he Royal Thai Immigration Bureau has confirmed that holders of passports of certain countries, arriving at Thai border posts without a prior visa, will now receive 30 days permission to stay instead of a fortnight. The beneficiaries of this important rule change are passport holders from UK, US, Germany, France, Italy, Canada and Japan. It is believed that there is no restriction on the number of times foreigners from these countries can use the recently-announced facility. They can also receive 30 days on arrival when visiting Thailand by air as in the past. There are no changes to the regulations covering air-borne passengers.
Immigration announces VISA-ON-arrival changes
Passport holders from most other countries will continue to receive only 15 days at Thai borders – at any rate for the time being. Those excluded for now from the widely-welcomed rule change include Australians, New Zealanders and smaller countries within the European Union. To obtain 30 days they must continue to arrive by air. However, there are exceptions. Russians will continue to enjoy a 30-day permission whether they enter by land or air, a discretion they have enjoyed since 2006 as a move by the Thai authorities to encourage Russian tourism and investment. News Snatch gang arrested
The getaway car used following the robbery of an elderly German was spotted in Banglamung, leading to the arrest of four suspects. The men were apprehended while carrying several guns. The German tourist, 69-year-old Peter Bovenseepen said he was on Soi Potisan when he was jostled and robbed of his wallet. Gang leader Thawatchai told investigators that he targeted foreigners because they were less likely than Thais to report the thefts to police.
Watch sellers attack Russian
Alleged childabuser arrested
Russian tourist Andrey Pratasov and three friends complained to police that he had been attacked by watch sellers near Soi Skaw Beach. The 30-year-old man said that he unwillingly got into conversation with a group of pestering vendors and even examined one watch, determining that it was a fake when the small hand fell off. Refusing to accept Pratasov’s rebuffs, two vendors hit the tourist in the stomach and then fled. Police said this type of crime was disturbingly common and they would check loitering street vendors in the area.
A 50-year-old Australian was arrested following charges of sexual abuse leveled by the 11-year-old daughter of the man’s lover. Officers of the anti-trafficking and women’s protection squad arrested Ben Agame Ofar, a suspect in what was called a sexual harassment case. Officers said that the girl, a student at a school in Pattaya, made a complaint that she was being abused by her mother’s boyfriend and was too afraid to tell her mother. Instead, the girl revealed details to a neighbour. Police further stated that Ofar admitted to being in a relationship with the girl’s mother, but rejected the accusation of child molestation. Adding to the man’s woes, he was found to be holding a passport and visa--both of which had expired.
Police seize 6,000 illegal pills In a local sting operation, police caught 19-year-old Golf Owart with 6,000 methamphetamine tablets. The youth admitted that he was an addict merely hired by a friend to sell the drugs, and claimed he was by no means a major dealer. Golf identified his drug-dealing boss as a man called Nui who lived near Khao Kheow Open Zoo.

Motorbike taxi driver killed
A Russian man climbing an electric fence on Soi Town in Town was whisked away by emergency volunteers from Sawang Boriboon Foundation. Suspected of being unstable, the man was taken to Banglamung Hospital. The fence was on the four-storey building that houses the Democratic Party office in Pattaya. The Russian had been spotted earlier by a security guard who said the man had initially been with friends but then, oddly, walked alone in circles in a parking lot. Police are searching for his travel companions.
Toi Suksai, a 60-year-old motorbike taxi driver, was killed when a speeding car ran a stop light and slammed into the motorbike. Witnesses said Toi had stopped at an intersection on Sukhumvit Road in Jomtien, then turned left when the signal turned green. That is when his motorbike was hit by a car driven by 27-year-old Theerasak Nongyai. The younger man, who remained at the scene, denied having driven through a red light. Police planned to view CCTV footage.

News Loy Krathong Festival this weekend
Loy Krathong in Pattaya will be celebrated with a main event at Bali Hai pier beginning at 5 pm, Sunday, Nov. 17, according to City Hall. Festivities will
include traditional cultural shows and games for all. There will also be a pre-teen kids’ personality contest; winners will be awarded academic
scholarships. Loy Krathong traditionally marks the end of the rainy season which has been surprisingly strong and prolonged in Pattaya this year.
Top-off ceremony at Zire Wongamat
Raimon Land celebrated the topping-off of Zire Wongamat condominium, its beachfront residential project in North Pattaya. Zire Wongamat is Raimon Land’s third project in Pattaya after Northshore and Northpoint. With the final beams in place for the project’s 37- and 54-story towers, the beachfront complex is edging closer to completion. Included on the
six-rai property will be a wide range of studios, 1- and 2-bedroom units, and duplexes, all with sea views. Since Zire Wongamat’s launch nearly three years ago, 90 percent of the units have been sold. With architectural works in all 480 units designed by SODA, the structure is complete and will be ready for occupancy in 2014.

News Police ask for fair play Senior police officers in Pattaya claim to be doing their best to reduce crimes against foreigners. Careless tourists are often at fault because they leave bags unattended or in poorlylocked rooms, noted Colonel Suwan Chiewnavinthawat.
As regards street crimes, the senior police officer explained that transvestite pickpockets are being arrested every day, and his officers are manning more checkpoints, especially at night. Furthermore, the local media was asked not to exaggerate or sensationalize
street crime as excessive publicity has led to a poor image for Pattaya. In the past, police have objected to the expression “foreign mafia�, claiming there are no such powerful cliques operating on the Eastern Seaboard.
Father kills Imposters uncovered son in rumpus
A regretful father told police he was sorry he had knifed his son, 19-year-old Kittitud, who had been trying to stop the older man from beating his wife. Family members told investigators that an inebriated Auayporn Langjumnong, 41, was repeatedly hitting his wife, and that Kittitud threatened his father with a metal bar in an attempt to end the attack on his mother. Auayporn reacted by stabbing the youth, who later died in hospital. During his interrogation, the suspect said it was not his intention to kill his son, and hoped that his wife and second son would forgive him.
Staff at an Indian restaurant in central Pattaya became so angry about a small group demanding money from them that they made an official complaint to local police. Four restaurant workers said that several times in recent weeks three hostile imposters entered the restaurant identifying themselves as being from the Internal Security Operations Command. The imposters claimed that they were collecting voluntary donations for their boss who was apparently very hard up. Police set up a stake-out and arrested one man from Bangladesh and two Thais; they were charged with impersonating state officials and menacingly demanding money. An unregistered gun was also seized.
Road crash kills one, injures 14 A 72-year-old German man was arrested following a traffic accident on Jomtien Beach Road which left one dead, 14 injured, and 13 vehicles damaged. The crash, in front of the Somprasong Plaza at 8 p.m. Friday, led to the arrest of Juergen Heinze. The man appeared dazed, having been assaulted by others involved in the accident.
While his breathalyzer test proved negative for alcohol, police searched his damaged car where they reportedly found prescription medication which may have caused the man’s impaired driving. Because it was difficult to communicate with the suspect, police delayed interviewing him until the following morning. Witnesses reported that the
German was driving erratically and at an excess speed when he hit 10 parked motorbikes and then slammed into two cars and a baht-bus full of passengers. The deceased was described as a female in her mid thirties. Seven Thais and seven Russians were injured and taken to various hospitals around Pattaya for emergency treatment.
Australian arrested for ATM fraud
Shisha raids go up in smoke
A farang suspected of using fake credit and bank cards to access funds from an ATM, sparked a call summoning police to Siam Commercial Bank in Pattaya. CCTV footage provided a clear image of a white man who later was tracked to an hotel on Soi Nern Plubwan, Banglamung. Peter Junas, a 42-year-old Australian, was interrogated for an hour and confessed to such criminal activities for some time. About 200 fake cards were found in his hotel room. Junas said he had spent most of the money on living expenses.
Banglamung district licensing officers, assisted by 30 volunteers of the Civil Defence Volunteers, raided establishments on Walking Street in response to reports of shisha pipe-smoking in some bars and clubs in spite of the ban on such activities. The squad found evidence of shisha stored in the fridges of just one establishment, but nowhere did they discover traces of actual smoking or of warm carbon deposits. The fridge evidence was handed over to police for further investigation.

