Thai tourism drops
T
hailand’s position in the global tourism rankings declined last year as the civil unrest, prior to the May 2014 coup, took a toll on international arrivals. The country’s status on the world chart slipped from 10th in 2013 to 14th in 2014. Last year’s tourism earnings chart also saw Thailand drop from seventh to ninth, according to newly-released figures from the UN World Tourism Organization. In summary, Thailand’s tourism arrivals at airports, borders and by sea in 2014 fell almost 7 percent to 24.8 million. Tourism receipts also dropped from the equivalent of US$42.1 billion in 2013 to US$38.4 billion. The Tourism Authority of Thailand explained the decline by referring to the political standoff and street violence in the last few months of the Yingluck Shinawatra government and the sluggish performance of the economies of many of Thailand’s tourist markets in Western Europe, Japan and Russia.

News Russian hit by flying bottle The Songkran revelry was interrupted at Bali Hai pier when a Russian tourist, Misha Orlve, was hit on the head by a broken bottle which necessitated the use of first aid on the spot. Even after treatment Orlve remained very angry as he suspected a group of nearby teens was responsible for his misery. However, bystanders said the Russian was drunk and hurled a bottle at the teens before being repaid in kind. The area was very crowded and the teens ran away before investigators had a chance to interview them.
Three bag snatchers apprehended
Three Thai men, who snatched an iPhone 5 belonging to a Chinese tourist, were caught by police after their motorbike collided with a stationary car on Soi Khao Talo. Ren Mee Ling, 34, stated that a motorbike stopped momentarily near Mike Shopping Mall and her phone was stolen in a split second before the bike gathered speed. Police gave pursuit and arrested the men after the collision.
Flaunting ladyboys arrested
Over the Songkran mayhem local police pounced on separate groups of 20 ladyboys who were observed on the beach cavorting and preening themselves in a way which was upsetting various sun worshippers even though the incident occurred during the night. They were taken to the police station, fined 100 baht and told not to repeat their behavior in public. A police spokesman said actions like these were necessary because of the complaints by tourists who said they were concerned about Pattaya’s image on the world stage.
Drunken boxer apologizes Police dashed over to the Red and Blue Gymnasium, Chaiyaporn Vidhi Road, after learning that an inebriated individual was holding a knife in each hand and shouting in an unknown tongue. A boxer from the Philippines, Chapito Rivera, 25, was holding the knives and shouting in a slurred voice that everyone should keep clear of him. Police asked if anyone could speak to him but the answer was negative because of language incoherence. However, after an hour’s standoff, he gave himself up to officers and put down his knives peaceably. At this point some Filipino friends came forward and said Rivera was depressed because he had telephoned his girlfriend but she had not picked up the phone.
Chinese tourist drowned Boy drowned in house
A tragedy occurred in Tawaen Beach, Koh Larn, when a Chinese tourist took a dip in the sea but never resurfaced. The tour guide told the tourists to go swimming, shopping or sightseeing, and Wu Long You, 71, preferred a short swim. Authorities were notified after he failed to reappear and life guards found his floating body the same day. The corpse was sent for autopsy and the Chinese embassy duly informed.
A Norwegian-Thai boy, aged one and a half years, drowned in the swimming pool of his home in Jomtien after accidentally falling in. He is believed to have climbed over a low barrier, using a toy car as a step, whilst his mother was asleep with another older son and his father was working abroad.

However, a sizeable minority reasoned that trouble in Bangkok had not spread to Pattaya, leading to the conclusion that the main consequence had been to encourage provincial tourism: fewer foreign tourists stayed in Bangkok. There was almost total agreement that economic sluggishness in some
Thai tourism markets, especially Western Europe, had led to a decline in those numbers. But this had been offset by a big rise in the number of mainland Chinese arrivals who now had become Pattaya’s biggest single group. Sixty percent of those questioned believed that the influx of Chinese visitors was changing the nature of tourism in Pattaya as the total of Europeans continued to shrink. However, 40 percent
thought that the resort was big enough to assimilate the numbers as it had done with Russians in the past few years. Most respondents thought there were pluses and minuses about changes in Pattaya over the past 15 months or so. Many believed that the traffic chaos in the city was getting worse owing to ongoing road works and, in particular, the huge rise in the number of tour buses competing for space on totally inadequate sois. Several suggested a ban on buses over a certain length
whilst others objected to the illegal parking of huge vehicles on some arterial roads. Other downsides mentioned were poorly-sequenced traffic lights, technologies which were not working (Pelican crossings and CCTV systems), street crime and overcharging at some retail outlets. On the positive front, a majority of the respondents gave credit to City Hall for better marketing and for the arrival of popular international sports and music festivals. Many felt that intense competition between
retailers and restaurateurs was keeping prices reasonable at a time when many currencies were falling against a Thai baht which remained strong, largely because of the huge currency reserves held by the Bank of Thailand coupled with the strength of the US dollar. The opening of new leisure facilities in the area, including theme and water parks, was also noted by some respondents as a way of making the Eastern Seaboard resort more attractive to families at the expense of the traditional bachelor holidaymaker.

Local police chief police colonel Sukthat Pumpanmuang chaired a business meeting to review desirable practices. These included working hard to prevent crimes and refusing to accept bribes under any and all circumstances. Colonel Sukthat explained that it is very important for the different arms of the police, including tourist and traffic divisions, to work harmoniously. Several police officers were given certificates of excellence during the ceremony.

Koh Tao was named the 5th best island in the world and the number 1 island gem in Asia. Other pristine island gems in Thailand that have won the hearts of many TripAdvisor travelers are Phuket (No. 3 in Asia), Koh Samui (No. 4 in Asia), Koh Lanta (No. 6 in Asia) and Koh Phangan (No. 7 in Asia). Preparing for the AEC Ongoing snarls City Hall continues to hold public meetings to find out what the public thinks about the traffic problems of the resort. But there is no mystery – too many tour buses, illegal parking all over the place, poorly sequenced traffic lights, etc. The response of the traffic police to date is simply to fine drivers who turn left naughtily or forget to wear a hard hat. Cause of fires According to our man at the fire department, 90 percent of fires in domestic and business premises are caused by faulty or out-of-date wiring. The other main cause is smoking in bed, nodding off at the wrong time and nasty-minded rats gnawing through the cables whilst managing not to electrocute themselves. Apparently, the average damage in a typical fire amounts to nearly one million baht. Bracelet releases The latest move at Pattaya court is to allow some light-sentence prisoners to live in the community provided they wear a GPS-aided electronic bracelet which tags their movements and location. The innovation also applies to some bailed suspects waiting for the day of judgment. The tags can be short-circuited by the determined wearer, so what happens then? Assuming they can be found, off to jail they will go. Alzheimer’s and weight According to the latest research, the more overweight you are the less likely you will be to develop the dread Alzheimer’s disease which eventually leads to your brain packing up completely. Medical opinion is not too sure why all those excess kilos mean you are less likely to be affected. Couldn’t be that you are already dead from a heart attack, could it? A grave matter It’s that time of the year when volunteers dig up the burial ground of those unlucky enough not to have had next of kin during their final days on Earth. The skeletons are then cleaned and prepared for cremation. This year we notice that one exhumed skull had a lighted cigarette in between the teeth area pending cleaning. Who said that smoking is only bad whilst you are alive? Immigration smiles The latest instruction from the Chonburi immigration boss to his staff is to treat foreigners extending their visas correctly and with good manners. Many expats have commented on how much more efficiently the systems are since the arrival of immigration police superintendent colonel Prapansak Prasarnsuk. Very good move. Bridging the gap A reader asks about the location of Pattaya duplicate bridge clubs. Deputy Mayor Ronakit Ekasingh hosted a seminar at Jomtien Palm Beach Hotel and Resort, with the cooperation of King Mongkut’s University of Technology, to hear suggestions about the implementation of the
ASEAN Economic Community scheduled to begin at the end of 2015. It was generally agreed that Pattaya will benefit from the AEC as it will in the medium term boost interregional travel.
Marine security check held Chonburi vice governor Chaowalit Saeng-uthai visited Pattaya Marine Safety Center, set up for the Songkran period at Bali Hai pier. He wished to check that the current seaworthy regulations are being observed. They include the compulsory wearing of life jackets by travelers proceeding by boat, the proper counting of tourists, the enforcement of rules against overloading and the presence of at least eight marine police on duty at all times of the day and night. On the day in question, all seemed to be well.
Bacteria kills German woman A patient in Banglamung hospital suspected to be suffering from meningococcal disease later died and was found to have been infected with another type of gramnegative bacteria. German national Silvia Luise Lieder, 48, was rushed by Sawangboriboon volunteers to the hospital after she complained of weakness, unusually low blood pressure and diarrhea. As her condition worsened she was placed in isolation and suspected of contracting meningococcal
disease, uncommon in Thailand. Meningococcal disease is normally spread by coughing, sneezing or bodily contact with an infected person or even smoking the same cigarette. Red dots appear on the skin and there is often fever and body aches for up to several weeks. The patient was transferred to Chonburi Hospital for further tests where she died on the same day. Lab results revealed she was infected with another type of gram-negative bacteria and not the type that causes meningococcal disease.

