I

n June 2021, SoundOff Signal added to the proven nFORCE product family with an all-new lightbar, the nFORCE NXT. The NXT is the next generation of what many consider to be the industry’s most progressive full-size emergency vehicle lightbar. It builds on the nFORCE lightbar’s extreme reliability and proven features, while adding new network architecture and improved output.

SoundOff’s engineers have significantly increased brightness by up to 15 percent, lowered the amp draw for a 20-percent reduction in power consumption, and made it harder working than ever before. This power consumption reduction helps agencies improve their fuel savings when used in conjunction with the new Ford Police Interceptor Utility Hybrid. All expected, industry-standard features are included, such as a builtin photocell to allow for auto-dimming, and the NXT allows for a very quick install with its simple three-wire install. The NXT will interface directly with SoundOff’s 500 Series Siren controller without a Break Out Box (BOB), and is fully controllable with bluePRINT or traditional discreet-wire switching. NXT is available in single-, dual-, or tri-colored configurations, making it suitable for any fleet. Red, blue, green, amber, and white are the available colors. The NXT is also now available with tinted lenses, symmetrical end caps, and lower top cover height, adding up to a 10-percent reduction in profile height to further reduce aerodynamic drag. Each inboard module can be ordered with six or nine LEDs in singlecolor, 12 in dual-color, and 18 in tri-color, while corner modules are available with 12 or 18 LEDs, 24 LEDs, and 30 LEDs respectively. Every module can be programmed for stop/tail/turn, arrow, cruise, low-power, and steady-burn, as well as eight flashing modes. NXT offers more than 150 flash pattern variations to pick from, too! With more efficient optics, the NXT improves on 360-degree coverage in warning mode while also allowing for more even scene lighting cover-

age in all directions. For safety on scene or during high-risk stops, dedicated six LED takedown and three LED alley light modules are standard; however, any light module can be programmed as a takedown, scene, work, or alley light as desired. For upfitters or agency installers, the Windows-based PC application simplifies programming and enhances configurability and control. This use of PC application in conjunction with SoundOff Signal sirens simplifies install with “plug and play” RJ45 capability, saving configuration time and enhancing configurability by directly mapping siren buttons to control lightbar functions. All told, NXT represents the best of what’s next from SoundOff Signal, as they continue to improve upon their products, innovate in the market, and build enduring customer relationships.

olice vehicles are integral to law enforcement agencies operating efficiently and effectively. Officers spend a lot of time in their patrol cars, and they have become a mobile office in many respects. Managing these fleets is a major responsibility, regardless if an agency is small or large. Although terrain and weather conditions might impact the wear and tear on police vehicles, there are several other issues that can affect any department’s fleet, whether it is located on the East Coast, West Coast, or in the Midwest. Police Fleet Manager talked to several fleet managers about how their jobs have changed over the past few years and the topics they are most concerned about.

Question: How long have you been a Fleet Manager? Answer: 21 years Q: What are a few of your key, primary responsibilities? A: Shift Lieutenant, upfitting the department’s vehicles, and ordering equipment for the vehicles. Q: If you had to pick one or two fleet-related issues that “keep you up on a Sunday night” what would they be? A: Figuring out how I’m going to run the wiring, and where I’m going to make my connections in new model-year police vehicles. Q: Have you ever been to Police Fleet Expo? If so, what was your experience like? A: I have been attending them since the show in Louisville, Kentucky after the first show in Grand Rapids, Michigan. I enjoy the shows; it’s a chance to meet other fleet managers and engineers from Ford, Chey, and Dodge.

Q: How do you keep up on new vehicles, new vehicle equipment, and new products in the market? A: Manufacturer reps who call or visit the department; trade shows (like Police Fleet Expo); e-mail solicitation/notices about a new product; colleagues (other Fleet Managers). Q: Who actually makes the vehicle purchasing decisions within your agency? A: The Chief Q: Who makes the following purchasing decisions in your agency regarding these items? A: Yes, it has definitely been a challenge. For example, we have been waiting on cages for our canine units for two months. Q: Is hiring good, qualified personnel to work within the fleet departments a problem? Do you have several vacancies? A: It can be difficult finding people who want to work, since certain aspects of the upfitting job can be tedious and complicated. I have been working with the same guy for the past several years and we work well together; he has done this type of work his whole life and was previously a radio installer. Q: Are the costs of maintaining a fleet of vehicles coming in higher than other years or about the same? A: Yes, absolutely, the cost of fuel, brakes, tires, and maintenance in general is up from years past. This is partly due to the supply and demand. We typically spend approximately $6,000 for equipment on one vehicle. Q: How are you handling all the new technology in the vehicles today? Is it making your job easier or more complicated? A: I believe the newer technology has made things easier and is more

user-friendly. For instance, scanning driver’s licenses in the field is easier and saves officers a lot of time. In addition, the capability to program lightbar patterns and automate it for an entire fleet is great. As with anything, there can be a learning curve, but in the end, it allows us to do our jobs more efficiently.

Chuck Schoenfeld Fleet Division Manager Travis County, Texas

Q: How long have you been a Fleet Manager? A: I have been the Fleet Division Manager for Travis County for three years. Prior to that, I was the Maintenance Manager with the Texas Department of Public Safety, and I am retired from the City of Austin (after 25 years) as a Maintenance Manager. Q: What are a few of your key, primary responsibilities? A: I am responsible for all aspects of our fleet. I write the vehicle replacement budget, work with the Fleet Coordinator, put together the yearly fleet replacement list, work with the end user, and research vehicles to make sure they meet their needs. I also work with the end user to write the replacement specifications while working closely with the vendors to assure their quotes meet our required specifications. I also handle the yearly vehicle replacement purchase, and work with the Fleet Coordinator to retire vehicles and send the replaced units to be sold. I work closely with the Maintenance Manager to make sure the fleet is being maintained and repaired, as needed. I work with him and approve any major repairs so that the fleet is safe for all drivers. In addition, I work closely with our fuel administrator to assure that our four fuel locations are getting their needs taken care of in a timely manner. Q: If you had to pick one or two fleet-related issues that “keep you up on a Sunday night” what would they be? A: I have been in this business for over 25 years. There is not much that keeps me up at night. I think I have seen it all. I would say, if it is anything, it would be to make sure our fleet is in a safe, serviceable condition. If something happens, I want to be assured we have done our due diligence by purchasing and maintaining modern, safe, ecofriendly, reliable units. Q: Have you ever been to Police Fleet Expo? If so, what was your experience like? A: Yes, many times, and it is a great conference! I would say, for me, the most important thing is peer networking, and asking questions about related issues to find out how other departments across the country are handling them. Also, I have learned so much from being able to try, look at, and ask questions about all the new equipment and products. The vehicles and equipment are evolving, so quickly, that one almost needs to go every year to keep up with the latest versions.

