Pattaya rail project delayed “by years”

H

opes that a high-speed railway from Rayong to Bangkok, stopping at Pattaya, have taken a back seat after official preference was given to the 250-kilometre-per-hour Chiang Mai to Bangkok route. Thailand’s military government has announced that there will be a joint project with Japan to link the northern Thai city with the metropolis. The line will be 715 kilometres long and is scheduled to open in 2019 at an initial cost of 400 billion baht. The formal agreement between the two countries was signed earlier this month in Tokyo. Although Japan has expressed interest in the Rayong to Bangkok route, there is no specific memorandum of cooperation and the offer from Tokyo is still being studied by Thailand’s transport authorities. In general terms, Thailand and Japan have agreed to work together to develop and upgrade the railway system and to improve connectivity within the corridor linking Thailand, Cambodia and Vietnam. Low interest loans from Japan are a vital element of these plans.

Effectively, the decision pushes back into the next decade any prospect of an improved Rayong to Bangkok rail link. It had been hoped that the high-speed connection linking Rayong and Pattaya with the capital would be an important step in helping to solve the Eastern Seaboard’s transport woes. But it is not even clear that the eventual rail link will include a scheduled stop at Pattaya. Critics say that the current rail station, just off Siam Country Club Road, is too far out of town to be an effective hub. There has been speculation that a monorail could be built to connect Pattaya railway station with downtown areas as well as Jomtien. However, there has been no detailed planning or costing and the whole issue appears to have faded from prominent debate. The monorail plan was in any case opposed by the proprietors of many small businesses in Central Pattaya who feared the loss of income if fewer people were walking the streets. Defenders of the monorail idea say that the plan would reduce the number of vehicles on Pattaya’s roads.

Hopes of infrastructure improvement in Pattaya are now centered on the Sukhumvit underpass which is scheduled for completion in 2018 and is expected to provide a clear run for traffic not intending to venture into Central Pattaya or the beach areas. Company spokespersons say that the work is proceeding according to schedule, although critics point to the winddown of digging activity every weekend. Traffic jams on city roads have noticeably increased since Sukhumkvit lane closures were introduced. Meanwhile, the Thai Cabinet has approved an investment of 1.8 billion baht by the Ports Authority to expand Laem Chabang deepwater seaport, situated 25 kilometres north of Pattaya. This will include the expansion of the port’s basic infrastructure and investment on major lifting and logistical equipment. Laem Chabang is the busiest port in Thailand and the 22nd busiest in the entire world. It also hosts 200 industrial companies and an ExxonMobil refinery.

Robbery at gas station

A man using a restroom at a Naklua petrol station was knifed several times by two men who stole his gold necklace and an expensive Buddha image. Pattarachai Suk-udom, 27, said he was attacked without provocation by two masked men whom he could not identify. He was sent to Bangkok Hospital Pattaya where he was said to be comfortable and improving.

Teenagers throwing bombs in Pattaya

A group of teenagers on motorbikes threw bombs at tourists near the entrance of Pinky White Condominium, Soi 4, Pratumnak Road. Police found one handmade bomb on the road and another 50 meters away. Chonburi Explosive Ordnance Disposal (EOD) Unit was called to investigate and get rid of the bomb that did not exploded. Pichit Laotaew, 52, security guard, reported seeing a group of teenagers riding two motorbikes. They threw two bombs at group of teenagers walking to the beach, one exploded and the other did not.

Victim shocked by attack and robbery A middle-aged woman was attacked outside her home in North Pattaya and lost her belongings and her motorbike. Patarawadee Naidoo, 48, tried to phone the police station but was unable to get through to a human voice. She, therefore, went to a security guard’s office in Soi Nernplabwan for assistance. She was then taken to hospital where she remained in a state of deep shock. Police said they would examine CCTV tapes in the relevant area of town to see if they offered any light into the unpleasant occurrence.

Bruised corpse Short circuit found on beach led to demise

Police rushed to the beach in South Pattaya where a man was found dead. The body was taken for a detailed examination to Banglamung mortuary. The body was bruised with several cuts. A witness told investigators she had noticed the man sitting alone and became suspicious when he did not heed her calls. It is possible he had had a fatal heart attack or got into an argument with an unknown third party.

A Frenchman died in his Nongprue residence after taking a bath but with water coming from a faulty pump. Francois Poncet, 44 years and a businessman, tried to fix the water pump but sadly electrocuted himself during the repair process. His wife Kilame told investigators that she knew something was wrong when her husband had not emerged from the bathroom after two hours.

Pattaya prepares master plan

Pattaya Mayor Itthiphol Kunplome presided over a seminar to plan the resort’s future over the next 10 years. The plan, which will be presented to the Chonburi governor’s office, emphasized both public and private investment to support an ever-expanding, yet sustainable, greater Pattaya. In order for the city to attain a

world-class label, it would be necessary to concentrate on highend spenders from overseas. The diversification of the facilities of the resort, no longer being so dependent on nighttime entertainment, is expected to continue with the development of high-quality family venues and five-star accommodation.

Attempt to improve beach food

Deputy Mayor Ronakit Ekasingh hosted a course at City Hall to show 250 beach vendors based in Pattaya and Jomtien how to prepare food in accordance with health and safety precautions.

There have been complaints that visitors were sick after eating food prepared by vendors and the purpose of the induction was to minimize that eventuality.

