Pilbara candidates draw blood in stoush over Karratha hospital By Ben Leahy

Regional Development Minister Brendon Grylls might have expected that signing off on Karratha’s proposed $250 million hospital would bag him key votes as he vies for the Pilbara seat in the State Elections on March 9.

Labor and its candidate Kelly Howlett have talked tough on the hospital in a bid to foster a can-do image.

Yet, the project has instead proven a rallying point for his political opponents. First, Pilbara Labor candidate Kelly Howlett attacked what she called delays in the project and now Liberal candidate George Levissianos has called for the hospital to be moved. Mr Levessianos said people in Karratha wanted the new hospital built on the site of the existing Nickol Bay Hospital, rather than its proposed location close to the CBD. “The place they are going to put the new hospital is on some of the lowest land in town,” Mr Levissianos said. “We haven’t seen a flood there, but if there is a tidal surge, I believe the best and safest land to have a hospital is on the highest land.” The battle over the hospital shapes as a microcosm of the broader strategies the Pilbara’s

“And I’m asking the question on their behalf?” For Mr Grylls, meanwhile, a new hospital alongside a revitalised Karratha town centre, featuring apartments, hotels and restaurants, would be a showpiece of his tenure as Regional Development Minister.

“It is probably not a good time in an election campaign to say, ‘Oh why don’t we do things a little differently?’” “That is not how you sustainably plan the City of the North, and certainly not how I will be planning it.”

But he has had to move to reassure locals by saying that even if the hospital was not built, a new road behind Warambie Estate would still be constructed to act as the town’s seawall against floods.

What Mr Grylls and the other candidates will have to plan, however, is how to emerge from this stoush with the voters on their side.

By Tamara Binamat In a crime that has outraged a local close-knit community, a string of vehicle thefts has ended with a car torched and gutted by fire. Police say that between the hours of about 7pm on Friday February 15, 2013 and 7:30am on Saturday February 16 offenders stole a white Toyota 2000 Corolla from an address on Stewart Street, Exmouth. Police believe after speaking with witnesses this occurred about 3:30am Saturday. The vehicle was then taken to an area of bushland near McLeod Street where the vehicle has been set alight. The vehicle was completely gutted by the fire. Police are seeking information from anyone who may have seen

any suspicious behaviour around Stewart Street or may have information about this offence. This offence is a part of a series of incidents in the Exmouth area, in which five vehicles have been stolen since January 1. On almost all occasions the vehicles have been unlocked and keys left in the ignition. These offenders are also believed to be responsible for other stealing offences from unlocked vehicles in which wallets and fishing equipment has been stolen. Police say the great majority of these offences can be easily avoided. CEO Awarded Public Service Medal The Shire of East Pilbara would like to congratulate Chief Executive Officer Allen Cooper for receiving the Public Service Medal as part of the 2013 Australia Day Honours for his dedication to the Shire of East Pilbara. Allen has been the Director of the Board of Management, Local Government Managers Australia, Western Australia Division since 2003. He was also the Acting Chair of the Pilbara Area Consultative Committee and member since 2002, retiring in 2010. He was previously the Past Chief Executive Officer of the Pilbara Regional Council. He has also been the Past President of the (then) North Branch of the Institute of Municipal Management. He is also Fellow of the Local Government Managers Australia. Allen’s involvement with his local community groups and clubs is also of note. He is a 5th Dan instructor of the Newman Tae Kwon Do Club and a 2nd Dan member of the Newman Hapkido Club. He is also a member of the Returned and Services League of Australia as well as an avid member of the Freemasons Newman.

However, Shire planners found the WA Site Services’ application would isolate its employees from the community and have a “significant detrimental social impact upon Roebourne”. Councillor Michael Saylor was the only representative to vote in favour of the application by WA Site Services. Mr Saylor argued that numerous employers were illegally housing operational employees in the Shire and that WA Site Services had done the right thing by seeking formal planning approval. WA Site Services can now decide if it should appeal council’s decision in the State Administrative Tribunal.

