Senseless damage occurs far too often around the Pilbara.
sometime between the evening of Monday October 1 and Tuesday morning.
I have written a few examples of senseless damage that occurred throughout Karratha in the past two weeks.
The offenders have been walking along Hutton Court in Nickol when they have thrown a rock at a windscreen of a car cracking the window.
The rock has smashed the sign causing extensive damage.
In Baynton two juvenile males were walking past a house and have thrown rocks at the vehicle parked out the front. The juveniles have smashed the window and then run off. The owner of the vehicle heard the smash and ran off after the boys.
A similar senseless incident occurred

First water flows for Rio Tinto’s innovative Hamersley Agricultural Project After five years of planning, water is now flowing through the first of what will be 17 irrigation centre pivots at Rio Tinto’s Hamersley Agricultural Project, situated 45 kilometres north east of Tom Price. The Hamersley Agricultural Project (HAP) is one of several uses of surplus water from below water table mining at Rio Tinto’s Marandoo mine. Other options include operational supply, supply to Tom Price township, reinjection to the Southern Fortescue Borefield or discharge back to the environment. HAP is the first project of its kind in the Pilbara, relying on 35 kilometres of mild steel pipe, 22 pumps and large scale associated pumping infrastructure. The project irrigates around 850 hectares of land,
using very large centre pivots, each able to cover an area of 40 - 50 hectares. Rio Tinto general manager for Climate Change, Water and Environment Allan Jackson said receiving the first water through the pivots was a significant milestone for the innovative project. “It was significant that we were able to celebrate this milestone with the Minister for Agriculture and Food, the Hon. Terry Redman MLA who was on site to officially turn on the valve connecting the surplus mine water through to the pivots. “The majority of irrigated land will be used for hay production and several hectares have also been set aside to optimise native vegetation growth, with the aim of producing seed for mine-site rehabilitation,” Mr
Jackson said. Rhodes grass seeds will be planted this week and the first hay is expected to be harvested before Christmas 2012. When fully commissioned, the project will deliver more than 30,000 tonnes of hay per year, with some provided to Rio Tinto pastoral stations in the Pilbara and the balance available to other interested pastoralists in the area. “We have worked with a number of stakeholders to get this project up and running and we thank them for their support. We are currently conducting studies for a similar project in the Pilbara also including irrigated hay production,” Mr Jackson said. Rio Tinto owns six pastoral stations in the Pilbara and manages five covering 1.5

The best of regional ABC right here in the North West By Tamara Binamat ABC North West were up against reigning premiers and neighbours, ABC Kimberley, to take our the coveted ABC Regional Station of the Year Award but this time, it was the North West’s turn to take home the trophy. After a massive news year for the Pilbara, including the FIFO inquiry, Red Dog and Cyclones, the ABC have been recognised for their passionate, and logistically challenging, coverage of the patch. ABC personalities and content makers from around the nation gathered at the historic Queen Victoria building in Sydney for a ceremony hosted by ABC Local Radio presenters Rhianna Patrick and Ryk Goddard. ABC Local Radio stations were competing for 17 awards including Station of the Year, which was awarded to 702 ABC Sydney, and Regional Station of the year, won by our very own ABC North West. Regional Content Manager for ABC North West, Scott Lamond, said there was nation-wide interest in much of the news coming from the North West. “There was a lot that was happening locally, but stories that
were happening locally were also of interest elsewhere,” said Lamond. “So that put us on the map. “We’re really lucky to have such a great bunch of people who live here and who are great hard workers. “They are doing a lot of kilometres around the place and getting face-to-face content,” he said. “What we’ve done, we can be proud of.” Lamond said he is proud of the ABC North West team, which includes Gemma Snowdon, CristyLee Macqueen, Stephen Stockwell, Ebonnie Spriggs, Gian De Poloni and Paul Bray. “When I came here 18 months ago I was blessed to be working with some great young people that were really enthusiastic,” said Lamond. “I’m just really proud and hopefully this means we can keep doing what we’re doing and focusing on the local content. “We’re lucky to be a part of this community where these sort of stories happen.”

Exmouth shortlisted for underground power Energy Minister Peter Collier today announced nine Localised Enhancement Projects were successful in round five of the State Underground Power Program. An invitation to submit proposals for consideration under the program attracted 30 submissions from 19 Western Australian local governments, with each assessed according to stringent guidelines to ensure fairness. “The program is a partnership between the State Government, Western Power, Horizon Power and participating local governments, which share the costs of replacing existing overhead power lines with underground lines,” Mr Collier said. “The State Government contributes 50 per cent of the cost
of each project, to a maximum of $500,000.” The Minister said Localised Enhancement Projects were an opportunity for local governments to beautify streetscapes and traffic routes of significance that were recognised as having scenic, tourism or heritage value. “There are many other benefits from underground power that flow through to the community, such as improved public safety and a reduction in power outages,” he said. “Following the development of detailed designs, the first of this round’s successful Localised Enhancement Projects is expected to commence in the second half of 2013 and all projects should be completed by late 2014.”

Plans for safer streets in Durack Mr Barry Haase, Federal Member for Durack said local communities in Durack would be able to apply for crime prevention infrastructure such as better lighting, CCTVs and mobile CCTVs, under a major plan announced by the Liberal Party. Mr Haase said he welcomed the announcement that a Liberal Government will provide $50 million to tackle crime hotspots and help local communities deal with the problems of gangs, graffiti and alcohol fuelled violence. “What I like about this policy is that the best place to tackle crime is at the local level and this policy seeks to involve residents, shop owners and chambers of commerce, state and local government in identifying local projects to make our streets safer,” said Mr Haase. “The Howard Government had a very effective grants program to tackle local crime and it is disappointing that the Labor government scrapped it. “Not only did they scrap it, but Labor cut $400 million from the Australian Federal Police, the
Australian Crime Commission and Customs inspections. “If we make our communities safer, we will make our country stronger. “The best way to tackle crime and anti-social behaviour is to prevent it happening. “The prevention of crime means less senseless deaths and needless injuries, it means reduced costs in the justice system, and it means stronger communities.” Mr Haase said he would be talking with local residents, police, and community and business leaders in identifying clear projects that are needed throughout Durack. “I am also pleased that the Liberal Party has committed itself to once again commandeering money used under Proceeds of Crime legislation to use on crime prevention projects,” said Mr Haase. Mr Haase said the Liberal Party’s commitment is for the grants program to start in the first year of a new government and he would work with the community to identify and assist local projects needing support.

