No more elephantiasis! N ew medical rules to obtain a Thai driving license have removed from the list of disqualifying diseases leprosy and elephantiasis as both of these can be both recognized and cured. Elephantiasis occurs when a person’s body, or parts of it, swells to enormous proportions. The most famous sufferer of that disease was the 19th century British national Joseph Merrick popularly known as “the elephant man”. However, the Department of Land Transport has decided to add four additional medical conditions to the disqualifying list which currently includes mental instability, significant visual or hearing defects, alcohol and drug dependency or abuse. Now to be included are brain surgery, diabetes requiring insulin injections, heart surgery and cardiac vein expansion or “stents”. Land Transport director-general Asdsathai Rattanadilok Na Phuket said the plan was to keep unsuitable drivers off the roads and to reduce traffic accidents on the highways. Deputy director-general Wattana Patarachon added that The Medical Council of Thailand endorsed the proposals. No concrete date was given for the introduction of the new policy although a source told Pattaya Today the implementation would be in early 2015 by way of a Ministry of Transport announcement. The time delay is to allow sufficient training of doctors throughout the country. Everyone applying for a new or replacement driving license will see a Thai doctor, as at present, but the redesigned form will cover all the diseases in the updated list. Doctors and general practitioners will be expected to make a medical examination before issuing the

clearance letter even though, at present, this is not always done. A Pattaya-based doctor said it was unrealistic to expect a full medical examination for the current fee of around 200 baht. “I imagine too,” he continued, “that some wouldbe drivers might avoid going to their own doctor and choose one who doesn’t know their medical history.” But the Medical Council of Thailand is said to be looking into other problems such as contagious diseases and health problems likely to be faced by the elderly, including Parkinson’s and Alzheimer’s. Wattana Patarachon explained that medical certificates in the near future will need to be self-certified by the applicant that they are telling the truth. False information, he added, will result in disqualification or even prosecution. Seminars with doctors nationwide have

already begun and manuals for the issuing of medical certificates are being prepared. The latest move comes after the introduction last June of a compulsory written test for all applicants for a new Thai driving license. Other requirements are a simple eye-chart test for color blindness and a depth perception exercise. Many applicants must also pass a practical driving test, although some local offices don’t insist on this if the foreigner has a valid international license. Necessary documents include copy of passport and current visa and a certificate of residence from the Immigration Bureau. The first license is for one year but the renewal is for five years, subject to the tests and the holding of a non-immigrant visa. Lifetime licenses are no longer available.

News Pattaya bar closed for two months A Walking Street bar has been closed after a Kuwaiti tourist, an army officer, was assaulted by a staff member outside Spicy Girls A-go-go. Daenthai Paksachart, 29, was arrested for striking major Badan Nazan Alsubai-i, 30. The venue was ordered to be closed for two months by Sakchai Taenghor, chief of Banglamung district, who visited the scene and issued the instruction. Several Pattaya bars and clubs have been closed temporarily in recent months as a local authority, sensitive to international opinion, has used the reasoning that commercial venues must not tarnish the country’s image on the world stage.
Another bar crackdown in Pattaya Banglamung district chief Sakchai Taenghor and 20 officers of the local authority searched the Spicy Girls a-go-go bar on Walking Street. The raid showed that the bar is opened illegally and sells alcohol, so the manager will be questioned in detail before being charged as appropriate. After searching Spicy Girls, the officers went on to search Champion a-go-go bar and found it was operating illegally too. The police subsequently found out that these two bars are owned by the same foreign man, who wasn’t there. The Chonburi governor had ordered the new crackdown after reports of a Kuwaiti national being assaulted by nightclub staff. It is felt that such actions are detrimental to the tourist image of Pattaya which the authorities wish to present.
Cambodian worker Underage girl hit and robbed used as prostitute
Police rushed to Pattaya Beach Road after it was reported that a Cambodian parking lot attendant had been punched and his belongings stolen. The Cambodian, identified as Sam aged 34, was sitting on a chair minding his own business when he felt blows to his head which caused him to fall onto the floor. Stolen was 800 baht in cash and part of a gold necklace. Unfortunately, nobody came forward to say that they had witnessed this vicious attack.
A Thai woman and a French national have been arrested after police heard about a human trafficking case linked to pedophilia. A 14-year-old girl, who formerly lived in an orphanage locally, had escaped and been offered accommodation by Praphaporn Sawangram who expected the teenager to have sex with men for money. Police said that they raided a room in Central Pattaya and found a Frenchman, Arnaud Jean Nicolas Mariolle, aged 46, naked in the company of the young girl. Sawangram was charged with facilitating underage prostitution and Mariolle with serious abuse.
Ladyboy snatcher was desperate A cashless transvestite was so bereft of cash that he tried to steal from an Indian tourist walking with his wife on Pattaya promenade. Sudhir Jaiswal, 40 from Mumbai, said that the ladyboy approached him without warning and began a hugging routine which was a cover for necklacestealing. The Thai man, Attachai Sittitham, aged 21, managed to steal the jewelry but was chased and apprehended by Good Samaritans with a good sense of duty. The alleged culprit confessed his crime at the police station but stressed that he had serious difficulties trying to obtain legitimate employment.

News And now the bypass begins! Attempted suicide Cynics have been put firmly in their place after Deputy Mayor Ronakit Ekasingh announced that almost two kilometers of road along Sukhumvit will be ripped up to make way for a new tunnel construction in a three-year program. The idea has been mooted for several years as a long-term traffic solution, but many commentators had given up on the actual implementation. The planned date of starting the mammoth project is November 15, so that date will be carefully watched by traffic enthusiasts. Officials are deep in conversation about detours and temporary solutions, including the conversion of the “vacant” area lying between the north and south carriageways. Plans envisage four subterranean tunnels featuring a roofed roadway from North to Central Pattaya for through traffic, equipped with the latest hi-tech and safety equipment
follows row
including fire extinguishers. What has held back the scheme until now is the serious dislocation to traffic on one of the resort’s busiest thoroughfares. But engineers and other officials are confident
the disruption will be manageable as long as drivers take advantage of detours which mainly involve routes through East Pattaya, cutting across Siam Country Club Road.
Wheelchair facility is a parking lot
A Swiss man is recovering in hospital after releasing cooking gas from cylinders he had put in his car. Hans Maurer, in his mid 50s, was found by police unconscious in the driver’s seat at a location near Tesco Lotus in South Pattaya. Various attempts were made to open the car door by skeleton keys but after 20 minutes, a decision was made to break the window to save the man’s life. Foreign relatives told police that Maurer was very depressed after a serious argument with his wife. He sent a message to his wife indicating when and where he would end his life. She in turn passed the message on to police who happily turned up in time.
Russian tourist dies in room
Physically handicapped groups have complained to city authorities that a wheelchair route on Soi Paniad Chang, also known as Soi Yume, Central Pattaya, has become just another parking area for cars and motorbikes in this
congested area. The space in question is an 80-cm track along a 1.7-km thoroughfare. Police and local authority officials said they would look into the question to see what could be done.
Mystery corpse washed up A fisherman saw a large object bobbing up and down in Pattaya bay and soon realized it was a dead body. Athidet Sanamthong, 19, said he used a hook to investigate his find just 50 meters from the shore and opposite Pattaya police station. Bystanders and chatterers said they had noticed a man drinking earlier and had watched him wading out into the water, but they had not taken any action as they assumed the guy knew what he was doing. The unidentified man had two deep cuts on his arm which may indicate a successful suicide, but that is subject to the results of a forensic examination.
Jealousy caused self-hanging A Thai man took his own life after his girlfriend permanently left the accommodation they shared together following many quarrels about money and faithfulness. Daentep Nammanee, 22, hanged himself with a length of wire which he linked to an iron grille. The owner of the Naklua apartment house, Ma Salamteth, 70, said he wanted to tell Daentep that he needed to sign a new lease now that his girlfriend had deserted him. However, he entered the flat after knocking without answer and found the corpse and a suicide note. Nucharee, the girlfriend, said she had resided with her boyfriend for two months but the relationship had failed, adding that she knew about the threat of suicide but did not believe it was for real.
Natural causes have been ruled the likeliest explanation after a 29-year-old Russian visitor, Sergey Shumilkin, was found lying behind the door in his room at a Pratumnak resort. There was no sign of violence and investigating officers noted the large number of pills in a bag. Friends of the dead man said he suffered from long-term heart trouble and always carried the medicine with him, adding that he frequently returned home in a drunken condition. An autopsy will be performed.
Driver dies in his van
Sawangboriboon rescuers and police rushed to Naklua Road after being informed that a man was dead at the wheel of his van in a parking lot. Pheerayut Padungkit, 54, showed no trace of having been attacked even though the door of the van was open. Inside police found a quantity of heart medicine and a bag with vomit. Witnesses said they had seen Pheerayut earlier that morning. The supposition at this time is that the man died from blood pressure or heart ailment conditions.

