With the election just weeks away, candidates running in races for the 45th and 48th legislative districts participated in a debate Wednesday afternoon at the HYATT house hotel in Redmond. The debate was the Greater Redmond Chamber of Commerce’s membership luncheon for this month and participants were 45th District, Pos. 1 incumbent Democrat Roger Goodman and Republican challenger Joel Hussey; 45th District, Pos. 2 incumbent Democrat Larry Springer and Republican challenger Jim Thatcher; 48th District, Pos. 1 incumbent Democrat Ross Hunter and 48th District, Pos. 2 candidates Democrat Cyrus Habib and Republican Hank Myers. Hunter’s challenger, Republican Bill Hirt, declined the chamber’s invitation to participate in the debate. Candidates were asked questions about education, transportation and taxes.

EDUCATION

While discussing education,

Hussey said there needs to be more of a focus on the K-12 system, as a number of students who do get accepted into college need to take remedial classes. Springer said it is important to increase teacher training in science, technology, engineering and mathematics (STEM) education so students are more prepared for the transition to higher education. Thatcher said not all students want to go to college after high school. “There is an alternative to going to college,” he said. That alternative is learning a trade. Thatcher said they need to work on closing the trade gap as there is a

generation of trade workers set to retire, but no one to fill those jobs. Hunter said education is a deeply enmeshed issue. “You can’t do it with just funding,” he said. He said there needs to be more rigor in high school programs. In addition, Hunter said fixing the state’s education system will require bipartisan cooperation. While addressing education, Myers said they need to restore tech classes in high schools and focus on advanced classes at the junior high/ middle school and high school levels. Habib said to help with education funding, they need to make sure they are efficient in funding health care so there is no excess spending, as well as earmark incoming revenue for education. Goodman said they need to apply the Washington Supreme Court’s McCleary decision to properly fund education. He also agreed with Thatcher about closing the trade skills gap. “These jobs are right here, right now,” Goodman said. [ more election page 2 ]

When Donald Schmidt and Donald Osmer returned to the United States after their wedding in Canada, they had to fill out some paperwork at the border — nothing unusual — but whereas couples in heterosexual marriages would be given one set of paperwork, they were given two sets. While some people would just view the extra forms as a hassle, this also showed Schmidt and Osmer that their country does not view their marriage as valid. Schmidt shared this story with the Swedenbor-

gian Spiritual Community during the church’s service last Sunday, which was held at DanceWorks Studio at 16641 Redmond Way in Redmond. As the pastor at Admiral Congregational United Church of Christ in West Seattle, Schmidt came in as a special speaker on the topic of same-sex marriage. “Our heritage as Christians is to be inclusive,” he said about acknowledging and accepting same-sex marriages. A man in his mid-20s was found unconscious Thursday morning in a wooded area behind the Bear Creek Safeway in the 17200 block of Redmond Way, according to Redmond Police Department Lt. Charlie Gorman. A passerby found the body and called 911 at 9:35 a.m. Police and medics arrived on the scene soon after and pronounced the man dead, Gorman said. The area where the body was found is a known camp site for transients, Gorman said. Investigators were still on the scene midday on Thursday with members of the King County Medi-

Hunter said he couldn’t form an informed opinion on the legality of the initiative but said it would be a dysfunctional system if they are unable to repeal laws without a two-thirds vote and they would not be able to govern effectively.

Springer said requiring a two-thirds vote is undemocratic. “It’s simply bad government,” he said. “There has to be a give and take.” Thatcher said the issue “is not cut and dry” but added that if voters approved I-1053, he would support it because that was what people wanted. Myers said requiring a two-thirds vote may not be as “arcane” as some may think as school bonds also require a super-majority vote to be approved. While the Swedenborgian church has come out in support of Referendum 74, others in the community have spoken out against it. Redmond resident Claudine Gallacher, who submitted a letter against

