Mystery surrounds injured man found unconscious near Karratha CBD By Ben Leahy Police are unsure how a 20-year-old male sustained serious injuries in Karratha on March 2 as speculation about the incident continues to swirl on social media. Police said the man was found unconscious on the morning of March 2 on the verge of Warambie Road, close to the Evolution Lounge Bar. Police have not revealed the nature of the man’s injuries, but he was flown to Perth for medical treatment where he has not regained consciousness but is reported to be in a stable condition. Detective senior sergeant Adrian Richards told the Pilbara Echo on March 6 that police do not know how the man was injured. “Karratha detectives are investigating the cause of the injuries that he has received and are calling for witnesses,
particularly people that left the nightclub between 2am and closing if we haven’t already spoken to them, to contact us,” Detective Richards said.
“If people have got something to say, if they think they have got some information, social media is not the correct place to put it,” Detective Richards said.
“We don’t know what happened to him … at this stage all avenues are being left open.”
He said unnecessary speculation and rumour hindered the investigation by forcing police to follow up trivial leads.
In a separate incident on the same night, Detective Richards said police had charged a person for smashing a taxi window on Warambie Road and injuring the person inside the vehicle.

With police closing a portion of Warambie Road following the incidents on March 2, Karratha residents quickly took to Facebook to speculate about what happened.
“Also if someone is eventually charged for an offence and there is all this [incorrect] information out there it can certainly affect the prosecution down the track.”
However, Detective Richards said the huge buzz on social media was interfering with the investigation.
“What we ask is that if people have information … they contact the Karratha Police Station Detectives’ Office.”

Today about 17,200 residents on the electoral role for the seat of Pilbara will be voting for a new member of parliament. Local returning officer Jill Johnson and her team have travelled far and wide to give a voice to Pilbara communities, with many logistical obstacles. The local polling team have spent the past two weeks coordinating remote polling in Indigenous communities and mine sites over the whole Pilbara. There will be 14 polling places open today - two in Newman, one in Marble Bar, one in Nullagine, four in Port Hedland and South Hedland, three in Karratha and one in Roebourne, Wickham and Dampier. 100 staff will be operating the polling places right throughout the Pilbara, with 60 alone in the Karratha area. Local candidates for the Pilbara include George Levissianos and the Liberal Party, Julie Matheson and The Greens, Bruce Richards and Australian Christians, Brendon Grylls and The Nationals, Kelly Howlett and WA Labor and Brent McKenna, an Independent. By Ben Leahy Regional Development Minister Brendon Grylls joined Roebourne community members on Tuesday March 5 to officially break the ground at the site of the new Yaandina Frail and Aged Care Hostel. Once completed, the $10m facility to be run by non-government organisation Yaandina Family Centre will have 20 beds providing 24-hour residential aged care services to elderly people, who can no longer look after themselves. This would include accommodation for people who require only low levels of care through to acute cases requiring palliative care. Yaandina Family Centre chief executive officer Veronica Rodenburg said the new facility was badly needed as the current ninebed centre in Roebourne was full. It is also the only 24-hour residential aged care facility between Port Hedland and Geraldton. “Sometimes we can’t even take local people in because we don’t have any beds available or their care needs are too high [for our current facility],” Ms Rodenburg said. “So they have to go [and live] away from their family and friends until they pass away. Ms Rodenburg said there was also added need for aged care facilities in the Pilbara because the population
was growing and because Aboriginal people are aging at a fast rate. “In other words, Aboriginal people are developing elderly illnesses when they are very young,” Ms Rodenburg said. She said that across Australia, Aboriginal men who developed dementia, did so at an average age of 45. “We’ve just taken our youngest person into residential aged care [in Roebourne] aged 42,” Ms Rodenburg said. “He has all the aging symptoms that non Aboriginal people would have into their 70s and 80s. Ms Rodenburg said the early onset of aging among Aboriginal people was due to a combination of lifestyle factors, such as poor nutrition and housing and alcohol and tobacco abuse. Despite the demand, however, Ms Rodenburg said she expected the new 20-bed facility to provide enough accommodation to meet the needs of the region for the next few years. She said Yaandina is now beginning the tender process and hopes to complete construction in April 2013. New laws for granny flats short sighted, says Pilbara agent By Ben Leahy

Changing planning codes to allow homeowners to rent granny flats to people other than family members would exacerbate Pilbara housing problems, according to Karratha real estate professional Kim Sparks.
He said the Pilbara needed sustainable housing development, not an increase in granny flats housing temporary workers.
While current laws only allow granny flats to be used by family members and homeowners, Planning Minister John Day said the Liberal Party would lift these restrictions if re-elected in this weekend’s State Elections. “By scrapping this old restriction, so called ‘empty nesters’ and seniors can unlock equity in their homes and receive a regular income or provide space for a carer to live close by in their aging years,” Mr Day said. “There is also potential for students and young people looking for affordable accommodation to rent granny flats. But while the changes might benefit other parts of the State, Mr Sparks, the licensee of First National Real Estate in Karratha, believes they would instead be