A: I use all of the below items and with the fast pace that the vehicles and equipment are changing, it is a necessity to be familiar with and use every tool you can to stay up to date: • Manufacturer reps who call or visit the department • Trade shows (like Police Fleet Expo) • Trade magazines (like Police Fleet Manager) • Email solicitation/notices about a new product • Mail (postcards, flyers) • Colleagues (other Fleet Managers) Q: Who actually makes the vehicle purchasing decisions within your agency? A: Myself, with the input of the end user. Q: Who makes the following purchasing decisions in your agency regarding: A: Vehicles - I am the person who makes the decisions for the vehiclerelated purchases, again, working with the end user. Radios, body cameras, and laptops - These are all handled by our communications group. Lightbars and other exterior equipment for the vehicle - I approve all the upfit items, with the input of the end user. Q: Is it difficult to get vehicles or vehicle parts right now, due to the supply chains being disrupted during the pandemic? A: Yes, we are having a hard time getting some parts, especially OE parts. We try to use OE when we can. I have new units on order (not all of them are law enforcement), and have been told by some of the dealers that there will be a delay due to the shortage of parts to build them. Q: Is hiring good, qualified personnel to work within the fleet departments a problem? Do you have several vacancies? A: I do have several vacancies for Heavy Technicians; they are very hard to get. We get very few applications for these positions. The Light Duty Technicians are easier to get. We normally will get enough applications to choose good, qualified candidates for the interview process. Q: Are the costs of maintaining a fleet of vehicles coming in higher than other years or about the same? A: The auto shops are saying they have seen an increase in parts. The costs across the board will be a little higher simply because of inflation. The cost will trend up a couple percent every year. Due to COVID, it will be hard this year to get a true comparison compared to last year. I would say that approximately 50–60 percent of our non-law enforcement fleet has sat idle due to COVID and teleworking. Q: How are you handling all the new technology in the vehicles today? Is it making your job easier or more complicated? A: I would say it has become more complicated. We have asked for and paid more for training for our Technicians than we ever have. Technology is changing yearly. If we don’t keep up with it, we will not

be able to make cost-effective repairs on our units. We are purchasing more costly diagnostic equipment and paying the yearly subscription to keep them updated and working. With the CAN systems, it seems to require the Techs to spend more time behind the diagnostic computer to get the info needed to make the repairs. This holds true for the large truck and heavy equipment as well.

Q: How long have you been a Fleet Manager? A: I have been the Director of the Fleet & Facilities Division for about two and a half years and prior to this, I was responsible for another agency’s fleet of vehicles for approximately eight and a half years. Q: What are a few of your key, primary responsibilities? A: The routine forecasting of vehicular needs; oversight of the procurement of all pursuit (approximately 1,300 vehicles) and non-pursuit vehicles (approximately 120 vehicles), to include vessels (approximately 160 vessels); the upfitting of all emergency equipment on pursuit vehicles and vessels; the assignment of vehicles to officers statewide and the final disposition/ sale of all vehicles once they have reached the predesignated mileage cap amount. Q: If you had to pick one or two fleet-related issues that “keep you up on a Sunday night” what would they be? A: Lately, it is the unknown, and whether or not the new vehicles we have ordered months ago will be delivered in a timely manner. We are routinely forecasting vehicular needs based on estimations of when pursuit vehicles will “mile out.” With the microchip supply issues across the entire auto industry, the impact of us not receiving vehicles that are ordered creates a ripple effect whereby we then are required to drive our existing vehicles longer, adding more miles to the vehicles and then negatively affecting our return on investment when we sell them. Q: Have you ever been to Police Fleet Expo? If so, what was your experience like? A: Yes, and I found it to be incredibly helpful to have a hands-on experience with the new pursuit vehicles as well as emergency equipment options that are available and key to the pursuit vehicle industry. Q: How do you keep up on new vehicles, new vehicle equipment, new products in the market? A: Manufacturer reps, Police Fleet Expo, and colleagues in the industry. Q: Who actually makes the vehicle purchasing decisions within your agency? 14 Police Fleet Manager Summer 2021

A: Our senior division staff will collaborate on vehicle purchases, to include what percentage of sedans, SUVs, and pursuit trucks we will need in order to maintain a diversified fleet. If we were to make a major change in the type of SUV, for example, I would consult with Patrol’s senior staff to ensure the proposed vehicle would meet and/ or exceed their programmatic needs, to include pursuit and safety expectations. Q: Who makes the following purchasing decisions in your agency regarding: A: Vehicles - Senior division staff Radios - Our Communications Division along with their senior staff Body Cameras - Not applicable Rugged Laptops or other items for the vehicle - Our Communications Division (rugged laptops), our Criminal Justice Information Services Division (rugged laptops), along with the Field Operations Bureau (rugged laptops and other items for vehicles) Lightbars and other exterior equipment for the vehicle - Our Fleet & Facilities Division, along with the Field Operations Bureau and senior staff when significant changes are made to existing emergency equipment. Q: Is it difficult to get vehicles or vehicle parts right now, due to the supply chains being disrupted during the pandemic? A: Yes, we have had numerous delays and full cancellations of vehicle orders due to varying reasons that appear to be attributable to the pandemic. Vehicle parts and supply deliveries have not been as volatile, luckily. Q: Is hiring good, qualified personnel to work within the fleet departments, a problem? Do you have several vacancies? A: We do not currently have vacancies, but when we have had them in the past, we have been fortunate to hire really qualified and dedicated employees. Q: Are the costs of maintaining a police fleet (or fleet of vehicles) coming in higher than other years or about the same? A: The cost to maintain our fleet has remained fairly constant. Given we are able to trade our used sedans at 54,500 miles, our SUVs at 64,500, and our trucks at 74,500, we are able to keep ongoing maintenance costs low and then still sell those vehicles with their original powertrain warranty. These pursuit vehicles are generally 2–5 years old when we sell them. Q: How are you handling all the new technology in the vehicles today? Is it making your job easier or more complicated? A: We work hard to stay abreast of the various technology changes. Because we are able to rotate our fleet so frequently, we are constantly working with manufacturer reps to learn what will be changing year to year. Our Training division will frequently produce short, educational videos about vehicle technology changes that we require all officers to watch when they pick up their new vehicle.

his year at Police Fleet Expo (PFE), all three OEMs will be excited about finally getting back to the trade show floor so they can show off their new products in person and directly interface with customers once again. This year’s PFE will showcase many new products to see on the show floor, some of which attendees likely have not seen before. Here are the highlights of what to expect at this year’s PFE!

