U-Tapao goes commercial
A
fter several false starts, it finally appears that U-Tapao airport will be developed to its maximum capacity. The Ministry of Transport is to sign an agreement with the Royal Thai Navy, which oversees the airport, to establish massive roads and rail links. U-Tapao currently serves about 100,000 passengers a year, mainly domestic and charter flights, but will soon be able to handle at least 10 times that number. It is also home of the Thai Navy’s first air wing. The Department of Highways has recently received a 300 million-baht budget to widen roads from two to four lanes, with construction scheduled for completion in 2017. for passengers using the airport. Although U-Tapao airport is ripe for development, few airlines use its services at present. A new passenger terminal building, now under construction, is expected to attract wide international interest. There are 110 rai of space available for future development. In another transport move, the State Railway of Thailand will press ahead with construction of the airport link extension from Bangkok to Rayong to forge rail links between U-Tapao and Suvarnabhumi and Don Mueang airports in the metropolis. However, no final decision has yet been reached whether the rail extension should extend to U-Tapao’s terminal or end at Ban Chang station in Rayong.
U-Tapao is also being considered as the government’s choice for development into an aviation industrial estate. This would be a huge hub nationally for repairs and the manufacture of spare parts for aircraft as well as being a center for aviation research. Located southeast of Bangkok, U-Tapao is a joint civil-military public airport. Historically, there has been some sensitivity in senior navy circles about allowing the airport to develop commercially in a civilian context. However, this opposition is said to have been overcome by reasoned argument and the recent development of the Eastern Seaboard of Thailand, both industrially and for domestic and international tourism. News Swimming comp attracts the crowds
The 12th Pattaya Youth Swimming Competition, hosted at Pattaya School Number 11, attracted 518 participants divided into 46 teams. Males outnumbered females by about two thirds.
Preparing for Isan Festival
The Isan Association of Pattaya has announced that the 2015 festival will be held March 17-19 with principal events centered on Pattaya School Number 6. There will be games, mini-concerts and a cooking competition. OTOP products will be on sale as well as tourist literature promoting the Isan region.
Motorbike taxi drivers in color
Banglamung District Chief Chakorn Kanjanawatta presided over a meeting to standardize the uniforms of drivers and to make public transport fairer to the public. It was announced that motorbike taxi drivers would wear a green jacket in Banglamung, orange in Pattaya and blue in Nongprue municipality. There will also be a fingerprinting exercise for every driver together with checks on ID and driving licenses. It was stated that the reason for the meeting was a demand by the interior ministry to speed up the transport improvements they are seeking.
Bike Week a big success Pattaya Mayor Itthiphol Kunplome presided over the Burapa Pattaya Bike Week, Asian Ride Together 2015, at the Eastern National Sports Training Center. The event is held every year and aims to bring together bike riders from all over the world. Additionally, there was an exhibition of classic cars and booths from leading operators in the motorized transport sector. This year there were record numbers of European and Asian enthusiasts.
Married couples ride elephant
The Sattahip registration office made a special arrangement for 50 couples to get married at Nong Nooch Garden as part of the Valentine’s Day celebrations. Each couple was given a small souvenir and, as a special treat, the first nine couples were allowed a free elephant ride. The first 25 couples were invited to an international buffet hosted by the management.

Nightclub will likely close
Police visited a night club near Tesco Lotus, Central Pattaya, after learning that drugs were being taken there and that booze was being served to underage customers. Urine tests showed that the rumors were true and an application was made to the
Chonburi governor to close the premises on a temporary or permanent basis. The club owner, Wattana, said the club had been open only for 10 days and that he was still learning the ropes.
Man killed by bullet volley Police are hunting the killer of Watchara Kaewsuwan, 33, who was fatally shot near the Buddha Image Club on Naklua Road. Police found several cartridges in the road and noticed blood stains at the entrance to his house. Although CCTV footage has been examined, it illustrates little of value as the murderer had covered his face with a mask. The evidence also shows he was driving a white Toyota car, number plate unknown. Watchara is thought to have made several enemies as a result of court cases in which he was involved.
Driver died in his bus
Police rushed to a Naklua garage after a bus driver was found dead on the back seat. Nukool Insaket, 47 and a garage employee, said he went to wake up the driver, Panupol Weeraphan, 26, as it was time to start work. However, all the doors and windows were locked and there was no response to loud knocking. Nukool then climbed on the roof of the bus, opened the hatch there and found the body. Police think that the driver may have had a heart attack or even expired for lack of oxygen. An autopsy was performed at Banglamung mortuary and the family invited to collect the remains.
Stressed Irishman jumped to his doom
John David Knotts, 49 and a resident of the Emerald Isle, jumped from the 36th floor of an apartment at Sky Beach Condo after becoming infuriated by an email message sent to his computer. His girlfriend Kanlaya said she had called security staff after her boyfriend became very agitated and
even struck her across the face. As guards tried to talk to him, he took his fatal leap. Kanlaya explained that authorities in Ireland had threatened to seize his house and possessions in Ireland and surmised that the stress created had prompted the irrevocable step.

Jomtien road update The road resurfacing in Jomtien, notoriously at the junction with Thappraya Road, is scheduled to have finished by the time you read this snippet. Maybe. We are assured there will be no permanent one way restrictions and that normal service will be introduced again imminently. Expats can vote British expats who registered to vote in a UK election not more than 15 years ago are eligible to vote online in the May 7 British general election. Feeding strays One of the stranger clauses in Thailand’s recent animal welfare act concerns good-hearted souls who feed stray or abandoned animals, let’s say in a temple or on the street. The new law makes the Samaritan responsible for the animal’s veterinary treatment just as if the cat or dog was living at your home. Sunbed crackdown There’s a big fuss in Phuket because the police and the army have appeared in force on the beaches and told sun worshippers they must not bring their own sunbeds or similar comfort facilities. How much longer before the authorities in Pattaya catch on to this latest attack on tourists?
Pattaya city authorities are keeping a close eye on U-Tapao developments. If there was a high-speed direct rail connection between the two Bangkok airports and U-Tapao, Pattaya’s attraction as a seaside resort would receive an enormous boost provided there was a scheduled stop in the city. But the current Pattaya railway station near
Siam Country Club roads is remote and difficult to access. Nonetheless, the current road tunnel development on Sukhumvit Road, when completed in three years, should reduce the remoteness problem. It may be the next decade before the true benefits of all this infrastructure investment become apparent. In a separate development, the interim Prime Minister General
Prayut Chan-o-cha has raised the possibility of cooperation with Japan to fund a bullet train between Bangkok and Pattaya or Bangkok and Chiang Mai. But one of the problems would be the high cost of a ticket to ride a high-tech bullet train. Based on Japanese prices, a single ticket from Bangkok to Pattaya would amount to almost 3,000 baht, roughly the same as a limousine taxi.
Fake football shirt scam Two French nationals have been arrested for selling fake Adidas and Nike clothing, mostly of famous football teams. Simon Olivier Guigui, 30, and Levon Morgan Akchehirlian, also 30, lived in an expensive condominium at Pratumnak Hill and organized a worldwide website service from there. They bought the clothing from a Thai middleman and sent many packages abroad. They were both charged with working without a permit and selling pirated goods.

