British Embassy Impersonated! T
he latest scam to deceive Thai workers into thinking they could get good jobs in England by paying under-the-table cash has caused a great deal of embarrassment. Dozens of Thais are believed to have paid 100,000 to 200,000 baht each for guaranteed employment at Abba Queen’s Gate Hotel in South Kensington, London, near the Thai Embassy. The story was first revealed by investigative journalist Andrew Drummond on his website.
But when they turned up at the British Embassy compound in Bangkok for their booked appointment to arrange flights and visas, they were turned away by security staff that recognized the paperwork as a complete fake. It was headed “British High Commission,” a term which is used only in countries which were once under the British flag, including Nigeria--where many scams are known to originate. The paperwork was signed by one Daniel Godwill, without any job title and another complete fabrication.
Some of the angry, cheated Thais turned up at Regent House in Bangkok where the outsourced visa processing for the UK is based. Again they were told they had been deceived and that there was no deal with the hotel or any other employer. Several angry victims also filed their grievances at Lumpini Park police station, where they were given a cool reception. Three of the Thais then turned up in Pattaya, where they were based, to complain to the British consulate. Unfortunately, that office had closed down permanently in late 2012. Eventually they tracked down Barry Kenyon, former British honorary consul in Pattaya, who retired three years ago. “Obviously I could do nothing but explain to them they had been scammed 100 percent,” said Barry. “These victims simply had no idea how embassies work and had been convinced by fake documentation and a false appointments schedule. News Pattaya pilots sea safety plan Following a spate of maritime accidents, some involving lost lives, Pattaya will introduce a water safety policy to reduce incidents, especially during the ferrying of passengers between Pattaya and Koh Larn. Deputy Transport Minister Pong Cheewanan said that if the Pattaya experience is successful, then the plan would be introduced at other coastal resorts in the Kingdom. Under the plan, Pattaya and Jomtien will introduce safety zones with marker buoys to show the different activities allowed in a particular zone, be they be swimming, banana boats, Jet Skis,
parasailing, etc. If boat operators violate the safety zones, where only swimmers are allowed, for example, then local officials will have the power to levy fines or suspend or even revoke their licences. There will also be designated speed limits in some zones according to the season of the year. The Marine Department will authorize the governor’s office in Chonburi to enforce maritime safety laws. Research shows that most boat accidents in Pattaya are caused by overloading passengers, drivers’ carelessness, violations laws, or exceeding sensible speed limits. Critics of the

Two cousins aged 22 and 16 were accused of forcing a female cousin to participate in sex acts in her bedroom in LK Village North Pattaya. The two men, who had been drinking, followed the woman into her bedroom and allegedly attacked her using a knife. They then stole her mobile phone and ATM card. It was then that the woman screamed summoning neighbors who detained the two men. Both suspects were arrested when police arrived.
new plan say it’s just a rehash of old regulations which have never been properly enforced. Boat accidents on the Eastern Seaboard have been responsible for a lot of negative publicity about Pattaya. In April this year, 18 Korean tourists were injured in a crash and two lost limbs. In August, two Chinese tourists were killed and three injured when their speedboat struck an anchored vessel near Pattaya. Time will show whether the new plan is workable at the level of implementation and detail, or whether it’s more of a facesaving exercise for the tourist authorities.
Tourist stabbed on Walking Street Omani tourist Muhammed Sed Sajalis, 32, was stabbed by a hustler who’s trying to force him into a Walking Street nightclub to watch a show. The suspect Teawrit, in his early 30s, reportedly punched the visitor, then drew a knife and stabbed the would-be patron when an argument ensued. The assailant fled before police arrived. The victim was rushed to Memorial Hospital, where he was said to be recovering. Police said they were aware of Teawrit’s full identity and address and would arrest him soon.

Banglamung police rushed to Sai Rongpo Road where a fatal road accident which occurred in heavy rainfall. At the scene was the body of a man about 45 with serious head wounds. His motorbike was nearby. The pillion passenger was seriously injured and rushed to Banglamung Hospital. The driver of a Toyota Fortuner car, 30-year-old Rotjana Supsiri, told investigators that she was driving normally through the intersection when the motorbike came from the left without warning and crashed into her vehicle.

Truck hit as driver makes inspection
A car rammed the back of a 6-wheel truck on the BangkokChonburi bypass, killing the driver of the car and injuring two passengers. Two Malaysians were hurled out of the car; they were taken to Bangkok Hospital Pattaya for emergency treatment. The driver Lee Hock Leng, aged 32, was already dead. The driver of the truck, Panya Sarnlong, said he pulled to the side of the road to check a problem with one of the wheels. At this point the car crashed into the rear of his truck.

News POLI CE Avoiding identity fraud Contemporary technology enables us to perform more and more daily tasks at the press of a button. Whether you are paying a bill or ordering a birthday present, your computer can likely handle it. The downside is that more people are vulnerable to a variety of internet and banking scams. Phishing and scamming are two concerns that are particularly associated with bank fraud. Phishing uses fake SMS messages, emails or fraudulent websites to steal personal data, passwords, credit card details and other personal information. Text messages and emails are a prime way of introducing Trojan horses and malware – programmes which display a message asking you to download an application to your computer or mobile phone. Once installed, these programmes can make fraudulent transactions. Here are some simple counter-measures to phishing and scamming: - Do not respond or reply to emails, text messages or phone calls requesting any personal information. If in doubt contact your bank for advice and, if necessary, ask them to suspend your service. - Create a strong password and change it frequently. Hackers can easily break into simple passwords. Use some capitals and numbers. - Beware of sharing personal information with contacts on the social media. Hackers are everywhere these days.
ATM skimming Skimming is the act of illegally collecting data from the magnetic strip of an ATM card. After copying the information, fraudsters can sometimes empty your bank account before you even know about it by putting the stolen data onto a blank card. Skimming can be done with a hand-held machine or by installing a skimmer device over the card itself. There have also been cases where thieves have placed a forged keyboard over the original. Here are some simple counter-measures to skimming: - Check the appearance of an ATM card slot. If you are in any way suspicious, immediately inform the bank authorities. - Also check the ATM keypad and do not use but inform the bank if it feels thicker than usual. - Stand close to the ATM machine and cover the machine with your hand when inserting your PIN number. Some skimmers have used tiny cameras to observe what you are doing. - Don’t be distracted by strangers at the ATM machine and never allow anyone, even a close relative, to use your card on your behalf.
Your responsibility Generally speaking, commercial banks will not hold you responsible for any actions committed by skimmers. The losses are not considered a mistake or negligence on the part of the cardholder. But you may have to obtain a police report and provide full details to the bank concerned. However, the arguments can be long and drawn-out especially where there has been a substantial delay between the skimming and the reporting of the offence by the genuine cardholder.

