It also provides students with a sense of belonging when they are part of a team and a sense of achievement when they win.

Watching sports for the disabled may not be everyone’s preferred viewing, but the vocational school in Pattaya is where sporting legends are made.

Pattaya Sports Club and two members come to the aid of family

Pattaya Sports Club first learned of the problem when Nongprue City Hall requested our help to provide school uniforms to four children who did not have a complete set and were being verbally abused at school by other students. Conveniently, two PSC members had made generous donations for exactly this situation and we were able to solve the problem immediately.

But when handing the uniforms to the delighted children, further family problems came to our attention. Parsud and his family live in a small house (a large room actually) just off Nernplubwan.

The husband and father worked as a motorbike taxi driver and he barely eked out a living. It is sometimes difficult to accept how events, which are beyond our control, can affect our lives.

Parsud’s father died last year. A problem presented itself inasmuch as the motorbike belonged to his father and had to be sold so that Parsud and his brothers could share in the amount raised. End of income! To make matters worse, in January of this year he was hit by a speeding motorbike, incurred serious head injuries and has been unable to work since then. Lack of income has

resulted in the rent not being paid and very little food on the table.

But there is happy ending. His wife has had experience in the past selling BBQ chicken, pork and other items from a motorbike and sidecar. So the Welfare Department of Nongprue City Hall decided that something had to be done and, after a few phone calls, a solution was found. Mityon donated a motorbike, the Lion Club the sidecar, and Pattaya Sports Club the cooking equipment, flood lights, battery and other items. Thus, Parsud’s wife is able to travel around the area selling her various goods. City Hall donated funds

to bring their rent up to date and supply some food to tide them over.

Both Parsud and his wife were a little overwhelmed with all the activity for, as usual in these events, the mayor, deputy mayor, TV, newspapers and many of the City Hall staff were present to give the family a rousing send off.

Hey teacher, leave them kids alone!

by Prof. Anthony Lawrence Kelly, M.I.S. With the national curriculum in the United Kingdom facing an impending overhaul, questions have been raised as to which approaches, strategies and methods are most beneficial to the long-term cognitive development and emotional well-being of children.

According to International League tables, children from Finland, South Korea and Hong Kong outperform British, American and Thai school children in PISA and IEA academic tests. Such testing and comparison has led predictably to significant debate, rhetoric and politicking all over the developed world. In Britain it has contributed to a re-thinking of what ‘facts’ young children should be learning, and by what age they should be learning them.

Ignoring for a moment the huge cultural, economic and genetic factors which play a monumental role in any child’s intellectual development, I believe the best way to allow children to develop to their full cognitive capacity is to facilitate discovery-based learning mediated by careful guidance from a welltrained instructor. Taking reasoned guesses at problems; formulating hypotheses; trying to explain one’s thought process and discussing ideas with one’s peers. This style of teaching is known as Socratic style or (dialectic) instruction. This style of learning is most beneficial to curious, well-disciplined learners working in small groups and is difficult to achieve with large class sizes or with poorly motivated learners or those with learning disadvantages.

The way that many of our parents and grandparents were taught in the early mid-20th century was via the more overtly disciplined didactic style of teaching which is much more structured, organised with an emphasis on periodic testing and evaluation at the end of each topic module.

The British education system, over the last 40 years, has been credited with attempting to blend both dialectic and didactic methods in the classroom and thus having a more flexible, perhaps Gestalt (the whole being greater than

the sum of the parts) approach to learning.

Moreover, during the last two decades didactic education systems have been criticised, both internally by teachers and students and externally by education experts, for their rigidity in terms of curriculum content, the pressure they put children under at a young age, and fostering a culture of memorisation of information as opposed to instructing kids on how to problem solve and think independently.

Examples of these systems are to be found in Hong Kong, Singapore and South Korea.

However, these three systems, known for their usage of prescriptive rote learning followed by examination, have consistently ranked higher, in recent years, in the International League tables for literacy and numeracy capability than the UK model. So is didactic learning the key tool for developing

our children’s minds during their formative years, or does this merely produce yet another brick in the wall?

As Britain is currently introducing a more prescriptive model encompassing more memorising of facts and more challenging learning targets to mimic the Korean success, Koreans are looking at how to devise systems to nurture creativity and novel problem solving to help their society ‘think outside of the box’ more and stimulate the growth of an entrepreneurial culture.

