ROLLING INTO 2019 With all of the success that the City of Selma had in 2017, it would be easy to rest on our laurels and just keeping cruising. Selma is not that kind of city and in 2018, we proved it! We continued to expand on the accomplishments of the previous year and are excited about the number of possibilities that await us in 2019. As we start another year here in the City of Selma, I feel it is important to look back on the last year, and share some of the exciting news and projects that are on deck for 2019! In September 2018, the Selma City Council voted to maintain its current tax rate of $0.2016, which is actually lower than the effective rate as proposed by the Guadalupe County Tax Assessor/Collector. The Fiscal Year 2018 – 2019 Annual Operating Budget will be increased over last year’s budget by 3%, for a grand total of $21,466,256. This continued growth is only possible because of the hard work and dedication of our residents, businesses, elected officials, and city staff. Together, we look forward to continuing this tradition of excellence as we go forward into the next year.

Commercial Expansion In 2018, Selma experienced another great year of growth in the commercial sector. The highly anticipated Ben E Keith Foods South Texas Regional Headquarters and Distribution Center was completed. The official Grand Opening Event will be held later this year on March 23rd! Located next to O’Reilly Auto Parts in the Titan Industrial Park, this new headquarters and distribution center encompasses over 625,000 square feet and will eventually employee over 800 people. Also completed in 2018 was the first San Antonio area location for Pluckers Wing Bar. Pluckers opened to great fanfare and the crowds are still pouring in to get some great food. Also opening in 2018 were Aquametrics and California Closets, which relocated to Selma from Schertz and San Antonio, respectively. These are just a few of the many businesses that chose to call Selma home in 2018. In addition to the commercial expansion that we enjoyed in 2018, we are excited to announce a number of businesses that are scheduled to join the Selma family in 2019. Audi North Park is also currently finishing their new, state-of-the-art dealership on Interstate 35, and plans to open early this year. Next door to Audi North Park is the new location of Lin’s International Buffet, which began construction in late 2018 and is expected to open later this year. Also joining the Selma Industrial Market is Penske Truck Rentals, which is currently constructing its new facility just off Lookout Road on the former site of the Blue Bonnet Driving Range. began in late 2018 and looks to be on schedule for completion later this year. These are just a few of the numerous businesses that opened in 2018 or are currently slated to begin early this year. There are several other BIG NAMES currently in talks to come to Selma, so stay tuned for more information. We are beyond excited to welcome these wonderful companies to Selma and look forward to enjoying many years of partnership with each one!

Residential Growth In 2018, the City of Selma continued to add even more homes and subdivisions to our growing community. 2018 brought continued development in the Creekside Ridge and Retreat at Retama Subdivisions. A new single-family home subdivision, Sunrise Village, also began construction of its utilities and infrastructure and looks to begin selling homes in 2019. Located just off Retama Parkway between Creekside Ridge and TruCare Living Centers, this new subdivision will provide close to 100 new upscale homes in the city. New-home construction in Selma Park Estates also saw a resurgence, with empty lots being purchased and houses constructed at a higher rate than the last several years. Some of this resurgence is the result of the investment the City of Selma has made in this subdivision and the surrounding area with improvements to roads, stormwater drainage, and utilities.

Quality of Life 2018 also saw the beginning or completion of a number of projects designed to provide quality of life for not just Selma, but the entire Northeast San Antonio Corridor. The City began plans to develop the remaining portion of the Historic John S Harrison House & Property. The “Final 4 Phase” is currently in the design phases and will, upon completion, serve as the culmination of a labor of love for many in the community and serve as the last remaining piece in the historical area around the Stage Stop and Harrison Parks. Selma was also proud to once again serve as the host city for the 2nd Annual Skylight Balloon Fest at River City Community Church. This annual event, in partnership with The Chamber and the cities of Schertz and Cibolo, was a resounding success. Over 14,000 attendees enjoyed nightly balloon glows, tethered balloon rides, live music, and some of the San Antonio Area’s most popular food trucks, including Selma’s own Mia Marcos Pizza. This is a wonderful event and we are looking forward to another great edition in 2019. I would like to express my appreciation to The Chamber, River City Community Church, and everyone who made this event such a success! Another important event that took place in 2018 was the 8th Annual Selma-Schertz Salute to Service Members 5K Run & Walk. The annual event, which benefits Operation Comfort, raised over $18,701 for the non-profit organization to assist in providing support to Service Members who have been injured in defense of our nation. Each year, Operation Comfort provides programs to aid veterans and their families as they recover from their injuries or transition into civilian life. These programs include sled hockey, cycling, yoga, Outdoor