News Pattaya Boat Show spotlights marine tourism treasures In the wake of last year’s inaugural Ocean Marina Pattaya Boat Show, which generated revenue of 90 million baht, the second such nautical event sets sail here Nov. 22 to 24, aimed at promoting marine leisure tourism and delivering highend tourists to the resort. Highlights of the event were outlined by Ronnakit Ekasingh, Pattaya deputy mayor, Pataraporn Sithivanich, executive director of product promotions for the Tourism Authority of Thailand (TAT), and Ocean Property executives. These include: *A diverse onshore display by more than 100 exhibitors representing Thai and foreign marine tourism and leisure and lifestyle business sectors such as top yachting brands, luxury real estate, Super Bikes, Super Cars, marine accessories, and more. *A program of onshore and on-water activities and entertainment, including free sailing trials, free kayak trials, lucky draws, cocktail parties, Dragon Boat Races and live music at a marina-side beer garden and festival. More than 3,000 visitors are expected to attend. According to TAT, almost nine million tourists visit Pattaya each year, a mix of domestic and international. And according to Supatra Angkawinijwong, deputy managing director, Ocean Property, “The number of boats in the area continues to grow, and while Ocean Marina Yacht Club is already the largest marina in Southeast Asia, we have plans to expand further. This, together with a growing marine infrastructure
around Pattaya, positions the region as a leading marine tourism hub in Southeast Asia.” Beyond which, she noted, “Yacht owners at Ocean Marina Yacht Club have always been majority foreigners, approximately 80 percent. However, recently we have seen this demographic change as more and more Thais buy into the marine leisure lifestyle. We have seen the number of Thai yacht owners in the marina increase from 20 percent to 38 percent within the last 12 months.” In a press release, organizers pointed out that the Gulf of Thailand “opens up to the South China Sea giving easy access to yachts from Hong Kong and further north, and south to the Indonesian archipelago, Australia and New Zealand. prior visa, reflecting the ease with which Thai nationals can visit those reciprocally. Down until 2006, all nationalities entitled to 30 days at the airport also received 30 days at any Thai land crossing point. The Thai government of that time believed that there were many unwanted foreigners, especially British and German, who were making frequent trips to the border to avoid the bureaucracy and checks associated with long-stay visas. Thus travellers arriving at land borders were cut to two weeks and restricted to three visa runs in six months. Many commentators at the time said this restriction was both petty and unnecessary as well as failing to identify overstayers, petty criminals, pedophiles and the like. A Thai Immigration source told Pattaya Today, “At the moment Thailand is overhauling its entry policies in preparation for the advent of the ASEAN Economic Community in
just over two years time. As an example, a memorandum of understanding is likely to be signed between Myanmar and Thailand to allow visa-less travel for those arriving by air. Also, the Thai government is actively considering removing the requirement for a visaon-arrival for Chinese visitors who now form the biggest tourist group.” He added that the Immigration Bureau was also trying to reduce the bureaucracy associated with “first-world” travellers from Europe, Japan and the United States as part of the policy to make Thailand the tourist hub of Southeast Asia. It is likely that the new 30 days discretion for some land-border visitors will be extended to other nationalities in due course. “Firstly though, the bureau has to be sure that its computerized systems can manage the huge increase in visitors to Thailand which is envisaged once the ASEAN Economic Community really gets into its stride.”

Pattaya music crackdown begins The Department of Special Investigations (DSI) has begun another periodic campaign against the illegal use of music in the resort’s bars, clubs and karaokes. The United States in particular is said to be unhappy that so many entertainment places have not paid licensing fees and are in breach of
copyright. The maximum penalty under Thai law is 400,000 baht in fines or five years in jail. One enforcement problem is that some highprofile karaokes are owned by influential people, including police officers, who may offer protection in return for a slice of the profits. One
estimate is that a holiday city the size of Pattaya should yield about 70 million baht in licensing taxes every year, whereas the actual figure is less than 400,000 baht. The raids are continuing, but there is little detail available from the investigators at the present time. A separate problem is that
some clubs have been visited in the past by fake policemen or licensing authority officials who have demanded money and menaced the owners. In such circumstances, the proprietors have either paid up or made an official complaint at the police station, in which case a compromise is usually reached by all parties.

Sandy fights for Formula 3 Open title A dramatic weekend in Barcelona for the European Formula 3 Open Championship saw Thai racer Sandy Kraokaew Stuvik struggling with car problems and missing the first freepractice session Friday. At the following morning’s qualifying session, Stuvik fought a huge over-steer and could manage only a season worst P8 starting position for the race. He went from P7 on the grid back to eighth on the first lap, before clawing his way up the field. In the end he took the checkered flag in fifth position, with rival Ed Jones winning the race and taking the championship lead. In the meantime it emerged that Jones had raced at the Barcelona Circuit only two weeks ago, in direct contradiction with F3 rules prohibiting testing on championship circuits. A protest was
subsequently filed and accepted for a later hearing by the organizer committee. In Sunday’s race, Stuvik’s car set up was modified for a lower rear ride height before qualifying. Finally the young Thai managed P2 position in the qualification, just one tenth behind Jones in P1. For the final race of the season, Sandy had an unusually slow getaway from the grid and dropped to fifth position before quickly getting past the drivers in front and up to third position. By the end of the race the Thai driver was in second place and Jones had dropped to fifth. Frenchman Alex Cougnaud, also from RP Motorsport, won the race. For the season, Sandy has the most points, 267 vs. Jones 256 points, but
the championship will be decided on only 14 of the 16 races. Since the Thai driver has finished every race in fifth place or better, he has to drop valuable points. On net points, Jones leads with 256 vs. Stuvik 247. The championship, therefore, remains undecided until after the protest hearing against Jones, at the end of November.

News Sanctuary of Truth urges positive thinking
Memories of the Dog’s Bollocks It’s reported from England that Chris “Chubby” Henderson has died in UK. He was famous 15 years ago for running a Pattaya bar ingeniously called the Dog’s Bollocks, when Pattaya had the reputation for being a British lager louts’ paradise; the bar was a favourite hangout for what seems, in 2013, to be a distant memory. The bar also attracted football enthusiasts, some of whom were not beyond starting a riot or two of their own. T-shirts and beer mats of the time advertised the bar as The Dog’s Bollocks – Nuff Said! Indeed. Although some people claim the name dates back to practices in the London brewing industry, in fact it simply recalls the fact that dogs do enjoy licking their genitalia. Nuff Said, again! Cafe Royale sold One of Pattaya Boyztown’s oldest established bars, restaurants and hotels, Le Cafe Royale, has been sold to a Thai leisure company. The new owners say it’ll be business as usual in an establishment which first opened its doors in November 1990 and is due to celebrate its 23rd anniversary soon. For all that time it was operated by British owners. Rumours that the new owners will try to promote a non-gay environment are said to be poppycock by staff actually working there. Another bay tragedy The number of people killed in boating accidents in Pattaya bay over the past year is approaching a round dozen. The recent capsizing of an overloaded ferry from Koh Larn occurred when the engines stopped and passengers fled to the upper deck, thinking it was safer. Expect a lot of flack over this tragedy – promises of new regulations, better police technology, more checks at the docks to enforce safety standards, etc. But will any senior heads roll? Don’t bet on it. Zooming wine prices Recent tax changes on Thai and imported wine mean that you can expect to pay up to a 100 baht more for a bottle of spirits or wine depending on its price. But it’s a fact of life that you can save quite a bit of cash by shopping around still. The price variations are still quite remarkable. Many people wonder why wine and spirits are so expensive in Thailand. Maybe it’s to do with the producers of cheap whiskey and beer; they prefer people here drink the cheaper stuff rather than alternatives. Tourist Police website The Foreign Tourist Police Assistants (FTPA) now have a first class website which tells you most of what you need to know if you are interested or want to join. FTPA is still looking for additional recruits, but remember their entry rules are quite strict and training is both extensive and continuous. Most of their work is on Walking Street, but activities are now expanding into motorbike patrols and daytime duties on beaches and elsewhere. More details emerge on ferry tragedy Transpor t minister Phong Chivanonth has announced that the ferry disaster compensation for each of seven dead people would be 500,000 baht with a maximum of 115,000 for each injured man, woman or child. It was also stated that the doubledecker boat’s captain, who originally admitted taking drugs on the day but later rejected the claim, had had his licence confiscated. The announcement of the compensation
has caused some surprise as in an earlier case, concerning two Chinese nationals who died after an accidental ramming in the bay, received much more after a settlement adjudicated by the new tourist court. In other developments, it has become clear that the boat’s water pumps failed to operate properly which led to a rush of water and the clambering of many passengers on to the upper deck in the mistaken belief they were safer there. In fact,
the sudden movement of so many people on an overcrowded boat led to the capsizing. There was an insufficient number of life jackets carried on board, yet another failure to abide by current safety regulations, whilst some of the stock were torn and unusable in an emergency. Both Pattaya City Hall and the Chonburi governor’s office have demanded a wholesale review of maritime safety regulations in the Pattaya bay area.
World Race comes to Thailand
Everywhere a hole The October storms and downpours have, as usual, left a large number of potholes all over town and beyond. Some of the biggest and most dangerous are on Sukhumvit and Thappraya Road. There are constant reports of motorbike accidents, people falling and injuring themselves, etc. You can’t sue City Hall because, unlike in some countries, there is no public liability for accidents such as these. All you can do is watch your step and hope the local authority sends out the teams real soon. Gambling a no-no A reader asks whether or not gambling is invariably illegal in Thailand. Not quite. It’s allowed at two horserace tracks in Bangkok, and in the national lottery. But if someone tells you it’s okay to bet on football matches as long as you pay by Barclaycard or send the cash abroad, you tell them exactly where to put their bum information. On a similar theme, card playing is not illegal, but gambling or offering prizes most certainly is. Makro’s answer In spite of much publicity, there’s no sign of Pattaya stores reducing their use of plastic bags when customers check out. Even if you are buying only an Oxo cube (assuming you can find one) or a newspaper, the checkout assistant is likely to wrap it in a plastic bag, or at least offer to do so. Presumably the explanation of this non-environmentally friendly gesture is that the use of bags reduces the prospect of store thefts. Well, Makro on Sukhumvit Road has an excellent no-plastic-bags policy, so everyone else can surely follow their lead or come up with a better, non-plastic solution. Police help wanted Love it or hate it, Andrew Drummond’s bold and investigative website is hitting the high spots now with around 300,000 hits a month, although there are doubtless many repeat customers in that total, not to mention enemies constantly checking what’s being said about them. But we notice that the site is now being asked by police forces, especially the British, to help in the hunt for the relatives of deceased or missing persons. Once you are trusted by Interpol, you must be in a very tiny number of internet sites about crime and criminals in Thailand. Especially one specializing in Pattaya.

