4P’s Benefeciaries receive two-month Active Members of Pay out Jemira Tabao-ican KTODA, declines 1,400 Pantawid Pamilya Pilipino Program (4P’s) beneficiaries of Kapangan Municipal Social Welfare and Development (MSWD) received their two month pay out on February 6, 2018.

Kapangan Tricycle Operator Drivers Association (KTODA) conducted a special meeting on February 8, 2018 at Sayeg Building. Tackled the declining number of active members and clarifying on membership operators of the organization. Based on the record, KTODA started with 93 registered members as of March 29,2005 but only 31 is presently active. stated that the minimum wage daily is around 400php and the lowest is 200-300php per day which is not enough to sustain their family needs .He also added that their gain depends on the number of their passengers. Vendors are requesting that the Municipality should pay the BIR of this small bussinesses because this is a big burden for them, especially that they need to renew their revenue and sometimes their income in the market is not enough to pay for it. For the vendors it would be a big help for them if this will happen. Kapangan’s Public Market has been providing the daily needs of the community.

However, the vendors are struggling to sell their products. On daily baisis their income is below their qouta, according to the vendors they need to increase the price of their goods because they need to pay other fees such as rental , electricity, water and transportation of products. local taxes, this mandates that every bussinessman should pay their taxes, while the rent of the establishments was not a big deal because they have the least rent fee and the bussiness owners are the ones who are responsible in making their bussiness productive,”. On the other side, the market goers is complaining about the prices of goods in the market. It is too expensive for them and they cannot afford it. But they do not have a choice because this is the only public market that they have. With this, the Mayor assured the monitoring of the price with the help of Departmet of Trade and Industry (DTI) because there might be overpricing on the goods. He added that there will be a time that they will conduct a surprise inspection at the market to know more issues from the community. In addition, the municipality is also doing their best to improve the public market. There is a proposal submitted that request for a four-storey building to improve the public market and they hope and pray that this will happen.

(BHWs), teachers, Benguet State University (BSU) Elementary Education practice teachers and the community from the different sitios. Also, the activity is done to maintain a healthy environment of the barangay and to lower the breeding sites of mosquitos carrying dengue and to ensure the safety of the community from the said disease.

The said project is done every Monday after flag ceremony where two parents are scheduled to serve as their advisers. Accordingly, parents advice to pupils are regarding their school attendance, academics or schooling, importance of characters and the negative effects of bullying. Dad Signed Memoradum Aso mo, Tali mo Casey Antonio

Kapangan Mayor Manny E. Fermin signed the Memorandum No. 05s 2018, aso mo, tali mo in the pursuant to RA 9482 known as the anti-rabies act of 2007 which aims to control and eliminate rabies cases in the municipality. The memo was immediately implemented on February 5, 2018. Based on the memo, there are limitations set for the dog owners. The dog owner is responsible to keep their dogs within their premises to ensure the safety of the public and for them to guard their dog from trespassing. They must not allow their dog to roam around the streets or any public place without a leash. The length of the leash shall not be more than 1.5 meters (5 feet) and the required dog tag shall be attached to the dog collar/harness. Furthermore, the owner must not allow the animal to defecate on another person’s property, on any street lane, boulevard and pathway or on any public place. If unavoidably, the animal defecates on the said places, the owner is responsible for the proper collection and disposal of the wastes. Also, the dog owner should be liable for any damage to

property and/or injury to person, including medical expenses and other incidental expenses, caused by their animal while outside their premises or within their premises with the owner’s permission. In addition, within 24 hours any dog biting incident must report to the concerned officials for investigation or for any appropriate action. The dog should be placed under observation by a government or private veterinarian. Suddenly death of any dog should also be reported immediately. The said memorandum was floated to the office of the Municipal Agriculture, Rural Health Units, Barangay LGU, Municipal Disaster Risk Reduction Management Office, Municipal Police Station, DepEd Kapangan District and other concerned offices as of February 9, 2018.

