New funding for seniors housing programs

Many Manitoba seniors try to keep their independence and prefer to stay in their own homes despite the various challenges often associated with ageing. They favour this set up instead of moving to a senior’s home that – for their safety – may provide more appropriate housing that suits their declining mobility, weakening physical capacity, and emerging geriatric health issues.

The Manitoba government is investing three million dollars in two housing programs that will allow more Manitoba seniors to safely age in their homes and communities as long as they choose, Seniors and Long-term Care Minister Scott Johnston and Families Minister Rochelle

Squires announced on April 13, 2023.

The first $1.5 million in funding will help provide seniors with financial assistance for home modifications that include adaptations designed to increase safety, accessibility, and participation in daily activities such as ramps, curbless showers, and increased lighting for better visibility, which are common solutions that can keep people living in at home as they age.

To be eligible for funding, seniors must be over the age of 65 with a household income of $60,000 or less. Families with senior members living in their household may also qualify for home modifications under the same criteria.

“It is a priority for the Manitoba government to enhance the affordability of, and accessibility to adequate housing for Manitobans, particularly to those persons of low-to-moderate incomes or with specialized needs,” said Squires. “This new and innovative program will provide an affordable housing option to support seniors to remain in the community longer, which is important to the health and wellbeing of Manitoba seniors.”

“Unfortunately, many older adults and older adults with disabilities do not have the means to make home modifications and may be forced to move if they experience a change in health status or can’t be discharged

home from hospital because of barriers in the home,” said Marnie Courage, occupational therapist and CEO, Enabling Access Inc.

“This new home modification program is a welcomed support that will reduce fall-related hospitalizations, premature admissions to long-term care facilities and enable Manitobans to safely live in place as they age.

A further $1.5-million investment will stabilize and strengthen the Manitoba government’s supportive housing program, which has over 750 units including 528 in Winnipeg and 236 in rural areas.

It aims to provide residents living in community-based facilities with access to

additional support including meals, laundry, and light housekeeping services.

In this provincial investment, qualifying seniors will receive a 19 per cent increase in their current per diem rate.

“This increase in the per diem rate for supportive housing is a step in the right direction and welcomed by operators,” said Julie TurenneMaynard, executive director of the Manitoba Association of Residential and Community Care Homes for the Elderly. “We hope the Manitoba government will continue to invest in this program as evidence has proven that supportive housing is used and needed by seniors who need additional support.”

ASEAN’s healthcare brain drain

MANILA – Southeast Asian countries must find ways to address human capital flight, particularly in the healthcare sector, for the benefit of the region, President Ferdinand R. Marcos Jr. said on Thursday, April 13, 2023.

The issue of brain drain in the region’s health sector, particularly

the emigration of nurses and doctors, was discussed during the President’s meeting with Temasek Foundation executives at Malacañang Palace.

“We are very proud of (our nurses and doctors) and the role they played during the height of the pandemic, but … we are a victim of our own success,”

President Marcos told Temasek officials led by its chair Ms. Jennie Chua Kheng Yeng.

“But you know, we have to adjust and find other ways. We have to give them at least equal opportunities at home. It is very clear that most Filipino overseas workers are willing to take less in terms of pay so long as they can

stay here,” Marcos pointed out.

If Singapore can find a solution to that problem, it would immensely help the Southeast Asian region’s healthcare sector, the President said.

Ms. Jennie Chua said the Singapore nursing association has agreed to register nurses in Singapore to arrest human capital flight in the sector after the country lost 400 nurses to New Zealand, which offered permanent residency (PR).

Under New Zealand’s PR, nurses can bring their families with them, allow their children to go to local schools, and apply for housing.

The Temasek Foundation International chair said Singapore does not want to give Filipino nurses citizenship unlike what is being offered by the USA, Canada, and New Zealand, so they can go back and forth during their working years.

Chua commended the

Philippines for producing good nurses and doctors, noting Singapore’s emergency room doctors are mostly Filipinos, and praised their training based on life experience. Temasek Foundation, a Singapore-based non-profit philanthropic organization, is an arm of Singapore’s state sovereign fund Temasek Holdings.

The foundation funds and supports programs aimed at building community capabilities in Asia and beyond through philanthropic endowments.

The foundation forged agreements with the Philippines to enhance competencies across industries, through the Technical and Vocational Education and Training (TVET) Program (Digitalization and Industry 4.0), Science, Technology, Engineering and Mathematics (STEM), with Design Thinking Programme, and Health Care Management Program. The department of Immigration, Refugee and Citizenship Canada (IRCC) has been working on a number of initiatives to increase the number of landings in Canada. The country needs more workers to grow the economy and has turned in recent years to the vast supply of overseas foreign worker, international students, and visitors to find the numbers the country needs. Starting April 6, 2023, some current and former Post-Graduation Work Permit (PGWP) holders may be eligible for an 18-month Open Work Permit. There may be no better time than the present to check out the opportunity presented by IRCC. The application window will remain open until December 31, 2023.

