Fastest growing town struggles By Tamara Binamat The Australian Bureau of Statistics has revealed three Pilbara towns are among the top five mining towns that have experienced the fastest population growth since the last Census. Karratha has experienced an average annual increase in population of 8.6 per cent, with Newman close behind at 7.3 per cent and Port Hedland experiencing a 4.5 per cent growth. ABS director of social and progress reporting Jane Griffin-Warwicke said these high growth mining towns tend to have a lot of people on higher incomes. “These residents also sometimes pay quite high rents - for example the median rent for a separate house in Karratha rented from a private landlord was $1,300 a week,” she said. But in Karratha, 2013 is

looking a little less optimistic for those expecting to be part of the resources boom, according to local property and recruitment experts. Rob Sleator, CEO at Pilbara Real Estate, said the figures do not represent the true population. “Many people [in the Pilbara] are renting rooms and not on the electoral role as they have a one-two year plan,” he said. “They are transient and thus not committed to using Karratha as their home address. “I’ve lived in towns of 20,000, yet Karratha does seem more like 25,000. “This is why there is so much of a strain on essential services.” Chris Wood, business manager at Skilled Recruitment in Karratha said he feels the amount of potential workers arriving in Karratha has been consistent

since the “boom”. “People over East have been hearing about the boom in the North West since 2007,” Chris said. “You do hear unfortunate stories of people coming here looking for the golden path, and it hasn’t always worked out.” Karratha has now reached 20,000 people, and Mr Wood said the statistics go against what he is seeing in the workforce. “The restrictions on coming to Karratha are [huge] hurdles,” he said. ABS data also revealed the majority of people in fast growing mining towns are in their prime working years between 25 and 54-years-old. Mr Wood said these statistics are revealing Karratha is a town for young people to come in with a plan to set their future up. “There’s great opportunity if you’ve got the

circumstances right, such as housing provided with the job,” he said. “It’s great figures, and it’s good for the commerce side of things, but research is the key. “I think people need to research and be properly funded or set up to take the jump, whether it’s Karratha or Newman.

Fatal shooting in Hedland shocks community By Tamara Binamat The South Hedland community is reeling in the aftermath of an alleged murder last Saturday night. A police spokesperson said they received calls regarding a disturbance in Bayman Street, Port Hedland.

Calls to police reported a man with a firearm and the sound of a gunshot. Local police officers attended the residence and found a 43-yearold woman they believed was suffering from a gunshot wound. The injured woman was taken to the Hedland Health Campus where she later died. Police searched the area around the residence in Bayman Street where they located the firearm. Planning approval given for Karratha’s Hilton hotel By Ben Leahy Businessman Kim Loxton said developers had lit their “afterburners” in a bid to finish a proposed $65m luxury hotel in Karratha as soon as possible after it gained planning approval on March 27. The eight-storey Double Tree by Hilton hotel is to be located on Balmoral Road and feature

144 guest rooms, 22 serviced apartments, a street-facing alfresco dining area, pool and fitness centre and three function rooms. Mr Loxton, who is a member of the development consortium working on the hotel, said the project was fully financed and ready to progress to the next stage. “The finance is all organised … and so [with planning approved] the afterburners are lit and we

The hotel’s planning approval comes as Shire of Roebourne planners aim to create a new multi-million dollar town centre by encouraging more hotels, resorts, retail outlets and cafes and bars to build in the CBD. Yet despite the Shire’s plans, Mr Loxton said it had been a long and sometimes frustrating process to gain approval for the new hotel, after developers first announced they intended to build it last June.

Mr Loxton said he believed the consortium would meet all the conditions and said the project was good for the region. “We need to encourage investment in these mining towns while they are running hot so that we maximise the amount of investment that is actually on the ground [once the boom passes],” Mr Loxton said.

Karratha Youth Making a Difference

K4

Students from Karratha Senior High School and St Luke’s College were given an opportunity to explore how they could make a difference in their communities when community enthusiast Peter Kenyon visited Karratha last month for a series of events hosted by Regional Development Australia Pilbara through the West Pilbara Communities for Children Initiative. During a free breakfast held at the Karratha International Hotel, Peter, who was born in Marble Bar and has worked with over 1000 communities around the world, gave an engaging presentation on building healthy, vibrant, inclusive and enterprising communities to members of local government, business and not-for-profit organisations. He also facilitated two interactive workshops – one of which was with local high school students – that explored the characteristics of strong communities further and required participants to examine key elements of their own Karratha community.

a variety of examples of successful community projects that were created and implemented by students.

During the student workshop, Peter showed that youth are often perceived as troublemakers, yet they have much to offer their communities and he believes it is important to share this message. “History suggests a negative view of young people… but they can and have made incredible contributions to their communities,” Peter said.

The exercise resulted in a lively and thought-provoking discussion, with students acknowledging the unique community characteristics of Karratha as a town on the verge of becoming a small city. Not surprisingly, more activities and facilities for young people were identified as highly important to students. The number one priority was regaining a cinema.

One initiative that enables students to develop projects in response to their aspirations and concerns about their community is the innovative ‘r. u. MAD?’ learning framework, which stands for ‘Are you Making A Difference?’. The initiative is implemented in schools around Australia and Peter shared

After the session students were inspired by the success stories of other youth and enthusiastic about their ability to make a difference. “As young people we always want to become adults. We don’t realise how much change we can achieve now,” said one student from Karratha Senior High School.

The highlight of the session was the opportunity for students to examine their own community. Peter guided the group through an activity that involved identifying elements of the town they wanted to retain and those that had been lost they wished to regain. They were also asked what aspects they would drop and which ones they would change. These were then rated to determine the key concerns and aspirations for students in the town.

