n the expectation that 28 million foreigners will visit Thailand next year, compared with 24 million this year, the Tourism Authority of Thailand (TAT) is to recruit “quality customers� using the new social media. News Illegal cash collectors threaten police A dozen men were questioned by traffic police as they appeared to be illegally collecting money for parking tickets near the Dolphin Roundabout. The going rate was 60 baht but there was no choice for drivers as some members of the gang behaved aggressively. Officer Somsri Sima was forced to radio for assistance as the

gang refused to disperse and told him to mind his own business. When 20 police reinforcements arrived on the scene, the gang fled. However four were taken into custody and all tested positive for drugs. It is believed the ringleader of the parking scam was Sanrak Meesuta who had a large number of parking tickets.

Depressed man tries to kill friend

Police responded to reports from a Jomtien condominium complex that a man was bleeding profusely. Ake Phudradup, 48, said he had been attacked by Sanit Phromboon, 40, with a sharp-edged implement. Arrested shortly afterwards, Sanit said he was a drinking buddy of Ake for several years but he had recently heard a rumour that Ake had had sex with his wife. Ake denied the allegation. The injured man was taken to Banglamung Hospital for stitching whilst his attacker was remanded in custody on violence charges.

Drunken Russian breaks baht bus windscreen

Unable to name his destination, a Russian tourist flared up and broke the windshield of a baht bus. The driver, Surachai, said the Russian flagged down the songthaew on Second Road, and climbed in back. After riding for about a kilometer, Surachai stopped and asked where the passenger was going. The tourist appeared drunk and became angry enough to slam his elbow into the windscreen. When police arrived at the scene they were unable to communicate with the Russian. The Russian was taken to the police station, then left and went to sleep outside the Montien Hotel. He will be rearrested when the booze wears off and a translator is available.

Cambodians enforce no-entry zone Fighting broke out between Thais and Cambodians after a group of Cambodians tried to prevent anyone from entering their encampment on a Jomtien building site unless they were Cambodian nationals. Thai construction managers

Acquaintances suggested that Ampol had been very stressed by his job as a taxi boy which resulted in a very poor income. Pending an autopsy, investigators are ruling the death a suicide.

Imposters use fake warrant and violence Wuttipong Boonma, owner of an internet cafe in Banglamung, was assaulted by men professing to be copyright agents. The unidentified men presented what looked like a fake warrant claimed to be from Pattaya court. When Wuttipong protested, the fraudsters broke his jaw and escaped with several computers. Police said they would question the owner further once he recovers from the attack, and that they would check the cafÊ’s CCTV.

News POLI CE Way forward with jet skis

Phuket Governor Maitri Intusut has given a favorable report on the resort’s attempts to clean up the infamous Jet Ski business in which foreigners have traditionally been ripped off financially for real or imaginary damage to the craft. Since Pattaya appears to be lagging behind on this sensitive issue, it is worth looking at the progress apparently made in the southern resort.

The numbers involved

In Phuket there are 286 Jet Skis operating from six beaches, the majority at Ka and Kata. Prices have been standardized at 1,500 baht for 30 minutes, up to a maximum of 3,000 baht for a full hour. According to a full report in the Phuket Gazette, these prices are justified by the operators as being the same as they were in 2010. Some foreigners in Pattaya have complained that the hiring fees were greater than that, without considering any accident damage or claims thereof. A 30-minute Jet Ski trip typically uses 12 or 13 litres of gasoline, not to mention the staff costs.

Already a number of online campaigns – “Happiness You Can Share” and “Find Your Fabulous” – provide real experiences for travellers using mobile applications, portal sites and digital marketing. The Amazing Thailand website has more than 500,000 “likes” on Facebook and Twitter with a further 50,000 followers on Google+. Four premium traveller groups are being targeted: medical tourists, honeymooners, eco-tourists and lovers of golf. Pattaya is one of the resorts being promoted, using the City Hall aim of creating Pattaya as a Thai Riviera destination by the end of the decade. TAT believes that the luxury-seeking groups will spend an average of 12,000 baht a day on a Thai holiday rather than the 3,000 baht which is said to be normal for the budget traveller, including his or her accommodation.

According to the Phuket Gazette, the operators don’t fight over customers and the price tariff is explained to them in advance. That means that no untoward pressure is put on tourists to take a ride. Foreigners often ask if they need a licence to ride a Jet Ski, but apparently this is not so or the framework legislation is not in use or applicable. But Jet Ski operators can arrange to have staff accompany riders who are not sure if they can cope alone.

The new tourist information centre and multipurpose police station to be built close the entrance of Walking Street will cost 3,500,000 baht and should be ready for use before the end of the year. A City Hall spokesperson said that budgetary provision had already been made in the current financial year. One purpose of the new complex will be to provide a quick response to any serious mishaps, such as sea accidents which have caused the resort many problems in the past.

The Phuket operators also stated that in stormy weather they are not able to rent out the craft for obvious reasons. Sometimes, especially in the monsoon season, craft can be overturned or damaged by rough seas whilst they are stationary. This is an extra cost which the operators have to bear. Jet Ski owners, according to the Phuket Gazette, also encouraged City Hall and the harbor master to enforce the agreed regulations without fear or favor.

And so to Pattaya

The Phuket “solution”, if that is what it is, seems to be a self-help agreement among the various parties. It seems the police--who in Pattaya have been a dominant force for good or ill in sorting out disputes—did not participate in the discussions. Nor is there any mention of a compulsory insurance scheme for Jet Ski owners. Maybe they have taken the view that they don’t need a policy in the first place and will be their own insurer. Or maybe it’s not that easy to find an insurer in the public or the private sectors willing to cover accidents and damage in what is obviously a hazardous sport. Nonetheless, it is hoped that the Pattaya operators and the local authority will now take action on the Jet Ski problem in our fair city. There are still too many reports of arguments between tourists and Jet Ski owners or their agents concerning the cost of damage--whether real or not. A big scam here is the plastic bag placed at each end of the craft, allegedly to prevent water damage, which can easily hide pre-existing scratches and dents. Perhaps we now need a deputation of foreign embassies to Pattaya to create the publicity to coax a solution along the Phuket lines. Let’s hope that the answer to the Jet Ski issue has been resolved in principle, and that the system will not revert to nastiness once the publicity wears off. Postscript: However both the Austrian and British honorary consuls in Phuket were reported at the end of August as saying that little had changed and that the reason there were not more complaints was simply fear of the Jet Ski operators by intimidated tourists.

TAT believes that the online campaign will help decide world travellers to come to Thailand. The medical tourism market is particularly appealing to Middle East visitors, whilst weddings and honeymoons are especially popular with Indians. Golfing holidays are booming amongst South Koreans, whilst the small eco-tourism market generally consists of Europeans and Americans visiting Koh Samui and other islands. “We will utilize and apply information technology to promote Thailand in the second decade of the century,” Thapanee added. “Our online strategy will help us to know our customers and will enable us to ascertain the lifestyle of visitors at the digital cutting edge.” He stressed that TAT has more than 20 static and niche mobile applications to support mobile users.

The harbor office in Phuket claims to visit each operator once a year to check that the licensing documentation is up to date and that the craft are in a good condition. The local authority has confirmed that there has been only one death this year arising from a Jet Ski incident. The Phuket governor also stated that complaints from foreign diplomats about the lack of safety on Jet Skis lacked substance. The governor said he needed exact dates, times and location to investigate alleged examples of misuse or danger to craft renters. Every single Jet Ski has a registration number.

Thapanee Kiatphaibool, TAT marketing director, said, “We will also cooperate with the biggest Chinese search engine www.baidu. com to promote the tourist industry in Thailand. The number of Chinese visitors coming to Thailand is now almost equal to the total of Russians and is expected to leap into first place next year. South Korea and Germany provide the next biggest numbers. Britain, which used to be first in the list, has fallen way behind.” Auttaphol Wannakij, director TAT’s Pattaya office, said that the occupancy rate of hotel rooms in Pattaya this month is at least 70 percent, compared with 40 percent three years ago. He said a minimum growth of 10 percent in Pattaya arrivals was anticipated this year, a total of nearly 7 million tourists altogether.

