CITB to suspend industry levy collection

CITB’S

board met March 25th and gave final approval to suspend the issue of its levy bills, due for payment in 2020, for an initial period of three months. The bills will subsequently be issued for the full year. The delay will provide immediate financial relief to construction employers during the coronavirus crisis. In normal times CITB assesses and sends out levy bills each April in accordance with legal requirements. CITB levy bills are usually due for payment in May, but CITB will not seek collection on the suspended bills until August, or later if possible. Sarah Beale, CITB chief executive, said, “Everyone in construction is facing extreme pressure at the moment and it’s right that we provide the financial relief we can to protect employers and ensure that the industry is as prepared as possible for the economic recovery that will come when the crisis lifts.” “CITB is reviewing all of its work to respond to the rapidly changing skills needs of industry. We are continuing to reevaluate our services, funding and grants to adapt them to meet industry’s changing priority needs.” CITB will provide employers with further detail as soon as it can. We understood the need to provide early information, even before all details are available.

Delivering on large or small construction sites across the country, in builders’ merchants and logistics providers, or producing construction and mineral products. Our country and our economy needs all our support. And the construction industry has answered the call to action. Whether by building temporary hospital wards, installing complex and life-saving oxygen systems, constructing the infrastructure that society needs to function or ensuring that people have safe and healthy homes to live in, you are delivering for our Nation through this difficult time. My heartfelt and personal thanks for everything that each and every one of you is doing to support our joint national effort. The Government has advised that wherever possible, people should work at home.

However, we know that for many people working in construction their job requires them to travel to their place of work, and they can continue to do so. This is consistent with the Chief Medical Officer’s advice. To help ensure that it is safe for you to operate in your workplace, the industry has worked to develop Site Operating Procedures (SOP), which were published by the Construction Leadership Council. These align with the latest guidance from Public Health England. As this health guidance updates, the SOP will reflect any changes. I am in regular contact with industry leaders about the developing situation that faces the sector. And I am fully committed to continuing to engage through the coming days, weeks and beyond. Online construction training courses help start new careers during Covid-19 shutdown An innovative programme funded by the West Midlands Combined Authority (WMCA) to help local people start a new career in construction has moved online for the first time, to continue training during the Covid-19 shutdown. The WMCA has worked with Birmingham-based training provider RMF Construction Training Academy to create a range of new courses in virtual classes by experienced tutors, in a pilot scheme for the Construction Gateway. caterpillar announce may launch of Backhoe loader models CATERPILLAR has announced the launch of four new backhoe loader models that build on the success of the Cat F2® Series backhoe loaders. The new line consists of the Cat® 428, 432, 434 and the 444 models, replacing the 428F2, 432F2, 434F2 and the 444F2 machines respectively. The new Cat backhoe loaders offer similar model platforms throughout the line to deliver component commonality and operating similarities throughout range. These machines will also display the new Cat trade dress and nomenclature, which removes model suffixes.

A redesigned operator control system incorporates analog machine gauges with a colour LCD information display that is soft key controlled for simple navigation. Informational icon pop-ups offer quick navigation between operating modes, while full text diagnostic descriptions simplify machine troubleshooting and maintenance. The new series’ enhanced security system disables the engine, transmission and hydraulic system until a valid passcode is entered via the LCD operator control screen. Pilot controls are available on the 428 and 434 as an option and new seat mounted controls that provide the operator with more comfort and control are now standard on the 432 and the 444.

More efficiency The Cat C3.6 engine meets EU Stage V emission standards. The engine consists of a service-free Selective Catalytic Reduction (SCR) emission solution with diesel exhaust fluid (DEF) and diesel particulate filter (DPF). The 428 is

