The BRITISH embassy restricts services T

he British embassy in Bangkok has announced that its sole remaining provincial consulate, located in Chiang Mai, is ceasing to offer notarial and documentary services from February 1. This means that pension letters, affirmations and certificates of affirmation are now being handled only by the British embassy main site in Bangkok. The latest restriction on consular services for Brits in Thailand are said to be part of the Foreign and Commonwealth’s 2013-16 consular strategy which claims to be committed to a more professional, modern and streamlined service for British nationals. Effectively, the latest move means that the Chiang Mai consulate will deal only with Brits in hospital or are jailed or have died. The consulate cannot assist with UK visa or passport applications. The move has created a sensation on Facebook and Twitter where many people are suggesting that the latest restrictions on the Chiang Mai consulate are merely a prelude to total closure. This would mean that Chiang Mai would be in the same position as other resorts such as Pattaya, Phuket and Koh Samui. Here, some emergency help for Brits in distress is available from an honorary consul working from a home base, but on a strictly limited basis. In reality, the work in Thailand is being centralized on Bangkok while frontline and personal services are being discouraged in favor of reliance on internet information and on the telephone. There are certain parallels with the short-lived history of the doomed British consulate in Pattaya, based near

the Immigration Bureau in Jomtien, which opened in January 2009, only to be shut down altogether less than three years later after a process of slow strangulation of services. The Foreign Office at the time put forward a number of justifications for closure ranging from lack of toilet facilities and the smallness of the premises to the need to open a new trade office in Laos (which never happened). In reality, it is generally accepted that the real reasons for Pattaya’s demise were to save money and to solve recurrent staffing difficulties at the time. The overall decline in consular services for Brits in Thailand is in contrast to the situation for other European nationals. At least seven other EU members have

established permanent offices in the provinces and more are planned in the near future. There is now even a consulate general established by the Austrian embassy just for Chonburi province. British nationals needing a consular service of any kind, including documentary ones, should consult the British embassy website which is comprehensive. Many notarial services, including pension affirmations, are available by post and there is no reason to visit the embassy in person. Passport applications are handled by a separate office in Bangkok, known as the Trendy Office, and require a visit in person or by a third party who has proof of being the authorized agent.

News Four Indians Canadian man arrested for fraud cut himself

Police organized a press conference to reveal the arrest of a group of Indian nationals who were in possession of 26 fake credit cards as well as a pile of receipts and gift items totaling around 100,000 baht. A police spokesman said he had been informed by Kasikorn Bank staff that a group of foreigners was using fake cards in Pattaya malls. Officers caught the group in Central Festival Pattaya Beach trying to buy a phone and later searched their room at a nearby hotel where the incriminating evidence was found. They admitted buying the credit card details from an Australian online before coming to Thailand with the express intention of buying brand name products.

A Canadian national injured himself with a sharp knife after finding his girlfriend with another man. Mehdi Ahmadi, 44 and currently a Canadian passport holder, was sent to the Pattaya Memorial Hospital after an incident at a hotel in Soi 16, South Pattaya. Returning there, he noticed that his Uzbek girlfriend was drinking beer with a new boyfriend from the Middle East. An argument broke out and Mehdi suddenly stuck a knife deep into his right arm which began bleeding profusely.

Kazakhstan tourists thought male was female

Two tourists from Kazakhstan met an attractive “woman while they were wandering on the beach and offered her 700 baht to accompany them back to the hotel in Soi Yamato. During this time, one of the Kazakhs noticed that his expensive necklace was missing and queried the disappearance with the newly invited guest. She said not to worry as the necklace had probably fallen off the bed. While the two men were checking whether this was true, she made a dash for the door in a feverish attempt to escape.

She did succeed in running out of the hotel but was caught after a hue and cry was raised. It then transpired that the thief was a ladyboy, Likit Jamrus, aged 23, who had deceived the men into thinking he was a real woman because of gender reassignment surgery. He had served a recent prison sentence for drugs and robbery. The two tourists said they had not really noticed their guest was a man with a secret as this kind of thing was new to their experience.

Airport thieves again active ABLE THE DISABLED FOUNDATION THAILAND (Riding for the Disabled) VOLUNTEERS NEEDED Able the Disabled Foundation (Riding for the Disabled) is a registered foundation that provides therapy riding for the disabled. The horse’s movement is therapeutic and improves the child’s balance, posture, coordination, concentration, selfesteem, and muscle development. The horse’s movement, naturally in walk, simulates the movement of the human walk. The warmth of the horse’s body and rhythmic gait relaxes spastic muscles and stimulates muscular development. Only very special horses, with quiet temperaments, unlimited patience, and deeply giving natures, are suitable for this work.

Fears have been revived that bag snatchers are stealing expensive luggage at Suvarnabhumi airport. In the latest case, thieves stole a bag with contents valued at 100,000 baht by removing it from the carousel while the owner was in a queue at immigration. Fortunately, the theft was recorded on CCTV and police arrested Chiang Yu Ting as he tried to check in to a flight to China with three cases, and were able to reunite Japanese tourist Otsuka Tatusya with his expensive belongings which included jewelry and hi-tech equipment. Deputy Tourist Police Division Chief Police Colonel Rungrot Sayanprasoet said he launched a search after realizing that the loss of the luggage was neither an airline mistake nor a case of another passenger innocently picking up the suitcase. The accused man did not deny the theft charges as his action had been recorded on CCTV and told investigators he regularly took trips to Thailand from Taiwan with the express intention of defrauding arriving passengers. He said he specialized in small, expensive brand name bags with “priority” labels attached to them. He added that he was often able to re-sell the bags, thus profiting further from his escapades. Meetings are being held at the airport to try and redress the problem. Police Colonel Rungrot said that cooperation was

needed by all members of the airport staff, irrespective of rank or position, to put an end to the pilfering which can damage Thailand’s international reputation. The suggestion that each passenger should be required to show ID matching the ownership details on the luggage is thought to be too bureaucratic in practice and would delay passengers’ exit from the airport.

Is Your Mobile Number Registered? With national security a major concern, beginning today (Feb. 1) the Thai government is requiring all users of prepaid mobile phones to register their telephone numbers. Failure to do so by July 31 will result in cancellation of service, according to the National Broadcasting and Telecommunications Commission. Customers may register directly with service providers (AIS, DTAC, True Move, etc.) or at Krungthai Bank, Big C, Tesco Lotus or 7-Eleven. The requirement has been on the books for years but enforcement has been lax until now.

Big C plans special service for hearing impaired Able the Disabled relies entirely on volunteers for its operation and support for its funding. There is a constant need for motivated, cheerful, and reliable people to help. It is not necessary to know anything about horses, or disabled children, to make a big difference in the lives of these riders. Riding for the Disabled teaches its volunteers what they need to know in order to lead a pony or walk by the side of a rider. ADF also welcomes other kinds of support. News Oil refinery damaged in fire New booze

regulations looming

Fire fighters in seven engines rushed to a site in Tambon Khao Mai Kaew, Banglamung, after hearing that a conflagration was underway at the Everfrank Technology Company. The manager, Huang Feng Iz, said that a machine became overheated and caused the outbreak of fire. He added that there were no casualties but over a

million baht in damage had been caused. There had been complaints in the past about the siting of the refinery with some local residents complaining that the smell, the fumes and the noise had been constant sources of irritation and friction. It is unlikely the site will reopen but a final decision is expected from the Chonburi governor.

Thank you and goodnight A Walking Street restaurant waitress served the bill to an Iranian tourist but then pocketed his mobile phone as she moved away from the table. Hossein Chandra Gham, 25, waited patiently for the police and made his complaint. The waitress, Kanthima, initially denied the accusation but the in-house CCTV confirmed the theft. She then confessed, saying that a friend had offered her 1,000 baht to obtain a white iPhone 5 by any means. Kanthima refused to reveal her friend’s name, saying it was nobody’s business.

Rats in abundance at Bali Hai

The head of the disease prevention and control office, Na-anya Jantrakas, organized a campaign to kill hundreds of rats at the Bali Hai pier area in a concentrated attempt to rid the area of vermin. The spreading of poison (Bromadioguard) is still in process and the bodies are placed in large plastic bags

to be disposed of hygienically. The rats are thought to have bred in significant numbers in the area because it has a rich supply of discarded human food. In the meantime, public vendors have been banned from the area. Several foreign tourists made complaints after they saw the rats foraging.

Attacker thwarted by pocket device

A vendor tried to steal the wallet of a Japanese tourist in front of a 7-Eleven store on Walking Street but was disappointed to come away empty-handed because the said wallet was attached to a secure chain. Japanese visitor Masaki Hirata, 44, said the street vendor had asked for 200 baht and

attempted the theft after being politely refused. The failed thief was Decha Suebbut, 23, who was arrested after an indignant and exasperated crowd gave chase. The accused man said he was very sorry but needed cash to buy food for his mother as his business was in the doldrums.