Compulsory insurance for all? Mandatory insurance for tourists will be imposed by the Thai government this year, according to Somsak Pureerisak, minister of Tourism and Sports. Details remain unclear, but one thing is certain: some or all tourists will be required to obtain medical insurance before entering Thailand. The planned scheme is in response to growing concern that too many foreign visitors end up in hospital but do not pay their bills. Private hospitals here typically refuse treatment to uninsured foreigners unless they pay cash in advance. Public hospitals, however, sometimes have a more ambivalent attitude; unpaid bills in those institutions reportedly cost Thailand more than 200 million baht annually. The first group of tourists affected by the new scheme will be those applying for visas at Thai embassies

or consulates worldwide. They will have to pay an extra 500 baht or thereabouts for what is described as “medical insurance”. Officials did not explain how such a paltry sum would actually cover hospitalized visitors hurt in traffic accidents or suffering heart attacks–the main causes of huge, unexpected medical bills. “Nobody is going to cover a serious claim for 500 baht, not to mention elderly tourists or those with pre-existing conditions,” it was pointed out by a leading Pattaya insurance broker. “The main result of the move might be to substantially reduce the number of tourists visiting Thailand.” He added that most package visitors already have group cover, although elderly or sick members are often excluded from some of the benefits. Minister Somsak said no decision

has been made in relation to those short-term visitors who do not need a prior visa, those obtaining a twoweek visa on arrival, and expats holding one-year visas, especially retirees. Anecdotal evidence suggests that it is the large retiree group that is most likely to default on steep medical bills. One alternative being considered for long-term expats is the reintroduction of a rule mandating that a local doctor must certify the good health of the applicant. This rule was abolished more than 10 years ago because some doctors sold such certificates without providing even a cursory examination. Yet another alternative might be a higher overseas income or a bigger bank balance than the 800,000 baht or equivalent currently required. Thailand earned 984 billion baht from foreign tourists in 2012 and the figure is expected to rise to 2.2 trillion baht in 2015; in comparison, 200 million baht in unpaid hospital bills seems trifle. Some travel agents and tour operators say that, in view of the differing financial position of millions of visitors, no blanket or imposed solution will be found. They believe that each traveller should be made aware of the potentially disastrous results of being abroad uninsured or without megaresources waiting to be tapped.

News Lions Club Golf tournament The Lions Club again sponsored the 22nd charity golfing tournament at the Siam Golf Country Club (old course). Pattaya Mayor Itthiphol Kunplome was on hand for the event that featured prizes for the shot nearest the flag. Many amateur golfers and businessmen turned out for the charity event, but nobody won the Toyota Vios available for a hole-in-one.

No particular reason for the assault was established. The culprits agreed to pay for emergency medical costs of 3,000 baht, but then admitted that they did not have enough money. Eventually, one gang member produce enough to cover the bin and police allowed all six to go free.

Pattaya hosts world badminton competition The 14th World Airlines Badminton Championship was held in the Pattaya with Thai Airways hosting the event supported by 10 Asian airlines. The competition brought many athletes into the resort and underscored the resort’s reputation as a sporting mecca.

Warning about Thai tourism The Thai Chamber of Commerce has warned that Thailand is in danger of losing out to Malaysia and Singapore in the battle to attract tourists. Aat Pisanwanich, a director, said that other ASEAN countries had improved their tourist and hospitality profiles while Thailand appeared to be standing still. “Foreign visitors are less satisfied than they once were with

the Siamese Smile,” he said whilst adding that some front-line staff tended to look displeased. He suggested that the service industry in Thailand should concentrate on improving staff attitudes or risk losing many visitors in the future. Other suggestions were to improve the language skills of staff, not only in English but in Japanese and Chinese as well. If these

improvements were made, the Chamber concluded, Thailand could well draw up to 34 million tourists a year by the end of this decade with their revenue of 1.65 trillion baht contributing over 11 percent of the country’s gross domestic product. Currently Malaysia attracts slightly more than the 22 million visitors to Thailand at 25 million with Singapore next at 14 million.

Decomposed corpse off Koh Samet Police are still investigating how a 25-year-old British tourist, Stephen Paul Truscott, came to end up on the concrete road after apparently falling from an upper-floor window of a nightclub in Walking Street. He had various broken bones, including a badly damaged hip, and was rushed to Memorial Hospital. It is assumed at present that Truscott fell accidentally after a heavy drinking bout.

Police and rescue volunteers roped in the corpse of a probable fisherman off of Koh Samet. The body had been in the water for at least a week, according to police, and therefore was difficult to identify. Tourists in the area were concerned that the body might be that of a missing tourist, but police said that an autopsy might shed some light on the problem.

Walking Street cleaned up The Walking Street community aided by the White volunteer group held a mammoth cleanup operation in which tons of rubbish and debris were removed, leaving the street looking its brightest in a long time. The aim was to create a good image for Pattaya tourism and to encourage everyone to keep the area neat and tidy. As a reward, the president of the Walking Street business owners donated a red fire extinguisher.

New attack on nominee loopholes The office of the Ombudsman is seeking new legislation to prevent foreigners illegally owning land via Thai nominees. Under the proposed legislation, foreigners would face long terms of imprisonment or fines up to two million baht for trying to hide their purchase of land. Those found holding Thai papers illegally might be allowed up to a year to transfer the plots to legitimate entities. The current loopholes are said to be mainly setting up registered companies with a 51:49 Thai-foreign ownership

or by marrying a Thai. There is a suspicion that many plots of land are illegally owned by Thais in mainland Thailand and on the islands of Phuket and Koh Samui. At the moment land ownership deals are not public information, leading to suspicious transactions by Thais and foreigners alike. Critics say that there is no reason for new laws. What’s needed is strict enforcement of existing legislation including the anti-money laundering rules and the notoriously lax tax laws on property transactions.

News Sports day for Pattaya schools

On your own At last Thai authorities are picking up on the fact that the hundreds of destitute farang in Thailand are reduced to begging in order to survive. The new factor is the dawning realization that it’s not simply a matter of these indigent foreigners appearing at their Bangkok embassies with begging bowls and being told, politely or not, to clear off. These days, all embassies only offer to telephone friends and relatives around the globe for cash. Those who have no one are left to their own devices. Intensive non-care Thailand’s public hospitals are also making a fuss, and understandably so, about farang unable to pay their hospital bills. The total cost could run as high as 200 million baht annually. The biggest problem is young men driving monster Thai motorbikes in the middle of the night and old men suffering strokes and heart attacks at any time of the day. Unless you have mega-insurance cover or vast cash reserves, avoid accidents and stay healthy. Hello inflation A check on the markets suggests that the price of food and luxury goods is certainly on the rise. Price tags on many wines have recently jumped by around 10 percent, and even popular fresh fruits are more expensive. We shall doubtless be told that the baht is now falling, thus pushing up the price of imported food, including cheese. OK, but nobody noticed falling prices when the baht surged a few months ago. More statistics In an attempt to show that street crime isn’t as bad as commonly supposed, “official” statistics at police stations now show that fewer tourists are complaining about scams, rip-offs and bag snatching. The question is whether the figures are a reflection of social reality. For example, it’s possible that victims of crime don’t always bother to report them as the word is out that a short written report is all you can expect. If such crimes are on the decline in Pattaya, then nobody has yet bothered to tell the online media. Lack of Chinese restaurants Although Chinese visitors to the Land of Smiles outnumber Indians visitor by about five to one, the reality in Pattaya is that there are around 40 Indian restaurants and hardly any Chinese eateries. The exceptions are very up-market Chinese restaurants or those specializing in take-away food much beloved by the British. There is surely a gap in the market here waiting to be filled by some enterprising man or woman who can offer good value meals just like you can get in Beijing. Or have we missed something? Driving licence myths Don’t believe anyone who tells you that you can obtain a Thai driving licence without visiting the motor vehicle centre in person. You can’t. Apart from anything else, you must have your embossed photo taken whilst you are there to implant on your new licence. In the old days there were ways of circumventing the bureaucracy through middle-men. Not so today. We recently heard of a farang who paid an agent 25,000 baht to obtain a new licence. He was given one all right–a stolen license belonging to another man. Living wills A reader asks: What is the point? A living will has nothing to do with what happens to your corpse or your belongings. It’s simply a personal statement that you don’t want to be kept artificially alive in an intensive care unit when your number is decidedly up. Of course you won’t be in an intensive care unit unless you are luxuriously insured or have accessible mega-cash. A Pattaya lawyer can arrange a living will for you or you can find the documentation on the internet by typing in the key words. Don’t forget to tell your relatives or friends where you are keeping the said document.

TAT aims to operate hotel-reservation bookings The Tourism and Sports Ministry wants to set up a hotel-reservation website run by theTourism Association of Thailand (TAT). But there will first need to be discussions with the Thai Hotels Association, which has similar plans, and the Technology Ministry which could have a support role in providing software.

John Antony Olcorn, 63, collapsed and died at Plutaluang Navy Golf Course after trying to use his putter and failing in the endeavor. Caddy Yoltika Kalek said that a group of four Austrians came to play at the course but it was obvious from the start that Olcorn was ill. Police said later that the deceased had suffered from heart disease for many years and that the hot sun and fatigue on the day in question may well have played a part.

