To strengthen local capacities in the fields of strategic planning, social dialogue, project management and evaluation To support the locally-driven urban strategic planning processes, by ensuring a sound citizenship’s participation and a multi-stakeholders articulation To link the cities’ strategic planning documents with the competences, skills and resources available at the decentralized cooperation level To facilitate the emergence of a knowledge-management platform among partner cities, specially on knowledge sharing and in the view of taking part to EU calls for proposals in the Neighbourhood policy’s framework

How to submit proposals: ART/GOLD constitutes a platform that facilitates the international and decentralized cooperation intervention on a given territory. In this respect, ART/GOLD supports international entities in their comprehension of the local context and in their contact with local institutions, thus facilitating an effective alignment of international cooperation initiatives on local priorities and norms.
Criteria to be highlighted: Working in the ART/GOLD framework implies: - Acting within a harmonized framework - Contribute partially at the initiatives implementation - Looking for a constant capacity-building dynamic - Accepting local leaderships and the local normative system.