Latest news available with a 55 kW engine, replacing the 427F2, and requires only a DPF to meet the EU Stage V emission standards. The DPF is designed to deliver reliable operation throughout the machine’s service life. Lowering operating costs, the engine delivers up to 10 percent improved fuel economy compared to the F2 Series engine. All models in the new backhoe loader line feature standard 4-wheel drive with rear differential lock for improved traction in poor ground conditions. Selectable power management modes offer the operator a choice of Economy Mode and Standard Mode for good engine performance and increased fuel savings or Standard Plus Mode to boost machine performance by maximizing backhoe implement speeds. A new powershift transmission will be available as an option on the 428 and 434 and fitted as standard on the 432. The new powershift enables easier on-the-go gear shifting for the operator. The 444 will continue to be fitted with a fully automatic transmission as standard. All new models feature adjustable auxiliary hydraulic flow to the backhoe, so machine hydraulics can be fine-tuned

to meet the operating specifications of attachments. To increase machine utilization, the new Cat line can be equipped from the factory or as a field installed kit with optional Integrated Tool carrier loader couplers (IT) for fast work-tool changes. These new backhoe loaders are compatible with F2 series attachments, eliminating the need to purchase new attachments, lowering operating costs. Offering remote data monitoring through VisionLink®, the latest Cat Product Link™ comes standard on these new models to maximize machine uptime. Customers can customize machine operating data gathered like fuel usage, payload summaries, scheduled service reminders and fault code alerts, to meet specific needs for improved fleet management.

extended weekend shifts keep Knowles Transport moving THE TECHNICIANS SUPPORTING KNOWLES TRANSPORT

A

team of technicians from Volvo Truck and Bus Centre East Anglia have gone the extra mile to keep a customer’s fleet on the road, after giving up their weekend to help Knowles Transport catch up on essential repair and maintenance. Managing Director Alex Knowles put out a request for assistance to his local dealer after an intense period had seen his fleet handling its highest ever load volumes, transporting predominantly dried pasta, pasta sauces and tinned goods into regional distribution centres. Volvo Truck and Bus Centre East Anglia asked its Ely-based technicians to volunteer for two additional weekend shifts for Knowles Transport, which runs a fleet of more than 100 Volvo heavy trucks. This saw three technicians travel directly to the Knowles Transport workshop in Wimblington last Saturday afternoon, as soon as their morning shift at the dealership had finished. Seven more technicians worked throughout Sunday –

and the same process is being repeated this coming weekend.

Knowles says: “We’ve never been this busy in March before; it’s the equivalent of Christmas-level volumes, plus a bit more. Everyone’s been under intense pressure to keep the trucks moving, which brings an additional level of challenges as we normally gear up for a seasonal peak – this time it’s hit the industry without much warning.

“There’s a genuine understanding in the business for how much pressure the transport companies moving food and pharmaceuticals are under, and our team wanted to do their bit to help. This isn’t a role you can do from home; they’re still coming into the workshop every day, following the strict social distancing rule to keep two metres apart, and doing an incredible job to support our customers. We couldn’t be prouder.”

“We have the majority of our fleet on a service contract with Volvo, but we normally stagger maintenance throughout the week – and we’d never normally service trucks on a Sunday. The speed of response from the dealership in Ely has been fantastic; they’ve really stepped up to help us out.” Michael Revens, Dealerpoint Manager at Volvo Truck and Bus Centre Ely, says: “We only had 48-hours’ notice to pull these first two additional shifts together and we were amazed at the response from our team –

Hill, Charity CEO of the Lighthouse Construction Industry Charity, writes about the current Covid-19 Pandemic Situation, the Government's response, and how more should be done for the construction industry during this time: In an industry where two construction workers take their own life every single working day and where 20% of all work absence is due to poor mental wellbeing, a pandemic such as Covid 19 is always going to have a devastating impact. That’s why it was encouraging last week to hear from Business Secretary, Alok Sharma that our country and our economy needs the critical contribution of our construction workforce right now. This workforce is responsible for building our schools and homes, our energy plants and ensuring our infrastructure supports everything we do in our daily lives. Things that our society often takes for granted without perhaps a thought about the pressures behind working in this sector even on a ‘normal’ day.

covid 19 opinion piece: Bill Hill, Charity CEO Today, these same builders, plasterers, groundworkers, electricians; plant operators, the list is endless; are building temporary hospital wards for our country, installing complex and life-saving oxygen systems and improving the infrastructure that we need to function in this current climate. As CEO of the Lighthouse Construction Industry Charity, the only charity that provides financial and mental wellbeing support to the construction industry, I normally refrain from political comment but as we are hearing on an almost hourly basis, these are unprecedented times. We have a moral obligation to ensure our workforce and their families aren’t left to cope alone in a crisis and I have already written to Mr Sharma to highlight the critical situation for our charity and our construction community. Given that over 50% of our workforce in construction are either self-employed, agency workers or on zero-hour contracts we are finding it impossible to keep up. Many of these workers are only one or two paydays away from poverty and need our immediate help.

