British Expats Await Health Decision

ritish passport holders residing in Thailand and some other countries are holding their breath to see if they can use the National Health Service (NHS) if they return to UK. At the moment, they lose the right to free healthcare even if they have paid national insurance contributions all their working life.

But a governmentsponsored public inquiry last year came up with the recommendation that expats should be able to take advantage of NHS facilities, long or short term, provided they paid at least seven years national insurance during their working life. According to Tax-News, an online forum, the basic

recommendation has been accepted by the government, but the minimum number of contributions has not yet been determined. Final details are expected later this year. The new discretion seems to fly in the face of other developments which have worsened the plight of expats. In Thailand and most other countries,

the British old age pension is frozen and not increased in line with UK inflation. It was even mooted last month that expats might even lose the personal allowance to reduce their UK tax payments – though the government stressed this was no more than a suggestion at present. Continued on page 4

News Horse gamblers arrested Having heard about illegal online gambling in a Central Pattaya bar, a farang working undercover for Pattaya Police used marked money to place several bets on Australian horse races shown on TV. Seven foreigners, mostly Australian, were arrested and fined before being discharged from the police station. The Thai bar owner escaped. Some of those arrested said they had been gambling on foreign races for a long time and claimed to not know they were breaking the law.

Two Brits robbed in hotel

An unemployed man recently released from jail was again arrested by Pattaya Police near Beach Road. Twenty-nine-year-old Samrit Yingnok, previously jailed on narcotics charges, reportedly followed his victim, Utsanee Udomsri, 41, before hitting the man on the head and snatching his bag. Police recovered the bag which contained only 140 baht and some documents. Several victims had earlier reported having been hit and robbed by the same thief.

Fifty thousand baht was stolen from the safe of a British tourist who found his hotel room tossed upon his return. The thief also stole Norman Nenneth’s mobile phone. Investigators told the 63-year-old visitor that they believed it was an inside job since a window had been broken and a pair of sandals (presumably belonging to the burglar) left on the floor. Later the same day, another British tourist, Tom Young, 51, reported that his room also had been burglarized and 4,000 baht stolen. Police are interviewing hotel staff.

An elderly Israeli man, Eli Mansnar, vigorously refuted claims that he had molested a 16-year-old girl in his apartment. The girl, daughter of Mansnar’s cook-housekeeper, said she was left in the Pratumnak Hill apartment while her mother went to a local convenience store. During her mother’s absence, the girl alleged, the 79-year-old man accosted her, prompting her to flee the room screaming. Not true, claimed Mansnar, who told police that the duo had come to his flat asking for a 10,000-baht loan. He said he did not have 10,000 baht, whereupon the mother left the premises and the girl removed her blouse. At the police station, the hapless Israeli agreed to pay the mother 10,000 baht to avoid having to go to court.

Korean tourist Haeyeol Ju was slightly injured as a result of a misunderstanding involving a sexual tryst. Meruwan Matil, 27, said the man she met on the street offered her “50,000 baht” for sex. At the hotel, however, her customer said he had promised “15,000 baht,” attributing the misunderstanding to a language problem. The incensed woman phoned three male friends who visited the tourist demanding full settlement to avoid further violence. Police refused to get involved except to advise Haeyeol to seek medical attention.

Nigerian murdered Reeking corpse

Police seek to interview Nigerian Nmamaka Onwuhafua, 31, on the heels of the murder of his roommate, fellow Nigerian Jude Chukwu, 32. Chukwu died of brain injuries following a violent attack in his rented house on Soi Khao Talo, where investigators found overturned furniture and smashed beer bottles. On the night of the murder, two Thai women reportedly had been in the house and left when the two Nigerians began arguing--a frequent household occurrence, according to neighbors.

Odors emanating from a unit in the Fly Bird Condo in South Pattaya caught the attention of a security guard who entered the room and found the remains of a 50-year-old man, Panupong Yongyut, who apparently had suffered a heart attack about a week earlier. Police reported no signs of a struggle and that nothing in the room had been disturbed. The security guard said he became suspicious because Panupong usually had his TV on, but for several days there had been no signs of life. The victim had formerly lived in the condo with his wife and child but, according to neighbors, they had not been seen in the condo for months.

The matter of whether British expats will soon enjoy canceled health benefits if they return to UK is being especially watched in Thailand which has a large number of elderly Brits. Many of them arrived here when the pound was much stronger and Thai hospital bills have increased substantially, especially in the private sector. An allied problem is that many expats find that their age or pre-existing medical conditions prevent them from purchasing local or

international insurance. Even those with insurance find that the sharp rises in annual premiums, especially for those in their seventies, force cancellation sooner rather than later. A spokesman for a leading insurer told Pattaya Today, “This move in UK to relax the eligibility rules will come as a great relief to many British expats, especially as they get older. Although Thai hospital costs are still cheap by worldwide standards, a stay in hospital of a week can still

cost one million baht or even more if new technology is substantially involved.” The British government has announced that some of the extra costs can be recouped by requiring that immigrants to UK, both inside and outside the European Union, to make financial contributions to the NHS before accessing any services. At present anyone who is “ordinarily resident” in UK can claim NHS treatment, a category which appears to cover some health tourists and recent immigrant arrivals.

Rajamangala University of Technology and the Seed Association of Thailand promoted the country’s seed industry during a conference at Grand Jomtien Palace Hotel. Dr Sint Punpinij, university president, said Thailand’s seed exports already is a flourishing industry--number one in ASEAN--which means it is a regional hub in this sector.

Amazing TAT targets Europe, Middle East As tourist numbers continue to decline, the Tourism Authority of Thailand (TAT) plans to focus new marketing campaigns on Europeans and Middle Easterners. “During the beginning of this year, Thailand faced several volatile factors including the ongoing domestic political situation, but we are pleased to see that the overall European market remained strong and positive although the Middle East market turned quite stagnant,” said Thawatchai Arunyik, TAT governor. “Given the results, we recognize the need for us to be even more proactive in our strategies and

activities to make sure that Thailand remains a must-visit destination among travelers from these two markets, as well as other markets. “To attract more visitors from Europe, TAT will join hands with airlines and tour operators in launching special promotional tour packages as well as cooperate with online travel agents in introducing tactical campaigns via digital platforms. Also, we will be staging Amazing Thailand road shows in various European countries as well as expanding the Thailand Fan Club network through a range of proactive customer

relationships management activities.” Among key factors seen reducing tourism from the Middle East--besides the Kingdom’s ongoing political situation--is the new policy that allows Arabs to enter Europe without a Schengen visa. Travel time from the Middle East to Europe and to Thailand is approximately the same. To lure more visitors from the Middle East, TAT will partner with Emirates, Etihad, and Qatar Airways for familiarization trips for media and travel agency representatives in the Gulf countries.

Honda Jazz introduced here Honda Automobile (Thailand) Co., Ltd. has launched the “all-new Honda Jazz” seeking to redefine the 5-door hatchback and appeal to the Me Generation (those born in the closing three decades of the last century). Curfew hours relaxed In a move clearly designed to please the tourist industry, the National Council for Peace and Order (NCPO), the post coup military authority, has changed the curfew hours nationwide. The curfew now begins at midnight and ends at 4 a.m., rather than 10 p.m. to 5 a.m. Bars, clubs and restaurants in Pattaya and throughout Thailand must now close before midnight rather than two hours earlier. A spokesman for the Walking Street Collective in South Pattaya said the retiming was essential as commercial businesses had suffered because of the draconian restrictions. A major concern was that foreign tourists were cancelling their holidays in hotspot resorts such as Pattaya, Phuket and Koh Samui. “Midnight is not ideal but it is okay in view of the emergency situation in the country,” said the spokesman. “After all, even the bars in Cambodia tend to close around 1 a.m. and some earlier. Phnom Penh, Siem Reap and Sihanoukville are not late party towns.” The NCPO confirmed that the security situation across the country warranted the improvement in the curfew hours. However, military authorities are stressing that people must be off the streets by midnight as the security crackdown against coup dissidents continues. In practice, therefore, bars will likely close not later than 11:30 p.m. to give customers and employees ample time to reach their hotels and homes before midnight. The only people allowed to be in public areas after midnight will be curfew enforcers, shift workers, and emergency service personnel. Foreigners and Thais may still travel to Thai airports 24 hours a day but must be ready to show passports and confirmed air tickets if

In other respects, the military coup of May 22 has had little effect on Pattaya. However, a group of about 30 anti-coup demonstrators on Jomtien beach last weekend dispersed peaceably after about an hour without formal intervention. Under the NCPO regulations, political gatherings of more than five people are banned; those disobeying the order are threatened with appearing before a special martial law court. Hoteliers say that bookings are down by about 20 percent, but prospects for increased tourist numbers are good provided that the NCPO can maintain peace on the streets and continue to reduce the inconveniences of martial law for locals and foreigners alike. Real estate companies say the impact of the coup has been limited as most Thais and international investors buying property are aware that the political situation was tense prior to the coup. Most foreign embassies in Bangkok are not advising their nationals to boycott Thailand but to be watchful and avoid trouble spots. Similar advice was frequently provided during Thailand’s troubled political history over the past five years. British tourist Jason Marsh, 26, summed up the opinion of many vacationers, “The coup is not really an issue for my friends and me. We want to enjoy ourselves in a safe and secure environment. If the military junta can achieve that, then Thailand will soon be booming again.”