LA TAVERNA Bravo! for Receiving the Prestigious “Ospitality Italiana” Certification
This time of year the restaurant world holds its breadth and awaits to hear if their hard-earned reputations have won them an award. There are a plethora of these but one in particular is especially important for Italian restaurants and although many are selected for scrutiny very few are awarded the seal of Quality promoted by the Thai-Italian Chamber of Commerce known as “Ospitalita Italiana”. La Taverna in the town of Bang Saray has pulled this off and Chef Corrado Macri will be travelling to Bangkok this month to receive this prestigious “Q” award in recognition of not only the authenticity of its cuisine but also the top-tier Italian ingredients which are used to create his dishes. So it was with great expectations that Mick and I visited La Taverna recently. An eye-catching terrace welcomes and it is here that the wood-fired pizza oven sits discharging its precious cargo from as early as 10 a.m. till 10 p.m. The interior is welcoming and relaxing with a smile of old world Italian charm and a host of young eager staff who aim to please. Executive Chef Corrado hails from Pescara in the Abruzzo region of Italy. A popular seaside resort, it is famed for its seafood and indeed seafood is a significant player on his La Taverna menu.
Open throughout the day and evening, the brunch menu offers a taste of the Mediterranean, from juicy Italian tomatoes, fresh buffalo Mozzarella bruschettas to vibrant salads, house focaccia bread, which can be custom-built to your preference, a nonet of pastas from penne to pappardelle with a dozen sauces from pesto to pomodoro e basilico – they are all luscious, homemade, fresh and authentic. Naturally pizzas make for the perfect brunch or lunch and with 17 varieties with 24 additional toppings the choice here is awesome. A savory special offers a focaccia sandwich with tomato and mozzarella and a soft drink for only B.95 or for a sweet treat there’s a brioche oozing with fresh cream accompanied by your favorite coffee – again for only B.95. Mick and I were visiting for their dinner menu which commences at 5 p.m. There are many dishes from
MIXOLOG
chef’s hometown of Pescara but the whole length and breadth of that famous boot-shaped country are represented on this extensive menu. The wine list is set firmly in Italy and covers all regions at reasonable prices. We chose a Valpolicella (B.960) to enjoy with our mix of dishes as it tends towards the lighter end of the spectrum of wines and would pair well both with the fish and pork. Our starters were in fact two seafood items, an insalata di granchi (crab salad at B.260) and antipasto Adriatico (B.240) which arrived bursting with polar fresh prawns, mussels and squid adroitly coated in a rich extra virgin olive oil and parsley dressing. The crab salad was a ‘hands-on dish’ as the crabs (three in total) arrived cut in half just waiting to be cracked and snapped to reveal their snowy white meat. Served on a bed of ribboned carrot and onion it was a tasty dish.
Other starters include a selection of vibrant salads, all with fresh Italian heirloom tomatoes, beef carpaccio with Grana Padano cheese, a rustic bean soup with hearty mountain ham, an acquapazza cozze e vongole (a “crazy water” mix of clams and mussels sauteed in that grassy virgin olive oil, white wine and garlic); another popular dish from the shores of Pescara. We passed on the pasta but for lovers of this indispensable component it represents all that is Italian and is lovingly made with topgrade Italian flour and the lushest sauces. Two house specialties, homemade egg spaghetti with prawns cooked in Grappa, peppers and tomato sauce and spaghetti Scoglio, a traditional dish from Abruzzo consisting of a selection of frutti di mare are presented with chef’s special twist. I plumped for brodetto dell’Adriatico (seafood soup) while Mick turned to pork for his second plate: pork fillet medallions in a sage sauce. Both were excellent. The soup was a slurp-worthy broth yielding a medley of seafood with a delicious tranche of monkfish served with grilled bread, while across the table the pork in its creamy sage scented blanket was disappearing fast with murmurs of approval. Other main courses include roast lamb in a rosemary and white wine sauce (B.340), pork and beef meatballs in a tomato and basil sauce and another house specialty Australian tenderloin cutlets grilled to order then topped with cherry tomatoes, rocket salad

and Grana Padano cheese. Rabbit is another underrated ingredient and here the kitchen offers it rolled in a mushroom and tomato sauce (B.455) while their duck is presented in a Northern Italian sweet and sour sauce. Like to cook? Why not enroll in the La Taverna Cook Academy. Prices start at B.1,500 for two 3-hour lessons and include tuition on first courses, pasta, second courses, fish and desserts. Check their website for more details or just pop in and talk to the staff. The point about good Italian cuisine is its simplicity but also its flair. Our Italian dinner at La Taverna reflected exactly that, toptiered ingredients were beautifully cooked and creatively presented served by the friendliest bunch of staff we have encountered in quite some time. Congratulations to Chef Corrado and his team for not only bringing the taste of Abruzzo to Bang Saray but also on gaining the seal of Quality promoted by the Thai-Italian Chamber of Commerce for maintaining the authentic Italian table. Ben Fatto La Taverna! For parties of five or more please call ahead to make reservations. All pizzas are available for take-away.

Cedar Restaurant
Lebanese Cuisine soaks in the flavors of the Middle East and the Mediterranean Nader and Anwar Alhadi, both professional chefs/restaurateurs, have been managing their successful restaurant, The Lebanese Palace on Third Road, for quite some time. These two Lebanese brothers are passionate about their native cuisine and are actively bringing their native gastronomy to Pattaya. Due to the hit that the Lebanese Palace has become they have opened a second eatery in CentralFestival Pattaya Beach called Cedar Restaurant. The Lebanese are gleeful eaters; even their country’s name came about because of it: the snow-covered mountains inland reminded them of the pure whiteness of laban (yogurt). Food is more than just fuel to the Lebanese, big occasions call for long periods of preparation and mealtimes can last for hours as
the last mouthfuls of this exciting Mediterranean food is mopped up with their delicious bread. This sister restaurant is relatively small in size but the menu by comparison is huge. The décor is fresh, light and bright with pine colored tables and bench seats suitable for the all-day dining that keeps this eatery busy from 11 a.m. to 11 p.m. Lebanon’s most famous dishes all hail from the famous meze spread. The culinary classics of hummus, tabbouleh and baba ghanoush (mashed aubergine dip) are staple meze dishes, now known worldwide. This menu contains them all. A vast selection of cold starters segue into cooked meats, soups, rice dishes, grills, steaks and fish concluding with a tidy selection of Thai dishes and desserts. Prices are more than reasonable with combo plates
starting at only B.180. There is also an extensive range of fruit mocktails, fresh juice shakes and juices, specialty coffees and teas plus Singha and Heineken beer but if you are partial to a glass of wine you can bring your own bottle and pay just B.100 corkage. The menu is a fantastic array of dishes which makes for exciting reading. From various renditions of creamy hummus (chickpea/ sesame seed/garlic paste) through shawarma (shredded lamb), tabbouleh (cracked wheat mixed salad) to chicken, fried kibbeh (minced meat combined with pine seeds and wheat) to a myriad of delicious grilled meats all evoking the mysteries of Arabic cuisine. Incidentally, all prices are net and service is left to your discretion. A popular mode of eating in Lebanese restaurants, as mentioned earlier, is the meze. There are literally dozens of dishes from which to choose both hot and cold. What is ultimately chosen is of course to the whim of each individual. We elected to order the mixed selection of cold starters (B.350) with extra plates of vine leaves (B.175), sautéed lamb liver sprinkled with lemon juice and pomegranate syrup, falafel (deepfried chickpea patties) an Arabic spicy salad and the restaurant’s signature flat bread. There is a presentation wizard in this kitchen. Each dish was beautifully decorated with the bejeweled colors of fresh vegetables, studded with olives, pine nuts and scented with heady olive oil and herbs. The mixed starter consisted of a creamy, garlicky hummus (B.130) a wonderful moutabal giddy with smoky mashed aubergine infused with tahini, lemon juice, garlic, parsley and olive oil. Fattoush is a traditional mixed salad, healthy and delicious tossed with crispy fried pieces of flat bread. The tabbouleh
was super-green, zingingly light and herby exhilarated with piquant parsley, various herbs and cracked wheat. The bread is a must; these big, freshly baked pillowy puffs of flat bread are just perfect for tearing and dipping into the rich, smooth pastes and a natural accompaniment to all the flavors. Dark, luminous green vine leaves are stuffed with fragrant rice and herbs, those spicy falafel are coated with white sesame seeds and the spiced lamb liver
was perfectly cooked with the flavors intensified with the lemon and fruity syrup. We nibbled on the complimentary fruit plate and lingered over a cup of (delicious) Lebanese tea which brought to a close our Cedar Restaurant dining experience. Cedar Restaurant 6th floor, CentralFestival Pattaya Beach Open daily from 11 a.m. to 11 p.m. (kitchen closes at 10:30 p.m.) Tel: 080 053 8378 (Anwar)

