Proposed measure on IPs protection in BARMM pushed By NOEL PUNZALAN Philippine News Agency
C
OTABATO CITY — Two lawmakers of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) have filed a bill pushing for the protection of Indigenous Peoples (IPs) communities in the region. On Tuesday, Bangsamoro Transition Authority (BTA) – BARMM members Melanio Ulama and Romeo Saliga introduced before the regional plenary Cabinet Bill 40, otherwise known as the Indigenous Peoples Rights Act in the Bangsamoro Autonomous Region. “The measure would help uplift the lives of the IPs in the region and address the injustices committed against them,” Saliga said in a statement on Wednesday. He added that the proposed bill reflects the IPs’ struggle for self-determination and the
pursuit of a peaceful and inclusive Bangsamoro. The act intends to serve all IPs in the BARMM, including the Tèduray, Lambangian/ Balèg, Dulangan Manobo, Erumanun Ne Menuvu, Badjao, Sama, Yakan, Higaonon, B’laan, and other indigenous groups recognized by the Ministry of Indigenous Peoples Affair (MIPA). The MIPA has been directed to formulate and implement rules, policies, and projects for the IPs, including their rights to equal protection, non-discrimination, ancestral domains, identity, cultural integrity, self-governance, and tribal system. Among the functions of the MIPA are the assessment of the Ips’ conditions, issuing property titles, developing and implementing programs for economic, social, and cultural development, providing legal assistance, and guiding the BARMM chief minister on matters related to IPs. As mandated in the Bangsamoro Organic Law (BOL), the interim government shall embody the aspirations of both “Muslim Filipinos and all indigenous cultural communities” in the region. Saliga said the bill is expected to give added life to the different provisions included in the BOL. (PNA)

LIGAN CITY — The Bangsamoro Government’s Ministry of the Interior and Local Government (MILG) kicked off on Tuesday, July 13, in the province of Basilan the first leg of the 2021 Bangsamoro Governance Pre-Summit for
local government units within the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) and its Special Geographic Area consisting of 63 barangays from North Cotabato, with heads of the various ministries.
MILG minister Naguib Sinarimbo told the Philippine Muslim Today that this is in preparation for the upcoming 2021 Bangsamoro Governance Summit to be held on July 23 in Cotabato City. Sinarimbo said the summit’s main goal is to strengthen the supervisory authority of the Bangsamoro Government to its constituent LGUs and ensure alignment of the projects and programs of the LGUs to the development direction of the regional government. He said other Bangsamoro provinces will follow respectively in holding the pre-summit
while at the same time LGUs will present their own programs and allow them to present projects for funding by the Regional Government thru its ministries. The consolidated proposed projects and programs will be submitted and discussed during the Bangsamoro Governance Summit, to craft the Regional PPAs for 2022. “The Summit Proper will enable us to converge the programs of the Region and that of the LGUs creating thereby a common vision and development thrust by complementing their programs and resources” Sinarimbo
activities. He said Maguindanao will hold the presummit on Wednesday, July 14, to be followed simultaneously on Thursday by Lanao del Sur and the North Cotabato 63 barangays, while Sulu on July 17, and Tawi-Tawi on July 18. Sinarimbo said the Bangsamoro Governance Summit Proper will be held on July 23. Minister Sinarimbo said during the presummit the different ministries of the Bangsamoro Government will present their proposed 2022 Programs to the Local Government Units (LGUs)
said. “This will hopefully unleash the combined potentials of the Region and the LGUs and usher in an era of greater cooperation and complementation,” he added. Present in the Basilan activity on Tuesday were Governor Jim Hataman Salliman, the city mayor of Lamitan and nine (9) municipal mayors of Basilan, together with the provincial heads of BARMM’s different ministries. Both parties presented their proposed regular projects and identified priority Project Program Activities (PPAs) for 2022. (MNY)
BARMM to honor MNLF Top 90, 300 core cadres? COTABATO CITY — A bill seeking to honor the valor of the Top 90 and Top 300 core members of the Moro National Liberation Front (MNLF) is now in the plenary of the Bangsamoro Parliament. The bill, which also seeks to recognize the important contribution of the “young brave men” in preserving the safety and well-being of the Bangsamoro people, was filed by Amir Mawallil, Atty. Rasol Mitmug Jr., Atty. Suharto Ambolodto, Engr. Baintan Adil-Ampatuan, Sittie Shahara Mastura, Atty. Laisa Alamia, Engr. Don Loong, Rasul
By Julmunir I. Jannaral Ismael, and Abraham Burahan. The Top 90 were composed of the Bangsmoro various ethnolinguistic groups that questioned the sociopolitical landscape in Mindanao and sought to address social injustices against the Bangsamoro people. In 1972, the MNLF’s Top 90 core members grew and recruited 300 young Muslims to join the group.
