New rules announced for British passports T he UK government has announced that all new and replaced passports, except emergency travel documents, will now be issued in its passport office in Liverpool. The ruling applies to all Brits no matter from which country they are making an application. As regards British nationals in Thailand, they will no longer make the postal application to the British consulate general in Hong Kong, but direct by mail to the passport office in Liverpool.

In 2010 the British government announced that passports would no longer be issued at most embassies worldwide but that the application process would be centered on several regional offices, including Hong Kong. The measure was said to be in the interests of efficiency but in reality it was a cost-cutting exercise.

The new ruling, by unifying all passport applications at Liverpool, is also expected

to save millions of pounds annually by further reducing consular staff worldwide.

The new ruling is likely to be greeted well by Brits in Thailand. The Hong Kong route was never popular as applicants – unless paying by credit card – had to obtain a cashier’s cheque in Hong Kong dollars which is not available at some banks, including most in Pattaya. Additionally the Hong Kong office did not actually issue the passport but sent on the application to UK after checking the enclosures.

The UK government advises all applications to be made by courier mail, such as DHL, and states that the normal waiting period is four weeks for an adult passport and six weeks for a child. Passports will be delivered to the applicant by courier mail. The British embassy in Bangkok will still issue emergency travel documents in some circumstances where the applicant

can prove an imminent and necessary journey.

Although the bureaucracy for applying for new or replaced passports in Liverpool is similar to the previous procedure, it is now necessary for applicants, where applicable, to send a colour photocopy of all pages (including the blanks) in the old passport whereas only the ID page was previously required for Hong Kong. Applicants in Thailand will not send to Liverpool their original passport, but retain it in accordance with Thai police procedures.

Alternatively, potential applicants can type “British Embassy Bangkok� into their search engine and go to “Visas� when invited to do so. Police check pharmacies Police and public health officials have stepped up their visits to pharmacies in the Pattaya area after continued complaints that some may be selling hallucinogens.

Some shops might also be selling substances that allow prostitutes to drug and rob customers, according to the Tourist Police. In the last two months 32 prostitutes, mostly ladyboys, were arrested with alprazolam, which Tourist Police describe as a dangerous drug.

Purse snatched Hookers drug German from 14-year-old septuagenarian

Surasak Multhin, 33, was arrested for stealing a young girl’s handbag containing just 78 baht. The Chiang Mai resident was caught on Soi Nong Yai with the contents of the stolen purse. The victim, 14-year-old Kanchana, said she was driving her motorbike

when Surasak reportedly assaulted her. An onlooker came to the girl’s rescue, kicking over the assailant’s motorbike and making a citizen’s arrest. Surasak claimed he had never done this sort of thing but need money for food and rent.

Sunee teen attacked and robbed

Two young thieves were arrested after they waylaid a 17year-old on his way home after work. Suwan Tasamora said he was returning home from his job in a Sunee Plaza bar when two men collared him, threatened him with a knife, stole his mobile phone, then escaped to Soi VC. Witnesses

called police and volunteers who cornered the thieves in an alley. Investigators said the two suspects, both of whom had been charged with drug use, admitted to stealing the phone so that they could raise cash to purchase methamphetamines; they denied using a knife, as alleged.

Minimum wage under attack A group of Thai and alien workers demonstrated in Nong Plalai to complain about the inadequacies of the government’s 300 baht a day scheme. Sukkasem Pramool said there were many loopholes in the initiative which allows employers to make deductions, such as cutting wages during meal breaks. Another recurring problem was the difficulty experienced by many Burmese and Cambodian workers to obtain work permits. The meeting was peaceful and local authority officers said every attempt would be made to sort out the matters raised.

A 73-year-old German, Joachim Gerd Lay, is recovering in hospital after two hookers in North Pattaya drugged and robbed him of 200 euros, 50,000 baht, a digital camera and a credit card.

The man said he and a German friend had met the two women in a restaurant and returned to

his condo. However, the friend disappeared after taking coffee in the lobby bar. Lay invited the women to his room, he said, and lost consciousness after drinking a glass of wine.

He injured himself in the fall. Police said they were examining security camera footage.

India appoints Pattaya honorary consul As the number of Indian tourists to Pattaya continues to grow – around 300,000 in 2013 out of 900,000 Indians visiting Thailand as a whole, the Indian embassy in Bangkok has appointed Ram Ramachandran as Pattaya honorary consul.

He assumes the position after confirmation by the Thai Ministry of Foreign Affairs.

In his new role, Ramachandran will assist Indian tourists who run into trouble or are the victims of crime. In photo at City Hall are Indian ambassador to Thailand, HE Anil Wadhua, and Mayor Itthiphol Kunplome. A suitable office in Pattaya is currently being sought by the embassy.

Beware Christmas skimmers

Police and City Hall are warning expats, tourists and residents to be extra-vigilant in the season of joy because of the activities of ATM and credit card skimming rings. During the past two months gangs in several Thai cities--including Pattaya--have drained the bank accounts of foreigners from Eastern Europe. Thefts have totaled about 80 million baht a year. All banks claim to reimburse customers who have been defrauded, pointing out the cost is minor in comparison with the money they make.

An old fraud known as ATM skimming has experienced an unwelcome re-emergence. The problem is that magnetic-stripe ATM cards are vulnerable to malpractice. Thieves can use a set of devices, such as a card reader in the ATM slot or a hidden camera or a keypad, to create a duplicate of the card and access

the account. The Economic Crimes Division of the Royal Thai Police says that customers should be extra careful when using ATM machines: ensure that the keypad is secure; covering it with your hand when inserting the PIN. A sign that the machine has been tampered with is if the flashing light around the card slot is not working.

A separate threat is when a thief recruits a waiter or shopkeeper to skim a customerâ&#x20AC;&#x2122;s credit card with a device which can read all the information required to make a duplicate.

The thief does not necessarily use the counterfeit-created card himself but may sell it to others for around 3,000 baht. This explains why criminal gangs are often in possession of hundreds of fake cards when arrested.

Not all such illicit cards are effective because some

genuine card holders will have sensibly changed their PIN. This should be done by all card holders on a regular basis in any case.

To avoid this type of skimming, card holders should use cash for purchases whenever possible and avoid revealing personal details to an unsolicited email or telephone call. Credit card statements should be checked regularly. All major credit card companies offer the ability to check transactions via the internet. If a false purchase is found, a police report should be obtained immediately and the company notified.

Police Colonel Chainarong Charoenchainao said that skimming equipment is easily bought these days as some of it is used for legitimate purposes such as making staff employee ID cards and hotel

room keys. He added that major criminals in credit card and ATM skimming usually hire subordinates to make the illegal transactions. The Bank of Thailand stated that by 2016 all Thai bank-issued ATM cards will have an anti-theft microchip.

Snap inspection Beach Road of Pattaya pier romance a bust

In response to several marine accidents, including the notorious sinking of an overloaded ferry in Pattaya bay early last month, government and local authority officials visited Bali Hai pier to check that safety precautions were all in place. Police said that the formal investigation into the November ferry accident

was continuing; more than 100 people had already been interviewed, all of whom agreed that the craft was overloaded. Meanwhile a new tourist and marine police center is being built on Beach Road, at the location of the former Korean information booth. It has been designed with tourist safety in mind.

Blind teen robs Iranian

An Iranian tourist on a motorbike near the Soi Bu a k h a o m a rk e t w h e re jumped by two men who grabbed a valuable necklace and fled. Witnesses chased the thieves, ultimately cornering them in an alley.

Police were surprised to find that one of the suspects, only 16 years, was blind.

Apparently the two operated as a team with the sighted thief stealing valuables and the blind teen hiding the loot on his person. The two thieves said they needed to steal to obtain cash to fund a good time and avoid boring. The 16-year-old was reportedly blinded in a shooting earlier this year.

Walking along Beach Road, three Indian men connected with a group of Thai women and, following a brief conversation, adjourned to a nearby rooming house to become better acquainted. A massage sans trousers ensued, followed by the women suggesting a change of venue to an adjoining room. As activities continued in the

one room, one women in the first room emptied the pockets of the trousers that were left behind, replacing the contents with shredded paper. As the men were leaving, they realized they had been robbed, but by then the females had made their escape. For some reason, police suspect the women might be Cambodian.

Turkish tourists drugged in room theft

Tourist Police arrested two Thai women who lured two Turkish men to a hotel room and gave them sweets laced with a sleeping drug. When the men woke up with serious headaches they discovered that more than one million baht had

been stolen from their luggage and safe deposit box. Good detective work led to the arrest of both women in a Bangkok apartment, but the cash was not recovered. The suspects are currently on remand awaiting a date in court.

