Tourist police will merge volunteers

P

Happy Birthday, Queen Sirikit! On behalf of the staff, management and readership of Pattaya Today, we extend sincere and respectful congratulations to Her Majesty The Queen on this auspicious occasion. Long may she continue to be an inspiration for her devotion to the Kingdom.

attaya’s Foreign Tourist Police Assistants (FTPA), a Pattayabased volunteer group of 50 resident farang from 10 countries, will amalgamate with the larger Tourist Police Volunteers (TPV) under a reorganization plan announced by the local tourist police superintendent, police lieutenant colonel Aroon Promphan. Until now, both groups have operated separately in assisting the regular tourist police carry out their duties, mostly in the Walking Street area. The responsibilities include assisting international visitors, acting as translators and attending to public order problems as and when necessary. Other duties include motorbike patrols throughout the city and helping tourists who visit the tourist police area headquarters on Buddha Hill or use the tourist police helpline. The merger of the two groups has been sparked by the resignation of Wayne Walton, a British-born ex policeman and security specialist, after two years as FTPA leader. He gave no specific reason but said he felt others

could take over the extremely timeconsuming role. Superintendent Aroon then decided on a new structure to unify both organizations under the common leadership of Samran Laepong. A Thai national who spent many years in UK and now works for a leading Pattayabased security firm, Samran said that

there would be a common uniform and management structure for the combined force in due course. It is not yet clear how the new structure will work out. Insiders say that the FTPA has had its fair share of internal Continued on page 4

News Robbers caught red-handed While strolling Beach Road, 60-year-old American John Wells was robbed of 150,000 baht. After reporting the incident to the police station, Wells learned that prompt action by Colonel Supathee Boonkrong, Pattaya police chief, had led to officers arresting one of the culprits with 10,000 baht in his pocket. He in turn led investigators to the other gang members.

Ladyboys in Snatch dispatch action again

Pavel Fedorchuk, a 49-year-old Russian tourist on Beach Road, was approached by a group of six cross-dressers offering sex. He said that when he tried to get away from them a struggle ensued and he was robbed of a necklace worth around US $2,000. Police are looking for the ladyboys and checking pawnbrokers and gold shops for the jewelry.

Krit Kanchanaprapas was returning to his parked car when a man wearing a motorbike helmet snatched his bag and drove away on a motorbike. Krit told police that the incident occurred outside K Bank. His bag contained 115,000 baht, three bank books, several credit cards and a mobile phone.

Woman on motorbike shot

Police believe that jealousy or rivalry lay behind an attack on Kanjana Boonthong, 20, who was shot in the buttocks as her boyfriend was taking her home on his motorbike. Yuthana Chamalai, her 25-year-old boyfriend, said that a large group of teens on motorbikes began following them and fired a volley of shots, one of which hit Kanjana. She was rushed to hospital. Investigators suspect that the teens might have been hired to create a problem as a third party was angry with the victim or her boyfriend.

Police block Central Road Weaponry found in

chance inspection

Hearing that cars and pickups, all adapted for racing, were charging up and down Central Road in the wee hours, police and army personnel erected an impassable barrier. Eleven car drivers were promptly arrested and their vehicles confiscated. All were in their early twenties and are believed to be members of the socalled Chaba gang. The penalty for dangerous driving is a fine ranging from 2,000 to 10,000 baht and/or three months in jail.

Patrolling police were suspicious of an Isuzu pickup full of people and parked on Jomtien Beach Road. On investigating the vehicle, they found 23 bullets, a pair of handcuffs, a knife and similar items. The driver, Thana Chinthong, 19, said he forgot to return the items when he quit his job as a security guard. Police searched Thana’s home where they found motorbike parts which he could not explain. The conversation continued at the city police station.

News Tourist police will merge volunteers Continued from page 1 difficulties and rivalries coupled with extremely detailed rules and regulations which, some claim, had handicapped initiative and were sometimes unworkable. Barry Kenyon, the FTPA press officer, said “We are now awaiting a meeting with senior tourist police in early August when the proposed structure should become clearer. There is general agreement it is time for a merger.” Meanwhile, other Pattaya police groups who use foreign volunteers are already operating on Walking Street. They include the Foreign Police Volunteers (FPV), based at city police headquarters on Soi 9, a mobile response unit Thappraya 2310 run from

City Hall and the police traffic division. One of the problems to be addressed is that there is very little coordination among the various organizations. Moreover, some groups expect their members to pay for their uniforms and equipment while others provide items for free. Other organizations using foreign volunteers include local hospitals requiring translators, the Sawangboriboon rescue foundation and even some law companies. Foreigners working without reward in a quasi-official capacity on behalf of the local authorities are not currently required to have work permits. Recruitment rests very largely

in the hands of the individual organizations. It is understood that a common system to vet and to register all foreigners assisting the police, and maybe other agencies too, is under active review in senior police circles.

Elite Card rises from the ashes Thailand Privilege Card (TPC), sponsor of the Thailand Elite Card founded in 2003, has been given yet another last chance to put the scheme on a sound footing. The aim, as ever, is to attract high-spending foreigners by rebuilding the card’s damaged image, restore business and clean up internal management. The company has largely been in a frozen mode in recent years because of huge financial losses and various political crises. The membership target groups are expats, long-stayers, wealthy tourists and business people and professionals in education and health. The company is installing a new information technology system at a cost of 20 million baht and also giving intensive training to frontline staff at airports and TPC offices worldwide. About 500 hotels, restaurants,

golf clubs and spas throughout the country are providing special services to Elite Card holders. One recent additional service is a discounted private jet service run by MJets that operates throughout Asia. Elite Card membership now costs 2 million baht and lasts for 20 years. But there is an annual service charge of 20,000 baht which comes with a five-year multiple entry visa which allows for a oneyear stay privilege. There are currently 2,570 members from 45 countries, principally from South Korea, Japan, China and India. TPC is aiming to enroll 400 new members in 2015 and 500 in 2016, much lower target figures than historical estimates. Various rebranding ideas are being considered including changing the name from Thailand Elite to Thailand Privilege. T h e E l i t e C a rd w a s

Buddhists make merit

Health volunteers get together Sukreep Krajai, secretary of the Pattaya Health Volunteers, organized a meeting to set up a formal organization for 200 citizens who assist local hospital and welfare staff to assist the infirm and the elderly. The volunteers visit old people who are no longer supported by their family and carry out miscellaneous tasks such as taking blood pressure and giving general advice about keeping healthy and avoiding dangerous habits such as smoking cigarettes.

Motorbike taxis to reorganize originally the brainchild of then prime minister Thaksin Shinawatra. It got off to a confusing start when early publicity suggested card holders could buy a small plot of land in their own name, but this turned out not to be true. Some services, such as special treatment at Thai airports, has sometimes been beneath expectations. The advantages of membership are principally in the field of discounts in a variety of businesses--including golf clubs, restaurants and hotels-which the prospective card holder has to measure against the high costs of enrolment.

Vietnamese executives visit Pattaya

A group of Vietnamese diplomatic staff met with Pattaya Deputy Mayor Ronakit Ekasingh at the Mum Aroi restaurant. They said that they were on a fact-finding mission to Pattaya as many Vietnamese nationals were now coming to the city. The group traveled from Ho Chi Minh City by bus to check that the service was efficient and timely. It was.

Local officials, including city hall, police and army representatives, have been trying to change operations of the major Pattaya motorbike taxi stands to improve service to passengers. Some 55 motorbike taxi drivers on Second Road and Beach Road were instructed to post signs indicating fares, and to organize numbers and different-colored jackets for the various locations where the bikes wait in queues for customers.

Motorcycle race ahead

Deputy Mayor Ronakit Ekasingh announced that the Motorcycle Mag Road Racing Championship 2014 at Bira International Circuit Pattaya will be in three separate “fields” on September 13 and 14, October 11 and 12, and November 15 and 16. The Prince’s trophy will be awarded to the overall winner.

Police have arrested the four members of a teenage gang suspected of snatching a bag from 20-yearold Ukrainian national Oleksii Vasylenko. The man was walking in South Pattaya with his girlfriend when the robbery occurred. At the rented premises used by the suspects, police found Thai and foreign currency, an iPhone, three motorbikes and a variety of bags.

Mother abandons baby in bar A seven-month-old girl is still waiting for her mother to reappear after being deserted in a Central Pattaya bar. Bar owner Anusorn Kaengrit, 33, said that the baby’s mother, known only as Nam, used to work there and had continued visiting even after her departure. Other bar staff knew the baby well and would try to keep it amused. But last month Nam left the bar without her infant, saying she would be back in two hours. She never returned. A police source said the bar owner would look after the baby until its mother is found.

Storm fells electric pole Following heavy rain and winds, an electric pylon toppled over onto a house on Soi Khao Talo; damage was largely restricted to a collapsed fence. Officials of the Provincial Electricity Authority said the pole was already unbalanced because of excessive wires, and that they would discuss compensation with the owner of the dwelling.