He said the region already had many people rushing to capitalise on the market boom by building one-bedroom units, standalone flats and houses made from cheaper materials. No winners for early voters By Tamara Binamat Finally, after weeks of State Election campaigning the day is finally here. Today, Saturday March 9, about 17,200 residents in the Pilbara seat will vote for a new member of parliament. Over the last week, the Pilbara Echo has been asking voters if they have decided which party to vote for this State Election. Voters in the Pilbara are choosing between George Levissianos and the Liberal Party, Julie Matheson and The Greens, Bruce Richards and Australian Christians, Brendon Grylls and The Nationals, Kelly Howlett and WA Labor and Brent McKenna, an Independent. International research defines book for women By Tamara Binamat Karratha is a town that would be unrecognisable a generation ago. The region is experiencing rapid changes in business and community, which moulds and shapes the people who call the place home. Friday March 8 Karratha hosted events in honour of International Women’s Day, and there is no bigger indicator of how far Karratha has come than the role women play in community today. Viti Simmons should know. She launched a book at an International Women’s Day cocktail event on Friday titled A Tree Needs Water to Bear Fruit. The book is a tribute to Viti’s
passion for women’s financial futures and capabilities. Viti’s book is a collation of a decade of pro bono fieldwork activity to produce her selfpublished resource book. Viti’s book presents the groundwork to make an extraordinary difference within grasp of those who may not be ‘ultra high net worth’ individuals. The book’s categories include women’s health, small business, microfinance cooperatives, microcredit, philanthropy and community development. Viti first arrived in the Pilbara in 1973 and ran the first ever female-operated enterprise in the region, a hairdressing salon. Viti and her family departed Dampier in 1988, before returning in 2012 to a vastly different community.
Viti is back to implement the Pilbara leadership program, a new initiative to build the capacity of leaders within the region and to build community engagement. When Viti left Dampier 25 years ago and moved to the South West, she found life was very different to the Pilbara when it came to vocation. “I set about generating an income for myself, so I returned to the small business sector, but I don’t see myself as a business woman,” explained Viti. “I use it as a vehicle by which I generate an income. “I realised we were going to travel for two years. “So I put together a concept for how I could interview rural and remote women across Australasia over this two-year
period. “Seeing Australia and New Zealand through the eyes of regional, rural and remote women in small business enterprise was profound. “That whole project absorbed me for the next 10 years, which is the book.” Viti said the most resounding lesson she learnt during her travels is that ”the ordinary is extraordinary”. A perfect example is the story of a woman named Ganu. Originally Ganu was in poverty and looking for way to bring herself out of that poverty. “The thing about the developing world is its more about them being given the opportunity to dig into that creativeness they have, and the
sheer need to come out of where they are,” Viti said. “Ganu was living in a makeshift home, and over a four to five year period when she started to get access to microcredit, which is in tiers, Ganu [excelled] in her enterprise. “They have now built a home, they now educate their children, they now have food on the table. “She now employs six village women to make the carpets they make, which now sell globally.” “The poignancy of this is when I came and got that first microfinance loan from a family member, that small loan set the course for my whole life. “To me this is simply a book about emerging discussion of philanthropic franchising.”

Mandatory detention is not a solution to rising crime, finds new report By Ben Leahy Roebourne’s Yaandina Family Centre has backed a report that questions the tough on crime agendas pursued by the major parties in the run up to this weekend’s State Election. The Justice and Community Safety in WA report by Western Australia’s peak mental health, drug and alcohol and community service organisations found that action needed to be taken as WA has the nation’s most overcrowded prisons. It noted that WA’s prison population had grown 40 per cent in the last six years with juveniles in custody increasing by 56 per cent and the State’s recidivism rate also rising to 44 per cent. Irina Catallini from one of the group’s behind the report said the problem would not be helped by major party
promises to introduce mandatory detention and minimum sentences. “There is no evidence that this approach reduces crime or restores law abiding behaviour,” Ms Cattalini from the Western Australia Council of Social Services said. She said the report instead indicated it was important to target mental health and drug and alcohol problems. According to research cited in the report, 85 per cent of court attendees have had contact with mental health service, while 80 per cent of WA prisoners had a history of regular illicit drug use. Despite this, the report found that programs in and out of prisons treating mental health and drug issues were badly under resourced. Veronica Rodenburg from Roebourne non-government organisation Yaandina Family Centre agrees.

She said there are few projects working with Reobourne youth that are Government funded. “We have one full time position funded by the State Government to work with 290 young people in this town,” Ms Rodenburg said. “And the problems for the young people here are enormous, be they nonattendance at school, tobacco and drug use, particularly marijuana use, and nutrition and health. “All of those foundation issues that help children and young people grow into successful people are often missing here. “Mental health issues are another problem. “[Yet] the Federal Government has just announced new family mental health support services all over the country, but nothing in this region where last
Ms Rodenburg said that she had also been told by authorities that six of the 10 most prolific youth offenders in WA were living in Roebourne. However, she said, the law employed little flexibility in dealing with offenders. She said they were either given a curfew at nights or they were instead sentenced to a prison term – there was no in between punishment. Ms Rodenburg said she would like to see greater variation in punishments handed out to offenders together with more police in the community and increased funding for support services. Wastewater to keep Leisureplex ovals green Watering will begin on the Karratha Leisureplex ovals this month as construction of the multi-million dollar facility nears completion. It will take six months to establish healthy grass cover on the ovals using reticulation systems fed primarily by treated effluent water. Roebourne Shire Council president Fiona White-Hartig said the Leisureplex, once completed, would use a number of energy saving designs.
“Utilising recycled water on the ovals will allow us to water on a regular basis without the need to waste drinking water,” Ms White-Hartig said. She said surplus water from the centre’s swimming pools could also be used in the future to water the ovals. The treated wastewater will also be regularly tested to ensure it meets health and safety requirements. In the meantime, Ms White-Hartig said
there were enough ovals and playing fields to meet the demands of local sporting clubs. “Bulgarra Oval has recently been upgraded and will continue to serve as a key sporting venue in the Shire,” Ms White-Hartig said. “The additional Leisureplex ovals will cater for future growth and demand.” The Karratha Leisureplex outdoor playing fields consist of a primary AFL
and cricket sized oval with a secondary rectangular pitch. The venue will be able to accommodate AFL, rugby, soccer and cricket matches. It will also feature a clubhouse overlooking the outdoor playing fields to provide change rooms and other facilities for sporting clubs and also a spectator viewing area. The Leisureplex is on schedule to open to the public mid-2013.

