PCG, MARINA asked to explain on Basilan ferry fire

MANILA – A Cavite representative has asked the Philippine Coast Guard (PCG) and the Maritime Industry Authority (MARINA) to explain on the circumstances of the M/V Lady Mary Joy 3, which caught fire late Wednesday evening (March 29) off the waters of Basilan province.

Cavite 4th Dist. Rep. Elpidio Barzaga Jr. said anyone negligent should be held accountable for the deaths of 29 passengers of M/V Lady Mary Joy 3, which caught fire late Wednesday evening off the waters of Basilan province.

In a statement on Friday (March 31), Barzaga Jr. said the Philippine Coast Guard (PCG) and the Maritime Industry Authority should explain if the vessel was overloaded since such has always been the case in most of the previous maritime accidents.

He said he distinctly remembers the 2008 investigation of the Committee on Transportation into thesinking of M/V Princess

of the Stars off the coast of San Fernando, Romblon in June 2008 at the height of a typhoon, claiming the lives of over 800 people "and now, this tragedy in Basilanhappened."

The enactment into law of the Maritime Code measure was among the transportation panel's recommendations after its inquiry into the 2008 tragedy of the passenger ferry owned by Filipino shipping company SulpicioLines.

"What is the Coast Guard doing? If there were so many passengers, did they not check if thevessel was overloaded? Secondly, is there already an action to stop the shipping linefrom operating its other ferries on account of this incident?” Barzagasaid.

COTABATO CITY – The Bangsamoro Ministry of Basic, Higher and Technical Education (MBHTE) will conduct another mass signing of appointments and oath taking for 196 teaching and non-teaching personnel to officially work for the MBHTE on Tuesday, April11.

The affair has been in thepipelineas theMBHTE, one of the primary governance organs of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), has been conducting hiring processes, which involves interview, examination, demonstration, and assessment of the applicants for plantilla items.

On Nov. 17 last year, Education Minister Mohagher M. Iqbal had conducted the mass signing of appointment and oath taking for 380 teaching and non-teaching employees.

In Regional Memorandum No. 263, Series of 2023, dated April 5, Iqbal said all the incoming appointees were required to bring a photocopy of their authenticated Professional Regulation Commission (PRC) ID, a set of their Personal Data Sheet, and aballpen.

New BARMM-funded public market to spur economic opportunities in Luuk, Sulu

COTABATO CITY A

P25-million public market being built by the Bangsamoro Government in Luuk, Sulu is expected to spur economic opportunities for thelocals.

The market is funded under the Office of the Chief Ministers Support to Local Moral Governance Program and is implemented by the Ministry of the Interior and Local Government (MILG).

MILG Minister Atty. Naguib Sinarimbo said the market will include modern amenities and spaces to accommodate newand existingvendors.

“This will open up new

opportunities for locals, particularly in the business sector, and will generate more revenue for the local government in the long run,” hesaid.

Sinarimbo, MILG Sulu Provincial Directtor Emini Kadiri, Sulu 2nd District Congressman Abdulmuni Arbison, and Luuk Mayor Maryam Arbison led on March 19 the signing of a memorandum of agreement (MOA) and groundbreaking ceremony for the construction of the public market.

"We've been waiting for this project for a long time, and it's finally coming to fruition. This project will

greatly benefit the people of Luuk by opening up new economic opportunities for us," said Congressman Arbison, noting that a new public market is much needed with the town’s growingpopulation.

In addition to thepublic market, also included in the MOA was the construction of two units of two-storey barangay halls in Luuk town each worth P5-million.

‘Bola hindi Bala’: BARMM holds sports tourney to promote peace

COTABATO CITY The Bangsamoro Sports Commission (BSC) successfully held on March 11-18 the first Bangsamoro Sports for Peace which aimed to promote camaraderie, friendship, and sportsmanship among BARMM constituents andstakeholders.

Held in Shariff Aguak, Maguindanao del Sur, BSC said the sports event also sought to serve as a tool for peace and an instrument to fight drug addiction and violent extremism, among others.

Maguindanao farmers to benefit from DA, BARMM’s P205.73-M worth of machinery

Farming can now be easier and more efficient for Maguindanao farmers after receiving Php205,730,000.00 worth of machinery from BARMM’s Ministry of Agriculture, Fisheries, and Agrarian Reform (MAFAR) and the Department of AgriculturePhilippine Center for Post -harvest Development and Mechanization (DAPhilMech).

