Editor’s Foreword At the time of writing I am just over halfway through a period of isolation, with most of the household having contracted Covid. Thankfully we appear to have had mild cases – although I’ve no doubt that we’d be worse off if we hadn’t been vaccinated. As my overall health is a bit problematic I have had to have medical intervention at one point. It’s an awful feeling having paramedics turn up when you know that you’re exposing them to Covid, but in they come; kind, compassionate, courteous and professional. There is no rush to get out of the house or room and, other than their masks and bibs, you would not know that they are working around a contagious disease. It was the same picture when, a couple of months ago, I was hospitalised with pneumonia. After being taken in in a poor state by ambulance and going through from resus to a week on a ward, I was left overwhelmed by the quality and compassion of all of the staff that cared for me. Outstanding human beings; I can’t say I encountered a single one who seemed to be just going through the motions, everyone I witnessed was clearly committed and attuned to the well-being of each and every patient on the ward. During my stay I must have seen and overheard at least a hundred different drugs administered around me. Not once did I hear the statement “I’m not taking that because I don’t know what’s in it”. The hysteria that’s been built up around the vaccine is nothing new. A look back through history shows the same nonsense has always been around, it’s just that it now we have instant communications and those that seek to disrupt use it well to their advantage. While there are many where politics and rebelliousness drive their actions, there are many more just seem to have borderline personalities that seem to attempt to use their misinformation to aggrandise themselves. For these people, when it is not this issue, it will be something else. The current issue is only happenstance in their outlook. Every day we ignore a barrage of unknown data regarding what’s in our food, our medicines, our cleaning materials etc. etc. etc. If we’re honest about it we don’t know what the effects of a lifetime of washing up liquid residue has on us, let alone the additives in our foods. The suggestion that the entire medical community is engaged in a fantastic subterfuge that will harm their patients is insulting in the extreme, so much so that it raises the ire of many outside the medical professions too. As is always the case, these people feel that any question of their reasoning is an attempt to oppress their ‘choice’ not to be vaccinated. They also refuse to be held to account for the consequences of their decision, and see any restrictions that may arise from their choice as an infringement of their rights. There is ALWAYS one thing that they don’t see – that the rest of us have rights too. We have the right, as a society, to attempt to ensure the safety of ourselves and each other. I am perfectly happy for everyone to make that choice, but if refusing a vaccine is, as claimed, merely a personal choice, then shut up about it and stop attempting to convince others around you to refuse it based on misinformation and lies.

NEATH PORT TALBOT TOURIST ATTRACTIONS PREPARE FOR DRAMATIC CAMPAIGN A new tourism campaign fronted by Neath Port Talbot County Borough Council (NPTCBC) is being launched this month. The Dramatic Heart of Wales campaign is hoping to attract tourists to the area for overnight stays towards the end of 2021 and into 2022. The campaign will highlight the rich natural beauty, world-class adventure activities and unique heritage that can be found within Neath Port Talbot – ‘The Dramatic Heart of Wales’. Tourism providers were invited to join together to offer tailored experiences that will appeal to a range of travellers from individuals, families, thrill-seekers and those looking for a slower-paced break. Due to the Covid-19 pandemic the last 18 months has been incredibly challenging for tourism providers. However, the tourism sector in Neath Port Talbot has risen to the immense challenges they have faced by adapting their services and carefully re-opening to the public this summer. The Council’s aim is that the new Dramatic Heart of Wales campaign will showcase all that Neath Port Talbot offers to potential visitors More than 20 tourism businesses in Neath Port Talbot are involved in the campaign and have brought together experiences which provide inspiration to travellers considering a break in the area. The operators range from hotels and holiday cottages through to adventure sport providers and historical properties. Cllr Leanne Jones, Deputy Leader of Neath Port Talbot County Borough Council, said: “This ambitious project has been two years in the planning process and we’re excited to launch the new campaign. When looking at a map of the south coast of Wales, Neath Port Talbot is the central point and the beating heart of the region. We’re well known for our heavy industry, but this contrasts dramatically with our epic coastline and our wealth of forests and parks. Some of the world’s most well-respected actors also hail from this area and we felt that the ‘Dramatic Heart’ was an apt way to describe everything that we can offer tourists to the area. “Through this campaign we want to attract people who may not have previously considered a short break in Neath Port Talbot. Rather than passing us by on their way to West Wales, we want to encourage all types of tourists to explore the area and take in its natural beauty. “I have been immensely proud of the resilience shown by the tourism sector locally when faced with the pandemic, we want to support tourism businesses in the area in a responsible way and we feel that with our wealth of outdoor spaces, visitors can feel confident and safe when enjoying a mini-break in Neath Port Talbot.” In line with current trends, the experiences have been tailored to give travellers mini-break options that include accommodation and activity options. To encourage overnight stays and to appeal to a broad audience, the experiences are themed around mountain biking, walking, heritage and adventure. As part of the campaign, visitors are also being encouraged to get behind the Visit Wales Addo campaign which is encouraging a safe return to tourism and hospitality for both visitors and businesses. Addo means ‘to promise’ in Welsh, and visitors are being asked to make a collective promise to care for each other, for the epic landscape and for the communities they visit. Neath Port Talbot County Borough Council secured funding for this project via the Visit Wales Regional Tourism Engagement Fund (RTEF). RTEF is supported through the Welsh Government Rural Communities – Rural Development Programme 2014-2020, which is funded by the European Agricultural Fund for Rural Development (EAFRD) and Welsh Government. 5