“It is strange, however, that until today one cannot find a fitting monument in the BARMM that would serve as a lasting memorial to these courageous men who fought to assert our rights and affirm our distinct historical identity and birthright from those who attempted to subdue it,” the bill’s explanatory read. The authors said that the BARMM needs a
memorial that will be visited and revered by all, particularly by the present and future generations. They said that it is right to remember the heroism of the Top 90 and Top 300 core members, given the immense devotion they have displayed repeatedly. Every Bangsamoro, the authors noted, should be educated about the lives and heroism of the said brave men to understand the fundamental principles for which they fought— freedom, justice, and autonomy. LIGAN CITY – The Lanao del Sur provincial government and the Philippine Marine Corps’ 1st Marine Brigade lead on Wednesday the settlement of a decades-old family feud between two Maranao clans in the province. It was hosted by the Marine Battalion Landing Team 5 (MBLT5) in Malabang, Lanao del Sur along with the Rido Settlement Program, “From Culture of Violence to Culture of Peace,” a partnership with local governments, non-government organizations, religious leaders, community leaders, and the people of Lanao del Sur. In a statement, the provincial government said leading the settlement of the 23-year old rido (family feud) of the families of Dalma Salagaan and Dalma Picong was Lanao del Sur governor Mamintal “Bombit” Adiong, Jr., 1st Marine Brigade commander BGen. Jonas Lumawag, MBLT5 commanding officer LtCol. Tino Maslan, and Lanao del Sur provincial police director PCol Rex Derilo. Along the quest for peace and security, settlement of family feuds has been among the priority thrusts of Gov. Adiong’s administration and it has already settled various feuds of big-families that existed for decades. Adiong expressed appreciation to all those involved in the settlement of the 23-year rido (family feud) between the two families. He appreciated the role of the military, the police, government officials, the traditional leaders and all those who desire peace to reign. Present also during the rido settlement were Lanao del Sur 2nd Dist. Rep. Pointblank questions (with my answers)

n my Facebook page titled “Mindanao Tapatan Lane,” I posted questions related to current issues and concerns in Mindanao, notably in the Bangsamoro region, to elicit answers from concerned people or sway Facebook users away from posting trivial and nonsense messages or fake news. The following are some of the Punchline questions, under which I provide my own brief answers: “PRRD deems BARMM creation part of his admin legacies. Why is he neutral in the BTA lifespan extension debate?” Except God, only President Duterte and/or his most trusted people know the answer. I could just hope that he, as claimed by ALI G. MACABALANG optimists, would compel the Presidential Legislative Liaison Office and his influential cabinet to get positive steps done in the 18th Congress before the October 1-6 filing of candidacies for 2022 elections. “Commuters pay fares in Marawi-Cotabato route 2x higher than elsewhere. MOTC promised to address the issue last March. What now?” BARMM’s Transportation and Communications Minister Dickson Hermoso told reporters last March that he would look into the issue and come up with a remedy. I don’t know I he has walked his talk. “U.P. & reputable universities recognize in annual foundation fetes their outstanding alumni in various fields. Why can’t MSU?” I have floated similar prodding to the present and past leaderships of the Mindanao State University, my alma mater, and gained no reaction. Recognizing alumni for their feats in chosen professions could inspire prospective students and graduates of MSU to fare well. “Moral leadership is possible. The late DPWH Director Mastor Ibrahim had done it. Dr. Anshari Ali is doing it. Why can’t we?” Only God knows (Allahu alam). Only executives and policy-making officials in public service can make the advocacy either possible or impossible. “The BARMM Chief Minister swore before the Qur’an to lead moral governance. Mufti Udasan concurred. Why can’t politicos replicate?” Critics say swearing before the Qur’an is inappropriate because it may spill karma in the community. Islamic relics believe otherwise, and I agree with them. (AGM)

L
ess than a year ago, President Duterte delivered a usual tirade against graft and corruption. He said that graft and corruption is “rampant” in his government. He even said that his enemies are the people in government in his war against graft and corruption. Duterte: President forgot the he is the head of State and government. If there is anyone to blame for the proliferation of graft and corruption in government and in the country – it is nobody else but President Rodrigo Roa Duterte. The admission shows he is incapable of solving the problem of graft and corruption. He even said that at the rate things are going – graft and corruption will still be there beyond his term. This admission is devastating as it shows
lack of competence as President. But that is Rodrigo Roa Duterte as human being, President and former Mayor of Davao City. Unlike the seasons, Duterte never changes – in words and in action even in his usual inconsistencies. As I wrote in my previous columns, the simple problem with President Duterte is – he does not seem to think before he opens his mouth. This is a matter of habit of President Duterte, before opening his mouth, does not stop, look and listen or he does not look before he leaps. Why is that? He likes what he sees in himself – in what he does and what he says. An intelligent pupil in the public elementary schools knows these warnings. But President Duterte is some-

Indeed, everyone’s life is unique, and so are couples. The habit of comparing yourself to others causes unpleasant feelings to us and might even affect our fondness for our loved ones. In the same way, nobody wants to experience the difficulties, not even those who are handling the most difficult jobs had they controlled the directions of life. None in this world is either given everything he wants. Remember Jeff Bezos and his wife, MacKenzie ended in Divorce when they be-

Believe me our needs will not rain on us; we have to sweat enough to earn them. There is no perfect relationship Yes, there is no “perfection” in a relationship, and it’s synonymous with impossible in this specific issue – half of the marriage is filled with challenges and mazes. What is therefore expected is, for couples, to orchestrate the future according to their desired goal and to get influenced by each other that could muster workable teamwork wherein the success of the family depends upon. Upgrade BIO to Ministry Level
T
he Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) is already a microcosm of the national government since it has a complete set up of ministries equivalent to the different Cabinet departments of the Philippine government. The Batanes To Tawi-Tawi column is calling upon any Member of Parliament (MP) to sponsor a bill that would level up or upgrade the Bangsamoro Information Office (BIO) into a ministry level. Thus elevating it into Ministry of Public Information (MPI). Hence, giving it also with substantial amount of budget to function as a full ministry to be headed by a Minister with a Cabinet Rank. To make the MPI fully operational as a regular ministry of BARMM there must be provincial offices to be established in the six provinces. Thus there
will be one MPI in Sulu, Basilan, Tawi-Tawi, Lanao del Sur, and Maguindanao Norte, and Maguindanao Sur. The MPI to be a truly information ministry of BARMM should be headed by a Minister who will be appointed from the rank of seasoned or veteran Journalists who have been writing for national mainstream Media, and a broadcaster of national television or radio station. This BIO originated from the Bureau of Public Information (BPI). It was headed by a mere Director but its rank was elevated into Executive Director during the tenure of Veteran Journalist Ali G. Macabalang, who is presently the President of the newly-created Bangsamoro Press Corps (BPC). It can be recalled that the BPC Executive Officers and Board of Directors (BOD) were inducted into office at

Why I Believe Mayor Sara Duterte Will Ultimately Run For President?