Police are puzzling over the death of Niran Charnkit, 36, who was shot in the back as he drove his motorbike in South Pattaya. He was rushed to Pattaya Memorial Hospital where he died. Several bullet cartridges were found in the vicinity of the shooting. The police reportedly found methamphetamines on the victim’s body. Investigators theorize that Niran may have had enemies in the drugs business or was trying to cheat a big boss. Police were checking the dead man’s record to see what involvement, if any, he had in trading illegal substances or in the loan shark business.

Scarlett on the Beach at Pullman Pattaya Hotel G By Mick and Di, The Food Lovers

Pattaya’s foodie glitterati gathered at the Beach Club at Pullman Pattaya Hotel G recently to enjoy the creations of executive chef Sylvain Royer. Having worked in numerous Michelin starred restaurants in his native France, he is now the guiding light behind the gourmet Scarlett Wine Bar & Restaurant at Pullman Bangkok Hotel G. For this one-night-only gastronomic event we were treated to a tasting menu of chef’s conceptual cuisine. Ever pushing the culinary envelope he presented us with a pageant of dishes from his personal portfolio of classic and innovative recipes. The evening commenced with a serving of black Kurobuta pork and foie gras ballotine encased in aspic and wrapped in puff pastry.

This proved to be an outstanding dish accompanied by a trio of cornichon and silver skinned onions the flavours soared and benefited well from the pairing of a Sanama Sauvignon Blanc from Chile. The next course was another sensation, a poached egg in a porcini cream sauce. Poached eggs have never tasted like this before; these had been slow poached in their shell, Japanese style, for about 45 minutes and then smothered in a concentrated dried porcini sauce. Such an elegant course with its creamy condensed flavours. We loved it. Next to hit the table was a pike fish quenelle served in a Chardonnay sauce. Quenelles are traditionally small, oval-shaped dumplings of poached fish or meat and on this occasion chef Sylvain had used the king of all river fish, the white, mild-tasting pike to give this a delectable subtle flavour. The next tasting for the starters put another exciting twist on the classic French delicacy– snails. The most highly prized snails in France hail from the Burgundy region and these were the escargot that found their way into this dish. Unusually these were served in a small potato which had been baked in its jacket. Inside the garlicky buttery emulsion soaked delightfully into the soft potato where nestled inside were the juicy Burgundian beauties. An all singing, all dancing conclusion to our farrago of gourmet appetisers. As if we hadn’t already been served a stunning meal–the main courses were yet to come. Served with a Chilean Paso del Sol Merlot these included braised beef cheeks which had been cooked to perfection for 12 hours in a robust Bordeaux winemaking for a deeply rich affair. Saint Jacques d’Hokkaido grilled scallop accompanied by truffle mashed potatoes followed and lastly snow fish a la plancha together with fresh green peas and lardon. To conclude? It could only be cheese and warm Camembert with truffles melting itself into a molten lusciousness was accompanied by a top-notch selection of AOC cheeses. Chateau de la Negly Coteaux du Languedoc was the last red to be poured and it proved our favourite of the evening. Paired with the dessert of mille-feuille Grands Augustins with vanilla pastry cream we were served a delightfully light Paso del Sol Cabernet Shiraz Rose which delightfully brought down the curtain on this gastro of gastronomical events. Father Ray will be remembered always by Derek Franklin

Most of the more than 500 people at the tenth anniversary Memorial Mass for Father Ray Brennan had never met the man. The majority of those who sat through the catholic service were Buddhists, but this did not stop them from attending to pay their respects to the man whose devotion to the underprivileged in Thai society will never be forgotten. Two people who knew Father Ray well had flown in from Texas: his younger sister Sharron Purtell and his niece Amy. They came to attend the service, to remember Father Ray and to witness for themselves that the work he started is continuing; they were not disappointed. The two women visited the babies at the Pattaya Orphanage and played with the deaf toddlers. At the Father Ray Children’s Home they were entertained with a traditional Thai dance and an exhibition of Muay Thai, while the students with disabilities showed off their English skills. The youngsters at the Pattaya School for the Blind sang for them, and the toddlers at the Father Ray Day Care Center all demanded hugs. For Amy, who was making her first trip to Thailand, it was an experience she will never forget.

On the morning of August 16, the anniversary of Father Ray’s death, more than 200 students, teachers, foreign volunteers and local residents gathered at the Redemptorist Vocational School for People with Disabilities to provide alms to monks from a local Buddhist temple and to make merit for Father Ray. At St. Nikolaus Church 12 hours later, the anniversary Memorial Mass took place. The service was led by Father Michael Weera, from the Pattaya Orphanage, Father Michael Picharn, from the Father Ray Foundation, and Father Viyakorn, vicar general of the Redemptorists of Thailand, the catholic order Father Ray belonged to. The choir from the Pattaya Orphanage, led by Sister Supatra, sang throughout the service. Once the hymns had all been sung, the priests led a procession to Father Ray’s final resting place. As each person, young and old, stood in front of the grave, they laid down a single red rose. While Thais placed their hands together and performed a wai, others bowed their heads in respect to Father Ray, the man whose work changed the lives of thousands and whose legacy continues here in Pattaya.

Ko Lanta Just off Thailand’s southwestern coastal town of Krabi, on the east side of Phang Nga Bay, is a unique, unspotted tropical island: Ko Lanta. With clear warm waters and superb white sand beaches stretching along a 27-kilometer coastline, this paradise remains unmarred by mass tourism. Ko Lanta also boasts a beautiful mountain range covered with rainforest. The west coast of the island is the main tourist area, offering accommodation for all budgets, plenty of things to see and do, and a growing number of bars and restaurants. Pictureperfect sunsets can be seen from any of the many beaches, while the colorful local long-tail boats sail by peacefully. The east coast is far less developed, affording the curious explorer a genuine slice of island life. Facing the mainland, the coastline largely consists of mangroves, with more beaches towards the southern end. Here you will find the ancient Sea Gypsy Village, home to the indigenous settlers living in harmony with the sea. Do The best beaches are on the west of the island, running north to south, and offer a quiet and idyllic escape. Boasting a spectacular 3-kilometer stretch of white sand clear, shallow water, Klong Dao was the first to be developed in Ko Lanta. The Klong Jark waterfall, which is becoming an increasingly popular visitor site. Shop Shopping spots on Ko Lanta are fairly simple and basic in the main. A cosy neighbourhood haven Finding a niche in the snakes and ladders world of restaurants in Pattaya and Jomtien is not an easy task, but that is what two seasoned restaurateurs and well-known, longterm residents and local bons vivants are aspiring to do. Four months ago Richard Burk and Phil Graham became proprietors of Coco’s Bistro located at the Sukhumvit Road end of Soi Chaiyapruek 1. This stylish neighbourhood bistro has a mission to provide quality, affordable, allday dining, and in so doing create a popular social meeting place for visitors and the local community. Stylish yet relaxed, the décor is dominated by their logo’s dramatic red and black hues. It also boasts a comfy lounge area for a business rendezvous or for meeting up with friends to enjoy a cup of Coco’s carefully-selected coffee, pastries or savoury snacks. The welcoming ambiance was palpable as Mick and I took our seats at a window table to enjoy our first Coco’s Bistro experience. The menu is big, running the gamut of morning-till-night culinary dishes, starting with breakfast items, through midmorning snacks, lunch, and teatime treats, and culminating in the full evening bistro menu. Breakfasts are international from British through Nashville (including two Jimmy Dean style sausage patties) to their massive

Cowboy breakfast featuring a beef filet steak, eggs and sweet tangy BBQ beans. Currently there is a “Get Acquainted Promotion” serving five choices of breakfast sets from eggs to pancakes for only B.99. These buttermilk pancakes are unique to Coco’s; served in stacks, they can be sweet, oozing with butter and maple syrup, strawberry or blackberry sauce or savoury with eggs, streaky bacon or sausage patties. Also, for a limited period there is a lunchtime soup ‘n’ sandwich promotion from 11 a.m. to 2 p.m. serving homemade soup and a sandwich accompanied by coleslaw and a drink for only B.199. The subs and sandwiches here come highly recommended. In fact the next table waxed lyrically (unsolicited!) about the Philly cheese steak sub (thinly sliced beef tenderloin sautéed with onions and topped with melted American cheese); they gave it their unconditional thumbs up. Mick and I were now checking out this extraordinarily eclectic menu while enjoying a glass of the house Pinot grigio wine (B.125). The wine list is interesting, offering bottles from both the new and old wine worlds. We later sampled the house Merlot-an excellent, quaffable vintage which pairs well with most dishes. I chose to start the proceedings with a traditional French onion soup, while Mick elected to commence