This year’s conference theme, “From Bench to Bedside and Beyond,” looked at the application of knowledge to practice as advancements in medical science impact clinical practices. The event included workshops, plenary sessions, case seminars, and dinner symposiums. A Meet the Experts session as well as landmark studies of breakthroughs in internal medicine and its sub specialties proved popular with participants. Disarming power saw Life is a real drag

A craftsman momentarily lost control of a power saw and nearly lost his arm when the rotating blade ripped into him. Sawangboriboon volunteers rushed to the aid of 37-year-old Ruechai Sukaksorn who had been sawing wood in a Soi Buakhao bar. He was taken to Banglamung Hospital.

A 65-year-old man was arrested one month after having an argument with a taxi driver and stealing his vehicle. Entering the room of the alleged thief, Manno Srisaman, police found a large quantity of female clothing, including underwear. The accused told police he had been cross-dressing since the age of 15 as he did not feel comfortable in men’s attire; he stressed that none of the clothing had been stolen.

Thida Chongkongkiat, director of bureau of tourism business and guide registration, said that the training emphasized anticipating travelers’ needs and reducing the scope for complaints when visiting tourist attractions.

Transvestite drug dealer arrested

Acting on a tip, police plucked an 18-year-old transvestite, Alongkorn Saengsan, from a suspicious-looking gaggle of katoey on Thepprasit Road. The teen immediately confessed to selling drugs and identified his source merely as a man named Sun who wore a black hat. That was enough information for investigators to locate and arrest Sun and confiscate his stash of crystal meth.

YWCA donates to Pattaya prison During their annual visit to Pattaya Remand Prison, the Young Women’s Christian Association donated a large quantity of baby food and other items to help confined mothers care for their infants. The prison budget does not have adequate funding to supply the needs of the infants, so mothers rely on donations. Some 4,000 inmates are incarcerated at Pattaya Remand Prison.

News Self-defense training for police volunteers

Sakchai Tanghor, Banglamung district chief, hosted a training course for volunteers who assist police and other security agencies. He said that one of the biggest problems in his jurisdiction is illegal immigration from neighboring countries. The number of economic migrants from Myanmar, Laos and Cambodia may increase once the ASEAN Economic Community comes on stream at the end of next year.

Mystery monkeys Extortionists on the prowl pose as police

Shoppers were astonished to see two monkeys wandering around Central Festival Pattaya Beach. Many visitors initially thought it was a free show as the animals climbed an electrical pole and disappeared into the wooded area behind View Talay Condo. Nobody seems to know where the monkeys came from, but one view is that they were escaped pets.

Four men gained entry to a home on Soi Khopai claiming to be police officers checking for illegal drugs. Once inside, the men accused two residents-Rashane Petkan, 19, and Pongdanai Polkayan, 20—of being drug users and demanded 30,000 baht or face arrest. Though innocent, the young men gave the intruders 10,000 baht. The victims reported the incident to police who said that the four men likely were imposters and the matter would be investigated. Indeed, one of the four, Chiab Jaisangiem, was later arrested.

The Cloud EIA approved party Global Top Group received Environmental Impact Assessment (EIA) approval of its high-rise luxury project, The Cloud. To celebrate, a party for real estate agents and marketing and sales companies was held at the project showroom in Kasetsin Soi 2 Pratumnak. The 20-storey high rise, soon to begin construction, features 161 units; it is 65 percent sold at preconstruction stage within three months.

Tulip Group to open Thailand’s first Kosher hotel Thailand’s first Kosher hotel is set to open within six months in Central Pattaya, according to the Tulip Group. The 53-room hotel, which will be run by an internationallyrecognized hotel operator, will feature a signature restaurant, rooftop swimming pool and mini gym, and a synagogue. “We believe there is strong demand for this type of property in Pattaya, whether it is for holiday makers or to cater to the ever growing local Jewish community,” said Jason Payne, Tulip Group vice president. “As a company we are always looking to expand our business into different areas, and this property will be 100 percent unique for Thailand.” Tulip Group currently has five condominiums and four hotels under construction. The tallest of the twin-tower Palm Wongamat Beach has been completed at the northernmost end of Wongamat on Soi 16. Construction of the 46- and 26-storey buildings began in 2011 and is scheduled for completion next June. Winston Gale (fifth from left in photo), co-developer of the project, noted that progress “is on target, and this milestone we have reached allows us to concentrate now fully on interior works,” adding that sales reflect the project’s continuing ongoing success. “We now have just seven units left to sell out of 542, so for us, The Palm has been a great success story.” The Palm was named the 2013 ‘Best Condominium Eastern Seaboard’ at the Thailand Property Awards. A Nova branded project near the low-rise development ‘Serenity’ also is well under construction, according to Nova Group’s Rony Fineman, who partnered with Gale in 2010 to develop The Palm. This is a unique event where kilos and kilos of different varieties of crabs are on offer and served in a myriad of delicious ways. With such a cracking culinary occasion here in town, Mick and I were in the car and winging our way to Dusit Thani Pattaya’s The Bay restaurant to enjoy these wonderful crustaceans. Positioned beside the lagoon pool is the award-winning contemporary Italian restaurant aptly named The Bay. The gourmet guiding light here is Alistair Carter, the global executive chef who enjoys an epicurean resume par excellence and brings his own winning formula to this charming restaurant. Whether you are lunching overlooking the sundrenched beach or dining at dusk under a star-studded sky, this is a wonderful place to be. We had been invited to savor the new weekly Friday night Crab Feast, which at B.850 ++ (B.1,499 with

free flow wine and beer) presents a gourmet spread of the world’s most succulent crabs plus lots of other all-star dishes. The proceedings continue from 6:30 to 10 p.m. When we arrived, the tables were starting to fill and the atmosphere was buzzing with cheerful and spirited diners. We elected to sit in the air-conditioned coolness where the views through the soaring windows onto the Pattaya nightscape are just as striking and dramatic as dining al fresco. Mastering the art of the all-youcan-eat buffet is a definite skill

and we recommend you take the obligatory “walk through” before making any culinary decisions as to your choice of items. The crab fest unfolds at the outset with the bread section. We always think that the bread basket is a crystal ball into the standard of cuisine to follow. At Dusit Thani Pattaya it is prodigious; the in-house bakery produces eclectic, crusty loaves of all sizes and colors and in fact they are now supplying their bakery items to many establishments throughout Pattaya. The cold table also starts here with a wealth of cured meats,

salamis, prosciuttos, salads, dressings and marinated vegetables before segueing into the chilled seafood selection. Here you get your first eyeful of the cooked crabs languishing next to huge prawns, green lipped mussels, and Alaskan King crab legs before moving on to the ever popular sashimi and sushi station which is where we found the luscious house signature gravlax and a superb heirloom tomato salad with marinated feta. Further down the room is the dessert section of which more later. Next on your culinary foray is the outdoor section. Here dozens of hot items sit in their chafing dishes awaiting your selection: Thai green curry with chicken, stir fried crab with black bean sauce or blue crabs with curry powder or baked with glass noodles, deep fried crab meat cakes and an elegant savory Thai crab meat mousse. The choice is sensational, but if you want another option, there’s Australian beef tenderloin, mini pork burgers or roasted sea bass with cherry tomatoes and asparagus plus accompaniments of roast or baked potatoes and seasonal vegetables.