There is still a great deal of confusion about the new government policy to restrict the sale of alcohol to the hours 11 am to 2 pm and 5 pm to midnight. If implemented universally, it would be impossible to purchase alcohol in any retail outlet or bar, restaurant or entertainment venue. It seems that the only exception will be to allow drinking at international airports. However, at press time, the order had not come into effect in Pattaya. Provincial said they were awaiting a formal instruction of compliance from higher authorities. The situation at local bars and clubs showed no change, and booze was available at all supermarkets and shops visited by staff reporters. However, a source at Pattaya police station said that properly licensed entertainment venues, which could include restaurants and hotels, might be exempted from the rule forbidding the sale of booze after midnight. The new law, only recently announced by the Prime Minister’s office, replaces a former martial law edict of the 1970s which said roughly the same thing but was widely ignored. That law, for example, forbade the sale of alcohol in supermarkets during the hours of 2 to 5 pm, unless 10 liters were being bought; it was ignored by most retail outlets. Whether the situation will now become clear remains to be seen. A Walking Street bar owner said it seemed to him to be crazy to hit tourism on the head when the country was lamenting the falling numbers of international visitors. Thailand already has a myriad of laws relating to alcohol consumption, for example, banning it from areas near a temple or school, but with little apparent effect on drinking behavior generally.

Tour guides begin a shootout A dispute between two Chinese groups about the level of the sound of the music led to as shootout in a restaurant behind the Cholchan Pattaya Resort. Police rushed to the scene and found various spent cartridges as well as the injured body of tour group guide Somjit Sae Lee, aged 24. Apparently, a big argument had broken out between two tour groups, one of which wanted the music turned up so that they could listen better while the rival party wanted the sound reduced as they could barely speak to each other. In no time at all, chairs were flying and gunshots rang out. Police said later that the guides seemed to be working illegally for a company and that the group with the gun had surrendered the following day. The leader stressed that they had shot the gun into the air to avoid injuring anybody or frightening them unduly.

News Pattaya United gets new logo Partial Picture The new BBC six-part TV series on Suvarnabhumi airport (called in the program Bangkok airport as the proper title doesn’t glide off the tongue) is a mixture of pros and cons from the traveler viewpoint. But some of the really negative material – “I’m never coming back to this blank blank country”, actually dates from the yellow shirt occupation of 2008. Nuff said. Disappearing Russians Don’t let anyone tell you that the decline of Russian tourism is simply a Pattaya, or even a Thai, phenomenon. The bar and cafe proprietors on the tourist strip by Phnom Penh’s waterfront are bemoaning that their takings are well down this year. Much the same story in Manila where the five-star luxury hotels are discounting heavily. It may be next year before the Russian ruble improves significantly. The Good Indian The latest addition to Pattaya’s choice of Indian eateries is Spices Bar and Grill by Bob Sahni – yes, that’s the full title. It’s located on Soi Yume where Froggy’s, the French restaurant, used to be until it closed last year. Tasty Indian fare, reasonable prices and some unusual fusion concoctions as well. Don’t forget the garlic butter prawns. Their website is www.spicesbarngrill.com. Open only evenings. Fewer Road Deaths Greater Pattaya or Chonburi had around seven percent fewer road accident fatalities over the extended New Year period than last year. Yet 20 people were killed and 22 injured. Police attention was mostly restricted to fining people without helmets, drunk driving, not having a driver’s license, speeding, driving the wrong way, not wearing seat belt, jumping traffic lights and driving while talking on the phone. Police station coffers swelled. Moving Greg’s Greg’s Kitchen in North Pattaya is now on the move to a location on the main Naklua Road. The new name is Mr Greg’s Cafe Diner and the opening day is February 5. Prices will be a little cheaper and while there will be some menu changes, reflecting a more European cosmopolitan presence in the area, the old favorites will still be there. From the Dusit roundabout, Greg’s is about four blocks after the temple on your left. Look for the prominent electric sign.

Pattaya United, the local football team, displayed its new logo, The Blue Dolphin, at a presentation with Pattaya Mayor Itthiphol Kunplome. Club president Pantharit Nuengjamnong said he had spent over 10 million baht in updating club facilities and was employing professional staff to take care of the team. He also announced that the new coach will be Sean Luke Sainsbury. The new logo is said to look more fashionable and international than the old one.

New zoning policy introduced on Pattaya and Jomtien Beaches by Tourism Authority of Thailand (TAT) Thailand’s nationwide beach clean-ups continue into the New Year with Pattaya and Jomtien receiving a new zoning regulation to reduce space for beach chairs and umbrellas and offer larger space for more fun under the sun for holidaymakers. Suladda Sarutilavan, director of the Tourism Authority of Thailand (TAT) Pattaya Office said, “The new zoning policy is being enforced under the Provincial Regulation with the objective of providing more public space on the beach and improving the experience of travelers. Tourists can choose to relax on wide stretches of empty sand or seek out deckchairs and umbrellas in the designated areas.” Under the new zoning regulation, Pattaya and Jomtien Beaches are now offering 10 meters of public space or empty sand every 100-meter-wide beach-chair zone with each vendor concession separated from another by one meter. The 2.9-kilometer stretch of Pattaya Beach is now offering public space of 1.75 kilometers or 60 percent of the total area. At Jomtien Beach, its 5.9-kilometer stretch is now offering public space of 3.4 kilometers or about 58 percent of the total area. The remaining areas at both beaches are for deckchair and umbrella rentals. In addition, authorities have declared Wednesday as the day-off for beach vendors who are operating business

on the Pattaya and Jomtien Beaches to allow more public space for both the local people and holidaymakers. Prior to Pattaya and Jomtien, similar clean-ups and zoning regulations have been introduced at beaches in Phuket, Prachuap Khiri Khan (Hua Hin) and Chon Buri (Bang Saen) to ensure that international travelers and local tourists enjoy hassle-free fun when visiting the Kingdom’s beautiful resort destinations. Suladda added, “We appreciate the Thai government and the local authorities in their efforts to return the natural charms to these beautiful destinations, allowing visitors to enjoy them without hindrance. We hope that the images of these stunning beaches will entice more international travelers to Thailand to immerse themselves in the impressive “Thainess” experience.”

World invited to “Discover Thainess” with year-round activities

Goodbye Police Chief After a stint of more than six years, Pattaya Tourist Police Chief Lieutenant Colonel Aroon Promphan is moving on to pastures new. A fluent English speaker, Lt. Col. Aroon has done much to improve Pattaya’s international image and has been responsible for the arrest of some prime suspects. No official confirmation of his replacement as yet. Street Signs Again It’s been painful and expensive for some, but we have it straight now. If you see the sign “Turn Left Waiting Light” it means you must wait for the green signal before making your turn. A lot of farang thought it meant you can turn left at any time. But can you turn at any time if the traffic light junction does not have the sign? Some say yes and some no. Answers on a postcard please. Those Pension Letters The cheapest way to obtain a British embassy pension or salary confirmation in connection with a one-year visa is to apply by post. There are full instructions on the embassy website. No need to visit Bangkok or see an agent or even plead with another embassy to do you a favor. You then go to a local post office and obtain a money order for 2,530 baht. It takes about a week and don’t apply too early. The immigration likes “fresh” letters, not more than one month old. Opinions expressed in this column are the author’s alone and do not necessarily represent those of Pattaya Today’s management.

Thailand Prime Minister General Prayut Chan-o-cha presided over the grand opening of the “2015 Discover Thainess” global tourism marketing campaign, which was presented in a spectacular parade in the center of Bangkok with vibrant colors and created wonderful memories for visitors. “Thainess represents the unique character of Thailand,” said the prime minister, “which embodies centuries-old cultural values and social practices. The upholding of the three main pillars – the nation, religion and the monarchy, the preservation of Thai traditions and culture such as, Thai arts and ‘the wai’ or the Thai greeting and show of respect, as well as the friendly nature of the Thai people, form part of Thainess and make Thailand very unique as a nation.” The Tourism Authority of Thailand (TAT) launched the “2015 Discover Thainess” campaign, which incorporates the Thai government’s 12 national core values – among which are the promotion and preservation of Thai traditions and culture, with the aim to showcase the hospitable character of the Thai people and the many

cultural assets of the country that make it a unique tourist destination. The “2015 Discover Thainess” parade was encapsulated in six spectacular processions, stretching some 3.5 km through central Bangkok. Leading the parade was a 12-meter replica of the royal barge Supannahong, which represents the power and glory of the Thai monarchy. It was followed by floats telling stories from the Thai epic, the Ramakien. A second procession elaborately showcased some of the Kingdom’s many regional festivals such as Songkran and alms-giving traditions from the North, while other parades highlighted more vibrant elements of Thai culture like silk making, Thai cuisine, Muay Thai boxing and others. The evening culminated with the final procession called the “Smiles of Siam”, which celebrates the irrepressible happiness and hospitality of the Thai people. In 2015, Thailand expects the number of international arrivals to rise by 13 percent to 28 million and revenue from foreign visitors by 16 percent to 1.35 trillion baht. “To be able to race and be successful in a competitive world, you have to have a balance between the quality of your life on and off the track.”

Sandy on a go-kart that he shared with his father.