Adventure Camps, family outings and emergency family financial assistance to wounded warriors and their loved ones. We are proud to be the host city for the 9th Annual Salute to Service Members 5K Run & Walk, which will take place on February 23, 2019. The City is currently wrapping up work on the long-awaited Lookout Road Widening and Bridge Project. Despite some hinderance by Mother Nature, crews plan to complete the project in early 2019, which will greatly alleviate the congestion along the Interstate 35 corridor. The new Lookout Road will feature a contiguous four-lane driving surface with turn lanes at various intersections, as well as a new, elevated bridge over Cibolo Creek that provides better line-of-sight for drivers and will prevent the closing of Lookout Road during most rain events. The entire project, funded by a voter approved bond in 2015, will provide a major thoroughfare for residents and commercial traffic in Selma. I want to thank everyone for their patience and cooperation as we complete this intricate and much-needed project. For more than a decade, the City of Selma has experienced residential and commercial growth unmatched by most cities in the area. In addition to a concerted effort to manage and encourage this growth, the City has also laid the blueprint for future success. With current population estimates of over 10,000, the City has seen an even greater need for continued capital improvement projects and planning. With this in mind, the City Council approved a 2017 – 2032 Comprehensive Development Plan (CDP) in order to provide a number of capital improvement projects for the next several years. One such project, the reconstruction of Woodcliff Boulevard in Selma Park Estates, was completed in mid-2018. Improvements to Ventura Boulevard and several surrounding streets in Selma Park Estates also began in 2018, and should be completed later this year. Late 2018 also saw the beginning of the design phase for the much-needed reconstruction of Evans Rd from Interstate 35 to the city limits. The new Evans Road will provide a much smoother, driver-friendly road surface for one of the city’s most important connector streets. Speaking of Evans Road, plans are also in the works to get much needed traffic signals at the intersections of Interstate 35 Frontage at Evans Road and Interstate 35 Frontage at FM 1518/ Corporate Drive. These traffic signals should be operational early this year and should greatly alleviate some of the traffic congestion along these roads. These are just a few of the projects listed in the CDP. We look forward to completing even more capital improvement projects in the coming year to help Selma continue its growth and development for many years to come. In 2019, you may also see some brand new “Welcome to Selma Signs”. We are currently in the process of working with TxDOT to provide some new gateway monument signs at key access points to the City, including Interstate 35 at Olympia Parkway. These new signs will be a beautiful addition to the City’s key gateways and we are excited to unveil them in the near future. As you can see, 2018 was an exciting year for our City. I can assure you that 2019 will be no less spectacular. As we look forward with anticipation to 2019, let us not forget the achievements of previous years. I would like to personally thank all of our citizens, staff, and community partners for their exceptional work in making 2018 such a great year. Together, the possibilities for 2019 are endless. At the December 13th City Council Meeting, the Mayor, City Council, and dozens of attendees enjoyed some holiday cheer provided by the OLPH School Choir. These very talented students regaled the audience with renditions of “Jingle Bells”, “Rudolph the Red-Nosed Reindeer”, and other holiday favorites. Great job and a big thank you to the OLPH School Choir!

Congratulations to Officer James Graham who was awarded a Life Saving Award. Officer Graham provided emergency CPR on an unresponsive individual. His quick action helped stabilize the individual until paramedics could arrive.

Holiday Reading at Olympia Hills Elementary

On December 14th, elected officials, and members of the Selma Police and Fire Departments spent the afternoon reading holiday books to the students at Olympia Hills Elementary. Thank you to the students and faculty at Olympia Hills Elementary for allowing us to enjoy a wonderful afternoon reading with you.

PRESENTATION MEDALS OF VALOR Congratulations to Corporal Cory Vanderver and Officer Ricardo Mena, who received Medals of Valor for their efforts to assist a victim of a car accident, with disregard for their own safety and well-being. Both Corporal Vanderver and Officer Mena fought flames and smoke inhalation for many minutes while trying to free the trapped individual.

SELMA RESIDENT SIGNS COLLEGE COMMITMENT Congratulations to Selma resident and Judson High School Senior, Melissa Gonzalez, signed her commitment to softball and attend Texas Southern University in Fall 2019. NO SHAVE NOVEMBER “No Shave November” is normally a time where men of all ages grow their beards, moustaches, and goatees in an effort to raise awareness for men’s health issues. For the Selma Police Department, November was a time to give back to a fellow Brother in Blue. Dozens of people made monetary donations at the Selma PD to “sponsor” their favorite officer as he grew out his beard or goatee, with all money raised going to a fellow officer as he continues to battle cancer. To determine the winners, a Facebook poll was taken with members of the public voting for their favorites in the categories of “Best Beard”, “Best Goatee”, “Most Gray”, “Most in Need of Miracle Grow” and “Public’s Choice”. Based on your votes, the winners are: Sgt. Cliff Ellison – “Best Beard” & “Public’s Choice”; Det. Sgt. John Sorensen – “Most Gray”; Cpl. Arturo Perez – “Best Goatee”; and last, but certainly not least (or is it?), Ofc. Josten Rodriguez – “Most in Need of Miracle Grow”. SELMA SPOTLIGHT:

