The overcrowding issue at Rosa Parks Elementary School is hindering student development at the Redmond Ridge school and the Lake Washington School District (LWSD) needs to take immediate action in fixing the problem. That’s what a group of concerned, purple-clad parents and students told the LWSD board of directors at Monday’s meeting during the public comment period. “This school is very overcrowded,” former Rosa Parks student Kelsey Swenson told board members. “The hallways are like rush hour so it’s hard to get around.” Swenson, who attended Rosa Parks and will be a sixth-grader at Evergreen Middle School, was one of 14 who spoke in favor of a re-boundary plan formulated by concerned parents to provide relief to the over-filled school. In total, there were about 25 community members all wearing purple — the school’s color — who attended Monday’s meeting to show support for the plan. Paul Onu, who will be a fourth grader at Rosa Parks, told board members that the overcrowding issue has been hard on students, especially when some students are taking tests while other students from other grades are navigating the hallways and making noise. n Tuesday evening, residents of Wildwood Glen gathered in a cul-de-sac of their development to listen to the Redmond Police Department’s (RPD) Matt Hurley discuss crime and public safety in the city and specifically, their Grass Lawn neighborhood. Hurley, a school resource officer (SRO) at what will now be Redmond Middle School (RMS), answered questions about
how the RPD addresses car prowls and burglaries and the department’s Victim Assistance Team’s (VAT) role in helping people after they’ve been on the receiving end of a crime. He also offered tips on how to avoid being a victim in the first place and more.
A RECORD-SETTING EVENT
Hurley’s visit wasn’t in response to a rash of crimes in the neighborhood. It was part of the 29th Annual National Night Out (NNO), a crime prevention event
that took place in a record 49 Redmond neighborhoods this year and all around the country. RPD community outreach facilitator Jim Bove, who organizes the annual event, said early estimates have about 2,500 people attending parties this year — another all-time high. Koster, DelBene to square off in general election Republican, Democrat advance in 1st Congressional District race Hussey has 7,811 votes or 44.05 percent. The third candidate in the race, Democrat Jacob Bond of Kirkland garnered 1,238 votes or 6.98 percent. In the 45th Legislative District, Pos. 2 race, Democrat Larry Springer of Kirkland is ahead with 9,955 votes or 55.94 percent. Republican and Redmond area resident Jim Thatcher trails with 7,841 votes or 44.06 percent. In the 48th Legislative District, early returns show Democrat Ross Hunter of Medina leading the Pos. 1 race with 10,923 votes or 68.43 percent. Republican Bill Hirt received 5,040 votes or 31.57 percent. The total number of votes for the race as of Wednesday night was 15,963. Bellevue resident and Democrat Cyrus Habib is currently leading the 48th Legislative District, Pos. 2 race with 8,832

votes or 55.59 percent. Republican and Redmond resident and council member Hank Myers has 7,056 votes or 44.41 percent. There were a total of 15,888 for this race as of Wednesday night. The two candidates for governor who will advance are Democrat Jay Inslee, who is leading with 450,144 votes or 46.77 percent and Republican Rob McKenna, who received 415,034 votes or 43.12. A total of 962,406 people voted in this race. Election results are not official until Aug. 21, the last day for the Office of the Secretary of State to certify the returns. Republican John Koster and Democrat Suzan DelBene will face off in November's general election in the 1st Congressional District race, which includes Redmond. Koster is currently ahead with 39,123 votes or 44 percent districtwide as of Wednesday night, according to the Washington Secretary of State website. DelBene is second in the sevencandidate race with 20,658 votes or 23.23 percent. The districtwide results for the remaining Democrats are: Darcy Burner at 14.42 percent, Darshan Rauniyar at 2.5 percent, Laura Ruderman at 7.11 percent and Steve Hobbs at 6.79 percent. Independent and Redmond resident Larry Ishmael received 1.96 percent of votes. The two candidates with the most votes during the primary
will advance to the general election scheduled for Nov. 6. The 1st Congressional District stretches from King County up to Whatcom County at the Canadian border with Snohomish and Skagit counties in between. The total number of votes districtwide for the race was 88,923. In King County, Koster had 14,006 votes or 38.58 percent. DelBene had 8,500 votes or 23.41 percent. The total number of votes from King County was 36,302. Democratic runner up Burner, who conceded to DelBene Tuesday night, received 6,082 votes or 16.75 percent in King County. In the 45th Legislative District, Pos. 1 race, Democrat and Kirkland resident Roger Goodman will face Republican Joel Hussey of Redmond in the general election. Goodman is leading with 8,682 votes or 48.97 percent.

