Editor’s Foreword These are confusing times. Even the most grounded and stable among us are having their foundations rocked over and over again. We are surrounded by misinformation, lies, treachery and incompetence brought to us daily by the newspapers, television, social media and internet. Amidst this chaos many are genuinely grasping at straws, and wrongly believe almost anything that comes from an alternative source to the mainstream. Conspiracy theories abound – masks are intended to control us, Bill Gates’ plan to chip us during compulsory vaccination, etc. etc. All of them are as much rubbish as the ‘Coronavirus spread via 5G’ nonsense that accompanied the beginning of lockdown. Whilst the confusion is understandable, the fact that many adamantly choose to subscribe to what are, ultimately, fairly immature and extreme notions is very frustrating. If each theorist instead used that energy to focus on political reality (where, I assure them, there is plenty of conspiracy and intrigue to keep them occupied. Just less dramatic) we would not be in the political situation that we find ourselves today. There is a fixed point in this confusion, though, where we can focus our gaze to at least allow us some way to keep ourselves pointing the right way up. There is, undoubtedly, gross incompetence on many fronts happening in public office. This is absolutely and 100% by design. Not the design of the incompetents themselves, of course (they really are just being used as useful idiots). This reign of chaos is the stated aim and modus operandi of Dominic Cummings. His intention is to ‘raise a phoenix from the ashes’. That phoenix won’t be holding much regard for 99% of the population, though. Here is a set of people that don’t believe in a public health system, out of work benefits, in work benefits, holiday pay, maternity pay etc. etc. etc. You get the picture. It is no secret that I do not agree with the opinions of Conservative politics (no, honestly!). Every one of us should be clear on this though – this government are NOT Conservatives. They are not anything other than self-serving fascists. We are shimmying closer and closer to the edge of a cliff where a horrible future waits for us at the bottom. So it matters not if you vote for Conservative or Labour, Plaid or Greens, it is on all of us to oppose this government at every turn, until they are brought down. In my opinion, whether you like him or loathe him, if Corbyn was still leading the opposition this government would already have imploded. As Ed Miliband showed the other day, they are speechless in the face of morality, and the passionless Starmer doesn’t actually appear to be in opposition to anything. As I predicted, our Welsh Government are now in the sights of those far right fascists – and maybe even Wales itself (we have already seen the term ‘West of England’ used in internal communications). It was disappointing, then, considering Welsh Government’s success in shielding us better than their English counterparts, to see them allow England to take control of testing in Wales. Maybe Welsh Labour’s reticence to acknowledge the growing calls for independence wouldn’t allow them to show Westminster how we could better that too? Just a thought more until next month: if Scotland, as looks increasingly likely, achieve independence in the coming months and years, where does that leave Wales? The union broken, do we just become ‘part of England’? Until next time…

NEW EARLY YEARS FACILITY TO BE BUILT
A new £2m facility to meet the growing demand for Welsh-medium early years places is to be built in south Powys, the county council has announced. The new, fit-for-purpose facility will be built on the site of Ysgol Gymraeg Dyffryn y Glowyr, a Welshmedium primary school in Lower Cwmtwrch, and will accommodate a total of 120 Childcare offer, Flying Start and early year places through the medium of Welsh. The facility will be built thanks to funding from the Welsh Government, which has been secured by Powys County Council. Work on the new facility is due to start later this month (September) and will be carried out by Llanellibased construction company Morganstone. Currently, the existing early years setting, Dechrau Disglair, is based in Ysgol Gymraeg Dyffryn y Glowyr, which opened in 2012 as a successful Welsh-medium school. However, the school has reached its capacity and there continues to be a significant demand for Welshmedium provision in the area. The development, which will be built as a separate block on the school site, will include Early Years and Flying Start facilities as well as three additional classrooms for Foundation Phase learners. Cllr Phyl Davies, Cabinet Member for Education and Property, said: “One of our aims in our Strategy for Transforming Education in Powys is to improve access to Welshmedium provision across all key stages. This development will help us deliver this aim. “The demand of Welsh-medium education in this part of Powys is high but Ysgol Gymraeg Dyffryn y Glowyr has reached its capacity and this needs to be addressed urgently. “This development will not only provide a fit-for-purpose facility for early years but will also free up muchneeded room within Ysgol Gymraeg Dyffryn y Glowyr as well as ensuring a seamless transition between from early years setting into the primary school.”