Looking for Instant Working Capital? The Buff-banded Rail (Gallirallus philippensis) is a distinctively coloured, highly dispersive, medium-sized rail of the family Rallidae. This species comprises several subspecies found throughout much of Australasia and the south-west Pacific region, including the Philippines where it is known as Tikling. The Buff-banded Railis is also found in New Guinea, Australia, New Zealand and numerous smaller islands, covering a range of latitudes from the tropics to the Subantartctic. It is a largely terrestrial bird the size of a small domestic chicken, with mainly brown upperparts, finely banded black and white underparts, a white eyebrow, chestnut band running from the bill round the nape, with a buff band on the breast.

Fifo Capital puts the flow back in your cash flow.

It utilises a range of moist or wetland habitats with low, dense vegetation for cover. It is usually quite shy but may become very tame and bold in some circumstances.

We all know cash flow is the life-blood of any business - whether it’s to pay wages, the ATO or simply just keep your business running. So, when your customers want extended trade terms or simply take their time to pay it can really make things difficult.

The Buff-banded Rail is an omnivorous scavenger that feeds on a range of terrestrial invertebrates and small vertebrates, seeds, fallen fruit and other vegetable matter, as well as carrion and refuse.

Fifo Capital understands these cash flow challenges and offers one of the fastest working capital facilities around – and best of all, with Fifo Capital there is no need for bricks and mortar security to access ‘instant’ funds.

Its nest is usually situated in dense grassy or reedy vegetation close to water, with a clutch size of 3-4. Although some island populations may be threatened or even exterminated by introduced predators, the species as a whole appears to be safe and its conservation status is considered to be of least concern.

How it works

Our difference

In simple terms, Fifo Capital can pay you up to 80% of the value of your invoices immediately, and the balance less fees when the customer pays. And, not only is it fast – it’s simple.

At first appearance it might look like an instruction class for junior Dexters or zombies looking for a snack. Yet the Dampier and Karratha primary school students were not dissecting sheep’s brains at a special class on April 5 to spice up their lunch menu but rather to gain insight into the makeup of the human brain. The class was part of the Primary and Extension Challenge for gifted students from the Baynton West, Dampier, Karratha, Tambrey and Millars Well primary schools. With the PEAC students choosing to study the human brain this term, Donna Collins, the head of maths and science at Karratha Senior High School, came in to take the class. She said the students learnt fast. “I have taught them stuff today out of the year 12 books and they have remembered it like that,” Donna said. “They were able to tell me [about] the hemispheres and the lobes and which bits were at the back of the brain.” But not all of the answers were straight out of the textbook. When asked, ‘What are convolutions?’, student Riley Boardman described them as “the spaghetti stuff” in the brain. Olivia Bunter said she found it “gross” but “cool” to dissect the sheep’s brain and was fascinated to learn facts about the human brain, such as that it used more parts to control our faces than our arms. Karishima Byles was amazed that a sheep’s brain was so small relative to the size of the animal. For teacher Donna Collins, the class was important in helping students appreciate science. “It is about them loving science and having that desire to know more about the world and their bodies and to become little scientists because it is science that makes our life easier,” Donna said. Student Jaxon Degebrodt could also see the real world applications of science when he asked if he could take his sheep’s brain home. “I want to throw it at my brother,” Jaxson said.

Based on the poignantly optimistic autobiographical writings of Californiabased journalist and poet Mark O’Brien, The Sessions tells the story of a man confined to an iron lung who is determined - at age 38 - to lose his virginity. With the help of his therapists and the guidance of his priest, he sets out to make his dream a reality.

By Joanne Waterstrom Muller For many years local families lucky enough to be part of a “shack” on the Island of Malus in Dampier Archipelago have keeping traditions alive with their annual Easter hop. Started by the Smith family who has lived in Dampier for over 20 years, the families get dressed in bunny ears and fluffy tails and painted bunny faces. They then wander from shack to shack spreading their Easter cheer with a basket full of chocolate eggs to share with all the families on the island. Joanne Waterstrom Muller who has also grown up visiting the shack on her Easter holidays now takes her children out there to enjoy their Easter too. “What a wonderful tradition to see that has lasted over three generations,” she said. “It’s also great to catch up with old friends.”

Market goer’s flock to stalls

Beachside markets draw hundreds of shoppers

pilbaraecho

By Tamara Binamat

MF TRAFF00322C

The weather was a perfect 32 degrees against a backdrop of palm trees and ocean as residents from around Dampier flocked to the Dampier Beachside Markets. Held at Hampton Oval in Dampier, stalls included art and crafts, clothing, gourmet food, homewares, jewellery, skin care and much more. The kids enjoyed great activities too such as jumping on the bouncy castles. With around 26 stalls and 500 visitors during the day, event producer David Yakas said the event was a huge success. “It was literally a constant flow of people so we were really happy,” he said. May’s Dampier Beachside Markets look set to be bigger and better!

“The agreements demonstrate that Wheatstone is well-placed geographically to meet the Asia Pacific region’s growing demand for a safe, reliable and cleaner-burning source of energy,” Mr Krzywosinski said. The Chevron-operated Wheatstone Project is located at Ashburton North, 12 kilometres west of Onslow. The project will consist of two LNG trains with a combined capacity of 8.9 million tonnes per annum and a domestic gas plant. The Wheatstone Project is a joint venture between Australian subsidiaries of Chevron (64.14%), Apache Energy (13%), Kuwait Foreign Petroleum Exploration Company (7%), Shell (6.4%), and Kyushu Electric Power Company (1.46%), together with PE Wheatstone Pty Ltd. (part owned by Tokyo Electric Power Company, 8%). Chevron also holds an 80.17 per cent equity interest in the Wheatstone and Iago fields that provide 80 per cent of the feedgas to the Wheatstone Project. The partners in the fields are Australian subsidiaries of Shell (8%) and Kyushu Electric Power Company (1.83%) together with PE Wheatstone Pty Ltd (part owned by Tokyo Electric Power Company, 10%).