Songkran changes There was the usual publicity this year about making Songkran less horrendous by restricting the areas of water-throwing, banning powder and ice, abolishing alcohol in the main streets. So it’s fair to ask what differences the new promises and regulations actually made. Answers on a postcard please. The golden years A reader asks when the battered British pound was at its highest level against the baht. We believe it was in February 1998, at the height of the Asian financial crisis, when one pound bought 92 baht at the best-value foreign exchanges. A hearty English breakfast (sausages, bacon, etc) at the time cost about 75 baht. Those were the days.

Mid April saw flash floods in Pattaya which left some parts of the resort well and truly drenched. These included the areas round Nongyai Temple, Pattaya Third Road, Tukcom South Pattaya and several beachfronts. There was also a landslide at a construction site in Nern Plubwan village. Several houses, six cars and a number of motorbikes were badly damaged by the rains. The general consensus was that the floods, though grossly inconvenient, did not actually cause as much damage to property as other recent downpours.
Residents living in front of the Sky Beach Condo, Naklua, complained about the stench coming from a broken sewage pipe and the awesome damage to the beach. The pipe was eventually restored but the work took two full weeks. A local authority spokesman said the break had occurred after the recent floods caused a rupture and consequent overflow. Locals said that many tourists used to visit the beach but the pollution in recent days has reduced the number of visitors and swimmers.

Snap Judgment Article 44 and democracy Most countries keep in the cupboard some sort of emergency legislation even if it has not been invoked in recent times. Both Britain and France have their own version of an emergency powers act which could involve amongst the other things a temporary end to bail and jury trials. The United States has the Patriot Act which gives to the government a wide variety of exceptional powers, especially over surveillance of the citizenry. Other countries choose to invoke special powers under martial law and, in the case of former president Marcos of the Philippines, the right to pass any law by executive decree or by the stroke of a pen. The then head of the Thai army, general Prayut Chan-o-cha, declared martial law on May 20 last year and then assumed total power in a sudden coup d’état two days later. He said it was necessary because the elected politicians could not provide sensible answers to the nation’s problems and because of great threats to the public and to the monarchy through violence on the streets. Indeed, many commentators have taken the view that the coup actually prevented a slide into civil war. The fact that the army then discovered huge caches of arms hidden in the provinces gave credence to this viewpoint. General Prayut, now interim prime minister, recently abolished martial law but replaced it by section 44 of the temporary constitution which gives him sweeping powers of the executive and the judiciary and the right to rule, if he sees fit, by executive decree. He says that the political crisis in Thailand remains grave with many groups still plotting against his government or defaming the monarchy or poking spanners in the works as regards national reconciliation. The general has also stated that he will use his emergency powers constructively, an example being his restructure of civil aviation made necessary by the threatened suspension of flights by Thai airlines to some regional hubs. It’s apparent that even if general Prayut were to lift section 44, an admittedly improbable scenario at this time, his critics would still lament abuse of military power under other legislation such as the internal security act and the state of emergency act which were invoked during the latter days of the Yingluck Shinawatra government. The key difference was that the Yingluck administration had been elected and the military junta has not. Nonetheless, Thailand heard lots of complaints about improper use of power by the authorities even before the military coup, the key example being the attempt to force through a general amnesty law which would have benefited the prime minister’s exiled brother, Thaksin. Deputy prime minister Wissanu Krea-ngam likened the draconian article 44 to a sword kept in its sheath. “We don’t have to draw out the sword,” he said, “because it’s there and everybody knows it. So it is a deterrent. Other countries which don’t have that sword, so they probably don’t understand.” He added that the country is still under threat from various groups intent on stirring up trouble but that the prime minister had promised not to use his extraordinary powers to maltreat anybody. “If you haven’t done anything wrong,” he pointed out, “you do not have to be afraid.” Of course, critics can point out that anyone possessing absolute authority can use the “sword” against anyone happening to disagree with the man in charge of the weapon. Public opinion polls show that a majority of the Thai public still agrees with the basic direction of the junta, including the imposition of section 44. The premier seems confident enough that he can use his authority only to do good works, an example being his allowing some public land in Chiang Mai to be cultivated by small farmers. This kind of policy can work for a time but Thailand cannot remain without elections on an indefinite basis. As the months roll by, the public is likely to become increasingly skeptical especially as growth in the economy remains sluggish. Not even use of section 44 can bring about a huge rise in the country’s gross national product. There have been suggestions that elections in the country may not be possible next year, although the prime minister denies the rumours. It is speculated that if the draft constitution is rejected in a referendum (if one is held) then the junta will remain in power whilst the constitution drafters go back to the drawing board. It has also been hinted that the military may not step down next year if opposition to them remains a problem. This ambiguity about the time-scale of the coup-resultant administration is not helpful at all. To keep putting back the date of a promised general election is likely to backfire on the authorities sooner or later. What is required now is a clear defining of the timeline of the prime minister’s roadmap leading to the promulgation of the expected constitution and a clearer indication of the timetable for the next election. If the prime minister can persuade the public that the country will indeed be returning to some sort of democracy and stability under a specific timeframe, then he may find his task of defending section 44 less stressful than it currently is. The purpose of the May 2014 coup was to give Thailand a fresh and reformed start. Almost one year on, it is time to start filling in some of the detail.

Shell seeker drowns in pond
A man who was trying to collect the shells of crustaceans appears to have slipped and fallen into water where he accidently drowned. Songkhram Phuangket, 47, was discovered by concerned friends who told investigators that the deceased might have been drunk as he searched for shells. Iranian men fighting in bar Police were notified that there were foreigners fighting at a bar in Soi 16 where Middle East tourists tend to gather in considerable numbers. One victim of an assault was Mayura Mingolo. Her right arm was cut and she was sent to Pattaya Memorial Hospital. The other victim, Hamid Hossein, an Iranian national, also received nasty gashes in the arm. He was also sent to the hospital. Bystanders said a fight ensued following an argument with a third party named Ahmad who escaped before police arrived.