In a ceremony held on March 14, at BARMMIARC, Simuay Sultan Kudarat, Maguindanao del Norte, a total of 105 farmers cooperative associations from Maguindanao del Norte and Maguindanao del Sur received 228 units of various agricultural machinery and postharvest facilities fromDA-PhilMech.

Funded under theRice Competitiveness Enhancement Fund (RCEF), the distribution included a

four-wheel tractor, hand tractor, floating tiller, Precision seeder, walk-behind transplanter, reaper combine harvester, recirculating dryer, mobile rice mill, and rice combine harvester, among others.

Resolution for early recovery of TS Paeng victims approved

COTABATO CITY The Committee on Social Services and Development convened on Wednesday, March 29, to discuss numerous measures that had beenreferredtothecommittee.

They approved a resolution requesting the Government of the Day to fast-track the implementation of an early recoveryprogram for all affected BARMM communities from tropical storm Paeng and direct all ministries and line agencies to extend the implementation of emergency reliefassistance.

A joint meeting with the Committee on Finance, Budget, and Management will be scheduled, according to CSSD Chair Engr. Aida Silongan, to discuss the assistanceneeded and create a committeereport that will bepresentedin theplenary.

Mining in Mindanao

AFTER A long lull, the issue of mining has again hogged the national headlines. Two of the recent mining-related events are the decision of the Court of Appeals declaring the ban on open-pit mining in South Cotabato is valid, arguing the prohibition applies only to small-scale miners.

Though the ruling was only recently circulated, the decision is actually dated August 22, 2022, a good seven months after the court officially issued the judgment.

Another mining-related case involves three smallscale miners in gold-rich Pantukan, Davao de Oro, whose deaths were caused by inhaling noxious gases while working inside a tunnel. Authorities, though, are still objectively looking into the discrepancy discovered between the autopsy report and the death certificate. In the first account, the miners supposedly suffered trauma on the heads while the second states that the demise was due to suffocation.

Lost in the din the cases have generated is the noteworthy event, the 29th Annual Mining Symposium and International Trade Expo in Davao City, an initiative that carries the theme “Forging New Heights in Integral Mining Industry.”

For lack of a better advice, President Ferdinand R. Marcos, Jr. recently announced the country’s disengagement from the Hague-based International Criminal Court (ICC). The decision was apparently in reaction to the court’s rejection of the country’s request to suspend the inquiry into the bloodstained drug war proudly pursued by the previous national leadership.

In a nonchalant declaration, Marcos was straightforward in saying the country is “disengaging from any contact, from any communication with the ICC,” a statement that is expected to complicate the country’s standing in many UN bodies associated with the upholding of human rights, suppression of criminalities, and convicting violators of crimes against humanity.

But the foremost question that comes to mind is if the ICC will also issue a warrant of arrest against those involved in the bloody anti-drug war during the Duterte watch. Given its track record of having convicted highprofile national leaders for committing crimes against humanity, the best answer is YES. Arresting suspects, however, is dependent on the political atmosphere of the place where the persons involved live.

The expo cum symposium, hosted by Mindanao Association of Mining Engineers (MAEM), is not just about exhibits and the assembly of experts, but, in the words of Engr. Constancio A. Paje, Sr., the association’s president, is also about “refocusing (the mining engineers’) mandate more than the usual purpose of providing the avenue of development of our profession.”

For decades, mining, as a huge source of revenue for the country, has long been plagued by issues and challenges. For it to prosper, the threat of militant perspectives and overly hostile environmental worries should also be addressed. While vigilance against ecological destruction is an honorable responsibility, the flaws that affect the mining industry can actually be traced to the failure of enforcers to zealously and justly execute the laws.

An overlooked fact is the vital role that mining engineers play in the pursuit of responsible and sustainable mining. They do not only form the protective mantle that guards the nature and the ecosystem from exploitation, they are the frontline in our march to making mining productive within the well-crafted provisions of our laws.

Jasper A. Lascano, regional director of the mines and geosciences bureau (MGB) in southern Mindanao, was more direct in his perspective about mining, saying: “[the mining engineers] are responsible for the development of a new mining technology that is integral to the balance of minerals development, environmental protection and corporate responsibility, while enhancing social development and best practices to maintain a healthy ecosystem.”

In his message to the symposium, President Ferdinand R. Marcos, Jr. also declared: “This administration recognizes the important role of mining in the extraction and development of our important mineral and energy resources to achieve our country’s development.”