Then there’s the live cooking stations where chefs will steam your choice of crab, pack the meat into a creamy omelet, or serve it in the legendary Singapore style. Also for a meaty option head to the BBQ chef for a choice of grilled meats. As a sidebar crab meat is virtually 100 percent fat-free, rich in protein and contains no carbohydrates. You must leave room for dessert. Walk back inside and drawing you with decadent magnetism sits the dessert section and newly crafted dessert chamber. Just the sight of it will lead to waistband widening! Evocative chocolate aromas attract as you step through the door and there center stage is the white chocolate fountain. The whole area is a sugarista’s reverie loaded with crepes, kanom krok (baked rice flour pudding with coconut cream), mousses, cheesecakes, custards, pies, ice cream and tartlets all tantalizingly displayed. So indulge; pick a predessert, a post dessert and spoil yourself with the sweetest finale to Dusit Thani Pattaya’s sumptuous Crab Feast. If you are a buffet lover, have a penchant for crab and would like to dine in one of Pattaya’s finest resorts, then this Friday night feast is for you. COOKING METHOD Put minced beef, beef fat, egg yolk and mustard in a bowl and season with salt and pepper. Mix well and shape into a burger patty. Heat the pan over medium heat and add the olive oil then pan-fry the burger patty. You may also cook on a fire grill stove until well done. Heat another pan with olive oil then sauté the onion till golden brown and cook bacon till crispy brown. In a small mixing bowl, mix fresh avocado, shallot, bell pepper, coriander leaves and lemon juice then season with salt and pepper. Cut the bun in half, apply some butter and cook on a pan or grill until golden. Place the burger patty and toppings on the bun. Serve with French fries, mayonnaise and tomato ketchup on the side. Ming Xing at Cape Dara Resort

The happy valley of Chinese cuisine Ming Xing restaurant is making a name for itself as one of the best Chinese restaurants in the city. As it had been more than a year since our last visit we were delighted to be asked back to taste master chef Prasit’s creative Cantonese dishes. Ming Xing is the signature restaurant at Cape Dara Resort. This all star resort (“dara” means star) has been open for a little under two years and in that time has achieved a reputation for 5-star hospitality and dining. Set on the most southerly promontory of the Naklua peninsula the edifice rises 26 stories into the sky and offers incomparable vistas of Pattaya Bay. The décor is superb decorated in soothing muted tones using natural organic materials to reflect the hotel’s belief in environmental conservation. Make your way to the third floor for the entrance to the Ming Xing restaurant. The décor here is stunning; the brightest hue of pink welcomes with a vibrancy and cheeriness which is definitely pleasing. A circular motif recurs in the design features with seating incorporating curved wall niches, large circular family tables complete with revolving serving areas, window seating and two (combinable) private rooms with capacity for 10 guests in each. The riot of shocking pink silk walls and cushions creates a vibrant womb-like ambiance in which to enjoy their neo-Cantonese cuisine. To accompany our tasting menu we ordered a bottle of the house red, a Chilean Cabernet Sauvignon, which mixed and matched well with the dishes that chef had in store for us. All prices here (including drinks) are net which significantly eases the final bill. Also, all dishes are served in small, medium, or large

portions to facilitate family dining or accommodate smaller units of couples or small parties. From the starter menu we were served braised abalone with vegetables in oyster sauce. The Chinese view these small gastropods as an aphrodisiac and across the Far East people believe it is good luck to eat them. The rest of the world, however, devours them for their flavor which has been described as richer than scallops with a firm texture similar to calamari. The shell

is highly prized for its stunning iridescence which is used in the making of jewelry and decorative art. However, all this uniqueness does come at a price. The small, medium and large portions of this much prized item come in at a cost of 1,500, 3,000 and 4,500 baht, respectively. So it was with much anticipation and eagerness that Mick and I tucked into our sexy abalone. The texture is somewhat similar to squid but the flavor is more buttery with a distinct briny taste rather like

a clam. Served with a sweet oyster sauce and crunchy vegetables it was an impressive start. Other starter dishes include a Ming Xing mixed plate, BBQ roasted duck (from B.350), drunken chicken marinated in Shao Shing rice wine and deep fried shrimp and banana spring rolls. To follow we were served the legendary Peking duck which is the promotional culinary item at present. Order this on a Monday night and a 50 percent discount will be your reward (B.750 plus your order of another duck dish). Chef Prasit presents his duck a la mode of traditional Beijing restaurants. The dish is prized for the thin, crispy skin and succulent flavor and is served with only the smallest amount of duck flesh under its succulent brittle skin. Accompanied by mandarin pancakes, hoisin sauce, spring onions and cucumber it is an iconic dish. Next dish to hit the table was a classic sweet and sour pork but undeniably with chef Prasit’s modern twist. A tower of tender pork patties were drenched in sweet and sour sauce and served interleaved with fingers of softly braised sweet pineapple, topped with deep fried noodles. A delicious dish, beautifully presented and perfectly placed in the sweetness of the sauce. Served in cups of red and yellow roasted peppers the lamb languished in its signature sauce. XO is made of chopped dried scallops, dried fish and shrimp, chili peppers, onions and garlic and considered the emperor of all sauces in Hong Kong where it was developed in the 1980s. We also dipped our chop sticks into a dish of juicy snow fish bathed in soy sauce which was delicious, served with bok choy and an unusual crispy noodle cake it was a memorable dish. Glutathione is likely to get more attention in the near future. In terms of staying healthy, it is one of the most important molecules in the body. Glutathione is a triple threat to toxins. It neutralizes free radicals, enhances the immune system and detoxifies the liver. The trappings of modern life — everything from refined foods to over-the-counter painkillers to stress — rob the body of this vital antioxidant. Glutathione Supplementation Logically, if more glutathione means better detoxification, people with the highest levels of the powerful antioxidant should live the longest. That was the theory that drove Danish researchers to enroll 41 centenarians in a study of glutathione levels. Their results, published in the journal Age and Ageing, found that glutathione levels were highest in the healthiest seniors.

Glutathione can be injected intravenously to help the liver perform its functions. It is used in people with liver failure to help them handle the toxins building up in their body and it is usually combined with vitamin C to boost up its efficacy. A healthy diet helps maintain or improve general health. Food provides the body with essential nutrients and supports energy needs. Eating well is important for everyone at all ages. As we age, we might need less energy but still need just as many nutrients--which can be challenging. This article aims to provide tips on nutrition and diet to ensure healthy eating for seniors. Here are some important nutrients to keep in mind when planning a healthy diet for the elderly. Calcium and Vitamin D are important for all ages. However, calcium seems to be more important as we age. Lack of calcium has been shown to increase the risk of brittle bones and fractures. Calcium-rich foods include low-fat and fat-free dairy products such as milk and yogurt, fortified cereals and fruit juices, dark green leafy vegetables, and canned fish with soft bones. Seniors need three servings of calcium and vitamin D every day. If you take a calcium supplement or multivitamin, be sure it contains vitamin D. Vitamin B12 is important for creating red blood cells and DNA, and for maintaining healthy nerve function. The richest sources of B12 include fish, meat, poultry, eggs, milk, and milk products. Consult your doctor before taking a B12 supplement. Vitamin C deficiency in the elderly may lead to iron deficiency. Vitamin C helps in the absorption of iron from foods derived from plants. It also helps to heal wounds. Some foods rich in vitamin C include papaya, guava, bell pepper, spinach, strawberries and broccoli. Vitamin A is essential for the eyes and helps form and maintain soft tissue. Sources of vitamin A include carrots, spinach, squash and sweet potato plants. Vitamin E is an antioxidant that helps prevent cell destruction. Vitamin E is found in almonds, sunflower seeds, peanut butter and ketchup. Fiber allows the bowels to function normally and is good for the heart. If you need to lose weight, fiber keeps you feeling full longer. Seniors older than 50 need 30 grams of fiber a

day. Fiber is found in fruits, vegetables, beans, nuts, seeds, and whole grains. Eating more fiber helps prevent digestive problems like constipation. It also helps lower cholesterol and blood sugar. Potassium: Increasing potassium intake along with decreasing sodium (salt) may lower your risk of high blood pressure. Good sources of potassium include fruits, vegetables and low-fat or fat-free milk and yogurt. Choose low-sodium foods and replace salt with other herbs and spices to reduce your sodium intake. Healthy fats provide energy and help your body use certain vitamins, but it is high in calories. Here are some tips to help reduce fat in your diet: - Choose lean cuts of meat, fish, or skinless poultry with less fat. - Trim excess fat before cooking. - Use low-fat or no-fat dairy products and salad dressings. - Use non-stick pots and pans, and cook without using fat. - Choose an unsaturated vegetable oil for cooking—check the label. - Don’t fry foods. Instead, broil, roast, bake, stir-fry, steam, microwave, or boil them. For weight control and overall health, limit fat calories to 20 percent to 35 percent of your diet. Most fats you consume should come from heart-healthy unsaturated fats. Try extravirgin olive oil, canola oil, walnuts, almonds and avocadoes.

