UK expats to keep personal allowance
T
he UK government has confirmed the continued availability of UK personal allowances for expats until April 2017 at least. Moreover, the taxfree personal allowance for all will increase to 10,600 pounds from next month. This is welcome news for the five million Brits who live abroad and were fearful, following a statement in the British budget last year, that non-residents would start paying income tax from the first pound of their income. The issue has been very sensitive in Thailand which has about 70,000 British expats living here most or all of the year, many retired people living on fixed incomes or state pensions. They stood to lose at least 2,000 pounds a year, if tax relief had been abolished, or 4,000 pounds for a married couple.

The British government now states, “Last year the government launched a consultation on whether or not to restrict the income tax personal allowance for non-residents. Whilst the government believes there is a strong rationale for doing this, it recognizes it is a complex change for both employers and individuals who may be affected. The government will continue to discuss implementation of this change with stakeholders. Should the government decide to proceed, a more detailed consultation will be undertaken. No change will come into effect before April 2017.” Tax specialists say that the government has backed down, at least for now, because there are too many categories of expats to fit a one-size-fits-all solution. Helipad rapists arrested Four alleged gang members have been arrested following the rape of an 18-year-old woman at a Pattaya helipad. The gang members, aged from 17 to 20, grabbed the woman and her boyfriend, holding a facial-foam tube to the boyfriend’s face as other gang members dragged her to a wood where she was raped. After the attack, it is alleged that the violators stole 4,000 baht from the couple before fleeing on motorbikes. Police said cases like this harmed the tourist image of Pattaya and promptly distributed sketches of the suspects who were apprehended in Nonthaburi following a tip-off from a worthy member of the public. The suspects were paraded in front of a press conference before being formally charged and jailed pending their trial. The oldest suspect Suchart Polpao, 20, admitted the rape but disclaimed any responsibility for the missing cash.
Fake police Three farang harass reporter attacked in
the street
Tiwakorn Kritmanee, 25 and a reporter for a local newspaper, has complained officially to the police after a fake cop claimed that Tiwakorn was in possession of illegal drugs which he had tried to throw away when challenged. However, it transpired at the scene that the accuser was simply a traffic volunteer posing as a real policeman. When challenged, the fraudster changed his tune and said the drugs might well belong to somebody else, but the unsavory business is now being investigated by proper police authorities. There have been several recent reports about fake police officers trying to extort cash from both Thais and foreigners.
Three foreign men were set upon by a large group of Thai teens after emerging from a drinking den and entertainment palace on Soi Buakhao. A waiter told police that there was a language problem outside the licensed premises which led to miscommunication and violence. The three farang fortunately were not seriously wounded and police are currently examining CCTV evidence, if any, in an attempt to put names to faces.
Yakuza gang guy nabbed Following a request from the Japanese embassy, local police arrested Japanese Yakuza member Shin-iji Nakata at a Pattaya condo. The gang is alleged to have organized a boiler-room scam in
which people were duped by phone calls inviting them to purchase bonds worth about 22 million baht. Arrest warrants were issued and, so far, 20 members have been caught by police. Nakata
Italian man dies in flat
Staff at a Soi Arunotai, Pattaya, condominium broke into a room on the third floor after hearing about a very foul odor coming from inside. Italian national Antonio Cavaliere, 76, was lying on his bed and had been in as deceased state for several days. There was considerable vomit and other waste in the bathroom and investigators are working on the theory he had a fatal disease. There was no sign of violence in the room and police added there were not any suspicious circumstances. The Italian embassy has been informed and an autopsy scheduled at the police hospital in Bangkok.

If the scheme had been introduced, the pensioners would have been worst hit.” Jon Preshaw, of the Chartered Institute of Taxation, said it was good news as the proposals would have made the tax system unduly
complicated. He added that many expat pensioners are already hit by the freezing of the old age pension without the annual increase which UK residents enjoy. Many Pattaya-based British retirees say they are much relieved by the government announcement. “Seeing my income dramatically shrink would have meant I would have needed to go back to the UK where I could claim various benefits,” said 72-year-old Andrew Littleton. “Living in Thailand is more expensive
than it used to be, especially if you fall ill, and the British government should be supporting rather than penalizing us to stay abroad.” In separate developments, the UK government is planning to charge capital gains on British property sold by non-residents from April 2015. But children will benefit from reforms to air passenger duty which is being scrapped for under-12s this year and for all children under 16 from next year. However, to enjoy the benefit, they must be flying economy class.