Anti-corruption Phoenix Gold pin handed out to invest

Deputy Mayor Wattana Jantanawaranon presided over a ceremony at City Hall to hand out small pins to administrators, officials and others involved in local government services. The pin, designed to be worn on lapels or jackets, symbolize the determination of those individuals not to become involved in corrupt practices.

The owners of The Phoenix Gold Golf and Country Club, one of the leading championship courses in Eastern Thailand, have just announced a major investment to redevelop the club in Pattaya. The club’s new owner, Chanya Swangchitr, signed agreements with course designer Pirapon Namatra to completely redevelop their Lakes course. Chanya also said that in 2016 they will launch Phoenix Gold Real Estate, developing luxury homes on 1,000 rai adjacent to the golf course.

Passport tips We hear that one of the biggest reasons why British passport applications are rejected is because the applicant has opened his mouth on the photo. The golden rule is to keep your mouth firmly closed and try to resist smiling. Unless it’s really a problem, don’t wear glasses at the photo stage as they tend to distort the image or cause a reflection.

Council member hires teachers Banlue Kullawanich has donated the salaries of two extra teachers at Pattaya City School to cope with a shortage of instructors caused by budget problems. He deposited a cheque for 130,000 baht with school authorities. The two teachers in question are Piraporn and Apinya who teach respectively Thai and science. However, they have not yet passed all their examinations to become certified teachers.

Medical insurance All the advice is to take out medical cover in case you fall ill or suffer an accident in Paradise City. Problem is that most expats are over 60, with a dominant group over 70. They likely can’t get cover or, if they can, the premiums are likely to be exorbitant. Sooner or later, if you live long enough, mere mortals eventually become their own insurers. Nightly problems Some people believe that the main reason for Pattaya bars closing early is the fear of being stopped by the police on the way home with the looming possibility of a breath test. You can’t argue with the enforcement of drink-driving rules. The problem arises if the motorist is offered an on-the-spot 10,000 baht fine rather than indulging in bagblowing. Record breaker A luckless reader wants to share with you what he believes may be the longest road journey from Suvarnabhumi to Pattaya. The taxi from the airport faced a two-hour delay after encountering a serious motorway accident. South of Chonburi, the taxi then experienced a flat tire. The taxi driver found that the spare had a hole in it resulting in a further huge delay as all neighboring garages appeared to have closed for the night. The saga continued … But the total time taken for the journey was eight and a half hours.

Chinese tourists have voted Pattaya Floating Market the number one tourist attraction in Pattaya. The poll was conducted online throughout May and organized by the Tourism Authority of Thailand and King Power. Most respondents said in the comments section that the shopping opportunities were the greatest attraction.

Over 100 doctors attended a conference hosted by the Bangkok Hospital Pattaya to update themselves on the latest treatments for mental illness and allied disorders.

Holiday Inn Pattaya recognized TripAdvisor Hall of Fame Four of Bangkok’s most famous landmarks were voted among the top 20 in Asia by travellers on the popular website TripAdvisor. In the TripAdvisor listings, the Reclining Buddha in Wat Pho (also known as Wat Phra Chettuphon) was fourth on the list of Asia’s 25 best landmarks, while the Grand Palace took sixth place. The symbol of Bangkok, Wat Arun (also known as the Temple of Dawn) came in

ninth, and Wat Phra Kaew (Temple of the Emerald Buddha, located within the Grand Palace) was listed at 15. The Traveller’s Choice Awards are based on millions of reviews, opinions and rankings of the website’s 60 million members. Many TripAdvisor members expressed the view that if tourists had not seen these important landmarks, they had not really experienced Bangkok.

