T
he suggestion of Thai Tourism and Sports Minister Kobkarn Wattanavrangkul that foreign tourists should wear a wristband, embedded with an ID chip, has apparently been abandoned after Prime Minister Prayut Chano-cha said it was unenforceable. The idea was brought up in the aftermath of the murder of two British tourists on the island of Koh Tao and was a somewhat hasty response to the apparent failure of the police quickly to find the murderers. Actually, there were two proposals. The first was that tourists, on arrival at their Thai hotel, would be encouraged to wear a wristband with a serial number matching their ID contact details and the name of the hotel. At a later stage, the wristband could receive the additional security of an electronic chip which could even identify the location of the individual tourist through a global roaming system of some kind. A separate suggestion was that a Thai “buddy” could accompany foreign visitors during their vacation. The minister said, “If tourists are out partying late and, for example, get drunk or lost, they can be easily assisted.” But she did emphasize that only the wearing of a wristband was to be introduced in the near future. Initially, the ideas brought a positive response from the Thai police who were struggling to identify the Koh Tao killers amid often wild and untrue red herrings in the Thai social media. News Robber poisoned dogs but was bitten
A group of robbers made an attempt to rob a house in Naklua of its valuables by poisoning two guard dogs and then using a crow bar to force a back door of the premises. But tell-tale blood on the interior walls showed that one thief had been bitten by one of the dogs before the poison took effect.
The owner Wiriya Somboon, 36, said her female dog died but the male pit bull survived after receiving hospital treatment. Neighbors said that they heard a lot of barking and noticed three men fleeing in a car soon afterwards. Apparently nothing was stolen.
CCTV catches bag snatchers
More card fakers in town
A Chinese tourist taking a walk with his group and in the company of a Thai tourist guide was astonished as the pillion passenger on a motorbike snatched his bag containing 2,800 baht, 4,040 Chinese yuan and various documents. However, a CCTV camera captured the incident and the wrongdoers were arrested later that night in the Nong Yai area. Zhang Ju Tao, 64, said his group had just eaten in a restaurant in North Pattaya when the snatch occurred. A witness, a hotel security guard, also confirmed that the men in the CCTV footage were the same as those handcuffed by police.
Two Russians are among the latest crop of foreigners arrested for credit card fraud. Evgenii Kurbatov, 37, and Sergei Popov, 27, were caught by police at an ATM on Pattaya Second Road. They were in possession of 36 fake cards, several passwords and 20,000 baht in cash. The accused men told investigators they had bought the fake cards from a foreign man for 1,000 dollars each. Most of the personal information on the cards showed that they belonged to Europeans.
15-year-old boy shot British expat resists parking criminal
Police are investigating the wounding of a young teen who was shot in the leg by a motorbike cyclist as he drove his own machine near the Nong Yai temple in North Pattaya. Identified only as “A”, because of his age, the youth told investigators that he was driving on Beach Road when he noticed he was being followed by two men holding a two-way communication radio. He added that he was too frightened to stop until he heard three shots and felt a terrible pain in his knee area. The boy was rushed to hospital by Sawangboriboon volunteers and investigators said they will allow him time to recover before trying to find out more information. Typically, cases such as this are brought about by teen gang violence.
An elderly UK man was hit with a wooden stake and received a broken arm after refusing to pay 40 baht to park on a public road. The incident took place in Soi Buakhao when the car driven by John Hayward, 70, was approached by Tosapol Tapprasit, 19. The youth demanded 40 baht for the privilege of parking. When the expat refused, he was attacked with the piece of wood. When arrested, the attacker said he made his living collecting cash from drivers wishing to stop on what he claimed was a parking lot he supervised. Tosapol said he had become angry when the farang tried to drive away. He later apologized for striking Hayward and damaging Thailand’s international image.

News Electronic tagging non starter Continued from page 1 Tourism organizations were quick to point out the downside of monitoring tourists in this way. The wearing of wristbands could identify vulnerable people in holiday hotspots and beach resorts and make them more likely, rather than less, to be targeted by unsavory elements. There is also the psychological effect on visitors – being made to feel they are likely to be attacked or robbed. A spokesperson for the Tourism Authority of Thailand in Pattaya said that it was unlikely that all tourists would agree to being tagged or escorted in any case. “It’s a worthy notion, but Pattaya is
an international resort with scores of nationalities. The exercise would require a huge public relations campaign and implementation would be expensive. In any case, many tourists move around and don’t stay in the same hotel for the duration of their stay, so the information might become out-of-date.” Barry Kenyon, press officer for the Pattaya Tourist Police Assistants, also doubted whether tagging would succeed. “A simpler and cheaper alternative would be to encourage tourists always to carry with them some form of ID. This would ideally be a laminated copy of their
passport and a hotel card to show where they are staying.” He added that one of the major problems in Pattaya was not violence but the fact that some tourists simply forget the name and location of their hotel. “Some people don’t realize just how big Pattaya now is and imagine it’s simply a beach with a couple of streets behind.” The UK-based website The Debrief commented, “In the case of the Koh Tao murders, believed to have been caused in part by a garden hoe which was found nearby covered in blood, we don’t think that tagging, electronic or otherwise, would have put the murderers off.”

Police raid Chiang Mai construction businesses Economic Crime Division police raided six Thai-owned businesses in Chiang Mai suspected of using unlicensed software, known as Autodesk, to design the superstructure of buildings. Economic Crime Division Deputy Commander Chainarong Charoenchainao said, “Some companies that don’t have suitable management tend to reduce their production costs in order to compete with others unfairly. This includes the use of illegal software. He added that this type of crime was a priority since the military coup of last May partly because hackers can easily steal the illegal products. Many businesses had been raided and piracy of this sort is thought to cost 38 million baht.
Exactly 92 guests were invited to the birthday party of gay icon Archie Dunlop at the Baan Souy Resort in South Pattaya. Food and drink flowed freely and there was a camp cabaret show featuring traditional favorites such as Madam Jim, the Dolly Sisters, Dennis Dewsnap and staff of the Funny Boys nightclub. The party, hosted by Archie’s friend James Brabham, also featured guest singers Richard Taylor and Peter Wall. Archie, who lives in Pattaya and Spain but spends a good deal of his time on exotic cruises, was awarded the British Empire Medal and served in the Royal Air Force as a young man. He was a highly successful London nightclub owner in the 1970s and made many shrewd investments in international property. But, as a Scot, he believes strongly in value for money and strongly objects to any scam big or small. Popular and active, Archie exercises most
days and is the envy of men much younger than himself. Asked about the secret of long-living, he said “It’s important to have lots of friends and to keep busy as well as being sensible about your health and having regular checkups.” Archie is the oldest British expat living in Pattaya although there are two European holders of retirement visas who are in their mid or late nineties. “I’m hot on their tails,” concludes Archie.

Locals fear road will collapse Residents of Pattaya Third Road called a meeting with the local media to complain that a condominium being built in Soi Chalermprakiat required builders to dig up so much land that the concrete road might cave in altogether. However, the building company reassured protestors that they would fix the water pipe within 24 hours, even though earlier promises had not been fulfilled.

Stress responsible for suicide
Newborn dumped on vacant lot The body of a newborn infant was discovered on a vacant land plot on Thappraya Road. Pisit Supannaset, 37, said he was collecting bottles when he noticed a plastic bag with the corpse inside, together with two black T-shirts and a bloodstained towel. Police said the baby had only just been born and might have been dead on arrival. Inquiries are continuing in an attempt to locate the mother.
Police dashed to a South Pattaya condominium after hearing that a dead body had been found in a bathroom. In a suicide by hanging, Michael John White, 27, from Belfast, had gone into his unit’s bathroom after having an argument with his Thai girlfriend. Patcharee Wapadthai, 24, told investigators that White had been in Thailand for three months. The last time she had seen him, he was having a furious argument on the phone with a third
party which may have been related to his long absence from work in Northern Ireland. She could see that he was very stressed out but was unable to calm him as heated words were exchanged. The British man then began breaking ornaments in the living room before retreating to the bathroom. The body was discovered when Patcharee summoned security guards as White had locked himself in the bathroom for a long time.