Nǐ hǎo, Chinese Navy The vice-commander of Sattahip Naval Base, rear admiral Supapong Siriconti, welcomed senior staff of three Chinese frigates which paid a courtesy visit recently. A major topic of conversation was the activities of Somalian pirates in the Gulf of Aden and the recent international success in curtailing their nefarious activities. Sailors from both navies visited each others’ ships in a spirit of friendliness and cooperation.
Admiral retires
Air and Coastal Command at Sattahip headquarters held a ceremony to mark the retirement of Admiral Surasak Rhunrengrom, commander in chief of the Royal Thai Navy. He retired on September 30 when his period of duty came to an end.
French ambassador meets mayor
Thierry Viteau, French ambassador to Thailand, and consul Pierre Blondel paid a courtesy visit to Pattaya Mayor Itthiphol Kunplome. They discussed the current state of tourism in the city and the management of infrastructure-related problems. It was agreed that a special bond between the two countries should be developed further.

like anybody else who has been the victim of a criminal act. The rest is up to the Royal Thai Police.” Sadly, this is not the first time that Thais have been cheated by bogus agencies or individuals promising highly-paid jobs in England. Last year there was another “nanny scandal” in which young Thai women were fooled into thinking they could bypass the normal rules and obtain jobs looking after young children with wealthy families in Britain. Some Thais were even offered luxury world cruises as nannies to the rich and powerful. Several of those scammed lived in Pattaya. The wasted cash paid to these agencies is often provided by British friends or relatives of
the Thai women trying to help their extended kin. Earlier this year, there was another outcry when a suspected British pedophile gave 400,000 baht to an alleged Thai lawyer, claiming close connections with the British Embassy, who said he could get him off the police charges. Once the money was safely in his pocket, the fake lawyer disappeared without trace. These and other cases have thrown into high relief the lack of support for British nationals in Pattaya. The Jomtien UK consulate opened its doors in December 2008 and offered more or less a full range of consular and notarial services. Following Barry Kenyon’s retirement there were many problems and three staff resignations within 18 months. A decision was eventually taken by the Foreign Office in London to close the consulate in late 2012. A new honorary consul was appointed in February 2013, but without an office and with a much-reduced role, Pattaya Today understands that the position has not yet been formally approved after many months because of bureaucratic delays in London. The withdrawal of services for British nationals in Pattaya seems to be against the trend for other European Union countries. There are now seven European countries with formal diplomatic presence in the Eastern Seaboard city, and the number is expected to grow. The British Embassy has cited several reasons for last year’s Jomtien closure including the unsuitability of the premises, financial cutbacks by London, and the need to free up resources to open a trade office in Laos. Hi-speed railway in talking stages The proposal to provide a high-speed train from Bangkok to Pattaya by 2018 was discussed at a meeting at Ambassador City Jomtien. Ministry of Transport officials said that the plan involved creating an airport link from Bangkok to Pattaya and eventually extending the line to Trat. Meanwhile, environmental assessment studies are being conducted
to minimize damage. The scheme is part of the government’s plan to raise a
2.2 trillion baht loan, mainly to be spent on infrastructure improvements.
Health threats to be monitored City Hall has established a rapid-response team to monitor the sudden outbreak of diseases, to control their spread, and to inform the public. The newly-formed Surveillance Rapid Response Team will collect statistics on diseases and make recommendations about future health policies.

The ambassador also suggested that Pattaya hire more police officers now that visitor numbers were booming.

Tourist court acclaimed The new Pattaya tourist court, a pilot for other tourist cities, has received a generally favourable press. However, at the time of writing, only one case of compensation is known to have been settled. What’s important to know is that this court does not try criminal cases or hand down punishment – that’s the job of the ordinary courts. But it can hear testimony from farang witnesses or complainants who must return to their own country soon, and it can arbitrate in situations where both parties agree to turn up. We will know more about the usefulness at a practical level in a few months. Philippines to open consulate It has been speculation for several months that the embassy of the Philippines in Bangkok would be opening a branch consulate in the country. After all there is a very large Filipino community in Pattaya, many working legitimately in the hospitality and music industries. So it’s a bit of a surprise to hear that the branch consulate is to be opened in Chiang Mai which has a much smaller Filipino population. Still it’s not all that surprising. Both the British and Indian embassies have offices in Chiang Mai but not in Pattaya. Certainly the reason can’t be that there isn’t enough case work in Pattaya. No more young fuzziness The media are fully aware that youngsters under 18 must not be shown with identifiable faces in criminal cases, whether as alleged perpetrators or victims, in newspaper and on-line reports. The usual solution is to “Vaseline” out their faces or disguise their features in some other way. But now legal experts say that even photographing suspects under 18 could be a breach of the child protection legislation which states that it’s an offence to “have a negative impact on social order and morality”. Many children say they have felt humiliated after being photographed at police line-ups and re-enactments. About 50,000 juveniles are arrested in Thailand every year and just over half are subsequently dismissed from school. What Pattaya needs If you think Pattaya has everything think again. Thailand has 123 hot spring facilities in 27 provinces – bath areas, spas restaurants – but none in our area. Now the government is considering subsidies to develop hot springs throughout the country and generate more tourism along the lines of the Japanese “onsen” which are so popular there. Only one problem – Pattaya doesn’t have any suitable underground springs to start with. Ah, well, the expression “some like it hot” will have to mean something different in our fair city. Up and up we go Millions more are queuing up to come to Thailand. From 19.2 million in 2011, 22.3 million last year and 17.4 million in the first eight months of 2013, tourist income now tops one trillion baht annually with no sign of slowing growth in view. At least one third of these big numbers spend some time in Pattaya and most of the hotels here are averaging 70 percent occupancy and even overbooking at weekends. The disappointed business owners in Pattaya are largely in the pub and nightclub sector. The traditional market of single Europeans is giving way to the Chinese and other Asians who now greatly outnumber Europeans. The Chinese don’t usually spend money in bars run by British and German expats. International Union for Conservation of Nature (IUCN) and Marriott International have launched a partnership to protect the environment and support Thailand’s local communities through mangrove restoration, the use of sustainable seafood sources and local procurement practices in Bang Krachao and southern areas. The two organisations signed a memorandum of understanding and opened a Mangrove Education Garden at the Renaissance Bangkok Ratchaprasong Hotel, followed by a planting of 100 mangroves by Marriott associates at Bang Krachao. The partnership targets three main initiatives. Marriott will help raise funds and awareness among guests;
both organizations will identify opportunities for creating small businesses in local communities for production of sustainable souvenirs and gifts for hotel guests, and IUCN will help Marriott locate sources of sustainable seafood for its hotels. Dr Robert Mather, head of IUCN’s Southeast Asia Group, was “...very excited by this innovative new partnership. It moves beyond the simple ideas of hotels demonstrating environmental commitments just by reducing water and electricity consumption, to really working on how they can be a force for positive change for the communities, habitats and species in the landscapes and seascapes on which their business ultimately depends.”

Yet another musical evening was hosted by the popular Mantra restaurant & bar. The topic for this musical event was everything Latino. World Peace Day Students from Garden International School (GIS) organised a fun afternoon of activities – and raised thousands of baht for charity at the same time. Secondary students paid 50 baht to take part in the events, while in Primary there were several house-based activities, including making a peace sign using the students’ bodies. In Secondary, events were run by the IB students and included football and basketball challenges, charades, blindfold hunt-the-food, origami making and creating a peace tower using only one hand. Some 9,311 baht was raised. The winning team got a take-away lunch. All money left over from the day will go to the Camillian Social Center Rayong, which cares for children and adults with HIV. Camera360 – world’s most popular mobile camera app >> from L1 Camera360 has been invited to participate in the Fortune Global Forum 2013 (attended by Fortune 500 CEOs), and has been ranked number two in this year's best startups. Additionally, Audio Camera, a new feature of Camera360, was released in Apple Stores last June. It allows users to record sounds while taking photos. The company also launched Movie360, a video recording application, and Camera360 Cloud, a cloud based service platform that allows users to upload, manage, and share photos and other multimedia. Last August Camera360 raised US $18 million in its latest round of Series B financing. This new round of investment was led by Susquehanna International Group China, with additional support from existing investors, Gobi Partners and Matrix Partners. "This new round of capital will help to support the company's new product development and to expand management team capabilities," said Hao Xu, CEO of Camera360. "It will enable us to build on our
core competencies in mobile camera and cloud management services." The company also reported that it has teamed up with Sony to include their range of photography software on the Sony DSCQX10 and DSC-QX100 lens-style camera. They will be first photography software to be customised especially for the new smartphones that look to significantly improve the mobile photography experience without the need to incorporate a giant lens into a smartphone. The DSC-QX100 has a Carl Zeiss Vario-Sonnar T* f/1.8 lens that captures images at 20.2MP, while the DSC-QX10 has a Sony G Lens and 1/2.3-inch CMOS sensor that captures images at 18.9MP. The lenses connect to a smartphone via Wi-Fi or NFC, and Camera360 has incorporated this into the updated app via the Sony Camera mode. This feature will allow smartphone users to search and connect to a Sony Wi-Fi network manually so that users can save their images on a microSD card in the lens-style camera.

