COTABATO CITY As part of Bangsamoro Government’s commitment to improving the infrastructure in the region, the Ministry of the Interior and Local Government (MILG) is set to build a Php7-million worth of fire station and four units of 2-storey town halls in Pagalungan, Maguindanaodel Sur.
The MILG broke ground on March 28, 2023 for the construction of the said infrastructure projects.
The construction of the Barangay all project is part of the Office of the Chief Minister’s Support to Local Moral Governance (SLMG), which aims to fund infrastructure projects such as the construction of town halls.

ASEAN calls for 'immediate' end of violence in Myanmar
STRONGLY CONDEMNING the airstrikes on civilians by the Myanmar military junta, the Association of Southeast Asian Nations (ASEAN) Thursday demanded an immediate end to “all forms of violence” in that ASEAN member-country.

Macacua on Tuesday said he accepted his Presidential appointment as a challenge to make the infant province a “Number One” component of the Bangsamoro autonomous region, even as he dared dissenting quarters to bring to the Supreme Court their objection.

The press briefing and the interview were held at a building along Sinsuat Avenue here which Macacua designed as satellite office of Maguindanao del Norte while trying to form the organization structure of the new LGU amid growing opposition by political quarters led by fellow OIC-Governor Mariam Sangki-Mangudadatu of Maguindanao del Sur.
President Marcos appointed Macacua and Mangudadatu as OICgovernors of the northern and southern provinces, respectively, on April 5. He subsequently swore in Macacua at a formal ceremony at the Malacanang
Palace.
Sangki-Mangudadatu did not attend the event. Instead, she went on a live broadcast in April to herald her statement, protesting the Presidential decision and citing legal bases alleging absence of authority by the Chief Executive to appoint OIC-governors in the newly created Maguindanao provinces.
She said there was “no room” for the President to designate OIC governors because she and Ainee Limbona-Sinsuat had already assumed as governors of Maguindanao Sur and Maguindanao Norte, respectively, last October in view of their election as governor and vice governor of the then undivided Maguindanao in May 2022.
After expressing a “strong” objection to the designation of Macacua and recalling that it was her “Family Alliance” bloc that led Marcos’ Presidential candidacy in 2022, Sangki-Mangudadatu pleaded for the Chief Executive to reconsider his decision.
A few hours after the issuance of the Presidential designations, the Department of National Defense and the Office of the Presidential Adviser on Peace Process, Unity, and Reconciliation published a joint statement congratulating the appointed OICs and urging stakeholders to respect the Presidential decision for the sake of
peace and stability in the Maguindanao provinces, in particular, and in the autonomous region, in general.
Undermining Presidential wisdom
In his press conference and our interview, Macacua asked the public, notably the dissenters, not to undermine the Presidential decision, which he said underwent consultations and legal review by national officials prior to the issuance of the April 5 designations.
He pointed out that he did not apply for the designation, which in reality he said came as a sort of demotion” in his stature as Senior Minister vested with
the power to supervise the operations of all ministries of the Bangsamoro autonomous governance covering six provinces, three cities and over 2,500 barangays.
Emphasizing that he neither dreamed of becoming a governor, Macacua said he heeded the Presidential decision as a challenge for him to prove that a former MILF combat official like him can be trusted to manage a government unit.
Macacua categorically declared that in the event that dissenting quarters are able to obtain a Supreme Court ruling against his designation, he would readily step down.
For the moment,
Macacua lauded the expressed support of the majority of the 12 elected mayors in Maguindanao del Norte who even witnessed his oath-taking in Malacañang.
He especially expressed gratitude to the President and his cabinet members for his appointment, saluting as well Bangsamoro Chief Minister Ahod “Hadji Murad” Ebrahim for agreeing with the Presidential decision. Concurrentcapacity In the interview, Macacua explained that pending his replacement as BARMM senior minister via appointment by the Chief Minister of his successor, he would continue serving as senior minister in a concurrent capacity.
COTABATO CITY As part of its effort towards an inclusive governance, Chief Minister Ahod Ebrahim announced on Wednesday, April 12, nine successful nominees to occupy the community and sectoral representatives seats in the BARMM Council of Leaders.
Republic Act No. 11054, otherwise known as the Bangsamoro Organic Law, provides that the Council shall advise the chief minister on matters of governance in the Bangsamoro Autonomous Region.
The chief minister will head the Council, with its members consisting of members of the Congress of the Philippines from the BARMM; provincial governors, and mayors of chartered cities in the region; and representatives of other sectors.

