eavy October rains and flash floods provided yet another grim warning that both sea water and fresh water are eating away at Pattaya’s main attraction–the beach. Sections of beach in North Pattaya were entirely swept away as the monsoon hammered the already fragile coastline. Concrete walls crumbled, drainage channels were destroyed, and sandbag defences erected by desperate beach operators proved useless.

News Lithuanian gang arrested in ATM scam Yet another foreign gang has been arrested after being found with fake credit cards and an ATM scanner. Police raided their apartment and arrested four Lithuanians between 19 and 21 years old. They were charged with illegally withdrawing cash from ATMs in Pattaya, Sri Racha and Chonburi. One of the accused, who called himself Mr Brade, denied they were big fish and claimed that they received only five percent on all the illegal transactions they made.

Brade claimed that the top villain was a German whom he had never met, a man who always wore a trilby hat. Police said the gang stole around 5 million baht, mostly from Europeans.

Customer fraudster steals jewelry

The owner of a gold shop in South Pattaya phoned police after a man feigned interest in buying gold necklaces, then proceeded to pinch four items when the shop assistant turned her back. Pimpisorn Srinay, 23, said she noticed a man, about 25, wearing a black t-shirt and jeans, examining various necklaces and asking to see more. The man suddenly fled with jewelry worth 120,000 baht, leaving behind a pair of flip-flops.

Police have a clear image from the CCTV footage and an investigation team has been set up to locate the thief.

Police are no-shows at accident site

A suspected-drunken driver crashed his pickup truck into a bridge on Khao Kheow highway, trapping the man in the wreckage. To make matters worse, before rescuers reached the scene, a speeding car slammed into the pickup. Still police did not respond to assist the drivers, to redirect traffic, or to summon an ambulance. Sawangboriboon Foundation volunteers eventually came to the rescue, but the trapped driver was forced to wait more than an hour before cutting equipment arrived. The driver of the pickup, 26-year-old Phonsathorn Aatwarinn, was taken to the hospital with serious leg injuries. Investigators are seeking to determine why traffic police seemingly ignored a request for assistance.

Russian drug dealer deported Pattaya Immigration officers arrested Artyem Livarov, a 32-year-old Russian wanted for serious drug offences in his home country, where he faces a prison sentence of up to 20 years. The suspect was

arrested in a restaurant on Siam Country Club Road after he was spotted having lunch by a police informant. Livarov was taken to Chonburi Immigration in Jomtien where it was discovered that he has been

living in Pattaya on visa overstay for several months. The arrest is seen as significant as it was reported at a press conference chaired

by Police General Wutti, senior adviser to the national police commissioner.

Teacher jumps to his death; wife looks on

Chinese woman drowns off Koh Larn

Police are questioning a Laem Chabang wife whose husband jumped from a condominium building while she looked on.

Thanachai Mahatthanyavanich, 26, was reportedly drinking in the couple’s apartment, while she abstained. Neighbours said they heard a thud and, upon investigating, found the man’s dead body on the ground. An elder brother of the deceased suggested that Thanachai, a technical college teacher, may have been having marital problems, and he may have felt lonely and isolated. Police planned to interview the widow after a brief consolation period.

A Chinese tourist, 21-year-old Su Lan, died after suffering cramps whilst swimming off of Koh Larn. The Chinese tour guide said he had taken 35 Chinese tourists to a beach on the island where several members of the group went for a swim.

Su, who had swum a long way from shore, shouted for help, but rescuers were unable to reach her in time. The body was transferred to a local mortuary pending an investigation by the Chinese embassy.

News POLI CE Pawning fake gold A Bangladeshi man pawned a fake gold bracelet at a Soi Buakhao gold shop, then cheekily returned and tried to pawn a second fake. In the first attempt, the con artist, Ashiqua Pahamni, walked away with 26,000 baht.

However, on his return to try his luck a second time at the same shop he was recognized by the owner who summoned the police. In custody, Pahamni explained that he was short of spending money and needed to pawn his fake bracelets. The arresting officers provided the suspect with real bracelets.

Copyright gangster charged A driver who rammed his car through a police checkpoint in Banglamung was pursued and arrested a few streets away. The suspect, Surapol Thongprasert, said he was a member of a ‘copyright gang’ which went around town threatening bars and clubs about using music illegally.

On arrest he was not respectful to officers and claimed to have powerful contacts in the police. He was later found to have in his possession a handgun, bullets and two knives and was charged with a variety of offences.

Eating and driving Passengers on a tour bus became frightened when they noticed their driver eating lunch as he accelerated down the highway. He had a lunch box consisting of rice, vegetables and meat, as depicted in a photo posted on Facebook. The matter was brought to the attention of the Ministry of Civil Transportation, which is looking into it prior to prosecuting the driver. Some passengers say they never actually saw the man munching. Eating and driving is banned in Thailand since such activities distract the driver’s attention.

Ladyboy in the raw A man who picked up what he thought was a female prostitute on Pattaya Beach Road had his suspicions once the pair returned to a hotel room. As the hired person was in the shower, the British customer sneaked into the bathroom and peeped through the curtain where evidence was clear that this was a man. He refused to pay the ladyboy 1,000 baht, as initially agreed, as the goods were not to his satisfaction, but then offered 400 baht to avoid publicity.

Another fatal accident An unidentified Thai man was killed when his car crashed into an electric pole and flipped over. Witnesses to the Sukhumvit Road accident said that the driver appeared to be speeding in a race with another vehicle when his car turned turtle and came to rest on the central reservation verge. The only identification at the scene was an electric bill near the body. Police say they are waiting to see if the CCTV footage sheds any light on the circumstances.

Japanese tourist drugged A Thai mother and son have been arrested after a Japanese tourist was left seriously ill from being drugged. Keichi Yamamoto had been eating at a Pattaya restaurant when the couple began speaking to him and apparently invited him for a game of cards. But he claims he was given a hypnotic drug and lost 20,000 Thai baht, a mobile phone, camera and various documents without ever seeing a pack of cards or even a joker.

Police said they did not believe the cards story and suspect that it was a simple robbery.

Lots of overstayers Police estimate that about 100,000 foreigners in Thailand have allowed their visas to go into overstay. The statistic is being bandied about to justify the suggestion that Thailand must start charging foreign visitors a 500baht entry fee when they enter the country in order to attract a better class of tourist. But the whole idea has been given the thumbs down by the tourist industry which, frankly, can’t see the connection.

One visa or the other A reader asks why some foreign men, married to Thai women, seek the one-year retirement visa or education visa rather than applying for the 12-months marriage visa. This is because the paperwork needed for the retirement or education visa is substantially less than that for the marriage visa. In fact, the marriage visa is primarily sought by foreign men who are too young to apply for a retirement visa, that is under 50, or don’t have 800,000 baht in a Thai bank or by way of income. The one-year education visa assumes at least 200 hours of study to learn Thai, though in practice many holders may be on the learning curve for considerably less time. Or so we hear.

Questions are again being asked about why civic authorities have allowed the situation to deteriorate to such an extent. In spite of many promises and the possibility of some government funding for a landfill project, official response so far has been limited to emergency repairs and self-help by deck-chair proprietors.

An obvious opportunity was lost when the recent road widening of Pattaya Beach Road did not include an effective drainage system.

The problem, of course, is worldwide as the processes of erosion and sea flooding have resulted in extensive damage to the coastal and marine environment in many countries. The problems are likely to get worse as the effects of climate change and the rise in sea levels impact more and more. Pattaya City Hall

says it has already spent 16 million baht in emergency risk management, the main evidence of which are the numerous giant sandbags at the northern end of the beach.

A giant landfill project has been mooted to restore Pattaya beach to its pristine condition. Such an initiative, first suggested 10 years ago, is beyond the scope of the city budget and would require a Thai government cash injection of around 500 million baht. According to research at Chulalongkorn University, 360,000 cubic metres of sand would be needed, in addition to sea barriers or walls, to create a buffer zone 15 metres high. Critics point out that experience in Europe illustrates that such a project would need to be repeated every decade or so, assuming it is successful. Landfill

projects in Asia have sometimes failed because of strong winds, storms, and tides, as well as a consequence of the poor use of materials.

There also is mounting skepticism that a landfill solution can counter the effects of coastal erosion in view of the ever-growing encroachment on beaches by condominium developers and other building projects in some areas of greater Pattaya. Stuart Knowsley, a UK consultant who has conducted research into coastal erosion, summed up saying, “The problem in Pattaya is certainly manmade and can only be addressed when builders stop encroaching on the sea, its tides, and the currents.

Trying to defeat the sea by at best temporary solutions strikes me as similar to King Canute ordering the waves to go back.”

Police clean-up in Banglamung Region two senior police commanders made an inspection of Banglamung police station and declared themselves completely satisfied with the standard of cleanliness in every room--including the toilets. General Aek Angsananont, deputy police commander of the Chonburi region, said that the cleanup in all police stations in the province is his personal mission. Several weeks ago a similar inspection at Pattaya police station produced less-than-satisfactory findings; word quickly spread throughout the region.

Police honored; scholarships awarded On Police Day 2013, Police Colonel Supachai Phuikaewkham, in charge of the Banglamung police station, delivered a speech and recognized six outstanding officers, presenting each with an honor shield. Supachai also awarded scholarships to children of serving officers.