1. A Cup of Ginger Tea One of the strongest proven natural cures for heartburn is by using small amounts of ginger. To alleviate your heartburn fast, drink a cup of warm ginger tea. The ginger will help to absorb the stomach acid, which causes the pain and discomfort.
6. Eat an Apple a Day Eat an apple every day to get an ongoing relief from pain and eliminate heartburn easily. This all-natural remedy works well if you eat an apple a few hours before going to bed as quite frequently heartburn increases when you lie down.
2. Aloe Vera Juice Throughout Europe, aloe vera juice is highly regarded as a natural home remedy to help reduce the pain of heartburn. Because aloe vera juice is very alkaline, it neutralizes a lot of the excess stomach acid, easing your heartburn. It also helps to calm down an irritated esophagus. As with anything though, everything should be done in moderation. This is because taking too much aloe vera juice may result in you getting diarrhea, electrolyte imbalances and abdominal pain all of which are not pleasant. So make sure not to have too much aloe vera.
7. Try Mustard!
Mustard is another at-home remedy that works. All it takes is a teaspoon of mustard to help eliminate heartburn or acid reflux. We recommend the yellow “English” mustard. However, some people claim that brown mustard works just as good.
8. Eat Almonds
3. Take a Little Baking Soda
A great natural antacid is baking soda (also known as sodium bicarbonate), which is readily available and cheap. It is also one of the oldest and best known home cures for bad heartburn. Baking soda acts very rapidly by neutralizing excess stomach acid, which can give very rapid relief from all heartburn. Whatever you do though, do not drink the baking soda on its own. You need to add half a teaspoon of baking soda to half a cup of warm water, along with a few drops of lemon juice and then stir well before drinking it. 4. Try a Little Apple Cider Vinegar While heartburn is commonly caused by too much acidity, inadequate acidity can also be the cause of it. It’s worth trying apple cider vinegar when you experience heartburn alongside a sour stomach and having a feeling of fullness. To use it, mix in a teaspoon of unfiltered apple cider vinegar into half a cup of warm water, and then sip it along with food at mealtimes. 5. Drink Chamomile Tea
An easy cure for heartburn is to drink chamomile tea, which can be used to help neutralize excess stomach acid. You can also drink some chamomile tea to help relieve stress.
To reduce heartburn, eat eight to ten almonds daily as they can provide rapid and immediate heartburn relief. Also, almonds can be eaten after each meal to keep heartburn away. 9. A Spoonful of Honey By having two teaspoons of honey after each meal, you can help stop heartburn. The honey helps your body to digest the food more effectively and hence it prevents excessive acid secreting into the stomach during digestion. 10. Bananas Eating bananas is great for your body as they act as a natural antacid, which helps in giving you pain relief from heartburn. To relieve heartburn, simply eat a fresh or dried banana. Rejuvenate – Replenish – Restore with Made Collagen by Di Barker for Thonglor Clinic
Have you heard the latest beauty buzz in town about a new anti-aging procedure? Most of us want the benefits of skin rejuvenation without having to resort to surgery, don’t we? Well – take a few minutes out to read this article about the healthiest facial restoration around. This latest treatment is called Made collagen and is based on the most advanced facial detoxification and skin rejuvenation originating from Italy. It uses homeopathic preparations such as minerals, vitamins, enzymes and cell therapy. Developed by Professor Made (pronounced madee), it is the latest cosmetic discovery to arrive in Thailand. The party season is approaching and you want to look your best – so please continue reading to get the low down on the healthiest facial rejuvenation in town.
Firstly, where do you go to get this treatment? That’s easy – it’s Thonglor Clinic on Thappraya Road in Jomtien. Always searching for effective ways to stay in the forefront of medical science, this is the up-to-the-minute treatment to be offered at their clinic. Homeopathic collagen facial injections are now being offered as an all-natural beautifying treatment and best of all it’s non-toxic, hypoallergic, FDA approved and has no known side effects. Homeopathic Made-collagen encourages the production of collagen and hyaluronic acid (the skin’s natural hydration). It helps skin to look its best and dramatically slows the aging process, leaving your complexion smooth and radiant. I was told that patients had noticed a decrease in uneven skin tone, hyper-pigmentation
and sun spots, while sagging skin appeared lifted and rejuvenated. All the information I researched was positive – it was an all natural product with so many constructive advantages – I was convinced and ready to undergo the procedure myself. Since this collagen is a natural product, a series of treatments is required, which will over the period make the skin produce more of its own collagen and hyaluronic acid. Some of the other cosmetic benefits include the flushing of toxins and dead skin cells, speeding up the metabolism and stimulating blood circulation, restoring and balancing the body’s immune radicals to prevent wrinkles, and deeply nourishing the skin. I arrived at Thonglor Clinic and after an informative one-to-one discussion was guided to the upstairs treatment rooms. After being greeted by the doctor, my face was thoroughly cleaned. she then applied antiseptic spirit to the areas where the injections would be placed these are the 16 facial acupuncture points) and commenced the treatment. Extremely thin needles are used for these
injections which are administered at the surface of the skin. Honestly, the injections were virtually painless – uncomfortable in some areas but really not painful. After 20 minutes it was done, an arnica gel was applied to prevent bruising and a SPF cream – and I was ready to go home. Before I left though I was presented with four small boxes of Guna homeopathic medicine. Thonglor Clinic desire to present the very best in holistic therapies and offer in conjunction with the collagen injections these Guna products for total beauty management. Guna is a leading Italian manufacturer in this field; their medicines have been conceived to restore the body’s full balance. Everyone is given a different combination of these medicines. I was prescribed three detoxification products and a hormonal balance
remedy which come in the form of micro doses to be taken daily diluted in water. The most convenient way is to add 20 drops of each into a 1.5 litre bottle of water My treatment is ongoing. In fact I’ll be needing ten weekly treatments but I have been advised that after two or three a beneficial difference will be noticeable. I’ll be keeping you updated on the treatments with these articles but in the meantime if you’d like to investigate further just pop into Thonglor Clinic and the staff will be happy to advise on the appropriate treatment. Collagen treatments can help you age gracefully and look younger and that’s something we’d all love, isn’t it? Thonglor Clinic Jomtien is located on Thappraya Road, about 100 mts. before Bruno’s, coming from Pattaya. Tel: (038) 252 055. Fax: (038) 252 056 or visit www.thonglorclinic.com.

iPad Air 2 When you have “Air” in your name, people expect you to be thin — so it’s no surprise that the iPad Air 2 is even thinner than its predecessor. Measuring just 6.1mm thick, it’s also more powerful, thanks to a custom A8X 64-bit processor, 802.11ac MIMO Wi-Fi, and faster LTE on the cellular models. More competent, as well, with a new eight-megapixel iSight camera capable of 1080p and slo-mo video, panorama, and burst mode, a new FaceTime HD camera, dual microphones for better audio, an improved, anti-glare Retina display, and, in a move that surprises no one, a Touch ID-enabled Home button.
Relonch Camera It’s been an ongoing battle among avid photographers for years: shoot with your iPhone, and be able to share the results instantly, or shoot with your DSLR, and either go through an awkward Wi-Fi process, or worse yet, wait until you’re back on your computer? The Relonch Camera solves this problem by adding a high-quality camera to the back of your iPhone. It connects via Lightning, boasts a large APS-C sensor and a prime lens with a wide aperture for excellent detail and bokeh (impressive background blur), and even sports a separate battery so your phone charges while you’re making photos.
Google Nexus 6 Google’s newest flagship handset is here, and it’s huge — in more ways than one. As the name suggests, the Google Nexus 6 boasts a 6-inch screen with a 1440x2560 display, surrounded by minimal bezels to keep things as small as possible. Other features include a quad-core 2.7GHz Snapdragon processor, a 13-megapixel rear camera with optical image stabilization and a f/2.0 lens, a two-megapixel front cam, dual front-facing speakers, a spacious 3220 mAh battery that offers over 24 hours of use from a single charge, and Android 5.0 Lollipop, the best version of Google’s operating system yet.
Rosie and Alex have been best friends since they were 5, so they couldn’t possibly be right for one another...or could they? When it comes to love, life and making the right choices, these two are their own worst enemies.

Queen Forever – Queen
Porsche Design Timepiece No. 1 Watch It might not be the first timepiece from Porsche Design, but the Porsche Design Timepiece No. 1 Watch is the first to be developed entirely in-house. Much like the company’s first watch from 1972, the No. 1 is an all-black affair, with a 42-mm titanium case that’s treated instead of painted to make the matte finish more durable, as well as a black instrument dial with contrasting white markers. Behind the blackened sapphire crystal case back, a mechanical Valjoux 7750 chronograph mechanism keeps the time with a power reserve of 48 hours, and a black rubber strap rounds out the understated look. Limited to just 500 units worldwide.
Queen Forever is an upcoming compilation album by English rock band Queen. It has been anticipated for some time and features tracks the band had “forgotten about” with vocals from original frontman Freddie Mercury. Bassist John Deacon is also on the tapes.

