FROM THE Desk of the City Manager

The City Manager's Office handles the general administration of the City of Temple and executes the policies and objectives of the City Council. The City Manager is directly responsible to the Mayor and City Council and oversees the day-to-day operations of the City by coordinating all City departments activities and functions, including the development of the Strategic Plan. The City Manager's Office also leads the financial and budget management process for the City and directs the City's efforts to plan for the future.

Our beautiful city is growing at an exponential rate. As we continue to expand and evolve, it is imperative that we ensure sustainable development while maintaining the high quality of life that Temple is known for. Temple is dedicated to enhancing mobility and infrastructure to ensure the well-being of our community. With a focus on efficient transportation systems, the city is implementing strategic plans and investing in major capital projects to improve connectivity and accessibility for all residents I am pleased to share with you updates on upcoming infrastructure projects that will contribute significantly to our city's growth and enhance connectivity for all residents.

Central to Temple's vision is the Mobility Master Plan, a comprehensive roadmap guiding the selection of major capital projects. The Mobility Master Plan serves as a guiding document, outlining the city's transportation goals and strategies.

Factors such as traffic flow, safety, infrastructure age, and community needs are carefully considered in the decision-making process.

The upcoming major capital projects that are currently underway or that will begin soon include:

North Pea Ridge Phase 2 is underway and will be completed this Summer;

Outer Loop West Phase 1 is underway and will be completed next Summer;

South Pea Ridge I underway and will be completed in early 2026;

Outer Loop North Phase 3 is underway and will be completed in Spring 2026; Barnhardt Road is underway and will be completed next Spring; Kegley Road Phase 3 & 4 will begin construction this Summer;

North Pea Ridge Phase 1 will begin construction this Summer; and Hartrick Bluff Road Reconstruction Phase 1 will begin construction in the Fall

As we grow, so too does our need for pavement management to preserve the integrity of our roadways. While the construction of new roads is essential to accommodate our growing population, we must also prioritize the upkeep of existing infrastructure. Effective roadway maintenance is crucial for preserving infrastructure integrity and minimizing long-term costs.

Among the array of preservation methods, slurry seal and mill-and-overlay stand out as proactive approaches to extend the lifespan of roads while minimizing disruptions.

Slurry seal involves the application of a specialized mixture to seal cracks and restore flexibility to the pavement, ideal for roads with low to moderate distress. Scheduled every five to seven years, this method helps maintain the pavement until resurfacing is necessary. Mill and overlay entails removing the top layer of asphalt and replacing it with a fresh one, suitable for roads with minor surface distress but structurally sound subgrades. Mill and overlay should be considered every 10-20 years.

Because pavement maintenance projects like slurry seal and mill and overlay only address the road surface, it is vital that the road and base/subgrade be in satisfactory condition for the pavement maintenance technic to be practical. Pavement maintenance is appropriate for a roadway that has good subgrade, base, and cross section; good drainage; and has minor surface distresses such as longitudinal, transverse, and alligator cracking but no major structural issues or severe potholes.

Maintaining higher-rated roads that may not look like they are in dire need of repair ensures the longevity and safety of our road network. Think of it as maintenance on a car, you perform oil changes to maintain the vehicle and keep it running smoothly, right? It's the same with our roads We recognize the importance of a robust pavement maintenance program. We must ensure that we allocate resources

effectively, maintaining what we have while also building out what is needed to support additional growth and development in the community. By striking this balance, we can preserve our existing infrastructure while responsibly expanding to meet the needs of our growing population.

It's essential to note that our efforts extend beyond local initiatives. We are actively engaged in regional transportation planning through collaboration with the Killeen-Temple Metropolitan Planning Organization (KTMPO). The KTMPO plays a vital role in deciding where state and federal funding is allocated for highways and major regionally significant roadways. Through our partnership with KTMPO, we are not only utilizing our local funding but also prioritizing the acquisition of federal and state funds to invest in infrastructure improvements here in Temple.

These projects are integral parts of our Strategic Plan, which aims to promote smart, sustainable growth while maintaining the high quality of life that Temple residents enjoy.

Central Texas Airfest

Good Neighbor Program

Ferguson Park

Clean-Up Event

Temple Community Treasures Photography Gallery Event

Join us to view the submitted pieces of the 6th Annual Temple Community Treasures Photography Contest and 3rd Annual Painting Contest. We will be hosting the opening ceremony and announcing the winners on May 3rd at the Czech Heritage Museum from 5 p.m. to 7 p.m. Mark your calendars to view the exhibit of all the photography and painting submissions:

Water Conservation

On April 22, 2024 the City of Temple downgraded water restrictions from Stage 2: Moderate Water Shortage to Stage 1: Voluntary Year-Round Water Conservation. This comes as the Brazos River Authority announced levels at Lake Belton had risen about six feet above the Stage 2 trigger level of 578.7 feet-mean-sea-level. The purpose of Stage 1 is to practice water conservation and minimize water use for nonessential purposes.

TEMPLE TALK: In Case You Missed It

The Great American Eclipse

On Monday, April 8, 2024 Central Texas experienced a total eclipse. The rare celestial event also known as - The Great American Eclipse darkened our skies for approximately three minutes as the moon traversed the sun’s path. The event brought people from all over the world to Central Texas, selling out hotels in Temple. The eclipse moved over Mexico first, then came through the United States and Canada. The moon passed squarely between Earth and the sun, leaving a roughly 115-mile path of shadow. Experts say the next solar eclipse will be visible in all 48 contiguous states, including Texas, on August 23, 2044.