Pioneering Karratha students to take up medicine studies at UWA Young people from Karratha and Geraldton were among the 31 students to commence university studies this week as the second intake of The University of Western Australia’s “choose medicine Rural School Leaver Pathway” program. The UWA offered the two Karratha and one Geraldton student an offer to study graduate medicine via the program, which identifies rural WA students interested
in pursuing medical careers. Student support coordinator Sue Pougnault, from UWA’s Faculty of Medicine, Dentistry and Health Sciences, said the program provided support to students, who often had to overcome big obstacles in education opportunities, distance and support to achieve their goals. “Last year, we ran 19 workshops from Kununurra
to Esperance for rural students in years 10, 11 and 12 which helped raise awareness of medicine as an achievable career,” Ms Pougnault said. “I am so pleased for all the successful rural students – I’ve worked closely with most of them over a number of years and to see their dedication and commitment to their studies pay off as they reach their ultimate goal is very special for me.
“It’s great to see the ongoing success of the Rural School Leaver Pathway in supporting rural students.” This year’s intake – in UWA’s Centenary year – comes from Bunbury, Busselton, Carnamah, Esperance Geraldton, Gillingarra, Kalgoorlie, Karratha, Leeman, Mandurah, Manjimup, Merredin, Toodyay, Wagin and Williams.

Jayden Dadleh has just moved to Perth and taken up his position at the University of Western Australia where he will study engineering. Equipped with family support and an ATAR score of 95.35, Jayden looks forward to the many challenges that face him in his university life. Jayden also said in the interview that ‘‘it would be good to see [other Aboriginal students] go the extra mile”. “It’s pretty sad to see some kids just give up or just kind of take the easy apprenticeship at home because they think they won’t be able to leave,” he told the paper. Jayden is an inspiration to us all and he proves that great things can come to those who work for them.

The project will benefit not only the Tom Price community, but visiting sporting groups from around the Pilbara region. The Shire of Ashburton said construction works on the pavilion are progressing well since commencing in November 2012. Contractors have already achieved a significant milestone by completing the concrete foundations, plumbing and footings. Funding for the construction included $4.4 million from Royalties for Regions, $3.65 million from Rio Tinto, $1 million from the Shire of Ashburton and the recent approval of an $850,000 grant from the Department of Sport and Recreation. “While we had been hopeful that we would still meet our planned start date of March 2013 to commence the oval works, this has now been rescheduled to May due to the size and complexity
of the project, including landscape architecture,” said Deb Wilkes, Shire of Ashburton Executive Manager Community Development. “We understand how this will affect sporting groups and in particular, the Nameless Jarndumnunha Festival. “We have agreed to work cooperatively with them to find alternative plans. “The Nameless Festival will still go ahead; it is an iconic and important event for the town.” Nameless Festival committee president Linda McCarthy said the overall response has been very positive and all groups and committees are willing to collaborate with the Shire. Ms McCarthy noted that while many in the community had been eagerly anticipating the opening of the oval, the change in completion date has led to the exciting prospect of having the Nameless Festival spread out amongst multiple venues in town, adding a new dimension e n c o u r a g i n g wider community
involvement. “The Nameless Jarndumnunha Festival committee will continue to work in collaboration with the Shire of Ashburton and the Small Business Association to ensure that the festival goes ahead as planned,” Ms McCarthy said. “We see this as an opportunity to embrace and change the look of the festival for 2013 while the oval is undergoing the redevelopment.” Completion of the Tom Price Clem Thomson Oval and Sports Pavilion is expected early September 2013. Once in operation, over 30 teams from numerous sporting disciplines will utilise the new facilities. It is anticipated the oval will be used for more than 80 hours per week, with more than 400 people enjoying the oval on a regular basis. “We look forward to facilitating building a state-of-the-art recreational facility for Tom Price which will benefit not only the local groups, but will attract sporting groups from around the Pilbara region,” Ms Wilkes said.

Skywest Airlines have announced a reduction in non-peak services between Port Hedland and Denpasar, due to an inconsistency in passenger numbers. The changes will be effective from next Saturday March 16. Skywest are decreasing the existing schedule between Port Hedland and Denpasar from two return services each weekend down to one return service, with selected services on Saturday and Sunday affected during low demand periods. Existing services will continue to depart Port Hedland once on Saturdays, with returning flights from Bali retimed to arrive in Port Hedland by 12pm Sunday. Return services between Port Hedland and Denpasar will remain for selected high demand periods such as school holidays. “Unfortunately due to the
inconsistency of passenger numbers, the existing number of return services between Port Hedland and Denpasar are no longer feasible during low demand periods,” Chief Executive Officer of Skywest Jason Bitter said. “The reduction in schedule needed to consolidate the Port Hedland to Denpasar services down to one return service each week will commence for selected periods from Saturday March 16, 2013. “Skywest is pleased to continue to have two return weekend services between Port Hedland and Denpasar for a number of high demand periods including school holidays.” Passengers affected by the cancellation of XR252 and XR253 between Port Hedland and Denpasar, Bali, during low demand periods have been notified and offered alternative travel arrangements or a full refund.

A Pilbara icon is bussed back into the spotlight By Ben Leahy Karratha residents Darren Pheagan and Katherine Galvin are big fans of the film Red Dog. For Darren, the film is a great “yarn” even if it does stretch the truth about the real Red Dog and his life wandering the Pilbara in the 1970s. In fact, Darren’s ideas about fact and fiction regarding the Red Dog film have begun to become increasingly blurred over the past few years. It
started
when
he and his partner Katherine bought their own red kelpie, called Finley, in Victoria not long after the movie was released. A short time later, they decided it would be a good idea to buy the retro 1978 Ansair bus that featured in the film. The old bus had ferried Hamersley Iron miners around the Pilbara both in the film and in real life in the 1970s, yet had been left languishing in a paddock in Karratha’s Light Industrial Area once it was no longer required on the Red
Dog set. It took ten months of arduous mechanical repairs, but Darren was finally able to register the bus last November, and he knew exactly where to take it. “We’ve been out to the Mermaid Bar a few times,” Darren said. “The big thing with the bus is that whether people like the movie or think I’m an idiot for driving it, everyone waves.” “It puts a smile on everyone’s face.” And red kelpie Finley isn’t missing out on the fun either.
Financial Markets By Brenton Reynolds Any readers who have been taking heed of the “Stock Tip of the Week” would have noticed the jump in Sirius Resources (SIR) over the last couple of weeks. My SIR tip was published in the January 25 edition of the Echo and since then the stock has increased in value by 90 per cent, meaning a $10,000 investment would now be worth $19,000. on the whole performed quite well for the week ending March 1 with the ASX200 closing up 64 points or 1.28 per cent, due largely to an upswing in global markets and more solid local earnings reports.