The only place we know is the large Boots in the Royal Garden Plaza. Smaller pharmacies in town don’t seem to stock them. Clothes a no-no International companies such as Amazon won’t ship clothes to Thailand because of Thai import regulations which means an individual can’t obtain certain commodities such as what you wear. Some companies might agree to ship to you, but there’s a risk of impounding at Thai customs.
The Bureau of Social Development held an activity at Naklua old market to try and improve the quality of life for the area’s slum families, especially the children. There were talks about free educational opportunities and discussions about how officers and volunteers of the Bureau could help the families by informing them about social services operated by the local authority.
Adam Morris, a UK passport holder aged 39, was on his first trip to Thailand when he left his wallet at a store in Soi Photisarn, North Pattaya. He returned to the shop house on discovering his carelessness and discovered that the owner Phetnoi, 47, had already handed in the lost property at the police station. Morris later made a modest donation to the Good Samaritan. In the wallet were 55,000 baht, 4,950 rupees, a credit card and some personal data.
New highway planned by 2019 The new, 32-kilometer Pattaya to Map Ta Phut highway is scheduled to be open in 2019 following the Department of Highways’ opening of the bidding contest. The electronic auction bidding process should be finished by June this year with construction beginning soon afterwards. Chusak Gaywee, director-general of the Department of Highways, said the construction would be funded from collected tolls which
meant that there was no significant budgetary problem to delay the work. The total cost is estimated at 14 billion baht, including the cost of land expropriation. The four-lane highway will stretch from the Pattaya to Rayong highway, route 36, at its intersection with the Chonburi to Pattaya highway, passing Banglamung and Sattahip districts before reaching Ban Chang, near Rayong, where it
will adjoin highway three, Sukhumvit Road. It was also announced that the 51-kilometer Chonburi to Pattaya motorway is undergoing improvements which should be finished by the end of this year. A new toll plaza will then collect fees from all traffic entering or leaving Pattaya via the motorway to Chonburi which is free at the moment.
Funeral held for Thanapat Hengtrakul
Call Centre hears residents’ complaints
Funeral rights were held at Chaimongkol temple following the death from liver cancer of Thanapat Hengtrakul at the early age of 34. He was the son of Chanyut Hengtrakul, the local media mogul, and was the manager of Wannasiri Village. Thanapat’s disease was diagnosed only in its final stages. Many distinguished guests attended the funeral including former Chonburi parliamentary representative Sontaya Kunplome.
Pattaya Call Centre, run by the local authority, met representatives from 10 communities in the Pattaya area to hear about their problems including broken water pipes and water shortages, trees and poles toppling over, wires left hanging in public places, garbage everywhere and ongoing traffic snarl-ups. Centre staff said they would prepare a plan to help develop the communities and make them safer.

Cycling so good for you
City Hall and the local tourist board sponsored the first Pattaya Bike for Life on March 1. The idea was to promote Pattaya tourism and to encourage pedal bike riding which is both healthy and beneficial to the environment. The route,
enjoyed by 2,000 cyclists, began at Chaiyapruek Road, Jomtien, and covered the area from Huay Yai to Mabrapachan Lake, also including Horseshoe Point, before doubling back to Jomtien.

News Diana Group Resort celebrates 12 years

The Press Association of Pattaya, led by president Amporn Saengkaew, hosted a party whose theme was to prepare for the advent of the ASEAN Economic Community at the year’s end. Led by managing director Sophin Thepjak, staff of the Diana Group attended a merit-making ceremony on the occasion of Diana Garden Resort’s 12th anniversary. The resort cost about 100 million baht to build and was officially opened in 2003 with 13 Lanna-style houses, a swimming pool and facilities for the physically handicapped.
Guests of honor included Pattaya Mayor Itthiphol Kunplome and district chief Chakorn Kanjanawatta. Reporters at the party wore the national costumes of the various ASEAN nations.
Youth Pattaya Windsurfing Cup
Lesbian union celebrated Pattaya council member Amnuaythanawit Sompongtham presided over the first round of the windsurfing competition designed especially for new and young wind surfers to gain experience. Some amongst the group could become national surfers in due course.
French currency tricksters arrested Although Thailand does not officially recognize gay relationships, Chanat Kannet, 32 and a former national softball player, made a marriage vow in Banglamung with Naruemol Mungha-ngern, 24, an office worker in Bangkok. They had met three years previously at university and both sets of parents accepted the relationship without hesitation. Both of the betrothed said it was their happiest day.
Drugs hidden in sneakers
Officers of the Transnational Crime Coordination Center, accompanied by a representative of the French embassy, arrested three French nationals who had allegedly been printing euro banknotes and selling them internationally. Police took away as evidence fake banknotes and tools such as ink, skimmer and a computer printer. The culprits had lived in Pattaya for two years and had married Thai women to make themselves look respectable. Suspect Camille Cinerelli, 30, said the group had most often manufactured 50 euro notes as these were the easiest to duplicate. He added that there was no shortage of customers on the Internet. The three men were accused of making fake money and smuggling illegal goods into the country.
Gold stealers still at large Police set up a checkpoint at Pattaya Park and stopped a man who was driving his motorbike at high speed. The police initially found nothing illegal but were suspicious of the detainee’s nervous manner, eventually finding crystal meth hidden in his sneakers. Chaiyot Promsnga, 42, claimed the drugs were for his sole use but police later found in his Jomtien room yet more drugs hidden under the television set. At this point the accused man said he had bought the illegal cargo from a middle-aged man in Naklua. Chaiyot was charged with possession of illegal substances for profit.
Following a raid on a gold shop in Nontaburi, which resulted in the theft of almost 800 valuable items worth about 14 million baht, four men fled the scene but were tracked down after a tip-off to a laborers’ encampment in Nongprue near Pattaya. Over 70 policemen visited the camp early in the morning of March 9, 2015 and did recover a few of the items. However, the ringleader Chai and his family managed to escape the dragnet and are believed to be in hiding elsewhere. Nonetheless two of the laborers were detained during the official visitation. Later that night, ringleader Chai was caught by police at a checkpoint.