HISTORICAL & PARKS COMMISSION The purpose of the Selma Spotlight is to provide the citizens of Selma with insight to the various groups and commissions that support our community. In this edition, we will spotlight the City of Selma Historical & Parks Commission. Originally established as the Selma Cultural Parks Commission, this Commission’s mission is to “Preserve, Protect, Promote and Enhance our History and Parks”. They are charged to consider and make recommendations to the Selma City Council in regard to matters related to historic public property and public parks located within the city limits. This Commission is madeup of five voting members who volunteer their time to manage the upkeep of the above-mentioned areas, including the Stage Stop, FM 1518 and Davenport parks; John S. Harrison House; and all trails leading into and around Cibolo Creek. Additionally, they plan and coordinate numerous annual events that celebrate our parks and history. These events include an Easter Egg Hunt, Park and Cibolo Creek Walks, and Christmas at the Harrison House. Recent enhancements include the 1/3-mile Evans Trail leading from Stage Stop Park to the Harrison House, and pathways leading from our parks to Cibolo Creek. The Commission is constantly working on projects to continually improve public facilities and programs available to the citizens of Selma, and is always looking for opportunities to expand upon what is already being provided. Movie-in-the-Park After being rescheduled due to inclement weather, the Fall Movie-in-the-Park finally made it to the Stage Stop Park! On Saturday, November 17th, the crowd of patient attendees was finally able to come together and enjoy the popular movie, Hotel Transylvania 3. Thank you to everyone who came out and we look forward to the Spring Movie in the Park in May!

Citizens Public Safety Academy The Selma Police and Fire Departments are gearing up for the 2019 Selma Citizens Public Safety Academy, which begins on January 16th! This program gives the citizens of Selma an inside look at the operations of the two first responder agencies in our city. The program consists of classes held on Wednesday nights from 6:30 to 9:30 and lasts 12 weeks long. There are two Saturday classes where you get to experience working a major accident scene and spend time with the SWAT team and the firearms instructors at the range. Citizens are exposed to all aspects of the Police Department including the equipment and functions of the Patrol Division, the intricacies of the Criminal Investigations Division, and the functions and responsibilities of the Administrative Division. With the Fire Department you will learn the responsibilities of each of the Firefighters, how to stop bleeding and apply a tourniquet, you can even get a chance to experience the ladder truck in action! Blue Santa vs. Red Santa On December 15th, the Selma Police and Fire Departments decided to engage in a friendly contest to see who Selma likes better: Blue Santa or Red Santa! The contest involved which department could pass out the most candy to residents throughout the city. Both Santas were impressed with the turnout, but it appears that Blue Santa was a slight favorite. Thank you to those who came out to support this event, but an even bigger thank you to Blue Santa and Red Santa for taking time out of their busy holiday work to spread a little holiday cheer to the City of Selma!

HOLIDAY CELEBRATION

Christmas comes to the Harrison House On December 1, the Selma Historical & Parks Commission held its Third Annual “Christmas at the Harrison House” event. With beautiful weather abounding, and set among the nationally recognized John S. Harrison House and grounds, more than 175 friends and neighbors from across the City came out to enjoy refreshments, horse drawn carriage rides, Christmas carolers, and of course, Jolly Old St. Nick himself. Each family or single guest also received a unique, commemorative ornament as reminder of all the fun they had! “Christmas at the Harrison House” is certainly one of Selma’s most treasured events, bringing joy, fellowship and holiday spirit to our remarkable community. We want to give a very special shout out to the Historical & Parks Commission and the number of volunteers who dedicated hours decorating the Harrison House for this special event. And, of course, thank you to everyone who came out to enjoy this wonderful event. See you next year!