Mick & Di The Food Lovers
thefoodloverspattayatoday@msn.com
Mantra hosts Banfi Wine Dinner Liquid Gems from Tuscany Crusted Snow Fish with baby fennel and Schiaciatta
Mick and I were invited recently to the latest oenophile event at the ever popular Mantra Restaurant and Bar. We were to experience the celebrated wines of the famous Tuscan wine house, Castello Banfi, paired with the culinary creations from Executive Chef Leonard Faust and his team. A family-owned vineyard estate and winery in the Brunello region of Tuscany, Castello Banfi’s dedication to excellence in the art of winemaking has been recognized the world over. Capturing honor after prestigious honor, the American-owned estate has been declared “International Winery of the Year” an unprecedented four times at VinItaly’s International Enological Concourse, which also named Castello Banfi “Italy’s Best Wine Estate”
11 times since 1994. Guillaume Blanchard, regional manager, Southeast Asia for Banfi Winery, was in attendance and charmingly hosted the evening. The vinous event set sail with canapés and a glass of bubbling Banfi Brut Metodo Classico NV in Mantra’s dramatic bar before being seated in the main restaurant. The wine served with the appetizer was a delightful Banfi Le Rime Pinot Grigio – Chardonnay Toscana. A splendid partnership of grapes; the Chardonnay rounding out the youthful crispness of the Pinot Grigio creating a superb amalgamation. To compliment this wine Chef Leonard had crafted a starter plate of Hiramasa kingfish and fresh fig carpaccio. Hiramasa kingfish
is the king of yellowtail and is regarded as sashimi at its finest. Married with the sweetness of those luscious fresh figs and encircled by a roasted artichoke heart, cherry tomato, arugula salad and shaved Parmesan, it was a stunning opening dish. Tipping his toque to Tuscany, Chef Leonard then produced a rustic Tuscan soup paired with a Banfi Chianti. This classic Italian icon is superbly represented by Banfi’s 2013 vintage. Rich flavors with subtle tannins and a captivating bouquet, it made the perfect companion to the richness of the rustic country-style soup bursting with Cannellini beans, salty pancetta, wilted baby spinach, tomatoes and fruity extra virgin olive oil. Mama mia, it was good. The main course now beckoned. We chose the fish option for this course although it was a tough call between that and the slow braised lamb shank in squid ink ravioli with seared lamb loin, roasted butternut pumpkin, ricotta cheese and truffle oil. The impeccably cooked snow fish benefited from a blackened polenta crust and was accompanied by sweet poached baby fennel, confit garlic (fantastic) , salsa verde (packed with herby flavors) and crisp schiaciatta (a classic Tuscan flatbread). We should have requested another glass of Chianti to accompany fish but were not quick enough to outrun the efficient servers and before we knew it we were
MIXOLOG
poured the wine to escort the lamb shank, a Banfi Belnero Toscana 2010. Medium-bodied with full structured tannins, it was a rich and fruity wine with overtones of plums and cherries which we enjoyed. Imported cheeses are a speciality of this kitchen and nearly always appear before the dessert at Mantra dinners. This occasion was no exception and we were then presented with a trio of top-notch cheeses: Pecorino, Taleggio and Gorgonzola served with a duo of dried apricots and grapes. It was the ideal cohort for the big gun of the evening, a Banfi Brunello di Montalcino 2008. This classic from the Banfi portfolio is produced with clones of the Sangiovese grape which the winery has perfected with decades of experimentation and research. Aged in French oak barrels, it is the most aristocratic wine combining Montalcino traditions with modern winemaking. A joy to sip and slurp and it made very good amici with those Italian cheeses. Chef Leonard still had one more surprise up his sleeve. The dessert was listed on menu as “Chocolate Salami” and indeed it did resemble a slice of dark spicy salami but in the mouth was a riot of rich high-grade chocolate studded with pistachios and almonds served with brioche and for a final kiss attended by a delicious boozy cocktail cherry. The vinous element was an unforeseen surprise, a Banfi “Rosa Regale” Brachetto d’Acqui. This most elegant, soft sparkling wine made from the Brachetto grape utilizes the cold maceration of the grapes followed by soft pressing to extract the full flavor from the skins giving this most chicest of wines its light ruby red color. Mantra once again pushed the culinary envelope and together with the careful selection of wines from Banfi Winery staged another memorable gourmet dinner. If you haven’t visited Mantra, it really is a world-class gourmet destination and one that comes highly recommended. Seven regional specific kitchens offer Japanese, Indian, Chinese, Western, Mediterranean (including pizzas), the grill and lava
stone area plus the huge fish tanks. The ambiance is chic trendy and dynamic. Seclusion can be obtained in one of the private rooms in the Lost Gallery or a reservation made for the long and luxurious Sultan’s Table. Mantra hits the spot in so many ways. It is a popular stylish venue offering a wealth of cuisines to suit all pockets, served in a beautifully chic architectural phenomenon. A must visit.

FISH BAR at Rayong Marriott Resort & Spa
Fresh Fish on the Water’s Edge – Ticks all the Boxes! Lifestyle developers, hotel consortiums and tourist scouts have recently turned their attention to the dramatic and serene vicinity of Rayong Province. A longtime favorite weekend retreat for Bangkokians, it is now emerging in the mainstream tourist industry and the hotel giant, Marriott, is managing a resort on Rayong’s beautiful Mae Phim Beach. With over 500 hotels and resorts worldwide, this huge luxury brand have obviously spotted the potential of this peaceful corner of the Eastern Seaboard. Mick and I were invited recently to stay at this new hotel and the full review will appear in the next issue, but our first evening was spent dining at their signature restaurant, Fish Bar. Rayong is home to Thailand’s biggest fishing port and, as the lines of squid boats that speckle the Gulf every night will testify, seafood is big business. The menu does hold a trio of items for the die-hard carnivore but this authentic seafood and grill restaurant specializes in the joys of eating spanking fresh fish. The décor is fashionably on trend with its muted sandy colors, sunken bar, open kitchen and an abundance of comfy sofas and upholstered seating around natural wood tables,
all overlooking the pristine Mae Phim Beach and the inky black sea beyond. The setting is beautiful and the ultimate spot to get stuck into the oceans of seafood items on this exquisite Thai menu. On hand to greet us as we arrived by buggy (make sure you take advantage of these buggies – the resort is huge) was the charming Miss Noo-na who knowledgably guided us though the menu. We were to be served a tasting menu from Chef Ko Ko but as we waited and read through the
menu the authenticity shone through with its carefully chosen dishes from Thailand’s vast culinary traditions. The wine list is an interesting selection of labels and we chose a glass of Echeverria Classic Collection and a Sauvignon Blanc Fox Creek Shadow’s Run to commence the proceedings. The first dish to be served was the one and only classic Thai soup – tom yum goong (B.280). Is there anybody out there who doesn’t love tom yum goong? Hot and sour redolent with chili, lemongrass, kaffir lime leaves and
coriander, the soup sang out to the generous serving of prawns in their sweet, salty shells. It was delicious; spicy as only this dish can be, it immediately cleared our heads for the following courses! Two more (coconut) soups are on offer, a tom kha talay and a prawn-free tom kha hed with mushrooms and herbs. Next up was yum pak boong goong yang (grilled tiger prawns with crispy morning glory salad). A perfectly crunchy deep-fried salad offered up its succulent, juicy partner – an uber jumbo prawn to be enjoyed with another example of the excellent seafood chili sauces that are produced in this area. An all-star dish this one and we would definitely order it again should we ever see it elsewhere. Other starters include the sharing platter of Fish Bar Seafood Tower at B.950. Poached and chilled prawns, squid, mussels, Rayong oysters and local fish are presented with a pomelo salad and spicy condiments, or pla tod yum mamuong, a deep fried fish with spicy green mango salad or kluy poo the restaurant’s specialty crab spring rolls with sweet chili and a pineapple salad. It was now time for the much anticipated main course, the house signature fish dish, the mixed grill Rayong platter. A whole sea bass
had been grilled to exactness and accompanied by a massive salver containing seafood galore – gleaming polar white translucent squid sat next to big fat orange mussels, lustrous pink meaty prawns and a mottled red crab offering up its sweet, dense white meat. Two accompanying sauces, the traditional sweet chili and another which turned out to be my preference, a tasty tamarind sauce. A steamed seafood basket is also offered to share at B.1,250. Phuket style stir-fried lobster with cashew nut sauce sounds a tempting dish we could try on our return, or northern style curried yellow noodle soup with crab meat or their regional green curry with fish fillet, eggplant, sweet basil and coconut milk. The trio of western main courses, mentioned earlier, is 200 grams of grilled beef tenderloin served with a Café de Paris sauce, French fries and vegetables, grilled pork chop with a mushroom sauce or chicken breast with the usual accoutrement plus a red wine sauce. If you are lucky enough to be enjoying a weekend getaway at this resort, there is a weekend (Friday-Sunday) fish buffet for B.899 ++. We had been very well fed and were replete with the fruits of the sea, but our delightful server, Noo-na convinced us to sample her favorite dessert, churros with two sweet sauces. Sometimes referred to as the Spanish doughnut, it was served here with a sweet caramel sauce infused with cinnamon and a slightly tart berry sauce. We couldn’t do it justice but it was a luscious and unusual dessert which sweetly brought down the curtain on our foray into the joys of Rayong seafood at the beautiful beachside Fish Bar Restaurant. Dishes not to be missed include the king crab tempura kakiage with tentsuyu dip, king crab lasagna and the king crab curry to mention a few. Tour of Thailand’s Isan civilization and heritage at its best during the rainy season The Tourism Authority of Thailand (TAT) organized a host of tourism activities to reiterate the awareness of the country’s northeastern region or commonly referred to as Isan, as a melting pot of art and culture, religious places, and archaeological and paleontological sites. TAT Governor Thawatchai Arunyik said, “Especially during the rainy season, Isan is at its best for tourism activities, offering pleasant weather and fresh green scenery. In Isan, visitors to Thailand will be mesmerized by rich ethnic culture, impressive history, natural wonders, as well as fascinating archaeological and geological sites. The region is also deemed as the most important learning center of Thailand’s prehistoric era dating back to the dinosaur age.” In Thailand, the distinctive evidence of dinosaur fossils has only been found in Isan. The region is also Southeast Asia’s largest dinosaur excavation and paleontological sites. There are several museum establishments of international standards worth visiting such as Sirindhorn Dinosaur Museum and Excavation Site in Kalasin and Phuwiang Dinosaur Museum in Khon Kaen. Phuwiang Dinosaur Museum Phuwiang Dinosaur Museum is a geological museum mainly exhibiting fossils. It is under the administration of the Department of Mineral Resources, Ministry of Natural
Resources and Environment, the Royal Thai Government, and situated in the Khok Sanambin public area in Nai Muang, Wiang Kao, Khon Kaen. The museum was constructed with a budget from the Tourism Authority of Thailand under supervision of the Department of Mineral Resources and comprises an area of 40 acres. It has been open to the public since 2001. Isan is also well-known for being home to numerous places of worship for Buddhists, boasting several famous Buddhist temples and sacred sites or Phra That where Buddha relics are kept. The southern part of Isan, which covers Khon Kaen, Kalasin, Roi Et and Maha Sarakham provinces, is famous as being a retreat of several highly-revered Buddhist monks of Thailand. The other uniqueness of Isan is its arts and cultures. Isan is home to distinctive mat-mee silk, which is tie-dyed to produce geometric patterns on the thread, pakama or a versatile length of cloth that can be used for basically anything from being a headwear to a hammock. The region is also rich in uniquely celebrated festivals such as the Bun Bungfai Rocket Festival in Yasothon, Candle Festival in Ubon Ratchathani, Silk Festival in Khon Kaen, Elephant Round-up in Surin, and the Bungfai Phayanak or Naga Fireballs in Nong Khai. Isan also boasts a host of natural wonders such as Phu Kradueng
in Loei, Sam Pan Boak or the Grand Canyon of Thailand in Ubon Ratchathani, Red Lotus Lake in Udon Thani and many national parks, including Khao Yai which is Thailand’s third largest national park. Phu Kradueng National Park
Candle Festival in Ubon Ratchathani (Korat)
Phu Kradueng National Park, located in the Phu Kradueng mountain area, Phu Kradueng in Loei, is one of the most famous national parks of Thailand, with a high point of 1,316 meters above sea level. Every year tens of thousands of people come to make the climb up this famous mountain. It received the title of a nationally protected forest in the year 1943, and was proclaimed a national park on the 7th of October 1959, the second national park of Thailand after Khao Yai National Park. Sam Pan Boak or the Grand Canyon of Thailand Sam Pan Boak, known as the Grand Canyon of Thailand, has the biggest rock reef in the Mae Khong River. It
is a place to witness life on the Mae Khong River bank. If you are a tourist in Ubon Ratchathani or if you live in Ubon Ratchathani it is a nice place to visit and spend a day exploring and enjoying nature. There are two ways to travel to Sam Pan Boak. The first way is to take a boat cruise for around four kilometers to Sam Pan Boak. The second is to drive, which is suitable for those who have limited time. The first route is more popular among tourists. There is also another stop at Had Salueng where there are many