Shire of Roebourne councillors have sought to ensure permanent workers live in urban areas by rejecting a planning application for an accommodation camp on the Point Samson-Roebourne Road last Monday February 18. Local company WA Site Services had sought permission to build a transient workers’ accommodation camp for staff involved in the day-today running of its business. The application was found to comply with planning laws and council had also previously approved TWA camps in the Mixed Business zone where WA Site Services is located. However, councillors said they chose to set a precedent in rejecting this application because past approvals of TWA camps had been for construction workers, not operational employees. Councillors said their decision met with Karratha City of the North Plan recommendations that operational workers be

Police are appealing to the public to help locate a 55-year-old South Hedland man reported missing since Friday February 8. Lindsay Edward Judas was last seen about 9am on Friday 8 February driving along Trig Street near Sandhill Street, Wedgefield.

It is believed Mr Judas was heading towards Broome on a fishing trip, driving a white Nissan Navara utility, registration number LXXXXJ.

Concerns were raised for Mr Judas’ welfare when he did not show up for work on Thursday February 14 and he has not been in contact with any family members

or work mates, which police say is unusual. Mr Judas is described as being fair skinned, and approximately 185 centimetres tall with a solid build. He has white sandy hair and wears glasses. Anyone with any information about Mr Judas’ location is asked to call police on 131 444.

Regional Development Minister and Nationals candidate for the Pilbara Brendon Grylls has reassured Dampier residents that progress is being made on the town’s redevelopment.

Mr Grylls said he hoped community consultations could begin just after the March 9 State Election. “We will define what the redevelopment will look like,” Mr Grylls said.

Mr Grylls said he met with Dampier residents before Christmas to show them the preliminary planning that had been done.

Greens candidate for the Pilbara Julie Matheson has called on voters to give her and her Party the balance of power in State Parliament so that she can tackle housing prices in the region. Ms Matheson said the Government has pursued a policy since 1997 of releasing land in slow trickles to keep land prices high. “One of the mandates of LandCorp [the agency responsible for land releases] is to make a profit for the Government, and they make that profit by selling land at ridiculous prices in the Pilbara,” Ms Matheson said. “They play on the misery of people in the Pilbara by releasing land very slowly, charging exorbitant rates for it and after that you’ve still got to put a building on it. “So before you know it, it has cost you $800,000 to put a dwelling on a block of land in the Pilbara.” Ms Matheson said the Greens had a five-point plan to bring housing prices under control. She said the Greens would push to have more land releases at discounted prices, with a caveat that buyers would have to hold onto the land for six-years before they could sell it.

She said money from Royalties for Regions would also be used to speed up the land releases. “There is $1 billion in Royalties for Regions – the Pilbara generates 95 per cent of those royalties – the money has got to come back here to do the land releases so people have a choice of housing,” Ms Matheson said. Tough penalties for Pilbara motorists attempting to evade police By Ben Leahy Motorists are being reminded they face tough new penalties if they fail to stop for police, following a spate of car chases in the Pilbara recently. Police were involved in two pursuits in Karratha over the weekend, and one in Port Hedland last weekend. Sergeant Steve Scott from the Pilbara

Traffic Police said motorists needed to be aware of the stiff penalties in place. “Driving recklessly and trying to run from the Police is a very dangerous situation,” Mr Scott said. “If you run from police we will find out who you are and there is a strong likelihood you will go to prison.” Under legislation introduced in December last year,

But Liberal Minister for Water Bill Marmion told ABC North West radio that the Government had already solved the Pilbara’s water problems. Mr Marmion said increased flows from the Yule and DeGrey bore fields and an agreement with Rio Tinto for access to the Bungaroo Valley aquifer now supplied enough water to the region. “When we came to power in 2008, there was a lack of infrastructure for water treatment and waste water in the Pilbara region,” Mr Marmion said on the station. “We have spent over $520 million dollars in the last four years in the Pilbara – that is both in the Hedland and Karratha areas – to increase the water supply for both those towns.” Mr Marmion also said on ABC radio that future growth in the Pilbara was likely to be supported by sourcing more water from mine sites.