Sandy at age 11 with dad Martin at a racing event organized by his sponsor The Pizza Company. Sandy said, “I am proud to be the first-ever Thai to be a European F3 champion. I have been waiting and fighting for this for the whole year. Of course, my goal now is Formula 1. In 2015 I’m hoping to step up to GP2 and hope we can find enough sponsors to accomplish that. It would be a great step forward for Thailand.” Currently, Sandy races for the Royal Automobile Association of Thailand and is sponsored by The Pizza Company, Singha Corporation, Dacon Inspection Services and the Sports Authority of Thailand. Born in Phuket, but living with his parents in Malaysia for his first year, baby Sandy and the family relocated to Rayong. At the age of 4 he was lucky enough that his father bought him his first kart and they

practiced together on Pattaya’s racing circuits. They soon clocked up more track time than most professional racers. At the tender age of 6, Sandy came under the guidance of Thomas Raldorf, the multiple karting champion, who coached him to mature as the young driver with the superb track record he has today. Still only 6, Sandy was entered into the Thailand National Championship competition and, in his first race, finished on the podium with a third place and a trophy. By the age of 12, he had already qualified to race in world finals in Europe, often beating much older and more professional drivers. In 2008, now 13 years old, he won the Asian Karting Championship and qualified for and raced in two world

championships in Europe. Sandy spent the whole of 2009 testing in Formula BMW and Formula Renault race cars on circuits in both China and Malaysia. In 2010 he competed in the Asian Formula Renault Championship as the youngest racing driver, trained by Philippe Descombes, the manager of Asia Racing Team and a former French F3 champion. He eventually won the Asian Formula Renault series, the first Thai driver ever to accomplish that and also the youngest one ever to win the championship. In 2011 he moved to Europe and raced in the top level Formula Renault Eurocup series. Competing against the best young drivers in the world, he still managed to finish 28th out

of 45 drivers and improved to 14th place in Formula Renault Northern European Cup in 2012. He then decided to move to Formula 3 which turned out to be a good decision as in 2013 he managed to be vice champion with a successful season. All this experience gave him the opportunity to win first prize in the 2014 Euroformula Open. Of course his ultimate desire was to race Formula cars and his dream came true at the age of 15. “To be able to race and be successful in a competitive world, you have to have a balance between the quality of your life on and off the track.” For example, Sandy finished high school in 2013 and obtained success in all subjects of the

International Baccalaureate, although he sometimes had to keep in touch with his teachers by email when he was competing abroad. He still maintains a fitness and mental training routine today when he is not actually racing. As regards future plans, Sandy says his principal concentration is GP2 because it’s a worldwide platform racing in conjunction with Formula 1. He is currently talking with his sponsors to try and get the necessary budget together. There’s little doubt in anyone’s mind that Sandy is indeed destined for still higher achievements in his chosen sporting field. Anyone wishing to emulate him needs to remember that training begins at the tender age of 4.

Magg’s Restaurant

Liver and Bacon

Home-cooked Modern British With its soaring statues of “Atlasinspired” figures supporting this neoclassical designed restaurant it is hard to miss this unique Romanesque building on Thepprasit Road. At the helm of Magg’s Restaurant are the two indefatigable owners. Chef Val resolutely choreographs her British styled cuisine while John meets and greets while competently manning their splendid bar. An extensive spread of proprietary brands of spirits, liquers, aperitifs and digestives are available with some bottles of handcrafted gin to delight all you botanical fans out there. Val and John are no strangers to the hospitality business having, for many years, run their former restaurant before moving to the new Magg’s in its present location. Years of serving high-quality food have resulted in making Magg’s one of the most popular eateries in the neighbourhood and it is very rare these days that a table sits empty for long. Three al fresco tables on the terrace welcome the diner before entering into the world of the grand traditions of Rome. Doric columns, another amazing statue, a superb fireplace guarded by lions and a mural of Michelangelo’s Finger of God complete the astonishing décor.

The splendid bar I mentioned earlier We had been imbibing the house dominates the rear of the restaurant Chilean white wine which played and a very handsome bar it is. It was well with our starters but had now here that Mick and I found ourselves changed to a Chilean Merlot for a few weeks ago. It’s the perfect spot Mick to enjoy with his liver and to enjoy an aperitif, chat to John and bacon. The house carafe is B.410 leisurely peruse the menu before for ½ litre or B.130 by the glass. My moving to your table. main course choice was whole trout Our table was “fire-side” for an which arrived blissfully deboned uber-cosy-relaxing setting, the and baked with a lemon and thyme upholstered chairs are seats of butter sauce accompanied by swiveling comfort and the tables set seasonable vegetables. Thumbs up with crisp napery. For our starters across the table for the pan-fried we chose the green-lipped mussels and the baked Portobello Cream Trifle mushrooms. The mussels (B.260) arrived big and luscious liberally coated in with a Four Seasons sauce while the mushrooms (B.220) were parcels of lovely molten cheeses topped with a sprinkling of Parmesan. Other starters which tempted were the crispy duck salad with Hoisin sauce, orange and onion, or the chicken tikka (B.220) served with poppadoms and a mango and mint chutney. From the cold appetisers the prawn cocktail comes highly recommended as does the pear, walnut and blue cheese salad. Apart from the complimentary bread basket the garlic bread and bruschetta are popular orders.

liver and bacon in its hearty gravy. This is primarily British nosh and the menu wouldn’t be complete without fish and chips (B.240) and a ground beef cottage pie with its potato topping. For steak lovers there is the beef Wellington which encases Australian tenderloin and the beef stroganoff served with Basmati rice or a pasta of your choice. The set menu at B.495 is a good choice. On the night we visited the five starters on offer were homemade tomato or lobster bisque, prawn spring rolls with two sauces, chicken liver pate, prawn, mango and blue cheese salad and Chef Val’s special cheese and bacon quiche. Follow through with roast beef served with Yorkshire pudding, roast potatoes and vegetables or pork medallions with pepper sauce. Another four options include John Dory fish, pan-fried duck and John’s favourite chicken tikka. For dessert, Mums homecooked “puds” are resurrected with homemade apple pie and cream, custard or ice cream, profiteroles with chocolate sauce, rhubarb or blackberry and apple crumble. Magg’s is also open for Sunday lunch served from 1 to 6 pm for a leisurely meal. Main course from B.350 or 2 courses from B.450. The proceedings kick off with tomato or pumpkin soup, chicken liver pate or a salad. Main courses showcase four

roast meats, chicken, beef, pork or lamb served with all the trimmings including roast and mashed potatoes, stuffing, Yorkshire pud, fresh vegetables and gravy. Finish with their famous cream trifle, apple pie or rhubarb crumble for a trip down memory lane. To conclude our meal we couldn’t leave without tasting Val’s fresh cream trifle. Beautifully served with layers of sponge cake, fruit, jelly, custard and its crowning glory – a riot of whipped cream. Not only is Irish coffee available but a whole host of coffees with patriotic alcohols from Paris to Cuba to Russia for a spirited end to your dining experience. The décor at Magg’s is bodaciously kitch with a be-anything-you-wantme-to-be vibe. The food is home-cooked modern British, some of its fare is traditional and some of it contemporary with on-trend twists. So many reasons to visit this unique restaurant: pricing here is set in the medium range, that traditional English Sunday roast which spans the lunch/tea time spot plus of course their bargain daily set menu – every neighbourhood should have a Magg’s!

thefoodloverspattayatoday@msn.com Sea Bass with sweet and sour sauce Thai Prawn Cakes

Café Le Mar

Delivers the Costa Lifestyle Jomtien’s south beach is the location for one of our favourite restaurants, Café Le Mar. If you want to enjoy a meal overlooking the sea and beach it would be hard to beat this most genial culinary destination. Shan Firouzi, owner/restaurateur has created a winner in our book

providing the ideal spot in which to enjoy a leisurely breakfast, brunch, lunch, cocktail or usually for Mick and me, an evening of wining and dining. The ocean-side terrace (with free Wi-Fi) is spacious and airy, the popular bar area friendly and

welcoming, and the pizza zone designed on an authentic Napolistyle pizzeria. Shan is justifiably proud of his pizzas and confirmed that only the top-grade ingredients are used in their making. The iconic Margherita (B.200) tops the Classico menu and continues through Napoletana, Frutti di Mare and our favourite, Quattro Stagioni (4 seasons). Vegetarian, white pizza (without tomatoes), calzone and the house specialties make up this wideranging rota of Neapolitan pies. Breakfast is an overall B.140 with small supplements for extra items. Burgers (from B.160) and creative sandwiches such as the Le Mar special laden with ham, bacon, shrimp and cheese provide the snack element together with some interesting salads. As a seaside location they specialise in fresh fish and their house signature dish of steamed sea bass is a definite musttry for all Piscean lovers. From the Western menu, soup lovers would be well served with their signature French onion or cream of shrimp and for steak fans the T-bone weighs in at 350 grams and the New York strip at 250 grams while the grilled pork spare ribs with

the house American barbeque sauce is a perennial bestseller. Mick and I were visiting the other week to sample the Thai section of the menu as Chef Oy has recently joined the team and was cooking up a storm alongside long-serving Chef Ched. We sampled the deepfried prawn cakes to launch the proceedings which arrived crisp and tasty and followed these with a spicy jelly fish salad with onions, tomatoes, lots of chilies and a great lime dressing. For our fish dish we chose deep-fried Serpent sea bass which arrived with a sweet and sour country style red curry soup and loads of mixed vegetables. For ease of eating the fish had been deconstructed into mouth-sized pieces and the red curry sauce served as a soup on the side. To accompany these dishes we had ordered a specialty rice dish called, khao kluk kapi. The fragrant rice had been deeply flavoured with shrimp paste and was accompanied by a portion of soy sweet and sour pork, sharp unripened mango, shallots, chilies and egg. We loved it – it’s a dish in its own right loaded with lots of flavour. The Thai menu is so extensive (over 130 dishes) that it would surely please any tourist or local looking to enjoy some delicious local cuisine. To accompany our meal we were drinking the Italian house white wine which proved very

