E
very September, the Michigan State Police (MSP) conducts its annual testing of police vehicles and police motorcycles. This November, the Los Angeles County Sheriff Department (LASD) also conducted its annual vehicle testing. The MSP event runs over four days and takes place at several unique locations in Michigan, depending on the specifi c tests being performed.
The vehicle acceleration, top speed, and braking tests are performed at the FCA Proving Grounds. This 4.7-mile 140 mph neutral-steer banked oval provides the appropriate space to obtain accurate test results at top speeds. The ABS brake test is also performed at the FCA Proving Grounds. The motorcycle brake testing is performed at the Michigan State Police Precision Driving Unit’s (PDU) own facility. The MSP PDU’s east straightaway has been used for brake testing since the 2011 model year and provides a consistent surface to gauge brake performance. Both the motorcycle and vehicle dynamics testing are performed at Grattan Raceway. It is also appropriate to put in context as to why these vehicle tests are conducted and why they are so valuable to law enforcement across North America when they evaluate police vehicles to purchase. Very few agencies have the infrastructure to do these tests, let alone the budget or staff. Law enforcement agencies across North America should be grateful to MSP and LASD for how professional and thorough these tests actually are. To be crystal clear, MSP and LASD are not governing bodies who decide which vehicles get blessed with the sacred description of “Pursuit Rated.” In
actuality, that could not be further from the truth. Both these agencies have a long history of testing vehicles designed for use in the rigorous environment that is front-line policing. It is the nature of the job that requires officers in the field to do extraordinary things in order to keep the public safe. When officers are forced to escalate to high-risk activities, their vehicle must be able to perform consistently at a high level with a non-existent failure rate. All too often, government administrators involved in the procurement of police vehicles often ask, “What does ‘Pursuit Rated’ actually mean?” The reality is no one can really define the term “Pursuit Rated” or give a specific vehicle that official designation. MSP does a very good job of explaining the standard of the rating and its basic rationale for why it is required in frontline policing. This is an excerpt from the MSP Annual Report, which appropriately explains the rating: “The term pursuit capable is more appropriate as there is no sanctioning body, or specific performance criteria, to determine if the vehicle meets a specialized designation. Each vehicle has been modified from a civilian vehicle to perform better under the rigors of police use. These vehicles are engineered to repetitively stop in a shorter distance, accelerate faster, and handle better than the base platform. Modifications to engines, cooling systems, transmissions and shifting parameters, brakes, tires, stability control programming, and other changes may all be included as part of the manufacturer’s police package.” “The MSP has performance criteria attached to its purchasing specifications. The criteria has historically been that a vehicle must accelerate from 0 – 60 mph in 9.0 seconds, 0 – 80

mph in 14.9 seconds, and 0 – 100 mph in 24.6 seconds. The vehicle must reach 110 mph in 4,838 feet and 120 mph in 8,985 feet. The vehicle must maintain an average deceleration rate of 25.79 ft./sec2 while performing twenty 60 – 0 mph threshold braking stops. The vehicle must also successfully complete all 32 laps of the Grattan Raceway dynamics testing without major component failure. Meeting these criteria does not certify a vehicle as being pursuit rated; rather, it justifies a vehicle is capable of performing the job function the MSP requires in a police vehicle. When reading the testing results, it is up to each agency to determine if the vehicle is suitable for the mission of their agency.”

The MSP tests are different from their counterparts out west at the LASD vehicle test, which is also run annually. MSP is a full-service agency that devotes a lot of time to freeway patrol depending on the geographical area being patrolled. As such, they dedicate considerable resources to highway traffic patrol. Therefore, performance at freeway speeds is important to them and their testing reflects that. MSP tests all vehicles for top speed, since today’s vehicles are most often speed limited by software, it’s a simple verification of the manufacturer’s claims. Essentially, MSP wants to know, will it hit the advertised speed? Only the General Motors Chevrolet Tahoe has a mechanical top speed limit.