The Redmond Reporter published a story last week about a Redmond Ridge food drive involving eight different communities. It stated in the article that residents can drop off donated items to the QFC on Novelty Hill road on Aug. 23. This is true for some of the targeted communities, but other communities have different drop off locations and instructions. Residents from Redmond Ridge East, Redmond Ridge, Sundance Glen and Westchester are asked to bring their donated items to the QFC parking lot from 9 a.m. to 1 p.m. on Aug. 23. State voters boost female candidates in Top Two election
A
few days ago, counties across Washington began tabulating ballots and reporting results in the state's 2012 winnowing election. While the election was largely devoid of drama and suspense (there are almost no races that remain too close to call), there was one surprising trend that characterized the results which I noticed only after spending some time closely analyzing the returns. And that is the consistently strong performance of female candidates. Let me give you some examples. In Washington's crowded 1st Congressional District race, three women – Suzan DelBene, Darcy Burner, and Laura Ruderman – together claimed the lion's share of the Democratic vote. Fellow Democrats Steve Hobbs and Darshan Rauniyar are collectively receiving less than eight percent of the overall vote. DelBene finished far ahead of all of the other Democrats and will face overall top vote-getter Republican John Koster in November. In the race for Secretary of State, voters picked two women, Democrat Kathleen Drew and Republican Kim Wyman, to go on to November. Wyman had been expected to claim one of the top two spots, but Drew faced strong competition for the other from fellow Democrats Greg Nickels and Jim Kastama. When returns came in, however, Drew was comfortably leading both of them. Seattle's two most competitive legislative races, meanwhile, were dominated by women. In the 36th Legislative District (Magnolia, Queen Anne, Ballard and nearby neighborhoods), voters decided to send Seattle Port Commissioner Gael Tarleton and activist Noel Frame to the general election. Tarleton has an impressive 30 percent of the vote, while Frame has just over 20 percent. (Full disclosure: Tarleton serves as the president of the board of the Northwest Progressive Institute, which I founded nearly nine years ago and continue to lead as executive director). portation Choices Coalition — and Sarajane Siegfriedt —chair of the King County Democrats' Legislative Action Committee — to the general election. They collectively have nearly half of the vote. Women are also in the lead in two out of our three Supreme Court races. In the contest for Position No. 2, incumbent justice Susan Owens has more than 60 percent of the vote despite having two challengers – an impressive showing. Because she's capturing more than 50 percent of the vote, she has won reelection to the Supreme Court already and will not need to campaign in November. In the contest for Position No. 9, the open seat (Justice Tom Chambers is retiring from the bench), Seattle attorney Sheryl Gordon McCloud is well ahead of the three men who are also running. Two of them, Richard Sanders and John Ladenburg, have run statewide before, but surprisingly, it's possible that neither of them will go on to the general election. Ladenburg, who is trailing in fourth place, seems out for sure, and Sanders may also be eliminated if King County Superior Court Judge Bruce Hilyer (the current third place finisher) overtakes him. Hilyer is only behind Sanders by a few thousand votes, and is doing well in King County, which could put him over the top in the days ahead. It looks like the race for Position No. 9 could be a runoff between McCloud and Hilyer. In 2004, Washington made history when it elected Chris Gregoire as governor and sent
Patty Murray back to the District of Columbia to continue serving alongside Maria Cantwell as our state's senior senator. As a result of that election, Washington became the first state in America to be exclusively represented by women in the U.S. Senate and the governor's mansion. Though our next governor is certain to be a man — Jay Inslee and Rob McKenna are the top two finishers in the gubernatorial race, with Inslee holding a four-percentage point advantage over McKenna statewide — our next Secretary of State is certain to be a woman, which will be a first. And it's very possible that another woman will be joining our state's highest court as well. So what accounts for this trend that we're seeing? Could it be that voters are tired of U.S. and Washington politics being so dominated by men? Most of our state's elected leaders are men, as is the case elsewhere in the country. In my view, it's a good thing if we have a more balanced ratio of women to men in office. Our government should reflect who we are as a society. Only three months remain until the general election arrives. Ballots will be mailed in midOctober and must be returned by Nov. 6. Enjoy a break from the onslaught of political advertising while you can – within a few weeks, the autumn campaigning will be in full swing. I am writing in reference to the editorial cartoon in the Aug. 3 edition of the Redmond Reporter depicting the cartoonist’s thoughts on the separation of church and state I would like to clarify. • The word “separation” was originally intended to imply “distinction.” To arrogate the original
meaning into a marriage relationship severance is simply put, being disingenuous. • Does the cartoonist realize that if Christians were to detach themselves from the “state,” you would be left with a totalitarian government institution. From barbecues and potlucks to ice cream socials and wine tastings, residents throughout Redmond got together to meet their neighbors and make their community a safer place to live. “It’s a great community event,” said Hurley, who visited six parties Tuesday night. He said meeting citizens in different neighborhoods is huge for the police and fire departments because it is a positive interaction they don’t often have with the public. Most people only meet officers if they are a victim — or suspect — of a crime and only meet firefighters in the case of a fire or medical emergency, Hurley said. He added that the impromptu question-andanswer session at Wildwood Glen is what NNO is about: Citizens getting together to do their part to solve problems and stamp out crime. Redmond Police Chief Ron Gibson said seeing citizens take an active role in their community’s safety, which plays a large role in crime prevention in the city, is the highlight of NNO.