His passion is cooking, and he dreams to work abroad after completing his training so he can earn more money and gain more experiences that would help advance his career in hospitality. Manob (Tong) Butyothi 19 Kitchen, Engineering Tong comes from a poor family in Sakonnakorn province, where he had no idea about hospitality. He hopes the YDP program will allow him to become an electrical engineer and support his family.
Toh is from Nan province. He has a passion for cooking, flower decoration and crafting. He dreams of working with Hilton and sending money to support his family. He also wants to be a hospitality ambassador in northern areas where teenagers--especially girls-are lured into the sex trade. Sarawut (Pom) Phukhrongthung 19 Kitchen, Engineering Pom is from Udonthani province. He was sent to be educated in Khon Kaen’s better secondary schools, which allowed him to work part-time to support his family. After graduating from secondary school, he was accepted into the YDP to fulfil his dream to be either a chef or engineering team member.

Pullman Pattaya Hotel G Beach Club dining Head down to the Pullman Pattaya Hotel G on Wong Amat Beach and most nights of the week something special is happening at this cool, contemporary destination. Mick and I were invited to their second wine tasting evening, held on the first Tuesday of each month. These new vino-happenings are on the terrace of their Beach Club restaurant on the edge of the beach overlooking the palm-fringed sands with the lights of Pattaya Bay twinkling in the distance. It makes for a sensational setting. This event featured wines from the portfolio of Bangkok’s I easywine Importers. Under the baton of managing director and sommelier, IX.Anuchit Saeng-on, we were presented with a quintet of interesting vintages from Chile, Australia and Italy. The first pouring was an Italian Proscecco, namely, Montasolo Treviso. A medium tasting light party wine which would be a welcome guest at any gathering. Next we enjoyed a Sauvignon Blanc from the house of Quincho. Dry and fruity, it would complement most seafood and lightly flavoured dishes. Next, from the same winery, came a bottle of Cabernet Sauvignon--our favourite of the five. Fruity and full bodied with a juicy, long finish, it was a very pleasant wine. Two Australian easy-drinking varieties followed,
both from the house of IronBark. We tasted a versatile, medium bodied Chardonnay and to close a rich oaked full bodied Shiraz. Small pastry canapés are complimentary but for a more substantial plate, a selection of cheese and cold cuts are available exclusively for the wine tasting. The house homemade terrine would make good friends with the more robust wines. We tasted it and it was delicious. Duck rillettes, Parma ham and Brie (B.270) and a selection of French cheeses. Here the selection included wine-simmered beef cheek with Parmesan polenta, the house signature duck confit with Anna potatoes and mushrooms, snow fish a la plancha, prime beef ribs grilled for two persons with Dauphinois potatoes and black pepper sauce or poached salmon on morel cream sauce and pasta. We plumped for the two fish options and were more than pleased. The salmon fillet fell in softened shards on to the scrumptious morel cream and perfectly cooked tagliatelle making for a delightful dish while the snow fish had been cooked in the pan with expertise and a light hand. We were astounded that such quality could be offered at such a reasonable price. Desserts were heaven; a vanilla cream stuffed choux pastry, French
toast and orange blossom flavoured Catalan cream and exotic fruits accompanied by a warm Chardonnay Sabayon. Chapeaus off to all concerned–to be able to produce such a gourmet French-inspired 3-course dinner for this price is more than commendable. It’s amazing. Mick and I arrived on a balmy Tuesday night to find Drifter’s abuzz with regulars. Minty Mojitos, Drifter’s Iced Tea, Tequila Sunrise and fruit Daiquiris (mango, banana or strawberry) are all on offer made from the finest ingredients in generous measure. Mon is the driving force in this kitchen. Guidance and support is given by the Drifter’s Australian owner, but Mon runs a tight ship and is the reason why this beach cafe has become such a success over the years. heading back home. When the yachties sail in after their strenuous voyages–hearty dishes are needed to fuel their voracious appetites. We tasted the split pea and ham soup (B.185) and it would certainly satisfy any hungry mariner with its robust flavours and comfort food appeal. Ditto the beef stew; it’s an old time stew just packed with meaty goodness and some interesting underlying spicing. Aussie’s love their pies and here at Drifter’s they have received the bona fide antipodean seal of approval (all priced at B.155). Hand-sized short crust pastry filled with steak and kidney (Pommie favourite), steak and bacon, spinach and potato in cream sauce, broccoli and pumpkin in a cheesey white sauce or the quintessential Aussie mince. They are always well received and declared “pucker tucker”. Mick and I wanted to try the new dishes that had appeared on the menu. Thai food has always been available: fried rice, tom yam kung, tom khaa ghai, musaman and penang gai but the latest additions to the menu are yam woon sen, baked river prawns and oven baked whole pla krapong (sea bass). The yam woon sen was delicious, singing with spicy flavours complete with big, fat prawns while the baked giant prawns were delightful especially with their fiery dipping sauce. A 45-minute wait is necessary for the baked fish but believe us it’s worth the wait. It arrived beautifully baked with a crispy, seared skin which was scrumptious. For me a piece of fish without crispy skin is like
a cake without any frosting. For pud lovers, don’t leave without trying the sticky date pudding, apple pie or everyone’s favourite, apple crumble. To sum up, Drifters Café is a find. Great food combined with a rustic simple beach bar vibe is magic in anyone’s book. So come here to chill out, sit back and watch the waves roll in for a laid-back Drifter’s “no frills” experience. COOKING METHOD Thai Tea Mousse 1. Bloom the gelatin with cold water. 2. Bring the whipping cream and Thai tea powder to a boil, infuse for 5 minutes and strain and set aside to cool slightly. 3. Place the chocolate in a heatproof bowl over a pan of gently simmering water (don't let the bowl touch the water). Stir until melted. Remove bowl from heat and set aside to cool slightly. 4. In a separate bowl, whip cream until thickened, fold the cream into the chocolate mixture, fold the tea mixture and gelatin until combined. Chocolate Sponge 1. Preheat oven to 350°F/175°C 2. In a large mixing bowl, add sifted flour, cocoa powder, baking powder, eggs, sugar, SP cream and beat together on medium speed until pale. 3. Then add the melted butter, fold in until
combined, pour the mixture into an un-greased angel cake pan, baking for 45 minutes. Thai Tea Ganache 1. Boil together whipping cream and Thai tea powder, simmer for 1 minute. 2. Strain the mixture and pour over the chopped white chocolate. Stir until combined, let cool. Glazing 1. Boil together water and Thai tea powder, simmer for 1 minute. 2. Strain the mixture and add sugar, glucose and gelatin, stir until dissolved, set aside. Thai Tea Ice Cream 1. Combine milk, cream, sugar, and corn syrup in a large saucepan and bring to boil over medium to high heat for a few minutes, then remove from heat and add the Thai tea powder. Let steep for 10 minutes. 2. Strain the milk mixture through a fine sieve and press to extract as much cream as possible, pour in the bowl, cover the bowl with a lid or plastic wrap and place in the fridge until chilled thoroughly. 3. Pour the ice cream base into ice cream maker and follow the manufacturer's directions (for 20 minutes).