Thailand as ‘medical hub’ in question Hospital bosses say that the Kingdom’s current political problems are casting doubt on whether Thailand will achieve supremacy in the race to attract medical tourism. Pongsakorn Chindawatana, senior director at Bangkok Dusit Medical Services, warned that any political violence or seizure of public facilities, including airports, would have a very negative effect on public confidence as Singapore and Malaysia are arch-rivals of Thailand in the competitive industry of attracting rich tourists for medical treatment, both emergency and cosmetic.
He e x p l a i n e d t h a t w h i l s t Thailand is a hub of travel within Asia, it is not without significant competitors. For example Singapore has the attraction of being Chinese speaking, thus making it attractive to the growing medical tourism input from mainland China’s increasingly affluent entrepreneurial class. Malaysia has been in close touch with Arab countries in recent years and is rich in natural resources. Thailand certainly has its natural beauty, Dr Pongsakorn added, and is 10 or 15 percent cheaper than its rivals in
the region, a particularly important consideration for visitors from Europe and the United States. Competition between ASEAN countries for a bigger slice of the medical tourism market is likely to heat up after 2015 when the ASEAN Economic Community begins to come on stream. There is likely to be cross movement of doctors and nurses in each others’ countries at an early stage, particularly amongst those speaking English--the principal language used amongst the 10-nation consortium.

The Swedish Volvo experience The factory visit and road testing the New V60 Sportswagon from Gothenburg - Stockholm

Lindgren visits the Volvo car plant and takes the new Volvo V60 Sportswagon for a spin in Sweden, the Nordic kingdom that gave us “Dancing Queen” by ABBA, the flat pack IKEA furniture concept and the coveted Nobel Prize. City of Gothenburg, “Göteborg” in Swedish, is on the banks near the mouth of Göta river on the country’s windy west coast. It’s the kingdom’s second largest city. Here Volvo cars and trucks are seen everywhere: four-door S60 sedans, V60 utilitarian station wagons, diesel-powered Volvo taxi cabs, and tall, tenwheel trailer trucks. Our Volvo experience starts on an autumn day with clear blue skies. First stop: the Volvo Museum near the old Arendal shipyard. This museum is a must-see for any auto aficionado. On display is a collection of Volvo's most important historical vehicles and the evolution of the brand, including construction equipment and industrial and marine engines. Nearby, at the
original factory the first Volvo named ÖV4 was rolled out on April 14, 1927. Next, Volvo Cars Torslanda visitor center and the factory tour on the so-called Blue Train. Brazil’s Marcelo Ohio was crowned Miss International Queen 2013 at the Tiffany Show Pattaya. Besting 24 transgender competitors from 16 countries, the reigning Miss Brazil pranced away with 300,000 baht. First runner-up was Shantell D’Marco, Miss USA, while Miss Thailand, Nethnapada Kanrayanon, was named second runner-up. Before the top three battled in the question-and-answer finale, all 25 contestants showed off in the evening gown and national costume events witnessed by a packed audience and the judging panel which included Austin Armacost, American model and 2014 Gay Games Global Ambassador, Poy-Treechada, Miss International Queen 2004, and Haruna Ai, Miss International Queen 2009.
The new Miss International Queen will act as ambassador of goodwill, seeking to improve the rights of transgenders and others. Even though Koh Yao Noi and Koh Yao Yai are nestled between the two crowded tourist destinations of Phuket and Krabi, these two islands are still surprisingly traditional, maintaining their roots with a culture and lifestyle that go back years and years. Often considered something of an ‘unseen’ side trip from Phuket, the islands are part of Phang Nga province, despite the fact that it is easier to take a one-hour ferry or boat ride from Phuket than Phang Nga. (From Phuket, catch a ferry from Bang Rong pier to Tha Khao pier on Koh Yao Noi, or a boat from Jian Vanich pier to Loh Jak pier on Koh Yao Yai.) Because the number of tourists to the islands has remained small, the islands have changed very little, meaning that services for tourists and accommodation are still very much in the hands of the locals– perhaps the best course for longterm sustainable tourism. Most of the population comprises Thai Muslim fishermen and rubber plantation workers, with a little rice farming, fruit orchards, and palm and coconut plantations. Koh Yao Noi earned the attention of the world following the receipt of the World Legacy Award for Destination Stewardship from Conservation International and National Geographic Traveler magazine for its eco-friendly home stay programmes. Koh Yao Noi is also home to some government offices, while Koh Yao Yai is less developed with virgin beaches and with unreliable power supplies during the low season. When visiting the islands, take care to show respect to the traditional customs of the local Muslim people. In particular, ladies should avoid wearing bikinis, hot pants or singlets in public places. Activities Experience the local lifestyle with an ecological home stay with a host family. They will take you on daytrips designed to teach you about the local culture. Shopping On Koh Yao Noi, there are some internet cafes and restaurants in town, including a new 7-Eleven shop, while Koh Yao Yai has several restaurants and no internet, ATMs or shops. Dining A combination of Muslim and Thai cuisines is available. Try the local Roti (said to be the thinner and crispier than in other southern areas) served with hot milky tea. Be warned: the villagers are Muslim, and drinking alcohol is prohibited except in restaurants and resorts. Recreation There are no pubs or bars, and no bands or electric lights, so enjoy the

Hildenbrand Wines dazzle diners Mick and I were invited to the stunning Cape Dara Resort for the latest in a series of South African wine dinners. These perennially popular dinners are held regularly to promote and educate us into the pleasures of South African wines. Sponsored by the South African-Thai Chamber of Commerce, Food Com (Thailand) Co. Ltd., Jubulani (a social organization to support and maintain a gateway for South Africans and friends living in Thailand) and on this occasion showcasing the wines from the distinguished Hildenbrand Wine & Olive Estate. Reni Hildenbrand,
owner, vintner and creator of this famous winery, presided over the evening. Cape Dara Resort is a fairly new addition to Pattaya’s portfolio of 5-star hotels. “Dara” means star and this resort displays not just one but a galaxy of star-studded assets. Set on the most southernly promontory of the Naklua peninsula the edifice rises 26 stories into the sky and offers incomparable vistas of Pattaya Bay. All 264 guest rooms, suites and villa compounds have open sky views giving spectacular glimpses in all directions. Hildenbrand wines hail from the foot of the majestic Hawegua Mountains in the town of Wellington where wine maker Reni Hildenbrand has followed her childhood passion for wine making and has created something special at

All wines in the range are vegan and vegetarian friendly and her artisan olive oils are sought after by oil connoisseurs across the world. With the distinguished provenance of the winery it was with great expectations that we gathered on the terrace where we sampled the first pouring of the evening. Shiraz Rose 2011 was the chosen vintage and with its medium body, fresh raspberry and cherry flavours (with just a hint of spice) it made very good friends indeed with the salmon tartar canapés and perfectly launched the pageant of wines and dishes to come. On behalf of the South AfricanThai Chamber of Commerce, Alan Riddell, its director, and Linda Reay, chief of Jabulani and joint-venture partner, welcomed the assembled guests and fearless volunteers kicked off the evening with some resounding fanfares on the famous South African blowing horn – the vuvuzela. First course was a delicious roast pumpkin, rocket, feta and pine nut salad served with a drizzle of that celebrated Hildenbrand olive oil. A delightful opener which complemented the much underrated Chenin Blanc which is a great shame as Hildenbrand wine makers have created a balanced fresh grassy wine with citrus freshness which was the perfect pouring to accompany the roasted pumpkin salad. The next course was grilled sea bass and prawn open ravioli with a lime, garlic and coconut milk sauce. The pairing for this course was a Chardonnay
Barrique. An elegant pale gold wine that had been fermented and matured in French oak for nine months before a skilful blending of 1st and 3rd fill barrels to create a perfect harmony of fruit oak balanced with an extremely pleasant long linger. This was my favourite wine of the evening. The big guns were now being brought out. Beef tenderloin served with a biltong cream on a potato rosti followed. Served with a glass of Cabernet Sauvignon, this robust big-hearted red was the perfect companion to the beefy rich flavours of the tenderloin. Desert followed in the shape of a coffee and vanilla panna cotta with flambéed black cherries. Accompanying this scrumptious dessert was an award winning Shiraz. Matured in Hungarian oak for 14 months this Shiraz displayed a deep purple colour with a taste of rich fruits and just a hint of oak. The cheese course included board member Pasit Foobunma’s farm-produced goats cheese which was quite our favourite. Its mild nourishing taste was a marriage made in heaven with the Hildenbrand’s dessert wine, she named “Sleepless Nights” after tossing and turning for many a night