Community Update Electrical contractors are now connecting houses in Millars Well to the underground network. Prior to connection, and in accordance with Electricity Safety Regulations, all electrical wiring must be inspected to ensure it complies with safety standards. Prior to the inspection taking place, a letter drop will be made in your street to advise that an inspection of your home will be required in approximately two weeks time. At the time of inspection, an electrical contractor will knock on your door and ask if it is a convenient time for them to inspect your house. If there is no fault found, the inspection should take approximately one hour.

In the event that the inspectors find any wiring or electrical connections that do not comply with safety standards, Horizon Power is required by law to disconnect power to the affected circuits. The customer is required to contact a licensed electrician to rectify the fault and reconnect power. In some cases, the fault may be rectified on the spot if it is isolated to a faulty appliance. The cost of repairing the fault and reconnection is the responsibility of the property owner.

Yandicoogina mine introduces more women to mining Last weekend around 150 Western Australian women had the opportunity to take a closer look at mining operations in the Pilbara through Rio Tinto’s ‘Digging for Diversity’ career event. The group came from a variety of backgrounds with limited to no exposure to the mining industry. Rio Tinto’s Yandicoogina mine site in the East Pilbara allowed the students and educational professionals from universities, TAFE’s and high schools to experience first-hand what a career in mining can offer. Yandicoogina mining operations General Manager Alex Bates said the aim of the event was to educate women about the potential opportunities that may exist in a field they had not previously considered. “We recognise that a diverse workforce, with innovative approaches to problem solving and from a variety of backgrounds, can add incredible value to our industry and our business,” said Mr Bates.

Mines Safety Roadshow works its way around WA at Resources Safety (RADARS) strategy. “RADARS was set up to reduce the number and severity of incidents, and provide tangible support in achieving a positive culture change,” said Mr Chaplyn. “While there hasn’t been a mining fatality in the past 14 months, 2011 saw three deaths – so it is crucial that the department and industry work together in the area of safety.” Mr Chaplyn said RADARS had helped DMP improve regulation, achieving a better balance between compliance and enforcement activities, and the promotion of safety outcomes. “In particular, the department has been able to allocate more resources to consulting with industry, as we address the safety and health issues that concern us all,” he said. The department currently employs 63 safety inspectors; with an additional nine set to come on board later this year.

Western Australia’s mine safety experts have come together at the Department of Mines and Petroleum’s (DMP) Mines Safety Roadshows. The eighth Roadshow is winding its way through six regional cities and Perth, allowing leaders from DMP and industry to address safety issues surrounding fatigue, supervision, construction and maintenance. The event rolled into Port Hedland on Tuesday, Karratha on Wednesday and Newman on Thursday. “Those working at mining operations, including safety and health representatives and mine managers, [are] able to discuss how different safety issues should be addressed and what tools are required to provide practical guidance for the workplace and boardroom,” said DMP Acting Mines Safety Director Andrew Chaplyn. Mr Chaplyn said the Roadshow mirrored aims set out by the department’s Reform and Development

Surveyed by Alfred Canning between 1906 and 1910, it was used to transport cattle from the fertile north to the arid southern goldfields. Bharat Sikka’s work provides a different perspective on the region, focusing on the people of Port Hedland and surrounds. Sikka travelled with renowned photographers, Ketaki Sheth, Sohrab Hura, and Director of Photography, Photoink Devika Daulet Singh to the Pilbara in March 2012.
In this exhibition Sikka’s distinct mode of visual storytelling is seen, as he lures the viewer into an illusory world that collapses boundaries between art and commerce. Sikka’s work is about globalisation, but one that has nothing to do with telecommunications and the circulation of capital and everything to do with the commonality of human experience. This layering of observations and different ways of interpreting the Pilbara create a new visual vocabulary for a region that is relatively unknown yet, and is one of the most unique places in the world.
From the East Pilbara, the exhibition showcases films by talented young Indigenous Martu filmmakers, Morika Biljabu, Curtis Taylor, Clint Dixon and KJ Kenneth Martin, whose country spans the Great Sandy, Little Sandy and Gibson Deserts. These

New pathway for Indigenous students to become lawyers The University of Western Australia has launched an Advanced Diploma in Indigenous Legal Studies to offer an alternative pathway for Indigenous students seeking to become lawyers through UWA’s new Juris Doctor degree. The Advanced Diploma in Indigenous Legal Studies was created by UWA’s Faculty of Law and School of Indigenous Studies (SIS) to provide Indigenous students with an intensive preparatory course designed to help them with further studies in law. The program, starting in 2013, will include subjects taught by the Law School and SIS, as well as a practicum undertaken by students in a legal environment. To him, the tidal cycle symbolises the movements and rhythms of everyday life. “High-tide is a metaphor for the more ‘obvious’ in life while low-tide is a symbol of the beauty