Andrew Drummond not guilty In two separate judgments, Bangkok-based investigative journalist Andrew Drummond was acquitted by Pattaya Provincial Court of libeling American publisher Drew Noyes and his Thai partner Wanrapa Boonsu. The partners had charged that they had been harmed and damaged by a photo and caption on Drummond’s website which had been reproduced from another internet source. In acquitting Drummond, the judge stated that the evidence presented in court was very different from that given to the court when the case was originally accepted.

Drummond still faces several other libel charges in Pattaya and Koh Samui brought by those he has criticized on his increasingly popular website which has now exceeded 250,000 hits monthly. The Scotsborn journalist, based in Thailand for more than 20 years, had exposed what he maintains are dubious

practices by certain foreigners in Pattaya and other Thai cities.

Individuals, he charged, who were seeking to cheat financially or exploit trusting foreigners. Drummond claims that public exposure is the best way to bring serious matters to the attention of Thai authorities.

Online critics argue that

Drummond is a fraudster who is giving Thailand a bad name by posting false or misleading information. But, as matters currently stand, Drummond has never been convicted of a criminal or civil offence in Thailand. A few years ago he was initially found guilty of libel in the Pattaya “Boyztown” case, but was acquitted on appeal.

Not long now before the Pattaya International Ladies Club’s Christmas Bazaar, to be held on Sunday, Nov. 17, at the Holiday Inn Hotel Pattaya.

The Bazaar will, as usual, feature vendors from all over Thailand, many of whom do not sell their wares in mainstream shops, thus giving buyers a chance to find goods that are not available elsewhere. Jennifer Volkmann from PILC is in charge of organizing the tables this year, and has been delighted with the response from both new and existing vendors. “It is nice to know that sellers who have been with us previously want to come back, as it shows we are doing something right!” she says, “And first time vendors with different products mean that there will be something fresh for shoppers who have been before to see.”

Around 70 stalls will be at the Bazaar, featuring

clothes, jewellery, leather goods, home wares, textiles, carpets, wine and food stuffs (jams and preserves), and so on. As well as the commercial vendors, some of the charities supported by PILC will also have tables.

These include Ban Jing Jai Children’s Home, North Star Library with second hand books, and many more.

Weary shoppers can even get a refreshing foot massage from The Fountain of Life Women’s Centre ladies!

Residential rents in Bangkok poised to rise Rents for expatriate standard apartments and condominiums are likely to rise for the first time in more than 20 years, according to international property consultant CBRE Thailand.

“Since the early 1990s, there has been very little increase in total amounts of rent paid by expatriates for their residential accommodation, but this looks like it is about to change,” said James Pitchon, CBRE’s executive director, who has covered the Bangkok residential leasing market for more than two decades.

The number of expats has been growing, but the number of two- and three-bedroom condominium and apartment units has not been growing significantly.

Many foreigners working in Bangkok, particularly those with families, generally want to stay in a limited number of locations, including Sukhumvit Sois 1-63/242, Lumpini, and parts of Silom and Sathorn.

There have been very few new apartments (single-ownership buildings) built and, although the condominium (multi-ownership) stock in the main areas preferred by expats has increased by almost 80 percent over the last five years, the majority of that new supply has been one-bedroom units.

CBRE contends that the market is almost at the stage where “there is becoming a shortage or at least a limited choice of expatriate standard apartments and condominiums in the preferred locations, especially two- and three-bedroom units.”

This means that for the first time in almost 20 years CBRE expects that expatriates are going to need larger lump-sum housing allowances for their accommodation.

The current occupancy in the most popular expatriate areas of apartments is more than 90 percent, and 70 percent for condominiums from owner occupiers and tenants.

Generally, most single-ownership apartment buildings have been well maintained, and both the interiors and common areas have been refurbished and most can still attract tenants, said CBRE. There has been less renovation of older condominium buildings, which generally have larger units than new condos. In some

developments, individual owners have not refurbished their units or replaced furniture and appliances since the day they bought the property and, in some cases, such properties have become so unattractive that they are unlettable even at a discounted rent.

The current low rate of rentals means that few developers are building apartments (single-ownership buildings) in expatriate areas, and there fewer than 100 units under construction.

CBRE estimates that there are about 22,000 condominium units under construction in expatriate areas, but only about 30 percent of these will be two- or three-bedroom units with the rest being studios and one-bedroom units.

There were around 65,000 expatriates with work permits in Bangkok in the second quarter of this year, according to the Alien Occupational Control Division of the Department of Employment. This was an increase of 10 percent from a year earlier, and does not include diplomats or those with work permits for locations outside of Bangkok but living in Bangkok.

Some long-term expatriates have bought property and are not potential tenants. Some expatriates are single and choose to rent a serviced apartment, a onebedroom apartment or condominium, but a significant number of expatriates come with families or are couples who want a two- or three-bedroom unit.

“In 2012, CBRE was responsible for over 400 expatriate leasing transactions; 70 percent of these were for two- and three-bedroom units, and we think this is representative of overall demand in the mid- to upperend of the market,” said Theerathorn Prapunpong, director – head of Residential Leasing Services at CBRE Thailand.

With the limited amount of good quality two- and three-bedroom existing apartment and condominium units, and with almost no new apartments and mainly one-bedroom condominium units under construction, there is likely to be a shortage of two- and threebedroom expatriate standard residential units, and that is triggering an increase in rents.

News Temple verdict due November 11 The International Court of Justice in The Hague plans to deliver its judgment on the Preah Vihear--a bone of contention between Thailand and Cambodia.

It was agreed in 1962 that the temple lies in Cambodian territory, but that agreement failed to take into account how Cambodians could visit the temple inasmuch as Thailand claimed the surrounding land.

Expectations are not high that Thailand will win the argument this time around; it is likely there will be some trouble from nationalist factions in Thailand

or Cambodia, according to the wording of the long-awaited judgment.

Many verdicts are possible, including a ruling that Thailand must cede territory to Cambodia.

Both the Thai and the Cambodian governments have urged caution and patience, but neither has categorically stated in advance that it will respect the court’s judgment. Some commentators have urged the two countries jointly to administer the temple and its adjoining territory in the interests of harmony and tourism.

More accidents after freak floods

Owing to the storms in late last month, there have been more road accidents than usual in the Pattaya area. Two people died in Na Jomtien when a pickup vehicle hit a truck and a motorbike before careering into two houses on Sukhumvit Road near the main school. At the scene police found the corpses of 23-year-old Theeraporn Chanthsapon, who had suffered a fractured neck; he had not been wearing his seat belt. Nearby was a motorbike driver identified as 30-year-old Suphavadee Khunrat who worked at Chonburi College of Agriculture and Technology. Police said that Theeraporn was driving far too fast in the driving rain and had lost control of his vehicle.

British Embassy retreats in Phuket

The Bangkok-based British embassy has announced that its honorary consuls in Phuket and Koh Samui will no longer provide any notarial services, such as income verification letters for immigration purposes. British citizens requiring official documentation must now deal with the main site British embassy in Bangkok. A spokesman said that 70 percent of the notarial work in Phuket and Koh Samui was the provision of income letters and these could be applied for by post and did not require a special journey to the metropolis. The embassy claims that it is rationalizing services in order to concentrate resources where they are best needed, for example, assistance for Brits in distress.

In its last issue, Pattaya Today revealed that, as regards Pattaya, where no notarial services have been offered since late 2012, it was now optional whether Brits obtained their income verification letters from the British embassy in Bangkok or from the consulates of other countries in the resort. In a statement, the British embassy stated that it was concerned about a potential loss of income if other consulates assumed responsibility, subject to agreement by the Thai Immigration Bureau. It is not known whether the embassy is telling its nationals the same thing in Phuket and Koh Samui.

Elite Card revived‌ yet again Thailand Privilege Card Company (TPC) now has a new president who has promised to revitalize the operation with a chequered past. Apisiot Chucenchompoo, 50, has been appointed after more than three years of lacklustre performance by the Tourist Authority of Thailand, the sole owner.

The card currently has 1,540 foreign members and costs 2 million baht plus an annual service charge. The main advantages are a five-year visa (which must be renewed annually), a discrete immigration line at Thai airports, and discounts at some sports and entertainment premises. At the moment, the card is some 92-million baht in debt and is believed to need 200 million baht in new funding to pay for aggressive new marketing plans.

One idea is to appoint agents overseas to drum up interest in the card, particularly in Asia, as there are so many business people regularly visiting Thailand who would potentially benefit. It has also been suggested that estate agents might offer the card as part of the deal to purchase expensive condos and villas in gated communities.

The card was originally the brainchild of former premier Thaksin Shinawatra in 2004 as a way of encouraging wealthy tourists and entrepreneurs to visit and invest in Thailand.

Some commentators believe that the advantages of the elite card are insufficient to attract great interest. Suggestions that holders of the card might be able to purchase small plots of land in their own names have never been followed up as they are thought to be too controversial.

Fish make dash for open sea

The recent Nari storm which hit many parts of Chonburi province so badly forced untold numbers of fish into the sea and out of overflowing canals in Saensuk, near the coast. The water tornado swept fish from their natural habitat and towards the gulf. Locals in the Chonburi suburb collected nets and tried to catch the marine creatures but with little success. Some of the fish were freshwater tilapia that would not survive long in the salt water sea.