quaffable. It is priced at B.150 by the glass or B.400 for ½ litre. We couldn’t resist one of Café Le Mar’s delectable desserts and chose a chocolate bomb confection which more than fulfilled our sweet expectations. Other tempting items include their homemade ice creams, crepe suzettes, banana fritters and an apple soufflé omelette. Shan is a coffee aficionado and his knowledge on this subject is huge. His family is closely associated with the coffee business in the U.S. and they receive an extraordinary concession of Wallenford Blue Mountain coffee which Shan has brought to Thailand for a unique taste of this legendary brew. The bergamot tea here is also elite. It is Iranian grown Ceylonese tea called Ahmed which has received the royal seal of approval in England. For an unbeatable location, this restaurant wins hands down. There are so many reasons to visit this beachside eatery, so next time you feel the lure of an ozone-setting for a bite to eat, make it Café Le Mar. The service is friendly and efficient, the prices reasonable, the ambiance relaxed and laid-back. Café Le Mar Jomtien Beach Road, next to Soi 15 in front of Jomtien Beach Paradise resort Open daily from 10 am till midnight Tel: 038 233 466 or 089 932 3920

My life, my health! by Thonglor Clinic

Now that the holiday season is over, it is time to get serious about getting into a better shape. Our face creates the first impression we give to others most of the time. Having a healthy, relaxed complexion is always a good start. Stress and worries amount to the development of wrinkles and furrows on our faces. With age we also lose underlying fatty tissue and lose collagen. This leads to more skin sagginess. Over time, small skin tags or benign tumors also appear. Unwanted pigmentation adds to the problem! Don’t despair; a multitude of treatments exists to help you turn the clock back. A favorite for many people is Botox. This relaxes the wrinkles and smooths out the appearance of the face. A few simple painless injections will give you the refreshed look for 4-6 months depending on the individuals. As the muscles causing the wrinkles are paralyzed by the effect of the toxin from Clostridium botulinum type A, these muscles lose the memory effect that creates the wrinkle. These wrinkles return but not as pronounced as the effect of Botox wears off. Sometimes the intervals between treatments can be extended. Botox has multiple applications beyond treatment of wrinkles. It can be used to stop muscular spasms like excessive blinking. Excessive sweating can also be controlled. Some people develop sweaty axilla

within minutes of showering or have constant sweaty hands. This can also be controlled with Botox injections. Some people with excessive calf development can also have the calf contour attenuated to give a more feminine appearance. A multitude of problems can be controlled this way. Botox can also be used to produce a lifting effect to the smile. Quite often we can look bitter without meaning it when the mouth corners tend to point downwards. A few units of Botox injected in the appropriate muscles can return your expression to a much more pleasing one. It is amazing to see other people’s response to your facial expression if this sour look disappears. Probably the second most popular treatment is the use of hyaluronic acid to fill in deep wrinkles or to restore volume to areas of the face that have suffered from aging or severe weight loss. Chronic disease like HIV can lead to loss of facial fat deposits and fillers can help in restoring a plumper effect. Chronic smokers develop small wrinkles around the mouth; these can be attenuated with fillers. Giving them more volume with hyaluronic acid gels can enhance lips that have become too thin over the years. These gels are gradually reabsorbed by the body as they are made principally of water molecules held in a cross-linked mesh.

It can be used on the delicate eyelid skin and around the mouth. It is also a very effective treatment for sun damage and precancerous growths. It can be used to improve texture, wrinkles, and blotchiness on the neck, chest, arms and legs, but this should only be done by experts because the risk of complications, including scarring, is higher in these areas. How does the fractional CO2 laser work? The fractional CO2 laser takes the CO2 laser beam and fractionates, or pixellates that beam into thousands of tiny little shafts of light. These tiny shafts of light penetrate into the deeper layers of the skin. The skin then repairs those tiny shafts by pushing out the old, sun-damaged skin and replacing it with new skin. The “collateral” heat damage also helps to shrink existing collagen.

Benefits of CO2 laser skin treatment By precisely removing damaged skin layer by layer, a CO2 laser skin resurfacing treatment is able to reduce the appearance of lines and wrinkles, “turning back the clock” on your complexion and revealing the more youthful looking skin that lies underneath. The CO2 laser – when used for the skin resurfacing procedure – can also lessen the appearance of scars and many other skin imperfections. Benefits include not only the effective correction of moderate to deep lines and wrinkles, but also treatment for uneven pigmentation, photodamage, precancerous spots, and a host of other skin imperfections and benign lesions. If you believe you may be a candidate for CO2 laser skin resurfacing treatment, a qualified cosmetic surgeon or dermatologist can carefully analyze your skin and determine if the procedure is right for you.

When will I see results? Bear in mind that the fractional CO2 laser can be customized. Treatments can be deeper, with more healing and downtime, or shallower, with less healing time. The deeper the treatment, the better the results generally. But some patients prefer to have two treatments that aren’t as deep so they can avoid a lot of downtime. You will see some immediate results but you won’t see the full results for 1-2 months. After your skin heals, which may take up to 3-14 days, there will be a period of 2 to 4 weeks after that when your skin might be slightly pink. During this period, your skin will feel smoother and looks less blotchy. As the color returns to normal, you will see fewer lines, less blotchiness, and more glow. Is CO2 laser treatment safe? Yes, with the guidance of a skilled cosmetic surgeon or dermatologist, a CO2 laser skin resurfacing treatment is perfectly safe. With the predictability of the CO2 laser, skin can be precisely ablated layer by layer to provide incredibly safe results with minimal side effects. A responsible cosmetic surgeon or dermatologist will discuss possible CO2 laser skin resurfacing complications and how they can be avoided during your recovery.

Those cans you’ve had since Thaksin was prime minister need to go. Food-safety experts say canned tomatoes and fruits are good only for up to 18 months; canned meat and vegetables, up to five years. Just don’t donate them to charities. If they’re unsafe for you, they’re unsafe for everyone.

Kingsman: The Secret Service

Shadows in the Night is an upcoming album by Bob Dylan, scheduled for release by Columbia Records on February 3, 2015. Unusually for a Dylan album, none of the songs are original compositions. Instead, the album consists of covers of traditional pop standards made famous by Frank Sinatra, chosen by Dylan himself. Prior to the album’s release, Dylan recorded a cover of the tune “Full Moon and Empty Arms” and made it available for free streaming online on May 13, 2014.

Chevrolet Captiva AWD 2L Turbo Diesel 5+2 Seater GM’s ALL-WHEEL DRIVE High-Tech SUV – “Drove my Chevy...”

As a motor car enthusiast, I prefer driving nimble handling small vehicles. Normally aspirated (no turbo), gasoline, gasohol, E20 powered compact city cars or “eco” cars which are easy to park, with low fuel consumption and affordable service and spare parts. But, I also like to travel upcountry, with my madame and our two poodles, to get away from the bustling, crowded city life, away to experience the Kingdom’s evergreen national parks. Travel mode this time: the new, facelifted Chevrolet Captiva AWD Turbo Diesel. This Chevy SUV has a lot of presence on the tarmac with its tough looks, the high waistline and raked A-pillars. Plus the bold signature dual-port grill with the

iconic big, bright yellow Chevrolet Bowtie insignia smacked in the center. The front boasts projector headlights, a redesigned front bumper with integrated fog lamp covers. And the wheels! The eye-catching 19-inch alloy wheels. (Most compact SUVs or crossovers have 17-inch rims). The rear bumper is remodeled with stylized dual trapezoidal exhaust tips, and an oversized brake light cluster. Pop the hood and there is a big block General Motors two-liter turbo diesel pumping out 161 horsepower, 360 Nm torque mated to a 6-speed automatic with Eco Drive Mode. Fuel efficiency: 12 kpl in the city and 16 kpl on the highway – not bad for a seven-seater weighing almost 2 metric tons.