Roebourne Shire Council President Fiona White-Hartig said that many residents in the Shire might not be aware that digital television services are currently being broadcasted from Karratha, Roebourne and Dampier sites and provide residents with access to the full range of digital channels. “As part of the Australian Government’s digital switchover program, analog television will be permanently switched off and replaced with digital-only free-to-air channels in WA on 25 June 2013,” said Councillor White-Hartig. “The sooner you switch over the sooner you can enjoy the benefits of digital television,” said Cr White-Hartig said. Some households in the Karratha South (Baynton) and Wickham area may need to move across to the direct-to-home digital Viewer Access Satellite Television (VAST) service to continue watching free-to-air television. Business professionals from all over Karratha and surrounding areas wined and dined at the KDCCI Business of the Year Awards held at the Tambrey Centre last weekend. The theme was phantom of the opera and the event staging did not disappoint, with the ballroom being turned into an impressive stage to present the inaugural Best Business 2012 award. After many weeks of preparations by many businesses, Archipelago Arts took the top award home. The title is awarded by a panel of 12 independent judges across different business sectors. Colette McEntee, Director of Archipelago Arts, said she is overwhelmed by the support she received. "I am proud beyond words of the business that I've grown and I am incredibly lucky to have an amazing team who take such pride in their work," she said. Archipelago Arts is a small business based within the Shire of Roebourne offering coordination and consultancy services specific to the arts industry. Archipelago Arts came into being in February 2010 and shortly afterwards coordinated the Cossack Art Awards 2010 for the Shire of Roebourne. Reconsideration of Dampier Telstra mobile base station application After refusing to grant approval for the Dampier Telstra mobile phone base station and tower proposed at Central Avenue, Dampier, the State Administrative Tribunal (SAT) has requested The Shire of Roebourne reconsider its decision. Roebourne Shire Council President Fiona White-Hartig said that Council refused the application for a 35-metre lattice tower or monopole at the Ordinary Council Meeting held on May 21, 2012. “Amongst Council’s concerns was the impact upon the visual amenity of Dampier for residents and visitors,” Councillor White-Hartig said. “Shire of Roebourne and Telstra officials have undertaken a strategic review of demands for new mobile telecom facilities, and alternative
locations for any new tower required for Dampier,” Cr White-Hartig said. “To ensure Dampier residents have an opportunity to share their input, a report in response to the SAT request will be considered at the Ordinary Council Meeting on October 15, 2012. “Residents who wish to view the report which includes a modified tower design and visual landscape assessment should visit the Shire of Roebourne website at www.roebourne.wa.gov.au.

By Jennifer Fox While on the subject of snakes, the Nickol Bay Nat’s group had a recent excursion out looking for snakes in their natural habitat. The trip turned up a couple of different species of legless lizards, a death adder, a pygmy python and a rather large brown snake. We all thought it a successful night as you can go along on these types of trips and not see anything. Two of the brown snake species, the Mulga snake (King brown) and the Gwadar (Western brown) would have to be the most common ones that people find in their yards or houses here in the Pilbara. These snakes are extremely venomous and should be treated with care. Both these snakes grow upwards from two metres. Both species are especially partial to the house mouse but also eat other snakes and lizards, frogs, birds (especially fledglings) and other small mammals. When cornered, both species inflate their bodies and flattens their necks while arching its body in readiness to strike. The Gwadar has quite a few different colour variations and Pilbara Echo readers will be familiar with the hooded variety, two of which are only found in the northern parts of Australia. The Gwadar becomes nocturnal during summer. Both these species lay eggs. The Desert (Pilbara) death adder is also extremely venomous and has often been mistaken for a pygmy python as they are the slender of the three death adder species and the colouration is easy to mistake for a python. These guys mainly eat small lizards that they lure. During the summer months these snakes also feed at night. They give birth to live young. My favourites are the little pygmy pythons. They only get to around 45 centimetres in length and are quite common around Dampier and the Burrup Peninsula. In all the years we have lived in Dampier this little snake is the one I’ve seen the most around our house, hanging off cyclone screens or the screen door, or curled up sleeping off a feed.

Grab a garden grant of $50,000 From Cape Town to for community groups Karratha, again!
Be Natural Landcare Community Garden Grants are being offered to community groups, schools and youth groups to kick start local environmental projects. The much sought after 20 grants of up to $2,500 are available for projects including, but not limited to, community gardens, bush tucker gardens, greening urban spaces, innercity veggie patches or green walls.
Projects should focus on engaging with local communities and practical opportunities for people to get involved and learn about local environmental issues. Nik Scotcher, Be Natural spokesperson, said there is a natural fit between the Be Natural values and the Landcare movement. “We are excited to partner again with Landcare Australia and to drive the Be Natural Landcare Community Garden grants,” said Scotcher. “There is a genuine synergy
between both Be Natural and Landcare Australia’s philosophy for protecting and conserving our environment.
“We’re encouraging all communities to get involved, and to think about how they might like to green up their local community spaces and grow natural produce to share with each other,” he said.