FORD

For the 2020 model year, Ford released a completely new civilian Explorer and Police Interceptor Utility (PIU), which has taken the market by storm with the standard Hybrid PIU capitalizing on the previous generation PIU’s success. The drastic changes to the 2020 PIU were literally segment-changing. So significant was the new PIU that the Ford Police Interceptor Utility is currently America’s bestselling police vehicle. Working closely with Ford’s own Police Advisory Board (PAB), the PIU is purpose-built and the only Police vehicle in the world tested to meet the rigorous 75-mph, rear-impact crash test. Ford continues to push the envelope with new technology, leveraging PAB input and front-line officer feedback. Ford has incorporated customer-driven technologies such as available Police Perimeter Alert and an Integrated Computer Screen that improve officer safety and efficiency. The Integrated Computer Screen (ICS) is a feature that has been garnering a lot of attention as of late. The factory-installed and warranted solution allows for agencies to mirror their police laptop screen in the Ford 12.1-inch center stack screen, while having their equipment safely stowed in the rear of the vehicle. The Ford Police Interceptor Utility is still the only pursuitrated Hybrid Police Utility that provides agencies with significantly reduced fuel consumption and expenditures, CO2 emissions, reduced engine use, and maintenance. Ford suggests potentially over $3,500 in annual savings based on some preliminary testing results and they have provided some interesting metrics for agencies to calculate their potential savings. The biggest news from Ford for PFE 2021 will be the all-new 2021 Ford F-150 Police Responder®. This vehicle remains in a class by itself as it is still America’s only purpose-built, pursuitrated pickup truck. For 2021, the Responder features an improved top speed of 120 mph and added capability with Ford’s new torque-on-demand 4x4 transfer case, featuring four-auto mode with “set it and forget it” capability. Ford went all out on the new Responder and it shows with the unique police-specific engineering improvements in many areas. One of which is the tires; the engineering and testing that the product team put into the design to produce an off-road tire that is pursuit-capable is no easy achievement. In fact, it has not been done before--this tire is capable of running hard on pavement and then transitioning in seconds to a gravel or muddy side road without any loss of performance or stability from the tire. This year’s testing showed a big improvement for the Ford Police Responder F-150. The F-150 Responder has new technology and officer-inspired upgrades, such as available Police Engine Idle, SYNC 4 with wireless software updated, and an 8-inch touchscreen. The Responder also boasts the most towing, payload, torque, and interior passenger volume of any pursuit-rated police vehicle. The Dodge Law Police Program has been very successful by carving itself a nice slice of the Law Enforcement pie with the Charger and Durango Pursuit vehicles. Selling out the 2020 Charger sedan production was very significant, as the Charger now stands as the only pursuit-rated full-size sedan left in the Police market space. For 2021, both the sedan and SUV receive a handful of significant updates, and the order banks are now open, but the two vehicles will have staggered production starts. Both of these vehicles are equipped with new transmissions and high-tech options designed to enhance officer safety, responsiveness, and fuel efficiency. “Designed and built based on input from our Police Advisory Board and direct officer feed-

back, the 2021 Dodge Charger and Durango Pursuit deliver on our promise to offer police agencies the most advanced law-enforcement vehicle lineup in the industry whether as a sedan or a sport-utility vehicle,” said Jeff Kommor, Head of U.S. Sales for Dodge. Dodge is making the company’s TorqueFlight eight-speed automatic gearbox available to both powertrains it offers in the Charger. Dodge is offering a new V6 with all-wheel drive and the Hemi V8 in a rearwheel-drive setup. Dodge is somewhat protective when it comes to the specific details of each powertrain, but recent product info suggests that for 2021, the Pentastar is now rated at 300 HP compared to 292 HP in the 2020 model, and torque is now 264 lb-ft compared to 260 lb-ft last year. Dodge does say both powertrains exceed the accelera-

tion, braking, and handling profiles of the previous vehicle. To enhance these powertrains even further, the engineers have also included a new updated and unique ESC tuning calibration that will enhance the performance of the Charger and Durango Pursuit. Every Law Enforcement Fleet Manager knows the real test of these changes will be when MSP and LASD put all of three OEMs’ police vehicles through their annual vehicle testing in September and October. Other new standard features include a top speed setting of 140 mph with the ability for Fleet Managers to configure and limit top speed for specific agency needs, electric power steering, Apple CarPlay, Android Auto, and an increased Gross Vehicle Weight Rating (GVWR) of 5,500 pounds to accommodate additional payload.

2021 Dodge Durango Pursuit

The 2021 Dodge Durango Pursuit will offer more than 20 new standard features. The AWD Durango Pursuit is powered by the standard 3.6-liter V-6 Pentastar engine or the optional legendary 5.7-liter HEMI V-8 engine, both mated to the TorqueFlite eight-speed transmission. Same as the Charger, the engineers have also included a new updated and unique “police” ESC tuning calibration that will enhance the performance of the Durango. Other notable improvements include an IP-mounted shift lever to free up valuable space in the center console area. This is a very big deal because not having the shifter on the steering column was a showstopper for some agencies, which forced them to consider one of the other pursuit-rated SUVs. This move also allows agencies to transfer equipment from one vehicle to

another, as the older Durangos required a unique center console to allow space for the shifter, but not anymore. In keeping with tradition, the Durango pursuit has the black steel wheels with chrome center caps, steering wheel-mounted four programmable auxiliary switches, and police-specific front seats to accommodate duty belts and enable easier access to seatbelt latch points. “These features, such as the new IPmounted shift lever, free up valuable space between the front seats to accommodate the police aftermarket equipment needed for the officers to accomplish their jobs,” Kommor said. Other key features now being offered are the upfit-friendly Vehicle Systems Interface Module, which allows much simpler and

faster connectivity to OEM electrical systems for customizing police-only features such as lighting and battery protection, plus safety features. The vehicle system’s interface module features a radio mute input, pulse width modulation vehicle speed output, reverse position output, and drive position output. The heavy-duty BR9 brake package is a must with the Durango Pursuit, along with standard vinyl flooring and a tri-zone climate control system designed with K-9 units in mind. The Durango Pursuit has a top speed setting of 130 mph with the ability for customers to configure and limit for specific agency needs. Agencies that wish to deploy unmarked units will have several new color options available as well. For agencies that prefer the “Fleet Key Alike,” this feature is available on both the 2021 Charger and

GENERAL MOTORS CHEVROLET

The big GM news at this year’s Police Fleet Expo (PFE) is the introduction of the new 2022 Chevy Bolt EUV Special Service Vehicle (SSV) and refresh of the Chevy Bolt EV with new SSV package. GM has taken the leap forward to provide Law Enforcement Fleet Managers the ability to green their fleets with a fully electric, zero emission Administrative and Detective duty vehicle. The SSV Bolt not only looks more exciting inside and out, the redesigned electric hatchback also has enhanced features and a much cheaper asking price. While the most noticeable changes are its futuristic body panels and freshly refinished cabin, it still employs a frontdrive powertrain that delivers near-instant acceleration with a 0-60 mph of 6.5 seconds for the EV and 0-60 mph of 7.0 seconds for the longer EUV model.