Andre Brulhart appointed general manager Thirayuth Chirathivat, chief executive officer of Centara Hotels & Resorts, has announced the appointment of Andre Brulhart as general manager of Centara Grand at Central Plaza Ladprao Bangkok.

News Thai Lion Air launches inaugural flight

Bright lights and fun were the order of the day as Central Festival Pattaya Beach unveiled its 25-meter high Christmas tree, thought to be the tallest on the Eastern Thai Lion Air this month introduced commercial flights from Don Mueang International Airport to Chiang Mai, marking initiation of the carrier’s twice-daily service on the route. Non-stop service to Jakarta and Kuala Lumpur is in the

offing, according to Captain Darsito Hendroseputro, Lion Air CEO. The new, low-cost airline operates two Boeing 737-900ERs and plans to add two more in February. The craft are configured with all-economy seats.

In theory, the well-known Dolphin circle should not need traffic lights as roundabouts internationally are

designed to work on their own with traffic generally giving way to vehicles on the right or the left according to the country. However, Pattaya drivers are too impatient or simply don’t know how to behave at difficult intersections.

News Tulip Group start construction of Centara Grand Residence Pattaya Centara Grand Residence has received EIA approval (Environmental Impact Assessment) and the Tulip Group has begun construction of the luxury project. It will consist of three towers--two residential towers and a five-star hotel tower--Centara Grand Jomtien.

The beachfront project will include seven swimming pools, a water park, an aquarium, a tennis club, and five restaurants on more than 15,000 sqm. All rooms will offer sea views. The project,

which is 50 percent sold, is scheduled for completion in 2016.

Projects Asia is the project management company, August Design is interior designer, and Centara Hotels and Resorts will manage the project on completion.

Tulip Group currently have nine projects either under construction, or in the planning stages. They expect to launch three new hotels next year and will move into retail centers and office buildings in 2015.

Oman, ADSM for Egypt and then ADSM for Germany/ Poland/Ukraine. Gerd has also worked in Asia Pacific and was responsible for all IHG hotels in Seoul. He also successfully opened the InterContinental Hotel in Danang in Vietnam.

In his last assignment, Gerd was based in Dubai where he was responsible for building a global platform to facilitate the commercial sales ramp up of new hotels and resorts for all IHG brands.

Blood drive draws 100 donors

More than 100 Thais and foreigners contributed to the annual blood drive at Bangkok Hospital Pattaya last month.

The campaign, in cooperation with Queen Savang Vadhana Memorial Hospital and Thai Red Cross Society, has helped supply the Red Cross blood bank for the last five years.

Diplomas awarded to care workers

Diplomas were awarded to 118 students at the Chonburi Health Care School. Having studied care of infants and the elderly, the graduates are now eligible to work as assistants in nurseries, clinics and community homes in both the private and the public sectors. Public officials and family members attended the ceremony at Nong Nooch Gardens.

News Elephants express birthday wishes

Silly advisories Dozens of foreign governments have advised their nationals to steer well clear of certain sections of the country or even the whole of it. It’s a well-known strategy of the foreign ministries of countries worldwide. What do they know that you and I don’t? Nothing of course. The purpose of these advisories is to protect their officials in case the going gets rough. “Don’t blame us – we warned you!” is just about the sum total of the insight.

Pattaya wins again One of the features of the December troubles in Bangkok is that foreign visitors, landing at the airport, have made straight for the provinces without dallying in the metropolis. The main beneficiaries have been Koh Samui, Phuket and dear old Pattaya where room occupancy rates have zoomed to near maximum. Pattaya as usual disdains all political problems nationally – not even a token demo at City Hall – to keep the cash registers ringing.

Defining democracy What Thailand’s political troubles have taught us is what democracy is or maybe isn’t. Pheu Thai won the last election by a landslide but garnered only 15 million votes, less than half the voting population. Does a parliamentary majority entitle a government to ram through what laws it likes? Has the allegedly independent judiciary any role in watching what’s happening to the country? These issues have been debated since the time of Aristotle and won’t end any time soon.

Crowded fireworks Pattaya’s fabulous fireworks display at the beginning of the month was indeed a spectacle to behold. The best vantage points seem to have been on the top of hotels such as the Hilton or the Marriott. It’s estimated that there were 30,000 cars on the city’s roads at the busiest time of the two evenings, compared with around 10,000 on a typical weekend night. Many of the frustrated drivers in the gridlocks were roaming around just trying to find somewhere to park. Ugh! Pickled onion fanatic The local supermarkets all seem to have run out of those delightful, crunchy pickled onions in vinegar. The best ones are imported but the locally produced are OK. The rumour is that a new English restaurant is opening soon in the resort specializing in dishes which require this particular garnish. The main backer is apparently buying up all available stocks. But only onions will do. Forget about pickled gherkins which have been left unmolested on supermarket shelves.

Thinking of North Korea The arrest last month of an 85-year-old American as he was leaving Pyongyang has raised the matter of whether it’s safe to join one of those tour groups specializing in trips to the reclusive republic. The answer is probably yes as long as you didn’t fight in the Korean War of the 1950s.

The visa application for North Korea is straightforward but you also need a Chinese transit visa as the tours all start in Beijing. Oddly the application form for a Chinese visa is four times the length of that for Pyongyang.

Handgun competitors chosen

Prostitution laws Local businessmen are watching the new law in France which fines the customers of prostitutes without threatening members of the world’s oldest profession in any way. Previously pimping or soliciting was a crime rather than paying for a service. Do we need such a law in Thailand? Probably not; all prostitution here is illegal under a clause of the Entertainments Venue Act of 1960. It’s refreshing to think that Pattaya is a prostitute-free zone.

Get paid for dying The recent announcement by the Thai government that the families of recently dead old-age pensioners will receive a 2,000 baht grant to help offset the funeral costs has led to the inevitable question whether the ruling extends to expired foreigners as well. The answer is an obvious no.

Anyway 2,000 baht wouldn’t go far. The average cost of a farang cremation is now in the region of 40,000 baht, more in the city-centre temples.

New Indian consulate The news that the Indian embassy in Bangkok is to open a consulate in Pattaya is in line with the trend by most governments to offer more help to their nationals. Contrast that with the cheese-paring attitude of the British government which has truncated services and abolished some altogether.

Mind you, the figures now show that more Indians visit Thailand in any one year than do the Brits. Sign of the times!

Bag snatchers apprehended When her purse was snatched by two thieves, Russian tourist Nadezda Blizgareva yelled for help and police responded to her Soi Buakhao location.

They later captured Surasak Boonsang and Peeranat Disbanjoong, both 21, on Third Road. Surasak claimed he was innocent as he was a passenger on his friend’s motorbike when the second man nabbed the tourist’s bag. Nearly 5,000 baht and a mobile phone were returned to the owner.

Ruffino restaurant A new gourmet high

We have just been wowed by the new toque in town! His name is Luca Pulese and he is the executive chef at the latest jewel in the crown of the Centara Hotels and Resorts group.

Their latest and most select hotel is the Centara Grand Phratamnak Pattaya on Soi 5, Phratamnak Hill, Pattaya.

The décor of this stunning hotel is simply dazzling. A subtle and elegant underwater world theme pervades the hotel displayed by aquatic crystal mobiles, undulating ornamental features, sparkling glass, and an overall softly-muted colour palate. A state-of-the-art glass lift sped us to the penthouse level (9th floor) where we were due to dine at the Ruffino restaurant and new culinary home to chef Luca. Hailing originally from Venice, he has worked in some of the most illustrious kitchens in the world. From the Maldives to Beijing to the Royal Orchid Sheraton in Bangkok to China and back to Thailand via Shanghai he brings a wealth of

experience and expertise to this latest exclusive restaurant to hit our city.

Once settled, and sipping a glass of Hugo Casanova Chilean Chardonnay we had time to take in our surroundings. Sleek sophistication immediately sprang to mind, the concept is glossy minimalism in a monochrome set. The view from the window dramatically frames the illuminated Pattaya Park Tower, the wine cellar is splendidly displayed as a wall of shining bottles. A long, high table is set for a party of 12 and directly by our side are two spherical aquariums containing a mesmerizing display of moon jelly fish.

To nibble, we were served freshly baked focaccia and a whole head of garlic which had been baked in the oven sufficiently to allow the cloves to become molten and super delicious when squeezed over the bread.