Mr Logan said WA Labor would tackle the problem by creating a Pilbara Redevelopment Authority with the legislative power to force the corporations to cooperate. “Approvals for housing block releases have often been delayed or rejected by government corporations, such as the Water Corporation, for reasons including limited water supply availability or the inability to keep up with connection demand,” Mr Logan said. “Instead of putting blocks in the way or telling people how things can’t be done, under a McGowan Government, the Water Corporation will be required to advise the Pilbara Redevelopment Authority on how to speed up land and block releases. motorists who fail to stop for police face a minimum fine of $5,000. If they drive recklessly while trying to evade police, they will also serve a mandatory six-month prison term. Both motorists involved in the pursuits in Karratha over the weekend were charged with reckless driving. In the first incident, a 24-year old Pannawonica driver failed to stop for police at the Tambrey Tavern late on Friday night February 15. Police did not pursue at that time, but later the vehicle was sighted again and the police did engage in a pursuit that ended in Bulgarra. The driver was apprehended and has been charged with reckless driving and failing to stop for police. The second pursuit began around 10pm on Saturday February 16 when a 24-year-old Karratha man failed to stop at a booze bus. In the subsequent pursuit, the driver spun out of control into a ditch on Karratha Road near the Light Industrial Area. The driver was arrested at the scene and has been charged with with reckless driving and failing to stop for police. He was also charged for driving while on a suspended licence. Both men will now appear in the Karratha Court on March 12.

Pilbara women to celebrate and empower women worldwide By Tamara Binamat The Pilbara Women’s Network is hosting a grand affair to celebrate women at an International Women’s Day event on March 8. The sundowner event aims to celebrate, recognise and empower women of the Pilbara as well as raise awareness of gender inequality issues around the world. The event is being coordinated through the Small Business Centre West Pilbara and Karratha and Districts Chamber of Commerce. SBC West Pilbara manager Rachel Whiting said the event would raise money for UN Women Australia’s campaign to end violence against women in Papua New Guinea. “Statistics show that 67 per

cent of women in Papua New Guinea have been beaten by their husbands, with further alarming numbers of trafficking and sexual abuse,” Ms Whiting said. “While we enjoy a night of entertainment and networking, it’s important to remember that many women around the world are in great need of support and shelter from violence.“ The sold-out event will feature talks by Anne BanksMcAllister, founder and former Chair of UN Women Perth and current board member of UN Women Australia. Ms Banks-McAllister said the aim of UN Women is to achieve gender equality for women globally. She initiated UN Women Perth after an insightful visit to Timor. “I was absolutely gobsmacked when I went to a senior high school [in Timor] that you and I would think was absolutely third world country. “I asked where all the teenage girls were and they said ‘there are no hygienic facilities for girls here so when they reach a certain age they just stop coming to school.’ “I couldn’t believe that something as basic as that was preventing these girls from coming to school and getting an education. “When I came back [to Perth] I felt there was an opportunity for me to make a contribution.” Anne is now a proud resident of Karratha and hopes to continue working with women in the Pilbara. “In my role as Manager of Community Development at the Pilbara Development Commision, my focus is on building sustainable communities around the region, and women play a critical part in that,” Anne said. “There’s so many great women in this region doing fabulous things and I think that needs to be recognised from outside my PDC role.” Part of celebrating the contribution of women to the Pilbara is recognising inspiring local women. In the last edition of the Pilbara Echo, Roebourne Art Group’s Rex Widerstrom said that while the Labor Party had committed $1 million toward building a new gallery for the group, numerous letters to Mr Grylls had gone unanswered. However Mr Grylls responded by saying the State Government had already committed $1.5 million to a new gallery