Chevron Corporation has announced that its Australian subsidiaries have signed binding long-term Sales and Purchase Agreements with Chubu Electric Power Company Inc. for liquefied natural gas from the Wheatstone Project in Western Australia. Under the agreements, Chevron together with Apache Energy and Kuwait Foreign Petroleum Exploration Company will supply Chubu with 1 million tonnes per annum of LNG for up to 20 years. Joe Geagea, president, Chevron Gas and Midstream, said, “Chubu, one of the world’s leading LNG customers, is now a partner and customer of the Chevron-operated Gorgon Project”. “We are pleased to expand the strong partnership between our two companies with these SPAs for Wheatstone LNG.” Roy Krzywosinski, managing director, Chevron Australia, said more than 80 per cent of Chevron’s equity LNG from Wheatstone is covered under long-term off-take agreements with customers in Asia.

Financial Markets By Brenton Reynolds The ASX 200 was a little worse for wear last week after closing on Friday April 5 at 4,861 points, off 105 points (-2.1 per cent). The mining sector was the hardest hit as iron ore prices and various other metals were hammered. The Australian market losses would have been worse if not for the banks, which are holding strong as investors continue to search for yield. In the US, markets were also down on the back of disappointing economic data. The stellar run was largely ended by unemployment figures coming in well under consensus, raising concern among investors as to whether the US really is on the path to recovery.

Stock Tip of the Week National Australia Bank – Accumulate NAB is one of Australia´s four major banks. At long last, the bank is stringing together consistently improving, good-quality results as senior management erase the disappointments of the past. NAB embraced a wide range of strategic initiatives to deliver above-system revenue and volume growth, a sustainable cost base and a focus on return on equity with disciplined capital management. The final exit from UK banking will reduce the bank’s risk profile even further. The current move of investors towards high yielding securities bodes well for NAB. Hartleys currently rates NAB as an ACCUMULATE with a valuation of $35. Brenton Reynolds is a representative of Hartleys Limited ABN 33 104 195 057, AFSL No 230052. St Luke’s students earning industry certificates and work experience By Tom Kavanagh St Luke’s College had the honour of welcoming Mrs Alison Traine of the Pilbara Institute to present certificates at a recent college assembly in March. Students received Certificates in Building and Construction, Engineering, Business, Information Technology, Community Services Tourism, Nursing and Beauty. The college acknowledges the partnership it has with Pilbara Institute and is very pleased to be in a position to provide the students with a broad and varied curriculum. Currently, St Luke’s College students are studying Certificate II in Business, Child Services, Tourism, Automotive Technology, Nursing, Media Communication and Information Technology. Certificate III has been completed in some of these disciplines, including Community Services where last year

one of our students went to Vietnam to volunteer. Many of the students begin with Certificate I to give them a taster for the subject and perhaps then progress to higher certificates. In addition to the VET courses available, St Luke’s College students are also engaged in school-based apprenticeships and traineeships. A number of the students have been signed up with Apprenticeships Australia to complete these valuable courses. One such course is the Certificate lV in Transport and Logistics being undertaken by Cody Carpenter as a part of a traineeship with Bhagwan Marine. Cody goes on site one day a week and completes the theory part of his certificate during school. St Luke’s has recently signed on three more students with Apprenticeships Australia and look forward to encouraging more in the future.

Students challenged to protect Pilbara environment When Regional Development Australia Pilbara held their Pilbara State of the Environment Report 2013 workshop at the end of March, students from Karratha Senior High School and St Luke’s College were invited to share in the report’s preliminary findings, and consider how they could be involved in protecting the Pilbara’s environment and natural resources.

K 10

During an interactive workshop session, facilitated by Environmental Planning specialist Shelley Shepherd, the students discussed the report’s environmental themes of air, water, land, biodiversity, coasts, marine environment, heritage, and the built environment. They examined closely the three top environmental pressures for the Pilbara – population growth, consumption of resources and climate change – and shared poignant views on the environmental impacts they perceived resulted from the rapid growth and development of Karratha.

The workshop highlighted a number of ways that Pilbara residents could minimise their environmental impact. For example, to protect coastal areas that are impacted on by recreational activities such as camping, people need to be mindful about driving on sand dunes, take care when setting fires and remove their litter when leaving campsites. Regional Development Australia Pilbara, Chief Executive Officer, Diane Pentz said to the students, “People often think that they need to be someone powerful to make changes, but anyone can. It is the responsibility of each of us to take action. One person’s small change can lead to big changes. That is your challenge - to think about what you can do to positively change the state of the Pilbara environment.” At the close of the workshop the students were asked to identify simple changes they could personally make to lessen their impact on the environment. Their suggestions included

having shorter showers to reduce water use and turning off air conditioning units to reduce power use. They also wanted to see large scale environmental conservation efforts implemented in Karratha, such as a recycling programme and the removal of plastic shopping bags from the supermarkets. Reflecting on the session, one student said, “It was really interesting. You don’t often think about what is affecting the environment, so it was good to put it out there… and to think about what we can do about it.” The Pilbara State of the Environment Report 2013, which is being produced by Regional Development Australia Pilbara in collaboration with the Shire of Ashburton, the Shire of Roebourne and the Town of Port Hedland, examines key environmental assets and issues for the region and will provide recommendations for tracking environmental resources and protection of them.