Our dinner was then spectacularly launched with the antipasto della casa (B.850++ for two persons). Here a long

slate platter offered up a myriad of Italian delicacies, succulent salamis from Milano and a wonderful spicy variety from Calabria, Taleggio cheese, sundried tomatoes from Sicily, olives, Genoese pesto, a deconstructed caprese salad, luscious cherry chillies stuffed with goat’s cheese, and the finest Parma ham alongside the sweetest ribbons of honeydew melon-it was all simply sensational. This was followed by a huge tiger prawn crisply fried in its pastry jacket and served with a raspberry sweet and sour sauce with tiny nuggets of palate-popping vegetables and fruit. followed (B.250) with chef Luca’s twist of truffle and a mascarpone-chives tortellini to which he had devilishly added a syringe of parsley which fell into strings to resemble spaghetti.

Another superb dish.

Next in our pageant of dishes we were served seafood ravioli with a puttanesca sauce. This salty, spicy creation acted as a classic companion to the soft cushion of pasta filled with seafood. Well, it had been oohing, aahing and oh-my-wording through all these courses when we were again wowed by the appearance of a miniature glass teapot containing dry ice to make it look like it was steaming and nestling in its lid was a mini ball of palate-cleansing mango sorbet. For our main course we were presented with another piece of culinary artwork namely a rolled tranche of sea bass fillet, a shot glass of clam and black mussel broth served with mashed chick peas and crispy panchetta, a small brick of Wagyu beef sirloin, truffle mashed potatoes and an Alaskan king crab salad. It was an explosion of surf and turf fused flavours and quite utterly delicious.

The dish was innocently named “Ruffino’s Surprising Desert Degustation” giving no clue to the culinary theatre that was to ensue! and then syringed mango sauce into a central whirl as the finishing touch.

There really were more ingredients but I stopped making notes after a while and just enjoyed the splendour of the moment. It was like being witness to a Jackson Pollock painting! Once completed with a theatrical flourish the restaurant burst into spontaneous applause.

We were treated to chef’s signature tasting menu but the daily a la carte menu still holds many gastronomic surprises. A Harry’s Bar original from chef’s home town heads the cold appetizers, made from Wagyu beef this carpaccio is served with its universal sauce (B.500). Warm antipasti includes a Tuscan-style red wine infused chicken liver on a whole wheat crouton with Tuscan pecorino shavings (B.300), soups, dried or fresh pasta including a saffron fettuccine of pork cheek, truffle and scallops in a mushroom ragu. Grilled lamb chops on potato cake, tapenade and cardamom flavoured lamb jus, grilled calamari or sardine beccafico--Sicilian style sweet and sour stuffed sardines--are all featured in the main courses. Ruffino’s BBQ items include hake, sea bream, Mediterranean sardines from the surf and rib-eye and T-bone from the turf.

Elements restaurant at Sheraton Pattaya Resort We have just returned from lunch at the Sheraton’s Pattaya Resort. Perched atop the headland called Khao Phra Tamnak grandly sits this luxury resort. Located in one of the most tranquil spots along this stretch of coastline with panoramic views out across the neighbouring islands, mountains and ocean it oozes with style and panache. Where else could be nicer than to enjoy a leisurely lunch overlooking all this pastoral and oceanic splendour.

We were eating at their Elements restaurant which with its teak Thai décor and large terrace for al fresco enjoyment proved the perfect place to enjoy a spot of lunch.

The staff at this hotel are top notch. Young, bushy tailed and eager to please it is always a pleasure to be pampered and served by these enthusiastic

waiting staff. The menu offers an extensive array of Thai favourite dishes which are always a popular choice at this restaurant staffed by Thai chefs of distinction. We, however, decided to dive into the more western options from this all-day modern menu. I plumed for crispy filo pastry wrapped prawns (B.400) while Mick opted for another seafood item, poached rock lobster. Other options include crispy fried salmon and basil spring rolls, BBQ chicken skewers or a crab and avocado tian (a dish of sliced vegetables cooked in olive oil and then layered in a dish and baked au gratin).

Meanwhile, we were enjoying the varied breadbasket served with olive oil and balsamic plus an interesting fish mousse which slavered well onto the crisp baked items. I loved the prawns delicately wrapped in strips of

filo pastry and served on a bed of rose mayonnaise and tiny chopped fruit while Mick’s rock lobster proved a more substantial dish accompanied as it was by a mound of creamy mashed potatoes.

Soups, salads (full marks for the warm goat’s cheese salad which we had tasted on another occasion) and an interesting array of sandwiches and burgers from B.260. A festive turkey BLT would hit the spot or an ooey, gooey grilled cheese sandwich plus Elements’ ultimate burger or angel hair pasta are all tempting alternatives. Main courses offer sesame-seared tuna, fish and chips, a creamy tomato risotto, pan-roasted sea bass, grilled herbed chicken breast or grilled 150-day grainfed Australian beef rib. As it was lunchtime I chose a light smoked salmon and leak omelet while Mick ordered the baked snow fish.

Presentation here at Elements is paramount and both dishes arrived pretty as a picture and tasting just as good. A light hand in the kitchen had cooked my omelet with just the right amount of top-notch smoked salmon complemented by the sharpness of the leeks. Snow fish is always a deluxe fish and here it was baked perfectly retaining its delicate flavour and texture.

We passed on dessert but until the end of December they have a coconut promotion of yummy confections enhanced with coconut such as chocolate cheesecake and coconut ice cream in a shell, coconut mousse in a dark chocolate shell with chocolate soil and coconut ice cream. Make it a white Christmas and try these confections over the holiday season.

The Sheraton Pattaya Resort will celebrate the festive season with an international Christmas Eve buffet dinner from 6:30 to 10:30 pm (B.2,300 net per adult and B.1,150 net per child). Their Christmas Eve set dinner is priced at B.2,900 per person and will include everyone’s Christmas favourites (from 6:30 to 10:30 pm). On Christmas Day (December 25) there will be a full buffet lunch including a BBQ station and traditional fare. The cost is B.2,500 net per adult and B.1,250 per child including live music and kids’ corner at Phra Tamnak Ballroom.

The festivities run from noon until 3 pm. The celebrated Sheraton New Year’s Eve Party will be held at the beach area, poolside from 7 pm till 1 am commencing with a cocktail reception and then the gala dinner on the beach accompanied by the Mahajamroen Full Band to entertain throughout the night with masses of additional entertainment to make the party go with a swing. If you’ve ever placed a plant clipping into a glass of water in the hopes that it will develop roots, you’ve practiced a form of hydroponics which is a branch of agriculture where plants are grown without the use of soil. The nutrients that the plants normally derive from the soil are simply dissolved into water instead. Depending on the type of hydroponic system used, the plant’s roots are flooded or misted with the nutrient solution, providing it with the elements needed for growth.

This is an “open” farm meaning that everyone is welcome to visit, learn and of course buy any of the range of lettuces that they grow.

There are five varieties ranging from Red and Green Oak, Frillice Iceberg, Butterhead or Green Cos. These are the salad leaves used extensively in the Pattaya Marriott’s restaurants and they pride themselves on the fact that the produce can be “farm to table” in less than an hour. With 20,000 hydroponic units on the farm it is quite a sight to behold and the staff are eager to share their knowledge and expertise.

Bespoke Thai and Western cooking

classes are held here. The hotels chefs will personally demonstrate a range of dishes from salad phak kun ying, grilled river prawns with lettuce and Thai style dressing plus crisp egg noodles and many more well-known dishes. From the western menu we spotted the likes of sea bass fillet with white wine cream sauce with sautéed vegetables, pan fried chicken breast filled with spinach and mozzarella red wine pepper jus served with potato fondant. The classes can be tailored to suit your taste and acceptable numbers run from just a few to a full class of 20 or more people.

On arrival we were served a delicious smoothie made from the hydroponic leaves, passion juice and honey. It was then time for our cookery lesson to begin. It started with an assemblage of ingredients, in the Thai style of miang kham using the lettuce leaves. This version used cashew nuts, chopped lime and ginger, cubed salmon and prawns.

Sprinkle the prepared ingredients onto a couple of leaves, roll it into a tube and just pop it into your mouth for an explosion of flavours. We were then instructed in the traditional method of cooking pak Thai which was interesting and then we all settled down to eat our efforts.