Perhaps the Brits could do with a more rigorous system where the Koreans and Singaporeans could benefit from more inquiry and discovery-based learning during their formative years at elementary school. I will discuss this issue as it relates to the Thai education system next time.

Students from The Regent’s School Pattaya are celebrating following the announcement of the International Baccalaureate Diploma results for 2013. Their excellent results ensure that this year’s graduates will soon be taking up places on degree courses at some of the finest universities around the world.

The IB is considered the gold standard of pre-university qualifications, highly regarded by admissions tutors around the world. Currently there are more than 1 million IB students at over 3,600 schools in 145 countries.

The average score for the 60 students from The Regent’s School who sat this year’s examinations was 32 points, well above

the worldwide average of 29.8. Four of the school’s students scored 40 points, which is considered the benchmark of an outstanding performance.

The Regent’s graduates will now go on to study a wide range of subjects at degree level.

The sciences are particularly well represented this year, with students securing places to study Neuro-engineering, Mechanical Engineering, Molecular Genetics, Biomedical Sciences, Chemistry, Psychology, Physics and Computer Science. Economics and finance degrees have also proved popular, whilst two graduates have been accepted to study music at university.

You & Your Pets Obesity in Dogs: Canine Weight Management and Obesity Prevention

by Thonglor Pet Hospital Canine obesity is one of the fastest growing health problems seen in dogs today. As with people, obesity can lead to a variety of diseases, disorders and other complications in dogs. In a 2008 study, the Association for Pet Obesity Prevention estimated that 44 percent of U.S. dogs were overweight or obese. That's approximately 33 million dogs in the U.S. alone. Needless to say, something must be done. You can start with your own dog. Learn how to manage your dog's weight, start a weight-loss plan for your dog, and prevent weight gain in the first place.

Causes of Canine Obesity There are many reasons a dog can become overweight.

The obvious culprits are improper diet and lack of sufficient exercise. A dog recovering from an illness or injury is usually required to remain sedentary and is therefore at risk for weight gain. It is also important to know that weight gain may actually be a symptom of some hormonal disorders, such as hypothyroidism or Cushing's syndrome. Finally, genetic predisposition is a big factor. Certain dog breeds are simply more prone to obesity than others, such as English Bulldogs, Beagles, Dachshunds, Pugs, Dalmatians and Cocker Spaniels--just to name just a few.

Health Risks of Obesity in Dogs Canine obesity is dangerous because it can lead to a great number of health problems. It may also adversely affect an existing health issue. The following diseases and disorders may be caused or exacerbated by obesity: • Cardiac disease • Diabetes mellitus • Hypertension (high blood pressure) • Orthopedic injuries (such as cruciate ligament rupture or patellar luxation) • Osteoarthritis • Respiratory disorders • Various forms of cancer Determining if Your Dog is Overweight You can often see the telltale signs of obesity in a dog, but sometimes it sneaks up on you. Gradual weight gain is not as noticeable when you see your dog on a daily basis.

A friend or family member who is not often around your dog may notice a weight change. Other warning signs are exercise intolerance and apparent laziness. These could indicate a weight problem or other health issue. In any event, it is best to visit your vet if anything seems amiss.

Also, be sure your dog goes to the vet for a wellness exam every 6-12 months. This is the best way for your vet to detect changes before there is a serious problem.

Assessing Your Dog's Weight There are some basic things you can do at home to evaluate your dog's weight. Contact your vet if you suspect a problem.

1. Running your hands along your dog's ribcage, you should be able to palpate the ribs covered by a thin layer of fat. Inability to feel the ribs is a sign of an overweight dog.

2. Looking at your dog from the side, you should be able to see the upward tuck of the abdomen. An overweight dog will have very little or no tuck.

3. Viewing your dog from above, there should be a moderate narrowing at the waist just past the ribcage.

A straight or bulging line from the ribcage to the hips indicates an overweight dog.