Back to prison
A man recently released from Pattaya Remand Prison found himself arrested again after stealing an iPhone, 1,200 baht in cash and a woman’s handbag from a Russian tourist. Police followed the alleged thief, Narong Chanratsamee, 21, after an incident in Soi 2, Jomtien. At the police station he admitted his crime but explained that, since his release from prison, nobody wanted to offer him a job.

Pattaya’s “Haute” Destination This is a top table dining destination on so many levels. Situated on the 34th floor of Hilton Pattaya, it affords jaw-dropping views over the bay of Pattaya and a choice of al fresco cocktail and dining zones to challenge any glitzy Bangkok nightclub. When you exit the lift be prepared for the mood lighting to propel you from the quotidian to nocturnal innovatism that is unveiled on entry. Friendly staff wait at the entrance to guide you into this
stellar venue. The dining room is sleek, chic and captivating offering the luxury of three floor-to-ceiling glassed private rooms while the main area seamlessly segues into the suspended Infinity Bar truly taking al fresco dining to the next level. Yet another architectural singularity is the “Stargazer Lounge” which affords spectacular viewing of the stars through the unique circular opening in the overhanging roof. Once seated we had time to take in more of the amazing décor. A glance upwards

and the ceiling resembles a starlit night sky while the huge windows offer unprecedented views over Pattaya Bay and beyond. A glass of Champagne in hand we leisurely browsed the menu. Junior Sous-Chef Boe Visarus is at the helm presenting his unique cuisine. The menu is a contemporary blend of western dishes with emphasis on world-class ingredients with globally-inspired flavours and fused influences. The first dish we sampled was a remarkable foie gras brulee. Goose liver and prune terrine base topped with a contrasting layer of hard caramel, strawberry, thyme, black pepper salsa, brioche and balsamic reduction. Other starters include seared Japanese sea scallops accompanied by sautéed calamari noodles and Portobello mushrooms, truffle-crustacean bisque, sundried cherry tomatoes and black truffle. The raw seafood spiral comes highly recommended with its luxury overload of Hokkaido scallop ceviche, Atlantic salmon tartare, Blue fin tuna tataki and fresh Fines de Claire oysters. Our main courses were then served and with these we were drinking an outstanding bottle of New Zealand Pinot Noir which mixed and matched perfectly with the subtleness of the dishes. The first to be sampled was the Moulard duck
breast (B.1,200) accompanied by a vanilla and thyme risotto, baby bok choy and a shiitake jus. The Moulard duck is a hybrid domestic duck produced by crossing a female Pekin with a male Muscovy duck resulting in a much celebrated gastro-duck. It was a memorable plate, the duck having been cooked to perfection and the surrounding sides superb, especially the luscious risotto. This was swiftly followed by a Kurobuta pork tenderloin (B.950) served with parsnip mash, grain mustard, Medjool dates and sage butter. Kurobuta pork is highly prized in Japan and comes from the ancient breed of pig known as Black Berkshire. It is regarded as the highest quality pork in the world. Combine this with those Medjool dates known as the diamond of dates (and once reserved only for Moroccan royalty) and the dish rises to royal status. Other main courses include corn-fed confit chicken

leg (B.950), Portobello mushroom lasagne with artichokes, avocado, asparagus, confit tomatoes, truffled leeks and crisp wonton (B.650) or the magnificent (to share) dish of 48-hour lamb shank with herb falafel edamame and feta salsa and roasted garlic aioli. For dessert we passed over Baked Alaska (flamed), vanilla bean ice cream, meringue and kirsch cherries or even the sticky date pudding and instead plumped for the five-cheese platter for a more savoury end to our gleeful eating. Each cheese from the pungent goat variety to Jarlsberg, Appenzeller and Brie were superior examples of their ilk and naturally served at exactly the right temperature. It proved an outstanding finale to our exquisite dining experience at Horizon. The uber-swanky Infinity Bar offers bar bites for casual nibbing and chef’s crispy pork “popcorn” is an absolute “must-have”. In summing up, dining at Horizon is an experience of luxury overload. Lavishness, extravagance and indulgence are all words that aptly describe the venue and the gourmet menu. It is chic, sleek and glamorous with enough chutzpah to satisfy the zeitgeist which is the new Pattaya.

INFINITI AT SHERATON PATTAYA It had been some time since Mick and I had the pleasure to dine at Sheraton Pattaya’s signature restaurant, Infiniti, and we were delighted to be invited back. Chef Jack Yoss had moved on but the menu remains as a testament to his culinary creativity. Executive Chef Pichit Plaibua (latterly of Renaissance Phuket Resort & Spa and InterContinental Hotels & Resorts) is now at the helm of this sensational restaurant where new ideas are presented daily and his brigade of chefs are rediscovering the traditional plus initiating and inventing gourmet dishes. We were to experience a 6-course culinary romp through the kitchen’s signature dishes, but before this pageant started to appear, we managed to make quite an impact on the breadsticks and Gruyere breads which we dipped into the velvety Parmesan truffle cream. The soup course was a creamy cauliflower emulsion studded with nuggets of chorizo sausage, raisins and quite a few other secret ingredients. The textural and aromatic layering was truly phenomenal. Whilst sipping an excellent Sauvignon Blanc our first starter plate was served and for me the star dish of the dinner. Sweet, tender lobster meat had painstakingly been stuffed into crispy chicken wings and then slathered with a black pepper glaze incorporating coriander and lime. Quite clearly a labour intensive dish but also a stellar dish and a “must-have” for any occasion. Other dishes from the “Snacks, Salads & Appetiser” menu list fried mini blue crab cakes with a lemon-caper aioli (B.470), and a Parma ham, brie, pear salad with caramelized walnuts and a honey balsamic dressing. The next dish to hit the table was one of their innovative hot rock dishes, ours was scallops but you can choose from lamb or pork. To be accurate they are not rocks but steel pucks which rested atop a container of white stones, star anise, cinnamon bark and peppercorns, and as you can imagine it all generates an exquisite smoky aroma to permeate the chosen items. Place your chubby (coconut oil-infused) Japanese scallops onto the sizzling hot puck, count to three, turn them over for

another 3 seconds and remove at once. Dip into the spicy chili seafood sauce and you will have died and gone to heaven. The next course featured seared Grade A tuna escorted by Chiang Mai heritage potatoes flavoured with saffron, artichokes, olives and cherry tomatoes served in a deeply concentrated clam broth. This is another labour of love to produce such a broth of passionate intensity. Artichokes are expensive but their unique flavour bequeathed such distinctiveness to the kaleidoscope of tastes they were worth every satang. Steamed sea bass followed in a black bean sauce accompanied by an onion fragrant Jasmine rice (B.720). It proved to be a beautiful and perfectly executed piece of crispy skinned fish enhanced by the brininess of the black beans and onion emulsion. Pizzas here are definitely a grownup affair. The brick oven disgorges artisanal pies of gourmet intensity.
Chicken wings stuffed with lobster
The signature pizza is seasoned mushroom, mascarpone, and rocket with white truffle oil (B.390) or the duck confit pizza with caramelized onions, balsamic, goat cheese and truffle oil (B.450) which would put fine dining squarely into the pizza park. The six cheese variety uses mascarpone, mozzarella, blue, feta, goat and parmesan for a titanic explosion of cheese flavours. It was then time for dessert which presented a mille-feuille pastry with raspberry crème brulee. A divine dessert since Napoleon’s days and never better executed than here. To dine at Infiniti is an experience to remember. Tables are set on the terrace under either a sunny blue or night sky with a panoramic view of the sea and islands beyond. Gentle breezes catch the air, and the open kitchen affords a glimpse of the chefs doing what they do best in an atmosphere of quiet professionalism. On arrival at the hotel, we recommend you take advantage of a buggy to take you down the not inconsiderable distance through the gardens to the Infiniti location.