my Act No. 13 or the Bangsamoro Administrative Code (BAC), there shall be one representative each from the sectors of traditional leaders, nonMoro indigenous communities, women, settler communities, the Ulama, youth, Bangsamoro communities outside BARMM, professionals, business,

While there were twelve posts as announced during the call for nominations in November last year, the Chief Minister is yet to name the three remaining representative to complete the council.
The BAC provides that the sectoral representatives shall not receive compensation except in the form of per diem and necessary expenses in attending the meeting and activities of the Council. Furthermore, their term of office shall be coterminous with the appointing chief minister unless otherwise removed from cause.

Peace process, not ‘payback’
He also rejected suggestions that his appointment was a “payback to the Moro Muslims” for records of martial law atrocities often associated with President’s namesake father’s second term as the Philippine President in the 1970’s.
Instead, Macacua attributed his presidential appointment to a “peace process at work,” saying “we have followed the political track record of the Marcoses, showing they are not vindictive.”
Macacua also said he could not agree with a Manila lawyer’s contention that
the Chief Executive was only giving the MILF “the benefit of the doubt,” because President knew that “the Mangudadatus and the Sinsuats will win anyway in the May 2025 elections.”
He said even the Commission on Elections (Comelec) which has the power to say who the winning candidates are, cannot foretell who will win in polls.

He said his office team will first evaluate the status of the employees; fill in vacant positions in accordance with Civil Service Rules, assuring further that CS laws will be strictly followed in the process of selection and appointments. Macacua said his authority to appoint and to sign on funds disbursement documents emanates from the power of appointment of the highest official, “the President, who was voted to office by 31 million Filipinos and is now everyone’s President.”
MARAWI CITY – Combined Army and Police forces unearthed on April 6 two high-powered firearms with ammunition buried in a village in Amai Manibilang, Lanao del Sur, according to the military’s Western MindanaoCommand (WMC).
In a press statement on April 9, the WMC public affairs office said one 50 caliber Sniper rifle, one M14 rifle, one fully loaded magazine for 7.62mm, and a loaded magazine for cal. 50mm were discovered at Sitio Lusong of Barangay Ranao-Raning by elements of the 5th Infantry Battalion and the Lanao del Sur Provincial Police Officeconducting alaw enforcement operation.

THE BANGSAMORO Parliament’s Finance, Budget, and Management Committee deliberated on Parliament Bill No. 41, also known as the BARMM Buffer Fund Act of 2022.
The Parliament Bill No. 41, filed by the Government of the Day, proposes allocating a P500 million buffer fund to ensure timely salary payments to nationally funded workers supervised by BARMM ministries or offices.The buffer fund will also be used to compensate for any delays in the transfer or download of funds for the payment of salaries and other benefits to affected employees.According to the reports, the Ministry of Social Services and Development and the Ministry of Health both had 1,769 and 1,956 affected employees under nationally funded programs,respectively.