We’ll do painting, cyclone traces, accidentally paint our faces. It’s going to be a rainy day. We won’t go swimming in the bay. Blow a parachute up high. Look for backwards birds that fly. Play dough’s really soft and squidgy and my jacket’s ridgy didgy. We might watch a monster movie or “Lion King” which is quite groovy. Hide and seek is really fun, running rings around my mum better still stay out of mum’s hair. So I don’t sit on the thinking chair.

By Dan Pedersen The Karratha Care Group celebrated the 2013 Clean Up Australia Day by hosting a clean-up event at King Bay, on the Burrup Peninsula, on Sunday March 3. Dampier Port Authority senior environment and heritage officer Dan Pedersen said a dozen Karratha volunteers turned out in the hot conditions to scour almost two kilometres of beach along the southern coast of King Bay. “We were able to collect almost 20 large bags of rubbish, which is a considerable volume considering the length of the beach,” Dan said. Among the collected waste were nine large tyres that had been washed ashore and become embedded on the beach. “These tyres will persist in the marine and coastal environment almost indefinitely,” Dan said. “We didn’t want to see them become a permanent feature of this beach, so it was a worthwhile venture digging them out and hauling them to our vehicles. Dan said the most common waste on the day was plastics. “We all know that plastics don’t break down
very quickly and can leach nasty substances into our environment over time,” he said. “If they aren’t cleaned up, they have the potential to cause a great deal of harm to many generations of local wildlife over a very long period of time. “Over the long weekend, our members heard from several local families and friends of the CARE group, who weren’t able to make it to our clean-up event. “It was great to hear they were still able to contribute by filling a few bags on their travels in and around the Pilbara. “Every bag of rubbish we remove from our local environment counts.” During the cooler months
of the year between April and October, the Karratha Care Group aim to host an open community clean-up event each month. The big events on this year’s clean-up calendar are the Great Northern Clean-Up and the WA Beach Clean-Up – however, dates are yet to be finalised. FIFO debate taking the focus off sustainable planning in the Pilbara By Bob Neville The recent report on Fly-in, Flyout practices around Australia, coupled with some questionable media attention, has taken the debate away from the community in relation to its overall and longlasting impact on communities such as Port Hedland. As a resident of South Hedland since 1976, I have seen this community grow from its near beginnings. Back then houses were literally built on sandy red-dirt blocks and services and facilities were at a bare minimum. Now we have a thriving town of 10,000 people with growing families and great facilities, where people born into his community have matured into another generation of business owners, miners and community service workers. In my time on the Town of Port Hedland Council, it was voted unanimously to not support FIFO workers. Much of our debate was spent on strategies to encourage people to live and work in our town and become an overall part of both the economy and the working community. In many remote areas, a FIFO workforce is obviously required for certain construction projects. So today’s debate should not be on that very small minority of anti-social FIFO workers, but on the sustainability and growth of the community of Port Hedland and other Pilbara towns inundated with FIFO workers. It should be about how best we can encourage and convince the government, mining companies, contractors and the workers
themselves that places such as Port Hedland are great places to live and work and raise a family. However, it would appear this message is being drowned out. Terms such as “operational flyin, fly-out”, big dollar incentives to companies through taxation, plus the greed and incompetence of the State Government Land Ministers and administrators over the past 10-15 years, mean the community is slowly losing the fight. This has resulted in a number of bad outcomes, including the placement of massive FIFO camps within the town site of South Hedland, the demise of our caravan parks and the loss of a number of relevant shops and services. When you throw in the greed of property owners and investors, the short-sightedness of mining companies in transferring jobs and people to the city and the Government’s unbelievably bad planning, some community members have had no choice but to leave town. The result of all this is that local people no longer have the ability to shape the future of Pilbara towns, such as Port Hedland. Sadly that power instead lies in the hands of distant offices run by mining companies and the State and Australian Governments. Bob Neville is the chair of the Pilbara Association of NonGovernmental Organisations and was a Town of Port Hedland Councillor for 13 years between 1991 and 2005. He is also a member of Port Hedland’s Integration Working Group Committee, the South Hedland CBD Working Group, the Substance Abuse Management Group, the South Hedland Lotteries House, and coaches and umpires softball and baseball in Hedland.

St Luke’s students have a ball at basketball games and ski slopes in North America St Luke’s College students took off on a once in a lifetime adventure to the ski slopes, sporting rinks and holiday parks of Canada and America over the January school holidays. The 23 St Luke’s students from Years 8 to 12 joined 17 other students from around Australia in
spending five days skiing non-stop in Canada before heading to Los Angeles for five days. This camp was organised through sport and cultural tour company Wanderers Australia, who advertised the experience last year. The students, some of whom had never seen snow, took to the slopes

and in just under three days some were skiing and snowboarding like pros. St Luke’s teacher Jackie Nichols accompanied the students to Canada and said night activities included playing pool, card games and iceskating. “All in all, the students were awesome,” Ms Nicholls said. “It was great for them to experience the snow and get to know new kids from all around Australia.” Mr Wayne Sharpe from St Luke’s also went with the students as a chaperone. He said he loved it and spent most of the time on the slopes with the students learning to snowboard. Some tour highlights for the students included watching a professional ice hockey and NBA game featuring the LA clippers and visiting Disneyland and Universal studios. The great shopping was another big hit. Some students also met Micheal Bublé and Bailee Madison on the way home from Vancouver, which was a huge highlight to see real life stars. Deputy Mayor George Daccache commended the community on their quick response when the Blue Alert was called, with many residents preparing their households before the oncoming cyclone. Councillor Daccache said now that the cyclone has passed, it is important the Town and community work together in a

