OTABATO CITY — Two lawmakers of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) have filed a bill pushing for the protection of Indigenous Peoples (IPs) communities in the region. On Tuesday, Bangsamoro Transition Authority (BTA) – BARMM members Melanio Ulama and Romeo Saliga introduced before the regional plenary Cabinet Bill 40, otherwise known as the Indigenous Peoples Rights Act in the Bangsamoro Autonomous Region. “The measure would help uplift the lives of the IPs in the region and address the injustices committed against them,” Saliga said in a statement on Wednesday. He added that the proposed bill reflects the IPs’ struggle for self-determination and the

pursuit of a peaceful and inclusive Bangsamoro. The act intends to serve all IPs in the BARMM, including the Tèduray, Lambangian/ Balèg, Dulangan Manobo, Erumanun Ne Menuvu, Badjao, Sama, Yakan, Higaonon, B’laan, and other indigenous groups recognized by the Ministry of Indigenous Peoples Affair (MIPA). The MIPA has been directed to formulate and implement rules, policies, and projects for the IPs, including their rights to equal protection, non-discrimination, ancestral domains, identity, cultural integrity, self-governance, and tribal system. Among the functions of the MIPA are the assessment of the Ips’ conditions, issuing property titles, developing and implementing programs for economic, social, and cultural development, providing legal assistance, and guiding the BARMM chief minister on matters related to IPs. As mandated in the Bangsamoro Organic Law (BOL), the interim government shall embody the aspirations of both “Muslim Filipinos and all indigenous cultural communities” in the region. Saliga said the bill is expected to give added life to the different provisions included in the BOL. (PNA)

LIGAN CITY — The Bangsamoro Government’s Ministry of the Interior and Local Government (MILG) kicked off on Tuesday, July 13, in the province of Basilan the first leg of the 2021 Bangsamoro Governance Pre-Summit for

local government units within the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) and its Special Geographic Area consisting of 63 barangays from North Cotabato, with heads of the various ministries.

MILG minister Naguib Sinarimbo told the Philippine Muslim Today that this is in preparation for the upcoming 2021 Bangsamoro Governance Summit to be held on July 23 in Cotabato City. Sinarimbo said the summit’s main goal is to strengthen the supervisory authority of the Bangsamoro Government to its constituent LGUs and ensure alignment of the projects and programs of the LGUs to the development direction of the regional government. He said other Bangsamoro provinces will follow respectively in holding the pre-summit

while at the same time LGUs will present their own programs and allow them to present projects for funding by the Regional Government thru its ministries. The consolidated proposed projects and programs will be submitted and discussed during the Bangsamoro Governance Summit, to craft the Regional PPAs for 2022. “The Summit Proper will enable us to converge the programs of the Region and that of the LGUs creating thereby a common vision and development thrust by complementing their programs and resources” Sinarimbo

“It is strange, however, that until today one cannot find a fitting monument in the BARMM that would serve as a lasting memorial to these courageous men who fought to assert our rights and affirm our distinct historical identity and birthright from those who attempted to subdue it,” the bill’s explanatory read. The authors said that the BARMM needs a

memorial that will be visited and revered by all, particularly by the present and future generations. They said that it is right to remember the heroism of the Top 90 and Top 300 core members, given the immense devotion they have displayed repeatedly. Every Bangsamoro, the authors noted, should be educated about the lives and heroism of the said brave men to understand the fundamental principles for which they fought— freedom, justice, and autonomy. It was hosted by the Marine Battalion Landing Team 5 (MBLT5) in Malabang, Lanao del Sur along with the Rido Settlement Program, “From Culture of Violence to Culture of Peace,” a partnership with local governments, non-government organizations, religious leaders, community leaders, and the people of Lanao del Sur. n my Facebook page titled “Mindanao Tapatan Lane,” I posted questions related to current issues and concerns in Mindanao, notably in the Bangsamoro region, to elicit answers from concerned people or sway Facebook users away from posting trivial and nonsense messages or fake news. The following are some of the Punchline questions, under which I provide my own brief answers: “PRRD deems BARMM creation part of his admin legacies. Why is he neutral in the BTA lifespan extension debate?” Except God, only President Duterte and/or his most trusted people know the answer. I could just hope that he, as claimed by ALI G. What now?” BARMM’s Transportation and Communications Minister Dickson Hermoso told reporters last March that he would look into the issue and come up with a remedy. Mufti Udasan concurred. Why can’t politicos replicate?” Critics say swearing before the Qur’an is inappropriate because it may spill karma in the community. ess than a year ago, President Duterte delivered a usual tirade against graft and corruption. He said that graft and corruption is “rampant” in his government. He even said that his enemies are the people in government in his war against graft and corruption. Duterte: President forgot the he is the head of State and government. If there is anyone to blame for the proliferation of graft and corruption in government and in the country – it is nobody else but President Rodrigo Roa Duterte. The admission shows he is incapable of solving the problem of graft and corruption. He even said that at the rate things are going – graft and corruption will still be there beyond his term. Upgrade BIO to Ministry Level

he Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) is already a microcosm of the national government since it has a complete set up of ministries equivalent to the different Cabinet departments of the Philippine government. The Batanes To Tawi-Tawi column is calling upon any Member of Parliament (MP) to sponsor a bill that would level up or upgrade the Bangsamoro Information Office (BIO) into a ministry level. Thus elevating it into Ministry of Public Information (MPI). Hence, giving it also with substantial amount of budget to function as a full ministry to be headed by a Minister with a Cabinet Rank. To make the MPI fully operational as a regular ministry of BARMM there must be provincial offices to be established in the six provinces. Thus there

will be one MPI in Sulu, Basilan, Tawi-Tawi, Lanao del Sur, and Maguindanao Norte, and Maguindanao Sur. The MPI to be a truly information ministry of BARMM should be headed by a Minister who will be appointed from the rank of seasoned or veteran Journalists who have been writing for national mainstream Media, and a broadcaster of national television or radio station. This BIO originated from the Bureau of Public Information (BPI). It was headed by a mere Director but its rank was elevated into Executive Director during the tenure of Veteran Journalist Ali G. Macabalang, who is presently the President of the newly-created Bangsamoro Press Corps (BPC). It can be recalled that the BPC Executive Officers and Board of Directors (BOD) were inducted into office at

Eid’l Adha: A test of faith for all amidst pandemic

ANILA — President Rodrigo Duterte issued on Thursday Proclamation NO. 1189 declaring July 20, 2021, Tuesday, a regular holiday throughout the country in observance of Eid’l Adha, the Islamic Feast of Sacrifice. The president based his proclamation on the recommendation of National Commission on Muslim Filipinos (NCMF) Secretary Saidamen B. Pangarungan and R.A. 9849 which provided Eid’l Adha as a national holiday. Eid’l Adha is one of the two Islamic festivals being revered annually by over a billion Muslims all over the world. It falls on the 10th of Dhu’l Hijjah in the Hijrah Calendar which marks the culmination of Hajj or Pilgrimage to Makkah (Mecca) in the Kingdom of Saudi Arabia (KSA). Hajj is one of the important pillars of Islam religion which requires a Muslim who is physically and financially able to perform the pilgrimage at least once in his lifetime. As in 2020, this year’s hajj is closed to pilgrims coming from outside the Kingdom due to the Covid -19 pandemic and only those already residing in KSA may perform the Hajj. The other Islamic festival is Eid’l Fitr or the Feast of Breaking the Ramadan Fast on the 1st day of the month of Shawwal in the Hijrah Calendar. The President has emphasized that the observance of Eid’l Adha shall be subject to existing quarantine and social distancing measures. (PMT)

POPCOM calls on government, partners to intensify devt programs

ith about 1.6 million Filipinos added annually to the country’s population in the last five years, the Commission on Population and Development (POPCOM) recently urged the government to implement far-reaching and holistic approaches to further strengthen population and development programs on the ground. This was POPCOM’s call after the Philippine Statistics Authority (PSA) released on Wednesday the latest Census of Population, when the latter announced the country’s population in 2020 at 109,035,906, which includes the addition of 8,053,906 persons from 2015. Weighing in on the country’s updated population figures, Undersecretary for Population and Development Juan Antonio Perez III, MD, MPH pointed to slower population growth as a result of lower fertility rate, as many Filipino women opt for smaller families. POPCOM’s executive director however pointed out that there are some areas such as the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), Central Luzon and CALABARZON that continue to see significant increase in population. Particularly, Perez cited the population numbers in the Bangsamoro Region, which grew to 4,404,208 from 2015 to 2020, and had the fastest annual population growth rate (PGR) at 3.16%. This translated to about 31 persons added per year for every 1,000 persons in the said area’s population. In terms of absolute numbers, CALABARZON gained the most population, with an additional 1,780,268 persons from 2015. On the other hand, Eastern Visayas posted the lowest PGR among all Philippine regions at 0.50%, with numerous municipalities—particularly in Northern Samar, Western Samar and South Leyte—which tallied negative PGRs. ANKARA – World hunger and malnutrition levels worsened dramatically last year, mainly due to the coronavirus pandemic, according to a multi-agency UN report released on Monday. UN agencies, including the Food and Agriculture Organization (FAO), World Food Program (WFP) and the World Health Organization (WHO), released the first comprehensive report on food insecurity and nutrition since the start of the pandemic. The report said the rates of hunger and malnutrition in the world increased from 8.4% in 2019 to 10 percent in 2020 and that Covid-19 had a significant share in this increase. The number of starving and malnourished people rose to nearly 768 million last year, an increase of around 118 million. Since December 2019, the pandemic has claimed over 4.03 million lives in 192 countries and regions, with more than 187.05 million cases reported worldwide, according to the US’ Johns Hopkins University. COTABATO CITY – The interim government of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) through some members of its Parliament has launched a series of clean-up drives on Lake Lanao in what organizers deemed as a prelude to a legislative measure seeking create a Ranaw Development Authority (RDA). The maiden episode of the drive was kicked off on July 13 along the shore of Marantao, one of Lanao del Sur towns surrounding Ranaw (a Maranaw term for the lake), which is the country’s second largest freshwater body and globally recognized as among the list of UNESCO World Heritage. he economic gains and social benefits of the seaweed industry in TawiTawi has brought a tremendous impact especially to the thousands of coastal dwellers whose former livelihood depends on the dwindling fishing and agricultural farming. My personal research/dissertation in the year 2015 indicates that there were significant changes and improvements to families who engaged in seaweed in seaweed farming based on the following human development indicators: 1). Increased family income; 2. Properties acquired; 3. Savings; 4. Type of houses built; 5. Lifestyles; 6. Number of children attending formal schools; and Basic needs like water, food and shelter. A family or household,normally consisting of 3-5, can earn a minimum of P15,000.00 per harvest season (45 days) in a farm lot area of 200 square meters. Since they are living in coastal areas, bounties from the seas like fresh fishes and other seafood are readily available. They only need rice and most often grated cassava as their main diet. Kitchen supplies such as oil, sugar, salt and condiments are also seen in their homes. What is most interesting are the physical improvements and social status they acquired and attained as seaweed farming practitioners. Their homes or houses has been transformed from mere light materials made of nipa huts into semi-concrete