Plans for Pratumnak City Hall is pushing ahead with plans to convert much of Pratumnak Hill, especially the area near the Tourist Police office and the park, into an ecological tourist attraction for strolling, exercise and fun times. Cynics say it’s a device to push up property prices in that prestigious area of town.
Two transvestite thieves denied stealing a Russian tourist’s gold necklace on Walking Street, but police say they have evidence to convict. The tourist also identified the alleged culprits from photos shown to him by investigators. He said he was walking in the street when
a group of cross-dressers approached and made a lewd suggestion. During a struggle, his necklace was snatched. But the ladyboys, identified as Chaiy and Itt, denied the charge saying that they had only sought to have a conversation and had no motive for crime.

A laborer who was found dead in a half-completed apartment block may have had personal problems which led to his suicide. Police made haste to Soi Suetrong, Second Road, after hearing the grim news but found only 7 baht in coins, one pack of cigarettes and a lighter as evidence. The body has not yet been identified but had the appearance of being half Thai and half farang.
A German man was rushed to hospital after shooting himself following a tiff with his girlfriend. Arthur Wilhelm Grud, 41, was found barely breathing on his bed with the gun lying nearby. The girlfriend, Sunari, told investigators she was weary of constant arguments and wanted to live separately from Grud. After she made her position plain, the tourist shot himself apparently in a fit of depression. Friends of the businessman, who imported wines, said that he was prone to outbursts of temper.

News Rice donations top one million baht Father Ray Foundation’s vice president Fr Picharn Jaiseri announced that the total value of donations collected from the SOS Rice Campaign topped 1.3 million baht. Many of the donations were handed in at stalls in supermarkets and malls. In addition to rice, sugar and cooking oil were also collected for the children and students under the care of the foundation. Seen in photo are the YWCA, led by president Praichit Jetapai, who donated 100 packs of 5-kilogram rice.
Lecture on market sanitation Sanitation officer Wiranyada Chareewan gave a lecture at Rai Wanasin Market informing vendors about the Ministry of Public Health’s policy on keeping the market clean. It was noted that the market needs an upgrade to meet the ministry’s standards and policy on food safety, which includes cleanliness, food safety and consumer protection, and environmental protection.
2015 Junior Road to Singapore kicks off in Thailand The Women’s Tennis Association (WTA) hosted a tennis clinic in Pattaya to kick off the Junior Road to Singapore. WTA Finals Tournament Director Melissa Pine along with Thailand’s 2014 Future Stars representatives Manita Bootsarakimvisit and Thasaporn Naklo were on hand to run a clinic for 16 children. Eighteen markets across AsiaPacific have been invited to take part in the 2015 WTA Future Stars program.
Living the good life
A seminar was held at Pattaya City Hospital to encourage the local population to adopt a healthy lifestyle including regular exercise and a sensible diet. About 100 people attended the lecture and discussion hosted by Dr Kanthipat Jaisut who also distributed brochures outlining the strategies needed for a long and happy mortal exercise without cigarettes and with limited alcohol intake. During the day, cats and dogs also received anti-disease injections.

Payao’s Vice Governor Suwicha Kaewmanee presided the opening of Amazing Payao at The Avenue Pattaya on Second Road. The event was held to promote the province’s tourism and products in the Eastern Seaboard.
Cobra Gold finishes Artificial rain dropping soon
Thai and American forces cooperated on a project related to biochemical and nuclear war as part of the annual military simulation exercises held near Sattahip. Over a hundred soldiers joined an exercise to test readiness to deal with poisonous fallout after an attack. The project was led by Captain Tewan Sujaritwongsanon as head of the chemical, biological and radiological defense task force.
The Royal Rainmaking Centre, based at Rayong, will shortly seek to combat drought conditions in the area by using aircraft to simulate the rainmaking process. Some farmers have expressed the urgent need for water, but others said they preferred to wait and see. The project is scheduled to commence on March 2.