After-dinner surprise—No wheels

Loan interest was 20 percent a day Police and army personnel raided a house in Banglamung after receiving complaints it was the abode of loan sharks. Inside the dwelling, investigators found 17 motorbikes and a car which had been accepted as surety from desperate people as well as assorted jewelry and other personal items. rather was hired to skim accounts for as little as 15,000 baht. If found guilty, Navaro faces up to six years in prison. ATM skimming is a popular crime in Pattaya, Phuket, and other resort areas. ATM-card holders are advised to examine the equipment in ATM booths, to be particularly suspicious of loose number pads, and to check for partially hidden cameras in confined spaces.

After finishing his meal at a Soi Korpai restaurant, Santisuk Homsaeng walked out to his car, which was parked on the street, and found that all four tires and hubs were missing. News Retailers warn not to fast-track tobacco bill by Thai Tobacco Trade Association

Small retailers in Pattaya and members of the Thai Tobacco Trade Association (TTTA) are voicing their opposition to the draft Tobacco Consumption Control Act (TCCA) being pushed by anti-tobacco activists who have said they will propose the bill to the National Committee for Peace and Order (NCPO). Retailers are concerned by the excessive regulations put forth in the bill and the extreme burdens it will impose on small businesses, including the over 870,000 shops across the country licensed to sell tobacco. An owner of a mom-and-pop shop in South Pattaya said, “I have been following the news about the tobacco control bill and heard that public health NGO groups are trying to propose the bill to the NCPO. Retailers like us are worried because the new regulations will severely impact our

sales and lower our income. For example, the law will limit where and how tobacco can be sold, ban us from selling single cigarettes to our customers who do not want to buy a whole pack and force us to submit costly and complicated annual reports to the government. We have been already facing pressure from the economic troubles and the drop in tourists. This law would only make things worse for us.” According to the data from TTTA, the tobacco industry in Chonburi-Pattaya is worth over 600 million baht monthly. Thai tobacco products dominate the market, accounting for about 80 percent, while the rest goes to imported brands from overseas and neighboring countries. More than 60 percent of the retail trade in Pattaya is done by small retailers, demonstrating that mom-and-pop shops

are a key part of the local economy, particularly in areas of the region where tourists visit and foreigners live. Research reveals that cigarettes rank in the top 10 products for traditional retailers and help drive sales of other products in small shops. The TCCA would threaten the livelihoods of these retailers. “Our Association has been voicing its concerns to the government about how the draft law would impact retailers and TTTA members. The bill would restrict the rights and business freedoms of retailers and add more costs to shop owners. The Association believes that the current laws on tobacco control are already strict enough and the government should focus on education and enforcing the existing laws, not creating more laws,” said Varaporn Namatra, TTTA executive director.

Floating Market set to expand Although the first half of 2014 saw fewer visitors to the resort’s Floating Market, authorities plan to expand the area to encompass 20 rai, a huge cafeteria, and a sufficiency-economy learning center. Theppitak Mongkolkulchaisri, personnel manager, expects to see a doubling of visitors before the end of the year. He wants to provide ample space for talent students and others to perform cultural shows which are particularly popular in the high season.

Rubbish on beach- Man arrested ugly and stinking for hidden gun

Tourists have asked the media to publicize the eyesore in beach areas stemming from the dumping of reeking rubbish. Beach vendor Juk Sapwichean blamed the city for its sporadic collecting of trash. Several complaints were lodged on the 1337 helpline, but nothing resulted from the complaints.

Green turtle found dead

A green turtle weighing about 50 kilos was found dead on Jomtien Beach. It had a neck wound and broken shell. It appeared there had been an accident or collision; fishery officers looking into it.

Police found an unlicensed gun during a search of a suspiciously parked pickup on a football field in Soi Nern Plubwan. The vehicle owner, Krisapong Wongkanhtai, 38, was arrested in a nearby bar.

Calf rescued from waste tank

Sawangboriboon volunteers rushed to a residence in Pong, Banglamung, after learning that a young cow had fallen into a large pit used for waste disposal. A rope was tied around the exhausted and frightened calf which was successfully pulled out of its entrapment.

A memorable wine tasting at Havana Bar Holiday Inn Pattaya and Wine Dee Dee hosted a memorable wine tasting night at the hotel’s Havana Bar. Seven different wines from Australia, Chile and Italy were served with international cheeses and canapés created by the hotel’s culinary team to complement the wines. Pattaya wine aficionados joined hotel guests to sample a selection of fine wines for 990 baht net, or 1,390 baht net including one bottle of premium wine to take home. The cocktail reception started with a premium sparkling wine from Australia, Stonefish Brut Cuvee, which has a rich bubble and is fresh tasting. Next was Sauvignon Blanc with Hugo Casanova Linaje 2012 from Chile and Shell Bay Semillon 2012 from Australia, both have fruity and refreshing taste. Chilean Hugo Casanova Linaje Cabernet Sauvignon 2012 was easy to drink with its medium body and fruity taste, while Australian Shell Bay Shiraz Cabernet 2011 was soft and supple with rich fruit and hints of oak. Topping off the night was Sensi Collezione Montepulciano D’ Abruzzo from Italy, which best matched with cheese, and the elegantly styled Western Australia Stonefish Cabernet Sauvignon 2010, which displayed classical Cabernet flavors of berries and blackcurrant. Indeed, the event was a wine lover’s night to remember.

Infiniti at Sheraton Pattaya

New menu introduced at casual, but stylish Infiniti

Jack Yoss, new director of culinary and service at Sheraton Pattaya’s signature restaurant, Infiniti, has been cooking up his own brand of progressive fare for about five months and has his feet firmly under these gastro-tables. Hailing from Las Vegas— where he was with Wolfgang Puck’s recently shuttered Chinois at Caesar’s Palace, Yoss also was with W Retreat & Spa Bali and Starfish Bloo. It is always a treat to experience his scrumptious contemporary global cuisine. Under his direction, the kitchen has now been renovated and enlarged (we’re always amazed at the restricted space of professional kitchens). His team has been enthused and enlightened and the menu revamped, refurbished and revived. We were to experience chef’s 6-course culinary romp through his new signature dishes, all of which are available in the restaurant. We chose a Californian Chardonnay (Summerfield) to start the proceedings, and during the short wait for the first appetizer we managed to make quite an impact on the pretzel and Gruyere cheese breads which we dipped into the velvety Parmesan truffle cream. The soup course was an amazing roast pumpkin and white miso fantasy topped with flaked pieces of confit duck, anointed with brown butter and scattered with roasted pumpkin seeds. The textural and aromatic layering was truly phenomenal. Another of the new innovative dishes on the menu is Hot Rocks Scallops. Actually not rocks but steel pucks which rested atop a container of white stones, star anise, cinnamon bark and peppercorns, and as you can imagine generates an exquisite smoky aroma to permeate the chosen items to be cooked. Place your chubby (coconut oil infused) Japanese scallops onto the sizzling hot puck, count four seconds, turn them over for another four seconds and remove! Dip into the spicy chili seafood sauce and you’ll have died and gone to Valhalla!

The next course to hit our table was seared rare Grade A tuna escorted by Chiang Mai heritage potatoes flavored with saffron, artichokes, olives and cherry tomatoes swimming in a deeply concentrated clam broth. This is an extremely laborintensive dish resulting in a broth of passionate intensity. Artichokes are expensive blighters but their unique flavor bequeathed such distinctiveness to the kaleidoscope of tastes they are worth every satang. Glazed pork belly followed with a truffle potato salad, onion puree and a fried quail egg which Jack jokingly referred to as his “ham and eggs” plate. If you want to get a chef excited these days, just whisper “pork belly” in their ear. It’s been described as a nice layer of meat, a nice layer of fat, another nice layer of meat and another nice layer of fat. When it’s cooked properly you have a thin, crispy layer on top, which in this case the sweetness of the pork crackling was intensified by maple syrup, resulting in a tranche of pillowy softness. A truffle potato salad with those Chiang Mai potatoes and sweet onion puree, ever so slowly cooked for three

hours, and combined with white soy sauce hit the perfect spot to accompany the richness of the pork. The fifth course was now about to be served. A lamb chop of impeccable pedigree was tastefully positioned on the plate accompanied by caramelized apples and the addition of candied walnuts, spinach gnocchi nuggets with a blue cheese sauce. Glazed to bronze and properly rested the tenderness of the lamb was exceptional; the low and slow sautéing of the apples again came to the fore with the gnocchi spinach providing yet another element to this final savory dish. The sweet finale came in the form of pineapple brown butter cake with pineapple caramel sauce, toasted almonds and rum raison ice cream and a salted caramel budino with

chocolate cookie crumbles. Budino is an Italian custard but this budino was intriguingly made with a salty caramel topped with a crumble of chocolate cookies. Both were decadent, delicious and dastardly good and showcased chef Jack’s expertise in the realms of patisserie ingenuity. A special 3-course menu is served for B.950++ nightly. On the evening we dined it included main courses of the seared rare tuna or the glazed pork belly. Starters offered poached lobster salad with mango, pine nuts, dried tomatoes and an organic mix of greens or fried mini blue crab cake with a lemon-caper aioli. Desserts were either the pineapple brown butter cake or a mandarin orange panna cotta with orange gel, passion fruit sorbet and chocolate crumb.