We spent a couple of days in Karratha and the town had grown considerably but the people had not changed in the least, still as friendly and helpful as ever. The weather was great, warm during the day but a little nippy at night. One evening was spent having a barbecue at Hearsons Cove and it really got cold. It reminded us a little of home in Cape Town, the big difference of course was sitting safely on a dark beach at 9:00 at night which one does not do in Cape Town. Our day out at Millstream was great. The park was exceptionally clean and the walk along the river bank bore testimony of flood damage caused a couple of years ago. The visit to the homestead displayed the harsh conditions in which the pioneers of the country had to live and we could just imagine the temperatures in the mid-forties instead of the warm day we were there. Although most of the roads we used that day were dirt roads, they were in reasonably good condition. Our very pleasant visit to Karratha unfortunately came to an end as we drove towards the rising sun. That meant we were heading East and although we were told that we had a long drive ahead of us, we could only guess our destination because it was withheld as a surprise. It was sad to see Whim Creek shut down, that was one of our nicer stops on a previous visit even though my wife got nipped by ‘Harry’ the parrot. Port Hedland came as a welcome break and we were pleasantly surprised by the history that we had around us, it felt as though we had stepped
back in time. We had lunch down at the Pier and did not stay long because of the journey that lay ahead. We thought that the termite mounds wearing safety helmets were quite humorous a couple of kilometres from Port Hedland on the way towards Broome. Yes! Now we knew where our journey was taking us. It was a bit disheartening to see a traffic sign stating Sandfire was 240 kilometres away and Broome was 560 kilometres away but the valued family company along with some good music melted the distance away. There was a brief stop at 80 Mile beach and when they say eighty miles, they mean eighty miles. It’s the first time I have been on a beach and looked in both directions only to see the shoreline disappearing on both horizons. Dusk was setting in when we arrived in Broome but it didn’t take us long to find the accommodation we were going to stay at for a couple of days. It was early to bed, early to rise and three of us were on the beach at sunrise, it was freezing! We had a long walk feeling safe and admiring the views. We got back to the villa about 8am just as our feet started thawing out. The evening was spent having snacks at Cable Beach watching a magnificent sunset. There were many people lining the walkway soaking in the moment and enjoying life. No loud music, no shouting or even loud talking just a magical peaceful sunset. Our long day ended with a fairly early night. On a special day, it was only fitting that we had a special supper and we had that at a Chinese Restaurant. The service was special and the food delicious. I rolled into bed when we got back to the accommodation. The day was closed off with a barbecue back at the villa which went down well with a cold drink. All good things unfortunately have to come to an end and after some shopping on Tuesday morning; we had to fly out just after lunchtime. Not long after take-off we could see 80 Mile beach as a long straight white line bordering the blue sea. Once again, thank you to all the people in the Pilbara, family and friends for making such a short time unbelievably special!.

Outback sounds fill Exmouth ears By Ben Leahy When Yamaji man Darren Capewell’s lone didgeridoo echoed across Shot Hole Canyon near Exmouth, Sounds Outback (…to Reef) became more than just a music festival for many of those gathered. It took on an almost spiritual element. Capewell was performing a welcome to country ceremony to kickoff the five-day festival’s biggest night in front of more than 200 people. Before climbing to a high rocky outcrop that caught the last rays of the setting sun, Capewell had rubbed canyon sand through his hands and covered his body in ochre. Next he spoke in traditional language to introduce himself to the spirits of the old ancestors he said were looking down from the jagged ridges that walled the canyon floor. For festival-goer and local coffee shop owner Candice Sullivan, the moment was haunting. “I suppose I had forgotten about that spirituality of our own country and our Aboriginal people,” Sullivan said. “It really brought that land to life for me, it was really special. It also showed how Australia’s landscape was as much a star attraction throughout the inaugural Sounds Outback festival in Exmouth as the talented musicians themselves. Settings like Shot Hole Canyon and Bullara outback station only added magic to performances by Broome folk-star Steve Pigram, Perth chamber ensemble Etica, percussionists Defying Gravity, fence-playing violinist John Rose, and Indigenous dancers Pundara Performance Group. Festival director Tos Mahoney from Perth-based not-for-profit group Tura New Music said it was about creating memorable new experiences. “Over the last 100 years across the world there is an ocean of new music being created that most people have
never heard,” Mahoney said. “We have a passion to get that out to as many people as we can and part of that means taking it to regional areas. “It is about more than just the music in isolation also because these landscapes can transform the music in ways that people remember for a long time. And with each artist playing a series of gigs in different locations, Sounds Outback threw up more than its share of memorable moments. Locals provided the opening night highlight by making music from a fence outside the Exmouth Visitors Centre. Standing in a mini orchestra they used violin bows to strum and scratch at the fence wires, as children and dogs darted about and their fellow townsfolk watched on from picnic mats. Equally striking was the unusual sight of a chamber ensemble with violins and a cello playing Mozart in front of 200 people in the middle of the Australian bush with Shot Hole Canyon’s ridges towering on either side. Then there was the final night when the girls from the Indigenous Pundara Performance Group danced in the red sand on Bullara Station 80 kilometres from Exmouth and folk musician Steve Pigram played a song calling for rain for the parched property. But perhaps even more memorable was the spirit between the musicians and Exmouth locals. After the Shot Hole Canyon performance, the musicians even took their violins, drums and digeridoo to an after party where they jammed in an Exmouth backyard shed. The next night after a poolside performance at the Novotel Ningaloo Resort, hotel director Gary Cossil was so impressed, he handed out wine glasses and called on the artists to jam