restaurants and the starting place for the trip at Sam Pan Boak. During the dry season, the water reduces low enough for visitors to see Had Salueng, a sandbank on the Moon River.

How to Remove Stretch Marks Naturally
by Laura Cox, www.UrbaneWomen.com
Perhaps the best definition for stretch marks is that they are visible lines on the surface of the skin which are slightly off color to the rest of the surrounding skin. The area around the abdominal wall below the umbilicus is the most common area for stretch marks to occur but they can also show up over the breasts and thighs. There is no inherent health risks associated with stretch marks but they are considered to be an unsightly blemish and are therefore an annoying cosmetic issue. Chemical and surgical treatments are available to treat and reduce the visibility of stretch marks including fractional laser, vascular laser treatment, and abdominoplasty (tummy tuck) among others. Of course, as with most surgeries, these treatments are not just expensive, they can also be risky. Luckily we have been hard at work discovering all natural treatments that may work just as well so you can be free of unsightly stretch marks without the risk or the cost. Here are a few of the better ones we have found. 1. Potato Juice Despite their less than stellar reputation in regards to being packed with carbohydrates, potatoes actually contain many vitamins and minerals which can help to restore skin cells. This health benefit in turn creates less visible stretch marks. Cut a medium-sized potato into two halves. Using one of the halves, rub it over the stretch marks. Once you have noticed that the juice has been absorbed into the skin, rinse off with water. 2. Egg White
Egg whites applied to stretch marks is an effective stretch mark treatment due to the proteins they contain. It has also been reported that these proteins are the main active ingredient for skin rejuvenation. Test it yourself. Apply egg whites to your stretch marks on a regular basis and notice how the marks will gradually fade away. 3. Aloe Vera Aloe vera contains generous doses of enzymes which can help to remove damaged skin tissues while keeping the rest of the skin hydrated. You may also notice a healthy glow and improvement in your skin tone.
Use by massaging aloe vera pulp into the stretch marks for nice firm skin. 4. Shea Butter Shea butter helps to improve the elasticity of your skin due to it being a rich source of carotene and vitamin E. It’s also good for hydrating the skin and preventing it from becoming too dry. Use shea butter by applying it directly onto the stretch marks at least twice a day to help reduce the visibility of stretch marks. 5. Lemon Juice Naturally occurring acids in lemon juice bleach the stretch marks so they gradually fade into obscurity. It’s simple to use as you only need to rub the juice onto the offending areas in gentle circular motions and let it air dry for about 10 minutes. Once you are done, you can then rinse off the dry residue. For additional information on skin care, beauty, health, fitness, romance, hair care and more, go to www.urbanewomen.com

All About Cellulite by Dr. Natnicha Loichuen
Cellulite is a serious problem for most women – especially for women over 35. It attacks the buttocks and thigh areas and can be extremely unsightly. And it’s a myth to think that only fat women suffer from cellulite. Weight gain can certainly make cellulite worse, and obese people are more prone to getting cellulite, but thin people are not immune. One thing is certain; most women hate cellulite and want to get rid of it at all costs.
What is cellulite? Cellulite is made up of fatty deposits trapped in pockets just below the skin. As a result, the fat cells are squeezed into small bulges that give the skin that unsightly lumpy, dimpled or “orange peel” look. What causes cellulite? There are many factors that contribute to cellulite. Some of them include genetics, the type of skin you have, your age, and your level of body fat. Poor blood circulation and fluid retention can also transform the subcutaneous fat cells into cellulite. Poor diet, lack of exercise, and smoking are also contributing factors. Estrogen also plays an important role in determining the level of fat cells in the body. For example, a surge of hormones during pregnancy can lead to cellulite. Furthermore, cellulite is common among women after menopause. Menopause causes drastic changes in the female body, including the skin and tissues that affect the appearance of cellulite. Is there a cure for cellulite? There are some ultramodern techniques such as laser therapy, liposuction, radiofrequency, etc., that can drastically reduce cellulite and other fatty layers from the body. Other types of cellulite reduction techniques include cellulite body wrap, endermologie cellulite, mesotherapy cellulite and cellulite massage. How to quickly get rid of cellulite? Nicha Clinic Beauty and Beyond offers you the first FDA-cleared non-surgical, noninvasive cellulite reduction system.
VelaSmooth A modern, non-invasive treatment that utilizes an innovative approach to reducing cellulite and leaving skin smoother and less dimpled. The treatment combines infrared light and radio frequencies along with mechanical massage and vacuum suction to manipulate fatty tissue, resulting in reduction of cellulite and improved circulation to the area. VelaSmooth features the revolutionary elōs (electricaloptical synergy) combination of Bi-Polar Radio Frequency (RF), infrared light energies, plus negative pressure and tissue manipulation. Vacuum and specially designed rollers manipulate and smooth out the skin to facilitate safe and efficient energy delivery. The combination of infrared and conducted RF energies increases oxygen to the cells by heating the skin. This increases the metabolism of stored energy thereby shrinking the size of the fat chamber. Is VelaSmooth proven effective? Since receiving FDA clearance in June 2005, more than 100,000 patients have been treated with VelaSmooth. In a clinical study of 20 women of various ages and skin types with moderate thigh and buttock cellulite, significant clinical improvement was observed in skin contour irregularities, and thigh circumferences were also reduced. Research has shown that it is no longer necessary to endure painful and lengthy recovery times or be exposed to general anesthesia that is typical of other procedures like liposuction in order to achieve improvement of cellulite. Mesotherapy Mesotherapy gets results by targeting the underlying causes of cellulite – not just the outward symptoms. Mesotherapy can eliminate cellulite on the legs and buttocks, breaking down the orange peel appearance of skin, and producing a smooth contour. The average patient eliminates all visible cellulite in 10-25 sessions. Some patients require additional treatments if their cellulite is particularly severe. The most significant side effects of Mesotherapy are blackand-blue marks, a 15- to 20-minute burning sensation, mild to moderate soreness for one to five days, and (as with any injection) a slight risk of infection. All patients return to work the same day. ThermaSlim A breakthrough body contour treatment which combines detoxification with massage. Virtually painless, ThermaSlim
is a non-invasive treatment that delivers an RF current (0.3-0.5 MHz) into areas with excessive fat, creating an internal thermal increase. This in turn activates the collagen of the tissue, as it penetrates deep layers of skin in order to rapidly beautify the body and face. This procedure, also known as hyperthermia, activates blood flow, increases metabolism to liquefy and disperse fat as well as cellulite. Carboxytherapy By injecting small amounts of carbon dioxide gas just below the surface of the skin, we are tricking it into increasing the blood circulation to that area. Dark under-eye circles, cellulite, and stretch marks have all been shown to have some root cause in poor blood circulation.