Managing Your Dog's Weight If your dog needs to lose weight, or you just want to maintain his healthy weight, work with your vet to develop a weight management program. That program will consist mainly of a structured diet and an exercise plan. In addition, your vet will help you set up goals and

schedule times for quick check-ups to monitor your dog's progress. It will be helpful to weigh your dog on a regular basis--ideally every week or two. If you do not have the right scale at home, you can just stop by your vet's office for this. Many vet clinics have a scale in the lobby, so you can just run in and check the weight, free of charge.

Canine Weight Loss Tips Weight loss for dogs is not a matter of willpower for the dog. You, however, may need to use willpower to resist those begging eyes. Remember, food is not love!

For most dogs, the traditional diet-and-exercise plan does the trick. However, some dogs need an extra helping hand. These dogs might be candidates for a canine weightloss drug called Slentrol (dirlotapide).

Another way to boost your dog's weight loss plan is to get involved with agility or another dog sport. You will be working with experts who want your dog to succeed but will not push him. In addition to losing weight, your dog will have a new skill.

Diet and Exercise - The Cornerstone of Weight Loss DIET Feed your dog table scraps and human "junk food," and you might as well be asking for weight gain. Dog food and treats that are high in calories may also pack on the pounds, depending on the dog. Your vet can help you choose the right food for your dog. In some cases, vets will prescribe a special low-fat/high-fiber diet that is not available over the counter. However, there are also many commercial diets that might work, including some holistic/natural diets.

Even healthy food and treats will lead to weight gain if given in excess. Allowing your dog to "free feed" by leaving a full bowl out all day is not a good idea, especially in a multiple dog household. Establish two or three set mealtimes per day. Use a measured scoop to give only the recommended amount of food. Feeding instructions on bags are general and may not be appropriate for your dog, so ask your vet to help you determine the right amount.

Dog treats should be significantly decreased for an overweight dog. Treats should never make up more than 10 percent of a dog's diet, and that percentage should be decreased for weight loss. You will also need to change the type of treat. No cheese, hot dog pieces or fatty commercial dog treats. Shop for dog treats that are low in calories. Better yet, give small pieces of carrots and apples as treats--many dogs really love them.

EXERCISE Obviously, your dog is going to need more exercise to lose weight. If you do not already walk your dog daily for a specific period of time, start now. Schedule times to play fetch or tug-of-war. If you have an exercise schedule, increase the frequency and difficulty if possible; this will be good for you, too. The most important thing is to commit to a plan and stick with it. Your dog is at your mercy.

Many dogs will be happy to be getting more exercise and attention, and they will joyfully await their scheduled exercise sessions. However dogs that are very overweight and out-of-shape may pose a challenge. Some dogs will simply stop in the middle of a walk, refusing to continue.

This is probably because they are winded and/or in pain.

To be safe, stay close to home and keep a slower pace.

These dogs benefit from several short walks a day rather than one or two long ones.

Some dogs cannot exercise as needed due to an illness or injury brought on or worsened by obesity.

Consult your vet for recommendations. You may find that physical therapy with a canine rehabilitation practitioner helps.

Pebbles went to a great new home in the Mabprachan area of Banglamung with her brother Colin, but sadly managed to get out after a few days and has disappeared.

If anyone has seen Pebbles, we don’t mind if she has moved elsewhere, but we need to know she is safe.

Moccha

This lovely three-year old girl went to a new home but the owners have moved and could not take her with them. She is very loving and friendly and is looking forward to a new home with new people. She was previously an indoor puss so she is suitable for a safe apartment or condo.

Madge

Madge has been with us for a couple of years now and we are surprised nobody has yet chosen her. Although no longer a kitten, you should watch her run and play and you would think she is six months old still.

Gina

Gina came to us with her three babies, mostly now re-homed. Gina now is looking for a nice, quiet home where she would be happy to be the only cat in residence. She loves to be the centre of attention and to be spoilt rotten. Wouldn’t we all?

Cat Corner Tip

To prevent "collisions" with your cat in a doorway, at the top of a stairway, or virtually anywhere else, simply stop your movement.

If you "freeze" in place and let the cat go in/out or up/ down, you may save yourself from a nasty fall, and you could save the cat from being kicked as you try to avoid each other. Cats don't realize you didn't mean to do it. Of course, cats are also known for pausing in doorways while they make up their minds to come in or go out. Perhaps they are freezing in place to let *you* go first!