The farm which is open to the public from 8 am to 6 pm is a delightful venue. There is a small café serving light snacks, coffee, sandwiches and gift boxes of the lettuce. The adjoining land is a fruit farm where you can pick the fruit and then either take it home or learn how to cook them Thai style in numerous ways. Next time you are at a loss to know where to go for a short drive out into the countryside, pop down to the Marriott’s Kun Ying farm and learn a little about hydroponic farming and you’ll see firsthand why Pattaya Marriott’s philosophy of “Seasonal, Local, Organic and Wild” makes their food some of the tastiest and healthiest in Pattaya.

How to get there: Head south on Sukhumvit Road towards Sattahip past Ambassador City. After going straight over the traffic lights at Ban Ampur look for the left turn to Wat Yansangwararam.

Follow the road over the railway tracks and turn left at the second roundabout just before the temple. The farm is about 200 meters on the right.

When the cool (agaat-yenn) season arrives in Bangkok at the end of November, the ubiquitous al-fresco beer-gardens or beer-parks open their draft beer taps at the same time as the annual Thailand International Motor Expo cum sales extravaganza kicks-off at the Impact Challenger Hall Convention Center outside Bangkok.

The 2013 expo is being staged in the looming shadow of political unrest hanging over the Kingdom, however the organizers, Inter Media Consultants, hope that more than 50,000 vehicles will be purchased during the Nov. 29 to Dec. 10 expo, which is expected pull in 1.6 million visitors.

This year’s theme is: “Innovative Energies – World-Changing Vehicles.”

The most outstanding vehicles on

display are the cool concept cars aka the proto types. Futuristic automotive creations. Eye candy for the visitors.

However, many of these vehicles never make it to the assembly line.

The coveted Mercedes-Benz from Stuttgart, Deutschland, rolls out the Concept GLA, a preview of Mercedes' baby SUV based on the A-class hatchback whose production ready-toroll version will hit Thai MB showrooms in late February 2014.

The stateside Chevy shows-off the Chevrolet SS V. The powerful looking “Vee” is a dressed-up version of Chevy's SS, boasting a big block 415 hp 6.1-liter V8 engine.

From Japan, Honda Concept NSX-Honda's pending V6 petrol-electric hybrid super-car--continues its world tour by debuting in Thailand for the first time before hitting showrooms in 2015.

In the economy concept A-segment we admire the two-tone Suzuki Wind prototype, so named because Suzuki believes the car will bring a wind of change to the popular A-segment. The A: Wind is an all-new city car positioned below the Swift B-segment hatchback.

The popular mass market stands display the new Mazda CX-5. Price: 1.31.67 million baht. Two petrols and one turbo diesel. Nissan finally launched their compact urban SUV Juke.

More international brands enter Thai market International brands in the luxury and fast fashion categories continued to enter the Thai market or increase the number of stores in major malls in Bangkok due to the strong retail market.

They have entered the market in the form of owned stores, franchises and distribution deals, according to a recent research report by CBRE, the international real estate advisor.

“International brands expanding their business lines in the Thai market in Q3 2013 include the fourth store of Christian Dior at Siam Paragon; the second store of Tory Burch at The Emporium, and the first store of Miu Miu at Siam Paragon. H&M also opened their flagship store at CentralWorld,” said Jariya Thumtrongkitkul, senior manager of Retail Services, CBRE Thailand.

The report also shows that the overall occupancy rate for Bangkok retail space stayed at 95.4 percent as of Q3 2013. The total supply was 6.28 million square metres, a 2.6 percent increase year-on-year. A total of about 120,000 square metres of space in shopping malls and department stores is expected to be completed during Q4 2013, bringing the total retail supply to 6.39 million square metres by the end of 2013.

Looking at the overall Asia Pacific markets, retailer demand for leases in Q3 2013 continued to be led by fast fashion retailers, as groups in this sector entered new markets and introduced sister brands to locations where they already have a presence.

Japanese and Korean groups in the fast fashion and cosmetics sectors in particular were hungry for cross-border expansion, while department stores also became more active.

Likewise, luxury sector high-end brands continued to add new stores in Beijing and Shanghai but were more focused on core areas in top cities as opposed to expanding elsewhere.

In particular, in Southeast Asia, rising demand for new trends and styles from the emerging middle class continued to spur the entry of fast fashion retailers into key markets.

In Q3 2013, H&M launched its first store in Jakarta in early October, after the opening of its new flagship store in Bangkok. Zara opened its first store in Hanoi and its sister brands Bershka and Stradivarius established their first outlets in Manila.

“Retailer demand is expected to remain firm overall, and will continue to be led by bridge brands and mid-range fashion groups, with many retailers in these categories focusing on key markets in China and Southeast Asia for new market entry and expansion.

In markets where they are already established, retail groups are looking for brand extension opportunities to launch their related brands in premium locations,” said Sebastian Skiff, executive director, CBRE Retail Asia.

“We expect core luxury retailers will remain active, although most groups already established in key markets such as Beijing, Hong Kong, Shanghai and Tokyo are now focusing the upgrading and repositioning of existing stores to improve customer experience.

The relatively newer to market category now actively opening stores in the luxury segment are the creative or affordable luxury brands that will continue to build their presence across core markets like Shanghai, Beijing, Chengdu, Hangzhou and other key Chinese cities,” said Skiff.

Growth continues but slowing For the market generally, the CBRE Asia Pacific Retail Rental Index increased slightly,

rising 0.4 percent quarter-on-quarter for Q3, a slight slowdown from the 0.7 percent quarteron-quarter rise recorded in Q2 2013. The increase marked the index’s seventh straight positive growth reading, but also indicated slowing growth for a third consecutive quarter.

Of the 16 markets tracked, five recorded growth in average rents, 10 were unchanged and one recorded a decline. On an annual basis the index was up by 2.3 percent year-on-year as of Q3.

Asia Pacific Retail Rental Change Source:| CBRE Research CBRE expects overall retail rents in the region to continue to experience slight growth over the next three to six months. “In key markets such as Hong Kong, Shanghai and Singapore, slightly more subdued demand combined with a lack of space in core locations and high rents will continue to restrain retailer expansion and limit further rental growth.

Retailers in these markets will continue to focus on key requirements in core areas, a trend that will impact rents in secondary locations,” said Jonathan Hsu, director, CBRE Research, Asia Pacific.

Despite weaker consumer sentiment in emerging Southeast Asian markets in Q3 2013, the likes of Bangkok, Manila, and Jakarta should continue to see steady rental growth. All of these markets continue to see robust leasing demand and strong competition for space.

Property Mövenpick names two executives

Mövenpick Hotels & Resorts has appointed Alexander Haeusler general manager of the chain’s new resort planned for Pattaya next year. At the same time, Takako Tomizawa was named director of sales and marketing.

The beachfront resort, Mövenpick White Sand Beach Pattaya, comprised of a 264room hotel, 205 residences and 34 pool villas, is scheduled to open in the third quarter of 2014 near Ocean Marina Yacht Club.

Haeusler, an Austrian, was general manager of Royal Cliff Beach Resort for five years.

He was formerly in hospitality in Hong Kong, Bangkok, Chiang Mai, Cyprus, Shanghai, Jeddah, and Vienna.

Tomizawa, who is from Japan, has worked in Thailand more than 18 years. She had been with InterContinental Hotels Group in Bangkok and Pattaya, with Starwood’s Luxury Collection in Phuket, and was Southeast Asia area director of sales and marketing for Holiday Inn Express.

The Riviera holds open-day event with style

Pattaya Deputy Mayor Ronnakit Ekasing and District Mayor Verawat Khakhay were on hand for the showroom opening of the high-profile development The Riviera on Soi 16, Wongamat.

Winston Gale, developer of The Riviera, reported that they “have now exceeded 50 percent of total sales,” with a great response from Russian buyers.

CBRE represents the project which will consist of two towers--one 43 floors, the other 40 floors--housing 979 units with an estimated value of 3.4 billion baht.

What is a balance sheet?

A balance sheet is a financial statement that summarizes a company's assets, liabilities and shareholders' equity at a specific point in time. It's called a balance sheet because the two sides balance out.

A company has to pay for all the things it has (assets) by either borrowing money (liabilities) or getting it from shareholders (shareholders' equity). These three balance sheet segments give investors an idea as to what the company owns and owes, as well as the amount invested by the shareholders.

What are the types of items which appear under the liabilities side of a balance sheet?

- Capital - Sundry creditors - Long term liabilities - Advances from customers - Loan from bank - Outstanding expenses - Mortgage - Current liabilities - Income received in advance What are the types of items which appear under the assets side of a balance sheet?