A
little over two months from today, on October 1-6, 2021, will be the scheduled filing of candidacy for the synchronized national and local elections. By that time, we'll get to know who'll be running for President, Vice President, Senators, Representatives and the local officials of all the LGUs throughout the country. As far as the most preferred candidate for President, there is clearly a public clamour for Mayor Inday Sara to run for President even if repeatedly his father President Rodrigo Roa Duterte is discouraging her from throwing her hat into the political arena fof the Presidency of the Republic. I am sure, at the right time, national interest and the voices of the people will prevail. In all the surveys conducted by various survey and rating agencies, she has always been leading as the most preferred candi-
date for President. Certainly, being the daughter of Digong has positive impact on her. But I do believe that the main criteria and reason why the citizens preferred her to become the next President is they believe she is her own woman, a strong and no nonsense leader who balances well the power of the law and the needs of her constituency like when she slapped that insistent sherrif of enforcing a court order against a resident who was affected by flooding which she herself was in the midst of spearheading to rescue them to safety that time. In the face of many challenges our country is faced with, we need a strong leader who knows when to use strength to assert righteousness and when to use tact and humility to handle a situation or confront an adversary. Another compelling reason why Mayor In-

PRRD declares July 20, 2021, Tuesday, a regular holiday for Eid’l Adha
SPECIAL REPORT
Eid’l Adha: A test of faith for all amidst pandemic
By MASIDING NOOR YAHYA and JULMUNIR I. JANNARAL
M
ANILA — President Rodrigo Duterte issued on Thursday Proclamation NO. 1189 declaring July 20, 2021, Tuesday, a regular holiday throughout the country in observance of Eid’l Adha, the Islamic Feast of Sacrifice. The president based his proclamation on the recommendation of National Commission on Muslim Filipinos (NCMF) Secretary Saidamen B. Pangarungan and R.A. 9849 which provided Eid’l Adha as a national holiday. Eid’l Adha is one of the two Islamic festivals being revered annually by over a billion Muslims all over the world. It falls on the 10th of Dhu’l Hijjah in the Hijrah Calendar which marks the culmination of Hajj or Pilgrimage to Makkah (Mecca) in the Kingdom of Saudi Arabia (KSA). Hajj is one of the important pillars of Islam religion which requires a Muslim who is physically and financially able to perform the pilgrimage at least once in his lifetime. As in 2020, this year’s hajj is closed to pilgrims coming from outside the Kingdom due to the Covid -19 pandemic and only those already residing in KSA may perform the Hajj. The other Islamic festival is Eid’l Fitr or the Feast of Breaking the Ramadan Fast on the 1st day of the month of Shawwal in the Hijrah Calendar. The President has emphasized that the observance of Eid’l Adha shall be subject to existing quarantine and social distancing measures. (PMT)
POPCOM calls on government, partners to intensify devt programs
W
ith about 1.6 million Filipinos added annually to the country’s population in the last five years, the Commission on Population and Development (POPCOM) recently urged the government to implement far-reaching and holistic approaches to further strengthen population and development programs on the ground. This was POPCOM’s call after the Philippine Statistics Authority (PSA) released on Wednesday the latest Census of Population, when the latter announced the country’s population in 2020 at 109,035,906, which includes the addition of 8,053,906 persons from 2015. Weighing in on the country’s updated population figures, Undersecretary for Population and Development Juan Antonio Perez III, MD, MPH pointed to slower population growth as a result of lower fertility rate, as many Filipino women opt for smaller families. POPCOM’s executive director however pointed out that there are some areas such as the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), Central Luzon and CALABARZON that continue to see significant increase in population. Particularly, Perez cited the population numbers in the Bangsamoro Region, which grew to 4,404,208 from 2015 to 2020, and had the fastest annual population growth rate (PGR) at 3.16%. This translated to about 31 persons added per year for every 1,000 persons in the said area’s population. In terms of absolute numbers, CALABARZON gained the most population, with an additional 1,780,268 persons from 2015. On the other hand, Eastern Visayas posted the lowest PGR among all Philippine regions at 0.50%, with numerous municipalities—particularly in Northern Samar, Western Samar and South Leyte—which tallied negative PGRs. Aleem Said Ahmad Basher, chairman of the Imam Council of the Philippines and a native of Marawi City, said Eid’l Adha is the highlight of the performance of the fifth pillar of Islam, which is Hajj or pilgrimage to Makkah (Mecca), Kingdom of Saudi Arabia.Eid’l Adha is the second major festival of Islam aside from Eid’l Fitr that marks the end of Ramadan when Muslims are bound by their faith to observe fasting for 30 days. Director Malo Manonggiring, head of the National Commission on Muslim Filipinos - Bureau of Pilgrimage & Endowment (NCMFBPE) said “we would like to extend our wishes and greetings for all the Muslim Filipinos in the celebration of 1442 Eid’l Adha al Mubarak on July 20, 2021 despite of not able to perform Hajj this year due to COVID-19 pandemic.” “May Allah Subhana Wata’ala accept our sacrifices and fill it with uncountable blessings,” Director Manonggiring said. In a related development, NCMF Commissioner Yusoph J. Man-
do also extended his Eid’l Adha greetings to the Muslim Ummah. “As the Muslim communities are once again celebrating the Eid’l Adha, or Hari Raya Hadji or the ‘Feast of Sacrifice, one of the two most important festivals of the Muslim calendar as a commemoration of Prophet Abraham’s willingness to sacrifice everything for Allah. I hope and pray that all our sacrifices will bear fruits of happiness and prosperity as we face the challenges brought by the Covid19 pandemic. Eid’l Adha Almubarak! Aleem Basher explained to the Philippine Muslim Today that Eid’l Adha is a commemoration of Prophet Ibrahim or Abraham’s unwavering faith in God and Ishmael’s acceptance of his fate. Hence, the feast of sacrifice or Festival of Sacrifice or Greater Eid is an important religious holiday observed by Muslims worldwide to commemorate the willingness of Abraham (Ibrahim) to sacrifice his son Ishmael (Isma’il) as an act of obedience to God.
equivalent Dhul-Hijjah 10, 1442, which most Imams consider to be a test of faith for both Muslims and non-Muslims.