The All New Suzuki Celerio – The Downsizer A One-Liter, ThreeCylinder, Five-Door, Hot Hatch In Singapore at the American fast-food joints they always ask me. “Sir, you wan’t up-size, lah?” Extra French fries and Coca-Cola (at a little additional by John K. Lindgren cost, of course). “No, Editor-in-chief: thank you, lah. No, carsanook.com up-size for me”. Yes, Burger King, McDonald’s and KFC they all want to up-size me. But, I want to be downsized. Me a diehard petrol head who used to drive big block American straight 6-cylinder fuel guzzling Chryslers and utilitarian, yet thirsty four-pot arctic white Swedish Volvo station wagons. Fast-forward to 2014. The keyword in the global automotive business is downsizing: 3 cylinders instead of what used to be 12, 8, 6 and 4-cylinder motors of the 20th century. Smaller engines, means less curb weight, more fuel efficiency and reduced CO2 emissions, too. Pattaya Today’s Automotive November test drive is a downsized, city car or eco-car, par excellence: Suzuki Celerio. The name Ce-le-rio, may sound like a vegetable. Some say it means; Celestial river. This all-new Suzuki designed in Japan to appeal to a wide global audience, comes with clean, hatchback (four-entry door and a hatch) looks. Front view, the hood boasts a small clamshell effect which gives the Celerio a sporty appearance. Plus the new Suzuki two-tier grille, the attractive wraparound headlights and the sturdy bumper adds some character to Celerio’s otherwise inoffensive styling.
The rear roof spoiler with integrated brake light adds a bit of street cred to the rear view. Inside: This is a tall hatchback which translates into cabin roominess. The Suzuki engineers have used vertical space well to maximize head and legroom. The rear passengers can almost wear top hats or at least bowler hats. In the front the single-piece racing style seats offer more support than you would expect and whiplash prevention, as well. Since this is a hatchback there is ample cargo space for 254 liters with the split rear seats folded forward. Safety; front driver and passenger airbags. Our demo unit is the Suzuki Celerio GLX, the top version. This compact city car measures 3.6 meters in length and 1.6 in width. It weights 800 kg and it’s painted in Raspberry Pink Pearl Metallic. There’s also a Super Black Pearl or the Mineral Gray Metallic. Totally eight colors on the palette to choose from. The dinky 3-cylinder, 988-cc engine pumping out 68 horsepower is mated to a smooth CVT automatic transmission. Our Celerio tester easily achieves the 20 kpl requirement stipulated under Thailand’s eco-car rules. You can top up with 95 gasohol or E20 ethanol/petrol mix if you like. During our test drive we managed an average 23 kpl. City and highway driving with occasional full throttle tests on the straights. Top speed 165
clicks. Amazing little Suzuki, like a bat out of hell. This is as good as it gets. Here we have the ideal eco-city-car; compact, agile, easy to park and fuel-efficient. Plus a roomy cabin. This is downsizing à la Suzuki. The competition should watch out for the all-new Celerio. Suzuki Motor (Thailand) Co., Ltd. offers a lineup of three models; two manual and one automatic. The entry-level Celerio GL model costing 439,000 baht. This is the cheapest passenger vehicle with automatic transmission available in the Kingdom. Suzuki Celerio GLX
Engine: Inline 3-cylinder petrol engine Power: 68 hp Torque: 90 Nm at 3500 rpm Transmission: CVT automatic Top speed: 165 km/h Fuel consumption combined: 23 kpl Price: 488,000 baht www.suzuki.co.th

GrabTaxi, Southeast Asia’s largest taxi-booking mobile app, launched its beta trial in Pattaya in September, making it the 16th city that GrabTaxi serves regionally and the second Thai city after Bangkok. Getting a safe taxi ride in Pattaya is now just an app click away, thanks to GrabTaxi, the first taxi app launched in Pattaya that helps passengers book a cab with safety, speed and certainty. The app is a free download and is available in both Thai and English for Android, iOS and Windows smartphones and tablets. Passengers can be assured that all GrabTaxi drivers must use the meter and have been carefully prescreened and trained to provide passengers with a safe, excellent service.
Once passengers key in their destination on their smartphone and make a booking, the app will show available taxis in the area and the estimated metered fare. Passengers will then be matched to a driver within one minute and provided with the driver’s name, photo, phone number and license plate number. The app also has a safety tracking feature where once the taxi has been booked, passengers can watch it drive towards the pickup point.
To further ensure safety, GrabTaxi passengers can use the unique “share my ride” feature to enable select family and friends to receive their GPStracked ride details and driver information through a link sent via social media, SMS or email. GrabTaxi was founded by Harvard Business School Graduates, Anthony Tan and Hooi Ling Tan, who were runnersup at the Harvard Business School Business Plan competition in 2011. The two entrepreneurs
publicly launched the app in Malaysia in June 2012 and now GrabTaxi has a regional footprint across Thailand, Philippines, Vietnam, Singapore and Indonesia, where it is extremely popular among passengers and taxi drivers. Once the app is downloaded, it can be used in all the six countries. Using GPS to help locate taxis, the mobile app is not dependent on any local taxi network. GrabTaxi believes in its strong social mission to improve the lives of taxi drivers and passengers and revolutionize the taxi industry in these countries. In Thailand, GrabTaxi was launched in Bangkok late last year. To celebrate its first anniversary in November, GrabTaxi is rewarding its passengers in Bangkok with free giveaways worth more than 100,000 baht. “Since our mobile app was first launched in 2012, the response from commuters around Southeast Asia has been amazing,” said GrabTaxi Thailand director, Juthasree Kuvinichkul. “The ease-of-use and safety aspects made it an instant favorite among commuters with one GrabTaxi cab being booked every two seconds regionally. Now, we are bringing the convenience and reliability of the GrabTaxi Continued on page P2/26

mobile app to Pattaya commuters. “Drivers using GrabTaxi always charge the metered rate together with a booking fee and we feel this will greatly improve the people’s perception of taxis in Pattaya,” she added. GrabTaxi Thailand deputy general manager, Vee Charanunsiri explained that GrabTaxi received
many requests from local residents and tourists for GrabTaxi to be introduced to other Thai cities. “We selected Pattaya due to its proximity to Bangkok,” he said. “Having provided our services in six countries, we understand the pain points that many passengers face. In Pattaya, we aim to revolutionize the taxi industry and encourage taxi drivers to use the meters. We want to provide passengers with safe and reliable taxis and to make sure that they get a taxi soonest after making a
booking via the app,” he pointed out. Passengers in Bangkok pay the taxi driver the metered fare with an additional 25 baht service fee, which goes directly to the driver. The same mechanism applies within the Pattaya city limit but the service fee is 40 baht. Additional charges will also apply for distances beyond 6 kilometers of the city center. “We feel our fares are reflective of the local market rate, yet provide a safe and stress-free ride for passengers. This creates a winwin situation for both passengers and drivers,” said Vee. Mayor of Pattaya City, Itthiphol Kunplome, applauded the introduction of GrabTaxi in Pattaya. “We are extremely happy to welcome a technology platform like GrabTaxi, which will provide convenience to both locals and tourists to use public transport
in Pattaya”, expressed Itthiphol Kunplome during the GrabTaxi’s official launch in Pattaya. Areerat Thanpakpawin, manager for GrabTaxiPattaya said that the number of taxi drivers joining GrabTaxi has been growing since the launch. “Unlike Bangkok, taxis in Pattaya do not drive around searching