Horseshoe Point Open 2015 The recently concluded Horseshoe Point Open 2015 was the first equestrian event of the year of the International Riding School and the 7th Show Jumping Qualifier for Thailand Championships 2014-2015. The three-day Show Jumping and Dressage competitions were held at Horseshoe Point Resort Pattaya. There were 15 equestrian clubs, over 100 horses, and over 250 entries in the event. It was a huge success in terms of turnout of competitors, but the most important part was the presence of entire families showing their support to the riding activities of their children. Equestrian is still in the developing stage in the Kingdom of Thailand, but with such number of competitors, the presence of the sponsors, and the full support of the families, this sport is headed in the right direction.

NPA Rice Cook-Off 2015 On Saturday, March 7, 2015, the Garden Lounge of Amari Pattaya became a hot bed of culinary competition with North Pattaya Alliance's inaugural Rice Cook-Off 2015. Six celebrity expat ladies, representing leading women's groups in Thailand, competed as a team against six hotel managers from NPA to prepare the tastiest rice dish and win the coveted title of Rice Cook-Off 2015 Champions. In a 30-minute action-packed cook-off, contestants had to select ingredients from the pantry, cook chicken fried rice and prepare a sweet surprise – mango sticky rice, plus stylishly display the dish. A panel of judges, consisting of North Pattaya hotel chefs, rated each dish on taste and presentation during a blind tasting. California Wine Tasting at Wolf Blass Wine Experience Havana Bar, Holiday Inn Pattaya at Amari Garden Pattaya Holiday Inn Pattaya in partnership with Independent Wine & Spirit (IWS) Thailand conducted its first wine tasting of year 2015, California Wine Tasting, at Havana Bar featuring wines from Beringer Vineyards. For only 890 baht net, wine connoisseurs experienced a wonderful selection of seven different kinds of wine, with the highlight of four wines from the California wine icon Beringer, matched with international cheeses and canapés created to complement the wines. The night we visited the restaurant was bustling with waiters and guests and alive with conversation and laughter. Immediately on exploring the scope of this buffet we were very impressed, not only with the scale of food on offer but also the quality of all the items. We started with the salad section: tabouleh, fattoush, babaganoush, Greek salad,
houmous (chick pea/ sesame seed/garlic paste) yoghurt and cucumber salads, tomatoes stuffed with tuna, capers and olives and much more all vied for our selection. We loved them all with special mention for the melitzanosalata (a garlicky charred aubergine dip) and the highly flavoured black olive tapenadeinspired Lebanese dish. Main courses feature couscous, with chicken or merguez sausage, mixed fish and prawns plus the paella, lasagna, and a myriad of delicious roasts and grilled meats. It’s a cornucopia of Mediterranean favourites. A whole host of cheeses and cold cuts also were tempting with a magnificent basket of freshly baked bread from Pullman’s in-house bakery. By now more people were arriving, friends, families, and couples with children all enjoying the casual ambiance and great value of this buffet. The dessert station is sweet-toothed nirvana offering so many delicate confections including Moroccan date pudding, halva, cinnamon oranges, sweet couscous and that famous Greek pastry, baklava. Apart from these culinary events, a full a la carte menu and extensive wine list are also available. This new wave hotel brings cosmopolitan refinement to Pattaya with its latter-day concept and its inventive restaurant where outof-the-box ideas are a constant and their prices kept lower with the inclusion of a bottle of wine and “net” pricing. The full warmth of Italian Hospitality in a casual, friendly ambiance
This 3-month-old trattoria has been causing a buzz in the Jomtien neighbourhood recently and after numerous recommendations we felt we had to visit on your behalf. Owned by Paulo, a native of Florence and a longtime resident of Thailand, this charming Italian eatery has gained an enviable following from his compatriots, visitors and residents of the Jada Condominium where it is located. A big terrace welcomes which on the night we visited was animated with happy diners enjoying the harvest from the glowing wood-fired pizza oven. Two levels of zoned seating are available inside where it is decked out in red checked tablecloths and the homey ambiance of a true Italian family pizzeria/ristorante. Tables can also be arranged in
the garden around the pool for a casual al fresco experience. Florentines love their pizzas and Paulo has created a menu representing only the very best. From the regular Margherita through Al Frutti di Mare to prosciutto-laden pies they are all traditional and authentic and of course, Paulo, previously a food importer, uses only the finest Italian products. We tried the house special: Quattro Amici (B.240) which was a glorious 55 cm wheel of scrumptious Italian ingredients topping a thick, rich tomato sauce. Bubbling premium Mozzarella sank into the sauce before being loaded with Milano salami, cooked ham, well-seasoned salsiccia (Italian sausage) and sweet, salty Parma ham. Amici is justifiably proud of their authentic pizza recipes recalling the good old days of teachings from his
uncle when Florentine pizzas were the pride of Tuscany with thinner and crispier crusts than the rest of Italy. Prices start at only B.180 and home delivery is also available. We then moved on to another house special, Antipasti Amici (B.200). As lovers of all Italian prosciutto we enjoyed immensely this platter of tasty, moist Salami Milano, first-rate Parma ham and a selection of cheeses including Parmigiano and Taleggio served with a basket of crisp pizza bread. Other starters include traditional Caprese, a quartet of bruschetta with artichokes and imported porcini mushrooms. A ristorante would not be a ristorante without homemade pasta. Kept admirably piccolo, the a la carte menu offers tortellini di carne, ravioli with ricotta and spinach and gnocchi, all are available with a choice of six sauces including butter and sage, Gorgonzola and bolognese with the restaurant's lasagna being much lauded. Daily specials offer some interesting alternatives and on the night we visited a Genovese, vongole, melanzane (an aubergine, Parmigiano baked dish) and Pirata were chef’s recommendations. We chose the pasta pirata, a seafood spaghetti dish purported to have been invented in the fishing village of Porto Santo Stefano along the Mediterranean coast. Bursting