TO DIEHARD fans, the second Marcos administration, despite its much-publicized oversights, is still brandished as ‘the best leadership the country has ever had.’ This assertion, if pitted against the jarring revelations i.e., inconvenient truths that have come out in the last eleven months, is not what the observers think and called philosophers rationalize
The issue of squatting is as old as memory can remember. Despite its being antiquated, the problem persists because those who make the laws and those who implement them always have their own unique ways of interpreting statutes even if the explanations are illogical or distorted.
Early on, President Bongbong Marcos was already seen on the partisan radar. People who did not support his presidential bid always find cracks in the handling of crucial issues, especially in the way his ghost writers craft his declarations and statements. Through all the assertions from the rumor mills, the President has played his game coolly, outfoxing even ‘experts’ who have everything to say about every item in the world.
But in the last six months, the snipes against the President have become incontrovertible truths that need to be satisfactorily addressed. For instance, when the sugar import fiasco became the cauldron of debates, the explanations given for the matter were inadvertent and incomplete even if the proofs on plain view contradict the position of the Palace.
Then came the issue of electoral fraud blamed on the unusual haste the transmission of poll results was sent. Although the burden of proof falls on the commission on elections, the beneficiary of the supposed fraud is Marcos Jr. Again, to keep away from the heat the controversy has generated, the Palace has made it convenient not to discuss the issue even though the inconvenient truth is that those who raised the matter have some evidence to prove their case.
Recently, in a decision that is expected to reach the Supreme Court, the President, in defiance of Republic Act 11550, the law governing the split of the old Maguindanao Province into two, committed a blunder in what some observant lawyers concede can be made basis for an impeachment. But the inconvenient truth is that the House of Representatives, where the first steps if impeachment is processed, is packed by pro-Marcos loyalists.
Be that as it may, the furor raised on the strength of the presidential statements on certain important issues lies on the lack of foresight of people behind his communication squad. Many of his word crafters or ghost writers seem to embrace the saying that “Sometimes people don't want to hear the truth because they don't want their illusions destroyed.”
Inconvenient truths, if properly argued, can be used as vessels in propagating the strong position of the State on matters the general public only vaguely know. If not for the inquisitive media that hurl tricky and double-edged questions during press conferences or the social media influencers getting the public pulse, many of the issues that affect the national consciousness are simply relegated to the wayside.
A nation that is embroiled in so many problems may not entirely agree with what the Presi-

A case in point is a recent incident in Baguio City where a tourist destination was discovered to have no permit to operate. Instead of padlocking the enterprise for violating the National Building Code, the city government, in a gesture of reinterpreting the law, allowed it to reopen after an affidavit of understanding was signed, with the business promising to comply with all the conditions set by the city government.
This incident reminds us also of an incident years ago when a motel on the shoreline of Davao City was found to have no building permit was given a similar deal. Instead of demolishing the structure for being built on a foreshore area without the needed papers from the environmental and natural resources department and the city government, the city council decided to give it a slap on the wrist by imposing a penalty and requiring it to belatedly get a building permit.
In both cases, the moneyed investors always got the last laugh because they did not only retain their structures, they had circumvented the law and escaped its claws unscathed.
But the same cannot be said of ordinary folks who violate the provisions of the building code.
Of particular interest are the informal settlers who encroach on public or private lands. While they are are allowed to occupy lots that do not belong to them, the office of the city or municipal engineer always turns a blind eye even if the squatting prospers into a congested colony.
There’s no doubt that illegal squatting is a serious social issue, but politicians and bureaucrats view their incursions differently. Squatters, no matter how they viciously violate the laws, are always deemed positive vibes because in the end they can become sources of votes.

If the violator is a wealthy establishment, which is what the cases in Baguio and Davao are all about, padlocking the enterprise due to neglect and violation of a statute, decree, or ordinance is always associated with the collection of revenues. The government always puts premium on taxation above anything else even if it distorts and violates the rule.
Another disturbing viewpoint is that in a legal tussle, it is easy to press a poor litigant to the wall than it is when the party being accused has so much resources. Allowing squatters to flourish without the government dipping its fingers in issues of legality does not cohere with what we are told when someone in government preaches about ‘lawabiding citizens.”
The government’s double-faceted interpretation of the law is what makes our democratic system truly inefficient and abhorrent. Even in our judicial system, the same practice is pervasive because those who are imbued with the task to enforce law can always invoke excuses, like using the so-called ‘humanitarian principle.’
For allowing squatters to thrive even if they are proscribed by the law is a problem that should be blamed on the government, especially the executive branch. If mayors and governors have the balls to really address abuses, the first step they have to consider is to order their subordinates to execute what the laws say and impose sanctions on those who fail to implement them.
Votes and revenues are positive aspects of governance but these should not be exploited in favor of breaking, distorting, or circumventing our laws. Parity in law is not about discrimination.