ARE YOU A LEFTY? by Khun Dee
It’s estimated that about 10 percent of the world population is left-handed, more men than women by about 4 percent. At various times in history, left-handedness has been seen as many things: a nasty habit, a mark of the devil, a sign of neurosis, rebellion, criminality, and homosexuality. (Not that there’s anything wrong with it.) It has also been seen as a trait indicating creativity and musical abilities. Indeed, tests conducted by St. Lawrence University in New York found that there were more left-handed people with IQs over 140 than right-handed people. Famous left-handed intellectuals include Albert
Einstein, Isaac Newton, Charles Darwin, and Benjamin Franklin, among others. On a negative note, there are indications that left-handers may die as many as nine years earlier than right-handers. It might be pointed out that left-handers may be one of the last unorganized minorities in society because they have no collective power and no real sense of common identity. Additionally, left-handers are often discriminated against by social, educational, and religious institutions. Social customs and even language set the left-hander apart as “different” and sometimes even “bad.” The word left in English comes from the Anglo-Saxon word lyft, which means weak or broken. The Oxford English Dictionary defines left-handed as meaning crippled, defective, awkward, clumsy, inapt, characterized by underhanded dealings, ambiguous, doubtful, questionable, ill-omened, inauspicious, and illegitimate. (Nothing personal.) Phrases in English suggest a negative view of left-handedness. For example, a “left-handed compliment” is actually an insult. A “left-handed marriage” is not a marriage but an adulterous sexual liaison, as in a “left-handed honeymoon with someone else’s husband.” A “lefthanded wife” is actually a mistress. Why are some people left-handed? Research has shown a link between trauma during gestation or during birth with an increased chance of being lefthanded. Furthermore, mothers who are over 40 at the time of a child’s birth are 128 percent more likely to have a lefthanded baby than a woman in her 20s. What’s left to say?
Easy on the Eyes In the same way that you normally shed hair on your head and the rest of your body, your eyelashes also fall out from time to time. Sometimes it’s just natural shedding, but other times it’s because you pull out a few lashes when you wipe your eyes too vigorously in removing make-up. It is better to use an eye makeup remover that does the job without the need for rubbing.
Furthermore, some lashes are lost due to the weight of heavy mascara, which can weigh down delicate lashes that succumb to gravity. Beware, too, if you customarily use an eyelash curler; the pressure of a curler often pulls out eyelashes. Even if you avoid such gaffes in caring for your eyelashes, they will fall out naturally, sometimes because of medical conditions. If you feel that your loss of lashes or hair elsewhere on your body is excessive, consult a physician. The underlying cause might be an infection, a thyroid condition or simply a vitamin deficiency. Once the cause is determined and corrected, your eyelashes will stop falling out.

Nike Vapor Pro driver There will be little mistaking the Nike Vapor Pro driver when you see it on the golf course — but it won’t be because of the eye-catching black and volt green paintjob. It’ll be because of the precision and distance. Nike’s new flagship driver offers a trio of signature improvements over last year’s model, including a stiffer, FlyBeam reinforced Covert Cavity Back design, a re-engineered compression channel that provides greater spring off the face, and FlexLoft 2 technology that provides five different lofts and three face angles while being 30 percent lighter than its predecessor, allowing for even better weight distribution. Not too bad a follow-up for a driver that took home two majors in 2014.
Motorola Moto Hint Earbud We all know by now that Bluetooth headsets are a serious fashion faux pas — so if you’re going to wear one, make it as small as possible. The Motorola Moto Hint Earbud fits that description perfectly. This tiny bud automatically turns itself on when you put it in your ear and turns off when you pull it out, letting it provide up to 10 hours of talk time per charge. And if you pair it with a Moto X, you can get notifications, make calls, send messages, and even ask questions without lifting a finger — which is a lot more than we can say for the monstrosity that was hanging out of your ear circa early 2008.
GoPro HERO4 Black Camera Despite the name, the GoPro HERO4 Black Camera isn’t actually black. It’s silver and boxy, just like its predecessors. But it does do something no GoPro has done before — capture gorgeous 4K footage at a smooth, 30 frames per second. In addition, it also records 1080 video at a slo-mo friendly 120 fps, grabs 12MP still photos at burst speeds of up to 30 fps, boasts a processor that’s two times as powerful as the last model, packs in a new microphone that delivers roughly twice the dynamic range, offers new low-light settings, and sports built-in Wi-Fi and Bluetooth to let you use your phone or tablet as a live video remote and share your best moments instantly.

POLITICAL ORDER AND POLITICAL DECAY: FROM THE FRENCH REVOLUTION TO THE PRESENT By FRANCIS FUKUYAMA 9781846684364 In The Origins of Political Order, Francis Fukuyama took us from the dawn of mankind to the French and American Revolutions. Here, he picks up the thread again in the second instalment of his definitive account of mankind’s emergence as a political animal. This is the story of how state, law and democracy developed after these cataclysmic events, how the modern landscape - with its uneasy tension between dictatorships and liberal democracies - evolved and how in the United States and in other developed democracies, unmistakable signs of decay have emerged.

Kingdom Property, led by CEO Nigel Cornick, and construction partners celebrated the topping off ceremony held at the top, 30th floor, of the Residence Tower.Presentation of trophy featuring Kingdom Property Key and a bottle of the finest libation was made to members of the main contractor, Bouygues-Thai, for building to not only exact and original specifications but to a precise schedule. With over 70 percent of the units sold, Southpoint show suites are still available for viewing on Soi Kasetsin 7, Pratumnak Hill. Southpoint Pattaya will transfer to buyers in the fourth quarter of 2015.
Regus, a multinational corporation that provides serviced office accommodation, opened their latest business center at Harbor Mall in Sri Racha. Sri Racha Harbor Mall Business Center is now part of Regus’ global network used by over 1.5 million. Guests enjoyed drinks and canapés at the opening event hosted by the Regus team where some lucky guests also brought home raffle prizes. The new business center is situated on the 12th floor of Harbor Mall in Laem Chabang Port area. Neighboring businesses include those involved in supply chain and logistics business. The building has a wide selection of offices, meeting rooms, and co-
working space catering from two to 163 people, along with refreshing areas and a large amount of communal space. Habor Mall affords good view overlooking the deep water sea port. The Regus business center is located just one hour from Suvarnbhumi Airport and is
also accessible from Route 7 and Route 3 which connects to Pattaya. The center has many amenities including a hospital, shopping mall, and restaurants. Multinational tenants include Sumitomo Mitsui Banking Corporation, Citibank and Fujitsu System Business (Thailand) Ltd.
Kingdom Property unveils premium beachfront retail project in Central Pattaya Real estate developer, Kingdom Property announced the development of a major new beachfront retail project called The Bay in Central Pattaya. The Bay is phase one of a larger mixed-use vision that will be developed over the next five years encompassing hospitality and residential on a 23-rai site stretching from Beach Road to Second Road for a total project value of 5 billion baht. Construction on phase one of the Beach Road retail development will commence next month and will be complete by Q4 2015. Kingdom Property have been appointed to oversee the development of The Bay on behalf of the owners Beachfront Capital, with financing provided by Krung Thai Bank.
The Bay becomes Kingdom Property’s second project on the Eastern Seaboard, following on from Southpoint condominium on Pratumnak Hill. The Bay has been designed by RDG Planning & Design, the firm behind the hugely successful Terminal 21 in Asoke, Bangkok, who will create a concept “never previously seen in Pattaya”, according to Kingdom Property Chief Executive Officer, Nigel Cornick. “It is very exciting to work with RDG, a pioneer in retail design in Thailand,” said Cornick. “We have significant experience developing property on the Eastern Seaboard over the past decade with Northshore, Northpoint and currently Southpoint projects and we are pleased to contribute to the ongoing rejuvenation of Pattaya.
“We believe in the long-term strength of Pattaya and its development as a major city and as a family destination. The Bay will ideally suit these conditions and will be outstanding as a premium dining and leisure destination when it opens this time next year.” The Bay will offer 6,800 sqm of retail leasing space over three stories along 100 meters of Beach Road frontage. The generous set back from the main road allows for an extensive ground floor plaza area of 1,800 sqm that integrates the retail space with its beachfront location, providing an ideal space for events, festivals and concerts, attracting customers for tenants and establishing it as a destination in its own right.
The curved structure will offer pure, uninterrupted views of Pattaya Bay for diners who will be able to choose from a range of internationally recognized brands and individual gourmet outlets in al fresco or indoor environment. Colliers Thailand have been engaged to handle leasing and are already in discussions with a number of leading international brands in addition to successful food and beverage operators in Bangkok looking to spread their footprint to Pattaya and the Eastern Seaboard. The team of international consultants and contractors behind The Bay also includes Beaumont Partnership, EEC WSP and Warnes and Associates.