New townhouse releases in Karratha

parada@hoganmedia.com.au

Fifteen four bedroom, two bathroom townhouses have just been released at Karratha’s newest residential estate, Jingarri Nickol.

Sale Representatives Melissa Richardson: 0450 592 584 ads@pilbaraecho.com.au

The first of their kind in Karratha, the Avior homes have been designed with the needs of the local workforce in mind. Managing director of Otan Property Funds Management, Mr Mark Butler, said the new Avior homes are unique, with few homes of this style and calibre currently on offer. “These 182sqm homes have been designed to suit local needs,” he said. With ample room for growing families and designed with shiftworkers in mind, the bedrooms are on the upper level – conveniently separated from the spacious living areas. Each home will also include a double carport and a private landscaped courtyard. The Avior homes are priced from $820,000. The homes are being built by leading construction and building company, Pindan, who has a number of residential housing projects under construction in Karratha. In a recent survey of local businesses in the Karratha region

Dr Ken King, CEO of the Pilbara Development Commission also welcomed the announcement of the new townhouse development.

by Patterson Research Group, it was found the lack of housing continues to be a real issue for local business. “The research showed that 71 per cent of businesses reported that the availability of housing was a major issue in attracting and retaining staff,” Mr Butler said. APRIL 13 2013 13

You and your property manager As a property owner you may decide to place the responsibility of managing your rental property in the hands of a registered property manager working for a licensed real estate agency. Doing so will allow you to avoid the day-today worries of property management. So what can you expect from your property manager, and what can you do if something goes wrong? Property managers Property managers who offer their services for a fee must be registered real estate sales representatives working for a licensed real estate agent. It is the real estate agent who is in charge of the agency. The Consumer Protection division of the Department of Commerce is responsible for licensing real estate agents and registering sales representatives. A property manager must satisfy Consumer Protection that they have completed recognised course work and are of good character and repute in order to obtain a certificate of registration. Property managers, like other sales representatives and real estate agents, are governed by the Real Estate and Business Agents Act 1978 and the Code of Conduct for Agents and Sales Representatives. Property managers must also be familiar with the rights of landlords and tenants as set out in the Residential Tenancies Act 1987. You can check if a property manager is properly registered by calling Consumer Protection on 1300 304 054. Strata managers A strata manager performs a different role to that of a property manager. A strata manager is a person who collects

periodic levies, arranges repairs, common property insurance and other matters on behalf of people who own strata properties in the same strata complex. Strata managers are not required to be licensed in their own right. If a strata manager is also licensed as a real estate agent through the same business then the clients of that strata manager have a greater degree of protection because of the education, conduct and trust account requirements placed on real estate agents. However, strata issues do not fall within the Real Estate and Business Agents Act 1978. Issues relating to strata titles (but not strata managers) are dealt with by the State Government’s Landgate. Landgate can be contacted on 9273 7044. Role of the property manager The main roles of a property manager are usually to market your rental property, select a tenant and manage your property. Depending on your needs, you can appoint a real estate agency to do one or more of these tasks. The services the agency provides will depend on the written management agreement, usually known as a Written Authority, an Authority to Act or an Appointment to Act, that you have agreed upon with the agency. For more information on written authorities see the Consumer Protection publication Real estate fees – negotiating with an agent. Some of the specific tasks that may be carried out by your property manager include: • Negotiating an appropriate rent for the property, the area and the current market conditions. • Advertising for and locating potential tenants. • Selecting a tenant and collecting the rent. • Preparing a periodic or fixed-term residential tenancy agreement.

• Lodging and applying for the release of security bonds. • Carrying out the agreed upon inspections of your property. • Reporting and arranging for repairs and maintenance if necessary, and to the extent authorized. • Providing relevant notices and financial statements to you. • Attending meetings, such as strata company meetings. • Paying local council rates and strata levies. • Issuing breach and termination notices to the tenant, or arranging for court proceedings when appropriate. Code of Conduct The Code of Conduct for Agents and Sales Representatives sets out standards of practice for all agents and their sales representatives, including property managers in Western Australia. These requirements protect you by promoting and enforcing appropriate standards of conduct in the marketplace. A number of these standards refer to the Written Authority, which is a legally binding contract between you as the principal and the licensed real estate agency. The Written Authority authorises a registered property manager to manage your property for you. The responsibilities of agents and property managers under the Code of Conduct include requirements to: • Act in your best interests, except where it would be unreasonable or improper to do so. • Follow your instructions, except where it would be unreasonable or improper to do so. • Act fairly and honestly. • Exercise skill, care and diligence. • Disclose in writing if any of the suppliers of goods or services, such as cleaners and carpenters, that they recommend to you have a ‘significant relationship, connection or affinity’ with their agency. • Promptly provide information to you about expenses paid on your behalf, such as copies of invoices. • Not knowingly mislead or deceive any parties in negotiations or a transaction. • Not engage in harsh or unconscionable conduct. • Not use or disclose any confidential information obtained while acting for you unless permitted to do so by law. • Not advertise or offer for lease a property for an amount, or terms, different from that authorised by you. • Not seek payment to others on your behalf for fees that exceed the amount agreed in the Written Authority, or is not initialed in the Written Authority. • Not seek any payment of a fee that is unjust in light of the Written Authority and other circumstances.

Rise in building approvals paints false picture of recovery February building approvals figures released today by the Australian Bureau of Statistics show the industry’s recovery is still balancing on a knife’s edge.

signs of a recovery, momentum has failed to build. “The industry had been hoping for a much stronger recovery to take hold and the feedback from builders is that conditions are still very tough. “Looking beyond the rise in the headline figure, February’s building approvals figure may squash some theories that the Reserve Bank’s easing cycle has ended. “Time is running out for a sustained recovery in the building industry and the Reserve Bank must consider further interest rate cuts to encourage growth in the nonmining sectors of the economy,” Mr Jones said.