A large part of this is knowing your neighbors and who belongs in the neighborhood and doesn’t. Every city celebrates NNO differently and Bove said the reason Redmond holds individual block parties is because the purpose is to get out and meet neighbors and in the end, make it a safer community. “If you have one large event, then it’s counterproductive,” he said. “Yes, you get to meet public safety and city employees, and you might meet new people, but getting to know those who live in your own neighborhood who can look out for your property is priceless. Knowing who belongs in your neighborhood and who doesn’t can make all the difference in knowing when criminal activity is occurring.” Julia Cutting agreed. “There’s safety in knowing your neighbor,” she said. “It’s very important.” Cutting was in charge of

Having lived in the neighborhood for almost 25 years, Cutting added that NNO is only one of many get togethers they hold on their street in the summer. Bove said a number of neighborhoods like Cutting’s hold NNO parties every year but he gets excited about first timers who are nervous about their party’s attendance and end up having many more than they expected. He credits Redmond’s NNO success to the support they receive from the community. “There are certain times in my job when I stick my chest out a little further and hold my head up a little higher because of the pride I have in the Redmond Police Department, my association with the Redmond Fire Department, and the entire City of Redmond,” Bove said. “The first Tuesday in August is one of those times.”

Rosa Parks’ building capacity is 483 students, but with the addition of 10 portables outside the school the capacity is 713. District officials expect a total of 764 students for the upcoming school year, which is a decline of four students from last year. communications director, confirmed that Rosa Parks projected enrollment numbers could increase more this month as parents register their children for school. Beth Zimmerman, a parent of two Rosa Parks students, also spoke at the meeting and told board members that the overcrowding puts limits on student development and hinders extracurricular opportunities for students and families. “The Spring 2012 Lake Washington School District Community Report stated that the school district
believes school buildings can help learning – or they can hinder,” she said. “A building can be more or less healthy, easy to maintain and can provide optimal spaces for learning activities. Next month, Rosa Parks will open with 764 students – nearly 300 students over original building capacity. Clearly, the lack of optimal space due to significant overcrowding hinders learning and can be disruptive to student development.” Despite the high number of students at the school,