Surya Chandra Restaurant at Saree Samui Resort

Mick and I were staying at the Saree Samui resort recently and enjoyed many a great dining experience at their Surya Chandra Restaurant. The resort is a beautiful 4-star holiday village boasting 53 individual villas set on the white sand beach of Mae Nam in the north of Koh Samui. The Thai architecture is carefully blended with a Balinese feel complete with outdoor bathrooms and Indonesian décor items. The philosophy here is harmony with nature and it is the first resort in Asia to win certification for their dedication to environmental and community responsibility. Where possible it has used organic products, such as handmade clay roof tiles together with marble and natural brick in its structure. The Surya Chandra Restaurant is set along the pristine beach and is the ideal spot for leisurely meals enjoyed while watching the sunset or dining romantically on the beach with that “toes in the sand” appeal. We were dining from the Thai menu but there is a comprehensive Western menu too, of which more later. Executive chef here is a lovely lady called Lamyai Bunmee who brings a wealth of experience and classical training to this elegant restaurant. Trained by the best at Dusit Thani Bangkok, she has honed her skills in hotels in Kanchanaburi, Koh Chang and Koh Phi Phi, to name

a few. She then embarked on her culinary travels which took her across Europe before settling comfortably back in Thailand. She has taught the art of Thai cuisine in Switzerland and still holds regular cooking classes at the hotel where she passes on her years of experience and discloses her speciality dishes. As we settled ourselves in the restaurant the sky was filled with paper lanterns and fireworks bestowing a celebratory air to the evening (some of the guests were celebrating a World Cup win!) Soon after though the fireworks

that the fresh Vietnamese style spring rolls were a popular choice as was the satay gai (B.180) and the ever-popular tom yum goong. Thai herbed salads are always a profusion of flavors and here the grilled beef salad with chili, herbs and vegetables and the larb moo looked very appetizing as they fleeted past our table. Curries are one of chef’s particular specialities, especially the Thai green curry with prawns which she gives her own special twist and the massaman chicken or beef (B.200) which we had on another occasion and it was top notch. The Western cuisine features fritto misto, bruschetta, New Zealand green lipped mussels and some traditional soups from gazpacho to French onion (B.180). Fish options on the main courses offer salmon, sea bass or tuna (B.400) and beef lovers would be well served with the Australian fillet mignon (B.520), sirloin or tenderloin served with their attendant vegetables. For dessert the ice cream is homemade, the crepe suzette is served with a sweet mango sauce and for a decadent holiday indulgence there is banana split with vanilla, strawberry and chocolate ice cream flooded with chocolate sauce. Our specially prepared dinners then arrived. They were served Khantoke “southern” style with individual dishes served on raised wooden trays. As each one was placed before it was certainly a culinary “wow” moment, the colours and creative presentation were spectacular. Tom Kha Gai soup

nested next to sweet and sour fish in a tamarind sauce, and a spicy prawn salad next to fragrant jasmine rice served in a conical banana leaf. Center stage was a beautiful bowl of organic vegetables and flowers plucked just minutes before from their garden and then a quartet of Thai desserts featuring a coconut pudding, mango and sticky rice, watermelon and sweet dried fish plus a fragrant jelly to complete the pageant of dishes. The creamy coconut milk soup with chicken was delightfully perfumed with the flavors of galangal and lime leaves, the tamarind-sauce drenched fish delicious and the spicy prawn salad appetizingly impregnated with lemon grass, chili, fish sauce and lime juice. The finale was provided by the traditional Thai desserts, the mango and sticky rice as comforting and sweet as a goodnight kiss. We loved it all; the food was traditional Thai at the top of its game and our short sojourn at Saree Samui was a charming experience. Nothing is too much trouble for the staff; the location is stunning and our Thai/ Balinese villa a little piece of paradise. Saree Samui is located next to the Na Phra Lan Temple just off the main Samui Ring Road in Mae Nam, Koh Samui and adjacent to the Lomprayah Ferry Pier. Saree Samui is part of The Unique Collection of Hotels & Resorts, www.theuniquecollection.com. Surya Chandra restaurant Saree Samui Maenam Beach, Koh Samui Tel: 077 247 666 www.sareesamui.com

fizzled out, the lanterns fled away in the sky and we could hear the waves lapping on the shore and peace had returned. The restaurant itself is Thai pavilion style with comfy upholstered booth seating arranged around a sunken garden and set beside their organic kitchen plot. Whenever possible all the vegetables used in the restaurant are picked daily from their garden. We were to be served a selection of tasting dishes from chef Lamyai’s menu, so had time to check the menu while sipping our excellent house Chardonnay wine. We noticed

Liposuction by Thonglor Clinic

The eternal question: Do I look fat in these jeans? After many years of overindulging at the table, it gets harder and harder to avoid those love handles, to prevent that muffin top over the pants, to keep the belly from hiding the southern regions. And most of us who have tried to diet know about the yo-yo effect. As the years go by, it is also more and more difficult to adhere to an exercise regimen that counters extra calories. The calories keep climbing along with our weight—ensuring our clothes don’t quite fit any longer. How do we get fat? Adipose cells store fat. When we are young, energy is transformed into muscle and growth occurs. Once we have reached adulthood, the extra energy absorbed is then transformed into fatty tissue. Fat cells do not multiply, they only get larger. Many techniques are used to reduce their size, cause the cells’ death and atrophy. Liposuction is a very safe and effective way to achieve this. Once the fat cells are removed from an area, they cannot come back at the same site. You can still get fatter but you will be fatter all over—not at the site where the liposuction has been performed. Localized liposuction is an effective way to sculpt the body and reshape the stubborn areas that diet or exercise cannot improve. The process involves the infiltration of an anesthetic fluid under the skin over the area demarcated by the surgeon. During this process, the fatty

layer is whipped by the mechanical movement of the probe, inserted through a very small incision. The area is rendered numb (anesthetized). The area also looks whiter than the rest because the fluid also contains a drug that prevents bleeding and causes the small blood vessels to constrict during the surgery. Once the surgeon is satisfied with the anesthetic/ infiltration process, and that the patient is comfortable, the aspiration process is started. The liposuction occurs as the probe has a rotational movement and aspirates the fat as well as some of the anesthetic fluid. The end result is a reduction of the fatty layer between the muscle and the skin without damaging the connective tissue (the mesh that holds the skin in contact

with the muscle layer). The movement of the surgeon reminds us of a violin because the surgeon goes over and over the area to achieve a smooth finish with no irregularities. The process is repeated over all the areas demarcated during the initial consultation as problem areas. The problematic areas can be almost anywhere. Arms circumference can be diminished. Abdominal lower fat pads can be removed. Love handles can be eliminated. Hips and thighs can be reshaped. Saddle bags on the outside of the thighs can be reduced. Double chins can be attenuated. Large breasts in men can be minimized. Six packs sculpted. A thorough consultation with the surgeon prior to the surgery will determine the extent of the surgery and all post-operative questions will be answered. As the process is done under local anesthesia it reduces chance of surgical complications. Immediately after surgery the patient must wear a compression garment for 2-4 weeks to assure optimum results. If you are contemplating liposuction, you must stop taking aspirin for 10 days prior to the surgery to prevent any clotting problems. Post operatively, there is only minor discomfort, with some bruising over the area present for one week and this disappears quickly. In brief, liposuction is a very good option for body reshaping without too much down time if you are in Thailand for a holiday. You can still enjoy the beautiful Thai cuisine with a clear conscience!

Asia’s first major crowdfunding event, Expo for Property Investing and Crowdfunding (EPIC) 2014, was an epic success with more than S$20 million worth of real estate and real estate crowdfunding deals pledged at the two-day event held at Marina Bay Financial Centre in Singapore. High-profile sponsors and delegates at EPIC 2014 showed increased recognition of the real estate crowdfunding trend. Organized by CoAssets (www. CoAssets.com), the Singapore-based real estate crowdfunding platform, EPIC 2014 promoted greater awareness on real estate crowdfunding in Asia through the series of talks and programs. There were 21 exhibitors at the event offering up to S$70 million worth of real estate opportunities from seven countries: Australia, United States, Thailand, United Kingdom, Malaysia, Philippines and Indonesia. Getty Goh, organizer of EPIC 2014 and CEO of CoAssets, felt “the event was very successful on several fronts. As real estate crowdfunding is still in its infancy stage, face time between the

opportunity provider (OPs) and funders is needed to establish some trust before any deals can be done online. “Therefore, EPIC 2014 was not only intended to engage stakeholders on the potential of real estate crowdfunding, it was also an avenue for the OPs to meet up with the funders to discuss deals. In terms of crowdfunding pledges, the event has done exceptionally well, garnering a collective figure of more than S$20 million. This amount is based on figures collected from the OPs on both days. Akin to our online process, the onus is now on the OPs to follow up with the funders.” Continued on page P2/26

Expo for Property Investing and Crowdfunding (EPIC) “In terms of delegate turn out,” Dr Seh Huan Kiat, CTO of CoAssets, added, “we are also very pleased. Although 500 delegates may not seem much compared to some of the more established events, our focus was on quality and not quantity. “For example, we had Tim Kobe, a world-renowned architect and CEO of 8 Inc, as a delegate and conference speaker.” For his part, Kobe—who worked with the late Steve Jobs in conceptualizing the first Apple Store—thinks “bringing the idea of crowd sourcing into real estate, is actually quite innovative. I think they are doing a really good service for the industry and I don’t think the industry fully appreciates it at that level yet. I think CoAssets is at the front edge of a trend that is going to grow.” Others at EPIC 2014 included Bobby Brooks, a real estate developer’s advisor, who is licensed to practice real estate in the US and abroad, and Dr. Dolf de Roos, author of New York Times bestseller Real Estate Riches. CoAssets has organized the next event in Hong Kong on March 20, 2015 and another in Malaysia also next year.