Susanne McHutchison, president of the Exmouth Cultural Arts Centre and Exmouth tourist operators told the Pilbara Echo that locals were excited to have a festival like this come to town. “We hold our own events, but we don’t have an annual music festival like this,” McHutchison said. “The town needs more events that promote tourism and draw the community together. That meant that McHutchison had been quick to reply when festival director Tos Mahoney proposed moving the festival to Exmouth from Wogarnoo Station, inland of Geraldton, where it was last held in 2010. “I just sent an email back with three words: ‘Let’s do it’,” she said. “We’ve got a really can do attitude in this town.” With locals onside, Mahoney hopes Sounds Outback can become an annual event and he is already planning for next year, hoping to hold performances near the Ningaloo Reef and even in the abandoned US naval base near Exmouth. Coffee shop owner Candise Sullivan is also ready for the next instalment. The cakes and coffee at her store Ningaloo Health were a smash hit with the musicians, who came every morning to recover after a long night jamming. “We fed them a lot, the musicians were here all day everyday,” she said. “So we’d love to support the festival as well as any event that comes to Shot Hole Canyon again – 200 people watching music in that place, it was beautiful. Tom Price mum represents WA breast cancer survivors at gala event in Sydney By Tamara Binamat Nicole Deegan is a mum, a wife and a Tom Price community member. She is also a breast cancer survivor. At just 25-years-old, Nicole was diagnosed with cancer and in the same year married her fiancée and relocated to Tom Price from Perth. Last week Nicole had the honour of flying to Sydney with her daughter Menari to participate in a National Breast Cancer Foundation and Westpac breast cancer event. The event uncovered new research findings around breast cancers and family risks. At the event, Westpac CEO, Gail Kelly and National Breast Cancer Foundation (NBCF) Patron, Sarah Murdoch revealed new Australian research regarding the family risks associated with breast cancer and called for all Australian adults to be a part of the next phase of research by joining Register4. Sarah Murdoch, Patron of the NBCF and Chair of Register4’s Women’s Advisory Network said, “I am so pleased to be putting up my hand with my mother Carol to help find a cure. “Drawing attention to this next phase of breast cancer research through Register4 is such a worthwhile cause. “I hope that by connecting participants with researchers swiftly we can continue to uncover important insights about the impact of genetics on breast cancer”. One breast cancer survivor
from every state was chosen to attend the event and Nicole says she was excited and honoured to be chosen to attend. “I’m very honoured to be the only one from WA, and from all the way up here in the Pilbara,” said Nicole. “It’s great to get the opportunity to go over there [to Sydney] and be involved with the breast cancer foundation and also the Register4 initiative that they started a few years ago.” Nicole said it is important to have someone to relate to when suffering from cancer. Nicole was diagnosed at a young age and told the tumour was quite large. The medical opinion was to have her right breast removed. Nicole decided she would have a reconstruction completed straight after the mastectomy. She recalls that evening as the longest of her life as she called her partner, her parents and close friends. ”I was living in Perth [when I was diagnosed] but a lot of the people around me having treatment where my mother’s age or my grandmother’s age,” she said. “But when I went over I was able to speak to a couple of other ladies from around Australia who were in a similar situation to me.” Nicole has benefited from the event greatly, taking away new friendships and a support network of survivors. Nicole is passing on advice and support to other women in Tom Price diagnosed with breast cancer in the hope sufferers

Support for vital research into FIFO mental health issues Vehicle hire company McLaren’s Raw Hire will partner with Lifeline WA in groundbreaking research that will assess the relationship between mental health and the fly-in, fly-out (FIFO) lifestyle of mining and construction workers. “Operating in the North West, many of our clients work in the resources sector and as part of the community in the Pilbara, this research project is close to us and one we’re very proud to be supportive of,” McLaren’s Raw Hire CEO Byron Smith said. As an independent research body, the Lifeline Foundation will conduct the research. Lifeline WA CEO Fiona Kalaf said
the project was expected to fill a gap in research around the emotional and mental wellbeing of FIFO workers, and was envisaged to assist employers, employees and their families in preparation for the challenges of FIFO work. “In the resources and construction sectors, there is considerable focus given to the physical safety of employees, many of whom are employed on a FIFO basis, however, there is limited focus on the emotional and mental health of these FIFO workers and their immediate families,” she said. “Anecdotally, there are numerous examples of work-related pressures contributing to mental illness in FIFO
workers and their immediate families.

Pilbara mobile health buses and child health improvements on the way Member for the North West, Vince Catania and The Nationals WA candidate for the Mining and Pastoral Region, Jacqui Boydell have welcomed news of additional services and equipment for Pilbara health. “This week the Government announced $5 million in savings from the $38.2 million Royalties for Regions-funded Pilbara Health Initiative,” Mr Catania said. “As a result that money will be reinvested in a list of priority equipment including two mobile
community and mental health clinic buses and plans to improve linkages between maternity and child health services.” Works will also include improvements to Newman Hospital’s Emergency Department and the extension of the wireless network covering Tom Price, Paraburdoo, Newman, Nickol Bay, Roebourne and Onslow hospitals. A West Pilbara employment project officer will be employed to further develop the Indigenous Employment Program.
Mr Catania said a number of hospitals would also receive new practitioner and examination carts, while modular outpatient accommodation would be developed at Nickol Bay Hospital. The Pilbara Health Initiative was designed to initiate emergency improvements to the region’s health services, which had been struggling to meet the growing needs of the Pilbara. The project is a fiveyear partnership between the Liberal-National Government’s Royalties
for Regions program and the Chamber of Minerals and Energy’s Pilbara Industry’s community Council health initiative. Hundreds of community members turn out for emergency services open day By Tamara Binamat St John Ambulance, WA Police and FESA came together last weekend to hold an emergency services open day for the community. The event was held at the Emergency Services Complexes in Karratha with displays and demonstrations for young and old. Demonstrations included fire-fighting and motor vehicle rescues with actors and life-like car wrecks. Community paramedic with St John Ambulance in Karratha, Dave Joseph, said the day intended to emphasis the fact that Karratha is reliant on volunteers to provide SES, ambulance and fire and rescue services. “It was to show the people how we do it and this is what they could do with training,” said Joseph. “We’re all looking for recruits and volunteers.” Joseph said the children were very enthusiastic about the fire-fighting displays while the mums and dads really stood up when the road rescue demonstrations took place.