The importance of having a Will
What is a Will? A Will is a legal document which allows you to decide who receives your assets after you die and states who you would like to administer your estate i.e. your executors. It can also cover other issues such as funeral wishes, the appointment of guardians for young children and provision for pets to name but a few. What if I don’t make a Will? If you die without having made a will then the rules of intestacy will apply instead. This is a very rigid set of rules which state who would receive your estate based on their relationship to you. Unmarried partners and step children do not benefit under intestacy and so it is better to choose yourself who to benefit to ensure your wishes are followed. Choosing Executors Your executors are the people you choose to administer your estate and would need to deal with matters such as arranging your funeral, sorting out your personal effects, selling/ encashing assets, paying tax and any liabilities and transferring assets to your beneficiaries. This can be an onerous task so it is important that you discuss this with them before preparing your Will to ensure that the people you have chosen are willing to act. Professional Advice You can also choose professional executors such as Jennifer Melly Law, or where you are appointed as an executor yourself you can seek professional advice to help you administer the estate correctly. This can be particularly helpful where there is a possible dispute, where the estate is liable to inheritance tax, where there is a business or farm involved or where there is no one who is able to take on the role for you. COUNCIL OBTAINS INJUNCTION TO STOP UNAUTHORISED ENCAMPMENT Neath Port Talbot Council has successfully obtained an injunction preventing the setting up of an unauthorised Gypsy and Traveller encampment on private land in Crynant, Neath. On 28th August 2020, at the High Court of Justice (Cardiff Registry), His Honour Judge M Jarman QC granted the council an interim injunction, lasting six months. It forbids three defendants, two named in court as Thomas Wall and Jeremiah Connors, with the third referred to as “Persons Unknown” from: * Causing or permitting hard core or other material suitable for use in the creation of hard surfacing to be brought onto, or spread on the land (situated to the south side of 14, Ynyswen Terrace, Crynant): * Causing or permitting works relating to, or creating, a residential use on the land; * Using the land for residential purposes, including the storing and siting of mobile homes and/or caravans;

* Undertaking any further development to the access way to the land. The interim injunction contains a penal notice which means anyone breaching it may be held in contempt of court, and may be imprisoned, fined or have their assets seized. The interim injunction order remains in force until 4:00pm on 26th February 2021. The council applied to the High Court after concerns were raised both by the councillor in the area and local residents. Following reports from a number of sources, and a thorough investigation by the council’s Planning Section, officers were firmly of the view an unauthorised gypsy and traveller encampment would be set up by the defendants. Swift enforcement action was carried out by the Council to prevent a breach of planning control under the Town and Country Planning Act 1990. Neath Port Talbot Council’s Cabinet Member for Regeneration and Sustainable Development, Cllr Annette Wingrave said: “This successful action by the council in obtaining the injunction shows it is willing to use its powers to uphold planning laws and by taking action in this case it protects residents and those communities from having an unauthorised encampment set up near their homes with the potential for disruption”. At the court hearing, one of the defendants confirmed an intention to apply for planning permission for a gypsy and traveller pitch at the site and, if submitted, this would be subject to full consultation and assessment as part of the formal application process.