Referendum 74 to the Redmond Reporter a few weeks ago, said it is not because she is against same-sex couples. She just does not like the idea of legislating and creating public policy that would call heterosexual relationships and same-sex relationships the same, when they are not. “Rather than calling domestic partnerships ‘marriage,’ let us be willing to add more rights to the current domestic partnership law,” Gallacher stated in her letter. “If same-sex couples would like the right to a legal name change, the right to a military burial next to one another, the right to federal social security, or any other rights that pertain to their relationship as adults, I would not be opposed. But let’s not call a same-sex legal union marriage.” In her letter, Gallacher

said marriage is the beginning of a family and heterosexual couples offer children something samesex couples cannot: “a parental relationship both with someone who is the same gender and someone who is the opposite gender of the child.” Gallacher acknowledged that due to divorce, death or other circumstances, many children grow up in single-parent homes, as well, but said she does not know any child who is raised without a mother or father who would call it “the same.” She said Referendum 74 would be doing just that with same-sex couples — equating samesex parenthood with heterosexual parenthood. “We are legislating that the roles of motherhood and fatherhood are expendable,” she said in a phone call Thursday afternoon.

Voting is a gift we shouldn’t waste A total of 3,813,536 residents in our state were registered to vote as of Oct. 3. Sadly, a fair number of them won’t vote Nov. 6 in our state and national election. In this issue, you can get a taste of what your 45th and 48th legislative district candidates have on their minds in our cover story. Also of importance on the ballot is the samesex marriage Referendum 74, which is also on our cover this week. Too many of us, it seems, forget what an honor and privilege it is to be able to vote freely for a candidate or issue without fear or government interference or retaliation. Here in this state alone, only 72 percent of eligible adults were registered for the 2008 election and only 80 percent of them went to the polls. That leaves a lot of people who sat on the sidelines or didn’t care to have a key role in democracy. The numbers seem to be getting worse. In 1952, 91 percent of eligible adults in our state were registered to vote. And 80 percent of them cast a ballot. It was even more difficult then: there wasn’t universal “vote by mail,”

meaning most people had to get to a polling place on election day. One of the strengths of our country has been the open arms it extends to people from around the world to come here and, if they

choose, become citizens. Forty-five of them went to the effort to do that in Bellevue last month. Let’s show them the next step in their journey by joining them in voting in the Nov. 6 general election.

The 8 percent property tax revenue contribution to the mayor’s budget is too high Property tax contributes 8 percent to the revenues of Mayor Marchione’s proposed 20132014 budget. The mayor is asking City Council to approve an additional 1 percent property tax increase over the next two-year biennium. This tax is inflammatory to the largest growing demographic group of citizens in Redmond — the over-60 bunch. The City Council should not approve this tax increase. This is the third time Marchione is asking for his 1 percent tax increase, now in a budget year where he has a $9.8 million carry-over surplus. He doesn’t need it, but just because he can get it without a citizen vote of approval, he’s asking Council. Council should remain steadfast this year and not approve this rate increase. The 2013-2014 preliminary budget says on page 159: “The high price of housing makes it difficult for many to live in Redmond. A household with an income of $82,000, such as an office manager or bank teller with two children, earns about $50,000 too little to qualify to buy the average Redmond singlefamily home...45 percent of Redmond households are considered to be cost burdened or severely cost burdened with regard to housing costs.” Many longer-time residents in their 50s and 60s purchased a home when prices were affordable. Now, many are burdened with demands to support future school levies, library levies and others at time when their incomes are declining owing to their age or the recession. Many of these 60-yearolds don’t have a reasonable personal income that can compete with Finance Director Mike Bailey’s statistics for “Affordable Price of Government.” Asking neighborhoods to pay for the high cost of elaborate Overlake and downtown stormwater treatment facilities is burdensome, too. The mayor wants a 4 percent wastewater increase this budget. A wet vault the size of three city halls in Overlake may help the large landowners like Group Health

to develop their properties, but, please, not on the backs of the single-family home property tax holders. The council should set up a separate utility district to pay for these gargantuan trunklines and vault systems. Yes, this budget is a two-year step in a 20-year plan in large part to develop two urban centers — but the neighborhood roads and sidewalk developments are being put on the back-burner. The 160th extension to Red-Wood Road, 166th Avenue lane conversion, Northeast 116th Avenue and Northeast 95th Street sidewalks, Union Hill widening, the 172nd Avenue Northeast roundabout are all put on hold until a later, undefined budget cycle. Neighborhoods on the hills are paying more than their fair share for urban-center projects while those living in the centers — mostly technology workers on Visas — don’t pay property taxes nor are they registered voters. The city tax burden is placed on our traditional neighborhoods rather than those who largely benefit from them. The 8 percent property tax contribution to the budget is too much. Especially, when Council has a surplus this biennium and proposes unspecified efficiencies and carry-overs to “innovative funds” and “technology.”