As for OEM multimedia systems, arguably one of the best on the market is the available Uconnect® 12.1-inch touchscreen, which allows integration of law enforcement systems while relocating the agency computer to the trunk for optimal space savings. It is designed to be operated with gloves and in extreme temperatures while maintaining unrestricted access to vehicle controls. Production of the 2021 Dodge Durango Pursuit started in the first quarter of 2021 at the Jefferson North Assembly Plant in Detroit. Th e Dodge Police Program will still have the Ram 1500 SSV for 2021. It is a carryover with no changes, but for 2021, they will also offer a Ram HD SSV package as well.

GM estimates the 2022 Bolt EUV can travel up to 247 miles on a full charge and 259 miles for the slightly smaller Bolt EV model. While the Tesla Model 3 Long Range can travel up to 353 miles on one charge, it costs considerably more and is not offered as an SSV. The new Bolt’s accessible price, roomy interior, technology, and satisfying driving dynamics should be strong selling points. The 2022 Bolt EV SSV undergoes a comprehensive redesign that includes updated exterior and interior styling while the larger EUV is all-new. With exception to the SSV-equipped models, the electrical and mechanical components remain relatively the same as the previous generation Bolt EV. The hatchback adds a newly available dual-level charging cord as well as an increased Level 2 (240-volt) maximum charging capability. The electrified hatchback EV model is still available with DC fast charging that can add

about 100 miles of range every 30 minutes with a Level 3 connection. The EUV crossover model comes standard with DC fast charging. To power emergency equipment and communication devices, the SSV package adds multiple dedicated circuits (20 and 30 amp), a surveillance mode circuit to blackout interior and exterior lighting (with exception to brake lights), and offers four extra remote key fobs for a total of 6. The EV SSV model also comes standard with steel wheels. The plans are to have the 2022 Bolt EUV SSV in the Ride & Drive event at PFE so Fleet Managers and Police Officers can actually sit inside and experience the performance around the track. The SSV powertrain and chassis are identical to the retail models. Its electric motor sends 200 horsepower and 266 pound-feet of torque exclusively to the front wheels. This setup provides instantaneous response to accelerator inputs and ample lowend torque that lets you shoot off the line when the light turns green. Responses are less immediate at highway speeds, but the new electric Chevy should still make passing and merging on the highway a cinch. We anticipate that it will again deliver a composed ride and plenty of power—and a pleasant enough driving demeanor to challenge whatever negative preconceptions you might have about electric vehicles. In addition to the steering wheelmounted on-demand regenerative braking button, there’s also a one pedal driving mode—activated via a button on the center console—that increases regenerative braking to the point where you rarely need to use the brakes to slow down.

The SSV Bolt EV’s cabin has a more upscale design that the company says includes better materials than before and more softtouch surfaces. The SSV has the standard dark interior with extra-duty materials for greater durability. The steering wheel now features a flat bottom, the driver faces a new 8.0-inch fully digital gauge cluster, and the old electronic shifter is replaced by a set of pull toggles and push buttons similar to the new Corvette and Tahoe PPV. Although the updated Bolt EV has the same passenger space as before, including a back seat that’s roomy enough for two adults, it does have redesigned front seats that are said to be more comfortable. The EUV crossover provides 4 inches more leg room for rear seat passengers than the EV. The EV hatchback’s rear cargo space still measures 17 cubic feet behind the rear

seats and 57 cubes with those rear seatbacks folded flat. Every Bolt features a 10.2-inch touchscreen infotainment system with popular standard features, such as wireless Apple CarPlay and Android Auto. A subscription-based WiFi hotspot and wireless smartphone charging are also available. Complementing the touch controls are physical knobs for volume and tuning as well as a shortcut button for the home screen. The Chevy’s infotainment system allows over-the-air updates and includes built-in apps that are compatible with Amazon Alexa and Spotify music streaming services. The 2022 Bolt boasts a roster of standard and optional driver-assistance technology. Along with standard automatic high-beams and front pedestrian detection, the up-level Bolt can be equipped with a 360-degree camera system and rear cross-traffic alert. For more information about the Bolt crash-test results, visit the National Highway Traffic Safety Administration (NHTSA) and Insurance Institute for Highway Safety (IIHS) websites. These include standard forward-collision warning and automated emergency braking, standard lane-departure warning and lanekeeping assist, and available adaptive cruise control on premium models. GM has also set up some authorized upfitter information to assist in the addition of Police Specific equipment. To assist Fleet Managers even more, GM Financial is now allowing customers to roll in new communication equipment, emergency lighting, labor, prisoner partitions, and more into their vehicle leases, which is

