Congratulations to Police Lieutenant JESSE BALDERAMAS on receiving the Star of Texas Award from the Office of the Governor, State of Texas. Lt. Balderamas was presented with the award by Governor Greg Abbott on September 11th in Austin. The Star of Texas Awards were created in 2003 by the Texas Legislature to honor the men and women who have been killed or sustained injuries in the line of duty. DAN & JEANNE POTCHERNICK CELEBRATE GOLDEN ANNIVERSARY AT THE HARRISON HOUSE September 28th marked the 50th wedding anniversary of Dan and Jeanne Potchernick. On September 29th, almost 50 friends and family joined Dan and Jeanne in celebration at the John S Harrison House. The event was hosted by their daughter, Debra Elton, along with her husband John and their three children. Dan, a lifelong Selma resident, grew up on Evans Road, but as a couple, he and Jeanne have lived in Selma for 48 years! Congratulations Dan and Jeanne!

FISCAL YEAR 2018-2019

ANNUAL BUDGET The City of Selma’s Fiscal Year 2018 – 2019 Annual Operating Budget was approved by the City Council at the September 13, 2018 Regular Monthly Meeting. We are pleased to announce that next year’s budget will sustain the level of city services for our citizens and businesses! The 2018 – 2019 Annual Operating Budget will continue to provide funding for city parks and other quality of life initiatives, while also providing additional funding for training and equipment for our First Responders. The 2018 – 2019 Annual Operating Budget also includes funding for more capital improvement projects, such as additional road improvements in Selma Park Estates, Evans Road, maintenance to our water system, and planning and design for the undeveloped portion of the John S Harrison House Property. The City of Selma Fiscal Year 2018 – 2019 Annual Operating Budget is available on the City of Selma website (www.ci.selma. tx.us). The Fiscal Year 2018 – 2019 Annual Operating Budget will increase over the previous fiscal year budget by 3%, for a grand total of $21,466,256. The 2018 property tax rate that supports this budget is $0.2016 per $100 of valuation; this tax rate will remain unchanged from the previous fiscal year, but is slightly lower than the effective tax rate proposed by the Appraisal District. This still allows Selma to boast the lowest property tax rate of any neighboring city.

The Selma Historical & Parks Commission hosted their Fall Walk Along the Cibolo Creek on October 13th. Attendees traversed the Cibolo Creek and were treated to a fascinating history of Selma and the surrounding area. After the walk, attendees gathered at the Stage Stop Park for food, fun and fellowship. Stay tuned in coming months for announcements regarding the Spring Walk Along the Cibolo Creek.

Christmas at the Harrison House

Celebrate the beginning of the 2018 Christmas season by attending the 3rd Annual “Christmas at the Harrison House.” The City of Selma’s Historical & Parks Commission will be hosting this annual event on Saturday, December 1st from 5:00pm to 8:00pm. The John S. Harrison House is located at 9046 Pinseeker. Come on out and enjoy some light refreshments and tranquil horse-drawn carriage ride with your neighbors. A special guest has also been invited to provide a little Christmas cheer. If you have been nice, he might even allow you to take pictures with him and share your Holiday wish list. To commemorate the evening, each family and single guest will receive a unique ornament to remember this occasion. Please feel free to bring some of your homemade Christmas cookies and recipes to share!

Popcorn Piccadilly Gives Selma Some Flavor

On August 16, Selma’s very own Popcorn Piccadilly introduced its one-ofa-kind “Selma Blend” popcorn. Mayor Tom Daly was on hand to officially receive the first batch of the City’s very own popcorn flavor. While the combination is “top secret”, we can tell you that it is a blend of three popular, but very unrelated, flavors. In other news, Popcorn Piccadilly also became the first Selma business to carry gummy candies from another Selma business, VIRC Snacks.

The Selma Police and Fire Departments are gearing up for the 2019 Selma Citizens Public Safety Academy! This is our way of getting the citizens of Selma an inside look at the operations of the two first responder agencies in our city. The program consists of classes held on Wednesday nights from 6:30 to 9:30 and lasts 12 weeks long. There are two Saturday classes where you get to experience working a major accident scene and spend time with the SWAT team and the firearms instructors at the range. Citizens are exposed to all aspects of the Police Department including the equipment and functions of the Patrol Division, the intricacies of the Criminal Investigations Division, and the functions and responsibilities of the Administrative Division. With the Fire Department you