with smoked salmon served with a cucumber and yoghurt dill dressing. Onion soup has always been a big bistro classic and here at Coco’s it is a beefy, pungent affair. Topped with an overgenerous amount of toasted bread and molten Emmental cheese, I enjoyed every slurp while the impeccably sourced smoked salmon made great friends with the creamy dressing. Other starters include calamari (B.175), nachos topped with chilli con carne and cheddar cheese with sour cream, baked garlic prawns, fritto misto, prawn cocktail and spring rolls with plum sauce. Meat aficionados will appreciate the grilled meats showcasing premium pen-fed hybrid beef with sirloin, weighing in at 250 grams, T-bone at 400 grams and their

specialty, tenderloin fillet at 200 grams. Prices range from B.395. Traditional fare offers American meatloaf in tomato sauce or rich brown gravy, English pies with the steak and kidney being highly recommended, roast beef with gravy, honey baked ham with raisin sauce and really much, much more. Special mention must be made for the braised New Zealand lamb shanks with a red wine sauce. Lovingly braised for many hours, customers said that their knives were redundant–spoons would have sufficed. Mick ordered the beef and pork stuffed cabbage rolls and my love of fish led me to the seafood section. It was said that in the 17th century Atlantic cod was so abundant that you could walk across the ocean on their backs; sadly today this is not the case, so I thought I should order the Atlantic cod while I could. Both dishes were top notch, the meaty cabbage rolls were smothered in a sweetish/ sour tomato sauce and the pan-fried

cod was softly tender accompanied by creamy mashed potatoes. Chef Surachai has 20 years of experience under his toque and it is patently obvious in all his dishes. His repertoire includes both western and Thai cuisine with dishes starting from B.90 to B.180. Richard is famous for his decadently scrumptious desserts so we couldn’t leave without tasting his chocolate fudge cake, moistly rich with a lush fudgy flavour, it was fabulous. Fruity crumbles, lemon meringue pie and their acclaimed carrot cake are all available at any time and offer the sweetest of temptations. Coco’s is indeed a find. Mission accomplished gentlemen; Coco’s does indeed fill that void for allday affordable dining in stylish surroundings. Pattaya’s new French brasserie

Bonjour mes amis–the latest culinary news is that Pattaya has a new French brasserie. The term generally describes a semi-large informal restaurant that stays open late, doesn’t require a reservation and is open from breakfast till dinner and beyond. Such a brasserie is The Kitchen on Second Road. This stylish restaurant is owned by Martial (Ricky), restaurateur and front of house host, and his partner, Christophe, the inveterate chef. These two French gentlemen have already brought the Brasserie-culture to Phuket and now Pattaya is their second location of choice. The décor is stylish, clean-lined and contemporary with a big comfortable terrace for open air seating which on entry seamlessly segues into a cool air-conditioned interior for comfortable dining. A huge modern mural dominates the tables lending a Parisienne touch to the ambiance while the open kitchen affords the opportunity to watch chef Ton and his team creating their innovative, modern French, Thai and international cuisine. Breakfast (Continental, American and English) is served 9 a.m. till noon from as little as B.160. The menu is

a big, colourful affair both in stature and contents (it’s also highly pictorial for ease of ordering). Ricky and Christophe have it all covered from freshly ground coffee to blended smoothies and milkshakes to an extensive list of wines served by the glass, pitcher or bottle to an abundance of beers, spirits and cocktails. While on the imbibing aspect, happy hour is 3 to 6 p.m. when beers, cocktails and smoothies benefit from a buy-one-get-one-free promotion.

Once seated we were immediately served the brasserie’s complimentary appetiser of chef’s signature in-house pate accompanied by cornichons. Enjoyed with a glass of Chardonnay and some crusty French bread it was a yummy welcoming gift from the kitchen. The full appetiser menu is indeed eclectic offering chicken satay, vegetarian spring rolls, calamari fritters, salmon quiche with creamy spinach, stuffed mussels a la pomodoro and much more all in the B.190-ish range. I was torn between the marinated shrimps sautéed in olive oil with sea salt and Thai black pepper and the duo of salmon tartar. We decided to share the tartar. Stylishly served on a tile of black slate the portion was mammoth. Three generous mounds of diced smoked and fresh salmon crowned with a ribboned swirl were accompanied by a mixed salad and lemon wedges. The seasoning of fresh herbs, olive oil and lime juice was spot on but quite honestly we were unable to finish the whole serving and accepted the offer from the staff to pack it up to take home. Back to the menu–grilled panini sandwiches, burgers, an assortment

of cold cuts, a quartet of cheeses, salads (including a chicken Caesar), elegant soups the likes of wonton shrimp, tom yam kung and naturally French onion are all here and offered from as little as B.180. Fancy a pizza? There are eight thin based varieties and eight pasta dishes including a lasagna Bolognese and a rich fourcheese penne. We were now enjoying a glass of chilled Cotes de Provence rose and browsing the main courses. Ricky told us that the steaks headed their most ordered dishes and at prices from B.340 we weren’t surprised. The skewered meat is another bestseller; served vertically on a wooden bracket we saw many of these heading out to awaiting customers. Eschewing the beef Mick ordered the lamb shank and I plumped for the sea bass fillet meuniere (B.290). Drenched in butter, lemon and parsley and sprinkled

just couldn’t leave without tasting the in-house chocolate lava cake. Legend has it that this chocolate cake was the result of a major culinary disaster. The dessert was meant to be individual chocolate cakes but a chef took them out of the ovens too soon and the centres were still liquefied. Since there was no time to cook them further, the chef simply introduced the new dessert as chocolate “lava” cake! Is there a better way to end a meal than the glory of molten chocolate oozing out of a juicy chocolate sponge? Or why not try the crème brûlée, Italian tiramisu, Normandy apple tart or mango panna cotta? They would all make for a sweet ending. The Kitchen is a relaxed, cordial culinary destination serving global cuisine with that French flair that epitomizes the brasserie-style. Prices are exceedingly reasonable, the

Brasseries in France are always known for their wonderful desserts and The Kitchen here in Pattaya is certainly no exception. We

1. Season snow fish with salt and pepper 2. Wrap with cucumber slices 3. Steam for 8 minutes Sauce Stir-fry yellow curry until it separates then put fish stock and whipping cream. Bring it to a boil and season with sugar and fish sauce. Reduce until thick. Beetroot risotto Stir-fry the risotto then add chicken stock and cooked beetroot. Keep stirring until soft and cook then add salt, pepper, parmesan cheese and butter.

Shishitogarashi—or Shishito peppers—are so named because their tip resembles the head of a lion (shishi, in Japanese). Like most peppers that turn red upon ripening, shishito are generally harvested while green and are not known for being hot. In fact, it’s said that only one out of every 20 will be spicy, albeit there is no way to recognize which one will burn your tongue. These tiny beauties, which have thin skin that easily blisters, must be poked with a hole before cooking, lest they explode. It may be grilled on a skewer, pan-fried in oil, or stewed in a soy sauce and dashi-based liquid. This time we give it a totally different treatment, by cleaning its seeds out and stuffing it with lumps of crab seasoned with cream cheese, citrus, and herbs, breaded with panko, and frying it to golden crisp. It is served with sweet and sour sauce for dipping. This dish may feel like too much work, but each step is worth the final result. Happy eating!

Crab Stuffed Shishito Peppers with Sweet & Sour Sauce F or the pe ppe rs: 32 large shishito peppers, cleaned

F or th e Stuffing : 1 lb lump crab, picked clean ½ lb cream cheese, softened 2 tbsp chopped chives 1 lemon zest Salt and pepper to taste

F or the swe e t and s our sauce : 1/3 cup rice vinegar 4 tbsp brown sugar 2 tbsp tomato ketchup 2 tsp cornstarch mixed with 4 tsp of water 1 tsp soy sauce

For the stuffing, season the crab meat with salt and pepper. Set aside. Mix all the other stuffing ingredients thoroughly. Slowly fold in the crab careful not to break down the lumps too much. Set aside in the fridge. For the peppers, slit open with a paring knife. Scrape using back of a demi spoon or a grapefruit spoon to remove seeds and white membranes. Using a demi spoon, stuff each pepper with the chilled crab cream. Press a little bit on the peppers to even out the filling and to close seams. Keep cool in the fridge. Prepare a basic tempura batter and coat each stuffed pepper before rolling dry panko. Set aside and keep cool. For the sauce, combine the cornstarch with the water, making sure that the

cornstarch fully dissolves into the water and set aside. 1. Place the rice vinegar, brown sugar, tomato ketchup and soy sauce into a small saucepan, mix together and bring to a boil. 2. For me, the driver, the cockpit experience is high-tech, functional and user friendly-- especially the multifunction steering wheel boasting navigation and entertainment features. Also the intelligent Multi-Information Display (i-MID) connected to an 8-inch color screen including the smart interface with Bluetooth hands-free telephone, USB and the works. The onboard hard disk has 16 GB of storage available. My iPad 2 has only 9 GB. One more thing, the new Honda Accord cabin is surprisingly quiet. Thanks to various sound absorption measures as well as electronics such as the ANC (Active Noise Control) system. The handling. I put the shifter in “D”. And off we go. The steering, now electrically powered, is sharper, also the handling is improved, likewise the cornering performance thanks to the stabilisers both at the front and the rear. The engine sound is a tad throaty adding more fun to the drive. And there's enough oomph for safe overtakings.