Question: Where can you dine for less? Answer: L’Olivier in Jomtien Complex. This cordial restaurant has been serving the neighbourhood walletfriendly food for more than decade. It recently was closed for redecoration and has now reopened and once again offers quality 3-course dinners starting from as little as B.275. The décor is elegant Mediterranean style, the staff are friendly and efficient, and the French-style food is top notch and served in generous portions. Over the years the meals have remained consistently good. Here’s how it works. For the price of your main course you will receive soup of the day with as many trips as you like to the daily changing cold buffet table. Also, for only B.40 more you can indulge in one of the restaurant’s scrumptious standard desserts. Sounds like a great deal to us, so Mick and I revisited recently to admire the new décor and partake of the new menu. House wine by the glass is B.105 with a small or large carafe costing B.165 and B.265, respectively. A good selection of wines from the new and old worlds is also on hand, and it was from here that we ordered a very palatable Cote du Rhone 2010 for B1,195. This is broadly the nuts and bolts of this agreeable
restaurant, so read on for the finer points and details of the dinner Mick and I enjoyed on our last visit. The large terrace affords al fresco dining and also makes the perfect spot to enjoy the night air and watch the comings and goings in this part of town. However, we elected to enjoy the cool interior and settled ourselves at a window table. As mentioned, the set menu sets sail with soup of the day which, on the night we visited, was a tasty onion soup. It was then time to tackle the cold buffet table. If you would like to enjoy only one or two courses, the buffet on its own is only B.175 and the soup B.45. Salads galore are on offer including carrot, coleslaw, Russian, beetroot, kidney beans, peas, broccoli, and a big bowl of crunchy mixed leaves. Quiche, quails eggs, stuffed tuna tomatoes, pates (fish, chicken and beef), hams, salamis, cold cuts and more. Having enjoyed our soup and taken our fill of the cold buffet, it was time to move on to the main course. I had chosen the special of the day, mussels in white wine, while Mick had opted for mixed seafood in curry sauce. Big squashy mussels were accompanied by a

flavoursome white wine sauce and French fries. The mixed seafood was plentiful and varied and the sauce creamy with curry flavouring. Other main courses include their signature fish soup with shrimps, crab, squid, mussels and fish fillet with turnip and potatoes in a spiced saffron soup (B.375). Beef lovers should head for the Angus rib eye with whisky sauce, steak in green pepper or Roquefort cheese (B.295) or the grilled maitre d’hotel. Other options are duck breast in orange sauce, salmon steak Florentine, grilled fish with sauce meuniere. Tiger prawns, those astonishing Alaskan king crab legs (B.275 for 100g) or New Zealand lamb chops with herbs de Province are also available. An extensive menu indeed. There also are more than a dozen Thai dishes the likes
of green curry with pork, chicken or beef, fried chicken with cashew nuts and vegetables, and lots more. For dessert we treated ourselves to a chocolate cake with cream sauce. Beautifully presented, it tasted darkly decadent and delicious. Their chocolate ice cream with rum and whipped cream also is highly recommended. The nerve centre in this restaurant is the amiable Khang and his delightful wife, Amy. They are hands-on proprietors who own not only L’Olivier but also the penthouse restaurant, Le Saigon, and the brilliant Saigon Bistro on the 6th floor of Central Festival, both definitely worth a visit. Mick and I have visited Le Saigon Bayview many times since its opening in 2004. Whether we were there to sample the regional Vietnamese specialities, the excellent Thai cuisine or the
top-notch European cuisine, it has always been a delightful evening. This penthouse restaurant is spectacularly located on the 23rd floor of Pattaya Hill Resort. The panoramic views from this eerie are stunning, encompassing the night skyscape of both Pattaya and Jomtien bays resulting in a jawdroppingly spectacular vista. If you were planning to view the upcoming fireworks contest, Le Saigon would be the perfect viewing platform. L’Olivier offers a dining out experience of finesse and style with prices that are as “cheap as chips”, or should I say French fries. Diwali at Indian by Nature by Mick and Di
Diwali is certainly the biggest and brightest of all Hindu festivals. It is known as the Festival of Lights and is marked by four days of celebrations which literally illuminates India with its brilliance. Indian by Nature marked this sparkling festival with a two-night Diwali Bollywood Buffet Dinner. Both evenings were a sell out and all tables were fully charged with happy eaters ready to enjoy Av Khanijou’s celebrated cuisine. Notable dishes from the starters included chunks
of delicious chilli paneer, softly cooked salt-and-pepper potatoes, the most tender barbequed chicken brochettes and our favourite opening dish, Malai Fish Tikka. Accompanied by pickles and spicy sauces it was a shining selection of Indian appetizers. We were entertained by an Indian dance troupe from Bangkok later in the evening but, in the meantime, melodic classical music from the sub-continent rang out as we all headed back to the buffet table for a profusion of main
courses accompanied by mushroom pilaf, assorted naan breads and green salad. Chennai Express Fish Curry was a headliner dish for Mick and me, bursting with subtle flavours and sweet, yielding fish it was a winner. For lamb lovers the Dabangg lamb from Northern India received kudos as did the chicken cooked with spinach and methi Mumbai style. A tangy okra preparation, the perennially popular Jhalfrezi vegetables favoured by the British Raj and a creamy dal Bukhara completed the pageant of dishes. The sound system then took charge and the first of three classical dances sprang into action. Nareen, the dance master was to perform in the closing dance but the first two dancing displays were exciting examples of their craft and danced to perfection by his two protégées. The finale had diners on their feet joining the dances on the floor and lifting the ambiance into an exhilaration of colours and sounds of India. Av is a dessert diva and her assorted confections were a scrumptious end to this delightful celebration of the most famous Indian festival of the year. Another not to be missed event is The Exchange Theatre Company from London who will perform “The Elephant Man” and “Shakespeare for Dummies” at Indian by Nature on Nov. 15 and 16. Allium Vegetables Allium vegetables assist your body’s antioxidant defense systems. These include garlic, scallions, onions, leeks and chives. These vegetables have been found to be helpful in protecting against cancers in the esophagus, stomach, and breast. 3. Brassica Vegetables Family In a large study done, results (non-conclusive) have suggested that individuals who incorporated more Brassica vegetables into their diet had their risk of contracting neurological disorders, as well as cardiovascular diseases lowered. Not only that, the study has also found that Brassica vegetables can also help to reduce the effects of aging. Kale, cabbage, turnips, broccoli, cauliflower and mustard are examples of Brassica vegetables. 4. Mushrooms Most mushrooms, whether it is inexpensive button mushrooms or the more exotic mushrooms like Reishi, Maitake, and Shitake, can help to prevent cancer due to their immune boosting properties. Plus, there’s also evidence that pectin, along with other antioxidants (found in an apple), may halt the replication of both liver and colon cancer cells. 9. Spinach Spinach is helpful in warding off prostate, colon, ovarian, and liver cancers. The powerful antioxidants along with vitamin E and Lutein, which are found in abundance in those beautiful green leaves of spinach, make this vegetable a must for your diet. 10. He has lived in Jomtien since 2004 and was previously a director in one of the area’s Big Four real estate offices. Chinese buyers are now beginning to enter the Pattaya property market, but I do think the larger impact is still some years down the road.� What then has been the secret of Pattaya’s remarkable success story? Kevin points firstly to the resort’s cosmopolitan nature. “There really is something for everybody here,� he muses. “But large scale property purchases require a good infrastructure, including quality schools, hospitals and leisure pursuits. People want to work or retire in a place where the services are readily available and that is where Pattaya scores very highly. Expats are now actively looking at the whole range of the Eastern Seaboard from Sattahip to Chonburi, which is reflected in our vast portfolio of properties of all types, both residential and commercial.� Kevin and his professional staff clearly have a very firm grasp of the local property market and are certainly committed to giving independent and

