FROM THE Desk of the City Manager
The City Manager's Office handles the general administration of the City of Temple and executes the policies and objectives of the City Council. The City Manager is directly responsible to the Mayor and City Council and oversees the day-to-day operations of the City by coordinating all City departments activities and functions, including the development of the Strategic Plan. The City Manager's Office also leads the financial and budget management process for the City and directs the City's efforts to plan for the future.
Water Management in Temple: Sustaining Our Most Vital Resource
Water management is a cornerstone of any thriving community, underpinning health, agriculture, industry, and recreation In Temple, managing water resources effectively is a priority. As the city grows, it remains dedicated to balancing water consumption with conservation to ensure long-term water availability for all residents.
Temple’s water comes primarily from the Leon River and Lake Belton. These sources are governed by complex water rights and allocation agreements.
The City of Temple holds some of the oldest water rights in Texas, dating back to 1915. Additionally, past leaders in Temple exercised remarkable foresight by purchasing storage rights in Lake Belton as the reservoir was being developed. The City of Temple currently has rights to 44,453 acre-feet of surface water per year.
Water usage in Temple is diverse, with residential use accounting for a significant portion, followed by commercial and industrial sectors. On average, the city consumes 18.927 million gallons per day, or 58.105 acre-feet daily, with residential use peaking around summer months due to lawn irrigation and other outdoor activities. Total annual water usage is approximately 6.9 billion gallons per year. Based on projections, Temple has sufficient water to serve a population of approximately 180,000 people.
Temple has two water treatment facilities that intake water from the Leon River, treat it to meet safety standards, and distribute it throughout the city. Maintaining high water quality and treatment efficiency poses challenges such as aging infrastructure and increasing demand, which the
City addresses through continuous upgrades and technological innovations. Temple recently completed a $45 million expansion to our Membrane Water Treatment Plant, bringing our total treatment capacity to roughly 54 million gallons per day.
As our regional population continues to grow, exploring alternative water sources becomes crucial. Existing water supplies face rising demand, necessitating innovative solutions to ensure sustainability. While Temple currently relies mostly on surface water, groundwater will likely become a crucial component of Temple’s water supply in the future, especially during dry periods when surface water is scarce.
One innovative solution Temple is actively pursuing is Aquifer Storage and Recovery (ASR), which involves injecting treated water into underground aquifers during times of surplus and retrieving it during droughts or high-demand periods. This method enhances water supply reliability and reduces dependency on surface water sources.
Temple has initiated an ASR project, with plans for further expansion. In the future, utilizing recycled water in addition to or instead of potable water is an increasingly viable option. Expanding the use of recycled water can conserve fresh water for critical needs.
Temple’s proactive approach to water management ensures that the city can meet current needs while preparing for future challenges. By diversifying water sources, investing in advanced treatment facilities, and exploring innovative solutions like ASR, Temple sets a benchmark for sustainable water use.

Celebrate Without the Bang

Hometown Heroes Banner Program
The City of Temple is excited to invite community members to participate in the Hometown Heroes Banner Program. This program recognizes and pays tribute to those who are dedicatedly serving, have served, or have given their life in service in the United States Armed Forces. Temple’s Hometown Hero banners will be proudly displayed on poles in Downtown Temple at the Santa Fe Plaza.

Annual Action Plan Public Hearing & Feedback Deadline
This is your chance to be part of shaping the future of our beloved city! We want to hear your thoughts and opinions on the proposed Annual Action Plan, which includes crucial initiatives and projects aimed at enhancing housing and community development in Temple.
A Public Hearing will be held on July 18th at the Temple City Hall, Council Chambers, located at 2 N Main Street, Temple, TX 76501 at 5 p.m. where you will be able to provide your feedback in person on the proposed Annual Action Plan during the open comment period (June 2 – July 8).
If you are unable to attend this hearing, you can find the Annual Action Plan and share your valuable insights and ideas at templetx.gov/cdbg.

Model Train Workshop

On Saturday, July 13th, from 11 a.m. to 12 p.m., the Central Texas Area Model Railroaders will teach “Model Railroading 101” at the Temple Railroad and Heritage Museum.

4th of July Holiday Collection
Due to the 4th of July Holiday, there will be no collection on Thursday, July 4th. Thursday collections will take place on Wednesday, July 3rd. Regular collection will continue on Friday, July 5th. The landfill is closed on July 4th. Please visit templetx.gov/solidwaste for routes and collection updates and information.
Reminder: Permanent Closure of Recycling Center
Due to the excessive amount of illegal dumping, the Drop-Off Recycling Center, located at 3015 Bullseye Lane is now permanently closed. Residents can use Recycling Center #2, located at 602 Jack Baskin Street or the Solid Waste Complex Monday – Friday from 7 a.m. - 4 p.m. to drop off their materials. The accepted materials include oil, grease, food waste, plastic bags, electronics, tires (for a fee), and the document shredding service To keep the sites open, please put all items in the available containers

Summer Water Conservation
Summer is here and temperatures are on the rise. To conserve our water resources, please incorporate water conservation into your daily routine
Irrigate responsibly by watering twice a week and on designated days before 10 a.m. and after 8 p.m.
Locations with an even address, watering days are Sundays and Thursdays.
Locations with an odd address, watering days are Saturdays and Wednesdays.
Run full loads in dishwasher and/or washing machine
Turn off the faucet when not using water while brushing teeth or shaving. Quickly repair leaky faucets or running toilets.

The City of Temple celebrated the start of the Temple Public Library’s 2024 Summer Reading Program on June 1st The event featured everything from scavenger hunts, bounce houses, train rides, Temple PD Kiddo Cards, games, and giveaways. The Summer Reading Program provides fun reading challenges for early readers, elementary school children, teens, and adults. Each age group has different incentives and prizes for reading a certain amount of books or for reading for a specific amount of time.