Tulip Group signs management deal with Accor Waterfront Pattaya to be an MGallery Hotel Tulip Group Thailand has signed Accor to manage the Waterfront project set to open early next year. The project at Bali Hai comprises the 300-unit Waterfront Suites and Residence as well as the 120-room MGallery, which will be part of Accor’s MGallery Collection of unique hotels. Accor, a market leader in Europe and the Asia-Pacific, operates more than 3,600 hotels in 92 countries. The company provides an extensive range of hotel brands from luxury to economy. Jason Payne, Tulip Group vice president, called the MGallery brand, “perfectly suited to our unique and iconic property.”

At the same time, Patrick Basset, chief operating officer for Accor Thailand, Vietnam, South Korea, Cambodia, Laos, Myanmar, and the Philippines, said, “We have been searching for the right property in Pattaya with a unique story and distinguished characteristics that will fit the profile of the upscale MGallery brand, and now we have found it. Notarization of Documents What is notarization? Notarization or notarial act is the official fraud-deterrent process of examining, certifying and record-keeping performed by a notary public or notarial services attorney that solidifies the important document as trustworthy. It is a requirement of many countries that personal or commercial documents originating from or signed in another country to be notarized before they can be officially used or before they can be legally recognized. Once notarized, a document will have more legal credibility.

• Attestation of ID such as passport / driver’s license • Authentication of title deeds • Administrating an oath and affirmation • Testimony and oath and affirmation (affidavit) • Attestation of address • Confirmation of birth certificate • Certification of translations • Verification of documents • Power of attorney • Witnessing contracts and other related documents

Why are we being asked to notarize certain documents? It is an assurance by a duly appointed and unbiased notary public that a document is authentic, that its signature is genuine, and that its signer acted without coercion or intimidation. A notary certifies that the person signing the document is who they claim to be and that they signed the document in front of a notarial services attorney.

What documents normally require notarization? Examples of documents commonly notarized are passports, bank statements, land title deeds, contracts, power of attorney, applications for international visa, etc.

What is a notary public or notarial services attorney? A notary public is a person of integrity who is appointed to act as an impartial witness to the signing of an important transaction and to perform a notarial act which validates the transaction. A notary’s primary purpose is to prevent fraud and forgery by requiring the personal presence of the signer and satisfactorily identifying the signer. In Thailand, unlike other countries, only lawyers/attorneys are given the authority to function as notarial services attorneys through the regulations of the Lawyers Council. For an attorney in Thailand to become a notarial services attorney, he must pass a special legal training course from the Lawyers Council in order to get a notary’s license or attestation. What are the functions of a notarial services attorney? A notarial services attorney may execute the following functions: • Attestation of signature • Certifying true copy of documents

Is notarization required by law? Yes, it is required for many documents. Certain affidavits, real estate deeds and other documents may not be legally binding unless they are duly notarized. How do I get my document notarized? Be sure to take an unsigned document to the notary as you will be required to sign them in front of the notarial services attorney. You will be asked to present your original proof of identification with photo and signature such as passport or other government issued ID. Your document shall be signed and marked with a stamp or seal to indicate that the signature is legitimate and it wasn’t somebody else pretending as you. Aside from the notary signature, what particular details must be supplied by the notarial services attorney? Be sure to check that the document has been marked with a seal or stamp. The notation must correctly identify the date and place of notarization, the full name, title, certificate validity date, and license number of the notarial services attorney. Does notarization mean that a document and its content are accurate or legal? Notaries are not responsible for the accuracy or legality of the content of the documents they notarize as notaries merely certify the identity of signers and has no obligation to verify a document’s content. The signers are responsible for the content of their documents. May a notary refuse to serve people? Notaries should not refuse to serve anyone because of religion, nationality or lifestyle. A notarial services attorney is only required by law to refuse service to anyone if they have a good reason to suspect fraud and the signer cannot reasonably prove his or her identity and general competence. Can a document with blank spaces be notarized? A blank line is an invitation for fraud. Prior to notarization, documents should be entirely completed except for the space intended for the signature of the bearer as the document must be signed in front of the notarial services attorney.

Are Portfolio Bonds right for you? If you haven’t heard of portfolio bonds, chances are it’s only because you haven’t spoken to a financial adviser. Simply defined, they are structures within which multiple savings and investment solutions can be housed. They are also referred to as “wrappers,” because all your investment choices are basically “wrapped up” inside the one account. Portfolio bonds are available from leading, well-known financial institutions. Within these secure structures you can hold virtually any asset that’s not physical property. Pros and cons of portfolio bonds The potential benefits and disadvantages of these bonds depend on an individual’s circumstances, and anyone contemplating their options should certainly take expert advice. However, let’s start with the pros of portfolio bonds: Pros: • Because anti-money laundering and “know your customer” due diligence only has to be done once when you establish the portfolio bond, from then on you can swap and change how you invest very easily. This avoids a great deal of red tape, which can have time- and stress-saving benefits. • As you can hold such a wide array of assets within a portfolio bond, you have maximum investment choice and maximum portfolio diversification benefits. • An individual’s portfolio bond should be personally tailored to suit their investment objectives, risk profile and financial goals. What’s more, you can maintain such a structure for as long as you like; they are not close-ended. • You can start, stop or alter income, as required. • Accordingly, portfolio bonds can be utilized by those seeking an income from their investments, or those concentrating on capital growth. • Administrative simplicity. Usually a fax or email dealing form is sufficient to move and change how and where your money is invested. • Wrappers can be as near as 100 percent secure as exists, with no tax deducted from capital or income withdrawals for those UK nationals who are non-resident for tax purposes and many other expatriates not resident in their home country. • Portfolio bonds have been heavily utilized by those expatriates adversely affected by the European Savings Tax Directive (chiefly, they can help you avoid being signed up to either automatic exchange of information about your savings income between your country of residence and your home country) or withholding tax. • For Britons considering moving back to the UK one day, it is possible to take five percent income tax-free for 20 years from a portfolio bond–meaning that expats who repatriate aren’t necessarily caught out by their assets offshore. • Due to the scale of their operations, institutional discounts are available through some portfolio bond providers offering significant savings on management fees normally charged by major investment houses on individual investors. • Bonds can also form the investment vehicle inside an ‘offshore trust’. Because the above list identifies a great number of potential positives, it’s easy to see why so many of these bonds have been taken up by expatriates. However, there are downsides to portfolio bonds that should not be overlooked. Cons: • If you’re likely to need access to over 90 percent of your underlying assets in the short-term, you should not opt for a portfolio bond. • There is an additional layer of charging with a portfolio bond that you wouldn’t be subjected to if you held the wrapped assets individually, i.e., you have to pay for the management and maintenance of the portfolio bond structure. • Depending on where the assets are invested within the wrapper (market related holdings), the value of a portfolio bond and any income taken from it can go down as well as up and may not be guaranteed; meaning you may not get back all the money you invested. • There are minimum limits on the amount of money you need to have to invest within portfolio bonds. Generally that figure is £50,000 or currency equivalent. Who can benefit from, and who should avoid, portfolio bonds? Because the above list of benefits is extensive, it’s easy to understand why so many Expatriate Financial Advisers hold Portfolio Bonds in high regard. And yes, they may well be beneficial for you. However, there are circumstances that may make them inappropriate. Ensure you consider your tax status including residency, the charges associated with a portfolio bond and keep back any short-term requirement for capital, prior to opting for one of these solutions. Phoenix Rising! In my last article titled the ‘Phoenix Effect’ we took a good look at the residential development of homes today inside the Phoenix Golf Club and as a result of the ‘Phoenix Effect’ the residential development of homes we are seeing today surrounding the Phoenix Golf Club. It is quite amazing just how much activity there really is and now the Phoenix Golf Club itself is going through some very big and very exciting development as well. I mentioned in my last article ‘Phoenix Effect’ that I would be presenting the latest news about the Phoenix Golf Club and its new owner. I must admit, being in the real estate business here on the Eastern Seaboard, and particularly with my wife Khun Supap and I having lived at the Phoenix Golf Club for almost nine years now, the rumors that have been flying around for well over a year now have been interesting to say the least. I can remember over the years when from time to time the news would surface that there was ‘someone’ or a ‘group’ looking at the golf course with the intent to purchase it and there would be all kinds of gossip about who it or they were and what they were going to do with Phoenix. There have been so many Thai’s and even big names in the international golf scene that have been identified in the past as purchasers and in fact I can remember when the world-famous female champion tennis player Chris Evert’s well known husband John Lloyd was supposed to be so very close to purchasing the Phoenix Golf Club just a few years back. So after many years of rumors and gossip the Phoenix Golf Club has finally been sold by its caretaker bankers at the Siam Commercial Bank, and there is a new owner. As there has been so much misinformation over many years I know that even to this day many throughout the area have heard many different versions of what has happened leading up to the sale and who the real new owner is. No more mystery as I will do my best to introduce the new owner of the Phoenix Golf Club and their plans to make the Phoenix Golf Club one of the top golf courses in the area under its new name the Phoenix Gold Golf and Country Club. The new owner of the Phoenix Gold Golf and Country Club is Chanya Sawangchit who is the chief executive officer, chairman