REVIEW OF COUNCIL TAX DISCOUNTS WILL SEE LETTERS SENT TO SOME POWYS RESIDENTS

Some Powys residents who receive a single person’s discount on their Council Tax will shortly be contacted by the county council. They will be asked if their circumstances have changed, since they made their original declaration, to determine whether they are still entitled to receive a 25 per cent discount on their bill, as the sole adult occupant of a property. Residents who are contacted will be asked to either respond by text message, visit the council’s website, and complete an online form, or complete a form on the back of the letter they receive. Postal forms will need to be returned to a Nottingham-based scanning facility that Powys County Council (PCC) uses to reduce its processing costs. They will also be asked to complete the declaration promptly, as a £50 penalty may be imposed if they do not respond, and the discount they are currently receiving could also be removed. Cllr Aled Davies, PCC’s Portfolio Holder for Finance, said: “The council is keen to make sure that anyone who is entitled to the benefit of a single person’s discount receives it, but we also want to ensure that only eligible residents do so. “You must always tell the council if your circumstances change, and this includes telling us about any additional people living at your address, even if it is a temporary measure due to COVID-19. Supplying false information is fraud and we will take action if we find that a criminal offence has been committed.” More information on the single person’s discount review is available on the council’s website: https://en.powys.gov.uk/spdreview For ALL Your Plumbing & Heating Requirements

What are trusts and why create one? A trust is a way of holding assets for a specific purpose and there are many reasons why a trust might be useful. The assets to be held in the trust are put into the names of trustees who are responsible for dealing with the assets in accordance with the terms of the trust. Trusts can be put in place during a person’s lifetime or under their Will. Some of the most common uses of trusts are as follows:1 Trusts for minors If assets are left by a will or gifted during a person’s lifetime to young beneficiaries it is usual to include trusts so that they will not receive the gift until they turn a particular age such as at 21 years. This is to ensure that they are old enough to deal with the inheritance responsibly. 2 Trusts for disabled or vulnerable people Where you are leaving assets to a disabled or vulnerable beneficiary it is often a good idea to place these assets into trust rather than giving the assets to the beneficiaries outright. If the beneficiary cannot manage money then a trust is helpful as the trustees would manage the assets for them. Also, if they receive benefits and / or care then the trustees can manage the fund for them whilst maximising any benefits to which they are entitled to.

We advise on: • Long Term Care and Fees • Wills • Powers of Attorney • Buying and Selling a Property • Court of Protection Applications • Probate Estate Administration & Trusts

3 Tax planning Trusts can be set up during a person’s lifetime or in their will to help with inheritance tax planning. The rules in relation to tax change all the time and are complex and so specialist advice should be sought when setting up a trust and existing trusts should be reviewed regularly to ensure they achieve their original aim. 4 Property trusts We often advise on placing properties into trusts in wills or in a person’s lifetime This could be to give a right to reside in a property but to ensure it passes to their chosen beneficiary in due course. It may be for example that an individual would like a spouse or partner to benefit from their estate but also want to ensure it ultimately passes to their children and not to future spouses or step children. There are many reasons why people set up trusts but the ultimate aim is usually to protect assets for future generations. Jennifer Melly Law advise on all aspects of trusts and can assist you to plan for the future through the preparation of Wills and/ or through setting up a trust in your lifetime.