Inside the Captiva there’s loads of comfort and convenient features such as USB port, six audio speakers and luxurious leather upholstery and leather wrapped steering wheel with audio and air-conditioner setting controls. Another highlight in the cockpit, the electric parking brake – no more pulling of bulky levers. Last but not least the navigation system, GPS that prevents you from getting lost when traveling upcountry. On the road through Uthai Thani and Nakhon Sawan provinces, Captiva’s car-like on-road driving dynamics, riding comfort and the commanding high driving position convinced me: what pleasure it is driving a big, diesel SUV. Arriving at the rugged and hilly

Khlong Lan national park, located in Kamphaeng Phet province (distance from Bangkok 378 km) the Chevy Captiva off-road experience starts. Road surfaces: gravel, potholes, mud, steep inclines and boulders. Here the AWD wheel system kicks in when detecting a loss of traction in one of its wheels. And Chevy Captiva climbs effortlessly uphill thanks to the generous torque, and when ascending the HDC (Hill Descent Control) engages and brakes the vehicle automatically. No fear! You can take your foot off the brake. The Chevrolet Captiva 2014 AWD model includes passive safety equipment, such as active rollover protection, panic brake assist, hill-start assist, traction control,

hydraulic brake assist and electronic stability control. Verdict: A seven-seater SUV with AWD propelled by a powerful and fuel efficient turbo diesel. Including an array of safety features that are usually only available in premium cars, plus a modern and luxurious interior. Priced at less than 2 million baht. We recommend a test drive. Chevrolet Captiva AWD LTZ 2.0 Turbo Diesel Engine: 2 liter 4-cylinder turbo diesel Power: 161 bhp Torque: 360 Nm Transmission: 6-speed automatic Top speed: 170 Fuel consumption combined: 14 kpl Price: 1.719 million baht www.chevrolet.co.th

Legal & Expat Money

FREQUENTLY ASKED QUESTIONS by Magna Carta Law Office

BANKRUPTCY What is bankruptcy? Bankruptcy is a legal proceeding involving a person or business that is unable to repay outstanding debts. Under Thai law, bankruptcy is an involuntary act whereby the law causes the assets of a debtor to be distributed among its creditors to repay a portion of outstanding debt. What is secured creditor? Secured creditor means the creditor holding rights over the property of the debtor in the nature of a mortgage, pledge or right of retention, or a creditor possessing preferential rights which can be enforced in the nature of a pledge. Secured creditors have the most senior protection in bankruptcy, since they have specific assets that provide a sufficient level of reassurance against default risks. Secured creditors generally have the right to repossess or foreclose on the property when the borrower is in default. Is there a certain amount of debt before you can file a petition for bankruptcy? Any creditor owed more than 1 million baht by an individual debtor or more than 2 million baht by a corporate debtor may file a bankruptcy action against such debtor. However, the debtor must first be proven insolvent. How can a debtor be presumed insolvent? It shall be presumed that the debtor is insolvent if any of the following proceedings occur: (1) If the debtor transfers property or rights in the management of his property to others for the benefit of all his creditors whether such be done within or outside Thailand;

(2) If the debtor transfers his assets with dishonest intent or fraud, whether such be done within or outside Thailand; (3) If the debtor transfers his property or creates any right over such property which, if the debtor were a bankrupt, would be deemed an act of preference, whether such act be done within or outside Thailand; (4) If the debtor does any of the following things in order to avoid or delay payment of his debt: a. Leaves or remains outside Thailand; b. Leaves the premises in which he has resided, or conceals himself in any premises, or absconds, or closes his place of business; c. Removes assets out of the jurisdiction of the court; d. Consents to a judgment ordering the payment of money which he should not pay; (5) If the debtor has had his property seized under a writ of execution, or there is no property of any kind capable of being seized for the payment of the debt; (6) If the debtor informs any of his creditors, or the court in any action that he cannot pay his debts; (7) If the debtor submits a proposal for the compromise on his debts to any two or more of his creditors; (8) If the debtor informs any of his creditors that he cannot pay such debt; (9) If the debtor receives demands from his creditor to pay his debt not less than twice, at intervals of not less than 30 days, and does not pay the debt. How long does a bankruptcy stay on my record? An individual who is adjudged to be bankrupt shall be immediately discharged from bankruptcy after the lapse of three years from the date of adjudication by the court. However, if such a person has had a previous bankruptcy within five years, the automatic discharge period will be extended to five years. In cases of dishonest bankrupts, the court may extend the period to 10 years, except in cases of special conditions on the request filed by the official receiver or the bankrupt person. In cases of offense on misappropriation or cheating on borrowings from the public, the automatic discharge period is extended to 10 years.

Are the ‘Boom’ growth rates over in Asia?

With quantitative easing (QE) over in the US, a significant amount of the colossal sums injected into economies like the US and the UK that made its way to Asia is repatriating. The economic slowdown in China, India and many Southeast Asian countries is evidence that the belief domestic demand would sustain and shield these economies from the financial woes of the West has not been fulfilled. President Xi Jinping is pushing pro-market policies to boost new economic drivers as China enters a “new normal,” a phrase he has adopted to reflect slower, more sustainable expansion. The government had targeted a GDP jump of about 7.5 percent in 2014. The last time the full-year expansion missed the state target was 1998, amid the Asian financial crisis. A commentary by state-run Xinhua News Agency said it was unsurprising that China’s “miraculous, breakneck growth is over” and that people should “get over it.” Much of the pain was self-inflicted by a government pushing ahead with market-driven change on all fronts, it said. The fact remains that the economic growth in Asia has still left the vast majority of the population of many nations in poverty. Although there are increasing numbers of affluent individuals in these countries, huge numbers are not only still as poor as before the ‘boom’ but actually, in many cases, they are worse off, with price increases of staple commodities such as rice rising faster than wages. The eurozone is still close to recession, however, even in the worst hit economies, unemployment is beginning to come down and the vital signs are improving, with the exception of Greece. Let us not forget Europe, including the UK, is still the largest economy in the world. The UK is now projecting GDP growth of around 3 percent over the next year and, although there are fears that retail sales there are being fuelled by credit, with property also being a significant part of the recovery, there are some genuine reasons for optimism, based on the fundamentals. In fact, the IMF chief, Christine Lagarde, said recently that Britain was setting an example to the rest of the world. “The UK is leading in a very eloquent and convincing way in the European Union,” she said. While in the United States, the ending of QE is a reflection of the Federal Reserve’s increasing confidence in the strength of the US recovery. It should be kept in mind that smaller digit growth of the Western economies should be taken in the context of the size of their base GDP, meaning 3 percent of a large figure is still more in financial terms than 5 percent of smaller economies output. The markets are still volatile as recent rises and falls can attest, nonetheless, it may soon be time to consider placing a percentage of balanced portfolios in blue chip, high dividend shares/stock where the current price is assessed to be below fair value. There are collective managed funds that specialize in just that, which may well suit those of us that don’t wish to handle our own buying and selling, or engage a stockbroker. Many believe that even with the geopolitical problems around the world, we are in a long-term bull market. As the West recovers, manufacturing centers, such as Asia, will naturally benefit. However, while the majority of the world’s brands and premium products remain under European- and American-controlled companies, as well as a very significant part of the world’s technical and medical innovation, the developed economies will continue to expand. Building Your Own Dream House

(Part 2)

Being prepared to meet a home-design professional by drafting a well-thought-out Home Design and Layout Checklist In our last Property Report, we offered various suggestions on gathering ideas for the design and layout of your own custom-designed home. This time we will help you prepare a home design and layout checklist to ensure an intelligent and productive outcome when you meet with an architectural design professional. A) General Character: First and foremost, you must communicate the style or period of architectural design you prefer both for the exterior and interior of your home. Then consider how you want your house to be situated in relation to the daily path of the sun. Think about how some of the exterior rooms and spaces will interact with the garden and landscaping. Speaking of which, do you prefer a nicely-landscaped garden or a low-maintenance outdoor space? If space allows, would you like a swimming pool? Tennis court? Provision for other recreational activities? Finally, consider any special needs or desires you would like incorporated both inside and outside. Being clear about each of the above matters on your checklist will help ensure that your architect understands your basic

demands, ultimate goals, and your vision of the home’s general character (charm and ambiance). B) House Plan: Next, you will want to establish your own basic house plan. What size home are you looking for? What rooms do you want and how big should they be? Do you need a work space or office? Do you want a formal entertainment area? Will you need accommodations for house guests? Do you or your family need a room or space for special interests or hobbies? Also, consider potential changes in lifestyle or living arrangements and how that might affect how your home functions in the future. Give some thought to the resale value of your planned home and whether you should design the layout to appeal to future buyers or renters. Your thoughts on the above topics should be added to your checklist. C) Floor Plan: After formulating your basic house plan, you will next want to establish a general floor plan for your new home. Do you prefer a one-, two- or three-storey house? Maybe you would like a split-level home? Are you considering

traditional or more open room layouts? Do you need privacy in certain parts of the home? Must some rooms need to be designed to facilitate more than one use? How much storage space will you require? Do you want a garage or a carport, and for how many vehicles? Here are some specific considerations that will assist you in creating floor plans: The general floor plan must ensure that the home’s overall room layout meets your family’s needs. Consider traffic patterns as each member of your family goes through the house each day. Next imagine yourself approaching and entering each room. Keep in mind that some rooms will be private spaces for certain family members and other rooms and spaces may be designed to allow the family and guests to be drawn together. The front entrance to your home is important as it is the first impression experienced by your guests. You now have the opportunity to make a welcome statement by making special considerations in how you wish others to enter your home. The living room is the social center