This report can be used to obtain a complete picture of the financial results and financial position of a business on the last date of the financial year. A balance sheet records the arrangement of money in a business and it shows the accounting value of all the company’s assets, liabilities and equity at one moment in time, which may lead to conclusions regarding the liquidity of the entity.

When must a balance sheet be made and submitted?

The submission of financial statements shall be in accordance with the rules and procedures prescribed by the Directors-General of the Revenue Department and

the Department of Business Development.

A balance sheet must be made at least once every 12 months. Such 12-month period constitutes the company’s accounting period or financial year. A newly established company should close accounts within 12 months from its registration. This must be certified by a qualified external auditor and must be filed with the Revenue Department and Department of Business Development every year.

The balance sheet must be examined by one or more auditors and submitted for adoption to a general meeting within four months after its date. A copy of it must be sent to every person entered in the register of shareholders at least three days before the general meeting. Copies must also be kept open at the offices of the company during the same period for inspection by the shareholders.

Where the accounts or the documents relevant thereto are lost or damaged, the person having the duty to keep accounts shall notify the Chief Accounts Inspector or the Accounts Inspector of the loss or damage, in accordance with the rules and procedures prescribed by the Director-General, within 15 days from the date of knowledge thereof, or the date such loss or damage ought to have been known.

What happens upon failure to submit the audited financial statement on time?

The company’s annual financial statement must be filed, along with its annual income tax return, with the Revenue Department and Department of Business Development within 150 days after the end of its accounting period. If a company fails to submit its audited financial statement within the required time then the company is liable to a certain penalty or fine which may also be applicable to its responsible officer.

Can a company change its year-cycle of account?

If a company wishes to change its accounting period, it must obtain written approval from the Chief Accounts Inspector of the Revenue Department by submitting Form SorBorChor 4 together with other documents specified in the mentioned form.

Most of us in semi or permanent retirement are reliant, to a lesser or greater extent, on our remaining nest egg and pension to provide us with an income that will keep the proverbial wolf from the door.

Looking back, in recent years, the results of leaving our hardearned cash to the vagaries of the world’s stock market would have sent a shudder through anyone’s spine.

Banks are paying next to nothing and, as I’ve already said, the markets scare the living daylights out of most investors. So where does that leave those of us that simply require a reasonable return on our investments without risking the shirts off our backs?

The funds that have shone brightly out of the debris of the financial crisis are those which are now commonly referred to as “non-correlated”, which simply means they are not connected to the stock markets. In real terms, this generally means investments that are in niche sectors, where the demand curve is very strong, at least in the medium term. There are a number of examples of fund managers with international bank custodians (the ones who hold the money) operating in such sectors, and they have shown themselves to be extremely resilient to the economic turmoil.

Take the example that probably applies to large numbers of expatriates around the world. They have perhaps sold a house in their home country and purchased one abroad and, in addition, have other assets that amount to several hundred thousand pounds/ dollars.

Let’s take a test case: Mr. X has a house and 300,000 GBP in cash from savings, forgetting pensions at the moment. Applying those funds to a bank deposit, he is likely, in the current climate, to receive 2 or perhaps 3 percent on a fixed term of 12 months, which would result in an income of between 6,000 and 9,000 GBP form his lump sum. As an alternative, the non-correlated funds, available through major international institutions, have conservatively achieved around 7 percent, net of all management costs.

That same man has now increased his interest income from 6,000 to 9,000 per annum to 21,000 GBP, effectively more than doubling the return. For those of us looking to preserve our capital, whilst still maintaining a decent lifestyle, this is significant.

Our feeling is that these particular funds have provided a real alternative for those trying to make their assets work for them, without quaking every time the financial news comes on.

These non-correlated holdings look to operate on a low risk profile, where demand exceeds supply, often resulting in very stable and consistent results.

In summary, individuals can look further afield than bank deposits to improve returns, without taking a leap into the unknown with the stock markets.

Or in a quiet back room with close confidents you might hear something more like, ‘I am the majority!’

Yes, Thaksin Shinawatra and his sister Yingluck were able to ‘gather’ a majority under the guise of democracy and thus become the prime ministers of Thailand in these recent years, but what made both of them come crashing down in disrepute?

The Thai people’s needs and wishes are just the same as those of other people around the world and that is for tried, tested and experienced leadership and not just another politician or political dynasty making an ‘end run’ towards tyranny, or would it be more polite to say autocracy?

Autocracy, absolutism, dictatorship, despotism, Caesarism, Nazism, Stalinism…I don’t care what you call it. Tyranny is tyranny and a large and influential number (The BBC and CNN claimed over 5 million protesters!) of Thais have stood up and said enough is enough!

When a leader makes moves towards absolute and unlimited power as was attempted by Yingluck Shinawatra and the recent ‘Amnesty Act’ which the official press agency of the People's Republic of China the Xinhua News Agency published that “the contentious amnesty bill has proven to be the worst move made by Thai Prime Minister Yingluck Shinawatra's government in its twoyear tenure, further dimming her brother Thaksin's chance of returning home”.

China’s Xinhua News Agency went on to proclaim that “some Thai academics have described the amnesty bill as the ‘worst legislation’ in Thai history, saying that this is an affront to the rule of law”.

This incredibly controversial Amnesty Bill that has so enraged so many in Thailand from students, teachers, unions, professionals and of course politicians right down to

housewives and service workers was drafted to procure a blanket pardon to all those Thai’s involved in the political unrest and bloodshed and deaths that followed the 2006 military coup that toppled the Thaksin regime and forced Thaksin into exile.

Had this legislation been legalized and put into law, it would have actually benefited a very small number of people as most of those Thais that had been originally charged and convicted between 2006 and 2008 had received relatively light sentences of one to six years in jail and most have already been released.

So what outraged so many Thai’s all over Thailand including a good number of former red shirt supporters is that in the end the Amnesty Act put forth by the Yingluck government basically was a whitewash to bring her brother Thaksin Shinawatra back to Thailand despite his having been on the run from a 2008 corruption conviction handed down by the Thai Supreme Court which sentenced him to a two-year jail term.

It is so amazing to me to see so many Thais of every age and persuasion pouring into Bangkok to show support for the King and country and as you can see on television they are in the hundreds of thousands and growing.

Almost every single Thai person you talk to has very strong feelings and convictions about what has happened to their government and many are going into Bangkok and are out on the streets to show their solidarity.

A foreigner recently asked me rather sarcastically, “Well what are the Thais going to do next? What if they get a new leader that’s even worse?”

My answer was quick and swift, “The Thais will be out in the streets again.”

General Suchinda and Chamlong Srimuang crawl towards the King. years now and I was here when General Suchinda lead the ‘Coup Revolution Thingy’ (my term!) back in 1991 when General Suchinda overthrew the Thai civilian government here.

General Suchinda immediately announced free and democratic elections within a year which did bear the appearance of being fair and equitable until…Oh Oh! It’s that tyranny thing again, yes General Suchinda decided that he himself would stand for the office of prime minister, thus breaking a promise he had made to the Thai people prior to the election.

Well, it didn’t take long for the students to mobilize after the military ‘reportedly’ killed approximately 72 students (black market video tapes sold on the streets of Bangkok in the days after showed hundreds of students shot down with witnesses claiming 700 to 1,000!)

I will never forget that time as I was a sports coach (Thai National Fencing Team) living and working at the Sport Authority of Thailand right next door to Raemkampang University (sound familiar?) and I spent day two, three and four of that ‘Coup Revolution Thingy’ hanging out with the Thai students of Raemkampang University who had completely blocked off about three kilometers of Raemkampang Road so that the police and military could not enter.

It was just a few days into this episode in Thai political history when our King Bhumibol requested the audience of General Suchinda and the leader of the people’s opposition Chamlong Srimuang and both appeared and advanced in the traditional crawl towards our King.

First-time property extravaganza comes to town at Hilton Pattaya, January 9-12, 2014

The massive ballroom of the awardwinning, 5-star Hilton Pattaya is the magnificent venue for the most significant property exhibition ever held on the Eastern Seaboard. The real estate industry support is transparent, with the best of the Pattaya developers exhibiting at the show.

he four-day consumer event has been organised

by Exact Trading Company, the Pattayabased publisher of the Pattaya Condo Guide. This is the first property exhibition of its kind to be launched in Pattaya and is already a sell-out having attracted around four dozen leading developers and realtors including Universal Group, A+ Properties, Blue Sky Group, Kingdom Property, The Urban Property, Siam Royal View, Orion, Raimon Land, Ocean Residential Property, The Ville, Riviera, Beach Properties, New Nordic Resorts, Compass Real Estate, Elegance, Powerhouse, Beach Front, Mosaic, Aeras, S-Fifty and Pattaya Posh amongst others.