with the flavours of mussels, clams, and squid and doused with lots of white wine with a dash of piquancy from the chili, it was a splendid dish. Secondi (main dishes) highlight beef sirloin steak (B.200), pork chops, cordon bleu, grilled Italian sausages, fritto misto and even fish n’ chips. We plumped for the chicken breast in a lemon/ white sauce which hit the spot perfectly. All main courses come served with French fries, spinach, green salad, mixed salad and potatoes boiled or mashed. With our dinner we were drinking the perfectly quaffable house wine at B.80 per glass; Paulo advised that they are in the process of completing a new wine list which will be available shortly. It’s very difficult not to indulge in one of Italy’s gorgeous desserts and we couldn’t leave without dipping our spoons into torta della nonna (Grandma’s cake). It is possible to visit Samed all year round but the best time is from October to May when the sea is calm and clear. You can travel to Koh Samed from Pattaya by bus, minivan or taxi to Banphe pier. From Bangkok, you can take a bus from Ekkamai Eastern Bus Terminal (Bangkok – Banphe route) or Mo Chit Bus Terminal which takes about 4 hours to the pier. Another option is to take a minivan, departing from Victory Monument to Banphe pier which takes about 3 hours.

The Aging of Skin Focusing scientifically on aging, various theories such as genetic program theory and genetic error accumulation theory exist. Moreover, the skin is vulnerable to aging through endogenous causes such as mental stress, malnutrition, and lack of exercise and proper rest, as well as external influences like dryness and UV rays. Natural Aging and Photoaging In particular, at locations frequently exposed to sunlight such as the face, nape of the neck, and back (top) of the hands, the skin tends to be rigid and to present with deep wrinkles and creases. UV rays are responsible for photoaging. On the other hand, aging at locations that are usually not exposed to sunlight, e.g. the abdomen or the buttocks are referred to as natural aging. In the case of natural aging, the functions of the skin generally degrade, resulting in shrinking and reduction of cells, leading to thinning of the skin. Contrarily, in the case of photoaging, the skin becomes thicker through lumps of elastin that accumulate. It is known that the reduction of female hormones with aging induces collagen to decrease, and consequently, the dermis becomes thinner and loses elasticity. The PT motorcar test drives usually start at the manufacturer's HQ: Honda at Soi Udom Suk, BMW All Seasons Place or Volvo Huamark. This time it's Ocean Marina, Pattaya. The state-ofthe-art yacht and powerboat heaven on Thailand's Eastern Seaboard, 15 minutes from Central Pattaya. Today is the official launch of the Azimut customer lounge and a sunset test cruise on the amazing 64-foot Azimut Flybridge. Azimuth (from Arabic alsumūt, meaning "the directions") – The horizontal angle measured clockwise between a celestial object and the northern point of the horizon as seen by the observer. Azimuth and altitude are the coordinates used to navigate with respect to the stars. The event kicksoff with speeches by Dr. Sunhavut Thamchuanviriya, group managing director, Master Group Corp subsidiary MGC Marine (Asia) Co., Ltd., the exclusive importer and distributor of Azimut Yachts and Itthiphol Kunplome, Pattaya city mayor. Followed by the ribbon cutting, cork
popping and pouring of chilled Moet & Chandon Champagne, photo session and inspection of the crimson, ultra chic Azimut Lounge sitting beside the Ocean Marina entrance. It's past five in the afternoon and embarkation time. The 64-foot (20-meter) sparkling white Azimut Flybridge 64 pleasure cruiser is moored at the far end of Ocean Marina's boat and yacht 'parking' comprising of 300 modern floating berths accommodating up to 180-foot/50-meter vessels like monohulls, catamarans and some trimarans. I look around the pier. No boats under 20-60 million baht. At the next berth there's the Azimut 46 Flybridge. Our Azimut 64 Flybridge is bigger, longer and a tad more expensive – 80 million baht. Here she is exuding Italian elegance and innovative naval architecture. The flowing lines encompass the deckhouse and the elevated flybridge with mirrored glass panels on the rollbar. The main deck includes a compact galley opposite a dinette just aft of the lower helm, then a saloon proper
a couple of steps down. Whatever you chose to indulge in this boat provides pleasure for any guest. At 17:30 the 2,300 horsepower twin Caterpillar diesel engines are fired up. The docklines casted off. We are underway. Slow ahead. 10 degrees starboard. Our captain on the Flybridge sets the course for Monkey Island off Bangsaray Bay. Full speed. The two CAT diesels provide impressive propulsion power. Almost 30 knots. On terra firma that would be 60 kph. On the waves the speed sensation is magnified. Plus the wind and the spray. This is pure power boating and Azimut Flybridge reaches 30 knots in 16 seconds flat. Up on the Flybridge on top of the enclosed, standard bridge below, that's where you wanna be. Azimut calls the flying bridge the “heart” of the 64. The open air helm station features excellent ergonomics, with a double seat and a height-adjustable steering wheel, the helm placed in the middle of the instrument panel to provide full control of the onboard instrumentation; joystick, nautical speed, RPM, compass, electronic chart, etc. Adjacent to the helm, a table and comfy settee and, of course a commanding panorama view. Here I am offered to take the helm as we are cruising at 20 knots. “You