Police say a male around 14 to 17-yearsold has been reported riding a BMX-style bicycle while exposing himself indecently and yelling crude comments to women who are walking. Around 5pm on Wednesday February 13 a female victim was walking along the footpath that runs between Gawthorne Drive and Galbraith Road, Millars Well. The victim was approached by the offender on a pushbike. The male exposed himself to the female before he rode off on his bicycle towards Strickland Drive. The Government announced that, if reelected, it will provide $10.5 million of incentives to encourage police officers to work in hard-to-fill regional locations, while also recruiting a total of 720 police officers over the next four years. The incentives would involve an initial attraction payment for officers moving to regional locations and a further payment in recognition of more than 3.5 years service at one location. The Flying Foam Massacre remembered By Ben Leahy Yaburara elders hope that a ground breaking ceremony to remember the 1868 massacre of up to 150 of their people leads to greater recognition of the Burrup Peninsula’s cultural heritage. In a series of events around Australia on February 17, traditional owners, politicians and community members held a minute’s silence for those murdered in what has come to be known as the Flying Foam Massacre. Arising from a series of violent reprisals between Aboriginal people and European settlers, the 1868 Flying Foam Massacre culminated when a series of posses hunted and murdered Yaburara men, women and children. The massacres on teh Burrup Peninsula dramatically reduced the population of the Yaburara people, and today there are far fewer Yaburara descendants than that of other Indigenous people in the Pilbara. Yaburara-Mardudhunera woman Audrey Cosmos, who organised the Burrup ceremony, said it is the first time an official memorial had been held for an individual massacre of Aboriginal people. She now hopes the day is remembered annually around Australia. “I hope this day is pushed and pushed – not just by Aboriginal people, but by the whole community,” Ms Cosmos said. She added that the day had already helped bring together local Aboriginal people with elders from the Wong-goo-tt-oo, YaburaraMardudhunera, Ngarluma and Yindjibarndi people all attending. It has also united Indigenous communities around the country, with concurrent memorials held in Perth, Adelaide, Melbourne, Canberra, Sydney and even the small Victorian towns of Daylesford and Taradale. Ngarluma woman Tanya Hunter organised a memorial stand at Indigenous Spirit Festival in Adelaide.

Ms Hunter said she has never been to the Burrup because as a child from the stolen generation, she was removed from her mother in Roebourne in the 1960s and taken to Perth. However, after many years living in the US, she said she was rediscovering her links to the Ngarluma people after stumbling upon the story of the Flying Foam Massacre on Facebook. At the Spirit Festival, Ms Hunter snapped pictures of Jessica Mauboy, Troy Cassar-Daley and other “deadly” Indigenous celebrities showing their support for the memorial. “The Flying Foam Massacre brought home the idea to these guys that it is important to remember massacres that have occurred all around our country not just at the Burrup,” Ms Hunter said. “But the Burrup is the one I am hoping will lead the way, so that more ceremonies are held and people don’t forget what happened in their country as well.” For Yaburara-Mardudhunera woman Audrey Cosmos, the Flying Foam Massacre is also a chance to highlight the cultural heritage on the Burrup. Just metres from where she organised the memorial ceremony are standing stones erected in the 1800s by Yaburara survivors to honour their fallen dead. Stretching beyond the standing stones is the world’s highest concentration of rock art and engravings. The engravings act as the basis of lore for Aboriginal living in areas stretching to Kununurra in the north, Alice Springs in the east and Geraldton to the South. Ms Cosmos hopes that the Burrup and its engravings will soon achieve World Heritage listing so they are preserved for future generations. “Aboriginal lore is still very strong here,” Ms Cosmos said. “It is very special and needs to be saved.”