Your Visa
Snap Judgment Eternal double pricing Foreigners have been complaining about double or triple pricing at many Thai leisure facilities for at least 25 years. The first evidence was apparently a reader’s letter to a Bangkok newspaper in 1990. In those days, the practice at zoos or parks or exhibitions was usually justified – as it still is – on the grounds that farang were wealthier than Thais and needed to pay extra to help pay for the costs of feeding the animals, or whatever. Nothing has changed. The government loves to state that foreign tourists are a much-prized category who deserve the best. Street advertisements from the police and other official agencies often lay emphasis on the caring and helpful policies which will ensure a smooth holiday. Well, maybe anyway. But last month the government raised the entry fees for national parks to an almost unbelievable extent. Adult foreigners now pay 10 times the amount required of a Thai national. Foreign children just five times more. There can be no better example of the Thai authorities treating visitors with absolute disdain. More to the point, the entrance fees are often printed at various sites only in Thai further to complicate the issue. These days the social media is full of complaints and relevant photos showing the prevalence of double pricing in Thailand, but nothing ever gets done. You might say there is a conspiracy of silence by the government and agencies such as the Tourism Authority of Thailand. The problem is particularly prevalent at national parks such as Khao Yai which has been singled out for particularly harsh criticism on TripAdvisor. In gross revenue terms for tourism as a whole, the amounts raised are trivial compared with the damage done to the country’s reputation. One sensible solution would be to offer season tickets to gain admittance to all national parks in Thailand, along similar lines to the system in operation at Angkor Wat and other monument sites in Cambodia. However, that’s not likely to happen here as the rip-off philosophy is too closely ingrained in Thai bureaucracies. Recently, a Thai Tourism official justified double pricing on the grounds that Thais pay taxes to maintain the sites while foreigners contribute nothing. The same argument has been advanced to justify why farang car renters at hire companies are often required to pay more than Thais to drive the vehicle. Claims like this are dubious in the extreme. You might as well argue that Thais buying an air ticket to England should pay more simply because British travelers already help to pay for the upkeep of airports through their income tax. Some foreigners actually spring to the defense of double pricing in Thailand by stating it’s all much ado about nothing: foreign tourists hardly notice this supplement to their holiday expenses. But that’s hardly the point. In many countries, double pricing at tourist hotspots is actually outlawed by legislation. In London last year, an ice cream salesman was fined for charging customers twice the proper amount if they spoke English shakily or with a strong accent. He was caught out when a senior police chief from Indonesia made an official complaint in a Hyde Park police station. It’s true that some tourist sites don’t insist on foreigners paying many times the official price provided they can show a Thai driving license. In the Chonburi area, this is true of several private sector leisure facilities, though not of any governmentrun attractions. But the whole issue continues to plague Thailand’s tourist industry, bringing only bad publicity and resentment. If the military government really wanted to help international tourism, a directive from the top to prohibit double pricing all round would be beyond doubt a very good idea. The chances of it happening are sadly remote.

Embassy checks Q: I notice that if a British person wants their annual income verified by the British embassy, in connection with a Thai visa application, he or she must provide backup details such as bank statements or income tax documentation. However, an American simply tells his embassy what his income is and is not required to show any documents or papers. How come? A: Yes, it is up to each individual embassy how to proceed in matters such as this. The point you make has been discussed by the Thai police and embassies several times but the general view is to “let sleeping dogs lie”. Some embassies even state that they have no idea whether the claimed income is actually true.

First retirement visa Q: I have just received my first retirement visa, one year, from Thai immigration. I notice it is for 15 months and not a year. Has a mistake been made here? A: No mistake. When you applied you had only a tourist visa. This had to be converted to a non-immigrant visa for three months. The one-year retirement visa was added, thus making a total of 15 months. This won’t happen next year as you won’t need to convert a tourist visa to start the proceedings. New passport Q: Have you any idea how long it currently takes to process a British passport application which was originated in Bangkok?