The Riviera at Wongamat was introduced to real estate agents at an event hosted by the Riviera Group, codeveloper of award-winning The Palm, also in Wongamat. This first look at details of the luxury Riviera project were presented to more than 150 real estate professionals as well as the Pattaya media at Amari’s Ice Bar on Beach Road. The 3.2-billion-baht project covers eight rai and will consist of two towers, 43 and 40 stories, featuring views of the Gulf of Thailand. EIA planning is underway. Can I legally rent out my condominium unit? Yes, you can legally rent out your unit unless restricted in the bylaws of the condominium and as long as you are settling all the corresponding taxes and it is not intended to be a business. Let’s start with what they stand for: QROPS – Qualifying Recognised Overseas Pension Scheme QNUPS – Qualifying Non UK Pension Scheme Now that we’ve gotten that far, what relevance are they to most of us? Earlier this month we had a seminar on these two confusing topics and, I’m pleased to say, it was well received. QROPS Firstly, all pension funds held in the UK by expatriates, over and above the state pension, can be transferred to a QROPS to take advantage of the benefits of being non-resident in the UK for tax purposes. Every case needs to be assessed and judged on its own merits but, for the majority, the combination of… 1) The ability to leave the entire fund to dependents. 2) No 55 percent tax liability on death. 3) No requirement to purchase an annuity at any age. 4) Very low deduction of income tax on pension payments. 5) Much greater flexibility of investment choice. …is hard to ignore. Much has been vaunted about the various jurisdictions that offer QROPS. The important thing to remember here is that anything that is deemed to be “pension busting” by the dear old HMRC is likely to incur their wrath to the extent of a 55 percent unauthorised payment charge and further possible penalties; not something you want to be taken out of your precious life’s pension pot! Currently, favoured jurisdictions include Gibraltar, Malta, and The Isle of Man. In all instances, specialist advice should be sought to ensure such a transfer is in your interests and that the appropriate jurisdiction is selected. QNUPS This is an entirely different animal but is particularly useful for those looking at their disposable assets with a view to pension planning, either as UK residents or expatriates; the scheme works equally well for both. Any funds can be placed in a QNUPS, including bank deposits and savings of any kind. The basic principle is that, as we all know, the UK Government are hoping none of us will be a drain on the state well at any time, but particularly in retirement. With that in mind, they are allowing residents and non-residents alike to place their cash in a QNUPS and, by doing so, the entire fund is regarded as outside the estate for inheritance tax purposes – and with IHT at 40 percent above the threshold, it is a significant tax planning tool. So, what price do we have to pay for this nugget? Well, the basic remit of pension schemes is to provide the beneficiary with an income for life. It is for that reason that the tax free cash is restricted at retirement to 25 percent or 30 percent of the total; the remainder must be taken as income, based around the (here come another acronym) GAD (Government Actuary’s Department) guidelines. Good financial planning is important here. There is no need to place all of your funds in this type of scheme but, properly assessed and executed, with 30 percent cash available, flexible investment choices, transparency of costs and an income for life, together with, perhaps most importantly, the ability to leave the whole amount intact for your loved ones, the QNUPS route is a considerably better option than their having to part with 40 percent to the tax man if you are no longer around. Why Shoot Yourself in the Foot? Thailand has been my home for well over two decades. It is a country I have learned to love; the government…not so much. Fittingly, I have fashioned an aphorism that depicts the mind set of Thai politicians: Why shoot yourself in the foot when your face is so much closer? I am sure, very sure, that many of my Thai brothers and sisters agree that their political lot is off the charts. In fact, a whole lot of those Thai brothers and sisters are in the streets of Bangkok right now, as it appears that we have come full circle in about six years and are once again caught up in the Shinawatra Shuffle--as in the old two step...two steps forward, three steps back… and now you don’t have a dance partner. Or a country! Even some leading red shirts are starting to have doubts, questions, and the great apprehension that must accompany such huge political gyrations. Having spent years giving away anything and everything that Yingluck and her government could give, the chickens are definitely coming home to roost, and the curses for those deeds are looking them dead in the eye. If all hell breaks loose in Thai politics again as before, I’m not at all worried about tourism, as I have been here long enough to know that nothing will keep foreigners from coming to Thailand. Nothing! What is of interest to me is how this might play out and affect the real estate sector, especially after such a bull run on the construction and sale of condominiums in Pattaya. To understand what might be ahead, we need only to look back at the major factor that drove the bull run on the condominium market: Thai buyers provided with easy and convenient bank loans. We all remember the special incentives over the past few years that encouraged Thais to purchase new cars and to buy

properties as homes and as second-property investments. Just three to four years ago, and for a long period previously, the real estate market was virtually devoid of Thai buyers. Then, at about the time when the Yingluck government came into office, Thais flooded into the local market, aggregating more than 50 percent of all properties sold in the resort areas of Thailand. Money became easy to come by for Thais, with super-quick loan prequalifications and better and better payment terms. Some buyers were offered down payments as low as 5 percent with the balance due upon transfer of title. I even heard of one scheme providing loans in excess of the home’s cost, allowing purchasers to walk out the door without having to pay any cash. Now that might be just an urban legend, but it was being discussed in legitimate real estate circles, and it does indicate how free the banks were getting with their property loans. My big question is: What has happened to the economy while all these Thai buyers wait for their homes to be constructed? The answer is clearly painted in the headlines of the past two to three months: * Thai Air posts 8-billion baht loss in Q2 due to volatile Thai currency * Thailand unexpectedly slips into mild recession in second quarter * SET [Thai stock market] sinks further to a one-year low * Baht slides further against US dollar * ASEAN as a grouping is a failure, academic insists

And that was just during the month of August 2013. Talk about having your head in the sand or up that dark warm place. That same month Prime Minister Yingluck declared that there is no economic recession, saying that growth was only missing its target! Are you kidding me? Are we all starkraving mad or what? A recession IS when growth does not meet its target! Alright, let’s see if we can make it through the September headlines: * Explain why costs are up, Democrats say * Thailand’s Central bank reports economic slowdown in July *Thai ministry faces public anger over cost of living *Thailand's consumer confidence worst in 9 months * SET undaunted by foreigners dumping Thai stocks * Thailand grows only 1% *GDP forecast lowered to 3.7% for this year In September we went from having one’s head in the sand to having one’s head in the clouds when another political pundit, Deputy Prime Minister and Finance Minister Kittiratt Na-Ranong, said that despite the country’s economic slowdown, the real estate industry is still expanding as the number of houses is increasing constantly, therefore Thailand will not face a real-estate bubble. Khun Kittiratt, sir, that’s what happens while a real estate bubble develops just before the industry loses its buyers and the bubble bursts! October didn’t improve forecasts by any means, with headlines like:

Consumer confidence is dropping. Disposable income is estimated to be declining at levels of 20 to 30 percent; just ask owners of local grocery stores, restaurants, and retail shops—the majority of whom grumble that things aren’t like they were last year. With the Yingluck government’s lust to buy votes, their 100,000-baht car-purchase rebate also is coming back to haunt them; an estimated 20 percent of the 1.2 million buyers of cars under the scheme are expected to default on their loans. The big question for the Eastern Seaboard is: What percentage of Thai condo buyers will be forced to--or choose to--default when their balances come due? Fortunately, and most likely, the major brand high-quality developments will be little affected by this scenario, but many smaller and lower-grade condo developments just might have a rude awakening. That is also why I always suggest paying good money for a great condominium when shopping in Pattaya. Reminds us all once again of another maxim so often heard here: Cheap is expensive in Pattaya!

Top quality marble furniture clads the open spaces and the furniture is all Fendi, the Italian luxury designer of merchandise of all kinds. The real eye-catchers in the lobby are two aquariums – the larger predator tank which sports several sharks and the smaller coral reef tank for smaller colourful fish. This underwater world theme subtly pervades the whole hotel in the public areas and the guest accommodation alike. Waves, bubbles, reefs, fish and shells are found blended into many of the architectural features. Blended light and glass throughout the hotel create the illusion that water and land have fused.
Needless to say, the no-expensespared suites and rooms are designed with quintessentially cosmopolitan decor with wooden furnishings and touches of the Orient to complement the latest mod-cons and contemporary luxuries. The mattresses are Sealy, an international company which has been supplying the best in night-time comfort for over 60 years. The finest linen, the soft furnishings and the host of extras, including oversized smart TVs up to 55 inches in some suites, and Nespresso machines, DVDs and free internet access in all rooms, can’t be bettered. “But the wow factor also includes the staff interaction with the guests,” adds Dominique. “We have around 200 staff and our induction and training programmes lay heavy emphasis on friendly and efficient service. Centara Grand Phratamnak hosts many amenities including the famous Spa Cenvaree, with its menu of signature oils, and the Oceana all-day dining venue complete with the exotic shark tank in the background. However, the jewel in the crown must be the rooftop branded restaurant Ruffino, with truly breathtaking ocean views, after Tulip Group signed an exclusive agreement with the Italian-based winemaker of that name. It’s a bold aspiration and there’s certainly a lot still to be done on the city’s communication and environmental issues. Dominique concludes, “Pattaya has already moved on a great deal and now has a diversity of catchments including the budget vacationer, the high-end domestic and foreign tourist and the increasing number of business and corporate representatives. The city’s hotels now have the highest occupancy rates in the resort’s history. And
there’s still a lot of scope for further development with the Asian market as a whole showing great signs of promise and the 10-nation ASEAN free-market now on the horizon.” In this still-evolving panorama, Centara Grand Phratamnak is a model for the future with its emphasis on the high-end spender, both Thai and foreign, and the constant quest for luxury, service and self-improvement. “You see,” says Dominique, “we always come back to the wow factor.” Indeed we do.

