The first-ever Earth Day was observed April 22, 1970, with the goal of raising public awareness of air and water pollution and the importance of environmental protection. Forty-three years later, this effort continues with the focus expanding to include other aspects of environmental stewardship such as recycling, clean energy and fighting global warming.

On May 11, Marymoor Park near Redmond will be host to the 10th anniversary of the American Diabetes Association-Puget Sound’s Tour de Cure event. The goal of this year’s cycling event is to raise $500,000 and to inspire and support the courage of those who live with diabetes. So far, participants have raised more than $117,000. Registration fee for Tour de Cure is $35 and the fundraising minimum is $200. Prizes are also available for the top three fund-raisers. AN OVERWHELMING RESPONSE
The CRC tour was advertised in Redmond’s newsletter, Focus, and Auer said the response was so overwhelming that they had to add two more tours to accommodate the numbers. Kristin Kinder, education and outreach coordinator for Waste Management, leads these tours and said in the past, their audience has included educational groups such as local Boy Scout troops and classes on field trips. Monday’s tour was one of the first times the CRC has hosted a tour open to the public and Kinder admitted she was nervous that no one would sign up, but was then surprised with how many people were interested. The original plan was to cap the tour at 30 but after receiving more than 100 inquiries, they decided to add two more tours, which will be May 7 and 22. Both tours will begin at 6:30 p.m. “It was really awesome to see the response,” Kinder said. Auer added that they are considering offering the tours again in the fall. “We are delighted Redmond residents are so interested in the recycling process,” she said. “Redmond is already a city of great recyclers and we are confident events like this one will help us be even better at keeping our city clean and green.”

In addition to the number of people interested in the tours, Kinder said she was also surprised with who was interested. She expected mostly adults but said 30-40 of the inquiries were from people like Varadharajan who wanted to bring their families. During the first tour on Monday, she said there were 20 adults and 21 kids. While this was unexpected, it was not unwelcome. Kinder is a firm believer in educating all ages — even the youngsters. And she speaks from personal experience.
“I can trace my passion for the environment to my kindergarten teacher,” said Kinder, who is now 28. “So for me, it’s not too young to educate them.” Varadharajan agreed. She and her husband brought their 5-year-old son Tanmay Kulkarni, who helps with the recycling at home, on the tour as well. She said it is important to start young because it creates lifelong habits. “You catch them young, you’ve got them,” she said. “It’s good for him to understand because if these kids don’t get it, we’re all in trouble.”

Aligning spending priorities with the people’s priorities

As the weeks became months for those of us crafting the Senate operating budget, and the plan itself crept closer to the 400-page mark, it helped to pause and remember that our task was about more than making policies and allocating dollars. We were making choices that would affect people’s lives, be it the student who is counting on government to provide the tools he or she needs to succeed, the small-business owner who is trying to keep the doors open, or the person with mental-health challenges who will struggle even more without state support. I relied on a clear set of priorities to guide my decision making and serve as a reminder of what we were hoping to achieve. First, we must avoid hindering the slow but gradual recovery of our state’s fragile economy, which meant the Senate budget couldn’t increase tax burdens on families and small businesses. Second, we must start down a path that improves Washington’s education system — not only through funding but from the policies that connect additional dollars to improved student learning. Finally, we must preserve the infrastructure and network to support our most vulnerable friends and neighbors who need care. I believe most Washingtonians would agree with these priorities — and I know for certain that Republicans and Democrats in the Senate share them. That is why, since day one, the Senate budget-building process has been collaborative and bipartisan. The Senate’s new leaders chose to leave the partisan bickering to the “other Washington” and work across the aisle to address our many challenges. Many wondered aloud how the Senate could successfully address these issues without general tax increases. Here’s how: During the next budget cycle the state anticipates collecting almost $2 billion more in rev-

enue under our existing tax structure. Because our plan prioritizes spending on education, we allocate almost 90 percent of that revenue toward early learning, K-12 and higher education. Public-school and higher-education spending would both increase from the previous budget by more than 10 percent, and early learning by 20 percent. However, it’s inefficient to simply pour more money into a system that fails one out of every four students. That’s why this dramatically larger investment in education is being connected to outcome-driven education policies. Doesn’t it make sense that as funding for education increases, students should emerge from our schools and higher-ed institutions better prepared to advance in life? At the same time, government is the means through which we provide essential services and the Senate plan provides targeted funding and refined programs for low-income children who need health care and food, people who are developmentally disabled, senior citizens who need help and mental-health coverage. Still, to provide these services and ensure that school superintendents, hospital administrators, nonprofit directors and others can develop long-term plans to meet demand, we need a budget that’s sustainable. It was important, then,
to craft a plan that does not rely on new taxes or temporary measures that make it more difficult for businesses to plan for the future. At a time when there are as many positive as negative economic indicators, increasing taxes would slow down our recovery, taking money families have earned and need out of their pockets. It would also hamper growth as businesses both small and large continue to grow, and bring on employees to meet rising demand. The Senate plan meets the new requirement that budgets balance for the next four years. Many of the gimmicks used in past budgets that created future deficits aren’t responsible options and are not used in the Senate budget. By setting priorities and making difficult decisions — something all Washington residents must do and should expect from their elected representatives — we’ve developed a plan that won’t endanger the state’s financial well-being, enhances our commitment to public education and continues providing the government services Washington residents expect.