MANTRA BAR & RESTAURANT The Gold Standard for Sunday Brunch
The term brunch is attributed not to an American, as popularly perceived, but to an Englishman, Guy Beringer, circa 1895. This gastro-visionary published an article entitled “Brunch: A Plea”, appealing for a post-church meal that did not involve the customary weighty meats and pies. Since then brunches have been elevated to an art form and come laden with gourmet treats and can also include free-flowing alcohol. No one does it better than Mantra. If you haven’t already visited Mantra do put it on your list of places to go. In fact, we recommend that for your first experience you make it the extraordinary Sunday brunch which is served here. Sunday brunch is a truly special time of the week. For a start it is about the only time when it’s socially acceptable to drink before noon! There are very few exceptions to this rule, so enjoy – it might even be illegal to brunch without a glass of something bubbly in hand. Another reason is that gorging is definitely allowed – encouraged actually. Think of it as two meals in one so doubling your intake of fuel is totally reasonable. Mantra’s famous brunch, prepared by Executive Chef Maurizio Susan and his team, focuses on its formula of world cuisine reflecting their around-the-world food philosophy. Chef staffed stations offer dishes from Japan, India, China, the Mediterranean plus the grill, lava stone and the well stocked fish tanks. It is an epicurean voyage, and an oenophile one if you add the wine buffet. Proceedings commence at 11 am until 3 pm every Sunday (the buffet is B.1690++ with the free-flow wine buffet at an additional B.1,490++) so take your time, wander through the live stations, enjoy a glass of something, prepare yourself, sit back and take in surroundings and then hit the cuisine of your choice. We started with the Fine de Claire oysters, shucked before your eyes and glistening in their sexy
molluscy way. They were absolutely delicious and accompanied by a splendid Pinot Grigio wine the perfect way to introduce our taste buds to the Mantra brunch experience. Coral pinkness of Alaskan crab legs, rock lobster, plump prawns, glistening New Zealand green lipped mussels all beckoned from their icy haven before we headed for the sushi/ sashimi bar where the countless choices were challenging: fresh sea bass, sea bream, tuna or octopus, California or smoked salmon rolls all vie for your selection alongside chilled sake to toast the uber-fresh jewels from the sea. More cold items from the Mediterranean antipasti table summon before the huge decision of which main course is deliberated. Here, tuna carpaccio nestles next to Parma ham and melon, Italian salamis and prosciutto, marinated grilled artichokes, capsicums and mushrooms languish in extra virgin olive oil next to verdant salads and pickles; a cornucopia of heavenly hors d’oeuvre. After a decent resting period (and another glass of Pinot Grigio) we moved on to the hot items. A meat fancier? Then turn to the lava stone grill where Angus beef sirloin or tenderloin steaks await your directions. Pork chops and lamb chops sit patiently anticipating culinary commands, while lingering temptingly at the back of the display was our choice: foie gras. It was lightly pan-fried and served on a brioche base and anointed with a red cherry emulsion. Why not go the next gastronomic mile, order truffle risotto and top it with the richness of foie gras and it’s truly a quick road to heaven? Apart from the prepared chafing dishes which invite selfselection, a whole gamut of dishes are cooked to order and served at your table. (Present the chef with one of the numbered cards on your table and it will appear a short time later).
Quite honestly, you name a gastronomic favourite and it’s here! Have I mentioned the Indian tandoori kitchen yet, or the pizzas, pasta or Chinese station with its dim sum and Peking duck pancakes served with a selection of Chinese pickled vegetables. We hadn’t eaten this delicacy for years and it didn’t disappoint; the duck was so tender it melted in the mouth while the crispy, sweet skin was sensational. Save room for dessert. Walk out into Mantra’s cool bar where the desserts have been laid. Just the sight of it will lead to waist-band widening! Evocative chocolate aromas attract as you step through door and there, centre stage, are not one but two (white and dark) chocolate fountains. Spear a fruit from the luxury assortment including strawberries, pineapple, blueberries, and raspberries and hold it under your chosen molten chocolate creating your own dream dessert. The whole room is a sugarista's reverie loaded with ice cream, mousses, crumbles, custards, pies and tartlettes all tantilisingly displayed and awaiting your selection. So indulge: pick a pre-dessert, a post dessert and spoil yourself with the sweetest finale to Mantra’s magnificent brunch. To sum up, Mantra is a world-class gourmet destination offering so many gastronomic multiple choices it will have you visiting time and again. MoMo Café at Courtyard by Marriott South Pattaya All-Day Global Dining Courtyard by Marriott is the sister brand of the 5-star titanic hospitality conglomerate, Marriott International. The Courtyard branding was introduced to provide business travellers with 4-star accommodation with emphasis on comfort, services and amenities. We loved it. We were drinking the house Sauvignon Blanc from the vineyards of Hugo Casanova in Chile at B.300 per glass. More soups are available on the a la carte menu offering two Thai soups either Tom Yam or Tom Kha (both B.150) with the options of including chicken, seafood or prawns. Our second dish to hit the table was a signature of the kitchen and one of Chef Jackie’s innovative recipes, Quesadilla with prawns. Again, the kitchen’s
twist served this popular flour tortilla “open” or flat and not folded as is usually the case. Loaded with cheese and spinach spiced with jalapeno and then smothered in prawns it worked exceedingly well. The daily menu offers this signature Mexican dish with a whole host of additional extras to make your bespoke quesadilla your own. With the basic tortilla priced at B.190, extra toppings such as anchovies, salami, pepperoni, bacon, pineapple and more are only B.30 to B.40 per serving. Each day there is a special and on the night we visited it was a salmon fusion served in a green curry sauce with noodles. This popular curry is such an adaptable sauce it makes friends easily with Western elements. Burgers and sandwiches especially the house MoMo Burger and signature club sandwich are popular sellers here along with the chicken satay, and spring rolls. Voodoo wings (spicy chicken wings with cucumber sticks and a blue cheese dip (B.180) are also much ordered items along with baked potatoes topped with cheese gratinee and a variety of toppings. The Thai menu is interesting and either authentic or devised with MoMo flourishes, for example Pla Salmon Tod which presents crispy fried salmon with lemongrass and a roasted chili paste dressing or Som Tam Thai with grilled prawns or marinated chicken. Other favourite dishes include Khao Phad, Pla Jian Nam Dang (steamed sea bass in ginger, soy sauce and sesame oil (B.320). To conclude our chef’s tasting menu our dessert was then served. Little did they know at that time that the world economic crisis was just around the corner, and you would have thought that was the end of Thailand’s ‘Dream Run’ on escalating land prices. But did we see land prices go down? No! Did we see land prices level out? No! In fact, land prices haven’t missed a beat over the last 12 years and all indications are that prices will continue going up! Yes, the Pattaya area has been experiencing a steady increase in residential and commercial development which is exerting upward pressure on land prices.
The continuing condominium building frenzy has brought the area a good number of new condominium buildings as well as residential housing developments, both of which have experienced positive sales in the past, thus continuing to make vacant land prices go even higher. The construction and development momentum found throughout Pattaya and the entire Eastern Seaboard seems to magically keep its momentum in one sector or another within the residential and hotel/resort industries. We have seen housing development go up and down and go east and now south. We have seen the condo market go from large luxury sizes to very small units. We have seen the hospitality sector first going through a phase of serviced apartments and then into a full-blown hotel boom. We have seen buyers plunking down the British pound (from
2003 to 2008), and then it was the Thai baht, and the Russian ruble, and now we are seeing cashready mainland Chinese with lots of yuan to invest in residential properties and hotels/resorts. This great rise in foreign investment and vacant land pricing over the past decade or more has occurred in spite of the civil disturbances, red shirts/yellow shirts, SARS, terrorists in the south, massive flooding, military coup and take over and even the tsunami! These major events have given way to an even more powerful influence…the strategic planning and financial support being made by the Thai government within the Pattaya-Eastern Seaboard area’s industrial and tourism sector, which is teeming with signs of progress. The modern Suvarnabhumi Airport is ten times larger than Bangkok’s Don Muang airport, only an hour plus from Pattaya and it is one of the larger airports in the world.

Why now? Looking back just a few years in and around the greater Pattaya area will help you understand how land prices have arrived at this point… and just where land prices are heading. Today in the Jomtien Beach area, they are selling land parcels on Beach Road for a minimum 70 to 80 million baht a rai for 10 to 25 rai parcels with a couple small (less than a rai) parcels in the busiest part of Jomtien Beach and on Beach Road going for over 100 million baht a rai. Back in 2011, a 19-rai parcel directly on Jomtien Beach Road sold for about 25 million baht per rai. Back in 2011 those land parcels that were selling for around 20 to 25 million baht per rai then had more than doubled in price in just a few years since 2006! That’s more than a 500 percent increase from 2006 to 2015, and