How’s Our Luxury Home Market Doing? Every few years I like to look back at the Eastern Seaboard’s luxury home market just to see how things are moving along. As we approach the end of 2014, I am pleased to report it has been maturing very well of late. Why? Is it because local authorities seem to be more relaxed in scrutinizing foreigners who purchase land via company nominees? Is it due to an expedited system for processing visas? Or is it possibly because there is nothing better for the Thai real estate market than a good year or so without political chaos? I don’t know about you, but my answers to the above three questions are no, no and no. Maybe it’s a lot simpler than that. Maybe it’s because the rest of world is getting worse and worse while the Eastern Seaboard keeps getting better and better. Three years ago, the last time I devoted my column to luxury homes, many thought that Pattaya’s detached housing market was extremely overbuilt. That it had gone flat; that it was dead. Looking back it is easy to see that they were dead wrong. The last several years have been very good for local house and land developers. So good, in fact, that some top Bangkok operators have entered our market and begun building luxury detached housing projects right alongside local developers. Yes, the luxury housing development industry has been doing just fine with new developments brewing all over the Eastern
Seaboard and, in particular, on the coast and interior just south of Pattaya. Huay Yai, Phoenix Gold Golf Area, Bang Saray and Silverlake are all showing great signs that the area’s future does have luxury houses well situated within our real estate marketing adventure. We are now seeing experienced and savvy Bangkok developers and international investment groups coming into our area bringing impressive designs, quality materials, and expert craftsman. Most of us know about the Baan Talay beachfront development with its 128-millionbaht dream home on the beach! But do you know what’s going on in and around the Silverlake Vineyard and Winery area? A number of developments near Silverlake and in the Bang Saray and Na Jomtien areas aspire to be major players in the residential property development game in tandem with the success of local development icons such as Silverlake. In fact, just around the corner from Silverlake--on the shortcut to Wat Yan--an impressive development called the SilverhillResidence is on a hillside overlooking its own lake, Wat Yan, and distant ocean beaches. Another large, high-end residential development of several hundred rai is the secluded and private estate known as Buraran on the rolling slopes of the Bang Saray Hills affording fabulous sea views over Bang Saray Village and scenic islands in the distance. The Buraran project consists of connecting
waterways and lakes and is encircled by a tree-lined ring road with a system of cul-desacs defining individual house plots. Buraran also features an impressive clubhouse with swimming pools, two tennis courts, guest rooms and a wonderful open air bar and grill surrounded by some of the nicest luxury homes on the Eastern Seaboard. So far only rumors, but I think we can count on great things to develop at Buraran in the very near future. Yes, just about everyone in Pattaya knows of Silverlake and these days, most Bangkokians have heard of Silverlake. In fact Thais from every corner of the Kingdom arrive in cars, vans and buses every day, but did you know that there was no Silverlake just a few years ago? Just eight or nine years back Silverlake was just a local reservoir known only to locals. Today, the Silverlake Estate Development Company has one of the most gorgeous settings for their spectacular Tuscany-designed country restaurant, bar and grill, their brand new wine-making facility, their beautiful vineyards, rolling hills, a sparkling lake and of course the incredible Buddha Mountain. It will only be a matter of time before we witness the newest luxury estate venture: high-end, detached single-family houses right there at scenic Silverlake. With the gorgeous Baan Talay beachfront development leading the way a few years ago, we are beginning to see an interesting

Our very special thanks to Clayton Wade for preparing this Pattaya Today column. Clayton Wade is managing director of Premier Homes Real Estate Co., Ltd., the Eastern Seaboard’s leader in exclusive property sales and rentals, as well as managing director of the Premier Land and Development Co., Ltd. The American-born entrepreneur has been running Premier Homes with his wife, Khun Supap, for more than 18 years. He has been in real estate going on 28 years, having started his career in the United States where he was licensed and practiced both real estate sales and property management in Seattle, Washington.
Wade, a Certified International Property Specialist (CIPS), is an active member of the National Association of Realtors (NAR) and a current board member with the Real Estate Sales and Marketing Association of Thailand. He also is a council member with the Gerson Lehrman Group, the New Yorkbased international research and consulting firm, and has been a national panel judge with the Thailand Property Awards for many years. Having done business successfully on the Eastern Seaboard/Pattaya area for more than 18 years, Clayton Wade is known throughout the AsiaPacific region for his writing, public speaking and
phenomenon that appears to be one of the Eastern Seaboard’s finest new property niches. In fact, very near Baan Talay--directly across from the new Cartoon Network Amazone Water Park on Sukhumvit-- is the impressive Nusa Chivani luxury housing development. Both of these new additions to Pattaya’s south side ‘close to the city developments’ confirm that the Silverlake and Bang Saray areas are going to be the strong growth areas in coming years. Closer in but still south is the Huay Yai and Phoenix Gold Golf Club areas which are virtual hot beds of home development these days. East Pattaya, of course, has seen some great detached home projects over the years that keep getting better and better--Silk Road, Horseshoe Point, Sedona Villas and Eddy Tracy’s super luxury estate homes at Santa Maria, to name a few. And the current King of Luxury Villas, Terry Collins, and his Vineyards I, II and III, sell out as quickly as Terry can build them. In fact, Terry and The Vineyards La Residence III won Best Villa Development Eastern Seaboard at this year’s Thailand Property Awards and was subsequently awarded the Best Villa Development Southeast Asia Highly Commended award soon after. Bravo, Terry Collins! Yes, as the Western world seems to be sliding deeper and deeper into financial woes, we are seeing more and more foreigners deciding to relocate, retire and/or just get a foothold here by purchasing a luxury detached house right here on Thailand’s Eastern Seaboard. So, let’s not sell ourselves short. Thailand is an absolutely wonderful place to live and there seems to be no obstacle big enough to turn foreigners away. With the high season just beginning, we are already seeing great signs of another robust and high-geared season of developers, speculators and good folks that simply can’t wait to buy a home and live in the Land of Smiles!

GM Outlook Amidst it all, the Royal Cliff remains as the hotel of choice which has stood the test of time to provide facilities and services which exceed customer expectations.
Royal Wing Suites & Spa - Ultimate Luxury In effect, the Group contains four award-winning five-star hotels, all luxurious but defined profoundly by their individual style, culture and elegance. There are a total of well over 1,000 rooms. The complex as a whole offers a veritable onestop shop, a variety of services, activities and entertainment which are truly breathtaking. They include a total of seven swimming pools including a breathtaking Infini pool which has recently been renovated and now offers an unparalleled view of the scenic Gulf of Thailand. Situated just a few feet from the ocean, its edges have been smoothed out to be in line with the sea to provide a mirage effect of its waters blending with its striking scenic background. Other features include no fewer than 11 award-winning restaurants, a state-of-theart fitness center with seven floodlit tennis courts and two squash courts, a kids’ world, a teen zone, beauty parlor and much else. There are tennis coaching, cooking classes, a catamaran for private charter, and jogging trails, aerobics, yoga, game play stations and even a pitch-and-putt golf facility. Moreover the location of the Royal Cliff Hotels Group is unique with its positioning on Pratumnak Hill which not only provides unobstructed and panoramic spectacular views of the ocean but provides amazing sunsets from an ideal vantage point. And then there is PEACH, the worldclass and multi-purpose convention venue
which has been deemed the best MICE (Meetings Incentives Conferences & Exhibitions) facility in Asia by International Hotel Awards in association with HSBC. The facility can accommodate over 10,000 people theater-style and no fewer than 4,000 seats for banquets. The main hall is flexible and can be divided according to needs for breakout sessions, board meetings or training and discussion groups. Recently hosted events at PEACH have included the UN Asia-Pacific Forum on Sustainable Development, the Pattaya Food and Hoteliers Expo and the Star-Studded Subhanahongsa National Film Awards. Other engagements include product launches, banquets and training sessions by the increasing number of industrial employers in the greater Pattaya area. Royal Cliff has always looked to the future. “What we intend to achieve from all our renovations and product upgrades,” says Maria, “is to further strengthen our position as the area’s premier five-star facility. We aim to cater for both leisure and business travellers on a world-wide basis and provide the ultimate hotel experience. We are truly excited about the reopening of the Royal Cliff Grand Hotel facility where we can unveil our latest significant innovations.” Pattaya, as is well known, is currently undergoing rapid and substantial change. No longer dependent on nightlife and wild entertainment, the city has evolved into an

eclectic urban center with international appeal. It has facilities to rival the best in Bangkok, or indeed any Asian city, and has become family-friendly in an increasingly cosmopolitan world. “For the high-end traveller market, Pattaya has also become a magnet for both vacationers and business people,” comments Maria. She looks forward to the fulfilment of the stated aim of the City Hall authorities that Pattaya will become the Thai Riviera within the next five years. Under the leadership of local mayor Itthiphol Kunplome, Pattaya has already earned its place as an international center for sports, music and pioneering business initiative. The magic of the Royal Cliff Hotels Group is probably that it has maintained the true hospitality and service values of the 1970s while forever planning for the future and to anticipate new markets. Over the years, the technology of the hospitality industry has changed out of all recognition with advanced computerization, not to mention the advent of the social media, while the Pattaya skyline has changed out of all recognition. “Amidst it all,” concludes Maria, “the Royal Cliff remains as the hotel of choice which has stood the test of time to provide facilities and services which exceed customer expectations. We will continue to make our mark on the hospitality and tourism world with that pioneering innovation which will guarantee Pattaya’s success into the future.”