Top management at the popular garden attraction Nong Nooch held a press conference to promote their special events at the Loy Krathong Festival Nov. 13 to 17. Jirapruet Sodornpermphoonlarb, PR manager, said the main theme this year was to appreciate the beauty of Thai culture and to preserve the environment. There will be special competitions for children, traditional dance, demonstrations of necklacemaking, a cabaret show and, of course, performing elephants.

The main Thai Loy Krathong celebration, the boat-floating ritual in Pattaya, is on Saturday Nov. 16.

2013 FEI World Dressage Challenge Horseshoe Point Pattaya hosts the FEI World Dressage Challenge 2013 Nov. 8 to 10. Thailand is in the FEI Zone 8 countries that also includes: India, Malaysia, Singapore and Indonesia.

This year marks the 33rd edition of the competition, sponsored by Haig from 1982 to 1987, by Samsung from 1988 until 1996, and from 2001 to 2004 by Performance Sales International.

The project seeks to promote and expand horse-riding skills in developing countries throughout the world. In addition, it enables people all over the world to enjoy equestrian culture.

At its launch in 1982, 16 countries participated; in 1996 there were 42 countries, and this year 54 countries are expected.

The major objectives of this competition are:

- to give the less experienced Dressage riders, who under normal circumstances, cannot take part in international Dressage competitions, in the more remote countries of the world, the opportunity to compete internationally without having to leave their own country.

- to promote the new generations. Last year, 276 Children from 52 NFs competed in the Challenge compared with 2010 and 2011 when, respectively, 200 (53NFs) and 248 (46NFs) participated in the Elementary and Preliminary competitions.

Internationally-experienced FEI Judges travel to various regions of the world to judge the competition and present riding clinics in the art of Dressage. Each Group of countries is judged by the same ground jury composed of 2 FEI Judges appointed by the FEI.

News More foreign tourists are lured

Suvarnabhumi’s ambition There’s a lot of talk about Bangkok’s premier international airport, currently sixth best airport in Asia, according to credible research, becoming number one by the end of the decade. Much hope is being put in the expansion programme which will, we are told, reduce overcrowding.

Meanwhile, however, there are many basic problems to conquer. The public toilets are not always kept clean, some emergency exits are blocked by shops and public transport – except for the very expensive limousine service – Suvarnabhumi can’t hold a candle to Changi, Hong Kong, Incheon or Narita.

Welcome to Chinese Britain says it will make it easier for China’s citizens to obtain visas as it craves a bigger-slice of Chinese business and overseas tourism. Basically, the proposal means that Chinese visitors going to the European Union countries via certain travel agencies will be able to use their Schengenarea visa for entry to UK as well. Alternatively, a mobile visa service is being piloted in Beijing and Shanghai to give British visas to Chinese nationals in days rather than weeks.

Japan not so sure Japan, on the other hand, is really worried that so many Thais visiting Japan without a visa for 14 days are overstaying their visas and even, heaven forbid, staying on to work in Tokyo or elsewhere without the required permits. The rumour is that Japan may soon once again require Thais to obtain a visa before visiting the Land of the Rising Sun. But it isn’t crystal clear exactly how the revival of the old visa rule will actually stop Thais illegally working in Japanese karaokes, restaurants and night clubs.

Dream handicap destination It was reported recently that Turkey had sent a delegation to Pattaya to learn how to develop a city specializing in facilities for the handicapped traveller. Apparently the Turks were impressed by the many signs in Pattaya showing the disabled parking facilities and so on. It’s to be hoped the Turkish delegation doesn’t return soon. The recent floods, as usual, have created huge holes on roads and pavements with the result that the resort is difficult for any pedestrian, let alone the physically challenged.

Veranda Resort coming Thai hotel operator Veranda Resort and Spa Co plans to launch a condo project worth 2 billion baht and a hotel worth one billion baht in Pattaya.

Last year the company bought a 10-rai plot of beachfront in Na Jomtien to develop a 33-storey condo and an eight-storey hotel with 149 rooms.

Construction is slated for 2014.

Immigration reminder If you have a long-stay visa here in Thailand and your passport needs renewal, contact your embassy well in advance of the visa’s expiry.

Immigration will no longer transfer your visa from the old to the new passport. In other words you have to begin from scratch; apply for a new visa when you have a new passport.

Extra day’s holiday The government has decided to make Monday, December 30, a public holiday this year. So the banks and most public buildings will be closed Saturday 28, Sunday 29, Monday 30, Tuesday 31 and Wednesday January 1. It’s a one-off as that particular Monday is wedged between a weekend and the New Year holiday.

Photo needed If obtaining a Cambodian visa on arrival at Phnom Penh or Siem Reap airport, you must have a passport-size photo with you. If not, you may be charged a very fancy fee to have one taken; you may also have to wait a very long time for the bureaucracy to kick in.

The Tourism Authority of Thailand (TAT) is to take 69 tourism-related operators to the upcoming World Travel Market in London to promote Thailand and encourage ever-more visitors. Thai officials say attendance at the event, Nov. 4 to 7, is necessary to boost numbers at a time of economic uncertainty in Europe and when there is some threat of street demonstrations in Bangkok. The Travel Market will help tourist operators highlight attractions in Thailand and encourage niche markets such as honeymooners. At the moment, foreign visitors to Thailand average 24 million a year with the biggest growth from China and Russia.

Visa waiver coming for Chinese tourists Government sources say it is “likely” that Thailand, from next year, will allow visitors from China to stay up to one month without requiring a visa. At present most Chinese tourists can obtain a 15-day visa-on-arrival at Bangkok airport, whilst those wishing to stay longer can apply for 60- or 90day visas at Thai embassies in Beijing and elsewhere. In return, the Chinese authorities are likely to allow visa-less travel for Thai citizens.

Chinese visitors to Thailand now outnumber any other country and the potential market is still huge. So far only about 20 million Chinese have ever visited Thailand, but it is thought that around half

a billion now have the funds to travel. Research shows that Chinese tourists in Thailand, in fact, are the biggest spenders of any national group. Economic ties between the two countries are also growing strongly with deals actively under consideration to exchange Thai rice for Chinese technology, such as hi-speed trains. Most Chinese visit Thailand for the first time in tour groups. Although there have been some complaints from the Chinese embassy in Bangkok about tourist rip-offs of one sort or another, tourist numbers have leapt over 80 percent in a year. The Chinese government recently introduced a law to restrict

zero-sum package tours in which the Chinese consumer pays an upfront amount for an inclusive holiday in Thailand but is then pressured to pay extra at “discounted” shopping stores and entertainment venues.

In Pattaya, Chinese tour groups are found everywhere, especially in the mornings and evenings as they visit places of interest, including Koh Larn and transvestite cabaret shows. Although they are sometimes unpopular for anti-social behaviour, such as spitting or exploiting buffets by hoarding food in their bags, Chinese cash is now a major part of the resort’s multi-billion baht tourist income.

Phuket King’s Cup Regatta 2013 opening ceremony marks five days of incredibly tight racing Recognised throughout the eastern hemisphere as the premier sailing event of its kind, the Phuket King’s Cup Regatta will host a week of close racing in the Andaman Seas off the cost of Southern Thailand from Dec. 1 through 6. The 27th such event sees a new Bareboat Charter division intended to address any disparities between professional and amateur teams in the class, making for an open racing division this year.

Additionally, the event will attract over 100 vessels comprising full-scale racers, International Grand Prix racing boats, racing catamarans and a vast fleet of diverse sailing, cruising and racing

craft, all competing for Asia’s most coveted prize in competitive sailing.

The opening ceremony at Kata Beach Resort & Spa, Phuket, Dec. 1, precedes the first day’s racing the following morning. Keelboats and multihulls compete Dec. 2 – 6, while the dinghy class is set for Dec. 1 - 4.

The second year of windsurfing will be on the fifth and sixth. Dec. 5 marks the sail pass to celebrate His Majesty the King’s birthday, and the Royal Awards ceremony will be the following day. The five days of racing will be complemented by six beachside parties expected to attract nearly 2,000 guests.

Pedophilia alleged at sea An organization campaigning against child prostitution has alleged that the sex-for-money trade in Pattaya has now moved to boats anchored off-shore to avoid surprise police raids and spying. Kanjanas Memanas, manager of Human Help Network Foundation, said that the trade was so lucrative that it had been moved from the bars and clubs once favoured by pedophiles but now mostly closed down. It’s estimated that some 2,000 children of both sexes are involved in the sex trade in Pattaya. Another favourite haunt for pedophiles is said to be some of the internet cafes operating throughout the resort.

A recent report on the American news channel CNN claimed that Pattaya was a place to avoid because of the high level of crime. But police say they are determined to improve the image of the resort by welcoming crime busters from all sections of the police and not just the city and the tourist police. A task force has been set up under deputy police commander, Police General Wuthi Liptapanlop, who will aim to curb street crime as well as sexual exploitation. He said that most street crimes were committed against Russians and Brits and the total against all nationalities was about 9,000 a year. Other problems in Pattaya have been Jet Ski rip-offs as well as crimes

committed by foreigners themselves, for example public drunkenness and refusal to pay bills.