we are already seeing much higher asking prices because, quite frankly, we are running out of beachfront land parcels! Going south from Pattaya along the sea and in the interior such as Huay Yai is where so much development has begun. Several luxury housing developments featuring beachfronts are priced as high as 128 million baht (Baan Talay Thewa). That’s over 3 million U.S. dollars! As a result of developments like this, there is purchasing and building activity all the way down to the Bangsaray Beach area and up into the Bangsarey Hills. Land parcel prices have risen in the Na Jomtien-Bangsaray Beach area and at a good rate of increase as well, with very few beachfront land plots still available. Another outstanding area to watch very closely is just east of Bangsaray Beach, the Buddha Mountain and Buraran Hills areas with the Silver Lake Vineyards and Winery leading the way to unprecedented growth. Gorgeous sea-view properties in the Bangsarey Hills area that were selling as low as 250,000 baht per rai around 1997 started their rise to about 350,000 baht in 2003, 600,000 baht in 2004, and by April 2006 as high as 1 to 1.5 million baht, and in 2011 for about 2 to 2.5 million baht a rai-doubling or tripling every couple of years. Prices are even higher today with one rai plots now selling in the Basngsarey Hills and Silverlake areas for around 3 to 6 million baht depending on the number of rai in the parcel. Yes Pattaya-area land prices have not stopped climbing for a single minute with the Buraran Hills and Silverlake areas being two of the great success stories here on the Eastern Seaboard. In spite of everything from the tsunami to last year’s military takeover, the PattayaEastern Seaboard area is enjoying unprecedented increases in land prices, and everything points to continued robust interest from abroad, making foreign investment in vacant land extremely attractive. Yes, land prices are definitely ‘On the Move’ and Pattaya’s land prices are no longer ‘Dirt Cheap’! Now that’s an investment you can bet on!

Divorce in Thailand What is the difference between a contested and uncontested divorce in Thailand? Uncontested divorce is the termination of marriage by mutual consent. Contested divorce is when one or both spouses do not agree with the terms of the separation or have broken the marriage agreement. While a couple may agree to divorce, things could become complicated and can be contested when it comes to some important conjugal matters such as child custody and sharing of properties. What are grounds for divorce? - One spouse has committed adultery - One spouse is guilty of misconduct - One spouse has seriously harmed or tortured the body or mind of the other - One spouse has deserted the other for more than 1 year - One spouse has been imprisoned for more than 1 year - The spouses have voluntarily lived separately for more than 3 years - One spouse has disappeared for more than 3 years - One spouse has failed to give proper maintenance and support to the other - One spouse has been an insane person for more than 3 years continuously and such insanity is hardly curable so that the continuance of marriage cannot be expected - One spouse has broken a bond of good behavior executed by him or her - One spouse is suffering from a communicable and dangerous incurable disease and may cause injury to the other - One spouse has a physical disadvantage so as to be permanently unable to cohabit as husband and wife What are the advantages of uncontested divorce in Thailand? The procedure is typically faster and cheaper as there is no need for a representation in court while preserving both parties’ privacy. There is less emotional stress involved to both parties, as well as to their children and respective families as it enables the couple to end their marriage in a civilized manner. You lose control of the divorce process once the matter is turned over to a judge to decide. The judge may come up with an arrangement that neither of you will be comfortable with. He may also come up with a property settlement where you lose things that were more valuable to you. How do we file an uncontested divorce in Thailand? Uncontested divorce is possible only if the couple has no disagreements over children or property. Filing for uncontested divorce is as simple as registering your marriage and the process can be completed in one day at the local

district office. There is no need to have a ground for divorce. The couple’s mutual decision to end the marriage is enough. This must be made in writing with at least two witnesses. Relevant documents shall be presented, proper forms must be completed, and important questions must be answered, then a divorce certificate will be issued by the registrar office. This type of divorce only applies if the couple is married in Thailand. Marriages outside the Thai jurisdiction who wish to file for a divorce in Thailand shall have to go through the court system. What must our divorce agreement contain? A settlement or divorce agreement contains provisions regarding the terms of sharing of assets, child custody and support, alimony, and other important matters. It is recommended that you decide these matters beforehand and formalize them in a divorce contract. This will guarantee that there are no disagreements before you go to the registration office. The details of the divorce conditions shall be specified in the divorce registration. In case of uncontested divorce, can my lawyer appear on my behalf? No. Each party must be physically present before the officer to make a personal declaration of their intention to divorce. Who shall determine the concerns regarding maintenance of children upon divorce? In the case of divorce by mutual consent, an arrangement shall be made and contained in the agreement of divorce as to who–both or either spouse–will contribute to the maintenance of the children and the amount of such contribution. In the case of divorce by judgment of the court or in case the agreement of divorce contains no provisions concerning the maintenance of the children, the determination shall be made by the court. How will marital property and debts be shared between the parties? Marital property is anything acquired during the course of marriage by way of gift, purchase, or inheritance. Personal property is anything acquired before the marriage. When a couple divorces in Thailand, all marital property is divided equally, and personal property remains that of each individual. If both parties agree to the terms then the proceedings are not complicated. However, if the couple cannot agreeably settle the property distribution issues, the court will have to resolve the issues based on Thai laws. Common debts incurred shall be of equal liability between the couple upon termination of the marriage. When does a contested and uncontested divorce case take effect? In a case where a marriage has been registered according to law, divorce by mutual consent takes effect from the time of registration. If all documentation is in order, the divorce can be completed and registered in one day. Divorce by judgment of the court takes effect on and from the time when the judgment becomes final, however, such judgment may not be set up to the prejudice to the rights of third persons acting in good faith unless the divorce has been registered. Is it possible to change from a contested to uncontested divorce? Yes. The filing party or both parties may withdraw the contested divorce case anytime and file an uncontested divorce instead.