Further, GM Financial even allows EV infrastructure to be included in the lease of an electric vehicle, which is a pretty big deal considering what is ideal to prepare an agency for 220-volt or 440 DC fast charging. This type of support from an OEM is huge when looking to introduce electrification to your fleets. The GM Police and Law Enforcement lineup also includes the pursuit-rated Tahoe PPV, Tahoe SSV, and Silverado SSV. The extremely popular Tahoe PPV is actually sold out for 2021 and anyone interested will be required to order a 2022 model year. Given the demand, you had better get your orders in quickly come midAugust as production could be limited for the Police models of the Tahoe. This is no surprise as all previous generation Tahoe PPVs have proven themselves with officerfriendly ergonomics and low cost of ownership due to its high resale value at auction. Shortly after the release of the all-new 2021 retail Tahoe, Yukon and Escalade lineup, the all-new 2021 Chevrolet Tahoe Police Pursuit Vehicle (PPV) was introduced. Tahoe PPV remains the only pursuit-rated body-on-frame Police SUV on the market since the competition has moved to unitized construction for their Crossovers, SUVs, and Sedans. The 2021 Tahoe Police Pursuit Vehicle has been engineered and built to meet the extensive needs of today’s law enforcement community. Using the redesigned retail 2021 Chevy Tahoe as its foundation, Tahoe PPV features all the performance of its predecessor, with a smooth ride, greater interior space, larger load capacity (GVWR), and new towing technology. The big news is a new independent rear suspension, which promises improvements in ride quality and handling. Fortunately, the standard full-size spare tire remains under the vehicle, so it is easily available, regardless of cargo, if needed. The Tahoe PPV model will come with standard 20-inch Firestone Firehawk VRated Pursuit tires, a pursuit-rated allseason tire that GM developed alongside Firestone, and a heavy-duty braking system with Brembo six-piston front calipers and 16-inch rotors. A heavy-duty rear differential and lower, more stiffly sprung suspension complete the pursuit-focused performance add-ons. Inside, an ergonomic design tailored to officers makes entry and exit easier while the police-specific seats are contoured to accommodate duty belts. Plus, extensive electrical architecture featuring a standard wiring harness simplifies upfitting in both the front row and cargo areas. be used to control a department radio microphone or any piece of emergency equipment with an on/off control. To power onboard electronics, both the Tahoe PPV and SSV will come with a 760-amp auxiliary battery and a new highoutput alternator that is 47 percent more powerful than the one found in the 2020 model. Available second-row seat delete reduces cost for vehicles intended for rear plastic seats or K-9 inserts. Officers will have improved situational awareness with greater views thanks to larger dimensions, a higher roofline, and larger sideview mirrors. There is also an available Rear Camera Mirror, which essentially allows the driver or front passenger to see through prisoner partitions, vertical long guns, the cargo area, and D-pillars with zoom, tilt, and brightness controls. Increased trailering capacity up to 6,000 lbs. for 2WD and optional 4WD help eliminate the need for a dedicated towing vehicle. The Tahoe remains one of the most popular SUVs for K-9 units since the improved ergonomics help officers get in and out of the vehicle quickly. Especially useful for K-9, the rear door openings are 3.5-inch wider than previous generations to make K-9 deployments faster and safer but will also assist with the loading of clients that may not be as cooperative as they should be. The Tahoe SSV is not pursuit-rated but is one of the few 4X4 Special Service Vehicles standard with a robust police-specific wiring harness (same as PPV) and available OEM spot lamps. It carries a maximum payload of 1,745 lbs. and a maximum towing capacity of 8,200 lbs. with the available Max Tow package and two-speed transfer case. Both the 2021 Tahoe PPV and SSV have dual batteries (900 CCA and 760 CCA) with a 250amp alternator as well as an upgraded electrical architecture with new wiring harnesses that help simplify upfits. For 2021, probably the biggest upgrade to the Tahoe Police lineup is the introduction of the 6-piston front Brembo® brake calipers and 16-inch front rotors (increased 3 inches in diameter) along with eBoost anti-lock brakes. The Tahoe PPV helps officers stop their vehicles safely and quickly. Plus, push-button Electronic Shift will automatically shift the vehicle to Park if the ENGINE START/STOP button is pressed when the vehicle is stopped while in Drive, Low, or Reverse, which could help save officers valuable seconds. Also new and standard on both PPV and SSV is a Protected Idle feature, allowing the driver to lock the transmission by quickly pressing the cancel cruise control button before exiting the vehicle with the engine running. In this protected condition, the vehicle cannot be placed into gear unless the key fob is detected in the driver seat area. Make sure you attend the Ride & Drive event at this year’s PFE so you can personally run one of the newly designed Tahoes through the course both on and off the pavement! Richmond has been named one of the best foodie towns in America. There are more than 900 restaurants, many locally owned. Bon Appétit named Longoven one of America’s Best New Restaurants for 2019. Alewife was also named one of Esquire’s Best New Restaurants in America in 2019. For memorable dining experiences, Lehja, Sub Rosa Bakery, Mama J’s Kitchen, L’Opposum, Peter Chang, and Brenner Pass are all James Beard Award nominated restaurants. INTRODUCTION

T

he in-car setup of my patrol vehicle has become distracting and impacts my situational awareness while I am on duty. This is a statement heard all the time at Cyberkar from their police customers. As frontline police officers are asked to adopt and learn more and more technology in their patrol vehicle, it must add to the stress and mental health of an officer in the execution of their day-to-day activities. In addition, as more and more components get installed in the cabin of the patrol vehicle, these components may possibly be mounted in a way that prevents the airbags from saving an officer’s life. To address these issues, Cyberkar provides simple, safe, and secure technology solutions that optimize the day-to day operational health and safety of the frontline police officer and first responder in the patrol vehicle. Cyberkar solutions enable more efficient officer use of technology in the patrol car by integrating with existing emergency and IT solutions installed in the vehicle. Cyberkar is a proud supplier to the law enforcement industry. Cyberkar is the manufacturer of the Kommander brand of in-vehicle technology hardware solutions and the RedAlert interactive software application, creating a more effective mobile office in the patrol vehicle.

Cyberkar provides solutions that contribute to increased productivity of employees, while reducing any work disruptions resulting from emergency response vehicle accidents or collisions. In the design of its solutions, Cyberkar has leveraged its expertise both in IT and emergency equipment installation and configuration of public safety vehicles. With this in mind, the Kommander solution by Cyberkar provides an in-car ergonomic officer experience and Mobile Data Computer (MDC) workspace environment for law enforcement and public safety agencies. Cyberkar developed Kommander based on feedback from police officers across North America along with scientific studies on the subject of in-car officer comfort, health, and safety (see Figures 1 and 2).

VEHICLE ERGONOMICS AND OFFICER SAFETY Cyberkar is dedicated to helping police service agencies, for which they have the greatest respect, passion, and experience. Today’s officers are spending more time leveraging the existing cabin workspace in their emergency response vehicles. This cabin workspace has evolved to be equipped with an increasing number of technology solutions, thus limiting the available cabin workspace for the officer to use. One of Cyberkar’s core beliefs is that it is important to develop safe and ergonomic solutions for emergency response vehicles. They strive to optimize installations, bearing in mind that officers will use the solution provided for long hours in the restricted cabin workspace environment that is the vehicle. It is important for Cyberkar to offer an ergonomic workspace environment so that officers have greater efficiency and productivity in their work, better health and well-being, and more satisfaction performing their duties.

FIGURE 1 ANGLES OF COMFORT IN A SEATING POSITION IN A PATROL CAR – SIDE VIEW Studies show that 37 percent of police officers polled in 2017 indicated that they have experienced body pain within the last year using traditional in-car mounted laptop systems. 87 percent of these police officers identified lower back pain in the driving position or sitting for long periods of time in a duty vehicle as the main causes of their pain. Police vehicle crash tests performed by a large law enforcement agency showed that there is a much greater “crush” factor between the door and center console during a vehicle side collision. The agency’s recommendation to the vehicle industry was that anything mounted in a duty vehicle between the front cabin seats now requires to be installed lower than the seat height.

OFFICER CONCERNS AVAILABLE CAB SPACE DOES MATTER

The mounting of rugged laptops and tablets in squad cars, fire trucks, ambulances, and other public safety vehicles has its pros and cons. These devices are removable, but that portability comes at the cost of adding a mounted docking station in the vehicle. Because laptops and tablets are not designed specifically for law enforcement in-car applications, other electronic devices are required in parallel to complete the system – adding complexity, taking up space, and increasing overall agency costs.

RELIABILITY AND SAFETY

The extra components required also mean that there are additional wiring connection points in the vehicle, which reduces reliability. Even when secured in a docking station, a laptop can become a projectile hazard when the airbags are deployed. An impact of the airbag slamming into the laptop can cause it to close on the occupant’s hands or break free from the docking station.