The Thai government endorsed the best investments for health and praised the success of ThaiHealth, while Dr. Pravet Vasi revealed that the health promotion would resolve the social crisis. Kittirat Na Ranong, deputy prime minister

and president of ThaiHealth, presided over the Conference at Peach Exhibition and Convention Hall in Pattaya. ThaiHealth, as the representative of Thailand, was chosen by the International Union of Health Promotion and Education (IUHPE) to host the event under the topic of Best Investments for Health. He told the group that factors that now impact health have become more complicated because of economic growth, urban expansion and communication technology. Although there are increasing numbers of affluent individuals in these countries, huge numbers not only remain as poor as before the ‘boom’, in many cases they are actually worse off, with prices on staple commodities such as rice rising faster than wages. However, even in the worst hit economies, unemployment is beginning to come down.

Last Will and Testament in Thailand What is Estate Planning? Estate planning is a process of anticipating and arranging the disposal of an estate and managing an individual's asset base in the event of their incapacitation or death. As part of an estate planning, drafting a Last Will and Testament is recommended. What is a Thailand Last Will and Testament? A Last Will and Testament is a declaration of intention by will, concerning dispositions as to your assets or other matters which shall take effect according to law after your demise. The document will detail your assets in Thailand, such as property, bank accounts, vehicle, and personal valuable items, designating who shall inherit and control them according to your wish to prevent unnecessary complications and quarrels between family members. Other than assets, what does a Last Will and Testament cover? Your Last Will and Testament shall cover five important points: 1. Appointing an Executor or the person who will be in charge of settling and ensuring that your beneficiaries will receive their inheritance 2. Naming all the beneficiaries of your assets 3. Procedure on how the assets shall be transferred to your beneficiaries 4. How funeral must be arranged What should I consider when selecting an executor for my will? Overall, the executor will administer your estate and make sure that everything is done according to the terms of your will. Appointing a trusted executor is an important decision that needs thorough consideration. The responsibilities of an executor include making sure all assets are accounted for, all existing debts and tax obligations are paid, and that remaining assets are distributed to the correct beneficiaries in accordance to your will. Conflict of interest can be avoided by selecting an executor who is not a beneficiary or a business partner. Most individuals tend to choose family members or other close friends or relatives to act as an executor; it is important that it is someone you can completely trust. Appointing someone as executor does not mean that the chosen individual must do everything themselves. Executors are allowed to hire others to help with various aspects of the process. If you don't have a friend or family member with the necessary expertise, consider hiring a lawyer, accountant or similar type of professional to act as your executor. What happens to my assets in Thailand if I don’t have a Last Will and Testament? In Thailand, when a person dies without a Last Will and Testament, the intestate’s assets must be distributed in accordance with the law. As stipulated in The Civil and Commercial Code Section 1629, there are six classes of statutory heirs in Thailand.

Each class is entitled to inherit in the following order: 1. descendants 2. parents 3. brothers and sisters of full blood 4. brothers and sisters of half blood 5. grandfathers and grandmothers 6. uncles and aunts The right of a surviving spouse to share in the estate of a deceased spouse arises automatically from marital status. Spouses who are under separation do not lose the right of inheritance to one another as long as divorce between them has not been granted according to law. Ordinances awarding such rights on a surviving spouse make the spouse a statutory heir. Before any distribution of the estate to the relatives, half of the estate (Sin Somros) will belong to the spouse, if any, and the rest will be distributed accordingly. How do I make a valid Thai Will? A testator must be competent and at least 15 years of age. A will may be made in any of the following forms: • It must be in writing, dated at the time of making the will, and signed by the testator before at least two witnesses present who shall sign their names certifying the signature of the testator; • By Holograph Document. The testator must write with his own hand the entire text of the document, the date and his signature. • By Public Document. The testator must declare to a District Officer before at least two witnesses what dispositions he wishes to include in his will. The District Officer must note down such declarations and read it to both the testator and witnesses, all affixing their signatures after having ascertained that the statement written down corresponds with the declaration of the testator. • Secret Document. The testator must sign his name on the document, close the document and sign across the place of closure. This document must be presented to a District Official with at least 2 witnesses and declare to them that it contains his testamentary dispositions. It's very important to observe the correct legal formalities when signing, amending, or revoking your Will. If you fail to follow all of the specific formalities, then your Last Will won’t be legally valid. I already have my last will and testament in my home country; do I need a different will for my assets in Thailand? Different jurisdictions usually require different formalities for the wills. Having a will drafted in your home country to cover all your assets in Thailand may be troublesome to your family, especially in the event that the will might be invalid in Thailand courts should it not conform to the Thai law requirements. A Thai will should be prepared and signed on Thai territory to ensure that Thai rules regarding the form of your will apply.

Is the party over in Asia?

The UK is now projecting GDP growth of around 1 percent over the next year and, although there are fears that retail sales there are being fuelled by credit, there are genuine reasons for some optimism, based on the fundamentals. The tapering of QE in the United States is a reflection of the Federal Reserve’s increasing confidence in the strength of the US recovery. It should be kept in mind that smaller digit growth of western economies should be taken in the context of the size of their base GDP, meaning 1 percent of a large figure is still more in money terms than 5 percent of smaller economies. The markets are still volatile, as recent rises and falls can attest, nonetheless, it may soon be time to consider placing a percentage of balanced portfolios in Blue Chip, high dividend shares whose current price is assessed to be ‘below fair value’. There are collective funds that specialise in just that, which may well suit those of us who don’t wish to handle our own buying and selling or engage a stockbroker. As the west begins down the road to recovery, manufacturing centres, such as Asia, will naturally benefit. However, whilst the majority of the world’s brands and premium products remain under European- and American-controlled companies, as well as a very significant part of the world’s technical and medical innovation, the developed economies will continue to expand. Upbeat investment sentiment seen in Thailand by

Asia Pacific commercial real estate transaction volume declines but market remains positive as prices record steady growth Southeast Asia continued to see upbeat investment sentiment, with Thailand seeing real estate owners inject assets into property funds, according to the latest Asia Pacific Capital Market View report published by CBRE. Overall commercial real estate transaction volume in the Asia Pacific region declined by 11 percent last quarter to US $19.2 billion after an unusually strong first quarter this year. The market remained active and the quarterly total was in line with volumes recorded last year, the property consultancy firm said. Active markets were led by Japan, although transaction volume fell by almost 50 percent on the quarter after surging in the first quarter of 2013. Other upbeat markets included Australia, Malaysia, New Zealand, Singapore and South Korea, which all recorded a quarterly increase in investment turnover. CBRE called Hong Kong “comparatively subdued,” where the imposition of double stamp duty resulted in the exit of speculators from the market. Taiwan was also called quiet as domestic insurance firms remained inactive

following the rise in minimum yield requirements on commercial property introduced in November 2012. China also recorded a quarterly decline in investment volume of 22 percent, but market sentiment remained positive. An improvement in cross-border investment activity was recorded last quarter, with transaction volume surging by 73 percent. Asian capital and international institutional investors were the major buying forces. There were also more western property funds with recently raised fresh capital starting to acquire new assets, although they remained net sellers in Asia as a number of funds approached maturity. “There were a number of major acquisitions by locally listed property funds in Thailand, and a number of new property funds with several more scheduled to be listed in the second half of 2013”, reported James Pitchon, executive director, head of CBRE Research, Thailand. Capital values in Asia Pacific continued to increase slowly and outpace rental growth on the back of solid

investment demand for quality assets. Yield compression for core assets was observed in several markets including Sydney, Brisbane, Tokyo, Seoul and Singapore. Dr. Nick Axford, global head of Research at CBRE, commented, “On the back of strong investment demand for yield accretive assets, capital values are expected to increase at a steady rate, although markets with ongoing weak occupier demand could see some mild downward adjustment.” “The Asia Pacific market is expected to remain active in the second half with a large pipeline of deals in Australia, China and Japan. The steady regional economy combined with high levels of liquidity and relative low borrowing costs will continue to fuel buying momentum,” said Greg Penn, executive director, CBRE Investment Properties, Asia.

Thailand property developer Raimon Land PCL reported second quarter net profits of 228 million baht, up 61 percent from the previous quarter and 126 percent higher than the second quarter 2012.