Building is one thing but selling is another! In my October 1 column, ‘Where is the Pattaya Real Estate Market Today?’ I pointed out that the Jomtien area had an amazing 48 percent increase in condominium launches in the first half of this year compared with the last half of 2013. I went on to say that it made it very clear that the Pattaya inner city area did slow down during the first half of this year but Jomtien is carrying the industry for new construction very well in the condominium sector. As I went through that issue of Pattaya Today, I made it a point to reread my column. The first thing that struck me was that it was a positive and confidence-building article about the Pattaya real estate industry, but it also struck me that ‘building is one thing but selling is another.’ I began to recall some other things I had written over the last year or so. I have been pointing out the weaknesses in the Eastern Seaboard new construction condo market for over two years, and used the ‘O word’ (oversupply) for the very first time in December 2012 in Property Guru. com’s online magazine predictions which came out in January 2013.
Two months later the Thai government came out with alarming statistics about our condominium oversupply, and in March of that year I told delegates at the Government Housing Bank’s Real Estate Information Center seminar that the Eastern Seaboard condo boom was over! Looking back it is easy now to see that industry statistics and articles since that time have supported the idea that we are in danger of accumulating more condominium stock than we are selling as we are clearly not in the same ‘boom town’ selling frenzy experienced in past years. In September 2013 in a CBRE property report, Simon Derville, Raimon Land’s deputy vice president for business development, was quoted as saying, ‘Based on this rate, it should take about 13 months to absorb the remaining inventory.” He went on to say, ‘There is growing demand from Thai buyers, driven by Bangkok-based developers launching projects in Pattaya.’ Then, most impressively, Derville reported in December 2013, that: developers are also responding to the growing demand
from Thai buyers for getaway properties. A total of 13,152 units were completed within the past 12 months, with an impressive take-up rate of 87 percent. The majority of those units were in projects located in Central and South Pattaya. Now that information was incredibly supportive of a robust condominium market, but in that same December article the Raimon Land executive went on to say: Only 48 percent of the newly launched condominium units had actually been sold, adding, The good thing is that the demand is there, but the challenge is that there are too many projects in the pipeline. One comment concerning those projections is the fact that one year ago nobody had any idea just how bad the political situation would affect condominium sales and nobody foresaw the huge decline in domestic purchasers as Thais began to put their financial brakes on, losing their status as the largest condominium purchasing group. An 87 percent take-up rate for the year 2013 is very impressive but what about now as we approach December 2014? Well for starters 2013’s excellent
take up rate of 87 percent was attributed primarily to Thai buyers, but by year’s end and going into 2014 the take-up rate was only at about 50 percent, a statistic also supported Derville. Now that it is established that the domestic consumption of Pattaya condominiums has been greatly affected as Thais are no longer the biggest buyers, what about the second largest purchasing group: Russians? It is looking more and more like there will be far fewer Russians visiting Pattaya in 2014 and 2015 as a consequence of the US-led sanctions on Russia. Furthermore, Thailand’s recent political turmoil could have a negative impact on Russian consumers buying condominiums here, as might the declining value of the ruble. Yes, the good times--like in the year 2012 when Chonburi province accounted for one-third of all international searches for Thai real estate (almost three times as many as the city of Phuket)--are behind us. So what about the take-up rates now and going into the next year or two? And just who is going to purchase condos in Pattaya?

Pattaya’s average condominium market take-up rate seems to be continuing surprisingly well over the past few years with the average 1H 2014 take-up rate being approximately 73 percent, but only a little higher than that of the last half of 2013 and nowhere near the 2013 take-up rate average of 87 percent. Some industry researchers are projecting that the Pattaya condominium market should perform better in the second half of 2014 as a result of a good tourist season which, by the way, is what every real estate agency in town is praying for. Those same industry researchers are also saying that the political situation does seem to be much more stable and as a result buyers should be buying more condominiums with projected take-up rates increasing by around 3 to 5 percent in 2H 2014 compared to 1H 2014. Let’s hope that these improvements do continue forward into 2015. Bear in mind, however, that a take-up rate increase of 3 to 5 percent in 2H 2014 is about 78 percent tops and about a 10 percent decline from the take-up rate average we experienced in the whole of 2013. Certainly a very strong tourist season is just what we all need to see the Pattaya real estate industry thrive as we would all like. Yes, building is one thing but selling is another, and this coming high season is going to set the standard for growth for the next couple of years. We are building a bigger and better Pattaya. Let’s hope that we also sell a bigger and better Pattaya.

The uniqueness of Siam@Siam Design Hotel by Barry Kenyon
Dmitry Chernyshev is the new general manager There are many reasons why Siam@Siam Design Hotel Pattaya, one of the largest and best-known landmarks on Second Road, is so very different. It has the highest swimming pool in the city, located on floors 24 and 25, which in turn is linked to the hi-tech fitness center on floor 24 and the first-rate meetings and banquet layout on floor 23, making the fast-growing MICE (Meetings Incentives Conference and Exhibitions) facilities unbeatable.
t
he new general manager, appointed earlier this year, is unique in his own right. Dmitry Chernyshev was brought up in Baku, capital of Azerbaijan and largest city on the Caspian Sea, and moved with his parents to Russia in 1993 to the industrial city of Volgograd. As a student in Russia, Dmitry soon acquired a taste for foreign travel. He spent his student-gap year in Galway, Ireland, as a hotel porter. Acquiring a distancelearning diploma in hospitality, his other short-term posts included a year in the housekeeping department of a Brighton hotel and a spell as assistant night manager in the Hyatt Park Moscow before learning the food and beverage business in Abu Dhabi and on a US cruise-line ship where he met his Thai wife. He was then a villa

complex manager in the Seychelles before moving to Thailand several years ago. He was front office manager at the Garden Cliff Resort (managed by Sofitel) before moving to Pullman Pattaya Hotel G, latterly as Executive Assistant Manager. His work record is quite breathtaking! Given his amazing international experience, language skills (especially in Russian and English), managerial capacity and youthful attitude, it’s not surprising that he was encouraged to apply for the general manager’s post at Siam@Siam. “Pattaya is of course a leisure city in many ways, but the many industrial estates nearby mean that there are tremendous business opportunities too in the hospitality trade,” says Dmitry. He adds that the city is now well on its way to achieving a diversified target group of visitors and families, both Thai and international, far removed from the stereotype of offering only bars and

GM Outlook nightclubs. “Walking Street will always be with us,” concludes Dmitry, “but it no longer represents the essence of this everexpanding Eastern Seaboard resort.” Yet what best gives this hotel its uniqueness label has to be its startling design concept. Everywhere you look: bold colors, industrial strength brought to life in an evocative underwater world, bursts of blue or sapphire, rich dashes of orange, giant fish morphing into flying cars, the natural warmth of home imbued with unexpected twists and turns. Designed by the founding Phornprapha family, Siam@Siam immerses guests into a surreal world of folklore and fantasy brought to life through the eclectic imaginings of a visionary artist. Cars and their component parts feature prominently, but so does the ocean and its magical depths. Vivid underwater scenes entwine with Siam@ Siam’s signature industrial style to create a unique mix which surprises and amazes at one and the same time. The Car Bar on the ground floor celebrates the world of automobiles and motoring but adds a modern twist taking inspiration from the street-side car bars ubiquitous throughout Thailand. Jeeps, rickshaws and even a flying car suspended from the ceiling as a light fixture are used as decorative elements. The outdoor area has car seats, tents and lawn chairs to evoke
a rustic campsite or backyard environment. Guests gaze at this intriguing space while sampling cocktails in oversized buckets, while in the background there’s the smooth sound of live blues and acoustic music to add to the relaxed mood. Exploring higher, the tone becomes more colorful as the ocean and its marine life come into focus. On multiple floors, the 268 luxury guestrooms and suites are led by bold hues of orange, green, blue or yellow – each color representing elements of nature, the ocean or industry. Quirky design features and recycled materials exist side-by-side with home comforts and contemporary amenities. The underwater world is taken much further in the Big Fish international, all-day restaurant on the sixth floor. An oversized fish takes center stage while jellyfish lamps adorn the ceiling and a fish tail shapes the bar. Adding to the mix are industrial design elements inspired by ships and submarines. This ocean theme extends to the function rooms, the highest meeting space in Pattaya, which are designed to create an underwater cave with coral reefs and fish fins. On the two top floors, the visitor finally emerges from this watery fantasy to enter The Roof Sky Bar and Restaurant where shades of art and a warm earthtone frame the stunning double-level pool which is surrounded by rich greenery and
Grand Leisure Class star-patterned lighting. The Roof is also home to a beacon of light, in the form of a lighthouse, which shines brightly across the Pattaya night sky, while a traditional Thai bell temple takes pride of place at the highest point of the building. An enchanting journey from beginning to end, Siam@Siam Design Hotel Pattaya is indeed a unique hospitality experience. Of course it has all the features you’d expect in a five-star hotel – polite

and efficient staff, first-class service, Thai and international cuisine at their best, complete comfort in the public areas and guest rooms – but that’s not the end of the story. It’s the spirit of raw imagination and original design, devoid of any formality or pretence, which creates a hospitality experience which is truly unique. Dmitry sums up Siam@Siam’s special quality as “charismatic service blended with surprising artistry”.