Wining, Dining and Cruising Naklua’s Soi 12 has many treasures in store for the visitor, not least the legendary allwood Sanctuary of Truth, but for lovers of fine food and wine it contains the biggest joy of all. The Wine Cellar, opened in 2004, is certainly both unique and cool. The term cool, by the way, reflects the constant temperature of 21 degrees in consideration of the huge wine stock.

The first impression is of the cold delicatessen counter just inside the entrance with its mouth-watering display of European cheeses, prosciuttos, salamis and cured meats. Many in-the-know customers of the restaurant order as an appetizer the cheese and cold cuts platter which comes at a very reasonable 295 baht for 100 gr. But there are soups and salads galore, not to mention the squid rings with tartare sauce or the foie gras with mango chutney and bread. At this point we chatted with Roger Leuzinger, a 45-year old Swiss entrepreneur, who is the branch manager of The Wine Cellar as well as occupying the wider title of country manager (Eastern Seaboard)

The still youthful Roger has an amazing career background for a successful restaurateur, beginning his working life at the tender age of 17 as a chimney sweep and moving progressively through the ranks as a train driver, an engineer in heating solutions, a computer solutions director, a realtor in Ko Samui, a hotel resident manager and the general manager at Pattaya’s prestigious eatery Indian by Nature. “I have been here at The Wine Cellar since December 2012 and the key to a successful restaurant is very simple – excellent food and wine and an anticipation of what your guests expect.” Although the restaurant is not unduly large (but has al fresco facilities on the terrace), the decor and the layout give the clear indication of top

This is an ideal venue to choose new and emerging wines and estates from all over the world. Anyway back to the menu. There’s pasta of various kinds, the finest Australian steaks and lamb chops, seafood and several chef’s specials which include Veal “Olma” sausage, Zurich style sliced pork and the very popular Veal Schnitzel Vienna Style. If you are fond of Cordon Bleu, you’ll find several ways of enjoying this dish by choosing from chicken, pork, veal or a selection from 16 cold cuts and cheeses for a truly 5-star personal selection. here is the renowned fondue in four varieties, including the hot-melted Swiss Cheese Fondue which is, of course, the Swiss national dish and served at your table with bread. There is also a small Thai menu for those preferring this cuisine. The Wine Cellar is currently number three in the Trip Advisor league of over 500 Pattaya restaurants and just recently has been awarded Certificate of Excelllence for 2014. “I never put any kind of pressure whatsoever on customers to send in a review,” says Roger, “although I know that strategy is not unheard of on the social media.” There are currently 43 Trip Advisor reviews of the Wine Cellar. They are overwhelmingly positive and, it’s fair to say, represent a true image of a top-notch restaurant. Of course, the best way to test it is to book a table real soon! Snap Judgment The future of plastic bags (Carleton Hobbs writes:) Two million single-use plastic bags are used worldwide every minute of every day. It’s a staggering total of about one trillion bags annually. Many of them are used only for several minutes–transporting supermarket purchases to the car for example, but the petroleum resources used in their making will be with us for hundreds of years. It is no exaggeration to say that plastic has taken over our lives. It certainly has its plus features, such as making vehicles more fuel-efficient, but the downside is truly titanic. Mass production of disposable materials fills up landfills, disfigures the seas, and kills wildlife both on land and in the oceans. Nothing symbolizes our throwaway mentality in contemporary society better than the plastic bag. Can anything be done? Yes, of course. As far back as 1993 Denmark passed a law to tax the use of plastic bags which was reflected in higher prices in the supermarket. As a result, use of bags dropped by 60 percent in the initial phase. Ireland now has a plastic bag tax on consumers which has resulted in a 90 percent decline in usage. In fact, the Irish tax is said to be so popular that any party threatening to abolish it would suffer electoral damage. Many other European countries are introducing compulsory surcharges for customers wanting to use plastic bags. The European Union is demanding that all member states reduce plastic bag use by 80 percent before 2019. In the North Sea, the stomachs of 94 percent of all

dead birds examined contain plastic. Plastic bags are commonly found in the bodies of endangered species such as turtles and albatrosses. Entanglement in and ingestion of marine litter remains deadly in all the oceans. The desire to protect whales off the Tasmanian coast has led to Australia’s first plastic bag ban. More than half the country’s states and territories have now followed suit. Elsewhere, on land, congested plastic bags have contributed to flooding in Bangladesh and the Philippines. In Kenya people have contracted malaria as they attempt to remove plastic bags clogging up the drains. In South Africa, plastic bags caught on bushes and shrubs have become so common that many people call them the “new national flower”. In some African countries, up to 70 percent of the deaths of cattle are a direct result of plastic bag ingestion. In the United States, 133 anti-bag regulations have been passed. The Chicago city council voted a bag ban in April 2014. Dallas and Washington are among those local authorities that charge up to 10 cents (about 3 baht) for each plastic or paper bag, a move brought about by environmental concerns for river pollution. It follows that there is increasing awareness that use of disposable bags contains a major cost to society as well as being wasteful to an enormous degree. Most people would agree that the best use of resources means reusing or recycling materials. Plastic bags, by contrast, are designed to be thrown away very quickly indeed. It’s a waste the world simply cannot afford.

All matters below refer to the recent changes in 30and 15-day stamps on arrival at Thai land border posts. See also Editorial (Snap Judgment) this issue. Q: What exactly do the changes mean? A: Foreigners without a prior visa will no longer be able to enter Thailand by land border posts as often as they like. The Immigration Bureau says it is cracking down on back-toback visa runners because it believes they are often not genuine tourists. In the future, foreigners seeking a stamp on arrival at land borders are likely to be quizzed about their holiday schedule, financial status, and plans to leave Thailand at the end of their vacation. The maximum allowed is three land border entries in succession, but the questioning may start before that. Thus there is an element of officer discretion in the new rules, a big one actually.