can go 15 degrees starboard”. I can feel the smooth maneuverability as 14-metric-ton vessel turns easlily. The compass reads southeast. The helm experience is rewarding with instant throttle response at all speeds and crisp handling. I am told that the Azimut 64 can tackle any sea and weather conditions. The hull and structures have been designed striving for the best balance between traditional and innovative carbon fiber materials. But like all Azimuts, the 64 Flybridge is designed for one thing: Having a lot of fun on the water. This is strictly a boat for hedonists – not for Sunday fishing, or long-range cruising, or battling the elements like the stormy Cape Horn (although it's built to CE Class A standards, suitable for almost any weather and sea conditions). It's a luxury boat for leaving the dock after a leisurely breakfast al fresco, racing to a nearby island, having a swim or enjoying a gourmet lunch onboard. The 64 is a threecabin boat with a midships master suite and a twin-berth guest cabin on the starboard side. Five discrete air-conditioning zones in the interior give guests maximum control over their own comfort. Overall superb quality, interior design and thoughtful detailing including door handles to portholes.
As the shadows grow longer and the sun slowly dips into the Bay of Siam we are heading back to Ocean Marina and the Azimut Lounge. The new Azimut 64 certainly performs at sea. And with the level of onboard comfort she offers, from the superb master suite to the quality interior design, it looks like the Italian high-end yacht builder Azimut have a winner on its hands for the Kingdom's ultra high-net-worth individuals. Clearly reflecting the superb diversity of the travel and tourism products in Thailand and the Greater Mekong Subregion (GMS), the surge in participation by firsttime exhibitors meets the primary objective of the TTM+, viz., to help small- and medium-sized enterprises get cost-effective marketing exposure in a highly-competitive global environment. Now in its 14th year, Thailand’s largest annual B2B tourism and travel trade event will be held at the Exhibition Centre Hall, Impact Muang Thong Thani. It is the region’s leading trade show for Thailand and the GMS countries of Vietnam, Cambodia, Lao PDR., Myanmar and China (Kunming Province). As of March 3, 2015, a total of 258 registered exhibitors included mostly hotels and resorts. Thawatchai said, “We are focusing our promotion strategies towards new source markets where there is a strong interest in Thailand. New buyers from these markets will get a good opportunity to experience the Thai products. Legal & Expat Money Procedures for the Registration of Birth, Death, Marriage and Divorce by Magna Carta Law Office
Notification of Birth A birth occurring in Thailand is legally recognized under Thai Law only if it has been duly registered at the District Office. If one of the parents is not a Thai national, it is advisable to also report the birth of the child to their respective embassy, who will issue a consular report of birth abroad or a birth certificate. For birth taking place in the house, the host or the mother (or any assignee) must notify the local registrar within 15 days of the birth. For birth taking place outside the house, the father or the mother or the assignee must notify the registrar of the birth district or of a district convenient to the place of birth within 15 days to 30 days of the birth. The penalty for failing to do so is up to 1,000 baht. Documents required in making the notification of birth: A) The identification card of the host, or the father, or the mother B) The host’s copy of the house registration book C) Same as (A) with the assignee’s identification card as another option Notification of Death In Thailand, any death of a foreign national or a Thai citizen must be reported to the District Office or to the police within 24 hours. If a foreigner dies in an apartment or a hotel, the landlord or the hotel manager will be required to report the death with the deceased’s passport and death certificate, if available. The District Office or the police will, within seven days, inform the foreigner’s embassy of the death and the embassy will, in turn, notify the next of kin as soon as possible. If the person dies in a hospital, a death certificate will be issued by the doctor and the police will file a report. The body will be released to the family within two to three days if the cause
of death is without any complications. There shall be a delay in the release of the body if the cause of death is suspicious, or a criminal act is suspected, because an autopsy will have to be performed first. When the death is confirmed, civil death certificate will be issued by the District Office. Marriage Registration Marriage registration in Thailand can be done in any registration office within the country. Foreigners start with affirmations from their respective embassies in Thailand confirming their citizenship and the absence of legal impediments to their getting married. The completed declaration documents will then have to be translated into Thai by an approved translation office and legalized by the Legalization Division, Department of Consular Affairs, Ministry of Foreign Affairs in Bangkok. Supporting Documents: 1. Valid citizen identification cards of both applicants 2. The host’s copy of the house registration book 3. Two witnesses with citizen ID cards 4. Birth certificate(s) or house registration book(s) of offspring (if any) 5. Proof of divorce registration in case either applicant has a previous registered marriage 6. Consent of both parents given in person if applicant is a minor (i.e. under 20 years of age) Once registered, the marriage will be considered legal according to Thai law and will be recognized throughout the world. Divorce Registration If the marriage is registered in Thailand, an uncontested divorce in Thailand can be obtained by appearing in person at the registration office, or at the embassy or consulate where the marriage has been registered. Supporting documents: 1. Valid citizen identification cards of both applicants 2. The host’s copy of the house registration book, both copies of the marriage certificate, personal name change certificate (if any) 3. Two witnesses with citizen ID cards, divorce agreement 4. Birth certificate(s) or house registration book(s) of offspring (if any) The divorce agreement is the settlement agreement between parties on the division of assets and on issues of child support, child custody, children’s living arrangements and visitation rights. It is recommended to settle on these important matters beforehand to ensure that there are no disagreements before going to the registration office.