Matt Hutton is a local dad working in Wickham against the harsh landscape of an outback mining town. In recent years, Matt has taken advantage of the unique scenery our region offers and honed his photography passion by getting off the beaten track and experimenting with camera techniques. “For the first three to four years my photography was just normal snaps like most ordinary people take,” explained Matt. “Since moving to the Pilbara and experiencing some of the fantastic locations and landscape that we have for offer, my love for photography was stepped up a notch or two. “I fell in love with locations such as Karijini and the weather that we can get here during the cyclone seasons, the gorgeous sunrises and sunsets and Pilbara landscapes in general.” Self-taught, Matt said he
learnt everything he knows about photography from books, trial and error, Google and YouTube videos. “Having two beautiful children gives me plenty of time and practice at portrait photography which has helped me do a few personal family shoots, a wedding and a maternity shoot,” Matt added. Matt has been living in the Pilbara since 2007. He bought his first camera on a trip to Singapore and slowly fell in love with photography. “My gear that I use and always have used is Canon,” Matt said. “I am currently using a Canon 5D MKII with a 24-70mm f/2.8 and a 1635mm f/2.8. “Also, a sturdy tripod and plenty of extra gear like flashes, filters and cable releases help me create my images. “My shoot locations so far have been mainly the Pilbara including popular gorges, Karijini National Park and any landscape that my Nissan Patrol can take me.”

Time for political parties to address housing issues The Master Builders Association is waiting on the results of this Saturday’s Election to learn more about future housing policies in the State.
Rising electricity prices hurting renters Renters and low-income households have been hit hardest by the rise in electricity prices, a leading social services body said last week. Irina Cattalini, the CEO for the Western Australia Council of Social Service said the cost of living was widely recognised as a key issue leading into this Saturday’s election “Low income households have been hardest hit by the 79 per cent rise in electricity prices over the last four years, with increasing numbers of families unable to pay their bills seeking support from our members,” Ms Cattalini said. Those hardest hit are often households in old and inefficient rental or public housing, who are stuck with high energy use and are excluded from energy efficiency measures. “But we have yet to hear a clear strategy to tackle high energy prices for families in financial hardship.” “Based on our research and consumer advocacy, we think the three most effective energy policy strategies for tackling disadvantage would be: • A 15 per cent concessional energy tariff for low income households, • A targeted energy efficiency program for those in financial hardship, and • Reducing the cost of energy for all households by removing the TEC levy” “A fifteen percent concessional tariff for those households in greatest need would provide effective financial assistance,
proportional to the size of their energy bills,” Ms Cattalini said. “Investing in measures targeted at improving the energy efficiency of households in financial hardship with disproportionately high energy use is the best way to combine efficiency with equity to achieve a double benefit for our community.” “In regional and remote areas where the cost of delivering energy is much higher, greater efficiency can also make inroads into reducing the cost of energy for all consumers.” “The Council continues to support a uniform household tariff policy that ensures all households across the State pay the same price for electricity – but continues to argue that subsidising regional power delivery through the tariff equalisation contribution is unfair on low income households.” “While low income households may spend as much or less than other household types on electricity, those bills represent a much greater proportion of their weekly income – so anything that pushes up electricity prices has a greater impact on them.” The Council also continues to call for funding for independent specialist consumer advocacy in WA, in line with measures in other States. “We need an independent voice for consumers that has the capacity to undertake research and grapple with the technical aspects of the regulation of energy markets – to ensure that Western Australians are not paying too much for their energy,” concluded Ms Cattalini.

According to Master Builders director Michael McLean, housing appeared to slip under the radar and clearly deserved more focus from each of the political leaders. “With the housing industry contributing so much to the well being of our economy and standard of living, our next State Government should be looking at ways to sustain its viability and affordability”, said Mr. McLean. “Builders are disappointed that no new policies have been announced to date, which will help the housing industry during the next term of Government.. “Our Association has developed a range of policies, which are needed to make home ownership more affordable and the housing industry more productive”. “We suggest six simple measures to help prospective home-buyers and housing affordability: 1.

Reform local government, including fewer local government authorities, to improve the efficiency and consistency in processing new building and planning applications. Exempt single detached housing projects from the planning approvals process. These projects would still need to comply with relevant
Residential Design Codes and be subject to the current building approval process. 3.
Introduce stamp duty relief to encourage increased activity levels in property and construction.
4.
Appoint a senior and experienced Member of Parliament to take on the joint responsibilities of Housing and Planning. This,will assist to reform the building and planning approvals processes which will benefit everyone.
5.
Introduce meaningful financial or other incentives for employers to take on and train more building apprentices – otherwise the housing industry will again experience skill and labour shortages when our economy improves.

Fast track the release of more residential and industrial land in anticipation of the needs of our growing population in both the Perth metropolitan area and major regional centres”.
“Although we have communicated these recommendations to each of the major political parties we have yet to receive a response,” Mr. McLean said. “There is a lot our next State Government can do for the betterment of the housing industry and housing affordability in WA. “Time is running out to hear what the next 4 years will hold for the housing industry under either a Barnett or McGowan government”, Mr. McLean concluded.

How to make a granny flat strategy work By Aidan Devine Once upon a time, a couple had the bright idea to utilise their backyard to build a place for granny to live. It was perfect: they were doing their part to look after the ailing dear, without having to give up any of their own space.

All parties had a private area to call their own, while a babysitter or a hand in the kitchen was just a patch of lawn away.

Nowadays, as Australia’s population continues to grow, the residential space around the nation’s major cities is shrinking. Families and investors looking to maximise their income are getting creative and thinking outside the block. Meanwhile, local and state governments are looking to facilitate the provision of affordable rental properties, as the costs of living continue to rise. Witness the emergence of the granny flat as a common solution.
Building on your existing home
• Granny flats cannot be built on unoccupied land or on a property used for commercial purposes • Granny flats can be attached to the primary dwelling, or can be free standing • Granny flats must have clear, separate and unobstructed pedestrian access
• Granny flats can be built only on Residential Zone property
Granny flats have taken off in recent years and many investors are getting caught up in the hype. The advantages can certainly stack up if you go about it the right way. The ideal granny flat situation for investment and return would be to build the secondary dwelling on the same block as your permanent place of residence. This can add value to your property and also provide a fantastic rental yield, depending on where you live. In most city suburbs, two-bedroom granny flats can achieve a similar weekly rent to twobedroom units. So, let’s just say you spend $100,000 building a granny flat at your house on Sydney’s north shore. Once completed, you get a tenant in paying $450 a week. With an interest rate of 7%, you would be paying the mortgage off at approximately $200 a week. That is a gross rental yield of 23%, or a handy $13,000 in your pocket each year. Of course, that is one of the better case scenarios.