Aleem Basher also related what is happening now in the proliferation of COVID-19 in this pandemic as a test from God on the faith of the people whether Muslim or non-Muslim. “This is in the same situation when God tested the faith of Ibrahim to sacrifice his son Ishmael,” he added. He said that the Filipino people, in spite of the widespread COVID19 pandemic with thousands loss of lives, should still think positively since after the nightmare there is bright future ahead. Aleem Basher also urged the Muslim Filipinos to have “sabar” or patience in the face of what is happening now with this pandemic. Meanwhile, Aleem Basher made further explanation on Eid’l Adha saying that it is one of two major Eid festivals observed by Muslims which basis come from Sura 2 (AlBaqara) Ayah 196 in the Qur’an. Like Eid’l-Fitr, Eid’l Adha begins with a prayer of two Raka’ah (units) followed by a sermon (khutbah). The word “Eid” appears in Sura al-Mai’da (The Table Spread,
Chapter 5) of the Qur’an, meaning solemn festival, he added. Eid’l Adha is observed annually on the 10th day of the 12th and the last Islamic month of Dhu al-hijjah of the lunar Islamic calendar. Datu Yusoph Boyog Mama, current Masirikampo sa Marawi (Traditional Royal Ruler of Marawi) has this Eid’l Adha message: “I am certain that most Filipinos, who have kind hearts for their MuslimFilipino brothers and sisters, are all one with us in our struggle to get rid of this COVID-19 pandemic.” The Traditional Royal Ruler of Marawi also asked his people to stand united and be in solidarity vis-a-vis the present pandemic situation. He also said “During Eid’l Adha, we celebrate Ibrahim and Ishmael’s shared act of willing sacrifice – a shared decision to do the seemingly impossible sacrifice that Allah demanded of them – because they knew regardless of whatever came next, Allah’s will would have been fulfilled.” “In these difficult days, the feast of the sacrifice reminds us that our faith is one that requires us to think not only of ourselves but also of others,” he added. Datu Yusoph Mama also said the celebration of the Eid finds meaning in recognizing the ordained responsibility towards one another and making decisions that speak faithfully of one’s duty to the people. IDAPAWAN CITY – The field office of the Department of Public Works and Highways (DPWH) in Region 12 acted promptly today (Tuesday) on clamors about intermittent A three-man team from the Kidapawan City-based DPWH District Engineering Office rushed to the affected area at Purok Golden Shower in barangay Amas less than an hour after this writer informed Regional Director Basir Ibrahim about the problem by phone this morning. The team led by Engr. Alexis Astudillo inspected receding water on frequently flooded neighborhoods along the corner of the national highway and the access road of the Amas’ Barangay Hall, and discovered the culvert clogged by silts for years. Engr. Astudillo and his team returned to their office, saying he will invite a substantial number of workers to clear the small tunnel, which residents claimed to have never been maintained by authorities since its construction under the Marcos government in 1972. Affected residents in Barangay Amas, the seat of the provincial government of North Cotabato, have rejoiced over the prompt action of the DPWH, especially Director Ibrahim. Illongo and Ilocano households in the affected purok were equally amazed upon learning that DPWH regional official is a Muslim engineer belonging to the Maranao tribe and faithfully adhering to ideal governance mandated in public service and Islam. The official is a nephew of late siblings Mastor and Dipandiin Ibrahim, both engineers who had respectively served the DPWH and the National Irrigation Administration (NIA) for several years exemplarily. National officials of DPWH and NIA had
flooding during rainy days on residences in Barangay Amas here due to heavy silting or clogging of a decades-old culvert of the national highway in their neighborhood.