This year’s Eastern Seaboard judging team was conducted by head judge Somnuek Tanthathoedtham, Pongstorn Sangruchi, Teresa Biesty and myself, as a national panel judge observer. The short-list of five Eastern Seaboard properties for the Best Condominium category has now been reduced to the final three best condominium developments. In alphabetical order they are: Reflection Jomtien Beach Condominium by the Major Group, The Cliff by the Nova Group, and The Palm Wongamat Beach Condominium by the Nova Group. The judge’s calculation of scores for the Eastern Seaboard’s Best Villa category this year was so close that the Bangkok panel of head judges decided to allow a short-list of four properties, including, in alphabetical order, Sedona Villas, Siam Royal View, Silk Road Place and The Vineyards La Residence. Something new this year for the Eastern Seaboard judging team was the nomination and entry of the Mimosa City of Love Shopping Mall as a contender for Thailand’s Best Commercial Development of the year up against commercial titans like Bangkok’s Mega Bagna Shopping Mall and the Promanade Shopping Mall in Chiangmai. Those condominium and villa development site inspections for all Thailand regions have now been completed and the final list of winners have been delivered for safe-keeping to Paul Ashburn of BDO Richfield Advisory Limited, one of Thailand’s largest accounting and advisory firms. If you really want to know what makes Pattaya tick, it would be hard to find a better or more experienced source than Surat (Mike) Mekavarakul. He first opened a souvenir shop in south Pattaya, near the entrance to Walking Street, in the 1970s, when the resort was famous mostly as a rest and recreation haven for American forces during the war in Vietnam, Laos and Cambodia. “This was my

Mike knows about the muchpublicized niche markets now being promoted by the Tourist Association of Thailand. They include MICE (meetings and conferences), weddings and celebrations as well as golf enthusiasts and medical tourists. But Mike is reluctant to put his ever-expanding customer base in separate boxes. “What we are running is a seamless whole business. Clearly there are different reasons why foreigners and Thais comes to Pattaya, but we are offering a comprehensive tourist and business facility for the discerning and upscale individuals and families, whatever their particular targets may be.”

Mike has a personal philosophy of how to succeed in business. “Timing is everything. You have to research your market and know when and how to make your investment work. Always have confidence in your product and your

market and underline your business practices with good morality.” It’s clear that Mike has moved with the times and is continuing to do so. The older markets of mass tourism and bachelortype holidays are being replaced by more sophisticated customers who expect the best. Mike thinks that the prospect of Pattaya becoming the new French Riviera over the next six years might be a little bit optimistic, but “that’s certainly the trend as the resort becomes more and more international.” With a bachelor’s and master’s

degree respectively at Thammasat University and The National Institute of Development and Administration, Mike is too busy these days to have much time for leisure. However, amongst his social status responsibilities are president of Banglamung Cultural Chamber, manager of Chaimongkol Royal Temple, membership of the 1st Board of Thailand Convention and Exhibition Bureau, past president of the Pattaya Business and Tourism Association and vice-president of the Sawang Boriboon Foundation. His insignia include the fifth class of Royal Crown, fifth class of Royal White Elephant and fourth class of Royal Crown. “Above all, I have great confidence in the future of Thailand. At present there is some malfunction in the political system of the country, but that is a cyclical phenomenon. After disagreeing strongly Thais will come together again as it’s a national trait. We just have to be patient and wait for the right moment.” Indeed, good timing always was one of Mike’s strongest traits.

Plea for Rubbish Collection (Sylvia Stubbs writes) Whilst I fully agree that Pattaya’s phenomenal growth in the last few years has been a success, by and large, I have noticed that in the last month or so rubbish collections have ground to a halt in some areas, including my own in Jomtien. I phoned the City Hall helpline (1337) and was put through to an English-speaking lady who said that the main problem was shortage of both staff and vehicles. She also explained that the sheer size of the problem is daunting, with the result that it is sometimes necessary to concentrate on the main roads, especially Sukhumvit. However she asked for my address and, lo and behold, the cart appeared the very next day and cleared our street. My own thought is that 40 baht a month is too cheap in this day and age. I would support a rise to 80 baht a month which presumably would assist with the staff problems City Hall is concerned about.

Lament for British Consulate (Keith Shipman writes) I find it astonishing that the British Embassy in Bangkok has closed down all the facilities which used to be on offer in Pattaya. The city still has a sizeable British population of tourists and expats and obtaining documentary services or assistance of any kind is now very difficult. Photocopy won’t do Q: I am due to leave Thailand in about three days but unfortunately put my passport in the washing machine. It is now in shreds. My plan is to take good photocopies of the relevant pages, which I took before the accident, and show my ruined passport to Immigration at the airport. Is this the right thing to do? A: No it isn’t. You will not be allowed to leave the kingdom. The only procedure which will work is to take your photocopies and water-torn passport to your embassy and request that you are issued with an emergency travel document. Once a passport is damaged, even to a much smaller extent than yours has been, it automatically becomes an invalid document for immigration purposes. Perils of 7 days Q: I have a one-month stamp in my passport which I got at the airport on arrival. I understand I can have a further week on payment of 1,900 baht and can then apply for a one-year retirement visa. I am waiting for some money to come through at the moment. Is my information correct? A: Once you apply for the week’s extension, that is an indication you are about to leave the country and you cannot request a further period of stay. You can apply for the one-year retirement visa within the month on arrival period by requesting a non-immigrant visa and showing proof of income or bank balance as per the regulations. If you can’t do this because you are waiting for cash transfer, then you can go on a land visa run and obtain a new 15 days on arrival. Within that period, you can then make the application that you want.

My first visit ever (Jon Peters writes) I had heard a lot about Pattaya before my first visit here last month. I read on the internet that it was a dirty place with an unsavory reputation. However, I have to say that I thoroughly enjoyed my few weeks here. The choice of entertainment, malls and restaurants is very good indeed, on a par with Bangkok, I would say. Although there are dangers, as in any city–bagsnatching springs to mind, it is really just a matter of taking elementary precautions such as not wearing expensive things at night or walking around with unnecessary personal items in your pocket or handbag. Traffic is certainly bad, although rather better than Manila or New Delhi, where I also have been in the last few months. Whilst I think that it is overoptimistic to look at Pattaya as the next Florida or French Riviera–the infrastructure is nowhere near strong enough, I can well understand why the resort of Pattaya is booming. So it should.

Income confirmation letters Q: I have heard that any consulate in Pattaya can sign my income declaration letter, and that I do not need to go to my own embassy. Is this true? I have heard about people getting into trouble for this sort of thing. A: Some embassies in Bangkok don’t allow this kind of delegation and some couldn’t care less. The only way to be sure is to contact your own embassy and ask them. Blacklist query Q: I am shortly to be deported for a minor drug offence–I am not a dealer–and am wondering how I can find out if I will be placed on the blacklist for any future visit. I have been to the Immigration Bureau but they said they didn’t know. A: Usually the decision is taken as you are deported. However, any kind of drug offence is likely to carry a blacklist penalty. There is no way you can ascertain confidential information, but you can always ask the officers accompanying you to the airport. Another way is to apply for a tourist visa in your own country but inform them you had a problem on your last visit. The overseas office may be able to confirm your situation. Lamination required Q: I know that I should carry my passport with me at all times in Thailand, but I am worried about losing it or having it stolen. Is it OK to carry a photocopy of the relevant pages with me? A: Many people go one better and carry a small laminated copy in case they are asked to show their identity. Of course, if the matter is serious, you will be asked to show the original document. Another very useful ID is a Thai driving licence in your name. Chest x-ray Q: Why must I, as a Thai citizen, have to show a chest x-ray report to go to UK when their nationals do not have to do the same when they want to come to Thailand? A: Actually you don’t need the x-ray for a tourist visa application, only for the settlement visa. But you will need to have your fingerprints taken. International visa regulations don’t work on the basis you suggest, although it’s a good idea in theory!