The headline increase in dwelling approvals gives a false picture of a housing recovery, with the total number of dwellings approved, seasonally adjusted in February, rising 3.1 per cent. Private sector houses rose 0.5 per cent and non-house or

“other” dwellings rose 1.5 per cent, seasonally adjusted. Peter Jones, the chief economist at Master Builders Australia, welcomed the improvement, but expressed concern that a negative trend has developed. “Despite the improvement in the seasonally adjusted figures that were buoyed by an unusually high public sector housing figure, a negative trend has emerged in the ‘other’ dwellings sector (units and apartments),” Mr Jones said. “The overall negative trend in approvals is very worrying for builders.” “Despite green shoots and early

Timber pest inspections and reports Before you buy a home, it is recommended that you commission a timber pest inspection report to make sure your property is not infested by termites or other pests. The standard buying and selling contract for the transfer of property has two sections, the Contract for Sale of Land or Strata Title by Offer and Acceptance (the O&A) and the Joint Form of General Conditions for the Sale of Land (the General Conditions). The General Conditions cover important contractual obligations for both buyer and seller. It is a formal printed document and does not usually vary. The O&A, however, may be varied. You can add extra clauses to the O&A as special conditions to meet the needs of both the buyer and the seller by documenting specific points of agreement over and above the standard general conditions. These variations can only be made with the joint agreement of the buyer and seller as part of the negotiation process. Special conditions may cover issues about property inspections, such as building or pest inspections, who pays for necessary repairs or anything else important to either the buyer or seller. Any special conditions made to the O&A should be worded as precisely as possible and you may wish to seek expert advice from a lawyer to ensure this. If the offer is accepted these conditions must be satisfied or the sale may not be completed as planned. Timber pests can cause costly damage to a property, and it is recommended that as a buyer you include a special condition, commonly referred to as the White ant condition, in the contract. Rather than relying on verbal agreements with

the seller, including a White ant condition should make the terms of the timber pest inspection clear and verifiable. The special condition should state that if termite activity is sufficient to cause, or has caused, damage then the contract of sale can be cancelled or the seller made liable for the cost of treatment and repair work. The Consumer Protection publication Sale by offer and acceptance can provide you with further information on the offer and acceptance process.

What your timber pest special condition should cover Your special condition should identify the standard to which the timber pest inspection should be carried out and the inspection report prepared. For instance, you can specify in the O&A that the timber pest inspection is carried out in accordance with Australian Standard 4349.3-1998. Australian Standard 4349.3-1998 is a nationally accepted standard for timber pest inspections and reports. This type of inspection includes roof and floor timbers, outbuildings and fencing. Timber pests can travel 50 metres underground, so fencing checks are necessary in a thorough inspection. An inspection and report prepared to Australian Standard 4349.3-1998 will inform you about any current infestation, previous damage, areas likely to be infested in the future, and areas where additional inspections are recommended to maintain effective physical and chemical timber pest barriers. For the special conditions to be effective it is recommended that they: • Identify who is responsible for obtaining the timber pest inspection report, the standard of the report required and who is responsible for paying for the report. • Include a statement allowing you to choose

to terminate the sales contract if the report identifies timber pest activity or damage you are not prepared to accept, or require the seller to pay for the treatment and repair work to a standard that meets your satisfaction. • Set a reasonable time frame for the inspection, treatment, repair work and re-inspection if necessary. • Include a statement allowing you to choose to terminate the sales contract if the treatment and repair work are not of a standard to your satisfaction. The seller may offer to pay for your timber pest inspection. Although this option may seem cheaper, there are strong reasons for you to engage your own

timber pest inspector. If you hire your own timber pest inspector, the report will be independent and not affected by a seller’s interests. In addition, if you engage the timber pest inspector then not only will the person contracted provide advice directly to you, but you will also be in a position to ensure that the quality of the inspection and report meets your expectations. This will enable you to enforce the contractual obligations. If you do choose to allow the seller to pay for the timber pest inspection, you should request to choose the pest inspector and also the terms of the contract with the pest inspecting company. Source: REIA

Before you buy a home, it is recommended that you commission a timber pest inspection report

Hopes for further rate cuts dwindling Government action required on housing affordability

K 16

A report by the National Housing Supply Council clearly identifies the need for a concerted approach by Governments to address housing affordability, particularly for first home buyers, according to the Real Estate Institute of Australia. “The Housing Supply and Affordability Issues 2012–13 report shows that it now seems certain the aggregate rate of home ownership in Australia will drop from around the rate of 70 per cent that it has been for the last three decades,” said REIA President, Peter Bushby. “Affordability is identified as the main reason for this change.” “Exacerbating the difficulty for first home buyers is that during 2012, the Governments of Queensland, New South Wales and South Australia announced that they would only provide the First Home Owner Grant (FHOG) to purchasers of new property and not to those buying established housing.”