Snap Judgment Traffic accident woes The usual approach to the awful number of traffic accidents in Thailand is to tinker with the law. In the last two years we have seen amendments to the Thai driving licence regulations, ostensibly to make the test harder, and a reduction in the permitted hours alcohol can be sold in retail outlets. Another recent proposal has been to license bicycle riders, a non-starter which would serve only to increase bureaucracy and open the way for more graft. The real problem is that Thai roads are amongst the most dangerous in the world. At least 16,000 people annually are killed in traffic accidents here and more than 300,000 injured. Globally, Thailand’s road-death figures are second only to Namibia in Africa – one of the least densely populated countries in the world – according to a study of international driving accidents by the University of Michigan. The research showed that there are 44 deaths per 100,000 population in Thailand, with the total in Namibia coming in at 45. Most likely to be killed or maimed in road accidents are pedestrians, bicycle riders and motor cyclists. According to the World Health Organization, 74 percent of those killed were users of two- or threewheel vehicles whilst 13 percent were drivers of four-wheelers with pedestrians amounting to eight percent. The WHO study also points out that speed limits on urban roads in Thailand are 60 or 80 km per hour, but there is very spasmodic enforcement of these restrictions by police authorities. Thailand also has a strict motorcycle helmet law. Academic research suggests that wearing a helmet can reduce the prospect of death by up to 40 percent. But most Thais wear a helmet only to avoid being fined rather than for reasons of health and safety. This may explain why motorcyclists are more likely to wear their helmets in the day rather than at night when police checks by the roadside are much rarer. The WHO study suggests that only about half of motorcycle drivers obey the law all the time whilst the figure for pillion passengers falls as low as 19 percent. Drink-driving laws in Thailand are quite strict with the amount of 0.05 grams per deciliter blood alcohol concentration for drivers. In April this year there were almost 3,500 traffic accidents over Songkran which were alcohol-related. The problem again is spasmodic law enforcement with roadside fines to boost police funds being seen as the paramount factor. As long as drivers think the chances of detection are low they are likely to be tempted to break the law. One country which has made much progress on these fronts is Nepal which, until 2011, had rules on drunk driving which were not properly enforced. Then the country introduced a zero tolerance policy of zero blood alcohol concentration and an army of traffic police with breathalysers which actually work. The emphasis is on the hours of darkness. Unlike in Thailand with its one-off crackdowns, it is virtually impossible in Katmandu to avoid the network of breath tests including weekends and holidays. For minor infringements of the law there is a fine system at busy police stations where the huge queues are certainly a disincentive to break the law. There are also mandatory lectures to attend. Because the police centrally keep a proportion of the fines, there is an incentive for them to prosecute offenders rather than simply accepting bribes. It is true that, at first, the owners of entertainment outlets and their customers complained about the restrictions. But they have petered out. Human beings are more likely to obey the law when the chances of punishment are high. The number of road accidents in Nepal has now fallen by almost three-quarters, much to the delight of housewives and parents who are relieved to see their loved ones returning home both sober and at an earlier hour. Other crimes such as gun fights and theft have also declined whilst there has been a boom in business for the taxi companies. The problem in Thailand is not awareness of the issues involved but a lack of determination to pursue a sustained policy. Courage and motivation are necessary within the police system to go beyond punishing the poorer motorcyclists and to curb the excesses of those higher up the social ladder in luxury vehicles who use their influence to avoid serious punishment or even to escape being charged altogether. Sadly, the ability of the rich in Thailand to avoid prosecution shows no sign of weakening and the National Council for Public Order, sadly, has announced that reform of the police system at the moment is too difficult for the government to contemplate, given its other pressing problems. It is sometimes said that the large number of traffic accidents in Thailand is inevitable. As farang involved in accidents are sometimes told in fatalistic terms, “There would have been no accident if you had not been there”. In fact there is no real reason why many of the deaths and injuries on Thailand’s roads cannot be avoided. If Nepal can achieve great success, so can this country. Provided, of course, the political will is there.

Pattaya crime rate down The monthly meeting of the Police Overseeing Commission heard that reported crime in the city had fallen by around 40 percent. The meeting, attended by the Pattaya mayor’s adviser, Krit Jiramongkol, concentrated on traffic crimes and problems which continued to be the source of many tourist complaints. Recent solutions by the police have included more roadside checks and mobile traffic police who could be sent to specific locations with problems.

Coral reefs made by man

Banglamung authorities held a training course for 500 families to learn the skills of building artificial coral reefs which are so beneficial to marine life. Most of the people

at the course were fishermen who were keen to increase fish stocks and to benefit the local community by extra income from underwater catches.

A truck driver lost control and careered into a row of eight motorbikes on North Pattaya Road. A car was also damaged. The truck driver, Kamol Pasul, waited patiently for police to arrive and explained that he had repeatedly put his foot on the brake but nothing happened. Police said they would await an engineer’s report on the truck before taking the matter any further.

Deadly crash in Sattahip A motorbike was in collision with a 10-wheel truck on the arterial road into Sattahip leading to the death of two people. The driver and pillion passenger on the motorbike were killed outright, but the driver of the truck escaped injury. Jamreon Mungklankaew, 53 and the truck driver, said the motorbike was travelling at an excessive speed leading to the inevitable collision at a highway junction.

HMAS Perth cocktail reception at Dicey’s The Navy League of the United States – Siam Council welcomed the officers and crew of the HMAS Perth (III), an Anzac Class frigate to be built by Tenix for the Royal Australian Navy (RAN). The first steel for Perth (III) was cut on August 23, 2000 and the keel was laid on July 24, 2003 and commissioned into the Royal Australian Navy on August 26, 2006. The Siam Council welcomed them with a free flow of cider and beer at heavily discounted prices as a show of support by the Dicey Reilly’s Irish pub for them. Pattaya’s Cool Pool Party Scene has been elevated!

Pattaya has always been known as party city but not until FFliC flung open its doors a few months ago had it made it into the world’s cool pool party club scene. Move your clubbing to the day, bring it outside, add a pool and its party time like no other – from Ibiza to Vegas this is how to party in the sun. This extraordinary lifestyle destination has been designed and built with such dedication to the hedonistic pursuits in life it just oozes with high living pleasures. Stretching out along a cliff top overlooking Cosy Beach it just screams with chic, cool, stylishly vibes with enough chutzpah to bring in the Paris Hiltons of this world. It can accommodate up to 300 people but manages to incorporate a cosy ambiance with its many zoned seating areas, uber chic bar, dining zones, terraces and sun loungers all overlooking this panoramic land and sea scape. Mick and I were impressed from the word go. Pass through the glass doors and the entry floor becomes “alive” with projected tropical fish swimming and darting under your feet. The FFliC signature décor is red and white which includes the friendly staff decked out in casual sportswear. A raised canopied