ANKARA – World hunger and malnutrition levels worsened dramatically last year, mainly due to the coronavirus pandemic, according to a multi-agency UN report released on Monday. UN agencies, including the Food and Agriculture Organization (FAO), World Food Program (WFP) and the World Health Organization (WHO), released the first comprehensive report on food insecurity and nutrition since the start of the pandemic. The report said the rates of hunger and malnutrition in the world increased from 8.4% in 2019 to 10 percent in 2020 and that Covid-19 had a significant share in this increase. The number of starving and malnourished people rose to nearly 768 million last year, an increase of around 118 million. Since December 2019, the pandemic has claimed over 4.03 million lives in 192 countries and regions, with more than 187.05 million cases reported worldwide, according to the US’ Johns Hopkins University. COTABATO CITY – The interim government of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) through some members of its Parliament has launched a series of clean-up drives on Lake Lanao in what organizers deemed as a prelude to a legislative measure seeking create a Ranaw Development Authority (RDA). The maiden episode of the drive was kicked off on July 13 along the shore of Marantao, one of Lanao del Sur towns surrounding Ranaw (a Maranaw term for the lake), which is the country’s second largest freshwater body and globally recognized as among the list of UNESCO World Heritage. Some 300 volunteers from various government agencies and civic groups joined the kick-off drive hosted proudly by Marantao Mayor Akhira Alonto, according to a social media post by the office of Bangasamoro Transition Authority or BTA Parliament Member Maisara Dandamun-Latiph. Related photos posted about the clean-up drive’s opening salvo showed some volunteers loading onto dump trucks tons of waste and garbage materials plucked out of Marantao lakeshores. “(The campaign segment in) Marantao is first in our series of Lake Shore Clean Up Drive. There will be succeeding activities in different municipalities,” MP Latiph said in a chat with the Philippine Muslim Today news. The maiden segment was carried aout by volunteers from civilian, police and military entities, including youth groups, the Marantao LGU, MENRE-Lanao Sur, the National Power Corporation, Hijab for A Cause, Adopt a Month Program, Jamiyyatul Waqf Al-Islamie, Lake Lanao College Incorporated, UMMA1LOVE, Jamiatu Muslim Mindanao, Ugop Ko Masa Organization, Meranao Focus, Stalwarts Organization, and the Philippine Muslim Student Association. Volunteers also included those from the Moriatao o Ranaw, Alshabaab Alhaalimun, Antap Organization, Butig Youth Movement for Peace, BPRIMO’s led by Municipal Director Olambae Saripada, Bureau of Fire Prevention interns, the social work office of, and media entities pushing for “Siyap Ko Ranaw” (Concern for Lake) campaign, Latiph said. Lake Lanao (Ranao or Ranaw) has a total surface area of 340 square kilometers (130 square miles) with a maximum depth of 22 meter (400 feet) and a mean depth of 60.3 meters. It is one of the 15 ancient lakes across the world, and scholars have reportedly succeeded in pushing for its inclusion in the UNESCO World Heritage List in recent years, it was learned. Marawi City and 12 of the 39 towns in Lanao del Sur surround the lake, which is fed by four rivers. For ages, Ranaw has been associated with the cultural identity of Maranaos, their aquaagricultural economies, transport and religious requirements. The offices of Dr. Anshari P. Ali and Dr. Sukarno Tanggol, chancellors of the MSU campuses here and in Iligan City, respectively, have gladly welcomed the announcement from the Supreme Court, and heralded the good news in their official Facebook pages and in the academic community. The MindaNews online media network has also described the decentralization of the bar testing venue as “first time in history” in its July 10 report on the announcement of Supreme Court Associate Justice Marvic Leonen, chair of the 2020 and 2021 bar examinations. The 2020 bar exam was canceled due to the pandemic so this year’s bar is expected to gather more examinees, since their travel expenses would be significantly reduced. “Examinees (from) the provinces no longer need to worry about raising a huge amount for travel to and from Manila, and accommodations, food and inland travel in Manila. And in this time of the pandemic, the additional cost of RT-PCR tests if they travel to Manila,” the MindaNews report said. The bar exams on November 7, 14, 21 and 28 will be administered in at least 16 testing centers nationwide, five of them in Mindanao: the three Ateneos (Ateneo de Davao University, Ateneo de Zamboanga University and the Xavier University– Ateneo de Cagayan de Oro) and the MSU field campus here and in Iligan City, according to Leonen. Leonen reportedly expected the number of
testing sites to reach 25 as the Supreme Court was still negotiating with “several large schools to accommodate more bar examinees.” Mindanao residentgraduates of Law schools elsewhere – for example the University of the Philippines, the Ateneo de Manila University in Quezon City or University of San Carlos in Cebu – can also take the bar exam in the five designated southern venues, the MindaNews cited Associate Justice Leonen as saying. The testing sites in Luzon are Ateneo de Manila University, St. Louis University in Baguio City, Manila Adventist College, Saint Louis College in La Union, St. Mary’s Universi-
exam in the south, even as stakeholders hailed the news as a breakthrough in the history of centralized testing in Metro Manila.
ty in Nueva Vizcaya, Cagayan State University in Tuguegarao, University of Nueva Caceres in Bicol, and De La Salle in Lipa. In the Visayas, the testing sites are La Salle Bacolod, Central Philippine University in Iloilo and University of Cebu in Banilad. The Supreme Court’s Public Information Office said Leonen, in his presentation titled “Looking Ahead: Meaningful Bar Reforms,” disclosed that the High Tribunal is “ready to conduct localized bar examinations, with students bringing their own devices into their own classrooms,” with each classroom positioned following the guidelines of the COVID -19 Inter-Agency Task Force on Emerging In-
fectious Diseases. The High Court will launch on July 15 an online portal for the digital filing of petitions to take the bar exam, dubbed “Bar PLUS” or Bar Personalized Login Unified System. This scheme will spare a bar applicant from going to Manila and lining up at the Office of the Bar Confidant, Leonen was cited as saying. Through Bar PLUS, applicants can submit personal details, access the necessary application forms, upload petition requirements, and pay application fees digitally. Applicants are given privilege to choose their preferred exam venue, subject to the approval of the Office of the Bar Confidant. (AGM)

Seaweeds Industry: A Boon for Tawi-Tawi’s Poor Sector

an the Tawi-Tawi seaweed industry bring back its old glory years when things are back to normal?