While the naysayers will beat the drums in support of such government position, those in the know understand that such intent does not reduce the import of the ICC’s probe. Aside from an appeal pending before the court’s pre-trial chamber to reverse the ruling to allow the full investigation to proceed, a handful of non-government entities, a good number of them internationally recognized organizations, are asking for the continuation of the inquiry.

To say that the ICC’s probe is inappropriate given that the domestic courts are not functioning, is a feeble excuse. The truth is that local courts and their judges fall prey to the dangers of power plays executed by those who have resources and by those who hold the reins of power. Other than that, the number of

The failure to honor rulings arising from being a former signatory of the Rome Statute also reflects our inability to honor commitments.

It is not too late for the President to get the right advice. Having hired already a lawyer from London to handle the government case, he should be briefed that the appeal before the ICC has yet to be resolved. Sometimes yes, sometimes the sycophants within the President’s circle are to blame for many oversights he has committed.

Sri Chinmoy, an Indian spiritual leader, once said: “Ignorance is an enemy, even to its owner. Knowledge is a friend, even to its hater. Ignorance hates knowledge because it is too pure. Knowledge fears ignorance because it is too sure.”

MANILA – Former Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) police chief Brig. Gen. John Guyguyon will be detained at the Philippine National Police (PNP) headquarters custodial unit after he was charged with two counts of syndicated estafa.

PNP chief Rodolfo Azurin Jr. said it is for security purposes as Guyguyon remains an active officer of the PNP, pending the outcome of the cases, but assured they will “communicate with the proper courts.”

“I think hopefully he will arrive today. He will be escorted by our PNP from BARMM and he will be committed temporarily at our custodial unit,” Azurin told reporters in a chance interview at Camp Crame inQuezonCity on Friday.

The Criminal Investigation and Detection Group (CIDG) BARMM tracker team served the arrest warrants issued by two Quezon City Regional Trial Courts and which were received by Guyguyon at his officein Camp SK Pendatun, Parang, Maguindanao del Norte on Wednes-

daynight.

The warrants were issued by judges Kathleen Rosario Espinosa and Catherine Manodon on May and December last year,respectively. No bail was recommended.

According to Azurin, the embattled police officer had previously expressed his willingness to voluntarily surrender upon being notified of the standing

warrants against him.

“Guyguyon definitely surrendered upon learning that he has a standing warrant of arrest (but) he was not aware that he has a standing warrant that was issued in December. Upon notifying him, sabi niya (he said), ‘Sir, I'll voluntarily surrender before I proceed to Manila’,” Azurinsaid.

Thecomplaint went thru preliminary investigation but Guyguyon allegedly was not informed about it and did not receive any summons to answer the allegations.

“Medyo may stint naman siya (Nobleza) doon. Hindi siya gaanong foreign sa (He has a previous stint there so he is not foreign to) BARMM. So, I know he can deliver equally or better than kung ano yung iniwanan ni (what was left behind by) John Guyguyon,” hesaid.

Paper-based departure cards gone by May

MANILA – The Bureau of Immigration (BI) will do away with paper-based departure cards starting May1.

Instead,passengers will fill out the departure cards using the online portal eTravel not earlier than 72 hours to not later than three hours from the scheduled time of the flight.

The platform, initially launched in December, harmonizes and consolidates data collection processes at ports of arrival.

“This is a major step in streamlining documents presented by departing travelers, allowing for faster and more efficient immigration processing,” BI Commissioner Norman Tansingco said in a state-

ment over the weekend, adding the platform can also be used by arriving passengers soon.

Dennis Javier, eTravel technical working group chairperson, said travelers may register at the portal starting April15.

The system is an initiative of a sub-technical working group of the InterAgency Task Force,

chairedby theBI.

It is a joint project with the Department of Information and Communications Technology, Department of Tourism, Bureau of Quarantine, Bureau of Customs, Department of Health, Department of Transportation, Department of Justice, and National Privacy Commission. (PNA)

Leyte women farmers obtain docs to prove land ownership of lands

HILONGOS, Leyte-–Afemale-dominated agrarianreform beneficiaries’ organization (ARBO) in a remote village in this town thanked the Department of Agrarian Reform (DAR) for helping them obtain legal documents that would strengthen their claim as legitimate owners over twolots they acquired.

The272 members of theBarangay Agutayan Farmers Association (BAFA), including the 63 agrarian reform beneficiaries (ARBs), where 165 of them are women, learned that theproperties they have acquired for several years now could be taken back from them because they do not have the legal documents to prove ownership. This was discovered when Ruben Rebato, DAR Municipal Agrarian Reform Program Officer (MARPO) visited them in the mountain village of Agutayan 2nd week of March2023.