20 years old miner Marfil Aliba, a resident of Gadang, Kapangan died at Mangga Tuding, Itogon Benguet due to suffocation after he entered alone at the depth of the tunnel where he inhaled the mine gas at site on February 8, 2018. According to Kagawad Ricardo Buyano who witness to brought the remains to

Barangay Gadang. The rescuers reported to him that, Marfil entered alone to the deep tunnel that suffocates him and the toxic smell of mine gas added on his sudden death. Mine gas is easily detectable by smell and contains dangerous toxic into the body, and can cause death within a few minutes. “Inbaga jay kakadwa na nga minero, napan isuna jay pinaka-uneg ket ada

ti naangot na nga gas tapos naibusan ti angin nga gaput nakatayanan na,” said Vyoleta Ayomen, elder sister of Marfil. Without further investigation, the body was found by his co-miners immediately after the incident. On February 9 at around 3am his remains was sent to their home in Gadang, Kapangan.

MSWDO Reminds Workers on Submission of Reports Lea Alsay

The Municipal Social Welfare and Development Office (MSWDO) reminded the Child Development Workers on the submission of Supplementary Feeding Program reports during the first monthly meeting held on February 5, 2018. MSWDO Coordinator Marlon Baso reminded the workers on their accomplishments and financial reports in order to plan for another program or activities. In addition, he also emphasized the plans or set of activities for the year of 2018 such as the Brigada that aims to prepare for the Child Deto page 7 DAYAO...from page 1 He also asked the Kapangan community to respect and support PSI Dayao and help in the observation and ensuring the municipality as drug-free and zero-drug record. Kapangan Maintains Drug-Free municipality Jovilyn Manoling

Municipality of Kapangan was declared drug free as of 2016 while last January 2017, it recorded zero drug related issues said by Deputy Chief of Police PI, Dick K. Lantogan from the Municipal Police Station (MPS). DCOP Lantogan mentioned that even if the municipality was declared as drugfree, the government and private sectors will continue coordinating on the maintenance of the record and the safety of the community. It will also serve as a support on the nationwide anti-drug campaign by President Rodrigo Duterte’s administration. Drug Enforcement Unit (DEU) of KMPS together with the local government unit, religious sector, and some barangay organizations head the campaign and the implementation of the Municipal Tokhang Advocacy Coalition. “Ti barangay ket tumulong nga agmonitor ken iti religious sector ket agsao kuma maipanggep iti illegal drugs,” (Barangay local government helps in monitoring as well as the religious sectors will hopefully help in the said campaign) he added. The participating agencies will also be conducting door-to-door visitation and consultation on the concerned community or individual. Accordingly, KMPS conducts checkpoints on all in-

tersections to monitor and avoid illegal drug transportations. Information dissemination of illegal drug campaign during barangay and school visitation using Information Educational Communication (IEC) materials are conducted by the MPS personnel. Lomon Elementary School Principal Harvey Banciong stated that there are no drug issues in the school being reported. He also added that KMPS personnel are occasionally conducting school visit for monitoring and other purposes. According to Kagawad Felix Kiwas of Central Kapangan, KMPS conducted seminar about drugs and Awareness of Mental Health Depression that involved Kapangan Central High School and the community on February 10, 2018. Maintenance of the zero record of Kapangan is essential to Philippine Drug Enforcement Agency (PDEA) to continue the validation of a drug free municipality in partnership with the local government unit, barangay officials and woman’s brigade.