GET VACCINATED IN TIME FOR CHRISTMAS, HEALTH CHIEFS URGE People who’ve not yet had their first Covid-19 vaccination are being urged to get the jab now to get ready for the countdown to Christmas season. Many of the festivities for last Christmas had to be cancelled due to the virus, and this year people who aren’t double-vaccinated by the time the season starts in November run the risk of missing out. Dr Keith Reid, Executive Director of Public Health in Swansea Bay, said that while 70% of young adults in the area have had their first jab, he urged the others to get their vaccination now. He said: “Much of the festive season in 2020 was a washout due to the necessary restrictions to keep people safe and protect the NHS. This year it’s looking likely that pubs and nightclubs will be operating in a more traditional way. “But the number of people getting the virus in Swansea Bay now is soaring with 2,737 new cases in the last week alone. It shows that the virus is still with us and we all need to play our part in preventing the spread. “Those who are eligible and haven’t had their first jab need to get their skates on because there’s a minimum eight weeks between the first and the second dose, plus a couple of weeks after the second dose to allow it to work. “So if you don’t have the first one soon you might not be double-jabbed in time for the big nights out in the Christmas countdown. “It’s easy to get vaccinated, it doesn’t take long and it helps keeps us and our loved ones safe.” Swansea Bay University Health Board have set up drop-in sessions at locations around the area so people can just turn up and have the jab. There’s more details here: https://sbuhb.nhs.wales/go/pfizer-covid-19vaccine-drop-in-sessions-for-adults-age-16/ Double-vaccination has been shown to be one of the best defences against the spread of the virus. Evidence has shown that people who have been double-vaccinated are less likely to get the virus if they come into contact with someone who’s got Covid-19 and if they do, the effect on their health is less damaging. Another advantage of being double-vaccinated currently is that you no longer have to self-isolate for 10 days if you’re identified as being a close contact of someone who’s tested positive for the virus and don’t show Covid-19 symptoms. Dr Reid said: “If you’re planning to be the life and soul of Christmas socialising and making up for last year’s lost clubbing-time then get your first jab now so you can be double-vaccinated in time for the party season. “Double-vaccination is also among the best ways people can protect themselves, their families and their relatives from the virus at Christmas. “Last year people weren’t able to do many of the traditional things like big family get-togethers because the risks were so great. “This year don’t run the risk of having to self-isolate at Christmas-time to protect your family. Instead, minimise the chances of that happening by being double-jabbed.” Cllr Leanne Jones, deputy leader of Neath Port Talbot Council said: “Being vaccinated is one of the most effective things any of us can do to keep ourselves safe, our families safe and protect our NHS. “The fact is that the virus has not gone away. We still need to carry on doing the right things like keeping our distance from others where we can and wear masks in shops and on public transport.” David Hopkins, joint deputy Leader of Swansea Council, added: “Over the last 18 months so many people have done such an amazing job keeping our communities safe. “All of us have had to adjust to new ways of doing things. Thanks to the effort of our communities supported by health, social care and so many others, great progress has been made. Being double-jabbed is just one of the simplest things to do to keep us all heading in the right direction.” 15

Dear Sir, With reference to the article in The Community Mag August 21 and regarding ‘Waterfall Country Park & Ride Service’ and the ridiculous ideas on this subject astounds the people of Pontneathvaughan. Cllr Annette Wingrave and Stephanie Evans do not know because they do not live in Pontneathvaughan, a tiny, pretty village that has been ruined by excess traffic parking from morning to night, 7 days a week, week in, week out, hail, rain or shine. We would like to know how it is that physically another bus is being sent into the village when there is a struggling normal bus route in PNV - alongside more cars, coaches, delivery lorries, camper vans, and a bike route on top of everything else, which take up what room there is already. Perhaps these councillors want to look at installing double yellow lines, one complete side of the road, to enable traffic to pass without threat to life and limb. The main road is far too narrow to have two sides for parking, especially when a vehicle approaches, resulting in vehicles having to stop dead in the middle of the road, in some instances leaving young children at the side of the road needing only a swerve to happen for an accident to occur. We have lorries delivering products parking on blind bends for god’s sake! There will be a death here if something is not done soon. Local people are putting up with this dangerous traffic situation every day. If you think that putting another us on these tiny roads will help cut down traffic you need to rethink the idea. People will not make their way into the village of Glynneath, as they will get on and off the bus at Lancaster Close. So, Cllr. Annette Wingrave, Cabinet Member, together with Stephanie Evans, Transition Director blah, blah need to do their homework before implementing these idiotic ideas - oh and do tell the visitors to take the extra rubbish with them when they leave. I wonder where these women live?? You can bet it’s not PNV.