Falling interest rates have the power to create both winners and losers among investors. The decision by the Reserve Bank to yet again cut interest rates at its October meeting has positive consequences for property owners and negative consequences for people with large cash savings in the bank. The winners are property owners with mortgages, as lower interest rates mean lower mortgage repayments and higher profits for those investing in positive property. In contrast, the financial losers are people with cash savings in the bank, as their interest returns decrease in-line with the downwards rates. Over recent years, a growing number of people in Australia have put their money into cash savings as part of their retirement strategy because interest rates have been relatively high. However, people with cash savings now
face the very real consequence of having the long term value of their savings eroded due to low interest rates. This trend has already occurred in countries such as the United Kingdom where very low interest rates have decimated the cash savings of retirees. As a result of historic low interest rates in Europe, a record number of pensioners in the United Kingdom are struggling with debt – the number surging by 111 per cent over the pasts six years. It is estimated that the level of pensioners in debt is rising faster than any other age group in the UK. Last year, government figures showed that nearly 6,000 pensioners in the UK resorted to filing for bankruptcy – an increase of 76 per cent compared to 2008. A sobering thought for our market following global trends, To maximize the benefits of lower interest rates, investors with large cash savings should now be investing their money in
positive geared property. Over the past six months, Crawford Realty has recorded a huge increase in the number of investors with self-managed super funds moving their money out of cash savings and shares and using it to buy positive cash flow property. Investors are turning towards this strategy to achieve rental returns in excess of 11 per cent, plus annual historical growth rates of over 15 per cent in the Pilbara compared to interest savings rates in the banks, currently around 5 per cent and falling. Astute investors are taking advantage of excellent lending and return capability in the current market and are using their money to purchase multiple properties, borrowing the difference with the security of accessing low cost loans with fixed interest rates below 6 per cent. Property Investing This week I thought I would discuss property investing as I have been asked many times throughout my career the how’s and wherefores of owning an investment property. These costs are added to your home loan. Rather than looking at how much the bank will allow you to borrow, it makes more sense to concentrate on how much you can comfortably afford.
By Sarah Freeman In Australia, property laws vary from state to state so it pays to do your homework on what the property laws are in your chosen state of purchase. Property investors enjoy total control over their outlay, unlike other forms of investment. This is one of the reasons property investment remains popular. But this also means that the investor is more responsible for the performance of their investment. If you are applying for a joint home loan with another person, including your spouse or partner, you must take into consideration their existing earnings and debts. Remember - both of you are legally liable for repaying the loan. Most lenders require recent evidence of three months of genuine savings before approving a loan. If the deposit is a gift then the lender will normally require it to be in the borrowers bank account for three months. Talk to your financial institution about this. Most prefer a deposit of around 10 per cent the purchase price, but this has become unrealistic. Deposits of 5 per cent are now more common. Banks are keen to lend, but following the GFC they are also more thorough about checking your capacity to service the loan and giving consideration to any other debts you may have. Normally, any existing debt is included in the total amount you can borrow. When calculating this, the maximum limit on your credit card will be deemed as debt even if you never reach that credit limit. Ask your lender to outline their policy in this regard and to detail all the fees that apply to the loan, including mortgage costs, mortgage insurance, stamp duty or anything else.
Ideally you should aim for your weekly mortgage costs to be no higher than about 30 per cent of your household income. Don’t be a slave to your mortgage, allow for some disposable income so you can enjoy the other things in life. Some lenders will not issue loans for more than 80 per cent of the purchase price. When the time pressure is on, it’s easy to forget to check important information such as title details, strata fees or the development potential of a property. You need to be able to decide reasonably quickly, so doing some research prior to a home open will help you act more decisively if the property is right for you. If you don’t have the time or inclination to do this extra research yourself, a buyers agent can do this for you. A buyers agent, hired by you, can help you find and research properties and will also help you with the negotiation process especially if you are buying out of state. This also gives you the edge over buyers who may not be as organised. Check with your lender or finance broker before you put in your offer. If you can show the seller that your finance position is secure then the seller and you can negotiate with more confidence from the start. The biggest mistake many property investors make is not keeping up with regular maintenance. In the long run this is counterproductive. Such properties will not increase in value as much as others, rental income will be lower and tenants are less likely to care for it. The best way that property investors can minimise expenditure is to purchase lower maintenance properties that are structurally sound. Of course, even the best properties need occasional maintenance, but many of these costs are tax deductible.
❚ How to make a start investing in property Owners dread the prospect of a tenant who damages the property, but one of the best ways to avoid this is to ensure the property is in top condition. Most tenants will keep a property in the condition they find it. It’s about mutual respect and happy tenants are more likely to stay longer; a desirable outcome for owners. I thoroughly recommend employing a property manager as an important way to protect your asset. Apart from finding tenants, collecting rent and administering your property, a property manager can access industry databases to learn if a prospective tenant has a history of rent defaults or damage. Around 60 per cent of all rentals are managed professionally, meaning that investors who use this service have an advantage over properties managed privately,

particularly in the selection of tenants and care of the dwelling. Property management fees are tax deductible which makes them attractive, particularly for those people who lead busy work and family lives and who would rather not have to deal with the day-to-day issues of advertising for tenants, interviewing applicants, arranging the lease, collecting the rent, home inspections, responding to all-hours maintenance and possible court appearances if a dispute arises. Following these basic guidelines and committing to property investment as a long term plan gives you the best chance for economic reward. Gap Ridge busines estate to offer recycled water for industrial use A water recycling initiative at LandCorp’s Gap Ridge Industrial Estate in the Pilbara is set to save the State Government more than $2 million and deliver substantial environmental benefits. The facility will provide up to 20 million litres of recyclable water every year. Lands Minister Brendon Grylls said the initiative would involve recycling waste water
from MCM Linen, the region’s first largescale commercial laundry service located in Karratha’s Gap Ridge Industrial Estate. “Waste water from the facility will be injected into LandCorp’s recycled water pipe infrastructure and used to irrigate verges, swales and other landscaping throughout the estate,” Mr Grylls said. “Up to 400,000 litres of recycled water is expected to be saved every week which means considerably less pressure on Karratha’s
water supply. “For an industry which traditionally has intensive water use, this facility will recycle an impressive 90 per cent of its water, making it one of the most efficient facilities for water use and reuse in Australia.” Gap Ridge Industrial Estate already has 32 companies set to establish their facilities during stage 1 with stage 2, 3 and 4 set for development during 2012-13. MCM Linen, due to open in November,
will produce 2.5 tonnes of clean laundry every hour and employ 20-40 local people. MCM’s multi-million dollar facility will also be equipped with the most water-efficient machines in the world, using just one-tenth of water used by domestic washing machines for an equivalent load. When completed, the 260 hectare Gap Ridge estate will support demand created by more than $143 billion of current and potential resource projects.