Expat Money Corner by Tim Whiteley

Inheritance tax still favors UK-domiciled spouses

What is the ASEAN Economic Community about? What is the ASEAN Economic Community about? The ongoing, intensive regional economic integration leads to the establishment of ASEAN Economic Community (AEC), a single regional common market of ASEAN countries by 2015. The regional integration’s objective is to create by then a competitive market of over 600 million people with an approximate GDP of over US $2 trillion in ASEAN countries: Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, the Philippines, Singapore, Thailand, and Vietnam. The AEC has the goal of transforming ASEAN into a stable, prosperous, and highly competitive region with economic development and reduced poverty and socioeconomic disparities.

Therefore all industries will be opened up for investment, with exclusions to be phased out according to schedules. National treatment is granted immediately to ASEAN investors with only a few exclusions. Investment process and procedures will be streamlined.

What are the core elements of the AEC? 1. Free flow of goods Free flow of goods is one of the principal means by which the aims of a single market and production base can be achieved. A single market for goods will also facilitate the development of production and networks in the region and enhance ASEAN’s capacity to serve as a global production center or as a part of the global supply chain.

What are the benefits of the AEC? The above described core elements will result in more regional cooperation and will improve the scale of efficiencies, dynamism and competitiveness of AEC-based companies. AEC will enable easier movement of goods, services, investment, capital and people-- ultimately, it will offer new ways of accessing new markets. In the near future, all parts of the economic system in ASEAN countries, including the service sectors, will be integrated into the ASEAN Economic Community. The AEC in the context of its single market and free-flow policies will definitely be an opportunity to gain greater comparative advantages and to increase revenues by expanding markets and customer base inside ASEAN. AEC-based companies will benefit greatly as various goods or services can be sold or provided without any additional tax in different countries, effectively creating a single market entity and production base for all ASEAN countries.

4. Free flow of capital Free flow of capital will not only strengthen ASEAN capital markets, but also development and integration. Facilitates the flows of payments and transfer of current account transactions. 5. Free flow of skilled labor Free flow of skilled labor allows for managed mobility or facilitated entry for the movement of people trading in goods, services, and investments, according to the prevailing regulations of the receiving country, primarily in order to support the free flow of services.

Did you know that the rules relating to UK inheritance tax (IHT) are quite different for those married to non-domiciled wives who are not UK ctizens? With the current tax rate at 40 percent, above thresholds, serious consideration should be given to mitigating the effects on your estate. As far as the UK is concerned, there are two separate issues which have an effect on an individual, or couple’s tax status. The first is ‘non-resident’, the second being ‘non-domiciled’. It is still relatively straightforward to establish ‘non-residency’, however, it is not at all easy to be certain whether HMRC will regard you as ‘nondomiciled’ even though you, as a UK citizen, are now an expatriate. In fact, most UK citizens living abroad may well be deemed as domiciled, even though they may have lived overseas for many years, leaving the door open for the UK Government to impose IHT on their estate. From the UK’s perspective, all foreign nationals who do not, de facto, live in the UK would be regarded as non-domiciled. Therefore, if you are UK domiciled, but have a ‘non-domiciled’ wife, you could be leaving a substantial legacy to HMRC when you die. This is because a ‘non-domiciled spouse’, loses the all-important ‘inter-spouse transfer allowance’, which normally allows a wife, or husband, to inherit all of their spouse’s wealth free of IHT. Instead limits are placed on the transfer between a UK citizen and his/her non-domiciled spouse. Let’s look at an example of how this might work in practical terms: The Problem Assets quoted in GBP UK Domiciled Spouse Non-Domiciled Spouse Home in Thailand 500,000 500,000 Cash at bank 150,000 150,000 Investment portfolio 300,000 300,000 Gross estate* 950,000 950,000 IHT payable on death NIL 120,000 * (Assuming no mortgages or other liabilities or gifts made to trusts within the last 7 years)

2. Free flow of services Free flow of trade in services is one of the important elements in realizing the AEC, where there will be substantially no restriction to ASEAN services suppliers in providing services and in establishing companies across national borders within the region. 3. Free flow of investment A free and open investment regime is key to enhancing ASEAN’s competitiveness in attracting foreign direct investment as well as intra-ASEAN investment. Sustained inflows of new investments and reinvestments will promote and ensure dynamic development of ASEAN economies.

A Possible Solution/Outcome With very careful planning, it is possible to shelter the £300,000 Investment portfolio from IHT which effectively: • Saves 120,000 GBP inheritance tax • Equalizes the treatment of IHT for your non-domiciled spouse • Mitigates IHT on first death • Creates a TAX FREE income for life • Maintains control over who benefits from your wealth • Allows you to choose how your spouse receives your wealth; a lump sum, or an income •Preserves your wealth for your family, rather than the UK tax authorities Each case is individual and should be properly assessed as such. Spending a little time organizing your affairs could be of significant benefit to your loved ones. Thailand Property Awards 2014 The Final Short List Winners are in!

The Thailand Property Awards 2014 judge’s site visits for the scoring for Best Condominium, Villa and Commercial Developments throughout the Kingdom of Thailand are well under way and the judges will be making their site visits to score the Best Condominium, Villa and Commercial Developments Awards from the short list winners in Bangkok, Eastern Seaboard, Hua Hin, Khaow Yai, Koh Samui, Chiang Mai and Phuket. The central panel (Bangkok) and regional judges are also in the process of scoring the 2014 Non-Development Awards which will include Best Developer, Best Boutique Developer, Best Residential Architectural Design, Best Villa Architectural Design, Best Villa Interior Design, Best Commercial Architectural Design, Best Landscape Architectural Design, Best Hotel Architectural Design, Best Residential Interior Design, and…finally, the Real Estate Personality of the Year! A major change this year is elimination of the real estate agency, management, and consultancy awards. The various regional development awards throughout Thailand include Best Luxury Condo Development (Bangkok), Best Affordable Condo Development (Bangkok), Best Condo Development (Phuket), Best Condo Development (Eastern Seaboard), Best Housing Development (Bangkok), Best Villa Development (Phuket), Best Villa Development (Eastern Seaboard), Best Residential Development (Koh Samui), Best Residential Development (Hua Hin),

Best Residential Development (Chiang Mai), Best Residential Development (Khao Yai) and Best Commercial Development Thailand. All winners will be announced at the gala dinner and awards ceremony recognized as the Oscars of Thailand’s property and real estate industry on Thursday, September 11, at the Conrad Bangkok Hotel. Of course, these awards are highly regarded, and the last eight such yearly events have established them as the highest symbol of achievement that a company or an individual can receive in Thailand’s residential and commercial real estate industry. The votes are coming in and all leading real estate agents, property developers, interior designers and architects throughout Thailand’s housing, condominium and commercial property sectors are waiting to learn who will be this year’s winners. Having said that, on everyone’s mind is just how these awards are decided, what exactly is the process that produces them and, most importantly, just who are this year’s Eastern Seaboard short list winners? This year’s Eastern Seaboard judging team is comprised of five members, including Somnuek Tanthathoedtham, Pongstorn Sangruchi, Sunantapat Chalermpanth, Mark Bowling and me. As head regional judge, I oversee and organize the team which is in the process of visiting and scoring each villa, condominium and commercial development in the region. As far as the process that produces

the awards is concerned, once the Eastern Seaboard judges team has made the condominium, villa and commercial development site inspections and scored our regional entries their scores are delivered to Paul Ashburn of BDO Richfield Advisory Limited, one of Thailand’s largest accounting and advisory firms, for safekeeping. The winners will not be announced until the Thailand Property Award’s gala dinner. The seven Eastern Seaboard properties being judged for Best Condominium are (in alphabetical order): Amari Residences, Centara Avenue Residence & Suites, CETUS Beachfront Pattaya, The Riviera Wongamat Beach, The Palm Wongamat Beach, Water’s Edge, and the Waterfront Suites & Residence. As you can see we have some impressive developments on that list, and the scoring for the winner is sure to be extremely close. The judge’s calculation of scores for the Eastern Seaboard’s Best Villa category is also sure to be close with the following six Villa properties having made it to the judges' short list (in alphabetical order): Amaya Hill, Huay Yai Villas, Nusa Chivani Pattaya, Siam Royal View Pattaya, Silk Road Place and The Vineyard Phase III. Something relatively new this year for the Eastern Seaboard’s judging team is the nomination and entry of the Silverlake Vineyards & Winery as a contender for Thailand’s Best Commercial Development, Best Commercial Development Architectural Design and Best Landscaping Design.

