Police officer says he was sexually harassed, files claim against city

After almost 12 hours of work, crews from eight different agencies successfully and safely rescued a 4-yearold fjord pony from the bottom of a 70-foot ravine outside of Redmond Tuesday afternoon. Gemma, the pony in question, had escaped from Saddle Rock Stables at 24301 N.E. 115th St. on Redmond Ridge — where she had been boarded for three weeks — sometime overnight between Sunday night and Monday morning. She had been present for the dinner feeding and final check Sunday night but was gone by Monday morning breakfast, prompting a search that lasted all day Monday and ended early Tuesday morning around 2 a.m. Michelle Jacob, spokesperson for Saddle Rock, said it is unclear how Gemma ended up at the bottom of the ravine — whether she fell or lost her footing — but she was doing fine when they found her and throughout the [ more HORSE page 6 ]
Scott Bruton, an officer with the Redmond Police Department (RPD), has filed a $1 million claim against the City of Redmond. The claim was filed on April 24 and according to court documents obtained by the Redmond Reporter through a public records request, Bruton experienced “severe emotional distress” and “humiliation” as a result of the “sexual harassment, discrimination, disparate treatment and hostile work environment” he has been subjected to since May 2009. When asked for a comment, City of Redmond chief policy adviser and communications and marketing administrator Jeri Rowe-Curtis said they are not able to provide an interview or commentary at this moment out of respect for the litigation and personnel processes and persons involved. In one specific incident in October 2009, Bruton and his fiancee — now his wife — traveled to Leavenworth, Wash. to celebrate Oktoberfest. According to court documents, the couple ran into former Lt. Glenn Rotton, Lt. (now commander) Erik Scairpon and officers Jamin Palmer
and Jesse Bollerud of the RPD. At one point, Bruton and Rotton left the group to get a drink. The two discussed Bruton’s upcoming marriage and the nervousness he felt, according to court documents. The documents go on to state that Rotton questioned Bruton’s sexuality and sexual preference and asked Bruton if he had “ever thought about being with a guy.” “(Bruton) answered, ‘No. I am attracted only to women,’” court documents state, adding that he felt “extremely uncomfortable and trapped by a potential supervisor.” Rotton continued the line of questioning, according to documents, asking Bruton if he had “ever considered having a threesome.” He also revealed to Bruton that he was gay and court documents state, “it was obvious that Rotton was ‘hitting on’ (Bruton).” Bruton, who began working at the RPD in May 2008, was still a new officer in the department and afraid to tell anyone in the group, but did confide in his wife, documents state. Once Bruton and Rotton rejoined the group, Rotton asked Bruton to show him his abs a number of times, according to court documents. When Bruton did [ more POLICE page 6 ]

Wednesday, May 29 Possession: At 11:50 a.m., a crystal substance was found in a business garage in the 17700 block of Northeast 65th Street downtown. The substance was sent to evidence for destruction. Vehicle prowl: It was reported at 7:32 a.m. that sometime during the night an unknown suspect entered the unlocked construction area at Leary Way and Bear Creek Parkway downtown and opened the unlocked tool compartments on the construction truck. Multiple power tools were taken. Phone harassment: At 4:13 a.m., Redmond police responded via phone to a report of telephone harassment from the 13900 block of Northeast 60th Street in Grass Lawn.
Tuesday, May 28 Fraud: Redmond police investigated a reported fraud at 2:21 p.m. from the 10600 block of Willows Road in Grass Lawn. Theft: A laptop was reported stolen at 8:47 a.m. from the 15200 block of Northeast 40th Street in Overlake. Vehicle prowl: Police responded to a vehicle prowl at 6:56 a.m. from the 2400 block of 152nd Avenue Northeast in Overlake where the window was broken.
Monday, May 27 Theft: Officers investigated a reported theft from the 15100 block of Northeast 24th Street in Overlake at 1:47 p.m. Forgery: A resident in the 11800 block of 172nd Avenue Northeast on Education Hill contacted police at 10:57 a.m. to report an unknown suspect gained her credit card information and forged a check on the account. Crying wolf: Redmond police received a report of violence at 2:09 a.m. from the 16600 block of Northeast 46th Street in Overlake, an address known for false reports of a similar nature. This report was also false.
Sunday, May 26 Shoplifting: A report was taken at 9:38 p.m. for theft of consumer goods in the 8800 block of 161st Avenue Northeast on Education Hill. Grand theft auto: A vehicle was stolen at 5:08 p.m. from an apartment complex in the 4200 block of West Lake Sammamish Parkway in Overlake.
Shoplifting: Redmond police took a shoplifting report at 4:36 p.m. from a retail store in the 2200 block of 148th Avenue Northeast in Overlake. All leads are being investigated. Vehicle prowls: Officers responded to three vehicle prowl reports from Overlake.