platform houses the DJ beside the infinity pool and comfy sunken lounge seating which is where we elected to sit. FFliC (a derivation of “cliff”) is open from 10 am till 2 am every day and its menu reflects this. An egg station would start the day off nicely with its offerings of Eggs Benedict (B.250), Spanish omelet, gourmet ham and eggs and more – the list goes on. Brunch is covered with an extensive choice of burgers (beef, salmon, crab or chicken), pizzas, pastas and sandwiches which segue into the lunchtime dishes offering luxurious soups (lobster twist bisque B.360), Canadian lobsters, premium steaks and much, much more. As you would expect the variety of local and imported beers is huge, the cocktails modish and molecular, and the wines and Champagnes the best that money can buy. The bar stocks an extraordinary variety of proprietary spirits; we counted 15 premium whiskies, seven tequilas, 11 rums and numerous vodkas all available in bottle sets with Johnny Walker Red coming in at B.2,500 with four mixers and ice. “Buy One Get One Free applies to cocktails between 5 pm and 7 pm. Chef Trakulsak is at the helm of his open kitchen and his east/west

fusion twists reflect his significant experience is restaurants across the globe. Once seated and sipping a chilled Australian Bulletin Place Chardonnay (B.250) we were able to leisurely peruse the menu. We chose homemade foie gras terrine and pan-seared sea scallops to initiate the proceedings. I loved the terrine it was soft, luscious and richly delicious, the accompanying mango confit with raspberry vinegar was superbly on-trend and thoroughly addictive. Mick’s choice of scallops were two huge babies just shown the pan to receive their seared patina and served on a bed of diced vegetables with a shot glass of lobster espuma. It was prepared to perfection with a presentation to match. Other starters include the famous chilled gazpacho served with a black tapenade (B.320), grilled tiger prawns, crab/avocado salad (B.380) and “heaven in the sea” a serving of crab meat balls with cream cheese, dill and flaked coconut. Thai cuisine is not overlooked by Chef Trakulsak and his 40-item listing covers all the favourites. Our main courses were then served. The tuna had been encrusted with black and white sesame seeds and served on a bed of oh-so creamy mashed potatoes, roasted vegetables

and a miniature bread basket filled with roasted baby tomatoes on the vine with a Lilliputian flask of concentrated balsamic vinegar. The flavours, textures and interplay between the items on the plate were exceptional. The lamb hailed from Australia and came with a garden of vegetables and a particularly good potato gratin accompanied by a garlic infused lamb jus. To sweetly

close our evening we chose to share a chocolate fondant cake with vanilla ice cream but all the desserts looked equally as tempting. Check the website for upcoming events such as Bubble and Foam parties, Sunset Ladies Nights where for B.900 free-flow Procecco or red and white wine can be enjoyed with tapas from 6:30 pm till 9 pm. FFliC sports an up-to-the minute modish club feel. It’s chill out time from the crack of 10 o’clock to the small hours. The menu reflects what is happening in contemporary global cuisines with an east/west fusion for a nod towards its Asian location and a wink towards its international clientele. Pattaya’s party playground has become elevated into the zeitgeist that is pool clubs the world over and FFliC is leading that ascension. It’s a must visit.

A fine Cologne brew with great mouthfeel. My companion selects the “Lachs Schmorgurken” – salmon crème fraîche, onion and yellow mustard. An elegant dish, textured and with mustard zing. The wine to match the salmon is a dry German Riesling, 2012 Markus Molitor. The beverage list consists of all German wines; one sparkling wine; “Sekt”, a bone dry 2012 Sauvignon Blanc, 2011 Pinot Noir and Friedrich Becker Cabernet/ Merlot 2010. The final assault. The “Nachspeisen” – Dessert. The “Donauwelle” – pound cake, buttercream, chocolate and cherry sorbet. With a three-pointed Mercedes-Benz white chocolate medallion on top. I am not a

sweet-tooth guy really, but this creation with a cappuccino on the side – a finish on a high note! P.S. For long lazy Saturday and Sunday lunches there is also the popular signature cocktail “The Best or Nothing” (also Mercedes-Benz current tagline) a concoction of homemade gummy bear, Beefeater gin infusion, fresh mango, passion fruit, fresh orange juice, fresh lemon juice and sugar syrup. Accounting and Financial Reports What is a financial statement? A financial statement is a formal record of the financial activities of a business, person, or other entity presenting the results of operations and the financial position of the company. Who shall have the duty to keep accounts? A registered partnership, public limited company, or limited company established under Thai law, a juristic person established under foreign law engaging in a business in Thailand, and a joint venture under the Revenue Code shall have the duty to keep accounts, and must provide the bookkeeping for its business operations in accordance with the details, rules and procedures prescribed under the Accounting Act, B.E. 2543 (2000). Failure to provide bookkeeping or comply with the regulations shall be liable to penalty. All companies in Thailand need to prepare and comply with the following: -Monthly financial reports (balance sheet, profit and loss statement) -Withholding corporate income tax return (PND 3, 53) -Withholding income tax remittance return (PND 54) -Half-year corporate income tax return (PND 51) -Value added tax return (PP 30) -Annual corporate income tax return (PND 50) -Annual financial statement -Accounting transactions record What is a balance sheet? A balance sheet is a financial statement that summarizes a company’s assets, liabilities and shareholders’ equity at a specific point in time. It’s called a balance sheet because the two sides balance out. A company has to pay for all the things it has (assets) by either borrowing money (liabilities) or getting it from shareholders (shareholders’ equity). These three balance sheet segments give investors an idea as to what the company owns and owes, as well as the amount invested by the shareholders. Why do we need a balance sheet? This report can be used to obtain a complete picture of the financial results and financial position of a business on the last date of the financial year. A balance sheet records the arrangement of money in a business and it shows the accounting value of all the company’s assets, liabilities and equity at one moment in time, which may lead to conclusions regarding the liquidity of the entity. Balance sheet data can be used to compute key indicators that reveal the company’s ability to meet its obligations. When must a balance sheet be made and submitted? The submission of financial statements shall be in accordance with the rules and procedures prescribed by