PROGRAMS Selma Residents can utilize the Schertz Public Library for FREE! – As a reminder, the cities of Selma and Schertz entered into an Interlocal Agreement that allows Selma residents to utilize the Schertz public library without charge! Any resident with a photo ID and current proof of residence may apply for a library card, free of charge. Children under 18 may apply for a card as long as they can write their name and a parent or legal guardian is present to sign the application form. The Alamo Call-ARide 4 Vets program is a transportation and mobility assistance program funded by the Texas Veterans Commission, Fund

for Veterans' Assistance program. Any honorably discharged Veteran, their immediate family (spouse, under 18 family members, or disabled adult in the home), surviving spouse, and/or caregiver of a Veteran are eligible to receive FREE rides. GRASP - The Greater Randolph Area Services Program, Inc. (GRASP), a 501(c) (3) human service organization established in 1983, helps economically disadvantaged individuals, families and children. emergency assistance to those experiencing a household crisis and who live in areas of Bexar or Guadalupe Counties in communities where access to help is limited. Qualified households receive emergency assistance for rent, utilities, food, and medicine. The GRASP Thrift Shop provides clothing and housewares to needy families who experience a catastrophe such as fire, flood, or other loss. The agency provides emergency financial assistance, food pantry, senior transportation, daily activities and nutritious meals at the GRASP Community Center in Converse. TOYS-4-TOTS The Selma Police Department was honored to be selected as an official drop-off site for the Marine Corps “Toys for Tots” Campaign. The department collected dozens of toys and delivered them to Fort Sam Houston. This annual campaign helps provide much needed toys to children who otherwise may not have any Christmas presents. Each year, the Toys for Tots Campaign delivers smiles to dozens of families across the San Antonio area. ANNOUNCEMENTS SEWER RATE INCREASE

The Cibolo Creek Municipal Authority is raising the sewer rates by 7%, or $0.25 per 1,000 gallons of water usage. This will equate to approximately a $1.28 increase per month to the average wastewater user. The increase will be reflected on your upcoming utility bills. SEWER RATE AVERAGING

It’s that time of year again for Sewer Averaging. The City of Selma does not have meters for sewer usage; therefore, an average is taken to determine the

sewer rate for the upcoming year. This average is based on water usage of each household for the months of November through February. We use the winter months for sewer averaging since this has historically been the period where residents use the least amount of water. Remember that landscape and irrigation water usage is included in your monthly water usage and will count towards your sewer average. Please be aware of your usage during these times, as it will determine your sewer charge for the upcoming year.

REVERSE 9-1-1 SYSTEM

As you may know, the City of Selma uses a reverse 9-1-1 system to keep our residents and businesses informed in cases of emergency or upcoming events. This tool is very useful in relaying information to everyone in Selma. Please be sure to inform the City of Selma if you have changed your phone number or if you intend to do so in the future. The Reverse 9-1-1 System is a great tool for the citizens of Selma, but can only benefit you if the City has your updated contact information.

ANNUAL DRINKING WATER QUALITY REPORT

The 2017 Annual Drinking Water Quality Report was mailed to all residents in late June. If you have not yet received a copy of the report, it is available online. This report is intended to provide important information about the City’s drinking water and the efforts made by the City’s Water System to provide safe drinking water.

ANNOUNCEMENTS WATER RESTRICTIONS

Selma is currently not under any water restrictions. We ask that all residents continue in to be wise in your water use and conserve where you can. Best management practices for conserving water include prohibiting watering lawns and other landscaping between the hours of 10:00 a.m. and 8 p.m. unless such watering is by hand-held bucket, hand-held hose, or a properly installed drip-irrigation system. Water runoff from property is also prohibited. CHIPPER SERVICE

Chipper Service is provided to residents free of charge during the FIRST WEEK of every month. If you would like to add your address to the monthly chipper service list, please call 651.7800 or email eporto@ci.selma.tx.us. Please be sure to provide your name and address when requesting chipper services. As a reminder, chipper service is provided for the residents of the City of Selma only. This service IS NOT for professional landscaping services and then called

for the City to come chip the contractor produced waste. When professional landscape contracts are entered into by the residents, have the removal of the contractor generated waste included in the contract. Due to time and volume constraints, each address is eligible for only one chipping service per month. Here are brief reminders & guidelines to remember when preparing for chipper service: 1) No palm limbs will be chipped as they will clog the chipper; 2) Please no tree limbs wider than 12

inches in diameter; 3) No tree stumps, plywood, wood, or fencing can be chipped; 4) All brush and tree limbs must be stacked at the front curb to allow easy access for City staff (City staff is not allowed to enter onto private property); 5) No bulk items or trash will be chipped (arrangements can be made with Republic Services @ Ph. 210.304.2787 to remove these bulk items);

6) Please remember to set piles for chipper service as close to the first week of the month as feasible; putting piles for chipper service too early can result in nesting for snakes and other animals. If you would like to take advantage of this program, the following is a list of dates that chipping services will be offered in 2019: • January 7th – January 11th • February 4th – February 8th • March 4th – March 8th • April 1st – April 5th • April 29th – May 3rd • June 3rd – June 7th • July 8th – July 12th • August 5th - August 9th • September 2nd – September 6th • September 30th - October 4th • November 4th – November 8th • December 2nd – December 6th Dates are subject to change due to weather or observance of holidays.