and an essential gathering place for entertaining guests away from private or working areas of the house. Consider just how this area will best accommodate both family and visitors. Consider too the need for easy access from the living room to the dining area. The family room is often best positioned near the kitchen to allow interaction between people in each area. In many homes the family room also serves as the children’s television and play area. The study, den or office can be located in either a more private and quiet area on the first floor or, more and more today, located just off the master bedroom. The kitchen always is one of the most important areas of any house. Make sure you give very careful thought to your home’s kitchen space. This is one area within the house where it might be worth consulting a professional kitchen designer in conjunction with your architectural design professional. Consider that you may wish to have the kitchen near the entertaining areas. The bedrooms are well worth dedicating a comfortable amount of space, particularly to the master bedroom, which should have an en-suite bathroom. Ideally, a guest suite would be situated away from family bedrooms and would also feature an en-suite bathroom. Final floor plan considerations can be made once you have allocated the rooms. At that time, you can begin to think about storage, utility rooms, car parking facilities, lighting, positioning of power sockets, TV and telephone points, etc. Considering each area room by room, addressing each of the above issues, and adding the information to your Home Design and Layout Checklist will help ensure successful results when you confer with your architectural design professional. American visa Q: I have heard that the American embassy requires strong evidence of a Thai applicant’s ties to Thailand when considering a visit visa. What sort of evidence do they have in mind? A: All embassies are strict about this sort of thing. If the applicant has a job in Thailand or owns land or property, then full details and written proof must be provided. Funds in a Thai bank account are also useful but not if it is obvious a foreign sponsor has recently placed a lump sum. If a sponsor regularly sends money, then the Western Union (or whichever) receipts should be retained and attached in the application. If the applicant has a young Thai family, especially dependants, this should be stated and demonstrated by documentation including details

of the person(s) responsible during the applicant’s absence. British passport Q: Applicants in Thailand have to apply for a new passport in Bangkok, but British nationals in other countries seem to be able to apply direct to UK. Why is this? A: I understand it is because there are many more applicants in Thailand than in, say, Cambodia or Laos, and therefore lots more problems if things go wrong. So the embassy’s representatives check the paperwork first to minimize the difficulties. Full details are on their website. Multi-entry to Cambodia Q: How can I obtain a multientry tourist visa to Cambodia? At the moment I receive a Cambodian tourist visa every time but my

passport is rapidly filling up. There is no facility at Phnom Penh airport to allow me to obtain a multi-entry. A: You would need to obtain a (single entry) business visa at the airport. No extra documentation is needed. This visa can be extended for up to a year with multi-entries by visiting the Cambodian immigration offices, located near the airport, during your stay. Most people, however, use the services of one of the several travel agents-cum-visa agents who are found on the main tourist strip in downtown Phnom Penh. But you cannot do all this as you arrive in Cambodia from another country. Not yet 50 Q: I want a retirement visa in Thailand. My current tourist visa runs out two days before my 50th birthday. I assume that will not cause a problem, or will it? A: There is a problem. If your current visa runs out before your 50th birthday, you need to leave the country. If you return with, say, 30 days on arrival you will need to go to immigration headquarters in Bangkok to apply for a nonimmigrant visa at least two weeks before expiry. This visa can then be used to apply for the retirement visa. The 50-year age barrier is very strict in this country.

Your intimate counselor

Tedious relatives Dear Agony Ivy, I am plagued by my wife’s relatives who descend on us every few months, though certainly uninvited by me. Apart from the young kids yelling and screaming all the time, the adults sit in front of the television all the time watching Thai soap operas while one of the teenagers plays loud games on the computer. They do bring all their own food but load it into the fridge in such quantity that there is no room for anything else. One of the worst is the grandfather who sleeps all day, snoring loudly most of the time, while devoting the nights to banging a drum in an apparent recollection of his national service in the army. I am desperate. It is no good suggesting I speak to my wife as she is on their side. Yours in absolute misery, Frantic Frederick Agony Ivy writes: Frankly speaking, your problems call for a frank and total solution. Since you do have some control over the exact timing of the visits, I understand, you should time the

next one just when the electricity bill falls due for payment. Don’t pay it, of course, and rely on the most efficient disconnection bureaucracy which is a wellknown hallmark of our utility system. With the possible exception of the man banging the drum, all your other difficulties should evaporate as they need electricity to make your life a misery. With any luck, they will depart within hours leaving you with a fridge full of rotting food I’m afraid.

Teen fears Dear Agony Ivy, I am very worried about my son Kurt who is only 15 but is showing alarming signs of wanting to be a woman. He sits for hours in his bedroom using makeup and, when I question him, he says that he is only rehearsing for an amateur dramatics production. I have also found several pairs of female undies in his wardrobe but he simply says he accidentally found them in a field and was intending to hand them over to me as a birthday present. We have had

several family conferences but his father has not been very helpful, suggesting that Kurt takes a cold shower or runs round the block several times. I notice that he is scheduled to take his “0” levels later this year and that one of the subjects is sociology. I wonder whether this has anything to do with the alternative lifestyle he is apparently pursuing. I worry that he will end up unemployed. Yours tearfully, Polly Pratt Agony Ivy writes: I doubt that sociology has anything to do with your concern. I read on the internet that the subject was founded by Auguste Comte in 19th century France and he was married four times and produced 16 children. Your son’s apparent obsession with female attire may be a passing phase and it is certainly a relief that he is not turning up to school in drag at the moment. But if he does turn out to be a transvestite, he should find it relatively easy to find a job in Pattaya. I’m told opportunities abound on Beach Road.

Snap Judgment Gays on the rise Thailand’s constitution drafting committee has agreed in its deliberations to note the “third gender”, or people of different sexuality, in the new constitution which is scheduled to be unveiled later this year. The move is likely to empower gays and transgender people so that, in theory at least, they will have equal rights in society under the law. The Yingluck Shinawatra government, prior to its ousting in a coup last May, was toying with the idea of allowing gay marriage in Thailand to put the country in the forefront of rights for sexual minorities. But the move never got off the ground and was known to be opposed by many parliamentary figures of the time. Moreover, it was unclear whether civil partnerships, rather than gay marriage, was being proposed and whether partners would be able to share benefits such as pensions or inherit automatically from wills. The latest development by the military-back government seems to be a paler version of the previous ideas floated before the putsch. To date, there has been no mention of gender diversity in any of the country’s many previous constitutions. Article five of the 2007 constitution did mention equal rights in a general context, but the suggestion now is that a phrase should be added, perhaps “third gender or different sexualities” equal rights. However, there is known to be a debate amongst constitution drafters whether “third gender” needs to be spelt out. In regard to civil rights, some drafters are saying that the draft needs only to state “the rights of every citizen” without specifically referring to sexual minorities. They argue that gays and transgender people are not the only ones suffering discrimination and that any legal changes should include the very short or the very tall and the overweight. Whatever the final result, it is clear that gay rights are only in the beginning phase in Thailand. Although Thai cities sometimes have large gay scenes, many bars and clubs are suffering as citizens use the social media to communicate and to meet up. The bigger issue is the discrimination in the workplace where many Thais still believe it is unwise to come out publicly. Pattaya in fact has taken the lead in transgender employment issues and it is now common to see transgender individuals working in banks, offices, hospitals and restaurants. Gay rights are usually stronger in urban areas worldwide. Still it will be refreshing to see a statement of principle about civil rights for sexual minorities in the new constitution. But it will be many years before Thailand matches the civil rights legislation in force, for example, in the UK and much of the United States. In the ASEAN region, only Vietnam has come out strongly in favor of gay rights. Cambodia, Laos, Myanmar and the rest are still in denial.

Driving crackdown

Pattaya residents will have noticed over the past few months a most rigorous campaign against minor traffic violators. Turning left at any reasonable time is now a thing of the past and not wearing a crash helmet or parking where you should not are all sins increasingly likely to be penalized by a 400 baht fine or worse. Increasing numbers of traffic division police, aided by foreign volunteers in full police uniforms (without guns or rank pips), are to be found on main and minor roads on a 24-hour basis. Nobody can grumble about enforcement of traffic regulations although an undeniable bonus for the police is the hundreds of thousands of baht collected at local police stations every month in exchange for drivers’ confiscated licenses. But it is worth bearing in mind that some equally serious, or graver, driving offenses do not seem to be receiving the same level of attention. Speeding, especially at night, is mostly unregulated and there has been no reduction in the number of deaths of motorbike drivers and passengers so far as is known. Yes, all laws have to be respected. The danger is that some laws, and profitable ones at that, may prove to be more attractive to the enforcers than others.

Our Community Rotary Bangkapi’s polio eradication drive 2015

by Rene Clausen

Members of the Rotary Club of Bangkapi led by president Kriangsak Srisilpavongse were seen at the Community Health Center 35 in Hua Mark (Ramkhamhaeng Soi 40) during the first polio vaccination drive of the Rotary Year 2014-15. In 2014, there were fewer than 600 cases of polio worldwide, giving us a unique and historic opportunity to end polio now. We must reach every child to end polio.

We are this close to ending polio forever but we are at a tipping point between success and failure. Now is the time to act. Now is the time to end polio. Though it is rare to find a polio outbreak in Thailand, there is always a chance that this disease could be back due to the worldwide increase of crossborder traveling, and once it would reach Thailand, especially Bangkok, it would be very difficult to control; so don’t let it happen.

The end-polio campaign subcommittee of the Thai Rotary Club has been working on many activities in order to provide campaigns such as Peace through Service and End Polio Now, with Rotary Clubs in Bangkok coordinating with the Bangkok Metropolitan and the Ministry of

Public Health providing the vaccination to Thai children under 5 years old as well as to migrant children under 15 years of age. By ending polio you can prevent 10 million children from suffering from paralysis during the next 40 years. Let’s start and help make the difference and finish this disease off now!