Asiatic Mussels Japan is one of my favorite countries to visit, and as a foodie you can’t come to Japan and not stop by the Tsukiji Market, one of the world’s biggest seafood Mecca! I had the opportunity to witness the Tuna Auction on my last visit and I’m still in awe weeks after I’ve been home. Another stop you can’t miss is a sushi bar! We visited all kinds of sushi bars including a Kaiten sushi restaurant where the sushi are place in a conveyor belt around the sushi bar and you just pick up the ones you like. Surprisingly, at this particular Kaiten sushi, they also include some seasonal fresh fruits in the rotation and the watermelon was particularly mouth-watering that hot summer day! Voila, this week’s recipe!
We will always be influenced by the things from our past, but I look at every dish I make like a new creation. I love the juxtaposition of different taste all together in one plate. Here I get the sweetness of the mussels with coconut milk, the freshness from the tomatoes and Thai basil, the heat and spiciness from the curry and bitterness from the zest. When I’m done and after I tasted it, it reminded me of a nice bowl of chili, only as if it were first made somewhere in Asia! Mussels Tomatoes Garlic Chorizo coconut milk salt and pepper to taste yellow curry paste In a medium size pot, heat up the oil and sauté the chorizo with the garlic (add paprika if needed). Push to the side of the pot to make room, and add the yellow curry paste. Mix everything together. Add the coconut milk and let it simmer. Finish it with the zest of lemon and picked Thai basil. Keep warm. On another pan, sauté some garlic, lemon slices and white onions. Add sake and the mussels and cook until they open. Move the mussels to the curry and mix well. Plate in a bowl with tomatoes and scallions and serve.

A new WHO study found that in wealthier countries deaths from noncommunicable diseases (NCDs) has fallen dramatically in recent decades, especially from cancers of the stomach, colon, breast and cervix. Women over 50 in low and middleincome countries are also living longer, but chronic ailments, including diabetes, kill them at an earlier age than their counterparts. "The gap in life expectancy between such women in rich and poor countries is growing," said a WHO monthly bulletin devoted to women's health. There is a similar growing gap between the life expectancy of men over 50 in rich and lower income countries, and in some parts of the world this gap is wider. In women older than 50, NCDs, particularly cancers, heart disease and strokes, are the most common causes of death, regardless of the level of economic development of the country in which they live, the study said. Developed countries have tackled cardiovascular diseases and cancers in women with tangible results. Today, fewer women over 50 in rich countries are dying from heart disease, stroke and diabetes than 30 years ago, and these improvements contributed most to increasing women's life expectancy at the age of 50. That reflects two things: better prevention, particularly clinical prevention around control of hypertension and screening of cervical cancer, and better treatment. Low-income countries offer community services to treat diseases like AIDS or offer maternal care but many lack services to detect or treat breast cancer, for example, and there is often limited access to medications for many ailments.

FREQUENTLY ASKED QUESTIONS Thailand Retirement Visa by: Magna Carta Law Office What is Thailand Retirement Visa? Thailand retirement visa is obtainable by anyone 50 years of age or older, regardless of their nationality, and with financial capacity to settle in Thailand. A retirement visa is actually an extension of an original non-immigrant single or multiple-entry O or B type visa. How do I qualify for a Retirement Visa? You can qualify for a Retirement Visa if: 1. You are 50 years of age or older; and 2. You have obtained a temporary Non-Immigrant Visa; and 3. You have proof of ongoing source of income (such as pension) of not less than 65,000 baht per month; or 4. You have an account at a bank in Thailand with not less than 800,000 baht on deposit as evidenced by bank account transactions over the previous two months (three months for subsequent extensions); or 5. You have an annual income plus bank account deposit totalling not less than 800,000 baht as of the application filing date What are the required documents in applying for a Retirement Visa? - Passport with validity of not less than 18 months - Completed visa application forms - 3 passport-sized photos (4x6cm) of the applicant taken within the last six months - A copy of a bank statement or income letter (original) or a bank deposit plus a monthly income totalling not less than the minimum financial requirement per year. - Original Letter of guarantee from the bank, if a bank statement is issued. - A medical certificate showing no prohibited diseases, issued in the country where the visa application is submitted. The certificate must be notarised and have been issued within the past three months. Could the foreign husband and wife use a bank account with their combined name for this purpose? No, the bank account name must be only that of the particular applicant. Does this mean we, as foreign couples, are required to submit an evidence of a total of at least 1.6M baht in our Thai bank accounts? Since you are required to have individual bank accounts, it is imperative that you have at least 800,000
baht in each account. Can I apply for a Retirement Visa outside Thailand? You can start the retirement visa procedure outside Thailand, most preferably from your home country, by obtaining a Non-Immigrant Visa which will be valid for 90 days from the date of entry. A Non-Immigrant visa can be extended or converted to a One-Year Retirement Visa in Thailand during the last 30 days of your permitted stay. The 90-day validity of your non-immigrant visa shall give you enough time to deposit in a Thai bank the required amount of money which must be reflected for two months in the bank transaction certificate upon your visa application. What are the restrictions that I have to consider while I am holding a Retirement Visa? You will be permitted to stay in Thailand for one year from the date your retirement visa is granted. You are strictly prohibited from having employment while on this type of visa. You must report to the Immigration officer in your area of residence every 90 days during your stay in Thailand. During this period, if you wish to leave and reenter the country, you are required to apply for and obtain a re-entry permit (single or multiple) at the Immigration Office before leaving the country. If you leave without a re-entry permit, the permit for you to stay for the rest of the retirement visa duration will become invalid. Is the one-year Retirement Visa renewable? Retirement Visas may be renewed annually at the Thai Immigration Office. If you wish to renew your retirement visa, you must do so approximately two weeks before the expiry date on your visa stamp and you have to show the same documents as required in your first application. Remember, however, that the Immigration Office, at their discretion, can ask for additional documentation. I am eligible to apply for a retirement visa but as my wife is under 50 years of age, what type of visa can she obtain? If your spouse is not eligible to apply for a retiree visa, she must--prior to entry into Thailand--obtain a Non-Immigrant O Visa which may also be extended for a period of one year by submitting an application to the Immigration Department, stating as her purpose “to stay with the family”. A notarised marriage certificate must be provided as evidence together with other documents and financial requirements.