ERGONOMY

The typical mounting of Mobile Data Terminals (MDT) and rugged computers in duty vehicles, specifically mounted on the center cabin console, require the officer to twist his or her back in order to use the keyboard for typing in events and accident reports, thus limiting the officer’s movement in the front cabin and potentially causing short- and long-term health issues.

HOW CAN KOMMANDER HELP? PRIORITIZED OFFICE SAFETY

Many public safety organizations are realizing that there are better alternatives to fixed, mounted, integrated touchscreen displays in duty vehicles. By permanently mounting a computer into the vehicle dashboard frame, Kommander is a much safer officer option during a collision. Furthermore, because Kommander is embedded in the dashboard, it is one of the few solutions that does not interfere with the duty vehicle’s

airbag deployment zones. In addition, permanent vehicle mounting allows Kommander to have a direct interface to the vehicle at all times. Kommander has access to duty vehicle information from the engine computer, sensors, actuators, cameras, and antennas.

OUTSIDE THE VEHICLE AIRBAG DEPLOYMENT ZONES

Police vehicle manufacturers continue to advise that driver/passenger vehicle airbags affect the way police equipment can be mounted in police vehicles. In general, the mounting of emergency or other technology equipment must not interfere with driver visibility nor interfere with the deployment of the vehicle’s airbags. Any surfaces or equipment that could come in contact with an airbag during deployment must not damage the airbag or alter its deployment path. The deployment of airbags is not compatible with any configuration of police equipment mounting that places objects in the airbag deployment path. Equipment mounted or placed in the deployment area of an airbag will reduce the effectiveness of the airbag, damage the airbag, and potentially damage or dislodge the equipment. Failure to follow this guideline could result in serious personal injury to the police officer. The abovementioned advisory was taken into consideration in the design of Cyberkar’s Kommander solution components.

ERGONOMIC DESIGN

By eliminating the need for the in-car mount and docking of touchscreens and computers (laptops, tablets, smartphones), Kommander uses dramatically less cabin space compared to a mounted computer laptop or a tablet solution – where in some cases, access to an entire seat in the front cabin can be reclaimed. In fact, as the Kommander computer and touchscreen display is embedded in the dashboard, precious space is freed up between the front seats, giving more room for the officer while still offering a large and comfortable work environment. The technology within the Kommander solution was developed to keep an officer’s hands, elbows, arms, head, neck, and shoulders in a comfortable ergonomic position with less or no movement while executing his or her tasks. Kommander offers a large, swiveling 12-inch touchscreen display for maximum officer viewing and working comfort. (see Figure 3)

CUSTOMIZABLE

Because each police service is different, Kommander can be customized and optimized for each law enforcement work environment. Kommander makes the work environment as simple and user-friendly as possible.

RELIABILITY AND SAFETY

The Kommander rugged in-dashboard computer is made for in-car use, compliant to ISO-16750 standards. It can be used in harsh environments from –40F (-40C) up to 185F (+85C) temperatures and have a five-year mean time before failure (MTBF). Expected operational life is 10 years. All the vehicle, machinery, and industrial environmental criteria is quality tested by a worldwide member of the International Laboratory Accreditation Cooperation (ILAC). The non-necessity of a computer docking station, a fully integrated feature set, a unique aggregated sealed cabling, and the robust military-grade design all combine to give the Kommander solution significantly higher reliability over today’s traditional mounted and docked rugged computer solutions.

THE KOMMANDER SOLUTION

Kommander is an advanced, technology-rich, aftermarket indash and mobile workplace platform for police duty vehicles providing officers with an efficient operational workspace that maximizes officer comfort, health, and safety in the vehicle. Cyberkar currently has Kommander design configurations for Ford, Dodge, and Chevrolet police duty vehicles.

OFFICER HEALTH

Traditionally mounted display and computer installations take up space in the vehicle and require the officer to twist his or her neck and back in order to access the keyboard and computer for typing in events and reports, thus limiting officer’s movement in the vehicle and potentially causing short- and long-term health issues.

OFFICER SAFETY

Many law enforcement agencies are realizing that permanently mounted integrated smart displays are the beneficial alternative. By permanently mounting a touchscreen display and computer to the vehicle frame within the dashboard and freeing up cabin space, Kommander is a much safer solution in case of an acci-

dent/collision. Furthermore, because Kommander is embedded in the dashboard, it is one of the few solutions that does not interfere with the vehicle airbag deployment zones. In addition, the permanent vehicle mounting means Kommander always has a direct interface to vehicle components such as the engine computer, sensors, actuators, cameras, and antennas.

TRANSFERABLE BETWEEN VEHICLES

Kommander components are designed to be transferable from one model of duty vehicle to another. Consider the scenario where an agency installs Kommander in a Dodge Charger (sedan model) duty vehicle and keeps the vehicle for typical service duration of time (say three years) before retiring the vehicle. After the three years, no major reinvestment in the same technology is required by the agency, since the Kommander mechanism can be transferred from the Dodge Charger duty vehicle being retired and installed in a new Ford Interceptor SUV model duty vehicle. Only a small cost for a replacement vehicle-specific Kommander plastic dash trim kit for the new Ford SUV model duty vehicle is needed. Kommander comes with a standard two-year warranty with an extended low cost 10-year warranty payable annually to protect your investment. Current Kommander supported police model duty vehicles are the Ford Interceptor (sedan, SUV, and F-150 models), the Dodge Charger, and the Chevy Tahoe. Kommander for other police model duty vehicles are under development consideration based on customer demand.

KOMMANDER COMPONENTS KOMMANDER IN-DASH MOUNTING SYSTEM

The foundation of the Kommander solution is the Kommander indash trim and swivel mechanism. The solution is designed to lower in-car officer operational stress by making it simple for officers to operate in-car technology. The solution offers a centralized in-car officer command center where a touchscreen, docking station, or tablet can be mounted as well as a mobile keyboard. The solution is designed and maximizes officer workspace efficiency with overall officer comfort, health, and safety in mind. The footprint of the solution frees up vehicle cabin space and is out of the damaging airbag deployment zone in case of a vehicle collision where mount components can dislodge, endangering officers. The solution is designed to minimize distractions by automating officer tasks while operating a police vehicle, allowing officers to focus and keep their eyes on the road and hands on the steering wheel when needed.


Kommander PRO is not vendor dependant and can be integrated into multiple vehicular technologies from various manufacturers (lightbars, sirens, in-car video, license plate readers, radar, etc.). Intelligent idle time management, run-lock mode, and automated anti-theft vehicle protection features are also part of Kommander PRO, contributing to carbon footprint and fuel savings. The Kommander PRO version comes with the RedAlert menu software, providing officers with centralized control and quick access of agency emergency equipment in the vehicle.