Police say the beneficial effects of the new crackdown are already being felt. Raids conducted in August this year netted 1,280 suspects and 40 handguns. There are ongoing investigations into several highprofile cases including the rape of two Russian women. Pattaya court’s new tourist protection office is also said to be playing a useful role as short-stay foreign tourists can give their evidence against perpetrators and then go home rather than having to wait as witnesses for delayed court appearances.

If you want to be a world racing driving champion, don’t leave it too long. Sandy Kraokaew Stuvik started gokarting at the age of four and now, at the age of 18, he’s on the brink of breaking through to become a top-notch world professional.

Born in Phuket, but living with his parents in Malaysia for his first year, Sandy relocated with the family to Rayong. “I started gokarting in Pattaya at the age of four. Actually that’s not really unusual although many young kids abandon it as a hobby. I suppose the difference is that I was absolutely determined to use the sport as a springboard to racing success,” says Sandy.

Seeing that the young boy had a flair, Sandy’s father bought him his first kart and they practised together on Pattaya’s racing circuits. They soon clocked up more track time

than most professional racers. At only six years old, Sandy came under the guidance of Thomas Raldorf, the multiple karting champion, who coached him to mature as a young driver into the superb performance he gives today.

Still only six, Sandy was entered into the Thailand National Championship competition and, in his first race, finished on the podium with a third place and trophy in his first ever race.

Within a year after that, he was being sponsored by The Pizza Company, Swensen’s and Sizzler as one of their lead drivers, a worthy achievement indeed for such a young boy.

By the age of 12, Sandy had already qualified to race in world finals in Europe, beating in the process several competitors older than himself. In 2008, at the age of 13, he won the Asian Karting Championship and qualified for and raced in two world championships in Europe.

The ultimate desire of the young teenager, of course, was to race Formula cars and at age 15 Sandy had the chance to fulfil that dream. To be able to race and be successful in that competitive world, you need to have the best material available and to receive the highest level of support both on and off the track. “Your quality of life off the track is actually a key factor in bringing

racing success,” he explains, as fitness and mental training take up the majority of days when he is not racing.

Thus, Sandy spent 2009 testing in Formula BMW and Formula Renault race cars on circuits in both China and Malaysia.

In 2010 he competed in the Asian Formula Renault Championship as the youngest racing driver, trained by Philippe Descombes, the manager of Asia Racing Team and a former French F3 champion. He eventually won the Asian Formula Renault series, the first Thai driver ever to do so and also the youngest driver ever to win the championship.

In 2011 he moved to Europe and raced in the top level Formula Renault EuroCup series. Competing against the best young drivers in the world, he managed to finish 28th out of 46 drivers in a year with a steep learning curve and improved to 14th place in Formula Renault Northern European Cup 2012.

This year he is leading in the European Formula 3 Open championship after taking consecutive podium finishes in virtually every round and a brilliant win at Monza in Italy just two weeks ago.

The final races take place at Circuit de Catalunya in Spain in early November.

It’s certain that Sandy Kraokaew Stuvik is a world champion in the making.

Sandy is already planning for his entry in the GP2 series, the main feeder series to Formula One, which races a 612HP, V8 Dallara Formula car together with Formula 1 on selected events in Europe, Singapore and UAE.

THE WINE CELLAR Dine Wine-Centric Style Have you ever wanted to dine in a wine cellar? Have you been pining for that retro 70’s dinner party craze – a cheese fondue? Then cross those two off your bucket list and head down to The Wine Cellar in Naklua, Soi 12.

Of course in Switzerland they have been dipping and dunking into their fondues since the 30’s. Traditionally a winter dish, the Swiss only eat it as long as there’s snow on the ground but visitors are forgiven for eating it all year round. Here in Pattaya a decent fondue is hard to find, but this is not the case now that Mick and I have been introduced to The Wine Cellar.

This must be one of the coolest and unique places in Pattaya.

Literally “cool” as The Wine Cellar’s temperature is maintained at a constant 21 degrees in consideration of the wine stock and a jacket or pashmina is recommended.

The setting is an exquisite bijou vinoteque/wine cellar/restaurant which encompasses a gourmet emporium selling some of the finest epicurean items in the world and serving a selection of wine-centric style dishes.

The cellar is a happy valley of over three hundred five star wines, predominately Italian, but also

offering some remarkable labels from the old and new worlds plus spirits of distinction including some single malt Whisky’s to make your eyes boggle. Every conceivable gourmet-related luxury item is available here from the finest worldclass cheeses, salamis, prosciutto, crystal wine glasses and decanters and all the oenophile’s must-have paraphernalia to premium Cuban cigars.

From the moment you walk through the door (also seating on the terrace) whether for a memorable romantic dinner for two or a group celebration, the ambiance is cocooning in its exclusivity.

Reinhard Murer, Managing Director, commented that it was the company’s goal to find new emerging wines and estates from all over to world and to introduce them to the Thai market. Roger Leuzinger, a Swiss national from Lucerne and Country Manager of Food Com (Thailand) Co. Ltd., reiterated their mission but also added that successful pairing of that wine with the speciality food at The Cellar was yet another aspiration.

So we take our seats and browse the menu.

From the starter menu

we spotted shrimp cocktail (B.180), squid Wine Cellar style and various salads including a Swiss sausage variety. But on entry you pass the cold counter packed with the most mouthwatering artisan cheeses, prosciuttos, salamis and cured meats from the best makers in the world so how could we not sample a selection of those gourmet treats. The cheese and cold cut platter costs B.275 for 100 grams but as we had already decided to order the cheese fondue to follow we started with a platter of only cold cuts. Salamis from Napoli and Milano including a delicious Picante, Parma ham, Speck and more languished on their slate platter dotted with dried figs and apricots.

Enjoyed with a glass of their house Temporillo, a Spanish full bodied red, we were in a very happy place.

Pastas are a speciality including a black ink spaghetti with white cream squid and prawn sauce. From the grill Canadian Black Angus Tenderloin (B.790), Australian lamb chops or Striploin are available. Chef’s specials are set firmly in Switzerland offering sliced pork Zurich style, Beef Stroganoff or a trio of rostis natural style or with ham, mushrooms and onions and also bacon, onions and fried egg. However, if you have ever enjoyed Cordon Bleu just turn the page to where this classic dish is prepared in so many ways only your imagination restricts the possibilities.

and then the decisions start. Select from 16 cold cuts and 23 cheeses for your unique bespoke 5-star meat/ cheese/cured meat classic.

The top House Special here is the famous fondue. Four varieties are offered: Bacchus (with sliced beef and pork cooked in red wine), Chinoise (thin sliced beef and pork in bouillon), the famous Bourguignone with Australian beef tenderloin and the Swiss National dish - Cheese fondue at B.690 per person. This classic dish is prepared at table by Roger and is not only a fascinating piece of culinary theatre it is a complete lesson in its preparation.

Firstly a whole bowl of various grated cheeses (always includes Emmental and Gruyere) are softly melted to a point when white wine and corn flour are added and then finally a shot glass of Kirsch, cayenne, nutmeg and pepper complete this traditional dish. Indian by Nature Contemporary Indian gastronomy

Indian by Nature is beyond the quotidian curry. It’s distinctive concept and execution raises the bar on Indian cuisine. Harmonious blends of fragrant spices and delicate herbs ensure unique dishes to enrich your palate. This most elegant Indian eatery opened its doors almost 10 years ago when Av Khanijou had a vision to bring her own enlightened spin on the cuisine of her ancestors-and Indian by Nature was born. Av’s enthusiasm for her gourmet food is infectious, whether she is teaching how to cook her recipes, composing, or writing her cookery books, her cuisine is distinctive, modern and delicious.

Stand outside the restaurant’s stately wooden doors (which previously graced a Maharaja’s palace), walk through and let the neo-Indian cuisine please, amuse and charm you. It had been a while since Mick and I had dined at Indian by Nature and we were looking forward

to it immensely. The menu regularly evolves but the favourites, such as the tandoori items remain by popular demand of the restaurant’s regulars plus there are always specials available on request.

The décor is elegantly colonial with many shards from India’s history adorning the restaurant juxtaposing with the chic modern touches. The staff are efficient and friendly and the wine list is an excellent collection of carefully selected bottles with prices and tastes to suit all pockets and palates.

To launch our dining out we were presented with an amuse-bouche of the most tasty spiced tomato soup served in a shot glass to set the tone and enliven the palate.

Amongst the appetisers are many tandoori specialities as well as the popular fish and chicken tikkas. One of our favourite starters is the saffron coconut prawns (B.250). These plump prawns are marinated in coconut,

saffron, lemon grass, shallots, ginger, garlic, and spices resulting in a fusion of tantalising flavours. However, on Av’s recommendation we chose another prawn dish which is their latest addition to the menu, akbari jheenga. Culinary theatre snaps into service after ordering these little darlings. The flambé trolley

is wheeled over and the prepared prawns are doused in brandy and cooked table-side. The flavour is fantastic, packed with aromatic fused spicing, the succulence is unbelievable. Another big favourite which comes highly recommended is the Kasmiri fish. Cooked in the tandoor after being egg washed and dusted with gram flour it emerges glistening with succulence and falls into languid shards under the fork.