Legal & Expat Money
FREQUENTLY ASKED QUESTIONS by Magna Carta Law Office
Usufruct in Thailand What is a usufruct? A usufruct is a legal right accorded to a person or party called the usufructuary. It is an ownership right to use, enjoy and manage someone else’s immovable property with the advantage of deriving income or benefit from it as long as the property is not in any way damaged or altered. Basically it is a right that allows the usufructuary to live on the land and his/her name is registered on the title deed or chanote acknowledging that right. The right of usufruct is only valid and enforceable after the registration with the land department has been completed. The registration of the usufruct shall make the public aware of the recorded usufruct burden on the property and is therefore enforceable against any third party such as a successor of the property.
For how long can a usufruct be granted? A usufruct is usually granted for a 30-year period or for the lifetime of the usufructuary. If no time has been fixed, it is presumed that the usufruct is for the life of the usufructuary. Who shall be responsible for the maintenance and monetary obligations of the property? The usufructuary shall, for the duration of the usufruct, bear expenses for the management of the property, for ordinary maintenance and petty repairs, pay taxes and duties, and be responsible for interests payable on debts charged upon it. If major repairs are necessary for the preservation of the property, the usufructuary must immediately inform the owner thereof and ask permission for them to be carried out. In case of default by the owner, the

usufructuary may have the work carried out at the owner’s expense. All extraordinary expenses must be borne by the owner, but in order to meet these or expenses coming under the foregoing section he may realize part of the property unless the usufructuary is willing to advance the necessary funds without charging interest. Can a usufructuary sell or lease the property? A usufructuary cannot sell the property but he can transfer his rights on the property to a third party with up to 30-year lease. Can usufructs be inherited? A usufruct cannot be inherited. Its right and benefit dies with the usufructuary. What happens when the usufruct agreement comes to an end? When usufruct comes to an end, the usufructuary must return the property to the owner, replacing anything which he has wrongfully consumed. The usufructuary is liable for the destruction or depreciation in value of the property, unless he proves that the damage was not caused by his fault. He is not bound to give compensation for depreciation in value caused by reasonable use. What are the benefits of a usufruct? For foreigners who cannot own land directly, the benefit of a usufruct is that the Thai land owner will find it more difficult to sell or register mortgage on the land with the usufruct. The usual buyer would ask the owner to terminate the usufruct before buying such land.

About the most expensive way to pay school and university fees is out of income at the time they’re due; that is for those of us who don’t have them paid by corporate employers. If there is the chance to plan ahead, there are specially designed savings arrangements that may well fit the bill. Such schemes have a built in drawdown facility that allows for fees to be withdrawn at the required times. Even a modest growth rate has the effect of discounting fees and the longer it goes on the bigger the cost savings. The fact that, as expatriates, we can save offshore in a taxfree environment is a big plus. Educational fees are climbing at a higher rate than inflation, so it’s prudent to build in an escalating estimate of the amounts likely to be required. As a rule of thumb, the approximate increase in fee costs runs out at around 5 or 6 percent, and, as a further safeguard, savings contributions can also be increased automatically year-on-year by specific amounts, or percentages. University costs may well also have the additional expense of providing accommodation should the campus be some distance from the family home. The total cost, in this part of the world, to privately educate a child from the age of 5 to age 22, including university is estimated to be approximately 200,000 USD. If you now multiply these figures for two or three children, the need for early planning becomes even more evident. Another possibility is to take out life insurance for the estimated amount required over the term needed to guarantee the fees are available should the worst happen to the family breadwinner(s); this, of course, gets more expensive as we get older. The other option is to set aside a lump sum earmarked for the purpose. Funds can be invested and the necessary amounts stripped out as and when required. There are offshore platforms that allow access to all listed stocks and securities available on all major markets, as well as deposit accounts with major banks. This provides for enormous flexibility of investment and the money can be placed in trust to ensure that your wishes are carried out, should the worst happen. Either way, planning as early as possible is the most effective way of making substantial savings on the cost of your children’s education. A personal illustration of the various schemes should be obtained to reflect your own particular circumstances, including the specific school’s tariff and the selected, potential university’s tuition fees. Tips & Advice
What Our
Readers Say
Pattaya needs to rebrand
(Alan Clarkson writes) It is common knowledge that Pattaya has changed dramatically over the past 15 years. Apart from becoming much larger and catering for more nationalities, especially Russian and Chinese, the facilities have diversified more to an amazing degree. It’s no longer a question of which raunchy nightclub to visit, but a matter of choosing from the very many recreational and sporting facilities now available. The standard of good accommodation, shopping malls and restaurants competes favorably with any other city in Southeast Asia. The next big development is going to be the establishment of the ASEAN Economic Community (AEC) which in the medium term is going to stimulate a lot of regional travel which is unprecedented thus far. Although border restrictions and passport bureaucracies for ASEAN nationals will not collapse overnight, there is no question at all that many more people from the 10-country economic zone will be visiting Thailand both for business and pleasure. Internationally, Pattaya is now at the stage where it needs to rebrand itself much more to cater for families and MICE (Meetings Incentives Conferences Exhibitions). Everybody knows that there are many more facilities here for youngsters and most of the five-star hotels have developed in-house entertainment and informed learning to suit both young children and teens. The Thai Tourism Authority as well
Learning visas Q: I have heard that the government has recently introduced two-year education visas and I wondered if you have any information on this. A: No, student visas are still not available for longer than 12 months although renewal is possible – sometimes subject to the immigration policer being satisfied that learning and improvement have occurred as regards the Thai language. However, foreign teachers can now apply for a two-year work permit provided that their contract firmly guarantees a job during that period of time. Businessman’s status Q: Does a foreign businessman need a work permit to attend relevant meetings in Thailand? A: No, he doesn’t. But one who will be using authorization power while in the country would do. Business operatives who come to Thailand to visit an exhibition do not need a work permit, although he would require one to open a booth at a trade fair unless it was a state-run enterprise. Medical tourism Q: I have heard that a foreigner coming to
as City Hall need to build this publicity much more into their advertisements. It’s not just that Pattaya can offer a great beach vacation but can fulfill a typical family’s aspirations. The MICE market is similarly underdeveloped in Pattaya. Again several of the five-star hotels have encouraged this development and the resort boasts the biggest and best equipped MICE center outside of Bangkok: the PEACH facility based at the Royal Cliff Hotels Group location. But we need to see a lot more emphasis on MICE in international advertizing campaigns. Although a good start has been made with niche markets such as Indian weddings and business seminars, the MICE surface so far has been only scratched. Of course, a lot of work yet needs to be done in Pattaya on infrastructure. The highway linking the city to the main Bangkok airport and Jomtien Second Road are good starts, but that is all they are. The city needs an express train service linking it to the metropolis, and Pattaya’s environmental problems such as water, pollution and the like need a very professional approach. In 2013, nine million tourists visited Pattaya and generated revenue of more than 80 billion baht. If Pattaya gets its act together and the Thai tourist image is restored, the Eastern Seaboard resort could be attracting twice that number by the end of the decade. But the city needs to be promoted across the world in quite new ways.
Thailand to seek medical treatment can obtain a three-month visa. Is this so? A: Yes, the discretion was originally for Middle East nationals but has now been extended to others. It would be best to apply for the visa in advance in your home country and show a letter from the Thai hospital detailing the proposed treatment and dates. Such a visa could be extended in Thailand provided updated information was provided by the hospital before the expiry of the visa. Medical tourism is seen as a niche market and is encouraged by the Thai authorities. Online reporting Q: The foreign expat population has been promised online reporting of the 90 days stay for many years, so what is the current position? A: Yes it has been stated many times that this is possible. One can only say that it’s best to check with your local Immigration Bureau to see what the precise situation there is. Some bureaus are better organized to provide the service than others. You also need to be clear exactly what documents and copies you need to provide. UK length of stay Q: I believe I no longer need a visa in advance, as a British citizen, if I wish to stay in Thailand for 60 days (54 days actually). How is this possible? A: You would receive 30 days on arrival at the airport and the latest regulation – for some nationalities including yours – is that you can renew for a further 30 days at an Immigration Office for 1,900 baht. However, after this you must leave the country.
Snap Judgment AIDS increasingly manageable
There were many alarmist reports in the international media when the AIDS epidemic broke out 20 years ago, some even predicting the end of civilization as we know it. It was widely believed that the disease was a punishment by God for human iniquity or had been deliberately created in a research laboratory. Thailand has always had a saner approach to the AIDS problem. Now the Ministry of Public Health has started distributing free antiretroviral drugs to all HIV patients in a move to expand treatment coverage and place them under the state’s monitoring system. This is very new because, previously, HIV sufferers would receive the drugs only if their number of CD4 cells – which mark the presence of HIV antibodies – decreased to 350, compared with 500 in normal people. The cost of the new policy is estimated at 400 million baht. Deputy Minister of Public Health Somsak Chunharas announced that, starting at the beginning of this month, all HIV patients would have access to the drugs without the need for a CD4 count. Improved access would both protect those with HIV from getting sicker, and would allow medical authorities to monitor the total number of HIV and AIDS-related cases more effectively, including the registration of foreign workers in the Kingdom. There are 460,000 HIV-AIDS patients in Thailand, but only 240,050 of these had access to antiretroviral drugs, according to ministry records. It is hoped that the unconditional distribution of the free drug will encourage more patients to show up for treatment. The country must now turn its attention to the problem of discrimination against those infected. In reality, the disease is not easily caught unless individuals choose to indulge in unprotected sexual intercourse and the sharing of needles. But some employers still discriminate against HIV sufferers by requiring prospective employees to undergo blood tests. This is contrary to the government’s policy against employment on health grounds, while leaving job applicants to lodge petitions in court if they feel they have been unfairly treated. The number of new patients appears to be declining with only 8,000 new cases last year. Deaths have also decreased from 9,154 in 1999 to 673 in 2010, almost entirely owing to the availability of antiretroviral drugs.
Koh Tao miseries
Whatever the end result of the investigation into the murder of two British tourists, the whole exercise has been a public relations disaster. From the beginning the saga has been littered with red herrings, outrageous remarks in the Thai social media and indiscreet remarks by the police. Sadly, those elements are a repeat of the investigation into the killing of Kirsty Jones in a Chiang Mai guesthouse in 2000. That murder is still unsolved. The immediate reaction of the Thai media is invariably to blame foreign elements for the murder of farang. The misinformation in the Koh Tao inquiry has included the thought that a jealous gay lover from UK was involved, the suggestion that some bloodstained trousers in a suitcase were relevant and the mystery of a blond hair strand which might, or might not, have had its DNA credibility undermined by bleaching. Not to mention the mysterious smoked cigarette and the ambiguity about how many people were involved either as killers or spectators. It is inevitable that there are differences in the way murder investigations are handled in UK and in Thailand. Thus offthe-cuff comment is much freer in Thailand and police under pressure tend to exaggerate their daily progress and make promises which are often not delivered. There are suspicions that DNA techniques are not always as sound here as they should be. But what is overwhelmingly obvious is that the Koh Tao miseries have left a serious dent in Thailand’s international reputation as a tourist safe haven. If and when any alleged offenders are actually tried, we can expect that every detail and innuendo will be put under a strong media spotlight. The huge distress already caused to the mourning relatives in UK is incalculable.