Silverlake Vineyards & Winery will be competing with some Bangkok heavy weights, but let us not forget that last year, the Eastern Seaboard’s very first commercial property entry, Pattaya’s own Mimosa entertainment attraction and shopping mall, won the Best Commercial Property Highly Commended Award. Looking back once again, last year’s Gala event got off to a memorable start with the Eastern Seaboard’s Best Luxury Condo Development of the Year Award having been presented to the Nova Group’s The Palm at Wongamat Bay, and the Eastern Seaboard’s Best Villa Development Award went to the very successful Silk Road Place. As you can see, the Thailand Property Awards is truly a spectacular event and Terry Blackburn, Ensign Media managing director and organizer of the Thailand Property Awards, deserves a tremendous amount of credit for having produced, in just a few years, Thailand’s cutting edge residential and commercial property awards venue. For all who appreciate and enjoy the real estate business, the Thailand Property Awards is our industry’s ‘Big Night Out,’ so be sure to join us while we celebrate the very best that Thailand’s property and real estate sector has to offer. All winners will be announced at the gala dinner and awards ceremony on Thursday, September 11, at the Conrad Bangkok Hotel. Tickets are inclusive of networking reception, four-course dinner, wine, beer and all soft drinks throughout the evening. Email: info@asiapropertyawards.com

Alibaba Restaurant Thirty Years On Pavit Grover plans big gourmet expansion

by Barry Kenyon

The Indian food business has really heated up in Pattaya. From a handful of Indian restaurants in the 1980s, the number has grown now to around 80 in the greater Pattaya and Jomtien area. But still sitting astride them is Pattaya’s favorite, Alibaba. Strategically situated in Central Pattaya Road, about 100 meters from Beach Road, Alibaba first opened in 1984 in the same location as now. Over the decades it has been a favorite of many stars in the entertainment industry and from the world of politics. Indian cuisine today is truly an international choice.

t

he Grover family’s most famous pioneer is Haprit Grover, a founding entrepreneur in Pattaya who followed in the footsteps of his father. The first business was a tailor shop on Walking Street (later transferred), the Alibaba restaurant and other initiatives including furniture stores and hotel management. “It’s time now to hand over to the younger generation which, in my case, is my son Pavit who has worked in the Grover enterprises since he was 21,” explains Haprit. Pavit is certainly an up and coming businessman. Elegantly dressed and a fluent English speaker, he was born and educated in Thailand

but pursued his degree-level qualifications in marketing and public relations in the United States and in England. He is keenly aware of the reasons for the success of the Alibaba restaurant. “We have always concentrated on quality products, many imported, and providing a top-notch customer-friendly service including the traditionally dressed waiters,” he says. A unique feature of the restaurant is the recreation of the glittering ethos of Alibaba’s cave which adorns the entrance and staircase and enchants the main restaurant area. Alibaba in Persian folklore was a poor woodcutter who discovered the secret of the cave which was filled with treasures including precious jewels.

GM Outlook

We have always concentrated on quality products and providing a top-notch customer-friendly service.

The legend of the Forty Thieves rapidly spread to Europe in the 18th century when it was translated in several versions of the Arabian nights. In recognition of that fame, the name Alibaba is found in the title of restaurants worldwide. The choice at Alibaba restaurant is awesome. The concentration is on North Indian cuisine with its rich variety of tandooris and curries to suit every taste. There are even 16 types of Indian bread to choose from. Vegetarians are well catered for here and around 30 percent of the meals served are without fish or meat. One of the best ways of introducing yourself to the exotic tastes to be found here is through the “thali” (plate) which offers a selection of six or so small selections each in its own steel mini-bowl. There is the choice of vegetarian or nonvegetarian according to preference. There is a recently-started home delivery Express service covering the whole of the Pattaya area, even the so-called Dark Side, with a large and colorful menu including “chili ratings” to

indicate the heat of any particular dish. Incidentally, chilies are not native to India and were introduced by the colonizing Portuguese as early as the seventeenth century. The home delivery service is already proving most popular, especially among loyal customers who don’t want to make the trek to town on a particular evening. Home delivery typically takes 30 minutes. “Our thoughts are now geared to expanding the restaurant business into other cuisines,” says Pavit. There’s to be a pizzeria, called Fire and Stone, occupying the premises of the tailor shop adjoining the Alibaba restaurant with products (even the tomatoes) flown in from Italy on a regular schedule. Needless to say, the chef is Italian too! “We want Fire and Stone to be a superb Italian eatery but with reasonable prices,” says Pavit. “Customers will feel like they are dining Mediterranean-style.” Another business venture will be a new international-orientated seafood restaurant on Second Road with dishes which are familiar to well-travelled diners

including New Zealand mussels and succulent crabs in garlic butter. “This will be a fisherman’s wharf-style restaurant,” explains Pavit, “typically found in southern Europe and the east and west coasts of the United States. There is nothing like it in Pattaya.” The opening date is scheduled for September this year. Additionally, in a construction venture, a new 30-35 room hotel is currently being built on the Alibaba premises with the entrance at the side. “This will be a quality residence for all nationalities, comfortable and yet affordable which is the Alibaba family tradition,” stresses Pavit. He adds that there will be a rooftop bar and lounge in the hotel which is expected to open next year. One senses that under Pavit’s direction the Alibaba business enterprises are being brought up to date to accommodate the cosmopolitan nature of Pattaya in the second decade of the 21st century. The family tradition is in very capable hands under the leadership of Pavit Grover.

Tips & Advice

Snap Judgment The Last Executioner

(Kevin Lee writes) Please make a point of watching The Last Executioner, the amazing story of Chavoret Jaruboon who executed 55 people (including two women) on behalf of the Thai state by bursts of bullets over 19 years. Although the speaking is in Thai, the English subtitles are excellent and the story so-engrossing that you’ll soon be captivated. The similarities with Britain’s most famous hangman, Albert Pierrepoint, are quite striking. Both of them had other jobs – Chavoret being a guitar player in night clubs while Albert was a publican. Both of them wrote autobiographies in their twilight years and both came to the conclusion that capital punishment achieves absolutely nothing except revenge. Both of them had internal demons to deal with. The film The Last Executioner in this respect is similar to the movie Pierrepoint: The Last Hangman where Britain’s number one hangman is shown to be mentally tormented. Equally there are significant differences. Chavoret was a keen Buddhist whereas Albert Pierrepoint is not known to have had strong religious feelings at all. The Thai executioner in the film is several times visited by supernatural forces, typically Death speaking to him, an acknowledgement that Chavoret continually wrestled

60-day visa turned back Q: I recently read that a farang was refused entry to Thailand even though he had a 60-day tourist visa granted at the Thai embassy in Malaysia. What is all this about? A: There have been a handful of such cases at southern border crossings. In each case, the foreigner had several back-to-back 30-day visa runs in recent months. Thus the immigration officer did not believe that the people in question were genuine tourists. One-year visa Q: I have read a lot recently about changes to the immigration rules. I am holding a one-year retirement visa which I must renew in a few months’ time. How do the changes affect me? A: They don’t affect you or any other one-year visa holder. The changes currently affect only foreigners trying to go on a visa run to obtain a further 30 days at the border. August deadline Q: There has been a lot of publicity recently about immigration changes coming in on August 13. What exactly are they? A: Visa runners trying to obtain a further 30 days will no longer be able to avoid the new rules by flying out and in. Until August 13, the visa run ban affects – in theory – only those visiting a land crossing.

with his conscience in a particular way. Both executioners claimed that they took the job of executioner to provide extra financial support to their families. Actually, the money involved was relatively small. Chavoret was paid a supplement of just 2,000 baht per shooting and the British hangman wasn’t paid much more in relative terms. Britain, of course, abolished capital punishment some eight years after Pierrepoint resigned in 1956, allegedly following a dispute about whether a full payment should be made for a cancelled hanging. In reality, he had already signed a deal worth half a million pounds to sell his hangman’s tale to a British newspaper The Empire News which serialized his reminiscences which, in reality, did not reveal much. But Thailand retains the death penalty which was changed to lethal injection following Chavoret’s retirement 11 years ago. Admittedly it has not much been used – twice I think – but hundreds of prisoners nonetheless continue to wait on death row. I would like to think that The Last Executioner will be widely watched by Thai audiences. It is certainly gory in places, especially when showing a badly botched shooting, but it underlines the point that the state taking human life by execution actually achieves nothing. It neither makes society safer nor does it have the slightest effect on the crime rate. It’s time for Thailand to debate the whole issue once again.