the Directors-General of the Revenue Department and the Department of Business Development. A balance sheet must be made at least once every 12 months. Such 12-month period constitutes the company’s accounting period or financial year. A newly established company should close accounts within 12 months from its registration. This must be certified by a qualified external auditor and must be filed with the Revenue Department and Department of Business Development every year. The balance sheet must be examined by one or more auditors and submitted for adoption to a general meeting within four months after its date. A copy of it must be sent to every person entered in the register of shareholders at least three days before the general meeting. Copies must also be kept open at the offices of the company during the same period for inspection by the shareholders. Where the accounts or the documents relevant thereto are lost or damaged, the person having the duty to keep accounts shall notify the Chief Accounts Inspector or the Accounts Inspector of the loss or damage, in accordance with the rules and procedures prescribed by the Director-General, within 15 days from the date of knowledge thereof, or the date such loss or damage ought to have been known. What happens upon failure to submit the audited financial statement on time? The company’s annual financial statement must be filed, along with its annual income tax return, with the Revenue Department and Department of Business Development, within 150 days after the end

of its accounting period. Gearing Your Assets? Unlocking cash from existing offshore assets and raising the bar on equity release schemes. What if you would like to invest more than you currently have liquid, or what do you do if you want to buy overseas property perhaps to live in, perhaps to retire to, or to generate rent from to supplement your other income? You don’t want to empty your bank accounts of your savings or sell your portfolio holdings and vendor. Well, before you abandon these ideas completely, it is perhaps worth looking at your asset column for alternative ways of freeing up capital that you can put to work elsewhere. Home equity loans Releasing equity (the difference between an outstanding mortgage if any and the current value) from your existing overseas property is a well documented method of raising cash via a traditional re-mortgage facility. This is worth looking into if you have some equity as well as easy access to a friendly lender who is not allergic to expatriates! If however, you do not own a property with equity, then there are other ways to access capital. Asset backed lending from offshore portfolio structures Many expatriates and / or retirees living overseas will already have an offshore investment structure or portfolio bond that has over the years, with ad hoc top ups and investment returns, risen to a valuation of $500,000 or more. In many cases, that can be used as security to provide access to a cash loan, secured by the portfolio itself. A bank scheme offering 50 per cent loan to purchase other assets such as boats, houses, etc; can be an attractive option. If the funds are required to reinvest, increasing your portfolio size, then 100 per cent can be available, subject to terms and conditions. The underlying assets in the portfolio would have to be recognised stock or investment funds to qualify, but can still provide a return higher than the interest cost of the loan in the current environment. There are risks involved if the portfolio valuation were to fall below a certain limit which could in theory lead to a margin call from the lender, so a word of caution here is to avoid holding cross currency loans and risky stocks or funds inside the portfolio. That said, the days of lending against highly aggressive portfolios are largely in the past now as we enter a new world of cautious lending strategies being adopted by banks. Many will now only look to be lending against low to moderate risk assets such as blue chip stocks, investment grade bonds, government gilts, and professionally managed unit trusts. One of the main benefits of asset-backed lending of course is that the security that you put up for the loan remains invested even after the loan proceeds have been released to you – whether that be the portfolio or the first property. If your loan is costing 3.75 per cent a year in interest, and your portfolio is conservatively managed yet still returns 8 per cent pa, then this can be a very viable option. An experienced investment professional should be able to properly structure your portfolio, prior to submission of a loan application, to maximize the chances of success. With proper on-going monitoring and a full understanding of the risks involved and how to mitigate them, this can be a very powerful tool for individuals seeking cash funding for new ventures or who would like to buy a property with cash. International Property Specialist Course Once again, the Certified International Property Specialists Course (CIPS) returns to Bangkok presented by America’s National Association of Realtors® (NAR) and Thailand’s Real Estate Sales and Marketing Association (RESAM). The single-most edifying event in Thailand’s real estate industry unfolds at the Grand Millennium Hotel in Bangkok July 23 to 27. Thailand’s RESAM organization--established in 2005 by its first president, Dr. Pairote Sukjan, and the Thailand Real Estate specialist’s committee--is again joining forces with the NAR to offer the world’s most highly-recognized real estate education and business opportunity: the Certified International Property Specialists Course. RESAM now has 120 members, including realtors, brokers/brokerages and developers. Its executive committee consists of 20 professionals representing all sectors of the nation’s real estate industry. The intensive five-day CIPS training under David Wyant’s instruction will certainly go a long way in solving the credibility problems facing many in the Thai real estate industry who do not have the formal real estate education and certification to achieve international recognition. Last but not least in deserving huge credit is the dynamic Nancy Suvarnamani, the NAR president’s liaison to Thailand and president of Century 21 Chicago, a brokerage with more than 100 agents. Without the input, representation and magnitude of her hard work, this course simply would never have happened. It was Nancy who assisted RESAM in getting special scholarship funding and provided the connections to execute the CIPS training course here. She has made many trips to Thailand from America to ensure that every detail is taken care. The previous CIPS training course in October 2013 enrolled 58 industry professionals. The week-long training culminated with a gala dinner and certificate presentation ceremony, and all graduates were on top of the world. It was one of the most ‘feel good’ networking events I have witnessed, with everyone pleased with themselves for having passed and for having met so many fantastic fellow real estate professionals from Chiang Rai to Phuket and the rest of Thailand. Dicey Reilly’s Pub & Eatery A Slice of Irish Heaven by Barry Kenyon