Snap Judgment Pattaya not all roses It is reassuring to know from police sources that they have Pattaya under control. It has variously been described by top officials as a paradise without any Russian mafias and a city which has cracked down hard on street crime such as bag snatching. The matter partly depends on what you mean by a mafia. If you mean a large organization, in the tradition of the movie starring Marlon Brando, with a good chance of waking up in bed with a horse’s severed head for company, then Pattaya certainly doesn’t qualify. But if you mean foreign criminal elements using the cover of Pattaya’s huge tourist population for questionable activities, that is surely a different question. The police should certainly be given credit for what has been achieved. The city has grown immeasurably over the past 20 years, yet police resources remain about at the same level. Trillions of baht have been poured into the resort by local and foreign investors to create the luxury hotels, condominiums and leisure activities which surround us today. In the wake of all this wealth, criminal elements (Thai and farang) have obviously followed. They range from poverty-stricken transvestites stealing to make ends meet to international swindlers who have stolen honest people’s cash in fraudulent property and boiler-room scams. Against this tide of villainy, it is certainly arguable that the police have done a fair job. The streets of Pattaya at night are surely safer than those of Liverpool or Rio, and there is certainly no shortage of criminals in Thai jails–270,000 prisoners in 143 jails at the last count--although the overwhelming majority are petty drug offenders and people without the cash to pay for bail or legal representation. The big fish and the wealthy are seldom found behind bars for any period of time. A number of steps would help in the reduction of crime in the city. The first is to accept that the problem exists. Thus, it is simply untrue that the Jet Ski menace has been solved; cases are still being brought to one police station or another on a regular basis. The next is to eradicate unfulfilled promises. Earlier this year there was talk of erecting tall towers on Pattaya’s Beach Road where eagleeyed officers would scan the area with their binoculars. Yet only one tower was erected and it has remained unmanned ever since its inception. It is now a rusting hulk resembling a failed medieval siege engine. In spite of many predictions and occasional roundups, Beach Road at night is still prone to incidents of bag snatching, prostitution and drug dealing. It is sometimes argued that the actual number of tourist complaints about criminal behavior has declined. Yet it may well be that tourists increasingly don’t bother to report incidents as they know from their peers that not a lot happens, except the writing of a report without followup. The tourism authorities have already promised the establishment of special courts in Bangkok and Pattaya “within months” to speed up the notoriously long delays in the judicial processes. Such a move would indeed have a very beneficial effect on Thailand’s international reputation. Finally, if phone hotlines are going to be advertised, then those emergency numbers must be answered by linguists 24 hours a day. At the moment, these lines all too often have recorded music to delight the ear. In this context, City Hall’s hotline number 1337 should be awarded the top prize. When you telephone it, you always get an invitation to explain your problem. This has been one of the city’s most useful innovations.

PSC golf from the Growling Swan by Peter Blackburn Burapha, C & D – Stableford After a no show and a late withdrawal due to sickness our final number was 18 and we assembled at The Growling Swan in readiness for the short journey to the classy Burapha Golf Course. We welcomed Dave Neal’s partner Tienthong Charoenrung from Laem Chabang, Max Hofer from Australia, and good friend Walter Baechli, recently returned from cycling in Spain and hiking in Switzerland. It was sadly time to say farewell to Tiziano Dal Pastro who will very shortly return to Italy. After taking our time in preparation at this busy course we eventually managed to tee off on 15 minutes ahead of schedule with traffic ahead of us but not holding us up. The golf course was fantastic as usual with pristine fairways, well raked bunkers and super slick and very well maintained greens where being below the hole on some of the sloping ones was a must. There were a couple of drops of rain during the round but that was all and the weather stayed quite cool throughout as we raced around the course in the excellent time of three hours and 35 minutes. It was an extremely enjoyable round of golf on this lovely course and the company was once again first class. We had just the one grade due to the smaller field with six places and there were also rewards for nearest the pins on the four par threes and longest first putts on the ninth and 18th greens. In first place was Gerd Riedler with a fine 37 points, 2 points ahead of last start winner Graham “Grunter” Buckingham in second spot. Ken hole’s 34 points got him third place and with six golfers on 32 points, a count-back was needed to determine fourth, fifth and sixth spots. Max Hofer (20 point back nine) grabbed fourth with Tom McMahon (18 point back nine) fifth and yours truly, Peter “Blacky” Blackburn (17 point back nine) rounded off the podium in sixth place. The unlucky golfers were Mike

“Hunter” Gosden (16 point back nine), Tiziano Dal Pastro (16 point back nine) and Mark “Westy” West (14 point back nine). Six teams from around Pattaya and nearby areas vie in the weekly competition organized by Pinoy Affiliation in Pattaya. At the season’s opening ceremony, special awards were presented to Titans and CBI for best muse and best uniform, respectively. League competition continues until the championship game in October.

Does your lettuce sometimes get soggy? Perk it up by letting it soak in cold water with a few drops of lemon juice. Then, to store it, place it in a zip-lock bag with a paper towel to absorb moisture.

Dear Andy, I have a problem with my semi-automatic washing machine, which requires me to only set the water level and the functions I want, then the machine is supposed to do the rest—wash, drain, rinse, drain again, spin, and stop. But in the middle of the operation it just shuts down, usually after the wash cycle and before the spin cycle begins. I can’t figure out why. Any ideas? Ann Unless it’s a faulty control panel, Ann, the most likely cause is that not all of the water drains from the tub at the end of the wash cycle. Consequently, the unit does not reset for the spin cycle. This often results when the beginning of the drain hose is at a lower level than the end from which water pours out, requiring the water to flow in an upward direction. If the water is forced to drain up, it will not always defy gravity without adequate pressure. Initially that pressure is supplied by a full tub of water, but as the water level decreases so does the pressure it exerts on any remaining water. To fix the problem, use a floor-level drain

hole or, as an option, raise the washer to a level higher than the existing drain hole. Dear Andy, don't know if this subject has been discussed already on the newspaper, but I would like to ask your opinion on how safe is the tap water here in Pattaya to drink and whether a water purifier filter can be trusted. Alex We have covered that topic, Alex, but I’ve never allowed repetition to stand in my way, mainly because this newspaper and this column regularly attract new readers who may have those same concerns. You’re right to question tap water in Pattaya. Water provided by the public water authority is generally considered unsafe to drink. But even well water may contain trace contaminants such as rust, sediment, bacteria, heavy metals and other chemicals which not only make it taste bad but might make it unsafe to drink. Low-cost water filters will remove some of these impurities and can give the water a more neutral taste. Among the most effective home water filters are

reverse-osmosis and distillation types. The reverse-osmosis type has a special membrane to block out impurities, whereas the distillation type turns the water to steam, and then condenses it back to liquid, minus contaminants. These two systems produce the purest water, but the purchase price is high and they're expensive to operate and maintain. Perhaps the best place to start is with one of several varieties of cartridge filters designed to remove particulate matter. These are less expensive and easier to install. Filter cartridges use fibers to trap rust and sediment. Some of the more specialized units incorporate activated carbon to reduce odors as well as remove chlorine and bacteria. Some also reduce lead. All cartridge filters require periodic changing of the cartridge. If the cartridge is neglected for too long, it will become saturated with particles and eventually begin leaching impurities back into the water. The main varieties of cartridgestyle filters are countertop (or faucet mounted), whole house, and under sink. The easiest filter to install is the faucet-mounted type. If you have a threaded faucet spout, you can install one in seconds and without using any tools. Simply unscrew the aerator tip on the spout and attach the filter. Like the others, this filter's cartridges should be replaced periodically as directed by the manufacturer. One drawback to this kind of filter is that it may put pressure on the O-rings and gaskets inside your faucet, and that could shorten the faucet's life. In general, any quality water

Frank, Forthright & Frigid Dear Agony Ivy, Cow in the office There is an absolutely awful woman who works in the same office as me. She eats potato crisps very noisily in the mornings and chews gum constantly all afternoon. All I can do is to turn up the sound level on my desk computer but that’s starting to drive me crazy as well. I have tried reasoning with this woman but she refuses to engage in a conversation and just starts blowing her nose or, even worse, making a rude noise from her nether regions. I went to the office manager but he said it was better to ignore the cow as he has heard she’s a bit of a psycho. Dear Frantic Freda, This is not a problem you can solve by being nice. Mushrooms galore with Pattaya Sports Club by William Macey

Most visitors to Pattaya will admit that Thai food is delicious. However, food prepared in the villages is somewhat different to dishes found in restaurants in town but just as appetizing, and some of the mushroom-only dishes are very tasty. Children, in particular, love to eat mushrooms--the subject of a telephone call to PSC from Noy of the YWCA. Noy had been in contact with four local, remote schools around Pattaya and wanted our help to finance mushroom farms. This was a totally new idea to me, so I asked her to explain. There are 11 main schools in Pattaya and 80-plus schools outside city limits. They are smaller, maybe as small as 150 students, and are very often situated in isolated areas. The children attending these schools come from poor families in local villages, very often having to walk many kilometres to and from school every day and unable to afford a motorbike or even a bicycle. The object of the exercise is to build a shed, purchase 1,000 or so mushroom spoors, and out pops mushrooms on a daily basis. A very simple idea. Very little care and attention is needed; just a little water each day and within three or four days a flowerlike bunch of mushrooms emerge. A thousand spoors can yield around 300 kilos over a six-month period. The first priority is to include these in the children’s lunch, then sell the rest to local families at a very low price, or to a local market (there is always a local market in Thailand), raising funds to buy items needed to educate the students and to

buy more spoors. The teachers that I met have said that the idea benefits the families, the children love the taste of fresh mushrooms and have a sense of achievement having taken care of them, see them grow and are able to pick them every day. The financial reality to this exercise is such that, on a visit to one of the schools, we were informed that during the first two weeks they had harvested sufficient mushrooms to provide lunch for the children and to sell 50 kilos to the local market. Pattaya Sports Club are always happy to be involved with new ideas that help the local community and eagerly await comments from teachers and children alike when everything is up and running.