Rosa Parks principal Tina Livingston said she is “proud of the learning environment at Rosa Parks.” “As a staff, we work together to schedule the school day so it flows well for our students no matter the size of the school,” Livingston said. “Transitions are minimized, for example. Classes are respectful of the learning environment as they move throughout the building.” Bogaty said she, along with the rest of the concerned parents, are impressed with the school staff ’s efforts, but something must be done at the district level. “We feel it’s unfair to ask them to do more,” she said. “We feel they have really reached the limits with what they can do.”
DISTRICT TO WORK WITH COMMUNITY
Following the group’s presentation Monday night, LWSD superintendent Traci Pierce acknowledged that Rosa Parks — the district’s largest elementary school — is overcapacity and said she plans to meet with school community members later next month to explore options and solutions to the growing concern.
“The district team is in the process of exploring possible strategies,” Pierce told the Reporter in an email. “We want to meet with the entire school community in person so everyone has an opportunity to fully understand the implications and impacts related to each of the possible short-term solutions we are currently exploring.” Pierce said she will solicit feedback from community members with the intent to potentially implement a short-term solution for the 2013-14 school year.
PARENTS PRESENT PLAN
The long-term plan for the district is to build a new elementary school on Redmond Ridge to help accommodate the growing population in the area, Pierce said at the meeting. A new elementary school was part of a failed $234-million bond measure in 2010 and the district has plans of another bond issue in 2014, which will include a new Redmond Ridge elementary school, Pierce said. If the bond passes and a new elementary school is built, “a larger re-boundary process would involve more schools that are currently over or undercapacity.” But

there are no guarantees that a 2014 bond will pass, leaving concerned parents to present a plan of their own. Parents are urging the district to do a small-scale boundary change, just for Redmond Ridge by moving Rosa Parks’ boundary and sending more Redmond Ridge students to nearby Wilder Elementary in unincorporated Woodinville. They say Wilder is at undercapacity and can accommodate more students — and district numbers back that up. Wilder, which has a capacity of 552 students, had 453 students last year and is expected to have 330 in the upcoming school year, according to Reith. At Monday’s meeting, Pierce said the re-boundary process is complex that involves the entire district, not just Redmond Ridge. She said it is a long-term strategy that the district plans to address once a new school is built on Redmond Ridge. In the meantime, she will work with community members on a short-term solution. Whatever the solution is, something needs to be done — and done soon, Bogaty said. “We feel this cannot be put on hold anymore,” she said. “It has to be addressed immediately.”

Four different colors of Lamborghinis pulled up right next to each other behind the Redmond Town Center (RTC) parking lot on Saturday. The scissor doors of the orange Lamborghini rotated upward, exposing the luxurious interior to envious spectators. “The belief was that these exotics existed,” said Thomas Nault, the event creator of Exotics@RTC, a weekly show of luxurious cars. “The trick is to get people to bring them out of the garage, because we know they (are) there.” E@RTC, or “Exotics@Redmond Town Center,” is the biggest weekly car show north of Los Angeles, according to Nault. It all started on Old Main Street in Bellevue when Nault and his friend Victor Tiscarino had the dream of drawing in cars from all over the world back in 2008. Due to the difficulty of parking, the original event soon lost steam with only a few participants remaining. After the two relocated the show to RTC in 2009, the numbers of participants started to climb, reaching an average of more than 200 cars per show day. The shopping center has been a sponsor ever since, helping to reserve parking spaces as well as covering advertising fees. “From the beginning, Tom and Vic had this incredible vision of what Exotics at RTC could be and they personally dedicated significant time and resources to build this event into what it is today,” said Christina Henning, senior marketing manager at RTC. “Now, with a team of volunteers on board, Exotics is becoming bigger than ever with special events and guest appearances from some of the rarest cars in the world.” Last weekend, the parking lot was again crowded with fans dur-

Many stepped back, preferring to view the beauties from a distance. Some sprang forward, bent down to check the wheels and then up again to view the engines. Visi-
tors aimed their cameras – from iPhones to large SLR-style — at their favorites. A Carrera 2, a 1936 Auburn Speedster and a 1992 Ferrari 512 TR were among the highlights of the day. According to Nault, exotics are rare, classic, expensive or greatly modified cars. “Virtually any Ferrari or Lamborghini fits the term,” he added. Occasionally, volunteers in green vests known as “Thugs,” would encounter an upset owner whose car was rejected from the show. Nault said the admission is