Habib’s tax proposal will ‘punish’ top Eastside companies How can we fix our state’s economy? Increase taxes. Specifically on technology including Eastside employers Microsoft and Google. That is Democrat legislative candidate Cyrus Habib’s proposal. Here are Habib’s own words. When asked how he would support big spending increases in state government, he wrote that our innovation economy is making a “sales tax on goods entirely inadequate.” His solution? He says “we are collecting virtually no sales tax revenue from online purchases,” and goes on to say that we need to increase taxes on “smart phones” and the “knowledge-based economy.” Of course, this is simply false. We pay sales taxes on every online purchase we make from Amazon,

Microsoft, Google and other innovative companies that have been so important to the Eastside. Think about how many families and people you know which are affected directly because of these employment centers — just think about it for a moment. Habib went on to say that when considering new taxes “we should take nothing off the table.” Nothing. This means more taxes on Microsoft and Google; a state income tax; higher taxes on small business — all of them are on the table. It’s no wonder Habib opposes voter-approved limits on tax increases and even promised that if they pass for the fourth time, he would, again in his own words, “fight hard for its repeal.” At a time when we need economic growth and jobs, why would we support someone like Cyrus Habib who will punish the very companies that are at the heart of the Eastside’s economic leadership?

Hussey ‘truly cares’ about the 45th District I’m writing to express my support for Joel Hussey in the race for State Representative 45th District, Position 1. Although I have only known Joel for four years, I find him to be one of the most impressive people to whom I have been introduced. I believe that he is running for all of the right reasons. He truly cares about our district; he has stood on the sidelines long enough and watched incompetents meddle with our district, it is time for a change. Joel’s experience as a small business owner really hits home for me, he will be the advocate of small business owners all over the district, and will hopefully influence others at the state level. Joel will make the 45th District a better place to live, through his thoughtful actions, caring heart and business sense. I will be casting my vote for Joel Hussey I hope that others will follow, as it is time for a man of intelligence, integrity and action to fill the 45th Districts State Representative Position 1.

Pierce plans to implement temporary boundary for Rosa Parks 793 students. The temporary boundary will move some students to another school for the next three years. “As shared at the meeting, placing a limit on the number of all-day kindergarten classes at Rosa Parks also continues to be a possible option, which may be implemented in 2013-14 in conjunction with the tem-

porary boundary,” Pierce wrote in an email sent Wednesday to Rosa Parks parents. “The next steps are to engage the schools involved in the temporary boundary and to develop a process for determining the temporary boundary. This process will involve more opportunities for parent input.” Pierce presented two po-

tential short-term options at the meeting — temporary grade-level move and temporary boundary — and more than 250 parents filled out the feedback form. According to the feedback forms, 77.34 percent of the parents agreed or strongly agreed with the temporary boundary option versus 13.28 percent

King County Elections mails ballots

The county will use ballot drop-off vans as temporary drop-off locations again this election. The staffed vans first debuted in the August primary and will be at Kirkland City Hall, West Seattle Stadium and the University of Washington from 10 a.m. to 5 p.m. the Friday, Saturday, Sunday and Monday before election day, and from 7 a.m. until 8 p.m. on election day. Ballots can also be returned to accessible voting centers during their business hours. King County residents not currently registered to vote in Washington can register in person at the King County Elections office or the Voter Registration Annex through 4:30 p.m. on Oct. 29.

Based on the feedback received from Rosa Parks Elementary School parents at a Sept. 27 meeting, Lake Washington School District Superintendent Traci Pierce has decided to move forward with the 2013-14 temporary boundary option for the school, which is 11 percent over capacity at