Another must-have of ours is Methi Murgh. The chicken is prepared with tomatoes and coriander and made heady with the final anointment of fresh methi (fenugreek). It’s a wonderful dish zinging with flavours but on this occasion we opted for another signature dish--Kerala fish curry. Here, succulent pieces of fish are imbued with the unique flavour of curry leaves, lemon juice and spices and combined with a gravy of onions, garlic, ginger and tomato. All the fish served at Indian by Nature is John Dory which provides the perfect culinary canvas for absorbing the herbs and spices before being cooked in the tandoor oven. Av and chef are always creating out of the ordinary meals and their specials menu changes regularly offering distinctive and innovative dishes from across the sub-continent. The lamb vindalho curry is a classic Goan preparation of tender pieces of lamb in a spicy and tangy gravy and quite unique to Indian by Nature. Speciality birianis are cooked in an earthenware pot and sealed with a pastry top for uberinfusion of flavours.

Av is the Indian dessert diva and her devilish concoctions have those in the know flocking to the restaurant. We passed on dessert having overdone our gleeful eating but on offer was Kulfi, Coconut crème brûlée, Cardamom pana cotta, spicy rice pudding and that super-sweet favourite, Gulab Jamun.

Indian by Nature celebrates Diwali on Nov. 8, 9 and 10. The festival is

one of the most festive and beautiful times of the year in India. IBN is hosting Bollywood themed buffet menus with dance shows and interactive dance performances.

Buffet dinners will cost B.1,100 net per person with a special Hangover Brunch on Sunday Nov. 10 from 11 a.m. until 2 .pm. for B.590+.

To sum up, Indian by Nature presents gourmet Indian dining in an ambiance of refined elegance. marinas that can cater for all sizes of yachts, quality yacht maintenance services and skilled craftsmen, and combined marine leisure tourism generates considerable revenue for Thailand.”

Pattaya has become a top marine tourism destination in Thailand, in large part due to presence of the world-class Ocean Marina Yacht Club. According to information from the TAT, yacht brokers predict that the number of yachts visiting Thailand will increase dramatically by at least 31.25 percent, to approximately 2,100 yachts, by 2016.

In the overall tourism and hospitality industry, TAT has identified marine tourism as a highend segment, with marine tourists spending more than regular tourists, staying in five-star resorts and dining in upscale restaurants.

They spend on high-end products including fashion, jewelry and accessories, and in general stay in Thailand for longer periods.

According to the TAT, Thailand welcomes 110 Super yachts each year, constituting the highest tourism spenders. TAT predicts that by 2016, 190 Superyachts will visit Thailand annually, a growth of more than 72 percent.

The Gulf of Thailand’s popularity continues to grow with approximately 8.5 million international tourists per year visiting the three leading tourism destinations of Pattaya, Hua Hin and Koh Samui. This is expected to grow 10 percent year-on-year, in particular due to the high growth potential of neighbouring countries such Myanmar, Laos, Vietnam, Cambodia, Singapore and China. The Pattaya Boat Show will feature more than 100 exhibitors from marine, marine tourism and the leisure and lifestyle business sectors, from Thailand and overseas. For the expected 3,000 visitors there is a packed program of activities and entertainment planned, including free sailing trials, free kayak trials, lucky draws, cocktail parties, Dragon Boat Races and a marina-side beer garden and festival with a live band.

Property New Property Show gets all-round approval Pattaya Mayor Itthiphol Kunplome told organizers of the first Pattaya Property Show, scheduled for Jan 9 through 12, that real estate plays an important role in the city’s future, so to have a top international property exhibition here was most welcomed. The mayor offered to assist organizers to ensure that visitors were aware of the event at the Hilton Pattaya.

More than 70 percent of vendor space has been confirmed for the four-day event, including more than 40 leading developers and realtors such as Universal Group, A+ Properties, Kingdom Property, The Urban, Siam Royal View, Orion, Raimon Land, Ocean Residential Property, The Villa, Riviera, Beach Properties, New Nordic and Compass Real Estate.

Mike Bridge, an organizer with Exact Trading, said, ‘We always felt that the city deserved to have its own exhibition to support its growing local property industry, and since launching the event through our media partners, have been pleasantly surprised by the reaction. Q: What types of business organizations can be registered in Thailand?

Businesses can be incorporated as Sole Proprietorships, Limited and Unlimited Partnerships, Private and Public Limited Companies, Branch Offices, Representative Offices, and Regional Office Headquarters. In most cases, a Thai Limited Company is the most popular structure and ideally the first step in setting up a new business in Thailand.

Q: What is a Limited Company?

A limited company is that which is formed with a capital divided into equal shares, and the liability of the shareholders is limited to the amount, if any, of unpaid shares respectively held by them.

Q: How much capital is required to set up a limited company in Thailand?

A limited company in Thailand can be set up with only a few thousand baht; however, the average declared capital is 1 million baht.

Q: Will a foreigner funding a business automatically be entitled to a visa and/or work permit upon setting up a company?

Even if a company is funded by a foreigner or is under a foreigner’s name, it is a prerequisite that the foreigner secure a work permit if he intends to personally engage in the business.

A company can obtain the relevant visa and work permit for its foreign director or foreign employee, provided it has been accordingly set up, employing a minimum number of Thai nationals for each foreigner employed; the company must have minimum paid-up capital of 2 million baht for every foreign employee.

Q: How many directors and shareholders are required under Thai law?

The structure of a Thai limited company must consist of one or more directors and a minimum of three shareholders, Thais or foreigners.

Q: Can foreigners hold 100 percent ownership of a business in Thailand?

In Thai Limited Company shareholding, the company must be majority owned by Thais. This means that foreign ownership of the company cannot be more than 49 percent.

Foreigners can hold 100 percent ownership of businesses in non-restricted categories, such as exporting businesses and certain types of

manufacturing businesses. Other methods to obtain 100 percent non-Thai control are through application for an alien business license, Board of Investment (BOI) promotion, or registration through the Treaty of Amity for Americans.

Q: What is Voting Rights?

Shareholders of limited companies, based on the type and amount of shares they possess, have the privilege of voting in the annual general meeting of a company. They have a right to cast their votes when the company is making major decisions.

An ordinary share gives the holder voting rights in the company and entitles the person to all dividend distributions as a part-owner of the company.

Preference shares allow holders to be paid dividends before ordinary shareholders, and they also have priority over asset claims upon company dissolution. The downside is that preference shareholders have a fixed dividend and only limited voting rights with respect to company affairs.

These different types of rights can have a major impact upon running of the business because these rights can have a security impact on various company issues.

Q: Why form a Thai majority company?

Aside from the capacity of the company to acquire land, the formation of a Thai majority company generally requires less registered capital and less paperwork than the formation of a foreign company.

Q: How long does it take to establish a limited company?

A Thai Limited Company can be incorporated in about a week or two.

Q: Why should I hire a lawyer to incorporate my company?

Starting a new business in Thailand can be very complicated due to language barriers and may take several days to weeks to complete the entire process.

QROPS – Say No to 55% Tax! The attractions of a QROPS (Qualifying Recognised Overses Pension Scheme) for expatriates with retained pension benefits from former schemes in the UK, is not in doubt. The fact that the entire fund can be left to loved ones intact, instead of losing 55 percent of it to the exchequer in other UK Schemes, including a SIPP, is worth the price of admission. The question has been, in recent times, which Jurisdiction offers the most attractive terms.

HMRC have insisted that any QROPS should be taxed in the jurisdiction in which it is based, and the treatment should be the same for residents and non-residents.

This, even though HMRC will not receive a penny in tax themselves, gives us an indication of how they feel about the system. Nonetheless, they are stuck with it and rightly so. If any individual is non-resident for tax purposes, why should they pay tax on their pension benefits?

The jockeying for position from a number of jurisdictions has left the market with just a few options, namely Gibraltar, Malta and New Zealand. In most cases it is likely that Gibraltar will fit the bill. They have an agreed taxation level with HMRC of 2.5 percent on drawdown Income, which is as close to zero as it’s likely to get.

If, as an expat, you have not already acted on transferring your pension benefits into a QROPS, you should really consider having your current scheme(s) appraised and an analysis performed to assess your position. The 55 percent tax on death is a dreadful penalty to have to pay to the tax authorities unnecessarily.

Also, in an occupational scheme, you have no idea where the money is invested and what the pension department costs to run. An annual statement provides no clue as to what has happened to your money and how much has been taken out in running expenses. Alternatively, the transparency of costs and flexibility of Investment of a QROPS, along with online access to your fund make for good reasons to carefully consider this option.

There are also some myths about ‘defined benefits’ schemes. Of course, if you have worked 40 years and retired as an employee of the same company on twothirds of your final salary, no one should argue that this can be bettered. However, these days most former schemes are just that, and what many don’t realise is that, as an exemployee with a fund still in the former employer’s scheme, you are likely to be entitled to interest of only the RPI (Retail Price Index) or 5 percent, whichever is lower, on your pension pot. This ‘small print’ has the effect of negating much of the attraction of such schemes for those no longer in their employ.

As for ‘defined contributions’ schemes, well these are only as good as the fund they’re in, with no guarantees whatsoever. In any event, it really is something all UK pension holders should look into sooner rather than later; that 55 percent tax on death isn’t going to go away and the UK government is also considering lowering the threshold for tax-free cash withdrawal at retirement. Currently, up to 30 percent of your pension fund can be taken as cash at retirement. There is talk of limiting that to 20 percent or, indeed, a fixed figure.