Don’t muddy the water readings, keep your meter clear If your water meter cannot see the light of day, Water Corporation is asking you to create a clearing around it so it can be easily accessed for meter readings. More than two million water meter readings are taken each year and more than 30,000 repairs or replacements are also carried out. Water Corporation North West regional manager Peter McAllister said his team were frequently unable to take readings due to obstructed meters. “Overgrown bushes, locked gates and soil are the most

common obstructions that can prevent us from taking a reading,” Mr McAllister said. “There has even been a case of a nest of bees taking up residence around a water meter, which was quite a shock to our meter reader.” Mr McAllister said the meter should be positioned 10 to 15 centimetres above ground level, with a clear space of at least 30 centimetres around each side and 120 centimetres above. Water meters are generally located along the front boundary of a property. “Our inspectors read

Conservation groups are asking for more clarity after the Liberal Government announced on February 13 that it would revamp management of the State’s National Parks. Premier Barnett said a reelected Liberal Party would replace the Department of Environment and Conservation with two separate environmental agencies. The first agency, the Western Australian Parks Authority would promote and protect the State’s parks, while the Department of Environment Regulation would focus on regulation and licensing. Mr Barnett said the new Western Australian Parks Authority would focus on conservation, scientific research and the promotion of terrestrial and marine parks, which would be managed together for the first time. “The authority will manage, protect and enhance the State’s

100 National Parks, State forests, nature and conservation reserves, and 13 marine parks,” Mr Barnett said. “We have some of the most spectacular national parks in the world, like Karijini National Park and Cape Le Grand National Park, and it makes sense to have a dedicated authority focused on their management.” WWF-Australia spokesperson Paul Gamblin said he welcomed the Government’s acknowledgement that the environment is an important issue for all Western Australians. However, Mr Gamblin also said there was little detail on how the new structure would improve on the current DEC. “It is difficult to assess if the proposal to separate DEC into two new bodies – a WA Parks Authority and a Department of Environment Regulation – will result in improved outcomes for the environment,” Mr Gamblin said. “More clarity is needed about the proposed new structure.”

Financial Markets By Brenton Reynolds Local markets have finally pushed back past the 5,000 point mark to heights not seen since 2008. The surge is due to companies reporting profits that are largely beating analyst expectations, none more so than the Commonwealth Bank’s (CBA) results released on Wednesday February 13. The CBA announced a 6 per cent increase in cash profit to

$3.76 billion for the half year ended December 31, 2012, comfortably exceeding the market’s expectations and sending the stock to all-time highs. US markets also started the week on a positive note with encouraging trade data coming out of both the US and China. However their markets ended the week downbeat as Eurozone gross domestic product shrank 0.6 per cent in the fourth-quarter, slightly more than expected.

Stock Tip of the Week Atlas Iron Ltd (AGO) – Buy Atlas Iron shipped 1.75 million tonnes of iron ore in the December quarter (in-line with our expectations of 1.8MT) at a price of ~US$93/WMT. Of the 1.75MT, around 20 per cent were low grade shipments, and hence the low realised price. Very encouragingly though, AGO said that in January a lowgrade shipment was sold at $120/ DMT.

We estimate that the Company made a $35 million dollar profit in Q2 and we maintain our BUY recommendation given the valuation support based on our iron ore price assumptions. Ruth said her Create ’n’ Connect women will again be knitting blankets for the hospital this year, but now they are dreaming bigger. “Some of the women have got grand dreams of visiting Ethiopia this year – either going with the blankets or visiting later to see who has received them at the other end,” Ruth said. In the meantime, Ruth is encouraging any interested Karratha woman to make the shorter journey down to Create ’n’ Connect’s weekly meeting.

Open to all Karratha women, Create ’n’ Connect organiser Ruth Hamilton said the group runs for two hours every Wednesday during the school term and gives ladies the chance to make new friends. “We call it Create because women, who want to be creative while their kids are in crèche, can take part in cooking lessons or art and craft activities,” Ruth said. “On the other hand, those who are not creative can equally come and put their child in crèche and just have a coffee and a chat.” Attracting between 20 and

30 women each week, the group has a mix of women from many backgrounds. On the week the Pilbara Echo dropped by, Krishnee Hennesy from South Africa was whipping up an Indian fish biryani in her last cooking class before jetting to Perth to get married. At the craft table, Danish woman Mette Clifton was showing off her new octopus dolls. As well as enjoying themselves, Ruth said Create ’n’ Connect tries to challenge its members to contribute to the local and international community. For the past six years, the group has been compiling overnight bags that are given to the Karratha Women’s Refuge. Each bag contains a children’s toy and an overnight supply of toiletries that are supplied to victims of domestic violence, who have left home