Youth Focus What is Montessori education? by Annemaree Grant

Montessori classrooms are filled with materials designed to spark interest and purposeful activity. Children are free to choose their own materials and to work with them for as long as they wish. At the heart of the Montessori approach is the view that children’s freely chosen activity builds independence, self-discipline and the ability to concentrate. Montessori teachers are trained to observe children’s activity very carefully so lessons are matched to each child’s developing needs and interests. Each lesson is selected from an extensive repertoire of graded lessons and exercises. Using child-sized, but functional, objects – cloths, brushes, buckets, brooms and jugs – children learn how to complete practical everyday tasks. In Montessori preschools children learn to write before they read, by tracing sandpaper letters and making words with movable alphabets. Once children know their sounds, grammar games involving lots of drama and movement speed up the transition to fluent reading as they move into primary school. Active games lead on to the study of mathematics. The same instructional pattern – independent exploration of concepts using concrete objects, learning the language and symbols for the concepts,

and later discarding the concrete materials once the concepts are mastered – is applied across the Montessori curriculum, in music and science, creative arts, history and geography. Older children apply this knowledge in research projects tailored to their interests. Every day, in classrooms everywhere, teachers try to capture the attention of young people and engage them with the things we think they should know about. In 1907, Dr. Maria Montessori designed an experiment to tackle this challenge. Dr. Maria Montessori, using the scientific method, observed classes in the children’s houses in Rome. Based on these observations, she developed unique learning materials for a childcentered environment. Dr. Montessori carefully designed learning materials, showed the children how to use the materials, and then left them free to choose their own activity. The children made rapid progress, both socially and academically. The more opportunities children have to build self-discipline, knowledge and independence, the more freedom they gain, socially, intellectually and creatively. More than a century later Dr. Montessori’s experiment has become an educational tradition that spans the globe. It continues to be replicated in thousands of classrooms across the world. Last

The best of both worlds

by Peter Hartnell

Choosing the right school for your child is probably one of the most difficult decisions parents ever have to make. It is always something of a risk, especially when a school is relatively new and still has to establish its reputation. In reality, many “international” schools in Thailand usually have a majority of students with at least one parent from the host country. Such students often comprise up to 50 percent of the student body, at least in the initial years of the school’s operation. At TPIS, our largest group of students, comprising 40 percent of our total, belongs to this group. Like parents anywhere in the world, all our parents are looking for is a school where their children will feel safe and secure, where they will enjoy coming to school every day and where they will thrive. Like parents everywhere, they will look for excellent teaching and enjoyable learning, where every child is treated as an individual, and where their children’s own unique gifts and talents will be recognized and nurtured. All this, I am sure, is taken for granted. My experience in Thailand suggests that most of the parents we are likely to meet will be intelligent, widely travelled and very discerning in their choice of school. I would not want to make too many sweeping generalizations, but I would anticipate that

year more than 200 Australian Montessori schools celebrated the centenary of Montessori education in their country. Why send your child to a Montessori preschool? Educators and psychologists agree that intelligence undergoes important development between birth and age six. A child’s mind is

many parents of our 40 percent “Thai-farang” children will have a very modern outlook, eyes set on the horizon, and with one foot striding confidently into the future. But, because of the conservative nature of most Asian Buddhist societies, they will probably also have one foot firmly placed in what is still something of a living tradition of the past in Thailand, in its history, national customs, social etiquette and religion. Some parents may even be a little suspicious of Westerners and their peculiarly liberal culture. They will see the value of what is on offer, but may balk a little at the price they think they might have to pay in terms of the possible loss of traditional values. For many, the overtones of cultural imperialism, decadence and modernism may well be a little frightening. In fact protecting the integrity of national culture is considered so important in Thailand that it is now necessary for all foreign teachers to complete a quite lengthy Thai Language and Culture course before obtaining a teacher’s license. Most international schools such as ours are required to teach Thai language and culture to students and we regularly celebrate Thai festivals such as Loy Krathong, Wai Kru and Songkran. For many Thai-farang families, the school must present itself as being able to straddle the past and the future, to be simultaneously traditional and modern. Parents will want their children to retain their own identity yet to be citizens of the modern global community. They will want their children to feel comfortable and at home in their own culture, but fully prepared to meet the challenges of the 21st century. We must teach our children to “learn locally and think globally”. The cultural unity of head and heart, intellect and understanding, is in my view, at the center of what most parents, not only Thais, want from an international school. Overwhelmingly, most parents will be considering an international education for their children primarily because they want them to learn to read, write and speak English fluently. They will be well aware of the need to master the English language as a passport to success in business throughout the world. But they will, above all, want their children to learn in a calm, safe, caring and supportive atmosphere, to be happy and to make friends. A school with a British tradition and a global outlook will automatically have a wide appeal in

extremely absorbent and curiosity is at a peak during these early years. When properly nourished and stimulated, as at Montessori schools, the child forms healthy patterns for a lifetime of learning. The Montessori system has proved to be one of the most effective methods to guide a child through these critical years. In most preschools the children are taught educational concepts in a group by a teacher. In Montessori education, the children learn by working independently with specially designed materials in a prepared environment that promotes independence, coordination, order, and concentration. Children that have been in a Montessori environment typically experience great success in their future learning environments precisely because of their Montessori experiences. They are generally better students and spend their time in more productive ways because of their selfdirection and positive attitude towards learning. Annemaree Grant is a teacher at Mooltripakdee International School, Pattaya.

Thailand, as the British system is still recognized as offering not just competence in the English language, thinking skills and much of the kind of specialist subject knowledge that parents want but also building “character” and “self-confidence”. Most parents will expect the school to challenge their children academically without dampening their natural curiosity. They will expect their children to achieve good grades and to pass examinations without neglecting art, sport or music. They will want their children to preserve their heritage but be prepared to take an active part in shaping the world of the future. Thankfully, a modern education based on traditional British practice is well positioned to meet these needs, designed as it is to “educate the whole child” not just of this but also of future generations. Peter Hartnell is head teacher at Tara Pattana International School.

Local Sports Premier League lawn bowls at Coco Club Coco Club held its annual singles league event during the mid two weeks of January with 14 players vying for the title. It became a little tight with a few surprises towards the end. Last year’s men’s champion, Num, was always in there but then suffered a loss to former winner, compatriot and foe Ing by 6-5 and this left the door open for Bus to sneak in and take the overall winner's spot. On the ladies' side, former champion Thanom was never in it, and losing five out of six matches

on the last day left it open to Coco’s Sue and former champion Thong to battle it out. Despite Thong having a 10-0 victory over Thailand men’s player Vinai, she could not catch Sue for the third spot overall. A super buffet and sing-along was helped by the 19,000baht prize money as everyone finished the event. Next event is Valentine’s mixed doubles weekend, and if two men play together one has to wear a skirt (or kilt).

Mashi wins first monthly mug by a mile! by Derek Brook

Anticipation was high as The Tropical Golf Group kicked off the first monthly medal mug competition, which will be held around last Friday of each month. Every golfer wanted to claim the inaugural prize. We don’t get a chance to play stroke play often and while some prefer it and others don’t, there is no denying the strategy is a little different. Risk/reward is more carefully considered because without the option of getting a “blob” for a hole it’s important to avoid big numbers to stay in contention. This first (and next couple) medal competition was held at Pattaya Country Club. The course was in fair

shape. Greens show less patchwork, fairways are still on the hard side, and all tee areas were heavily sanded. Still the course was quite playable. Caddies say the clubhouse will open “next month” but acknowledged they have been saying that for several of them already. Back to the competition... There can only be one firsttime first place winner, and boy what a win it was! Without further ado, let’s congratulate Mashi Kaneta (15) for shooting an amazing net 63 to obliterate the field and prevent anyone else even thinking how the mug might have been theirs! Great golf, Mashi! (Did anyone check to make sure he played all 18?) There were many fine scores

for the day and though they might not be in the same league as Mashi they showed some good golf. A-Flight (0-20) first place winner was Landis Brooks (9) with net 73. Good round. Next came

countback time with Kei Kasami (7) over Bob Edwards (10) and then Doug Maiko (15) – all with net 75. Poor Brian Parish had the same net 75 but there are only so many prizes.

Putaluang South and East nines were the chosen destinations for the ‘Growlers’ on Thursday. Bill Steinman brought his bagpipes by Dilligaf and unmatching apparel and Mike Gosden brought his humor. Mike declared he would shoot his age if he lived to 105. Greetings were extended to Colm Mullen (Ireland) and Brad Green (Melbourne, Aust). Farewells were later given to Robert Allen, Ernie Picken and Brad Green. Brad was a first-time golfer in Pattaya and learnt so many things – how to suffer, for instance! The course was busy with the usual riff raff and as per the recent norm, the weather was coolishly warm. This scribe considers the greens have held up really well with the constant heavy traffic, but the gnarly lies on the crabgrass Mike Gosden (left), the winner, and Russell Calcutt fairways took their toll on most of the (right) who collected the coveted Compass Cap

field. Only Mike Gosden played to his handicap. Russell Calcutt didn’t do too well, so much so, that when he spotted his caddie chuckling quietly, he took a swipe at him and missed. It took Russell 19 years to score a 100 and he did it today in four hours. Countbacks were the order of the day. Mike topped Mark Stapleton (1614 back nine), Sal Brizzi snuck past Sandy Leiper (18-17 back nine) and Kevin Waycott pipped Colm Mullen and Don Richardson for 5th. The coveted Compass Cap was gleefully accepted by Russell as he needed a new ball. The donations go to the needy children of Pattaya. Back at The Swan, Mike continued in good form. His doctor had told him to play 36 holes a day, so he was heading out to buy a harmonica.