Tourist tax the last straw I almost swallowed my false teeth on reading that most tourists are to be charged 500 baht to come into Thailand. It’s obvious that the powersthat-be believe they can get away with anything. The tax is being justified on the grounds that somebody has to pay for all those unpaid hospital bills clocked up by foreigners, even though there is absolutely no guarantee that hospitals are to be funded from the four billion baht which is predicted to fill somebody’s pockets. My experience of Thai hospitals is that the private ones want a copper-bottom guarantee of payment before using the knife and I am baffled how foreigners manage to obtain treatment
Transvestite passions I’m glad to see that the police are at last taking seriously the issue of the thieving ladyboys in the tourist parts of Pattaya. Nobody can accuse me of being prejudiced, but I do take exception to men dressing up as women with the sole intention of stealing somebody’s wallet or jewelry. In the hotel where I am staying there are two of these crossdressers who help clean the rooms. I have given strict instructions to the hotel management that I will clean my own room for the remainder of my stay and, if necessary, will bring any dirty laundry to the front desk. The main difference Q: I’m rather confused about the difference between a visa-on-arrival and visa-free entry. Is there in fact a difference and, if so, what is it. I have seen various interpretations on the internet and in the papers. A: Visa-free travel means being able to enter Thailand without either a prior visa or needing to fill in a visa form at the airport. As an example, Brits and Americans can enter Thailand at an international airport and obtain a free 30day stamp. If they come in by land, they get a free two-week visa. However, some nationalities, Indians and Chinese, for example, as things stand, need to fill in a form when they arrive at the international point. This is a visa-on-arrival and currently allows a stay of two weeks. All categories mentioned above can extend their stay by one week by visiting a Thai Immigration Office and paying a 1,900-baht fee. Angry Australian Q: As an Australian national, I am very disappointed to see that recent visa changes that allow US and some European nationals to obtain 30 days at the border but do not include my country. It is simply ludicrous to exclude Australians as well as New Zealanders when we all know that the number of European visitors is actually declining. What is the explanation? A: Well, nobody knows for sure as the immigration authority doers not issue a commentary of visa rule changes of this sort. The most likely explanation is that the move is a pilot and subject to a widening of the rule after a period of time, say some months or a year. Difficult now in UK Q: For many years I obtained a multiple entry “O” visa at a Thai consulate in Cardiff or Birmingham, but no

Admittedly, the consulates still issue 60-day tourist visas, but why the big deal about “O” visas? Why are they treated as gold dust? A: The Thai Foreign Affairs Ministry does not make public its instructions to Thai embassies and consulates round the world. But it is believed that most “O” visas in the past were given to foreigners who married Thais or had children here. Because of the number of fake marriages and relationships which have collapsed, the Ministry seems to prefer long-term visas to be issued by Immigration in Thailand, where documentation can be properly checked. That’s my hunch anyway. Fine or prison? Q: I am still not clear: My friend has a four-month overstay, caused because he ran out of money here and his father in Ireland had a heart attack and was thus unable to send funds until now. My question is a simple one: Will he be fined or jailed? A simple question deserves a simple answer – yes or no! A: Well now, the law isn’t that clear. It simply says that the overstay fine is 500 baht a day, subject to a maximum of 20,000 baht. After that it’s a matter of discretion for the Immigration officer on duty at the point of exit. Informally, foreigners with fewer than six months overstay are normally allowed to leave without prosecution as long as they pay the maximum. After that, it’s a matter for negotiation. People with more than one year overstay are routinely prosecuted. You can’t give a crystal clear answer to a question based on a misunderstanding. Girlfriend’s shop Q: My Thai fiancée has opened a poodle trimming shop here. I have paid for all expenses in setting it up and can prove it. Presumably there is no problem if I just attend the shop and keep a low profile, just welcoming customers and operating the cash till. Am I right? A: If a complaint is made to the Immigration or the Labour office, you will be charged with working without a permit. Big trouble for you – talking to customers and keeping the cash is far from low profile. The people most likely to complain are the owners of a rival business down the road. Don’t assume nobody is watching. Many have made this mistake in the past!
Snap Judgment Deviancy and the Microscope The local police have once again appealed to the media - without specifying which bits they mean whether print TV or online – not to sensationalize crimes or tragedies in Pattaya. The argument is that concentrating on law-breaking gives a bad impression about the Eastern Seaboard and the safety of its 10 million foreign guests. Certainly the first point to notice is that Pattaya does have a habit of shooting itself in the foot. There have been several tragedies in Pattaya bay this year and Russian, Chinese and Indian lives have been lost as a result of sheer recklessness by the drivers or captains of sea-borne craft. For example, the November 3 toppling of a ferry boat apparently was the fault of the man-in-charge having allegedly taken illegal substances. In an earlier accident, two Chinese tourists were killed when the speedboat driver rammed another craft; that led to compensation payments not opposed by the boat owners. Then there is the recurrent ladyboy problem. No doubt most Thai transvestites and transsexuals are law abiding citizens, but those attracted to the dark spots along Beach Road and in certain areas of Walking Street may not be exactly lilly-white. City Hall and the police both receive numerous complaints about ladyboy loiterers whose only source of income is petty theft or, worse, drugging and robbing victims in hotel rooms. It is a simple question of statistics. More than half of such crimes, including bag snatching on motorbikes, include ladyboy suspects or arrests. If the media suppressed information on crimes like these, they would indeed be failing in their public responsibility. The same can be said of drug-related arrests. Many visitors to Thailand seem to be unaware that smoking marijuana—which is permitted or ignored in many parts of the world--can result here in arrest, bail or incarceration and a trial some months down the road because of the overcrowding on the court rosters. Thus, foreigners are risking their freedom when they purchase illegal substances, defined broadly in this country; it is just plain stupid to become involved in buying or selling drugs, even on a small scale. It should also be remembered that much gun crime in Thailand stems from disputes over drugs and the cash profits entailed. The police themselves, of course, encourage the reporting of crime by holding press conferences, identity parades and reenactments of the scenes to trumpet their triumphs. This is true of all local police stations whether in Pattaya, Banglamung, Nongprue, or further afield. Arrests these days are often publicized by senior police from the Region Two headquarters in Chonburi, again underlining the fact that the authorities do favour the reporting of crime or, at any rate, of arrests. Thailand, incidentally, is one of the few countries in the world which allows re-enactments of criminal activity in front of media cameras. Then there is matter of various kinds of sexual abuse-including child prostitution. Anyone who has seriously studied this issue knows that the number of foreign perpetrators has declined in recent years as police raids have reduced such opportunities in night clubs and arrests have increased, often as a result of stakeouts or informers. Most people would agree that Pattaya’s public image has improved as a result of these moves, although some illegal sex activity has moved to internet shops and, if we are to believe some reports, to boats anchored off-shore. If the media declined to publicize the police success in discouraging child prostitution, one can imagine the public outcry. The real point about the media and crime reporting is that it’s a matter of balance. Bad news and scandals, everyone knows, are more widely read than good news, whether in newspapers, on TV, or on the Internet. A San Francisco newspaper some years ago pledged to report only good news which would cheer up its readers; the enterprise went bust in a matter of weeks. Separately, the current popularity of blog sites and social media in general allows readers to express their disgust about sordid activities to their hearts’ content. That’s human nature. It’s clear that the whole relationship between crime and the media is complex. But there is no point in officials bemoaning the reputation of Pattaya whilst organizing events precisely to obtain the maximum media exposure for wrongdoers. Incidentally, it is a scandal that so many CCTV cameras in public areas of the city are not in working order, a factor in the non-resolution of many criminal cases by the police. You can’t eat your cake and have it too.

Your Five-Year-Old is Amazing! by Ayesha Rahman Your five-year-old is amazing! They learn so fast. They speak in proper sentences, tell you stories, and make choices about what books they want to read. Your five-year-old can look at you when you talk to them and think about what you are saying. They can listen to and understand instructions, even if they are doing something else, they can understand longer sentences with two to three parts, e.g. “Get a toy from the shelf, choose a piece of fruit and sit at the table.” They can understand “how” or “why” questions, e.g. “How did the family escape from the bear in the story?” Telling stories to each other is one of the ways we communicate and share our experiences. Your child will be learning how to tell stories that make sense. A five-yearold can list events with some detail, e.g., “We went to the seaside and I made the biggest sandcastle ever and we ate fish.” They should be able to re-tell favourite stories, some parts as they are and some in their own words, e.g., “… going on a bear hunt, going
to catch a big one, we’re not scared…and he chased them all the way home.” Play a game with your child: “Choose a pencil in a colour you like, then draw around your hand really carefully onto the piece of paper.” Talk to your child: “Why couldn’t the wolf blow down the house made of bricks?” Your five-year-old’s speech will be mainly clear and easy to understand. They will be developing a good knowledge and understanding of sounds and words, which are important for reading and spelling. Some sounds can be hard for a fiveyear-old: “wabbit” for “rabbit”,
and “fum” for “thumb”. Some beginnings of words are hard to say: “pider” for “spider” and “fower” for “flower”. Longer words are hard to say too: “pasketti” for “spaghetti” and “efalent” for “elephant”. They can put words into the right groups, like animals, transport, and food. They understand how to describe ideas like time (soon, early and late), shape (square, triangle), texture (soft, hard and smooth), size (big, small). Your child uses conversation to mix and make friends. They can start conversations with others and join in with group chat. They can take part in
role play games with friends, for example, imagining being cowboys, aliens, princesses or dinosaurs. Talking with others also helps your child to get better at thinking and learning. They will be asking for things, giving opinions and discussing ideas and feelings, e.g., “Can we go to the park after school today? It’s a lovely sunny day and it will be fun.” They should be able to give details that they know are important and will influence the listener, e.g., “Nick fell over that stone; Jack didn’t push him.” Remember all children are different and they develop at different rates. Chances are your five-year-old can do some of these things. This is normal.
If you are at all concerned about your child’s speaking and listening, reading, or writing development, you should first talk to their teacher. There are a number of reasons why your child may not be keeping up with the other children in their year and it is important