will learn the responsibilities of each of the Firefighters, how to stop bleeding and apply a tourniquet, you can even get a chance to experience the ladder truck in action! PROGRAMS Selma Residents can utilize the Schertz Public Library for FREE! – As a reminder, the cities of Selma and Schertz entered into an Interlocal Agreement that allows Selma residents to utilize the Schertz public library without charge! Any resident with a photo ID and current proof of residence may apply for a library card, free of charge. Children under 18 may apply for a card as long as they can write their name and a parent or legal guardian is present to sign the application form. Alamo Call-A-Ride 4 Vets - The Alamo Call-A-Ride 4 Vets program is a transportation and mobility assistance program funded by the Texas Veterans Commission, Fund for Veterans' Assistance program. Any honorably discharged Veteran, their immediate family (spouse, under 18 family members, or disabled adult in the home), surviving spouse, and/or caregiver of a Veteran are eligible to receive FREE rides. (GRASP), a 501(c) (3) human service organization established in 1983, helps economically disadvantaged individuals, families and children. GRASP programs offer emergency assistance to those experiencing a household crisis and who live in areas of Bexar or Guadalupe Counties in communities where access to help is limited. Qualified households receive emergency assistance for rent, utilities, food, and medicine. The GRASP Thrift Shop provides clothing and housewares to needy families who experience a catastrophe such as fire, flood, or other loss. The agency provides emergency financial assistance, food pantry, senior transportation, daily activities and nutritious meals at the GRASP Community Center in Converse. ANNOUNCEMENTS SEWER RATE INCREASE The Cibolo Creek Municipal Authority is raising the sewer rates by 6.87%, or $0.23 per 1,000 gallons of water usage. This will equate to approximately a $1.10 increase per month to the average wastewater user. The increase will be reflected on your upcoming utility bills. Sewer Rate Averaging – It’s that time of year again for Sewer Averaging. The City of Selma does not have meters for sewer usage; therefore, an average is taken to determine the sewer rate for the upcoming year. This average is based on water usage of each household for the months of November through February. We use the winter months for sewer averaging since this has historically been the period where residents use the least amount of water. Remember that landscape and irrigation water usage is included in your monthly water usage and will count towards your sewer average. Please be aware of your usage during these times, as it will determine your sewer charge for the upcoming year. REVERSE 9-1-1 SYSTEM As you may know, the City of Selma uses a reverse 9-1-1 system to keep our residents and businesses informed in cases of emergency or upcoming events. This

tool is very useful in relaying information to everyone in Selma. Please be sure to inform the City of Selma if you have changed your phone number or if you intend to do so in the future. The Reverse 9-1-1 System is a great tool for the citizens of Selma, but can only benefit you if the City has your updated contact information. ANNUAL DRINKING WATER QUALITY REPORT The 2017 Annual Drinking Water Quality Report was mailed to all residents in late June. If you have not yet received a copy of the report, it is available online at: http:// tinyurl.com/oycna47. This report is intended to provide important information about the City’s drinking water and the efforts made by the City’s Water System to provide safe drinking water. WATER RESTRICTIONS Selma is currently not under any water restrictions. We ask that all residents continue in to be wise in your water use and conserve where you can. Best management practices for conserving water include prohibiting watering lawns and other landscaping between the hours of 10:00 a.m. and 8 p.m. unless such watering is by handheld bucket, hand-held hose, or a properly installed drip-irrigation system. chipper services. As a reminder, chipper service is provided for the residents of the City of Selma only. This service IS NOT for professional landscaping services and then called for the City to come chip the contractor produced waste. When professional landscape contracts are entered into

Here are brief reminders & guidelines to remember when preparing for chipper service: 1) No palm limbs will be chipped as they will clog the chipper; 2) Please no tree limbs wider than 12 inches in diameter; 3) No tree stumps, plywood, wood, or fencing can be chipped; 4) All brush and tree limbs must be stacked at the front curb to allow easy access for City staff (City staff is not allowed to enter onto private property); 5) No bulk items or trash will be chipped (arrangements can be made with Republic Services @ Ph. 210.304.2787 to remove these bulk items); 6) Please remember to set piles for chipper service as close to the first week of the month as feasible; putting piles for chipper service too early can result in nesting for snakes and other animals.

If you would like to take advantage of this program, the following is a list of dates that chipping services will be offered in 2018 & 2019: 2018 November 5th – November 9th December 3rd – December 7th 2019 January 7th – January 11th February 4th – February 8th March 4th – March 8th April 1st – April 5th April 29th – May 3rd June 3rd – June 7th July 8th – July 12th August 5th - August 9th September 2nd – September 6th September 30th - October 4th November 4th – November 8th December 2nd – December 6th Dates are subject to change due to weather or observance of holidays.