The opportunity is something that goes beyond the customary PGWP, which is not renewable, and holders of an expiring PGWP had no choice but to leave the country or find another way to remain in Canada, such as applying for an employerspecific work permit if you have an LMIA approved job offer. The specific public policy introduced in April gives PGWP holders other options. If you can remain in status as workers, you stand a better chance of qualifying for Express Entry or the Provincial

Special measure for PGWP holders

Nominee Programs. In 2022 Canada hosted a record 800,000 international students and almost 98,000 PGWP holders or 82 per cent of those who transitioned to permanent residence.

IRCC has taken proactive steps to notify PGWP holders about their public policy opportunity. The department identified 286,000 PGWP holders in Canada by the end of 2022 who may be eligible for the special measure. It is estimated that 127,000 of this number will expire in 2023. Of this number 67,000 have already applied for permanent residence but the others should apply for a new Open Work Permit under the new measures.

Potential applicants are reminded of the benefits of obtaining an Open Work Permit. Eligible workers will be able to work in any occupation for an employer of their choice in Canada for up to 18 months.

Check out the IRCC website for more information (canada. ca/en/immigration-refugeescitizenship/services/workcanada/permit/post-graduationwork-permit-holders_html).

You have the chance to select a simplified process to extend your work permit, or apply to extend your work permit, or apply to restore your work permit. It even

makes things easier for those who are not eligible to apply for a work permit.

First you should ensure that any e-mail you have from IRCC is bona fide. It should be headed, “2023 Special Measure: Opt-in for Valid PGWP Holders,” and the e-mail should end in “@cic. gc.ca” or “@notifications.canada. ca.” If this applies to you then you must respond before May 20, 2023, and apply before your work permit expires. If you have not been notified, you may still apply if you reside in Canada and log into your IRCC Secure Account. If you don’t have a

secure account, you need to register for one and link to your most recent PGWP application before May 20, 2023. When you have the Secure Account, log into your IRCC secure account and select “post-graduation work permit holder.” Extend your open work permit (up to an additional 18 months) and “opt in” to remain in the country and work an additional 18 months. If you don’t pursue this option before your work permit or eligibility expires, you would have to apply for a new work permit (LMIA etc.).

The public policy change has

been in effect since April 6, 2023, so it is time to get busy. IRCC has presented PGWP holders with a unique opportunity, so do not let it expire.

What to do about it

Today, many of us share one common problem: too much stuff in our homes. And, if you’re willing to invest just a couple of weeks – or weekends — you can get a grip on clutter and start feeling more in control over all the stuff in your house. Better still, you won’t have to live in a disorganized, cluttered home that frustrates and annoys you.

Having an uncluttered, organized home will repay you in time and money — and will return your peace of mind — and in just a few short weeks. Besides being a serious re-charge to your life and vitality, decluttering is good feng shui.

Everything around you exerts an influence on your life.

If you’re surrounded by clutter and disorganization, it’s a serious energetic drain on your mind, your emotions and your physical body. Too much stuff quickly turns a home “yin” and that makes energy turn negative. Once that happens, the circumstances of life start changing, too. You could say that clutter becomes the sticks and mortar that dam your life and stop the opportunities that flow to you.

Let’s get started with the basics.

What is clutter?

Clutter is anything that you don’t regularly use, things that you don’t like or enjoy or that are broken, or items kept out of guilt and obligation. Clutter includes

Feng shui and clutter — how an overstuffed home robs you of vitality, opportunities and money

items like old clothing, unused toys, mismatched dishes, or stacks of magazines. One of the worst sources of clutter is paper. Newspapers, mail, magazines, old greeting cards, and various paper items all clutter up our coffee tables, desks, and refrigerator.

What clutter isn’t

Clutter isn’t anything you truly love or use regularly. Clutter also isn’t a valuable collectible. Some things shouldn’t go in a landfill or in a garage sale. Your grandmother’s Fostoria crystal isn’t junk and shouldn’t be treated that way.

Ebay, local antiques or consignment stores are resources to help sell your collectible items. One woman made $15,000 off her clutter. Every week, she sat at her computer with five to 10 items she wanted to sell and in six months, she had made an extra $15,000 by selling her clutter on Ebay. Too much trouble to sell? Give special items away as gifts to someone who’ll appreciate them.