While checking the documents, Rebato found out that although BAFA was progressing as an organization with assets now reaching ₱4.5-million, legal documents that would prove ownership over a lot they had purchased and another onedonated tothem, weremissing.

BAFA lady-president, Vicenta Jaray, even hinted Rebatothat theheirs of theprevious owner whodonatedthe lot where their organization’s building was constructed, are allegedly planning to take the property back from them.

CAGAYAN DE ORO CITY- A total of 2,254 jobs are at stake in the Northern Mindanao leg of the 'Trabaho-Turismo-Asenso!' Philippine Tourism Job Fair of the Department of Tourism (DOT) and the Department of Labor and Employment (DOLE) set on March 30-31, 2023 at the Limketkai Center.

Department of Tourism (DOT)-10 Regional Director Marie Elaine Unchuan said 70 local companies and business establishments have already signified to participate in the job expo.

"As of today, we have a total number of 70 employers, 23 [employers] for below 10 vacancies and would be interviewing on the spot. For the 10 vacancies and above, we have 47 employers that are big tourism industry partners," she said in a press conference, March 28.

Accordingly, available positions are in hotel and restaurant management, sales and marketing, front office, accounting, human resource, general management, administrative assistance, food production, housekeeping, maintenance, purchasing, bookkeeping, and engineering. PM Sudani: No need for US-led forces in Iraq

IRAQI PRIME Minister Mohammed Shia alSudani says the Arab country does not need US-led foreign combat troops on its soil, as the Iraqi forces are fully capable of preserving Iraq’s security.

Sudani said in an interview with Al Jazeera that Iraqi security forces have the necessary capability to ensure security throughout the country after the elimination of theDaesh terrorist group.

In early 2003, the US invaded Iraq under the later debunked pretext that the regime of Saddam Hussein possessed weapons ofmass destruction.

The US withdrew soldiers from Iraq between 2007 and 2011 but redeployed them in 2014 along with other partnersto allegedly counter thethreat of Daesh.

Iraq managed to end the territorial rule of the Takfiri outfit in the country thanks to the sacrifices of the national army as well as the anti-terror Popular MobilizationUnits(PMU), whichhad thebacking ofIran.

However, Washington kept its forces inside Iraq in defianceof aresolutionthatrequiredits withdrawal.

The US military declared the end of its combat mission in Iraq in December 2021, but it still maintains a number of troops there under the guise of playing an advisory role.

ister Hossein Amir Abdullahian said on the 29th (local time) that he hopes that a long-term strategic cooperation agreement between Iran and Russia will be concluded “within a month”, Iranian state-run IRNA and Tehran Times reported.

Foreign Minister Amir Abdullahian held a joint press conference with Russian Foreign Minister Sergei Lavrov in Moscow, where the review of a longterm strategic cooperation agreement between the two countries was concluded in Russia. “Iran is also reviewing this,” he said, “and hopes that the final revision of the agreement will be made by the Iranian Ministry of Foreign Affairs within a month,” Press TV reported.

Foreign Minister Amir Abdullahian was accompanied by high-level economic and political officials on the visit to Russia that began thenightbefore.

Iran and Russia signed a 10-year cooperation agreement in 2001, which was extended to 20 years with two five-year extensions.

on bilateral strategic cooperation that could determine the future of bilateral relations for the next 20 years.

Elsewhere, Foreign Minister Amir Abdullahian said relations between Tehran and Moscow were progressing in the right direction, hoping bilateral cooperation on regional and international organizations would proceed effectively.

IRANIAN AUTHORITIES have said they foiled a drone attack on amilitaryfacilityinthe Iraniancity of Isfahan.

According to Iran’s PressTV, the Iranian Defense Ministry said one of its facilities in the city had come under attack by a Micro Aerial Vehicle (MAV), which was shot down by air defenses. The ministry said the attack didn’tcause anycasualties ordamagetothefacility.

Israel is suspected of being behind the attack as it has a history of launching covert operations inside Iran. In January, three small drones targeted a facility in Isfahan, and both Iranian and US officials said Israel was responsible. Israel has also previously targeted nuclear facilities, scientists, and military officers in attacks inside Iran.

The drone attack comes as Israel has ramped up its air campaign inside Syria, launching four airstrikes within one week. Strikes that targeted Damascus this past Friday killed two members of Iran’s Islamic Revolutionary Guard Corps (IRGC), and Tehran has vowed itwillrespond.