Many countries across the world host their very own Irish pubs and restaurants. In Southeast Asia, even Vietnam and Cambodia have their own specialist eateries with real Guinness making the perfect pint. The main attraction is, of course, that Irish pubs in the Emerald Isle have a reputation for a friendly atmosphere, great conversation, good humour and classic pub fare. As the old adage says, “A stranger is a friend you haven’t met yet.” Pattaya is no exception to the rule. The Irish presence is strong here and the evidence is provided by the annual Saint Patrick’s Day celebrations every March with a parade through town which even has the written support of Mayor Itthiphol Kunplome.

icey Reilly’s has a premier location in Pattaya on busy Second Road and with direct access to the Pattaya Marriott Resort & Spa with which there is a close relationship. Appointed as general manager to the pub and eatery last December, the personable Antony Hughes knows the hospitality industry well with 15 years recent experience in Thailand. “The key to running a successful pub is communication skills,” says Antony, “as you have to introduce yourself and be welcoming without, of course, becoming too interfering or persistent.” Apart from spending the bulk of his 12-hour shifts with customers, mostly tourists but with an important expat base, Antony is also keen on regular staff briefings and updates as well as keeping a keen eye on quality assurance. “I appreciate our food is very good,” he adds, “but I do believe we can learn a lot from what goes back into the kitchen after the customer has put his or her knife and fork together.” Antony tracks faithfully the remarks on TripAdvisor about the pub and ensures that all comments receive a comprehensive reply. Born in Crawley, West Sussex, Antony dutifully gained his “O” and “A” levels before trying his hand at a number of occupations including postman, traffic lights repair engineer, factory worker. For 10 years, he was employed

in security by British Airports Authority. He first alighted in Thailand as a vacationer in the 1990s and gained experience as a teacher of English as a second language and as a pub landlord. In the year 2000, he decided to make Thailand his home and his feet, figuratively speaking, have never hit the ground since. Gaining experience as restaurant manager in Koh Samui and as manager of the Dubliner Irish Pub in Bangkok, he returned to Koh Samui in 2008 as general manager of Tropical Murphy’s and later of Coyote Mexican Restaurant and The Duke Pub and Restaurant. This wide experience suited him well to be the general manager of Shenanigans Irish Pub and Restaurant at The Avenue Pattaya. He took up his present position at Dicey Reilly’s in December 2014. Asked what is the secret of success in running Dicey Reilly’s, Antony says being the front man with the customers is certainly the most important. “Irish pubs thrive on having a good atmosphere with the right mixture of sport on TV and music, so it is the general manager’s role to keep everything running smoothly.” Another feature is properly looked-after beer, in other words ensuring it is served really cold and from pipes which are cleaned regularly. And then, of course, there’s the food. “Satisfying so many diverse palates is the key to our marketing,” comments marketing communications manager Asanee Intaring.

The key to running a successful pub is communication skills as you have to introduce yourself and be welcoming without, of course, becoming too interfering or persistent. Ah, yes, the food! The menu is international, but there is certainly an Irish bias in some sections. For example, you could try Irish oatmeal or Irish boxty and smoked salmon or the gut-buster Irish Cook Up. A popular starter or mains is the Traditional Dicey Reilly’s Stew (the braised lamb is actually from New Zealand) whilst those wanting a real touch of Dublin may opt

for Dicey Reilly’s Beef Skirt and Guinness Stew, slow cooked in Guinness with potatoes, carrots, peas and leeks. Not to forget Dicey’s Corned Beef, a traditional dish with braised cabbage, caraway and mashed potato. But there are lots of other international choices including Indian curries, salads, sandwiches, burgers, fish and chips and pork chops amongst others.

Also on the premises facing Second Road is the White House bakery and coffee shop and the Forno authentic Italian pizza. There is a quite amazing selection of pizza, 50 choices no less, and each one is baked in the speciallybuilt and wood-fired oven. Really excellent pizzas have to be thincrust and loaded with choice and fresh ingredients which Forno

certainly and lavishly provides. The most popular is said to be the Diavola which includes four types of salami, but groups of three or four can consider the Giant Square Meter Pizza which has to be seen to be believed. Some of the names for the pizza choices are intriguing, for example the Kremlin or the Reichstag or the Ivan the Terrible or the Gladiator Maximus (a name recalling a famous Hollywood movie perhaps). You could even learn a spot of history whilst indulging your taste buds here. Commenting on the future of Pattaya, Antony is philosophic. “It’s true Pattaya has had its ups

and downs over the years, but there is no doubt it is changing and for the better.” He thinks City Hall has done a good job in marketing overseas and Pattaya is now a firmly-established centre for sports and music festivals. “We have to look ahead now to muchneeded improvements in transport infrastructure such as the new Sukhumvit underpass and later on the proposed high-speed rail line between Bangkok and Rayong.” He concludes that the most important feature of Pattaya is to be an international tourist city. Yes indeed. Dicey Reilly’s, in its own way, represents that cosmopolitan reality.