Water – while stocks last! Water is a basic survival commodity for us humans and just about everything else living on our little blue planet. But how does this sector shape up when it comes to investing? What are the facts? Estimates suggest that the world population will increase by 40 percent to 9 billion by 2050. As their purchasing power increases, developing countries like China and India are consuming more and more goods that require water for their production. Meat, for example, can take up to 10 times more water to produce than cereal crops. Several studies have concluded that demand for water is increasing at twice the rate as the world's population. Water is one of the strategic resources of the 21st century, along with energy resources. Increased Investment in water infrastructure and water treatment will be necessary in order to meet higher demand. It has been suggested that investing in water will not only help improve the living conditions of people all over the world, giving an ethical element to this type of investment, but also earn attractive returns, giving an ethical angle to this type of investment. To illustrate how the water market is likely to evolve over the coming few years, let’s look at the figures. In China, for instance, investment in water conservation was a record 142.7 billion yuan ($20.9 billion) in 2009, over twice the 2008 expenditure. This trend is unlikely to ease up if Beijing wants to reach its ambitious economic goals and prevent the social and political unrest that almost certainly would result from water shortages. The developed countries have more stringent regulations and, for that reason, the European Union intends to invest a total of almost €350 billion in new infrastructure between 2006 and 2025. And by 2019, the United States is expected to invest some $900 billion in the same sector.
It has been suggested that investing in water will not only help improve the living conditions of people all over the world, giving an ethical element to this type of investment, but also earn attractive returns. Notwithstanding all these financial commitments, nation states will not be able to meet the increasing global demand for water on their own. When many countries are looking for ways to reduce their sovereign debt, both industry and private citizens will need private sector involvement, as well. The so-called “water outsourcing” market’s share of this segment is already significant, with an estimated $260 billion current annual turnover. In light of these facts, The world faces a daunting challenge in the coming years. The scale of the problems might lead one to question the reality of achieving the necessary goals. The theory goes as follows. Firstly, unlike fossil fuels, water is a renewable resource. The water cycle is similar to a closed circuit. Water evaporates from the world’s oceans into the atmosphere, only to return to the surface in the form of precipitation. The total available water, therefore, remains basically stable. Global demand for soft water will therefore exceed supply in the years to come, resulting in an inevitable price increase. As we speak, the world water market stands at around $500 billion, which is growing steadily, at an annual rate of 6 percent. ast Thursday evening saw the 2013 Thailand Property Awards being won by the highly acclaimed 'The Palm' in Wongamat. After the event we spoke to Winston who said "We are delighted to accept this award, it's taken us 5 years to get to where we are today. So much hard work by so many good people has been done, this award is also for all of those people who are part of our team." The Palm first started its life when Winston met land owner Khun Birathon in late 2008 and they soon agreed to form a joint-venture to create The Palm, Wongamat Beach. Rony Fineman from the Nova Group was later invited to join the team in early 2010. The early success saw 50% or 1.6B THB of sales achieved in less than 8 months from launching making it a record breaking achievement for Pattaya at the time.
With all The Palm's efforts now being acknowledged by winning the 2013 Thailand Property Awards, Winston Gale's attentions soon re-direct to his newest project, the Mega scaled 'The Riviera'. The Thailand Property Awards proved once again to be a spectacular event, this being the first year the Gala Dinner has completely sold out in advance and we saw the largest Eastern Seaboard contingency to date as well. Once again, all top real estate agents, property developers, interior designers and architects throughout Thailand's housing and condominium industry were in attendance to see the highly coveted property awards presented at the Centara Grand & Bangkok Convention Centre at Central World. This year’s Thailand Property Awards 2013 ‘industry spectacular’ began with an entertaining wine reception, where you could enjoy fine wines and appetizers, while mixing with all the top players and dignitaries including VIP guest Professor Jason Pomeroy. Following the wine reception was a delicious and very well presented four-course dinner, which was pleasantly accompanied musically by a number of impressively choreographed dance presentations and then, finally, the awards presentation. Reactions to New Tourist Court We invited expats and long-term visitors to give their views on the recent establishment of a tourist court at the Jomtien courthouse. It is seen as a pilot for the setting up of similar courts in popular Thai resorts as well as Bangkok. From what I understand it’s not a fullyfledged court as criminals cannot be tried and convicted there. I think it’s a PR exercise in the main. (Geoff Howe) It’s good that tourists with a complaint can now make a statement to the court in cases where they have to leave the country soon afterwards. (Steven Lord) It may not be a full court but it can summon the parties in a dispute and make a ruling. In the recent case involving the death of two Chinese visitors in a boating accident, compensation for the bereaved families was agreed. (HF) But it’s also true that the trial of the driver of the speedboat, arrested for criminal negligence, I understand, will need to be held in the regular criminal court sometime in the future. Police volunteers Q: I am a retiree in Thailand and need something to do in my spare time. I would like to be a police volunteer but I don’t know how to proceed and whether I would need a work permit. Can you help? A: Since police chiefs sign the ID cards of foreign police auxiliaries, I think we can assume you won’t be arrested performing the duties. If you check the internet for Foreign Police Volunteers (FPV) and Pattaya Foreign Tourist Assistants (FTPA) you can read more about the two separate groups. Double-entry visa Q: I have a double-entry tourist visa issued in Vientiane and my first 60 days finishes soon. Must I leave the country to obtain any more time? There are wildly contradictory opinions in the bar I frequent. A: The answer is in two parts. You can extend the tourist visa for a further 30 days at a Thai Immigration Office and even for a further week if you wish. Each extension costs 1,900 baht. To obtain the 60 days of the second entry you must leave the country, however briefly. But check the date in the middle of your Thai visa from Vientiane for the last date you can use it to obtain the second entry. Return to Thailand after that date and the visa will have expired. Laos or Cambodia? Q: I have 30 days on arrival at Bangkok airport and am a British passport holder. I understand I can have an extra week by visiting Thai immigration and paying 1,900 baht. I have heard I can obtain a further

(Larry Button) Although Thailand has a name for tourist scams and street crimes in some cities, the numbers of overseas visitors keep on going up. I doubt the tourist court is intended to do much apart from create positive publicity here and there. (Vlad the Impaler) The only advantage I can see is that if I am robbed but must leave the country within days, I can make my statement before returning home. But they still have to catch the robber and try him in criminal proceedings. (John Ligmore) I think it’s too early to say. Ask me in 100 years. (MB) 30 days by going to the border with Cambodia but only 15 days at the Laos one. Is that correct? A: No. You will get 15 days at any border crossing. It’s irrelevant which neighboring country you come from. To get another 30 days you would need to return to Thailand by air and not by land. X-ray issues Q: My Thai girlfriend has applied for a visa to a European country and has been asked by the embassy to visit the panel doctor again for a second x-ray of her chest to test for TB. Does this mean she has failed? A: Not necessarily. It might just be that the first x-ray was blurred. These things happen and it’s just a question of wait and see. It is becoming standard practice to ask for this kind of clearance, especially for longer stays abroad. Work permits again Q: I am currently waiting for the Labour Office to issue my one-year work permit as a chef but all the necessary paperwork and bureaucracy have been cleared. There is a problem in the restaurant and I need to start training the staff immediately. Surely there is no problem in the circumstances I describe? A: The work permit regulations do not allow you to jump the gun. The personal circumstances you described at our meeting are certainly unusual, so it just might be worthwhile talking to the local Immigration Bureau. Parting with passport Q: I am currently applying for a new British passport through Hong Kong. Why is it that I must not send my actual passport for cancellation but instead send only a photocopy of the ID page? A: Thai law says that foreigners must have their passport available at all times. This rule does not apply to many countries with softer regulations. Obviously the British embassy has to stick to the letter of the law here in the Land of Smiles.
Snap Judgment Shortage of Thais Every day more evidence surfaces that Thailand is about to face a serious population imbalance: too many older Thais and a shrinking labour pool of younger workers. By 2040, it’s estimated that more than a third of the Thai population will be in their 60s or older compared with about 14 percent today. There was even a spoof item on Twitter recently claiming to reveal that the Thai government was about to offer tax rebates for married couples to have a family. Come to think of it, that’s not a bad idea! Taipei already pays cash bonuses to couples to have children, whilst Singapore offers generous incentives to maintain population replacement rates. The reasons for the plummeting birth rate are not mysterious and are duplicated in many parts of the world. People are getting married older, or not at all, and are aware that bringing up a large family in the 21st century is very expensive indeed. There’s an exceptionally low birth rate right now – an average of 1.6 per family. This is in stark contrast to 40 years ago when prophets of doom predicted the collapse of society because there were too many births for a third-world economy to support with jobs and services. Meanwhile, advances in medical technology mean that people are living longer. Seeing Thais well into their 70s and 80s is no longer a rare sight. Various solutions are being proposed. The normal retirement age in Thailand is 60, but that generalization has become outdated by the rise in life expectancy. So, sooner or later, the retirement age will rise to 65 or even older. There is already a shortfall of one million workers with the construction industry, fisheries and tourism being the hardest hit. Thailand could even abandon altogether mandatory retirement as a concept because falling birth rates mean making the best use of increasingly scarce human resources. The ever-increasing number of elderly men and women means that the Thai state will have to divert large sums to care for this group. The current government’s borrowing plans speak of massive investment in infrastructure, particularly railways, but are silent on the social services budget. What is clear is that the country will need to spend a lot more on hospital and care services in the foreseeable future. This is all the more urgent as there are clear signs that the traditional Thai extended family – where the younger members take responsibility for the older relatives – is cracking under the strain of working in cities, which means that young workers see much less of their older kin who are often still residing in rural communities. The country also needs to reform its immigration policies to ensure that labour can be imported from neighbouring countries. At the moment, the rules governing this subject are confusing with the result that many workers from Cambodia and Myanmar are being arrested for having inadequate documentation and are being transported back to their own border. Often the same labourers keep turning up month after month. If Thailand needs foreign labourers, for example, then the system needs to be overhauled to retain them. The issue needs to be addressed in the context of the ASEAN Economic Community, whose arrival is just over two years away. The danger is that Thai politicians, obsessed with other agendas, will ignore this demographic ticking time bomb. In fact, the matter is central to the future economic and political development of the country. The time to sort out sensible policies is now and not in some vague future which we would rather not think about just now.