FOR OCTOBER 2021

Photograph by Jeanine Bishopp. If you’d like to see your photo on The Weather Outlook send it to phil@communitymag.co.uk

Ystradgynlais Psychotherapy

by Jonathan Powell, Swansea Sound Weatherman

Following a September which provided us with some decent phases of dry weather and warm temperatures, October looks set to deliver its own fine spells, with at times, perhaps some unseasonable warmth. As the middle month of the season, and with the countryside around us reflecting the time of year, we can expect some spectacular scenery against the backdrop of blue skies to accompany any periods of warm and settled weather. This will also be reflected in the early mornings with a heavy dew on the grass, and mist patches hugging the rivers. However, these warmer conditions may well be quite fleeting with the Atlantic keen to action its intent, with wind and rain freshening conditions. This alternative theme of unsettled weather will most likely become the dominant force when looking back on October's weather. A slightly warmer than average month with precipitation on or around the average. Jonathan Powell, Monday September 13th 2021

NATIONAL EXCELLENCE AWARD FOR NPT COUNCIL

NPTBuyLocal, set up by Neath Port Talbot Council to link communities with businesses providing much needed deliveries and support during the Covid-19 pandemic has won a prestigious national award. The innovative council scheme - centred around an online directory - won the Association of Public Service Excellence (APSE) Award for the Best Public/Private Working Initiative in Britain during 2021. As well as the win for NPTBuyLocal, Neath Port Talbot Council also came close to winning the Overall Council of the Year Award being one of just seven British councils shortlisted for the accolade which was won by Telford and Wrekin Council. Neath Port Talbot Council was also shortlisted for three other service awards at the APSE Annual Charity Awards ceremony in Birmingham on Thursday, September 9th (in aid of Parkinson’s UK). These were : • Best Collaborative Working Initiative (with other public sector or third sector) - The Immbulance mobile vaccination vehicle (Neath Port Talbot Council working in partnership with Swansea Bay University Health Board) • Best Service Team: Facilities Management and Building Cleaning Service - NPT Council Access Managed Services (Cleaning Services). • Best Service Team: The council’s Cemetery and Crematorium Service. The council entered award submissions in a total of nine categories and individual other award submissions unsuccessful in the categories in which they were entered, still contributed to the council successfully reaching the shortlist for the Overall Council of the Year Award. These included submissions from the council’s Education Welfare and Wellbeing and Behaviour services and the council’s team which delivered the NPTSafe&Well service. The APSE Awards are specific to frontline services provided by councils in the UK. The awards are agreed by a panel of expert judges. This year, the awards included 22 categories, covering the vast majority of local services, as well as the Overall Council of the Year in Service Delivery Award. Paul O’Brien, APSE’s Chief Executive said: “On behalf of everyone at APSE I would like to say a massive thank you to all of our finalists – you are a credit to the communities you serve.” Cllr Leanne Jones, Neath Port Talbot Council’s Deputy Leader said: “We want to thank our residents for the great resilience and community spirit shown during the pandemic and for working with the council and supporting initiatives such as NPTBuyLocal – something which thoroughly deserves wider recognition.” Neath Port Talbot Council Chief Executive Karen Jones added: “To be have been one of just seven councils shortlisted for Overall Council of the Year during the turbulent 12 months we have all just been through is a real tribute to our staff’s dedication and commitment to keeping essential services going for our local communities, residents and businesses in, to say the least, challenging times. “I know that many members of the public showed their appreciation when our staff were out keeping these essential services going and that was very much appreciated - the APSE Award for NPTBuyLocal and the council’s shortlisting for the Overall Council of the Year Award is another acknowledgement of the commitment our staff have shown.” NPTBuyLocal can be accessed at https://www.npt.gov.uk/buylocal Before refurbishment After refurbishment

Hi Phil, I hope you are in good spirits and keeping well. Although I am now old I sometimes see or hear something of young mothers that reminds me of my own experiences of bringing up my children. It was absorbing, educative and often exhausting. This is a poem that your readers might enjoy, sharing many of the joys and exasperation that motherhood brings. With very best wishes, Anna Cole

Sweet Repose Peace while the infant whirlwind sleeps. At three all willing motion, funny, loving, angry, arch and wilful awake she occupies my mind. Running at break of day to share a bed, her icy limbs can strip off sleep like a blanket, but she warms her victim with a kiss. Later, single minded as a bee, she tidies what was neat into a rumple, insisting certain things be done her way, and I comply! Given to unexpected turns of speech, moody and gay, daily exploring dance forms, she invents new ones and resets tunes with unfamiliar texts. Growing in grace like a lion cub, she is too wild. But now she sleeps and I can repossess my mind O brief and heady tenancy!