Plastic surgery explained: Common eye conditions by Thonglor Clinic
As we get older our skin loses some of its tonus. Wrinkles appear, the skin becomes thinner and more fragile. Over the years small benign or sometimes malignant tumors appear. Uneven pigmentation and vascular defects also show themselves. In aesthetic medicine, surgical and non-surgical options are available. Let’s explore area after area with a series of articles to see what is available to you. This first article will discuss common eye conditions. Let’s consider the eyes as our first focus of attention. The first symptoms are usually wrinkles at the corners of the eyes. For minor cases, Botox injections can restore smoothness to the area. These injections need to be repeated
every four to six months depending on the severity. Laser treatments will help to smooth out small skin imperfections and induce more collagen buildup to give more tonus to the tissue. Some lasers are the ideal tool to remove skin pigmentation or small skin tags. Hyaluronic acid injections can also fill up some of the unevenness. As time progresses, the upper eyelids become droopier and heavier lids give a tired appearance. To complicate matters, the lower eyelids start to show bags. This comes from fatty deposits that slowly herniate via a weakening of the muscles surrounding the eyes. Both conditions require surgery to be corrected properly. Steps to follow are to have a consultation with the surgeon where he will listen
to your expectations and assess the skin around the patient’s eyes. Interestingly enough a simple toothpick can be used to see how much sagging is present. The surgeon will gently roll off the excess skin. The muscles around the eyes are also evaluated to prevent droopiness post surgery if too much tissue is removed. It usually takes a couple of months after the surgery for the muscles to regain full functionality. A careful history regarding any medications that the patient is taking is also noted. Aspirin and other anticoagulants are withheld for one week prior to the surgery to prevent excessive bruising. Blepharoplasty, upper and lower, is done as an outpatient procedure. If the patient is nervous, a mild sedative will be administered and the patient won’t
remember much of the procedure. It is done under local anesthesia because the surgeon will also need to see how the patient can open and close the eyes during the surgery. A local anesthetic solution is injected in the areas that will be operated on. The surgeon then carefully draws on the excess tissue that will be removed. Carefully excising the tissue, small blood vessels need to be cauterized to prevent excessive bleeding. Once the surgeon is happy with the amount of tissue to excise, he proceeds and then closes the defect using very fine suture material. The incisions usually run along the eyelid margins and are extended beyond the opening of the eyes. Scarring is minimal and usually the incision lines disappear after a few months. With the lower blepharoplasty, the results are usually spectacular and the patient has a refreshed and younger look. Upper and lower blepharoplasty usually takes two to three hours to
perform. Postoperative care involves the application of cold compresses for 20 minutes every couple of hours. Twice daily, the incision lines are cleaned with sterile saline solution and the application of an antibiotic cream on the areas. The patient will take some antibiotics, painkillers and anti-inflammatories. A patient will also wear dark sunglasses for a few days to mask the inevitable bruising. Sutures are usually removed after seven to ten days. Swelling resolves and a younger appearance is achieved. Discomfort is minimal. Take a good look in the mirror and consider having a consultation to see if you are a good candidate for eye rejuvenation. Time marches on and we all feel its effect. From the Land of the Free to the Land of Smiles The 19th century brought missionaries, surgeons and Siamese Twins later 20th century: Coca-Cola, Pizza Hut and 21st century President Barack Obama meeting HM the King in Bangkok. They first arrived in 1818, the intrepid North American traders and deep-sea sailors in search of sugar and other commodities.
A collegiate a cappella group called The Barden Bellas enter into an international competition that no American team has ever won before to regain their status and right to perform.
In a post-apocalyptic world, in which people fight to the death, Max teams up with a mysterious woman, Furiousa, to try and survive.

Committed Americans (1976-2014) In 1980 the American-born Thai citizen, business tycoon William “Bill” Heinecke opened his first Pizza Hut franchise in Pattaya. Today his Minor Group operates 1,500 restaurant and 100 hotels. Other committed Americans: the urban concept architect Robert G Boughey; the tough Roman Catholic priest, Reverend Joseph H Maier; renowned journalists, writers like Denis Gray, William Warren, Steve van Beek and Harold Stephens. Also two musical East-West bridge builders: Thai fusion-folk-rock artist, singer Todd “Tongdee” Lavelle; and Bruce Gaston, opera composer and Thai classical music performer.

In 1956 Reverend Stephen Mattoon became the first American consul and 1859 saw the debut of Siam's first newspaper The Bangkok Calendar. Distinguished Americans (1868-1945) “A series of Americans, who did not share the colonial ambitions of the French and British, became influential advisors to the Siamese monarchs. For decades Harvard University graduates: Edward Strobel, Jens Westengard, and Francis Sayre helped Siam to negotiate new treaties with the European colonial powers – agreements that restored judicial, sovereignty, clearly defined borders and Siam's ability to raise import tariffs.” Quiet Americans (1945-1957) “During this chaotic era of post-war reconstruction, the Americans became the most prominent foreign community in the Kingdom. It was the rise of the maverick entrepreneurs, such as Alexander MacDonald, Bangkok Post founder; Jim Thompson, the titan of Thai textiles; and Albert Lyman, who took over the oldest law firm and co-founded the American Chamber of Commerce (AMCHAM) in 1956.”