Phoenix G.C. There are lots of rumours making the rounds of Pattaya golf circles about the changes being implemented by the new owners of Phoenix, so we set off to the course anticipating some problems. Our day got off to an inauspicious start as the reception staff informed us that the green fee was 300 baht more than agreed upon when making the booking. Eventually we were able to sort that out with the assistance of two of our players who are members of the course. We managed to tee off on schedule after being messed around by an aggressive starter, who made us wait at the clubhouse staring at a vacant first tee, as the group scheduled ahead of us failed to show up. Rumours of golf bags being searched for illicit food items (i.e. anything brought in from outside) proved to be unfounded, but the management have instituted a voucher system (minimum charge 100 baht, no refunds and valid only on the day of purchase) for all purchases from the kiosks on the course; a bit pricey if you intend only to buy water! As we progressed through the outward nine it was noticeable that a number of staff (who we originally thought were marshalls) were following us around the course in golf buggies. Only when we overheard one of these guys asking our caddies if they’d seen us consuming any illicit food or drinks, did we realize what their true purpose was. Phoenix has never been known for good customer relations, but the atmosphere now is distinctly unwelcoming; we will not return until the situation improves—which seems unlikely in the near future, since compulsory buggies and further increases in the cost of green fees will be introduced in November. On the golfing front, Colin Greig rediscovered his winning form ahead of Mashi Kaneta, who took second place on a count-back ahead of Tore Eliassen. The highlight of the day was Mashi Kaneta’s hole in one on the par three second hole on the Lakes nine. At the presentation, the drinks flowed freely as Mashi generously shared his good fortune with his competitors. Your scribe now has another job to do tomorrow: adding Mashi’s name to the Bunker Boys Hall of Fame board at The Ranch. (Stableford) Some 14 golfers turned out to tackle the popular Bangphra course under heavily overcast skies, but with the weather forecast calling for zero percent chance of rain. We teed off on schedule, but the pace of play, particularly over the outward nine, was slow as we were following a large group of local golfers. Colin Greig continued where he left off, scoring 22 points on the front nine, and eventually coming back to the clubhouse with a winning total of 38 points. We welcomed back Alan Freeman for a brief visit and he played the outward nine in level par, but faded slightly on the inward nine, taking second place on a countback ahead of Takeshi Hakozaki. Just to prove you can never believe any weather forecast (or for that matter any rumour) in Pattaya, the final three holes were played in steady but light drizzle. The par three holes were once again playing long, but two of our higher handicap golfers, Dave Keats and Reg Smart, both managed to produce great shots to claim rare near-pin prizes. Results: 1st – Colin Greig (hcp. 9) 38 points 2nd – Alan Freeman (hcp. 3) 34 points 3rd – Takeshi Hakozaki (hcp. 12) 34 points Near pins: Alan Freeman, Dave Keats, Duncan Lee and Reg Smart. Pleasant Valley G.C. (Stableford) It wasn’t a day for the faint hearted, with heavy rain overnight and persistent drizzle still falling in the morning. Our small group of die-hard golfers assembled at The Ranch to learn that the PSC tournament scheduled at Pattana had been cancelled, but a quick call to the Pleasant Valley course assured us that the course was open and playable. We set off up the 7 motorway in heavy rain, which was still
falling when we reached the course, but after a 10minute wait we made the decision to tee off in light drizzle. There were only four other golfers on the course. Later in the day, when we started the back nine, other fair-weather golfers started to appear. We made the inevitable decision to play winter rules and the fairways had plenty of additional water hazards, and the greens were saturated but playable. The drizzle persisted throughout the outward nine, but then conditions improved and the inward nine was played in cool dry conditions, although the fairways were still soggy. Geoff Parker coped with the difficult conditions better than the rest, with Colin Greig taking second place on a count-back ahead of Mashi Kaneta. Tony Robbins struggled on the front nine, but almost scored the second ace of the week on the 17th hole, with his tee shot heading straight for the pin, but coming to rest twelve inches short. Results: 1st – Geoff Parker (hcp. 14) 34 points 2nd – Colin Greig (hcp. 9) 33 points 3rd – Mashi Kaneta (hcp. 14) 33 points Only three near pins were claimed: Geoff Parker, Colin Greig and Tony Robbins. PSC Golf from The Growling Swan - 2013 by Peter Blackburn We had 35 golfers signed up for the day’s event and as it was Kevin Waycott’s 60th birthday it was suggested that he had boosted the numbers by contacting “Rent-A-Crowd” but in actual fact we just wanted to celebrate with a genuine good bloke. As we assembled at The Growling Swan hearty welcomes were handed out to Roald Thorsen from Norway and a welcome return to golf for Sandy “Cyndi Lauper” Leiper after a month or so off. We also welcomed newcomers Rick Forrest and Chris Playforth from Lakelands Golf Club in Perth, Western Australia, and Greg Hill, John Player, Murray Hart, Sel Wegner, Dave Bowers, Dave Fletcher, Dennis Steele and Keith Buchanan who are just about all Pattaya residents. It was sadly time to say farewell to J J Harney who will shortly return to Ireland, Mark Stapleton who is off to Melbourne, Australia, for a month or so and good friend Dave Neal who is returning to the UK after six weeks of golf in Pattaya. Everyone showed up on time so our three mini vans left early in drizzling rain. We arrived at the Plutaluang complex 43 minutes later. It was quite busy and we were allocated west and east nines, an unusual combination for us. As we proceeded to the first tee the heavens opened and we ran for cover. After about 15 minutes the rain abated and we managed to send our first four ball away in very light rain at 10 a.m., which in fact was our allotted tee time. The rain soon stopped completely and naturally preferred lies were in place so we proceeded at a steady pace on the West nine which was in excellent condition especially considering the recent rains and the greens in particular were of a very high standard. After a first nine of just over two hours we came to a screaming halt at the East 1 tee where a few groups had been “slipped in” and weren’t the quickest in the world but after a 20-minute delay we were underway again and did not experience any real delays after that. Four hours and 30 minutes later we were back in the clubhouse after a round which was most enjoyable and the company was excellent. We had three grades - A Grade for handicaps 0 to 13, B Grade for handicaps 14 to 20 and C Grade for handicaps of 21 and over with four places in each grade. There were also rewards for nearest the pins on the four par threes and longest first putts on the E9 and W9 greens.One of my playing partners, John Pierrel, played steady golf all day and took out the A Grade first prize with 37 points, one point ahead of Chris Playforth in second spot. There were three players on 34 points vying for