Progress in Motion: Hello from Mr. Stan (School Principal) Just as life is an ever-changing process so are things here at Mooltripakdee International School (MIS). At our school we call that “progress”. As acting principal at MIS School, it really gives me great pleasure to see how much our school owner cares about the school and the time, effort and resources which is being constantly re-invested. I am proud to be a part of a team that has that level of commitment and passion in their work. Oftentimes things such as repairs, upgrades and the purchasing of new items stem from “reactionary measures”. Here at MIS we look toward the future and use a much more pro-active approach in what we do. Our aim is to stay one-step ahead of the game, so to speak. Let me share some of the projects we are currently working on here at MIS: 1. Underground Water Service – We decided to take a look at our existing water supply and return system for the school. The idea behind this was to improve the quality of service from our water traveling to and from the school. What we discovered is by digging up the old system and replacing some sections of piping and re-routing others we could vastly improve on our water flow. In addition a new driveway is being installed.

2. Playground Equipment – I am pleased to say that here at MIS, the school

has never had an accident involving our outdoor playground facilities. It is our goal to keep it that way! We had a team of experts go around over the summer break and closely inspect the equipment for any repair needs, upgrades or possibly even replacements. There were several areas of possible concern so we are now in the process of upgrading our equipment. Again, we are trying to think ahead. We take child safety very seriously and one can never be too careful.

Out of 223 examination entries, 86 per cent achieved an A*-C grade--far higher than the UK average. Among the high-flyers were Yeshwant, Pratiman and Sarah. Yeshwant achieved an impressive 10 A*/Cs, Pratiman gained 9 A*/Cs while Sarah was awarded 8 A*/Cs, with six of those being A*. Yuto, gained nine A*-C grades while seven others were awarded 8 A*-C passes.

These results come just weeks after GIS's International Baccalaureate (IB) results, which saw Ben Bartlett achieve the school's best-ever score of 44 out of 45 points. Most of those students will remain at the Ban Chang school and join its International Baccalaureate Diploma Program (IBDP). Last year in England, Wales and Northern Ireland, 59 per cent of all students got 5 A*-C passes. The equivalent at GIS this year is more than 92 per cent.

5. Resource Center – We have opened a new Resource Center comprised of new books, audio discs and other materials which will prove a very nice addition to what we already have on hand.

6. Environment – When one comes to MIS School for the first time usually the first thing that captures their attention is the beautiful garden setting in which the school is located. It is very appealing to the eye. As I take new parents around the school for a tour, the reaction I get is usually the same. “Wow, this is very beautiful”! That always puts a smile on my face. I have to admit it is very impressive. It is that attention to detail and the careful planning that has gone into making this school what I consider to be one of the most beautiful schools in Thailand. Presently we have several very gifted artists going around the school painting colorful murals on the exterior of the buildings. The two themes are marine life and animals.

Getting a new dog

How to choose the right dog for you by Thonglor Pet Hospital Are you thinking of getting a dog? Choosing to bring a new dog into your life is a major decision. Be sure you are ready for a dog before you start the process. It is also essential that you understand the cost of dog ownership. If you have decided that the time is right, congratulations! Now it is time to figure out what type of dog is right for you. There are several factors to consider before choosing a dog. Most importantly, examine your current lifestyle and consider what adjustments you are willing to make for a dog. Look at the needs of your family – especially if you have children or other pets. People with allergies, or those who prefer low-shedding dogs, might want to look into hypoallergenic dog breeds. Next, think about the ideal size, energy level and age of your new dog. Then, determine where to get your new dog. Just remember that getting a dog requires a firm commitment to responsible dog ownership. Here are some tips to help you choose the best dog for you and your family. Size: You may already know you want a little lap dog that you can carry around. Or, you might have your heart set on a large or giant dog breed. If you cannot decide, then perhaps a medium-sized dog is a good choice. Remember that some small dogs are delicate and vulnerable. Being stepped on or mishandled can cause serious injury. Also, little dogs can be much more sensitive to colder temperatures, so be ready to help keep them warm. Don’t forget that small dogs need obedience training too! Some little dogs can develop “tough dog” attitudes, seemingly to compensate for their small size. Be sure you are prepared for this possibility. Very large dogs need a bit more space to move around. Big, happy dogs with long, whip-like tails need "wagging space" to avoid tail injury or damage to household objects. Another consideration is expense: the larger the dog, the more expensive things like dog food, dog supplies and medical treatments become. Training is also a key factor here. If you get a large or giant breed puppy that is allowed to act like a lap dog when young, he will grow up to walk all over you – literally! Activity level: You probably already know that some dogs have more energy than others. A dog’s activity level is often determined by breed, but it does not mean you can rely on breed alone to determine how energetic your dog could become. Every dog needs routine exercise, regardless of breed or size, so make sure you can provide this. If you know you cannot commit to more than one or two casual walks per day, then you will probably be better off with a lower energy dog, such as a Basset Hound. If you are looking for a dog that can be a jogging partner, agility competitor or “disc dog,” consider a breed like the Border Collie. Be willing to adjust the amount of exercise and attention you give your dog if necessary. A dog that is barking constantly, digging up your yard, destroying your home, or acting out in some other way is most likely in need of extra activities. Many behavior problems are the result of excess energy. Unfortunately, many dogs are given up or even euthanized because of a behavior

problem that could have easily been avoided with the proper amount of exercise and attention. Physical maintenance: Your dog’s appearance has a lot to do with his maintenance needs. All dogs need basic grooming, but certain types need more based on the type of hair coat. If you get a dog with hair that keeps growing, then advanced routine grooming is essential. Most short-haired, smooth-coated dogs are major shedders, so be prepared to do some extra cleaning up. Some grooming tools can help reduce shedding. Be aware that dogs with long, floppy ears are more prone to ear infections and require frequent thorough ear cleanings. In addition, certain types of dogs can do a lot of drooling. Many owners of Mastiffs, Bloodhounds and similar dogs actually carry a “slobber cloth” with them to wipe the drool. If they shake their heads – watch out! Age: Puppies require the greatest amount of training and attention, especially over the first six months. Be prepared to dedicate much of your time to housebreaking and raising your new puppy. You dog will likely have plenty of accidents in the house and will probably chew your furniture and personal belongings. These problems will gradually resolve with dedicated training, but patience is a must. You should also be aware that your puppy might grow up to be different than you expected, especially if you adopt a mixed-breed dog. This is not necessarily a bad thing, just something to keep in mind. An adult dog can be an excellent choice. An adult might be a better choice if you want to have a good idea of the true energy level, attitude, and temperament of your new dog. However, just because the dog is an adult does not mean he is trained, so you should still expect some degree of dedicated training at first. Fortunately, many adult dogs have been trained and socialized to some degree and can easily adjust to their new lives in their forever homes. Senior dogs should not be forgotten! Welcoming a senior dog into your home can be a wonderful way to bring joy to the golden years of a dog. Unfortunately, senior dogs are less likely to be adopted and often end up living out their lives in shelters or being euthanized. A senior dog can make a wonderful companion if you are looking for a lower energy dog. However, it is important to know that your senior dog needs special attention, more frequent veterinary check-ups and is more likely to develop heath problems that cost time and money to address. Unlike a puppy or adult dog, you must know that you will not have as many years with your senior dog. If you are willing to accept the responsibilities, consider adopting a senior dog. It can be one of the most compassionate things you can do for these precious creatures.

Cat allergy—end in sight

Allergy to cats is the most common pet allergy, but scientists predict that could soon change. Researchers have uncovered the biological

pathway activated by cat allergen in humans. Now they can start looking into better ways

to block it. Such findings should allow researchers to provide relief not only to cat allergy sufferers but also, at some point, to those allergic to dogs and house dust mites.

On the left is Bilbo (with Cuckoo on the right). Bilbo was found as another tiny kitten in someone’s garden and needed to be bottle-fed every three hours on a 24/7 basis. He is now growing up into a fine boy and is looking for a home, preferably with his new companion.

This lovely ginger girl was rescued recently from a doginfested area and is heavily pregnant. She will need a new home after her kittens have been weaned. If you are looking for a puss family, this could be your opportunity.

This cheeky chappie is the last of three kittens that came with their mum Polly. He has been sick which explains why he’s still with us, but is now fighting fit and ready to take up a new residence.