With the likelihood of only a very gradual increase in the historically low interest rates of many developed economies, deposit account holders are, in many cases, receiving a rate less than half that of inflation! Watching the value of your money slowly depreciate is a wearing process. There is a huge variety of alternative options available, but sorting the financial wheat from the chaff is no mean feat. Most of us are looking for a low risk, reasonable return. Doesn’t sound too difficult, does it? Nonetheless, the fact is that consistent, worthwhile returns with a low risk profile are few and far between. The problem is that, in most cases, in order to achieve better rates, the traditional school of thought says one needs to move away from the alleged safety of bank deposits, all the way to equities (shares), with sovereign and corporate bonds being somewhere between the two, offering a less volatile alternative, but with, historically, much lower potential returns. Rather than direct investment in equities, there are managed funds that spread their exposure across a variety of shares, with the intention of smoothing out the bumps along the way, the better of these offerings have fared well. Not only are there ‘managed’ funds that are spread across the equity sectors and markets, there are also similarly managed propositions that are referred to as ‘multi-asset’ funds that hold selected worldwide equities, fixed interest, alternative investments and cash, where necessary. The various assets held by these funds provide a broadening of the investment, further reducing the risk profile. It has always been accepted wisdom that if you hold onto to ‘blue chip’ stock for 10 years, you could be assured of a good return on your capital, whether or not you bought at a peak and/or sold in a trough. There is still some truth in that maxim despite the mayhem that’s prevailed in the world’s financial system over the last six or seven years. For example, if you look at London’s FTSE 100 index, on the February 24, 2005 the index was at: 4,972.10. As of February 24, 2015, it stands at: 6,912.16. All this is fine as long as you don’t need income, above dividends, throughout the 10 years and you can cope with the interim fluctuations of the share prices. Nonetheless it has to be said, for long-term capital growth, quality equities have an important place. Since the upheaval in the world’s financial system, fund managers have also had to come up with real alternatives for the millions of people looking for decent growth and/or income from their capital. This has resulted in funds that are linked to sectors where demand far exceeds supply, into the middle distance. Such funds mushroomed out of enterprise and necessity and have provided a stable, worthwhile investment for many throughout the general market turmoil that has existed over recent years. Unconnected to the stock markets and benefitting from increasing demand from their particular sectors, many of these offerings have been a real boon to those of us partially, or wholly dependent on growth and/ or income from capital. Camillian Home launches its first online store Local charity Camillian Home for Children Living with Disabilities has launched an online store, “A Little Something Shop”, selling handicrafts and accessories made by the children and daycare families. All funds raised go directly to supporting the school, daycare and orphanage for disadvantaged children living with disabilities and serious illness. “Our Camillian Home children, caregivers and staff members have been busy creating artworks, crafts, knitwear and much more to try and raise much needed funds for the Camillian Home. Every item you see on this page has been made with love and care,” says Kannika Tumma, communication development.
The project is part of the vocational training that the children and caregivers receive at Camillian Home all free of charge. These life skills are meant to give them a sense of purpose and accomplishment as well as equipping them with a means of sustaining themselves. For each item that is sold, the child or adult who made the item by hand will receive a commission with the rest going to the Home to cover costs of food, education, therapy, electricity and other expenses that are used to keep the Home running. Youth Focus Chinese New Year Activity Day Spring Festival, widely known as Chinese New Year (or Chinese Lunar New Year), is the most important traditional festival, and most important celebration for Chinese families in China and throughout the world. This year it commenced on the 19th of February, and it was celebrated with true Chinese panache and ethnicity at Phoenix Wittaya School. This is an important date on our school calendar, as Chinese is one of the languages offered at our school, in addition to our premium English Programme. Students of all ages took part in a wonderful show to mark this very special and auspicious occasion. The show consisted of many Chinesethemed routines. These included the dragon dance,
Chinese songs and dances, and a Shaolin Kung Fu display, all performed by the students. Our Thai female teachers also contributed their part of the show with two fantastic dance routines – all wearing stylish traditional Chinese dresses. They were spectacular! The participation of the Chinese teacher at the school also added greatly to the occasion.
A lot of preparation, as with all such events at Phoenix, went into the show. Practice makes perfect, and the students did themselves proud. Such occasions gives them great confidence and self-esteem. The students learnt a great deal about the rich culture that China has