Strategies on Maintaining Public Safety in Kapangan

As of the year 2017, Kapangan was awarded as the second safest municipality because of their low records of crimes; usage, trafficking, and operation illegal drugs; and other incidents like fires and the declining of vehicular traffic accident. According to Deputy Chief Police Inspector Dick K. Latogan, the municipality is far from urban places, and has low number of population. In the municipality, most of the community residents knew each other so strangers in the municipality were easily identified. Community residents are participative in monitoring their own residence so there was an easy report of any suspected outsiders. The municipality’s Peace and Order Committee (POC) composing of the Municipal Local Government Unit (MLGU), Municipal Police Station Office, Bureau of Fire Protection, and the Barangay Local Government Unit (BLGU), is conducting different strategies in different barangay and sitios to campaign for the safety of their community. For the Municipal Police Station (MPS), they produce different Information Education Campaigns (IECs) in the different barangays and sitios. Aside from the IECs that came from the National Office, the MPS initiates in producing their own IECs such as leaflets and tarpaulins. They also conduct communication activities such as trainings, seminars about the effects of drugs; anti-bullying; Violence Against Women and Children (VAWC) to communities; illegal gambling; especially for students. This They also conduct checkpoints at the different entrances and exits in the municipality. Deputy Chief Latogan added that boarding houses were monitored to ensure that there will be no transactions of any illegal activities particularly in repacking of the illegal drugs.

With this, boarding house owners allows the monitoring and inspection of each room. The community was also obliged to follow the implementation of curfew hours starting 8:00pm onwards and store keepers are no longer allowed to sell liquors. As for the municipality’s crime incidents, there are two cases of illegal transportation of marijuana that came from other places. In addition, there were handful cases of homicide. However, there are four and five cases of suicide. For the Bureau of Fire Protection (BFP), they conduct communication strategies for information dissemination about fire. “The IEC materials such as tarpaulins from the Bureau of Fire Protection is counter parted by the Municipality in printing municipality and we also produce our own IECs because the IEC from the national office is not enough. We also conduct periodic inspection and monitoring to various establishments like boarding houses, schools, dormitories, households, and MSWDO...from

They also conduct different communication activities such as trainings, and seminars to tackle about the hazards of fire, prevention of fire, and to widen the community people’s awareness about the destructive effects of fire. They also adopt the culture in the municipality, so aside from their mandate of fire fighters, they also participate in maintaining the municipality’s’ programs and services for its people. They respond in forest fires, emergency medical services, and serve as lecturers in programs. They also serve as escort and first aiders for the municipal’s tourists when requested and do rescue activities in rescuing during disasters like typhoons, earthquakes and accidents such as car accidents. They also train Barangay Fire Brigade to act as fire first responders in time of emergencies that are too from the fire station and other concerned agencies.

A

letter from the office of the Provincial Governor informed the Municipal Agriculture Office (MAO) of Kapangan through the office of Hon. Manny E. Fermin about the Young Farmers Exchange Program- Technical Intern Training Program (YFEP-TITP), application and screening of applicants for their four Supervising/Accepting Organizations in Japan. The following organizations for Kochi, Ehime, and Nagano Prefecture, Japan are Kuroshio Agricultural Development Cooperative (KADC) Kochi, Kochi Tobu Agricultural Development Cooperative (KTADC), Farmers Cooperative (FC), and Japan AgriculturalExchangeCouncil(JAEC). In line with this, the Provincial Office is requesting the MAO of Kapangan to undertake screening and evaluation of their Municipal applicants and indorse at least 37 candidates (33males and 4females) until April 23, 2018

Must be physically and mentally fit for the agricultural training. Must have a good community standing and at least have 50% Benguet blood and not only by affinity and residency. Must have at least 2 years of continuous

farming experience with existing farm facility where to apply the skills to be acquired from japan. Must not have participated in any similar training programs in the past; (PESO-JITCO-TESDA) m)If he/she has brother or sister undergoing the same training in either Kochi, Ehime and Nagano Prefecture, Japan, he/she should not apply in the same prefecture. Must not be relative of the endorsing and recommending officials up to the third degree of consanguinity. Kibungan death case raises debate; provincial level discussion to follow Noarah Paul and Riemon Balan-eg