Friday, May 24 Shoplifting: Redmond police investigated the theft of liquor from a grocery store in the 17200 block of Redmond Way downtown at 9:52 p.m. Reckless driving: A Sammamish-area man was arrested at 8:22 p.m. for reckless driving in the 18000 block of Redmond Way downtown after he was stopped for traveling more than 100 mph on his motorcycle. Theft: At 6:23 p.m., Redmond police investigated the theft of a backpack left unattended at a park in the 10700 block of 160th Avenue Northeast on Education Hill. No suspect information is available at this time.

Jackson Roos’ ‘zest for life’ shines in others Nine months ago, I began my tenure as editor of the Redmond Reporter. I’d been editor and news reporter at the Bothell-Kenmore Reporter for more than a decade and welcomed the chance to spread my wings and become involved with a different community. About a month into my new job, we were faced with covering the tragic story of Jackson Roos, who died in a zipline accident at the age of 12. I had never followed this sort of story in my career, so I was a bit uncomfortable attending the funeral service. Once it started, and the stories flowed about the positive impact Roos made in his short life, I sat in awe. “When it came to being a friend, he made it count. He had a zest for life,” a friend told the crowd. Roos’ story comes back to me in this issue, where you can see his father, Bryan, on the front page addressing Little Leaguers about his son’s passion for life and baseball. You can read all about the importance of the inaugural Jackson Roos Memorial Weekend Tournament on page 8 and how Jackson affected people. “The opening ceremony was a tender moment for us, and to find out that the Redmond Andy Nystrom

markets. Of course, alcohol use among teens in our community is nothing new. Group sessions at YES remain filled with young people who talk about their struggles, and our drug and alcohol counselors see hundreds of individual clients each week. Certain downsides of increased access are clear. Thefts have gone up significantly since hard liquor became available in grocery, drug and convenience stores. In the first seven months since the expansion of sales, the value of alcohol stolen was nine times greater than in the same period the year before. This is reflected in what we’re hearing at YES. According to Dwayne Evans, drug and alcohol counselor at YES who assesses all new clients with substance issues, “Our clients are very forthcoming with us, and they admit to stealing alcohol when they can’t access it otherwise. Many have stolen liquor, more than beer, in the past year because it’s easily available and gives a faster buzz.” Easier access offers both a challenge and an opportunity for YOUTH EASTSIDE SERVICES