FREQUENTLY ASKED QUESTIONS by Magna Carta Law Office
Expat Money Corner by Tim Whiteley
Offshore Trusts…..
Thailand Leasehold System What is the leasehold system? The leasehold system is a system of property tenure wherein a person, by paying a fixed sum or in installments, acquires the right to occupy a particular land or building for a pre-determined period of time. The owner of the building or land, commonly known as a landlord, hands over temporary possession and occupation of the premises to the person leasing the property, known as the tenant or leaseholder. What is the difference between leasehold and freehold property? A freehold property is a property that gives full legal rights to the owners to occupy, use, lease, sell or develop the property. Purchasing a condominium is the simplest process for foreign buyers, as Thai law allows foreign freehold ownership of condominiums as long as you buy a unit within a building’s foreign quota, which is 49 percent of the condominium block. The freehold will, however, give you rights over the building but not over the land. A leasehold property is a property that only gives the lessee the right to live in the property or use it for commercial or residential purposes for a specific period, and the lessee’s rights associated with leasehold are limited under Thai law. What is the maximum lease term available? A lease agreement in Thailand can best be described as a personal tenancy contract with a fixed and a prepaid term with a maximum lease term of 30 years. Any lease of immovable property for a longer period than 30 years in Thailand may only be made by renewal of the lease contract upon its expiration. Renewal for a further 30 years is at the discretion of the owner, but both parties must register the renewal with the local Land Office and must settle all the necessary government fees at the end of each term. Can foreign nationals own land in Thailand? Thai law stipulates that foreigners may not personally own land in Thailand. However, the right of freehold ownership for a building which sits on the land can be purchased. There are a number of different purchase options available to foreigners and most
property developers will offer buyers both freehold and leasehold alternatives. Foreigners can purchase the land as leasehold and the property that sits on the land as freehold. A foreigner may only purchase land to build a property if the land is purchased on leasehold. However, if a foreigner is operating a business in Thailand, he may purchase the freehold of the land through his limited company, in which case the land will be owned by the company and not by the individual. Can a leasehold property be inherited? A major disadvantage of a lease in Thailand is that the contract and the right of possession is terminated upon death of the lessee and is not automatically transferable by inheritance. Although the lease agreement must include a succession clause, this does not offer full guarantee for the lessee’s heirs. What are the advantages and disadvantages of going through the leasehold system in Thailand? Aside from not having to frequently renew the contract, another advantage of going through leasehold is that the lessee, as the temporary owner, is not solely responsible for maintaining and preserving the leasehold property. Landlords are also bound to perform their legal obligations, as stipulated in the lease agreement, to ensure that the lessee or the tenant enjoys full and uninterrupted possession of the property. Leaseholders are given an option to renew the contract with the previous arrangements after the end of each term. The lessee is free to pursue alternative arrangements for his benefit because, unlike in a freehold ownership, the lessee is not tied to the property and holds no other interest apart from his previous tenancy. To its disadvantage, the degree of control given to the lessee over the land or property is more limited compared to that of complete ownership. For a predetermined period of time, the tenant is granted only possession and enjoyment of the property but not complete authority. The lessee cannot mortgage or use his leased property as collateral. Unless otherwise provided by the contract of lease, a lessee cannot sublet or transfer his rights in the whole or part of the property leased to a third person. Do I have to register the land lease at the Land Department? In order to be valid, any lease longer than a threeyear period must be registered with the local Land Office, and the lease must be indicated on the back of the title deed. Registering the lease allows any possible third party buyers to know of the lessee’s rights to the land during the period of the lease. If the lease agreement between the parties is not registered with the Land Department, the lease is enforceable by action for a 3-year term only.

Protecting accumulated wealth and providing for beneficiaries using offshore trusts available from prime, regulated jurisdictions. Here we look at ways to protect accumulated wealth during one’s lifetime and beyond, and also how to mitigate multi-jurisdictional probate issues for beneficiaries. Many expatriates and international investors will have assets of one form or another in more than one country that is not their country of domicile, for example bank accounts, investment portfolios, property and other assets, and so should consider establishing offshore wealth protection and succession planning vehicles. What is a trust? The concept of the trust was familiar to the Romans but the origin of the modern trust is Anglo-Saxon and dates back to the Crusades. During prolonged absence from England, a knight would transfer ownership of his property and belongings to a friend or trusted person so that if he should be killed, he could be certain that his wife and children would inherit his estate. A modern trust is an established means of safeguarding an individual’s wealth, ensuring their continued access to (and control of) the assets during one’s lifetime, and facilitating its safe passage to one’s chosen beneficiaries and or future generations. A suitably worded trust can be very effective in minimizing multi-jurisdictional probate issues, associated legal expenses thereof, and long frustrating delays for beneficiaries trying to locate assets in different parts of the world. Having a trust also removes the need to write a will in each country where assets are held (where that jurisdiction recognizes the trust concept) as ownership of the assets can be transferred to the care of the trust by a deed of assignment. What assets can be held in a trust? • Bonds, stocks and shares • Bank accounts • Fixed-term cash deposits • Insurance policies • Real and intellectual property • Portfolio bonds and unit trusts • Private company shares • Pension plans and QROPS Indeed, most other asset types where legal transfer of ownership can be affected can be transferred into the trust. Assets held in trust do not form part of the estate of the settler, and consequently, the trustees are able to use them for the benefit of the trust beneficiaries without going through complex legal procedures. A suitably-worded trust can also help to reduce or eliminate inheritance tax or estate duty liabilities in the future. Who are the trustees? Professional trustees are appointed at the outset and have legal title to the assets, but no beneficial interest. • They are not able to make a profit for themselves out of the assets. • The assets are not available to their own creditors. • They must use the assets only for the benefit of the beneficiaries. • They operate under a fiduciary license in regulated environments. Who are the beneficiaries? The person (or entity) setting up the trust is called the settlor, and they name the beneficiaries in a letter of wishes to the trustees that clearly sets out the parameters for the trustees to follow. For example, this may state that children should be provided for by having their education costs fully funded through university and receive an income at a pre-selected level. A spouse, or anyone else, anywhere, can be named as a beneficiary and provided with an ongoing annual income or lump sum paid directly to their bank account in any country. Assets can be safeguarded to protect the interests of minors or vulnerable members of the family, thus keeping them separate from other interests. The settlor remains as a lifetime beneficiary and will therefore be included in the letter of wishes. As such, he or she retains the authority to amend the list of beneficiaries at any time via written requests to the trustees, add or remove assets, and even to close the trust completely at a later date should it no longer be required. In summary then, individuals with holdings outside their country of domicile should examine the possibilities of establishing a trust in a regulated jurisdiction to protect themselves, their assets, their chosen beneficiaries, and future generations. Tips & Advice
What Our
Readers Say
The best place to be an expat (Guy Rowlands writes) A new crop of international surveys from InterNations, NatWest and 1StopShop involving more than 20,000 expat respondents have voted Ecuador and Australia the best countries to be an expat. Apparently, Ecuador has a low cost of living, good weather and top-class affordable health care. It’s also simple to obtain a work permit. As regards Australia, most expats there say they are happier, healthier and more affluent than back in their gloomy European homeland. At the opposite end of the scale, Greece, Saudi Arabia and Kuwait are not preferred destinations. Greece’s main problem seems to be the economic malaise which makes life for working expats dodgy as security of tenure is a thing of the past. Saudi Arabia is well down the popularity stakes because of the lack of leisure facilities while Kuwait is evidently an unfriendly location which makes you feel unwanted. Africa is generally seen as dangerous for all sorts of reasons, including violence and indifferent health care in some locations.
The Far East, including China, Singapore and Hong Kong all appear in the top 20 percent of preferred destinations, with China in particular moving from 11th to 5th position globally in one survey. But many of the British travelers to Asia said that they did not actually believe that travel broadens the mind and that having lived in the Far East doesn’t help you get a job in the UK. Another disadvantage of travel is that expats tend to bore the pants off their friends back home by regaling them with stories about their overseas experiences. Thailand in most surveys of expats sticks firmly in the middle of the league tables. On the plus side, the Land of Smiles is indeed full of smiles, has a great climate and offers a great variety of things to do to prevent you getting bored. The cost of living is seen as reasonable, although more expensive than it was thanks to exchange rate variations and, in particular, the costs of good hospital care and education for expat children. On the negative side, political discontent and martial law are seen as making people nervous. Or some of them at any rate. Q: What is the main reason for rejection? A: The biggest single problem is the passport photos, for example the photo being taken too near the subject. The white or gray area on the photo should be at least 25 percent of the total area of the print.
RENEWING A UK PASSPORT Q: Can I renew my British passport well ahead of its expiry date even though it is not full? A: Yes, as long as you pay the published fees every time. Q: Can I submit an application by post? A: No. You can visit Trendy Office in Bangkok (the office for this purpose) in person or a representative can attend with all the documentation on your behalf. This is particularly useful if you are incapacitated. Your representative can also collect the passport on your behalf, but it cannot be sent to you by mail. Q: What documents are required? A: Color copies of every page of your passport, including blanks, two color passport photos, proof from a British government source (or similar) that you are living at your address in Thailand. Most people provide a letter from the Inland Revenue or their pension provider. The detailed list of documents is available on the British Embassy website. The site also has the application form to download.
Q: Can I pay for the passport by cash? A: No, only by credit card and using the form which is provided on the embassy website. However you can use somebody else’s credit card (with their permission) if you personally don’t have one. Q: How long do I have to wait? A: There are two sorts of delay. To get an appointment at Trendy Office it’s necessary to apply by email. The waiting time is currently about three weeks. There is then a further waiting period of about two months before you can expect the passport to arrive from UK at Trendy Office. Q: Can I find out about the progress of the application? A: Not by contacting Trendy Office. There is a published enquiry number in UK. These details, again, are on the British Embassy website. Q: Does every country have the same system? A: No. In some countries you can apply by post direct to UK. The different rules for Thailand are because, in the past, so many applications had some problem. There are also many more applications here than, say, in Cambodia or the Philippines.
Snap Judgment A mighty undertaking
The newly appointed National Reform Council (NRC) has a truly enormous task on its hands to produce a blueprint for reform within the next months. That means barely 300 working days if the original promise of a general election by October 2015 is to be fulfilled. However, some government officials are already talking about a delay into the following year. Prime Minister Prayut Chan-o-cha has also stated that some tasks in political or economic reform might have to be performed by the next incoming government even though he is keen to resign. In theory, of course, that administration could be led by another appointed figure. No firm date for a general election has yet been set. Politically, the agenda now is to make “democracy” work in practice without reverting to the old prolonged conflicts which have plagued the country in the past. The junta’s high-riding in many public opinion polls is probably rooted in the public’s hope and expectation that serious street violence will not return. There is also much talk of national reconciliation, easy to claim but difficult to achieve. The ongoing status of martial law in the country, even if not enforced in all its severity, suggests that the country is far from united. There are so many questions to answer. How should the prime minister be chosen? Suggestions already include the idea that he could be popularly elected or chosen by MPs or even be appointed from outside the traditional political party apparatus. It can be expected that this issue alone will be hotly debated in the NRC, even as the clock continues to tick. It is not even clear that Thailand will retain its bicameral (two house) system as there are arguments for a single chamber legislature or even a third people’s council to act as a counter-balance between the House of Representatives and the Senate. The clock continues to tick. The choices faced by the NRC are formidable. Should the current voting age of 18 be kept or should it be raised to 20? There seems to be no support for actually reducing it to 16 in line with the recent Scottish referendum vote which was “observed” by Thai officials. There are also issues about how MPs are actually selected with suggestions about primaries and screening to take on board. There are separate proposals to place a lifetime ban on politicians convicted of crimes as well as to abolish MPs' immunity from arrest while the House is in session. Not to mention the prospect of anticorruption courts and progress required in a total of eleven areas of Thai economic, social and political life. The obvious scenarios are that the NRC will rush its various jobs, or even be pressured to do so, or that the reform agenda will be far from complete by this time next year. If so, there are bound to be calls for the general election to be postponed to an unknown date further in the future which, in turn, will galvanize the opponents of the May 2014 coup in directions which are not impossible to envisage. Some commentators are quoting article 37 of the interim constitution which stipulates that, in the event of the deadline being missed or the draft constitution being rejected, everything goes back to square one. A new NRC would have to be selected and the process begins all over again. Not a hoped-for result. The best outcome would be for the NRC to have a draft constitution ready by the second quarter of 2015 and then submitted to a public referendum. Otherwise there is a danger that a great deal of hard work will become pointless as an incoming government, following a general election, might see its priority to undo the reforms now being planned. It all depends on the composition of such an incoming government, but it would be foolish to disregard the real possibility it may be formed by people hostile to the coup makers. Much depends on the progress in the NRC over the next six months or so. Tick tock.