What is a granny flat? Granny flats are regularly defined as ‘secondary dwellings’, meaning they are secondary to the main property on a single block. The dwelling must be self-contained, meaning it has a separate entrance, as well as separate bathroom, kitchen, bedroom, laundry and living area. • The following general regulations govern granny flats across most local councils:

Talk to local real estate agents to find out if there is demand in the area for granny flats and how much rent you might expect to get for one, then check to see how many are listed for rent online and in the newspapers. “Drive around the suburb and see what type of granny flats are in the area,” says Waters. “Some of them can look like shipping containers, which is not aesthetically pleasing and may reduce the value of a house rather than add to it.” Tip: The most ideal properties are corner blocks, because the house can face one street and the granny flat the other. This minimises privacy concerns
Costing Get in touch with builders and specialist granny flat construction companies and have them quote the construction work and any other costs. Based on the quotes, get a real estate agent to give you an estimated market appraisal, not only on rent, but also on value as a pair of dwellings, so that you know you won’t end up in a negative equity position. “Granny flats can be a fantastic strategy if done correctly,” says Waters. “In the right area, on the right piece of dirt and with the right construction costs. Don’t do one just for the sake of it. The Australian Bureau of Statistics home loan data for November revealed first homebuyers only accounted for 15.8 per cent of all home loan approvals in November. The figure was down from 18.7 per cent the previous month and the lowest since 2004. “The latest data from the Australian Bureau of Statistics shows that the situation for first home buyers is not getting better anytime soon, in spite of the Reserve Bank’s rate cutting campaign,” said Mr Rose. “The Real Estate Buyer’s Agents
Association of Australia believes buying with friends and family could significantly help lighten the load of buying and maintaining a home. “By pooling their finances together, first home buyers can split the high cost associated with buying property and make owning a home a more realistic option for many people. “It is important to remember however that this option needs to be treated like a business arrangement and requires a lot of trust and good planning.” Mr Rose said in this instance it was a good idea to consult a lawyer initially about a legally binding co-ownership contract and agree in advance should anyone’s circumstances change. “Remember this is a business transaction and any paperwork relating to the property or mortgage should be in the names of the cobuyers,” he said. “It also recommended that all or both parties in the arrangement keep duplicate copies of all paperwork associated with the purchase.”
Natural light, fresh air, noise and mould on renovators and homebuyers agendas Health issues such as natural light, fresh air, noise and mould have become important issues for Australian homebuyers and renovators, Archicentre, the building design, inspection and advice service of The Australian Institute of Architects said today. Ian Agnew from Archicentre said, increases in population density across Australian cities and suburbs means people are living closer together. “This has put a premium on designing or buying properties with healthy environments,” Mr Agnew said. “This not only applies to apartments in CBD areas but also increasingly in suburban areas where older homes may be demolished and replaced with medium density developments. “People are becoming more conscious of the need for their homes to provide a healthy environment and smart design has become extremely important to delivering healthy lifestyle outcomes. “With increasing housing density the noise factor has become a consideration for homebuyers with double glazing and sound proofing becoming a high priority for renovators who want to ensure peace within their home environment and cut out neighbourhood noise. “Odour control within homes requires adequate ventilation in the cooking areas to ensure neighbours, especially in apartment blocks, are not impacted by kitchen cooking odours either in their own premises or in public areas such as hallways and
stairwells. “A lack of ventilation in a home can lead to the development of mould which should not be taken lightly as it can trigger life threatening diseases such as asthma.” Mr Agnew said that mould is a common factor found during Archicentre pre-purchase house inspections, especially in older homes. Mould is also found during inspections of units and apartments where there is often a lack of adequate ventilation in laundry and kitchen areas. “In units and apartments, where space is tight, often laundries are little more than a cupboard with a washing machine, a clothes dryer and laundry basin,” Mr Agnew said. “Mould grows wherever it can find both food and water. “As food sources are abundant in buildings, mould growth generally indicates the presence of excess moisture which may be due to numerous factors including leaking water pipes, flooding and condensation. “Moulds require moisture, a food source - such as paper, paint and clothing and still air. “Seventy per cent of mould problems are due to condensation coming from wet areas like bathrooms and laundries, while thirty per cent comes from rising damp” Mr Agnew said mould can be eradicated by cleaning it with a special purpose household cleaner - which should kill the current infestation, fixing any sources of moisture such as condensation, rising damp, leaking pipes, and the like, and by improving ventilation by leaving windows open. “Designing healthy, sustainable environments within the home and its surrounds is an integral part of the work of an architect,” he said.

Next weekend, the Dampier Arts Awards will be celebrating its second year of showcasing the talent of local artists.