Every two years in local schools, students complete the state Healthy Youth Survey. Youth report on aspects of their physical and emotional well-being, which helps school and government officials and agencies like Youth Eastside Services (YES) stay in tune with what’s happening in their lives. The 2012 survey revealed troubling responses regarding alcohol use locally. Among Eastside 12th graders: • Thirty percent identified as heavy or problem drinkers (defined in the survey as drinking three to six times per week) • Nearly 41 percent reported drinking alcohol during the 30 days prior to taking the survey • One in four had been binge drinking the two weeks before As Washington’s communities transition from limited days and hours for sales to 24/7 access to hard spirits in an increased number of stores, parental vigilance becomes even more critical — and complicated. Several new bills signed by the governor earlier this month expand access to alcohol even more. Effective July 28, movie theaters may sell beer, wine and spirits, and businesses that sell hard liquor will be allowed to offer onsite samples. Wine and beer sampling will also be allowed at farmers
parents. As I have previously mentioned in my column, communication using open-ended questions is a useful skill for any issue. For example, you could share this article with your teen, then walk through a few scenarios, asking, “What would you do if …” • A beer gets passed down the row of your friends at a movie • At a party, your friend brags that she brought liquor “minis” that she shoplifted from the drug store • A farmers market vendor assumes you and your friends are over 21 and invites you to sample wine These “what if ” conversations allow teens “cover,” since they are responding to a hypothetical situation rather than being asked to incriminate a friend — or themselves. Listen closely, thank your child for sharing, and then reinforce your family’s boundaries and consequences for illegal consumption of alcohol. I also urge every concerned citizen — parent or not — to report inappropriate action. If you suspect minors are being served or are sneaking alcohol at a store, the movies or a farmers market, let the manager know immediately. Businesses want to follow the state’s new laws and can’t be everywhere in their establishment as we adjust

Osborn earns ‘favorite teacher’ award JOE WILSON Special to the Reporter
Last week, Trinity Osborn, an art teacher at the Bear Creek School in Redmond, was honored as Barnes & Noble’s “Favorite Teacher 2013” by the Woodinville bookstore thanks to Bear Creek senior Morgan Cadigan’s letter of recommendation. When Osborn offered the opportunity to nominate other teachers for the title, Cadigan chose Osborn, saying “she wasn’t even thinking of herself. I think that shows how selfless she is. I decided she really deserved it.” The award comes just a few months after Bear Creek’s first senior solo art exhibitions at Artworks in

Displaying their artwork has really helped art come full circle for the students in allowing teachers and other students to enjoy what they’ve created,” Osborn said. The community gathered together at Barnes & Noble’s Woodinville store on May 20 to recognize Osborn. Twenty percent of sales during the event were donated to The Bear Creek School’s fine arts program.

Friends of Youth applauds extended foster care bill Youth who age out of foster care when they turn 18 will have more options and support as they transition into adulthood, under the provisions of Senate Bill 5405, signed into law by Gov. Jay Inslee. Friends of Youth (FOY) — which serves communities throughout the Puget Sound area, including Redmond — applauded the expansion of extended foster care support, adding eligibility for 70 percent more youth as they exit the foster care system. “Extended foster care ensures that youth have access to all the support they need to ‘launch’ successfully into adulthood,” said FOY CEO Terry Pottmeyer. “After a year of experience with our own extended foster care program, we are even stronger advocates for the expansion of these services to more youth as they turn 18.” The legislation expands the eligibility pool for extended foster care to
include those who are: • Attending college or vocational classes • Participating in a program or activity designed to promote employment or remove barriers to getting a job • Working at least 80 hours per month (about 20 hours a week) • Unable to work or go to school because of a medical condition The legislation also includes funding of more than $3 million over two years to provide the extended foster care support. The state Department of Social and Health Services also will be required to notify every foster child about the new availability of extended foster care by the time they reach the age of 17-and-a-half. “Providing additional support to youth in foster care that extends beyond the age of 18 is crucial to their long-term stability,” said DeAnn Adams, program manager for FOY’s extended foster care home.