When a car falls in a gray area, Nault and the Thugs always blur the line in favor of the owner if there is slot available, he said. As the vehicles pulled in near Bear Creek, volunteers used radios to contact the greeter on the other end to determine where the car should park. Sometimes, it required so much coordination that Nault compared the process to air traffic control. During the gathering, people
were welcome to sit in some cars with owners’ permission. Some owners briefly started up their engines to show their roar as exhaust blasted from the tailpipes. “On Facebook I’ve got an album of 400 different pictures of just people sitting in my car, (and) also for me to recall the smile that it gave for them,” said David Mason of Newcastle, owner of a 1991 Ferrari Testarossa. “Not every Ferrari owner or Lamborghini owner is gonna say hands off or ‘you can’t touch it’ kind of thing,” which is what Hollywood has led people to believe, he added. According to Mason, the ‘91 Ferrari Testarossa was the world’s fastest production car for a number of years. It has a flat-12 engine, and can reach up to 185 mph. At 10:30 a.m., a number of the exotic vehicles left the parking lot for the “Need for Speed” exhibit at the Boeing Museum of Flight. They joined speedboats and other historic aircraft along with the takeoff and landing of the Navy’s Blue Angels. “It’s a meeting for the car enthusiasts!” Steve Bender, owner of a 2000 Lotus Esprit, said of the Exotics@RTC weekly car show. The Saturday morning car show has also provided a boost to RTC businesses, Henning said. “Many of our retailers have noted increases in sales and traffic during Exotics events which is really the cherry on top of an already incredible event,” she said. “We’re thrilled with the success of Exotics at RTC and are so fortunate to have gotten to know such a wonderful group of people through our involvement.” For more information regarding E@RTC, visit http://www. exoticsat.com. The Lake Washington School District (LWSD) avoided another round of major state cuts to its 201213 budget while creating a stable spending plan that
continues a crucial cushion for possible future shortfalls. The LWSD board of directors unanimously approved Monday night a $238.8 million general fund spending plan and $151.1 million for the capital fund, which includes voterapproved construction and technology projects. The other district expenditures include $44 million for the debit services, $4.6 million for the associated student body fund and $1.3 mil-

The $18.2 million in general fund reserves more than meets the board’s five-percent balance requirement. “We want to make sure we are reserving funds in case there are more state cuts,” Posthumus said. “There have been state cuts over the last two years so we have been conservative in how we spend our money.” Over the previous two years, the state has cut $9.1 million in funding for the LWSD, forcing district officials to make difficult decreases to district programs. This year the state did not make any significant slashes — or additions —
to education, allowing the district to avoid even more program cutbacks, according to Posthumus.
TAXPAYERS TAKE ON BURDEN
But Posthumus did warn that future cuts could be necessary “if the state doesn’t step up to the plate.” In response to the downturn in the economy and two straight years of budget cuts, the state allowed the district to increase local tax levies by four percent, providing a $3.5 million boost in tax revenues to the 2012-13 general fund, Posthumus said. Posthumus said the state is “continuing to shift the burden of paying for education to local taxpayers, but the good news is we as a district are fiscally sound.”

The levy lid increase is set to expire in 2017 and if the state does not boost funding for education that year, the drop in tax revenue could lead to future cuts, said Posthumus. This year’s $18.2 million general fund balance is there “to maintain a cushion for expected state budget shortfalls,” Posthumus pointed out. The majority of the district’s general fund money comes from the state, almost 62 percent. Another 22.9 percent comes from local property tax levies, 6.3 from federal funds, 6.1 from fees and the rest from other agencies. grant increases, which drive expenditures up, according to Posthumus. She said the district expects to see a total enrollment of 24,607 students in 2012-13 — an increase of 556 students, a little more than 2 percent. The reconfiguration plan will cost the district $1.3 million to implement — less than half the cost of not doing the reconfiguration, Posthumus said. “What’s important about that increase is if we didn’t reconfigure, we estimated we would have to build four new elementary schools and the cost of staffing those four elementary schools exceed the cost of reconfiguration,” Posthumus said. She said the cost to staff four new elementary schools would be about $2.8 million. A key increase to this year’s general fund budget is an $800,000 boost in federal Title I money, which provides assistance to students who are struggling to meet standards in areas of reading, language arts and mathematics, Posthumus said. The district allowed public input after the budget proposal was presented to board members in June, but the district did not receive any comments. But the budget page of the LWSD website did get more than 200 hits, Posthumus told board members Monday night. In addition, no one commented at Monday night’s budget public hearing. “Compared to the last two years, this was a much smoother budget process,” Posthumus said. “There were no significant cuts or adds. It was really a maintenance, moving-forward budget other than the changes we needed to make for enrollment and grants.”