Q: Do the new regulations cover entry at a Thai airport? A: Anyone can be questioned by Immigration staff, but it seems that a similar restriction will be imposed on foreigners without a prior visa from August 13. So it looks like the squeeze is on to prevent so-called tourists without a prior visa “living” in Thailand. Immigration commanders have stated that people wishing to reside here – whether as retirees, aliens married to a Thai, working legitimately, or as genuine students must have the appropriate visa in advance. Those wanting to stay longer than a few weeks as genuine tourists can apply for a 60-day tourist visa at Thai embassies and consulates worldwide. Q: Is it true that some foreigners without a prior visa get 30 days while others only 15 days? Why is this? A: Yes. The rules vary from nationality to nationality. For example Brits, Russians and Americans receive 30 days both at airports and land borders. Other countries, however, receive 30 days at the airport but only 15 at a land crossing. Still others receive 15 days no matter how they enter. These stamps on arrival can be extended once for seven days at a Thai Immigration office; that is not changing.

Q: I have read that the government believes that some visa runners are criminals. What evidence do they have for this accusation? A: To be fair, this has been claimed in the past. There was a not dissimilar crackdown in 2006 which lasted just several months. Immigration commanders this time have pointed to the missing Malaysian airliner MH370 as at least two passengers may have boarded with fake documentation. Also some arrests of late, especially for ATM fraud, have been of foreigners on short visas or stamps on arrival. This is not to say that all foreigners on one-year visas are necessarily model guests of the Kingdom!

Q: I have heard rumors that Immigration staff are actually refusing to let some foreigners leave Thailand. What is this about? A: That’s not really correct. But Immigration officers have been warning some foreigners with 30- or 15-day stamps on arrival that they may be stranded in, say, Myanmar or Cambodia, if they leave Thailand. This is because many border posts do not have a Thai consulate or visa-issuing office where foreigners may apply for a prior visa. Hence these foreigners could be stranded. Instead, the Immigration officer usually will provide a one-week extension but it is then the visitor’s responsibility to leave Thailand and ask to return only when they have obtained a prior visa.

Q: I have a retirement visa. Do the new restrictions apply to me? A: No. Holders of one-year visas of any kind, provided they have a valid re-entry permit, can return to Thailand by land or

Running away from visas Just about everyone agrees that immigration stuff is the subject dearest to the hearts of expats in Thailand. That, of course, is why the social media and the newspapers are full of actual or alleged information, updates, etc. But the Immigration Bureau in Bangkok has confirmed that there is indeed a visa crackdown under way. So what’s it all about? Thailand has traditionally been lax about immigration controls, partly in a long-standing policy to boost tourist numbers at any price and partly because the country’s long borders with neighboring countries have led to an inevitably porous situation. But the immigration computers are getting more sophisticated and, subject to cash injection, will soon be able to handle fingerprints as well. Incidentally, immigration computers in Cambodia have been doing that for several years, so it’s hardly a big deal. Thai Immigration chiefs say that the purpose of the recent crackdown is to prevent foreigners who are not genuine tourists from obtaining back-to-back, walk-in entry stamps simply by visiting a Thai border post. The argument goes that there are too many foreigners who are working illegally in Thailand, especially as teachers or in real estate, travel or the food industry; these foreigners are not paying taxes and are depriving Thais of work. Russians, South Koreans and Filipinos have been particularly highlighted in official statements, although the rules can apply to any nationality. So this particular crackdown is about pseudo-tourists. It is not about foreigners who have prior, multiple and still-valid tourist or non immigrant visas issued by a Thai embassy or consulate. Nor is it about the holders of one-year visas, including retirees, aliens married to Thais, those with work permits, and those genuinely studying Thai in a recognized school. But we should note in passing that these latter categories also offer scope for investigation. Not all holders of retirement visas are genuinely retired, and some men and women claiming to be studying Thai don’t ever seem to progress. Given that a further visa clarification in expected in midAugust, we can expect to hear more about “insincere” one-year visas later in the year. Maybe. The question arises as to why the crackdown should be now. After all, Thailand is rather short of tourists at the moment. Some suggestions are plain silly such as the idea that the missing Malaysian airliner MH370 has caused Thai Immigration to worry about fake passports, or the notion that border officials were bored and wanted more arguments to spice up their lives. Hardly, although both tales have been given prominence in the social media. The most likely explanation is that there hasn’t been a big shake-up in visa rules since 2006 and the current political stalemate has provided a good opportunity for the Bureau to use its initiative. Recent, negative press reports on foreigners involved in credit card fraud and boiler-house schemes may also have prompted some official action. Whether the current crackdown will last is a moot point. Previous crackdowns have tended to be vigorously policed only for a month or two. Cynics will say that money lies behind the current move as more people will need to obtain expensive visas at Thai embassies and consulates abroad. It is also true that, even now, the policy of discouraging back-to-back entry stamps is not uniform across all border posts. Thai officers at the Myanmar crossing points are being a lot stricter than those at the Cambodian, Malaysian or Laotian posts. If this remains true for another month or so, it will fuel the belief that this is not a serious endeavor after all. In broader terms, it is the whole of Thailand’s immigration policy which needs revision. The requirement for foreign residents to report their address every 90 days in practice achieves nothing except to provide a source of revenue if people forget. Retirement visas don’t even allow holders to do voluntary work--in stark contrast to the similar visas in Malaysia which do permit foreign residents to do some meaningful activity without fear of arrest and deportation. Thai work-permit regulations are the most complex and bureaucratic in the region and need updating in the 21st century, especially in view of the upcoming ASEAN Economic Community. What Thailand actually requires is a wholesale review of visa rules across the board which takes into account that we are living in the second decade of the 21st century of an increasinglycomputerized world. Tinkering with a small part of the system is hardly the best way forward.

Bunker Boys at The Ranch Plutuluang (Navy) G.C. (West and North courses) Stableford This was our first visit of the year to the Navy course because we tend to avoid playing here in high season, due to previous bad experiences with organizational issues when the course is busy. The current low season green fee offers good value. We elected to play the West and North courses, which are probably the more challenging of the four nines here. The course was surprisingly quiet and the weather was sunny with a gentle breeze, so conditions were almost perfect to reacquaint ourselves with this popular venue. Our three groups were able to tee off immediately and the leading group soon disappeared into the distance with no golfers ahead of them throughout the round. The course was in excellent condition and even the usually slow greens were running at reasonable pace. Tony Robbins reveled in the conditions to produce his best round for quite some time, scoring 24 points on the front nine and coming back to the clubhouse with an unbeatable score of 41 points. Second and third places were decided on a count-back with in-form golfer Thomas Nyborg edging out Geoff Parker. Robbins completed a fine round by taking three of the near- pin prizes with only Dave Keats preventing him from making a clean sweep of the day’s prizes. sunny skies and a freshening breeze. The fairways were lush, although the greens showed signs of recent sanding and were running slower than expected. The course was surprisingly quiet, and our three groups completed the round in double quick time taking full advantage of the compulsory buggies. It was always going to be a challenging day’s golf and in the event Thomas Nyborg was the only player to play to his handicap, recording his fourth win of the month which gives him a commanding lead in the race for the Golfer of the Month title. Geoff Cox took second place ahead of Ken Davidson, who was playing the final game of his visit before returning to the U.K. Although many players struggled to record a respectable score, everyone agreed that they thoroughly enjoyed the opportunity to play on what is truly a championship course. (Stableford) It was the morning after the military coup and your scribe sat drinking coffee with Buff at The Ranch, wondering how many intrepid souls would venture out for a game of golf under martial law, or would they prefer to stay indoors watching the army version of TV. We managed to scrape a small group together and headed off up the 331 not really quite knowing what to expect. We arrived at the course to find no tanks in the car park (and hardly any cars either). When we signed in we discovered there were only seven other golfers on the course. We decided to play off the yellow tees and set off at our leisure in bright sunny weather. The course was in great condition. All the recent work on the surrounds of the greens has now fully bedded in and the greens (bar two which were scruffy) were in good shape. A consequence of the new surrounds is that several of the greens are significantly smaller than previous, so what has always been a difficult course is now even more demanding. With no other

golfers in sight we moved at a good pace until we eventually caught up with a group ahead of us on the 12th hole. They were so surprised to see us that they waved us through immediately. Geoff Parker produced the best score of the day, including a chip-in birdie from the greenside bunker on the handicap first hole, while Thomas Nyborg fell apart on the final two holes and had to be content with second place. Eastern Star Golf Club Golf Chairman Joe Mooneyham decided that this month’s tournament would be different. It was a ‘two ball better ball – Stableford’ at Eastern Star with a shotgun start at 12 noon followed by the presentation and buffet in the clubhouse. With pre-payment the

registration was quick and many had time for a word with Joe and Nigel before play began. There were 78 players signed up and all arrived at their allotted tees in time for the hooter to start the tournament The course was in fine condition with speedy greens, and the weather hot and sunny – well TIT!