Sandy Kraokaew Stuvik first Thai to ever win Formula 3 Championship Thai racing ace Sandy Kraokaew Stuvik led the legendary Monza Circuit in Italy best of all the Formula 3 racers in the EuroFormula Open championship to secure a dominant pole position for the first of the two races for the 7th round of the 2014 championship. Lining up for the first race in front of RP Motorsport’s Andres Saravia from Uruguay in second and championship rival Alex Palou from Spain in third, the start of the race soon became dramatic, in true Monza style, as Stuvik dropped a position in the drag race towards the first chicane, while contact between Japan’s Yu Kanamaru and Palou saw the Spaniard’s car flipped high up in the air and into retirement already on the opening lap. The Thai racer however managed to overtake Saravia on the second lap and instantly started pushing hard to open a gap and break the slipstream tow. After four laps Stuvik had opened up a 3-second lead and as he no longer was under threat from slipstream overtaking along Monza’s long straights, could focus on producing perfect laps and pulled out a 12-second lead by the checkered flag. The brilliant win was Stuvik’s 9th victory in 13 races of the season and generated enough points margin for the Italian RP Motorsport Team to claim the 2014 team championship with three races still remaining in the season. For Sunday morning’s second race, Stuvik repeated his qualifying feat from the day before, superbly taking pole position with a time of 1:47:278,
well over half a second faster than second placed Christopher Hoher from Austria and Italy’s Kevin Giovesi in third position. The second race saw the Thai racer make a good start and opening enough space to prevent an overtaking move on him into Monza first chicane and after that point he pushed hard to open up a lead and break the slipstream. As in the first race, after four laps Stuvik had opened a 2-second gap, enough to break the famous Monza draft and could slowly ease away from the pursuing Formula 3 cars. Although Stuvik would have a solitary race alone at the front, behind him there was plenty of action, as earlier championship rival Palou again was involved in contacts with other cars and would finish without points. Stuvik’s RP Motorsport teammate Artur Janosz from Poland had a race-long fight with Italian Kevin Giovesi, but would in the end secure 2nd place, in front of Austria’s Hoher. With his second victory at Monza, Stuvik’s 6th win in a row, he easily secured the 2014 EuroFormula Championship title, even with one round in Barcelona left on the calendar.
Stuvik now carries 293 points, with Janosz in second place on 216 points and Palou on 197, as the championship moves to Barcelona for the final round on November 1-2, 2014. Sandy Kraokaew Stuvik races for the Royal Automobile Association of Thailand and is sponsored by The Pizza Company, Singha Corporation and Dacon Inspection Services and Sports Authority of Thailand.
PAGS Tournament from Pattavia
Another day dawned and golfers descended en masse on the renovated Pattavia for the September 2014 PAGS tournament. Today’s field of 92 players which included 14 ladies had an eye on the weather conditions, as it was raining in some parts of Pattaya early and the forecast was for a storm later in the day. Following some recent rain, and some patchy fairways, the decision was made to have preferred lies on the closely mown areas, to help avoid the dreaded mud ball. The storm hit late in the day, which vindicated the implementation of this allowance, ensuring fairness for all players across the day. Mile Allidi shot the undoubted round of the day, winning the low gross with a fine 71, that’s 1 under, for the mathematically challenged. He also picked up 2nd spot in the A flight net, along with a bonus technical prize. Another headlining score of the day went to the ladies winner, Noi Emmerson (18) with a fine 40 points, to go with the maximum of two technical prizes, putting
her new car to use, taking all the prizes home. The ladies minor placing went to Ning Neal (11) with a steady 36 points, while the ladies in general dominated the technical prizes winning seven of the open prizes available. The best score of the day, unusually, was in the A flight, with John Pierrel (11) signing for strong 41 points, ahead of Mike Allidi, while Pelle Petterson (10) picked up 3rd spot with 38 points to go with his technical prize. B flight was a tightly contested affair with Karl Flood (15) on 37 points edging Tom Thompson (14) on countback to the last three holes, 8/7. Bronze medal position in this flight going to Kissy (14) with a creditable 36 points, 22 on the back 9 to edge Ken Price and Chris Willmott with 19 and 15 respectively on the back 9. In the C flight, it was our favorite BBQ King, Dave Bowers (23) getting the chocolates with a solid 38 points, while Reijo Heiskanen (20) was 4 points behind on 34, with Stefan Lord (18) a further

point behind in 3rd spot. This month I will throw out a few honorable mentions, to Kevin Mackintosh, Duang and Leif Pettersson, who each picked up the maximum two technical prizes, well done to all. The Annual Order of Merit race is starting to really take some shape, with less than 20 points covering the top 3, of Leo Ruuskanen, Mike Allidi and Jeff Wylie. Plenty of players knocking on the door, as the year draws to a close, with three rounds left, it is still anybody’s to win. Dave and his team once
again did a tip-top job in the tucker department, with plenty of non-golfers coming along to enjoy the social atmosphere of the evening with their golfing partners, family and friends. As always, there is only one person to blame if you go home hungry from Shenanigans Jomtien after a PAGS presentation. I look forward to next month’s event at Emerald on October 29, as I am sure all who have experienced the PAGS organization and hospitality do. Get involved!
As every school term passes by in a blink of an eye, children in schools across the globe get to know themselves a little better every day. They get to know their classmates, developing strong friendships throughout their childhood. They get to know their teachers, building a connection that even for a year can be a bond that will be instrumental in their life. They get to know the school staff, the secretaries, dinner ladies, care takers, bus monitors, everyone who they come into contact with from the minute they arrive fresh faced every morning to the time they say goodbye at the end of the day. All these bonds created in school are priceless

every day in school. But is there another important bond that is sometimes overlooked? A bond that is very important in a child’s education but sometimes doesn’t get enough credit? This connection I am referring to is the bond among parent-child-teacher. Parental involvement is a very important and necessary part of school life and studies have proved it comes with massive benefits and rewards. According to psychologist Rebecca Marcon in her review about parental involvement, those children whose parents are involved with their school life score higher than their peers in all aspects of school readiness. These children had greater mastery of early basic
school skills, with regard to academic, social, and behavioral aspects. Studies show that at every socioeconomic level, children with involved parents perform better in school. Journalist and author Margaret Bernstein develops this subject by suggesting that engaged parents make sure that their children don’t miss school unnecessarily and that they arrive on time. They also read with them, help them master their alphabet and math facts, and essentially back up what the teacher’s doing when the student is at home. Parental involvement in a child’s education is an advantage that money cannot buy. All parents, regardless of economic status, race, or

Being involved in your child’s education will help your child’s achievements, boost teacher morale and give you an accomplished feeling of being involved with your child’s education. As a teacher I feel great pride in having these connections in our school. Developing these bonds promotes great satisfaction for everyone and ultimately creates a more appealing and successful school environment.