New property developments including condominiums, luxury villas, houses, plots of land and resales around the city and from other regions of Thailand will be showcased, with several as yet unannounced luxury launches using the exhibition as their initial publicity and doubtless taking advantage of

the celebrated “wow” factor or distinctive appeal to delight the public. Pattaya is currently one of the property hotspots across Southeast Asia with no shortage of new initiatives, including the increasingly popular Jomtien Second Road area with its still moderately-priced land prices and improved communications.

Pattaya Mayor Itthiphol Kunplome recently met with the organizers to confirm the official support of City Hall. “The real estate industry plays a big part in the future plans of the city of Pattaya, both as investors in the local economy and also as major employers,” he said. “We are therefore delighted to support this new exhibition which will encourage more buyers and investors to the region. It will show what the developers and realtors have to offer and will allow attendees from Thailand and abroad a great opportunity of selecting a large number of real estate choices conveniently all under one roof at the Hilton Pattaya.”

Universal Group’s Savanna Sands, one of the property developments to be showcased at the exhibition Middle East, Europe and Asia, explained “There is huge rental and ownership potential in Pattaya for its various market segments. They include the Pattaya and Bangkok expats, the international tourists and, of course the vibrant Thai domestic market with a keen interest in owning second homes on the Eastern Seaboard.” He added that he had been delighted by the large number of developers confirming participation and had already received enquiries from attendees and investors from as far away as UK, Singapore and India requesting details.

The real estate industry seems to be unanimous that early January is the best time for the initiative at the height of the high season. Competitive property prices, an all year round pleasant climate, five-star hotels, great restaurants, championship golf courses attracting hundreds of thousands of players and a fantastic nightlife all go to attract over 10 million tourists to Pattaya every year. There are also estimated to be around 50,000 expats based in the area on a variety of one-year visas and residency permits.

Mike who is also the publisher and editor of Thai Golf News, adds, “Prices are still very reasonable in Pattaya and up to four times lower than in major cities such as Singapore and Hong Kong.” Other reasons for the city’s building boom has been the upgrading of infrastructure, particularly the Suvarnabhumi-Pattaya multi-lane highway, and the prospect of a high-speed rail link between the city and Bangkok by the end of the decade. Yet another boost for Pattaya is its relative immunity from flooding compared with the more vulnerable Central Plains and even the metropolis itself.

Indeed, many real estate professionals believe that in the future two international property exhibitions a year are a distinct possibility in Pattaya.

“Consumers at exhibitions are under a lot less pressure than in a sales office, as they are free to roam around as potential purchasers, investors or renters,” confirms Mike, “and the tourist profile in Pattaya is expanding and evolving all the time. With the onset of the 10-nation ASEAN Economic Community in two years’ time, the marketing

What is democracy?

(Harry Gregson writes) Thailand’s troubled politics have encouraged many people to think about what democracy means. Of course, the word comes from two ancient Greek words meaning “people” and “power”, but that broad definition doesn’t take us very far in the 21st century. In any case when the Greeks referred to democracy, they omitted half the human race – women!

It is often said that Britain is an example of a stable democracy because it has a long tradition.

Actually this is poppycock because as late as the early nineteenth century only three percent of the population had the vote. Only in the 1930s did one man (and woman) voting procedure come fully into play.

Thailand is usually seen as a “flawed” democracy along with many other countries in what we used to call the Third World. The country has the one man one vote principle, but it is commonly believed that this is achieved at the cost of enormous vote buying in cash or favours. Some Thai constituencies are like medieval fiefdoms with complex systems of patronage largely hidden from public view. I’m not sure Aristotle took such factors into account The danger that the ruling party will use its majority to try to ram through legislation, under the winner-take-all principle, was illustrated in

One day over Q: I came into Thailand with 30 days stamp on arrival. My flight home is one day later than the visa stamp on my passport. Some people say I need an extension at the immigration whilst others say I will be arrested at the airport. What is the situation?

A: By custom and practice, visitors are allowed (gratis = free) to overstay one day. But if you are later than that, say two days, you will be charged for both days (1000 baht or 500 x 2). You could alternatively apply at a Thai immigration office for a seven days extension, costing 1,900 baht, but there is no need to do so in the circumstances you describe. Minor overstays like this are not subject to arrest, assuming you can pay!

Two years over Q: I have no excuse but I should have left the country two years ago. Since then I have been living in Thailand illegally and surviving on meager money transfers from my sister in UK. She always refused to send enough for the fine and the airfare as she said she did not want to see me again. However, she recently died and her solicitor on the phone has told me I am in the will to the amount of 300,000 pounds. I am desperate to get back to England but the lawyer says the UK cask is frozen until I arrive.

A: Such a long overstay will likely result in a short term of imprisonment in a Thai jail followed by a wait in the immigration detention centre until somebody pays for the ticket. I suggest, before giving yourself up to the Thai police, you contact your embassy and ask them to speak to your solicitor. Maybe, only maybe, the solicitor could provide some cash up front to pay for the air ticket without a long wait. It is true the embassy can’t leave you

Thailand last month when the constitution court vetoed the move to make the Senate or Upper House wholly elected and the Senate threw out a contentious bill giving widespread immunity in corruption and graft cases. These factors led to a campaign of civil disobedience.

The English language has many words of a “boo” or “hurrah” nature. The word actually appears in the formal title of the Democratic People’s Republic of Korea, the land of Kim Jong-un to you and me.

My point is simply that the term “democracy” is described by its context at a particular time and place. Contrary to popular opinion, it has in practice no universal norms and values to act as a checklist. The expression, “You pay your money and you take your pick,” has applications to all subjects, not least that much-abused term meaning people power. forever in a Thai jail, if you do nothing, but expect a wait of many months, we hear.

Non religious cremation Q: My grandfather, an American, is expected to die soon in Thailand. He is an atheist and has told me in no uncertain terms he does not want to be cremated in a temple with all that religious symbolism. This sounds to me like a difficult problem, so I wonder if you have any advice.

A: I would have thought the obvious answer is to fly his body back to USA where his wishes can be accommodated. If not possible for some reason, speak to one of the mortician companies suggested by your embassy. They may be able to suggest a compromise such as a cremation without any chanting or ceremony. But all crematories here are located in temples.

My India trip Q: I am a Brit living in Thailand and I want to go to India on a short holiday to see Calcutta and the Taj Mahal. I understand I need a visa to visit India but I have been told I can obtain it only in the UK. Is this information right?

A: No it isn’t. The Indian embassy in Bangkok regularly grants such visas to Brits and the details are on their website. There is an extra form to fill in as you are not in your country of nationality. The visa granted to you will be double entry and will be valid six months from the date of issue. By the way, the old rule that there must be a gap of 60 days between leaving India and returning (if needed) for the second entry has been rescinded.

Retirement question Q: I am 54 and with plenty of income in UK. I also have a Thai bank account. I am certain that I qualify for the retirement visa except that I am not retired and still working flat-out in a bakery in Liverpool. But I take regular holidays in Thailand and would like the status of a long visa. Is this possible?

A: Yes. There is no need to be retired if you want this visa. The only criteria are your financial situation and your age (50 or older). Don’t forget to purchase a re-entry permit, presumably multiple, if you apply for the retirement visa.

Snap Judgment Military’s role in politics In recent days there has been speculation that the Thai Army may instigate a military coup (phatiwat) as opposed to the so-called people’s coup (prachaa phiwat) which the street demonstrators claim has already occurred. Although the country has a long history of actual and attempted putsches, most of them were many decades ago. In the last 22 years there have been only two launched by the army – 1991 and 2006. Neither of them brought any benefits to the country and the 2006 coup by general agreement led to the opposite of what was intended: entrenching rather than ending the issues of rampant corruption and the Thaksin “threat”.

One of the many paradoxes of the 2006 coup is that it gave birth to the red-shirt movement which has proved to be the highly-effective shield of the current government led by Thaksin’s sister Yingluck Shinawatra. Anyone in the military thinking of declaring a coup will certainly have to take into account the likelihood that tanks will be opposed in the streets. Even civil war could not be ruled out. Thailand is not Egypt and there is no significant support in this country for a really bloody crackdown such as that engineered by General al-Sisi in Cairo.