The world’s population continues to explode! Feeding the World Basic survival for us humans and just about everything else living; more and more investment funds are focusing on food and water production – why? What are the facts? Starting with water; estimates suggest that the world population will increase by 40 percent to 9 billion by 2050. As their purchasing power increases, developing countries like China and India are consuming more and more goods that require water for their production. Meat, for example, can take up to 10 times more water to produce than cereal crops. Several studies have concluded that demand for water is increasing at twice the rate as the world's population. Water is one of the strategic resources of the 21st century, along with food and energy resources. Increased investment in water infrastructure and water treatment will be necessary in order to meet higher demand. Clearly humanitarian issues are the prime concern. It has been suggested that investing in water will go some way to tackling the problem by improving the living conditions of people all over the world, thereby providing an ethical element to such investments. It’s also argued that receiving a reasonable financial return is not just profiteering, or in contradiction with the need, since the funds sponsor projects worldwide, which taxpayers and charities alone cannot entirely fulfil. A parallel here exists with the privatisation of water supplies in various countries. To illustrate how the water market is likely to evolve over the coming few years, let’s look at the figures. In China, for instance, investment in water conservation was a record 142.7 billion Yuan (US$20.9 billion) in 2009, over twice the 2008 expenditure. This trend is unlikely to ease up if Beijing wants to reach its ambitious economic goals and prevent the social and political unrest that would, almost certainly, result from water shortages. The developed countries have more stringent regulations and, for that reason, the European Union intends to invest a total of almost €350 billion in new infrastructure between 2006 and 2025. And by 2019, the United States is expected to invest some $900 billion in the same sector. It has been mooted that investing in water will go some way to tackling the problem by improving the living conditions of people all over the world, thereby providing an ethical element to such funds. It’s also argued that receiving a reasonable financial return is not just profiteering, or in contradiction with the need, since the funds sponsor projects worldwide, which taxpayers and charities alone cannot entirely fulfil. A parallel here exists with the privatisation of water supplies in various countries.z Notwithstanding all these financial commitments, nation states will not be able to meet the increasing global demand for water on their own. When many countries are looking for ways to reduce their sovereign debt, both industry and private citizens will need private sector involvement, as well. The so-called “water outsourcing” market’s share of this segment is already significant, with an estimated $260 billion current annual turnover. In light of these facts, the world faces a daunting challenge in the coming years. The scale of the problems might lead one to question the reality of achieving the necessary goals. The theory goes as follows. Firstly, unlike fossil fuels, water is a renewable resource. The water cycle is similar to a closed circuit. Water evaporates from the world’s oceans into the atmosphere, only to return to the surface in the form of precipitation. The total available water, therefore, remains basically stable. However, the problem is that we can only use a miniscule fraction of the world’s water, approximately 0.25 percent, as the rest is in the form of saltwater, glaciers and wastewater. Global demand for soft water will therefore exceed supply in the years to come, resulting in an inevitable price increase. As we speak, the world water market stands at aroundUS$500 billion, which is growing steadily, at an annual rate of 6 percent. There are many listed companies involved in this trend, which offer attractive opportunities for investors. One part of the industry that looks particularly promising is the water desalination sector, which is enjoying higher rates of growth. This technology allows freshwater to be created from seawater, at a reasonable cost, in regions where drinking water is scarce. Experience has shown that a careful selection of companies, within the water sector, who offer a competitive advantage over their peers, with a solid outlook for growth and attractive multiples, should continue to offer higher returns, when compared to the MSCI World Index. Food – what’s needed? For a sweeping overview of the risks we face and the potential solutions, the place to start is the document known as the Beddington’s report. It was compiled by the British government under the auspices of the chief science adviser, Sir John Beddington. In addition to the report itself, the home page for Global Food and Farming Futures offers links to dozens of papers, most of them specially commissioned for the project, that review the science of issues related to the food system. The overall conclusion of the Beddington’s report is that, to meet rising demand, the world has no choice but to move to more intensive agriculture, especially in regions where productivity is low today — but that it needs to do so with maximum concern for the long-term environmental and economic sustainability of that intensified production. The report includes recommendations on virtually every major problem plaguing the food system today, from coping with climate change to alleviating water scarcity to cutting food waste. Separately, Dr. Beddington is chairman of a new commission that is zeroing in on the issue of climate change and agriculture, with recommendations due late this year. Oxfam, the global relief group, recently published an analysis of the food situation and the risks in coming decades. The themes echo many of my own findings and those of the Beddington’s report, but the Oxfam report has a sharper tone on certain issues, particularly relating to the behaviour of corporations, investors and governments in rich countries. Raymond C. Offenheiser, head of Oxfam American branch, was recently on the radio talking about these issues. One of the major conclusions of the Oxfam report is that food prices could easily double from today’s high levels by 2030, with climate change likely to be responsible for a major part of that increase. As time goes on the private sector will, we believe, increasingly play a valuable, sustainable and economically viable role in funding vital programmes that meet the challenges facing us all concerning the supply of food and water for an ever increasing population. Thailand Property Awards 2015 Nominations Still Open! The Thailand Property Awards 2015 nominations for the Eastern Seaboard’s Best Condominium Development and Best Villa Development as well as the industry’s Best Commercial, Retail and Hotel categories opened last December and will close on April 10, 2015. If your current visa runs out before your 50th birthday, you need to leave the country. If you return with, say, 30 days on arrival you will need to go to immigration headquarters in Bangkok to apply for a nonimmigrant visa at least two weeks before expiry. This visa can then be used to apply for the retirement visa. The 50-year age barrier is very strict in this country.