King County Elections mailed more than 1.16 million ballots to voters via the U.S. Postal Service on Wednesday. The county previously sent about 15,000 ballots to voters living overseas and those serving in the military to allow extra time for delivery. This is the first presidential election since King County began voting by mail and since Washington became an all vote by mail state. “Voters should watch for their ballots in the mail and contact us if they haven’t

received it by Monday, Oct. 22,” said Sherril Huff, Elections director. “We anticipate a high turnout, and we encourage all voters to get their ballots voted and returned no later than the Election Day deadline—the earlier, the better.” King County voters also will begin receiving their voters’ pamphlet in the mail this week. Voters will receive two voters’ pamphlets, a local one from King County and a state one from the Office of the Secretary of State. Voters’ pamphlets are available

online, at Seattle and King County libraries, and at the Elections office in Renton. People can vote and return their ballots as soon as they receive it. Ballots can be returned through the Postal Service, which requires a first class stamp, or they may be returned to any of the 15 ballot drop-off locations open for this election. Ballots must be postmarked by Nov. 6 or returned to a ballot drop box by 8 p.m. on election day. There is a ballot drop-off box at Redmond City Hall, 15670 N.E. 85th St.

I realize that both options presented come with significant pros and cons, and it was not easy for parents to consider either option,” Pierce wrote.

Pierce noted that parents would receive another email from her on Thursday with more specifics regarding the next steps in the process. The work to determine the temporary boundary must be complete prior to the start of the February kindergarten registration process, she added.

As Seattle Sounders FC soccer players watched, 3-year-old Vallory Hurlimann first booted a soccer ball with gusto and then ran up the field as fast as her little legs would go. Lisa Hurlimann kept a close eye on her daughter, who has Down syndrome, and rooted her on the whole way during last Sunday’s afternoon of celebration for young athletes with disabilities at Arena Sports in Redmond. For three hours, Kindering — a Bellevue-based nonprofit helping infants and children with special needs — Special Olympics Washington and Starbucks formed a hat trick of organizations that brought families together on the athletic field to play and visit with each other. There were plenty of laughs, high fives and tears from all involved. “It’s my daughter’s first time participating in a Special Olympics event, and I think so far that it is awesome,� Lisa Hurli-

Levesque, who recently retired and received a Golden Scarf prior to the Sounders’ 3-0 win over rival Portland, kicked some balls around before the event and was joined by the others later. “Coming out here and seeing the kids participate and the families participate and how much fun they were having — it was really something special,� he said. Levesque and the other Sounders were in the spotlight when they placed medals around the kids’ necks during the closing ceremonies. “You just see the faces of the kids lighting up, getting their medal and that pretty much says it all right there,� he said. Added Scott: “It was fantastic. Those kids were very excited — a lot of them are adding medals to the trophy case, so that’s great.�

Utopia relocates in Town Center

On Tuesday afternoon, City of Redmond Mayor John Marchione, a number of students from the International Community School (ICS) in Kirkland and others received a crash course in German culture, courtesy of students visiting the Pacific Northwest from Germany. The 17 students, ranging from 15-17 years old, were part of an exchange program called Partnership International e.V., a nonprofit exchange organization founded with the vision of building bridges through cultural exchange for the development of individuals and a better world for all. In a presentation at Redmond City Hall’s

Mechthild Schmees, a former German schoolteacher who organized the program with her husband, Tony, said a big part of the program is teaching young people about tolerance. “Being different doesn’t mean being worse,” she said. Schmees has been involved in Partnership International for a few decades — traveling to various cities around the country — and said she was overwhelmed by how engaged and involved the parents have been on this particular trip. “The Seattle parents are so great,” she said.

All of the missions had a similar theme so the game was less random and had a more story-like flow. This year’s theme was finding a cure for the zombie virus and the final mission last Friday was to rescue the scientists who had developed the cure before the zombies destroyed it. The missions happened each night and

The Outbreak development team is currently working on a players’ guide and manual to be distributed to other schools so other campuses can play — including DigiPen’s Singapore campus. Sheehan said a number of the Singaporean exchange students attending the Redmond campus participated in Outbreak and have been excited to bring the game to their school. The players’ guide and manual will be ready for distribution in May.