International Education by Tara Pattana International School Today we all live in a global village. Increasingly the education we give today’s children must reflect this growing internationalism. Education for tomorrow must enable all children to fully develop their talents and their potential, and to prepare them to take an

Youth Focus Get Ready, Set, Learn! by Ayesha Rahman Kindergarten is a time for children to expand their love of learning, their general knowledge, their ability to get along with others, and their interest in reaching out to the world. While kindergarten marks an important transition from preschool to the primary grades, it is important that children still get to be children – getting kindergarteners ready for primary school does not mean substituting academics for play time, forcing children to master first grade skills. Kindergarten curriculum actually includes such events as snack time, playtime, and individual and group activities in addition to those activities we think of as traditionally educational.
Developmentally appropriate kindergarten classrooms encourage the growth of children’s self-esteem, their cultural identities, their independence and their individual strengths. At this stage, children are already eager to learn and possess an innate curiosity. Teachers can best provide for children what they need to grow physically, emotionally, and intellectually. Here are eight signs of a good kindergarten classroom: 1. Children are playing and working with materials or other children. They are not aimlessly wandering or forced to sit quietly for long
periods of time. 2. Children have access to various activities throughout the day, such as block building, pretend play, picture books, paints and other art materials, and table toys such as pegboards, and puzzles. Children are not all doing the same things at the same time. 3. Teachers work with individual children, small groups, and the whole group at different times during the day. They do not spend time only with the entire group. 4. The classroom is decorated with children’s original artwork, their own writing with invented
spelling, and dictated stories. 5. Children learn numbers and the alphabet in the context of their everyday experiences. Exploring the natural world of plants, animals and serving snacks are all meaningful activities to children. 6. Children work on projects and have long periods of time to play and explore. Children have an opportunity to play outside every day that weather permits. This play is never sacrificed for more instructional time. 7. Curriculum is adapted for those who are ahead as well as those who need
additional help. Because children differ in experiences and background, they do not learn the same things at the same time in the same way. 8. Children and their parents look forward to school. Parents feel safe sending their child to kindergarten. Children are happy; they are not crying or regularly sick. Just as important as mastering phonics will be learning to sit still for story time; handle playground time; make new friends; follow the teacher’s directions, and manage school routines. Just as with reading or mathematics, teachers will
not expect little adults. But they will ask children to work in groups, do structured, age-appropriate activities, and listen to adults in charge. Watch a neat line of kindergarteners following a teacher to lunch or the library and it all looks easy. But step inside a classroom, especially in September, and it can look like rocket science. Kindergarten is a frontier year, and with support from loving adults, just about every child can learn and enjoy at the same time. Ayesha Rahman is a kindergarten teacher at Mooltripakdee International School.
Regent’s International School Pattaya hosts Fine Foods and Artisan Crafts Fair by Alex McInnes
Regent’s International School Pattaya hosted the
city’s first-ever Fine Foods and Artisan Crafts Fair to the appreciation of over 350
happy patrons. Held under the clock tower at Regent’s International School Pattaya, the free-to-enter fair was a huge success, thanks in part to glorious Sunday afternoon skies, bereft of the heavy rainfall Pattaya has been experiencing lately. Over 20 exhibitors showed off their wares to the
Regent’s school community and general public, which included deli meats, chutneys, ice cream, leather goods, jewelry and clothing. The fair was such a success that Tim Eaton from Regent’s declared, “The Fine Foods and Artisan Crafts Fair went beyond even my expectations and we will definitely be hosting another
one next year.” Fair organizer Rainer Rössler described the fair as a full-on success, “I spoke to all the vendors during and after the event and all seemed to be very happy, especially considering it was
the first event of its kind at Regent’s. Many of them asked me when we will host the next fair”. Keep your eyes and ears peeled for the next one, which is likely to be in the first half of 2015.