Make Us Famous are a pub rock duo fresh out of out of Melbourne and straight into the West Coast. Make Us Famous is made up of Su and John, who have been working on the pub and club scene for over 15 years and are now touring the country. “We met in Darwin in the late 1980s when John’s band advertised in the local paper for a female lead vocalist,” Su said. “After moving to Melbourne and working as a four-piece for four years we saw an opportunity in the marketplace for a two-piece rock duo who could sound like a full band.” Make Us Famous perform cover songs from the 1960s through to modern material including Fleetwood Mac, the Divinyls, Red Hot Chilli Peppers, Pearl Jam and more. “We try and choose material that people know and love to listen to that can showcase John’s skill on guitar,” Su said. “He has great talent and when you can play Hendrix and sound just like Hendrix that’s a fantastic edge to have when there are only two of you. “Even though we are a two-piece with a female lead vocalist we don’t just perform songs by female vocalists. “About 80 per cent of our material is covering songs originally performed with a males voice as lead.” Su said Make Us Famous has never travelled to Western Australia before but they love the pub scene here so far. “People come to the pub to socialise and listen to live music which is great,” she said. “We have been in the state since November and are looking forward to performing in the Pilbara, a region of Australia rich in resources and natural beauty.”

Cardno acquires WA construction materials testing firm

Rio posts $3 billion loss Rio Tinto has announced an aggressive cost cutting regime after posting its first ever full year loss, announcing almost $3 billion in losses. The hit has prompted the mining giant’s new CEO Sam Walsh to take drastic cost cutting measures across the business. “To do this we need to run the business as owners not managers and my immediate priority is to build more focus, discipline and accountability throughout the organization.” Mr Walsh said. “Demonstrating this commitment, we will deliver our capital reduction and cost savings targets and improve performance across our business.” The company has flagged they will improve

shareholder value by selling weak assets like its aluminium and diamond businesses and more carefully allocate capital. Walsh has set a cost cutting target of $5 billion to be reached by the end of 2014; he also aims to reduce capital expenditure on both approved and sustaining projects to approximately $13 billion in 2013. Also making Walsh’s hit list is decreasing exploration activities and minimising evaluation spending to the tune of $750 million (pre-tax) in 2013 compared with 2012. Walsh was appointed chief executive last month following Tom Albanese’s shock exit, which has reported to be a result of Rio’s struggling aluminium arm. • Myths concerning the tax benefits of companies employing FIFO workers continue to circle throughout the Pilbara

Andrew Buckley, said that the acquisition of Geotech will allow Cardno to build on its current construction materials testing, geotechnical engineering and environmental testing capabilities in Australia. “Acquiring Geotech strengthens the Cardno Bowler Division and allows us to expand on the services we can provide to our existing Western Australian clients and increases our exposure to work in the mining and oil and gas markets in Western Australia,” he said. Steve Pederick, the Managing Director of Geotech, will remain active in the company and will become a Cardno shareholder.

He said the Geotech team is looking forward to exploiting the significant growth opportunities that will become available to the business as a result of the acquisition by Cardno. In line with Cardno’s proven strategy, Geotech will be renamed Cardno Geotech. The acquisition will be funded by an approximate mix of 75 per cent cash and 25 per cent shares. Around 650,000 shares will be issued at a price of $6.91. The cash component will be funded from available cash reserves.

Fortescue may continue fight for access to Rio rail Fortescue Metals is considering another appeal after losing its battle to access Rio’s iron ore rail line in the Pilbara. The Australian iron ore miner had been fighting for access to Rio’s Hammersly and Robe River lines for six years. However the Australian Competition Tribunal has ruled that Rio’s Hamersley and Robe rail lines should not be opened up to other users. Fortescue said the tribunal’s decision would not affect its current operations or expansion plans, but conceded an appeal may be considered to sure up future options.

