fter trial runs in Pattaya and Phuket, the tourist court initiative is now spreading fast in Thailand. A new Bangkok venue opened in Pathumwan municipal court last month and 15 more are planned nationwide in the next year. The tourist courts aim to deliver quick and fair rulings in usually minor cases involving foreign holidaymakers who may not be in Thailand long enough to wait for the normal, lengthy proceedings. Secretary-General of the Judiciary Office, Phattarasak Vannasaeng, said that the initiative had already drawn praise from embassies, the media and the travelling public.

Pattaya opened the first tourist court in September last year after concerns that the Thai judicial system was not coping adequately with short-term visitors. However, the new courts are not separate from the traditional judiciary but can settle consumer protection and civil cases, including Jet Ski ripoffs, provided both parties agree to the arbitration. Another advantage of the tourist court is to take witness statements from vacationers, including video-conferencing, without their needing to turn up at a subsequent trial. Continued on page 6