The Dampier Art Awards endeavours to capture the essence of what life is like living and working in the Pilbara. This year, the Pilbara region is experiencing a huge transformation with the local land developments and the resource sector expanding at a rapid rate.
In 2010 the Dampier Arts Awards made its debut showcasing the artists within the Shire of Roebourne. The debut theme was By

The Dampier Art awards will be a reflection of the changing times of life in Dampier and the Burrup Peninsula with 2013’s theme, From Big Thing, Little Things Grow. “The success of the inaugural 2010 Dampier Art Awards further demonstrated the importance of cultural events in our community,” Conor O’ Brien, President of the Dampier Community Association said. “With that acknowledged, the 2013 Dampier Art Awards have probably been too long coming.” Robbie Palmer, Tania Lyndor and Toni Salmon are organising the event on behalf of the community and said the purpose of the event is to give local artists an opportunity to display their artwork. “It’s to support our local arts community,” Robbie said. “We’re hoping it will just get bigger and better every year.” Artwork has been entered into six categories for judging, including Dampier Art Award theme, Pilbara Landscape, Painting
Open, Works on Paper, Coastal Theme and Three Dimensional Art. There will also be a winner awarded the People’s Choice Award, after the public exhibition. The Dampier Art Awards received an outstanding 48 entries this year, which will be available for viewing from March 17 until Sunday March 24 at the Dampier Hall. Robbie said she has seen very interesting artwork come through so far. “We’ve seen some absolutely fantastic artwork, although I can’t say too much, “ laughed Robbie. Jen Hourquebie, a resident of the Pilbara since August 2010, will be judging the entrants. Jen is working with Archipelago Arts and said she looks forward to seeing more arts and culture projects flourish in the region. The invite only opening night will be held on the evening of Saturday, March 16 with a public exhibition period running from Sunday March 17 until Sunday March 24. Entry to the exhibition is free of cost.

Humans are creatures of habit, and it can be hard to break bad habits that we create for ourselves. But simply reversing that theory to work for you instead of against you, can make all the difference in reaching your goals. If you can create a habit you find hard to break then you can also create a good habit to replace the bad one. It’s about thinking outside the box rather than being confined within it. Just because you’ve always done something that way, or always eaten something with something else, doesn’t mean it always has to be that way. 2013 is the year of new thinking, and therefore a great chance for us to create new things for ourselves. Habits are tricky to change, but not impossible and once you do you will find you can have your obsession working for you. I always seem to have a gap in my day after the school pick up but before dinner, where I am trying to deal with my kiddies, get homework done and things planned for the next day. This is when I am tempted to eat the most. I go training later in the day after my husband gets home, so I have this terrible couple of hours where I have to battle with myself to not eat something or not eat tonnes of food. The key I have found is to schedule this time, just as I do the rest of my day. I seem to get up with plans on my mind about what I am doing after school drop off and every hour until I pick them up, but then I find myself in relax mode and that’s when it
is dangerous. So make a simple plan and stick to it. I grab a piece of fruit as I go out the door to do the school run and eat it as I go. This does two things, it keeps my metabolism in balance and it makes me less tempted to eat some of the treats I allow my kids to have when they are home. Then, I run the rest of the afternoon like clockwork and I don’t allow myself time to think. I unpack, get homework done and lunches for the next day. I find as I fill their lunchboxes with healthy food I only snack on healthy food, even if they are eating their treats and enjoying cartoon time. After that, I think of a way for us to exercise together. A walk to the park and the swings, don’t sit by and watch, move around, go for a slide down the slide and live a little! A swim at the pool, don’t sit on the side in your bathers, get in, grab one of your kids and do weighted squats, who cares what you look like, you are doing good for yourself and them and you are filling up that tricky period during the day where you would be tempted to give in to cravings. Think outside the box, try to replace one bad habit you have this week with something new. Even if you only succeed for three days of the week, that is still more success and more change than you had last week and every little step goes a long way to taking big strides. Have a healthy week!

Recipe of the Week A sweet treat that is good for you. You have to use the dark chocolate to get the benefit of antioxidants with this one, it is the only chocolate that is good for you and these are lightly coated so you wont get that bitter taste like you get when you eat a whole piece. Don’t be tempted to replace it with its high sugar, less powerful counterpart milk chocolate. Trust me, these taste amazing just this way. BANANA POPS
Ingredients Melted 70 per cent cocoa organic dark chocolate Bananas Crushed unsalted nuts of your choice (I used pecans, cashews and hazelnuts) Crushed sunflower seeds and pepitas Method Cut bananas in half and place on a skewer or popsicle stick. Slowly melt the chocolate in a stainless steel bowl suspended over a saucepan of lightly boiling water on the stove. Take a knife and thinly coat the banana in melted chocolate. Roll quickly in crushed nut and seed mix and lay on a plastic chopping board. You can put them in the fridge to set and eat them as a fresh treat or put them straight in the freezer for a super tasty replacement for icy poles. My daughter Bella says these are the best treats I have ever made! If you don’t want to or can’t let your kids have nuts, then just use more crushed seeds.

The one-year Advanced Diploma in Indigenous Legal Studies has been devised by UWA academics and the WA legal profession and is based on extensive consultations with Indigenous people, lawyers and major law firms. Assistant Professor Mel Thomas, Law Coordinator at UWA’s School of Indigenous Studies, said the diploma would ensure Indigenous people had equal opportunity to succeed in mainstream law. “It also enables them to engage critically with the legal issues affecting Indigenous peoples, empowering students to understand the nature of the Australian legal system and Indigenous arguments about law, justice and the land,” Professor Thomas said. The course offers introductory law units taught by the Faculty of Law in first semester, while Indigenous Knowledge, History and Heritage units are taught by the School of Indigenous Studies.

Securities and Investments Commission’s Indigenous Outreach Program. Professor Thomas said 50 UWA Indigenous law graduates – the highest number in the nation – had become successful legal professionals, academics and policy-makers. “The Advanced Diploma will continue to provide students with an equally effective pathway into law studies and the legal profession, and equip students with both theoretical and practical training,” he said.