With staff, teachers and students all dressed in traditional Chinese apparel, this Chinese New Year (The Year of the Goat) was celebrated with style and with fun at Phoenix. The stage and fronting area were beautifully decorated with bright red Chinese lanterns and dĂŠcor. This created a real ethnic and festive atmosphere. With Chinesethemed food and refreshments at hand, everybody had a great time. Chinese New Year was an informative, wonderful, and fun day for our students here at Phoenix Wittaya School. Heads for a Day A Primary and Secondary student from Garden International School (GIS) became bosses for a day after winning the prize in our Christmas Fun Day raffle. Amritha, a Year 5 student, became Head of Primary. She sat in on some meetings, solved a few problems and generally ran Primary brilliantly for the day. In Secondary, Shaniya, from Year 9, replaced Mr Ball as Head of Secondary. She led the morning briefing to teachers on Monday, then set about taking on other challenges, such as helping decide how to give the Prefects a bigger profile in school and what

Youth Focus You’re Lucky to have a Job, So Stop your Moaning

One of the things I have noticed about working for Mooltripakdee International School is that there is no common staffroom that the foreign teachers use as a general work area. In other schools that I have worked in Thailand, we had a common staffroom for most teachers. This was mainly because most of the teachers were subject teachers and not homeroom teachers. We spend nearly all our time in our classrooms. I find that it is more beneficial
for me not to be in a common staffroom, as shall be made evident in the following paragraphs. I have been teaching in Thailand since 2003. In all this time I have generally had very positive working experiences. I have always been a teacher in this country. I have taught in a variety of schools whilst I have been working here. However, human nature being what it is, I have come across lots of negativity from other foreigners working in this country. Whether it is teachers complaining about the school, administration, teachers or pupils, Thais or Thai culture, such negativity has a deleterious effect on one’s morale and is not conducive to a positive working environment.
Some people might say, ignore it and just get on with your job. My response to that is that ‘Evil prospers when good people do nothing’. Who is responsible for creating a positive working environment, with no or minimal complaints? Would that be the owner of the school? No. Would that be the school administration? No. Would that be the teachers and students in the school? No. Individually, no. As a group and a community, collectively, the answer is a resounding YES. Everyone has to do their bit to create a positive working environment. There is talking about people behind other people’s backs. There is nastiness and complaints about this, that and the other. There is disgruntlement and there are disagreements. Most of these have been perpetrated in
unprofessional behavior which leads to bad reputations for the school in the long run. Then there is constructive criticism. Here we see an issue being brought forward in a spirit of trying to help out the school in a constructive way, and done professionally. Instead of talking negatively about any staff member behind their backs, people should have the courage to confront the issue head on with that staff
member in a friendly, positive and constructive way. I consider myself to be privileged to be living and working in Thailand as a teacher. Here at MIS, the administration has always been helpful and supportive of me in my time at this school. I have no complaints to make. If other people choose to be negative about the school, they are only damaging their own careers and making it difficult
Shaping the future of International Education Last week Tara Pattana International School (TPIS) learned that they had been accepted as members of the Council for International Schools (CIS), and received a detailed written report from the visiting accreditation officer. CIS is the principal and most respected accrediting group in the world with a membership of over 600 schools in 120 countries. Late last month, TPIS hosted a visit from Chris Green, an experienced CIS accreditation officer, who flew into Thailand from the Netherlands, and who, over the past few years, has inspected international schools all over the world. She conducted a very thorough and rigorous review of all aspects of the school's operation against agreed international standards.
These included the school guiding statements, teaching and learning, governance and leadership, school culture and access to learning, teaching faculty and support staff, school support services and operational systems. Many parents, governors, teachers, support staff and even the school student council were interviewed and all classrooms were visited. In her report to the school, Chris Green praised school owners Eric He and May Sripathurat for their shrewd and generous investment in Tara Pattana and for helping to make all the stakeholders in the school feel valued and part of the TPIS project. The school owners were also commended for the open and transparent relationships they have developed with the governing body, head
teacher, parents and staff, an accolade she felt few international school owners could match. She remarked that our buildings and facilities were first rate and that the school was on a very sound financial basis. The accreditation officer felt the school curriculum was well designed, well implemented and that there was clear, progressive and comprehensive planning throughout the school which was used and understood by all staff. Tara Pattana was congratulated on having a challenging academic focus. The accreditation officer felt that the students were in “solid care” and that children’s learning and their general progress in the school were very good. She congratulated the school on having already introduced the best and most up to date
practices and procedures from the new British National curriculum. She was particularly impressed with the small class sizes and the individual care that children received to support their learning and praised our computer based, ongoing assessment and moderation practices for being able to precisely track each child’s individual progress. Our staff appraisal system, which regularly allows us to evaluate the standard of teaching in the school and the professionalism of the teaching staff, was also described as excellent. The CIS accreditation officer felt that TPIS had made excellent progress in already constituting a fully functioning governing body which has worked to support the work of the school for the past two years and she praised the collegiate leadership role that the governors played in the school. Our policy manual, which contains all the procedures staff have to follow in every aspect of the running of the school, was described as “fabulous” and the our school development and improvement plans, which detail the paths, procedures and practices that
the school intends to follow to continue to maintain its excellent development, were seen as exceptional. The accreditation officer particularly praised our child protection policy and special needs practices in particular, commenting that few schools that she has seen have such coherent and comprehensive policies which were actually being implemented in practice in the school. Chris Green said our caring and inclusive school culture was very well established and that it was evident that all the children
to effect a positive, collegiate atmosphere where everyone is productive, professional and adult about matters. My last comment to foreigners living and working (or just holidaying) in Thailand is if you continually moan and complain about Thais or Thailand, get out of the country. Thank you. Winning by a stroke in medal play at Greenwood, by four stableford points at Bang Pakong, and leaving Les Cobban in the dust on a count-back at Treasure Hill. Greenwood B & C – Medal Greenwood bills itself as “The Eastern Home of Golf in Thailand”, and is certainly one of the loveliest courses in this area. On this day it was in perfect nick with green fairways, and the greens running true. A perfect setting for the 25 Bunker Boys that made the trip.
Medal play always seems to help focus our players but, unfortunately, none of the crew covered their handicap. The best net score being a 73 in both flights. John Hughes and Gez Williams had the best chance of covering until the wheels came off on the 13th (B4). John proceeds to knock his new yellow titleist into the narrowest stream on the course recording an 8, and Gez practicing his German nine on the same hole.
Norman who, with 41 pts, easily won A flight and made it back-to-back wins for the week. Keith always scores well here and is wishing he could take this course home with him. Tony Robbins came in second, four shots behind, with Geoff Parker finishing third with 36. B flight was dominated by Steve Drury shooting his handicap and scoring 36 pts. A distant second was Tom McDowell nosing out Tim Winder with 31. Tim gets the show position with 30.

Happy Chappy Is Sandy Two buses were loaded and left The Growling Swan a little earlier than the scheduled 8:30 am departure time which was quite a surprise for this outfit of keen golfers. Welcomes were given to Russell Calcutt coming out of retirement and as nervous as an infidel in a mosque lest he win the coveted Compass Cap, Andrew Allen fresh from digging up funds from his backyard in Melbourne and Beau Roberts and Mark Pearson from Victoria, Australia. Why all these Victorians have departed that state is anybody’s guess. Glen Henrikson from Barrow Island off Western Australia was also given a warm hello. The weather was quite invigorating and under cloudy skies a nice breeze throughout the day intensified to about 30 knots as a distant storm was wending its way toward our position. The first group completed their round in four hours and 10 minutes managing to finish just seconds before the rain pelted down whilst all those behind got wet. PSC Tropical Golf from BJ’s Bar This year has been really weird on the golf front. I keep thinking the numbers playing are too high, but every time I think we are returning to reality we get a blip again. On this day we had the blip again and I had to break my limit of groups, but next week! So we had a slight reorganization and off we went with a few extra players. Soon at Greenwood we had a quick change and got to the first tee where we were told we were playing the B and C nines, not a bad nine but starting on C1 is always a bit tricky. On this day the normal strong wind was along so life was always going to be tricky. The course was normal at Greenwood, a bit rural but better in some respects for it. The fairways are a bit up and down, condition wise, but well playable, and the rough is as one would expect here. Now the greens were not bad and as usual were fine to put on, so on a windy day we had a great round. Round over, after waiting for all the groups to come in, it was into transport for the trip back to BJ’s where it was a late results show. With so many groups and the distance to the course it was no surprise we were a bit late, still better late than never. There is no reason I can see but every week one of the flights plays a blinder and the other plays much less well.