Probationary teacher Q: I recently started work at a language school in Bangkok. The officials there told me they would not yet apply for a work permit for me as I had to complete a one-year probationary service first to check if I was a good teacher. Is this OK? A: The Department of Labour regulations do not allow for probationary periods before an application is made. Ask for an urgent meeting with the principal or other senior official at the school. No O/I stamp Q: I recently left Thailand by a Cambodian land border crossing. I had a 30-day stamp which I had extended for one week at a Thai immigration office. I was expecting to receive an “O/I” (Out/In) stamp which would mean I could not return and obtain another 30 days at a land crossing. I assume there is no problem if I return to Thailand? A: You are right that the O/I stamp in your passport is meant to say you cannot return by land border. However, the fact you don’t have such a stamp does not guarantee reentry. It would still be at the discretion of the immigration officer. Assuming you are a “real” tourist, best to carry with you your onward air travel ticket (to your country of origin). No stamp at Suvarnabhumi Q: I recently entered Thailand by air with a 60-day tourist visa. I showed my passport to the immigration officer who returned it after about a minute and I was allowed to enter the country. Later that day, I noticed that in my passport there is no entry stamp and that my visa has not been cancelled. Can I use it again? A: No. This matter needs sorting at the airport. If you do nothing, you will likely have a problem when trying to leave as there is no record of your stay. Have a word with the local immigration bureau first who will give you detailed guidance before you return asap to the airport.

Is the party over? The intention of the government in “abolishing” visa runs is clear enough. The authorities believe that an untold number of foreigners are working illegally in Thailand or indulging in criminal activity by obtaining back-to-back 30-day approvals which have now been stopped at land crossings and will be outlawed at Thai airports from August 13. Of course, there is some truth in the claims about illegal workers. Particularly in southern Thailand but elsewhere too; it has long been an open secret that aliens from Vietnam work in restaurants while foreigners from many countries are found in the diving industry, as musicians or as teachers in language schools. Employers typically justify hiring workers without the necessary visa or the Employment Department permit by claiming that their foreign staff are on probation for the time being. Another problem is that the process of obtaining a work permit – unless you are sponsored by the Board of Industry – is long, complicated and expensive. First of all, you need a non-immigrant “B” visa and will likely have to visit a Thai embassy abroad with a pile of paperwork to obtain one. You have to be careful which embassy to visit as some of them don’t issue the non-immigrant “B”. The employer then applies at the Employment Department for the visa and must provide about one kilo of documentation. Assuming the work permit is eventually granted, the newly enfranchised foreigner then becomes a tax payer, must stick closely to the duties described in the work permit and must then deal with the Immigration Bureau to extend his original nonimmigrant “B” visa for one year. Anyone who has been through this procedure will know it is complex. Incidentally, you can’t leave Thailand once the working period is over without obtaining a termination of employment certificate from the Employment Department. Of course, not everyone with a 30-day approval to stay at the border or the airport is trying to work here. Most, in fact, are vacationers with full lives in their own country. That’s where the problems will start to emerge. To take a hypothetical example, let’s assume a British guy arrives at Bangkok airport with his 30 days on arrival which he extends once by seven days at a Thai immigration office. He then leaves Thailand by land to visit the Cambodian temples at Angkor Wat and, after a few days in Siem Reap, tries to return to Thailand by land or air to enjoy three weeks more stay in the Land of Smiles. Will he be allowed back? Will he get another 30 days? Some experts say yes and others no. It may depend on whether, on exiting Thailand, he was given an “O/I” (Out-In) stamp in his passport which would likely preclude coming back. Suppose he had spent two months in Cambodia before attempting to return to Thailand. Would that have made any difference? Others will argue that our hypothetical Brit will be fine as long as he carries his eventual flight ticket back to UK with him and keeps 20,000 baht in his wallet to show he has some cash on which to live in the kingdom. It does seem that the recent immigration rule changes in practice put the decision in the hands of individual officers on a case by case basis. Similar efforts in the past to control entry – in 2006 foreigners obtaining 30 days on arrival were restricted to three entries in six months – have tended to be short-lived and quickly forgotten. Recent heated discussions on chat lines about who is a bona fide holidaymaker and who is not have underlined the fact that Thai immigration rules are difficult to define at the present time. Two considerations stand out. Thailand needs genuine tourists and must be careful not to throw the baby out with the bath water. The “one size fits all” framework may not work here. Secondly, the advent of the ASEAN Economic Community in 18 months’ time will in the medium term transform immigration policies in all 10 regional members. The whole idea, eventually, is to encourage human mobility across borders in this part of Asia. In the meantime, the best advice for tourists who might want to spend longer than 37 days in Thailand for the foreseeable future is to obtain a double or triple entry 60-day visa before boarding the airport to visit Amazing Thailand.

Double victory for Sandy Stuvik at Silverstone Thai racing ace Sandy Kraokaew Stuvik dominated the EuroFormula Open round 5 at the British Silverstone Circuit last month. With two victories in a row, Stuvik moves up to 188 points in the championship, against second place contender Alex Palou from Spain with 168 points. The victory was hard fought for Stuvik as the Italian RP Motorsport Team struggled for pace during Friday’s testing, but by Saturday morning Stuvik was again the man to beat in the rain. For the wet qualifying session, Stuvik held the pole position until the very end, when Palou managed to go slightly faster and take the pole position. In the first race however, the Thai driver shot up in the lead and pulled away from competitors almost immediately. He took the checkered flag with an 8-second

lead over Palou; Israel’s Yarin Stern finished third. For Sunday’s second race, run in dry conditions, Stuvik secured a solid pole position, over two tenths ahead of P2 sitter Stern. As the red lights went out, Stern made the best start and claimed the lead into the first corner. Stuvik gave chase immediately and midway

through the first lap overtook the Israeli, allowing Palou to get passed as well. What followed was a long intense race between Stuvik and Palou--locked in an intense battle until the last lap. In the end, Thailand’s driver

scored his second win of the weekend, with Palou having to settle for second and Stern third. Stuvik said after the race, “I was very happy to take my second win for the weekend, with my rear tires fading fast towards the end of the race; I knew Alex would be pushing me hard. I am delighted to take two victories with me from the legendary Silverstone Circuit. The next

circuit Spa Francorchamps is definitely one of my favorite circuits, but so is Silverstone. I look forward to continuing the championship fight in Belgium.” The championship now takes a summer break before moving on to Spa Francorchamps in Belgium for the 6th round Sept. 6 to 9. Stuvik races for the Royal Automobile Association of Thailand and is sponsored by The Pizza Company, Singha Corporation and Dacon Inspection Services.

Toddy, Ken and the Colonel burn at Burapha! by Peter Blackburn Burapha – Stableford It was time for our monthly visit to the classy Burapha Golf Course to take advantage of their special Sports Day rate and its popularity showed as we had an excellent field of 28 signed up to play. As we assembled at The Growling Swan, welcomes handed out to Paul Sharples back from Oman, Glen Henriksen from his work at Barrow Island, Western Australia, Andrew Purdie from Brisbane, Neil Skilton from his travels, and James Artura from America. It was time to bid farewell to Bent Agerbo who is returning to Denmark. Our two mini vans departed ahead of schedule and after 30 minutes we arrived at the golf course to find that it was not overly busy, so we were able to tee off ahead of schedule, playing the A and B nines. The weather was great, not too hot with a nice breeze, and the golf course was in great shape with lush fairways and beautifully-prepared greens. There were groups ahead of us but we never caught them up and. Our good pace continued through the second nine and we completed 18 holes in three hours and 55 minutes. We had 3 Divisions: Division A for handicaps 0 to 12, Division B for handicaps 13 to 21, and Division C for handicaps of 22 and over; there were three places in each division, and rewards for nearest-the-pin on par threes

and longest first putts on the A9 and B9 greens. Martin “Toddy” Todd won in A Division with 35 points, 1 point ahead of the consistent John Pierrel in second place, and Neil Skilton finished third with 32 points. There was some tremendous scoring in B Division with veteran Ken Hole winning on 44 points, just 1 point ahead of Bent Agerbo in second spot; Bob Akapita was third with 34 points. In Division C it was Alan “Colonel” Sanders who took first place with a fine 38 points; with two golfers on 35 points, a count-back was required and Tom “TC” Cotton (17 point back nine) finished second, Geri Crilly (16 point back nine) third. Results for Burapha: Division A – 0 to 12 1st – Martin Todd (8) – 35 points 2nd – John Pierrel (11) – 34 points 3rd – Neil Skilton (7) – 32 points Division B – 13 to 21 1st – Ken Hole (18) – 44 points 2nd – Bent Agerbo (20) – 43 points 3rd – Bob Akapita (16) – 34 points Division C – 22 and over 1st – Alan Sanders (26) – 38 points 2nd – Tom Cotton (23) – 35 points 3rd – Geri Crilly (26) – 35 points