By Sean Smith, Karratha I had a whole wall of new releases to choose from to make my first video review and I was drawn to Jeff, Who Lives At Home. The drawcard was Ed Helms, I thought he was hilarious in The Hang Over, so I thought I’d take a punt, and I’m pleased I did. “Quirky” is a bit of a cliché word when it comes to summing up a film genre, however, there’s no other word to describe Jeff, Who Lives at Home. If you’re a believer in the adage that everything happens for a reason, that life is full of synchronicities and coincidences, this movie will really resonate with you. The story is based around Jeff (Jason Segel), who believes that there are signs everywhere if you are in tune to them, meaningful signs in life that pop up at the most unexpected times and places.

Their stories are operating in a parallel universe to Jeff’s throughout the movie and come together brilliantly at the end.
Jason Segel plays the “30-yearold slacker still living at home” role naturally, Susan Sarandon plays the tired and frustrated mother to a tee and Ed Helms plays the “try hard yuppie” sales rep perfectly. The jerky camera and close-up shots can be a bit irritating at times, however the movie itself more than makes up for it.

Sounds Outback artist snapshots By Ben Leahy Sounds Outback (…to Reef) was held in and around Exmouth from October 5-9. Not only did it feature amazing outback and coastal landscapes, but it was also jam-packed with inspiring musicians.
DARREN CAPEWELL Darren Capewell or Capes as he prefers to be called is a didgeridoo performer and the owner of an ecotourism business in Shark Bay called Wula Guda Nyinda, which means, “Come this way you”. He started his tourism business to stay in tune with his Aboriginal culture and four years ago also took up playing the didge. Although the didgeridoo is not from Shark Bay, Capes says it is so well known it helps people connect with Indigenous culture. As well as providing the special welcome to country moment high on Shot Hole Canyon, Capes also played on stage with Steve Pigram and was one of the most enthusiastic jammers at the after-hours parties. “For me it was a lifetime goal to play with a fellow of the calibre of Steve Pigram,” Capes said. “He is an absolute icon of Australian music so to be able to sit at the same campfire as my brother and have a yarn and to be invited to have a jam with him, just blew me away.”
THE PUNDARA PERFORMANCE GROUP The Pundara Performance Group is a contemporary Aboriginal dance group from Carnarvon founded by Janine Oxenham and Candice Dia. Janine moved to Sydney when she was 17 to study dance at the National Aboriginal Islander Skills Development Association. But after moving Carnarvon in the past decided to form Pundara.

Pundara has already trained up and sent a student to Sydney to audition to enter Janine’s old dance college NAISDA. She hopes Pundara can send students to the auditions each year. One of the highlights at Sounds Outback was when Janine and two Pundara girls danced a song called Barefoot in the red sands of Bullara Station. The song had a lot of emu and bird movements and told a story of the girls introducing and welcoming themselves to the country. “When you are getting ready and you are putting the ochre on your skin that is when the spirit comes through you,” Janine said. “So for us it is about the spirits of the birds and the emus that we are going to mimic, and you also try to call on the spirit of your ancestors.”

A violinist, who set off on his own musical path at 15-years of age, John Rose is an innovative and sometimes quirky musician. And, since 1983, he has also fancied fences as a musical instrument. Using his violin bow to strum fence wires, he can create an amazing range of sounds and has jetted around the globe, plucking away at famous fences, including at borders separating Israel and Palestine and the United States and Mexico. At Sounds Outback, he has even left a fence legacy. Susanne McHutchison was one of the local residents Rose trained to play the fence he had specially constructed for the Sounds Outback festival. Now Susanne says the town is going to have its own fence band. “We are going to get a group together,” she said. “We’ve already got a conductor organised – he is the music teacher at our local school, a concert pianist and also a trained conductor.”
ETICA AND DEFYING GRAVITY
STEVE PIGRAM Broome boy Steve Pigram is music royalty in these parts.
It is not everyday you see Western Australia Symphony Orchestra and Western Australia Academy of Performing Arts musicians performing in the middle of the outback.
As lead singer of The Pigram Brothers and writer of the soundtrack to recent Australian movie Mad Bastards, he was perhaps the fan favourite at Sounds Outback, as he played the closing set at each concert.
But four-piece chamber ensemble Etica were a crowd favourite throughout the festival, performing everything from Mozart and contemporary classical music to even a pop song by Amy Winehouse.
His song Nowhere Else But Here captured the joyful spirit at Shot Hole Canyon, while Raindancing provided a festival highlight as Steve stomped the red sand of Bullara Station and called on the heavens to open.
Defying Gravity an all-female, all percussion group brought a more eclectic mix of spoken word performance and catchy beats – their opening song in Shot Hole Canyon as they emerged from behind the crowd was among the most atmospheric at the festival.
For Steve the chance to jam around the Bullara campfire and to learn about Exmouth’s Aboriginal culture from Capes was a highlight.
They also played probably the festival’s strangest instrument – a conch seashell (Oh, the strangest after John Rose and his fence, that is). Etica’s artistic director Philip Everall was blown away by Sounds Outback. “I’ve played in the Berlin Philharmoniker, I’ve played in Carnegie Hall and I’ve played in Clancy’s Fish Pub in Perth – so I’ve done a bit of everything,” Philip said. “But performing in Shot Hole Canyon was really special – it was amazing”.
“I can’t get into a place if I am just reading the recent history,” Steve said. “I have got to hear the old history because you can feel more connected and respectful of the country. “It was good sitting around with people like Darren Capewell, and this is his area, this is his country – to actually get information about the language and some of the old history of the place. “I also love playing with classical instruments these days so it was great to catch Aaron Wyatt [from Etica] on the viola. “He is an Aboriginal man, and it is great to see our mob getting into the classical instruments.”