The top speed testing methodology is designed to follow the fourth acceleration run. Each test vehicle continues to accelerate to the top speed attainable within 14 miles from the start of the run. The highest speed attained within the 14-mile distance is considered to be the vehicle’s top speed. Unlike MSP, LASD puts 400 pounds of weight in the back of each SUV tested. LASD believes no police department would ever deploy an empty vehicle, so why not test as it would likely be deployed in the real world. MSP does not add extra weight to any of the tested vehicles. MSP is testing the vehicle to verify it can meet their specific requirements and the advertised claims of the manufacturer. During the 0-60 mph brake testing, the MSP allows each vehicle to have fresh burnished brakes (new pads and rotors). They do not require the vehicle to have been driven at all before the brakes are evaluated. The LASD method involves the vehicles being driven hard and the brakes are hot before the brakes are tested. The MSP test begins with “cold” brakes. The first five stops are performed in a southbound direction, and the second set of stops in a northbound direction across the same surface. Once 10 stops are performed, the vehicle is driven 3.2 miles at 45 mph to allow the brakes to cool before the second sequence. After the cooling distance, the 10 stops are repeated. The exact initial velocity at the beginning of each of the 60 – 0 mph decelerations, and the exact distance required to make each stop, are recorded by

For this year’s test of the 2020/2021 model year vehicles, MSP tested 13 vehicles: the Chevrolet Tahoe 5.3L RWD and 5.3L 4WD; the Dodge Durango AWD Pursuit V-6 and V-8; the Ford PI Utility AWD 3.3L, AWD 3.0L EcoBoost and AWD Hybrid; the Dodge Charger 3.6L RWD and AWD, 5.7L RWD/AWD; the Ford Police Responder Hybrid Sedan; and the Ford F150 Police Responder.
SUMMARY OF ACCELERATION & TOP SPEED (see tables 1-3) At last year’s test during the MSP vehicle dynamics portion of the testing, the Chevrolet Tahoe experienced transmission overheating. Both the rear wheel drive and four-wheel drive Tahoes experienced partial power/protect mode issues in laps 7 or 8 on each run for each driver. This issue with the Tahoe transmission overheat condition was not present at this year’s testing. Also different from last year, Dodge tested some of their 2021 model year vehicles with a 2021 Charger 3.6L AWD and a 2021 5.7L RWD.
Some of the highlighted results from the vehicle testing: For the acceleration and speed tests, among sedans, the Charger 5.7L AWD had the fastest 0-60 mph time of 5.81 seconds. The Charger 5.7L RWD had the fastest 0-100 mph sedan time of 14.53 seconds. The Charger Pursuit 5.7L AWD was the fastest sedan with a top speed of 150 mph, which tied the Ford PIU EcoBoost AWD.

The 2020 Police Interceptor Utility (PIU) 3.0L EcoBoost turned the fastest overall 0-60 mph (5.43 seconds) and 0-100 mph times (13.99 seconds) of all vehicles tested, including sedans. At last year’s MSP test, the EcoBoost PIU (SUV) had the highest top speed of any vehicle tested, at 150 mph. This year, Dodge was able to match that with their Charger Pursuit AWD 5.7L. All vehicles tested at MSP met their theoretical speed limitations. These results are a tribute to all three vehicle OEMs and their never-ending commitment to not only improve their own product development but the overall quality of police vehicles in general. It is a fact that officers today are protected by vehicles far safer than ones built even 10 years ago. All three OEMs deserve huge credit and we should applaud them for their contributions to keeping all first responders safe in their vehicles. MSP found that in the driving dynamics test, the Charger 5.7L AWD had the fastest average lap speed of all vehicles tested at 1:36:31. The PIU 3.0L EcoBoost had the fastest average lap of all SUVs tested (1:36:52). During brake testing, the Charger 3.6L RWD and AWD had the second fastest projected stopping distance from 60 mph, of 127.3 and 127.2 feet respectfully. But the quickest stopping vehicle was the lighter Ford Police Responder Hybrid Sedan at 126.6 feet.The Durango Pursuit 3.6L had the fastest projected stopping distance for SUVs at 129.2 feet. Along with the vehicles, MSP does complete a very extensive Police Motorcycle test process. Motorcycle brake testing is performed at the Michigan State Police Precision Driving Unit. The east straightaway has been used for brake testing since the 2011 model year and provides a consistent surface to gauge brake performance from year to year. Motorcycle dynamics testing is performed at Grattan Raceway. This two-mile road course provides a taxing environment in which to test motorcycles and continues to produce comprehensive results regarding durability and performance.