Snap Judgment Referendum a must A recent poll has suggested that more than 80 percent of respondents are happy with the performance of the Thai government and the interim prime minister over the past six months. Whilst it is wise not to read too much into this figure – President Putin of Russia apparently has even a higher approval rate even though the ruble has halved in value and inflation is running at 15 percent – it’s probably true that in the Land of Smiles the initiative is still with the coup makers. Most Thais, and certainly most expats, are still happy about the lack of civil disorder and the existence of peace on the streets. The memory of the nightly bomb-throwing and killings on the streets of Bangkok prior to the May 22 putsch are still fresh in the public mind. Other plus points for the junta are help for the farmers and payment for the rice subsidy scheme, together with some progress in the campaign against corruption by public servants. The announced plans to develop public transport and a network of high-speed trains also seem to have gone down well with the general public as has the improvement in the military government’s record on foreign relations. In spite of some tonguein-cheek anti-coup rhetoric from Europe and the United States, the situation internationally is almost normal. On the downside from the military’s point of view is the high cost of living, the restrictions on free speech, the ongoing problem of drug abuse and a lack of expertise in some areas of government. Even so, criticisms similar to these are common ground whatever government has been in power. On the later public opinion polls in the declining days of the Yingluck Shinawatra administration, her government was criticized for inflation, patronage and being selfish. Plus ca change … Where the present government could go wrong is if it mishandles the issue of a referendum for the new charter which is currently in preparation. Constitution Drafting Committee chairman Borwornsak Uwanno has clarified several times that he is in favour of public endorsement of the proposed legislation through a referendum. The actual decision will be made by the National Council for Peace and Order, effectively General Prayut Chan-o-cha, who has to date remained non-committal on the issue. He says the decision can be made at the time one has to be made. Khun Borwornsak is right as the proposed changes are very great. Apart from radical changes in electoral structures, that are deemed to weaken the political party system, the draft constitution will also make the 200-member upper house Senate a wholly nominated body. Although supporters of that move can argue that the membership of the Senate will comprise many professional groups, the reality is that senators will come from a predetermined strata of society. The draft charter also stipulates that none of its provisions can be changed without a referendum on that particular issue. It remains to be seen just how many powers the new Senate will have compared with the House of Representatives. There is also the separate issue of having a non-elected prime minister under some circumstances. These are macro issues and it would be dangerous for the government not to involve the public in a referendum. The arguments against a referendum – for example that it would be expensive or that complex questions cannot be settled on a yes or no basis – are not persuasive when the political stakes are as high as this. The logical conclusion of refusing a referendum on the grounds that voters cannot be trusted is tantamount to arguing that any election of any kind is a waste of time. That’s hardly democratic no matter how you define that particular term. It is essential that a referendum be held later this year on the proposed constitution on the grounds of legitimacy. So what happens if the public gibes the thumbs down to the proposed constitution? Well, the military would need to extend their grip on power as everyone would be back to a square one situation. But the likelihood is that the voters would say “yes” as they did when voting on the military-imposed constitution after the last coup in 2006. The dilemma of the proposed constitution is that there are problems ahead whatever the final result. It’s not going to be easy to campaign against the changes when the result, if you are successful, is to extend the shelf life on the coup masters and to delay a general election indefinitely. We live in interesting times.

Coco Club selected to represent Thailand in the Southeast Asian Lawn Bowls Championships in Singapore by Mick and Di Barker Coco Club’s past and present accomplishments have been recognised with the invitation by the Southeast Asian Lawn Bowls Committee, under the World Bowls Sanction, to send a team to represent Thailand for the Championships in
Singapore running from March 26 to 30, 2015. Exciting single and pair’s tournaments were held in January of this year to select the team to travel to Singapore. The nine-strong team includes a manager and four players each for the men and ladies’ teams. Coco Club has sponsored the team for flights with generous sponsorship from Siam Winery. A fundraising event was held recently at Coco Garden Resort, the home of Coco Club, to raise money
for the entry fees. Other sponsors include Pink Angel cosmetics, Maple-Abacus Consulting, and Saturday Night Accounting who have contributed between 5,000 and 10,000 baht to cover further expenses and fees. A final international playoff against national teams from Holland, Australia and UK on Saturday, March 21, will decide the order of play for the Thai national team and the division between singles and triples. Plutaluang (Stableford) The boys went off to play at the Navy Course on this day with a fair number of players, and after bookin they were told they were to play the East and South Nines. Not most of the players favourite 18 holes but I have to admit it is my preferred 18 holes. It seems we were playing this 18 holes as the other 18 holes had a competition on it and the rest of the players seemed to have been funneled onto this 18 holes. We were late off and found
the course to be in reasonable condition, however the weather was great and all seemed fine with the world. Until we got half way and that was when groups started to force their way in. To be fair when the situation was explained to the starter he came and sorted it out, but it is a problem that often rears its head here. This meant that most of the players were late getting back to BJ’s after a long round, and the results were late. The winner in the A Flight, 0 to 16, was Landis Brooks with 36 points on