During the first quarter meeting of Kapangan District Hospital (KDH) Inter Local Health Zone (3K ILHZ) held last February 7, 2018 at Saint Luis University, one of the highlights of the meeting was the discussion about a maternal death case in Kibungan. According Kibungan Municipal Health Office, the patient is 29 years old and is a resident of Nalbengan, Kapangan, Benguet. On September 2017, the patient was said to experience abdominal pain. They went for a checkup at Benguet General Hospital (BGH) on October 3, 2017 and it was found out that she is conceiving a child. They went back to BGH for a follow-up checkup on October 30, 2017 and she was found out to have single, live, intrauterine pregnancy for 13 weeks and two days. Moreover, the result of the ultrasound showed that the patient’s placenta was not well localized, her amniotic fluid is adequate, and her cervix is closed. On November 14, 2017 at 9 PM, the patient was reported to experience abdominal pain. At, 10 PM the patient had abdominal pain again, and her skin became clammy. Her partner decided for referral but patient said they will wait awhile. At 11:30 PM, the patient was announced dead. According to Dr. Hydre Nga-ew, head of Kibungan MHO who attended the patient, she died because of T/C Acute Mesenteric Ischemia probably secondary to amniotic fluid emboli which is a maternal death case. “From all the information we had about the patient, I think that was the closest diagnosis I can give,” says Nga-ew. Based from the patient’s medical record, she had no history of chronic illness, allergies, hypertension or asthma. She had no

history of previous operations and recent hospitalizations as well. But according to the husband, the patient was hospitalized for a month when she was born because her umbilicus remained open. Provincial Health Office representatives who were present in the meeting and the ob-

Mathilda Luis, midwife of Kibungan MHO, said that the reason for this is because whenever they ask the patient about her records, she always answers that she does not know. Dr. Nga-ew added that they interviewed the husband but he has also poor reliability. However, Dulay and Vanadero said that the Kibungan MHO still have shortcoming on getting information from the patient. Dulay said they should have determined what part of the abdomen was in pain also because if it is not in the lower part, then probably it was is not related to the pregnancy. Due to this, strengthening patient’s records was also discussed during the meeting. Since, there is no conclusion whether the case was a medical or maternal death, Dra. Nora Ruiz, Provincial Health Officer II suggested a follow-up discussion regarding this issue. “This should be discussed on the provincial level and all data and records of the patient should be gathered.” Ruiz said. She also added that they will invite a surgeon, medical experts and the doctor who attended the patient at BGH to review the case. The members of the 3K ILHZ board agreed but no specific date was set for the planned discussion.

1st Balakbak Market, Officially Open to Public Crizal Adcapan

Balakbak Public Market officially turnovered to the Community on February 07, 2018 at Proper Balakbak, Kapangan, Benguet. A turnover was spearheaded by Hon. Alex T. Mencio, Barangay Chairman of Balakbak and Mr. Julio M. Peping, the President of TAMBOLE Farmers Association. Balakbak Public Market is a Community Sub-Project that costs Php1, 146, 226.23. The fund came from KALAHI-CIDSS Grant who gave Php1, 079, 066.98. The Municipal Local Government Unit (MLGU) also contributed Php63, 784.25 and the Barangay Local Government Unit (BLGU) added Php3, 375.00. The Project started September 2017 and was accomplished this February 2018. According to a resident of Balakbak, she is expecting a big and wide building but it came out that the newly constructed market was small. Nevertheless, she is still happy because organic vegetables and meat will be accessible in the community unlike before that they have to travel as far as Baguio to buy vegetables, meat and other goods.

“The construction is small since there is no public land for the building and there is only limited budget,” said Hon. Alex Mencio during his talk at the ceremony. “We just utilized the resources available for the project,” he added. Moreover, Mr. George T. Balanggoy, the BSPMC Chairperson shared during his talk that materials are insufficient during the construction. “The water and food is not sufficient for the construction and

for the workers,” said Balanggoy. However, the project will not be successful without the help of the MLGU and the Municipal Social Welfare and Development Office (MSWDO) that gave cash and rice donations and the community that aids in the manpower. Balanggoy thanked the community’s support which contributed to the project’s success. “Alone, we can do so little; Together, we can do so much,” Balanggoy ended.