Clutter sources

There are a number of reasons for our over-accumulation. One is that we’ve moved from a disposable society to everything’s-a-collectible society and if everything is valuable, then you can’t throw anything away then, can you? We’ve also moved from a buy-it-as-you-needit outlook to a buy-it-in-bulk mindset – and if we buy in bulk, we have to live in bulk.

Lastly, recreational shopping creates an overload of unused, unwanted household items. Hitting the mall every weekend just packs your house and empties your wallet.

Staying present. The difficulty with clutter is both past and future.

Too often people are tied to items because of the past (it was a wedding gift; it was Uncle Frank’s) and the future (what if I need a shoe buttoner again?). Yet clutter causes you problems in the present because you can’t find what you’re looking for or you have things you don’t really need or want. Other problems from the past include items we’ve inherited.

Many people feel like they have to keep everything passed down from their loved ones. It’s a tremendous burden of guilt. Remember that things are not people and it’s okay to let things go. To feel like you have to hold on to the possessions of your loved ones who are no longer around is to have to build your own life and hang on to their lives, too. It makes for a crowded house. Keep just a few items that you especially love or that you’ll use on a regular basis. My favorite item from my grandmother? Her cast iron skillet that stays on my stove to this day and gets almost daily use.

Go ahead, be wasteful

Have you ever heard the Depression era stories about being so poor that coffee grounds were dried in the sun and re-used?

Kadiwa stores offer fresh produce, lower prices

Well, it’s not the Depression anymore. It’s okay to throw things away. You have my permission and encouragement to get rid of stuff. There will be enough, and you can always get more if you need it.

People hang on to so many things because they don’t want to be wasteful; like holding on to a shirt with a stain that won’t come out. The stain won’t come out the longer it hangs there, so why reach for it and then put it back on the rack? Throw it away once and for all.

Your role: The first step to getting control over clutter is recognizing your role in creating it.

Do you over shop? Do you keep things out of guilt (it’s Aunt Mary’s!)? Do you have to buy in bulk? Are you afraid to throw things away? Taking a hard look at how and why your house has gotten cluttered helps you get it under control and from becoming cluttered in the future. So, recycle when you can, and throw away, donate, or sell the rest — and at every opportunity.

The physical symptoms of clutter

Clutter stops the flow of energy. When energy stops flowing, there is a negative impact to our bodies, spirits, and energetic life flow in the form of money, opportunities, love, and enjoyment. Clutter manifests as excess weight, constipation, inability to think, feeling stuck in life, low vitality, and poor personal growth and movement.

Once you begin decluttering, you may find yourself unburdened by heavy emotions and will begin to feel lighter, more at ease and have a greater sense of happiness and personal well-being. Clutter holds us back, like a giant weight, and creates blockages in our lives and spirits. Feel yourself feel unencumbered by lifting the burden of clutter and watch the increased flow of your life to start again.

Your Decluttering Starting Points:

• What’s at hand. This week,

try to make a change to your habits like going shopping during lunch or letting junk mail stack up instead of throwing it out. Try to change one habit each week. Decide about whatever you touch to find a home for it or to relieve yourself from it. Looking at the mail? Put bills in a special location, throw out junk mail and place magazines in a holder to read later.

• The bedroom. Clear out from underneath the bed, clear out nightstand drawers and try to remove any items off the floor and clear off dressers.

• The closet. Next, make your way into your closet to get rid of all stained or damaged clothes, followed by those you have never worn, followed by the ones you can’t wear, don’t like, etc. Have a giant drawer full of socks or some other clothing items? Get rid of all but the newest. Most of the time we have much more than we really need.

• The kitchen. Clean out the refrigerator and pantry first, throwing away old food or small packages and doubles. Wipe down the shelves and organize items. The kitchen represents wealth and health and keeping the food organized, clean and purged frequently will help your health. Next, tackle dishes, throwing away those that are cracked or damaged. Get rid of excess plastic ware and any doubles you no longer need. Try to keep only those things you use frequently.

• The office. Clean out papers, discard old files, clear out drawers. Create organization systems for your files. Get rid of old electronics you never use and consider getting a receipt scanner, like Neat Receipts, to help you keep your receipts digitally.

Herstory was made at the first Summer Metro Manila Film Festival (MMFF) awards night when TV host-actress Jervi Li, popularly known as KaladKaren, reigned victorious.

She regarded the nod as “a victory for the whole LGBTQIA+ community, that people like me are nominated in the gender identity that they belong to.”

“Isang patunay din na art has no gender so maramingmaraming salamat po sa MMFF sa paniniwala po sa kakayahan ng mga taong katulad,” she said.

Aside from KaladKaren’s win, Here Comes the Groom also went home with the Best Supporting Actor award for Keempee de Leon, and trophies for 3rd Best Picture and a Special Jury Prize.

