THE STAR AND LAMP OF PI KAPPA PHI SUMMER 1974

PLUS FIVE PROGRAM BEGINS

This academic year will be the first step on this road to building our chapters to positions of excellence. This program will be called "PLUS FIVE" Indicating that each chapter will be challenged to initiate five more men this year than last year. "Plus Five" will last for one year,to then be re-evaluated for updating,and hopefully the next step In the program. On any given campus there are one or two fraternities that have establishe d themselves as being fraternity chapters of excellence. Over the years, these fraternity chapters of excellence have built a prestige upon their ability. Their ability ranges from making a consi stently high scholastic standing, winni ng Intramural championships, producin g leaders for various campus organizations, having Involved and interested alumni, and political influence. Gene rally speaking,they have superior housing and a broader social program than the less excellent fraternities. An overall study,concurred in by all national fraternities,shows a direct relationship of these success factors to one thing—chapter size. These fraternities that have such a high value of membership In a majority ofthe cases do not include Pi Kappa Phi. Before you extend the argument of "loss of brotherhood" or "quantity versu s quality," It needs to be made clear that the size of most of the top fraternity chapters is not overwhelmingly large , and Is usually between 40 and 70 members. Most of our PI Kappa Phi chapters are average, or below average, In size when compared to other fraternity chapters. The quote,"Average is the worst of the best and the best of the worst," will apply in many ways to this situat ion.

The chapter with more members has more brothers in the truest sense of the word—therefore, more friends. With more available members (as well as leaders),the planning and execution of new programs Is more easily accomplished with a minimum of time and effort expended by everyone. The overall chapter attitude is more positive, and with the proper attitude there are more energy and ideas available. An obvious advantage to having more brothers In the increased Income and the various economic benefits derived. With more money, the chapter's various programs can be much more meaningful and in greater depth. Easie r

upkeep of the house, more diverse cultural and social activities, parent activities, better food,Increased alumni relations, and, yes, even better housi ng facilities, as the chapter has proven It is financially and attitudinally prepared to handle larger and better things! It Is much easier and more rational to desir e new housing after building the membership than to use the irrational approach that a new house will "brin g them in." With an Increased base of manpower, the recruiting program itself is much easier to conduct,as more friends are available as potential members. Contacts are increased also. More

members can bear the burden of a larger recruiting effort, thus maximizing the personal contact and minimizing the actual "work." The larger chapter has a natural diversity. Members from all segments of society and campus areas strengthen the true fraternity concept. Diversity and its unity Increase the desire for membership. An additional result Is the wide range of campus Involvement, again adding to the fraternity's image. An influential power, If not outright political power, Is an attribute of a successful chapter. Student government, IFC, professional organizations—even sororities —are swayed by this power. With other positive community and campus programs, It is not unrealistic to see chapters have impact on decisions made by Deans, Vice Presidents, and even Boards of Trustees. This political power is not a direct result of numbers but is indirect The prestige of the fraternity based upon Its success In scholarship, intramurals, leadership, programming, etc. can be directly related to Its membership size. This leaves PI Kappa Phi on the door to greatness. For you see, we, as a National Fraternity, did fare much better during the turbulent years of the late 60s and early 70s than most other national fraternities. But we are about to lose that proud advantage. Last year began a surge of student interest in fraternities ,a surge that is increasing. Fraternity chapters are rebuilding and moving forward. Pi Kappa Phi student chapters are notl We have not taken the lead in building our chapter strength to necessary levels—and certainly not to leadership levels. We must move forward.

Robert James named to Head GSA Contract Appeals Board Robert B. James Jr., an attorney with extensive experience In government contracts, has been named chief administrative judge of the U.S. General Services Administration's Board of Contract Appeals. Administrator Arthur F. Sampson, In making the appointment, said "Bob James has demonstrated outstanding expertise In contract appeals while serving the past year as the board's acting chairman. We are confident that under his leadership, the board will continue to enjoy its reputation for fairly and expeditiously resolving appeals brought before It by contractors who furnish a variety of goods and services to the federal government." With James'appointment,Sampson announced that the board chairman shall be "chief administrative judge," and its six members shall be designated "administrative judges." Prior to entering federal service, James was employed by the Southern Railway Co., Lawyers Title Insurance Corp.,and the War Claims Commission. A native of Washington, D.C., James attended Washington and Lee University and received his law degree from Columbus University(now Catholic University) in 1951. He was admitted to the Virginia and D.C. Bars that year, and