24

Enjoy the moment, pause to think, and catch some part to catalogue of her, my sweet creation, captured in the net of sleep. *****

PLEASE RECYCLE ALL YOUR OLD BATTERIES AND ELECTRICALS

Powys County Council are urging residents to recycle all their old batteries and battery powered electrical, rather than putting them in the bin. Across the UK each year, the equivalent of 22,000 tonnes of batteries are disposed of, with only one third being recycled properly - the rest end up in the rubbish bin. These old batteries that are just thrown away can be dangerous. When collected along with other rubbish or recycling, the batteries can be unintentionally squashed, compacted, punctured, shredded, or soaked in liquids. When this happens, often the chemicals and other harmful contents can cause damage to the environment, while some types of battery can get

very hot or even ignite. It’s not just the everyday batteries that need to be recycled correctly. Many batteries can be found in portable electronic devices such as laptops, tablets, mobile phones, cameras, power-tools, remotecontrolled toys, drones, electric scooters and even e-cigarettes. “It is really important to make sure we don’t throw out our old batteries and battery powered electricals with the rubbish” explains Cllr Heulwen Hulme, Cabinet Member for Waste and Recycling. “Not only because these items should be recycled, but for safety reasons too. “Items such as batteries and other electronics can all be recycled safely at the Household Waste Recycling Centres [HWRC]. Many supermarkets, libraries and schools also have safe recycling points for small, household batteries. “Batteries should always be removed from unwanted goods and recycled separately. By recycling batteries responsibly, and never throwing them out with the general rubbish, we can not only boost our recycling rate, but also make sure they end up in safe, specialist, battery recycling facility.” For more information on what materials can be recycled in Powys, please see out online recycling guide: https://en.powys.gov.uk/article/7744/A-to-Z-of-waste-and-recyclable-items

VISITOR: JAY WELSH NAME: YSGRECH Y COED Now that fledglings have left their nests and, for the most part, there are no territories to defend, it is not unusual to see flocks of mixed species of birds foraging together while food is plentiful. The jay, however, prefers to spend its time alone, with even established partners spending much of their time apart. Jays live mainly on tree seeds, and have a particular penchant for acorns. It is only natural, then, that their habitat of choice is woodlands, although you may spot a jay at this time of year burying seeds and acorns in your lawns or borders, finding a different hiding place for every single seed! Aside from seeds they will also eat carrion and eggs. They will travel up to 2½ miles to find acorns, which they can carry -up to 9 at a time, although 3 is more usual - in their bill and their adapted gullet. The Jay is a member of the crow family, It has a pinkish-brown body and a black tail with bright flashes of azure on its wing tips and a white rump. They are generally quite shy birds, and will spot you long before you’ve spotted them. You are certainly far more likely to hear them first with their harsh scream alerting all other birds in the area to your presence. You may provide some temptation to visit your garden with peanuts and scraps, but you are far more likely to see one using your garden as a stash for the seeds it has collected. Numbers of Jays in the UK are healthy and there is no concern of endangerment. When acorn crops are poor in parts of Europe numbers of UK jays can be supplemented by an influx of their European cousins.

FAVOURITE FACT:

A Jay can stash up to 5000 acorns during autumn. 35

PRINGLES TUBES AND OTHER PAPER CONTAINERS WITH METAL ENDS CAN NOW BE RECYCLED AT POWYS HOUSEHOLD RECYCLING CENTRES

Powys County Council, in partnership with the Alliance for Beverage Cartons & the Environment (ACE UK), is launching a new recycling service for paper containers with metal ends, such as Pringles tubes, hot chocolate, nuts and other products. Powys residents can now recycle these containers alongside food and drink cartons, such as those made by Tetra Pak at the Household Waste Recycling Centres (HWRC) in Welshpool, Newtown, Llandrindod, Brecon and Lower Cwmtwrch. The new service is the result of an agreement between ACE UK, which operates the dedicated food and drink carton recycling service available in the county’s HWRCs, and packaging manufacturer Sonoco Consumer Products Europe. Councillor Heulwen Hulme said: “Previously paper containers with metal ends such as Pringles tubes could not be recycled in Powys, so we are delighted that they can now be recycled along with other cartons at our five HWRCs. We know that Powys residents are keen recyclers and will be happy to take full advantage of this new service.” Richard Hands, CEO of ACE UK said:”ACE UK has been successfully running the industry’s recycling programme for the last 15 years, driving significant increases in carton recycling as part of its role as the UK’s food and drink carton industry trade body. Whilst our primary focus remains on increasing carton recycling, our recycling bank network and the expertise and experience we have developed will deliver an immediate solution for Sonoco Europe’s paper containers with metal ends, helping to create a step change in recycling for these products.” Check the online recycling guide to find out what materials can be recycled in your weekly kerbside collection and at the HWRCs: https://en.powys.gov.uk/article/7744/A-to-Z-of-waste-and-recyclable-items 37