“The actions of the state governments ignore the evidence that first home buyers have a clear preference for established houses. “Only 18 per cent of Australian first home buyers are buying new homes with 82 per cent purchasing established dwellings,” says Mr Bushby. “In its Pre Budget Submission, REIA has urged the Government to address the plight of first home buyers.” “As part of a package of measures to address the affordability problem, REIA proposes that the Commonwealth Government should establish a scheme to encourage young Australians to contribute to voluntary superannuation by allowing access to these resources for the purposes of raising a deposit for a first home. “A good example of how this can work is provided by a Singapore where home ownership is at 87.2 per cent. “The issue of first home buyers and affordability is a major issue for both sides of politics to address in this election year.” Source: REIA

Real Estate Institute of Australia (REIA) President, Mr Peter Bushby, says home owners’ hopes of further interest rate cuts may be dwindling after the Reserve Bank of Australia (RBA) maintained its cash rate at 3.0 per cent earlier this month. The RBA last cut its cash rate in December, when it was eased by a quarter of a percentage point back to levels last seen during the global financial crisis four years ago. REIA President, Mr Peter Bushby said, “If the RBA had cut the cash rate by 0.25 percentage points and the banks had passed on the cut in full, the average loan repayment for homeowners would be reduced from $2,131 to $2,081, or by $50 per month”. “The average loan repayment would be $481 per week. “This would be $115 per month less compared to the figure recorded a year ago and would have substantially eased the mortgage stress on Australian home owners.

“If the drop had taken place, housing affordability would improve by 2.3 per cent with the proportion of the median family income to meet average loan repayments decreasing from 30.4 per cent to 29.7 per cent.” While affordability has been slowly improving for a year and a half, Mr Bushby said the difficulties faced by those wanting to enter the market haven’t been resolved and issues such as inefficient state taxes, excessive red tape and landrelease delays urgently need to be addressed. “While declining interest rates have been the major contributor to an improvement in housing affordability it appears that first home buyers need more than interest rate cuts to encourage them to enter the market.”

Hundreds of fans stomped, danced and sang at the Dampier Mermaid last Sunday April 7 as Fingers Mitchell Cullen performed in the late afternoon.

At only 20-years-old, the one-man band specialises in the didgeridoo and guitar, and incorporates a stomp box, shaker, harmonica and various types of guitar in his set. The crowd certainly responded to the raw talent of Fingers, evidenced by the queues of music-lovers for signed CDs at every break Fingers had.

Katy Steele is back in her home state of Western Australia after leaving at the height of her success and moving to Brooklyn, New York. Embarking on her first solo tour, Katy Steele will be performing at the Icon Restaurant in Karratha with legendary blues musician, and father, Rick Steele. Katy spent eight years fronting rock/pop outfit Little Birdy before moving to New York three years ago for a period of self discovery. “I found it a real growth period,” Katy said. “It was the first time I’d been away from the three guys in the band. “So I had to learn how to work a drum machine and how to work midi and go through the emotions of working out how to be a DIY kind of solo artist. “I definitely had struggles, but I also feel incredibly empowered now to be in charge of what I’m doing. “I’m proud of myself, I set a goal and achieved it.” Katy’s time in New York is the birth of a new musical chapter, one that the accomplished musician has written, played and produced in. Her first solo album will be released mid-year. The 12 track record is a culmination of Katy’s growth while in New York, and the songs represent that emotional, musical journey. “It’s been a massive selection process that went back and forth,” Katy said. “[But] after a certain time, certain things stand out more than others. “Like every record, there are always songs that really jump out at you.” Katy describes the overall sound of the album as heavily rhythmic. “There’s lots of interesting heavy rhythms going on,” she said. “I’d say it’s quite a ‘dancy’ record, but then it’s very heavy, atmospheric and textured.” Keeping in line with her desire to stay in charge of album’s sound, Katy embarked on producing

the record too. “It was one of those situations where it was a sink or swim thing,” Katy laughed. “It was a lot of trial and error, a lot of work and I made a lot of really bad music, but got there in the end. “Production is great, it’s just another way to experiment with everything. “It’s amazing how much control you have over everything which gives you this power, in a way. “I just wanted to push it in whatever direction I wanted to push it.” Since moving to New York, Katy has found her songwriting inspiration in the same place as it always was – personal experience. “It’s all from a place of emotion,” Katy said. “The first batch of songs I was writing was pretty negative, pretty depressing; I was going through some heavy stuff. “I came out of that and started writing songs that were way more empowered and uplifting. “Kind of about strength and growth, which is what I was going through. “I moved over there and set all these goals and set all these tasks and actually started ticking some of these boxes finally. “And that’s when the real good stuff started coming out. “I’ve always just written from personal experience and what I’m going through in my life, it’s how I’ll always write, I think.”

The first batch of songs I was writing was pretty negative, pretty depressing; I was going through some heavy stuff.

When Karratha’s Ibis Styles’ barman Dave Lee smacked his boss Shane Lawrie over the head, Shane didn’t let it ruffle his feathers. Instead, he got even with a thumping pillow whack as the Ibis Styles held a pyjama and pillow fight night last Saturday April 6 to raise money for Christian community service group Mission Australia. “World Pillow Fight Day is a relatively new thing to Australia and we were very keen to have some fun raising some money for Mission Australia,” Shane said. Mission Australia has been supporting ordinary Australians in a range of services, including helping them gain education and employment opportunities, for

more than 150 years. Part of the night’s fun for punters was the rare comfort of being able to drink in a bar casual pyjama wear. “A wide range of bedroom attire was on display from the t r u s t y P i l b a r a fluoro through to a blue n i g h t y with fluffy slippers,” Shane said. Yet there was also no doubt that the highlight of the night was cthe chance to take pillow in hand and settle old scores mano-a-mano. “The feathers definitely flew and we’re still picking them up and probably will be for some time, but it is all worth it,” Shane said.