KOMMANDER LITE VERSION:

The Kommander LITE version is available where agencies can leverage the offi cer in-car benefi ts of the Kommander swivel touchscreen embedded in the dashboard. The 12-inch touchscreen delivers 1400 nits of brightness for superior readability in sunlight and can be used with an existing IT computer investment of an installed rugged tablet/laptop/smartphone. For maximum officer health and safety, we suggest that all in-cabin vehicular components (screens, docking stations, tablets/laptops/ smartphones, etc.) be installed securely outside the vehicle airbag deployment zones, as these components can become dangerous projectiles to officers when vehicle airbags are deployed during a collision. The Kommander LITE version also includes a mobile keyboard. The Kommander Lite version comes optionally with the RedAlert menu software, providing officers with centralized control and quick access of agency IT applications in the vehicle.

KOMMANDER BASE VERSION

The Kommander BASE version is the Kommander LITE solution with the optional Kommander rugged Windows 10 computer included. The Kommander rugged computer has a small form factor and is embedded in the dashboard, freeing up valuable cabin space, complex wiring, and servicing time in the vehicle. The Kommander rugged computer is built for vehicle wear and tear and vibration, has two embedded LTE modem ports, and connection to the vehicle OBDII data network for vehicle telemetry data. The Kommander BASE version comes with the RedAlert menu software, giving officers centralized control and quick access of agency IT applications when they are in the vehicle.

RUGGED KEYBOARD KIT:

The Kommander Ergonomic Keyboard kit consists of a rugged keyboard, a quick-release keyboard tray, and a sliding motion attachment. The entire motion attachment can rotate the keyboard 360 degrees and provides the attachment with 5.5 inches of a slide motion. This allows the printer to be in a comfortable position for either the driver or the passenger in the front vehicle cabin. The quick-release keyboard tray has a push button lock for easy keyboard release to position the keyboard on your lap if desired. The push button has an incorporated key lock as a theft deterrent. Cyberkar has tested and recommends four different rugged keyboards, each with different characteristics (chiclet versus rubber keys, backlit keys, etc.) for the optimum fit for the user.

The eight touch buttons are configurable with constant or slow flash illumination. The keypad is connected to the Kommander PRO auxiliary controller on the Kommander private CAN-bus vehicle network.

Kommander-supported police model vehicles. Having components in the Cyberkar headliner console saves on interior cabin space and equipment install time. Mounting components in the headliner console is out of the way of the vehicle airbag deployment zones and provides the safety needed for officers.

CYBERKAR MOUNT-READY GLOVE BOX:

Cyberkar also offers a customized mount-ready glove box where a printer, a small removeable computer tablet and docking station, a fixed computer appliance, or other in-car components can be mounted on a raised custom mounting plate built into the Cyberkar glove box door. The Cyberkar glove box option is currently available for Kommander supported police model vehicles. Having components in the Cyberkar glove box saves on interior cabin space and equipment install time. Mounting components in the glove box is out of the way of the vehicle airbag deployment zones and provides the safety needed for officers.

CYBERKAR HEADLINER CONSOLE:

Cyberkar offers a customized mount-ready Cyberkar overhead angled ceiling (headliner) console where in-car components can be mounted for ergonomic access by officers. The Cyberkar headliner console option is currently available for

REDALERT CONTROL MENU SOFTWARE

Available with all Kommander versions, the RedAlert control menu software system offers large-format, on-screen menu buttons to virtually access and to seamlessly switch between various software applications on the computer in the vehicle, as well as external devices, emergency lights and sirens, and computer desktop controls (sound, volume, brightness, mute, blackout, etc.). RedAlert allows for intuitive on-screen navigation for the officer. Your IT administrator controls how RedAlert is configured via the Kommander Builder RedAlert Config Application. The RedAlert user only has control and access to the RedAlert control software menu system and not directly to the computer in the vehicle itself. The user is permitted to use the RedAlert software and toggle between specified PC applications approved by the IT administrator. The IT administrator can also restrict the user access based on time of day, if the VPN is active, or during a scheduled maintenance. The RedAlert software can also block the user into that specific desktop environment, restricting the user to a permitted area of use. RedAlert comes with pre-built menu page templates, but your IT administrator can create multiple RedAlert menu pages based on the needs of your agency and how you want the RedAlert user to interact with the system. The RedAlert Event Manager feature allows the software to interact with the car by monitoring specific vehicle telemetry and with external vehicle equipment. The Event Manager allows the officer to “trigger” and “automate” specific redundant user task activities when a desired condition occurs. Example 1: When the rear prisoner door opens (RedAlert monitored telemetry info from the vehicle CAN-bus vehicle network), the prisoner back view camera is activated. Example 2: When a specific steering wheel button or horn is pressed (info via CAN-bus network), RedAlert activates and displays a specific desktop software application. All configurable by your IT administrator.

elf-driving cars, virtual assistants, spam filters, and online shopping. We may not realize it, but our dayto-day lives are flooded with artificial intelligence. As you would expect, it was only a matter of time before Artificial Intelligence (AI) technology landed in the smart controller industry, and Feniex Industries in Austin, Texas is leading the charge. Excel sheets, emails, texts, and calls between maintenance shops and fleet managers. Even third-party software is not specific enough to meet the emergency industry’s demands.” The goal of the Feniex ONE is to simplify the already-complex maze of communication across every department, be it a smaller county’s ambulance supply or a capital city’s entire reserve of dump trucks. Designed with a five-color programmable 18-button panel and a military-spec industrial touchscreen with three additional LED buttons, the Feniex ONE controller is remarkably versatile and covers every possible application for an emergency vehicle. Color coordinate your most frequently used flash patterns, program specific commands for individual LED modules, and organize an interface specific to your needs. From patrol cars escorting a convoy through busy intersections to work trucks blocking off highway lanes around a traffic accident, the controller has enough features for users across the globe. With its accompanying relay, the Feniex ONE also offers eight programmable inputs as well as an OBD2 plug-in, giving the user access to over 50 automatic vehicle triggers like high and low beams, cruise controls, fuel levels, and door locks. Every Feniex ONE system will also come standard with a lightning-fast ARM A9 quad core processor and an integrated GPS timing chip for vehicle-to-vehicle flash pattern sync. e at Project K-9 Hero are honored to be attending our first Police Fleet Expo this year in Richmond, Virginia. For those who may have never heard of us, Project K-9 Hero is a national nonprofit 501c3 organization, whose mission is to provide medical care, food, and death benefit assistance for our nation’s retired Police K-9s and Military Working Dogs. Project K-9 Hero also helps K-9s who need a home after their service, through rehabilitation and adoption. Project K-9 Hero is dedicated to “Protecting Those Who Protected Us,” by spreading awareness and educating the public.