Cymru Versus Arthritis wants to ensure that people in Wales with arthritis, a musculoskeletal (MSK) or related condition (e.g. fibromyalgia, gout, lupus) have the support and information they need to live well with their condition. We run a number of services for adults and young people including support groups, signposting, courses and activities. In September, our first support group for the Ystradgynlais area met in Cwmtwrch Miner’s Welfare Hall. These groups aim to provide an opportunity for people with arthritis and related conditions to speak with others, who understand what it’s like to live with a long term condition. To share information and experiences, and have a chance to take part in courses and activities e.g. self-management and exercise. The groups are free to attend and are open to anyone in the area. If you can’t attend a face-to-face meeting, we also hold online groups and courses or can provide support over the phone, by email or post. Our website: www.versusarthritis.org has a wide variety of information, along with free booklets which you can order or download. And our Helpline Advisors are available Monday-Friday, 9am-6pm - freephone 0800 5200 520 or email: helpline@versusarthritis.org If you would like to know more about local support, please contact Zoe Thomas (South Powys Coordinator) on z.thomas@versusarthritis.org / 01792 962784. Free social activities for those over 75 living in Wales A new programme of free social activities is being rolled out across Wales to help enrich the lives of those over 75 and provide companionship and fun. Run by the national charity Re-engage, the two-hour sessions include gentle activities such as dance, chair yoga, tai chi or skittles, followed by a relaxing cup of tea and light refreshments. All activity sessions take place in local community spaces on a fortnightly or monthly basis. Project Manager Gavin Stewart says: “Our groups are fun, friendly, completely free and provide an opportunity to get out of the house and meet like-minded people.” There are currently eight groups running in South Wales, including in Newport and Llanelli, and there are plans to expand the programme and form more groups in mid and North Wales. Volunteer drivers take activity guests to and from sessions and the charity is always looking for additional volunteers who would be interested in taking on this role. For those with access to the internet, the charity also provides free, weekly online activity sessions. Each 90-minute session includes around 45 minutes of gentle exercise, plus time to get to know others in a friendly, sociable setting. Advice and support is offered to anyone considering attending an online course who has not participated in one before.

To sign up or find out more

Call 0800 716543 or 02922 801 802

Email info@reengage.org.uk or complete an online registration form at www.reengage.org.uk The charity would also love to hear from anyone who has an idea about a particular group activity that they would like to take part in. 41

In these modern times of ‘on-line’ traders, itinerants and self-employed fitters, buyers should be aware of the risk. Most floor coverings boast 5 - 25 years wear/stain warranties BUT the manufacturers will only receive claims under guarantee from retail shops *. So, you will need a genuine invoice, with genuine contact number, an authenticated VAT number and a receipt for your cash. You are, thereafter, reliant on your Facebook contact still being current if and when you need help. * We recommend that you ensure that you will be give paperwork to cover your purchase.

NEW INCLUSION PLATFORM LAUNCHED FOR CHILDREN WITH ADDITIONAL LEARNING NEEDS

50

A new inclusion platform that will ensure that there is a collective approach to meeting the needs of children and young people with additional learning needs has been launched by Powys County Council. The new platform, which has been named Tyfu, will also allow the council to meet its statutory duties under the new Additional Learning Needs and Education Tribunal (Wales) Act. Tyfu will enable early years settings, schools and the council to create one-page profiles for pupils, upload universal learning provision plans and monitoring details. It will also be used to create individual development plans for pupils with ALN, make direct referrals into the council and create personal education plans for children looked after. The platform is continually evolving to include new modules to help all children and young people. The introduction of Tyfu will help the council to meet one of the strategic aims in its Strategy for Transforming Education in Powys 2020-2030 – to Improve provision for learners with special education needs / additional learning needs – as well as meeting the Future of Special Educational Needs (SEN) / Additional Learning Needs (ALN) in Powys strategy. Cllr Phyl Davies, Cabinet Member for Education and Property, said: “Tyfu will allow all settings, schools and the council to have a fully integrated platform to help meet the needs of all children and young people with additional learning needs. “Tyfu ensures that the child or young person and their family is at the centre of the all the work that is being undertaken to support the ALN needs of the child or young person. It allows a truly multi-agency approach to supporting those needs and sharing information. It will help us to achieve our vision for ALN learners: to ensure that all children and young people in Powys, who have emerging needs or ALN, are supported in the right place, at the right time, with the right services, to enable them to reach their full potential.” Should parents/carers or young people wish to discuss Tyfu, please contact your schools Additional Learning Needs Co-ordinator (ALNCo) who will be able to explain how it will be utilised in school. If you would like to speak to the council about Tyfu, please contact tyfu@powys.gov.uk