Our 24/7 Construction Industry Helpline is still fully operational but we are already being overwhelmed with requests for help. Calls are increasing by 25% each week and it’s going to get worse before it gets better. For individuals there are difficulties in accessing the support they need. One desperate caller to our helpline told us that he was number 22,000 in an online queue to get access to Universal Credit. Brian Berry, Chief Executive of the Federation of Master Builders (FMB) has also said that small construction businesses are having difficulties accessing the Government funding they need. 10% of their members applications have been rejected and 84% were still waiting for a response. The systems in place simply cannot cope with the demand. Thankfully, this is where we step in to provide a lifeline to those workers that are falling through the safety net. We’re providing emergency financial aid so that they can buy food for their families and making sure they can keep the heating and lights on. We’re also providing mental wellbeing support, but tragically we don’t reach everyone in time. We’ve just heard from the partner of a worker


Latest news who was already having problems with debt before the pandemic. Being laid off was just too much to cope with and he took his own life in the family home. His partner found him and she is now attempting to deal with the horror of what has happened. He leaves two young children. As our charity receives no government funding, we rely on the generosity of those within the industry to support their own, which means that at a time when the industry needs us the most our ability to respond is at its lowest capacity. My proposal to Mr Sharma is one that could have considerable political capital. In 2018/19, *£54.5 million in fines were issued to duty holders found guilty of health and safety offences across all business sectors. A large proportion of that will have come from construction companies. The single largest fine was £3 million and

36 cases received fines of £500,000 or more. This revenue goes straight into the treasury. Surely it’s not beyond the realms of possibility that during these extraordinary times that some of this revenue could be ring-fenced and diverted to our cause? I have always thought that this money should be returned in some way back to those that need it the most, but now it’s critical. As a charity we already have the processes in place to manage this and I’m certain that this proposal would receive widespread support by the construction industry. It would make headline news. I’m awaiting for a reply. In the meantime and in the absence of any Government funding, we have launched a Crisis Appeal to raise as much money as possible to help our industry through this pandemic. I’m conscious we are asking the community in crisis to put their hands in their pockets during this time of considerable uncertainty, but any donation would be hugely appreciated.

the afternoon of 11th February 2020, Prime Minister Boris Johnson announced in the House of Commons that HS2 will go ahead, ending speculation about the future of the project. “We face an historic choice. We can try to get by with existing routes from north to south, or we can have the guts to take a decision no matter how difficult and controversial,” he said. There are some changes too. Significantly, and for the first time, there will now be an HS2 minister responsible for overseeing the project. The other major HS2 work in Warwickshire is the Long Itchington Wood Tunnel - Phase 1 and 2 utilities work. This involves setting up a site compound and works to install utilities, including power, telecoms and water to the compound. A power cable will then be laid from the nearby Harbury Sub-Station to the tunnel entrance providing power for the Tunnel Boring Machine (TBM); a machine that is currently being built and due to be launched in 2021. The works also include building a road to enable transport of the TBM to the tunnel start point, so there is plenty of HS2 action in the Warwickshire area.

This reduces the total amount of oil used and improves transmission efficiency, quickly reaching the ideal temperatures of use and lowering maintenance costs.

carriage of the machine. Once a tool is detected, the machine automatically sets the flow limits to preserve the safety of the tool and the operator. In the cab there is a digital display for displaying all the main information. It is also possible to determine all the movements that can be performed with the load being handled. With the new multi-function digital display, through simple commands it is possible to set the maximum movement speeds for the main hydraulic controls. Further, it is possible to manage the different cameras available for the models, projecting the images directly on the digital display.