Youth Focus Great oaks from little acorns grow GIS Students Mark End by Peter Hartnell

The garden has long been seen as a metaphor for education. The shorter Oxford English Dictionary defines education as “the process of nourishing or rearing,” referring to the Latin verb educere, meaning “to lead out,” “to bring out,” “to draw forth.” Thus education and the idea of natural growth are inextricably linked. The teacher is seen as a gardener, responsible for allowing the great diversity of seedlings under his or her care to develop naturally, to become roses, pumpkins or great oaks, according to their nature. We should also remember that the development of the Kinder - Garten, literally, the Children’s Garden, in early nineteenth century Germany was based on the idea that children, like plants, were to be isolated and protected from malevolent outside forces. The concern to protect our children and to allow them to develop naturally in partnership and harmony

with our planet is today joined with an urgent environmental need to educate our students to become the gardeners and carers of our planet. Our school vision states that our mission is to “create individuals who aspire to a common humanity and a clear understanding of the needs of our planet and its guardianship.” Last month, on “Royal Ploughing Day,” these concerns were foremost in our thoughts at school. Thailand is predominantly an agricultural economy and in that respect reflects the majority of the peoples of the earth. Teacher Chompoo, our Thai teacher, organized a day of planting for all our classes on that day as part of an on-going project to develop a sense of conservation and environmental awareness in our students. Students planted vegetables such as cucumber, morning glory and beans throughout the school grounds. The extensive grounds of Tara Pattana International School are generously planted with fruit and

vegetables, much of which is used in school meals for our children, while what remains is often sold directly to parents and staff at the school. Earlier this year all our Key Stage 1 students visited the Real Life farm in Sattahip, where they gained valuable knowledge of caring for the earth through recycling and reusing organic and non-organic materials, building structures from raw materials, organic farming, self-sustenance, horticulture and animal care. A couple of years ago, to mark the King’s birthday, our students initiated a tree planting project in the school grounds. To draw attention to the degraded condition of some of our forests and the resulting environmental problems, our students learned of the need to protect and preserve forest assets and resources. We have continued to plant trees on our campus, which must surely now be one of the greenest and most ecologically conscious community gardens in the area. Our school garden is not only a place of calm, peace, healing and health. It is an opportunity for us all to participate in building a community, practice self-reliance and in our students, sow the seeds of a philosophy of education based on true guardianship of our planet and all those who inhabit it. Education and gardening go hand in hand. As the old Chinese proverb says “When planning for a year, plant corn. When planning for a decade, plant trees. When planning for life, train and educate people.”

These teachers have been their form tutors since Year 7. Year 11 then all sang 'On Our Way' by The Royal Concept before GIS Principal Dr Stuart Tasker said thank you to the parents, teachers and students for their efforts. Some students will now be leaving GIS but many will return to take part in the school's successful International Baccalaureate Diploma Programme. GIS is based in Ban Chang, near Pattaya. Youth Focus Working at Mooltripakdee International School by Cecilla Naporra

I always had a passion for teaching. The moment a child finally understands a problem is the most rewarding experience for me. After having taught in China for two and a half years I decided it was time for a change and traveled to Thailand to try my luck as a teacher here. I feel incredibly privileged to have been chosen to work at MIS. The school’s campus provides a very relaxed and peaceful

atmosphere with fun playgrounds for the kids and exotic plants all around. The classrooms are equipped with modern facilities that make it fun and easy to teach. What I love most about working in an international school is the interaction with the kids. I currently teach year one and my class is a diverse blend of cultures with more than eight

nationalities united in one classroom. It is fascinating to me what ideas and thoughts the children come up with and how seemingly effortless they switch between different cultures and languages. We have been discussing a lot of poetry in our English class lately and the kids particularly enjoyed spotting the rhyming words in a text

and replacing them with their own. In our Theme class we studied the life cycle of a sunflower and tasted the seeds and even planted our own flowers. In Math we learned to recognize different coins and how to add them up. The kids especially liked the classroom shop I set up for them to practice their coin counting skills and give

them a ‘real-life’ experience in making amounts with coins. Our class is very excited about the field trip in two weeks’ time. We are going to see a magic show and also learn our own magic tricks to charm friends and family. It has been such a pleasure to work at MIS so far and I am already looking forward to the next term.

GIS Students Celebrate the End of IB by Mark Beales Students from Garden International School (GIS) celebrated the end of their IB studies with a special evening of music and memories at the Hilton Pattaya. The International Baccalaureate (IB) Diploma students, along with their

parents and teachers, went to the Hilton Pattaya. Several former GIS students also came along to catch up with their friends and wish them well. IB is the world’s leading preuniversity course and GIS is the most-established IB school in the region. After being welcomed

by the MCs for the evening, Head Boy Patrick and Head Girl Pauline, everyone enjoyed an international and Thai buffet. There were then musical performances by Emily and Laura and the IB2 band, before the Form Tutors talked about their students’ achievements. Many students are now heading

to universities around the world, from Australia to the USA to study everything from journalism to engineering. The IB students all said a few words, then showed a special video they had made where they talked about what IB was like, and said goodbye to their teachers. Students had also made gift booklets for their teachers, which were filled with farewell messages. GIS Principal Dr Tasker gave a speech and handed out the IB2 Yearbook and IB teddy bears to the students. The evening ended with all the students singing a mash-up of ‘Count on Me’ and ‘See You Again’, after which they donned graduation caps and gowns to pose for photos. IB Coordinator Mark Beales said, “Completing IB is a huge challenge and these students all worked hard to finish

the course. Because they did IB at GIS, they can now look forward to attending top universities around the world. As well as working hard and doing well academically, they also enriched the school with their positive attitudes and humour. We will miss them but look forward to hearing