This year, the only issue found was with the ABS calibration on the BMW 750 and 850, with the rear tire coming up off the ground during brake testing. This will likely be an ABS software fix. To obtain specific detailed test results for the police motorcycles and the police vehicles, see the MSP website or obtain a copy of their annual report, which is normally released in November following the September testing. L
aw enforcement personnel and first responders depend on their vehicles to perform their jobs safely and efficiently. Today’s police cars are mobile offices, with everything the officer needs at his or her fingertips. Most patrol cars feature the latest in advanced technology, including in-car video systems, computers, and more. However, statistics show that a law enforcement vehicle is stolen at the rate of one every two days. Too many of these vehicles are unprotected. This lack of security jeopardizes the lives of first responders as well as the communities they serve. The current epidemic of stolen emergency vehicles is being addressed with anti-theft systems. Following is a look at some of the leading police vehicle security systems.
INTERMOTIVE IDLE LOCK www.intermotive.net InterMotive Vehicle Controls’ Idle Lock (IDLE) is an anti-theft system that allows police vehicles to idle securely with the key removed from the ignition and the transmission locked in Park. Based on available information, Tremco was the first company to address incidents of police vehicle theft more than 35 years ago when the current owner of Tremco, Mark Tremblay, was serving as one of the first EMTs in the nation working for Boston EMS. His ambulance was stolen while he was on a call. Working with his father who was a mechanic, they designed the first Tremco anti-theft unit. Since that time, Tremco’s mission has been to provide protection for those who put their lives on the line to protect us. Over the years, the design has been refined and has been installed in tens of thousands of public safety emergency vehicles across the nation. Since it was invented and up until today, Tremco is the only anti-theft system that goes on automatically every time a vehicle on which it is installed is placed into Park. That means that whether the vehicle is on a call, at a traffic stop, parked at a station, or parked at an officer’s home, it is always protected. All other anti-theft systems, whether after-market or provided by major manufacturers, require the vehicle operator to perform an action to initiate the protection provided by the system. Other systems work effectively, but they do not provide protection when they are not activated because of the immediacy of a crisis situation or simple human failure, either inadvertently or intentionally. f you’ve been outside in the last 5 or so years, chances are you’ve seen a drone, whether in the air or in someone’s hands showing it off.