Get to know your neighbors to help stay safe in Redmond On average, how many Redmond Police Department (RPD) officers are on the road at a time? On average, how many calls for service does RPD receive in a week? (A “call for service” being a call generated through our dispatch center requiring an officer response. This can range from an accidental 911 hangup to a murder. It doesn’t matter whether one or five officers respond — it accounts for one “call for service.”) Those are two questions I ask citizens when discussing crime prevention in Redmond, especially if they make suggestions or (in not so many words) ask for an officer to park outside their home all night. leads us to believe. DNA results take months to receive, not minutes. Fingerprints are likely not able to be lifted from a crime scene and, if so, there is no guarantee there will be a match for them. Suspects are rarely caught within an hour; sometimes it can take years, if at all. And there won’t be commercials to allow officers to take a potty break. That’s reality no matter where you live. However, I believe one of the best aspects of Redmond is that it’s safe. In fact, statistics (and some RPD “old timers”) confirm that crime was far worse decades ago than today. In 1985 (the oldest stats I currently have at my fingertips), Redmond had 51 property crimes and two violent crimes per 1,000 residents. In 2011, those numbers stood at 24 property crimes and .8 violent crimes. and that’s with our population nearly having doubled in the last 30 years. And that’s with our population on a steady incline. While that’s great for residents, it’s often
frustrating for police because there is no “bad” part of town. It makes crime fighting more difficult because trends are fluid. What happens on Education Hill today will be in the Overlake area tomorrow. Residential burglaries today will be vehicle prowls tomorrow. That’s why you are pivotal in solving crime. Yep, I’m talking to YOU! It’s rare that a police officer stumbles upon a crime in progress (something else televisions lead us to believe). It usually comes from people being good witnesses — calling 911 immediately upon seeing something wrong or suspicious; providing details instead of getting involved. If we can offer one piece of advice to be safer (in addition to removing valuables from vehicles, keeping trees/shrubs trimmed so they don’t block the view to homes, making homes look lived in when you aren’t there, make sure doors and windows have good [ more BOVE page 5 ]

St. Jude’s Sanctuary Choir’s Spring Sing will be at 2 p.m. on April 28 at St. Jude’s Catholic Church at 10526 166th Ave. N.E. in Redmond. The choir will perform with the Contemporary Gospel and Children’s Choirs,. They will perform a variety of religious and secular music, featuring works by Viadana, Vivaldi, Faure, Garcia, and Whitbourne, along with secular and contemporary pieces, solos and small ensembles. It wasn’t until she became more educated on the issue and realized, at 13, that if she had been born in that part of the world, she could have faced the same fate as these children. “There’s such a great chance that I could’ve been abducted as a child bride,” she said. “And (those who are abducted) don’t have a say in it and that’s not acceptable.” Chambers, who is now 17, said the fact that this crisis affected youth was what made the issue hit home for her. She said she is not truly free if her peers in central Africa don’t have the same liberties. “My liberty is bound with theirs,” she said. Once the issue became personal, Chambers became more involved in IC, founding and joining clubs in junior high and high school focused on raising awareness of the issues in central Africa and holding fundraisers for the cause. One of the clubs she is involved in and president of is Schools for Schools, an IC program that focuses on education and fund-raising, but also works with a sister school. The school Chambers
With all of the work she has done with IC, Chambers was recently honored by Soroptimist International of Bellevue Metropolitan with the Violet Richardson Award. Sherry Schuler, spokesperson for Soroptimist International of Bellevue Metropolitan, said as an award recipient, Chambers will receive a $400 scholarship as well as a matching donation for the organization she works with, in Chambers’ case, IC. In addition, as an award recipient at the local level, Schuler said Chambers can apply for the scholarship at the regional level — which encompasses Washington, Oregon, Idaho, Montana and Alaska — for additional scholarships and matching donations. Chambers said she was very excited to learn she had received this scholarship in particular because of the matching donation for IC. “That scholarship meant something more,” she said. Schuler said Soroptimist International is an international organization focused on projects that benefit women and girls. The organization has chapters in more than 120 countries and each chapter has projects that benefit their local community as well as the international community. The Bellevue Metropolitan chapter covers the greater Eastside and Schuler said some of the organizations they have worked with include YWCA and Herrington House in Bellevue. The Violet Richardson Award is open to girls ages 14-17 and is strictly focused on volunteer service. “Her’s was definitely a standout,” Schuler said about Chambers’ application and why she was

Kara Chambers first learned about Joseph Kony, the Lord’s Resistance Army (LRA) and the use of child soldiers and child brides in east and central Africa when she was in seventh grade. The Redmond High School (RHS) senior was a fan of the band, Thrice, who had been working with Invisible Children (IC) to raise awareness of the issue and encouraged their fans to get involved. Chambers helped organize a book drive at Redmond Junior High School for the cause, but admitted “it didn’t make an impact on (her).”
Chambers was limited to discuss only one volunteer endeavor on the scholarship application, but she is involved in other volunteer projects as well. She has been giving English lessons through her church, Meadowbrook Church in Redmond, for four years. As a result of this, Chambers said she is nearly fluent in Spanish as her “students” are mainly Spanish speakers. “I love it,” she said. Chambers has also worked with Liberty in North Korea (LiNK), an
organization devoted to the North Korean human rights and humanitarian crises. Next year, Chambers will attend George Fox University in Newberg, Ore. and plans to major in social work with an international concentration and Spanish. Post college, she said she wants to use what she has learned to continue serving others. “Needless to say, I’m not sure I’ll be in the U.S. for much of my life,” Chambers said about her future, acknowledging her goals are unusual. “Most people wouldn’t call that a dream.” As for traveling to Africa, Chambers said she wants to go for an extended period to become part of the com-