By Dan Collins With the recent State Election, there has been a lot of talk about payroll tax. Payroll tax is a state based tax that is charged to businesses that spend over $750,000 per year on their employees wages, including superannuation and allowances. Generally, if a WA business spends over $750,000 on wages, then the State Government charges a tax of 5.5 per cent on the excess over $750,000. Payroll tax is a most unpopular tax because it is effectively a tax on employing people. A business might have a bad year, making little profit or even a loss, yet still be liable for payroll tax. It’s possible for businesses to pay more in payroll tax than they pay in income tax, so you can understand why employers have a strong dislike for payroll tax. Payroll tax also has negative consequences for employees because it acts as a penalty to employers wishing to give their staff
a pay rise. Every time an employer wants to reward their employees with increased wages, the business is punished with an increased payroll tax bill. So what is being done about this most unpopular tax? For the 2013 financial year there is a temporary increase in the payroll tax threshold. Employers with wages under $3m should receive a discount on their payroll tax bill, while employers with wages under $1.5m should receive a full refund of any payroll tax paid in 2013. This could save Pilbara businesses up to $41,250 in 2013. This could be a big help for local businesses, but it’s only for 2013. Other more permanent changes to the payroll tax system will result in WA employers not receiving a payroll tax liability for certain new Indigenous employees. While this concession originally looked encouraging for Pilbara businesses, the onerous conditions that accompany this tax concession will mean very few Pilbara
businesses can utilise it. On top of the recent changes to payroll tax, there could be further changes proposed depending on who wins this Saturday’s State Election. Among the recent election promises was talk of the payroll tax free threshold being increased from $750K to $850K. Although this is not a huge saving to businesses, it is a step in the right direction, and it’s the only payroll tax cut that any side of politics is offering. This change to the payroll tax threshold could save Pilbara businesses $5,500 per year in taxes. Karratha’s B-ballers sprung into action on Tuesday March 5 for the latest round of A-Grade competition at the Karratha Entertainment Centre. In the 7:40pm game, the Mayuga Majik locked horns with the Coral Trouts in an at times
heated affair that was marked by Majik fast breaks and sharp threepoint shooting by the Trouts.
Despite Trouts small man and Shire of Roebourne chief executive officer Chris Adams hustling the boards and scampering between the baskets, the Trouts eventually went down to the Majik by 26 points to 45.

A longer course taking in single tracks and steep hills didn’t put Karratha’s mountain bikers off as 31 riders turned out for the final Summer Race Series event on March 4. After pushing themselves around the course for a tough one hour, most riders stayed on afterwards to grab a sausage and have a natter. Burrup Mountain Bike Club president Damien Muller said the turnout was “fantastic” for the sport, which continues to grow in Karratha. “The fantastic thing about Monday was that we had six ladies and quite a number of juniors as well,” Damien said. “Sally Smith, in particular, has been running her ladies rides and that has had a great positive impact on the number of ladies turning up for the race events.” Damien also said the Summer Series had attracted a lot of novice riders, who had ridden very little in the past. He said the boost in numbers was due to growing popularity of mountain biking itself but also because people were becoming more aware

Gamex is the word on everyone’s lips, with Rose Tattoo kicking off the festival in style on Friday night. If you are in Exmouth, it is definitely worth getting involved in this great week of activity. Even if you do not fish, there is lots to do, including eating lunch at the Novotel prepared by celebrity chef Bart Beek, seeing the fashion parade, enjoying the live entertainment mid-week or donning a costume for dress-up evening. Of course there is plenty of fishing related activities like seeing the Aqua tank, checking out what is being caught each day, learning how to fillet fish or having a yarn with the anglers. Baitballs have been wreaking havoc in the gulf on the rising
tide and hundreds of birds have been milling in the area east of the Bundegi sanctuary zone as predatory fish push the bait to the surface and feed. At times, the depth sounder on the boat can be thick from surface to ocean floor with clearly visible fish in 23 metres of water. Large mack tuna and long tail tuna have been the main species encountered here, although trevally and cobia are also among the fare. Large sharks have been patrolling as well and picking up anything that is slow or injured in the frenzy. The tuna are full of roe and can be seen jumping out of the water to land on small baitfish with mouths open ready to snavel. The action is insane and if you can get among it, the effort is well worth it. Stick baits and metal slices on the surface work well for
the tuna. Dropping the metal deep into the moving schools can also work with a long cast ahead of the direction of travel. Several times throughout a three-hour session fish showed underneath the boat. During this time Shimano soft plastics on heavy jig heads were dropped straight through the school and the challenge was to not hook up. Seth Nafte, Neil Silver and Ilan Weil have been up on holidays and getting in to the baitballs in the gulf and also the large queenfish at the tip of the cape. They also caught golden trevally, giant trevally, bludger trevally and even did some reef fishing and landed a large estuary cod. This crew usually fish the Gamex tournament, but sadly will miss the action this year due to work, so they thought they would come up a week early.

BMX boys spin out with the nation’s best riders By Rodney Gethin Not even the threat of Cyclone Rusty could keep 16-year-old Corey Davis from flying to Canberra to compete against the nation’s best junior BMX riders last weekend. Corey had set off to attend the 5th and 6th rounds of the BMX Australia 2013 National Series held at the Tuggeranong BMX track on Friday March 1 and Saturday March 2. Yet he quickly found Round 5 on the first day a difficult task as he had to learn a new track and don three jumpers while racing just to keep warm. Consequently, he finished 11th after the races. By Round 6 on day two, however, Corey had picked up the pace and made the final to take out fourth place. Corey’s coach John Bennetts said, “He rode extremely well and was the top WA rider in his clas”. Corey is catching the attention of the WA State BMX coaches with positive comments on Facebook after his rides in this event. Following the National Series in Canberra were the ACT championships held on the Saturday and Sunday, which were open to riders from across Australia.
Dylan Bennetts took out fourth place on his 24” cruiser in the 11-12-year-old boys. This was an exceptional effort as practice had been cancelled due to rain and track repair. In the 20” class on the Sunday, Dylan missed the final of the 12 boys by 0.052 of a second, coming ninth overall. Karratha’s Kobi Lowicki and Zane Rigby are set to tour to Dubai and Hong Kong in April and May this year as part of the Baseball WA Little League squad. The trip gives the boys the chance to display their talents on the international stage and is part of the pathway for elite players to go on and represent future State and Australian teams. As part of the trip, Kobi and Zane will be away from April 21 to May 6 and play against teams from Singapore, Saudi Arabia and Dubai. The WA Little League told Kobi in an invitation letter that he had been identified as one of the State’s best junior players. “This is such an exciting opportunity for WA Little Leaguers to display their talents on an international stage competing