Barbie Forteza campaigns against piracy

Strengthening its campaign against piracy, leading broadcasting company GMA Network launches its first antipiracy video featuring Sparkle star and Kapuso Primetime Princess Barbie Forteza

The one-minute video, now streaming on GMA’s social media platforms, features Barbie in a fun interaction with her fans via live streaming. While streaming good reviews of her recent hit series Maria Clara at Ibarra, one netizen commented that she watched the series on a nonlegitimate website.

Barbie immediately called out the netizen, encouraging her and other viewers only to watch shows on official and legitimate sites to avoid the dangers of malware from unsafe websites and services.

“It’s more fun to binge-watch Maria Clara at Ibarra when you watch it on GMA Network’s official websites. The site provides you with high-quality and complete episodes of your

favorite Kapuso shows. With your continued support, GMA will be able to create world-class and original content for Global Pinoys worldwide. Let us all stream responsibly, and together, let’s fight piracy!” shares Barbie on the video campaign.

In another anti-piracy campaign video, Barbie also reminded global Pinoys to watch Kapuso programs overseas

through official streaming platforms and channels such as GMA Pinoy TV.

“Through the support of our Kapuso viewers and Global Pinoys worldwide who watch through our website and legitimate platforms, we can all expect more world-class shows from GMA. Aside from the highquality and complete episodes, See BARBIE p13

“Na-upset daw si direk Paul that caused for some of the oneon-one interviews to be shortened.

Obesity makes it harder to diagnose and treat heart disease

Being overweight impacts your heart health in more ways than you might think. A new JACC review paper from Mayo Clinic outlines how obesity affects the common tests used to diagnose heart disease and impacts treatments. Cardiovascular disease is the leading cause of death globally, yet it is largely preventable.

“Excess fat acts as a kind of filter and can skew test readings to under-or overdiagnosis,” says senior author Francisco LopezJimenez, M.D., director of preventive cardiology at Mayo Clinic. “Obesity affects nearly all the diagnostic tests used in cardiology, such as ECG, CT scan, MRI and echocardiogram.”

Procedural interventions such as stent placement via the leg, or heart surgery, can be more difficult to perform in patients with significant obesity and may involve more complications, like increased risk of infection at the wound site.

Common drug therapies to treat cardiovascular disease may need to be adjusted up or down in patients with obesity.

Some medications, such as betablockers, may affect a patient’s ability to lose weight, and Dr. Lopez-Jimenez stresses the importance of trying alternative approaches to prevent these patients from gaining weight or help them to lose weight.

Recommendations to lose weight can be difficult to follow because heart patients have a harder time moving and will feel symptoms like shortness of breath when they exercise. Those symptoms often discourage patients from doing physical activity, but Dr. Lopez-Jimenez notes that exercise is important, not only to lose weight but for heart health.

“Obesity is an important risk factor to address in patients with heart disease and it requires us to do something,” says Dr. LopezJimenez.” The patient needs to know that their clinician can help them lose weight. Overall, weight loss solutions come down to finding the right therapy for the patient.”

A standard weight loss program will involve a therapist,

dietitian and sometimes a psychologist. If that doesn’t do enough, Dr. Lopez-Jimenez says there are other resources like bariatric surgery and medications that can effectively help patients lose weight. Mayo Clinic recently started a multidisciplinary cardiometabolic program to address obesity, reduce related disease conditions and help patients improve their quality of life.

Accurately defining a person’s level of obesity is important. Body mass index (BMI) ― a measure of body fat based on height and weight ― has long been used to define the severity of obesity. But people with significant amounts of muscle will have a high BMI. People with little muscle mass and more waistline fat might record a low BMI but have normalweight obesity. Measurements such as waist-to-hip ratio and waist circumference provide a more accurate assessment of cardiovascular risk.

“In general, patients with heart disease and a particularly advanced degree of obesity will

realized I’m just so proud of my mom,” ani Winwyn.

“You don’t look like your mom’ ‘You’re not pretty enough’ ‘You’re not tall’ ‘Iba iyong hitsura mo.’ Laging kasama iyong hitsura ng mom ko with the context of my mother,” kuwento ni Winwyn na mga sinabi umano sa kaniya noon.

Sa kabila ng pagkukumpara sa kanila, sinabi ni Winwyn na proud siya sa kaniyang inang si Alma.

“But there are so much more. But I’m proud that people see her as this woman, diyosa. Nanay ko ‘yan! Proud ako sabihing nanay ko ‘yan. Even if I don’t look like her, I’m proud na nanay ko siya.”

‘Cause I love who I am, I know who I am.