housing units with galvanized iron roofings. Found inside their houses are gas stoves, sala sets and sometimes television sets and refrigerators. TV’s and refrigerators are either run by personal portable gen-gets or connected to local electric cooperatives operating in the nearby villages. Seaweed farmers were also able to acquire engines for their small boats or bancas as utilities to transport

their products to nearby seaweed buyers. Some farmers even own motorcycles. Based on the interviews and data gathered from seaweed farmers themselves, a family could now afford to send their children to formal schools and earn a degree. Their lifestyle has also improved like celebrating birthdays and attending social events like birthdays, weddings and festivals.

Piaparan or Manuk na Piaparan is a Maranao dish prepared with chicken cooked in a coconut milk-based broth with garlic, onions, ginger, turmeric, spring onions, birds eye chillies, shredded coconut, vegetables and spiced with palapa. Piaparan also called pipaparan or piarun is a Maranao style of cooking where meats like chicken and seafood is cooked in a coconut milkbased broth with garlic, onions, ginger, turmeric, spring onions, birds eye chillies, shredded coconut, vegetables and spiced with palapa. Piaparan also means “shredded coconut” in Maranao and it is one of the main ingredients on the Manuk na Piaparan. Manuk na Piaparan has two components in the dish, like Beef Pares this dish is served with soup on its side but it’s not an ordinary soup, the soup that accompanies this dish is prepared with the stock where the chicken was poached. The soup is then infused with coconut and studded with chayote chunks, red pepper and spring onions. The chicken on the other hand is tossed with a flavorful sapal (coconut strip residue) that is spiced with turmeric and palapa, a mix of pounded spring onions, ginger and chillies. It’s a very tasty dish like most Maranao food, its spicy but pleasant, every bite is so addictive. Ingredients

Finally, in the current administration it has ballooned into billions that even mathematicians have lost count. The general perception is it cannot be uprooted because it has become a part of our culture. OTABATO CITY: Bangsamoro graduates of pre-medical courses may avail themselves of free medical schooling as the Ministry of Health (MOH) of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) offers scholarships starting August this year. MOH Minister Dr. Bashary Latiph and University of Southern Mindanao (USM) President Francisco Gil Garcia, PhD signed a memorandum of agreement on Monday in Kabacan, North Cotabato, to formally start the Bangsamoro Medical Scholarship Program in the university. Dr. Latiph said the scholarship is a milestone in the effort to attain optimum healthcare service to the people of the BARMM. “This memorandum of agreement is the first step towards the realization of more healthcare professionals, especially doctors, for BARMand Region 12,” Latiph said. Latiph added that the scholarship will cover 100 percent of all expenses of the scholar that include school tuition fees, miscellaneous fees, monthly allowance, book allowance, uniforms, laboratory fees, and other expenses that will be incurred during the classes.

The Western Mindanao State University (WMSU) in Zamboanga City and the Brokenshire College, Inc. in Davao City are the ministry's two other partner schools for the medical scholarship, with 15 and six scholars, respectively. The Bangsamoro Medical Scholarship Program has an allocation of P14.354 million

under MOH’s 2021 annual budget. Garcia said the medical scholarship from the BARMM will help in addressing the maldistribution of medical doctors by producing doctors who will serve their communities. “There is just a ratio of one medical doctor for every four thousand people in this part of the country,” Garcia added. Dr. Tato Usman, chief of MOH’s Health Human Resource Development, said the scholarship gives priority to Bangsamoro people residing in the region, and they will be required to do return of service to their communities. “After their graduation, and when they pass the board exam, they will serve the Bangsamoro,” Usman said, adding that they may serve either in the public health or hospitals that will only take for two years. The scholarship is open to Bangsamoro people residing in the region, especially those health professionals who are serving in government health offices, children and dependent of BARMM employees, barangay health workers, traditional birth attendants and families of Moro Islamic Liberation Front (MILF) combatants, current medical students who intend to avail the program this year, and those who have not granted with scholarship program before.