“Americans in Thailand” is a must read for all US subjects living (or having lived) in Thailand, and for other nationalities interested in the history of Asia, Southeast Asia and the Thai Kingdom. For the scholar the book contains maps, appendices, references, glossary, an excellent index section and a comprehensive eight-page bibliography. This dark blue brick of a book might be too heavy to carry to the beach or the poolside deck chair. Hopefully a pocket edition is coming? All in all, excellent work by Editions Didier Millet team of longtime American writers cum residents of Thailand. Chapeau! Thai passports Q: My Thai girlfriend needs a new passport and I have heard there is now a quicker way to obtain one. What is it and how much does it cost? A: Ordinarily a Thai passport costs 1,000 baht and takes three days to process. There is now a new system in operation at Thai passport offices whereby an applicant can pay 2,000 baht for a 24-hour service and 3,000 baht for same-day service (provided you apply in the morning). After cancellation of the work permit, they will give you a Tor Tor 10 form as confirmation. Take this and your passport to your local immigration office, same day if possible as your visa collapses at the same time as cancellation of permit, and request transfer to one-year retirement visa. Usual rules apply – you need to show at least 800,000 baht in a Thai bank (held for several months) or a letter from your embassy confirming income from abroad. What kind of visa? Q: I am a British guy who wants to leave Thailand and resume a career in UK. I want to take my Thai girlfriend with me to live permanently over there. What sort of visa do I need? A: A settlement visa is your long-term aim, but it is awarded principally to foreigners who are joining a partner already “settled” in UK. But you told me that you don’t have a job yet in UK and no home of your own. So it sounds to me as though the best thing at this point is a visit visa for your girlfriend. Later on, when you become “settled,” the long stay visa will become more appropriate. No home of my own Q: I am based in UK with a good job and want to invite my Thai girlfriend to come over for a two months holiday this summer. However, I have no home of my own and live with my parents in a house with a mortgage. Does this rule me out as the guarantor? A: No it doesn’t. As part of the application process, you need to obtain a letter from your parents offering free accommodation for the duration of the stay. They also need to state how big the house is in terms of rooms and who ordinarily lives there. You will also need a couple of recently paid utility bills for that house and a recent statement from the mortgage company.
Thailand Tax Changes by MBMG Group
There have been a number of changes to Thailand’s economic and business environment since the current government took power last May; not least in the area of taxation. Below is a quick guide to some of the major changes, proposed or implemented. VAT Back in July 2014, the government announced a further one-year extension to the reduced value-added tax rate of 7 percent. The official VAT rate is in fact 10 percent but, in order to boost consumer purchasing power and thus help economic growth, a 3 percentreduction has been reapplied every year since the 1997 Asian financial crisis. The current extension expires on 30 September 2015. It has been stated that VAT will be back at 10 percent from 1 October 2015; although it’s worth keeping an eye out in the coming months, in case this changes. SME business income tax The business tax applied to small and medium-sized businesses (SMEs) has applied since the beginning of the fiscal year 2015 (which started on 1 January 2015). If an SME has paid-up capital of less than 5 million baht at the end of each accounting period, and revenue from sales and goods in that period is less than 30 million baht, then it will now be eligible for a 15 percent rate up to 3 million baht in net profit. Previously this rate only applied up to 1 million baht in profit. In summary, here’s how the new and old SME tax rates compare:
into 500 baht tax for every 1 million baht on amounts exceeding 2 million baht but no more than 4 million baht. For houses with an appraised value of over 4 million baht, homeowners would have to pay 1,000 baht for every 1 million baht of the appraised value above the 4 million baht mark. However, there has been a public outcry that the tax will impose too high a burden on homeowners. The government has therefore decided to postpone implementation indefinitely and review the plans. It has promised to publish its conclusions in August 2015. Tutorial Schools Currently tutorial schools or cram schools, which provide extra lessons to help students pass exams such as university entrance tests, qualify for tax exemptions under the Private School Act. However in March the government gave the go-ahead to tax such schools. Education minister Narong Pipatanasai has stated that the idea behind the change is to tax cram schools’ profits, without mirroring the cost onto students. However one school owner has already said he would have to increase course fees because of the increased accounting and auditing costs involved. As yet no official timeline has been set for the changes, which the Revenue Department expects to bring in annual tax revenue of some 2 billion baht. Inheritance Tax In August of last year the government made clear its intentions to introduce an inheritance tax (IHT)

Automobile excise tax As of 1 January 2016, those people who choose an energy-saving model when buying a new vehicle will be charged less tax. The planned restructuring of the automobile excise tax regime was first announced in 2012 and has raised concern within the industry that it would make production difficult, as manufacturers try to marry low-emissions with market requirements. In March, industry minister Chakramon Phasukavanich stated that the new tax rates will only apply to new models, as it would not be fair to apply them to older ones. The objective is to charge more tax on less-efficient models of vehicle, thus discouraging manufacturers from producing them and customers from buying them. The president of the Thai Automobile Association has suggested that if the vehicle tax rate is raised by between 5 and 10 percent, the retail price could be raised by 2 percent. Land and building tax There have been plans to introduce a property tax in Thailand since 2010 but no law has been implemented to date. The current government, however, sees this as one of its priorities. It has stated that it wants to enact the law before it gives up power, as it seeks to narrow economic disparity and pay for investment in areas such as infrastructure. The latest proposals suggest that homeowners would be charged 0.1 percent of the appraised value. The rate for agricultural and commercial land use would be 0.05 percent and 0.2 percent respectively. Houses with an appraised value of up to 2 million baht would receive a 75 percent tax allowance, meaning a 250 baht tax payment for every 1 million baht. Residences with an appraised value of 2-4 million baht would receive a 50 percent tax allowance, calculating