International Property Specialist Course Presented in Bangkok

By Real Estate Sales and Marketing Association of Thailand The single-most edifying event in Thailand’s real estate sector unfolded here last month as 58 industry professionals participated in an intensive, week-long program to elevate their level of knowledge and professionalism to global standards.

The Real Estate Sales and Marketing Association of Thailand (RESAM) joined forces with the National Association of Realtors (NAR) to present the world’s most highlyrecognized education and business opportunity: the Certified International Property Specialists Course (CIPS).

RESAM was established in 2005 by Dr. Pairote Sukjan, its first president, and the Thailand Real Estate specialist’s committee.

It now has 244 members, including realtors, brokers/brokerages and developers. Its executive committee consists of 20 professionals representing all sectors of Thailand’s real estate industry.

RESAM was formed to promote better sales and marketing skills and professionalism through direct member interaction as well as through exhibits and seminars for continued education.

Dr. Pairote has been a leading figure in the industry for many years and is a highlyrespected figure not only for his depth of work and dedication to the real estate industry overall, but also for his personal support of members

NAR, the world’s leading real estate alliance, is headquartered in the United States. It boasts a membership of more than 1.3 million individuals and 80 real estate associations in more than 60 countries.

The CIPS certification course held at Bangkok’s Amari Atrium Hotel was targeted at expanding the knowledge globally for each participant with a hands-on experience in international real estate transactions, as well as five full days of intensive study focused on transnational transactions and their most critical aspects. Topics covered included currency and exchange rate issues, cross-cultural relationships, regional market conditions, investment performance, and tax issues, among others.

Individual course titles were Local Markets, Global Real Estate, Transaction Tools, and The Business of U.S. Real Estate. Regional courses included Europe and International Real Estate, The Americas and International Real Estate, and Asia/Pacific and International Real Estate.

Special recognition for the expansive curriculum must be given to NAR CIPS instructor Aida Turbow, an international real estate professional with more than 25 years in global marketing, branding and strategic sales. As a leading member of the NAR at the institutional level, Turbow has earned many awards, including the Instructor of the Year Award in 2011 and 2003. She and a handful of colleagues have instructed more than 3,000 professionals a year since 1995 throughout the US and the world, including Bulgaria, Ireland, Portugal, Italy, Dubai, Brazil, Argentina and, just last month, in the Philippines and Thailand.

The Certified International Property Specialist training program and certification taught by Aida Turbow will certainly go a long way in solving the credibility problems facing so many within the Thai real estate industry-individuals who do not have the formal real estate education and necessary certification to achieve international recognition.

Last but not least in deserving huge credit is the dynamic Nancy Suvarnamani, the president’s liaison to Thailand for the National Association of Realtors and president of Century 21 Chicago, a brokerage with more than 100 agents. Without the input, representation and magnitude of her hard work, this course simply would never have happened. It was Suvarnamani who assisted RESAM in getting special scholarship funding and who provided the connections to execute the event. She also was here on the ground for weeks ensuring that every detail was perfect.

One young lady working in support of all of the above individuals was Nina Serebryakova, project director of the event and International Marketing Committee chairman for RESAM. One could say that Serebryakova had the weight of the world on her shoulders, taking on the entire project. It was her hard work and confidence that brought top RESAM members together as a team, working to make it the huge success it was. By the end of the week at the CIPS International Property Specialist Certificate presentation ceremony, all graduates were on top of the world. It was one of the most ‘feel good’ networking events I have witnessed in years, with everyone pleased with themselves for having passed and for having met so many fantastic fellow real estate professionals from Chiang Rai to Phuket and the rest of Thailand.

Give Us a Break As Pattaya’s traffic gets worse and worse, city authorities are making it worse by failing to sequence the traffic lights properly. I am referring in particular to those at the South Pattaya Road and Third Road intersection. For some reason which I cannot fathom, there is far too short a green segment for vehicles travelling south on Third Road and continuing towards Jomtien. This leads unnecessarily to huge traffic jams with the result that drivers are still trying to plough through when their signal is red.

I find it frustrating that the authorities have wasted so much money on those silly Pelican crossings--which are usually turned off anyway--when what they should have done is to invest in the latest technology traffic signals throughout the city. (Phil Sales) A Traffic Improvement I must say what an improvement it is that City Hall has now banned traffic from Jomtien from continuing straight on at the bottom of Thappraya Road by the concrete flyover. Drivers must now turn left or right and cannot block Second Road by trying to go straight and create traffic mayhem.

In fact most traffic turns right along Third Road which creates some long traffic queues but has certainly improved the situation overall. The more I think about this problem of traffic, the more I think that the solution is to create more and more oneway systems which certainly seem to create a freer circulation. (Observant Oliver)

Visa Shortage Q: There doesn’t seem to be a one-year visa for me.

At 47 I am too young for a retirement visa. I have been in a partnership with a Thai woman for several years and we have a baby son, but we are not married. Although I have had one-year visas in the past, I have been told by Thai Immigration and by the Thai embassy in Malaysia that I need to get married to obtain a full one-year visa. We cannot marry as I still have a wife in UK whom I never see. What do you suggest?

A: The situation of an unmarried farang with a Thai family is a bit of a grey area and the ground rules do shift from time to time. You could apply for a one-year education visa which would include 200 hours of tuition toward studying the Thai language. Since you seem to have decided to spend your life here, it wouldn’t do any harm to improve your knowledge of the language. Several language schools in Pattaya can discuss with you the process involved; it’s not difficult.

Chinese conundrum Q: I read in the papers and on the internet that Thailand will soon to allow Chinese citizens to visit without a 15-day visa-on-arrival. I have a cousin in Shanghai who wants to know when the ruling will come in and whether the limit will be 15 days or one month. My cousin says he has dozens of relatives who also want to come to Thailand.

A: The Thai government has announced that a new ruling may be made in 2014 largely to facilitate economic growth and tourism. However, no final decision has been made and the parameters of the permitted stay have not been drawn up. Once the visa on arrival for Chinese is dropped, Thailand stands to lose about one billion baht a year in income, so there probably needs to be a reciprocal agreement between the two countries.

These things take time.

Non “O” in Liverpool Q: I have read in many places that non-immigrant “O”

British Embassy Eclipse It is astonishing that the British Embassy in Bangkok has more or less abandoned Pattaya even though more Brits live here than in any other Thai provincial city.

Firstly, they opened a proper functioning consulate in Jomtien a few years ago, and then they closed it quoting the need to save money. Then they withdrew more and more services, and now I read that they are not even particularly interested in providing letters for British citizens. The British embassy in Bangkok no longer issues passports, and I’m told that visas for Thais are mostly issued by the Borders Agency rather than Foreign Office staff. The latest notice on their website says that Brits who marry foreigners abroad may no longer record their marriages in UK but must keep their own paperwork until they need it. Talk about throwing your citizens to the wolves! They can’t even print a list of lawyers without changing their mind. (Peter Rhodes) Number of Deaths I read in the papers and see on the internet and on TV news that a lot of foreigners seem to die in Pattaya. If you add natural causes in hospitals to the suicides, murders and traffic accidents, the number of fatalities must be very large. I would very much like to find out the actual number of deaths of foreigners in Pattaya every year and wonder where I can find this information. (AF) (Ed – These statistics are not published either by the local authorities or by the government. The number in Pattaya is thought to be around 250 a year, mostly from natural causes) visas are now more or less impossible to obtain at the Thai embassy in London and its satellite consulates in Liverpool, Birmingham, etc. However, my friend has just obtained from Liverpool a multiple entry “O” valid for one full year.

Has something changed recently? I am sending you a copy of his passport pages as proof.

A: Firstly you should not send copies of passports by email especially if they do not belong to you, or you ought to blank out personal details. However, I note that your friend is over 80 years old. In late retirement, it is still possible to obtain the multiple “O” for holiday or family reasons, although you have to send to the consulate details of your bank account to show financial independence. It’s best to contact the consulate in question before applying for this visa as ground rules may differ from place to place.

Child under 15 Q: We are a married couple with two children, aged 16 and 13. We recently used a visa agent to extend our visas in Thailand, which was OK. However, on checking the passports, I find that the younger child has been refused as there is no new stamp in her passport. I assumed this was some sort of mistake as my 13-year-old is a good girl and does not behave badly. However, the agent told me on the phone not to worry. I am very worried indeed what will happen when we get to the airport.

A: Children under 15 years are permitted to overstay the date in their visa without incurring any penalty. Your child’s passport will be stamped at the airport and you will have no problems with the immigration authorities. Once children turn 15, they are treated as adults in this context.

Husband is dead Q: I am a Thai widow and my American husband died of a heart attack last week. I still have his passport but I am worried what will happen when we transport his body to New York, as he is technically on overstay. Should I visit Immigration to report the death? I have heard so many different tales from well-meaning friends and I remain confused.

A: The dead cannot be responsible for overstay and the death certificate is the key to the problem. It is a courtesy to visit the local Immigration Office with his passport and the death certificate copy, but not strictly necessary. As the mortician will likely advise you, the documents required at the airport are passport and original death certificate. Most bereaved people in your situation delegate this whole bureaucracy to the funeral company. The rules are slightly different in the case of cremation in Thailand and return of the urn to the home country.