I am regularly asked about the re-fixing of ‘unsafe’ or unstable memorials, so I thought I would cover this sensitive subject here. The first thing to say is that Burial Authorities, Churches and Chapels have a responsibility under Health & Safety legislation to take reasonable steps to ensure memorials in their cemeteries present no risk to the general public. It follows from this that these authorities must carryy out regular safety inspections, and are obliged to protect cemetery users. When re-fixing memorials we ensure that the memorial has a foundation that is in line with current regulations. It is also vitally important that a ground anchor is in place and that it is correctly fitted. We also re-dowel the headstone in line with current standards. Finally, it is preferable to bolt the base of the memorial to the foundation to ensure that this joint does not fail in years to come. All memorials must meet with British Standard 8415. If you have a memorial that is causing you or a Burial Authority concern, please get in touch for a free inspection and quotation.

PICTURES, POEMS, POINTS OF VIEW – COUNCIL SEEKS CREATIVE FEEDBACK

Neath Port Talbot Council is inviting people of all ages who live and work in Neath Port Talbot to send in videos, poems, essays, and pictures as part of its Let’s Talk campaign. The campaign, launched in July, is aimed at using the views of people who live and work locally to inform the Recovery Plan for Neath Port Talbot after the Covid-19 pandemic. The campaign does not ask people to respond to any proposals – its sole aim is to invite them to talk to the council about what matters to them most and what they’d like Neath Port Talbot to look like, five, ten and 15 years into the future. The Let’s Talk campaign has been visible on posters on signs and many other places – online and offline – with people asked to communicate their ideas for a better NPT in a variety of ways, such as visiting the website www.npt.gov.uk/letstalk, looking out for #LetsTalkNPT online, emailing via letstalk@npt.gov.uk or go straight to the council’s online questionnaire here : https://wh.snapsurveys.com/s.asp?k=162645354073 . But you can also get creative – by sending in pictures or videos of what you really like in the area – and what you really don’t like and there will also be a chance to write poetry or essays about where you live and how you’d like that place to be in the future. The idea is that you set the agenda for recovery from the pandemic. And all those who complete a Let’s Talk survey form can enter into a prize draw – details and terms and conditions here: https://www.npt.gov.uk/29613 . Whether it’s a short clip explaining your views in somewhere like Gnoll Country Park, or one of our valley areas or the seafront at Aberavon Beach - we want to see and hear your creative content. You can send your pictures and videos to letstalk@npt.gov.uk. (Large files may have to use formats such as Dropbox). You can also DM us on our social media channels and tag us in your Instagram story. Instagram users can create a video on their own story and tag us in it by using @nptcouncil. Videos will only be live for 24 hrs so we would ask those using the format to save the content for us. People can direct message us text/image/video on Facebook and Twitter messenger via our page directly. More than a thousand people – including some as young as three years old - have already given their views. Here are just some examples the campaign has gathered so far of what matters to people most in terms of Neath Port Talbot’s future: • That the community spirit grows. • Local businesses thrive. • People being connected to nature. • The council ‘putting NPT on the map’ in terms of some of our magnificent local attractions. • Looking after and developing our environment. • Green spaces, peace, spaces to improve wellbeing, leisure facilities, walks. • Heritage and its preservation. • Safe, vibrant towns. • More police officers and more funding for them. • Bringing more shops to our high streets. • Greater support for carers.

58

And here are some answers to survey questions from local three-year-olds… • Q What matters now? A Mummy and friends. • Q What matters for the future? A Superheroes, playing and being happy. • What matters now? Bella the princess. • What matters for the future? Playing with horses.

Need advice? Antonina is here to help!

