State of calamity on ASF outbreak strengthens gov’t, hog industry responses By Marites B. Paneda - PIA/IDPD

President Rodrigo Roa Duterte’s declaration of national state of calamity by virtue of Proclamation No. 1143 due to the African Swine Fever (ASF) outbreak will not only address the hog problem but allows allocation of funds. Department of Agriculture (DA) Secretary William Dar said that the proclamation is the much needed ‘shot-in-the-arm’ as it will allow local government units (LGUs) to set aside their Local Risk Reduction and Management Fund or commonly known as calamity fund for quick responses. The LGUs could also allocate funds for the prevention, mitigation, preparedness, response, rehabilitation and recovery that may be brought by ASF incidence in

their respective areas. The declaration of state of calamity also gives swine industry stakeholders enough time to build defenses for areas that remain unaffected by a COVID-like pandemic of the hog sector. PIA Bulletin Online 4