What most people don’t know is that not every Police K-9 or Military Working Dog has a home to go to in retirement. Some dogs need to be placed after their service because of behavioral issues, or just because their handler can’t keep them any longer. Perhaps they had a change in their family or financial situation? No matter the reason, our organization is here to help. We have purchased 177 acres of beautiful land in the rolling hills of Tennessee between Chattanooga and Nashville. It is here where we rehabilitate and rehome heroes who need our help the most. Please take a moment to meet retired U.S. Air Force Military Working Dog “Rosso” T206. Rosso served in the USAF for nearly 10 years. He protected both President Trump and Obama during his assignments with the U.S. Secret Service. He even traveled with the President to Japan to use his expert explosive detection skills. He was also certified in patrol work and force protection where he deployed to the Middle East during Operation Inherent Resolve. When he retired on December 1, 2020, he was the most senior working dog in the Air Force. He was given the Air Force Commendation Medal. However, the review board at his retirement cer-

emony recommended he be euthanized. You see, Rosso was trained to be aggressive, trained to protect. In fact, he was so good at it that he was routinely called upon to protect the President of the United States and his family all around the world. Rosso performed his job so well that the government did not feel as if he was fit to live with the general public. That is when his Kennel Master stepped up at Fairchild Air Force Base in Spokane, Washington, and gave us at Project K-9 Hero a call. He basically stated that our organization was Rosso’s last hope. Once I heard his entire story, his background, and all that he has done for our country, I committed our organization to taking him in and saving him from being put down. Shortly after his retirement date, I flew out to Washington state, rented a vehicle, and spent a week working with Rosso and his former handler one-on-one. Gaining a rapport with the most senior working dog in the Air Force was tough. If I was going to make the drive back to our facility in Tennessee with this war hero, I knew I was going to have to gain his trust. So, I used french fries and I hand-fed him every day, until he finally let me put the leash on him. Then we worked on throwing the ball and playing. I transitioned that into loading him in the vehicle and putting him in his crate. After a week, we were ready. Rosso and I took four days to get home and got to know each other. Once we arrived at our facility in Tennessee, Rosso fell in love with it. Acres and acres for him to be able to run and play, to just be a dog and enjoy retirement. Many people ask me how I took one of the most dangerous Military Working Dogs in the world and managed his PTSD? The answer for me is simple. Keys to his success have been: 1. Plenty of Exercise 2. Removal of all Stress Related Triggers 3. Daily Routine 4. Consistency from Trainer 5. Proper Diet 6. Mental Stimulation 7. Positive Reinforcement

It has been my honor to personally take on Rosso, after he was set to be euthanized for his behavioral issues. One Veteran Helping Another Veteran! I wanted to tell Rosso’s story to you because one of the main reasons we at Project K-9 Hero were so eager to attend the Police Fleet Expo is because we are looking to build corporate partnerships with the organizations that attend and put on this yearly event. We are currently building a state-of-the-art Rehabilitation and Rehoming Facility on the 177 acres I spoke about. We won’t ever get all six buildings up by selling T-shirts or taking in private donations. We are looking to partner with Police-related corporations that believe in our mission and understand that there are heroes like Rosso out there that no longer have homes to go to in retirement. That some actually face euthanasia after protecting our country. The other 90 percent of the K-9 Heroes we assist live with their handlers. However, did you know that the agencies they serve have no programs or funding in place to help them with their medical bills when they retire? Each week, our organization pays medical bills directly to the Veterinarian Offices around the country for the 132 program members we assist. Some weeks, we spend over $20,000 just to make sure the heroes we serve are getting the best medical care possible and that no K-9 Hero goes without just because someone cannot pay a bill. way we have made an impact is by working closely with Congress to be heavily involved in the writing of the K-9 Hero Act. This piece of legislation will provide federal funding to nonprofits like PK9HERO to pay medical bills for our nation’s retired Federal Police K-9s and Military Working Dogs. This was a dream of mine while I was in the government, and now that I have founded this organization, I have been working hard to see it passed. This coming November 4, 2021, at the Mellon Auditorium in Washington D.C., we will be holding the K-9 Hero Awards. The nominations for the 2021 “K-9 Hero Awards” are open until August 2, and we are currently speaking to several major television networks to air our show nationally. We already have over 100 members of U.S. Congress and the U.S. Senate signed on to co-host this event put on by our organization. The K-9 Hero Awards are for Police K9s, Fire/SAR K9s, and Military Working Dogs exclusively. PK9HERO will be recognizing the nation’s top active or retired working dogs in the following categories: • • • • • • •

About Jason Johnson, Founder and CEO Project K-9 Hero

Jason Johnson has a passion for Police K-9s and he has dedicated his life to working with them, as well as training and taking care of them. Jason believes that Police K-9s perform selflessly for the departments and agencies they work for, and in return, they are not offered that same respect, in their retirement years, by those they served. It is Jason’s goal to ensure he educates the public on the costs and responsibilities of adopting a retired hero and that every Police K-9 in the United States has their medical, food, and end-of-duty costs taken care of for them so they may live the healthy and happy retirement that they deserve. After volunteering his time for three years at the inception of the organization, Jason now acts as the CEO of Project K-9 Hero. Jason is also the CEO of Paradigm Defense Concepts and the CEO of K-9 Solutions International (K-9SI), where he manages domestic and international K-9 detection as well as defense contracts, training, and consulting services with civilian and government agencies worldwide. Since founding Project K-9 Hero, Jason has been working hard to grow the foundation so that he can serve as many retired K-9 heroes as possible. Before he founded Project K-9 Hero, Jason served as a Field Canine Coordinator for the Department of Homeland Security, where he provided program oversight and subject matter expertise to law enforcement canine teams and federal canine teams. He provided leadership, technical advice, guidance and direction to ensure the overall effectiveness and utilization of explosive detection K-9 teams. He ensured that national program policy, standards, and guidelines were communicated in a clear and effective manner to a variety of internal and external stakeholders, while also ensuring adherence to such measures. He served as a K-9 liaison to civilian and law enforcement officials on the federal, state, and local government levels. Prior to working as Field Canine Coordinator, Jason was a K-9 Trainer/ Instructor and Course Developer for Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF). Jason honorably served in the United States Army as a Military Police Officer, where he received numerous awards and recognition throughout his assignments for his service. Jason holds a Master’s of Science and a Bachelor’s of Science from Bellevue University in Security Management. He has served as an adjunct professor at Henley-Putnam University, teaching a Master’s program in Advanced Executive Protection. Jason is an accomplished author and has contributed chapters for two separate University textbooks, used for teaching at the Master’s level in Strategic Security. He was published in both K-9 Cop and Police K-9 magazines with featured articles. Jason has also published his own children’s book about his inspiration to start this organization, titled K-9 Flash Becomes A Hero. K-9 Flash was named the 2018 Law Enforcement Dog of the Year in the country by American Humane. Jason actively works with Congress to see that his vision of the K-9 Hero Act, HR #5081 gets passed as a law to bring a positive change to the K-9 community for generations to follow.