C. On Saturday and Sunday,August10 and 11, the trustees of Pi Kappa Phi Scholarship Foundation also met in Charlotte, N. C. NATIONAL OFFICE SUMMER RETREAT

IN MEMORY OF OUR BROTHER Editor's Note: The following memorial was written by Brother Barry Crim, Stetson, '24. In October ofthis year, Barry will have been a Pi Kappfor 50 years. And he said, "Butfew, ifany, I've ever known projected to our younger brothers the principles offriendship, integrity and loyalty to God and our country, as did Elmer C. Jost".

1973 ended in what Is generally termed,"A Crisis in Confidence" caused mostly, according to national polls, by the lack of integrity in many of our leaders, from the community level on up to Washington. Well, 1974 began as a shock of sadness and sorrow to some professors at Stetson University, to all PI Kappa Phi's at this institution, to thousands of this fraternity's alumni throughout our nation,and also to many of our community leaders in the DeLand area; because of the sudden death from heart attack, of Elmer C. Jost, on January 1st. In church, civic, fraternal, and business affairs, Elmer Jost's activities and accomplishments were motivated by these loyalties: To God,to his family and community,to the work ethic and integrity, and to the basic precepts of our Constitutional Republic. As a young adult, without even a high school education, he began working In a 1:1111.1 The National Office practices what It preaches - that is the benefit of holding retreats. Wall Street broker's office as a messenger and general office boy, while going to school at night. After receiving his high school diploma, he became a licensed stock broker, and then began his highly successful financial career. But, because of the depression In the 1930's, he and his family were forced to live at the poverty level. However, because of his never-give-up attitude, his management efficiency and ability to motivate people, he, as a stockbroker became quite successful financially again, after the depression. Then, at age 57, Elmer decided to move to DeLand, enter Stetson University, and earn a degree in Business Administration, which he did. This was a most unusual achievement for any person of his age and financial success. But, of greater importance, Elmer's unusual personality, character, and compassion for our younger generation was clearly revealed when he became a member of the Pi Kappa Phi fraternity at Stetson. He quickly established a rapport with his young fraternity brothers by reason of his activities and deeds of devotion to them, rather than trying to do so by adult rhetoric; therefore, from such relationships, It is almost a certainty that many of his young fraternity brothers have been influenced toward more constuctive living in their years ahead. Elmer also served as our National Chaplain of the fraternity for several years. So,as we look back at the problems caused by some of our self-serving leaders in 1973, and as we look forward toward those problems we may have In 1974, let us gain strength and confidence In ourselves by remembering the problems Elmer C. Jost overcame by reason of his character, courage, and compassion for those beneath him In maturity and experience. From such virtues, he became a highly respected leader In our community and also In many national corporations which are too numerous to mention here. For the preservation of our Free Society, we should all try to emulate the examples of living that were projected by Elmer C.Jost, because he was a fraternity brother to all mankind whom he knew. Chapter retreats were encouraged through several mailings during the year and also through the availability of retreat packets.

The award, the highest that can be conferred by the Alumni Association, honors the recipients for outstanding character and distinguished service to society and to Washington and Lee. The

They provide a tremendous opportunity to interview with a wide range of prospective employers all packed Into a concise weekend. The career weekend is no panacea. When I joined it was a small, struggling, almost nonexistent chapter. There were four people in it who seemed to really care. I'm not sure why I joined. It might have been I was worried about housing for the next year, or maybe I was impressed by the sincerity of the four(and Jim Daley). The next year I was truly sorry I had become a member. Castle life, as I saw it then, was not for me. One thing kept me here, I had been to PI Kapp College the summer before and saw what other chapters were and had done. I wanted so bad for our chapterto be like those. I remember walking through the house one night with Gary Garab. He told me stories of how the house used to be, of the good times and how when he was a senior he hated to leave. I thought how great that must have been, but times sure have changed. This brings me to the point of this letter. As a senior I know how he felt. The Castle Is every thing I wanted in my fraternity. It's going to be hard for me to leave it behind. I want to thank you and everyone who had faith in us through the really rough years. Now as I look at the men we have initiated in the past two years I know the House will be in good hands and the future looks even better. Again Durward,thank you.
