BACKGROUND OF PLAN INTERNATIONAL SRI LANKA Plan, is a non-profit, humanitarian, child sponsorship organization that works in fifty-two developing countries in Asia, Africa, South and Central America. There are 20 national offices and where the funds are raised for Plan’s programs and projects through child sponsorship in these countries. The focus of Plan's development activities is child centeredness that encompasses all activities, programs and projects. However, participatory planning, project implementation and management by Local Organizations are the main thrust of Plan, Sri Lanka’s development strategy. Plan International Sri Lanka currently works in four districts. The districts are Monaragala, Ampara, Anuradhapura, and Batticaloa covering nearly 238 Grama Niladhari Divisions in the four Districts. At present Plan Sri Lanka works with a caseload of 20,227 sponsored families. For operational purposes, the program areas are grouped into two main geographical zones as the North-central program area and Uva Programme area. Plan has also moved into the conflict affected Eastern Province as the organization continues to cover the most marginalized children in the country. In FY 18 Plan has planned to move to Mullative district as the new sponsorship programme area.

BACKGROUND OF THE PROJECT Plan International Sri Lanka and the local partner organization, Berendina, will work together in project “Empowered Women and Youth in civil society and rural entrepreneurship in Sri Lanka” in the Districts of Batticaloa and Ampara. The overall goal of the project is to improve the participation of women and youth in civil society and rural economy. This will be achieved through strengthening civil society organizations and in close cooperation with state -and non-state decision-makers as well as the private sector. Moreover, the project aims at achieving changes in attitudes and behaviour regarding the role and women in society and economy and thereby achieving a greater level of gender equality. The project will end by 30th November 2020. The SPECIFC OBJECTIVE (SO): 72 local CSOs in Batticaloa and Ampara are pursuing gender-transformative goals and can better represent disadvantaged sections of the population when dealing with the authorities, in particular young women. The TARGET GROUP The direct target group of the project measures are civil society organizations (hereinafter referred to as CSOs) in 30 villages in 10 divisions in the 2 districts of Ampara and Batticaloa in the rural area of Sri Lanka

DIMENSIONS OF ROLE: Under the overall guidance and direct supervisions of the M&E Specialist and Project Manager, the M&E Officer will be responsible for the monitoring and ensuring high quality and timely inputs. In addition, ensuring that the project maintains its strategic vision and that its activities result in the achievement of its intended outputs in a cost effective and timely manner. The M&E officer will be responsible for designing and implementing the M&E activities of the project in assisting the Project Manager in preparing Quarterly/Annual reports on project progress. And monitor the project activities on a regular basis. S/he will visit to the target communities and reports. Conduct meetings with the project team to make any necessary amendments to the working plan in order to ensure that goals are achieved. Ensures biannual participative reflection discussions with the target communities and local authorities. Conduct base line study with collaboration with consultant team, developing and maintaining the MIS of the project and will be responsible for the collection & analysis of different data in relation to the project activities. The Monitoring and Evaluation Officer works in close collaboration with the project team, Berendina officers, Plan international Sri Lanka officers, Government officials, private sector, nongovernment and civil society organizations.

TYPICAL RESPONSIBILITIES - KEY END RESULTS OF POSITION: The Monitoring and Evaluation Officer will have the following duties and responsibilities: Setting up the M&E system  Assist the Project Manager in the revision of the project log frame matrix, particularly in the areas of performance indicators (output and outcome level) and their measurement  Develop the overall M&E framework (including possibly base- and endline, mid-term project review, assessments and/ or final evaluation)  Develop the project Monitoring Plan with relevant data. other data sources, responsibilities, dates and frequencies and type of methods to be used  Develop the Indicator tracking table (including establishing the target values of the output and outcome indicators once the baseline has delivered the status quo)  Review existing approaches to data collection and storage as well as management information systems and define any required changes, support and resources.  Develop a plan for project-related capacity-building on M&E system.  Develop annual plan for M&E activities and mini research/studies  Develop Project knowledge management system Implementation of M&E and coordination:  Collect data on a regular basis to measure achievement against the performance indicators on output and outcome level  Regularly feed-in relevant data in the Indicator tracking table for each project component for the project indicators on output and outcome level.  Regularly review the quality of existing (secondary) and gathered data in the project subject areas  Prepare ToR for external service provision regarding M&E activities (such as external consultants for baseline and endline data collection and for assessments and/ or evaluations)  Support external service providers in the implementation of these activities and carry out quality checks on outputs produced (such as baseline/ endline and evaluation reports)  Maintain and administer the M&E data; analyse and aggregate findings.  Support project progress reporting related to outputs and outcomes, project mid-term review and final evaluation This document is a property of Plan International Sri Lanka and shall not be construed as full and final list of duties for a given position and is subject to change. Identify areas where technical support to project partners is required. Organize refresher training for partner as required. Identify lessons learned and provide advice to the supervisor on improving project performance using M&E findings. Assist on project team on preparing annual operational plan

OTHER RESPONSIBILITIES: 

Carries out any other duties that may be assigned by the supervisor within the competencies required for the job.

TECHNICAL EXPERTISE, SKILLS AND KNOWLEDGE               

University Degree preferably in Economics, Statistics, Social Science, Development Economics, or other related field 3-5 years of professional experience in an M&E position, responsible for implementing M&E activities of international development projects. Experience in designing, implementing, and operating projects from project initiation to closeout stages. Experience in performance measurement, including indicator selection, target setting, reporting, database management, and developing M&E Monitoring plans and Indicator Tracking Tables. Knowledge of data collection and analysis methodologies. Experience in planning and managing evaluations Experience in qualitative and quantitative participatory M&E methods Proficiency in statistics Excellent computer applications skills, including experience with statistical data analysis software such as SPSS Experience in developing and refining data collection tools. Experience with data quality assessments and oversight. Experience in data storage, data analysis and data (dis)aggregation Experience in managing and providing training to partners and target beneficiaries. Ability to facilitate and serve as project liaison for externally-managed evaluations. Excellent written and spoken command of English and Sinhala/Tamil.

Competencies  Familiarity with some of the substantive issues handled by the project such as promotion of gender equality, youth and women economic empowerment, child rights and livelihood development  Good knowledge and experience in gender mainstreaming.  Good moderation, facilitation and training skills.  Demonstrated ability to liaise and negotiate with government and social partners.  Ability to perform a variety of conceptual analyses required for the formulation, administration and evaluation of projects.  Excellent analytical skills.  Ability to build on relevant knowledge within and outside Plan as well as actively share her/his experience and expertise with colleagues and partners.  Ability to work independently with a minimum of supervision.  Ability to work under time pressure and meet deadlines.