in Thailand. This wasn’t something new: proposals for such a tax have been doing the rounds of various Thai governments for the last decade. Whilst Singapore and the Philippines already have IHT regimes, all the other ASEAN countries do not. According to finance minister Sommai Phasee, an estate worth 120 million baht separated equally between two children would result in the following: • The first 50 million baht each child receives would be exempt of tax. • Each child would be taxed at 10 percent for the 10 million baht that exceeds the ceiling. Taxable assets would include residences, land, vehicles, bonds, equities and deposits at financial institutions. Non-registerable assets such as jewelry, amulets and luxury watches, however, would be excluded. Whilst the finance minister feels that a 1 million baht tax on an inheritance of 60 million baht is “negligible”, the National Legislative Assembly failed to reach any conclusion on the bill’s second reading in February. The minister suggested that the law should not be implemented at all if there is a reduction to his proposed 10 percent rate. Since February there has been no news of any rewrite of the bill or a new attempt to push the current proposals through. Future developments With so many uncertainties regarding how and when these new tax regimes will be implemented, it would be advisable to check with an independent expert, especially if there is the possibility that any of these new taxes could affect you. Transfer of Property Ownership in Thailand Where and when does the transfer of property ownership take place? The registration of the transfer of property ownership from the owner or developer to the buyer will take place at the Land Office. The transfer of property takes place after the property is built, the contract has been signed, and all the installment payments have been made. The remaining balance of the purchase price is usually paid on the day of transfer at the Land Office. What are the taxes and fees I must be aware of when purchasing or selling a property in Thailand? Whoever buys or sells a property in Thailand should be aware of the following taxes and fees: Land Registration (Transfer Fee) The rate is 2 percent of the appraised value of the property. Stamp Duty/Fee 0.5 percent of the assessed value or the actual selling price, whichever amount is higher. Stamp duty does not have to be paid if specific business tax is applicable. Specific Business Tax 3.3 percent calculated on the basis of the government appraised value or the actual selling price, whichever amount is higher. This tax only applies if the property is sold within the first five years of ownership. Otherwise, a stamp duty will be assessed instead. Income Tax Income from the sale of a property is subject to income taxation. This is calculated based on the government appraised value of the property, the length of time it has been owned and the applicable personal income tax rate. When the property seller is a company, the withholding tax is 1 percent of the selling price or of the assessed value, whichever is higher. When the property seller is an individual, the withholding tax is calculated on a progressive income tax scale. Under Thai tax laws the land office must take the income withholding tax at the time of transfer of ownership. Who usually pays the corresponding tax expenses? There are no specific rules as to who pays for which taxes. It must be negotiated by the buyer and the seller, and must be stipulated in the sales contract. What are the documents needed for property transfer? Condominium 1. The title deed for the property (Chanote) 2. Document from condominium juristic person stating that all maintenance fees are paid up (Letter of Debt Free) 3. Copies of the passport(s) or other identification documents of both the buyer and the seller
4. Copies of the entry stamp(s) in the passport(s) of the foreign buyer and/or the seller 5. Foreign Exchange Transaction Certificate or Thor Thor 3 (for purchases in the name of a foreigner only) 6. Company Documents updated for the last three months Land and House 1. The title deed for the property (Chanote) 2. Company Documents updated for the last three months What is a Foreign Exchange Transaction Certificate? Why is it necessary? Foreign Exchange Transaction Certificate or Thor Thor 3 is a legal document issued by banks upon receipt of foreign currency into your bank account in Thailand. This must be requested from your bank when you are remitting funds to Thailand for the purpose of purchasing a condominium unit. In line with a foreigner’s acquisition of a property, it is Thailand government’s condition that the money used to pay for the purchase price must originate from an offshore source in the form of foreign currency. This certificate shall be presented to the officer at the Land Office where ownership of the condominium unit will be registered. Failure to comply with this requirement will prevent the registration of the property under the purchaser’s name. Can a buyer/seller appoint a proxy if they cannot make it to be present at the Land Office personally? A buyer or seller of real property can authorize another person to handle the transaction on their behalf by filling in and signing the power/letter of attorney form specially provided by the Land Office. The government provincial and local Land Department's branch offices in Thailand only accept the official standard Land Department's Thai script 'Power of Attorney' (Tor Dor 21 for land and house; or Chor 21 for condominium).
There has not, and probably never will be, a foolproof, one size fits all, answer to the dilemma of trying to produce a high return on savings with minimal or no risk. The idea that a host of risk-free opportunities exist out there that will continually and consistently quadruple the returns from banks every year is a myth. The conundrum is this; in order to achieve worthwhile results money has to be placed in asset backed investments of some sort. These come in assorted colours but all have issues generally connected with risk and/or liquidity. There are some excellent multi-asset and managed equity funds out there and, by their nature, they are diversified to spread risk but they can’t completely eliminate it. By carefully choosing the holdings their balancing act is to pitch risk against return. Also, let’s take some of the ‘hard asset’ funds that have performed well throughout the slowly disappearing financial crisis. By ‘hard asset’, we mean funds that hold tangible holdings, such as property. As a strategy, they must invest up to 90 percent of the fund in the class of investment that they have chosen to base their fund in, because, as for everyone else, cash does not perform, so the more invested, the more likely a better return for clients. This is fine until, for whatever reason, redemptions exceed subscriptions over a prolonged period, which can then lead to a liquidity problem. To illustrate the case, imagine you own a property in Prime Central London with a tenant and a mortgage. If the tenant stops paying the rent which covers the mortgage, it doesn’t mean the property is worth any less, it just means you have a liquidity problem. The whole short-termism thinking of today, often brought about by 24/7 access to fund values, brings some to the conclusion that the first time yields slip, most likely temporarily, it’s time to get out. This short-term view can be crippling for many investments that aren’t in the bank. Yes, if you buy and sell the right stock on the markets at the right time, you can achieve significant results but most members of the public who invest miss the boat and buy at a high and sell at a low, because their inexperience in the markets and that same short-termism takes over, often brought about by the fear created when a price drops, as well as the unwillingness to look further ahead and ride out the curves. If you go back just a decade, or perhaps two, you would see that those who generally made money on the markets were investors who bought bluechip stock and held them for the long term. This is largely what Warren Buffett’s Berkshire Hathaway does, albeit on a much grander scale. Also, one of the UK’s top fund managers, Neil Woodford, has just this week launched Woodford Patient Capital Trust. Recently, he was on the BBC’s Hard Talk programme and Stephen Sackur asked him why the UK, with all its talent, was not producing such corporate behemoths as Google and Microsoft. A brief approximation of his answer was that there has not been much appetite in the UK for long-term investment and his new fund launch aims to buck that trend. Indeed, Warren Buffett famously said, ‘Someone is sitting in the shade today because someone planted a tree a long time ago.’ As with most things, a spread of investments is desirable but not diversification for its own sake. A mix of well-selected, different asset classes to make up a portfolio gives balance and reduces risk. Also, when deciding on your holdings, consideration should be given as to whether capital growth or income is the main objective. Clearly both are desirable but there is usually an emphasis for one over the other. And The Winner Is! As Thailand’s real estate sector grew and matured incredibly fast, real estate property awards began to surface within our industry just as quickly. There’s the Thailand Property Awards and not too long ago the first Power 99 Awards for Thailand’s leading real estate figures, just to name two. Well, I have got a few new awards to give as well, but they won’t be presented just yet. These unique awards will be for the ‘Con of The Year’! Now that’s not the ‘Contractor of The Year’; no folks, it’s the ‘Con of The Year’. People, I’m not talking about the guy at the noodle stand with a Xerox copy of a title deed in his back pocket. No, I’m talking about the ‘Big Boys’, the guys that walk off with the big money. Before I get too deep into this ‘diatribe’, let me explain my journalistic diversion to you. I am labeling this ‘piece’ a diatribe simply because the subjects (real estate con men) disgust me, and real estate crimes are most definitely something we need to do something about. Don’t get me wrong, I’m not a complete ‘crime snob’, but I do enjoy and expect just a little creativity from a criminal. You know--a government job, an insurance company or even an inside bank job, but come on guys--vacationers and retirees? It was just a few years back after the financial crisis of 200708 when we here on the Eastern Seaboard were going through exactly what we are seeing here today--a property boom gone bust! Let’s start this award search by going back to the ‘Con of The Year 2007’ winner, well-known Pattaya publisher and developer Richard Ian Silver and his Royal View Talay Condominium, which was to be an eight-storey condominium building located on two rai of land (38 meters wide and 85 meters deep) just 50 meters from Jomtien Beach Road on Na Jomtien Soi 2/1.
Yes, folks, that’s way too close and over the 14-meter legal limit isn’t it! You would have thought somebody would have figured that one out. Wouldn’t you? Well the purchasers of that scam finally band together and formed a website at http:// royalviewtalayinvestors. blogspot.com just eight years ago (September 2007) and as a result, the most recent report on the ‘Where did my Royal View Talay Condo money go?’ saga is: Ian Silver’s whereabouts are still unknown! He sold all of his companies before doing a runner. Silver’s Pattaya office was closed down. And last but not least, it is reported that he disappeared with more than 120 million baht. That was 3.5 million US dollars, folks! Now this is getting exciting. Let’s move on with this award search and congratulate the 2008 Con of The Year. If you were living here then, you would have seen the April headlines: 50 Swedish homebuyers cheated out of millions in Thailand. Up to 50 Swedish families, retirees and disabled persons were cheated in a property scandal right here in Thailand. The investors were dreaming about owning a piece of paradise in Bang Phra, but according to the Swedish tabloid Expressen, those poor unfortunates lost millions of kronor as a result of their home purchases with Thai Care, a company dominated by a Swedish citizen living in Bangsaray. By the way, that con job was for 30 million kronor…… 4,679,460 US dollars……now that’s 4.6 million US dollars! That was following the world financial crisis. What about now? What about the ‘Con of The Year 2015’ winner? This future award-winning developer is still in our midst! In fact, I’m betting we will see a number of impressive winners this time around. Why? most likely being transferred out of Thailand as you read this very article. Exciting isn’t it? The next winner must clear only 4.6 million US dollars to break the ‘Con of the Year’ record……and I feel confident that this coming year will be yet another record-breaking year. Will the winner be an individual, a huge development group or possibly one of those ‘Who dun it……where’d they go’ kind of ‘jobs’? Excuse me, as I am taking the liberty to poke fun at this very serious and unfunny reality in our industry; it does not have to be like this. We do not have to have these kinds of huge financial risks involved with our interests to purchase houses and condos ‘off plan’ here in Thailand. Looking back at the post financial crisis period around 2008, I can still remember reading the headlines about the Thai government having begun looking into the escrow matter, as they know very well that an escrow system does protect the consumer and, as well, offers equal protection to the seller, developer and agent. Actually, the government had started looking into the idea of regulating escrow accounts as far back as 2001, with the introduction of Section 9 of the Commercial Banking Act 1962, which allowed commercial banks to offer escrow account services to customers buying properties from developers. Just eight years ago, in 2007, the Thai National Legislative Assembly’s first draft of the Thailand Escrow Law was introduced. It would seem quite obvious that, out of necessity, it would only be a matter of time before escrow laws are fully preserved within the Thai legal system wouldn’t it? Or NOT! Imminent indeed, with the Thai National Legislative Assembly’s first draft bill having been approved late in the year of 2007……but what

happened? Better protection from those few dishonest, underfinanced or inexperienced developers would be fantastic news for purchasers of houses and condos. Escrow accounts will certainly be a much better alternative to the consumer, as opposed to their making claims for civil damages against developers in default, which are protracted, costly and rarely worth the trouble. And what about the developers? Developers will also reap the benefits found in escrow accounting as there is always the reciprocal growing consumer confidence displayed by home purchasers.