Bunker Boys at The Ranch Green Valley G.C. (Medal) A surprisingly small turnout of golfers today for our medal competition at the usually popular Green Valley course. When we arrived at the course the car park was busy, but on reaching the first tee we were able to tee off a few minutes early, and throughout the round, the leading group didn’t catch up with any groups ahead of them. The course was in its normally good condition, but the greens had been lightly sanded and were consequently variable in speed. We welcomed back Ross Schiffke for his first game since his recent marriage, and he celebrated in style by taking first place, beating John Graham on a countback. PJ Redmond was making his debut from the silver tees, and the shorter course distance enabled him to get back into contention for a place on the podium after a long absence. Previously the Bunker Boys have been reluctant to introduce the possibility of older players playing in competition from the silver tees, but PJ’s success proves the decision to be correct, and provides a genuine opportunity for new (old?) faces to challenge the usual suspects. Alan Freeman continued his domination of the near pin prizes, taking three on the day, with only Al Collinge preventing him from chalking up another clean sweep. Results: 1st Ross Schiffke (hcp.19) nett 72 2nd John Graham (hcp.11) nett 72 3rd P.J. Redmond (hcp.23) nett 73 Near Pins: Al Collinge and Alan Freeman (3) Pleasant Valley G.C. (Stableford) It was another bright, sunny morning, and when we arrived at the course
after fighting our way through the ever worsening traffic on the 7 motorway, the clubhouse was quiet. The first group tee’d off on schedule but soon caught up with the golfers ahead on the 6th hole. From there on the round was painfully slow as the whole course was held up by a six-ball group who were determined to get their money’s worth, completely oblivious of the stacked up course behind them. The course was not in its best condition appearing to have suffered badly from the recent rains, but also from neglect, with several bunkers in very poor condition and the greens slow and bumpy. Peter Habgood was the only player to play to his handicap on the day to take first place ahead of Tony Robbins and Geoff Parker both with 31 points, but with Tony taking second place on a countback over the last six holes. Following the presentation back at The Ranch, Alan Freeman generously rang the bell for his fellow golfers to celebrate the 18.5 near pin prizes that he’s won during his ten-game trip (the half was today) – he’s departing on Sunday, so now everyone else can look forward to getting back into the frame! Results: 1st Peter Habgood (hcp. 20) 36 points 2nd Tony Robbins (hcp. 13) 31 points 3rd Geoff Parker (hcp. 15) 31 points Near Pins: Tore Eliassen and Alan Freeman (2) with the island hole prize being shared between Les Hall and Alan Freeman when we were unable to separate them. Peter Habgood wins at Pleasant Valley the event to remember those golfing friends in Pattaya who have passed away recently. A new memorial trophy has been purchased which will be inscribed with the names of those departed friends and will be held in the bar of the winning team for one year. The team event is intended to be an intersociety tournament including as many local golf societies as possible. Full details can be found on the website www. bunkersociety.com. The Bunker Boys are a PSC-affiliated golf society, who now plays out of The Ranch bar on Pattaya 3rd Road (in front of the fire station, and almost opposite the Buffalo Bar). We play three times per week on Mondays, Wednesdays, and Fridays, so if you enjoy a fun day out and a friendly but competitive golf competition why not come and join us. We meet at The Ranch at 9 a.m. for breakfast and transportation, and new players are always welcome. Contact Buff on 086 046 5091 or 080 605 5663 for all enquiries. You can find all the news, schedules and results on our website at www.bunkersociety.com.
Ebrahim has a win! luck was not altogether out as all the toilet cisterns were full and he managed to carry out some much needed cleansing duties after relieving some of the belly pains! With no food on offer, as the kitchen runs on power apparently, everyone went back to the GS for presentations and cold drinks. The scribe managed to stay until presentations were over before departing for home, a shower and much needed rest (as his better half has been away for several days and took the billy lids), so apologies for the lack of other group’s trials and tribulations. He did however note that a player in his group forgot to put out the longest putt marker on the 9th hole and was also seen to throw a club for which without preempting donated a sizable sum to Deefa, the charity dog. Nobody following the leading group was smart enough to pin a card on the green for the longest putt? Being a Stableford event it was decided to opt for a rundown instead of divisional winners and with four NTP’s and two (well one) longest putt made available, the results were: Eb Alansari had a fine round scoring 42 points followed by Mashi Kaneta with 39, Stu Rifkin coming (L to R) Mashi, Stu, Peter and Eb in third with 38 and

Today’s scribe, being in the leading group, was not privy to much innuendo of today’s happenings as when we returned to the clubhouse the power was out and the standby generator (if there was one) was also out of action. Pattaya Sports Club helps to make future badminton champions
by William Macey
We arrived earlier than expected despite the road works along route 7 on the way to Chonburi. The YWCA complex is situated next to the Amata golf course and has been the host to the National Badminton Championships of Thailand for many years as has Pattaya Sports Club. The hall has five badminton courts which are perfect to accommodate 700 children, over a five-day period, challenging for the right to be called champion. We arrived in time to see the semifinals and finals of the boys and girls doubles championships and could only marvel at the standard attained, not only
by the older groups, but those as young as 9 years old. The competitiveness, speed, energy and control of the players were amazing. Did I have that much energy when I was their age? Thailand has a well-deserved reputation in world badminton with a number of males and females featuring in the world’s top 20 in their respective groups. And who could forget the achievements of Ratchanok Intanon who became the world’s youngest ever world champion at the age of 18 in 2013 and made her name by winning this particular championship two years in a row when she was 14 and 15 years old before going on
to greater things? Khunying Patama Leeswadtrakul, president of The Badminton Association of Thailand under The Royal
Patronage, was there to present some of the prizes and to congratulate the winners, as were representatives of Pattaya Sports Club and recorded by Thai TV and newspapers. Pattaya Sports Club are well-known for their charitable activities but it is worth mentioning the fact that PSC also supports sports in all its forms to encourage Thai children to indulge in sport. It has been proven the world over that those involved with sport are inclined to stick to the straight and narrow throughout their lives.
Human Help Network Foundation and Green Pattaya cleans Cosy Beach
by Neo Lothongkum
Despite the hard rain that just ended before the cleaning started at 9:30 a.m., all 40 children from Human Help Network Foundation Thailand and ten volunteers started to clean the hillside leading down to Cosy Beach Pratumnak. Down at Cosy Beach everyone started to clean the area just left of the stairs and that area was dirtier than usual. Someone had started a small garbage dump behind the old boats with old food, oil, and garbage creating a health risk and impossible for Green Pattaya to clean. At least the beach area got a big makeover and the volunteers then took on the remaining beach, picking up small pieces of plastic, capsules and other dangerous items. A total of 20 plastic bags of garbage
were collected, and Human Help Network Foundation Thailand donated 10,000 baht to Green Pattaya in support of its cleanup of the city. The faulty pump is still not fixed and the whole area sadly
smells. A big waterfall brings all the dirty water down to the beach eroding the hill on its way. It looks like some beach vendors have decided that this part of the beach is their private garbage dump.
Big tree houses have been built along the hill behind the beach houses and part of the jungle has big cut down. Cutting down plants and trees for illegal construction will sadly erode the whole cliff and sooner or later it will cause a major problem in the area, unless someone does something. The next cleaning is also on Cosy Beach on November 8 at 9 a.m. and the sponsor is The International School Eastern Seaboard – Thailand. This will be a small area cleaning dedicated to getting plastic and other small items removed from the beach before it reaches the sea. Neo Lothongkum is founder of Green Pattaya – a project by Rotary E-Club of the Carolinas.

But data from market research firm Euromonitor suggest that these differences extend beyond individual preferences and to the realm of geopolitics: it turns out there are cat countries and dog countries, too. Households in Thailand care for about 5.9 million dogs and 2 million cats (and sometimes it might seem like most of them are in Pattaya). In the U.S. there also are more dog owners (43.3 © Pattaya Animal Coalition million) than cat owners (36.1 million), but that Europe, with the exception of country has more cats (74 million) than dogs (70 million); Spain, Portugal and Ireland. Cats for You is a great and much needed service in our area, but Paul and Sandra point out that adopting a cat or kitten is a longterm commitment with costs such as feeding and veterinary fees. Many adopters find it’s a good idea to adopt two animals so that they can enjoy each others’ company as well as yours. This lovely kitten has been with us since she was just 1 week old and has been hand-reared, being fed every 3 hours day and night for over a month. By the time you read this she will be ready to go to her new home so be quick to come and see her before she is snapped up.

countries, for reasons yet unclear, tend to have more balanced cat and dog populations. Looking across all countries, Euromonitor sees a correlation between developed economies and balanced pet preferences. Brazil, as is turns out, has a strange affinity for small dogs—it has more small dogs per capita than any other country. And it appears that young Americans might be opting to own dogs rather than having babies.

and sugar-free gum. What to do? Rule number one: don’t panic. Number two: read the product label; it may indicate what steps to take in the event of accidental ingestion. Number three: call your vet or the nearest animal hospital. Be prepared to describe the toxic material (generic or brand name) and ask about antidotes you can administer immediately. They can probably help you even before you get to the vet.
This lovely kitten had a bad start to her young life when she was hit by a car. She has spinal damage and cannot walk. She can however scoot around quite easily but only on a nice tiled floor so that her legs are safe from damage. Her new owner will have to change her nappy at regular intervals but has no other special needs.
Oscar
This sorry-looking creature was rescued from Central Pattaya. He has pneumonia and cat flu but is making a slow and steady recovery. Sadly he has also tested positive for both FIV and FeLV so will have to be an indoor boy and cannot mix with other cats. When he is over his present illness he is expected to live a normal life with regular checkups.
Ginger Nutz
This happy, healthy-looking big ginger boy has been with us for what seems to be ages. Sadly he is such a big boy now he is not always on the normal “shopping list” of the average adopter who invariably chooses his younger friends before him. When first meeting people, he quickly makes friends with anyone willing to spend a few minutes with him.
Cat Corner Tip by Dr. RJ Peters to Pattaya’s cat lovers
Going to the Dogs... Dogs love their friends and bite their enemies, quite unlike people, who are incapable of pure love and always have to mix love and hate.

Cats have internal clocks, which most cat lovers have noticed. That’s how they manage to wake you up at the same time every morning. It’s also how they know to when to watch for you as you return home at your customary time each day. So it’s only fair that you respect that clock, and try to maintain the schedule they expect—particularly regular meal times. Cats thrive on routine! Dr. Peters is the author of three informative and entertaining books about household pets. They include Our Amazing Cats, and Our Amazing Cats Vol. 2, now available from Amazon Books and at www.ouramazingcats.com. Her newest book is Our Amazing Dogs. To download eBook versions of any or all three books (about 200 baht each), go to http://youniquesolutions.com/3Books.html. Dr. Peters also publishes a free newsletter, The Kitty Times.