Rio Tinto Iron Ore acting chief executive Paul Shannon welcomed the decision. “This is great news,” Mr Shannon said. “Rio Tinto runs a highly efficient railway that is fully integrated with our port and mine operations. “This would be severely hindered if third parties were allowed to run trains on our rail network, not to mention the knock-on negative effect on the Western Australian and national economies from creating such inefficiencies.” Source: Australian Mining www.minigaustralia.com.au

It always amazes me when I hear some of the tax myths getting around the Pilbara. It’s more surprising when you hear who some of these tax myths are from. At a recent debate between the politicians hoping to represent the Pilbara in State Government, I heard a new tax myth that has been doing the rounds recently. The myth goes something like this “Companies are encouraged to employ FIFOs because the company gets a tax deduction for FIFO employees, but has to pay fringe benefits tax for housing local employees”. Like every good story, there are a few differing versions of this getting around, but essentially they all suggest that the tax system encourages FIFO. So let us clear this myth once and for all. For Pilbara employers, renting a house for their staff in the Pilbara generally does not incur fringe benefits tax. The tax law is different if you rent a house for an employee in Perth, but when you’re renting a house for an employee in the Pilbara, there is generally no fringe benefits tax liability. This is not a new Pilbara tax concession, it’s been around for a long time and any local accountant in Hedland, Karratha or Tom Price would be able to confirm this and open an

employer’s eyes to a number of other Pilbara tax concessions. So the idea that the tax system encourages FIFO is simply a myth. International infrastructure services group Cardno Limited have announced the acquisition of Geotech Materials Testing Services, a 190-person construction materials testing firm based in Western Australia. The acquisition is expected to contribute around $23 million revenue and at least $5.3 million EBIT over the next 12 months. The acquisition will be earnings per share accretive in FY13 and has an effective date of February 1, 2013. Cardno will pay up to $26.7 million for the purchase of Geotech including an earn-out and deferred payment. Around 30 per cent of the purchase price is subject to the achievement of performance targets over the next 12 months, with an additional 3 per cent of the purchase price deferred for 24 months. The acquisition of Geotech expands Cardno’s CMT offering into WA, which gives Cardno a strong national presence in this market sector. Geotech commenced operating in 1993 and is headquartered in Bunbury. It has a training facility in Perth with multiple mobile laboratories providing construction materials testing services throughout WA. Geotech services clients on major mining projects, LNG projects, and government infrastructure projects with more than 30 contracts supporting works for BHP Billiton, Rio Tinto and Fortescue Metals Group. Geotech’s flagship projects include the Gorgon, Wheatstone and Macedon LNG projects, many iron ore infrastructure projects in the Pilbara, the Argyle diamond mine and the Ord River irrigation scheme. ‘Don’t Expire’ Deadline set for flares to be in date Skippers throughout WA carrying out-ofdate flares on board their vessel will risk a fine from July this year. Since July 1, 2012 it is an offence to carry expired flares on your vessel as your primary set for use. Skippers may carry out-of-date flares on board their vessel as spares, but must carry an in-date set as well. Serviceable flares are a critical item of safety equipment on board a vessel and by relying on expired

flares that appear to be serviceable, skippers run the very real risk of having them fail in an emergency. At least two handheld red flares and two hand-held orange flares must be carried between the mainland and five nautical miles offshore. A minimum of two parachute flares and two hand-held orange flares must be carried also if operating more than five nautical miles from the mainland shore. You are responsible

for ensuring the required safety equipment is carried and is in-date and well maintained when you hit the water. Since January 1, 2013 marine officers inspecting your flares will be determining whether the skipper of a vessel would receive education and a formal boating caution or an infringement if you are at sea with expired flares. After July 1, 2013 marine officers will be issuing marine infringements.

If you wish to dispose of expired flares, we encourage you to keep the expired flares onboard as spares.

If you wish to dispose of them you can drop them off at the nearest Department of Transport Office.