Conroy told Bruton that this was not the first time Rotton had acted this way with RPD’s male staff, documents state. Bruton met with Cmdr. (now assistant police chief) Kristi Wilson on April 13, 2012 about his complaints, including the Leavenworth incident, and according to court documents, Wilson “literally inquired no further.” Court documents state that Bruton was never
questioned again during or about the internal investigation on Rotton, who was put on administrative leave shortly thereafter. Bruton also informed his superior Lt. Ron Harding about a sexual assault and battery he had learned Rotton had allegedly committed, according to documents. The documents go on to state that Harding told Bruton he had informed Wilson of the possible crime Rotton had committed. According to documents, Redmond Police Chief Ron Gibson spoke with Bruton’s squad
regarding Rotton and requested they refrain from “‘talking about what happened’ and that Rotton was coming back as an officer on day shift.” “Gibson admitted to (Bruton) that Wilson omitted all information regarding the sexual assault and battery information that Bruton gave to the department back in the spring of 2012,” said Bob Kim, a Covington attorney who is representing Bruton. “What Wilson did is a terminable offense and could easily get her fired, decommissioned.” Kim said the investigation was not done prop-
erly and deprived Bruton of his “administrative due process rights to have his complaint investigated properly and thoroughly.” “With the admission of an incomplete investigation, taken with other facts…the department did not fully mitigated Scott’s sexual harassment complaint, which has caused enormous emotional and mental distress and anguish,” Kim said. According to court documents, Rotton “abruptly ‘resigned’ on August 15, 2012. Rotton’s past had finally caught up with him that he could no longer ignore or hide.”

given hay and water and veterinarian Tom Hansen had gone down into the ravine to stay with her, as well. “It went amazingly,” Jacob said about the rescue, which was completed around 3 p.m. Tuesday. “The best possible thing that could happen, happened.” She said other than a scratch on her face, Gemma has no other injuries, though after spending about 30 hours down in the ravine, the pony was very tired. Jacob said Gemma had kicked out a fence separating the Saddle Rock pasture from the pasture next door, where she spent some time grazing before continuing to enjoy her newfound freedom with some exploring. Gemma
was found in a nearby ravine — at the bottom of about a 70-foot drop down a hill and cliff. The rescue crews took empty fire hoses to fashion a harness for Gemma, which was wrapped around her body, through her front and hind legs and supported her chest and tail, Jacob said. A line of fire hose also ran along Gemma’s back as a handle. Jacob said the crews used about eight different rope-and-pulley systems at various tiers and heights for leverage to pull the 800-pound Gemma up the cliff and hill. She said there were about 60 emergency workers, “basically pulling the horse up the hill.” “It was a pretty big effort to get her out of there safely,” Jacob said. Hansen sedated the
pony a bit so she wouldn’t thrash while being pulled. Throughout the rescue, Jacob said Gemma seemed to know when she needed to get up and move forward by her own power and when she needed to take a break so the crews could swap pulley systems. “She was great,” Jacob said about Gemma. Glenn Wallace of KCSARA said the focus of the rescue was to keep everyone — human and pony — safe. Wallace said KCSARA, who have assisted WASART on animal rescues in the past, has people trained and certified in high-angle rescues but they usually involved humans. He added that WASART have performed various animal rescues, including horses, but they
usually aren’t as complex as Gemma’s situation. Jacob said Saddle Rock has never had anything like this happen before since owner Barbara Linstedt opened the stables in 1996. This was also the first time Gemma had gotten out, though it hasn’t been her first attempt. Jacob said Gemma, who is not a permanent resident at the stables and will be at Saddle Rock for a few months, has broken boards around the stables in the three weeks that she’s been at Saddle Rock but they were repaired before the pony was able to escape. As a fjord, Jacob said it is in Gemma’s nature to explore. “Fjords are a more nomadic breed of horse,” she said.