This was the first of our “Fridays at Phoenix” with the new low season Green Fee rates and it was quite popular with good numbers on the Start Sheet. We had a slightly earlier tee time of 11 am and things got underway quite smoothly on a fine but hot day with not too much wind. The golf course was in excellent shape as usual and most of the scoring was quite good with a couple of golfers having particularly good scores. We had two flights with A Flight for handicaps 0 to 18 and B Flight for golfers with 19 handicap and over with three places in each flight plus two nearest the pins and two longest first putts. It was then back to The Phantom Bar for drinks, complimentary pizzas and presentations with a good crowd in attendance. With an outstanding 42 points it was Dave Edwards who won the A Flight with 42 points, 4 points ahead of Christian Boysen in second place and Svend Hommel came third on 36 points. In the B Flight
it was Samorn Tanamsri who took the honours with 38 points and with 2 on 36 points the countback saw Thierry Temime (20 point back nine) finish second from Lou Szigligeti (17 point back nine) in third place. Our Community Thailand Philharmonic Orchestra Charity Concert by Rodney James Charman
What a fantastic way to finish the weekend at Phornprapha Botanic Garden near Siam Country Club listening to the Thailand Philharmonic Orchestra and their singing artists who gave a fantastic performance from Broadway selection of songs from Les Miserables, Evita, and Phantom of the Opera to popular hits You Raise Me Up, The Prayer, Besame Mucho and My Way. The whole orchestra and singers
performed for two and a half hours nonstop, which also included musical acts in Russian, German and songs composed by the King of Thailand. Roses were presented to the singing artist by the children from Hand to Hand Foundation, and bouquets were presented to the conductor, music master and principal. And yes it was all free and you can’t get better than that.

Youth Focus International Day at GIS Garden International School (GIS) proved its cultural diversity as it honoured the 42 countries that make up its community. GIS held its annual International Day on March 7, with the aim of celebrating the dozens of different nations and cultures based at the school. The day included a flag parade, dancing from all around the world and an array of global food. With students from
an amazing 42 nations, GIS is arguably the most culturally diverse school in the region. After a samba band welcomed students and parents, Principal Dr Stuart Tasker gave a welcome in Thai and English to everyone. After the flag parade and the playing of each national anthem, Prefects taught students and parents a variety of international dances, including the Macarena, Gangnam Style

and the Bavarian slap dance. There were then some spectacular performances from students and some staff. Spanish, Chinese and Thai dances brought colour and style to the show. Primary students sang Cyndi Lauper's True Colors while others tapped and kicked their way through a version of River Dance, which featured a stunning routine from Primary teacher Natalie. Youth Focus How Much Homework Should Primary Children Be Given? Debate surrounding the amount – and type – of homework set for primary school children has intensified in recent years. In 1998, the British government's education department introduced guidelines for teachers about how much homework to give their pupils. Guidance was issued to all schools recommending they have a policy on homework. The guidelines suggested children aged 5 to 7 should be set one hour a week, rising to half-anhour a night for 7- to 11-yearolds.
Fourteen years later in 2012, Michael Gove, the then education secretary, axed the guidelines amid claims that head teachers should be the ones who decide on homework outside of school hours. This was because of the pressure from critics who said homework is either ineffective or potentially harmful if the extra work is so dull that children switch off. That's where we are now. Critics suggest that primary-age pupils should be exempt from homework because apart from being harmful it creates tensions
Class size matters by Peter Hartnell While I was looking through some old photographs recently, I found one from 1969 – a photograph of me with the first class that I taught in a London primary school. One thing stood out even more than how young I looked – how big the class was. I counted 42 shy and smiling faces and one or two may well have been absent on the day the photograph was taken. I was amazed; in almost half a century since that photograph was taken, I have got used to teaching
smaller and smaller classes. My current Year 4 class at Tara Pattana International School is just 12, and it is unusual for any class there to ever exceed 15 pupils. This policy on class size is a conscious decision on the part of the school. Class size and its relationship with academic achievement is one of the most closely studied areas in educational research, and although it is widely accepted that the smaller the class size becomes the more successful students are, there are those that claim

between families, parents and children. The Association of Teachers and Lecturers has previously called for a ban on compulsory homework for primary-age children, saying that children should be able to explore, experiment and enjoy learning without feeling pressured, and that children need space and downtime after school. On the other hand, the National Association of Head Teachers has said that a modest amount of homework for older primary-age children – Key Stage 2 – is appropriate but it shouldn't be extensive. It is a means to re-enforcing learning. Some teachers argue that homework helps children to develop an independent work ethic. And some parents see homework as a reassuring if false sign that a school is taking pupils' academic progress seriously. What about research and hard evidence? In 2001
that the relationship is not as simple and straightforward as it first appears. One of the reasons why this is so is that when class sizes fall to 20 or below, teachers often change their approach and it is this that helps pupils learn more effectively. Perhaps the most reliable and comprehensive study into the relationship between academic progress and the number of students in a class is the “STAR” (StudentTeacher Achievement Ratio) project conducted in Tennessee in the 1980s. This found that there appeared to be a critical point, the reduction of class size from 22 to 17 which had the

The teacher becomes a facilitator dealing more in the realms of psychology and how children learn, enabling students to participate more, to discuss and to question. The teacher suddenly has to display a much wider repertoire of skills in a smaller group situation, having to

Cats are not pack animals, like dogs, but they do observe a hierarchy in the home, and you had better be at the top. If you are, getting these things is proof of kitty's respect for you. The best thing you can do is NOT get upset. This confuses the cat. Instead, praise him, then nonchalantly get rid of the little unwanted beastie. If you simply cannot tolerate this kind of thing, then do not let your cat go outdoors. They are safer indoors anyway.