An unmanned aerial vehicle (UAV), commonly known as a drone, is an aircraft without a human pilot on board and a type of unmanned vehicle. An UAV is a component of an unmanned aircraft system (UAS); which include a UAV, a ground-based controller, and a system of communications between the two. The flight of UAVs may operate with various degrees of autonomy: either under remote control by a human operator or autonomously by onboard computers. Compared to crewed aircraft, drones were originally used for missions too dangerous or difficult for humans. While they originated mostly in military applications, their use is rapidly expanding to commercial, scientific, recreational, agricultural, and other applications, such as policing and surveillance. According to research by the Center for the Study of the Drone at Bard College, as of May 2018, at least 910 state and local public safety agencies have purchased drones (based on Federal Aviation Administration and other records). Of those, 599 are law enforcement agencies. The survey identified the make and model of drones owned by 627 of the 910 agencies. Of the 627, 523 have drones made by DJI. Of those, more than 200 agencies fly either the Inspire or Matrice models, which can be equipped with the Z30 zoom camera. From 2014 to 2016, there was a 518% increase in the purchases of drones. More recently, more police departments are finding the funding (sometimes through grants) for drone programs. In October 2019 the Vermont State Police debuted a new fleet of drones that it has begun deploying for missions across the state. “We decided to use UAS units because of a lack of air units in Vermont, to help with missing persons investigations, and to speed up our processing of motor-vehicle-crash scenes,” said Adam Silverman, public information officer for the Vermont State Police. “We have 11 UAS units and 13 pilots who have acquired certification through the FAA. The UAS Program was funded through federal grants,” he says. The new drones (made up of a mix of mix of Mavic 2 Pros, Mavic 2 Enterprise Duals, and Matrice 210s) will be used primarily for mapping car accident scenes, and search and rescue missions. However, they could also be used for criminal sur-
veillance, when the appropriate warrants are obtained. During the first month of department’s new drone program, the drones had already been used a handful of times to map out crime scenes and car accidents. The drones are able to give police a helpful, and literal, birds eye view that can cut down the time it takes to survey a scene. It helps police, but it’ll also help Vermonters — car accident scenes will get cleaned up much faster now that it takes 30-40 minutes to map a scene with a drone. Before, this usually took hours.
Main uses Most police departments agree on three main reasons for introducing drones as tools in their units.
1. Traffic collision reconstruction The combination of drones and 3D mapping software allows investigators to quickly and efficiently create a 3D rendering of an actual crash site instead of having officers manually recreate from ground photos and painstaking manual measurements. Drones are able to give police a helpful, and literal, birdseye view that can cut down the time it takes to survey a scene.
2. Investigate active shooters/suspects Drones enable law enforcement officers to investigate suspects and locate active shooters that are believed to be armed and dangerous while maintaining a safe distance. This gives officers real-time, actionable intelligence to use access the threat while formulating a strategy for their approach.
3. Surveillance Drones offer a new point of view for scouting areas where police officers may otherwise not have a favorable position to conduct a standard surveillance operation without being spotted. In these situations, flying a drone offers the best opportunity to get a detailed view of the are without compromising safety.
Immediate results Examples of real-life, successful uses of drones in police departments are everywhere. Since starting their drone program, Vermont State Police investigators have used UAS units to map the scene of a significant motor-vehicle crash that closed a major thoroughfare in Rutland, speeding up the crash investigation work

and allowing the roadway to be reopened faster than would have been possible using only ground-based tools, and also to assist in the search for a missing person, according to Silverman. The application of drones equipped with optical, zoom, and/or thermal cameras allow law enforcement agents to be more effective. Drone and camera technology allows officials to have a better vantage point during times of chaotic situations where deploying ground personnel is too risky. Aerial vantage points also allow postaccident scenes or crime scenes to be more fully evaluated and reconstructed to help understand the timeline of events for each incident. The reliance only on ground assets to respond to emergency events increases threats to the safety of the community and emergency personnel and decreases the efficiency and effectiveness of the emergency response. In response to active shooters or armed hostage situations, the drones can observe threats from a safe vantage point allowing law enforcement on the scene to operate with greater safety. The Matrice 210 with a Zenmuse XT2 camera or a DJI Mavic 2 Enterprise Dual Drone provides law enforcement with the tools necessary to respond appropriately to emergency situations when situational awareness is key. The Chula Vista Police Department (CVPD) activated its Unmanned Aerial Systems Program in the summer of 2017 to support

In August of 2019, CVPD purchased two new DJI Matrice 210 V2 Drones. In June 2019 a search-and-rescue team in Colorado used a drone to spot lost hikers in a pine forest, shaving hours off the time it would have taken to find the hikers using dogs, and thousands of dollars off the cost of doing so with a helicopter. In August police officers in Maine used a drone to snap 81 photos of the aftermath of a collision between a pickup truck and a blueberry lorry. The process took 14 minutes, instead of the multiple hours officers said would usually have been required. Police officers in Illinois have used a drone to fly a mobile phone into the hands of a disgruntled man who shot at them when they tried to evict him from a foreclosed home. After hours of negotiations via the drone-delivered phone, they coaxed him into surrendering. The New York State Police have 18 drones, which troopers use for tasks like finding missing people and projecting flood depths. “In our experience, any agency could benefit from adding UAS units to their tool kit,” said Vermont’s Silverman.