Last week the A flight were miles better than the B Flight, this week it was just the opposite. In the A flight the winner was Henry Wong with 33 points. In second was Bob Watson who was surprised to be second with 32 points. Then we had a count-back on 31 points that saw Colm Mullen in third, Richard Kubicki in fourth and Gerd Riedlar just missing out. But the A flight was won by Mick O’Brien with 37 points ahead of Tom McDowell in second with 35 points, Dave Cooper in third with 34 points and in fourth was Barry Elphick with 33 points. Local Sports A Very Pleasant Valley Day for Landis by Derek Brook This Friday the Tropical Golf Group gathered at BJ’s Holiday Lodge in preparation for the trek out to Pleasant
Valley. It’s been quite a while since we’ve played this course. Some were trying to remember the course layout while others were wondering what the
conditions would be like after the nearby PSC Monthly was rained out the day before. Pleasant Valley is one of the shorter courses, but tight fairways and numerous water hazards, including many forced tee carries, make the course challenging. Nerves of steel on the tee can make or break a round, and rumor has it the drink stops were doing a brisk business selling used golf balls, with many soon returning to the hazards from whence they came. If that didn’t make the course challenging enough, the on and off again rain on the back nine bested all but the most determined golfers. Still, the rain finally stopped for good and the scores trickled in. When the counting was done one golfer stood head,
shoulders, and an extension ladder above the rest. Landis Brooks (9) posted an incredible 43 points – a full eight strokes ahead of the nearest competition! On a tough course, under tough conditions, Landis shot 74 off the stick. Take a bow Landis! No one lost sleep that night thinking if they made one more putt they’d take first place. Further down, the mere mortals had a three way countback all at 35 points. When all the tie-breaking was done it was Takeshi Hakozaki (13) over Mike O’Brien (22), followed by Graham Buckingham (22). Christian Wins Again! Once more the weather was perfect and another later start meant a bit of a sleep in but poor old Ken Hole missed the turn off and by the time he did get off Number 7 he encountered some really bad traffic and decided to head for home. Nonetheless we had a healthy group and although the course was quite busy our first group teed off right on time at 10:35 am. The course was looking very good with the greens a bit slower than normal but all conditions were excellent and the round was finished in just over four hours. Once again it was Christian Boysen who led the way and captured first place with a fine 38 points and veteran Ted Morris came second one point further back. Our old friend Takeshi Hakozaki was third on 36 points and Andrew Woodall finished fourth with 35 points. We had a fabulous turnout for our second “Fridays at Phoenix” competition with 12 groups on the starting sheet and a late tee time of 11:52 am seemed to suit many of them. Lakes and Ocean were once more the allocated nines and the first group teed off on Lakes 1 just about right on time. There was apparently a rain forecast but fortunately it stayed away from Phoenix and
with two golfers on 36 points it was Gary Williams (25 point back nine) who edged out Jim Lanzo (23 point back nine). Samorn Tanamsri finished fourth with 34 points and another count-back saw Maurice Goyons (17 point back nine) grab fifth place from Nick Shaw (16 point back nine) with both on 33 points. You & Your Pets Sharing affection with your pet is a positive trait A healthy measure of clinginess and over protectiveness could be advantageous when rearing dogs and cats. A survey of more than 1,000 pet owners analyzed key personality traits and nurturing styles of people who identified as a "cat person," a "dog person," "both" or "neither." Those who expressed the greatest affection for their pets also rated among the most conscientious and neurotic, suggesting that the qualities that make for overbearing parents might work better for our domesticated canine and feline companions, who tend to require lifelong parenting. The research from UC Berkeley and California State University, East Bay, indicated that higher levels of neuroticism are associated with affection and anxious attachment, suggesting that people who score higher on that dimension may have high levels of affection and dependence on their pets, which may be a good thing for pets. The results echo those of a 2010 study by University of Texas psychologist Sam Gosling, a UC Berkeley graduate, which showed dog owners to be more extroverted, but less open to new experiences, and cat owners to be more neurotic, but also more creative and adventurous. Nearly 40 percent of both male and female pet owners of all said they liked dogs and cats equally, while 38 percent identified as dog people and 19 percent as cat people. A mere 3 percent favored neither. The questionnaire was based on both human and animal attachment assessments, including one that measures the "Big Five" overarching human characteristics (openness, conscientiousness, extraversion, agreeableness and neuroticism). People who score high on anxious attachment tend to need more
reassurance from the objects of their affection, and in the survey those tended to be younger people who chose a cat as a favorite pet. Conversely, people who rate highly on avoidant attachment, which refers to a less affectionate and more withdrawn temperament -- and can inspire such rejoinders as "commitment-phobe" in romantic relationships -- are much less needy. Both dog and cat lovers scored low on avoidant attachment, suggesting both personality types enjoy close relationships with their pets. Researchers hypothesized that more attentive and affectionate pet owners would receive higher affection scores and lower avoidant attachment scores, as higher levels of avoidant attachment would suggest distancing behaviors between the individual and their pet.

Splash and Dexter
This friendly pair loves to play together as you can see in the photo. Splash came to us with two kittens which have already been re-homed and Dexter arrived last year after being found in a garden when he was just a tiny kitten. A new home together would be great.
Tansy
Tansy is our meet and greet cat, he is always the first at the gate when people come to visit. He has to have his eyes cleaned every day after some surgery that he received when he was just a tiny kitten. As you can see, his favorite hobby is eating.
Minstral
This lovely, fun-packed kitten is now just about 12 weeks old. He came from a local temple and has been quite poorly since he came to us in December. As you can see, he is fit and well now and bursting with energy. He is also a very loving boy who enjoys a cuddle.
Vaccine
When your pet was born, he or she received protection from many diseases from antibodies passed in his mother's milk. These antibodies dissipated by the time he was about three months old, leaving his immune system vulnerable. That's where you come in. It is recommended that cats receive a three-in-one vaccine that protects against feline calicivirus, rhinotracheitis and panleukopenia, as well as a rabies vaccination. Ask your vet if vaccinations for feline leukemia, chlamydia, feline infectious peritonitis and ringworm are recommended for your kitten. Dogs should receive a five-in-one

If your cats seem aloof and not interested in what you're saying, relax. They're probably just playing it cool. It's part of their stoic demeanor, their DNA, their instinct for survival, according to research at the University of Tokyo. My cats, however, pay attention to me and clearly understand certain things. When a crowd of them gathers at a door to ask if they can enter the room I'm in, and I invite only one of them, that's the cat that comes in, even if he has to push through the crowd. The others hold back. Most of them seem to know their names, too. When I call a specific cat, that's the one who comes to me. If this seems improbable, it would be if I weren't so closely bonded to them. It's a result of paying attention to them, responding to their efforts to communicate and acknowledging them as individuals.