Just a little over 4 hours and the players returned with their cards for Joe to calculate the results. It became obvious very quickly that the ladies enjoyed this form of competition for they were involved in winning many prizes. The top pair with 49 points was an unusual pairing of Bryan Neal and Usa Phaohom as

Bryan’s other half - Ning was recovering in hospital. Runners up with 47 points were the delightful ladies Orn Kanasaengsri and Chop Daprakhon. As soon as players had showered the buffet was available together with excellent drink service. Presentation time – Nigel called order and introduced Joe Mooneyham – Joe expressed his appreciation to all of today’s competitors and for the help from Nigel and William and the PSC office staff. Nigel then announced the winners and Joe presented the prizes. Lucky draw followed and both names on the card received a prize. The next PSC monthly is scheduled for Friday June 20th at Pleasant Valley.

Hair conditioner is less expensive than shaving cream, allows an effortless shave, and leaves your legs really smooth. (Works great on women’s legs too.) Top to Bottom Dear Andy, You recently provided some advice to a reader about painting his cabinet doors. I have saved that information for when I finish installing my cabinets. Which leads me to my question for you: Where do I start? Literally. I don’t know if I should install the bottom cabinets first or the top ones. What do you advise? Dan Normally, Dan, you would start by installing the upper cabinets and those that are in the most visual corner. Higher Power We installed ventilating units in our kitchen and bathroom a couple of months ago and now find that we have a higher power bill--about 20 percent higher. Do vent fans use that much energy? Nothing else has been changed in our home. Donald Ventilating systems of course consume some electricity, but not an inordinate amount; 20 percent is inordinate. I suspect that your higher power bill stems from greater use of your air conditioner. What happens is your new ventilating fans expel cool air from your home. Consequently, your air conditioners are forced to operate longer and at higher levels to maintain comfortable temperatures. Thus, the air conditioning units are using more energy and driving up your power bill. To counter this pattern, limit your use of ventilation fans to when you are using the bathroom and/or the stove. Otherwise, turn off the fans. Bored of the Flies I own a ground floor condo that is plagued by small black flies, lots of them. It’s been going on now for more than a month, beginning around Songkran. We spray every night and clean up in the morning, leave the doors open all day to let fresh air pass through, but to no avail. Within a day or two they are all over the place, and we start all over again. We are bored of the

problem and at our wits end as to what to do next. My family is coming in two weeks and we need to resolve this problem quickly. Hope you can help in some way. Stewart Flying insects (gnats, mosquitoes, fruit flies, etc.) are attracted by food sources—usually household waste and food particles left on counters, in the sink, or on the floor during food preparation and even while cleaning kitchen counters and utensils. The main culprits, generally speaking, are peelings and rotting food, vegetables and fruit. So begin your next war of the flies by cleaning up all peelings, thoroughly washing counters, sinks, rubbish bins, etc., and put all food waste in zip-lock bags or twisted plastic bags. Take wrapped trash out immediately and secure it in tightly lidded trash bins. Wash out all trash receptacles often and spray with disinfectants. If your battling fruit flies, one environment friendly technique that will effectively get rid of them is to set out a small glass half filled with a apple cider vinegar mixed well with a few drops of liquid dishwashing detergent. As an option, and for other uninvited pests, spray your kitchen and other infested areas with insecticides to kill and repel them. If you leave your windows open, use screens to keep out the critters. You can prevent the entry of about 90 percent of flying insects if you put up good net curtains; attach weights at the bottom so that the curtains do not blow in the wind. Bubble Trouble We have a two story home with two bathrooms—one on each floor. Our sewage water empties into one holding tank and the shower water, etc., into a second holding tank. When we flush the upstairs toilet there is a "gurgling" sound and air is vented upward. That causes the water in both toilets to bubble. Do you have any suggestions as to what is the problem and how to solve it? Pat

Sorry to say, Pat, this may not be a DIY project. It appears that you have a blocked pipe in your plumbing. The easiest and best way to handle it might be to call in a qualified plumber, describe the symptoms and the cause (tell him it’s a blocked pipe), and ask him to clear any blockage. That should preclude any need for lengthy investigation, diagnoses, and inflated charges. A Maizing Grayce I’m new to this part of the world, Andy, and I need some help shopping for and identifying maize flour (which I used in UK) and recipes calling for cornmeal. Can you help? It’s as simple as that. Don’t be confused by the designations used in England, where corn flour is called cornstarch and cornmeal is known as polenta.

Out Damned Spots You’ve provided some excellent suggestions for removing stains from floors, furniture, etc., but as a new bachelor I need some tips on removing stains and spots from laundry items that just don’t come out in a normal wash. Thank you. Harlan Many stubborn stains are not adequately dealt with in a normal wash using only water and detergent, Harlan. In those cases, it is advisable to treat such stains prior to washing. Some of the more troublesome stains include: Blood: treat fresh stains with cold water. For dried stains, soak the garment overnight in water with the strongest detergent you can find, then rub in the soap and water. As an option, first apply hydrogen peroxide to the stain. Oil-based paint: lay the garment on a soft cloth, and dab the stain with benzene stain remover. You may have to repeat the process several times. Dried grease: lay the garment on a soft surface and dab the stain with turpentine using your fingertips and a cotton cloth. Rust: soak in oxalic acid dissolved in hot water or in a rust removal product in cold water. Be careful with rust stains which are not recent because a hole may develop in the fabric. Mould: treat the stain with bleach, then rinse well (whites and fast-colors only). Ink and glue: lay the garment on a soft cloth and dab the stain with acetone (do not use on artificial silk). Lipstick: moisten with acetone, then treat the stains with methylated spirits. On white fabrics, remove any residual marks with bleach. Red wine: soak in water and detergent, then rinse and treat with acetic or citric acid. Rinse well. Again, remove residual marks with bleach. Our Community PILC visits Hand to Hand

On a visit to the Hand to Hand Foundation on Soi Duck Square near the Big C Supercenter in South Pattaya, members of the Pattaya International Ladies Club (PILC) donated 164,000 baht to help with staffing at the pre-school and with hospital and prison ministries. The women’s group had earlier presented Hand to Hand with 62,000 baht–proceeds from a concert organized by Tiffany’s Show and Pattaya Classical Music.

Hand to Hand, a Pattaya-based Christian organization, provides those in need with food, clothing, education and even assistance in obtaining legal documentation. The ladies from PILC witnessed the volunteers in action at the pre-school, and interacted with the children--singing and chatting in Thai and smatterings of English. Ladies of PILC also visited a parcel of land that Hand to Hand hopes to buy.