Stability and Precision In the PANORAMIC range, the telehandler's stabilisers are located within the contours of the machine, without altering the maximum size. They are designed to guarantee perfect

frontal visibility as the machine operates on wheels. The foot support is slightly inclined with respect to the ground, allowing greater stability to be guaranteed once it’s resting on the ground, including sloping grounds, reducing the risk of machine slipping. The hydraulic cylinders for moving the stabilisers have been redesigned to increase the lifting capacity by 30%. The chassis can also be levelled with a stabilised PANORAMIC machine. The system guarantees a side correction of 5 degrees equivalent to an 8% slope. It is also possible to add inclination correction action to the chassis levelling mechanism with the stabilisers. These can be managed in three ways: Active suspensions, Manual management (levelling and machine height variation), and Locked suspensions. recent years, we have seen a growing trend for the use of rubber tracked dumpers, from the smallest walk behind, to the largest rotating bodies. It is not hard to see why. Climate change is undoubtedly bringing with it wetter and wetter ground conditions, and we only have to cast

our minds back to the autumn and winter months to understand some of the challenges on site. This is where the tracked dumper can offer many benefits. Tracked dumpers, with their low ground bearing pressure, keep moving over wet muddy ground whereas their wheeled alternatives would be constantly getting stuck, hindering productivity. These low-profile machines are also very often more stable than their wheeled counterparts,

making them safer for operatives working in more testing ground conditions. One of the biggest game changers over more recent years has been the introduction of slewing body tracked dumpers. The slewing tracked dumper very rarely needs to reverse – the operator just drives up forward to the dumping area, slews the entire body, then tips the load. It is then ready to drive away for the next load. There is also no need to slew the machine around on its tracks which again

causes less environmental ground damage. A good example can be seen in one of the images of a Morooka MST2200VD belonging to Eagle Plant. It is working on a sea defence contract where there is no room for the machine to turn around. The exclusive Morooka distributor for UK and Ireland is Cautrac Ltd (www.cautrac. com) with depots in Colchester and Bolton. These pages illustrate a selection of machines from the range they sell. Also pictured is an interesting conversion of a Morooka tracked dumper which is being used for logging operations in Scotland. A relative newcomer to the UK market is Prinoth, headquartered in Canada. They also offer a range of slewing body tracked dumpers. Their most recent model is the T7R which has a payload of 7 Tonnes and is fitted with a Stage V engine. It was displayed at Conexpo in March this year in Las Vegas.

Late last year, Prinoth appointed Bradleys Group of Wigan as their sole UK

distributors (www.bradleysgroup.com). The Prinoth machines (pictured) were taken during a recent demo day following the signing of the agreement with Bradleys Group. They show a T7R working on a water project contract in Cumbria. Another machine available in the UK – this time available from Molson Compact Equipment Ltd - (www.molsoncompact. co.uk) is the Bergmann 4010. It is available in rear or swivel tipping models but unlike the other machines, they do not offer a full body swivel variant. The machines featured in this article represent the top end of the market for rubber tracked dumpers but there are many, many more machines on offer. The benefits of telematics can be organised into three broad categories: machine efficiency, asset or fleet management, and jobsite performance. Traditionally, uses for telematics systems have been focussed on machine efficiency. Many systems have been put in place to provide owners with information such as fuel levels, maintenance needs and system warnings. These telematics systems are just as important now as ever. The way in which technology is utilised in plant machinery is evolving rapidly. Further, the systems will only become more sophisticated as OEMs look to improve the user experience for owners and operators. Many of the telematics systems being rolled out by the big players are aimed at improving fleet management within construction. As of April 2019, 500,000 Komatsu machines worldwide were equipped with KOMTRAX technology. KOMTRAX, developed in 2006 by Komatsu, is a wireless monitoring system that allows owners of Komatsu machinery to monitor performance, maintenance and security of their fleet from their computer, tablet or smartphone. On top of this, 5G is billed to significantly reduce latency – the time that devices take to communicate with mobile networks. The idea of decreased latency has been utilised across

easily tracked and managed through telematics, but operators could be monitored through reports generated by simulators regarding their performance and efficiency.