As this developed, the provincial leadership of North Cotabato expressed elation over the development initiative, with a hope that similar edifices will be built by the Bangsamoro Autonomous Region in Muslim Mindanao governance in the clusters of 63 of their barangays that now belong to the BARMM territory.
“LGUs (local government units) in BARMM are more blessed nowadays. The bright prospects are also true to the 63 of our barangays that have voted for inclusion in the regional autonomous territory,” the office of North Cotabato Gov. Lala Taliño-Mendoza was quoted as saying on Thursday afternoon.
Since the start of full operations by the BARMM governance four years ago, regional ministries have already built concrete roads and barangay halls in many of the 63 villages, according to published reports.
Launched on Thursday were works for the construction of a fire station in Dau Blah Sinsuat town worth P7-million out of the BARMM government budget, according Regional Interior and Local Government Minister Naguib Sinarimbo.

The NCMF, a government agency tasked with promoting and protecting the rights of Muslim Filipinos, organized the iftar as a way to strengthen solidarity and promote understanding between the Muslim community and non-Muslims. The event was attended by government officials, members of the diplomatic corps, and other prominent figures in Philippine society.
Maguindanao 1st District Congresswoman Sandra Sema alongside local officials accompanied OICGovernor Macacua in the groundbreaking ceremony.
Macacua and Sinarimbo told reporters that once the fire station is erected for operation, the Ministry of the Interior and Local Government would provide a brand new fire truck for Datu Blah Sinsuat town.
The Bureau of Fire Protection will eventually provide personnel to man the outfit once operational when operational, it was learned.
Before the creation of BARMM, 95 percent of 117 towns in the defunct Autonomous Region in Muslim
Mindanao were bereft of fire stations and fire trucks, according to BFP statistics.

CAGAYAN DE ORO CITY The Securities and Exchange Commission (SEC) continues to pitch the capital market as an alternative funding option for micro, small and medium enterprises (MSMEs) and start-ups.
This, as SEC brings its roadshow on capital formation to Cagayan de OroCity, Friday, April 14.
The roadshow attracted 98 onsite and 37 virtual participants consisting of executives from local companies, government agencies, and business groups.
SEC Commissioner Kelvin Lester Lee said it aims to promote and raise awareness on various ways for MSMEs to access the capital market for their financing needs.
“Our capital formation project is important, it will show that there is a viable alternative to banks and traditional fundraising methods. If there is one thing that I want everyone tolearn from this isthatyung nga there are alternatives, hindi lang bangko ang kausapin niyo, mayroon tayong ibang options to raise capital for you to do business," hesaid.
The roadshow is also aligned with the national government's thrust of accelerating financial inclusion.
President Ferdinand Marcos Jr. in his State of the Nation Address emphasized the importance of providing financing options for MSMEs, especially as businesses start to recover from the effects ofCovid-19.
According to Commissioner Lee, the MSME network accounts for 99.5%of the total businesses in the country,
hires 63% of the local workforce, and contributes around 40% to the national GDP.
However, 67% of our MSMEs continue to experience credit constraints, in short, they have difficulty finding financing. Most of them rely on internal sources for their capital needs. Or those that apply for traditional bank loans face relatively tedious documentation, high-interest rates, and mandatory collateral requirements. Furthermore, the recent economic slowdown due to Covidhas exacerbated the MSMEs' poor financial position," he noted.
As such, the commission’s efforts are geared towards broadening the financing options available to MSMEs to jumpstart their businesses or expand their operations.
Meanwhile, executives from Investree Philippines, SeedIn Technology, Inc., and Round One, which are SEC-registered crowdfunding intermediaries discussed the opportunities of crowdfunding and how MSMEs and start-ups can tap their services.
Representatives from the Philippine Stock Exchange, on the other hand, gave a briefing on how to go on public offering by listing at the stock exchange while the Investment & Capital Corporation of the Philippines discussed underwriting services for MSMEs.