The only child of John and Hilda Cook, Patti studied physics at the University of Michigan and Interior Design at the University of Washington. Patti was the promoter of the NW Ski and Home Shows and assisted with design concepts for many businesses including Ferrell’s, Red Robin, Stimson Manor House, and the Street of Dreams luxury home tour. Throughout her career and adult life, her passions centered on design, art and gardening. Patti’s favorite places were in her garden with the plants, trees, flowers, birds and squirrels, and combing the beaches of Hat Island. Patti has been active in multiple charities and organizations where she served in leadership positions including: Hilltoppers Garden Club (President), Avant Designers Guild (President), Japanese Gardens in the Arboretum (Docent), International Race Drivers Club (Chief Timer & Scorer), Hat Island Yacht Club (Commodore) and was named Horticulturist of the year for Washington State. Patti was active in the Renton Masonic Lodge in Rainbow Girls (Worthy Advisor, Grand Officer, & Mother Advisor), and was a member of The Order of Eastern Star and Daughters of the Nile. Patti was an amazing woman and was known for her leadership, art & design, sense of humor, and will be missed by all who had the pleasure of knowing her. Survived by her husband Bill McDougall and children Scott (Wendy), Tracy (Faye) and Eric; grandchildren (Kaley, Ashlee (Thomas) & Taylor) and a great grand daughter (Audree). Jordán Linstedt was only six months old when she received her first pony from her parents. Although she wasn’t immediately able to ride on her own, there are pictures of her sitting atop the pony — always with someone holding her steady. Linstedt began riding around the age of 2 with her family on local trails, and since then, her life has been about horses. “It was always a hobby and a passion,” she said. “There was nothing more I wanted to do more than ride my pony.” Now 25, the Redmond resident has progressed from those trails to become a competitive event rider with her sights on the 2016 Olympics in Brazil. Linstedt said the Olympics have been her goal since she was a little girl and she has the diary from when she was 5 or 6 to prove it. “Not one word was spelled right,” she said with a laugh about the ambitions her younger self had written. Linstedt said eventing is like a triathlon for horses. Competitions are usually three days long with a different discipline scheduled for each day. Horse and rider are

Linstedt’s partnership with DLA came after her father Gary Linstedt died in 2010. Gary had fought a 23-year battle with primary sclerosing cholangitis (PSC), a disease that affects the liver, and Jordán said it would have been a 20-year battle if he hadn’t received a liver transplant three years before he died. After his death, Jordán wanted to honor her father, who was her biggest fan and gave up his retirement fund to pay for Jack, her current competition horse. When her father told the seller what

Jackson was remembered throughout the weekend for his kindness, friendship, competitive spirit and love of baseball. At a ceremony on Saturday, players assembled along the baselines at Hartman Field 1 to hear friends and family pay tribute to Jackson, his connection to Little League and its mission of teaching life’s lessons through baseball and softball. “While he was fiercely competitive, Jackson truly excelled as a compassionate teammate and friend both on and off the field,” said Redmond North Little League manager Panos Panay, addressing the players. “This weekend, give your very best effort. Be kind to one another. That’s what Jackson and this tournament stand for.”

The inaugural Jackson Roos Memorial Weekend Tournament concluded on a high — if not dry —note, with the Kirkland American Little League Yankees winning the championship 14-4 over the Sno-Valley North Little League Nationals on Monday at Hartman Park in Redmond. The Kirkland American team beat the Redmond North Little League Red Sox and Sno-Valley North topped the Eastlake Little League Cubs in semifinal games earlier in the day. The three-day tournament featured more than 160 boys and girls on 14 teams from Redmond, Bellevue, Kirkland, Issaquah, Snoqualmie, Carnation, North Bend, Duvall and north King County. The event honored Jackson Roos, who died at the

Surrounded by the Roos family, Redmond North Little League President J.D. Klein unveiled a plaque and announced that the large baseball diamond at Redmond Ridge Park will be named the Jackson Roos Memorial Field. Redmond North Little League is leading a community initiative and raising funds to replace the park’s dirt and sand fields with an all-weather synthetic turf surface for baseball, softball, soccer and other activities. The fields, pending funding, will be ready in spring 2014. “We’re grateful to the Roos family for the opportunity to organize and run this tournament in Jackson’s memory,” Klein said. “I want to thank everyone who made the event such a success, including the volunteers, coaches, parents, umpires, our local Little League community and the

With about 120,000 people in the country in need of transplants — and 18 people dying each day while waiting for a transplant — both Jordán and Headley stressed the importance of having more people on registered-donor lists. Jordán’s campaign with DLA just launched earlier this month but she hopes the partnership will be a long-term one. “We see it as a lifelong team,” she said.