Of course, there are various sorts of military coups. A “revolutionary” coup, such as happened in China in 1911 and leading to a permanent power restructure, has never been attempted in Thailand. In fact all the coups here have been of the “reshuffle” variety, that is, one elite temporarily replaces another but without any fundamental power shifts. There are also self-coups where the military steps in to support the incumbent government, as happened briefly in Thailand in 1973.

But a coup now can likely be ruled out. The Shinawatras too learned from 2006. The Pheu Thai government has been very generous with budgets for the Army and the current prime minister is also minister of defence. In fact, she has befriended the high command and provided organizational autonomy to the generals. Whilst sections of the Army would certainly respond to a call for a coup, the likelihood is that the high command would split, leading to awesome problems indeed. Incidentally, neither the Navy nor the Air Force have played significant parts in most previous coups d’état here.

The broader issue is that Thailand today is increasingly interconnected with the outside world. Economically the ASEAN Economic Community, a free-trade area of 10 sovereign nations, is formally to be launched in two years. If a coup were to occur now, there would be diplomatic opprobrium and expressed disgust, not to mention investors and tourists losing confidence yet again. The Thai economy in the second decade of the twenty-first century is just too integrated to deal with an inward-looking military take-over which would anyway be resisted tooth and nail.

In the world of realpolitik, the best role the Army can play is as a mediator behind the scenes. The generals can twist arms and be forceful in convincing political opponents to make concessions for the sake of the greater good. In his recent birthday speech, His Majesty the King spoke about the need for unity. The best hope for that may lie in the Thai Army acting as an honest broker.

The Army Chief General Prayuth Chan-ocha is in a very good position to achieve that. Commonly said a few years back to be rather coup-minded, the general in fact has shown himself to be both wise and conciliatory in the 2013 political troubles in Bangkok. The fact that both warring sides have believed him to be on “their” side in the past month, is in reality a good guarantee of his independence and objectivity.

Nobody can mediate the current conflict in this country better than the Thai Army.

(Stableford) The weather was once again bright and cool to wind up a week of almost perfect golfing weather, although the breeze was considerably stronger and would prove to be a major influence on the scoring. The course was busy and the first few holes were played at a snail’s pace, but fortunately it picked up as the round progressed. The breeze was causing difficulties for all the golfers and some of the pin positions on the day were verging on the ridiculous. In particular the hole on the 10th green was cut on the front slope of the green and any putt missing the hole, even putting uphill from the front of the green, rolled back down the slope and off the front. Gordon Melia produced another fine performance to win the B Flight for the third consecutive game, seven points clear of second placed Reg Smart. It can only be a matter of time before Gordon’s handicap gets cut down to his previous level and he returns to the A Flight to give someone else a chance in the higher handicap division. November’s Golfer of the Month, Tony Scambler won the A Flight one point ahead of Gerry Cooney.

Mountain Shadow (Stableford) We had a big group of players who turned up to play the course for the second time in just over a week. It shows that players do like the course. So after an early brekkers in Bert’s, it was off to Mountain Shadow.

Soon changed, it was onto the first tee and we got away with a gale blowing, as it did for the whole day. So with the strong wind blowing, some of us spent much of the day in the rough and for me, it was a question of after the lord mayors show for me.

The fairways were as expected but what was apparent was that the greens were very slick and not helped by the wind blowing

us all over the place. It was going to be a tough day.

It was a fine day until my group reached the par 3, 15th hole, when the group in front of us seemed to be standing overlong on the green and waving their arms. After they finally left the green and we played our tee shots I went up to ask why they took so long on the green, to be informed that Mike O'Brien had got a hole in one. Well that of course made certain that we would have a lot of players back at Bert’s after we got back. But very well done, Mike.

Round over it was into cars and back to Bert’s where surprise, surprise we had practically all the

golfers back. The winner of the A Flight, 0 to 19, was Bob Watson with a great 37 points ahead of Steve Hamstad in second with 34 points. In third we had a countback on 32 points that saw Dick Warberg in third and John Davis in fourth. In the B Flight we had Brian Gabe as winner with 37 points ahead of Mick Coglan in second with 30 points. In third was Mike O’Brien with 28 points on count-back over Henry O’Brien in fourth.

Then as is the normal, Mick O’Brien bought all the golfers a drink and a good night was had by all.

Door Bore Dear Andy, We have a wooden screen door that no longer closes properly, mainly because our kids are constantly running in and out of the house throwing the door open or slamming it shut (when they remember to shut it). What can we do (short of getting rid of the kids)?

Karl A frequently-used door of any kind can easily develop an opening/closing problem due to a loose hinge, sagging jambs, or too much paint. Assuming you haven’t painted the door recently, check the gaps between the door and doorjamb. A wide spot could indicate the hinge screws are coming loose; tighten them. If they are stripped, you will need new holes and, while you’re at it, you would be well advised to replace the hinges.

With the door and hinges removed, bore the holes and fill with glue and wood dowels (golf tees work). Tap the dowel in and cut off any excess so that it is flush with the jamb. Let the glue set a few hours before fastening the hinges. Hang the door back on its hinges and test it. If it

still sticks, plane down the door where it's hitting the jamb.

Rice and Beans We enjoy a good cup of coffee (or six) every morning and appreciate freshly-ground beans.

But our coffee grinder blades have become mucky and don’t grind as well. Is there an easy way to fix the problem?

Jane Try this, Jane: Pour a cup or so of rice (uncooked) into your coffee grinder and grind for a minute or more. The hard rice should act to clean the grinder as well as sharpen its blades.

Thai Cabinet Could you please tell me what I could use to clean my Thai wooden cabinets which are coated in old grease?

Terry If you’ve been reading this column for any length of time, Terry, you know that I much prefer natural cleaning solutions to potentially harmful commercial products. With that in mind, I would suggest that you make your own solution.

Combine 2 tablespoons vegetable oil, 4 tablespoons white vinegar, and 1 liter warm water in a 2-liter container. Shake well until the contents are blended. Then dampen a soft cloth with some of the mixture and wipe down the cabinets. Follow up by wiping the cabinets dry with a soft cloth.

This should remove the grease and dirt without harming the wood.

Bloody Nightmare?

How do I remove blood from a brand new mattress? I always read your tips, in fact it’s the main reason I buy Pattaya Today. Please can you help in this case?

Patty I hope your question is only theoretical, Patty, because if the mattress is already stained, removing the blood can be an insurmountable nightmare. For a new blood stain, before it has set, dip a sponge in cold club soda (cold water works, but not as effectively) and dab the spots immediately. Dry with a towel and repeat as necessary. For older, set stains, wet a white towel with hydrogen peroxide and blot and then, pressing hard, wipe up the stain from the outside edges toward the center of the stain. Repeat. If the stain remains, scrub with OxiClean.

Do not expect total success.

The best method for attaching anything to cinder block walls is to use concrete screws. First make holes using a concrete drill (a hammer drill works best, but a regular drill will do the trick), and then insert the screws into the holes. Concrete screws are available with a hex head or Phillips head. Hex head may be better because the Phillips is fluted and that may split the cabinets under heavy weight. You might also use washers to further spread the bearing surface of the screws. The purpose of the screws is twofold: First they can pull the cabinets tight to the wall better than other methods. Second, there is the shear strength of the fastener itself.

Eldon The fastest way is with a stump grinder; the easiest is using a product called Stump Remover. Unfortunately, to my knowledge, neither is available in Thailand. That still leaves three options: ask a gardener, a landscaper or at a local nursery if they can remove the stump. As an alternative, you can undertake the long-process yourself. Start by drilling or chopping large, deep holes in the stump. Fill the holes with sugar, fertilizer or any sweet substance. Wet it all down, cover with mulch, and wait until the stump rots away. The third option is to hire a few unemployed people

A common reason lamps do not work is a bad connection between the bulb and the contact tab in the bottom of the socket. First, unplug the lamp, then use a screwdriver tip to scrape off any corrosion and to pry the tab up a little. If the problem remains, take apart the socket (squeezing on the upper cover and work it off). Remove the insulating cardboard sleeve and check the wire connections.

If they look good, the next thing to troubleshoot is the cord. Remove the wires from the screw terminals, noting how they're connected. If there's a silver wire and a copper wire, the copper goes on the brass screw. If both leads are copper, the lead with the ridge on the side of the insulation goes to the brass screw.

Use a continuity tester to check the cord. If there's continuity in the cord, replace the inner socket.