Dear Antonina I am having terrible trouble sleeping and am worried as it seems to be getting worse. Nearly every night I fall asleep in front of the TV on the sofa, early evening after supper and then wake up at about 1am when my flat goes cold. I go up to bed and then go on my phone until I fall asleep again at around 4am. I wake up at 5.30am when my alarm goes off feeling really tired. I have tried all sorts of things to try and get a good night’s sleep including sleeping pills from the doctor to knock me out but I feel rough on them. I feel down and on edge all the time. I am finding it difficult to concentrate in work as I have a new job in a big warehouse. Good job I live on my own now! Dewi Dear Dewi, I am sorry you are struggling with your sleep and that you are feeling so down and on edge, but you are not alone. Almost 1 in 5 people in the UK have trouble falling asleep every single night. There has been a lot of research on the impacts of lack of sleep: irritability, over-tiredness, poor concentration, memory loss, depression & anxiety and a weakened immune system - to name but a few. Well done for being aware of how your current sleep pattern plays out. However, it is not just about the quantity but the quality of sleep which is important. I have helped many clients overcome similar issues. I suggest they experiment by changing one part of their routine at a time e.g. changing what/when they eat, times they go to bed, getting rid of devices emitting blue light 1 hour before sleep time. Although there are recommendations regarding amount of sleep, some people need more, and others can cope with less. You will need to work out what works best for you and then get into a sleep pattern which will help you to function to your optimum. Here is a quick checklist which may help: • Avoid stimulants like coffee and alcohol before bedtime • Set temperature stat between 60 to 67 degrees Fahrenheit (15.6 to 19.4 degrees Celsius) for the most comfortable sleep. • Use blackout curtains and switch off all lights • Keep all electronic devices out of the bedroom • Get natural light during the day • Go for a walk or exercise at least 20 minutes per day You have not mentioned if you are on any other medication or are experiencing

any other symptoms, so it is worth ruling out any physical conditions with your GP. Although you mention the prescribed sleeping tablets, there are a number of overthe-counter herbal products to aide sleep. You can also use magnesium bath salts or supplements which have relaxing benefits as well as being an important mineral for your nervous system. I tend to find that the clients I have helped with insomnia experience pervasive thoughts which become more heightened at night. This may be due to worries about work, health and finances and this keeps their minds in overdrive. Stressful life events or trauma e. g. the death or illness of a loved one, divorce, or a job loss — also may lead to insomnia. This then turns into a cycle which is worsened by the lack of sleep. Learning to use my Deep Relaxation and Pattern Breaking Techniques have helped many of my clients achieve a healthy sleep routine and a happy and healthy lifestyle, waking up looking forward to and being excited by the day ahead of them. I look forward to discussing how these techniques may also help you to overcome what can become such a debilitating issue. Antonina I look forward to receiving all your letters in the coming months and encourage you to keep on writing with confidence as we edit and anatomise any we print. If your letter is printed you will get a free consultation. We can’t possibly publish every letter but as a special anniversary offer for the next 6 months anyone who writes in will receive a free consultation. Email your letters to antonina@communitymag.co.uk or write to the usual address.

If you’re in the mood for Mexican food, these tasty quesadillas are quick and tasty. Using the ready made salsa cuts out most of the work. Okay, it’s hardly haute cuisine, but makes for a good night in with a movie! Serves 4.

INGREDIENTS (serves 4)

cook until chicken is no longer pink in the middle. Set aside to cool.

4 x Chicken Breasts 8 Flour Tortillas 200g Cream Cheese (Philadelphia) 300g Jar Salsa (mild or hot) Jalapeno slices (optional) 2 Green Peppers 2 Spring Onions or 1 Red Onion 250g Grated Cheddar Sour Cream to serve (optional)

Using a medium sized bowl, mix the cream cheese and salsa until well blended. The beauty of this is that you can choose the heat you want by the salsa you use. You can also cut down the calories a little by using a ‘light’ cream cheese if you want to. Spread the cream cheese/salsa mix on 4 of the tortillas. Place cooked chicken, green peppers and sliced onions on top of the mixture, and cover with grated Cheddar cheese.

Place remaining 4 tortillas on top and Preheat the oven to 180 C / Gas mark 4. cook on a nonstick baking tray until Dice the chicken breasts into small 1cm cheese is melted and the top is golden cubes and season with salt and pepper. brown. You could also add a tiny little pinch of Slice the quesadillas into quarters, chilli powder & cumin to suit your own serve and enjoy!!! taste. Heat roughly 2 tablespoons of sunflower oil in a large frying pan and sauté green pepper and spring onion for 3 minutes. Add the chicken and