Tour dates Exmouth Whalers Restaurant Wednesday April 17 Karratha Tambrey Tavern Thursday April 18 Marble Bar Iron Clad Hotel Saturday April 20 South Hedland Finucane Island Club Sunday April 21

Bluegrass musician Chris Matthews is coming around our coast next week with gigs all through the Pilbara. Chris is a guitar man through and through. He travels with an assortment of guitars, that he fondly calls his “ladies”. “The way I look at it they’ve got beautiful curves and if you play them the right way they usually respond and sound beautiful back to you,” Chis laughed. Chis will be seen switching between a custom-made six string guitar, a 12 string guitar, a lap steel guitar and a banjo for the “thigh-slapping hoedown tunes”. Punters in Exmouth, Karratha, Marble Bar and South Hedland can expect “A pretty high energy show” Chris said. “It depends on the gig and what the crowd is after.” Playing a mix of covers and originals, Chris is a musician who expresses his love for playing guitar every time he jumps on stage. “I really enjoy and love playing music so whenever I get up there I have a fantastic time,” Chris said. “So hopefully that comes across because usually when I have a good time then everyone else seems to have a good time as well.” Chris describes his music as bluegrass, country, folk, roots and rock and roll music. “I love the storytelling aspect of country and folk music,” Chris said. “I love it when people get up and dance, I also love it when people really sit and listen.” It’s not just the crowd that inspires Chris’ music. His favourite music is by Australian independent artists such as Dave Mann, Jeff Lang and Paul Kelly. So if you like dancing, special guitar work and a good time, you’re going to get that and more at a Chris Matthews gig. Chris will be launching his new EP this tour called Five Songs for Six Strings.

I’ve been experimenting in my kitchen this week with coconut flour. I have already converted to coconut oil for its health benefits and because I like to eat a low carbohydrate, high protein diet I decided to experiment with the flour. Coconut flour is soft flour produced from dried coconut meat. It is a natural byproduct of coconut milk production. When coconut milk is pressed from coconut meat, bits are leftover and this coconut meat is then dried at a low temperature and ground until it produces a soft, fine powder that is then suitable for baking. Popular among those adhering to grain-restrictive diets, coconut flour can offer a gluten-free and proteinrich alternative to traditional grain-based flours. Coconut flour is rich in protein, fibre and fat which makes it exceptionally filling. It is also a good source of lauric acid, a saturated fat thought to support the immune system and the thyroid. Like most healthy fats, lauric acid also promotes good skin health.

Coconut flour is an exceptionally good source of manganese. Manganese supports bone health, nervous system function, thyroid health and helps to maintain optimal blood sugar levels. Coconut flour is not grainbased and therefore does not present many of the issues that accompany grains. You can pick up some coconut flour at health food stores and there are plenty of recipes on the internet to try. Replace your grain flour with coconut flour and try something new. I have included a delicious recipe that I made on the weekend and I am very happy with - it’s one of my biggest successes and a tasty, healthy cake. Have a healthy week!

Lovely Lemon Cake with Passionfruit Glaze

For the cake 6 eggs ¼ cup coconut oil Zest of 2 lemons Juice of 2 lemons plus milk to make liquid up to 1 cup 1/3 cup honey ¼ tsp of salt 1 tsp vanilla bean paste 2/3 cup coconut flour 1 heaped tsp bicarb of soda Heat oven to 180 degrees. Mix all ingredients for the cake together until combined, adding them in the order above. You must add the bicarb of soda last as it creates a bubbly reaction. Pour into baking tin and bake for 20-30 minutes (depending on your oven). It is cooked when you can insert a skewer and it comes out clean. Keep an eye on it and if the top starts to brown but the middle is not cooked, then cover with foil and cook a little longer. Remove from oven and allow to cool. For the glaze 2 tbs coconut oil 2 tbs honey 2 tbs milk Pulp and juice of 2 fresh passionfruits ½ tsp vanilla bean paste Combine all ingredients in a saucepan and simmer on low heat until slightly thickened. Refrigerate to cool a little until you have a warm jam. When cake is cool to the touch, add the glaze. Refrigerate to set the glaze and enjoy. Keep any leftovers refrigerated.

Bluewater Tackle Exmouth Fishing Report By Jenni Gates

• Todd Gillenwater shows off a nice GT sight cast on a fly rod

April brings top weather and fishing in Exmouth swapping rods flat out from 10 weights with crabs to 12 weights with big deceivers. Brett’s American clients were amazed and said they have fly fished all over the world but never seen anything like the action in Exmouth. The fish were in less than a half metre of water so they could spot the estimated 20kg GTs a few hundred metres away. They were lining up two big GTs when Brett spotted two big feeding permit. He pointed them out but the guys wanted the GTs. The permit spooked off away from the boat and headed towards the GTs. Brett slid the boat into a good casting position while Todd made a precise cast. The GTs were greedy, they both wanted to eat the fly! The GT that ate it scared the boys with its size and they were all shaking from adrenalin when they landed the fish! Pictured is Todd with his GT. Todd is about 6 foot 3, so it is a good-sized fish. If you are keen to get in to some flyfishing, why not come in and ask our friendly staff who all love fishing too. We can show you what outfit suits this area and help you learn how to master the art of casting. Fly Fishing is a very active way to fish for both men and women and recommended by the Breast Cancer Foundation for rehabilitation after surgery. It is also very relaxing, rewarding and teenage kids love the challenge with it.

