ROLE PURPOSE National Adviser – Child Protection is a leader on a cross cutting, core sector in Plan International Sri Lanka and a champion for taking forward the Sri Lanka Country Strategy vision of ‘promoting a just world that advances children’s rights and equality for girls’ in Sri Lanka. There are four key areas which the position provides country-wide support for: 1. Programme technical management: This includes project implementation backstopping and direct project management where necessary, including frequent deployment to project teams and on disaster response, focused on the strategic objective - Level of effort 25% 2. Technical leadership: Includes developing best practice and evidence-based approaches, development of programme strategy and project level theory of change, monitoring and evaluation, and other technical inputs. Functions as a technical champion of the Strategic Objective - Level of effort 20% 3. Resource mobilization: Leads concept development, technical approach sections of proposals and other resource mobilization efforts related to the Strategic Objective - Level of effort 20% 4. Networking and advocacy: Is focal point for advocacy, learning and knowledge management, and networking, externally for peers and donors and internally for Plan - Level of effort 15% 5. Compliance for child protection policy: Is focal point for implementing internally and externally Plan’s Child Protection/Children and Young People Safeguarding Policy and ensuring compliance to all related corporate standards - Level of effort 20%

• The National Adviser should has technical expertise in child protection (CP), and leads all related technical business development and ensures implementation with frequent field deployment. • S/he is responsible for providing timely and on-going support to ensure technical soundness at all levels of the programme cycle across Plan International Sri Lanka’s programmes in the sector – from proposal development, start-up and implementation management, and monitoring and evaluation, as well as overall country programme strategy. • Influence Plan decision makers, including program managers, and country office staff on CP related issues. • Coordinates closely with other departments including Communications and Advocacy, Grants and Resource Mobilization, and others to ensure CP remains center stage and has adequate funding and is integrated across the programme. • Represents Plan with donors, partners, and other stakeholders through inter-agency networks, working groups, and other national and sub-national level meetings. • Leads CP related aspects of disaster response, including deploying for rapid assessments or longer-term emergency response. • The National Adviser is also able to undertake the role of project manager and budget holder responsibilities.

ACCOUNTABILITIES Program Technical Management and Emergency Response Estimated level of effort: 25%  Directly manage and provide technical support to relevant staff in Country Office and Programme Units in implementation of child protection and safeguarding across all programmes in the country strategy and technically support individual projects specifically focused on Child protection and child rights.  The National Adviser is accountable, in close coordination with the DCD-P and other National Advisers and managers for ensuring overall programming quality and implementation related to the strategic objectives in the country strategy.  Lead technical input in supporting Plan International Sri Lanka emergency response to natural and man-made disasters, including short and longer-term deployment. This includes but is not limited to assisting or leading rapid need assessments, proposals, and project management. Thematic Sector Technical Expertise Estimated time: 20%  Based on up-to-date knowledge of best practice approaches, provide technical inputs from a children’s rights-based perspective throughout programme implementation areas and project programming. Success metrics: User-friendly technical guides, programme protocols, CCCD approach, gender and child protection, core humanitarian standards, and project quality standards and frameworks are made available to staff throughout programming cycle.  Regularly review and improve CP components of CP related projects, including work-plans, budgets, reports, and other aspects. Success metrics: CP components of work plans, budgets, and other documents reviewed for technical soundness; review observations and comments are documented, shared and discussed with concerned staff.

Conduct field visits and provide technical recommendations in close coordination with the DCP-P and relevant managers. Success metrics: Projects are technically sound and implemented in accordance with overall country strategy and donor requirements. Participate in the screening of relevant technical and other staff at PU, project and country levels and ensure training and capacity building is provided where required. Success metrics: staff trained to be technically sound with relevant skills. Assess capacity-building needs of staff related to Learning and make corresponding capacitybuilding recommendations to HR. Success metrics: Gaps on knowledge and skills of staff assessed; a continuing staff capacity-building strategy is proposed to HR. Act as resource person or tap external ones (if relevant) in staff and partner capacity-building activities. Success metrics: Acted willingly as resource person during training of staff.