Local Sports PSC Tropical Golf from BJ’s Holiday Lodge by Derek Brook

Once again a full list met at BJ’s for the trip to Greenwood. So brekkers over off we went. This full list is getting quite common so it was interesting on this day that one player got locked out of his house and was very late and one could not play because of illness. Not really interesting but the detail makes it interesting. Wonder how he got locked out! So we arrived at Greenwood still with a full list as one less player allowed us to play in fourballs, exactly as we booked. So all changed, it was to the first tee, where we found we were to play the B and C Nines, not in fact a bad 18 holes. The weather was quite good except for that wind that always seems to be around these days. The B Nine is a quite pleasant 9 holes I always find and so it proved on this day, the fairways were in good condition and the greens were hard and fast. Of course the wind played havoc but we moved along nicely and were around the

front nine in good time. Now the C Nine to me is always the most difficult nine and so it proved on this day. Teeing off on C1 we were straight into a strong wind and this always seems to set the day on this nine. And so it proved on this day for me, as a struggle against the wind on C1 proved a start to a difficult nine holes. Mind the greens were still in fine condition and the fairways were well defined and in good condition. All in all this course is a pleasure to play even if it is the one that is the most distant that we play regularly and even if the road there can be in dreadful condition. We got around quite fast, but with many groups and the distance of the course from Pattaya, we were still a little late with the results back at BJ’s. So in the A Flight, 0 to 19, the winner was Richard Kubicki with 36 points just ahead of a countback on 35 points that saw Mashi Kaneta in second and Brian Parish in

Winners with one of BJ’s finest third. We then had a four-way countback on 34 points that saw Dick Warberg in fourth ahead of Mark West, Eddie Kost and Gerd Riedlar. In the B Flight the winner was Tom McDowell with the best score of the day 37 points ahead of Don Carmody in second with 36 points. In third was Gordon Clegg with 34 points ahead of a countback on 33 points that saw Barry

Twenty punters assembled in Soi Chaiyapoon anticipating another joust of epic proportions with the game of golf. The weather was superb and the course in great condition. The starter sent us on our way playing the A and B nines in that order and hitting from the yellow tees; the course very enjoyable distance wise. One grade and Fred “44 Magnum” Cuypers with a super 44 points finished atop the podium relegating Mark Stapleton with 43 points to runner up. Keith “Kissy” Buchanan blitzed the front nine with 36 off the rod for 25 points, compiled his victory speech, then cooled off somewhat for 16 on the second stanza and a total of 41 to take third place. In fourth spot with 38 points,

That is the fourth holein-one since the inception of the Growling Swan as a golf outlet and Michel’s first. Kevin Waycott handed in 38 points to take fifth and Jim Groves on 37 tidied up the podium. Long first putts were won by J. J. Harney on A9 and Jayson Schembri B9. Peter Grey handed in 31 points, however, missed the podium by the length of the “Straight Six” at the Flemington race course Melbourne, Australia. by The Drut territory with only 13 points. On the inward half his game lifted like poorly laid linoleum resulting in a total of 31 points and safety. This left Jayson Schembri to collect the much sought-after headwear. Michel Catillon kindly rang the bell back at the bar and we toasted his good health and golfing ability. Deefa was again on hand to gratefully accept donations for the underprivileged children of Pattaya. The Growling Swan is a friendly golf outlet and caters for and encourages all golfers, male or female, to have a hit at any of our weekly outings. We generally play Mondays and Thursdays at one of the many fine golf courses in and around Pattaya. Please contact Peter Grey if you are interested on 086 150 3086. The Growling Swan also caters to bowls enthusiasts. Bus transport departs the GS on Wednesdays at 10 am to play at Coco’s on undercover synthetic greens and on Sundays at the same time for open grass bowling at The Retreat. Please contact Paul Rennison on 084 345 4005 if you wish to partake. The cost including return bus transport, bowling fees and a hot lunch is less than 400 baht, so great value for a day out.

You & Your Pets Trimming Pet Care Costs [Part I] Bejewelled collars for cats? State-of-the-art treadmills for dogs? Gourmet pet food and treats? Lavish toys? Don’t allow such extravagancies to bite into your budget. In the end, your pets don’t need them or appreciate them. Better to pamper your pets with love and attention and save your money for such items as quality food and veterinary care. In fact, good medical care can be quite cost-effective in the long run. Particularly preventive care. Take your best friend to the vet at least once a year for a checkup, necessary booster shots, and treatment to prevent worms, fleas and ticks. The doctor should exam your pet’s gums, teeth, heart, lungs and internal organs. But don’t leave it all to the vet. You can perform weekly exams at home, looking for lumps, scabs or flakes under paws, and for redness or discharge around the eyes and ears. Note changes in her eating or drinking habits. Learn how to clean her ears and brush her teeth. While at it, check her breath. Report anything suspicious to your vet.

Cats for You in Pattaya

Cats for You is a great and much needed service in our area, but Paul and Sandra point out that adopting a cat or kitten is a longterm commitment with costs such as feeding and veterinary fees. Many adopters find it’s a good idea to adopt two animals so that they can enjoy each others’ company as well as yours. Contact Paul and Sandra on 0852875004 or look at their useful website http://cats4youinpattaya.webs.com/

Madge

This fun-loving cat has been with us for a while now, being known here as the oldest kitten in town. She just loves tearing about the place, climbing trees and getting into mischief. Talk to your vet also about vaccinations. Depending on your individual pet, its habits and lifestyles, your vet can assess its risk of exposure and recommend only vaccinations that are needed. In any event, do opt to have Fido or Fifi spayed or neutered. That in itself can have a dramatic impact on their health. For females, it reduces the odds of breast cancer, and the potential for ovarian and uterine cancer disappears. For males, it reduces chances of testicular cancer. It also diminishes your pet’s desire to wander.

You may not consider dog and cat training as a way to save money, but think about this: a well-trained dog is easier to walk, is calmer in most situations, and is less likely to get into things he shouldn’t. Teaching your dog to stay by your side, for example, and to come when he is called will be much less expensive than emergency care should he go running into the street and be hit by a passing motorbike or car. And if trained to eat only what you consent to, he will be less likely to suffer food poisoning and the requisite medical care.

You’re probably prepared in case a member of your family gets injured or has a medical problem. But do you know what to do if your pet chokes on a bone or is involved in an accident? This Pattaya Today feature will help answer some common first aid questions related to your pets. Such information could mean the difference between life and death.

Does your dog or cat have morning breath all day long? It may be a major indicator that your pet is in need of dental care. Particles of food, saliva and bacteria – what’s commonly called “plaque” – can build up on the teeth and gums and cause infection. If left untreated, infection can result in tooth decay – and even move into the bloodstream and affect your pet’s heart, lungs, liver, kidneys, bones, and joints! Check your animal companion’s teeth and gums at least once a week, and ask your vet how you can further prevent gum disease by regular brushing with a toothpaste formulated especially for your pet’s species.

Going to the Dogs...

Any member introducing a dog into the Society’s premises shall be liable to a fine of one pound. Any animal leading a blind person shall be deemed to be a cat.

~Oxford Union Society, London, Rule 46

Splash and Dexter

This friendly pair loves to play together as you can see in the photo. Splash came to us with two kittens which have already been re-homed and Dexter arrived last year after being found in a garden when he was just a tiny kitten. A new home together would be great.

Tansy

Tansy is our meet and greet cat, he is always the first at the gate when people come to visit. He has to have his eyes cleaned every day after some surgery that he received when he was just a tiny kitten. As you can see, his favorite hobby is eating.

Minstral

This lovely, fun-packed kitten is now just about 12 weeks old. He came from a local temple and has been quite poorly since he came to us in December. As you can see, he is fit and well now and bursting with energy. He is also a very loving boy who enjoys a cuddle.

Cat Corner Tip by Dr. RJ Peters to Pattaya’s cat lovers

Just because your cat is old doesn’t mean she is all used up! She may have fewer years left to play and purr and keep you company, but she may still enjoy all the things she always did. The key is to keep her happy and healthy, and you need to be more attentive to her needs as her body changes with the aging process. As with humans, cats can experience hearing loss, decreased eyesight, cataracts, arthritis, diabetes, heart problems, digestive problems, and a general slowing down of all physical processes. While she may still play and chase a string or a ball, she may not do so as often or as vigorously. With proper diet, appropriate exercise and a happy, stress-free environment (preferably indoors), many cats can live more than 20 years. Dr. Peters is the author of three informative and entertaining books on pets. They include Our Amazing Cats, and Our Amazing Cats Vol. 2, now available from AmazonBooks.com and at www.ouramazingcats.com. Her newest book is Our Amazing Dogs. To download eBook versions of any or all three books (about 200 baht each), go to http://youniquesolutions.com/3Books.html. Dr. Peters also publishes a free newsletter, The Kitty Times.