Diwali at Garden International School by Abhigyan Khullar (Year 10) Diwali night was replete with sizzling curries and equally sizzling performances at the multi-cultural Garden International School. The event started with a variety of food provided by Spices Restaurant that included tikka masala and aloo gobi. Dinner was followed by a shadow puppet play depicting a small tableaux of the story behind Diwali, presented by the IB1s. Then a classical Indian dance was presented by four divas in traditional Indian attire. Primary students were next to shine, after which a group from Year 10
performed a dance based on an Indian Bollywood song, demonstrating the true spirit of GIS’s being an international school as students from different countries celebrated this Indian festival. The second half of the event featured a fashion show by the Friends of Garden. Rashmi Raturi created vibrant and beautiful costumes for everyone. The fashion show was followed by a dance by the Primary students, and another by IB students, who danced to an energetic Indian song. One of GIS’s most talented dancers, Yogesh, was next to take the stage. He was
followed by the final two performances-one by the IB2 girls, who danced to two songs, the other by the GIS band performing a patriotic Indian song. Thanks to all the IB students, Mr Martin and his team as well as Ms Lenz, Mr Ken and Ms Morris, along with all thosee who helped put this show together. Ring-A-Ding Dang Khun Andy, my doorbell work no problem but two days ago no work. No make sound. You think maybe I must buy new doorbell or something maybe I can fix? Khap khun khrap. Dang The most common problem with doorbells that just stop working, Dang, is a defective button outside your home. It’s something you can resolve yourself quickly and easily. Start by shutting down the electrical power at the circuit breaker, then remove the two screws that hold the doorbell button in place (you may need to remove a face plate first). Gently pull the button fixture from the wall, careful not to detach the wires as you pull. Now use a screwdriver to remove the wires from the back of the doorbell unit. Take the button to a hardware or home improvement store to ensure you are buying the same model of the right size. Attach the new doorbell button by screwing on the wires. Then screw the unit in place. When you turn the power on, you should be able to ring in the new. Nocturnal Visitors I seem to have a minor ant infestation in my bed, and they bite. My bed is Thai redwood so I don't want to put the legs in liquid. Don J
My initial reaction, Don J, is to sprinkle your sheets and yourself with baby powder (talc). It will feel good to you and smell good as well, yet it will repel the ants. I can’t figure out why you would have ants in your bed to begin with, unless you make a habit of eating in bed (while watching TV, perhaps?) Stop it. Keep all manner of food totally out of your bedroom. Ants usually assemble in areas where one of their scouts finds tasty morsels to take back to their nest (even just a couple crumbs). So even before using the baby powder, change the sheets and eliminate anything that might lure your new friends. On the other hand, if you, indeed, do not eat in bed, you might try sprinkling black pepper on the floor around the legs of the bed. It’s the easiest and least offensive (to humans) natural substance that repels ants. Options to pepper include fresh mint, cinnamon and sliced cloves of garlic. Also, check the ant trail to determine how the little critters are getting into your bedroom or into the house, and block their entry point using any of the above substances or even coffee grounds, chili pepper or any pungent spice. Out, Damned Mold The wet weather seems to have encouraged mildew growth on my shoes. I have cleaned them up and sat them out in the sun. That hasn't
worked, however, as the mildew returns even though I now have them on a shoe rack in the air rather than in an enclosed cupboard. What can I do to cure this? Peter Your initial approach was sensible, Peter, inasmuch as the sun is a natural mold killer. You could also try this: brush off all the mold from your shoes, then wipe them down with a cloth moistened with clear (white) distilled vinegar. Wipe inside and out, and let them set in a dry area. The mold should disappear in a few hours. If not, repeat the wiping process, this time using a cloth moistened with a mixture of half alcohol, half warm water. Do this several times, then dry with a clean cloth. Mold needs moisture to grow, whether the wetness comes from dampness or perspiration. If it’s the latter, wear different shoes every day to allow one pair to dry thoroughly. Or you might place some silica gel in your shoes overnight to absorb excess moisture. Hot Topic Our clothes dryer doesn’t get hot, Andy. We’ve replaced the heating unit several times since the warranty expired, but the repairmen are unable or unwilling to tell us why we have the problem or what we can do to avoid repeated repairs and replacements. Frank, Forthright & Frigid Dear Agony Ivy, Cure for depression? My stepmother died in hospital earlier this year after a long illness. It was particularly distressing because her doctor had told us the previous day that all she needed was a good rest. However, this is surely taking things a bit too far. Anyway, my stepfather after the funeral suggested that one needs to keep busy in order to overcome grieving over the dear departed. Consequently, he asked me to clean his house on the grounds that I would feel better afterwards. Well, that was four months ago and I am still slaving away in his house. I am now in the garden clearing rubbish and digging up weeds and tomorrow I have a huge pile of washing to do. The whole saga never seems to end. I told my stepfather I no longer suffer from depression as I am
too exhausted to worry about it. However he simply tells me I must carry on or the depression will surely return. Do you think I am being exploited? I don’t want an argument as he is a wealthy old man without children and the house is full of expensive ornaments. Miserable Mavis Dear Miserable Mavis, Exploitation certainly can’t be ruled out. The best solution is probably for you “accidentally” to break an expensive ornament when you are dusting and polishing. You will obviously apologize but, when it happens again and again, your stepfather is likely to tell you not to work anymore. However, he may alternatively instruct you to work only in the garden and outside burning rubbish. In this case, you may have to consider becoming an arsonist.
The culprit probably is your lint filter, Ann. Even if you clean it regularly (after every couple of washes), remove it and check for blockage. But don’t just perform a visual inspection; take it to the sink and run hot soapy water through it. Odds are the water will just sit on top of the mesh rather than flow through it. Several substances, including dryer sheets, can cause an invisible film to form over the mesh. When the filter becomes clogged, the heating unit can burn out. The best way to keep your dryer working for a long time (and at the same time reduce your electric bill) is to take that filter out every three to six months and wash it with hot, soapy water and scrub it with an old toothbrush. Water Woes My water bill has climbed for some unknown reason in recent months. It used to average 300 to 400 baht a month, but now has climbed to nearly 2,000 baht a month (and I live alone!) Do you think I might have a leak? If so, it is undetectable. I’ve checked the plumbing (pipes, faucets, drains, etc.) and all appear to be dry, so I assume there are no leaks. Any ideas? Ray Have you checked your water meter, Ray? Turn off all water outlets and jot down the meter reading. Give it several hours (or longer) then check again. If

When I married my husband we agreed that our marriage would be of the open kind, that is we would not expect our relationship to be a 100 percent exclusive. Frankly things have escalated beyond all possible anticipation. My husband, to my certain knowledge, has bedded both my sisters and is a member of an online dating service which results in his frequent absences overnight. Obviously I have tried talking to him, but it is a waste of time. He simply says our relationship was always meant to be open and he enjoys my cooking very much indeed. Please give us some advice on how to best remove tarnish. Nit and Carl Here’s a simple and effortless way to deal with tarnish. Line a cake pan with aluminum foil. Fill the pan with water, measuring in one cup at a time, then add a tablespoon of baking soda for each 2 cups of water. Heat to 18 degrees. Lay the silverware in pan, making sure each piece is touching aluminum foil. Watch the tarnish disappear. In celebration of its fourth anniversary, the Centara Grand Mirage Beach Resort Pattaya treated the children of the Father Ray Foundation to a special lunch. Robert Lorhmann, hotel general manager, and his team of administrators, front of house staff, and chefs—as well as a clown—catered first to the Vocational School for People with Disabilities and then went on to the Father Ray Center for Children with Special Needs. The resort’s executive chef was on hand to ensure the food was up to standard. Lunch included soup, fried rice, chicken, fresh fruit, and ice cream. A big thanks goes to all the staff at the Centara from all the children and students at the Father Ray Foundation.

November 4 was the first day of the new school term, and 72 new students from provinces all over the Kingdom were enrolled at the Vocational School for People with Disabilities. For most it was the first time in a city, and their first time away from the comfort and security of their families and homes. Many had experienced years of ridicule for having a disability, treated like second-class citizens with no hope of a decent future. As usual, the new students received a welcome from their peers who helped them into their uniforms. The heads of each department noted that they all received many string bracelets, a sign of good luck in a new venture. Today their lives will start to change. Today they will have to take responsibility for their lives and for their actions. Today is the day their life changes for the better.