When “Humans vs. Zombies” first came to DigiPen Institute of Technology in Redmond a few years ago, the live-action, undeadthemed variation of tag garnered a large following of students. But the game, which debuted at a school in Delaware in 2005, works better on campuses with multiple buildings. So a group of DigiPen students from various departments joined forces to design their own zombie-apocalypse game that better suited the one-building campus in Redmond. The result was “Outbreak,” which ups the stakes of the original Humans vs. Zombies game by incorporating game design elements such as teams and “missions.” “This isn’t Humans vs. Zombies anymore,” said Kevin Sheehan, executive producer of design for Outbreak. He said the first rendition of Outbreak debuted last year and “it was mildly suc-

Students had the opportunity to meet each other — which is important as many of their players were freshmen and usually don’t know too many people. Sheehan also said Outbreak was held in the fall because it gave them the whole summer to work on the game and more people could play before their class loads became too heavy. Sheehan added that as designers, they also got to meet new people as it took students from multiple disciplines to create Outbreak. In addition to developing the game itself, developers had to publicize Outbreak to let people know about it. This was Karyn McCollough’s job. She was in charge of branding — creating Outbreak dog tags, bandanas and zombie blasters for players, as well as posters to put up throughout campus to let people know about the game and scheduled informational meetings. “There was no reason for anyone to not know (the

Sheng-Yen Lu Foundation awards $227,500 in grants to nonprofits Redmond’s Sheng-Yen Lu Foundation (SYL Foundation) recently held a grant award ceremony at the Lynnwood Convention Center with more than 3,000 people, including many leaders in the Asian American community, in attendance. The foundation distributed a total of $227,500 in grant funds to 15 nonprofit organizations working to improve health and education for all. The eight recipients of education grants were 826 Seattle, City Year, Powerful Schools, Renton Area Youth & Family Services, Technology Access Foundation,

The College Access Project, Treehouse and Year Up. The grants fund programs targeting early education, college readiness and STEM (science, technology, engineering and math) education. The seven health-care grant recipients were Crisis Clinic, HealthPoint, Jubilee Reach Center, Kin On Community Health Center, Neighborcare Health, Smile Partners and Youth Eastside Services. SYL Foundation supports programs that assist the uninsured and most vulnerable in local communities receive quality medical and dental care.

The grant funds support uncompensated care at community health centers and fund mobile dental and medical programs serving low-income families. In just four years time since its creation, SYL Foundation has distributed more than $900,000 in health and education grants, international disaster relief aid and scholarships. Living Buddha Lian Sheng founded the SYL Foundation in 2008. The foundation is a nonprofit public charity dedicated to promoting and advancing quality health and education for all.

One is a two-quarter principles of machining certificate designed to help displaced workers quickly qualify for entry level positions so they can work as they continue their education. The final offering is a two-year associate of applied science degree in machine technology. The machine technology program at LWIT has operated for more than 40 years, making LWIT a regional leader in machine technology training.

Kristin Hayman scored in the 75th minute to boost Redmond girls soccer to a 3-2 victory over Inglemoor on Oct. 11. Five days later, Hayman did it again, this time tallying in the 25th minute to give the Mustangs a 1-0 win over Issaquah. Redmond was 8-0-0 in league and 10-3-1 overall at press time. Against Inglemoor, Hayman and Sierra Bilginer scored firsthalf goals to put the Mustangs up 2-0, and then Inglemoor evened the score with goals in the 60th and 70th minutes prior to Hayman’s deciding strike.

Perfection. That’s what Redmond High School cross country was all about this season as the boys and girls squads both notched 6-0 records en route to 4A Kingco Crest Division titles. They took their talent to the next level at Thursday’s 4A Kingco championship meet on the 3.1-mile Lincoln Park course in West Seattle. The races took place after the Reporter’s deadline for this issue. Seniors Johnathan Stevens and Lila Rice led the way for their squads with personal-best times of 15 minutes, 44 seconds and 18 minutes, 50 seconds, respectively, during the regular season. Rice’s motivation comes from feeding off her Mustang teammates’ energy and support. “I’ve been trying to focus mentally more on the races this year, so I think that’s helped me a lot,” said Rice, who logged copious runs during the summer. “What helps is the team element in cross country. The girls, we all train together every single day and you know that you’re not just running for yourself — you’re running for your teammates when you’re out there.” Stevens is coming off a successful track season last spring when he finished eighth at state in the 1,600 meters and third at districts in the 3,200 meters (he also qualified for state in that event). “Track season went really well, so I just kind of used the momentum

City launches new E-Track system to improve paper shuffle On Oct. 1, the City of Redmond launched its new permitting and land management system known as E-Track. This state-of-theart online platform is designed to manage and streamline the city’s processes and procedures for land-use planning and project review, permitting, inspections, enforcement cases, citizen requests and other development services. With the focus on streamlining online customer resources, the E-Track system will improve internal and external efficiencies within these regulatory