5G provides further opportunities for an interconnected construction environment. Utilising machinery telematics, cloud computing, and the high speed 5G network, the construction industry may see remote controlled construction sites arise. These sites would require minimal workforce to be on site at any one time, drastically improving site safety. Given the developments in construction plant simulator technology, the connected construction site would also benefit from reports generated by simulators. This would mean that not only are the construction plant on site

Given this, it seems that the use of cloud computing, telematics and faster mobile networks will pave the way forward in the construction industry. The technology will drastically evolve over the next few years, changing the way in which construction plant is utilised on site. These three intertwining technologies have a hand in improving multiple areas of the construction plant sector. From site safety to machinery efficiency, the industry will quickly see the benefits that these advanced technologies provide. Perhaps, with their help, the construction industry will become an industry visibly at the forefront of emerging technologies for generations to come. Cloud computing is a relatively new phenomenon in the construction industry. It allows the delivery in the cloud (the internet) of a range of computing services such as document storage, databases networking servers, software and analytics to allow building professionals access to faster and more flexible resources. Some of the benefits of cloud computing to the construction industry include: • Remote access providing the ability to check designs from anywhere in the world. • Building Information Models (BIM) can be accessed on mobile devices to enable collaborative working with teams involved in a particular project, irrespective of where they are located. • It allows architects, engineers and all those working on a project ,easy and

So, it is fair to say that the combination of BIM and cloud computing can enhance the productivity of the whole project team. In some cases, processing data in the cloud is the only practical way to get the most powerful insights available to construction. For example, when drones fly over a construction site, they are taking thousands of pictures with detailed GPS co-ordinates and metadata. To make use of these images, they have to be stitched into an orthograph, something beyond the capabilities of a typical desktop computer. There are other advantages too. In conjunction with ‘the Internet of Things’ (IOT) and with the roll out of a 5G network throughout the UK, the construction industry now has another tool in its armoury – connected machinery. IOT sensors in construction machinery can simplify the process of machine control, making them more effective and autonomous. The machines can function with greater precision and minimal human involvement.

Construction processes can be completed in shorter times without compromising the quality of build. IOT fleet management solutions can optimise transit routes and assist with the maintenance and management of vehicles. For example, they can help by alerting when a vehicle needs refuelling. IOT safety on site can be increased by alerting workers walking through a construction site that a piece of equipment is about to drive by. IOT can also improve site monitoring and tracking, recording human and machinery movement, so managers know exactly who is doing what on site, and where everything is. With the addition of radio frequency identity tags (RFID) all materials can also be tracked speeding up the process of getting the right component to the right place on site. These are just a few examples of how the power of IOT and Cloud computing combined, are providing greater controls and efficiencies within the construction industry, and how it is poised to transform the way we work. This is inevitably going to lead to the introduction of robots on site, and increased use of cloud-based applications using Artificial Intelligence (AI) and Machine Learning technology (ML).

world has seen the devastating effects of fire on construction sites. Only a year ago, the world watched on as the infamous spire of the Notre Dame Cathedral in Paris caught fire during construction works and was destroyed. Only six months later, the New Zealand International Convention Centre suffered a fire while under construction. The investigation for this fire is still ongoing. These incidents, alongside many others, draw needed attention to the effects of fire damage on

construction sites.

Construction Operations musT invest in both preparing for and preventing fires.

For a fire to start, three components are required: heat (ignition), fuel, and oxygen. All these components are easily found on construction sites. Ignition can come in the form of hot lighting, machinery or tools, heaters, and sparks or naked flames. Fuel sources found on construction sites may include rubbish, packing materials and machinery fuel, such as that used in construction plant.

Replacing or repairing components of a construction site can be costly, both in terms of margins and operations. To avoid expensive replacements and repairs, construction operations must invest in both preparing for fires and devices to help prevent fires. →

topical commentary • Fire damage protection Preparing for Fires The main aim in general fire precautions is to ensure each person on site reaches safety in the event of a fire. A means of escape should be a daily consideration in fast moving projects. The term general fire precaution (GFP) pertains to structural features and equipment required to achieve this aim. GFP includes escape routes, fire exits, fire-fighting equipment, raising the alarm, making emergency plans, and limiting the spread of fire. It should be taken into account that during the course of construction, escape routes may become unavailable. In this case, alternative routes should be provided as early as possible. In construction of new buildings, the fire escape routes used for the eventual occupiers should be installed as early as possible. Further, there should be at least two escape routes in different directions. All routes should lead to an unenclosed open air space at ground level where people can assemble and be accounted for. Further, GFP should consider the need for emergency lighting, emergency signs, and training for all workers for whom English is not their first language on what the signs represent. Fire-fighting equipment, including fire extinguishers, should be used for tackling fires to stop them from becoming larger or to help individuals escape. It is

topical commentary • Fire damage protection important for everyone on site to understand that putting out larger fires is the role of the emergency services and not that of those working on site. On larger sites or sites with a higher fire risk, a fire marshal or warden may be appointed to check that GFPs are adequate and liaise with the emergency services upon arrival.