Programme Development and resource mobilization Estimated time: 25%  Lead technical inputs to CP related proposals (and other thematic areas as necessary) in close coordination with programme team members and other staff such as grants unit, finance, and HR. Success metrics: Plan International Sri Lanka grant proposals are technically sound, relevant, and have a high success rate of being funded.  Generate ideas, concepts and insights based on current issues, trends and patterns, working with programme team to pilot initiatives and innovations. Success metrics: Initiatives are piloted, lessons are documented and shared to guide possible scale up or replication.  Participate in the development and management of the Country Strategic Plan (CSP) and other internal planning. Success metrics: Plan International Sri Lanka strategic documents are technically sound. Networking, Advocacy, and Learning Estimated time: 10%  Define Plan’s policy advocacy agenda and strategy on CP and engage the support of other institutions in close coordination with Communications and Advocacy Department. Success metrics: Plan’s advocacy agenda for CP defined in coordination with other units.  Build relationship and collaborate with partners at the national and regional levels to ensure knowledge sharing, learning and complementation of resources (financial, technical, etc.). Success metrics: Plan International Sri Lanka is represented in at least one inter-agency network and relevant external experiences and resources are leveraged.  Track recent national and global trends on CP both internally to Plan and externally, and share them relevant staff as appropriate to influence strategy, programming, and advocacy. Success metrics: Recent trends and their potential implications to programming analyzed and shared to relevant staff.  Work closely with monitoring and evaluation staff to establish mechanisms for documenting and sharing experiences, successes, lessons, and other monitoring and evaluation related issues across programme areas related to Learning Success metrics: CP related aspects monitored, evaluated, and documented effectively.  Analyze project and regular programming reports and extract relevant CP -related highlights to become part of the country communication and advocacy material, quarterly reports, and other documentation. Success metrics: Project reports are analyzed and relevant highlights on Learning are extracted and shared. Child Protection and safeguarding Policy Focal Point: 20%  As Plan International’s technical focal point for child protection, ensure internal and external compliance with Plan’s global standards and policies related to child protection. This will be done in close coordination with HR and

other departments. Success metrics: CP measures are integrated into office processes and procedures; CP implementation standards are followed. Train staff, in coordination with HR and other departments, at country and field level to build commitment to child protection in the office and minimize the risk of abuse to children. Success metrics: Plan CP Implementation standards and CP measures are integrated into activities across all departments and country level action plans address gaps. Lead in providing support and advice with alleged cases of CP policy violations, abuse, and other CP related issues, by Plan employees, associates, and projects. Success metric: Necessary investigations conducted properly, follow-up actions ensured.

Compliance to Corporate Mandates  Complies to corporate policies and standards including but not limited to Child Protection Policy, IT Policy, Anti-Fraud and Corruption Policy, Code of Conduct, whistle blowing, HR Policies, and others; Success Metrics: No violations to corporate standards and policies.  Maximize corporate systems (SAP and SAP Bi) to support program and project management. Personal Development  Attends internally and externally facilitated training events, workshops, symposiums, studies, conferences to enhance level of performance. Accepts special objective assignments for skills enhancement and expansion. Shares learning to benefit others. Success Metrics: Active membership in networks; Documentary produced for sharing of learning. Other  Other reasonable duties as assigned. 

Ensures that Plan International’s global policies for Child Protection (CPP) and Gender Equality and Inclusion (GEI) are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.

TECHNICAL EXPERTISE, SKILLS AND KNOWLEDGE Education: University degree in related degree. Master’s Degree will be an advantage. Experience : At least 7 years experience in development or humanitarian work in a technical capacity on CP and related fields. Experience and training in rights-based approach to development, project proposal development, project management, humanitarian response, and training design. Functional Competencies  Technical knowledge of CP (Expert)-Demonstrates a high level of technical skill and knowledge and keeps up with current trends in area of expertise.  Programme development (Expert)-Knowledgeable on resource mobilization, including proposal design, logical framework, and overall project cycle.  Programme management (Advanced)- Strong ability to manage projects directly or to contribute to implementation.  Disaster response (Advanced)- Highly knowledgeable and experienced in CP aspects of disaster response and recovery, humanitarian context, and core humanitarian standards.  Critical and analytical thinking (Proficient)- Ability to break down complex, multi-dimensional problems or processes into key parts and uses high level techniques such as strategic planning and flow charts to solve problems or improve operational processes.  Language (Advanced) – Excellent written and spoken English. Report and proposal writing to international donors and other stakeholders is a key role of this position therefore excellent writing skills are required. Knowledge of local languages is an added advantage.  Communication and advocacy (Proficient)- Expresses ideas in writing and orally in a clear, organized and convincing manner appropriate to the audience and the occasion.