COTABATO CITY – For the over 500 new appointees and those promoted in the Bangsamoro Ministry of Basic, Higher and Technical Education (MBHTE) taking an oath may look just a simpleceremony.
But no. It means more than just raising one’s hand and reciting the oath.
In fact, particularly for the 544 newly hired and promoted teaching and non-teaching personnel of the MBHTE headed by Minister Mohagner M. Iqbal,it has deeper meanings.
“Its meaning and relevance are crucial to realizing Moral Governance and delivering government services to our constituents in the Bangsamoro Autonomous Region in Muslim Mindanao,” Iqbal emphasizes.
He gave this reminder at the Mass Signing of Appointments and Oath taking here on Tuesday, April 11. Some of the new appointees were applicants since 2018 in the defunct Autonomous Region in Muslim Mindanao (ARMM).
Iqbal, who wears many hats in the more than 40 years old Mindanao peaceprocess, and other speakers at the event, in English and Pilipino, such as MBHTE Deputy Minister Atty. Haron Meling, MBHTE Director General for Basic Education Abdullah Salik, Jr., Ustadhz Hussain Abdul Kahar, Member of Parliament (MP) Eddie Alih, and BARMM Metro Manila Liaison Office (BMMLO) Director Gafur A. Kanain, their remarks focused on practicing Moral Governance and applying the values so cherished in the revealed Islamic Holy Book, the Noble Qur an, on enjoining good and shunning evil.
Kahar started off, speaking in Pilipino. “True Muslims do not lie. True Muslims do not steal. Among true Muslims there is no corruption,” he asserts, addressing the new appointees who joined the MBHTE family.

Moral Governance is enshrined in the BARMM Employee Handbook. It is “the set of rules, practices, and processes that are completely devoid of all evil and corruption, explicitly driven by moral principles of dedication, devotion, honesty, justice, and integrity,” the eduation minister underscores, quoting from the handbook.
“It sets a higher ethical standard for all officials in the BARMM, whether elected or appointed and the entire bureaucracy in fulfilling their responsibilities,” Iqbal says of the blueprint on Moral Governance.

Dozens of people were killed in the latest junta airstrikes in Myanmar on Tuesday, theunity governmentin exileclaimed.
“About 100 people of Kanbalu in Sagaing, including children and women, were killed by Myanmar military juntas airstrikes,” the Labor Ministry of the National Unity Government (NUG) said on Twitter.
The airstrikes by junta jets which targeted the inauguration ceremony of a People’s Administration Team office in the village of Pa Zi Gyi caused condemnation and criticism by the UN, US, and Switzerland, among others.
A statement by ASEAN said ending the violence “would be the only way to create a conducive environment for an inclusive national dialogue to find a sustainable peaceful solution in Myanmar.”
“We reiterate ASEAN’s commitment to continue assisting Myanmar in seeking a workable and durable solution to the ongoing crisis through promoting the full implementation of the Five-Point Consensus,” the statement added.
Interestingly, Myanmar's Permanent Representative to the ASEAN Aung Myo Myint met with the bloc's Secretary-General KaoKim Hourn on Thursday in Jakarta. Aung and Kao discussed and exchanged views on the "implementation of ASEAN’s Five-Point Consensus and the recent developments in Myanmar," the bloc said on Twitter, withoutproviding further details.
Extending support to the ASEAN statement, Singapore's Foreign Minister Vivian Balakrishnan said: "Any attack on civilians is reprehensible and cannot be condoned."
"Singapore is gravely concerned by these attacks. We reiterate our commitment to work with Indonesia, other ASEAN Member States, and our external partners to facilitate a peaceful resolution of the crisis in Myanmar, in line with the Five-Point Consensus," Balakrishnan tweeted.

The NUG was formed after the Burmese military, locally known as Tatmadaw, ousted the government led by the National League for Democracy (NLD) in February 2021.

The military takeover triggered mass protests in Myanmar, with the junta's forces killing more than 1,500 people in a crackdown on dissent, according to the local monitoring group Assistance Association for Political Prisoners.
While the protests have recently decreased, ASEAN's 5PCs called on all parties in Buddhist-majority Myanmar to cease violence in the country and "exercise utmost restraint."
Urging a "constructive dialogue among all parties," the regional bloc said that doing so would involve seeking "apeaceful solution in the interests of the people."
It also appointed aspecial envoy of the ASEAN chair to facilitate mediation of the dialogue process. The envoy would be assisted by thebloc's secretary-general.
Under the 5PCs, ASEAN also provides humanitarian assistance, through its Coordinating Centre for Humanitarian Assistance on Disaster Management, to Myanmar, while the special envoy was assigned toundertake visits to Myanmar to "meet with all parties concerned."
