Leasing glut is temporary as plans for Karratha step up With over 70 properties consistently available for rent right now and Christmas around the corner, investors could be forgiven for thinking that Karratha has ‘come off the boil’. This short-term anomaly is a win for tenants who are coming into the marketplace and finding properties cheaper to rent in the past month than midway through the year. However, the advice to owners at this stage of the market is simple: look for quality tenants who can afford any future price rises, as this phase in the rental marketplace is not here to stay. The town is in transition. Blessed with a dichotomy of mining interests and unprecedented spending in mining infrastructure and town rejuvenation, Karratha is on the way to becoming a cosmopolitan city of the north, not just a mining town. Last week the West Australian government announced that Mirvac, through its innovative and creative proposal, is the preferred proponent to develop the Karratha city centre and Mulataga, all up a $1.5 billion dollar project. Planning has already commenced and civil works are expected to take place in early 2013 with the final stage of the city centre project finished by mid 2014. The Mulataga development will release 1500 dwellings with a mixture of public open space and community facilities and will offer an urban connection with the ocean not yet seen in Karratha. The unprecedented spending in mining infrastructure includes the proposed Anketell Port and associated railway system, which represents a pivotal point in the mining activity in the Shire of Roebourne. The expectation for the
proposed port is that it will be able to export 350 million tonnes of iron ore annually at full capacity. To put this into perspective, the current total annual iron ore exports from the whole of the Pilbara are around 300 million tonnes. The effect of this new deep-water port will be significant. It will join Port Hedland as a major exit point for one of our most valuable commodities and this in turn will help strengthen and support myriad investment opportunities in this cash flow positive marketplace. With investment money starting to flow into Karratha, some companies are seizing the opportunity to purchase newer properties to house their staff now, before competition becomes too fierce. The competition within this owner-occupied sector is timely given the transient nature of the town’s populace and historical movements of families prior to the start of the school term. So, advice for owneroccupiers who are thinking to sell their new or near new home now: it may well be an excellent time to think about putting your property on the market. The commercial sector is also gearing up for future expansion with the Minster for Lands Brendon Grylls recently launching a nationwide expression of interest program, seeking a development partner from the private sector to deliver a bulky goods retail precinct in Karratha. “This new project will help attract new investment in the Pilbara and assist in meeting local demand in Karratha for businesses such as major white goods, hardware and electronics retail facilities as

the town’s population grows,” Mr Grylls reported. “It will also provide opportunities for existing businesses to relocate to this strategic location with great exposure.” In summary, interest in Karratha’s numerous investment opportunities is picking up off the back of these recent announcements, however it is predicted to be just the beginning of the exciting new times ahead for the Shire of Roebourne.

House prices down, rents up, as green shoots emerge in the September quarter

The median house price continued to fall through the September quarter, first home buyers were very active and Perth rents went up for the second time this year, according to data released today by the Real Estate Institute of Western Australia. REIWA President David Airey said very little had changed in the market over the September quarter but signs were emerging that things might be starting to turn around. “First home buyer activity has been very strong, the level of discounting by sellers has flattened out and rental yields for investors has improved,” Mr Airey said. “The number of properties on the market dropped by 14 per cent on June to 14,959 but this is largely due to sellers withdrawing from the market rather than through sales. “State-wide overall turnover was flat with just 9,000 sales, still around 30 per cent less than the 15 year average. The number of selling days in Perth remains lengthy at an average of 79 days; however, this appears to have peaked and has not changed since June.” Mr Airey said REIWA’s early figures show that Perth’s median house price has dropped from $480,000 in June to $450,000 in September, but this would certainly lift when further sales data was available. “It’s important to note that an estimated 28 per cent of sales activity was from first home buyers, most of whom purchase under $450,000. This is pulling the median downwards because of the increased sales of more affordable homes, with the median purchase

price for a first time buyer now sitting at $415,000. “It’s also the case that late settlements yet to be assessed will likely see the revised median for September come in at around $465,000, and showing roughly a 2 per cent fall for the quarter,” Mr Airey said. The median price for units, apartments, villas and townhouses also fell in the quarter but not as strongly as with houses based on preliminary data. The median price for a multi-residential dwelling in Perth is now $386,000, down from $405,000 in June. Blocks of land in Perth are plentiful with around 3,100 currently on the market and selling during September for a median price of $255,000. This was up by $20,000 on June but Mr Airey cautioned against reading too much into that. “Existing blocks in established suburbs are more expensive than those on the urban fringes but they settle more quickly. When late sales data comes through from those who are buying more affordable house and land packages on the outskirts of the city, this land median will moderate,” Mr Airey said. Mr Airey said that despite a large number of sellers withdrawing from the market and moving their properties to the rental system, the vacancy rate for rental housing had in fact dropped below 3 per cent for the first time since early 2009. “It seems that despite housing