Local Sports PSC Golf from The Growling Swan by Peter Blackburn Sal, Max & Gary Sparkle at Crystal Bay! Crystal Bay, A & B – Stableford After two weeks in Perth, Western Australia, it was great to be back playing golf in Pattaya. I must firstly thank the guys who ran the show so efficiently in my absence, mainly Peter Grey, John Pierrel, Dick Braimbridge, Max Bracegirdle and, of course, Stuart Rifkin, who did a superb job doing those very funny write-ups. Many thanks to them all. We also welcomed Tony Campbell from Melbourne and newcomer Bill Roycroft from Canada. It was sadly time to say farewell to Niall Stuart who is returning to work in Guinea, West Africa. The rain seemed to have gone away (unlike Friday morning as I do the write-up) and we had an excellent starting sheet with 30 golfers signed up to play the popular Crystal Bay Golf Course. Our three mini vans got away on time, arriving at the course 45 minutes later. It was fairly busy but were able to tee off A1 (A and B nines were the allocated combination) 12 minutes ahead of schedule. The weather was perfect for golf, not too hot with a nice breeze (at times a bit stronger than that), and the golf course was in very good shape, although the greens had suffered from the recent heavy rains and were a touch ordinary. It did not deter my playing partners in Group 1, which provided the first two place getters in Division A, and it was a
very enjoyable day as we completed the round in four hours and 20 minutes. We had three divisions – A for handicaps 0 to 14, B for handicaps 15 to 24, and C for handicaps 25 and over, with three places in each division. There were also rewards for nearest-thepins on the four par threes and longest first putts on the A9 and B9 greens. The A division was won by Sal Brizzi with a fine 40 points, just 1 point ahead of Bill Steinman in second spot. With two golfers on 37 points, a count-back was required; Peter Bye (19 point back nine, 14 points on the last 6 holes and 7 points on the last 3 holes) took third place from a luckless John Pierrel (19 point back nine, 14 points on the last 6 holes and 5 points on the last 3 holes). Max “Corsets” Bracegirdle was victorious in B division with 37 points, 2 points ahead of Mark “Westy” West in second place, with Ebrahim on 33 points returning to form in third spot. C division was won by Gary Monley with 36 points, and Fred Dineley was second with 34 points. Another count-back was needed to determine third place, with two golfers on 33 points. It was Sandy “Cyndi Lauper” Leiper (16 point back nine, 11 points on the last 6 holes) who captured third spot from Andrew “Turtle” Allen (16 point back nine, 10 points on the last 6 holes).
Phoenix Members Golf Society by Mike Gerrard We played at Plutaluang (Navy) Golf Course for a voucher donated by Ann's Salon, where the winner can receive a beauty treatment of his or her choice. I can say without fear of contradiction that most of our members need it! So a good prize. Sadly, due to badly burning my hand, I could not play, but I was there to sort the teams out and send the boys off the first tee. I was filling up with tears as I watched the last group amble into the distance. Well, most of them anyway. Some never really got too far with the first shot. All I can tell you about the golf on the day is that the weather was set very fair indeed and, unlike our beloved Phoenix, the stint meter readings for the greens were a maximum of 6.7. Ugh! Back at the Relax Bar later I waited for our lads (lads, that's a joke to start with) to return, many with tales of woe, woe, and thrice woe! Very soon all were back including Mukesh Thakkar (who told me earlier that he would not be able to get back because his wife wanted him home early). However, it soon transpired why the crafty little bugger came back. He was the winner with 37 points. A good score round the west and north course at Plutaluang. In our little society, if you don't come to the presentation you don't get anything! In second place was Jim Neilson with 32 points (now that's more like it) and joint third were, Richard Baldwin and Goort Gelten, both with 31 points; Richard had the slightly better back nine. Near pin winners were Jim Neilson (2), Richard Baldwin, and Peter Harris. Richard was the only player to hit the short par-3 lighthouse island green. Our lucky draw winners were John (I never win the lucky draw) Bartley, Joris (Don't know why we bother to put his card in. He always wins the lucky draw) Goetschalckx, with the free drink going to Steve Gibson (very apt) and the free massage going to Bart Starink. The last two lucky draw prizes were donated by our hosts, The Relax Bar. Most of our men on Friday were supporting the Poppy Appeal at Kaew Kheow, again run by Derek Brook. On Sunday, Nov. 17, a boat will sail out into the ocean for a day's fishing. There is one spot left if anyone would like to join us. Bunker Boys at The Ranch by Geoff Parker Mountain Shadow G.C. (Stableford) Another beautiful bright sunny morning, and the high season has obviously arrived as 29 golfers turned up at The Ranch for our second visit to Mountain Shadow in recent weeks. Fortunately the course was quiet, enabling us to fit in the extra groups without any problems; we teed off on schedule. The sudden increase in numbers meant that we would have two flights for the first time since the end of March, and the organizers quickly realized that their workload would now be significantly increased for the next five months. The course is in good condition but always provides a stern test, as any wayward drives are invariably punished by difficult lies in the copious coconut and mango trees which line the fairways. Tony Scambler got off to a flying start by carding an eagle on the par-4 first hole, and continued in a similar vein to take the honours in the A Flight five clear points ahead of Dave Ashman and Neil Hurst, who had to be separated on a countback. This course is clearly designed for lower handicappers, so it was no surprise that the scores in the B Flight were significantly lower than those in the A Flight, but it was still an extremely tight contest. With the cut set at 16 and over, three golfers were tied on 30 points. (C and A courses) Stableford We had 25 golfers for our visit to the Crystal Bay course, which was, in effect, a practice round for the upcoming John Preddy Memorial Charity tournament here on Nov. 22. The first group teed off without delay in bright, breezy conditions, and the course was in good shape, apart from the bumpy greens still recovering from recent monsoon rains. Crystal Bay is one of those courses where someone usually manages to card a good score, but no one was expecting the winner to come home with an amazing 44 points (off a handicap of 10). This is what Chris Cox achieved, which is even more amazing since he carded a modest 24 points in the first game of his visit Monday! The cut was set at 17, and Derek Stephenson took second place in the A Flight with another great score of 41 points, with Mike Lloyd taking third with 38 points. Our popular veteran, Reg Smart, won the B Flight with 38 points, which included a birdie on the par-4 fifth hole (for 5 points!) Such are the joys of getting two shots on a hole! Ken Davidson produced his best round so far to take second place in the B Flight on a count-back ahead of Peter Habgood.

Emerald G.C. (Stableford) Following heavy, overnight rain, the morning was dark and grey with persistent drizzle, so it was no surprise that only 14 golfers turned up at The Ranch. There was no sign of the rain abating, but this hardy group decided to make the trip to Ban Chang on the off-chance that the weather would clear up in an hour or two. The rain persisted throughout the drive to the course, and we arrived to find only a handful of determined golfers in the clubhouse waiting for the weather to improve. After an hour or so the rain appeared to be stopping, but as we were prevaricating as to whether to pay the green fee, another storm front moved in with accompanying thunder and lightning, so the decision was made easy as the greens and fairways quickly turned into lakes and rivers. The disappointed group decided to head off to the hostelries in nearby Ban Chang, and spent an enjoyable couple of hours discussing the vagaries of the weather in Thailand, so the journey wasn’t entirely wasted! The Bunker Boys are a PSC-affiliated golf society who now play out of The Ranch bar on Pattaya Third Road (in front of the fire station opposite the Buffalo Bar). We play three times a week (Mondays, Wednesdays, and Fridays). If you enjoy a fun day out and a friendly but competitive golf competition, come and join us. The next time Scruffy tears up your favorite pair of slippers, consider what his forebears have accomplished. * The vitals of a canine are different from those of his human counterpart. A dog’s normal temperature is between 100.2 and 102.8 degrees Fahrenheit. The dog takes between 10 and 30 breaths each minute, depending on his level of activity. * In a dog, the nose knows more quickly than the other senses. While humans have to be content with a mere 5 million to 20 million scent-sensitive cells, most dogs boast between 120 million and 200 million of these cells. Bloodhounds have the best sniffers of all – more than 300 million scent cells line the nostrils of these dogs. * Ever wonder how dogs can tell one dog or person from another? Every odor has a distinctive “shape” that excites scent cells in a specific way. Because dogs have so many more of these cells, they can identify many different smells. * Right behind a dog’s nose sense is his sense of hearing. Again, your dog’s hearing abilities put yours to shame. Human beings can hear sound waves of up to 20,000 cycles per second. A dog can hear up to 100,000 cycles per second. Filters within the ear enable your dog to distinguish the far-away sound of your car. This is why he pricks his ears up while the rest of your family is unaware of your imminent arrival. * Although a dog has a vastly superior nose, he has decidedly inferior taste buds. Compared to a person, who has almost 10,000 taste buds, a dog makes do with only a few hundred. In other words, dogs cannot tell many tastes apart. The enjoyment of food comes primarily from the aroma. In addition, a dog is genetically wired to gorge, especially if there’s another dog around, because in the wild dogs never knew when their next meal was coming. * One taste many dogs do enjoy is that of sugar, and many dogs have a sweet tooth. This may be because sweetness signals that a plant is ripe and at its highest in nutritional value. However, this taste can get them into trouble if they eat

It is divided into four chambers: the right atrium and ventricle channel blood to the lungs to get oxygen, while the left atrium and ventricle pump the blood to the body. But unlike you, your dog has very little chance of suffering a heart attack, stroke or atherosclerosis. * Unfortunately, dogs do suffer from other common ailments found in people, such as diabetes and cancer. One common disorder is congestive heart failure, which means the heart muscle cannot pump blood efficiently. (Heart failure is not the same as a heart attack, in which the heart muscle begins to die because of obstruction of circulation to the area.) Congestive heart failure is in the top five illnesses for which veterinary treatment is required. * Dogs often get conjunctivitis and their owners worry that the infection can be passed on to humans. Relax. The bacteria that causes conjunctivitis in dogs is not the same as the one that affects humans. * People sometimes consider their dogs almost human. That’s fine when it comes to showering affection and attention on your pet, but dangerous if you try to give him human medication. Dogs should never be given over-the-counter medication unless specifically prescribed by a veterinarian. For instance, if aspirin is given incorrectly it can cause stomach bleeding in dogs.

In the wild, lions demonstrate the best-known group dynamic for cats. However, most cat species are loners, including house cats, unless they have been raised in a compatible group in your home. And even then, there is no guarantee that they will all get along. It's likely that being a loner is part of a cat's nature-given strategy for survival. If they travel alone, there is less opportunity to spread diseases or to give themselves away to enemies.