After a late burst of summer during September, the Atlantic seizes control of the weather as October sweeps us through the middle part of the season. Expect the Atlantic to have a significant say during the month with spells of heavy and persistent rain which may well give rise to the risk of localized flooding. Accompanied by strong winds likely to push gale force at times October will be quite turbulent, with interludes of quieter weather courtesy of high pressure sparing us from an onslaught of continual low pressure systems from the north and west. With November probably looking a calmer, colder month, October will certainly bring a blaze of colour across the region in reds and golds as autumn shows its seasonal leafy gown in style. CONGRATULATIONS PHIL! Someone has to stand up for the values once held by this country. They were a shared belief, and understood by the people risking their lives crossing the Channel in small boats. Reaching Britain represented for them their only hope of escape. Of escape from persecution and probably annihilation. Poor heroes; they made a terrible mistake. Why had many of them bothered to learn to speak English? As a child I had been taught how to row a fishing boat, but that was on a flat calm sea not far from land. I have never had to row a boat to same my life or anyone else’s. In those days I was proud of my country, although I knew nothing about the horrors of colonialism or of the slave trade which had preceded it some years earlier. Now, if it wasn’t for unknown workers in the NHS and the Fire Service etc… I can only hang my head and say “How can we ever make up for our gross rejection of you all?”. We were once a proud nation and a hospitable place which welcomed refugees and all those fleeing from indescribable horrors in their own countries. It was a place where you could find a welcome, a place of respect, even of love. On reading this, many will accuse me of naivety, and to some extent they will be right. People traffickers can never be ruled out. They cash in on the sympathies of those favouring the persecuted. That has always been the risk in favouring the oppressed. The corollary of this is that to listen to one’s conscience and then to act upon it is a complete waste of time and effort. Many would agree with this. I do not. I don’t blame Boris and his cronies for the hellish situation in which this country finds itself. I do blame every single voter who put him in the fairy tale position of being a leader without a conscience, of narcissism in extremis. Covid-19 is not the only virus we should be worried about
The change of seasons is often welcome, with autumn bringing forth crisp mornings and crunchy leaves underfoot. But in this pandemic year it also brings a sense of trepidation. Covid-19 cases are rising and a second wave is expected as the weather turns for the worse. However, another highly infectious, acute viral respiratory infection will also emerge as the days grow shorter – seasonal influenza, otherwise known as the flu. It spreads in the same way as Covid-19: through coughs and sneezes which release droplets (aerosols) into the air and by touching surfaces contaminated with these droplets and then touching your face. Social distancing, hand washing and the wearing of face masks will help control cases of Covid-19, flu and other infectious illnesses. But we also have another way to protect ourselves from flu and that is vaccination. Who should have the vaccination? While the media’s focus remains on the deaths and severe illness caused by the coronavirus, we must not forget the tragic consequences of flu. The World Health Organization estimates that between 300,000 and 600,000 people die across the world from flu and its complications annually. Millions more are hospitalised, many of them end up in intensive care. Those most at risk from severe complications, which include pneumonia, are those with long-term conditions including chronic respiratory disease, heart disease, diabetes and a weakened immune system due to disease or treatment for cancer. The morbidly obese are also classed as high risk. Other groups are also recommended for the vaccine and are therefore also eligible to have it for free on the NHS. They include: • • • •
All children aged two to 11 on August 31st, 2020 People aged 65 years and older Pregnant women Care staff working in a registered residential or nursing home.
And for the 2020-21 flu season, the vaccination programme has been extended with more groups now eligible for the free flu vaccine. These include household contacts of those on the shielded patient list. (Subject to vaccine availability, flu vaccination will also be offered to those between 50 and 64 years later in the season, following prioritisation of other eligible groups.) Everyone in the above eligible groups can have the flu vaccination for free on the NHS. All but school pupils aged four to 11 and care home workers can get the vaccination from their GP and their local pharmacy. Contact your local practice or pharmacy as soon as possible. Those who work in care and residential homes can get the vaccination free from pharmacies. 22