Our Community Bangkok students and Pattaya volunteers clean Pratumnak Hill by Neo Lothongkum Large numbers of students from ThaiChinese International School in Bangkok and Pattaya volunteers from Father Ray Foundation, Tourist Police Volunteers, Nova Group, Premier Environmental Solutions, Rotary Club and local media joined the effort to make Pattaya clean at the 20th Green Pattaya cleaning on Pratumnak Hill. To celebrate the 20th event, the volunteers extended the cleaning area from Pratumnak Road to Rajchawaroon Road and ending at Cosy Beach. A small group also cleaned the children’s playground and walkways inside Queen Sirikit Park. The Pattaya Tourist Police made sure the children were safe from traffic and also helped clean the bus park. A report will be made to Pattaya City Hall to make sure the bus drivers keep the area clean and not dump their rubbish while using the parking lot. Rajchawaroon Road was heavily polluted and a number of unofficial dumping places were found along the roads. The cleaners did their best, however, old promotion boards along with huge piles of rubbish made the work very hard. A complaint will be made to Pattaya City Hall to ensure the companies will take the
signs down. Another problem is that City Hall is not allowed, even if willing, to clean on private land. The end of the cleaning, Cosy Beach still has an unofficial waterfall due to a broken pump and three nonfunctional boats used as flowerpots. This part of the beach is still used as a dumping ground but after five cleanings from Green Pattaya the beach is getting better. Altogether two trucks of rubbish were collected and brought back to the Tourist Police station where Premier Environmental Solutions used their portable incinerator to burn all the 2,000 kilograms of rubbish leaving a small bag of ash. Everybody present was very impressed. Main sponsors were Thai-Chinese International School in Bangkok, Kingdom Property which made sure everybody had
water to drink during the cleaning, and Premier Environmental Solutions which provided their portable incinerator along with caps for the children. Also, Pattaya City Hall provided cleaners and Pattaya Tourist Police provided security. There is a number of cleanings planned with different schools in the near future and special projects are underway with Premier Environmental Solutions to get rid of rubbish piles around Pattaya. The next cleaning is on November 8 at 9 am (location to be announced) with students from the International School Eastern Seaboard (ISE). If you want to sponsor, join or help in any way email green@donate2thailand.org or go to facebook page Green Pattaya. The Growling Swan and Pattaya Sports Club help Khao Bi Sri
by William Macey
It is for the benefit of the handicapped and underprivileged when various groups get together and help those in need and a case in point is the joint venture of The Growling Swan, Khao Bi Sri, Jimmy and it was Pattaya Sports Club who put all the pieces together to achieve a successful conclusion to the story. The Growling Swan had been raising funds to help the underprivileged since they started a golf bar in Soi Chaiyapoon and have generously donated 150,000 baht in that time to buy sports equipment, built houses and now have paid for six machines to be delivered to Khao Bi Sri bringing great joy to the children. A remarkable group of guys, mainly from Australia. Chu is a remarkable lady. She has devoted her life to helping children that have severe learning difficulties. When I first got involved with Khao Bi Sri there were about 30 children but this has now increased to 120 children that are
autistic or have Down syndrome. Many companies and groups have come to her aid in developing the center not least Jesters, PSC and the Thai Navy based in Sattahip. Some of her children also have problems using their legs, being unable or having difficulty walking. Jimmy from the Camillian Social Center has had his own health problems and now spends his life helping children but, in particular, designing various simple machines which can help handicapped children. I introduced him to Khao Bi Sri for he had designed two walking frames to help children that had no muscle control in their legs. He brought along two of his designs to determine if they could help some of the children with muscular problems. They were an instant success with big smiles on the children’s faces that had probably walked, albeit with difficulty, without support from a helper for the first time. Much to the delight of all the children, he also presented them with some cuddly toys.

A new future by Derek Franklin
They may have had smiles on their faces, but behind the smiles it was easy to see just how nervous the 50 potential students were as they arrived in Pattaya to apply to study at the Redemptorist Vocational
School for People with Disabilities. From all over the country they came, arriving in the back of pick-up trucks, taxis, overnight buses and riding on the back of a motorbike, with just one aim: to impress the
teachers at the school so that they would be accepted as students when the new term starts in early November. Since 1984 the school has offered vocational training for people with disabilities. For the first 20 years the majority
of the students had a physical disability, but in recent years the number of students with a physical and an intellectual disability has grown. But whatever their disability, the school will offer a course that is suitable for them, and, if they
graduate successfully after two years, they are guaranteed to have a job when they leave. Students will live at the school for free. There is also no charge for the education, medical support and the three meals a day they will eat. All the

get the results. Whether your child is autistic or has Down syndrome, change can be very hard. Patience is needed and lots of repetition, then you see the results. Some children found balance and coordination their main aim of the day, particularly on the Surfarena. Coached by the Cartoon Network swimming staff our children mastered the skill to surf, much to the delight of their parents who then couldn’t wait to try themselves. Next was the Mega Wave, either using the boats or rubber rings to ride the waves. At lunchtime under the cabanas the Cartoon Network mascots came to entertain. The ever popular Ben 10 along
with Princess Bubblegum and the Powerpuff Girls. A huge chocolate cake was presented to the children in celebration of their special day. It was wonderful to see the parents have the opportunity to relax and switch off in this incredible
waterpark. For the afternoon’s entertainment everyone headed for the Cartoonival, shooting down curly slides and getting soaked by the giant tipping bucket. We would like to thank all the staff of Cartoon Network Amazone for their kind
Pattaya Sports Club and friends help Ban Pak Rakpuan build a new home I had heard about a small center near Mapbrachan Lake caring for adults living with HIV. My first exploration to discover the whereabouts of Ban Pak Rakpuan (known as The Glory Hut Foundation) ended in failure. A phone call to the center asking for help resulted in a motorbike coming to my aid and leading me on to a small unmade path which I had passed many times previously, hidden between some trees. At the end of the path, a warm welcome was waiting as was a wooden hut
which housed 10 residents that had HIV and some with TB. But they were told they had to move. Fortunately, they found three small houses to rent which, thankfully were easier to find, but soon became overcrowded to the extent that they had to erect tents outside the houses to accommodate everyone for there were now 40 residents. Pattaya Sports Club and friends purchased some bunk beds, which helped the situation, but further expansion was impossible. Being the
only center of its kind outside Bangkok, they were often asked to take in another resident or two but this was not possible. This situation did not sit well with Khun Muay who is a caring lady and believed they should be in a position to help others in need. Something had to be done. They were continually looking for additional space and, as luck would have it, a gentleman of the church had a spare plot of land which he offered to Rakpuan at a very low rent, to use as they saw fit.
Overgrown with years of non-use, the first step was to clear the site and discover exactly what they had and the possibilities quickly became obvious. They discovered more space than they could wish for and it even had a house which could be used as a church, office and store areas and so the planning and hard work begins. Pattaya Sports Club, some good friends of PSC including The Growling Swan Bar in Pattaya, Nigel Oakes, Walter Bolf and TFI have
donated considerable sums to the development of the site to fund the building of toilets, a kitchen, a sala and, with vivid imagination painted the houses with bright, cheerful colors, both big and small. The buildings were completed by volunteers, but mainly, the residents of Rakpuan and when you remember that they are living with HIV and are perhaps a little frail, the effort they put into developing the site is nothing short of amazing and they have not finished yet. They moved onto the
by William Macey site during August and they will consider how many more residents they can accommodate to help with their problems. By living with others in a similar situation, their problems are shared and they support each other in times of stress. If you feel that you would like and are able to help Rakpuan in any way whether it is financial or a donation of clothes or other items please contact William at PSC on 086 152 2754. Remember 500 baht can purchase 25 kilos of rice. Every little bit helps.

You & Your Pets You’re probably prepared in case a member of your family gets injured or has a medical problem. But do you know what to do if your pet chokes on a bone or is involved in an accident? This new Pattaya Today feature will help answer some common first aid questions related to your pets. Such information could mean the difference between life and death.
Car Accident If your cat or dog is hit by a car, be very careful because an animal in pain is more likely to bite. So muzzle the pet first with a scarf, belt, or towel, unless it’s vomiting. Then gently get the pet off of the road and away from traffic by sliding the injured animal onto a towel or blanket. Do not lift the animal. Make sure it’s warm, as it may be in shock. If the dog or cat appears to have a broken leg, roll up a magazine or newspaper to use
Then give some thought to these questions: • Is anyone in your home allergic to pet dander? If so, are you or they willing to use precautions, even medication, to alleviate the problem?
Cats for You is a great and much needed service in our area, but Paul and Sandra point out that adopting a cat or kitten is a longterm commitment with costs such as feeding and veterinary fees. Many adopters find it’s a good idea to adopt two animals so that they can enjoy each others’ company as well as yours. Contact Paul and Sandra on 0852875004 or look at their useful website http://cats4youinpattaya.webs.com/

These two gorgeous kitties are now three months old and more than ready to find a new home. Ideally, we’d like them to go together as they do say good things come in twos!

Cat Corner Tip Thinking of adopting a new cat? Before you do, give some thought to a number things, including the reason you want a cat in the first place. Are you looking for a companion? Is it because you find them cute and entertaining? Is it for the health benefits you might derive? Do you want a new a friend for a pet you already have?

• Do you have small children at home? Can you guarantee they will be supervised? • Do you have time for an animal? • Can you afford to support a pet? • Do you have the approval of your landlord or condominium? • Do you have other pets in your home? • Are you willing learn about proper care, treatment and training of animals? • Do you want a male or female? • Will a mature cat suit your needs, or must you have a kitten? Finally, consider whether you
are willing to save a shelter cat that needs a new home. Many cats in shelters in and around Pattaya are former pets, not strays, and some are expensive purebreds, originally purchased from a breeder or a pet store. It always pays to at least check out the rescue groups and shelters before you decide whether you want to purchase a cat. Dr. Peters is the author of three informative and entertaining books about household pets. Going to the Dogs... We give dogs time we can spare, space we can spare and love we can spare. And in return, dogs give us their all. It’s the best deal man has ever made.

Wilber
He is a handsome boy who came to us with two other babies after being found in a cornflakes box next to a dustbin. Wilber is a tad shy but is very loving once he gets to know you.
Minnie
This old girl has been with us for quite a while now. She came to us as an underweight and frightened moggie but she is now normal. She has just undergone dental treatment to clean her teeth and has mintyfresh breath.
Pet Trivia The first cartoon cat was Felix the Cat in 1919. In 1940, Tom and Jerry starred in the first theatrical cartoon “Puss Gets the Boot.” In 1981, Andrew Lloyd Webber created the musical “Cats,” based on T.S. Eliot’s Old Possum’s Book of Practical Cats.