Not too many players at the course other than our contingent. Playing from the Blue Tees it seemed to suit some of our players as scores were not too bad and discussion at the completion was nothing short of good. (Bernie, I was not listening to you!) The course was in top condition and the greens slow as per the normal. Welcomes were handed out to Volker Buley, Simon Niven and Kim Scadden! Mike Gosden (Mr. Six O’clock, the coach) with his 40 points was hotter than

First monthly tournament a big success Burapha, C & D–Stableford This was the very first Phantom Golf Cup Tournament and the interest shown was terrific as we had 66 players on the starting sheet for the very popular and classy Burapha Golf Course. We found out several days before that we would be playing the C & D layout which enabled us to prepare the pin markers as we had 2 technical prizes on every hole, being one for A flight and one for B flight. The technical awards varied from nearest the pin on the par threes, longest first putt, longest drive, nearest to the box on the fairway, nearest the pin in 2 shots and nearest the pin in 3 shots. The weather was not looking too good as we drove to the course but we knew that the “rain gods” were on our side, although it turned out to be a close one weather wise! Ten of the players on the starting sheet turned out to be non-starters, 6 of them actually presenting themselves at the course but didn’t like the look of the weather and went home. It was somewhat disappointing as at least 3 of them are long time residents of Pattaya and should know that if you wait a while all will be well but nevertheless the other 56 true golfers made the correct decision and all turned out fine with a 30-minute break during the round waiting for a mini storm to come and go. Everyone commented on the great condition of the course as it is always in good “nick” and there were some excellent scores, particularly in the A flight. Apart from the 36 technical awards there were four place getters in both A and B Flights and the presentations were held back at The Phantom Bar where a fantastic buffet meal was provided for all players and partners. Many thanks go to Lewiinskis, Fleming and Hotel Dania for the food and thanks to Christian Boysen for sponsoring this very popular event.

In the A flight it was Gerry “Baker Street” Rafferty who stole the show with a massive 45 points, 4 points ahead of Allan Wilkinson in second place. With 2 golfers on 40 points, a count back was needed which resulted in Danny Senko (22 point back nine) finishing third from Robbie Taylor (18 point back nine) in fourth spot. Scores were considerably lower in the B flight where Ken Grimes was the winner with 35 points and Phantom’s own Tony Cook was second with 34 points. Another count back was required to determine third and fourth places and it was another “Phantomite” Wan Makmul (19 point back nine) who came third from veteran Peter Henshaw (15 point back nine) in fourth place. sheet. A heart, welcome was handed out to Dave “Fletch” Fletcher on R & R from Australia who was playing his first game with us. Our tee time had been brought forward a bit so it was a last minute rush getting people there earlier but all was well and our first group teed off a couple of minutes later than our allotted 9.52 am start time. The weather was good but the course was in quite good shape with the greens getting better by the week. After 6 holes the heavens opened and down it came, so we tried to struggle on but eventually had to join a bunch of golfers sheltering at the drink stop alongside the Mountain 7 green. A few players (none of ours of course) decided to call it a day – somewhat prematurely we thought and in fact after about 40 minutes the rain stopped and we were on our way again. The fairways were naturally quite wet for a couple of holes but the greens drained very quickly and we continued and completed our round without any further delay.

Local Sports PSC Tropical Golf From BJ's Burapha (Stableford) Straight there and ‘Pay and Go’ on the day and as all know that was a nice surprise as we usually have to wait a while till the clock ticks over. So with such a fine start what more could one wish for but the course in best condition and great weather, well we got the lot, not bad for a Tuesday in June. So on to the first and we were able to get away without delay, and were not held up all the way around. The weather as said was excellent, maybe a little hot, but this is Thailand after all and apart from the odd! golfer who found it a bit too hot, the rest relished the day and had a great round. So to the course and we were a bit apprehensive as the last couple of times we went it

had not been at its best. Well on this day it was in very good condition. It seems there is to be a big competition coming up soon and much work is being done on the course. Seemingly it is important for the rough to be deep, The fairways to be narrowed, The greens to be true, cut and rolled, double cutting, and some rebuilding of the bunkers. This being the original golf course in the Eastern Seaboard it has matured well and it is a pleasure to play. So advert over, great day out. I like the restaurant here, has some good food, but as usual it was back to BJ’s and the players always seem to fill up on food there. So back a bit early it was soon time to get on with the results and we were really early.

We had another multinational podium with South Africa, England, Australia and Germany all finishing in the victory circle. It’s good to welcome back some blokes who have not been back to Pattaya for a few years and catch up with their activities. You never know who will show up on your doorstep sometimes. It was also great to see our buddy Roachie, a European Tour caddie for Tyrell Hatton, get confirmation that they have qualified to play in The Open! Tyrell had a great final day to get to a tie for 4th at the Irish Open last week, so good luck boys! Green Valley continues to be in great condition and young Mathias ate it all up with the best round of his trip. We don’t get many rounds in the forties so his 43 pointer was very special. This lovely fellow is the last of three kittens rescued from Jomtien. His two sisters have already gone to their new home. These four tiny kittens were found abandoned in a cardboard box at a temple close to our home. They are still being fed milk every three hours at the moment but by the time you see this article they should soon be ready to go to a new home.