Local Sports PSC Golf from The Growling Swan Vale Marc Henkel Saturday April 18 on Pattaya Beach Road at around midday, Marc Henkel was tragically killed in a motorcycle accident. He enjoyed his golf and was a regular at The Growling Swan. All at The Growling Swan will miss Marc and our sympathies go out to his family. He was too good a man to go so young! Pattavia Not a big field today being the first game after the Songkran break made somewhat harder for us all only finding out about Marc at 8 am. With only three groups playing we tackled Pattavia. We were the only golfers on the course and I have to say it was a shame as the course was in fantastic condition. There was plenty of run on the fairways and the greens playing as they always do at
Pattavia, very tricky. Plenty of bunkers in the way as found out by my playing partner John Anderson. He would have looked more comfortable with a bucket and spade with all the times he went in! Welcomes were handed out to Dave Marshall from Australia and farewells to JJ Harney returning to Ireland and of course Marc Henkel. JJ Harney finished his trip with a very good 40 points hitting some great drives as he reflected more than once back at the bar. Coming in second (winning on a countback) with 35 points was Mark “The Viper” Stapleton. Third went to Ebrahim also with 35 points. PSC Tropical Golf from BJ's Green Valley (Stableford) This was a typical post Songkran morning at golf. Very few golfers as most had left Pattaya to get away from the mayhem, as they do every year, and those who stayed and those who came back shortly after the biggest day, turned out to get a bit of fresh air after a few soakings. No one minds a couple of days, in the smaller towns it is a very pleasant time, but nine full days! I got back from Bangkok the night before, after escaping the final three days, but that still meant I got soaked from the previous
Saturday, two days before official Songkran, as I live on Beach Road and a baht taxi is prime soaking material. Nine days this year, still back at the golf morning it was soon away to Green Valley where I noticed the course was also relatively empty. So we were at the start early as usual and actually got off a few minutes early and the heat of the day was apparent. We had all been suffering from the humidity really from going to BJ’s and the comments that this was essentially the hottest day for years was quite apparent. All the golfers were dripping with perspiration and
it was a pleasure to at last get under way. Once on the way we seemed to get a bit of wind that seemed to mitigate the heat. In other words it was really hot, but sometime we got a breeze. Not too bad in a cart but the walkers really struggled. It is at this time you could really do with a Pattaya Songkran day on the course. Where are the buckets of cold water when you really need them? Oh the course, well it was a bit dry and I would declare it as fair. Most of the golfers struggled back to the changing room where we found that

Pierre Cere takes the Mon Cheri! Two buses were loaded and left The Growling Swan a little earlier than the scheduled 8:30 am departure time as all golfers were keen to get away early. So keen was one player (David Marshall) that he paid twice for his dues, however he was recompensed when it was noted that the bin was in excess! As ANZAC day is on Saturday, 25 April, a minute’s silence was respectfully made on the first tee to remember not only all who sacrificed life and limb so that we could have a better life, but also to Marc Henkel who sadly passed away after a motorbike mishap on Beach Road over the Songkran period. Black arm bands were worn by all golfers as a sign of mourning. Marc was a lovely, gentle soul. Our sincere condolences go to his young Thai family, his parents, siblings and friends. The weather was as good as one could hope for at this time of the year with overcast skies keeping the temperatures cool. We were not bothered by any heavy rain and the few small drops we did feel did not deter anyone, even the golfers who wore spectacles. As always the greens were tricky and downhill putts were giving the players more palpitations than a cricket umpire reaching for
the light meter. The condition of the rest of the course was up to good standards. As do The Growling Swan on every occasion other than Monthly Mug Day once a month, the presentations were made at the clubhouse and our host Peter Grey welcomed back Paul Avery from Cairns, NQ, after a long absence, along with Mike Brett and Tony Mathers of Western Australia. A farewell was made to Dave Marshall who has played with The Growling Swan a number of times during his short stay in Pattaya. It should be noted that our host was almost in tears when he bade farewell to Dave as the Compass Cap award now becomes visible in his mind’s eye once again! Pierre Cere handled the course well considering we played off the blue markers and his 39 points placed him well clear of the rest of the field in A grade. A countback separated John Davis and Mark Stapleton who both played to their handicaps with John taking second place. Today’s event was a Stableford with a rundown to separate the winners. Four NTP’s and two longest putts were made available as additional incentives.

Local Sports Blacky Gets the Chocolates! Well, the Pattaya Songkran “madness” was over so it was back to some semblance of sanity as we once again returned to our Friday’s at Phoenix competition and we had a reasonable turnout despite many golfers still being away. Our first group got away pretty much at our scheduled 10 am tee time and the weather was good, although rain clouds above, and the golf course was quite ok although most greens were still recovering from recent sanding and coring. There was much thunder and lightning during the middle of the round and on the 13th green the heavens opened so we adjourned to the adjacent drink station, along with another four groups who made it there. Of course we were all patient and confident of a continuance. After about 45 minutes we were set to go and as usual the greens drained very quickly and there was minimal water on the fairways. No further weather problems were encountered and our round was over in around five hours, including the break. Your writer, Peter Blackburn emerged as the winner with an honest 36 points, 1 point ahead of San Miguel Light “expert” Ian Pickles in second spot. Torben Lindgaard finished third with 33 points. It was the last Friday of the month and the regulars at the Tropical Golf Group know that means a trip to Pattaya Country Club to play medal in an attempt to win the Monthly Mug. This is the fourth mug up for grabs since contest started, and it is a coveted trophy. What better prize than one that looks good on the shelf and also holds your favorite beverage? Playing Pattaya CC is always a love/hate experience. We love the short drive, the new clubhouse is great, staff is good, and the layout interesting enough. The flipside is course condition is always a guess, seemingly moving between good to
poor within a couple weeks. This day found the course condition so-so or maybe “hasip ha-sip” is appropriate, with the greens as good as we’ve seen them since the recent renovation. However, by the last few holes course condition was not on anyone's mind as a show of lightening followed by a downpour was the main concern. A few groups finished in time but a couple waited out the storm to finish the last few holes. The delay was about an hour and all came in to report scores. So what about the mug? It was a fight to the finish, and wouldn't you know it ended in a tie. When the countback was applied Brian
Parish (13) came out as the Mug Winner over Dick Warberg (19) both with a net 68. Brian had sunk a long birdie putt on 18 capping off a fine back nine to win the prize! Congrats to both golfers. In third place came