T
he economic gains and social benefits of the seaweed industry in TawiTawi has brought a tremendous impact especially to the thousands of coastal dwellers whose former livelihood depends on the dwindling fishing and agricultural farming. My personal research/dissertation in the year 2015 indicates that there were significant changes and improvements to families who engaged in seaweed in seaweed farming based on the following human development indicators: 1). Increased family income; 2. Properties acquired; 3. Savings; 4. Type of houses built; 5. Lifestyles; 6. Number of children attending formal schools; and Basic needs like water, food and shelter. A family or household, normally consisting of 3-5, can earn a minimum of P15,000.00 per harvest season (45 days) in a farm lot area of 200 square meters. Since they are living in coastal areas, bounties from the seas like fresh fishes and other seafood are readily available. They only need rice and most often grated cassava as their main diet. Kitchen supplies such as oil, sugar, salt and condiments are also seen in their homes. What is most interesting are the physical improvements and social status they acquired and attained as seaweed farming practitioners. Their homes or houses has been transformed from mere light materials made of nipa huts into semi-concrete
housing units with galvanized iron roofings. Found inside their houses are gas stoves, sala sets and sometimes television sets and refrigerators. TV’s and refrigerators are either run by personal portable gen-gets or connected to local electric cooperatives operating in the nearby villages. Seaweed farmers were also able to acquire engines for their small boats or bancas as utilities to transport
their products to nearby seaweed buyers. Some farmers even own motorcycles. Based on the interviews and data gathered from seaweed farmers themselves, a family could now afford to send their children to formal schools and earn a degree. Their lifestyle has also improved like celebrating birthdays and attending social events like birthdays, weddings and festivals.
Piaparan or Manuk na Piaparan is a Maranao dish prepared with chicken cooked in a coconut milk-based broth with garlic, onions, ginger, turmeric, spring onions, birds eye chillies, shredded coconut, vegetables and spiced with palapa. Piaparan also called pipaparan or piarun is a Maranao style of cooking where meats like chicken and seafood is cooked in a coconut milkbased broth with garlic, onions, ginger, turmeric, spring onions, birds eye chillies, shredded coconut, vegetables and spiced with palapa. Piaparan also means “shredded coconut” in Maranao and it is one of the main ingredients on the Manuk na Piaparan. Manuk na Piaparan has two components in the dish, like Beef Pares this dish is served with soup on its side but it’s not an ordinary soup, the soup that accompanies this dish is prepared with the stock where the chicken was poached. The soup is then infused with coconut and studded with chayote chunks, red pepper and spring onions. The chicken on the other hand is tossed with a flavorful sapal (coconut strip residue) that is spiced with turmeric and palapa, a mix of pounded spring onions, ginger and chillies. It’s a very tasty dish like most Maranao food, its spicy but pleasant, every bite is so addictive. Ingredients
Source of potable water may be scarce in most villages but seaweed farmers can now afford to buy bottled water for their drinking consumption. A domestic usage of water can be had in a dug-up artesian well or bought from ambulant water sellers sourced from far-off villages. DUTERTE, PACQUIAO AND GRAFT AND CORRUPTION in the 2022 elections. It gathered more fire when the PDP-Laban National Council passed a resolution endorsing the candidacy of President Duterte for Vice-President in the 2022 elections with the right to choose his presidential candidate. Senator Pacquiao took offense at the calling of the National Council meeting without his consent or knowledge as President of the PDP-Laban. Ambitioning to be President, it is obvious why Pacquiao was offended by the resolution. If Pacquiao did not publicly object, his dream for the presidency in 2022 is finished for good. To fan the fires fur-
ther, Pacquiao accused several departments of government of graft and corruption – Department of Health (DOH), Department of Energy (DOE) and Department of Social Welfare and Services (DSWD). And Pacquiao claims to have documentary evidence in his hands which he will reveal in time through a resolution he intends to file with the Blue Ribbon Committee of the Senate. Not only that – Pacquiao claims he will reveal more incidents of graft and corruption in government from time to time. Pacquiao made the correct choice in identifying DOH, DOE, and DSWD. These are the
three most unpopular departments of government during the pandemic. The denunciation of Pacquiao finds support with the public, mainstream and social media. In the case of Pacquiao, he claims he has documentary evidence to prove his accusation. And there are reasons to believe he is telling the truth. In response, President Duterte said Pacquiao should study some more and do his job in the Senate. Pacquiao, in return, wondered why President Duterte should be offended when he is only trying to help the President. Duterte thought that by railing
against Pacquiao by using his usual vulgar thrusts, he could floor Pacquiao. Well, Duterte did not even dint Pacquiao but the senator came out with a counterpunch which floored Duterte to sleep. Touche’, Manny! Graft and corruption: The problem of graft and corruption has been in this country for eight decades since 1949. It became the popular whipping creature in every presidential election from President Elpidio Quirino to the current President. It started with a Palace golden urinola, an expensive Malacañang bed and the BuenevistaTambobong Estate
involving a few thousand pesos and millions of pesos. It has grown in size from one regime to another. Finally, in the current administration it has ballooned into billions that even mathematicians have lost count. There is nothing Duterte and Pacquiao can do to make a difference to the people of this country on how to solve the problem of graft and corruption – it will only be for show. It’s just be from nothing to nothing – whatever that means.. Both Duterte and Pacquiao are traditional politicians. They are operating within the system and they will continue working within the system. That way – they can never solve the
problem of graft and corruption, not if they live a thousand years. Presidents have come and gone but graft and corruption remain. The general perception is it cannot be uprooted because it has become a part of our culture. To borrow some lines from Lord Alfred Tennyson’s The Charge of the Light Brigade – graft and corruption to the left of you, graft and corruption to the right of you, graft and corruption behind you, graft and corruption in front of you, graft and corruption under you and graft and corruption above you, volleyed and thundered. It continues to the present day without let-up. (TO BE CONTINUED)