IT WON’T FORGET YOU
In this pandemic year, the advice is not to delay and to get the vaccination early if possible. Getting the vaccination GP practices are having to take extra precautions to ensure staff and patients are kept safe, so they will be delivering the flu vaccination in a different way this year. Many surgeries will be offering the vaccination by appointment only so they can control numbers and ensure social distancing is adhered to. Some will also be using different venues such as community centres and church halls as the larger spaces make social distancing easier. All will require patients to wear face coverings and to sanitize their hands on arrival. Contact your local practice to check the arrangements in your area. Children aged four to 10 will receive the nasal spray flu vaccination in school. Pupils will be sent home with consent forms for parents and carers to sign before the scheduled vaccination date. How does the vaccination work? The flu virus is constantly changing so new flu vaccines which best match the emerging strains must be developed and given annually. Over 18s receive the injectable flu vaccination. It is an inactivated vaccination so does not contain any live virus and cannot therefore give you the flu. It contains dead parts of flu virus strains, which is enough to prompt a response from your immune system, which will then recognise and protect you against the wild virus should you be infected. Children are given the live attenuated influenza vaccine (LAIV) Fluenz Tetra, which is administered via a nasal spray. It is a live vaccine but the viruses are weakened and adapted to cold so it cannot replicate efficiently in the body and cause flu. However, it is enough to prompt an immune response. Will the vaccination make me unwell? The flu vaccination cannot give you the flu. But it is common for those who have had the flu vaccination to feel mildly unwell – shivery, achy and tired. Some may have a mild fever. All of these symptoms usually resolve within 48 hours. But if individuals, parents or carers are concerned they should seek advice from their GP or ring 111. Isolation is not required unless Covid-19 is suspected. The main symptoms of Covid are: • a new continuous cough • a high temperature • loss of or change to sense of smell or taste.

NEW SUPPORT SERVICE TO HELP SHORT TERM UNEMPLOYED PEOPLE INTO EMPLOYMENT

A new service has been launched to ensure short term unemployed people in South West Wales get the practical hands on support needed to get into work. Delivered by the highly experienced and skilled Workways+ team, they can now support people that have been unemployed for a day or years, thanks to an additional investment of £3m EU funds provided through the Welsh Government. STU is available through Workways+ in Neath Port Talbot, Carmarthenshire, Pembrokeshire and Ceredigion. People accessing the STU service can expect one to one support from an experienced and caring employment mentor, working with them to develop their CV, completing job application forms, preparing for interviews and searching for jobs. They may also get fully funded skills training, clothes for interviews, PPE and work clothing. Unemployment can be traumatic and the mentor team understand this. They will help people build their confidence and get work ready. Every one of the mentor team takes great pride in how they help people and are thrilled when the people they help get jobs. Cllr Rob Jones, the Leader of Neath Port Talbot Council said, “We are very pleased to be able to offer people in our communities an additional support service that is dedicated to helping people gain sustainable employment opportunities. COUNCIL PROVIDES FACE MASKS TO PUPILS
Neath Port Talbot Council is providing face masks to all secondary aged pupils so schools are placed in the best possible position to manage their reopening. All of the 45,000 face masks will be sourced from the Margam based company, British Rototherm, ensuring the council supports the local economy. Each pupil will be given five reusable mask - avoiding disposable masks ending up in landfill facilities. Schools will educate pupils on the appropriate use of the reusable masks and ensure they are worn properly. The masks can be machine washed and the number issued per pupil will allow for them to be rotated effectively.
Schools have also been advised to educate pupils in general health and hygiene care, emphasising the need to maintain hand washing practices and social distancing. These are core habits that need to be built into children and young people’s behaviours as schools reopen. As regards primary schools, the advice and guidance from the Welsh Government Chief Medical Officer is clear: “There appears to be little additional value of face coverings in children under age 11, as the evidence points to low rates of symptomatic infection and transmission in this age group. On safety and wellbeing grounds, children under age 2 should not wear face coverings”. Secondary age pupils accessing home to school transport will also be expected to wear their masks on these journeys. Schools will risk assess how the masks will be utilised within their individual settings in accordance with Welsh Government guidance. Headteachers have welcomed the proactive approach adopted by the Council and one commented that ‘this is a super way to support pupils, staff and all our families’. The Leader of the Council, Cllr Rob Jones, said, “We are committed to supporting schools to manage their reopening in the safest possible way and securing the confidence of staff, parents and pupils. Our starting point is that the council believes that it has a duty to offer as clear guidance as possible within the law and not simply transfer that responsibility to schools.”