tactical operations by CVPD first responders. “The mission of the Chula Vista Police Department’s UAS Program is it to provide airborne support to police operations in a safe, responsible, and transparent manner to preserve the peace, reduce response times and increase the quality of life in Chula Vista,” said CVPD Captain Vern Sallee. In the first year of DFR the drones responded to more than 1,000 separate incidents and the program continues to serve the residents of Chula Vista by reducing response times and increasing safety.
A bad rep Despite such stories, many people are skeptical about the merits of law-enforcement drones and cite privacy issues as the main concern. The high-flying devices have triggered backlash over fears they will be used to spy on law-abiding citizens. The New York Police Department recently deployed 14 of the unmanned fliers and to train 29 officers to operate them, opening an intense debate about whether an agency previously criticized for illegally conducting surveillance on citizens should possess such powerful technology. Senior police officials said the drones are be used for monitoring giant crowds, investigating hazardous waste spills, handling hostage situations and reaching remote areas in crime scenes, among other tasks. They are not used for routine police patrols, unlawful surveillance or to enforce traffic laws, officials have said. “Drone technology will give our cops and their incident commanders an opportunity to see what they’re getting into before they go into harm’s way,” Chief of Department Terence A. Monahan said in a statement. “For this reason alone, it would be negligent for us not to use this technology.” But lawyers specializing in civil liberty cases who reviewed the department’s proposed drone policy said it did not go far enough in preventing the police from misusing
the devices. Advocates for police reform expressed alarm about the department’s growing surveillance capacity. Aside from drones, the police have thousands of cameras in public places, license plate readers and devices that can siphon information from cellphones by mimicking cellphone towers.
Costs As with most helpful technology, there can be a hefty cost associated with the hardware, software and training when implementing a drone program in a police department. But one thing to keep in mind: It’s always easier to use a drone than to launch a helicopter, and it’s obviously far less expensive too. Through federal grants, the Vermont State police was able to purchase the 11 new drones for a total of $105,000. However, that price tag does not include continued upkeep and pilot training (more on training below). This is not the first law enforcement agency in Vermont to own and use drones, but the state police will be sharing its fleet with other departments. It has three large drones, which cost $20,000 to $30,000, and eight smaller drones for about $2,000 each. The City of Vermont has been debating for years about how it should regulate the use of
drones by law enforcement in the state, which is part of the reason the fleet took so long to establish at the Vermont State Police Department. Privacy concerns led legislative discussions, and since then state laws have been enacted determining how police can use drone footage. The New York City Police Department recently launched a drone program as well in early 2019, buying their drones from DJI Technology, a company based in China. Eleven of the devices are Mavic Pro quadcopters, which measure less than two feet in diameter. Two of them are M210 RTK quadcopters, which are larger, weather-resistant models equipped with powerful camera lenses capable of thermal and three-dimensional imaging. The police also bought a DJI Inspire quadcopter for training pilots. They have spent about $480,000 funding its new drone program. Prices vary for basic models and the cost can reach up to $4,500 for complete kits The price has also come down somewhat. For comparison—a department or agency could purchase 1 helicopter or 500 drones.
proper training is necessary to ensure the equipment is used safely, and second, this ensures that the drones are used to their fullest potential. Some drone manufacturers will provide packages that include some kind of training for the officers in the department that will be using the equipment. One such company is RMUS, which is headquartered in Salt Lake City, Utah. RMUS has several drone training centers across the country, including Chicago and Dallas. The company also has training videos available online. Training As with any new—and expensive—technology that’s going to be used by police officers in the field, they must be adequately trained. First,