Then connect the wires to the new socket. Twist the bare ends of the wire, hook them clockwise around the terminals and screw them down. Put the socket inside the sleeve, and the sleeve inside the cover. Push the cover back down on the base and orient the switch in the desired direction. If the lamp still doesn't work, buy a new lamp.

Our Community Twenty-five years of excellence

Although the Redemptorist Vocational School for People with Disabilities first opened its doors in 1984, it was not until a few years later that it was officially recognized by the Ministry of Education as a vocational school.

From the original four students who made up the first class, today almost 3,000 young adults have graduated and are now leading independent lives.

On December 7 the school celebrated its 25th anniversary, which started with a ceremony for more than 80 graduating students. As each student moved forward to receive their certificates, their new place of employment was also announced and 100 percent of all graduates now have jobs.

For a quarter of a century the vocational school has

been educating young adults in various subjects, electronic repair, computer science and a computer based English course, all with the aim of teaching them the skills so that they can, in the words of Father Ray Brennan, ‘earn their own rice’.

The school has also produced many athletes who have represented their country at the Paralympics Games, including eight former students who competed in London last year.

Students studying computer science regularly participate in competitions against university students, and on most occasions they return to Pattaya carrying gold medals.

Well known stores such as Big C and Tesco Lotus come to the school looking for new staff, and most of the large hotels in Pattaya employ former students

from the school. When Power Buy opened a store in Pattaya Klang, not only did they employ the graduating electronic repair students in their workshop, they also hired students for their call center.

Several years ago the United Nations called the vocational school the best of its type in Southeast Asia, and yet there are many people in Pattaya who do

not know the school even exists.

Next time you see a person with a disability working in a hotel or supermarket, or just shopping in a wheelchair, recognize that there is a high chance they are former students of the Redemptorist Vocational School for People with Disabilities.

PSC, Jesters and TFI encourage sport

by William Macey There are many Thais making a big impact in the world of sport. Badminton is a prime example. The World Ladies Champion is an 18-yearold Thai; a number of other young players are making their way up the world rankings.

Many golfers are doing well on the Asian tour. Who can forget the exploits of Thongchai Jaidee? And the international volleyball community is becoming aware of the ability of the Thai teams. If children are not given the opportunity to play sports, they will never be able to fulfill their ambitions or realise their potential.

Pattaya Sports Club (PSC) installed an all-weather, all-

purpose sports area for Anti Human Trafficking and Child abuse Center (ATCC), a centre for children at risk. Many locals were present at the opening, including representatives from Jesters and TFI – Fun Events for Charity. They all agreed that it was a great addition to the facilities but, of course, the children need the necessary equipment to play their games which they did not have at this time.

As a consequence, PSC, Jesters and TFI agreed to combine efforts to provide basketball posts, football goals, badminton rackets, and other items to enable them to play every sport imaginable. The equipment was christened

on the opening day with two teams having a game showing some great individual skills.

But we had not planned all the morning’s events, for it is often the unexpected that puts the icing on the cake. For a member of the Thai Ducati Motorbike Club had a birthday that day

Registration was to be at 7 am, but being Thailand, actually took place at 8, with an 8:30 start for cyclists to take part in this, the third annual cycle event on behalf of Baan Jing Jai. Not a race, but a gentle ride at a slow pace over 22 scenic kilometres around Mabprachan Lake. This event is

supported by Nongprue City Hall; the police and many volunteers are there in support to ensure the safety of the cyclists, both young and old, with other vehicles on the road being warned well in advance of the possible problems. There were the occasional mechanical problems but these were handled

without any delay. Not exactly Tour De France style but quick enough.

Deputy Mayor Anak Patanangam welcomed participants, particularly Pattaya Sports Club for their sponsorship.

We were then ready for the off but William, Nigel and Ron from PSC took the easier route for our bicycles had engines.

Baan Jing Jai are situated along Nern Plubwan with 72 children living in what can only be described as cramped conditions with very little area to play. They have long had a dream to have a much larger purpose-built centre and that dream is just about to be realised. They have purchased a plot of land along route 36 and are waiting for Pattaya City Hall to grant planning permission. They have been fortunate enough to

A slow pace was observed throughout and, although some of the younger children were tired, everyone arrived back at base having enjoyed a very pleasant morning. Everyone ploughed into the rice, noodles, waffles and of course water to replenish some tired bodies.

Learning Out and About

I don’t remember much about my primary school experience. But I do remember our class field trips. Field trips are more than a holiday from school; coupled with meaningful and relevant lesson objectives, a field experience can engage students in learning and leave a lasting imprint. Sadly, in some countries the field trip seems to be in decline; a survey by the American Association of School Administrators found that more than half of schools eliminated planned field trips in 2010–11. This is a shame for American students in the 21st century, as the school field trip is a great opportunity to underpin classroom learning with real world experience.

It brings together threads of learning from different subjects and firmly establishes cross-curricular links. The field trip also provides an opportunity for young children to safely explore a new learning environment with their school friends and experience learning and socialising in a new and interesting context.

A recent visit to a zoo was a great opportunity for the children in Year 2 to apply some of the skills they had developed in the classroom, in the wider world. They immediately had the chance to use some of their geography skills as they tried to navigate

with the help of the map provided by the zoo. The children’s reading skills were also put to use deciphering signs and identifying animals.

However, their main task while at the zoo was to use their scientific knowledge to classify the animals they saw, as mammal, bird, reptile, amphibian or fish, and this gave rise to some lively debate over which animal belonged in which group and why. And of course, they had to record their findings. There were also opportunities to feed giraffes, a rhinoceros, elephants,

Hot Dog Help Garden International School (GIS) students from Eagle House raised more than 11,000 baht to help victims of the devastating typhoon in the Philippines. In its initial fund drive, the students organized Hot Dog Friday and raised 11,459 baht. More fundraising events are planned.

coming face to face with a big cat or feeding a baby goat, can be relived and recounted with friends and will become memories which will live on long after the children have left school.

You & Your Pets Dog body language

Have you ever wondered what your dog is trying to tell you?

Understanding what your dog is saying can give you a lot of useful information, such as when your dog is spooked and nervous about what is going on, or when your dog is edgy and might be ready to snap at someone.

To interpret your dog’s state of mind you must look at your dog’s face and his entire body. Dogs are very expressive animals. They communicate when they’re feeling happy, sad, nervous, fearful and angry, and they use their faces and bodies to convey much of this information. Dog body language is an elaborate and sophisticated system of nonverbal communication that, fortunately, we can learn to recognize and interpret. Once you learn how to “read” a dog’s postures and signals, you’ll better understand his feelings and motivations and be better able to predict what he’s likely to do. These skills will enable you to interact with dogs with greater enjoyment and safety.

1. Relaxed Approachable This dog is relaxed and reasonably content.

Such a dog is unconcerned and unthreatened by any activities going on in his immediate environment and is usually approachable.

2. Alert–Checking Things Out If the dog has detected something of interest, or something unknown, these signals communicate that he is now alert and paying attention while he is assessing the situation to determine if there is any threat or if any action should be taken.

3. Dominant Aggressive This is a very dominant and confident

animal. Here he is not only expressing his social dominance, but is also threatening that he will act aggressively if he is challenged.

4. Fearful and Aggressive This dog is frightened but is not submissive and may attack if pressed. A dog will generally give these signals when he is directly facing the individual who is threatening him.

5. Stressed and Distressed This dog is under either social or environmental stress. These signals, however, are a general “broadcast” of his state of mind and are not being specifically addressed to any other individual.

6. Fearful and Worried This dog is somewhat fearful and is offering signs of submission. These signals are designed to pacify the individual who is of higher social status or whom the dog sees as potentially threatening, in order to avoid any further challenges and prevent conflict.

A most appealing cat who just loves attention and cuddles, has just been neutered. The pink shirt is to stop her from pulling her stitches! She had four beautiful kittens a few months ago and mum and two remaining sons are looking for a good home.

Lucky One

A brave girl who was found in Jomtien after surviving an attack by two dogs. She was helped by a kindly Russian tourist who realized she had a broken leg and called us. She is now recovered and is ready for a new home.

7. Extreme Fear–Total Submission This dog is indicating total surrender and submission. He is trying to say that he accepts his lower status by groveling before a higher ranking or threatening individual in the hopes of avoiding a physical confrontation.

8. Playfulness Here we have the basic invitation to play.

It may be accompanied by excited barking or playful attacks and retreats. This set of signals may be used as a sort of “punctuation mark” to indicate that any previous rough behaviour was not meant as a threat or challenge.