third and fourth places so a count-back was required which resulted in birthday boy Kevin “Wayco” Waycott (20 point back nine) taking third spot from Sel Wegner (18 point back nine) in fourth place and Peter Bye (17 point back nine) just missed out. The B Grade was won on count-back by Charles Cunningham (17 point back nine) with Dennis Steele (16 point back nine) in second place, both having 34 points. With two golfers on 32 points another count-back was required to decide third and fourth places and it was Thientong Charoenrung (16 point back nine and 11 points on the last 6 holes) finishing third from Stu “Heineken” Rifkin (16 point back nine and 9 points on the last 6 holes) in fourth place. C Grade was won by Graham “Grunter” Buckingham with 37 points, 1 point ahead of John Davis in second place. Patrick Poussier was third on 35 points and Phompinmon Seesa finished fourth with 33 points. The Growling Swan NAGA Award, (to the golfer with the worst score on the day and discreetly their score is not made public) was won by first timer David Fletcher. He accepted the award in very good spirit. Max then paraded Deefa the Dog and of course collected many donations for the needy in Pattaya from our generous Growling Swan Golfers. Back at The Growling Swan afterwards there was a big crowd as Wayco was generously providing a meal to celebrate his 60th and it was indeed scrumptious and very much enjoyed by all. Another great day of golf with a terrific turnout. Tips & Advice QUICK TIP Have you cleaned your doorbell recently? Doorbell chimes become faint—if they work at all-when their clappers or plungers are dirty. Dust and grime muffle or mute the sound. Make a regular habit of removing the cover from the unit, then—using a cotton swab dipped in alcohol--wipe down the bells and the points that strike the bells.
Grout Grouse I just bought a previously occupied condo. It seems the previous owner was negligent in cleaning the tile grout in the bathroom. I’ve tried commercial cleaners, but nothing seems to work. Can you help? Frank It’s next to impossible to restore long-neglected grout to its original, pristine appearance, Frank, but you can try this: Combine 2 parts baking soda, 1 part Borax and 1 part hot water, adding additional water as necessary to form a thick paste. Apply to the tile and grout and scrub with a soft brush. Rinse well. If your grout still needs help, make a paste of baking soda and chlorine bleach and apply to the grout. Let dry, then scrub with a soft brush and rinse. Do this in a well-ventilated area, using care near carpet or fabric. Even the fumes of chlorine bleach can remove color from towels left hanging in the tub area. In the future, to keep ahead of grout cleaning, use a dry typewriter eraser on dry grout to remove mildew and stains as they appear. Odor Eaters You cautioned, in an earlier column, against the dangers of toxic fumes when removing adhesive from floor tiles. (I’m happy someone in Pattaya expresses such concerns; keep your warnings coming.) How
about some “Handy” suggestions for safe alternatives to commercial air fresheners? Rena Good query, Rena, inasmuch as most commercial air fresheners do not freshen the air anyway, they simply mask one odor with another. To make matters worse—and address your concern—some spray fresheners can coat your nasal passages with an undetectable oil film; others can diminish your sense of smell with a nerve-deadening agent. For a safer way to eliminate household odors, try one of the following: *Ventilation. Open windows or doors in the house for at least a short period every day. This will also help to reduce toxic fumes that may be building up indoors. *Vinegar. Distribute partially filled saucers of vinegar around the room, or boil 1 tablespoon of white vinegar in 1 cup of water to eliminate unpleasant cooking odors. *Cinnamon and Cloves. Boil these spices for a fragrant smell. For ease of cleaning, make a cheesecloth bag to contain these spices, and boil the cheesecloth bag. An excellent alternative when entertaining is to steep spiced tea or cider. *Potpourri. Buy or make your own potpourri from your favorite herbs, spices, and flower petals. Place the potpourri in a small basket, open jar, or in small sachet bags.
*Perfume. Spray or dab a bit of perfume or cologne on a light bulb in any room to create a lovely light scent when the light is turned on. Our Community Snooker legends – true gentlemen by Derek Franklin Fresh from competing in the 6-Reds Snooker Tournament in Bangkok, former World Snooker Champion Ken Doherty and the legendary Jimmy White came to Pattaya for a series of exhibition matches. While here, they visited the Father Ray Children’s Home where they were welcomed by more than 100 children, workers and volunteers. Upon arrival at the Home the two VIP’s received welcome garlands from the younger children, who impressed the visitors as they were all dressed in traditional Thai costume. Recently two pool tables were donated to the Children’s Home and it has become a very popular pastime for all the children, boys and girls, and a group of selected children were sitting nervously near each table as they waited their turn to play the legends. First up to play against Jimmy White was a 12-yearold boy called Dream, who was not quite tall enough to reach the center of the table, but he played well; it came down to the black ball to decide the winner which, to everyone’s surprise, the youngster potted. No one was more shocked than Dream when
he realized he had won, and whom he had beaten. Meanwhile, Ken was on the second table showing the older boys some of the skills that made him the 1997 Snooker World Champion. After more than an hour of nonstop games the visitors were surrounded by the children asking for autographs on T-shirts, shorts, school books, scrap pieces of paper and even hands. Then a further 30 minutes was spent taking photos of everyone with Jimmy and Ken. Another reason for coming to Pattaya was for Ken and Jimmy to discuss the possibility of organizing the first annual Pattaya Open snooker tournament next year. Raimon Land continues sustainable reforestation project For the fifth year, property developer Raimon Land is supporting Plant a Tree Today Foundation (PATT) in its effort to help improve Thailand’s environment and to offset carbon emissions. Employees and friends of Raimon Land recently headed to Baan Sap Tai in Khao Yai to plant trees--from sowing seeds to de-potting more than 300 saplings that were transplanted to replenish the natural reserve. “Reforestation is life,” said Nuch Kalyawongsa, Raimon Land director and chief finance officer, who said the company has been “coming to this sapling nursery facility since 2008 and we are
motivated and determined to help restore the health of our forests.” Andrew G. Steel, PATT founder and director, said, “Raimon Land’s unwavering commitment has enabled us to make the Baan Sap Tai nursery project a true center of knowledge in sustainable reforestation. We are now able to host various environmental protection initiatives to ensure the preservation of our ecosystem.” In addition, the Raimon Land group demonstrated its commitment to education by making a donation to the nearby Baan Sub Tai School to buy school supplies and improve the facilities.