Towards Happy Marriage (5): Love and Compassion or Mawaddah wa Rahmah gling society like ours needs dearly to get healed. Avoid WHATIF The danger of whatif to us is what virus to the system of the computer; it awakens our mindsets while we are already in the middle of the humpy and bumpy road of married life in which unfortunate situations and endless frustrations are regularly along the way to surprise us and to test our resilience and sturdiness. Living in the shadow of whatif burns gradually our unparalleled affection for our spouses and starts to create doubt in us that may lead the man to think about the counterproductive solution – to search for temporary relief in different places where there’s no way out once committed at the expense of the innocent family. Choose the religious woman, for you will be blessed
This is the parameter for a man while looking for his better half, a real comrade for better or worse. Prophet Mohammed (Peace Be Upon Him) has advised us to select a religious one: “A woman is married for four things: for her wealth, for her lineage, for her beauty or for her piety. Select the pious, may you be blessed.” The wisdom of this noble Hadeeth implies the significant role of religion on successful marriage. A pious wife understands its limit though she is the real boss of her husband and knows her irreplaceable part to help unload the burden of the unbearable responsibilities on his shoulder that keeps him working under the sun just to provide a decent life to his family. But there’s a misinterpretation on a few that piety is mostly for those who studied Arabic to a certain level
only, which is not correct; everyone becomes good-fearing by following the commandments and refraining from prohibitions. The first three characteristics of a woman above mentioned are yet important factors to a successful marriage, but that would be temporary without the presence of religious facets. Accept the religious man; else, expect the catastrophe The Prophet (PBUH) has likewise prescribed the specifications for an ideal husband when He has said “When someone whose religion and character you are pleased with proposes to (someone under the care) of one of you, then marry to him. If you do not do so, then there will be turmoil (Fitnah) in the land and abounding discord (Fasad).” Some of us might, however, refer to this as the ones who are almost living in the
mosques; those who don’t care about politics, science, and other fastpaced innovations that have remarkably changed the world into digitalized one coupled with just “one-click” features. Indeed, the most pious who are looked up to are those prophet’s companions and their followers who left indispensable significance in Politics, Science, Economy, and the likes that form a strong society. Be patient Patience is virtue in Business Process Outsourcing BPO, and I have seen it myself that our patience are frequently tested of many forms: Sometimes you have to patiently review both relevant unnecessary details to make sure you can provide accurate information, and the other time you will have to quietly listen to the customer’s frustration though you know that there’s no solution for this complain because there’s no yet
existing policy that can accommodate such issue to make sure you can keep both “customer retention” approach and at the same time uplift policies and standards; and many instances that patience plays tremendous role in resolving them. In married life, similarly or more so, we believe that surprising our spouses with presents marks it in their lives and makes them feel special regardless of the amount or value of the items wholeheartedly given. In fact, it’s not the present itself that matters; it’s the dynamics of giving that does. However, it’s just 15% or less that brings happiness to them, and the remaining 85 % are all about patience. Every time we patiently forgive and understand them, it strengthens the structural factors of togetherness spiritually and emotionally. Finally, it’s my undy-
ing hope that these pieces – passionately discussed about the divorce and the ideal marriage in an unconventional approach – do streamline the process on how to cure marital problems that will cause, if Allah wills to fix it, reconciliations from every misunderstanding. In fact, everyone of us dreams of CHANGE, and this is attainable only if it starts from our homes. The Prophet said “The best of you is the one who is best to his wife, and I am the best of you to my wives.” Also said “The most loved people to Allah are the most beneficial to other…” in which I hope these write-ups serve the meaning of this noble Hadeeth, concluding it in the name of Islam that promotes Peace and Tranquility. Our last prayer is to thank our Almighty God for his blessings to us countlessly and for His mercy onto us despite our shortcomings every now and then. (IBD)

Notes Traditionally this dish is not sautéed nor chicken is browned, so if you want to go traditional omit the sautéing and browning process just add the ingredients that I sautéed directly to the dish. Sautéing gives the dish a richer flavour hence I added that process. In a nutshell, Piaparan, also known as pipaparan, piaran, or piarun, is a Filipino dish consist-
ing of meat (usually chicken) or seafood cooked in a coconut milk-based broth with grated coconut, garlic, onions, ging er, turmeric, young wild shallots with leaves (sakurab), labuyo chili, and various vegetables and spiced with palapa. It originates from the Maranao people of Lanao del Sur. Piaparan means “shredded coconut” in Maranao. (MFO)
Law excludes Ranaw among the inland waters in the autonomous region that are under control and supervision of the BARMM government. Meranao people demand the inclusion of this lake into the BOL, but failed because of its being a source of major hydroelectricity in Mindanao. Peace panelists representing the Moro Islamic Liberation Front (MILF) in past negotiations with the government had argued for the BARMM government’s supervision control of Ranaw. But an exchange of interpanel compromises led
to placing the lake on a co-management stature by the regional and national government. In her privilege speech for her bill, coauthored by 47 other parliament members, MP Latiph said the RDA should be created first before a bill now revived in the 18th Congress for a Lake Lanao regulating body gets passed. She said it would be difficult for the BARMM government to bargain anew for substantial supervision over Ranaw if the national legislation shall have preceded the regional counterpart. (AGM)

BARMM launches clean-up drive on Lake Lanao (Ranaw) Development Authority patterned to the Laguna Lake Development Authority, but his bids proved in vain. Lawmakers from other regions as well as national authorities and oligarchs engaged in the lucrative energy industry have reportedly been opposed to placing the lake’s management and control by local government units. Reason: The Ranaw’s only outlet – Agus River – has been installed with hydropower dams producing at least 70% of electricity in Mindanao and nearby areas. MP Latiph has filed
in 2019 at the BARMM Parliament BTA Bill 32 seeking to create the Ranao Development Authority. The BARMM legislative-executive coordinating body included this month the bill as one of the 10priority agenda of the autonomous government for 2021. “Lake Lanao cannot be denied that it is part of history and has a special place in the hearts of every Meranaw or the Bangsamoro as a whole. Most, if not all, of the people living near the lake drink and take a bath from it which became one of