Relay for Life event set for this weekend
Relay For Life of Redmond/ Kirkland will hold its American Cancer Society fund-raising event
from noon on Saturday to 8 a.m. on Sunday at Redmond High, 17272 N.E. 104th St. People from Redmond and Kirkland form teams and raise money together leading up to the relay. The event celebrates cancer survivorship, memorializes loved ones lost to cancer and helps fight back
against the disease.

Japanese Queen Scholarship Organization honors Ito and nakata
On May 4, Redmond High graduates Christine Ito and Kristi Nakata were crowned queen and first princess, respectively, in the Japanese Queen Scholarship Organization of Washington (JQSOW). This scholarship program is aimed toward Japanese women who are pursuing higher education, community involvement and cultural awareness. Ito and Nakata competed against each other, as well as two other girls in the Seattle area for the title of 54th Cherry Blossom Festival Queen. Bear Creek sweeps all school categories in ‘Best of 425’ contest
The Bear Creek School swept all categories for best preschool, elementary school, middle school, high school and best teacher on the Eastside in 425 Magazine’s annual “The Best of 425” contest. Kindergarten teacher Pam Erickson was honored as best teacher, and has taught at Bear Creek for more than 15 years. Months of online voting helped to create this ultimate, readergenerated list of some of the best places on the Eastside. This is the first time Bear Creek has received the honor of winning Best of 425. Founded in 1988 in Redmond, The Bear Creek School is an independent classical Christian school.
Bateman wins Republican Club scholarship
Redmond’s Chelsea Bateman, a student at Woodinville High planning to attend Western Washington University, is the $1,000 winner of the Eastside Republican Club’s 2013 Scholarship Essay Program. The scholarship was presented on Tuesday at the club’s monthly meeting at the VFW Post 2995 conference hall in Redmond. Applicants for the club’s scholarship essay program were required to submit an essay of up to 500 words on the topic “What is the best way to stop gun violence without infringing on the rights protected by the Second Amendment?” The winning essays are posted on the club’s website at http:// www.eastsiderepublicanclub. org/scholarship.

Bear Creek’s Jesse Leuenberger notched a pair of second-place finishes in the 100-meter and 200-meter races to lead the Grizzly boys to seventh place in the team standings at last weekend’s 2B state track and field meet at Eastern Washington University in Cheney. Leuenberger’s finals times in the 100 and 200 were 11.65 seconds and 22.79 seconds, respectively. The 200 mark is a school record, and his time of 11.3 in the state 100 prelims is a Grizzly record, as well. He broke his own school records, which he set earlier this season. Leuenberger was also a member of the 4x100 state relay, which took third in 44.97. Brandon
Saw, Chris Finkelson and Gabe Rongve complete the relay, which set a school record of 44.78 in the state prelims. Also on the boys’ side, Jonny Magee took third in the triple jump (4010.25) and seventh in the high jump (6-0). In the pole vault, both Stan Leszynski (11-06) and Sam Ethington (10-06) jumped lifetime personal bests. For the girls, Bridget Daugherty snagged eighth in the 400 meters (1:02.74), and the 4x100 relay team of Daugherty, Brittany DiGenova, Mia Niikkonen and Darryln McDonough took seventh in 53.08. • Redmond High’s Johnathan Stevens, Alex Binkerd and Aliyah Steiner all placed in their
events at last weekend’s 4A state track and field meet at Mount Tahoma High in Tacoma. Stevens took second in the 1,600 meters in 4:16.29 and took fifth in the 3,200 meters in 9:03.79. “It definitely felt really good to redeem myself from last year in the 3,200 because I underperformed,” said Stevens, a senior. “It was definitely weird to be done with high school (track).” He added that the top five athletes in the 3,200 will all be teammates at the University of Washington next year. When they finished the race, Stevens said they “turned around and started hugging — we all became teammates at that point.” Binkerd placed sev-
enth in the 100 meters in 11.26. Steiner took fourth in Aliyah Steiner the high jump with a mark of 5 feet, two inches.