NTP’s A3 – Bent Agerbo A6 – Bill Steinman B3 – Bob Akapita B8 – James Artura LFP’s A9 – Tom Cotton B9 – Martin Todd The Growling Swan NAGA Award (to the golfer who has the worst score on the day and discreetly their score is not made public) was won by Niall Stuart and he accepted the award like the good sport that he is and wore the red cap for a while in the bar afterwards. Russell then kindly paraded Deefa the Dog and of course collected many donations for the needy in Pattaya from our generous Growling Swan Golfers. Back at the bar the beer was flowing and we were reminded time and time again of Russell Calcutt’s birdie on the par 3 B3 but as it was a very rare occasion for Russell we cut

him some slack. It had been yet another great day on a terrific course with top quality company. Growling Swan Golf, home of friendly golf in Pattaya, welcomes golfers of any persuasion – low and high handicappers alike, female golfers and beginners. We generally play Mondays and Thursdays, meeting at The Growling Swan in Soi Chaiyapoon at 8 a.m. with transport departing at 8:30 am. For bookings or more information contact Peter on 080 635 1386 or email petermalcolmblackburn@ gmail.com We also play bowls out of the Growling Swan every Wednesday and Sunday. Sunday is Lawn Bowls and Wednesday is Indoor Bowls. All are welcome. Transport leaves The Growling Swan at 10 a.m. on each of those mornings. Tips & Advice QUICK TIP With the monsoon season here (kinda), it’s a good idea to prune trees that are very near your house, and to periodically clean rain gutters. If tree branches snap and fall onto your home, they can damage the roof or trap moisture and cause mildew. Fallen leaves can clog gutters and cause further damage. Downside of Aging I am getting older and weaker, Andy, and now I’ve been diagnosed with arthritis. As a result, it is becoming more difficult to unscrew the lids on jars and other containers. Do you have any of your fine tips to help me and others with the same problem? Thelma For you and others—young and not so young--who have a problem opening jars, Thelma, try one or more of these tips: *Don a pair of Latex dishwashing gloves or surgical gloves; they provide a non-slip grip that makes opening jars easier. *Heat a bowl of water in your microwave, then place the jar upside down in the bowl. As the metal lid warms up, it expands, again making it easier to twist open. *Using the blunt side of a heavy knife, tap the lip of the bottle cap upward, nudging the lid away from the container. *Hold the jar firmly, knock the edge of the lid against a counter top or other hard surface. *Puncture the lid using a screwdriver, can opener or heavyduty knife, breaking the vacuum seal. *Run the tip of a knife, screwdriver or can opener under the lip and around the circumference of the lid, prying the cap away from the jar.

A plunger can be effective for minor blockage in toilet and sink drains, Richard, but when that doesn’t solve the problem, reach for a toilet auger before going to the expense of buying a snake or calling in a plumber. Are there kids in the house now, or were there before? Older kids have a tendency to throw all sorts of stuff into the toilet (paper towels, cotton pads, etc). If you have an infant, perhaps someone is tossing disposable diapers or baby wipes in. An auger may clear such foreign objects. But before making that purchase, check for a hole on the side of the flapper at the bottom of the water tank. If it has a hole, replace it with a new flapper (preferably one that doesn’t have a hole). While in the tank, see if there is any slack in the chain or rod connecting the flapper and the flush handle. If so, the flapper may not lift high enough to allow strong flow; reduce the slack. If all such items are in working order, try dumping a bucket of water into the toilet bowl. If it goes down with no problem, it probably is not a drain blockage. Perhaps there is blockage in the little holes under the rim of the toilet. Clean out any mineral deposits in each such hole using the tip of a wire (like a coat hanger). If flushing still doesn’t clear the bowl, buy an auger or call a plumber. Plumber of the Month

Galvanizing Problem Andy, do you have any idea why the paint on galvanized metal would be peeling and what I should do about it? Roger There are several possible causes for the peeling, Roger. The culprit usually is poor paint preparation. Chemicals on new, unweathered galvanized surfaces can cause it to peel and/or rust. What you can do is remove all loose, flaking paint down to the bare metal. First use a wire brush, then sand rough edges smooth, and wipe the surface clean with a rag and mineral spirits. Apply a corrosion-resistant primer, and then top with two coats of exterior latex paint. Not at First Flush For some time now one of our toilet bowls does not clear on the first flush; it used to. But it usually does clear on the second flush, but not always. The water container is full; I have checked that. A friend has suggested buying some sort of snake like contraption to clear a possible blockage. I have tried using one of those rubber toilet clearers but to no avail. I do not want to dismantle the whole works. Can you suggest a remedy, please? Richard Bones

Searching for Mr. Goodwrench I enjoy your articles very much and have used a lot of your advice. Since I have tried three handymen in Pattaya and struck out each time, perhaps you can suggest some others and tell me how to find them. I need to rewire my bathroom lighting and put in a ceiling. In the kitchen I need to have a couple cabinets built. Plus some grout work. Any help would be greatly appreciated. Jasper I appreciate your kind words, Jasper. Here are several suggestions for outfits that provide services in Pattaya. I must stress, however, that I have not used any such outside firms, so I

cannot attest to the quality of their work. *PAC Co does home and condo renovations, reportedly good quality. Tel 087 139 1539. *Benchmark Property provides handyman services for plumbing and electrical work and offers renovation and construction services. Tel: 038 304 133 or 081 792 9486. *SL Renovation Pattaya offers renovation and handyman services: electrical work, plumbing, construction, kitchens, bathrooms, insulation, built-in furniture, joinery and landscaping. Tel: 081 088 8360. *Probuilt Renovations does house and condo renovations, electrical systems and landscaping. Tel: 08 0445 8581. *Connex Asia is a general construction contractor that also does renovations and swimming pool construction. Tel: 038 422 986. *Global-Solidor does construction and renovations. Tel: 082 469 5551 *CSP Projects is a construction contractor and offers swimming pool, architectural and interior design services. Tel: 038 076 285/ 6. *J.P. Construction builds and renovates homes. Tel: 038 425 160 or 086 140 7007. Wipe then Wash My kitchen wash basin gets clogged with food debris although I use sieves to prevent it happening. I would be grateful if you could kindly recommend some device to help keep the drain pipe clean. Kenneth Yes, Kenneth, that device is called a trash bin or garbage can. I ran into the same problem when I first arrived in Pattaya, having previously had the luxury of an in-sink garbage disposal; old habits die hard. I quickly learned that I could not rely on running water to properly and effectively dispose of food remnants and other drain-clogging elements. I reverted to placing screens over each drain, but they were not totally effective. Like you, I still use sieves on all my sinks (two on each kitchen sink drain) just in case an odd particle should escape into the sink. Before putting dishes, plates, cookware and other items into the sink for washing, it’s important to hold each over the trash bin and wipe them totally clean of rice, bones, and any other leftovers. Our Community Where champions are made At the Redemptorist Vocational School for People with Disabilities’ annual in-house sports competition, students were divided into four color-coded teams that participated in 10 different competition ranging from takraw, table tennis, and wheelchair basketball to volleyball, futsal, boccia, swimming and wheelchair tennis. Prior to arriving to study at the school, many students had never taken part in any type of sport or physical activity. Not only does sport keep the students fit and healthy, but it also builds confidence and self-esteem and gives them a sense of achievement, and the school has a long tradition of producing champion sportsmen and women. Many students travelled to Myanmar in January to represent Thailand at the

ASEAN Para Games, and the majority of athletes representing Chonburi at the National Games for People with Disabilities in February were from the school. The Asian Para Games will be

taking place in Incheon, South Korea, later this year, and several students are likely to be selected to represent the Kingdom. In the recent Pattaya event, competition was fierce amongst the

students, but as soon as the final whistle was blown or they crossed the finish line, rivals went back to being friends. More information can be found at www.fr-ray. org or email info@fr-ray.org

Youth Focus Education - a window of opportunity by Matthew Bolton, Mooltripakdee International School I am sure that some of you will have read the letter from the head of Barrowford Primary School in the U.K., which has, as the saying goes, “gone viral” on social media websites. The letter was sent to Year 6 pupils as a kind of codicil to their end of Key Stage 2 test results and encouraged the students to remember the gifts and talents

they possess (music, art, dance, languages, etc.) that are not reflected in the tests. This backhanded admission that some of the students may not have performed particularly well in the tests was picked-up on by teacher-turned-comedian Gerry Dee, who gave a very funny but, nonetheless, acute response to the letter on the

BBC. The main thrust of Dee’s argument was that test results, for better or worse, have an enormous impact on pupils’ opportunities and life chances (as he caustically put it, try relying on an ability to dance or paint a picture when presenting your resume!) It seems to me that these two positions--a desire to identify and nurture individual talents verses the preparation for success in a series of standardized tests-have framed one of the key debates in educational thinking in recent years. Perhaps the most prominent spokesperson for the ‘individual talents’ camp is the celebrated education advisor Sir Ken Robinson. The following quote from his book “The Element ...” serves as a good summary of his position: “The fact is that given the challenges we face, education doesn’t need to be reformed-- it needs to be transformed. The key to this transformation is not to standardize education, but to personalize it, to build achievement on discovering the individual talents of each

child, to put students in an environment where they want to learn and where they can naturally discover their true passions.” The other camp is not so much represented by an individual as by the education system itself: a system which values success in tests above all other achievements and uses test results as the main criteria for judging and differentiating between schools, teachers and students. This debate has a significant bearing on the approach to curriculum planning and delivery for all independent

schools (which are not bound by the National Curriculum) but especially, in my view, for International Schools such as M.I.S. Our customers, the parents, naturally want their children to be academically successful and prepared for good higher education opportunities. However, many parents also want their children to experience a wide range of sporting, artistic and cultural activities. The importance attached to each is often a reflection of the different educational priorities of the various nations that make up our International School

communities. The best schools manage to value both as important elements of a rounded and rich education. I believe that this can best be expressed in terms of opportunity: we should aspire to provide students with the opportunity to fully realize their academic potential while also giving them the opportunity to explore and develop their individual talents. As Albert Einstein once put it, “All that is valuable in human society depends upon the opportunity for development accorded the individual.”