There will always be strong, social, cultural and economic bonds between the people of the countries of the UK. The difference would be that we could be a partner to the other countries with our own voice being expressed. This would make for a stronger relationship.

In the modern world it is inevitable that people within Wales will have several identities. Identity is a personal thing and is separate from questions of democratic accountability. Personal identity does not necessitate support for a particular way of being governed.

As I haven’t spoken about fixing and specifically the fixing of lawn type memorials for a while, I thought I’d share with you a few of the essential points. Firstly, anyone fixing a memorial should hold a recognised fixing qualification. I have seen at first-hand the sort of fixing carried out by unqualified and rogue masons, and I wouldn’t wish that on anyone. Get to know your mason: if you buy a memorial from the internet it may not end up being what you expected and the quality may be variable. Making a memorial for someone is a privilege and should be done with care by someone you trust that can be contacted easily if something goes wrong. If your mason is in London or Lincolnshire he is not going to want to come back to engrave an additional inscription or touch up some gilding. I have lost count of the times I have been asked to inscribe an additional inscription only to find there isn’t enough room left on the memorial to accommodate it. Materials: the British Standard sets out very clearly the materials that should be used to construct a memorial and its foundation. All fixing must be stainless steel of the correct grade, diameter and length. Concrete foundations must be reinforced with steel and be of the correct size and thickness. The correct ground anchor must be used and we at Vale Memorials use a lockdown system as standard which ensures our memorials are fixed at a higher standard than BS 8415 requires. I hold a full NVQ in memorial masonry and I am an NVQ assessor. We take standards very seriously indeed as well as the quality of our workmanship. Moroccan Roast Anything Stew
This is a kind of mock tagine dish, in that it’s not done slow cooker style, but roast first and a sauce added later. It’s a different, but just as tasty, take on the classic Moroccan stews. Meat or no meat is just a matter of choice
INGREDIENTS
4 carrots, cut into chunks 4 small parsnips, or 3 large, cut into chunks 3 red onions, cut into wedges 2 red peppers, deseeded and cut into chunks 2 tbsp olive oil 1 tsp each ground cumin, paprika, cinnamon and mild chilli powder
400g can Chopped Tomatoes 400g can Chickpeas, drained & rinsed 2 small handfuls soft dried apricots or ready to eat prunes or dates 2 tsp honey 1 Tbsp Toasted Flaked Almonds Small bunch of Coriander
Preheat your oven to 200°C (or equivalent for your oven). Place the chunks of veg and chickpeas onto a couple of baking trays, drizzle them with 1 tbsp of the oil, season well and then use your hands to rub the oil all over the veg pieces to coat. Roast for 30 - 40 minutes until the veg softens and begins to brown. As the veg is almost ready, heat up a saute pan or large deep frying pan and fry the dry spices in the remaining tbsp oil over a medium heat for up to 1 minute. Add in the tomatoes, fruit honey and refill the can with water and add that. Bring up to heat and simmer gently for about 5 minutes until slightly reduced. Stir in the roast veg and season to date. Serve with cous cous and flat breads. It also makes a great filling for a jacket potato if it takes your fancy Phil 59