Kylie’s catch of a 71cm coral trout earned her a $1,500 Bluewater prize pack, including new rod, reel, fishing tackle and esky as well as three cases of beer. She was also one of 12 fishers to have a picture of themselves and their catch posted on the Tambrey’s fishboard as a weekly winner of the Fish Of The Week prize. Adam Abela, the Assistant manager at the Tambrey, said that not only did each Fish

How good is the weather at present? April is definitely what I would call the best month of the year. It has cooled finally from the long-hot summer, the days and nights are bliss, while the fishing is great and there are not too many people in town just yet. The boat ramps have been filling up of a weekend though as many locals and visitors take advantage of the calm seas. Wahoo and yellowfin tuna have been rousing interest off Tantabiddi and many of these speedsters have fallen to Strada trakka lures in the 140 and 160 sizes. Wahoo are similar in taste to mackerel, but slightly better in most people’s opinion. Yellowfin tuna are always great eating both as sashimi (raw) and cooked. However, it is imperative that the fish is bled and iki-jimi (brain spiked) immediately and put in to an ice-cold salt-water slurry. In fact, all fish caught for eating should be kept well for optimal quality. Red emperor have been on the dinner plates this last week, while reports have been coming in of them in the 40-60m depths off the west side. Exmouth is renowned for some great fishing, in particular the flyfishing nowadays. Much of this is thanks to the dedication and years of great work from fishing guide Brett Wolf. Brett’s work has put Exmouth on the map internationally and this is reflected in this week’s report with Todd Gillenwater, Fred Towfigh and Jim Lyon who flew in from Arizona in the USA to target fish on fly. The trio were not disappointed with a double hook-up on bonefish and giant trevally in the shallows. During the week Brett’s clients also landed a metre-plus queenfish and big permit. They were

have an Indigenous marathon runner competing at the top level. “It was a question that puzzled Rob,” IMP chief executive officer Tim Rowe said. “There is obviously a natural endurance there within Indigenous Australia, and it is pretty predominant within ... more explosive sports.” “So [Rob] decided to train up four young Indigenous men in remote communities in Australia to tackle the biggest marathon in the biggest city in the world, New York.” The dramatic journey of those first four men was captured in a documentary called Running to America. “Throughout the year, the guys faced terrible adversity, like really challenging situations and family and community problems,” Tim said. They also had to complete a Certificate IV in Leisure and Health course and a series of gruelling running challenges in Canberra, Sydney and Alice Springs before being given their ticket to New York. “Pretty much against the odds all four guys made it to the finish line,” Tim said. “It was amazing … to see the repercussion of them actually crossing that line and believing in themselves and realising they are capable of a lot

more than they ever realised.” “You couldn’t have scripted it better.” Tim said those first men became an inspiration to members of their communities and now the IMP’s primary goal was to create more local role models to promote a culture of health and wellbeing. He said that to do that the IMP kept its squad members training in their communities as much as possible. “The idea is to try and keep that person in their community and they are seen to be active and encouraging other people to get involved in running as well,” Tim said. Missing out on the IMP squad doesn’t seem to be putting off Karratha’s Les Oakley, however. He has recently completed Perth’s City to Surf half marathon and is just enjoying running after years of being “pummelled” playing Aussie Rules. “ W h e n you run out around here you have beautiful country so it is just nice to be out there,” Les said.

Karratha junior baseball season is a hit Karratha’s first junior baseball season in recent years held its final round on April 6 and, after a successful 12-week season, the consensus is that it is here to stay. The first order of business on the night was to present trophies and acknowledge the Little League players, who competed at the recent regional championships in Port Hedland. Zane Rigby and Koby Lowicki were also presented with their WA Little League representative jerseys, which they will wear when they compete in Dubai and Hong Kong later this month.

• The Les Oakley (left), Tara Beattie and Albert Dolby set off on their time trial

A trio of Indigenous Karratha runners have missed out on the chance to test themselves in front of 2.5m spectators at the world’s oldest marathon in New York. Les Oakley, Albert Dolby and Tara Beattie had hoped to make it into a squad of athletes overseen by former marathon world champion Robert de Castella when they attended a tryout session at Millars Well oval in March. But sadly the trio this week missed out on a place in de Castella’s Indigenous Marathon Project squad. Had they made the team, they would have been about to begin a highly demanding, five-month training program, culminating in a trip to the US to compete in the New York City Marathon. For Karratha’s Tara Beattie, who has played netball for the past 20-years, making the IMP squad would have set an example for local Indigenous people. “I’ve always wanted to mentor other people coming up, and through my netball I always try to encourage a lot of Indigenous girls,” Tara said at her March tryout. “So this is something that I can try to do and show other people that they can do it too.” The IMP began in 2009 after de Castella was asked why Australia did not

Once the trophies had been handed out, it was time for the main event as an Adults team played a Seniors team (made up of players 16-years and under). The Seniors team took the diamond with confidence as they expected their youth to give them the edge. The Adults meanwhile, with the common dress standard of a knee-brace, lulled them into a false sense of security, before showing them that you don’t have to run fast if you hit big. Some pretty tight fielding was displayed with double plays not uncommon from both teams. The highlight of the evening had to be the slide in to home plate by Clint Degebrodt, which

took out catcher Ben Roach. The evening ended with the Adults holding their heads high, but the true winner was baseball. The final game was played in the spirit displayed the whole season as competitiveness, fair play and teamwork were laced with a heavy seasoning of skills. Dirt riders rev up their engines for 2013 By Ben Leahy

will be July’s Pindan Dash in which more than $15,000 in prize money will be up for grabs.

The Pilbara’s dirt bike riders are busy finetuning their engines and setups ahead of the first race in season 2013 to be held at the Wickham Motocross Track on Sunday April 21. The Wickham, Roebourne and Point Samson Motocross Club will then hold a race event at its home track each month until it hosts the final North West Round in September. • There is always fierce competition between Pilbara riders

With competitors coming to the North West Round from as far afield as Broome and Newman and Tom Price and Carnarvon, the event will attract up to 150 riders with trophies also being presented to the season’s champions. Another big event at the Wickham track

WRAPS president Brett Hinkley said motocross was booming in the region with more families becoming involved and race events being held at different tracks across the Pilbara most weekends. “We have guys who were riding in the ’70s, who are still riding … and now their sons and their sons are also riding,” Brett said. Interested riders should contact Brett on 0447 200 996 or Melissa Brown on 0417 898 651.