Tara Pattana International School – Expect the Best by Peter Hartnell, Tara Pattana International School

The opening of another new international school in Pattaya would not normally cause much of a stir or set many pulses racing, but anyone living within striking distance of the Pattaya-Bangkok Expressway, Soi Siam or Soi Khao Talo might not agree. There seems to be genuine excitement amongst parents and children about recent developments at the new Tara Pattana International School on Pattanakarn Road, which is celebrating its third birthday this month. Tara Pattana International

School aims to combine the values, character building and etiquette of traditional English education with the most modern approaches to learning and developing children’s thinking skills. The owners of the school, Wenxiong (Eric) He and Suthinee (May) Sripathurat are related to a respected and established family, well known for their integrity and long commitment to high quality education. May remembers from her own school days how important the House system

and good manners were in helping her to develop the social skills to be comfortable and confident in any social setting. She intends these to be as much a part of the new school's philosophy as its emphasis on academic excellence. Eric has an abundance of creative energy, and having travelled widely, is aware that the world is increasingly becoming a global village, where every school needs to prepare its students for the future by giving their education a truly international dimension. Eric has invested heavily in new

buildings, sports facilities, modern ICT equipment and resources, but both he and May agree that their greatest assets are the teachers they have recruited. Education shapes children for life. TPIS will offer all students an internationally recognised curriculum based on the National Curriculum for England and Wales. Its mission is to combine excellent teaching and enjoyable learning, and to be among the very best small International Schools in Thailand, combining high standards with a broad and rich curriculum.

Star GIS students gain IB diploma Talented students from Garden International School (GIS) in Ban Chang are celebrating excellent examination results. Some 14 GIS students who took the International Baccalaureate Diploma Programme (IBDP) were awarded the full diploma. This overall pass rate of 78 percent is in line with the global average, a sign that GIS is continuing to meet international standards. It also shows a slight increase from last year’s results. Another great result was achieved by Monisha Punjabi (Mona). Mona,

who just turned 17, attained the top score with 41 points, including three maximum scores of 7. She also gainedthe three maximum bonus points for her Theory of Knowledge and Extended Essay work. Mona spent her childhood in Burkina Faso, West Africa where she studied at International School of Ouagadougou. She completed her high school at Podar International School in Mumbai, India before arriving to Thailand in 2012 to pursue her IB in GIS. Mona is all set to hit Boston University this academic

year. The International Baccalaureate Diploma Programme, founded in 1968, is the world's premier pre-university course and begins in Year 12. Students must study across a range of six subjects and complete community-based activities and other tasks. The IB Diploma Programme is ideal for students who aim to further their studies at leading universities worldwide, including Thailand. There are around one million IB students at 3,440 schools in 141 countries across the world.

Already enrollment in the school is high. Parents who visits are immediately impressed by the new purpose built buildings and landscaped grounds, and comment very favorably on the accessibility of the school. They can see the emergence of the new secondary school, with its art and design block, its science labs, basketball court and even cricket nets! Opening for Years 7 and 8 in August, the new key stage 3 facilities will build on the achievements of the primary school, and prepare students for professional careers or university.

If you visit Tara Pattana International School, expect the best.

You & Your Pets Pattaya Pets Susceptible to the Sun by Dr. R.J. Peters Aware as you are to the dangers of sun exposure, you probably don’t sunbathe for hours at a time or even venture out midday without covering up with sun screens and protective clothing. So why would you subject your pet to those destructive ultraviolet rays? Particularly in Pattaya’s blistering sun! Yes, dogs and cats do sunburn. And that sunburn often results in an acute inflammation of the skin that can cause itching or even pain. Worse yet, frequent sunburns can lead to pre-cancerous conditions or even tumors. In the wild, animals generally follow their instincts to avoid getting burned in the first place; when unavoidable, they find ways to obtain relief. Elephants and other pachyderms, for example, often can be seen enjoying a mud bath. This coats and protects their tough hides, which surprisingly are quite tender and vulnerable to pain. Domesticated pets, however, are at the mercy of their human owners, who may not understand their vulnerability to this uncomfortable and potentially serious consequence. Obviously, hairless animals are most easily burned. Cat and dog breeds that have little to no fur or hair should either be kept indoors or provided with a covering when outside. Others with white, short or thin hair also are potential victims. This includes pets that have been shaved, either as a summer cut for seasonal comfort, or when an area has been prepared for surgery. Just as people have varying amounts of pigment in their skin, so do animals. The more pigment your dog or cat has, the darker the skin and, thus, the greater protection from the sun’s harsh rays. This does not mean they are impervious, however. While darker-skinned pets are less likely to become burned, they still can suffer if no precautions are taken. Other conditions also can contribute to vulnerability. For example, genetic defects, a pre-existing illness, or a weakened immune system.

Preventing Sunburn

Cats for You in Pattaya

Cats for You is a great and much needed service in our area, but Paul and Sandra point out that adopting a cat or kitten is a longterm commitment with costs such as feeding and veterinary fees. Many adopters find it’s a good idea to adopt two animals so that they can enjoy each others’ company as well as yours. Contact Paul and Sandra on 0852875004 or look at their useful website http://cats4youinpattaya.webs.com/

Kissa

If your dog enjoys long walks and is sensitive to the sun, put a doggie t-shirt or vest on him, and allow him to occasionally stop to rest under a tree or other shaded area. Provide plenty of water to drink, too, as maintaining hydration is important. Sun-damaged skin can become dry and flaky and contribute to dehydration as well as being sore or itchy, which invites scratching and can further damage the skin.

Treating Sunburn

Your pet’s most painful time is when sunburn first occurs. Applying a cool compress to the burned area can offer a great deal of relief, but only while it’s on him. Repeat the compress a number of times if he is especially uncomfortable. Then apply a sunburn product designed specifically for animals. Check with your vet or a pet supply store for available products. Aloe vera gel is sometimes effective. If the burn appears to be serious, call your vet for a more customized solution or treatment. In general, simply being considerate of any animals in your care will go a long way toward preventing a great deal of discomfort and potential health risks. Dr. Peters’ three informative and entertaining books include Our Amazing Cats, Our Amazing Cats Vol. 2, and Our Amazing Dogs. All are available from Amazon Books and at www.ouramazingcats.com (about 200 baht each). For a free subscription to her newsletter, The Kitty Times, go to: http://www.theproblemcat.com. (Proceeds from book sales help support abandoned cats; the books help support your emotional health through their heartwarming stories.)

The first and most obvious solution is simply to not allow your cat or dog to venture out in the middle of the day. If they do go out, ensure that there are shady areas. It’s also a good idea to have ointments or creams on hand—products that are made specifically to protect pets from UV rays, such as sunblock with a preferred rating of SPF 30. Apply these preventive products to your pet’s most vulnerable spots, such as the ears, the top of the muzzle and nose, and along the spine. If your pet enjoys lying on his back--apply some to the bare belly areas.

Going to the Dogs... If you think dogs can’t count, try putting three dog biscuits in your pocket and then give him only two of them. --Phil Pastoret

Nearly half of all cats carry the bacteria for cat scratch disease (CSD), most often found in kittens. Normally, cats with CSD do not display any symptoms of the illness or bacteria. The infection is caused by flea bites to kittens and cats (but not to humans). While the presence of fleas might be a good indicator of the presence of the bacteria, you won’t know for sure unless your cat is examined by a veterinarian.

This little guy went to a new home a couple of months ago, but sadly now his owners can’t keep him anymore. As you can see, he is very friendly and would love to have a new home with a garden and maybe a friend to play with.

Alfie

By the time you read this article this small kitten will be ready to go to a new loving home. His mom is still looking after him and his sister at the moment and they are both now eating solid food. They just love exploring and learning to play.

Mamma

This lovely tabby girl has been with us for a couple of years now. All of her kittens went to new homes so now it would be nice to find a place for her. She is very friendly and prefers to spend most of her day sleeping, but at night she likes keep a close eye on the happenings in the garden and surrounding area.

Dexter

This cheerful fellow is very friendly, especially with other cats, so he would make an ideal friend for your lonely puss. He has recently been neutered and now has all of his vaccinations. Now we just need to find a loving new family to take care of him.

Did You Hear the One About...?

There’s a myth that parents with an infant baby cannot have a cat lest the pet “steal the baby’s breath.” While some see the myth as real and literal, others believe that cats are prone to smothering babies-covering the child’s mouth which smells like milk. First of all, remember that cats prefer solid food to milk. Secondly, it has been established that all infant suffocation deaths attributed to cats were caused by illness, putting the child to sleep on his or her stomach, crowding the crib with soft toys and blankets, or sudden infant death syndrome.