the issues and problems encountered – health problems to be specific,” Latiph said in a latest post. Health problems like diarrhea and skin disease (are) being reported in one of the municipalities in Lanao del Sur,” she said. “Wag po nating hayaan ang patuloy at unti-unting pagkamatay ng Ranao. Habangbuhay naming isasapuso bilang mga Maranao ang inyong pag-pasa ng panukalang batas at hindi po naming ito makakalimutan ang inyong handog sa susunod na henera-
syon,” she added. In 1965, Lake Lanao was renamed by Republic Act No. 4260 to Lake Sultan Alonto then repealed by Republic Act No. 6434 in 1972, according to Wikipedia. It was proclaimed as a watershed reservation in 1992 by President Cory Aquino through Presidential Proclamation 971 to ensure protection of forest cover and water yield for hydropower, irrigation and domestic use. POPCOM calls on government, partners to intensify devt programs ra Administrative Region was at second, with a 0.91% PGR. Interestingly, the National Capital Region posted the third-lowest PGR among regions at 0.97% from 2015 to 2020. Among its cities, Valenzuela had the highest PGR of 3.03%. A notable contrast was the negative PGR of Navotas, which was 0.16%. The POPDEV undersecretary theorized that the country’s capital
region, which in 2020 was hit hardest by the pandemic, grew at the slowest rate this century, compared to 1.78 and 1.58 in the 2010 and 2015 population censuses. The country’s PGR of 1.63% between 2015 and 2020 was lower compared with that of 2010 and 2015, which was 1.72%. The PSA report revealed the majority of the Philippine population resides in Luzon (57%), followed
by Mindanao (24%), and the Visayas (19%). “The steadily growing population implies the need for more resources and opportunities for development to ensure the wellbeing of all Filipinos. While it denotes increasing human resources that can contribute to socioeconomic development of the country, it also calls for actions from governments at all levels to intensify their initiatives to ensure that all Filipi-
nos are healthy, educated, resilient and able to contribute to national development,” Perez explained. “The results of the 2020 Census further implies the continuing relevance of population and development programs that aim to put people at the center of development.” While the growth in the population remains primarily driven by fertility or number of live births, albeit decreasing, the POPCOM chief also
noted that since the census was conducted during the pandemic, the return migration of overseas Filipino workers to the country may also have contributed to the movement in the Philippines’ population count. “Achieving the country’s demographic dividend—or the opportunity to optimize the increasing proportion of the working age population in the next few years, with its closing
window—will entail much work, especially in the time of Covid-19. As the government’s lead agency in implementing the upcoming Philippine Population and Development Program or PPDP, POPCOM continues to seek their invaluable support to help us advance our population strategies in the attainment of more resilient communities, and an improved quality of life for every Filipino family,” Perez exhorted. BANGSAMORO SCHOLARSHIP FOR MEDICINE: Health Minister Dr. Bashary Latiph and University of Southerna Mindanao (USM) President Francisco Gil Garcia, PhD signed a memorandum of agreement on Monday in Kabacan, North Cotabato, to formally start the Bangsamoro Medical Scholarship Program in the university. (BIO Photo) A total of 30 students will be scholars in USM. The Western Mindanao State University (WMSU) in Zamboanga City and the Brokenshire College, Inc. in Davao City are the ministry's two other partner schools for the medical scholarship, with 15 and six scholars, respectively. The Bangsamoro Medical Scholarship Program has an allocation of P14.354 million
under MOH’s 2021 annual budget. Garcia said the medical scholarship from the BARMM will help in addressing the maldistribution of medical doctors by producing doctors who will serve their communities. “There is just a ratio of one medical doctor for every four thousand people in this part of the country,” Garcia added. Dr. Tato Usman, chief of MOH’s Health Human Resource Development, said the scholarship gives priority to Bangsamoro people residing in the region, and they will be required to do return of service to their communities. “After their graduation, and when they pass the board exam, they will serve the Bangsamoro,” Usman said, adding that they may serve either in the public health or hospitals that will only take for two years. The scholarship is open to Bangsamoro people residing in the region, especially those health professionals who are serving in government health offices, children and dependent of BARMM employees, barangay health workers, traditional birth attendants and families of Moro Islamic Liberation Front (MILF) combatants, current medical students who intend to avail the program this year, and those who have not granted with scholarship program before. Representative Romeo M. Jalosjos Jr. convened recently in Dapitan City to discuss matters relating to the implementation of the Department Order to open an LTO Extension Office in the heart of the 1st District of Zamboanga del Norte. Along with LTO Sindangan Extension Office Chief Agakhan Marmay, Law Enforcement and Operations Chief Alizar Maniri, and other proponents, they conducted a site inspection near Gloria’s Fantasyland, Dapitan City, where the extension office will be constructed. Congressman Jalosjos Jr. said, “Most of the road users here in the 1st Congressional District of Zamboanga del Norte are motorcycle riders. Sad to say, some of them ay hindi nagrerehistro ng motor vehicle at walang lisensya. Because of the obvious reason that it will take them too much time and effort.” The Land Transportation Office IX acknowledges the call to build an LTO Extension Office in Zamboanga del Norte. We are more than happy to extend our services to the people here in Dapitan City. (MNY)

DPWH-12 addresses clogged Kidapawan highway culvert allocations with alleged instances of kickback practice. This writer called up Director Ibrahim Tuesday morning to inform that some houses along the highway of Purok
Golden Shower experience flooding every rainy day because the national highway culvert in their neighborhood has been clogged by heavy silts since its installation in 1972.
“Please send me related photos (concerning the problem)…I will instruct today our district engineering office nearest to the affected barangay to cause the prompt
clearing operation,” Director Ibrahim told this writer, who owns two of the frequently flooded houses. This writer, in pursuit of his community service in the Alpha Phi
Omega fraternity, had hired some young residents in building a concrete small drainage system in their neighborhood, spending more than P50,000 family fund.
But due to the heavy siltation and clogging of the culvert outlet, rain water could not cascade through the tunnel and, instead, cause flooding to adjacent residential houses. (AGM)