Youth Focus A Child-Centered Classroom
by Ayesha Rahman Froebel is believed to have coined the term ‘child- centered’, which appeared in his 1826 book ‘The Education of Man’. It has been prominent in education literature ever since. In contrast to a traditional approach to pedagogy, a child-centered approach is the child’s autonomy and ability to construct knowledge rather than knowledge as something imparted by the teacher as authority. Chang conducted a comprehensive review of Early Childhood Education and found more than ‘forty definitions of child-centeredness’ to be in use. It is, therefore, not surprising that educators differ in the theories and approaches that they regard as child-centered. No one ‘definition of play’ can encompass all the views, perceptions, experiences and expectations that are connected with it. Nevertheless, there appears to be broad agreement amongst theorists coming from a range of backgrounds that ‘play’ can make an important contribution to a child’s development. Influenced by prominent child development theorists, as Piaget and
Vygotsky, sometimes it is believed that child-centered education focuses on a child’s developmental needs. Other times, it is considered ‘child-centered’, in terms of Dewey’s philosophy of education, which emphasizes progressive forms of education. Children learn by ‘being active’. In the Froebel and Montessori pedagogy, ‘activity’ is, however, a question about the child’s inner drive. Play is a necessity, separated from learning and work. In Reggio Emilia, ‘play’ appears as integrated in learning or as a dimension of learning. Canella says that ‘Play is primarily viewed not only as an instrument of learning and development, but also as the means by which children learn to be happy’. According to Moyles, ‘play in educational settings should have learning consequences’. Although play has many benefits and is a necessary part of classrooms, the Early Years program that prioritizes play does have several weaknesses. First of all, much research evidence shows that ‘play does not maximize cognitive development’. Sylvia et al (1980). It was investigated in the ways in
which both children and adults spend their time during play sessions in preschool. They found that there was a lack of challenging activities in a child’s free play, which tended to involve simple repetitive activities. Secondly, Meadows (1988) also investigated children's behaviour during play sessions and reported that the teachers in their study were ‘busy and kind to the children but not very demanding’. During play, children did not persist in completing tasks, and the conversation between the adult and child was very limited. Thirdly, it was also argued that supervised play has limited benefits for children, and that a high level of adultchild interaction during play is necessary to optimize children's learning. Whether right or not, child-centered philosophy is usually presented as oppositional to traditional, teacher-directed approaches. The main difference between
these two philosophies lies in the emphasis that each philosophy places on the children's freedom with respect to their learning initiatives and the nature of the teacher’s control over them. Not surprisingly, the division between play and work and play and academic learning persists as highly controversial. The ‘child-centered view of the child’s intrinsic motivation’ for learning has been widely criticized. Many educators have warned of the dangers of an ‘exclusive and unrealistic emphasis upon the child’. Galton (1987) criticized child-centered theory as a ‘romantic’ view of childhood requiring a curriculum totally dictated by the child's interests. Questions arise whether children have a ‘natural intellectual curiosity’ or are they really ‘motivated to learn or are keen on discovering’? Education cannot compensate for society – but it can make a difference by Peter Hartnell
Just before I went to teacher training college in London 45 years ago, one of the most comprehensive, influential and detailed reports into the state of education in the UK was published. Commissioned four years earlier, The Plowden Report was named after Lady Plowden who chaired the committee charged with the task of “considering primary education in all its aspects and the transition to secondary education.” In the years leading up to and during the collation of the report, the government of the day took many initiatives to revolutionise the education sector; they issued Circular 10/65 which paved the way for the abolition of the 11+
tests and the popularisation of comprehensive education, and made clear their intention to raise the school-leaving age from 15 to 16. The report assessed that hundreds of thousands of children were disadvantaged and living in “cycles of deprivation”. It was praised for its “childcentered” approach, its acknowledgement of the importance of psychology, particularly the work of Jean Piaget to understanding how children learn, and proclaimed that “at the heart of the educative process is the child”. The report advocated positive discrimination in favour of deprived areas, smaller classes, and universal nursery education for all children after
3 years old, the end to corporal punishment in schools and more contact and involvement of parents. This seminal report, for the first time recognized and concentrated on changing some of the societal and organizational features that influence success in the education system. Forty years later the Cambridge Primary Review was launched, the most comprehensive inquiry into primary education since the Plowden Report. Charged with looking into the condition and future of primary education in the UK, between October 2007 and February 2009 the Review published 31 interim reports, including 28 surveys of published research, 39 briefings, 14 media releases and several newspaper articles. The Review's 608-page final report Children, their World, their Education, was published on 16 October 2009. Despite the interval of nearly half a century between these two major reports, the Cambridge Primary Review concludes with 75 recommendations for educational policy, first of which was the need to
“Accelerate the drive to reduce England’s gross and overlapping gaps in wealth, wellbeing and educational attainment, all of them far wider in England than most other developed countries. Understand that teachers can do only so much to close the attainment gap for as long as the lives of so many children are blighted by poverty and disadvantage. Excellence requires equity.” While we may blame governments for not doing more to reduce inequality, those teachers working in schools all over the world recognise that education can make a difference. If we concentrate on those things over which we have direct control in the school, notably curriculum design and professional development and are ourselves good models for the kinds of qualities we wish to see in our students when they grow up, we can still enrich and accelerate their learning significantly. When the Cambridge Primary programme was recently introduced at Phoenix School, it joined thousands of schools around the world that want to develop learners who
are confident, responsible, reflective, innovative and engaged. The Cambridge Primary programme has developed a world-class curriculum and provides high quality support for teachers. In nearly half a century of teaching I have realised that while major reports and inquiries into education can set the agenda for decades to come, and help to define government
policies and priorities, it is the practitioners working day in, day out in schools all over the world, and over decades who are in the best position to bring about the changes in thinking and in attitudes that generate and sustain the kinds of values and, consequently, the kind of society that we want. Youth Focus Songkran at GIS
Songkran came to Garden International School (GIS) with a flurry of water-based fun. The school's Thai department organised several activities before the end of term break. These included a special assembly where students explained the meaning of Songkran and what everyone should do to have a fun and safe time. Students then lined up to pour water over their teachers' hands and daub their faces with powder. In Foundation and Primary there were water-based games as students had the chance to get into the

A MAD Night at GIS
Garden International School (GIS) put on some amazing performances of music, art and drama during a special evening. The Music, Art and Drama (MAD) event began with an art exhibition in the Drama Room, where guests got to see some amazing displays of art from Year 13 students. The guests then sat at round tables in the Main Hall and enjoyed cheese and olives as the main show got underway. A mix of drama and music on alternating stages meant there was a great mix of styles. A Year 11 student gave a dramatic and quirky performance of ‘Over
the Moon’, Year 8 sang ‘Runaway Baby’ while the choir sang ‘And So It Goes’. After a short break, there was an energetic second half, with the orchestra performing ‘Liberty Bell’, and Year 10 and 11 students staging scenes from Romeo and Juliet and a moving performance of ‘I Dreamed a Dream’. Take Two, They’re Small Are you considering a kitten as your household pet? If so, buy two (better yet, adopt two from an animal shelter). They will enjoy one another’s company and provide you with twice the entertainment value and affection. If you’re concerned that getting two kittens will mean they may become too attached to each other and ignore you, forget about it. Yes, they may be more focused on each other rather than on you, but they also can take their aggressions out -- biting, scratching, fighting -- on each other rather than you. It’s a good idea to separate the two new household members for periods of time each day while they are young so they get used to being alone; best done at feeding time and during play sessions with you.