Fire Prevention On sites with high fire risk, it is pertinent to look into devices to minimise the risk of fire. For many, the idea is to minimise damage to particular assets that may prove costly to repair or replace. A range of equipment exists to aid the suppression of fire, particularly in the plant machinery sector. All plant machinery can pose a fire risk on site. Engine fires in construction plant can be fast to spread and hard to detect. These

types of fire are near impossible to tackle with a portable fire extinguisher. To avoid the devastation of a fire breaking out and quickly developing in intensity, fire suppression systems for machinery engines have become a necessity. Engine fire suppression systems help to minimise the risk of fire. These systems can detect and tackle fires that break out in machinery engines within seconds. There are a multitude of fire suppression systems for construction plant available on the market. On top of this, not all systems employ the same method of suppression. Some, such as those manufactured by Fogmaker International, utilise highpressure water mist. This form of fire suppression is effective as highpressure water mist cools the engine quickly while displacing oxygen. The water mist can cool an engine by around 700°C within 10 seconds. A decrease in the oxygen level

occurs due to water evaporating into steam. A small amount of foam additive prevents hydro-carbon vapours from re-igniting. Alternatively, AFFF Foam (aqueous film-forming foam) can be used. AFFF is designed to seal and quickly suppress spill fires, often involving fuels such as gasoline, kerosene and diesel. Companies such as Fireward supply those working with construction plant, such as rental companies and owner operators, with AFFF Foam based suppression systems. Whichever system a company chooses to look into, suppressing fires as soon as they occur can save a company costly losses in time, finances and personnel. It is important to remember that fire is a major risk in construction. Anything that can be done to prevent the devastation caused by its effects should be undertaken.

When looking at the bigger picture, there are also other methods of keeping the construction site as eco-friendly as possible. Utilising recycled paper for insulation, for example, or locally and sustainably sourced materials are important ideas to consider.

So what sustainable construction materials can you switch to? Well, there are numerous options. Whilst concrete is often a core component on construction sites, its not necessarily sustainable. The production of concrete

causes the release of greenhouse gasses. More sustainable materials to consider are: Straw bales, bamboo, recycled plastic and metal, cork, and wood (from sustainably managed forests), among other options. If concrete is a necessity, there are ways to enhance it’s eco-friendliness. Precast concrete slabs have been praised for using less energy to produce and assemble than poured concrete alternatives. In the longrun, concrete in general can have a positive influence on a structure's sustainability; it can control heat within a building, thus potential reducing energy going towards alternative methods of heating. Identifying whether or not your materials are eco-friendly can be exceptionally challenging, not least because there are multiple opinions on what constitutes as ‘eco-friendly’. Either way, it is crucial that every industry worker takes the required steps to ensure their site is as sustainable as possible. This way, the industry can keep moving forward to reduce its impact on the environment.

solutions, field maps, weather stations and more are connecting to the John Deere Operations Centre. Currently 168 external partners and their solutions are connected and within the last 12 months, on average one company has been added every week. This gives customers access to the largest digital ecosystem in the agricultural industry. All the solutions offered and countries represented by these connected companies are listed in the Operations Centre under the heading ‘More Tools’ and users can easily access this from their account.

In order to continue these advances, John Deere has recently hosted its second developer conference in Europe. With 121 companies attending from the agricultural sector, this event saw an increase of 83 on the previous year. John Deere sales partners were also present to learn about the digital solutions and customer service processes of the participating companies. As the Operations Centre network continues to expand, an open ecosystem is growing that can be used by farmers and contractors across different manufacturers. Customers can decide for themselves whether, and with which of the connected companies, they wish to share their information from the Operations Centre. Data ownership and management of access rights are controlled by the customer and require the individual’s express permission.
