ROLE PURPOSE
The Community Development Facilitator (CDF) will responsible for all aspects of community development works and represent Plan International Sri Lanka (PISL) at his/her assigned village/villages. She/he is further responsible for all development activities and delivery of sponsorship products, facilitating and supporting to community and stakeholders for participatory child rights analysis; contribute in the development, implementation, monitoring & evaluation of micro-projects that are based on principles of Rights-Based Development (CCCD approach). The CDF will commit to complying with Plan International’s standards and policies related to Child Protection, Gender Equality, Inclusion and Diversity. S/he is expected to uphold the organization’s Values and Behaviours in every aspect of work.
DIMENSIONS OF THE ROLE
Under the overall guidance of Provincial Manager for North and the direct supervision of Programme Coordinator, the CDF will ensure effective implementation of Plan’s programme and sponsorship activities in the assigned village/villages in line with PISL’s rules, policies procedures and regulations and manages 700- 1000 sponsored children within the area of responsibility. Further incumbent will work closely with children, parents, local authorities, CBOs, NGOs, partners and Plan’s staff etc.
ACCOUNTABILITIES 1. Take leadership of the community mobilization process in phase-in locations: - Introduce PISL County Strategy (CS) and programming approach including child sponsorship, to communities and local stakeholders and facilitate “Getting to Know Plan and Communities” sessions with key community leaders to understand and mainstream the role of sponsorship.

Consult with local level stakeholders including local government, Civil Society Organizations, NGOs and CBOs etc. and assess key challenges and priorities of the communities in phase-in locations using a rights based approach. Coach and build the capacity of community stakeholders to identify root causes of vulnerabilities and right violations. Set-up starter groups and mobilize volunteers in the communities to support the design of PISL’s programme in the District. Facilitate contextualized community engagement process to Identify and prioritize the child rights violation issues Facilitate and support volunteers to conduct wealth ranking exercises at community level to identify most vulnerable families for enrolment into PlSL programme. Build networks in communities with CBOs, youth groups etc. to advocate for improved service delivery and other rights violations.
2. Assessment and enrolment into PISL sponsorship programme - Facilitate the development of child sponsorship selection criteria in consultation with community and other stakeholders - Facilitate the assessment of most vulnerable families in target divisions and ensure the selection of the most suitable children (as per criteria) for enrolment into PISL programme. - Coach community volunteers on PISL sponsorship communication approach and related tasks. - Work with sponsorship staff to ensure all administrative tasks related to the enrolment are completed in a timely manner. 3. Project design and identification of micro projects in line with Country Strategy - Ensure that PISL’s projects at village level, are aligned with the country strategy through active engagement with the sponsorship team, program team and partners that implement projects in the assigned communities. - Support the PISL to obtain the secondary information from government organizations and other stakeholders. - Support and facilitate field visits of phase-in team and support on primary data collection. - Facilitate children, their families, and communities and relevant stakeholders to identify and implement the micro projects in project focus area accordance to the micro project guideline. - Support Plan’s Programme Unit Advisers/Coordinators to develop contextualize development plan for Programme focus area - Support on Plan’s Programme Unit Advisers/Coordinators to develop contextualize development plan for Programme focus area - Identify the potential partners list and their strength and weakness who able to implement the project accordance to Plan guidelines
4. Representation and networking at community and local level - Represent PISL in the assigned communities to ensure that sound and positive relationship is built between PISL, children, their families and their communities and duty bearers. - Coordinate and facilitate meetings/discussions to ensure the smooth collaboration between development actors, community groups with local government to address child rights violations at community level. - Conduct regular and ad hoc meetings / discussions with relevant parties, address the field level issues/risks and prepare mitigation plans for possible solution. - Prepare action plans related to the project implementation with partners, divisional authorities and relevant Government offices. - Coordinate with Divisional Secretary Officers/ GNs to ensure each village builds sustainable practices around the development and oversight of the program/ project activities. - Facilitate partnering/networking with different local stakeholders (community groups, businesses, NGOs and local government agencies, etc.) to mobilize resources to address child rights related issues. 5. PISL Sponsorship programme - Ensure that the sponsorship commitments are met (projects and delivery of communications) and maintain caseload (enrolment, cancellations). - Build capacity and engagement of community leaders, community volunteers, children and youth in sponsorship communications - Ensure that the all task related to sponsorship communication complete in timely manner, notably monthly basis. 6. Projects planning and implementation - Support Plan’s Programme Unit Advisers/Coordinator on project activities planning and budgeting - Facilitate stakeholders, partners and community to conduct reflection programme and obtain lesson learned from project implementation - Ensure that gender equality and inclusion are key components of project implementation plans.
Dealing with Problems:
Complexity of problems handled & the degree of investigation, analysis, & creative thinking required to solve them. - Directly work with sponsor child in his/her respective village tract - Consult with Provincial Manager/Programme Coordinator during the implementation of the project activities - Deal with children, parents, local authorities, CBOs, VDCs, and CVs in his/her assigned area

Deal with community issues/problems with beyond Plan’s policies and procedures, but s/he is required to consult with Provincial Manager/Programme Coordinator
Ensures that Plan International’s global policies for Child Protection (CPP) and Gender Equality and Inclusion (GEI) are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.

TECHNICAL EXPERTISE, SKILLS AND KNOWLEDGE Education:

Bachelor degree in sociology, development studies and community development fields or related subjects. A Post Graduate Degree in relevant field would be advantageous
Experience: -
At least 5-7 years’ work experience with UN, INGOs and NGOs notably working in the community level. At least 3 years working experience in community development field and managing development projects at the communities. Experience of child centered community development approaches, influencing, negotiating and networking at the local levels. Experience in sponsorship work is preferred Experience working with children advantageous
Language Skills: -
Excellent writing and speaking in English and Tamil languages. Working knowledge of Sinhala is required.