Shire pumped for bodybuilding championships The North West Natural Bodybuilding and Fitness competition will come to Karratha in August with the Shire of Roebourne on board as the Gold sponsor. Council decided to provide the $3,500 sponsorship to the event to help promote the growing sport of natural bodybuilding in the region. The event is expected to attract hundreds of competitors and spectators to the Tambrey Function Centre on August 31. Shire of Roebourne President Fiona White-Hartig said the bodybuilding titles would be a highlight of the local sporting calendar. “There’s lots of interest in a wide range of sports up here and

natural bodybuilding is a fastgrowing sport all over Australia, so it will be great to have a championship event in Karratha,” Cr White-Hartig said. “With the Karratha Leisureplex opening later this year, complete with a 24-hour fitness centre, the interest in bodybuilding is only going to grow in the Shire of Roebourne,” she said. “It’s really important that we provide our community with the opportunity to participate in and watch sporting competitions of all kinds and we’re happy to get behind groups that want to bring new events to the area.” The event is expected to draw competitors from across the state, competing in a number of bodybuilding and fitness modelling categories.

New members encouraged to come along and try club By Stacey Holden The Nickol Bay Triathlon Club held its fifth event of the season on Sunday February 17, 2013 at the Karratha Aquatic Centre. Due to ongoing road works the course was modified to a run/swim/run, covering three distances, long, short, enticer and the kid’s course. Matthew Waideman and Tania Neeson took out line honours for the men’s and women’s long course. Toby Muller and Janyce Crawford were the first across the line for the short course, and Jacinta Barnett came in first in a women’s only field for enticer. Ailish Neeson followed in mum’s footsteps and took out first place of the kid’s event, with Nathaniel Greensill hot on her heals taking out first place for the boys. The next race will be held on the March 24 at Dampier Palms. The club is always encouraging new members to come along and try the sport. The club is also holding a skills training weekend on March 8 to 10 with professional coaches coming up from Perth for the weekend. It will involve swim, ride and run training as well as transition and brick training. First sailfish for lucky Exmouth angler Bluewater Tackle Exmouth Fishing Report By Jenni Gates

Much to their dismay they could not get the fish to eat.

Last weekend Josh and Jae Bruynzeel went out on local angler Lou McKenzie’s boat Black n Blue.

However, it was a fabulous sight for all on board.

They headed out toward the rigs and pulled up to some good looking ground. Josh threw in some soft plastics and caught a great Wahoo, but it was hassled at the side of the boat by a bronze whaler. Another guy on board, Sam Mill, hooked up and landed a decentsized rainbow runner and after that Josh caught a dolphin fish.

The sharks became quite thick and the crew decided to get some footage on their video cameras before moving on to another area.

Shortly after this Sam hooked up to his first sailfish, which is pictured this week. The wreck road has had good catches of spangled emperor lately. Anglers using small poppers and soft plastic lures have had fair results when walking the shoreline. This can be quite hot at this time of year, so we suggest taking plenty of water with you for your fishing trip. The incoming tide is best for this type of fishing, but care must also be taken if there is swell in this area.

The crew then decided to troll for billfish and within a short time saw a fin protruding from the water on the calm day.

Summer time has far less swell than winter, however it is always good to be mindful of the swell when fishing from the shore.

They quickly got a bait ready to pitch at the fish.

Queenfish and small trevally have been caught along the beaches in the gulf this last week.

On approach all anglers on board were amazed to see clearly that the fish finning was actually a broadbill swordfish. These deep ocean predators are not often seen on the surface during the day, but when they are, they’re distinctly different to the marlin and sailfish usually encountered on the surface here. The fish had two widely separated dorsal fins and was sweeping the surface of the water with a broad bill around one third the size of it’s body.

Once again small soft plastics lures and poppers have been the best options for these fish. Moving along the beaches with a lure helps you cover more ground and gives you a higher chance of crossing the path of hungry fish. Most people chase these fish for catch and release only and we recommend using barbless single hooks on your lures for ease of release and the health of the fish for the next time you want to catch it.