The Pilbara Development Commission (PDC) has a new website profiling the Pilbara economy at the

The TPPBA is an independent organisation representing the interest of businesses in the region. First gold pour at the Nullagine Gold project By Tamara Binamat Millennium Minerals has announced the completion of its maiden gold pour from the Nullagine Gold Mine in the East Pilbara. The first gold bar poured on September 30 is a significant milestone in the transition from development to operations. The gold pour marked the successful completion of the commissioning of the process facilities.

As the onsite Supervisor, you’ll be ensuring that all equipment availability is up to the client’s standard and all scheduled and unscheduled maintenance is controlled on time and efficiently. You’ll be in charge of the implementation and monitoring of the management system and ensure that all work is performed in a safe and timely manner.
You must hold a WA Electrical Licence and a nationally accredited High Voltage Switching Ticket along with a proven history of mining and HV maintenance. Hedland Tri Sports WA By Jacque Rykers It was our second event of the season and once again we had a great turn out, 14 individuals and one team. Unfortunately we didn’t have any kids but we put this down to school holidays. The race between the individuals included a 300-metre swim, a 10-kilometre ride and a 3-kilometre run. The team made it through a 600-metre swim, a 20-kilometre ride and a 4-kilometre run. We saw a few new faces again, which is great.
We had a couple of people on mountain bikes, which is always a challenge but they toughed it out in very windy conditions. Warren Wellbeloved came in first with a fantastic time of 36:52, followed two minutes later by Ricky Hall. Ceinwen Rataj was the first female in at 42:47 followed by Lynette Walsh in at 43:55. Well done to everyone who competed, great to see so many keen and eager triathletes!

The North West Softball Championships By Bob Neville Port Hedland came out winners in the 2012 North West Softball Championships held over the long weekend in Carnarvon, defeating a resilient Geraldton side in the grand final. Eight teams and 12 umpires travelled to the Gascoyne capital for two days of gruelling softball, with Karratha, Dampier, Wickham, Tom Price, Paraburdoo, Port Hedland and invitation sides Geraldton, and rookie competitors Dongara joining Carnarvon for a nine-team competition. The red and white Port Hedland side set themselves up for a grand final berth following their emphatic win over Karratha (last year’s champions) early on the second day of the competition. Karratha then came up against Geraldton in the final round robin game with the winner set to meet the Port Hedland side, and in a tough and exciting tussle, the MidWest side scraped in with a four runs to three victory. At the same time, Dampier finished on a high note as they dominated the Port town with a seven to one win to hand the grand final side their first defeat, but the red and whites were keyed up to run straight into the most important game of the weekend. Port Hedland went out to a six to one lead in the final, and Geraldton came back to tie up the game in the top of the fifth
before a resurgent Port side went into top gear, scoring ten times and taking off the silverware 16 runs to six. Chrisene Retchford was named best player for the victors later that evening, and Karratha’s Meneara Joseph took out the prized Fairest and Best award for the weekend. Tom Price player Renea Bateman shared the runner up trophy with Hedland’s Jaymi Lockyer, while Hedland’s youngster Serita Billy took home the batting award. Dampier’s Missy Hands won the RBIs with team mate Reanne Ware earning the most catches. Fiona Keneally from Tom Price and Wickham’s Crystal Ladyman walked off with the stolen bases while Paraburdoo went away with both the encouragement trophy and Best Dressed Team award. Carnarvon were praised for their organisation and presentation of the event, and long serving members Judi Bamford and Naomi McMahon were presented with prestigious North West

With the action-packed Pilbara Off Road Triathlon closing in, 19 individuals, 10 teams and three juniors are training hard for the 600 metre Gorge Pool Swim, 19 kilometre off-road mountain bike ride and 4 kilometre trail run. Entries to the inaugural Pilbara Off Road Triathlon have now closed. The action will take place at Millstream-Chichester National

Former AFL player visits Pilbara to talk mental health and mining By Tamara Binamat
It was World Mental Health Day on Wednesday, a day promoting open discussion of mental disorders, and investments in prevention, promotion and treatment services. Depression affects more than 350 million people of all ages, in all communities, and is a significant contributor to the global burden of disease. Retired AFL-footballer Heath Black reveals his struggles with his mental health, anger issues and alcohol abuse throughout his 12-year professional career, and his subsequent battle to overcome these demons, in his memoir Black. Heath Black spent World Mental Health Day in Tom Price to talk with over 200 Rio Tinto employees and share his struggles with depression and alcohol abuse. Black said there are many similarities between his career in AFL and the mining industry. “We’re both meant to be physically strong and we’re meant to be strong mentally as well,” said Black. “For whatever reason, we all have a breaking point and men aren’t too comfortable about talking in their time of need and when that breaking point is approaching we tend to turn to the bottle or drugs. “The underlying issues are that we use substances to cope and escape from reality and what’s actually going on in our lives, and that was me.” On site in Tom Price, Black spoke to employees about his personal journey and upbringing. He talked about getting drafted to the AFL and how lack of mentors affected his life. He talked about the heavy drinking culture in his career and not having the strength to confide in teammates. “If you think something is wrong, pursue that and get help,” said Black. “Get correct diagnosis if you’ve gone to that next stage.
• Heath Black - Photo by Manuela Cifra “There are things [men] can do to make sure they stay healthy – the main one is communication with your loved ones or anyone who will listen.” The signs to look out for, according to Black, is detachment from groups you are in, using alcohol or any substance heavily, general mood changes general appearance and loss of appetite. Black said these are signs he saw in himself during his illness. “The main one for me was definitely using alcohol, and a lot of it,” he said. “I was putting on a front around my peers and then when I’d go home I was a totally different person. “I was really cheerful and outgoing in front of my teammates, yet at home I was really self-destructive and I had low self esteem.”
Black has worked with author Lisa Holland-McNair over the past three years to produce his memoir Black.