Pattaya Sports Club brings color to Camillian by William Macey

Members of Pattaya Sports Club who have played golf at the Emeralds G C in Bang Chang are unaware that the Camillian Social Center is a kilometer or so further along the road, a center that PSC has supported for many years and well worth a visit. The Camillian opened its doors in

1995 and is the only center between here and Bangkok for children born with HIV. About 70 children live

at Camillian and, as you can imagine, the cost of medication is very high. Fortunately, the Thai government funds the purchase of various, multicolored tablets needed daily. The medication allows children to lead a near-normal, happy life. In addition to seeing to their medicinal regimen, the Camillian staff’s priority is to ensure that the children have three tasty, nutritious meals each day, lunch on weekdays of course, served at school. But the Camillian, in common with every charity in Thailand and beyond its borders, have ongoing concerns about the everyday expenses that have to be found. Food is the main item but bedding, clothes, diapers, staff and let us not forget the utility bills of electric and water. They are fortunate that they

have many supporters here in Thailand and countries abroad but still insufficient to meet their needs. Pattaya Sports Club provided somewhere in the region of 1300 metres of brightly-colored cotton material to enable them to make sheets and pillow cases plus rice and some necessary items to enable them to cook some tasty meals. While there, we were told that there had been some cases of diarrhea; the main suspect was the outdated water filtration system. A problem that was easily remedied and new filters were provided by PSC. They always welcome visitors. In fact, during our visit a group of Thais celebrated the

birthday of a group member by providing food for the children’s lunch. There is a happy, family feel about the Camillian and this comes from the attention and care of the staff, some of whom return to the center when they have left school and qualify as nurses. One staff member, Jimmy with boundless energy, has designed a special walking frame for disabled people. It has since been adopted by a company in Bangkok and is now being manufactured on a larger scale for the benefit of the disabled. Bangkokians come to clean Pattaya A bus full of students from Thai-Chinese International School Bangkok made a big impact on Wongamat beach when for two hours the 40 students, plus teachers, volunteers and members of Rotary E Club of the Carolinas, cleaned the beach of refuse. The focus was on smaller items like sharp glass, bottle caps and other items that could injure

beachgoers. The low tide made it easy to spot the many broken bottles. A number of media people were present. A donation of 5000 baht was handed over to Green Pattaya from TCIS for its work to keep Pattaya clean. A promise from the school to return in August was made by the teachers. Is it time for Pattaya businesses and schools to help clean Pattaya as well? This was Green Pattaya’s 18th cleaning; the 19th will be on June 8, World Ocean Day. Youth Focus What do children really need to succeed in kindergarten? by Sunel Visser Many well-meaning parents worry when their children reach kindergarten. They are concerned whether their children will be able to master letters, numbers, and scissors. They are inclined to make the mistake of sacrificing the long view of a child’s needs for the peace of mind they get when children master the “three R’s.” We often forget that these skills can only be built on the foundation of good self-esteem. This poses the question: what do children really need to succeed in kindergarten? Janet Lansbury’s (Resources for Infant Educarers parenting expert) answer is one that most parents seemingly don’t support at all. “A successful school experience (or, for that matter, a successful life) is not the result of skills taught in preschool. It is sown from the seeds of a parent’s trust. When an infant, toddler or preschooler is ‘taught’ something he may not be ready to learn, he does not feel that trust.” Although older children

can benefit from formal teaching methods, they are not appropriate for preschoolers. For children to be successful, they need to have the undying trust of parents and teachers. Parents and teachers are godlike beings in the eyes of toddlers and infants. Our degree of trust in them will therefore have an enormous impact on how they trust their instincts and believe in themselves. Lansbury says that trusting a child means having faith in his capabilities from the very beginning. It means we have to wholeheartedly accept our

child for all he is--and isn’t. Far too often, we think we need to provide formal teaching situations instead of trusting them to direct their own learning through play activities. This formal approach gives them the message that whatever they choose to work on is unimportant. We want them to do something else. They lose self-confidence and learn not to trust their own opinion. Implicit trust means allowing a child to quit when he loses interest in something, but more importantly, it means to not encourage quitting by needlessly helping him. Our well-intended efforts to assist can often trick children into believing they are incapable. We can solve children’s

problems in an instant, but by doing so, children are potentially robbed of a valuable learning experience. In addition, children build true self confidence when they solve their own problems–not when they are showered with praise. Apart from trust, another way to foster self confidence and strong self-esteem is to spend quality time with children. This may seem like a cliché, but too many of us think ‘quality time’ can be defined as taking your child for ice cream, or helping them with their homework. Even doing seemingly

frivolous tasks like changing diapers, cutting nails, feeding and bathing are opportunities for quality time, according to infant expert Magda Gerber. She also sees quality time as paying attention to children with no agenda of our own. It can mean being quietly available while a baby explores light patterns on a blanket, or standing nearby while he has a screaming meltdown because he can’t have another cookie. When we pay full attention to our child when necessary– regardless of the tone or outcome–we are giving him the

quality time he needs. “A secure and trusted child…doesn’t crumble when he makes mistakes. He is persistent in his struggle to grasp something challenging. He is his own person…Because he is secure, and likes who he is, he is kind to others. He is never afraid to be himself, a ‘self ’ that has been honored and encouraged since he was born. Students parachuted, blasted and played their way through an action-packed History Day at Garden

International School (GIS). Students from Years 7 to 9 were arranged in small groups and undertook a range of activities related to World War

II. Each group did at least seven activities, which were led both by staff and prefects of the Ban Chang school. Students developed and launched water rockets--the most effective of which was built by Cobra House; it went well over 100 meters. Other activities included the making of wearable dresses from old T-shirts. These will be seen on a catwalk during a fashion show at an assembly. Also there was a challenge to crack an espionage code, another to make a model air-

raid shelter and gas mask, one focusing on drawing cartoon caricatures of wartime leaders, and even one requiring the preparation of a meal from rations. Students also created identity cards, made a government-style video on what to do in an air raid, carried out an on-line investigation on the home front using activehistory.co.uk, watched British television comedies “Dad's Army” and “Allo Allo,” designed a propaganda poster, and wrote some World War II poetry.

The annual Regent’s School Picnic in the Park at the Father Ray Children’s Home last month was a showcase for young musicians and performers of all ages. A gymnastic performance opened the event, awing the audience as children flew through the air and performed back flips under the supervision of their teacher, Ivan--a former European champion and member of the Spanish Olympic gymnast team. From then on it was performance after performance by Regent’s students as well as children living at the Father Ray Children’s Home.

Korean drummers, aerobic dancers, songs from soloists, duets and even the teachers had a jam session. For the young children there was a car ride and a painting booth, while the man in charge of the bouncy castle gave up trying to limit the number of children climbing over it.

The day came to an end with a performance by the rock band from the Children’s Home and, even though they sang in Thai, the band received many compliments on their musical skills. The aim of the event, apart from giving the children an opportunity to perform before

Dogs and cats can transmit diseases to people, either directly through licks, bites, and scratches, indirectly by carrying infection-laden pests like fleas and ticks into the human environment, or by shedding tiny infectious organisms in our homes through feces.Most such ailments in humans arise from bacteria, single-celled and wormlike parasites, and the rabies virus. At highest risk are children and people with compromised immune systems. Recognize that you are more likely to contract an infectious disease just by shaking hands with another human than by being licked, bitten or scratched

by a dog or cat. But danger lurks even when such minor wounds from pets are accidental. The animal’s saliva may contain organisms that can cause illness if they penetrate the skin or come in contact with your mucous membranes—even if the pet shows no signs of illness. Once inside a human, these bacteria can cause skin infections, flulike symptoms such as fever and chills, and more serious diseases such as meningitis. The rabies virus is, of course, the most dangerous salivaborne germ we can get from a cat or dog. So having your pet vaccinated is imperative. We all appreciate how cats clean themselves at any given

opportunity. But that also means its abrasive tongue can transfer bacteria from its mouth to its claws, and vice versa. So a bite or a scratch can cause catscratch disease. The effect on humans is localized lymph node swelling which can progressively affect the liver, eyes, or central nervous system. To avoid saliva-borne infections, socialize kittens or puppies with people so that your pet is less likely to bite and scratch. Thoroughly wash any bite or scratch wound with soap and water, then watch the area for swelling and redness. If you suffer a puncture wound, see a doctor. And again, have your pets vaccinated against rabies.

This fine ginger boy had a very bad time. A few months ago he survived being hit by a car but had a broken jaw and sadly lost an eye. He also has the FELV virus which means that he cannot mix with other cats. However he is a most friendly and loving puss and is expected to live a long and normal life with regular checkups.

Batman

This tiny little chap was found abandoned on an apartment block roof in Sri Racha by a Swedish couple who were on holiday here. They rescued him and got some milk into his empty tummy before calling us to see if we could help. He is now growing up fast and hopefully by the time you read this article will be ready to go to a new home.

Beauty

This lovely mum has done a wonderful job bringing up her 5 babies, most of whom have now found new homes. So now it is her turn. She is a very friendly soul and will make someone a perfect companion. Her hobbies are eating and raising her lovely family and she will be missed here when she goes to her furr-ever home!!

This little one is the last of Beauty's babies. Four of her siblings have now gone to new homes and she is now waiting excitedly to be chosen by one of you readers out there!