Snap Judgment Unbelievable Week Amazing Thailand has long possessed the ability to gobsmack local foreigners, but the last few days have taken us into new and most contentious territory.

We now see both the pro-Thaksin red shirts and the many opposition groups, informally led by the Democrats, both demonstrating against the blanket amnesty which would allow Thaksin to return home and drop criminal charges against the Democrat leaders for their role in the 2010 crackdown. The government sees this as a deus ex machina–a sweeping solution to help the country move forward.

Of course the red shirts and the opposition groups are not found at the same rallies; they each want different outcomes. The red shirts crave the prosecution of the Democrat leaders whilst not minding in the least if Thaksin’s conviction for money laundering is dropped.

However, the opposition wants the opposite outcome: Thaksin’s conviction must stand at all costs and, if he wants to return to Thailand, let him serve a jail sentence first.

It is now on the cards that Thailand will witness escalating public disturbances, peaceful at first no doubt, as the government seeks to impose its will on an unwilling populace. The prime minister will argue that she has a democratic mandate through the ballot box to impose the right solution, whilst opposition groups will accuse her of elected dictatorship.

In the past, such an impasse would have led to a military coup. That is less likely now as the army doesn’t mind the government’s plan in which no military leaders face court action. A putsch is also unlikely for other reasons. The opposition is much more fragmented these days and the government better prepared for any eventuality. The army leadership in any case is likely split between pro and anti Thaksin groups. A coup this time around might even lead to a brief civil war.

But this is Thailand, and nothing can be ruled out.

There is still a residue of expertise in the retired army ranks for instigating a coup. There is the worrying reminder of Egypt in July this year when army leaders, supposedly under Muslim Brotherhood authority, revolted against the then-president in a coup presumably backed by the silent majority. One can only hope that the present Thai government will weigh its options carefully. Learning to step back is a vital political skill on occasion.

Separately, another gobsmacker is the proposal to charge foreign tourists 500 baht on entry if they are staying longer than three days and 30 baht per day if they are here for fewer days. The justification for raising an extra billion baht or so every few months is that some foreigners can’t pay their medical bills. But there is no guarantee that the cash raised will be spent on foreigner medical aid and certainly no prospect that tourists or expats will now receive free treatment if they are cashless. The problem of collecting large amounts of cash at borders and airports has not been addressed and the whole matter looks like a charm for mega-cash disappearing into the pockets of officials and their bosses.

Add to all this the 100 percent rise in the airport tax--included in your fare–to 800 baht, and you begin to realize why it is called Amazing Thailand. Unbelievable Thailand may be more appropriate.

Plutaluang, East & South – Stableford It was a relief to see a fine and sunny Pattaya Monday morning after all the recent downpours as we assembled at The Growling Swan to prepare for our trip to Plutaluang. There was one late cancellation due to sickness which left us with 21 starters and we welcomed back Ed Stewart from California, Bill Steinman from New York, and Ulff Larsson from Sweden. It was also a farewell to your writer, Peter Blackburn, who is off to Perth, Australia, for a couple of weeks. Taking care of business in my absence are Peter Grey, John Pierrel, Dick Braimbridge, Stu Rifkin and Max Bracegirdle.

With everyone on time we departed the GS and headed south on Route 3, arriving at the course in just 42 minutes (J J please note). The course was very busy and we were allocated east and south nines for a change. We sent our first four-ball away 20 minutes ahead of schedule. With a five-ball in front of us and many groups ahead of them it was obvious that we were in for another slow round, but the course was good, although quite wet with the greens traditionally slow, it was well maintained and the weather was terrific. As expected, it was a bit of a crawl and turned out to be a five-hour round--but nonetheless very enjoyable with excellent company.

We had two divisions, A for handicaps 0 to 18, and B for 19 and over, with four places in each division. There were also rewards for nearest-the-pins on all the par threes and longest first putts on the east 9 and south 9 greens.

Newcomer Bill Steinman was the winner in A Division with a score of 37 points; yours truly Peter “Blacky” Blackburn was second just 1 point further back. In third place came Andy Todd on 33 points, and with two golfers on 31 points it was John Pierrel (15 point back nine) who finished fourth from Keith “Kissy” Buchanan (14 point back nine) on a count-back. Buying paint? Make a note of the paint color name and number printed on the can, and the date when you painted the room. Tape the memo with that information to the back of the light-switch plate in the same room. When it's time to repaint, you'll have an easy reference to match the same paint color.

Double Take Double Take Dear Andy, I have non-slip tiles in my bathroom they now look a bit dingy. Can I polish them with something that still protects me from slipping and breaking my neck? What can I do to make them look nice again?

Lauren Perren Andy, I have light beige, noskid tiles in my bathroom. Over the years, in spite of mopping every week, the tiles have gotten dirty (just ground-in dirt from my feet I think) and I can’t get them clean. I wonder if you had any suggestions.

Mike Thank you, Lauren and Mike, for asking a question that many readers have asked over the years.

As regular readers of this column know, I favor eco-friendly solutions over chemicals. That’s particularly true in this case because you never want to put harsh chemicals on tiles; there’s always a risk that you’re affecting the color, etching or non-skid component of surfaces.

So try this: combine a cup of clear vinegar and a half cup of lemon juice and heat the mixture for a minute or two in your microwave.

Now add two heaping tablespoons of baking soda to the hot solution and mix thoroughly, then blend in a cup of dishwashing liquid. Pour the solution into a spray bottle and shake vigorously to ensure that the ingredients are blended. Spray

onto the tiles and allow the formula to remain for about two hours, then scrub with a nylon scrub brush or coarse rag. Rinse thoroughly and you’re done. The tiles should sparkle. As an option, get yourself some OxiClean. Stir two cups of the product into four liters of hot water and apply to the shower tiles using a rag or mop. Let stand for an hour or so, then scrub the entire surface, again using a stiff brush or coarse rag. Rinse thoroughly. This concentration will also remove mild grout stains and dirt.

Sound Mind I live in a semi-detached bungalow and would like to soundproof the shared wall as I do not like to hear my neighbours’ conversations. Are there any local solutions here in Pattaya?

Anthony Among readers who have contacted me on this topic, Anthony, none has expressed satisfaction with local contractors that have 'soundproofed' their homes. There are many products you can use (from sheet rock to bricks to foam and fiber glass and more) if you elect to do the messy, laborious and expensive project yourself. Yet you still may not be satisfied with the outcome; it is truly a grueling and formidable job which seldom provides total satisfaction. My only suggestion locally would be to contact Lohr Insulation and Construction in

Naklua (038-367594). If they cannot be of direct help, they might provide you with referrals.

I have not gotten any feedback on Lohr one way or the other, so this is not a recommendation to use them; only a suggestion to call. Or you might try ear plugs.

Paint Plaint We own an older house that we had painted about five years ago.

For the last year so, the exterior paint has been cracking. I tried filling in the cracks using a powder/ water filler mix, but the cracks just reappear. Can you offer any reasons for the cracking or can you tell me how do I treat the cracks?

Ray Paint cracking usually is caused when the home’s exterior is finished with low-quality paint which has inadequate adhesion and flexibility. But even if you bought high quality paint, it is possible that the painters used too much thinner in the final mix, or that they neglected to prepare the surface properly before applying the finish. You can try to correct the cracking by removing all loose and flaking paint with a scraper or wire brush, sanding to feather the edges, priming any bare spots and repainting with good-quality paint. If the cracking goes down to the substrate, however, you should remove all of the paint by scraping, sanding and/or using a heat gun; then prime and repaint

My problem is that I am 22 years old but I only look 14 with my lovely blond hair and teenage-looking body. Dear Angela, First of all thank you for the compliment. Most people say that my photo puts me as in my 70s, so I feel you are a person with a good sense of judgment. Most of the letters I receive are from women who want to look younger and I am pleased to say I am something of an expert on crow’s feet and double chins. However your problem is just the opposite, so I have had to put my thinking cap on over my rather long ears. It was recently Halloween and in the shops you will find at a heavily discounted price on all manner of masks and costumes which will certainly make you look older.

Seeing Red We recently bought an area rug for our living room. It was exactly what the room needed. But red wine was not what the carpet needed. We spilled a whole glass of red wine on the tan carpet last weekend and now we need your advice to get the stain out.

Poo Fast action is key to preventing permanent stains, which means before the wine has time to dry, blot up as much as you can, cover the spot with hydrogen peroxide, and allow to soak for a few minutes. Spray the area with a mixture of equal parts water and carpet cleaner, then blot again with a clean cloth until the stain comes out. However, Poo, it’s been a week since your wine spill, so your problem may be insurmountable. Nevertheless, try this: spray the stain with a mixture of hydrogen peroxide and liquid detergent until soaked. Cover with a paste made of baking soda and water and allow that to sit for three or four hours (wet down if the paste begins to dry). Then use a liquid carpet cleaning solution to wash out the paste and the stain, followed by rinsing as best you can with clean water. Blot and let dry.

Microwave Toothbrushes Can you answer a question about toothbrushes? Is there an effective way to clean them, particularly when the kids let toothpaste harden in the bristles?

Sue If you have a dishwasher, put your toothbrushes in with a load of dishes. That should clean and sterilize them. Because most homes here do not have a dishwasher, an alternative is to put the toothbrushes into your microwave and zap them on high for a minute or two. That will destroy the bacteria in the brushes.