Redmond police are currently searching for a suspect in an armed robbery case that occurred at 12:01 p.m. Wednesday afternoon at First Citizens Bank at 15800 N.E. 85th St. in downtown. The male suspect pointed a gun at a bank employee and was described as a white male in his mid 20s about 5 feet 10 inches tall with a thin to medium build. He was seen wearing a green hooded sweatshirt, black shorts, black tape over his nose, dark shoes with white laces and a dark hat. He was last seen heading southbound on foot. Event to bring fun, fitness to Redmond The City of Redmond’s Great Day of Play will be Friday, Aug. 24 from 3-7 p.m. at City Hall Campus, 15670 N.E. 85th St. From running, shooting, skating and jumping, there will be something for anyone who values health, fitness, recreation and bringing “play” to their lives. There will be recreation and fitness demonstrations including Kangoo Jumps, Spin Biking, Z-Ultimate martial arts and Jazzercise. Boys and girls in third through eighth grade can hoop it up with in the three-on-three youth basketball tournament, which will run from about 2-7 p.m. Games will be played outdoors rain or shine at the Redmond City Hall Campus. Tim Fuller admits some of his friends question his sanity after entering retirement twice only to take on new jobs. “I just haven’t gotten this retirement thing nailed down yet - I don’t know how it works,” the City of Redmond’s new public works director quipped during a recent interview with the Redmond Reporter. “I have some friends that wonder about my sanity.” Fuller, who retired as Redmond’s fire chief in February of last year, was recently sworn in as the city’s new public works director — a position he agreed to do on an interim basis while city officials

With more people involved, the project was more efficient and fewer details were overlooked, Fuller said when he retired last year. Before retiring as fire chief for Redmond, he also served a brief stint as police chief. He moved over and served as the city’s interim police chief for three months in 2009 before the city hired Ron Gibson as its top cop to replace former longtime police Chief Steve Harris. He employed a similar, effective leadership style that helped the city transition to its new chief. Now Fuller is heading up the city’s Public Works Department. He said his main task right now is the 2013-14 budget, which is currently being worked on by city officials and staff. The next biennium budget proposal will be presented to City Council in Octo-
ber and adopted in early December. As the former fire and police chief, Fuller is familiar with the city’s Budgeting by Priorities (BP) strategy, which uses public input to prioritize city services and spending. Fuller has been in a leadership position with Redmond since 2005 — except for his brief retirement stint — which will go a long
way as the city’s new public works director. “I’m coming in and bringing a little different perspective,” Fuller said. “Call it a cultural shift. I want to bring in new ideas and new ways of managing and leading. I have a big stake in Redmond. I have some connection here. I enjoy working for the City of Redmond. Maybe I just wasn’t ready to retire.”

Three-day theater festival at Anderson Park begins today This weekend, Anderson Park at 7802 168th Ave. N.E. in downtown Redmond will play host to ACTS OUT, a free, three-day outdoor theater festival for all ages. ACTS OUT will feature a variety of classic, comedy, contemporary and family shows staged by top Northwest theater companies including
Lucia Neare’s Theatrical Wonders, Seattle Shakespeare Company, Jet City Improv, GreenStage, Balagan Theatre, Last Leaf Productions, Theatre Schmeater and Redmond’s SecondStory Repertory. The festival will run today through Sunday from 2 p.m. to sunset, about 8:30 p.m., each day.
The event will begin with a theater workshop and open audition with Lucia Neare at 2 p.m. today for thespians 16 and older. This is the first time Neare has offered such an opportunity. The festival will also offer special deals to attendants for local restaurants: Nara Japanese Restaurant, Nasai Teriyaki and Paradiso Olive Oils & Vinegars. ACTS OUT will be the last time to see Suzanne Tidwell’s Artificial Light Installation, which will be up until the end of the festival in Anderson Park. For more information, visit www. actsout.com.