Pattaya Sports Club aids flood victims by William Macey We have been fortunate here in Pattaya recently for we have had less rain than usual, but in the northwest of Thailand this has not been the case, where heavy rains have resulted in severe flooding. It has been particularly disastrous for Bang Wang Pha—a small village where 24 homes were badly damaged and an orphanage—housing 65 children 5 to 16 years old--was virtually washed away. A friend asked the help of Margaret Grainger of Hand to Hand. In turn, Margaret contacted Pattaya Sport Club which launched an appeal to its members. Although PSC normally limits its activities to Pattaya and surrounding areas, an exception was made in this case. The wheels were put into motion. When the supplies arrived, many willing hands helped unload the goods. Thousands of items were donated, and the PSC office at times resembled a secondhand store with clothes, toys, food, and other items left at the office. Many members did not have access to children’s clothes and made cash donations instead. All contributions were delivered to Margaret, and three of her
staff left in the early hours one morning to make the long trip to the village. Many children were taken ill from contaminated water but, like all children, they can still smile, which is a perfect reward for all our efforts. Other organizations that helped in the effort included Jesters and the newly formed TFI group.

Youth Focus One, Two….. by Rochelle, Mooltripakdee International School Some parents run out of ideas on how to keep their children entertained at home and will go to great lengths to make sure they are not bored. Many parents and teachers will agree that there is nothing so disheartening as a bored child and when that child becomes struck down with boredom they become, well, let’s just say slightly less fluffy and friendly. So what can we do? We want something fun, yet stimulating; something creative, yet developing friendly. I think I have discovered the secret tool and I’d like to share it with you. Hold on now, this may change your life!
It’s as easy as one, two… play dough! Why? Because it’s fun; it’s messy; it’s so simple yet extremely effective! Play dough provides enjoyable and satisfying experiences for children, but it is not merely a fun activity, it also is so much more—it provides valuable hands-on, active-learning experiences that support children’s growth and learning. For young children, development of fine motor skills is an area that is focused on to prepare them for their school life. The malleable properties of play dough make it fun for investigation and exploration as well as secretly building strength in all the tiny hand muscles and tendons, making them ready for pencil and scissor control later on. Creatively children will grow massively and as soon as you introduce open ended play items to add to the mix, play dough becomes the perfect medium for numerous types of imaginative play and can
represent so many things in a child’s eyes. Play with play dough not only enhances children’s emotional development but also promotes their social development and interactions. Some children may choose to play independently at the play dough table, but many will interact with others. As a teacher, I use strategies to promote social interactions, such as asking questions (like “What does this do?” “What does a bear say?”), and commenting on what the children are doing (“Look, you cut it again!” “You made a great circle shape”), and encouraging them to make connections between their play and the world (“That’s a great car, who drives a car that you know?” “Can you make me a star shape for my night scene?”)
Eco Ninjas Turn Garden Greener! by Mark Beales
Garden International School (GIS) is going even greener - with help from a group of Eco Ninjas! The green-clad Eco Ninjas have been 'secretly' appearing at school to encourage students to recycle bottles, paper and other materials. So far they've been incredibly successful and money raised from recycling has helped provide new green areas all around the
Ban Chang school. The money is also helping fund other projects, such as creating new bird tables and replacing fences with ecofriendly hedges on school grounds. Special recycling bins have been provided around school, all clearly marked to show what should go inside them, and students are often reminded about the importance of caring for their environment.
Garden has already taken part in a Keep Britain Tidy campaign that promotes environmental awareness in schools and last year was awarded a Bronze Eco Schools' certificate. You & Your Pets Obesity Prevention in Dogs: Canine Weight Management by Thonglor Pet Hospital
Canine obesity is one of the fastest growing health problems seen in dogs today. As with people, obesity can lead to a variety of diseases, disorders and other complications in dogs. In a 2008 study, the Association for Pet Obesity Prevention estimated that 44 percent dogs in America were overweight or obese. That's approximately 33 million dogs in the U.S. alone. Needless to say, something must be done. You can start with your own dog. Learn how to manage your dog's weight; start a weight loss plan for your dog, and prevent weight gain in the first place. Causes of Canine Obesity There are many reasons a dog can become overweight. The obvious culprits are improper diet and lack of sufficient exercise. A dog recovering from an illness or injury is usually required to remain sedentary and is therefore at risk for weight gain. It is also important to know that weight gain may actually be a symptom of some hormonal disorders, such as hypothyroidism or Cushing's syndrome. Finally, genetic predisposition is a big factor. Certain dog breeds are simply more prone to obesity than others, such as English Bulldogs, Beagles, Dachshunds, Pugs, Dalmatians and Cocker Spaniels - just to name just a few. Health Risks of Obesity in Dogs Canine obesity is dangerous because it can lead to a great number of health problems. It may also adversely affect an existing health issue. The following diseases and disorders may be caused or exacerbated by obesity: r Cardiac disease r Diabetes Mellitus r Hypertension (high blood pressure) r Orthopedic injuries (such as cruciate ligament rupture or patellar luxation) r Osteoarthritis r Respiratory disorders r Various forms of cancer Determining if Your Dog is Overweight You can often see the telltale signs of obesity in a dog, but sometimes it sneaks up on you. Gradual weight gain is not as noticeable when you see your dog on a daily basis. A friend or family member who is not often around your dog may notice a weight change. Other warning signs are exercise intolerance and apparent laziness. These could indicate a weight problem or other health issue. In any event, it is best to visit your vet if anything seems amiss. Also, be sure your dog goes to the vet for a wellness exam every 6 to 12 months. This is the best way for your vet to detect changes before there is a serious problem.

That program will consist mainly of a structured diet and an exercise plan. In addition, your vet will help you set up goals and schedule times for quick checkups to monitor your dog's progress. It will be helpful to weigh your dog on a regular basis - ideally every week or two. If you do not have the right scale at home, you can just stop by your vet's office for this. Many vet clinics have a scale in the lobby, so you can just run in and check the weight, free of charge. Canine Weight Loss Tips Weight loss for dogs is not a matter of willpower for the dog. You, however, may need to use willpower to resist those begging eyes. Remember, food is not love! For most dogs, the traditional dietand-exercise plan does the trick. However, some dogs need an extra helping hand. These dogs might be candidates for a canine weight loss drug called Slentrol (dirlotapide). Another way to boost your dog's weight loss plan is to get involved with agility or another dog sport. You will be working with experts who want your dog to succeed but will not push him. In some cases, vets will prescribe a special low fat/high fiber diet that is not available "over the counter." However, there are also many commercial diets that might work, including some holistic/natural diets. Even healthy food and treats will lead to weight gain if given in excess. Allowing your dog to "free feed" by leaving a full bowl out all day is not a good idea, especially in a multiple dog household. Establish two or three set mealtimes per day. Use a measured scoop to give only the recommended amount of food. Feeding instructions on bags are general and may not be appropriate for your dog, so ask your vet to help you determine the right amount. Dog treats should be significantly decreased for an overweight dog. Treats should never make up more than 10 percent of a dog's diet, and that percentage should be decreased for weight loss. You will also need to change the type of treat you feed. No cheese, hot dog pieces or fatty commercial dog treats. Shop for dog treats that are low in calories. Better yet, give small pieces of carrots and apples as treats - many dogs really love them. EXERCISE Obviously, your dog is going to need more exercise to lose weight. If you do not already walk your dog daily for a specific period of time, start now. Schedule times to play fetch or tug-of-war. If you have an exercise schedule, increase the frequency and difficulty if possible - this will be good for you, too. The most important thing is to make a commitment to a plan and stick with it. Your dog is at your mercy. Many dogs will be happy to be getting more exercise and attention, and they will joyfully await their scheduled exercise sessions. However dogs that are very overweight and out-of-shape may pose a challenge. Some dogs will simply stop in the middle of a walk, refusing to continue. This is probably because they are winded and/or in pain. To be safe, stay close to home and keep a slower pace. These dogs benefit from several short walks a day rather than one or two long ones. Some dogs cannot exercise as needed due to an illness or injury brought on or worsened by the obesity. Consult your vet for recommendations. You may find that physical therapy with a canine rehabilitation practitioner helps.