If you own neither appliance, just drop the toothbrushes into boiling water for a couple of minutes (watch carefully to ensure the plastic doesn’t melt).

Boiling is also effective for cleaning out hardened toothpaste.

To help keep the family’s toothbrushes germ free, soak the bristles in Listerine mouthwash every two or three days. TIP: Replace toothbrushes every six months and save the old ones for cleaning those hard to reach places (not in your mouth, but around the house). Also replace toothbrushes of anyone who gets sick with a throat infection such as strep or tonsillitis to help avoid reinfection.

She then presents my family and me with a bundle of this rubbish when we visit her once a month on a Sunday. To give you an example, she handed over to my husband Casper a very dirty blue shirt with stains all down the front, and to my son, aged nine, she presented a toy car which had obviously been in a fire. She actually gave to me a bottle of scent which mercifully had no contents whatsoever but had a smell reminiscent of a tom cat. We really can’t carry on like this. We have tried throwing all the stuff in the dustbin but the refuse collectors are complaining.

Dear Sickened Sheila, The first thing not to do is to make your weekend trips to Aunt Hattie once a week rather than once a month. That would be a cardinal error. On the other hand you don’t want to annoy the old girl or she might forget to put you in the will.

Wealthy pensioners tend to be most idiosyncratic and you don’t want to see the family fortune at the mercy of the local cats’ shelter or whatever. I suggest that you start a landfill project in your back garden.

As you empty the unwanted items into the hole you can take comfort from the environmental good consequences.

Hundreds of years from now, the landfill will be a welcome source of natural gas for a world which no doubt will be sorely in need of useable energy of any sort. It’s just a question of turning a tragedy into a triumph as these kinds of problems often are.

Our Community Pattaya Sports Club solve ATCC problem

by William Macey We encounter many distressing situations when meeting with the underprivileged, families with handicapped members--both young and elderly, and those with insufficient income to provide daily essentials.

But there are times when we start happy and end up even happier. That is exactly what happened recently when Pattaya Sports Club visited Ja at the Anti-human Trafficking and Child Abuse Centre in Nongprue. Among the many guests showing their support for this project were members of PSC, Jesters, Toy, Pattaya Mail, and Rotary.

The ATCC is a home for children who have been sexually and physically abused but, the happy starting point, they now

have been introduced to other children in the home and have found a new family and friends sharing everything with 31 other children.

Ja involves the children when developing the site, building new houses, a classroom, a computer and medical centre. But all the children are involved in helping to grow vegetables and taking care of chickens, the surplus products being sold to the local market. With so much going on it became apparent that there wasn’t anywhere for the children to play—an activity they love and need. Many Thai children develop into capable athletes and, apart from the benefits of regular exercise, they learn discipline and selfcontrol.

Something had to be done.

There was an area that was uneven, covered with banana trees and other plants and was underwater following a typical Thailand downpour. A no-go area until it had dried.

Pattaya Sports Club solved the problem. An all-weather, all-purpose playing area was laid allowing the children to play at any time and enjoy multiple sports events, including football, basketball,

tarkaw, badminton or whatever sport they can devise.

The look of happiness on Ja’s and the children’s faces when they saw the finished area was fantastic, and now sufficient funds must be found to purchase the necessary equipment for them to enjoy this area even more. Horseshoe Point introduces new features Many disabled people benefit from riding horses, some from the therapy, and some by actually learning to ride.

The benefits can be enormous and wideranging. They include improvements in balance, coordination, muscle tone, concentration and behavior. The riders may benefit from the necessary discipline, respond to requests, overcome fears, learn trust, and interact socially with their helpers and their peers, developing increased confidence and self-esteem.

The horse’s natural walking movement closely simulates that of humans, and is used as a treatment base. Each rider is taught on the basis of his or her own individual needs and goals within a group lesson aided by the volunteers. The movement and the warmth of the horse encourage relaxation and stimulate the functions of internal organs and digestive tracts. The riders develop balance and learn to position themselves to accommodate the pony’s movement. In time, coordination and

communication may be developed and improved. It can offer the opportunity for physically and otherwise challenged people to experience mobility on a par with their able-bodied peers.

Riding clubs around Thailand are starting to understand the huge benefits of Equine Assisted Therapy. Recently, instructors from Horse Guard Riding Club, Hat Yai Horse Sport, Chiang Mai University, and Bangkok Riding clubs have been attending training and coaching from riding therapist Sandra Cooper at Horseshoe Point Pattaya.

Sandra has trained and helped qualify riding instructors and volunteers for many years in Malaysia. Now living in Thailand, she is trying to implement a qualification system by the end of 2014.

A UK log book for qualifications will be adapted for Thailand.

Attendees have been learning how to set up a safe environment for therapy classes. Finding and training suitable quiet ponies and horses takes time. Training

is given on mounting and dismounting all disabilities as their needs are very different. The program is considerate of working with those who have autism, Down’s syndrome and cerebral palsy.

The Monument of Merit, Ubon Ratchathani

During the Second World War, Ubon Ratchathani was one of many places in Thailand used as prisoner of war camps by Japanese forces.

In the later stages of the war, the Japanese transferred many allied POWs from Tamarkan camp near Kanchanaburi, where they had been interned and forced into constructing the infamous ThailandBurma railway (including the River Kwai Bridge), to Ubon to build an airfield and do defence work. However, their first tasks were the building of accommodation for themselves and their captors.

As in all camps under the Japanese, conditions were harsh; clothing was minimal,

with the prisoners almost naked, medicines were scarce, and food consisting mainly of rice and only at starvation levels. However, despite facing the threat of torture and death if discovered, many locals somehow smuggled food and clothing to the prisoners. Prominent amongst these brave people was a lady known as Little Mother Ubon who often, with her daughter, managed to sneak fruit to the prisoners.

War with Japan ended on Aug. 15, 1945, although the official surrender wasn’t signed until Sept. 2. When the prisoners were finally liberated, they were overjoyed to see Lieutenant-Colonel

Philip Toosey amongst the officers entering the camp; he had been deeply respected as the senior officer at Tamarkan for doing everything possible for the welfare of his men. Apart from his skills at negotiating with the Japanese, he also organised the smuggling of food and medicine from sympathetic Thais, despite being beaten regularly by his captors.

To show their gratitude after the war, survivors from the Ubon POW camp paid for the construction of the Monument of Merit

as a thank you to the local people for their kindness and bravery. It also serves as a permanent reminder of the willpower, courage, and sheer stubbornness of the POWs in refusing to yield, despite suffering inhumane treatment from their enemy.

by Sarah and Robert Intent on improving the coastal environment, Garden International School (GIS) divers and the International Baccalaureate (IB) crew set out for Koh Sak to collect rubbish on the beach and then, donning snorkeling gear, in the sea as well.

Students and teachers from the Ban Chang school began their day at Mermaid Dive Centre in Jomtien where they did their registration and ate a simple breakfast. Then they drove to Pattaya pier for the journey to Koh Sak .

Mermaid dive master, Nok, and other staff provided the students with instructions.

Just offshore, the IB crew and teachers prepared to snorkel with goggles, fins and life jackets, then dived into the sea.

While snorkeling to the island, the volunteers spotted hundreds of fish and sea urchins as well as a lot of rubbish under water.

They allowed the sea creatures to remain while collecting the trash in baskets.

After the coastal cleaning was over, the group had 15 minutes of free time, so some IBs went to the other side of the island via a rocky path, where they found a spectacular white

sand beach with transparent blue sea. It was a mesmerizing scene--in contrast to the beach that they had come to clean up. It taught everyone a lesson about how badly humans can harm nature and how different the environment becomes if we take care of it and, therefore, how important conservation is.

You & Your Pets Pattaya Animal Coalition meets Concerns over Pattaya’s street dogs and other animals has led to the formation of Pattaya Animal Coalition (PAC), a group of Thai and farang locals interested in the welfare and control of strays.

People here have long been active in looking out for animals, but until now those individuals and groups have been only loosely connected. Now they expect to work together with PAC being the umbrella organization providing a single voice for all such groups.

PAC is looking for locals, Thais and non Thais, who regularly care for street dogs or animals. “These people are the front line in bringing some control to the animal situation because through familiarity [they] are generally trusted by the animals and not intimidated by them. The dogs need food, shelter, good health and population control. People familiar with animal behavior can more easily assist in treatment, vaccinations and/or spaying,” says a PAC statement.

Elephants get the point A new study published in last month’s journal Current Biology found that elephants understand pointing, which is rare in the animal kingdom.

In the experiment, researchers secretly loaded buckets with fruit, then silently extended a finger to indicate to African elephants where the food could be found. They observed that elephants were able to read the visual cue of pointing, picking the right bucket two thirds of the time—a slightly better rate than a 1-year-old human.

The special trip tag would NOT reflect your home address or telephone number because if the cat gets lost 200 kilometers from home, there probably won't be anyone at home to answer the call.

The special trip tag should have your cell phone number on it so you can be reunited right away, no matter where you are. No mobile phone? Write your email address on the tag or, with permission, the telephone number of a friend or neighbor. As a safety precaution, remove any ID that reveals where you live, because it may be obvious that you aren't there right now, and someone could use that information to rob your house.