affordability having improved, many people are still opting to rent rather than buy and this is placing increased pressure on the rental market, pushing median rents up by 4 per cent or $15 in the quarter to $395 a week.” In the regions, early Landgate data show there was a 4.7 per cent fall in the median house price to $375,000, while blocks of land in the regions fell by just over 6 per cent to $165,000. “Interestingly, Carnarvon showed the best annual growth rate for a regional centre with just over 10 per cent, while Derby showed an exceptional 47 per cent growth over the last year to become the best performing regional town. “While in the Peel region, Mandurah now finds itself exactly where it was in 2006, with the median house price now sitting where it was five years ago. “All up, many potential upgrade buyers lack confidence, perhaps concerned with broader national and international economic conditions. Many are reluctant to borrow or spend, at least for now, and are looking for greater confidence in the wider economy. “Others are waiting for a first home buyer to purchase their existing dwelling so they can move on and it’s a positive sign that many first home buyers are now entering a weaker market on the back of improved affordability. “This could well prove to be a good stimulus to the upgrade market which has been very sluggish, but which now might get a kick start as the entry-level section of the market fires up, giving many trade-up buyers the financial release they have been looking for as they sell their current home to purchase the next,” Mr Airey said. The median house price for Perth peaked at $505,000 in March of 2010 but has been falling gently since then. “I believe the next six months will see the bottoming out of the West Australian market and that we’ll see stronger signs of recovery by the middle of next year. “It’s certainly encouraging that REIWA’s industry data for the month of October is showing a 19 per cent increase in reported sales,” Mr Airey concluded.

Onslow on the move, fast By Helen Stewart Onslow has the potential to treble its residential population over the next five years, with even further increases by 2022, according to the Onslow Regional HotSpots report prepared in consultation with State and local government, servicing authorities, developers and the resources industry. Planning Minister John Day said the Onslow Regional HotSpot report, released on November 17, is very timely following the announcement of Chevron’s plans for the Wheatstone gas processing project. “The area is already experiencing growth following the start of work on the BHP Billiton Petroleum Apache Energy Macedon domestic
gas project, and feasibility investigations are also under way for a number of other projects, including further LNG facilities.” The minister said the structure plan for the 8000 ha Ashburton North Industrial Area, 11 km southwest of Onslow, has been endorsed and he has given final approval to a planning scheme amendment to rezone the site of the Chevron’s Wheatstone LNG facility to smooth the progress of development. According to the Hotspots report, the industrial area has been identified by the state as a favourable strategic area to cater for the development of a gas processing, storage and export hub, with the overall vision of creating a safe and successful industrial estate. The minister said the report would assist in planning for worker accommodation. The town’s 700-strong population would have not been expected to grow much without oil and gas development, or
expansion of salt operations, and recent resource project startups have already had an impact on the town. The report says increased growth is likely to place increased pressures on social housing resources and it confirms there is a need for a detailed housing strategy to address the range of accommodation needs of Onslow. Regional planning has also tagged Onslow as a priority. The state government’s 2009 Pilbara Cities blueprint includes a proposal for major revitalisation of Onslow’s town centre, and tentative plans to create a marina and improved waterfront. Mr Day said the Onslow report is the third in a Regional HotSpots series released for the Pilbara region in less than 12 months, following those on Karratha and Port Hedland. “These publications support and guide the Pilbara Planning and Infrastructure Framework and the Pilbara Infrastructure

Copper jobs on the up-and-up in Mid West New jobs will be created as Western Australia’s second-biggest copper producer prepares to boost its operations in the MidWest with a $22million mine expansion. Mines Minister Norman Moore officiated at the drilling of the first sod for Mineral and Metals Group’s (MMG) Golden Grove copper open pit, approximately 450 kilometres north-east of Perth. “Last financial year, copper was worth $1.3billion to the state economy, a 13 per cent increase compared to the previous financial year,” Mr Moore said. “Golden Grove contributed significantly, producing more than
33,000 tonnes in 2010.” The minister said the $22million investment would not only extend the life of the mine by two years, but also provide new employment opportunities in the region. “Golden Grove is a very important operation in the MidWest, producing many mineral commodities and currently employing more than 550 people,” he said. “This expansion is a significant milestone in the life of the mine which has been in continuous operation since 1990 and holds a very bright future in terms of new discoveries in the Mid-West. “At present MMG is extensively exploring the surrounding area of Golden Grove with very encouraging results.”
The copper open pit will be located over the existing underground workings at Golden Grove’s Gossan Hill mine, with full-scale production commencing in January 2012. Mr Moore said current figures showed copper exploration expenditure in WA had increased during 2010-11 by 66 per cent from the previous year, to $79million. “This is a significant increase from five years ago when the state’s annual copper exploration expenditure was less than $10million,” he said. Golden Grove comprises the Scuddles and Gossan Hill underground mines and surface processing operations.