I should be really happy, I have an awesome 5 year old boy just gone back to school, I love my job and have a lovely home and a supportive family. Sue Dear Sue, I can honestly say the past few months has been an unprecedented time for everyone, which has impacted on our lives. Many people tell me they have gained weight by at least 7 -8 1b (if not more) since March – so you are not on your own. You have not mentioned a history of eating disorders so I assume your “binge eating” is a relatively new experience for you. There is a lot of information available on the internet regarding healthy eating, latest research on food and diets. However, there is so much conflicting information on which diet or latest fad to follow it can be very confusing. Whether it’s a detox, keto, calorie controlled, fasting it can be a mine field! Also people often find their weight yoyo’s on a diet because they can’t maintain it. You might want to consider discussing your concerns with your GP, especially if you have recently been prescribed any new medication. Weight gain can be a side effect of some medications and people don’t read the small print! So it’s worth reviewing any medication you’re taking with your doctor. He/she may suggest a blood test to assess your general health. If your basic health is good, stress may be a major factor in your current eating patterns. New worries and fears as well as older ones may have surfaced for you and your family during these past months. Your day to day routines may have been disrupted and even though some of these changes may be welcome, the “not knowing what is around the corner” may be unsettling you. Did you know that stress increases the levels of cortisol? This plays a key role in some hormonal and metabolic processes and too much cortisol can increase your appetite and cravings for unhealthy food. Dealing with a dietary issue may seem a simple thing to tackle but getting emotional support can make all the difference to achieving what you want. You may wish to join a local slimming club to re-learn about healthy & balanced food, what to cook and amounts to intake. This could help you to integrate a new eating plan which could be fun as well as delicious and nutritious for you and your family I don’t know if you do any exercise but now the local gyms have re-opened , you may want to enlist on classes. Simple and easy things to incorporate into your daily schedule are regular short brisk 20 minute walks which can be done in a lunch time or at the end of your working day. This can be easier to commit to with the mutual support of a member of your family or a friend. You are not weak willed as willpower alone will not suffice. Getting support rather than struggling in secret over binge eating is important and deep relaxation can bring a sense of being more in control, perhaps a yoga or relaxation class or a mindful/relaxation audio played at home could work for you. Knowing what you don’t want is important but knowing what you do want is the key to success. HOUSEHOLDS URGED TO READ AND KEEP IMPORTANT CORONAVIRUS MAILING With winter on the way, and the number of cases rising both locally and nationally, all households across Swansea and Neath Port Talbot will soon be receiving important coronavirus information through their letterboxes. Swansea Bay University Health Board together with Swansea and Neath Port Talbot Councils, have produced the leaflet to provide residents with key advice and details of how to stay up to date with local coronavirus information. Dr Keith Reid, Executive Director for Public Health for the Swansea Bay area said: “Swansea Bay University Health Board is working alongside the two local authorities to prepare the region for what may be a difficult winter period. We recognise that not everybody is online and able to access our digital channels, so I would urge those people in particular to keep this key information to hand over the coming months.” “We all have a responsibility to continue following Welsh Government advice to keep ourselves and others safe. Washing hands regularly and thoroughly; maintaining social distancing; and wearing a face covering when it is not possible to stay a safe distance from others are basic yet essential steps in preventing coronavirus from spreading.” In addition to basic hygiene guidance the leaflet outlines contact details for the three partner agencies and the ways in which they will communicate essential information if increases are seen in the number of coronavirus cases in the local area. Cllr Rob Stewart, Swansea Council Leader said: “Coronavirus has not gone away and there are certain key things which we all need to know and to do so that we can live alongside it. It is therefore important that people read, follow and keep to hand the information which they will soon be receiving through their doors. “I would also encourage everyone to keep up to date with trusted local news sources over the autumn and winter months, whether this is online, local radio or newspapers” The health board and the two councils are also working closely to provide the Test, Trace, Protect service for the Swansea Bay area, which plays an essential role in helping to reduce the likelihood and impact of local coronavirus outbreaks. Cllr Rob Jones, Neath Port Talbot Council Leader said: “As we have seen elsewhere coronavirus can re-establish itself quickly in communities if the right steps are not taken. If we are to keep Swansea and Neath Port Talbot safe it is essential that anyone who develops symptoms acts quickly to self-isolate, book a test and then engage with the contact tracing service”. “Whilst specific rules around coronavirus can change regularly and often quite suddenly, the basic actions set out in the leaflet are those we all need to do to keep ourselves and our loved ones safe and to help prevent more stringent restrictions being imposed on the local area”. 63
